[1:33]
We have special presentations this evening.
[1:38]
And the first one is home in Garden Awards, with the Hamilton Garden Club.
[1:43]
If you want to join us up here, who's representing a home and garden club,
[1:51]
who's providing money.
[2:03]
Yes, right there.
[2:04]
With a mic.
[2:12]
Okay, who wants to talk about the home and garden program?
[2:18]
The Hamilton Garden Club has reinvigorated the home and garden appearance award
[2:25]
And our first award for this year is going to Bishop and Mrs. Andrews for their beautiful house on night street.
[2:36]
You can see up there they bought an older house. She wanted an older house and they found it.
[2:42]
That one and have completely revitalized the house in the yard.
[2:47]
So we are so pleased to present the first award to the Andrews family.
[3:00]
Okay, I'm Jerry Hammond and I'm a member of the Hamilton Garden Club.
[3:06]
Judy Holcomb and I'm also in the Garden Club.
[3:11]
Thank goodness for the Garden Club.
[3:13]
You folks do so many things that a lot of folks don't know about in the city of Hamilton.
[3:17]
So, thanks both of you.
[3:20]
There's your bandrues.
[3:21]
It sounds a little bit about your home project and all and how you've got to look so good.
[3:27]
Well, first of all, I thank you for the presentation.
[3:29]
thank you for even taking a look at our home. We appreciate the hard work that you do. We just
[3:36]
we purchased the home in 2008 and someone said it should have been tore down. My wife saw it
[3:44]
and we was living in a linda wall and we purchased it and the rest is history. Just put a lot
[3:50]
of love in it and it's just sitting and enjoying retirement and enjoying our home. Thank you so much.
[3:56]
Well, you and your profession and with your home, your builder, you build things.
[4:02]
Thank you very, very much and thank the First Lady as well, if you would.
[4:06]
So the Hamilton has a small recognition certificate.
[4:12]
I want to read it to you. So the of Hamilton, Ohio.
[4:15]
This is sort of by the Bishop Greg, Mrs. Andrews, a 331, north 73,
[4:19]
It's hereby awarded the certificate of recognition for receiving the August, 2026, home and
[4:25]
garden appearance award, and for dedication to keeping the city of Himalayan to beautiful.
[4:29]
Some of myself as mayor acknowledged by all members of Council.
[4:32]
Thank you very much, because I'm sure all the houses around you are starting to try to keep
[4:36]
up with the injuries, right?
[4:38]
Thank you, Bishop.
[4:39]
This
[5:02]
one is 26th Ward Walk in a Callahan and Marie Corles, Alec and Jude Haines.
[5:18]
Even in council members, I'm
[5:24]
not talking to them now.
[5:26]
Good morning council member and city manager of the kite.
[5:31]
This is my June Haines and right here are my cohorts that are helping me out with this walk.
[5:36]
I'm here tonight to introduce the warrior walk, a suicide awareness and prevention initiative.
[5:42]
dedicated to veterans first responders, their families, and their loved ones who stand beside them.
[5:50]
These are the people who run towards danger when the rest of us run away.
[5:55]
But too often, the ones who spend their lives protecting others struggle in silence.
[6:02]
And when a person struggles, an entire family feels it as well, spouses, parents, children,
[6:08]
siblings and friends carry the worry and the fear and sometimes the heartbreak of losing
[6:15]
someone they love. The Warrior Walk is about changing that. It is about breaking the
[6:22]
silence, starting conversations, connecting to help people and reminding every veteran
[6:28]
first responders, family members, and loved ones that they are not alone. We can't
[6:35]
everyone we've lost back but together we can work together to make sure we
[6:40]
lose fewer. The warrior walk is more than just a walk. It's a promise to stand
[6:46]
aside those who have always stood for us and stand beside the families who stand
[6:52]
with them. Thank you very much for taking this time to listen to us and also
[6:57]
along with this walk we're going to also have a fair afterwards it's giving
[7:03]
information where family members can go to get help. So we'll have different
[7:09]
organizations there that will give information to families and to all of you. So if you
[7:17]
have any ideas or anything that you want to bring towards this, we would love to have that.
[7:22]
I like to introduce you know, you, I am Anna Callahan.
[7:31]
And I want to thank you guys for letting us present this to you today. I'd like to start by saying that this is really deeply personal for me, because Savior Warrior is responsible for saving the life of a dear friend of mine.
[7:47]
And I couldn't think of a better organization to raise funds for it. As you can see, by the slide, but we're counting at 45 suicides in 2025.
[7:57]
12 of which were veterans accounting for 27% of all suicides in butler accounting.
[8:06]
Butler accounting veterans are 5.7 times more likely to die by suicide than civilians.
[8:13]
Save a warrior reports a 99% success rate in preventing suicide which is
[8:19]
incredible by any measure and I would like to encourage anyone who gets the chance to
[8:25]
at their facility in Hillsborough. Please do so. It's very impressive and the work they do
[8:31]
is invaluable. Thank you.
[8:37]
I don't think I did a very good job with the clicker.
[8:42]
You guys know
[8:43]
me for those that don't, Ann Marie, now Coral is Alex.
[8:51]
It's probably no surprise that I'm standing up here
[8:53]
with these fabulous ladies supporting another event that supports our veterans and our first
[8:59]
responders here in Hamilton and throughout Butler County.
[9:04]
I saw, as Emery is also the casualty, in doing the work to build the warrior walk, I saw
[9:11]
an opportunity given also being connected to two other phenomenal events that happened in Hamilton during the fall.
[9:19]
And that is run for your bones, which happens in October.
[9:25]
And the tricky trap, which I've been involved with in sponsored since I opened the doors.
[9:29]
I always believe that you should run for a bigger anyway, right?
[9:32]
So, why not?
[9:34]
So, I saw an opportunity as a former runner,
