[25:44] traffic flow in the area.

[25:51] photos. The site consists of.
[25:54] Some vacant ground and then
[25:55] also a number of residential
[25:58] structures in varying stages
[26:01] of disrepair and decay. All
[26:03] but one of those residential
[26:06] buildings is subject of a
[26:07] demolition order or some sort
[26:10] of notice of violation. The
[26:14] property owner behind Tab 3 is
[26:18] study the structures that are
[26:20] existing and and the and their
[26:21] reports are behind tab 3 by a
[26:22] structural engineer. The point
[26:25] is that these properties are
[26:27] decaying and significantly and
[26:28] the properties in desperate
[26:32] need of improvement. Through
[26:36] this Next is investing is
[26:38] making a 70 million dollar
[26:39] investment in the neighborhood
[26:42] to improve these properties
[26:43] and to put them to good use
[26:44] for much needed affordable
[26:47] housing. The properties are
[26:50] already zone we're not asking
[26:51] for rezoning da, as I'm sure,
[26:54] you know, is a fairly intense
[26:57] residential zoning district
[26:59] where multi-family development
[27:01] is typically contemplated as
[27:02] opposed to single family
[27:04] development. Again, the
[27:05] properties are already zone d
[27:10] 8. In addition, as staff has
[27:10] pointed out in the staff
[27:13] report. The proposed
[27:17] development is consistent with
[27:17] applicable land use plan,
[27:18] which is the near West
[27:21] Neighborhood land use plan.
[27:21] Not only does it recommend da
[27:26] development. But here, quote,
[27:26] a couple of quotes from this
[27:30] land use plan. The area has a
[27:31] high number of vacant. Lots in
[27:34] an occupies houses. It is
[27:38] right for a shift in use
[27:39] influences are busy.
[27:40] Washington Street to the south
[27:40] and neighboring
[27:42] Indianapolis zoo. The adjacent
[27:46] White River and proximity to
[27:46] downtown. And I knew I and the
[27:49] potential for rapid transit
[27:49] along Washington Street
[27:51] corridor. The other thing from
[27:54] the neighborhood plan that I
[27:56] think is relevant. It states
[28:00] that multi-family residential
[28:01] development in the area should
[28:05] take the form of purpose-built
[28:06] multi-family structures rather
[28:07] than subdividing the existing
[28:11] structures into multiple
[28:12] units. In other words, as the
[28:15] hearing examiner had put in
[28:16] their recommendation, support
[28:21] for project, she stated the
[28:22] proposed development is
[28:23] compatible with the
[28:24] single-family dwellings and
[28:26] would be inappropriate. Reuse
[28:30] of the site. Next is proposing
[28:35] a 242 unit multi-family
[28:37] development with 258
[28:39] structured parking spaces.
[28:42] There are additional 44
[28:43] parking spaces on the street
[28:46] around the property. Again,
[28:47] the property already zoned e
[28:51] 8. But we're asking for
[28:52] several variances which are
[28:56] required because the Indy
[28:57] rezone has residential
[28:59] building type standards, but
[29:04] to bring this type of density
[29:06] to a a with da zoning, which
[29:08] again is contemplated. You
[29:11] need variances for height in
[29:13] some of the open space Those
[29:14] of that variances that were
[29:19] requesting. Moving to tab 4,
[29:24] which is the site plan. As you
[29:26] can see, the eastern end of
[29:28] the site is reserved for some
[29:30] publicly accessible green
[29:34] space. It is one building that
[29:34] architectural. Are broken up
[29:36] into 2 buildings, too. Break
[29:40] up the massing a number of
[29:41] changes were done after a
[29:43] conversation with staff and
[29:47] the city architect, including
[29:48] and most significantly staff's
[29:52] request that. The Western.
[29:55] Component of the building,
[29:57] which is closest to the
[29:59] residential, be reduced from 4
[30:01] stories to 3 stories. So you
[30:04] have a three-story building
[30:05] that's closest to the
[30:07] residential. And then as you
[30:08] move east closer to White
[30:10] River and the views of
[30:12] downtown. You have a 4 story
[30:15] building that was a major
[30:20] change that was made. Behind
[30:24] Tab 5 is the landscape plan.
[30:25] We submitted the landscape
[30:28] plan in connection with the
[30:29] petition. It meets ordinance
[30:33] Green Factor requirement. I
[30:33] wanted to comment on the
[30:35] existing trees that were on
[30:37] the property or that are on
[30:39] the property. We had a tree
[30:39] study done a survey and we
[30:44] survey. The survey show that
[30:46] there are 5 on this 3.4 acre
[30:46] site. They're just 5 heritage
[30:49] trees and not minimizing the
[30:51] importance of heritage trees.
[30:52] But there there just 5 of
[30:56] them. We understand that based
[30:57] upon the ordinance, there's a
[30:59] requirement to mitigate the
[31:02] removal of those treason. In
[31:03] this case, it's permitted
[31:07] under the ordinances staff has
[31:08] indicated redevelopment of the
[31:09] site could not occur without
[31:13] it. That being said, if you
[31:13] look at the site, the
[31:18] landscape plan. The proposal
[31:19] is the plant. 96 new trees
[31:21] around the perimeter of the
[31:23] site. So the landscaping will
[31:25] be vastly improved based upon
[31:29] what is being proposed here.
[31:33] Moving to tab. 7 tab. 6 is the
[31:38] is the tree Study tab 7. Our
[31:38] floor plans. I just wanted to
[31:40] note a couple of things
[31:46] briefly. In conversations with
[31:47] the String Town Neighborhood
[31:48] Association, they expressed a
[31:49] real interest and need for a
[31:52] place where they could store
[31:53] lot of quitman and materials
[31:54] that they use throughout the
[31:56] neighborhood to help
[31:59] residents. They asked whether
[31:59] that might be something that
[32:01] the developer would consider
[32:03] and the developer is
[32:04] committing to that. So you'll
[32:08] see on the first floor plan,
[32:08] there's a storage area
[32:09] identified on that plan for
[32:11] use by the Neighborhood
[32:13] Association. Not quite
[32:14] lockdown where it would be,
[32:14] whether it's inside the garage
[32:17] or here on the perimeter. But
[32:18] we've made that commitment in
[32:21] writing any agreement.
[32:22] Something else I want to point
[32:24] out because a number of
[32:27] residents, including members
[32:28] of the string town
[32:31] Neighborhood Association have
[32:33] talked about safety and
[32:35] security concerns. And we've
[32:35] committed to a number of
[32:38] things in the Neighborhood
[32:39] Association agreement. I like
[32:41] having the garage and building
[32:44] locked in key Fleck trying a
[32:47] key fob access only on site
[32:51] management. But one unique
[32:54] thing which I credit counselor
[32:55] Jones for is I think this came
[32:58] from experience and other
[33:00] situations that time in
[33:03] consultation with the police
[33:04] chief. She suggested we
[33:05] consider, which is to allocate
[33:05] an area of that building for a
[33:09] fitness area. And then permit
[33:10] impd officers are in this case
[33:13] as close to the university.
[33:15] University offers officers to
[33:16] use that facility free of
[33:19] charge, which work the
[33:20] petitioners committing to do
[33:22] that, at least bring some
[33:27] additional police presence.
[33:30] Also committing include in the
[33:32] development connection to impd
[33:34] be linked system. For those of
[33:35] you that don't know. I've
[33:36] included some materials about
[33:38] the billing system behind 10,
[33:40] 14. The link is a connection
[33:41] between the video cameras that
[33:46] are on site. The district's
[33:48] video cameras. And so it it
[33:49] provides for quicker response
[33:51] time and monitoring by impd.
[33:54] That's something that I think
[33:55] is important to them and is
[34:01] important too annex. Lets see
[34:01] be time tab. 8 or building
[34:05] elevations. And then behind
[34:10] Tab 9 are some renderings. The
[34:12] design of the building is
[34:15] still work in in in process.
[34:17] We had conversations with
[34:20] planning and with the city
[34:21] architect City architect asked
[34:24] that we continued to develop
[34:25] the architecture as we move
[34:27] through the incentive part of
[34:29] the the approval process,
[34:31] which which we certainly will
[34:34] do. The materials are brick
[34:36] masonry and fiber cement,
[34:38] siding. Each of units will
[34:38] have outdoor space. Whether
[34:45] it's a patio or about Kenny. I
[34:46] want to talk a little bit
[34:47] about our engagement with the
[34:53] community. We know that
[34:53] they're not everybody agrees
[34:57] with this project. We
[34:59] understand that. And that's ok
[34:59] and that there are people who
[35:02] will speak against it. Well,
[35:04] what I did want to make clear
[35:06] is that we have tried to
[35:09] communicate and listen to
[35:10] everyone. It doesn't matter
[35:14] which group you're with. Spent
[35:14] time with the string town
[35:16] Neighborhood Association,
[35:18] folks. We attended a public
[35:19] meeting that they call but was
[35:21] intent was attended by
[35:25] representative both groups. We
[35:26] attended a separate
[35:27] neighborhood association
[35:28] meeting called by the
[35:31] Stringtown Now Association.
[35:33] We've responded to email
[35:35] requests for for information
[35:36] and tried to do everything we
[35:39] can. To at least show that we
[35:40] are listening in going to be a
[35:44] good neighbor and their number
[35:45] of changes that have been made
[35:46] made to the project as a
[35:49] result of those conversations.
[35:51] I mentioned earlier the
[35:53] agreement between the
[35:56] petitioner in Springtown
[35:57] Neighborhood Association and
[35:59] that agreement is behind Tab
[36:01] 12. It provides not only for
[36:05] the safety and security.
[36:05] Commitments that I talked
[36:06] about. The fitness facility
[36:10] available him pd and on-site
[36:11] management and those sorts of
[36:12] things. But a financial
[36:17] commitment that annex is
[36:18] making to the neighborhood to
[36:19] the neighborhood Association.
[36:20] Did they can do improvement
[36:22] projects and things like that.
[36:23] They've seen that work in
[36:25] other locations. I know the
[36:26] counselor Jones has worked on
[36:29] those types of agreements on
[36:32] projects that we've had. And
[36:35] it's it's been very beneficial
[36:35] so the point is that we've
[36:37] worked very hard to try to
[36:40] accommodate concerns. We know
[36:43] that changes difficult, but
[36:44] we're really working to bring
[36:47] a good project to the
[36:49] neighborhood. With that. We'd
[36:52] asked for your approval of the
[36:53] variances and the vacation
[36:56] that is required to permit
[36:57] this development to move
[36:59] forward and and the approval
[37:01] with we request would be
[37:02] subject to The commitment to
[37:05] perform. The traffic study has
[37:08] indicated earlier and to make
[37:09] any improvements to
[37:10] infrastructure that are
[37:10] required by that traffic

