appointed them these positions that all

authority comes from you and you have uh

appointed them to these positions of

authority. So may they keep that in mind

And father, I I pray that uh there would
[3:28]
be harmony that that there would be
[3:31]
unity amongst the the council tonight.

uh that they would uh be willing to lay
[3:39]
aside any any personal

uh agendas or ambitions that they may

have and to just focus on uh the Goddard
[3:50]
uh what is best for the community here in Goddard.

direct

the the council

through the agenda tonight.

That there would be grace, there would

that brings me to uh you guys uh behind

the learning center that alley the 6T

privacy fence. There's weeds that are

presently taller than that 6T privacy

fence. Last time I checked, the uh code

way over to anything we get done about

We are trying to understand the final
[8:17]
plan for this area specifically whether
[8:19]
a gate will be installed or what the
[8:23]
process of this new road is and why.
[8:27]
Um
[8:29]
the current layout already looks
[8:32]
unusual. On one side of the more
[8:34]
culde-sac, there's an existing private
[8:36]
driveway
[8:38]
and on the other side there's now a
[8:40]
roadway leading into an exire in into an
[8:43]
entire housing addition
[8:46]
and we live on the south side and our
[8:49]
tree goes all the way across.
[8:52]
Um, adding a gate,
[8:55]
we don't know what your plans are, would
[8:57]
make this area look even more
[8:59]
disconnected and poorly planned rather
[9:01]
than like a flexibly designed street.
[9:06]
Um it would look like a private driveway
[9:09]
and then a gated entrance if that's
[9:11]
proposed would simply add um onto
[9:15]
opposite sides of an existing culdeac.
[9:19]
We're not opposed to the new road um
[9:23]
when we bought the property and the kind
[9:26]
of
[9:28]
new stuff would probably get developed.
[9:31]

but we would prefer for it to remain
[9:35]
open and for an entire area to be
[9:37]
designed so that it looks and it
[9:39]
functions like one continuous
[9:42]
intentional roadway.

We would like the council to clarify

um is the gate definitely going to be
[9:50]
installed?

Um who requested the gate, the city, the
[9:56]
developer,

future residents? Um,

what problem is the gate intended to

solve if it is put up? And has the city
[10:06]
studied how the gate would affect like emergency vehicles trying to go

through, garbage trucks
[10:14]
going through, school buses, um, because
[10:21]
it kind of concerns us.

Another major concern is kind of the
[10:26]
communication.

no one from the city or the development
[10:33]
contacted us about this road connection
[10:36]
and I just think when you're supposed to
[10:39]
be like working together, um, it would
[10:41]
have been a little bit appreciated just
[10:44]
to let us know what we were looking at.

Um, we were never given an opportunity
[10:50]
to ask questions or even provide just
[10:54]
input before the work began.

we were um actually coming back from a
[11:06]
family vacation
[11:07]
and just to come down your road and see
[11:12]
your trees and everything getting taken
[11:15]
out was really kind of a not a fun
[11:19]
ending to our vacation.

Um during construction, our property

stake was also removed. No one notified
[11:28]
us, explained why it was removed or told
[11:31]
us whether in whether or when it would
[11:35]
be properly replaced. We would like to
[11:38]
know, you know, who removed it and how
[11:40]
the city or the developer intended
[11:43]
intends to verify and um remark her
[11:46]
property line. Mayor, I don't mean to
[11:48]
interrupt Miss Mills, but the council
[11:49]
may want to vote if they want to extend
[11:51]
her time per code of meeting procedures.

establishing that it would finance and

pay for the cost of the co-op electric
[15:07]
utility system improvements to serve
[15:09]
Richard Brook estates edition phase
[15:11]
three and that the property owners
[15:13]
benefiting by such improvements will pay
[15:15]
special assessments in respect of those
[15:18]
improvements. Next slide.

So here's a breakdown of the cost and so
[15:24]
this works generally just like special
[15:26]
assessments do. U the costs will be
[15:29]
spread proa gets the lots that it will
[15:32]
be benefiting. Uh the reason we do this
[15:35]
is because unlike ever the co-op won't
[15:38]
finance those costs. So uh using the CD
[15:42]
statute we're able to u help extend
[15:45]
those costs over a period of time. So,
[15:47]
uh, there's not a large cash lump sum
[15:50]
payment paid upfront for the electric
[15:53]
improvements to serve the development.
[15:55]