[9:37]
as well as a business owner, to bring these three events
[9:38]
together in this, what we're calling,
[9:40]
the Hamilton Finishing Line series.
[9:43]
And the thinking here is threefold.
[9:46]
So, bringing together three phenomenal events
[9:48]
that actually graduate up in distance
[9:52]
and in the test of endurance, if you will.
[9:56]
So, there's this real natural ladder
[9:57]
of encouraging people to participate in multiple events and become their best reach their
[10:07]
finish lines, but the idea is both a nod to Hamilton in that respect,
[10:14]
but also a nod
[10:14]
to the journeys for the people that are being supported by these three events. So we've
[10:20]
got the warrior walk, which is supporting. These guys just shared suicide awareness and prevention
[10:26]
amongst first responders and military.
[10:29]
We've got run for your bones, which supports children in the legal and the court system by
[10:34]
no fault of their own and cost it, specifically, be in the organization, and of course,
[10:38]
the Turkey Trust supports young moms, teen moms.
[10:42]
I think they are three extremely vulnerable and underserved populations in Hamilton, so again,
[10:46]
something else that was bringing this series idea to life for me, and the idea of
[10:53]
We cross our finish line so other people, others can cross theirs, was how this idea sort
[10:58]
of formed in the bathroom for me, one day.
[11:01]
So here to share that as with everything else Hamilton, we are collaborating with two other
[11:08]
amazing organizations to co-market and drive awareness and make each of the event these events
[11:13]
as big as possible to connect the participants to each of the events and incentivize participation
[11:19]
in multiple events as well as my ultimate goal, get more people in Hamilton, get people in to
[11:27]
see this great stuff that we do in Cincinnati shouldn't be the only place locally that
[11:31]
has event series, fitness series, movement series like this.
[11:35]
So we've connected with TV Hamilton, we've connected with Main Street running collective,
[11:40]
we've connected the whole bunch of other organizations as well to help us deliver this message,
[11:45]
create this message to deliver this message of every step helps others cross everyone
[11:51]
cross the finish line. It's a work in progress. We have worked to do to figure out exactly
[11:55]
logistically how we are going to pull this off, but we really hope not just to bring the
[12:01]
warrior walk to life over the next month, but to set the stage for the first time to bring
[12:07]
three events like this together into this incredible series in which we will reward people who
[12:12]
participate in all three, we will bring businesses and organizations together to really elevate
[12:19]
the support that we can provide to these underserved populations.
[12:25]
So that's any questions.
[12:27]
I have a statement though, if you would mind, I know you've got three great teammates that
[12:32]
being all of your spouses who have when we're sitting in the back and they're both sitting
[12:36]
It came up to employees and their veterans, and of course, a number of your husbands
[12:40]
of veterans.
[12:41]
That's statistic 5.7 times is significantly sad, tragic.
[12:49]
So if everybody who tends this event, tough to 5 people and spreads that awareness, that would
[12:55]
be tremendous, because it will get to a veteran, I feel sure it will get to a veteran who
[12:59]
might be struggling, and then they'll learn more about, save a warrior, so thank you for
[13:03]
what you were doing.
[13:05]
I'm sorry.
[13:06]
Well, I'm just the date of September 12th.
[13:10]
Thank you.
[13:10]
It is the same day as the Hispanic Heritage.
[13:12]
I can't get the words out of it.
[13:14]
Second Saturday, Hispanic Heritage Festival.
[13:16]
It is in the morning.
[13:17]
It's nine o'clock.
[13:18]
This will be wrapped up.
[13:19]
Hi, everybody.
[13:20]
Yep, everybody.
[13:21]
We can do it.
[13:22]
All right.
[13:22]
That's the screen.
[13:24]
Thank you.
[13:25]
We started.
[13:25]
It was the moment we ended at casual time.
[13:27]
The resource fair will run 11 to 2.
[13:30]
Right in the parking lot of the casual time.
[13:32]
And again, the idea is,
[13:33]
because we will be right out in the middle of everything that we bring, we bring all these
[13:38]
folks together. I, you know, being married to one by a little sister of a
[13:43]
fireman, most of the time, these are the people that are not reaching out for
[13:46]
health and are not admitting that they need help, asking, asking for a helping
[13:52]
hand. So we have to collectively speak and elevate and shout for them. So that's why
[14:01]
means so much to the free of us, because we've all seen it hurt it, lived it. We really would love
[14:07]
the help in getting the awareness, you know, these things are in free, help us with sponsorship,
[14:14]
self-independent, woman lanes you guys already jumped in, you have to be vicious, we have gotten,
[14:20]
and we've got a short amount of time to hopefully collect up more. That's really what I think
[14:31]
If anybody would like physical prayers, we can also share it, it's like,
[14:35]
solution to accept.
[14:37]
Motion to accept the, lARS plot the second,
[14:40]
post-immacuncent member of Proper찮ments
[14:42]
Nationalถromicros estão at counter-acculment and
[14:42]
Fiber Playsee I, I, opposed to done what we are accepting.
[14:47]
Also, I want to make note that if you are in first
[14:50]
response or also in veterans, you are able to walk for free as well.
[14:56]
So yeah, and those who are still serving as well, thank you.
[15:00]
And it's significant that it's a day after 9-11 as well. Well, thank you. Thank you.
[15:12]
Thank you,
[15:16]
presentations. We have an audience of citizens. The investors wish to make comments.
[15:21]
On city issues, make speak during this part of the agenda.
[15:23]
I'm going to reserve the right to speak when the items are uploaded to the council floor.
[15:28]
Each of the visuals allowed up to five minutes.
[15:39]
First, we have Tim L.
[15:51]
That's easier.
[15:54]
You're correct?
[15:55]