[38:56] I've taught myself in the last
[38:59] year. I've spent countless
[39:02] hours reading land-use plans.
[39:02] Sony ordinances and codes and
[39:03] many parts of the
[39:06] comprehensive plan as well.
[39:09] Every player, your nose and by
[39:10] name, at least because I'm
[39:11] female. And I'm always asking
[39:13] questions and trying be the
[39:14] most informed community member
[39:15] that I can be and to also
[39:19] inform my community members.
[39:21] We take time away from our
[39:21] families and our lives to stay
[39:23] on top of off and changing
[39:25] hearing dates to our best to
[39:25] decipher a complicated legal
[39:27] paperwork. We get in the mail
[39:29] and take days off. Work
[39:30] without pay to be here.
[39:31] Arguing against experts who
[39:31] are paid quite well to be
[39:38] here. So with that. Start with
[39:42] some findings of fact. The
[39:42] proposed vacation. He's in the
[39:43] public interest because the
[39:47] Cup. Sorry, comprehensive
[39:47] development of the
[39:49] underutilized indicating site
[39:50] would be facilitated by
[39:51] proposed development. I want
[39:54] to note here that the current
[39:55] owner of this land has engaged
[39:56] in purposeful demolition by
[39:59] neglect. And willful
[40:01] destruction of these homes
[40:02] within the last year windows
[40:03] and siding removed, leaving
[40:06] them open to the elements.
[40:07] Copper and wiring removed.
[40:07] Interior is gutted and no
[40:11] repairs done. As recently as
[40:13] 2020 for many of these homes
[40:14] were occupied. One still is
[40:17] occupied by a family. As our
[40:18] neighbor has been robbed
[40:20] usable housing inventory. And
[40:20] now we're being told to start
[40:23] to benefit to our benefit.
[40:24] There's a lot of vacant land
[40:25] and string town taking land
[40:28] that has historic one single
[40:28] family homes that could be
[40:39] rehabbed. It's not are not
[40:40] against development. We are
[40:42] against development that harms
[40:43] our community. We like many
[40:44] others envisioning development
[40:45] that preserves and
[40:45] rehabilitate are poor and
[40:50] working class community. Both
[40:52] affordable homes. We also
[40:52] support multifamily
[40:53] development, consistent with
[40:53] the current zoning and
[40:57] comprehensive plan. There was
[40:59] a community meeting between
[40:59] acts group and their lawyer
[41:01] held on APRIL 13th that we
[41:02] attended testing neighborhood
[41:03] Association. We were invited
[41:04] by the String Town
[41:06] Neighborhood association that
[41:07] raid on a bird associations
[41:08] operated solely by one person
[41:08] who does not live in our
[41:09] neighborhood property in
[41:14] string town. At the APRIL 13th
[41:14] meeting they held. We were
[41:15] informed about closed door
[41:17] meetings between the annex
[41:18] group String Town Neighborhood
[41:19] Association and our city
[41:20] County councilor that been
[41:20] taking place since DECEMBER of
[41:24] 2025. Even though string town
[41:25] now has been a registered
[41:25] neighborhood association with
[41:26] the city since before the
[41:27] petition was filed. We were
[41:28] left out of these
[41:32] conversations. Stringtown now
[41:33] another neighbors, property
[41:36] owners, church leaders. We're
[41:37] and landlords were all left
[41:38] these conversations that were
[41:38] had about this development for
[41:41] months. Last year. This
[41:42] development shooting, this
[41:44] part of land was denied
[41:44] multiple times for demolition
[41:46] of these properties. Because
[41:48] there was no plan. Then this
[41:52] is a plan that was. Given. But
[41:52] again, there's a lot of vacant
[41:53] land and strengthen the could
[41:55] be utilized for this. We don't
[41:56] need to turn a more single
[41:58] family homes. Because I
[42:00] understand that not everyone
[42:01] could attend the meeting in
[42:02] person on APRIL 13th. I
[42:04] personally or not every door
[42:06] surrounding the proposed
[42:07] development because I
[42:10] understood sorry I spoke to
[42:10] elderly and disabled residents
[42:11] as well as non
[42:12] English-speaking residents.
[42:13] Not one person I spoke to was
[42:14] in support. I present you with
[42:16] a petition to that effect and
[42:19] there are more than 35
[42:20] signatures there.
[42:21] Approximately 35 homes in that
[42:23] area. You should have a map in
[42:23] your packet showing which
[42:29] homes I want to. A building of
[42:30] this size is density is not
[42:31] currently allowed by the
[42:33] zoning for many reasons. Quite
[42:34] simply this nearly 200
[42:36] year-old neighborhood was not
[42:37] designed for that number of
[42:39] people and cars and such a
[42:40] small area, the neighborhood
[42:41] will suffer in numerous ways.
[42:42] Its belt severe impacts. The
[42:44] quality of life include
[42:46] numerous health and safety
[42:48] concerns, parking and traffic
[42:48] issues, lack of privacy view
[42:52] shed some light, historic
[42:53] integrity and environmental
[42:54] safety, which will talk more
[42:55] about that in just a moment.
[43:00] Next slide, please. As I
[43:01] mentioned, Stringtown now
[43:01] accepts and welcomes
[43:03] substantial density. The near
[43:06] West Land use plan recommends
[43:07] that each to 15 units per acre
[43:11] are built. The current zoning
[43:11] allows for low rise
[43:13] apartments, garden apartments,
[43:16] townhouses and row homes. We
[43:16] have the Queen Commons, which
[43:18] includes a picture as well, a
[43:19] low-rise apartment building
[43:20] just a block away from the
[43:22] site. It blends well with the
[43:22] surrounding homes and allows
[43:25] for density. I want to know
[43:26] that I've been told repeatedly
[43:28] that the city wants density
[43:29] and despite the zoning for
[43:31] this area, we need more
[43:33] density. The density doesn't
[43:34] outweigh the of our community.
[43:35] However, this question isn't
[43:37] if the city needs density,
[43:37] it's whether the variance
[43:42] meets the standard. Although
[43:43] it has been suggested that
[43:44] string towners are against
[43:44] affordable housing, I say that
[43:46] that's not the case at all. We
[43:47] are a poor and working class
[43:50] community. And have been some
[43:52] springtime was founded in 18.
[43:54] 88 the area in area, median
[43:57] income level used to calculate
[43:58] the prices for this building,
[44:01] making it affordable does not
[44:02] reflect actual string town
[44:02] incomes for the near West
[44:05] Health Impact Report which
[44:06] documents median household
[44:09] incomes of less than $50,000.
[44:10] This isn't affordable housing.
[44:11] It's gentrification and it
[44:12] will lead to people being
[44:12] pushed out of our
[44:13] neighborhood. Next slide.
[44:18] Please. There have been
[44:19] countless reports of
[44:20] substandard living conditions,
[44:21] violence and many other
[44:22] problems from their nearby
[44:25] affordable development unit.
[44:27] 16th. He received a letter
[44:29] from Robin Van Hine detailing
[44:30] the extreme challenges he's
[44:30] experienced as Burke with the
[44:33] residents have union at 16th.
[44:34] I've also said Ukraine
[44:35] statistics for that location
[44:36] from impd. This includes many
[44:39] violent and crimes theft
[44:42] drugs, multiple hit-and-runs
[44:43] and officer involved shooting
[44:44] and a nearly fatal shooting
[44:47] just last month. Reverend
[44:48] Hines letter and the Google
[44:49] reviews from residents paint a
[44:51] disturbing picture of neglect
[44:54] Roach in mice, infestations.
[44:55] Lack of promise services,
[44:56] including their onsite gym
[44:58] being inaccessible for years.
[45:00] And generally deplorable
[45:02] conditions throughout this
[45:02] building will not make our
[45:03] neighborhoods safer better in
