[10:45] application um so a lot of ask what is the my Civic 311 app it's a

[10:50] non-emergency online request service system so again it's for non-emergencies

[10:55] for emergencies please call 911 request services such graffiti removal pothole

[11:01] repair and illegal dumping can be um requested on the app and you do not need

[11:06] to provide any information it can be anonymous and requests get sent directly

[11:11] to City staff um so how can you access to my

[11:16] Civic 311 app um there's two ways one is through our website at cityof

[11:24] hawthorne.ca on a smartphone on your iPhone through the Apple App Store and

[11:28] on Android through the Google Play Store and I will be demonstrating um both

[11:34] methods so again if you want to access it by PC you can go to the website City

[11:39] OFW thorne. um underneath the video playing um you see the six buttons one

[11:45] of them says Virtual City Hall so you can click on that

[11:48] one and it'll take you to this page um Virtual City Hall in the middle it says

[11:54] you can access it by PC or phone by visiting Hawthorne citizen selfservice

[12:00] and it'll take you to this page and then at the top it says my Hawthorne

[12:06] 311 and then it'll take you to this page where it'll have a list of um requests

[12:12] that you can submit to city um to city employees so the sample one I have is

[12:18] for potholes um there's some questions that you need to answer in order for

[12:23] your request to go through such as the nearest cross um cross streets or

[12:27] intersection of where the pothole is a description of the pothole and also the

[12:32] map specifically for potholes if it is um on a freeway you would contact celr

[12:38] and if it is in unincorporated LA County you would contact LA County so if it's

[12:43] anywhere outside of city of Hawthorne boundaries you will not be able to

[12:47] submit a request those would have to go to those respective

[12:51] agencies and then so um after you fill out the form and click submit um City

[12:57] staff gets an email that a request has been submitted and then we will um go

[13:02] through the appropriate measures to make sure that the request is

[13:06] fulfilled um in terms of the mobile app you can download it again um from your

[13:11] smartphone the my Civic 311 app and then um once you get to the homepage there's

[13:17] a report and issue button and again same thing there's a list of um requests that

[13:23] you can select to report an issue um depending on the issue there'll be a

[13:28] popup this says if it's not applicable um for the city of Hawthorne then you

[13:33] need to access a different website and then again you can fill out

[13:38] your information if you want to it is better if you do just because um some of

[13:42] the requests are vague and it's better if we have um at least your contact

[13:46] information maybe an email or your phone number so that we can contact you if we

[13:50] have any additional questions regarding your

[13:55] issue um and then um you can also submit photos photos are also really good just

[14:00] because it gives us a clear picture of what the issue is sometimes you can't

[14:04] really describe it clearly um so a picture is worth a thousand

[14:09] words um so I would like to do the mobile access

[14:14] demonstration um if you can see from the

[14:28] TV

[14:40] so you can see the app there's um different things that you can do um so

[14:45] I'm going to click on report and issue and then I can scroll down to where it

[14:49] says potholes for example again if a pothole is located outside excuse me of

[14:55] of city of haon jurisdiction like calr or unincorporated um you would have to

[15:00] contact them directly um again if you want to put in

[15:04] your contact info like your name or your email address it would help just in case

[15:08] City staff has any questions regarding um your

[15:11] request and then so I'm just going to put a random street just say Elsa

[15:18] gundo and Hawthorne and then I'm just going to say

[15:23] in the

[15:26] middle of the street

[15:31] and then you click next and then again there's a map so you can U zoom in with

[15:36] your phone directly to the location so in this case I zoom in

[15:41] directly to Elsa gundo and

[15:45] Hawthorne um if someone has already requested um a pothole to be fixed here

[15:52] sometimes there'll be a popup that says um are you sure you want to submit

[15:55] another request um you can submit another request if you want want to or

[15:59] you can um just cancel but in this case I'm going to

[16:04] continue and then if you want to add additional notes or photos um that would

[16:08] be helpful as well and then you would click

[16:18] submit so you should get this popup that says your report has been submitted um

[16:23] if you have any questions please contact public

[16:26] works so that is the the the app version and then um I'm going to go back and do

[16:32] the browser version on your

[16:38] PC so on the homepage city of.org under the video there's Virtual City

[16:47] Hall and then you scroll down and it says you can access it by PC or phone by

[17:04] and then at the top it says my hotor 311 so you click on

[17:09] that and then you can do your request here so I can do a pothole

[17:16] again and then I can say Alo

[17:34] gundo and then on the map you can zoom in to Elsa gundo and

[17:42] Ramona and then if you have any photos you can include that in there and again

[17:47] your name and your phone number or your email if if you want to provide that and

[17:51] then you click submit and it says report submitted

[17:59] on our on the city staff end we get this page we get an email um for when

[18:05] requests come in and we also have a list of all pending or completed requests um

[18:10] so this is what we see and then if we have any questions we'll contact the

[18:13] resident directly or we'll go directly and um resolve the

[18:22] issue um so that is it from me um I will take any questions thank you any

[18:28] comments questions I do no okay goad to the chair thank you first of all for

[18:34] your presentation um 311 is being used in Los Angeles and I believe 211 is used

[18:40] through LA County but you're absolutely right it's a good way to uh know that

[18:45] you submitted it because it's on your phone it's um you know gives you I think

[18:49] a a case number or a reference number and then if you have the photo that even

[18:53] expedites it uh further I just uh drove through um nor rep way in between

[19:00] Prairie and caw and there's a huge potho in the middle of the street so I'm going

[19:04] to make that request using the 311 and I didn't take a picture because it was

[19:09] dark it was night time but I felt it so um thank you so much city of Hawthorne I

[19:16] love how we're getting uh innovated and especially utilizing um these types of

[19:22] uh tools and I hope the city of hawthor will take will take advantage of it I'm

[19:27] always reporting dumping along the railroad um bulky items um couches beds

[19:34] um dresser drawers things like this and it's important to give direction like

[19:38] you know southeast northwest corner uh at or in front of or the rear of in the

[19:44] alley Etc so these types of ident identifiers are important and um I

[19:49] highly suggest that uh we get the the support of the city to report whatever

[19:54] you see instantly that's very important we're not going to know about it unless

[19:59] um you know you report it you could do it now you don't have to call Council

[20:03] city council you don't have to you know we love your emails we love you know

[20:07] being able to support you in in getting your requests made but look you have now

[20:12] 311 to help you too so that's great work thank

[20:16] you yeah uh thank you for the presentation uh the 311 when did we

[20:23] launch this we launched This I Believe last July July yeah yeah 2023 so so how

[20:31] many people that you said have utilized that so far did do you have a number in

[20:35] mind um I know there's around like a 100 users at the minimum um not everyone

[20:42] obviously makes an account um but the ones that I've seen from the back end at

[20:46] least there's at least 100 accounts on there um but there are a lot of

[20:50] anonymous um requests okay yeah because I think you know because I know you know

[20:54] we launched this a year ago so uh it's not new so I just want to if maybe we

[20:59] could uh find a way to promote it more you know to put in our Billboards

[21:04] somewhere you know so social media so people can get to it because uh it's a

[21:09] good tool so um and I think it would be uh much better utilized if people know

[21:15] about it because now the I believe about two meetings ago we got a a young lady

[21:20] coming to us for an app and then here we are we have this and know a year ago so

[21:25] uh I appreciate you to come back to us and and promote it again so maybe we

[22:04] provided Stellar work in the month of March when not when I call your name

[22:08] nominees please stand up first candidate or first nominee is Samuel

[22:19] Sam Sam works in the city attorney's office he wears many hats for the office

[22:25] he accomplishes them all with a smile he handles voluminous amounts of work in

[22:30] the area of workers compensation claims disability retirement claims and small

[22:34] claims through the city's thirdparty Insurance administrator he assists with

[22:39] budgeting supervises the administrative staff in the office and is currently the

[22:44] temporary emergency preparedness coordinator even with his numerous task

[22:49] Sam takes the time to have pleasant conversations with staff and shows

[22:53] sincere care for others at work he is always professional he shows great team

[22:59] effort and is friendly to all the city attorney's office is heavily dependent

[23:04] upon Sam's Hands-On approach as the office manager he carries heavy duties

[23:09] and task he is thorough in his investigative skills and collecting

[23:13] evidence for all of our claims Sam's appreciation is not limited to the city

[23:18] attorney's office and all who deal with him appreciate him although given the

[23:23] number of tasks that most would complain about Sam always does his work while

[23:28] smiling or laughing and he is always respectful it would not be an

[23:33] exaggeration to say that he is well-liked by everyone at City

[23:43] Hall our next nominee is Ebony Johnson of the public works

[23:53] department ebony is nominated because of her exemplary attitude and diligent work

[23:59] that she displays every day in the office her bright personality and

[24:03] willingness to help makes her not only a dedicated worker in our in the

[24:07] department but a wonderful person to be around when planning for team meetings

[24:12] she exemplifies teamwork and communication as she plans for what

[24:16] materials are needed while lighting up the atmosphere in the

[24:21] process her impact on the department is reflected by the uh culture displayed in

[24:27] the team d Dynamic everyone enjoys being around her and can count on her for

[24:32] additional assistance whether it be for projects or light-hearted conversation

[24:38] as the city contrib ask for the city contribution she works diligently to

[24:43] handle complaints and request from citizens making sure the voices of our

[24:48] community are heard ebony has made great strides in

[24:53] her assistance with citizens of the community and making sure to follow up

[24:57] on every assignment that is handed to her she makes sure to check up on her

[25:02] fellow colleagues and surpasses all expectations through her

[25:10] work and our final candidate or nominee is Officer Michael

[25:17] [Applause] greda officer Michael grea is nominated

[25:23] for the good neb award in recognition of his exceptional contributions and

[25:27] commitment to serving service within the hethor police department officer graa

[25:31] joined the Department in May of 2009 and since then he has consistently

[25:37] demonstrated qualities that exemplify what it means to be an outstanding

[25:41] member of our team and an ambassador of the hethor police culture he is not only

[25:47] dedicated to his duties but also goes above and beyond to foster a positive

[25:51] and supportive environment for his colleagues one of his remarkable

[25:56] qualities is his ability to uplift the spirits of those around him he his sense

[26:01] of humor and Char charismatic personality make him a valuable asset to

[29:32] congratulations you guys good

[29:45] work okay good evening mayor mayor prot time Council and to the citizens of the

[29:50] city who are here and watching um I'm going to be talking to you about the uh

[29:55] the effort to Rebrand the city with a new logo and I'm start going to start

[29:59] with a little bit of historic um information um here's an example of a

[30:04] logo that I found that was used in 1960 um I'm not sure how much earlier

[30:09] before that it was used or if it was used for a long time or not but um this

[30:13] represents Hawthorne at a time when Northrop and Aviation dominated the

[30:17] city's identity then for about 18 years maybe a

[30:22] little less the city used this logo which features the city hall at the time

[30:27] which became the police station which then got torn down to build a hotel so

[30:30] this was a time when the city was growing into its own

[30:34] identity and then the one we're all familiar with was adopted in

[30:39] 1978 this is reflecting a city trying to reinvent itself there was a lot of

[30:43] Redevelopment activity going on then and we got a new city hall and a new mall

[30:47] during this

[30:50] period but we just we're looking at um we put together a committee to study new