Good evening, would you give us your full name and your address, please?
[15:58]
Yeah, top of the evening.
[15:59]
My name is Timothy Langer.
[16:00]
Address is 1147.
[16:02]
North West Washington Boulevard.
[16:03]
Apart from 24C, Hamilton Highell.
[16:06]
450013.
[16:08]
Thank you.
[16:08]
You're welcome.
[16:10]
May I have a good?
[16:11]
Please go ahead.
[16:11]
Absolutely.
[16:13]
So on behalf of the City of Hamilton Highell,
[16:14]
I'm calling for the immediate removal
[16:16]
and impeachment and criminal conviction
[16:18]
of Judge Daniel J. Gettemire for Purgery, and Ave David is stated as followed, which is
[16:24]
dated back to June 29th, 2016, at which time I was currently incarcerated in the Butler
[16:31]
County jail, never served any documentation for a court date, nor offered the opportunity
[16:37]
to make an appearance in Ave David's stated, and it's undocumented with the City of
[16:41]
Hamilton, Ohio. Judge Gettemire, what? I want to add to on the record, who bound my case
[16:47]
over to the Grand Jury in 2007 when I was charged with the arm robbery of the Union Savings
[16:53]
Bake on the West Side of Hamilton, which I never robbed after David, calling for the
[16:56]
removal judge guy at MITRE.
[16:58]
Defended.
[16:59]
On 629, 2016, 1229, 51 PM, this matter came before the court for hearing on the plaintiff
[17:06]
landlords here in referred to as landlord, second cause of action, present at the hearing
[17:11]
where the following person.
[17:13]
I have to act in a rep just for a second, because
[17:16]
audience citizens is about city issues.
[17:20]
City issues, this is definitely a situation.
[17:22]
I mean, I'm respectin' your right to speak.
[17:25]
Go ahead.
[17:25]
This respect mine, if you would, and I appreciate it.
[17:27]
We've talked about city issues in the past, usually homelessness, and I hope you're
[17:32]
doing what you're doing.
[17:33]
While making this on the records of that way, I can use this.
[17:36]
Well, that's the thing.
[17:37]
This sounds like it's a, you're raising some issues that are 10 years old.
[17:42]
And then it doesn't have a statute of limitations on perpetrators or it could be complex legal matters in good and good and good and good and good and good and I she was well
[17:52]
You're 100% right and counsel no nothing about and I've been trying to present counsel with the opportunity in every context message
[17:58]
And I can show a prosecutor if they like to see it and explicit detail you refuse to respond to me
[18:05]
I tried to do this on a personal note trying to talk to many different people and you want to play the political route
[18:11]
which is great. You want to claim that you don't know my dad, you want to claim all of this,
[18:14]
which is a loss, right? So, Gatomire, I am calling on behalf of the city of Hamilton, Ohio,
[18:20]
right? I am the longest rainy resident in this city, right? I am calling for the immediate
[18:25]
removal and criminal prosecution for surgery of Judge Daniel J. Gatomire.
[18:29]
There is probably a procedure much, much different from this if you were even going to start.
[18:34]
I tried. You stone walled me and blocked me everywhere that I turned.
[18:37]
Sir, I have not stood on a wall that will block you in any way. I told you at times.
[18:43]
I'm making my presentation. Am I allowed to make my presentation?
[18:46]
I'm going to say that you're going to an area which is not an audience of citizen areas.
[18:51]
Oh, it 100 percent is. It is 100 percent is.
[18:54]
I disagree in time.
[18:55]
So you're telling me when a judge makes a decision that does a lie outright, it's prejudicial.
[19:00]
That's not city business. This is 10 years ago, this sounds like a grievance of sort that you...
[19:06]
It sounds like that you have a personal vendetta against me, and I'm glad that you're stating this on the record, this is all there to be with that.
[19:13]
And Tim, I'm just going to say this pretty quick, I hope you're in good health. I just want to mention.
[19:18]
I hope I'm in good health. Why is that a threat?
[19:19]
You've accused me of things.
[19:21]
Is that a threat?
[19:22]
So you said I hope you hope I'm in good health.
[19:24]
I do hope you're in good health.
[19:25]
Why? Why would I? Why would you hope that I'm in good health?
[19:27]
Because I hope that people who approach to podium are in good health.
[19:30]
And I'm also saying sir, you've accused.
[19:32]
100%, I can say whatever I like, it's coming under the first amendment, sir.
[19:38]
This is not.
[19:40]
And to me, it's just me, Pat, if I could bring you to a courtroom, I would.
[19:43]
And I would have you charged the bullets, because I've got every bit of documentation to substantiate.
[19:48]
Now, you are a pro.
[19:50]
That sounds like a very interesting personal affront against me, sir, which is not allowed by our rules of council.
[19:57]
Well, I'm glad as you interrupted my presentation.
[19:59]
Well, it was just not a presentation for audiences citizens.
[20:03]
Well, it'll be played back on the video so I can use this at any point now.
[20:06]
So, I can contact a prosecutor, a federal prosecutor, a mile, my uncle.
[20:11]
He works, he works, he works for him and a guy.
[20:14]
Prosecutors.
[20:15]
So, if you want to go this route, I'll be on the phone with Joe Deeters and I'll make sure that this has turned over to him.
[20:20]
Which is not due to the city council, too.
[20:22]
Okay, that's the way you feel the audience, the citizens of the presentation,
[20:25]
definitely impacts the city.
[20:26]
So that's the way you feel. I'll take this and move further. We'll see you in court.
[20:31]
We'll see you in court.
[20:40]
Citizen.
[20:48]
Next citizen talking about city issue or city issue is Sam S.
[20:53]
My name
[21:05]
and your address, please.
[21:07]
Samuel Sanders, 1, 2, 3, 3, 3, Hamilton, Ohio.
[21:17]
Hey, don't joke.
[21:19]
Last time was here, I guess it was July 15th.
[21:21]
We're talking about a cultivate marijuana cannabis called a plant and that's all really is.
[21:27]
So I was wondering what you all plans were with that, what's your plans with that Joe?
[21:32]
Mr. Mayor.
[21:33]