The agreement is uh uh have been
[16:00]
reviewed and approved by both our bond
[16:02]
council, Kevin Cowan, and our attorneys
[16:03]

we are looking to get a change order,
[17:38]
uh, approved for 109th, uh, street south
[17:41]
of Kellogg to, uh, Santa Fe. We did some
[17:45]
further review as this project was
[17:47]
moving along of the MAC 552 surface
[17:49]
steel, um, and decided that it was not
[17:51]
the best product for what we were going
[17:53]
to utilize it for. So, we're looking to
[17:55]
get a deduct of $94,65963
[17:59]
on that. Um and that money then would be
[18:02]
utilized towards this change order on
[18:05]
199. Uh what's proposed is next please.
[18:10]
What is proposed is uh concrete there at
[18:13]
uh Kellogg and God road uh about 100
[18:18]
foot approximately past that Enterprise
[18:20]
Bank uh entrance there.
[18:23]
um that would eliminate the potholes and
[18:25]
such that that have developed there due
[18:26]
to the meeting of the concrete and the
[18:29]
asphalt due to due to the slope uh as
[18:32]
vehicles come down to the asphalt that's
[18:34]
creating the uh potholes and damage
[18:37]
there. So when we extend that concrete
[18:40]
out that can uh change that slope, make
[18:42]
it more gradual as it meets up with the
[18:44]
asphalt um eliminating some of those
[18:46]
issues. Uh and then also that is a
[18:49]
solution that uh you're looking at you
[18:52]
know 20 years or so of uh lifespan on
[18:56]
that concrete. Any expansions that would
[18:58]
happen in that area um can also be
[19:01]
pinned to the current as or excuse me
[19:04]
pinned to the pinned to the current
[19:06]
concrete um to allow us for those
[19:10]
expansions and and to keep us from
[19:11]
having to tear out the the concrete. Um
[19:14]
and then of course the asphalt would be
[19:16]
a mill edge mill with overlay um 7 foot
[19:21]
from the edges on each side extending
[19:23]
all the way down to Santa Fe. That would
[19:26]
uh allow us to leave the current asphalt
[19:29]
uh and and kind of taper that into the
[19:31]
drives and such and tape that the sides
[19:33]
of the road uh to keep that from having
[19:36]
a larger edge. Um and then we also get
[19:38]
to use the current asphalt as kind of a
[19:40]
base material.

It kind of helps and supports uh gives a
[19:46]
little strong base because as as we
[19:48]
speak we don't really know what's under
[19:50]
199. It's kind of a tongue twister under
[19:54]
199. Um and so this is kind of a best
[19:57]
solution to keep from getting to into a
[20:00]
mess that we may not want to get into.
[20:01]
Next slide please. So as uh we speak um
[20:05]
these are the specifications that we're
[20:06]
looking at. Um Harland uh will be
[20:09]
helping us out a little bit on this as
[20:10]
well with some survey work and such, but
[20:13]
uh the total bid is $232,270
[20:17]
um is what APAC has given us for
[20:20]
estimate of that cost. Um with this and
[20:24]
the deduct that would still put us under
[20:26]
budget of the 1.25 million is the top of
[20:29]
our budget and this put us about that
[20:30]
1.138 million. um leaving us some money
[20:34]
there for contingencies as we get into
[20:36]
these projects. Uh if there's any issues
[20:39]
that we then we can take care of that.
[20:41]

Um this is the summary of the the uh
[20:46]
proposal of the 23 $232,270.
[20:50]
Uh as you can tell, you know, it's
[20:52]
mainly the like I spoke of the proponent
[20:55]
excavations and the uh concrete. Next
[20:58]

Um, like I said, this all will be
[21:02]
fitting underneath the 2026 roadway
[21:03]
budget. Um, it puts us under budget
[21:06]
still. Gives us some room for
[21:08]
contingencies. Next side, please. At
[21:11]

>> So, the timing would look like possibly
[21:20]
Paul, we would work with Apac to try to
[21:22]
make sure that we have as minimal uh
[21:24]
disruptions to the school as possible.

um keep kind of saying this is shortterm
[21:30]
aim for long-term yay in a lot of
[21:32]
respects. This is something that once we
[21:34]
get this completed um you know you may
[21:37]
have like 199 shut down for a couple of
[21:40]
weeks for the concrete then the asphalt
[21:42]
won't take very long very long at all.
[21:45]
Um so we'll have a little delays but
[21:49]
we'll try to make sure we fall inside
[21:50]
those fall breaks and things of that
[21:52]
nature. We'll do the best we can on
[21:54]
that.
[21:56]
And I apologize. I wasn't really
[21:58]
thinking of this earlier when um we
[22:00]
discussed this, but what about the
[22:02]
houses that are down? I mean, what will
[22:05]
this look like for them?
[22:07]
>> There should be minimal disruptions for
[22:08]
them as well. You know, there's other
[22:10]
streets that they access when it comes
[22:11]
to the edge mill and such. There's still
[22:13]
a driver service there.

much on that. Uh because the concrete
[22:19]
work is just going to be right there at
[22:24]
199. So that's where the the biggest

disruption.

that uh and see if we can get that kind

of thrown into the project as well while

help consolidate some of those projects.