[30:56] logo ideas because we feel like this is a turning point in the city's history

[31:01] and we'd like to we'd like to um honor that with a new logo so starting with a

[31:06] vision of a dynamic and bright future and building on the city's assets and

[31:10] strengths but creating a break with the past but acknowledgement of of key

[31:17] values so this is the final version of the logo that was

[31:22] presented um this incorporates the the vision of the committee as well as is

[31:28] comments and recommendations from the city

[31:32] council I'd like to go into a little bit of the development of this we have a lot

[31:37] of borrowed elements from our current logo for example there's the airplane

[31:42] only we made it look kind of like a rocket but kind of like an airplane so

[31:45] we get the both best of both there's the sun um the difference

[31:50] is though it's it's rising on the right and it's setting on the left okay just

[31:54] so you know um this is the Tower of the airport report iconic structure of the

[32:00] city um 1922 we figured uh we didn't need the Incorporated but we definitely

[32:06] want that 1922 in there and the City of good neighbors was the uh final addition

[32:10] from the council I'd like to also uh address some

[32:14] of the ISS or some of the items that are shown here so dawn of a bright

[32:20] future here we have a very strong unifying ring around the entire thing we

[32:26] have key assets of the city are represented these were chosen for their

[32:32] recognizability but also different aspects of the city's uh you know the

[32:37] city's offerings um the plane deliberately

[32:41] breaks through the ring that's breaking with uh breaking the boundaries of

[32:44] possibilities we got a dynamic solution here adds a lot of uh motion to the

[32:50] whole logo um nod to the iconic Water Tower and also a nod to the a good

[32:58] climate we got to palm tree we think this covers just about everything and

[33:02] it's straightforward it's not overcrowded it's uh rather attractive I

[33:08] think the logo also comes with variations for example we have a simpler

[33:14] variation and a monocolor um variation these will be used in different cases

[33:20] where say um you have a small version of it

[33:26] like on a pen and you can't get all that detail you pick one of these you could

[33:30] use one of these on a business card although we could probably get all the

[33:33] detail there um there's notepads and all kinds of other things that we can use it

[33:36] for um we also have the designer also came up with a a letterhead that

[33:42] incorporates the the logo as the O in Hawthorne which we was nice yeah we

[33:47] thought that was nice yeah very nice yeah so here's some of the ways that

[33:51] logo would be used we've I you know we see the police car branding using it um

[33:58] web page notepads business cards pens all

[34:03] kinds of things stationary and it looks good in many different formats but you

[34:07] can see what different ones are used some are the monotone some are the

[34:11] colorful ones some are the simple ones so that concludes the presentation

[34:17] and I'm happy to answer any questions you

[34:26] the same but uh sometimes for some things but this is definitely

[34:32] uh it's it's a good way of imagining ourselves and how we're progressing into

[34:36] the future so you took the group took our recommendations into account and

[34:41] it's very evident it's nice it's clean and solid I I think uh we're going to be

[34:46] envied by many cities around when they see the this logo either on our shirts

[34:53] where we're representing the city or when they take a look at our website or

[34:57] anything that we do so thank you so much for your guys' efforts

[35:09] just show us that hoton is moving in the right direction and with this new logo

[35:16] with the spirit of Adventure and and potentially new business coming to

[35:35] now every day SpaceX is launching a a falcon night uh from VAB Bell we can see

[35:41] the whole you know stail of the hot rocket so it is beautiful so I want to

[35:47] say thank you for the committee thank you Mr City manage thank you for all the

[35:53] commed that work on that and took our advice and it made it perfect so thank

[35:59] you through the chair yes sir uh I wanted to say that I think the logo is

[36:05] gorgeous um I don't remember what the previous presentation looked like but it

[36:11] sounds like you guys took that and made it even better or it looks like you you

[36:15] know took it and made it even better because it's just really stands out love

[36:18] the colors I like the how it includes so many valuable

[36:24] assets of the city but very simple and clean and actually I want to commen

[36:28] on making a great presentation uh it's hard putting together good PowerPoint

[36:32] you all the animation that you included and and

[36:36] pointing things out I I think you did it whoever made that PowerPoint did a

[36:39] really really really good job I'll be sure to thank them and um but yeah thank

[37:34] introduce and Implement a new logo so that's my only uh my only spill maybe

[37:40] maybe when we see it uh put on on letterhead and more we could have some

[37:47] fine uh gold or something more uh right that could be a little bit more brighter

[37:53] um I just hope that uh whatever we Implement um

[37:58] um folk folks don't steal it you know I don't know if you know but

[38:03] there's a lot of cities that have been um you know copper is a big thing and

[38:07] they've been stealing a lot of copper they've stole from our city hall here we

[38:11] had our uh our our our yeah all of our plaques have been

[38:17] taken you know stolen so you know I just you know I hopes that that will come to

[39:47] month so that is why we're here [Music]

[39:53] tonight there's a quick video that was uh put on by the office of Traffic

[39:58] Safety in California and that will explain distracted

[41:31] oops there we goes since April 3D through tomorrow night it's distracted

[41:37] driving National enforcement mobilization so basically that means

[41:42] we're definitely targeting people who are driving while distracted since last

[41:48] Wednesday within less than a 12-hour period we've already issued over 30

[41:52] citations for distracted driving and it's not they're not weak they are fully

[41:58] enforceable fully recorded

[42:05] violations the national highway traffic safety administration also called Nitsa

[42:12] started this campaign this month of put the phone away or pay because basically

[42:17] using your phone while you're driving can kill

[42:20] someone oor Santos gimenez will explain the

[42:25] fines good evening neor everyone yeah if you get a citation for the first offense

[42:31] it is $20 plus the penalties and assessments by the court so it ends up

[42:36] being about $148 for the second offense you'll have

[42:40] to pay $50 plus penalties and assessments it's close to $300 in

[42:46] addition if you're involved in a traffic collision because of this and because

[42:50] you were distracted the the only issue with it is the fact that your insurance

[42:55] is going to go up and more than likely you're going to be found at fault if you

[42:59] uh get a citation within three a second citation within 3 years then that will

[43:06] be a point on your driver's license which in essence means you have to go to

[43:10] traffic school in order to get rid of that point on your

[43:18] license distracted driving is dangerous but some people just can't seem to help

[43:23] themselves there's the steering wheel proper the sneaker peer the fast roller

[43:30] the nightlighter and it's not long until

[43:33] they become the fender bender the got a ticketer the veering off the road the

[43:41] driver who kills someone enough with the phones already

[43:47] just put them

[43:50] down

[43:53] distract in the year 2022 3 , 308 people were killed with an additional estimated

[44:01] amount of 289,000 people injured in motor vehicle

[44:06] traffic crashes all involving distracted

[44:16] drivers the bottom line to all this distracted driving is

[44:23] preventable and just to piggy back on that I've been a traffic officer for the

[44:28] for 10 years and responded to so many traffic collisions at which point a lot

[44:33] of the drivers involved were actually telling me that yeah they were using the

[44:38] cell phone it took one second to look at the phone as they looked up the car was

[44:43] in front of them and they couldn't prevent the Collision so a lot of times

[44:47] what when drivers are involved in accidents they won't tell you that they

[44:51] were using the phone so the numbers are pretty skewed even though there's

[44:55] there's still thousands of numbers in traffic collisions that were caused by

[44:59] uh a distracted

[45:03] driver thank you and drive safely California yeah all right yeah thank you

[45:10] for the presentation um but I have some

[45:13] questions and oh you guys are not going to like me after this

[45:18] Santos um this is a serious uh serious question um you have the many people who

[45:24] pick up the phone those ones I saw right there were people that have their phone

[45:27] in their hand but then you also have the people who have it mounted here Uber

[45:32] drivers you constantly see them when you're driving and your in their cars

[45:36] and they're looking at this accepting a ride while they're driving Etc what's

[45:41] the difference we need to Define it why are

[45:45] those not as dangerous I find I personally think they're equally as

[45:48] dangerous sometimes even more because you have to lean in to access that yes

[45:54] they are so the section basically covers there's different sections that the

[45:58] vehicle code applies to so most of the sections cover you holding the cell

[46:04] phone when it's not hands-free so let's just say for example if you put it on a

[46:08] little pedestal and you tap it once in a while per legislation that's not so bad

[46:15] as you holding the cell phone the reason being is if the phone's on a holder and

[46:24] straightforward direction towards the uh front of the vehicle versus looking down

[46:28] at the cell phone so what a lot of drivers do because of the fact that they

[46:32] know it's against a lot of use of cell phone while they're driving most of them

[46:36] when I when I see the violations they're looking down at the phone that's what

[46:41] creates the biggest problem not by the phone being on a holder even though it

[46:45] should still be if you're looking put it this way if you're looking at a at the

[46:50] phone and you're FaceTiming someone that's a violation that's just looking

[46:53] at a TV on your on your stereo system so no in essence if it's not handsfree

[47:00] that's that creates a violation for you but the simple fact that you have it on

[47:04] the holder allows for the possibility of that to happen shouldn't that be banned

[47:09] in itself they pitched it to legislation

[47:12] and so far they haven't changed it so hopefully at at some point every

[47:17] violation that you get on your cell phone and that's me hoping will be a

[47:21] point on your license so that deters people from using the phone while

[47:24] driving yeah okay no I just I just kind I've always wondered that because it's

[47:29] like it just seems a it's equally or it's not it increases the risk by

[47:34] dramatically for being able to do that so and you know I've seen my driver

[47:38] swerve and to do certain things and so I just is I guess it's something to be

[47:43] aware of as well just be safe out there yes sir through the chair yeah thank

[47:52] you because through you know some times all of us do that right so it's good to

[47:59] bring us to our attention because uh we see that all the time on on on on on our

[48:05] streets so it's good to bring it up to attention to the people because when

[48:10] when you talk about 3,000 lives loss that's that's a lot of lives loss um so

[48:17] distractive driver it is a problem to tell you the truth so uh I'm glad that I

[48:21] see some penalty you know some some uh even uh the other day we have uh a

[48:27] workshop at the mor Center that uh some of the ladies are saying that $50 is not

[48:31] enough it's it's not enough because it is much more addict with because of the

[48:38] cellones uh and it's much more accidents happen that can potential kill someone

[48:44] uh and they said $50 and they're going to be lobing Sacramento to change for

[48:50] even more uh more fines than $50 so and I agree with that because we see that

[48:56] every day people on the cell phone I know the

[48:59] people honking you know they just very distracted so thank you to bring to our

[49:03] attention because um I think we should put this on our um website for people to

[49:08] click on it and learn about the distracting drivers yeah thank you oh

[49:12] real quick I I'd like to make even a bigger suggestion is that we have the

[49:16] digital Billboards could we do something even if it's pasted this uh week can we

[49:21] do it at least for a week's worth of time where we flashed this warning

[49:25] somebody designs that and puts set up how you guys feel about that yes yeah

[49:29] because I think yeah okay that's awesome prevents prevents you know loss of lives

[49:34] yes we're also going to have the press release put on the city website as well

[49:37] as our social media so we are trying to get the word out as much as possible

[49:41] throughout April yeah to the chair yes um thank you so much for your

[49:45] presentation and I just want to um uh make mention that um I I I uh was hit

[49:53] from behind on the Harbor 110 freeway and we were at had a standstill so it