Mr. Mayor, at this time it is not, it's not been a part of the ordinance that is allowed to move forward.
[21:41]
At this point also, from a business aspect there are no licenses available.
[21:46]
Yeah, no, that's why I was trying to get you all one.
[21:48]
Yeah. So as far as as far as cultivation at this point, it's an issue that is not on the table at this time.
[22:00]
Are y'all doing a deal with GTI? I know they stayed a little later.
[22:04]
Another thing they cultivate marijuana that's what they do.
[22:07]
Are y'all sealed a deal with them or not?
[22:09]
I am not familiar with that deal.
[22:11]
You know I feel a little GTI last time? No sir. Not that I'm aware of.
[22:16]
Well, I mean, I read the newspaper at the article, and said, you know, city's looking for a cultivator,
[22:23]
so I read that article, you know, I was like, hey, you know, here I am, you know, and, uh...
[22:30]
I don't know if your plans were something different along that line or what's going on with that.
[22:36]
My point, but the whole purpose is to think, I mean, I could get you all to license.
[22:42]
You know, I was supposed to get to license.
[22:44]
Mole is a lawyer, right? You're a lawyer, right?
[22:47]
Yes, I am a lawyer.
[22:49]
Exactly. So you could be looking into things with a state.
[22:52]
Well, if you're looking at things, you could be looking at things.
[23:00]
Okay.
[23:01]
Okay.
[23:08]
There's money in the general fund right now.
[23:10]
It's been sitting there a while.
[23:12]
It's still sitting there.
[23:14]
So this money is available.
[23:17]
But nobody's stepping up and doing nothing.
[23:20]
Okay.
[23:21]
Now we can begin our community ahead in a lot of ways.
[23:23]
By you not doing nothing, we're not getting ahead like that. If you're not even going to try
[23:29]
That seems I don't know why you want to try
[23:33]
If I want you want to try I'm saying what could hurt council discuss from this podium in audience of citizens and
[23:39]
Mettard parts of the meeting the issue of curation has been mentioned by a couple of members of council
[23:43]
So you know, it's something that we think about but that is a complex
[23:47]
A lot of regulations
[23:49]
You understand totally and that is great if you do I could take right now
[23:53]
I don't well, I do that's why I'm saying okay
[23:56]
Maybe meeting somebody like on council after this meeting on another day would be a wise thing for you to do I
[24:03]
Code your phone and let the message is booking ever wrote on my call. I don't know about that sir
[24:08]
I did I think I got it all phone, but I mean it's like anybody I'm as close
[24:12]
Sometimes to if you call the land line I quite sure if that's connected or not
[24:15]
But you'll get yourself on it. I'll give it to you. I'll give it to you.
[24:17]
I'll give it to you.
[24:18]
Good. But is that?
[24:20]
Then another thing I guess I talked to you all about farming, just farming, baking lots.
[24:27]
No fruits, vegetables, anything.
[24:29]
No I've got the 80 acres that put out a lot of jobs for people.
[24:35]
And that's what I've been trying to do for a quite a while.
[24:39]
But the thing that bugs me is bugs me a lot.
[24:44]
I guess it's this urban agriculture zoning, you know, it's supposed to be the city's supposed to have a program for
[24:53]
individual reform and vacant lots, city lots.
[24:57]
But when I asked about that, nobody was any of any help, and I was to stand that point.
[25:05]
See, I might sit down and talk with you about that.
[25:07]
What we can, but I'm just, you can talk about that.
[25:10]
I don't think.
[25:11]
I was talking to you. I'll sign the meeting about our zoning because I like the idea of having
[25:15]
Well, we're talking about zoning in any ways. Yes, we are. We are a bunch of different areas. Yeah, I like to talk to you. I know what I'm talking about
[25:25]
Okay, yeah
[25:26]
I'd be worried if saying it would be it's saying would be would welcome me. I'd be willing to send out with you as well
[25:31]
Saying oh, yeah
[25:32]
I mean we're just sitting here doing nothing and we think community jobs. We need higher paying jobs
[25:37]
I mean, it's a lot going on and there's vacant buildings. I counted 30. It's just going on in Main Street, don't nothing.
[25:43]
And he's going to be more, but there's less. Oh, yeah. I mean, there's just twins down and nothing.
[25:48]
This town is just dwindling down and nothing when I look at things.
[25:53]
And the thing that bugs me is, it's our food.
[25:56]
We're with that amount of food.
[25:58]
We're very short.
[25:59]
I've got a couple of things.
[26:01]
I mean, it's not going to hurt nothing.
[26:02]
And I'm not talking about the way that we've got that final limit.
[26:06]
Five minutes, lemme hear me, there's my number in Joel's number.
[26:10]
As far as all this hooking forms across the airport, can that be refurbished a farmland?
[26:15]
Because we're not having this industrial wet, so it's not working.
[26:18]
Your raise in some issues that are open to discussion, but you're finding minutes are up.
[26:23]
I'm making note of what she said, because I'm making notes on my thesis of paper here.
[26:28]
So when you contact us in this community, when you please listen to me,
[26:32]
I respect that you listen to me when I say please you got two council members who want to sit down and talk with you
[26:38]
That is that is a good thing. So we do want to talk to you
[26:42]
Well, we want to do more talk. We want to get some stuff done. Hey, you're all right talking. No, I'm doing nothing
[26:47]
Got to get stuff done here become as she does. So Mr. City clerk is given to you
[26:52]
Which is our phone guys, can I just ask you one question does the city have a program for individuals the form on vacant city lots?
[27:01]
do there, don't they? I don't believe we do, but it might be a good idea, but it's a life
[27:06]
feet topic, it's probably a complex one. Okay, that's what I read on the website and that's
[27:10]
where all this information is coming from. Sam, let's take a look at it. Okay, we've got an
[27:15]
speaker tonight. Okay. There's other stuff, you know, there's other stuff going on
[27:20]