I think one thing it's important to
[22:50]
point out that uh we are still waiting
[22:54]
for a study from KOD and an engineering
[22:57]
service that's almost 4 months in delay.
[23:01]
Um so these things we were doing that
[23:04]
won't negatively impact anything in the
[23:07]
future in terms of adding lanes but it
[23:10]
is frustrating that when you're promised
[23:12]
something that it goes three and a half
[23:15]
or four months before we receive it. I
[23:17]
know sometimes when people hear this
[23:21]
little piece, it's not in response to
[23:23]
that study. We'll make sure that's
[23:25]
clear. This is just an improvement that
[23:28]
we're going to make to eliminate part of
[23:29]
the issue there just with the the
[23:31]
surface. And uh hopefully once we get
[23:34]
the study then um
[23:37]
if it works out like it did at 183rd
[23:39]
Street uh KO will hopefully provide us
[23:42]
with some funding uh to to do the maybe
[23:46]
the expansion of turn lanes and um it's
[23:50]
not by one of the fact that we're not
[23:52]
paying attention to it. We are severely
[23:55]
limited. Uh when we did the 183rd Street
[23:58]
expansion, Kott would not do the study
[24:00]
at 199 until 183rd was finished and they
[24:04]
wanted a time limit to let the traffic
[24:06]
flow settle in before they'd actually do
[24:08]
the study. So the reason really for the
[24:10]
delay for not doing anything from right
[24:12]
after 183rd Street was done is really
[24:15]
the timeline of of K in and the way they function. So
[24:21]
and K I'll say this on on a lot of other
[24:23]
things. They've been really good to work
[24:24]
with. Uh they cost shared the drives on
[24:28]
the north side. I think three or four of
[24:30]
those and and uh I don't want to
[24:33]
discourage them, but there's an
[24:34]
engineering firm that's slow walking
[24:36]
this deal and I don't know why. So, but
[24:40]
I just want to make sure that people
[24:42]
understand that that we're highly aware
[24:44]
of the corner and I think we all cringe
[24:47]
when we hear that there's been another
[24:49]
accident there. So,
[24:51]
that's my two cents on that. Well,
[24:54]
anticipate that as well. Um, you know,
[24:56]
on the asphalt side of things there,
[24:57]
first we're starting to see the roads
[24:59]
slop off. We're starting to see some
[25:00]
damage done to 199 that we get head of
[25:03]
before before it becomes a larger issue
[25:06]
as well.

doesn't take as long to deteriorate once
[25:12]
it gets to that point. So,

uh new vehicle purchase for the building
[26:24]
inspector. Next slide, please. Uh we
[26:26]
have a 2014 Chevy Impala. So when we got
[26:30]
that vehicle, it was used for code
[26:33]
enforcement purposes and then most
[26:36]
recently it was used for building
[26:38]
inspection services and uh through
[26:41]
extensive effort by our on staff uh
[26:45]
maintenance person of vehicles and the
[26:48]
uh effort of a um actual mechanic that
[26:52]
has a shop outside of town where we take
[26:53]
our fleet. Um, we found that it's going
[26:57]
to need uh the head gaskets or a full
[26:59]
engine replacement, which are both
[27:02]
exorbitant costs. I think if you did
[27:04]
either of those things, the vehicle
[27:05]
itself would probably be worth around uh
[27:08]
what those items cost. So, um, with
[27:11]
that, we have looked at some options or
[27:14]
our attempt was to find a new vehicle.
[27:17]
Uh, so we have warranty, something with
[27:20]
good gas mileage. It's going to be used
[27:22]
as our building inspector. He's going to
[27:23]
be doing inspections around town. Um,
[27:26]
which by the way, he's very busy. He's
[27:29]
been here for a couple months. And, um,
[27:31]
we've had a lot of permits pulled just
[27:33]
in the last few weeks. So, we've been
[27:34]
really excited to put him to work. Um,
[27:37]
but, uh, the car went out on him soon
[27:39]
after he started. We are trying to share
[27:41]
uh the acco vehicle, but we've been
[27:43]
keeping three to four dogs in our kennel
[27:46]
uh pretty consistently. For some reason,
[27:49]
folks have a harder time taking care of
[27:50]
their pets in the summer months. Not
[27:52]
sure what the science is behind that,
[27:53]
but the acco vehicle has been pretty
[27:56]
well tied up during uh business hours.
[27:58]
And so, um then he's had to resort to
[28:01]
utilizing his personal vehicle. and it's
[28:03]
not very efficient for his time to be
[28:05]
keeping a diary of his mileage so he can
[28:07]
be reimbursed in his personal vehicle
[28:09]
for inspections that are a mile from
[28:11]
city hall all day long. So um what it
[28:14]
really amounts to is this he's this
[28:16]
position spends a lot of time in a
[28:17]
vehicle. So we would like to use
[28:19]
equipment reserve funds on hand to
[28:21]
purchase something new. So u we looked
[28:24]
at uh some new sedans. So uh you know
[28:28]
the American uh manufacturers are not
[28:30]
really making sedans anymore. I think
[28:32]
they figured something out with the
[28:33]
market there. So, that really leaves you
[28:35]
with uh Nissan or Kia. We saw the Nissan
[28:39]
Sentra uh that we preferred over Kia's
[28:42]
options. Um it's around a 27 $28,000
[28:46]
vehicle. Uh while I was having a a
[28:51]
meeting with Councilman Dur uh late last
[28:53]
week, he had brought up an opportunity
[28:56]
for perhaps a Chevy Sport Track. Um, had
[28:59]
actually never heard of this vehicle
[29:00]
before, which um, like to think I know a
[29:03]
little bit about cars, so it was a nice
[29:05]
surprise to hear there was another
[29:06]
option. It's around the same price,
[29:08]
right around $28,000, but it's an SUV.
[29:12]
There are going to be few instances
[29:15]
where uh, having a little bit more grade
[29:17]
separation in an SUV versus a sedan