[45:06] any way. Been told by an ex
[45:08] group that they learn from
[45:09] their mistakes. But if that's
[45:10] true, why haven't they improve
[45:11] the conditions in the
[45:11] building? They already own and
[45:14] operate. In fact, crime has
[45:15] gone up in last year's and
[45:16] Xanax group took over
[45:17] management of that property.
[45:23] Next slide. Please. At this
[45:23] time, no traffic study has
[45:24] been done to calculate how
[45:25] this outsized development
[45:26] would negatively affect
[45:29] traffic of our neighborhood.
[45:30] Recently, we have seen major
[45:30] increase in cut through
[45:31] traffic from the West
[45:31] Washington transit
[45:36] construction. And soon the
[45:37] 16th Street bridge closure
[45:37] will also send more people
[45:38] directly through our small
[45:40] neighborhood. We have already
[45:42] taxed small streets. And
[45:43] people tend to drive really
[45:44] fast when they're coming
[45:46] through as well. These
[45:47] projects are projected to take
[45:49] at least 2 more years. That's
[45:50] for the West, Washington and
[45:54] 16th Street Bridge. Pending up
[45:57] to pending dpw approval. Only
[45:58] asked c Street would be
[45:59] improved even coin, which is
[46:00] the street on the far left of
[46:03] that image. And other
[46:04] surrounding streets to bear
[46:04] the brunt of massive increases
[46:05] in traffic. Next slide.
[46:11] Please. As I mentioned, this
[46:12] historic neighborhood was not
[46:12] designed for building of this
[46:14] size with hundreds more
[46:16] residents and a very small
[46:18] block, which is why large
[46:18] apartment complex is not
[46:20] permitted. And the zoning
[46:21] district, the census covering
[46:24] this area and stringtown has a
[46:28] population of only 1578 people
[46:30] adding a 242 unit with up to 3
[46:31] bedroom units. He's adding
[46:34] hundreds more people. The
[46:36] building moment. 35 feet for
[46:38] height. They're asking for 50,
[46:40] which is a 43% increase over
[46:41] the limit. The floor area
[46:43] ratio is 0.8, 0. They're
[46:46] asking for more than double
[46:47] usable. Outdoor spaces
[46:49] required to be 75% at that
[46:51] site. The proposing is and
[46:53] what they're proposing is a
[46:55] 91% reduction. 5 heritage
[46:56] trees protected under this in
[46:57] New Orleans are also in
[46:58] danger. Once these trees are
[46:59] removed or neighborhood will
[47:01] suffer. The consequences for
[47:04] decades, if not longer.
[47:06] Saplings, do not provide the
[47:07] benefits and often do not
[47:09] survive into maturity.
[47:11] Proximity to the White River
[47:12] Park does nothing to mitigate
[47:13] how this will affect our
[47:13] storm. Water runoff heat
[47:20] islands and And pollution
[47:23] mitigation, it strengthened as
[47:23] excessive pollution stormwater
[47:24] runoff and he island issues
[47:25] currently our tree canopy
[47:28] coverage is 20% which is very
[47:30] low for residential
[47:31] neighborhood, marking it in
[47:31] the highest priority group,
[47:32] according to the American
[47:34] Forest Tree Equity score. I
[47:35] didn't include a map offense
[47:38] when your packet. This
[47:39] resource shows that string
[47:41] town is 10 degrees hotter.
[47:43] Then the areas surrounding us
[47:46] that includes campus. The left
[47:46] Hawthorne, all the areas
[47:47] directly around us 10 degrees
[47:52] cooler. That the area that
[47:54] they're proposing to demolish
[47:55] is one of the luscious parts
[47:55] of the neighborhood. When
[47:56] you're there, you can notably
[47:57] feel a difference in
[47:59] temperature. If you want to
[48:00] neighborhoods be walkable has
[48:03] to be walkable. In actuality.
[48:04] If you get heat stroke, every
[48:04] time you fly, walk somewhere,
[48:07] it's not workable. In addition
[48:08] to this many registering time
[48:10] residents have no a c were
[48:11] just one window unit for their
[48:12] entire home. We also have a
[48:14] lot of elderly residents and
[48:14] we desperately need the tree
[48:20] coverage. Allowing a 91%
[48:21] reduction in green space and
[48:22] demolition of 5 heritage
[48:22] trees. Plus, countless other
[48:23] smaller trees will have a
[48:25] massive effect on these
[48:27] issues. Saplings, no matter
[48:28] how many simply cannot replace
[48:29] the benefits offered by large
[48:32] growth, trees. The city's own
[48:33] infill housing guidelines,
[48:33] specifically instruct that had
[48:35] to treat be protected. The
[48:36] standard is preservation, not
[48:37] mitigation. Next slide.
[48:42] Please. When we were asked
[48:43] temps right to design around
[48:44] these 100 plus year old trees.
[48:44] We were told that it couldn't
[48:46] be done. This is simply not
[48:48] true. It projects like
[48:49] single-family homes or
[48:50] townhouses are were developed
[48:51] here. They could easily be
[48:54] saved. They have very shown
[48:56] this picture has been growing
[48:57] since before. Sometimes a part
[48:59] of Indianapolis like some of
[49:00] the homes on this lot. It
[49:01] survived the great 1913, flood
[49:02] and almost 5 string town off
[49:05] the map. Next slide. Please.
[49:07] The militia is not the only
[49:08] option. There are several
[49:08] homes being rehabbed currently
[49:10] in string town. And here's
[49:12] just one example from less
[49:12] than a walk away. As you can
[49:13] see, they had to rebuild
[49:14] almost the entire structure.
[49:15] They can be done. Next slide,
[49:20] please. These are just a few
[49:21] examples of homes that the
[49:24] wcdc is built in the area. The
[49:24] lower pictures on West
[49:25] Washington, the higher one is
[49:27] on north pushing. These are
[49:28] affordable homes that were
[49:29] built our area. It can be
[49:33] done. Slide. Please. I won't
[49:34] read everything here, but this
[49:37] is a legal standard for any
[49:38] other code title. 36, the
[49:38] proposed development violates
[49:39] every part of it. How much
[49:40] just touch on a few points
[49:45] next slide. Please. General
[49:46] health and welfare. According
[49:48] 2025 near West Health Impact
[49:49] Assessment. We have a 40%
[49:52] higher lung cancer rate. 28%
[49:54] higher copd rate and 9%
[49:55] higher. One cancer death rate
[49:56] than the county average. We
[49:59] need these heritage trees and
[50:00] the infill housing guidelines
[50:01] as preservation of significant
[50:02] trees as direct community
[50:03] health and welfare benefit.
[50:06] Stepping down the height of
[50:10] the building at site. Does not
[50:10] make it the issues of how high
[50:11] it something different. I
[50:18] apologize. The impact on
[50:19] adjacent property stepped on.
[50:19] One side is not nullify the
[50:20] public assets like the
[50:21] protective you sheds that will
[50:22] be obstructed. Not only will
[50:24] the views of downtown skyline
[50:26] be obstructed. This building
[50:26] also block substantial amounts
[50:27] of sunlight from the
[50:28] surrounding properties as
[50:31] well. Buildings and local
[50:33] residential streets and Public
[50:34] seltzer saucy and want the
[50:34] most conservative height
[50:38] restrictions. A violation.
[50:38] Number 3, peculiar condition
[50:40] of the land. There are. This
[50:42] is a standard residential lot.
[50:42] There are no particular
[50:46] conditions. Violation for
[50:48] unnecessary hardship. The only
[50:48] hardship is that the developer
[50:51] cannot build 241 units without
[50:52] variants. That's a business
[50:55] preference. Not a hardship. My
[51:01] last slide. 6. Violation.
[51:02] Number 5, the consistency with
[51:03] the comprehensive plan. Every
[51:04] layer of Indianapolis is
[51:05] planning framework says no to
[51:07] this development. The pattern
[51:08] book recommends 5 to 15 units
[51:08] per acre as well as the near
[51:11] West. Near West Land use plan