to you. Thanks for caring. What are you going to do with the ADA? I'm ready, I'll have to
[27:33]
there?
[27:34]
Leave me, Jim, how are you?
[27:36]
Hi.
[27:36]
That's one of my dresses.
[27:38]
I have four, four, five in the street.
[27:41]
What if I go one, three?
[27:43]
Thank you.
[27:45]
Okay.
[27:47]
Hi.
[27:49]
I haven't gone out.
[27:50]
All right.
[27:51]
Here was some less water.
[27:52]
You were not right.
[27:53]
That's one.
[27:54]
Those two pile or metal covers.
[27:57]
Right out to the right out of every one car.
[28:00]
from a high-frequency main street.
[28:05]
I think I might too.
[28:06]
There's two big, bum-pull.
[28:09]
You know, bad old cowers might not care.
[28:12]
You can let you go between them.
[28:14]
You always get it.
[28:14]
It's really bad for road.
[28:16]
You're bad for a car.
[28:19]
But like, for over here, almost here and now.
[28:21]
Anything else you're going to report?
[28:22]
Because I got a question for you.
[28:24]
You're done?
[28:25]
Are you done?
[28:26]
No.
[28:27]
Okay, I know it's also a bunch of time on Main Street, I'm going from, see, for more,
[28:34]
we're, uh, uh, uh, where I just put off, you know, I come to, to a bunch of, um,
[28:41]
metal covers I can't, and you're singing down, you know, and then there is,
[28:45]
you see, you know, no, no, no, no roads, or, um, or something else, just sing it down.
[28:51]
There is, you weren't good.
[28:53]
Okay, Jim, I've seen improvement on the main hookup.
[28:57]
I've seen improvement on the bridge.
[28:59]
Actually, if I'm not mistaken, it's been worked on or it seems a lot smoother than it was before.
[29:04]
So I think we'll get to them.
[29:05]
There's a new technology that I think we are using.
[29:08]
We may not get to all of them as quick as quick as we'd all like to see.
[29:12]
But people are human and they got jobs and they got to take one, one main hole at a time.
[29:19]
So they are working on another dragon.
[29:21]
They have fixed other ones, but not, we're in bad, but I'm under all the way, but I'm not, they've changed to the first of you know.
[29:27]
But when you come to our council meetings and you come to the party and say, here's a location of an issue.
[29:32]
We do the look into it.
[29:34]
And I think we've done that in the past.
[29:36]
We're still doing that now.
[29:37]
So you are reporting to us.
[29:39]
We thank you for reporting to us.
[29:41]
And I see an improvement.
[29:43]
And I think you have to.
[29:44]
It's nice and proved up right.
[29:46]
But it's still, well, of course, I'm going to get for it.
[29:49]
It's just less for us when we're real bad, and we're still there.
[29:54]
Well, we're working on it one on the time.
[29:58]
Okay.
[30:00]
Thank you. Thank you, Jim.
[30:05]
There are destiny, surrender over over here. I apologize when this pronounced
[30:09]
your name. What's your name and your address, please?
[30:14]
Hi, my name is destiny. Show me a promo address is 1131 South Foreign Street.
[30:20]
And what's in Ohio for 501-1? First of all, I'd like to thank everybody for letting me speak.
[30:29]
Um, my, I, I, I,
[30:35]
I provided my detail concerns and writing earlier today.
[30:39]
I sent to Ms. Tamika and she has sent it over to, um, Mayor Pat Moreler.
[30:46]
I'm not sure if you'll receive those emails.
[30:49]
I received an email by the only admin attachment too.
[30:51]
Okay. Um, I should request a council receiving an email from Tamika.
[30:56]
Okay. Well, I didn't make a lot of copies on email one.
[31:00]
So did you guys want me to leave this when I get done?
[31:05]
All right.
[31:05]
Mr. Mayor.
[31:07]
Yes, please.
[31:09]
I can get a copy that she submitted to me.
[31:11]
Oh, I'm sorry.
[31:12]
I'll get a copy.
[31:12]
That's OK.
[31:13]
I can get a copy of you submitted to Mika.
[31:16]
And I can provide that to the rest of the council.
[31:17]
OK.
[31:20]
So I won't take up.
[31:22]
I won't take up more of the time repeating everything
[31:26]
that was already provided through the email.
[31:28]
My number one concern is my teenage son who attends baton high school. He has been stopped by police three separate times this year
[31:37]
While walking to the store, he doesn't he doesn't he doesn't know the officers named or badge numbers and I don't have I don't have the exact dates
[31:51]
so I'm only reporting what I know
[31:54]
These repeated encounters have now caused them to not feel comfortable walking to the store by his self, and I have concerns about possible racial profiling.
[32:09]
First, I need someone to help me address what is happening with my son and these repeated police stops.
[32:17]
Second, I need someone from the appropriate department to actually come to be in point
[32:25]
Down homes, which is located in Hamilton and look at the property
[32:31]
Don't just take my word for it come come take a look talk to the residents
[32:36]
Third, I need to know who is responsible for making sure these section eight units are being properly
[32:44]
expect it and maintain for I need help figuring out my options for being relocated into a safe
[32:54]
properly prepared unit fifth I need help getting contact connected sorry connected to legal
[33:03]
or housing advocacy assistance that will actually respond and final I need someone I can follow up with
[33:14]
follow up with after this meeting, so I'm not starting, so I'm not starting all over again tomorrow.
[33:23]
Everything else regarding the conditions of my home management concerns and the steps I've already taken
[33:30]
is included in the information that was forward to the mayor.
[33:35]
That's to the me ask you a question that you, that's a big problem of housing authority property.
[33:41]
It is Mr. Mayor.
[33:43]
Man, my name is Craig Bootcutter.
[33:46]
I'm the city manager and I can actually be appointed contact.
[33:49]
I can take care of both those issues.
[33:51]
I've got your contact information here.
[33:53]
I'll reach out to you and follow up to get you connected with those folks.
[33:57]
One thing that I can't share about your apartment in the housing complex there,
[34:00]
to be a complete, is that myself, Mayor Mowler and Bishop Greg Andrews is in the audience