[49:58] was a pretty hard hit and um thank goodness that the folks surrounding me

[50:03] pulled pulled to the side and they were Witnesses and said he was on his cell

[50:07] phone and it was a hard hit because it was like you said before you know it

[50:11] you're up on a car and the worst thing about that is not only are you driving

[50:17] while texting no motor vehicle insurance right you have no no insurance and

[50:24] you're in a big car accident you know I I was left to have to pay for all of

[50:28] that at the end of the day so um un uninsured motor vehicle insurance is

[50:33] important too but uh I've been watching the uh advertisement on TV the same one

[50:39] you're showing uh it's been playing um on TV regularly so thank you for

[50:45] acknowledging um it is April awareness month and um if there's something that

[50:50] we could do to help um prevent this we're all for it and uh good good good

[50:56] suggestions anything you use our jumbo electron you

[51:01] know electronic signs and things like this but yeah even at the coming into

[51:05] the city warning them that we're we're watching you yeah

[51:21] the national DMV uh donate it's n the national BMV Donate Life month so um we

[51:29] do have a proclamation are the members here oh there she is there they are come

[51:35] come on up to the

[51:38] podium just if you kind of can quickly summarize like what what the what this

[51:44] means and how important it is what does it mean that's a full loaded thing um

[51:49] I'm sorry I'm nervous but good evening mayor mayor proem council member and the

[51:56] rest of the committee why is it so

[52:01] important my dad I wrote myself a note not to cry but obviously I'm not

[52:07] following my own advice don't cry don't cry we support you go ahead so my dad

[52:12] passed away four years ago but right before he passed away um

[52:19] my dad was a kind of person who wouldn't leave things for last minute and he was

[52:24] afraid of the cops he was like no I need to so my parents had just moved and my

[52:30] dad was the kind of person he's like no I moved I need to change my address I

[52:34] need to update my information because I'm going to get in trouble so there I

[52:38] am with the U-Haul truck with my Dad we pull into the

[52:41] DMV and the DMV employee asked if he would like to donate his organs so my

[52:48] dad says no that's not for me so I told him real quick forget the 30-second

[52:53] elevator pitch it was more like a two second can get them back in line what

[52:58] are you going to do with the organs once you pass

[53:00] away so he agreed then the DMV lady said would you like to make the $2 donation

[53:05] for administrative fees and my dad said wait a minute you want my money and my

[53:10] organs pick one so I told the lady I like you know

[53:14] what I'll pay for the administrative fees I'll pay for his license let's just

[53:17] get him signed up that was in

[53:23] October fast forward to December

[53:29] 29th

[53:32] 2019 I told myself not to cry my dad had a stroke and a heart

[53:38] attack in my car I had to take him out of my car give them

[53:43] CPR call EMS do all that finally EMS showed up took him to

[53:51] the emergency room he was sent to critical care but my dad wasn't going to

[53:55] make it and he was is not going to forgive us for keeping him around on

[53:58] artificial means so since my dad and I had already

[54:02] made the decision to put him on the organ donation list the decision was

[54:08] made to donate his organs and on January 2nd 2020 good old

[54:16] 2020 my dad was able to donate both his kidneys and his

[54:21] liver his pancreas went to lomalinda University for

[54:25] research and so

[54:29] the before this I mean organ donation was in the back of my mind yes the pink

[54:33] dot in my license as soon as I got my driver's license but it never I never

[54:38] really thought about the ripple effect and so as now as an ambassador for one

[54:43] Legacy for Donate Life I get to meet people that have received organs

[54:49] families that are waiting for that hope for that miracle for that organ

[54:57] saving um phone call and so it kind of validates and it kind of gives me a

[55:03] sense of peace knowing that yes my dad did pass away but at the same time he

[55:09] saved three lives and because of that one life three families didn't have to

[55:15] go through what we were going through so thank you city of

[55:20] Hawthorne thank you for acknowledging the importance of

[55:27] organ donation and to piggy back from them if you're going to drive and be on

[55:32] your cell phone make sure you sign up to be an organ donor

[55:35] CU wow someone's GNA need you one day so thank

[55:47] you I have a proclamation on behalf of the city council signed by all my

[55:51] colleagues and myself um and it has a lot of information about uh National DMV

[55:57] Donate Life months so I'll just go ahead and read it um organ ey organ eye tissue

[56:02] marrow and blood donation are lifegiving acts recognized worldwide as expressions

[56:09] of compassion for those in need uh more than 110,000 individuals Nationwide and

[56:15] more than 23,000 in California are currently on the national organ

[56:19] transplant waiting list and on average 22 people die each day while waiting the

[56:26] need for donated organs is especially urgent in Hispanic Latino and

[56:30] African-American communities a singled individuals

[56:34] donation of the heart lungs liver kidneys pancreas and small intestine can

[56:40] save up to eight lives donations of tissue can save and heal the lives of

[56:46] more than 75 others of course you know all these things right in fact organ

[56:51] donors saved more than 46,000 lives last year the most ever

[57:02] age or medical condition being a registered donor does not impact the

[57:07] quality of life-saving Medical Care a person receives in an

[1:03:18] needs to do to get rid of the property we recently were to was told that cars

[1:03:24] will be removed from from the property there's three abandoned cars that's a

[1:03:29] big eyesore and one car was removed today we found out so they had until

[1:03:35] yesterday to remove and then the city would get more involved starting

[1:03:41] today uh it's more than just the the cars that need to be moved it's uh a big

[1:03:47] eyesore for our community we're afraid for the homeless to come there uh but

[1:03:53] we'll continue to um work with our city councilwoman and the City attorney

[1:04:00] assistant of city attorney's uh office but we need it to vent that most

[1:04:05] recently though was uh one of the second issues our concerns on that paper and

[1:04:11] that is the speeding on 119th

[1:04:15] Street and one of our neighbors who isn't here but Dario is here also

[1:04:19] representing the video that I didn't get a chance to show you where someone must

[1:04:25] have been doing about 50 60 M an hour turned on wilky and hit for the for the

[1:04:32] second time the neighbor's van that is parked on that corner she has children

[1:04:39] thank God there's a fence around her house because if her children were

[1:04:43] playing then they would have been hit there's a daycare house right there as

[1:04:49] well and if children are outside those children would have been hit it's a easy

[1:04:55] fix maybe maybe not speed bumps like on 116th that were implemented and I think

[1:05:04] Katrina Manning did that uh herself before becoming a city council woman so

[1:05:09] we're asking we're begging we're pleading they're doing donuts on that

[1:05:14] street now we're pleading for Speed bumps on 119th

[1:05:19] Street and something that isn't as it it's a concern but not as drastic as the

[1:05:26] speeding is the trash in our community Andrew and his wife and their dog walked

[1:05:32] the community daily and he sees it constantly so that's all I have okay

[1:06:31] be monitored a little bit better but also um the speed bumps I think are are

[1:06:36] a danger to the community and I would like those to be put in awesome thank

[1:06:44] there's some perpetrators in your own neighborhood who are doing this please

[1:06:48] let us know and then we'll take whatever investigations we have to do to find out

[1:09:54] know spefic specifically what is the percentage of Ami required in the city

[1:09:59] of Hawthorne in order to be able to get a voucher um I found out relatively

[1:10:03] recently that all of the city housing authorities set their own Ami limits and

[1:10:09] this is the first time I've known that um the reason it's particularly

[1:10:12] important right now you may have been listening to the news today and know

[1:10:16] that La May uh bass is going to be leading a delegation of 40 plus Mayors I

[1:10:21] don't know if you're involved in that or not at the end of the month to go to DC

[1:10:24] and Lobby because one of the problems that um

[1:10:27] homeless veterans have is that their disability payments frequently put them

[1:10:32] above the limit the ceiling limit on the Ami and they're not able to get into

[1:10:38] housing as a result so if that's something that we can change in the city

[1:10:41] of Hawthorne I would like to urge you to look into that and see if you can work

[1:10:46] it so that disability payments for disabled veterans are not counted as

[1:10:51] income in figuring Ami eligibility for vouches thank you very

[1:15:47] that decided that we only get uh 20 vouchers which program are you referring

[1:15:53] to I'm sorry uh number 16 the housing um Authority

[1:15:59] housing Choice voucher program for 2425 is said that we were approved for

[1:16:05] only 20 vouchers so I'm just wondering how can we get more vouchers

[1:16:12] or how is it decided that we only get 20 vouchers um so I have to check on the 20

[1:16:17] vouchers the Housing Authority has 726 vouchers uh we recently received an

[1:16:22] additional 23 vouchers from HUD when when they had additional vouchers

[1:16:25] available that they spread out over all phas of public housing authorities

[1:16:30] within the state of California so HUD determines how many vouchers you receive

[1:16:34] and based on how they're used is based on the funding that they provide us with

[1:16:38] uh it's either use all the funding or use all of the vouchers so if your

[1:16:42] funding exceeds the number of vouchers that you have then generally you can use

[1:16:46] all of your vouchers however if it's the opposite and your vouchers exceed more

[1:16:51] than the funding you have then you use less than the vouchers that you're

[1:16:53] allotted so we so we already used up our vouchers and we have 20 additional

[1:17:01] vouchers is there's no 20 additional vouchers that's why I'm trying to get an

[1:17:05] understanding of the the 20 vouchers that you're referring to well in the

[1:17:10] packet that was with number 16 it says approval of 20 vouchers so I'm trying to

[1:17:18] understand how many vouchers do we have and did we get 20 additional vouchers

[1:17:24] did we get approv for just only 20 vouchers or we had 700 vouchers I'm

[1:17:28] trying to understand how can we have more than 20 vouchers so are you telling

[1:17:34] me we have more than 20 vouchers please explain cuz I'm again we have 726

[1:17:40] vouches in the PHA program if you're referring to the annual plan then you're

[1:17:44] probably referring to the note that I made about housing 20 families for this

[1:17:50] upcoming fiscal year pulling from the wait list to assist potentially 20 to 40

[1:17:55] families for this year based on the funding that's available that's the

[1:17:59] Section 8 right correct that's housing Choice vouer program so that's the 20

[1:18:03] families that you were able to uh house correct that's and that's our goal right

[1:18:08] okay okay so we have 726 vouchers in the program so

[1:18:14] 726 um um and then and then aside to that is the anly that you recognize the

[1:18:21] 20 families that were eligible for the Section 8 so it's not eligible for

[1:18:25] Section 8 it's the goal to pull them from our weit list how long is the weit

[1:18:28] list the weit list has been going on since 2007 yeah yeah I know in Los

[1:18:34] Angeles it's over 20 years yeah

[1:18:40] yeah um so in here it says the agency has approved 20 new owners for the

[1:18:47] Section 8 program during this reporting period so that's separate from vouchers

[1:18:52] those are new owners who have opted into the program to house our families so

[1:18:57] those are people who own the apartment buildings and own the houses that we um

[1:19:01] sign leases for oh okay okay thank you sir thank you um we

[1:19:10] had had some conversations with affordable housing developers over the

[1:19:14] years and all of them have talked about wanting Project based vouchers is that

[1:19:18] possible um to use these 20 or whatever new allotment we have towards potential

[1:19:24] Project based voucher program so there's no new allotment just to be very clear

[1:19:32] vouchers from your allotted amount your allocated amount for PBB but you get no