[54:56] feedback and they've really
[54:57] changed the project. And you,
[55:00] as you've heard about crime,
[55:02] for instance, the crime
[55:04] situation. That's where that
[55:05] impd with the fitness room
[55:07] came. And so they had a crime
[55:08] situation. And I heard lots of
[55:12] feedback from my constituents
[55:12] about crime. When I would door
[55:14] knock and I would call and a
[55:15] string town crime with crime
[55:18] wasn't a situation. So that's
[55:20] why I worked with impd and the
[55:22] campus police to get a
[55:23] presence and a string town
[55:24] with the fitness room so is
[55:25] mutually benefits beneficial
[55:29] to the community and to the
[55:30] police department. And so that
[55:31] put a present. So the
[55:32] situation that they're talking
[55:33] about that's happening at the
[55:34] other one we hope will not
[55:36] happen. We're trying to find
[55:40] situations that we can fix. So
[55:40] when I'm talking to my
[55:42] constituents and they said
[55:43] parking is an issue. We worked
[55:46] with annex group mitigate the
[55:48] parking situation. So we
[55:48] really worked hard over the
[55:52] last 6 to 7 months talking to
[55:53] the constituents, talking to
[55:55] the folks to say, okay, what I
[55:58] know. I understand that when
[55:59] we bring in something like
[56:01] this, this is going to be a
[56:02] sacrifice. This is going to be
[56:04] a strain on the residents. And
[56:07] so how can we work with the
[56:08] community benefits agreement
[56:09] to get it in writing to come
[56:10] before you so that you all can
[56:14] hold them accountable. To help
[56:16] the community have some sort
[56:17] of benefit for the sacrifice
[56:19] that they're gonna have to go
[56:21] through. You know, whether
[56:22] it's pave roads. We heard
[56:24] about walkability soaps to get
[56:26] some sidewalks to get some
[56:27] alleys alleys when I'm walking
[56:30] and I'm knocking doors, its
[56:31] infrastructure, its
[56:31] infrastructure,
[56:32] infrastructure, infrastructure
[56:35] that I hear about the most. So
[56:36] for me, I'm talking about
[56:37] alleys, its sidewalks, its
[56:40] roads to get repaired. For
[56:44] that financial component. I'm
[56:45] not benefiting from that.