[34:07]
tonight, we're on a tour of that complex with BMAHA now one canopy represented as last
[34:15]
Monday.
[34:17]
So, I know there are some maintenance issues there that we've asked them to address and they've
[34:21]
been very responsive to that, and I'd like to connect you with the right representative there
[34:29]
to address your issues as well.
[34:30]
but I'll be in contact with you tomorrow.
[34:33]
Okay, thank you.
[34:34]
Thank you.
[34:38]
That takes care of our audience, the citizens.
[34:41]
From the Senate agenda.
[34:43]
And that includes all of that as such as staff reports, caucus minutes.
[34:46]
Excuse me, staff report, caucus reports.
[34:49]
Meaning minutes, information report, our June 26 financial report,
[34:53]
an information report for our investments, June 26.
[34:58]
We're going to go on a committee of the whole, and it's not turning to leave for Council
[35:01]
to hear some of these caucusary points in a little bit of detail, allow us to provide
[35:09]
any comments or discussion about them.
[35:12]
I'll put the motion at the regular meeting and be recessed, and I can read it all and take
[35:15]
place.
[35:16]
So the second.
[35:17]
I'll show you my council member, Polman.
[35:19]
Second, my council member, Bob.
[35:21]
I'll favor please say aye.
[35:23]
Aye.
[35:23]
both same side, very non-emotion is carried. That's 637.
[35:31]
Just in this as to how we were going to do it.
[35:33]
Absolutely, Mayor. Staff has prepared two presentations for the committee of the whole, but if
[35:40]
City Council has any questions about any of the remaining caucus reports, we do have staff in the
[35:46]
audience to answer questions. The first presentation will be for agenda item number 8, which will be from our
[35:52]
Assistant Law Director, Mr. Brian Harrison.
[35:58]
Good evening, Mayor Mowler.
[35:59]
Members of the City Council, City staff,
[36:02]
Citizens of Hamilton, I'm Assistant Law Director Brian Harrison.
[36:06]
Since you last met, City Council
[36:09]
received a petition to amend the City Charter
[36:13]
that was circulated in signed by various city voters.
[36:17]
The Ohio Constitution provides that upon receipt
[36:20]
of a petition to amend the charter signed by at least 10% of the city electors, city council
[36:28]
must immediately pass an ordinance submitting the charter amendment question to voters.
[36:36]
The city clerk received the petition on July 28 which contained 777 signatures.
[36:43]
The deadline to submit local questions for the November general election to the Board of Elections
[36:50]
was August 5th, I delivered the petitions to the Board of Elections on July 30th, asking the Board of Elections to review the petitions and determine the validity of the signatures pursuant to a higher election laws based on guidance that's provided to them by the Ohio Secretary of State, the Republican Prosecutors Office.
[37:12]
The board indicated that based on current Ohio law, the petition needed 562 valid signatures.
[37:24]
That number is based on collectors being defined as the number of city voters.
[37:30]
Members, who cast ballots in the most recent prior general election, held throughout the city. And that definition comes from a 1996 Ohio Supreme Court decision called Heubner.
[37:46]
So on July 31, at 4 p.m., the Board of Elections reported to me that they had concluded
[37:52]
their review of the petition and that a yielded 477 valid signatures, 293 not valid signatures,
[38:02]
falling short by 175 signatures.
[38:07]
So since the petition lacks sufficient valid signatures, staffs recommendation is that
[38:13]
and so I'll take note for their action.
[38:16]
You have any questions?
[38:19]
Please.
[38:20]
Please.
[38:21]
Not to do with this subject at all.
[38:23]
But to me, it doesn't seem right that something like this goes into the charter.
[38:29]
Yeah.
[38:29]
I would think that we would be able to protect the charter better
[38:32]
since we have ordinances that we can put in place to stop things.
[38:36]
Because what happens if something goes through
[38:38]
and then all of a sudden we decide, well, we do want to do it.
[38:41]
then you got to go back to get that removed from the charter and I just feel like we should
[38:47]
be fighting to protect the charter better since we have other ways of enforcing things that
[38:53]
the citizens want to see change. Is that possible or is that right just thought?
[38:59]
Well, I can take this back to Director Block and see if would you like us to report at what
[39:05]
and it's review commission, perhaps options,
[39:09]
or would you just want us to research that issue?
[39:11]
I mean, I respect people wanting to be able to control
[39:17]
how things are done.
[39:19]
I just think that since we have ordinances,
[39:22]
that would do the same thing, is that right?
[39:24]
My right.
[39:24]
Well, other municipalities have provisions at their charter
[39:31]
that address how the charter should be amended.
[39:36]
Our charter defaults to the Ohio Constitution,
[39:42]
obviously, if we were going to look into
[39:45]
putting something in the charter regarding amendments to the extent that it would conflict
[39:51]
with and be more restrictive than the Ohio Constitution, obviously, we'd have to look
[39:55]
at that as well.
[39:57]
I think other municipalities have done that, and that has resulted in litigation or some
[40:02]
education pending currently in the Ohio Supreme Court on the accelerated election calendar
[40:07]
where municipalities have charter provisions that handle things a little bit differently.
[40:18]
So there's all things to consider.
[40:21]
Thank you.
[40:22]
Mr. Mayor.
[40:23]
Please, Brian.
[40:23]
Thank you for the experience.
[40:26]
It in so much that there were dates, and if you will, an end date that was, I believe, said August 5th,
[40:34]
and these nice people submitted through the proper channels, and it was just a week,
[40:41]
or for you to be able to be accurate in what you determine, to get it out to the Board of Elections,
[40:46]
for those wonderful people to be able to turn around to spend a meter of a couple of days.
[40:50]