[1:19:37] additional funding from it from HUD so it's what you have um so you separating

[1:19:44] program and assist for a project based building where the assistance is only at

[1:19:48] that building not with the individuals where they can take it with them

[1:19:51] wherever they go it only stays at that that building and yes it's possible to

[1:19:55] do and you're were saying we have 726 vouchers vouchers and are are we were we

[1:20:01] allotted any new ones recently or this is just talking about what we're doing

[1:20:05] with the 726 this is just talking about what we're doing with the 726 do we get

[1:20:08] uh more at any given time it's very rare that HUD has the funding to provide more

[1:20:14] because the federal government doesn't generally give uh HUD more funding any

[1:20:18] year um so it's it's rare we did get like I said 23 vouchers last year but

[1:20:23] before that it was 20 years before they gave new vouchers 23 additional yes got

[1:20:29] it and how many usually come in are turned over where we could choose

[1:20:35] to hold and apply to a project on an annual basis like how how often well

[1:20:40] it's based on your availability like I said so if you have

[1:20:44] 726 vouchers however you're leasing up 568 families and you used all your

[1:20:49] funding then those vouchers are available if there's no funding to house

[1:20:52] them so they're there but you don't want your your project or your PHA to go into

[1:20:56] a shortfall because you've over leased so you have to be mindful of that

[1:21:00] balance of where you're at with your um assistance to your tenants and your your

[1:21:05] H assistance to the owners um and you have to plan ahead for that so if you're

[1:21:09] going to do a a pbv building then you need to plan for that at least two years

[1:21:13] ahead of time so that you can make sure there's enough funding in the pot for it

[1:21:16] so you're saying that although we may have 726 vouchers uh able to give out we

[1:21:20] may not be using all of them because of the funding may be um encumbered by less

[1:21:28] vouchers right we may only need 300 vouchers to spend all the money that we

[1:21:31] that we get for the program well that would be a stretch but yesing exactly

[1:21:37] that's what I'm saying um and and you're saying if we wanted to do a project

[1:21:41] based Voucher Program something we need to plan that in advance a few years in

[1:21:45] advance to kind of do that strategically right because you also have the

[1:21:49] administrative aspect of having to deal with that project that's a whole another

[1:21:53] project so you need Staffing to deal with the case load of the management of

[1:21:56] the pvv awesome okay thank you that's a lot of information

[1:22:07] is that there are 20 new owners that have property that have opted in to

[1:22:14] leasing out rening out their units for Section 8 families so there's other in

[1:22:30] you and the other the other thing to keep in mind so the the way that we

[1:22:36] receive money from Hut cdbg and home funds is based on census right so census

[1:22:44] is coming 2030 and they already start sending emails because if we don't count

[1:22:50] 100% of our population then they have the formula the only give us money based

[1:22:55] on 56% of the people that was counted in hot T so that's the that is why we don't

[1:23:02] have a lot of money to give up because it's based on the census that was done

[1:23:07] in 2020 and I think it was about 67% of people of hon answer the survey of so we

[1:23:15] we losing 43% in a sense of funding because we didn't got a 100%

[1:23:27] information and they're intimidated by you know filling out a form someone

[1:26:47] 2020 because of the salary that that was put on that

[1:26:55] provision right and I heavily campaign against it to vote no because of the

[1:27:02] salary because I didn't believe that the part-time council member should be

[1:27:06] getting $75,000 a year now the charter when you become a

[1:27:12] charter City there is some benefit to the whole Community it's not just the

[1:27:18] council member okay uh we talking about uh issues that deals with economic

[1:27:24] develop and some other potential benefit because as you know uh for this past

[1:27:31] four years uh we have a a governor and the

[1:27:35] legislative in Sacramento that are passing a lot of laws to intervene with

[1:27:40] our local Authority especially on housing issues like for example that

[1:27:48] they passing laws that we could build buildings on Holly

[1:27:53] Park uh apartment in Holly gland uh so all of those type of provision that we

[1:28:00] as a general law City cannot stop the state and we would have to abide on it

[1:28:07] let let's say if a develop comes and say okay I have this property in Holly Glenn

[1:28:12] or Holly Park I want to build uh you know 20 apartment

[1:28:18] unit the planning department and the city could say no but then it can sue us

[1:28:23] and they say the state have allow us to do

[1:28:26] it and then it's out of our hands so that is why the kind of things that we

[1:28:32] try to prevent if you become a Char C we can stop we do not have to abide by this

[1:28:39] General law city that is dictated by California law and the

[1:28:44] legisl I understand that the people vote know but like again the charter city is

[1:28:51] a good things for any City to become a charter City so I just want to find out

[1:28:59] to my colleagues if we have the majority to go

[1:29:04] ahead to get the an attorney or consultan to read what we wrote in 2020

[1:29:14] and maybe rewrite the new ballot language that

[1:29:19] maybe the people hon can vote uh yes but we need to decide here on this diets if

[1:29:26] that's what we want to go forward or we want to postpone it or we want to wait

[1:29:30] until later day so because time is running short so I'll stop by there and

[1:29:35] ask my colleagues say their peace uh through the chair I understand that we

[1:29:41] have a limited amount of time to agree on a provision and so definitely the

[1:29:48] interest of time I would support working with a consultant to help put something

[1:29:53] together for for the city for the council to vote on um and I think it's a

[1:29:57] good idea to listen to the people and um not include the uh the

[1:30:05] compensation which you know was the reason why it got uh voted

[1:30:22] down anybody else you know the only way there could be a

[1:30:26] proposition on any ballot is that you get a majority vote and majority vote is

[1:30:31] three um it would be good to see a full Council support with regards to moving

[1:30:37] the city forward in a direction in which we're trying to do uh we have a new city

[1:30:41] hall we have uh new Endeavors uh our city is growing out there are things

[1:30:47] that uh we are tied hands on that uh we have no you know no no Leverage

[1:30:55] um there are um local control trying to be uh you know unfortunately we don't

[1:31:02] necessarily have local control in in in the predicament that we're in today as a

[1:31:07] general law City uh Charter city has many different uh

[1:31:12] benefits um we had a list that was provided to us that showed uh many South

[1:31:17] Bay cities and cities in California in general that showed that their General

[1:31:22] um law cities have change to Charter City for those reasons so um I had a

[1:31:29] little conversation with a few constituents um on on uh you know

[1:31:35] Charter versus General law and the only reason um that it went on the ballot in

[1:31:41] 2020 was to uh for it to see what the people said you know there's things in

[1:31:47] there that uh some folks might not agree to but at the end of the day they are

[1:31:50] the voter and they do their civic you know um engagement and and get

[1:31:57] knowledgeable however um you know there's a lot of naysayers and there's a

[1:32:01] lot of uh misrepresented information that is put out there that uh you know

[1:32:07] is is is targeted to individuals which is not fair because if you really want

[1:32:12] to know um more you could go to any city that has the language for a charter City

[1:32:20] and see how some of those cities have been able to do things that uh otherwise

[1:32:24] we're not able to do so um I would like to see

[1:32:31] ultimately um a charter City so that we could um you know get a hold of our city

[1:32:38] and not be tied to some of the things that we're not allowed to do currently

[1:32:42] that's that's one of my reasons um and if uh again the majority

[1:32:49] of the council sees sees it the same way I I don't see why it couldn't move

[1:32:59] forward so uh to the chair yeah so therefore since um it seems that we

[1:33:07] might have an agreement so should uh Mr can we put this to a vote please should

[1:33:13] we vote to move forward sure um let's be

[1:33:17] very specific as to what we're proposing to vote on I understand there's U three

[1:33:24] at least three council members in support of uh putting a charter measure

[1:33:30] on the next election ballot measure um but I've also heard hiring a consultant

[1:33:36] for that purpose so is that included on what you're all agreeing to um let's put

[1:33:42] this to a vote that people can see up on the

[1:33:46] screen okay so that's what I'm asking can we be clear on what we're voting for

[1:33:51] because for me it's too different things you want to go ahead what's the

[1:34:05] purpose is is is to make sure that we have a vote to move forward for for

[1:34:09] balance measure for November 5th 2024 if so I would love to for us to uh

[1:34:19] hire a consultant uh and it's attorney that

[1:34:25] would guide us on that ballot measure language so that we could have a future

[1:34:33] study session city council study session where the the people in hon can come in

[1:34:39] and votes their opinion and then we'd have to have a second public hearing to

[1:34:44] approve that language so that is what my motion is about before we can finally

[1:34:49] say we're going to put on the ballot to the chair um I'm just wondering the

[1:34:54] language that we previously had was what you said to use a previous language and

[1:34:59] I'm wondering why our City attorney can't draft that language with the

[1:35:05] previous language as opposed to hiring a consultant it has to be rised it sorry

[1:35:11] it have to be revised because the language was not acceptable to the

[1:35:15] people of hotor so we want to make sure that the language is clear and what

[1:35:20] exactly what is going to say so people will have a much better understanding so

[1:35:27] uh so we do not want to put the same thing in there so we want to be Revis

[1:35:32] because going to be a new language and and we like I said in the past you know

[1:35:37] I oppose it but then this this time I'm going to support it right to make sure

[1:35:41] that the language is correct and make sure that it's going to be a civil right

[1:35:45] or or or is a a power to the people not to these council members sure so uh we

[1:35:51] have our City attorney why don't we just have him do it you you guys are going to

[1:35:54] instruct him anyway depending on your sh no no hold on just that I mean that she

[1:35:58] makes a good point that he's very well incapable uh you guys can instruct them

[1:36:03] on what you guys want why would we have to pay someone else that's just extra

[1:36:07] money he's not an expert our City attorney is not capable and competent to

[1:36:12] do this tell you go ahead he's going to say anything you

[1:36:16] want at this point so go ahead okay no no let's let's have him answer so the

[1:36:23] the issue is this I so if I've heard and I did a presentation we had somebody

[1:36:29] else come and do the same presentation the bottom line

[1:36:33] is is the count does the council have specific language that they want in the

[1:36:40] charter provision it seems that you're seeking a

[1:36:44] consultant to give you recommendation a suggestion as to what language you want

[1:36:50] I can't figure out if it's if it's if we're going to adop and put on the

[1:36:54] ballot measure the same language as the last Charter provision with the

[1:36:59] exception of the salary that can be done simply but it to me I I don't I don't

[1:37:05] have an understanding of what council wants there is there seems to be a

[1:37:10] consensus that we want to limit the the state's control of local issues that's

[1:37:17] legal issue and that's not that clear it's just because you're a charter City

[1:37:21] doesn't mean that the local local cities will have control over housing issues

[1:37:27] because California Supreme Court has already ruled that housing is a

[1:37:31] Statewide concern so it doesn't matter if you're Charter city or a general law

[1:37:35] City I think the question is and what I'm what I'm confused about is what

[1:37:41] specific language is the the council that seeking Charter want as a provision

[1:37:48] other than the salary the one thing that uh the the the thing that kind of uh I

[1:37:54] was kind of a bit I don't know was just confused and kind of stunned was that

[1:37:59] you gave a pres you gave a presentation on the pros and cons of being a charter

[1:38:04] City to the council yet it seems like somebody at least on the council

[1:38:09] instructed you to bring somebody else to do an alternate uh presentation on the

[1:38:15] pros and cons I mean does do the council trust our City attorney to be able to