could be fruitful. Typically, um, he's
[29:23]
going to be able to park on a paved
[29:24]
street and then walk into a construction
[29:26]
site, but there may be some times where,
[29:28]
um, it would be beneficial to have an
[29:30]
SUV to be able to do inspections. Um,

unfortunately, our contractors can
[29:36]
sometimes have a difficulty in keeping
[29:39]
up with their trackout, which is the
[29:41]
large big clouds of dirt that they pull
[29:43]
in and out of construction sites. Um, if
[29:46]
you drive a sedan with a low profile,
[29:48]
sometimes that can be an issue. So just
[29:50]
again kind of attributing to maybe a
[29:53]
desire to look at the the Chevy uh
[29:55]
option instead. So um the Chevy tracks

last item in new business would be the
[33:12]
strategic growth zone overlay district.
[33:14]
So, back in August of 2025, we had a
[33:18]
joint special meeting amongst the
[33:20]
planning commission and city council.
[33:22]
this concept first appeared at that
[33:24]
time. Um, and if you go back and watch
[33:27]
that meeting, which I did, hopefully
[33:29]
some of you guys did too, such as staff,
[33:32]
but um, it was a consensus that this was
[33:36]
something that we wanted to uh, look at
[33:38]
moving forward with and at least put on
[33:40]
the council agenda. So, um,
[33:42]
unfortunately, uh, due to competing
[33:44]
interests, uh, we did not get that on
[33:46]
the agenda, uh, in the fall of last
[33:49]
year, and I'll take accountability for
[33:52]
that falling through the cracks. It
[33:53]
should have come up pretty soon
[33:55]
thereafter, that special meeting. So,
[33:58]
um, you guys might recall we spent quite
[34:00]
a bit of the second quarter of this year
[34:03]
working through a, uh, resolution that,
[34:07]
uh, put some parameters and design
[34:10]
standards and things of that nature
[34:12]
around two family, three family, and
[34:15]
four family zoning districts. And so, is
[34:18]
at that time kind of that light bulb
[34:20]
went up. Oh, uh, we talked about this
[34:23]
last year. It's kind of a part of this
[34:25]
same discussion.
[34:27]
Let's check the pulse again to see if
[34:29]
they still want to go uh through with
[34:31]
considering this. Uh we'll if so then
[34:34]
we'll put it on the agenda. So had
[34:36]
another pulse check with you guys in
[34:37]
July 1. Again, it was uh provided by the
[34:41]
governing body that uh staff go ahead
[34:44]
and put this on the agenda. So the last
[34:47]
uh planning commission meeting here a
[34:49]
week or so ago um they approved adopting
[34:52]
the strategic growth zone overlay
[34:54]
district uh and so now it is before you
[34:57]
to ratify the decision of the planning
[34:59]
commission. Advance slide please.