I would suggest that if anybody else in our viewing audience or anybody here at Council
[40:56]
and Council chambers with us tonight would want to do so, they would want to be somewhat
[41:00]
more flexible in their timing, then run up against a wall of, we have to stop here to determine
[41:08]
that there were an X amount of people in the general electorate that voted, and to be able
[41:14]
to go back and recover those numbers and then do the percentage of things, again, thank
[41:18]
for the work that you folks did to be able to come up with the correct numbers and the numbers
[41:25]
didn't end up. So again, thanks for the work. I'm sorry my pleasure. I have to get credit to the
[41:30]
volcanic board of elections too. I delivered this on the 30th. They had other petitions that they
[41:36]
were reviewing as well. They turned it around in about 36 hours and they did a two-part review.
[41:44]
they do a first pass where they reviewed all the petitions, those that were initially determined
[41:50]
valid or kept as valid, they did a second pass review where any of the signatures that
[41:56]
were initially viewed as invalid, they reviewed them a second time to confirm that they
[42:02]
were in fact not valid. So they did a two-part review and turned it around in about a day and
[42:07]
a half. So we were kind of lucky that they were able to pivot and do that for us very quickly.
[42:13]
But thanks again. Yeah, thank you. Any other questions?
[42:16]
I suppose more would.
[42:17]
I thank you, Mr. Harris.
[42:19]
That's all in this information.
[42:21]
Can you tell us what happens from here?
[42:25]
The petition is a wait when they have to start all over again with collecting new signatures.
[42:33]
So if Council on the Caucus agenda accepts the recommendation and takes no further action,
[42:39]
Then that's the end of it.
[42:43]
My understanding is that once a petition is submitted, and it has been submitted to the Board of Elections, so it's been reviewed by them.
[42:53]
It's not a situation where you can't amend a petition once it has been submitted.
[42:58]
You would have to withdraw it and start over.
[43:00]
So, in pest instances where petitioners have, and actually this happened in the City of Hamilton,
[43:09]
we want a case in the Ohio Supreme Court a number of years ago involving a petition regarding
[43:19]
the Millican Woods.
[43:20]
There was a road that was put through Millican Woods and people circulated a petition on that.
[43:24]
We took no action and we were sued in the Supreme Court and we won and that was a situation
[43:29]
in where petitioners, there was something about the petition that wasn't sufficient, and then
[43:35]
they collected additional signatures and tried to then re-file in the ruling areas.
[43:40]
You can't amend the petition, you have to withdraw and start over.
[43:44]
So it's not like you can just add additional signatures, and it would have to start back
[43:50]
over from zero.
[43:52]
Any other questions?
[43:54]
Thank you.
[43:55]
Thank you.
[43:58]
Our other presentation for agenda item number nine will be a presentation from our Executive Director of Development.
[44:06]
Very
[44:17]
excited to be here tonight to bring this development agreement to you for a new company.
[44:23]
Adaptive will manufacture aluminum billet in Hamilton. This is a pretty big project.
[44:28]
it's a $150 million investment in our enterprise park, a minimum of 65 jobs, minimum of
[44:36]
$6 million in payroll, and the purchase price is $32,500 an acre. Just a couple key points
[44:47]
that are being proposed are a 75% 10 year enterprise zone agreement, and a 65% 7 year
[44:55]
local job creation tax credit.
[44:59]
Just the same.
[45:00]
For example of the product they would produce, this would be distributed to other companies for their use and just a quick map of the location we're talking about.
[45:10]
So that corner of Tyler's though, in Hamilton, Enterprise Park Drive. So very excited to be working with this company. They're very excited to get started.
[45:19]
They're hoping some time by the end of the year if I'll go as well. Excited for you guys to meet them.
[45:27]
tremendous job, tremendous to get them to Hamilton, Ohio, the jobs, to payroll, thank you very much.
[45:36]
Thanks has been a great team effort, Mallory, and Stacey, and really the whole city team has been great to work with.
[45:43]
I'm not just, I'm sorry, thank you, thank you for being here.
[45:45]
Thank you for getting this accomplish as well.
[45:47]
And I just like to have Mr. Mayor, this is one of the last projects that former economic development director,
[45:53]
and was working on, so credit to him, our entire current team, but it's a great project
[46:00]
and it'll be a great benefit to the city.
[46:04]
I want to put Aaron on the spot, and ask, what does it feel like?
[46:08]
What does it feel like?
[46:09]
That's why I included the picture.
[46:10]
It's not a bullet.
[46:11]
It's a bullet.
[46:13]
So they basically melt down aluminum into these tubes, essentially.
[46:18]
I guess you could make them in other shapes also, and then these would be distributed to other
[46:23]
manufacturing companies, automotive is a big user of these products.
[46:29]
Okay.
[46:30]
This is great.
[46:31]
Thanks for your love.
[46:32]
And I know that you've worked very hard on this project.
[46:35]
I'm kind of kind of trying to be up to date with you on.
[46:38]
I'm very excited for yourself.
[46:40]
I'm very excited for your team.
[46:42]
I think this is a big win for us.
[46:44]
I think that they will continue to grow.
[46:47]
And I'm excited to have them in.
[46:49]
Thank you for all your work.
[46:51]
Thank you.
[46:55]
And that concludes our presentations.
[46:57]
Once we have one quick thing about a cost of an hour and a number of five, all our city folks
[47:02]
who work in labs and all when it comes to federal state regulations with the EPA.
[47:07]
Thank you for what you folks do.
[47:08]
I mean, that's such a tremendously important job.
[47:13]
And I'd add a second to make a note of that because it's important.
[47:15]
Thank you.
[47:17]
Okay, sir.
[47:18]
I said the motion that can make the whole me closed.
[47:20]