[1:38:19] give us this information do this or not I mean is hiring a

[1:38:24] consultant uh a a result of maybe you're not trusting our City attorney it's not

[1:38:28] about trust Mr Mayor We Trust I have 110% Trust on on Mr Robert King is the

[1:38:34] thing is uh we need to make sure that and that is what I I I want him and and

[1:38:42] somebody else to come up with the language and bring it to us on a study

[1:38:46] session of the city council to present that to the US and to the public so the

[1:38:53] public can put input on that so uh he if if he told me he can do it I'll say fine

[1:39:01] but I know that the you know the stot have some other duties to do so I don't

[1:39:06] want to put all this into his plate uh and I think maybe there is

[1:39:13] some language there that could be improved and I and that's what I'm

[1:39:18] looking for to the chair one one more last thing one more last thing would it

[1:39:22] be that it's the uh you're suggesting the

[1:39:25] consultant that was uh that was here that did the presentation no no no the

[1:39:31] one that suggesting not nobody could it be magically he's going to appear the

[1:39:34] one that has done work for the city of Carson I didn't say nobody okay somebody

[1:39:39] I said go ahead consult to the chair um I suggest that we further discuss this

[1:39:46] in a Clos session no we cannot can we do that no cannot um it has to be you know

[1:39:52] open session I and let me just say this cuz you know I'm not I've been a City

[1:39:58] attorney for 3 years and I I don't profess to be an expert on every topic

[1:40:03] there are topics that I am very familiar with uh ballot measure and Charter is is

[1:40:09] a is a new area so I'm not going to say and represent to you in fact when we

[1:40:14] first brought that ballot measure two years ago we used a law firm a reputable

[1:40:18] Law Firm Richard won Gan that the city has always relied on from Municipal law

[1:40:23] to to give guidance to the council and basically we approach with a simple

[1:40:29] Charter it appears that whoever that and it really doesn't matter to me if the

[1:40:35] city council wants to select another consultant to help us with the charter

[1:40:40] provision this isn't I don't have personal stake in this um however I

[1:40:44] think whoever it may be I don't think the consultant should recommend this is

[1:40:51] what city of Hawthorne should adopt in the charter provision because this

[1:40:56] Charter is a restriction it's a constitution a restriction of authority

[1:40:59] on city council itself okay because it's above the ordinance it's like the city's

[1:41:05] Constitution so this should be something in my personal opinion if I if I may it

[1:41:11] should be something that the council has an certain idea and concept of what we

[1:41:17] want in the charter before we hire a consultant that's going to dictate to us

[1:41:22] to the Council as to what should be in the charter that's that's I mean that's

[1:41:27] my opinion on things so if you know it doesn't matter if you want to hire a

[1:41:31] consultant to give you recommendations but there should be some idea from the

[1:41:36] Council of what kind of Charter provision you want you we did have fused

[1:41:40] a simple Charter from two years ago there were Provisions in there so I

[1:41:44] think uh council members should already have an idea what they would like to

[1:41:47] place on the charter so why not discuss that today so to the chair yes so what

[1:41:53] are we asking for right now to vote on well you see the thing is that that is

[1:41:58] what I want a study session I don't know if you guys understand what this a study

[1:42:03] session is a study session is for because we cannot do this in the close

[1:42:08] session we have to do a study session where all of us will be present open to

[1:42:13] the public to come and and do uh public comments and then that is where we would

[1:42:20] you know whatever going to give us advice

[1:42:23] it could be Mr Kim it could be somebody else and then we can say no we do as a

[1:42:27] council member we don't agree on this so then we would discuss what is going to

[1:42:32] be that language on a on an open study session of a city council meeting that

[1:42:38] will have all of us here present with the public comes to put the input that

[1:42:43] we would begin to draft the language so to the chair so I'm saying my question

[1:42:50] is what are we voting on tonight like right now to move forward can I please

[1:42:58] please I'm like poor guy he's been sitting there for a minute be patient

[1:43:02] thank you okay um whenever we ask uh our city manager

[1:43:07] any questions uh he's sometimes the one that answers those questions sometimes

[1:43:12] he's not the one that answers those questions the usually the the route that

[1:43:15] we take is the subject matter expert will advise the council and give us our

[1:43:20] options and then we'll make a decision based upon that right right Mr Kim is uh

[1:43:25] indicated this not his area expertise he he hired a outside firm last time who

[1:43:32] it's debatable with their area expertise the presentations that we saw about the

[1:43:35] charter made it very evident about areas of expertise um on this particular topic

[1:43:42] I think it's a great idea to find a subject matter expert who were this is

[1:43:46] what they do as opposed to somebody that does a lot of stuff right you know when

[1:43:51] it comes to um our health you want to get our foot

[1:43:56] operated on you're probably not going to depend solely on a general practitioner

[1:44:00] but you're go to a patress and so I think it's a good idea to get a subject

[1:44:04] matter expert to provide guidance to the council so the council can make the

[1:44:09] decisions and and vote and move forward so I I support uh Mr montero's council

[1:44:14] member montero's suggestion of moving forward with a

[1:44:18] charter proposal for the council to vote on utilizing study sessions utilizing a

[1:44:22] professional consultant to help us do so to the

[1:44:26] chair thank you mayor um so I would like uh to just uh add to that with regards

[1:44:34] to uh finding a consultant I'd like the city manager and instruct the city

[1:44:39] manager to do that um my reasoning for not so much um supporting or uh having

[1:44:47] the current City attorney do it is for the same you know reason there's you

[1:44:51] know there could be bias there could be you know things that maybe again not

[1:44:56] familiar with uh not quite uh um experienced okay um I know he's a great

[1:45:06] prosecutor but at the end of the day I think Independence is very important and

[1:45:11] some of the attorneys that we've had suggested from uh the attorney's office

[1:45:17] are ongoing recommendations that have long longevity here I mean it I mean

[1:45:24] it's like the same name over and over and over and over again I I I enjoy that

[1:45:30] entity working with those entities but for as long as I've been here and as

[1:45:35] long as some of these recommended um you know councils outside Council it's it's

[1:45:41] just good to have new fresh information especially if there's cities that are

[1:45:47] Charters and they've used certain Consultants or they've um implemented

[1:45:52] certain things I would like for the study session to take place absolutely

[1:45:56] but more importantly I want to do a a feasibility or a study from all of the

[1:46:01] charter cities to see what languages are in their uh current LA uh Charter uh

[1:46:07] what types of uh things that were implemented in in their language so

[1:46:11] that's a lot of work and that's a lot of time and I really doubt that you know

[1:46:16] there's that time available to do that um currently so I I would agree um

[1:46:23] um and and a further just uh support going

[1:46:30] forward so um so I made the motion so uh Mr parison second right I'll

[1:47:23] who have been uh putting information out there 18 months ago 61% of the residents

[1:47:30] voted against this 61% to

[1:47:34] 39 we're we're we're we're coming up with this fox idea of having a study

[1:47:40] session the study session that you needed took place 18 months ago it was

[1:47:45] voted down I mean there's uh and then kind of some faults that you saw when

[1:47:51] some of uh my colleagues are arguments today our City attorney can't do it he's

[1:47:56] too busy no he can't do it so let's hire a consultant so he can massage the

[1:48:03] language a little bit more so it can pass so you guys will be able to vote

[1:48:08] for it and deceive you with all these hidden uh things that they that the

[1:48:13] council colleagues my Council colleagues may have it didn't pass guys and it's

[1:48:18] it's it's fule to do things over and over and expect different result I think

[1:48:23] Albert Einstein mentioned that right I think I referred to it the the

[1:48:27] definition of insanity is trying things over and over and expecting a different

[1:48:32] results and that's what I see Happening Here one other thing why should we have

[1:48:38] sessions why should we get get a consultant shouldn't my Council

[1:48:42] colleagues be fully convinced as to how this is going to benefit and already be

[1:48:47] aware of all the things that they like to include in a charter that would

[1:48:51] benefit the city so let's hire a consultant let's have a study session

[1:48:54] let's see what else we can throw in there I think that's uh pretty

[1:49:00] flawed so it's false this will not help us protect us from the Statewide

[1:49:06] mandates that have uh that they've put forth with SP sp9 with sp9 SP

[1:49:11] sp10 if you look at the news you guys already hear over and over that U

[1:49:16] there's been challenges to Huntington beaches uh uh trying to uh push against

[1:49:22] the state and other cities have been forced

[1:49:26] into uh opposing other cities have been forced

[1:49:30] to feel the wrath of the state coming down on them imposing all these things

[1:49:34] to do that's a false statement I don't need to convince you guys uh come

[1:49:38] November you guys would know what to do uh this is uh not a good idea for the

[1:49:43] city so I want to go on the record today to

[1:49:47] all the residents in Hawthorne that I'm completely and 100 opposed 100% opposed

[1:49:53] to the city Charter being placed on the ballot again in any shape or

[1:49:59] form and I'm going to stand with you guys who voted not only 60% to 40 uh to

[1:50:04] 39 it's going to be even more of a defeat this time because you

[1:50:09] are smart you don't need to be fooled by a consultant massaging a words to try to

[1:50:14] make it digestible and taking away power from you

[1:50:19] actually and giving it to the council do I need to remind you of Charter cities

[1:50:24] like the City of Bell do I need to remind you of the charter uh cities like

[1:50:28] San berardino and so many others that have gone down the road of punition I

[1:50:32] don't need to do that so instead of wasting the resident's money put on

[1:50:37] putting this on the ballot again and wasting valuable time and laughing at

[1:50:43] our City attorney saying that he can't do the job we should be focused on

[1:50:47] issues that matter like solving the homelessness issue the uh parking

[1:50:51] situation uh policing issues and housing issues

[1:50:56] isn't that what we're all concerned about so I'm

[1:50:59] completely 100% opposed to this and I want to let my colleagues know that I

[1:51:07] will make sure that the residents know who exactly put this on the ballot I

[1:51:11] will remind this and I will hang this over your neck with a sign saying that

[1:51:16] you're the ones that were responsible for putting this on their on the ballot

[1:51:21] once more that's all I have to

[1:51:40] example of our mayor leadership because talking

[1:51:48] about 19 months ago this talk about this the ch

[1:51:53] right but he voted to put on a ballot he was all in favor of it was

[1:52:01] myself Alex Montero and Miss Valentine was the only one who opposed this

[1:52:07] Charter in 2022 Mr Mayor voted to put on the

[1:52:12] ballot he put it on the ballot for 75,000 salary a year when he only show

[1:52:20] up in City Hall two meetings a month

[1:52:26] $75,000 that was that child was defeated it was not because he's trying

[1:52:36] city let me tell you the reason that the next item they were we were supposed to

[1:52:42] do this in January now we are in April four months

[1:52:48] we supposed to do reorganization of this Council who represent us in outside

[1:52:54] board who will become the mayor proam we supposed to be done the first meeting in

[1:52:59] January now we on the first meee in April it has not been done that is why I

[1:53:06] brought it up and we don't need to change nothing at this point because

[1:53:09] it's been already four months already and then the second one we do not have

[1:53:17] full Commissioners because Mr Mayor refused

[1:53:21] to nominate some people we have people that have applied for commission and

[1:53:27] he's deciding who and who not have to be appointed and he knows because some of