[56:47] benefiting from that. It's the
[56:48] neighborhood. We heard that a
[56:51] resident needs. Air
[56:52] conditioners. Residents in
[56:54] string towns that don't have

[56:59] go back to directly into the
[57:01] neighborhood to help those
[57:04] residents, things that we take
[57:05] for granted and help those
[57:06] residents get some air
[57:07] conditioners to get a real
[57:10] fixed. That benefit is going
[57:11] to go directly back into that
[57:13] neighborhood to help those
[57:15] residents. And so that's
[57:16] something that I felt that we
[57:17] were really I was really proud
[57:18] of to help work with an x over
[57:20] those last 6 months working
[57:24] with that neighborhood to get
[57:24] that in writing to come before
[57:27] you to let you all hopefully
[57:28] help us get those resources
[57:30] for that neighborhood. And as
[57:31] you all know, we have a
[57:34] housing crisis in
[57:35] Indianapolis. And so this is
[57:35] this is something that we can
[57:38] put on the map if you listen
[57:40] to the hearing examiner
[57:41] testimony, there was some very
[57:44] offensive words said. Really
[57:46] hurt my heart from the rim
[57:46] months. Traitors, how they
[57:48] felt about this project. I
[57:50] certainly don't feel that way.
[57:52] The other neighborhood
[57:52] association does not feel that
[57:53] way. The petitioner does not
[57:55] feel that way. I feel this is
[57:57] a good project. I feel it's
[57:58] something that we can be very
[58:02] proud of inner city. Really
[58:04] humbly asking for your your
[58:04] support because we worked
[58:07] really hard. And I do know
[58:08] it's a sacrifice for the
[58:09] neighborhood, but I think the
[58:12] community benefits agreement
[58:12] will help ease some of that
[58:13] pain that the construction is
[58:15] going to be. And that
[58:16] footprint is going to be. So

[59:00] got 2 very large apartment
[59:01] style developments in near
[59:02] blocks away from this proposed
[59:05] one. Different developers. I'm
[59:09] sure. But are you seeing
[59:11] increases in crime or any of
[59:13] these other reports at the
[59:14] closer ones to versus
[59:15] complaining about a single
[59:18] develop, it's just on my
[59:19] district is a different
[59:21] district line. However, that's
[59:21] where that conversation
[59:22] started. I went to the police
[59:24] commander with that and I
[59:26] said, how can we change this?
[59:27] What can we do? There are the
[59:29] situations within these
[59:31] apartment complexes and how do
[59:32] we change that? And one of the
[59:34] things that I think you heard
[59:35] about was security. So its
[59:38] security getting into the
[59:39] building, changing the way
[59:41] that you have to have a key
[59:42] fob to get into this. The
[59:43] apartment it was the parking
[59:44] was internal and then it was
[59:46] police site. So if you see a
[59:48] police car, whether they're on
[59:50] duty or not in the presence
[59:51] around the apartment complex
[59:53] that just changes your
[59:54] mentality, right? You're
[59:54] probably not gonna commit a
[59:55] crime. If you see a police car
[59:56] and that's where the fitness
[1:00:02] room. You came into play. And
[1:00:04] so Commander Foley and I had
[1:00:05] this conversation about
[1:00:06] starting that process, he said
[1:00:08] he'd seen at work in
[1:00:09] different. So I started in a
[1:00:10] different complex apartment in
[1:00:12] a different area of my
[1:00:13] district. And he said, let's
[1:00:14] start doing this and let's see
[1:00:15] if that helps. And so it's
[1:00:17] just an idea that we had in
[1:00:21] other areas of my district.
[1:00:21] They're asking for police
[1:00:23] presence with police cars and
[1:00:24] were seen. I did in assisted
[1:00:26] living on the east side of my
[1:00:27] district and they said you
[1:00:28] would not they're having
[1:00:29] packages stolen and things
[1:00:32] like that. And they Kristin,
[1:00:33] you will not believe the
[1:00:34] difference that it made just
[1:00:36] by having a police car in the
[1:00:38] parking lot. Things have
[1:00:39] completely stopped. I can't
[1:00:40] tell you about like those 2
[1:00:41] apartments just because I
[1:00:42] don't have the same connection
[1:00:44] because it is in my district.
[1:00:45] But I can tell you for the
[1:00:46] things that I've done, it is
[1:00:48] completely change the
[1:00:49] mentality. When you have a
[1:00:53] police car in the presence in
[1:00:54] that area, things to slow
[1:00:57] down. And so that's we came.