[47:21]

[47:22]
Second of my councilmember fear.
[47:24]
All fair, please say aye.
[47:26]
Aye, post same sign.
[47:28]

[47:33]

[47:34]
Something is...
[47:35]

[47:37]

[47:38]

[47:38]
We'll call it on that motion please.
[47:40]

[47:40]
Yes, small.
[47:42]

[47:46]
Mad.
[47:47]
Wow.
[47:48]
Yes.
[47:48]
We're gonna go up to 70.
[47:50]
Remember about your reconvening at 649,
[47:52]
not to the motion at this time.
[47:53]
Mr. Mayor, now's number 9.
[47:55]
I moved it with the exception of the item so noted,
[47:57]
Council received the reports of the Senate,
[48:00]
agenda, and completed the recommendation.
[48:03]
Second, we should make council member, NAB.
[48:05]
Second, I count some members, fear.
[48:06]
All in favor, please say aye.
[48:08]
Aye, I put the same sign.
[48:10]

[48:13]

[48:15]
Now's the motion at the regular meeting, being recessed,
[48:17]
and a public hearing take place.
[48:19]
I moved.
[48:19]
Second, I count some member, NAB,
[48:21]
Senate Council Member Pullman, all the favor please say aye.
[48:24]

[48:25]

[48:26]
Hearing none, that motion is carried at 650.
[48:29]
Please read into the record of the public hearing.
[48:31]
Agenda item number 10, a public hearing regarding resigning proposal for 292.
[48:36]
One at Towersville Road is owned R1, single-family residence 2 and parcel.
[48:43]
P64, 6105, 600, 0, 0, 0, 0, 1, 4, zone, I1.
[48:48]
limited industrial to IPD industrial plant development city of Hamilton, applicant.
[48:54]
Did anybody on his wish to be heard at this rezoning proposal for 29, 21 towers filled road?
[48:59]
Anyone on his wish to be heard?
[49:09]
Yeah.
[49:09]
Sam, I didn't see where you signed the book, but this could be switched on the book.
[49:13]
It's just on the book.
[49:14]
The Insighted Public Theory book.
[49:16]
But, you know, condensed your statement to me.
[49:17]
Oh, yes, condensed.
[49:19]
You know, you should give me a one-second graph of paperwork.
[49:21]
As I was talking about the hooking farms, the one in effect could be brought back.
[49:26]
Okay, fourth guy, nothing to do with the rezoning.
[49:29]
Well, I'll talk, I guess I'll just give everyone a second, grab my paper.
[49:31]
No, you didn't sign the book first off, and now it's going to give you absolutely a toss,
[49:36]
specifically, about 29-21 top of the road.
[49:38]
I don't think this involves developing farm in any way.
[49:42]
So that's correct.
[49:44]
Should be that involved in forming any way, shape or form.
[49:47]
I mean, the top of the road address,
[49:51]
next to it.
[49:52]
So, what's that?
[49:55]
Apparently your talking about it and address it is not $29.21.
[49:59]
I was just talking about the parcels that you all are trying to do something with.
[50:04]
However, when you look at it, you did not sign the book.
[50:10]
But second off, this is purely about a rezoning proposal for $29.21.
[50:16]
Okay.
[50:19]
I'm not going to talk about it.
[50:20]
I'm not going to talk in the same line of things.
[50:22]
and saying, well, I'm asking for the law to make a matter of my all and saying, because
[50:28]
there's different addresses that this audience, this is, and wants to be a participant.
[50:34]
I respect your being a participant and things, okay?
[50:37]
There are two different addresses.
[50:38]
I don't know if it actually...
[50:39]
Mr. Mayor, I should ask.
[50:41]
I believe if this gentleman could limit his comments to this address and this rezoning proposal,
[50:49]
it would be appropriate to hear him out.
[50:52]
And I agree, that's why we're here in this parcel, that's fine.
[50:59]
What do you know about that parcel?
[51:00]
What do you want to share with us about that parcel?
[51:01]
Can that parcel be used as a form or not?
[51:05]
That area?
[51:08]
So that's the proposal here.
[51:10]
Ms. Maris is to reason this parcel from residential.
[51:16]
And there is no viable interest in forming this property.
[51:24]
And it is the belief of our economic development team,
[51:27]
that the highest best use of this property,
[51:29]
will be to complement Hampton Enterprise Park,
[51:33]
just like this adaptive development project that we just spoke about,
[51:39]
and our interest is in attracting more manufacturing
[51:44]
manufacturing, light manufacturing, advanced manufacturing companies into this area to complement
[51:48]
that area in the development that's taking place in the vicinity.
[51:54]
I also want to mention that there's a first footing tonight on this.
[51:58]
I did not add it in the 2014.
[52:00]
There will be a second reading if you want to come and comment about 2009, 2010 or 2010 or 2010 or 2010,
[52:05]
that parcel, you could probably speak then.
[52:08]
It doesn't matter.
[52:09]
I'm in the same thing.
[52:10]
I've just figured on this.
[52:11]
We're doing better than we're doing with this industrial thing we're doing.
[52:17]
We could have more jobs, we could be doing so much more and it's just very frustrating.
[52:21]
What you seem to be very interested is for a farming as an occupation, farming as a way to have jobs.
[52:26]
I understand that.
[52:27]
It's more than that.
[52:29]
I feel it tough.
[52:30]
So myself and the cast member Lara, about that. And if you want to take time for the meeting, I'll give you my soft phone.
[52:35]
I'll speak just on the next, whenever it doesn't matter when I hear it.
[52:38]
Okay. Thank you, Sam.
[52:43]
Okay. Anyone in cast was to be heard?
[52:45]
We should make a motion at this time.
[52:47]
Mayor, cast member Feer.
[52:49]
I moved about, we're hearing, be closed.
[52:51]

[1:02:15]
public work team, and most especially our public utility teams who have done a tremendous
[1:02:18]
job over the last two weeks, battling against some really significant storms, powerful storms,
[1:02:26]
lots of rain, water, down trees, down power lines, their dedication, their support, their

I started back this week.
[1:02:45]
Very happy to be back in the classroom.
[1:02:48]
Things are going good.
[1:02:50]
I couldn't have hoped for a better leader

[1:03:02]
Next week, Hamilton High versus Bayton High School,
[1:03:06]
It'll be packed as it always is and I'm not expecting a pretty competitive game on another note
[1:03:14]
And things have been a little difficult and some things are troubling me a little bit
[1:03:19]
As far as some of the stuff that's been discussed at council
[1:03:24]
I look back and I know that I grew up in the greatest town that some that a kid could grow up in and Hamilton, Ohio
[1:03:30]
And today, I still see it as the greatest town Hamilton, Ohio is thriving, we're doing well.
[1:03:37]
I look back and I want to thank Tim and Ab Pat Muller, Carla Fear, who started this.
[1:03:43]
I want to thank Mr. Bukai and past city managers that we're part of rebuilding Hamilton.
[1:03:48]
I think back to spooky note when it was before it was even a thought.
[1:03:53]
And I looked at that rubble and I see it now, and I'm very pleased.
[1:03:56]
At that business is pushing forward, the small businesses in this town.
[1:04:02]
We had a contentious, what I felt was a contentious relationship with Miami Conservancy District.
[1:04:09]
And I'm very proud of the work that the City Manager staff has done to create an atmosphere that is pushing forward
[1:04:17]
and making positive things happening along the dam, moving forward with the assessment stuff.
[1:04:22]
I'm looking forward to what what comes at that.
[1:04:26]
But I look forward to all the good things that are coming in this town.
[1:04:29]
We had a great big river get down.
[1:04:32]
And if you didn't get out to that, that festival was as good as the V-O-A on a smaller scale.
[1:04:39]
Our small businesses, our bars and restaurants were full of people who were enjoying great music provided by the Hamiltonian David Shaw.
[1:04:48]

[1:04:53]
Man our public utilities and our public works would a great job
[1:04:57]
You guys did with the storms. I'm very proud of that
[1:05:01]
I know it was difficult these storms have been very
[1:05:04]

[1:05:11]
We got a police force that reacted to a
[1:05:18]
went down and how we conducted ourselves in those measures. I want to thank all our officers out there
[1:05:24]
who continue to do a great job. I know there's things that may go wrong at times, but man,
[1:05:30]
99 percent of the time, I know that the right thing is being done. And if there's something that
[1:05:34]
happened, I know that it was an accident, you guys do a great job. We've got an economic development team
[1:05:39]
that is absolutely on fire, still working, trying to get economic development going. Our neighbor
[1:05:45]
was are still the best and I'm proud of what Hamilton is today and I am glad that I still live
[1:05:51]
in the greatest city in the United States of America, Hamilton, Ohio and I'm proud of all our
[1:05:57]
workers and I'll stand behind that and if you need a character reference pattern more, I'll
[1:06:01]
write this.
[1:06:04]
Okay, anyone else? I think I think Councilman Laura Blower is taking a breath
[1:06:10]

We hosted, I don't know if we added to our city that we can, we were probably 75.
[1:06:40]
80,000 people in our city and also I want to congratulate Ebene the folks at the Y and C.A.
[1:06:46]
And we're community foundation, all the partners who are involved with the expansion of the Berkeley Washington Community Center.

That is a big deal. That's a huge deal.
[1:06:55]
And this could be a team center. This could be used for a lot of other things too I believe.
[1:07:00]