[1:53:33] the people that he has appoint was his friends and this Council

[1:53:38] rejected but if you become a charter City it's not just the mayor who

[1:53:43] appoint all the council members will be able to appoint commission then right

[1:53:47] now we have project sto at the planning department at the Planning Commission

[1:53:53] because we do not have the corn and I want to give a director to

[1:53:58] the city manage that if the if the plans from the planning department are not

[1:54:02] moving forward just bring it to the city council and we vote for without the

[1:54:07] Planning Commission because Mr May refusing to appoint

[1:54:12] Commissioners so that is why I said we need to char

[1:54:18] City because there is no leadership 4 months to do

[1:54:24] reorganization Commissioners we don't have full five Commissioners in a lot of

[1:54:30] our commissioners so he's talking about

[1:54:34] hanging people out there on the election so then people of should think about it

[1:54:40] do we want to vote also for the for the next mayor that have not have shown

[1:54:47] leadership since 2009 has he been sitting in this

[1:54:51] Council so do not stop with me Mr Mayor because

[1:54:57] if you're going to attack us and I was the one who has been protecting the city

[1:55:01] for 25 years and I've been there on the street

[1:55:05] seven seven days seven you know almost 247 protecting the

[1:55:12] city so when you talk about truth be honest because you voted to put the

[1:55:19] ballot in 2020 because they had a salary of

[1:55:24] $75,000 okay so I will so again this list of appointed I'm not asking I'm not

[1:55:30] finish that's my it's my discussion it's my discussion you were discussing you

[1:55:35] were discussing the previous item I'm going back to my discuss you were

[1:55:39] discussing the previous item City attorney was he referring and all his

[1:55:42] comments directed towards the previous item com it's all combined I I think we

[1:55:46] should move on to the next item which is I'll respond to everything gave us the

[1:55:51] list uh and I I'm not proposing for us to do any changes because it's 4 months

[1:55:56] already in in the year uh I'm glad to represent the city in all these

[1:56:00] committees but if anybody wants to make some changes and but this was supposed

[1:56:05] to be done in January now is April nine through the chair I stopped through the

[1:56:11] chair yes I'm fine with uh my current committee

[1:56:18] assignments are we in a position to rotate this we said we were going to

[1:56:22] rotating the mayor prm's position every year uh so if there's a natural

[1:56:28] selection I think Council woman Katrina Manny should be receiving that is that

[1:56:33] something we can move on can we agendize that Mr City Mr city

[1:56:39] manager or Mr City attorney I think that's on the agenda as a discussion

[1:56:43] action is I believe the mayor proem as a discussion action I but we can't vote on

[1:56:48] that specific discussion action action is something that you could vote on so

[1:56:53] I'd just like to uh pass on the uh the duties to councilwoman Katrina

[1:56:59] Manning on the uh mayor prot position I ha okay please vote on that

[1:57:07] specific

[1:57:21] item

[1:57:24] the votes are the votes are in the voting reflects mayor and Council

[1:57:29] voting yes congratulations

[1:57:33] goodin thank you all right folks so uh I'm going to

[1:57:39] address the comments that my colleague uh council member Montero made uh they

[1:57:43] were related to the previous item 20 and I thank you actually for bringing up the

[1:57:48] fact that yeah I dis support putting that item on the charter of Charter at

[1:57:53] the last election and it was a

[1:57:57] mistake it was a mistake to have put it on there so now if we continue making

[1:58:05] the same mistakes I think that there's a problem and we've learned with this that

[1:58:11] the community is against the charter and I simply support the community on this

[1:58:18] and it's going to be a unfortunately you're going to have a lot of people

[1:58:22] people and I'm going to make sure that I if we hire a consultant to massage the

[1:58:27] language I'll let you guys know exactly what's being going I I'll let you guys

[1:58:31] know what's being hidden I'll let you know exactly what the repercussions

[1:58:34] could be we learned from that and we learned that the community doesn't want

[1:58:39] it so that's a big learning uh opportunity and we

[1:58:45] learned and you're right actually the commissions we wouldn't have been in

[1:58:51] this predict if my Council colleagues would have called for removing our

[1:58:55] commissioners in the first place when we had a great operating

[1:59:00] commissions so now uh the claims are made that it's heavily on me that I

[1:59:06] haven't n i nominated people I nominate many people and you know what M uh Mr M

[1:59:13] Actually I don't even want to address you I know a lot of people in the

[1:59:17] community it's inevitable that I will know people I know Miss Ruby Co

[1:59:22] I know for her for a very long time I know Jennifer hon for a very long time

[1:59:27] and there were two people that you guys voted for they're my

[1:59:30] friends so I think perpetuating the issue with the commission and the

[1:59:35] Planning Commission issues is something that was initiated by individuals like

[1:59:40] yourself council member Montero and others on this Council so um I think we

[1:59:45] need to be careful so I'll be looking at the applications and I'll and I'll be

[1:59:49] suggesting people very soon so don't worry we'll take care of that we'll see

[1:59:53] where you guys lie when it comes to that so

[1:59:58] uh so no on the charter make sure you guys tell your friends uh we have

[2:00:02] elected officials reports and recommendations City

[2:00:07] treasur Marie poex

[2:00:15] hornbach that was tough to follow um take a deep breath um good evening

[2:00:53] um delbr Alex Montero did a fantastic job it was a great turnout it was a lot

[2:01:00] of fun and I wanted to uh give a special thank you to the LA Rams for showing up

[2:01:06] and cheering everybody on um and helping with the warmup I had an awesome time it

[2:01:11] was great walking with the you know residents and the families there um I

[2:01:16] want to say congratulations to all three winners of The Good Neighbor award and I

[2:01:22] wanted to point out um and give a a really big hats off to the city staff um

[2:01:30] I've seen them at several events in the last few weeks and I give a hats off to

[2:01:38] a lot of them for having worked the last few weekends and giving up their

[2:01:43] weekends to be at the events on the weekend um man you guys I don't know how

[2:01:50] you do it but my hat goes to hats off to you all um and these events couldn't

[2:01:58] happen without you so I thank you and appreciate your attendance and giving up

[2:02:03] your personal time and your personal weekends um the tax deadline is April

[2:02:08] 15th just in case you didn't know and congratulations to council

[2:02:13] woman Manning on being the new mayor protim so congratulations thank you

[2:03:36] to protect the city of hon and that is that is the key is we are the servant of

[2:03:41] the people and we need to respect that uh again I just want to say thank you

[2:03:47] again uh for the uh Good Neighbor award that was tremendous the three uh

[2:03:53] individual uh Samuel Ebony and Michael uh so show that uh our employee does

[2:04:01] care about their job and and also protect uh each other um like Maurice

[2:04:08] said you know uh my head goes off to the staff because yes they've been working

[2:04:12] weekends uh weekend after weekend after weekend so it's like a it never stop um

[2:04:18] and I have to say you know thank you again because they did an outstanding

[2:04:22] job for the uh first annual Autism Awareness walk uh and I have to say you

[2:04:27] know my head goes to the uh Miss delbra from the Beyond autism because she did

[2:04:33] most of the work uh we just give her a a hand and I want to say thank you to the

[2:04:39] parks and re Department the community service the Public Works uh to help uh

[2:04:44] with the logistics uh but the the autism walk went beyond my expectation so uh it

[2:04:51] was well done well organized and the families were happy uh people came from

[2:04:58] far away as a app um you know like they drove for 50 50

[2:05:05] minutes you know up Landing or something you know so they came from San

[2:05:09] Bernardino County to just to participate in that autism walk so it was good and

[2:05:14] thank you Marie for bringing the uh the ram CH leaders uh so the the walk was a

[2:05:20] fantastic and I think uh eventually you know next year we'll do it again and my

[2:05:26] plan is maybe to move them to the uh uh centinella Valley you know hot on high

[2:05:31] tracking field uh when that tracker field is finished because I think that

[2:05:35] will be the the right place to do it um I want to say thank you to the housing

[2:05:41] department and the the hoton business connect uh because yesterday uh they did

[2:05:46] a fantastic job uh putting a workshop at the marot across the street for uh small

[2:05:52] business administration uh the guy named Caesar Estrada did a fantastic job uh

[2:05:58] talking to people about small loans uh dealing business with the federal

[2:06:03] government uh and they have you know some specific business there that uh

[2:06:08] people can apply in know women's uh veterans so it's a was a very good

[2:06:13] information given um just what is coming up uh our day is uh on April 20th

[2:06:22] uh um councilwoman English and myself are part of the committee that are

[2:06:26] putting the Earth Day and providers Fair together so uh make sure you come out on

[2:06:31] that day from 10 to 2 um again also on April 28th is a Sunday the hotton

[2:06:41] president's council is going to be honored to all the volunteers that who

[2:06:45] volunteer for so many organizations um in the community in

[2:06:50] 2023 so we're going to honor them on April 28th at 2 p.m. at the Memorial

[2:06:56] center and uh also just put on your calendar the huton president's Council

[2:07:01] K9 dinner uh the the spaghetti dinner is going to be on May 16 that raise money

[2:07:08] for our hoton Police Department K9 unit uh and you know that we raise money for

[2:07:14] them maybe to buy a dog or for the training program um just a reminder this

[2:07:20] sun Saturday day the 133 from 8: to 11:30 uh the hoton St Society is going

[2:07:26] to have their pancake breakfast at the gym tour park uh so make sure you just

[2:07:33] show up for 8:00 a.m. to 11:30 at the gym tour park on 14100 Prairie

[2:07:40] Avenue and of course the Art Festival I'll be there thank you very much um and

[2:07:46] at this point like I said you know just keep in your mind and then put on your

[2:07:50] calendar more events are coming June 22nd we're going to celebrate June 10

[2:07:55] June celebration so put on your calendar again thank you for all of you coming

[2:09:27] sharp right and and playing a great role in our city definitely appreciate

[2:09:32] appreciate your contribution uh good neighbors a work good neighbors Awards I

[2:09:37] want to congratulate congratulate Sam English ebony Johnson and officer uh

[2:09:41] graa Michael graa you guys uh you know our city

[2:09:46] wouldn't be what it is without your contributions I love the new city logo

[2:09:52] uh looking forward to sporting that around town um I definitely agree we

[2:09:57] should uh have some speed humps on 11 19th Street that looks like a perfect

[2:10:01] opportunity to just floor it and um hurt somebody and that is not what we want in

[2:10:06] our city um so definitely hope that we can we can get that done sooner versus

[2:10:12] later we had a solar eclipse um Across America on Monday hope you guys had an

[2:10:18] opportunity to see it got your special eclipse glasses and see see kind of the

[2:10:21] Moon getting in front of the sun uh it was uh I I find that stuff kind of cool

[2:10:26] bit of a nerd I went and found a location where there was uh not in

[2:10:31] California I think our La was like 57% coverage of the sun um I went to Porto

[2:10:36] viarta and it was like 95% coverage of the sun which was really really cool but

[2:10:41] I wish I would have went I was able to make it to Dallas or or somewhere over

[2:10:45] there where was 100% coverage know in those areas it went from day to night in

[2:10:50] the middle of the day and I think it's just a

[2:10:53] spectacular reminder of our place in the universe uh when things like that align

[2:10:59] and um I I'm sure our schools took that as opportunity to teach our youth more