So this is meant to be an area where uh
[35:07]
the development community and
[35:08]
stakeholders could expect a more
[35:11]
favorable outcome from planning
[35:12]
commission and council uh for zoning
[35:14]
amendments uh with the expectation that
[35:18]
uh certain restrictions passed on the
[35:20]
two family resolution related to the 40%
[35:23]
ratio of two family uh properties would
[35:27]
not apply in the area. The expectation
[35:29]
would be that the design standards would
[35:31]
still be intact. This is merely a policy
[35:34]
signal. So, if this were uh approved
[35:37]
tonight, um it would be published in the
[35:40]
paper and then put on the zoning map as
[35:42]
an overlay district. And it's a policy
[35:44]
signal to developers and stakeholders
[35:47]
that if you were to contemplate
[35:50]
purchasing property in this area and
[35:53]
apply for a zoning amendment to uh R2,
[35:57]
three or four zoning classification,
[36:00]
the planning commission and council
[36:02]
would give high consideration to
[36:04]
amending or waving the portion of the uh
[36:09]
resolution and restrictive covenant as
[36:11]
it relates to the 40% % on the two
[36:14]
family properties. It does not give any
[36:17]
additional authority. Um the same uh
[36:21]
Kansas statutes would need to be
[36:23]
followed when it comes to the zoning
[36:26]
amendments. So it go through that same
[36:27]
due process. This would just kind of be
[36:30]
a layer of color over that process for
[36:32]
you guys to consider um if this were to
[36:35]
be adopted.
[36:37]
Here's a look at the west region as it
[36:42]
relates to the area around Gddard. In
[36:44]
the light blue, you have the city of
[36:46]
Goddard city limits. In the purple uh
[36:49]
hashed area, you have the city of
[36:51]
Witchah's 2035 urban growth area, which
[36:54]
is more or less an official symbol of
[36:57]
where they see uh potential growth
[36:59]
patterns in our area. In the dark gray,
[37:02]
you see the city of Witchaw city limits.
[37:05]
The orange is the strategic growth zone
[37:07]
area. It's basically the entire
[37:09]
unincorporated Sedu County between the
[37:12]
city of Goddard and the city of Witchah
[37:14]
from 21st Street North to MacArthur
[37:17]
south. You can see a little uh area
[37:20]
within the orange where city of Goddard
[37:23]
has already um established city limits
[37:27]
within the strategic growth zone area as
[37:29]
well as just some light blue areas uh
[37:33]
within the city of Witchaw's 2025 urban
[37:35]
growth area.
[37:37]
Go ahead and go to that next one.
[37:40]
When we looked at this the first time,
[37:42]
we didn't include the school district
[37:44]
overlay, but as we had more
[37:46]
conversations about this, it became more
[37:48]
and more relevant to us. Now, uh the
[37:50]
school district is roughly 10 times our
[37:53]
size and land mass. Um it it takes up a
[37:56]
large portion of the city of Witchah to
[37:58]
the northeast there. You know, it goes
[38:00]
up to 119th and the half mile line north
[38:03]
of Central between it 13th. uh looking a
[38:06]
little further south it goes all the way
[38:07]
to Maple and Tyler of course to the
[38:09]
southwest where you know on and past uh
[38:12]
Lake Aptton. So um we think this is an
[38:15]
important context to the conversation
[38:17]
because uh we feel like the neighboring
[38:20]
city is generating more uh value uh from
[38:24]
a financial perspective only uh from the
[38:26]
school district versus the city of
[38:28]
Goddard. And uh there's a line of
[38:30]
thought that the strategic growth zone
[38:32]
being a policy signal that developers
[38:34]
may consider annexing Goddard versus
[38:36]
Witchah that we would be able to take
[38:38]
more advantage of the fact that our
[38:40]
school district is probably the primary
[38:43]
reason if not one maybe two as to why
[38:46]
development dollars are being invested
[38:48]
into the city of Goddard. I always say
[38:50]
the school district is the lifeblood of
[38:52]
our community and I really mean that.
[38:55]

There's a small publication cost for
[39:00]
notice and if approved the council uh
[39:02]
the ordinance would be published. Um we
[39:06]
got two options here. One is to wave the
[39:08]
reading of the ordinance. Uh and then
[39:10]
two uh we recommend you approve the
[39:12]
ordinance introducing the strategic
[39:14]
overlay district into the zoning and
[39:15]
subdivision regulations and updating the
[39:18]
official zoning map to reflect the new
[39:20]
district. With that, I would be glad to
[39:21]
take any questions that you guys might
[39:24]
have. Uh, and I believe uh city attorney
[39:26]
could uh contribute as well if needed.

It's a great question and to me it's a

matter of practicality. Um there's a
[39:56]
costbenefit analysis that we must
[39:58]
consider when we look at annexing on the
[40:00]
periphery of the community and that
[40:02]
boils down to where are the nearest
[40:04]
available utilities. There becomes a
[40:06]
time where it's cost ineffective for a
[40:09]
development to come into the city of
[40:10]
Goddard if the nearest water man or
[40:12]
sewer main is too far away. Um there
[40:16]
just the proforma doesn't the math
[40:18]
doesn't work. So our thought was is to
[40:22]
go much further south than what we're
[40:24]
recommending today. It may not be
[40:26]
necessary because we're probably not
[40:28]
going to see development that far south
[40:31]
be annex into the city of Goddard or
[40:32]
requested to be within
[40:35]
a relative amount of time, 5 to 10 years
[40:38]
maybe. Um I think it's really important
[40:40]
in the context of this conversation to
[40:42]
remind ourselves that we're going
[40:44]
through a comprehensive planning
[40:45]
process.
[40:46]
some communities or stakeholders say,
[40:48]
"Well, why don't you wait for that
[40:49]
process to conclude before making
[40:51]
decisions like this?" And the reason is we don't have the affordability of
[40:56]
time because of the growth pressure that
[40:59]
we're currently experiencing. Um, we
[41:02]
don't want to not have these things in
[41:04]
place and dollars be invested in other
[41:07]
communities instead of ours because we
[41:09]
haven't set a clear line of sight for
[41:10]
those who are interested in investing in
[41:12]
Gddard.
[41:17]
Well, time is a thing. Like I just saw
[41:19]
the news today about,
[41:22]
you know, somebody dissolving at 119th
[41:25]
in colony and that's right there along
[41:28]
that border and that's going to be
[41:30]
Witchah.
[41:31]
>> So it's it's they're making their way in
[41:35]
and if that gets developed and it's in
[41:37]
Witchaw, which it looks like it will be.
[41:39]
So they big Boston is right there
[41:42]
against that area. So doing this now is
[41:46]
important. I think
[41:49]