[1:00:59] gives them the opportunity
[1:01:02] they can go work out for and
[1:01:03] then there's a place kind that
[1:01:04] vicinity. Also then there's a
[1:01:05] police officer in the
[1:01:06] apartment building, right?

[1:01:09] still are in that apartment
[1:01:09] building and also gives the
[1:01:13] residents a sense of security,

[1:03:27] have reached out sense and I
[1:03:28] have responded and hopefully
[1:03:30] we'll get it back going again.

[1:03:33] with me. So that was not on my

[1:03:41] the other drama that's going
[1:03:42] on in the neighborhood. I

[1:04:15] area is under, has and MR.
[1:04:17] We've been in which mentioned
[1:04:17] it near West Side neighborhood
[1:04:21] land use plan. There are
[1:04:22] approximately 9 of those plans
[1:04:25] that are scattered throughout
[1:04:26] county. Those just for that
[1:04:29] neighborhood, there's some
[1:04:29] neighborhood plans. That's a
[1:04:30] plan that we're looking at
[1:04:33] now. It does not include the
[1:04:36] pattern book because
[1:04:38] frequently excuse me, those
[1:04:39] plans. We'll include
[1:04:43] development standards and
[1:04:44] guidelines in those individual
[1:04:47] plans. And again, this
[1:04:49] particular location is not
[1:04:52] located It is located within
[1:04:55] one of those sub area plans,
[1:04:56] which is the near West Side
[1:04:58] neighborhood land use plan.
[1:05:00] And I do know that staff works
[1:05:01] very closely with
[1:05:01] neighborhoods as they have
[1:05:02] developed those plans. But
[1:05:07] again. Becomes part of the
[1:05:10] comprehensive plan, but it's
[1:05:11] separate from the
[1:05:12] comprehensive plan because a
[1:05:18] specific for that area. The
[1:05:21] reason staff again, they
[1:05:22] staff's recommendations, as
[1:05:25] you know, supports plans,
[1:05:26] comprehensive plan in this
[1:05:26] case. Staff is supportive of
[1:05:27] that near West Side
[1:05:31] neighborhood land use plan.
[1:05:32] Has already talked about some
[1:05:33] of those comments. It is in
[1:05:37] the staff report that relates
[1:05:38] to the reason for staff
[1:05:40] support. It's right for a
[1:05:44] shift in use. And because
[1:05:46] you've got Washington Street,
[1:05:48] you have you have the views
[1:05:51] downtown. You have it up. Why?
[1:05:52] And then you have the blue
[1:05:52] line that is coming through
[1:05:59] this area. The plans for this
[1:06:00] neighborhood also identifies
[1:06:01] the southern portion of this
[1:06:02] site. And that's from the
[1:06:06] alley to the South. As a
[1:06:07] critical area. It talks about
[1:06:10] mixed use a multi-family
[1:06:11] residence and multi-family
[1:06:12] structures rather than
[1:06:13] subdividing of single-family
[1:06:16] homes into numerous units. So
[1:06:18] for these reasons, staff
[1:06:20] believes and supports sent
[1:06:20] this project would be
[1:06:21] appropriate for this
[1:06:23] neighborhood because it does
[1:06:24] respond to that neighborhood
[1:06:29] plan. Getting to of ak Shuns.
[1:06:32] And I do want to clarify is
[1:06:36] really excuse me. It is not.
[1:06:40] There's an error there on the
[1:06:42] notice or the description of
[1:06:43] the vacation that says all was
[1:06:44] a waiver of the assessment of
[1:06:45] benefits that should be
[1:06:47] stricken from that request
[1:06:49] because the petitioners
[1:06:49] representative, they've
[1:06:53] already engaged. I an
[1:06:54] appraisal of those alleys and
[1:06:58] the value of those alleys. And
[1:07:00] so it will be there will be an
[1:07:03] assessment of benefits will be
[1:07:06] required to be made in this
[1:07:06] and a separate meeting to
[1:07:09] follow this one. And there is
[1:07:10] a motion an hour earlier at
[1:07:10] reference Cent a minute. But
[1:07:14] again. Some of these alleys
[1:07:16] are not improved. Some have
[1:07:18] improved. But in order for
[1:07:20] this development to go forward
[1:07:21] it will need the vacation of
[1:07:25] those alleys. There is a at
[1:07:26] staff is again recommending
[1:07:29] approval of the vacation.
[1:07:30] There is a motion on Page 17
[1:07:35] of the staff report and that's
[1:07:36] recommended vacation motion.

[1:07:38] assessment of benefits that
[1:07:42] will be heard in the fall away
[1:07:43] in the meeting on JUNE 3rd.

[1:08:25] correct. And documents note a
[1:08:28] reduction in the height to the
[1:08:30] West. Would encourage
[1:08:31] consideration of height
[1:08:31] restrictions productions in
[1:08:34] the North and South. Due to
[1:08:35] proximity to existing dwelling
[1:08:45] cs. Yes, on Page 19. Says new
[1:08:47] building should be respectful
[1:08:48] solidly single-family
[1:08:49] residential street to the
[1:08:50] north and east of the critical

[1:08:58] mention the final bullet point

[1:09:02] the area should take the form
[1:09:04] of purpose-built multi-family

[1:09:11] mention that staffs statement
[1:09:12] right above it says although
[1:09:14] new structures will likely be
[1:09:17] tall enough to take advantage
[1:09:18] of use, the should not over
[1:09:20] existing homes on saucy rising
[1:09:22] there in Richmond Street. So
[1:09:24] is it that they should not?
[1:09:28] And that is. The question of
[1:09:29] the height. Difference from 35
[1:09:33] to 50. Or is it on Page 16? Is
[1:09:37] it? Says that. It's
[1:09:38] encouragement of the