[2:11:05] about you know our world and where we're at in the

[2:11:08] universe um I'd like to make a directive to staff give me a moment I have some

[2:11:11] notes in my

[2:11:15] phone I want to ask the staff to bring in ordinance concerning the handling of

[2:11:20] policy Val violations within City within the city excuse me whether it be staff

[2:11:25] or elected officials um and

[2:11:31] definitely uh look forward to have an opportunity to uh welcome some new

[2:11:35] Commissioners to our commissions I understand our um Planning Commission

[2:11:41] has not been meeting very often I think over the last 12 scheduled meetings that

[2:11:45] we only had four uh meetings where there's a quorum So I myself see the

[2:11:50] value of having uh five people on that on that commission instead of just a

[2:11:55] bare minimum of three is obviously not working for us so looking forward to uh

[2:12:01] rounding out uh these commissions and I want to encourage our

[2:12:06] community to apply to these commissions right our city literally cannot run

[2:12:10] effectively without your contribution and your

[2:12:14] volunteerism and uh representing your community on these commissions and

[2:12:18] Boards so um I want to thank you guys again for uh coming out hope you guys

[2:12:23] have a great rest of your

[2:12:27] week councilwoman Andie radius English thank you mayor and

[2:12:32] congratulations Katrina thank you um let me just make uh a few

[2:12:40] observations so I've been really championing um and providing information

[2:12:45] with regards to the California Utilities Commission uh

[2:12:49] Edison um there was not very many people that signed up to take the bus so that

[2:12:54] we could go and speak against the uh rate payer increases on Wednesday the

[2:13:00] 10th coming up at uh the CPU starting at 2m in Long Beach however I um I appeal

[2:13:08] to you as a resident as a constituent more importantly a rate payer of

[2:13:13] utilities to speak your voice um the legislatures in Sacramento have

[2:13:18] authorized the cpuc to enact an income based fix fixed El uh electric utility

[2:13:23] charge the income base fixed charges the first globally was voted through

[2:13:28] Sacramento legislators with an assembly Bill

[2:13:31] 205 now the CPU is considering a monthly charge of 20 to 34 and if you remember

[2:13:38] they wanted to give us charges

[2:13:42] $51 uh but let me give you some more information the 20 to $34 for households

[2:13:47] making uh income less of 69,000 um to

[2:13:52] $51 and and and up to $73 for households making

[2:13:58] $69,000 or uh up to1 180 and $85 to

[2:14:05] $128 for households over incomes of 180,000 you know um and this is

[2:14:13] something recently the public utilities uh commission uh has offered less but at

[2:14:17] the end of the day um it's not good enough you know we have we're in a

[2:14:22] recession there's there's inflation there's people losing their jobs there's

[2:14:26] people losing their housing people can't afford uh even milk or eggs or groceries

[2:14:31] um people can't even afford the gas and gas continues to increase and here

[2:14:36] you've got the the utilities um entities wanting to increase your utility bills

[2:14:42] we have vulnerable indiv individuals that are housebound with um equipment

[2:14:47] that requires their utilities um you have individuals that are are vulnerable

[2:14:51] don't speak English or other languages not going to know what's coming you have

[2:14:56] people fixed on Social Security and other disability income so you know at

[2:15:01] the end of the day this is not the time to make increases to the people of

[2:15:05] California little loan Hawthorne residents and so I really want to appeal

[2:15:09] to those that can make the commission um hearing the cup commission hearing to

[2:15:14] please go make a stance um I'm a voice and I'm a voice

[2:15:19] for all but I'm only one individual ual you could really make a difference when

[2:15:23] you go in numbers and uh this is coming and they want to do this 25 through 28

[2:15:30] 2025 through 2028 what are they going to do in 2028 they're going to do it again

[2:15:36] and again you have to remember the utilities commissions uh CPU here's all

[2:15:42] utilities and telephone and anything having to do with utilities how you're

[2:15:46] receiving either energy how you're receiving your your phone calls if you

[2:15:50] still have a landline etc etc and um this is not the time and uh I really

[2:15:56] think that um there's a disconnect but more importantly it's very um

[2:16:01] disheartening to know that this went through the legislature and where we're

[2:16:05] at today and I do have people calling me and asking me questions and i i r i

[2:16:10] don't have those answers unfortunately I'm just providing information as I'm

[2:16:14] getting information so I'm using this platform to speak to the people of

[2:16:18] Hawthorne that your utilities are going to be increased and and and you know

[2:16:24] maybe coming out in numbers will make a difference and they could hold off to

[2:16:27] give you time to um to know that and to to give you time to make your

[2:16:32] adjustments uh as needed but um 2025 um you know I'm going to say it

[2:16:38] again um it's it's it's it's it's something

[2:16:42] that we just need to really um you know speak against and and I'm going to be

[2:16:48] going out there I'm not going to be on the bus because we cancel the bus

[2:16:50] because there wasn't any U individuals we had less than maybe you know 10 and

[2:16:55] so please look at the proposed decision that uh the CPU there's a fact sheet I

[2:17:00] don't know if it's outside in the lobby but we'll make that available to you uh

[2:17:04] moving on I just want to thank um business connect yesterday we had a

[2:17:08] business connect at the Marriott hotel across the street if you're a small

[2:17:12] business if you're an entrepreneur if you're a micro business um Caesar um

[2:17:17] Estrada one of the small business um bu uh the SBA small business administration

[2:17:24] representative was in here uh was here yesterday and spoke to how you could um

[2:17:29] inquire money if you're a small business and provided great information and I

[2:17:34] asked him to um come uh to city council so that he could provide uh the the

[2:17:39] council and those attending additional information but if you're interested in

[2:17:43] that we have his information and his contact phone number thank you to the

[2:17:46] ladies and those that helped uh city manager put on another great um business

[2:17:50] connect for the residents of Hawthorne and more importantly the businesses I

[2:17:54] also want to make mention uh c c is uh the training that's offered through LA

[2:17:59] County fire if you are interested on how to become a c member the classes are

[2:18:04] going to start here in Hawthorne at the Hawthorne Memorial center the first uh

[2:18:08] three classes are going to start October 26 November 2nd and November 9th I'd

[2:18:13] like to thank um El County Fire for helping us uh with the training and for

[2:18:18] their partnership and uh Mr Sam English who is the lead for our c training uh

[2:18:24] and those uh those courses here in the city of haam for its residents thank you

[2:18:28] Katrina Manny for the women's event that we hosted it was a great turnout it was

[2:18:32] a great um um way of connecting to uh not only our women but General uh

[2:18:38] individuals um that you know often times think that um council members are robots

[2:18:44] you know uh we're we're we're human too we have uh you know great Passion we

[2:18:49] have you know were were wives were were you know grandmothers were sisters aunts

[2:18:55] and uh sometimes you know politics being a council member can be a little lonely

[2:19:00] so it was good to just have that discussion in uh General discussion with

[2:19:03] all those that attended and I'm glad to receive even Texas today saying that

[2:19:08] they enjoyed it and uh most importantly they enjoyed the discussion and being um

[2:19:13] truthful on how we manage um all of this as a as an elected and more importantly

[2:19:19] how we engage with with people um I enjoyed that thank you for that um our

[2:19:24] service provider Fair as council member um onaro mentioned uh we're going to be

[2:19:29] U doing that on Saturday April 20th please bring out your family be able to

[2:19:33] connect to the to the tables all the tabling that's going to be there they're

[2:19:36] going to be providing services and goods referrals information general

[2:19:40] information um so all of this is information that could be beneficial to

[2:19:44] you or maybe to your family or your loved ones so if you have an opportunity

[2:19:48] please stop in from 10: to 2: on Saturday April 20th I'd like to

[2:19:52] acknowledge our uh groundbreaking today that we had which is a sewer sewer

[2:19:56] Improvement project for our new Main and Sur lines uh here at the corner of 126

[2:20:01] in hawthor Boulevard just right outside uh Bank of America there's going to be

[2:20:06] new lines being dropped and that's the segue to our new underground parking and

[2:20:11] our new Civic Center that's going to be coming so um if you see some of the

[2:20:15] cones coming up if you see some uh deterrents there for you to you know

[2:20:19] drive somewhere else go around etc etc be patient uh as you can see City Hall

[2:20:25] uh has a new uh Street 126 is a oneway now we have sideway parking and I just

[2:20:31] say you know if you're traveling our streets to be safe and be aware that

[2:20:34] there are employees working on the street and we need to be cautious

[2:20:38] whenever we're uh driving and we see um um individuals that are um building out

[2:20:43] our city because of how we're coming along in moving forward and having all

[2:20:48] these new uh synergy bringing along projects a new city hall and those alike

[2:20:54] I'm excited I'm excited to know that I'm a part of that I'm excited to know that

[2:20:58] you're going to be a part of that and I just love the fact that um the

[2:21:02] brainstorming that has come from a new city council member a new City attorney

[2:21:07] uh department heads is one in one Accord and we're going to be able to um really

[2:21:12] make a difference when it comes to um a new city hall and bringing uh a city

[2:21:17] hall to the people and being able to use its resour ources in those rooms that

[2:21:21] are going to be available to do just that um I'm still championing solar so

[2:21:27] um you know I know folks say you know whether or not solar is making a

[2:21:31] difference in their utility bills I think any alternative is is making a

[2:21:34] difference to any utility bill and so um I'm champine and and I belong to the

[2:21:41] solar Association and I get regular information from them and so I thank

[2:21:45] those that are uh looking to do uh green and how we became green um to thank

[2:21:50] Senator Bradford for his uh Earth Day cleanup uh I used to participate in that

[2:21:54] with calr along the parking ride on 1 20th and CAW Boulevard and yes we could

[2:21:59] do a lot more when it comes to um cleanup especially our roadways our

[2:22:04] exits our freeways our on-ramps and off-ramps so anything that anyone is

[2:22:08] ever doing to address uh the needs for cleanup is important and if your

[2:22:13] community or group would like to uh submit a request to do a cleanup in

[2:22:16] their Community please do so I'll be more than happy to support that as our

[2:22:20] Council will and we'll be able to provide some supplies for you to do that

[2:22:24] I look forward to working with the N uh the 311 app it's very beneficial to the

[2:22:29] residents of Hawthorne uh it's very beneficial just again to report out as

[2:22:33] as you see it and engage with the department so that we could have that

[2:22:37] taken care of immediately and um thank you to uh again the some of the

[2:22:43] commissioner Commissioners that were out to at our our women's event I have to

[2:22:46] acknowledge Miss bboa thank you for coming and I know Ruby was there too and

[2:22:50] I wanted thank uh um um I have it I know I have it Jasmine thank you thank you

[2:24:22] I'm so glad that I had an opportunity to attend the first one and I think it's a

[2:24:27] great idea um uh council member Montero for it to be at the other location next

[2:24:35] year I'd look forward to that and I'll definitely be supporting that as well um

[2:24:41] also um Robert if you can give a quick update on the 11808 wiie I know I spoke

[2:24:49] with you and my neighbors are here so I just wanted um you to give them an

[2:24:54] update that we talked about yes

[2:24:58] please so we um the assistant City attorney Sean Las was on this task and I

[2:25:05] don't want to get into too much detail because there are certain options that

[2:25:09] the city has in terms of nuisance that's created there um in terms of the removal