[41:51]
some recent signals I think that have
[41:54]
affirmed this concept in my mind as it
[41:57]
relates to the speed of growth from us
[42:00]
or our neighbors to the east. And
[42:03]
there's been a couple of pretty
[42:05]
significant capital investments in their
[42:08]
utility infrastructure near us that are
[42:11]
kind of a signal to me, okay, you know,
[42:14]
we're wanting to make sure that we are
[42:15]
capable of serving this periphery and
[42:18]
having the capacity to do so, which
[42:20]
tells me that this general area is of
[42:23]
interest. And part of it is just due to
[42:26]
the the fact that you look at the other
[42:29]
areas of the county where the suburbs
[42:31]
are buted up against the city and
[42:33]
they've kind of developed through all
[42:34]
those areas and this is the next spot.
[42:43]
» I think it's also important to note for
[42:45]
people who are um not really in favor of
[42:49]
the growth of God to look at this chart
[42:51]
closely because the intention of
[42:54]
is still spelled out there in the
[42:55]
purple. And um this is
[43:01]
our our way to say
[43:04]
um this is our way to protect our city
[43:08]
and the limits, the boundaries and um
[43:12]
just it's it's a pretty clear image
[43:14]
about what the intentions of everyone
[43:16]
are. So
[43:18]

this conversation.

>> Um It's obviously hard to swallow. I
[43:24]
mean, I've said this and I would say it
[43:26]
again. It's hard to swallow a lot of the
[43:28]
hard work that we've put in to um put

regulations on developers and just make
[43:34]
sure that we're, you know, building what
[43:35]
we want. And I think that there's things
[43:36]
that no matter what, we want to make
[43:38]
sure we keep. But no matter what
[43:40]
happens, whether we do this or we don't
[43:43]
do this, this is coming. These
[43:45]
developments are coming. It's a matter
[43:47]
of is Goddard going to see the revenue
[43:50]
from that and are we going to benefit
[43:52]
from what we're going to be driving past
[43:54]
every day? Um we have some of that
[43:58]
already. We drive past things that we
[44:01]
really don't love and we don't have a
[44:03]
saying in because it's not God. And so I
[44:04]
think it's really important that as
[44:06]
we're looking at this, we're ensuring
[44:07]
that
[44:10]
we're getting a piece of this to to
[44:13]
benefit the city.
[44:17]
I guess the last point is there's really
[44:19]
no guarantee that in that grower
[44:26]
to the developers,
[44:28]
but it just does provide them with an
[44:30]
additional option. And I mean it makes
[44:34]
sense on the north side too. That's kind
[44:36]
of the direction where our next water
[44:39]
source is.
[44:41]
So I think
[44:43]
reasons
[44:47]
too.
[44:51]
» I not to just continue on, but I mean it
[44:53]
it's a small incentive
[44:56]
when you think the disadvantage that we
[44:59]
already have with our tax rate, you
[45:01]
know, being higher and some of those
[45:03]
types of things. I mean, it it gives a
[45:05]
reason to choose Godard over our
[45:08]
neighbor. I I think there's more than
[45:10]
one, but for some it's a dollars and
[45:12]
cents thing. And if your annual cost of
[45:15]
living is excessively more in one versus
[45:17]
the other, that may be the determining
[45:19]
factor on where you live. So, um, you
[45:22]
know, having a small incentive like this
[45:25]
is helpful, but there's still going to
[45:27]
be other forces that we're going to be
[45:28]
working against as people look at at one
[45:31]
versus the other.
[45:33]
I think the other thing is is we have to
[45:35]
consider this in the context of the
[45:36]
Northwest Expressway, but also the
[45:38]
massive amount of flood plane,
[45:40]
especially on the north side of the
[45:42]
strategic growth overlay district. It is
[45:44]
financially unfeasible to do um a more
[45:49]
inefficient uh single family
[45:51]
development. In these areas where you
[45:53]
have a 80 acre piece of land, but only
[45:56]
45 acres of it is developable because
[45:58]
there's flood plane issues, there's
[46:00]
Northwest Expressway. the only uh
[46:04]
opportunity for those types of tracks is
[46:07]
going to be higher density uses. And
[46:10]
that's not only uh to help out the
[46:12]
developer, but also the city of Gddard.
[46:15]
We want more value per acre, more
[46:17]
taxable value for the smaller smallest
[46:20]
amount of land possible. Those tracks
[46:22]
are not going to develop as single
[46:24]
family homes next to the expressway. And
[46:27]
with all that flood plane mixed in
[46:28]
there, um there's already some 100% two
[46:32]
family projects there. There's mobile
[46:33]
home park. Just lots of context to be
[46:36]
considered, especially as we look north.