[1:10:16] that neighborhood to north as
[1:10:20] well as the south. So, yes, we
[1:10:21] would like to it be integrated
[1:10:24] into the neighborhood. But at
[1:10:25] the same time, we also
[1:10:28] understand that in order to
[1:10:30] provide the service for
[1:10:32] affordable housing that we do
[1:10:33] need to have a height that is
[1:10:33] going to allow for that
[1:10:38] development. So, yes, we would
[1:10:39] encourage it. But we also
[1:10:42] understand that there is the
[1:10:43] challenge of integrating it
[1:10:46] into that neighborhood. I can
[1:10:48] understand that there's a
[1:10:50] tension there trying to
[1:10:52] maximize square footage in
[1:10:54] unit count and all of those
[1:10:56] things. But I think my
[1:10:57] question is you use the phrase
[1:11:00] in the report and the
[1:11:00] recommendations for critical
[1:11:01] area number 9, that it should
[1:11:03] not loom over the existing
[1:11:05] home. That is correct. And if
[1:11:08] that is perspective, I think
[1:11:09] should not is a pretty clear
[1:11:10] indication that that is what
[1:11:13] should be respected. Yeah, not
[1:11:15] merely an encouragement not to
[1:11:17] do so well. And I believe that
[1:11:18] that's why they are stepping
[1:11:22] down the building there to the
[1:11:24] West, Ari and but this is in
[1:11:25] reference to north and West,
[1:11:27] right? I understand that. But
[1:11:29] that and that's why staff
[1:11:30] would like to see that. That

[1:12:15] and south. Then it currently
[1:12:20] presented. Versus it being a
[1:12:21] mere recommendation. Yes. And

[1:12:23] conversation about what that
[1:12:25] actually looks like in real
[1:12:27] life because it doesn't feel

[1:12:36] because we don't want we want
[1:12:39] this to be integrated in there

[1:14:40] the concerns for union 16th
[1:14:41] Street, however, did want to
[1:14:42] point out that while these
[1:14:43] projects are in close
[1:14:46] proximity to each other, they
[1:14:48] are 2 completely distinct
[1:14:51] micro neighborhoods. Union
[1:14:54] 16th is located along the 16th
[1:14:55] Street corridor and at
[1:14:55] Lafayette Road, which is much
[1:14:57] higher crime rate in that
[1:14:59] location. Then at string town
[1:15:00] or within the string town
[1:15:05] neighborhood. I know there was
[1:15:06] concern on the comment I made
[1:15:07] regarding, you know, lessons
[1:15:11] learned this was one of our
[1:15:12] first 3 projects was unit at
[1:15:14] 16th Street. And since then,
[1:15:19] we have. Developed 30
[1:15:20] successful developments that
[1:15:22] are open and operating across
[1:15:25] the United within, you know,
[1:15:26] since then and and and
[1:15:28] development of those 30
[1:15:30] operating properties. We've
[1:15:32] learned that design is really,
[1:15:32] really important to pay
[1:15:33] attention to union. A 16th
[1:15:36] street has open parking lots.
[1:15:38] There is an amenity that is in
[1:15:39] each and every building of the
[1:15:40] 5 buildings on the site. So
[1:15:42] the man and amenities Arce
[1:15:43] spread out across the site,
[1:15:44] which makes it extremely
[1:15:46] difficult. Our management team
[1:15:48] to make sure that they're
[1:15:48] policing those areas. And also
[1:15:52] police in the parking lot. So
[1:15:53] this design being one building
[1:15:54] was controlled parking
[1:15:57] internal to the site that will
[1:16:00] be gated parking. Also gated 5
[1:16:01] access into the building. All
[1:16:02] of those things are those
[1:16:02] lessons learned that I
[1:16:08] mentioned. As I said, next
[1:16:09] group has grown quite a bit
[1:16:11] since unit at 16th Street.
[1:16:13] We've learned had a better
[1:16:13] operator properties. We are
[1:16:16] working closely with impd on
[1:16:17] union a 16th street. We
[1:16:17] understand it's a problem in
[1:16:19] our property management team
[1:16:20] is all over it trying to
[1:16:21] figure out a solution. 2 of
[1:16:24] the problems that are there. I
[1:16:26] also want to speak to the high
[1:16:27] turnover rate comment. Yes, I
[1:16:29] did make that comment. Our
[1:16:30] goal at the annex group is to
[1:16:32] make a positive impact on the
[1:16:33] people that live work and are
[1:16:34] involved in our communities
[1:16:37] that positive impact includes
[1:16:38] making sure we're trying to
[1:16:39] ensure that maybe our
[1:16:42] residents don't qualify to
[1:16:44] live in low-income housing any
[1:16:46] longer because we've helped
[1:16:46] them become successful. We've
[1:16:47] helped them make more money
[1:16:49] help them better. Their
[1:16:51] situation so that they no
[1:16:53] longer can income qualify and
[1:16:54] they can go live in market
[1:16:55] rate communities for own their
[1:16:56] own home. So that is our goal
[1:17:02] at the annex group. So
[1:17:04] commissioner, while used or
[1:17:06] tension and it was a good
[1:17:07] because there is that there is
[1:17:08] a tension. There's a tension
[1:17:12] between bringing density and
[1:17:14] what's necessary to support
[1:17:15] affordable housing, project
[1:17:21] like this one. Trying to be
[1:17:23] sensitive the existing single
[1:17:24] family residential israels.
[1:17:27] The property. There's also the
[1:17:29] uniqueness of this site along
[1:17:33] the White River where you have
[1:17:35] a reason to have some height
[1:17:36] along the east. I think these
[1:17:38] are recognize that. But you
[1:17:42] have on the north at least and
[1:17:43] the south, some single family
[1:17:44] residential that that's had a
[1:17:48] lower height. What we
[1:17:49] originally started this
[1:17:52] project and what mre or cannot
[1:17:53] remember this because it was
[1:17:55] so long ago actually had a 5
[1:17:59] story building. And it was
[1:18:02] staff's feedback to us that.
[1:18:05] Bring the hike down on the
[1:18:07] west where you have the most
[1:18:12] single family. Reduce the
[1:18:14] height on the east as much as
[1:18:16] you can. And that's what we've
[1:18:19] done. I can tell you that as I
[1:18:21] started, you have to have a
[1:18:22] certain amount of density to
[1:18:23] support affordable housing
[1:18:27] project. And we're at the
[1:18:29] we're as thin as you can get.
[1:18:31] So we talk with staff about
[1:18:35] working as hard as we can on
[1:18:36] modifications to the
[1:18:37] architecture, the building to
[1:18:38] try to bring the scaled down a
[1:18:40] bit. And we will continue to
[1:18:41] have those conversations with
[1:18:42] staff. As Kathleen indicated,
[1:18:45] we have to go through the
[1:18:45] regional center approval
[1:18:48] process. And so there is check
[1:18:50] and balance or an accounting
[1:18:54] accounting on for that. But
[1:18:56] I'm telling you to bring in
[1:18:56] affordable housing. Thank