[2:25:14] of the vehicles we were trying to have them voluntarily REM remove them first

[2:25:20] which they did um at the same time we they I think they're aware that we're

[2:25:25] also seeking a warrant the city can't just go in there and start you know

[2:25:29] taking things out of uh people's private property we got to have court orders to

[2:25:33] do so so that's uh being s simultaneously being taken we were told

[2:25:39] by the um I guess the person that uh is responsible for the property that they

[2:25:45] would have certain they would go through certain uh procedure with the DMV so

[2:25:49] that the vehicles could be removed I understand I saw the photographs of the

[2:25:53] three vehicles I think one of the vehicles is not really a nuisance type

[2:25:59] that um the SUV that seems like in a better shape right it's the I think the

[2:26:04] problem is the two vehicles in the driveway and maybe the condition of the

[2:26:07] house itself but the out of those two vehicles I understand that uh one of

[2:26:12] them has been removed and there is one left and you know we we prefer to work

[2:26:18] with the owners to try to have it removed but I understand there's you

[2:26:22] know times been taken up um so we do have another option of getting a court

[2:26:27] order to do so um but um if if at all possible I I we prefer to have the

[2:26:36] property owners cooperate with the city and take care of the issues okay so um

[2:26:42] because the otherwise the legal procedures takes

[2:26:46] time so that's the current status right now thank thank you um I have two more

[2:26:52] things um

[2:26:56] so um city manager i' like to give you a

[2:27:01] directive to um look into getting speed humps for um

[2:27:09] what 119 Street the address that was given to me um of the person that's had

[2:27:16] their car hit twice is 2615 West 119th Street so that's the

[2:27:23] house and so if you could look into getting uh speed bumps for that and then

[2:27:28] the second directive um that I wanted to talk about is prop one prop one

[2:27:34] authorized $6.3 billion in bonds to build mental health treatment facilities

[2:27:40] for those with mental health and substance use challenges it provides

[2:27:45] housing for the homeless um so I've been talking about us getting a urgent care

[2:27:52] facility and I'd like for you to um look into applying for a grant that could

[2:28:00] assist us with mental health and urgent care facility and then if there's any

[2:28:07] other opportunities for us to get additional funding outside of that if

[2:28:13] you can apply for those grants as well also I'd like to remind everybody that

[2:28:19] Mother's Day uh councilwoman um Reyes and I are

[2:28:25] hosting Mother's Day May 11 from 11 a.m. to 2: p.m. um so please bring your

[2:28:32] mother your daughter it's a celebration and even if you don't um have a

[2:28:39] babysitter bring your daughter with you even if she's like five or six uh we

[2:28:45] want to celebrate all of the moms so make sure that you uh show up

[2:28:50] and again I just want to say thank you to my colleagues for uh giving me this

[2:28:56] opportunity thank you yep all right thank you mayor

[2:29:04] proam okay and uh that being said we have a new mayor protm but I also want

[2:29:09] to thank our recent mayor protm Angie race English uh for helping me out uh as

[2:29:14] uh my second command ping me up whenever I'm not available to attend something on

[2:29:19] the DI if I'm not here I have to step out and uh you know youve you served us

[2:29:24] honorable any role so this is not this not the first time you've done it before

[2:29:27] so um you know we could always uh look for you look to you for uh your support

[2:29:33] and commitment on that so thank you so much thank you can we give her a big

[2:29:56] know what she has eight years or nine years worth of ideas ready to put them

[2:30:01] into effect that's why you seen so many events coming from her and a lot of

[2:30:04] different things activities um so I think it's fitting at this moment that

[2:30:09] she helps us out with this role in backing me up and supporting the city as

[2:30:14] a mayor poent right you're good with that all right

[2:30:17] good um Miss city clerk the uh the minutes didn't appear is uh what on this

[2:30:23] agenda can you tell us is it going to appear on the next agenda it should yes

[2:30:26] definitely okay so we'll be okay right yeah absolutely to the chair um I need

[2:30:31] to be excused for the next council meeting which is I believe the 23rd and

[2:30:35] since I won't be here on the 23rd I need to abstain from the meeting that I

[2:30:39] wasn't here on the minutes do we just keep that on the record yeah I need to

[2:30:43] because I'm not going to be here so I want to make note Mr City attorney is

[2:30:47] there any thing that we can do as to her comments right now of her abstaining

[2:30:51] she's not going to vote but it just we'll take it on for the record that her

[2:30:55] intention was to abstain right no not from the okay well there's a two Me In

[2:30:59] terms the minutes which item so I wasn't here on one of those meetings I don't I

[2:31:04] think it was back in March the end of March the 26 I wasn't here how about we

[2:31:08] mention it at the next meeting that you weren't here for that spef reminded of

[2:31:11] it yes and then we'll acknowledge that at that time yeah thank you okay

[2:31:18] uh to we have a new Public Works uh effort that we is being very visible in

[2:31:24] the city we're seeing all the light poles Akbar right all the light poles

[2:31:28] they kind of seem taller right you guys have noticed them they're uh I saw them

[2:31:32] on 120 they're my parents house but they're all elsewhere so they're taller

[2:31:37] um it's using uh more energy they're taller they're taller than the previous

[2:31:41] ones right akar yes the the traffic signal right

[2:31:47] now is taller and uh safety light is like three four feet taller they're

[2:31:54] taller and so the the light's efficient and it covers a lot of uh area so it's

[2:31:58] like you go outside and it's no longer dark it's brighter but it's not like

[2:32:04] bright in the sense that it's going to distract any drivers or or distract you

[2:32:10] if you're walking or it's it's a comfortable and it's a regulated light

[2:32:14] that's uh well intentioned right yes sir they are LED and they are lighter right

[2:32:20] yeah so this is good thank you thank you for that effort and seeking the funding

[2:32:26] together with our city manager and staff that put and yourself and your staff for

[2:32:31] putting all the grants in for those those upgrades so definitely we're

[2:32:36] improving our city uh we're changing our logo and then we're just changing even

[2:32:41] some of the technology within our city so I think that's a very

[2:32:45] important uh the eclipse everybody saw the eclipse or heard about about the

[2:32:50] eclipse and everybody was talking about it oh the eclipse the eclipse all the

[2:32:53] total everybody all of a sudden everybody's so familiar with the new

[2:32:56] word totality all the totality the bth of totality so everybody's a scientist

[2:33:02] all I I kind of put on my Facebook hey whatever happened to uh whatever

[2:33:06] happened to the phrase total eclipse right but then I got a lot of my

[2:33:12] friends that say oh you're thinking of the song Total Eclipse of the Heart

[2:33:15] right so they were kind of being goofy but uh it was like Eclipse fever you

[2:33:20] know and everybody was excited about it my sister who lives in uh

[2:33:24] Texas uh was able to see it with her with my nephew and they sent us video so

[2:33:28] it's like it's kind of spooky it is spooky and I actually had

[2:33:34] people that were that were calling me and saying hey maybe we should like

[2:33:39] already like uh get your all your Provisions ready something's going to

[2:33:43] change everything's going to things are going to go down you know put fuel in

[2:33:46] your car be ready to drive out into the country or I don't know it seemed like

[2:33:51] it was going to be like like uh what the Yeah like like the demise of the world

[2:33:58] but it wasn't so oh this one's important the

[2:34:03] uh the 99 set Only Stores everybody heard about that and uh it was it's kind

[2:34:10] of sad hearing about that but it seems It's symptomatic about what's going

[2:34:14] on uh just the price of doing business but a big factor that the owner ERS of

[2:34:20] the chain mentioned were that uh there's just a

[2:34:25] lot of

[2:34:29] shoplifting I mean right shoplifting I work in a jail guys I mean I'm not don't

[2:34:33] throw it in there just to throw it in there in this case but we don't get

[2:34:36] people who are shoplifting coming in through through through the jail being

[2:34:40] prosecuted for that because they're getting away with it they're getting

[2:34:45] away with it if you steal less than $950 well at the at 99 Only Store that'd

[2:34:52] be like 950 items right but come on man if you're like

[2:34:57] stealing every P every dollar every penny every it starts adding up and it's

[2:35:02] becomes hard for people to do business and when we have our we have our uh our

[2:35:09] district attorney not being able to either choosing not to prosecute it or

[2:35:12] not having the tools because the uh threshold is

[2:35:16] $950 that's pretty sad we have our targets remember we referred to the

[2:35:21] targets having like the glass counters over there your near your neighborhood

[2:35:25] right that's sad it's all result of the $950 threshold and I'm sorry we have our

[2:35:33] state senator oh he's already on his way out so we'll have to talk to the next

[2:35:37] state senator that comes to place our uh assembly woman our uh new state senator

[2:35:43] and all those people in the state need to get their act together and start

[2:35:47] thinking about what we need to do because there need to be some uh

[2:35:50] repercussions for taking stuff that's not

[2:35:52] yours things have changed so much that now it's okay to steal and you got the

[2:35:57] same repeat offenders same repeat offenders they come in the morning and

[2:36:01] then they come at night and no because it's under the threshold it's under the

[2:36:06] threshold and why don't why don't things happen be why don't we get involved

[2:36:11] because they don't want to call anymore because they're afraid of that that

[2:36:14] we're not going to be prosecuting because we don't have any teeth to do

[2:36:18] anything so I think we need to be very careful we need to push our state

[2:36:21] officials to get their act together and reduce that threshold and

[2:36:26] give the tools and the ability for our uh Pro prosecution within the county

[2:36:31] within the city the tools to be able to go after this stuff because it's when

[2:36:36] something's not yours it's not yours pretty

[2:36:39] simple all right this whole little covid excuse thing that oh everybody's going

[2:36:43] through covid and why are prices going up because it's harder for businesses to

[2:36:48] keep you the stay afloat because people are stealing getting away with

[2:36:53] stuff it's like a cycle so once you just cap that off when it comes to the uh

[2:36:59] thresholds you watch things start coming back and people able a are able to make

[2:37:04] ends meet and keep their businesses afloat okay so we need to be smart on

[2:37:09] who we vote in because the pendulum is going to swing in the other direction on

[2:37:13] some of the stuff at the state level all right people are going to get frustrated

[2:37:16] unfortunately you guys some people might think that that's going to happen at the

[2:37:19] federal level too we were you know uh we just I think we just need to

[2:37:25] be conscious of who we elect and who's going to step up for us and just do the

[2:37:29] right thing and just have some uh um energy to be able to counter these

[2:37:36] things okay uh thank you to my Council colleagues for being here today uh good

[2:37:42] discussions today and uh let's move forward

[2:37:47] um oh with the big lot with the 99 cent only store there is hope for the 99 cent

[2:37:53] only store because we've been hearing that the Big Lots owner might buy uh the

[2:37:58] 99 Cent Only uh brand and and properties and get that back going so if there's

[2:38:05] something we could is uh Mr City attorney Mr city manager is there

[2:38:09] something we can do on behalf of the city to U send a letter you know uh just

[2:38:14] encouraging the Big Lots finding out where who the Big Lots uh owner is and

[2:38:19] tell them that they have since we have what 99 all these stores we would love

[2:38:22] to see them do follow through with this can you fashion a letter on our behalf

[2:38:26] and if everybody's okay we just just uh just show that we're in uh

[2:38:32] in agreement and we hope that they will follow through absolutely yes we can do