comprehensive plan. We've got some

engagement opportunity coming up on
[49:24]

fall festival uh where we will have um
[49:30]
the group going out and meeting the
[49:32]
community where they're at to ask them
[49:35]
their vision for Goddard's growth in two
[49:38]
or three days. So I'm told we will have
[49:40]
possession of the van from Witchaw
[49:42]
Transit for the GDD go transportation
[49:44]
program. It's been uh kind of a fun
[49:47]
hurdle after the other to get the title
[49:50]
and the VIN number issue worked out that
[49:52]
our staff has been diligently working
[49:54]
through. I'm grateful for their
[49:55]
perseverance. Starting tomorrow, um we
[49:59]
will begin uh getting our new AV
[50:01]
upgrades. They should be done by Monday,
[50:03]
August 24th. So, we'll have the new
[50:05]
system in our Tuesday council meeting.
[50:08]
Uh it'll feel a lot more professional in
[50:09]
here, which is something I'm really
[50:11]
excited about. um no one feels good
[50:13]
about clickers not working and having to
[50:15]
use boom boxes and um all the other
[50:18]
issues we've faced over the last several
[50:20]
months. So I I appreciate the council
[50:22]
and the community kind of being patient
[50:24]
with us uh through those trials. So um
[50:27]
Trails End third edition 12 or 60 days
[50:30]
have elapsed on that project. Um we're
[50:32]
about to have a lot of new residential
[50:35]
uh development come online that's
[50:37]
nearing shovel ready. Um, you know, it
[50:39]
takes a year, year and a half to get all
[50:41]
this horizontal infrastructure in. Uh,
[50:44]
interesting. I sent an update to the
[50:45]
governing body last week. I think I
[50:48]
think we've issued around 60 single
[50:50]
family new construction permits to six
[50:54]
two family new construction permits. So,
[50:57]
uh, amongst all the discussion about two
[50:59]
family, this year has been all about the
[51:00]
single family home thus far. I do expect
[51:03]
with a lot of these residential
[51:04]
developments that are about shovel
[51:05]
ready, there'll be a bit of a catchup
[51:07]
moment for the two family properties.
[51:10]
The public works facility is progressing
[51:12]
really well. I hope you guys have been
[51:13]
driving by to to watch those guys work.
[51:16]
Um they're going to be continuing the
[51:17]
exterior panels, wall blocking, and uh
[51:20]
starting some of the HVAC, electrical,
[51:22]
mechanical work as well. Legacy Bank
[51:24]
Park, uh the crews board have finished
[51:26]
the pavilion pad. Uh they've finished
[51:29]
the excavating and grading of the pond.
[51:31]
They've done the sanitary sewer boring
[51:32]
beneath maple. The pipe is in for the
[51:35]
sewer. Um we're going to be seeing uh
[51:38]
the benton knife being packed into the
[51:40]
bottom of that pond so we have a pond
[51:41]
that doesn't leak uh once it's full of
[51:44]
water. Uh super excited for the progress
[51:46]
on that project. uh the water looping
[51:48]
project uh you know that the uh historic
[51:53]
part of town I'll call it uh has proved
[51:56]
to provide its trials and tribulations
[51:59]
as it relates to this project. Once we
[52:01]
get out of there it should be much more
[52:03]
smooth sailing. You got to consider uh
[52:05]
that area is full of utilities. It's
[52:08]
well established. There's old stuff in
[52:10]
there that we may not even know is
[52:12]
there. Um, so you know, they've been
[52:15]
doing pretty good dealing with little
[52:17]
paper cuts that have come up here and
[52:19]
there as they've been working through
[52:20]
that part of the project. Um, four
[52:22]
streets pretty much done, oak streets
[52:25]
pretty much done. Um, they got a couple
[52:27]
of tree streets left there as far as
[52:29]
water lines are concerned. And then, uh,
[52:31]
hopefully in the next few weeks they'll
[52:32]
be moving on to other parts of town and
[52:34]
we'll get that base layer of asphalt,
[52:36]
excuse me, the top layer of asphalt put
[52:38]
back on those Tree Street roads.
[52:41]
Uh the 2026 roadway projects are kind of
[52:43]
on pause in that area of town. Until
[52:45]
then, uh as Jason shared, tonight uh
[52:48]
we'll be doing uh the mill and overlay
[52:50]
work now that's been approved and then
[52:52]
the concrete tear out and replace. Um
[52:54]
we're going to try to target fall break
[52:56]
for that Brook Estates phase three. Uh
[53:00]
so they're continue to keep moving
[53:02]
forward on that. Uh I'll just take a a
[53:04]
brief moment to uh as far as the gates
[53:08]
concerned and the separation with the
[53:09]
other uh county residents. Um we're

hoping to get a final recommendation

proposed are really nice decorative

looking gates. They didn't want to go

with something that would not fit within

that. I'll call it a state style

neighborhood. Um, we've seen the
[53:31]
application done before, so I'm hopeful
[53:32]
it'll work. As you heard tonight, we
[53:35]
basically got two property owners saying
[53:37]
they want two different things. They're
[53:38]
not residents of God. So, here we are
[53:41]
refering uh two different positions from
[53:44]
uh county neighboring property owners.
[53:46]
Um, I don't think at this time I'm ready
[53:49]
to change course uh from the fence
[53:51]
unless we get something from legal that
[53:52]
says otherwise. Um, since this continues
[53:55]
to get put back on your plate, we'll
[53:57]
just keep you updated with uh oneway
[53:59]
updates um via email. Uh, villas at
[54:03]
Pleasant Ridge Creek, they've got uh
[54:06]
mostly asphalt down there. I think we're
[54:07]
just waiting on a base coat. It's one of
[54:09]
those that's nearing shovel ready.
[54:10]
Willows Ridge paving will be coming
[54:12]
soon. They're finishing up the storm
[54:13]
water drainage. So, uh, in true
[54:16]
contractor fashion, they wanted to
[54:18]
start, uh, the day they told us they
[54:21]
wanted to close Maple, we said, "No,
[54:22]
that's not going to work. we need to
[54:23]
give the community a week of heads up
[54:25]
and then they didn't show up uh to do
[54:28]
that work on that day. So, um we are
[54:31]
trying to figure out if and when they
[54:34]
need to close Maple and we'll go at
[54:37]
giving everyone notice again. So, if you
[54:39]
see folks getting riled up again about
[54:41]
that, that's because it wasn't done the
[54:42]
first time it was as it was committed to
[54:44]
be done. Micromobility device ordinance.
[54:48]
Uh it's just kind of been uh hanging out
[54:50]
in purgatory. I need to get a final
[54:52]
review and comment from our staff
[54:54]
leadership on that. Our legal teams had
[54:56]
the draft ordinance to us now for a few
[54:58]
weeks.

167 to 23rd Street crew should be uh
[55:02]
starting construction this week. Maple
[55:05]
Tree, believe it or not, this one has
[55:06]
been uh hanging out there for a really
[55:08]
long time, but they just had their
[55:10]
pre-construction conference and we'll
[55:11]
have the notice to proceed issued
[55:13]
September 1st. Um applications are due
[55:16]
for the mayor's youth council September
[55:18]
1. Uh if anyone from the public knows of
[55:20]
a high school student at Goddard High,
[55:22]
Goddard Eisenhower or Goddard Academy
[55:24]
that uh would like to be more civically
[55:27]
involved and learn uh more about their
[55:30]
local, state, and federal government, we
[55:32]
would love to have them be a part of
[55:34]
this program. Uh and then there lies a
[55:37]
few upcoming agenda items for you to
[55:39]
preuse. Mr. Mayor, with that, I will

respect that we can have that cander and

um we're willing to come back in the

next time and I think we all our hearts

are all in the right place. And so I

just appreciate that we're able to do

that and we get along well and we work

um, we we have been listening and we do

appreciate when citizens come up and

know that the city does do a great job
[59:38]
of fielding a lot of these questions and
[59:40]
we've seen some of the communications
[59:42]
that have been going on and the city's
[59:43]
been doing a great job and I appreciate
[59:45]
you might get going and talking with
[59:47]
individuals, but don't I hope citizens
[59:50]
don't feel like they have to come up and
[59:51]
give comments. We appreciate it, but
[59:53]
there's also a whole staff that's always
[59:55]
willing to listen and provide feedback.
[59:58]
So, you don't have to go that route. you
[1:00:01]
can always go to the city and and talk
[1:00:02]
to them during their business hours. So,
[1:00:05]
um just just uh letting everybody know
[1:00:08]
that. So, um I also wanted to just give
[1:00:11]
a shout out to all the videos I've been
[1:00:13]
seeing of some of the new things going
[1:00:15]

been putting out. It's been great. Hope

the community's been enjoying seeing

what all has been going on, not just the

city projects, but other things that

street. He was behind me.

He pulled me on the sidewalk

and uh he raced me to the other corner
[1:01:07]
and I was doing 20 and I think he was
[1:01:09]
doing 25.

stepping out of city hall or the senior

around to them because of other

priorities. But at any rate, we'll get a draft in front of you guys at that
[1:02:09]
14-day meeting and we can workshop it a
[1:02:12]
bit if you see some things you want to
[1:02:13]
adjust and we could look at codifying it
[1:02:16]
that first Monday of September. I
[1:02:19]
suppose it'll be here soon.

the final approval for our joint project
[1:02:39]
with the county to pave
[1:02:42]
183rd
[1:02:44]
north of Maple to Central was approved,
[1:02:46]
which includes our first roundabout. So
[1:02:49]
um
[1:02:52]
first uh first money spent on the roads
[1:02:54]
in western Cedric County in 20 years.