[1:19:43] neighborhood and referenced. I
[1:19:44] up why we all know the ransom
[1:19:45] place used to be a
[1:19:46] neighborhood that existed
[1:19:47] there, chipping away at our
[1:19:49] neighborhood will result in
[1:19:52] the same end goal. Our
[1:19:53] neighborhood is not a blank
[1:19:53] slate for someone else's
[1:19:57] dreams. Density need for
[1:19:58] affordable housing does not
[1:19:59] negate that we are
[1:20:00] neighborhood that deserves to
[1:20:03] be treated with respect and
[1:20:04] again, we are poor and working
[1:20:06] class community. We're not
[1:20:07] against affordable housing.
[1:20:08] We're not against density were
[1:20:09] not spreading buildings. Given
[1:20:10] many examples of what we
[1:20:14] absolutely fine with us. In
[1:20:15] terms of joy saying that it's
[1:20:16] completely different

[1:20:21] John said that other areas of
[1:20:24] her district having police

[1:20:48] supposed to stop a crime in

[1:20:58] said about our meeting was not
[1:20:58] with me was with another
[1:21:01] person in my group. Addition

[1:21:06] that we are neighborhood
[1:21:07] association at existing is
[1:21:08] active in the neighborhood.

[1:21:10] reason we should have been
[1:21:11] left out of those

[1:21:15] actually have a timeline. With

[1:21:21] planning staff DECEMBER 16th

[1:28:20] do that. I had not realized
[1:28:22] until got engaged that amongst

[1:28:27] Center does. It does have
[1:28:30] housing component in terms of
[1:28:31] offering services for those
[1:28:33] who need it within that
[1:28:36] community in that population,
[1:28:38] clients that they serve. So
[1:28:43] the Damian Center, it's a
[1:28:44] petitioner in this matter. We
[1:28:46] are here today very similarly
[1:28:47] to the last case because this
[1:28:51] is a matter that we'll be
[1:28:56] going before the I-8 cda in
[1:28:59] JULY. So we we had asked the
[1:29:00] hearing examiner and staff if
[1:29:02] they would support a direct
[1:29:03] transfer of this case to the
[1:29:07] mdc so that we could meet. I
[1:29:12] see deadlines and this enabled
[1:29:14] us to appear before you today
[1:29:15] and potentially get in front
[1:29:16] of City County Council for
[1:29:19] their meeting in JUNE. What
[1:29:25] we're proposing today and I do
[1:29:26] have Alan Witchy and Alexandra
[1:29:27] under from Damian Center here
[1:29:31] is well as the developer
[1:29:33] recounts in the lane. A color
[1:29:34] from a okay development that
[1:29:38] are here to answer questions.
[1:29:39] I got pulled into kind of
[1:29:44] early part of the spring. And
[1:29:45] already been conversations
[1:29:47] initiated between the
[1:29:51] development team and staff.
[1:29:51] And as you probably heard
[1:29:56] Nancy Reed. The case into
[1:29:59] record, the site u One and u 2
[1:30:04] zoning. The project that we're
[1:30:06] proposing today is not a mixed
[1:30:06] use project. It's a housing
[1:30:10] project that would provide 39
[1:30:11] to 42 units of permanent
[1:30:16] supportive housing. So we
[1:30:16] didn't really need to. You
[1:30:20] want you too? In talking with
[1:30:23] planning staff? We asked what
[1:30:24] would be the most appropriate
[1:30:25] zoning classifications because
[1:30:28] frankly, this type of building
[1:30:31] and fit in any one of a number
[1:30:32] of zoning classifications. And
[1:30:34] the response was ball.
[1:30:35] Whatever is going to generate
[1:30:37] the less least amount of
[1:30:38] variances. So with this
[1:30:41] particular project, we believe
[1:30:43] that we can get this done with
[1:30:43] only one variance request and
[1:30:47] that is for parking spaces.
[1:30:48] But frankly, because we're
[1:30:52] right on the blue line and so
[1:30:54] close to downtown and services
[1:30:56] are parking demand for this
[1:31:00] project is not significant for
[1:31:01] those of you who are not
[1:31:03] familiar with the site, it's
[1:31:05] just a little bit more than a
[1:31:07] mile east of where we are
[1:31:08] today on east Washington
[1:31:10] Street right next to kind of
[1:31:11] the beautiful new building
[1:31:14] that in Centreville. That
[1:31:18] Oriental and Washington, this
[1:31:20] particular parcel, which is
[1:31:22] partially improved. It is
[1:31:23] located closer to Arsenal.
[1:31:24] There's coffee shop of the
[1:31:24] corner of Arsenal. Washington.
[1:31:29] So you can see that kind of
[1:31:30] flag didn't have one on the
[1:31:36] aerial. Tattoos. Just a zoning
[1:31:39] map which shows kind of the Mu
[1:31:40] one. And m u 2 zoning
[1:31:43] classifications for the site.
[1:31:44] There's a variety of
[1:31:46] commercial even industrial
[1:31:47] mixed use and residential all
[1:31:51] in the area. What you might
[1:31:53] expect, it's highly urbanized
[1:31:56] and lots of a variety of
[1:31:58] different uses along this part
[1:32:00] of the corridor. Now, the
[1:32:00] interesting thing for you
[1:32:01] guys, as decision makers to
[1:32:03] know is that what we're
[1:32:07] proposing is really right down
[1:32:09] the middle of the plate. As
[1:32:12] far as the comprehensive plan
[1:32:13] is concerned and that he owed
[1:32:14] the plan, which does want to
[1:32:18] drive higher density type
[1:32:20] housing, even though we have
[1:32:21] 39 42 units were only on 4
[1:32:22] tenths of an acre. So. This is
[1:32:27] kind of that development that
[1:32:28] both that he od and the
[1:32:29] existing conference of plan
[1:32:32] for urban next use calls for
[1:32:33] and we're very grateful to
[1:32:35] have staff support. If you
[1:32:38] turn to tab 3, 4, you can kind
[1:32:39] of see our site plan that we
[1:32:43] filed. Which shows an urban
[1:32:47] setting. Pull with the
[1:32:50] building, pulled up to the
[1:32:51] close of the building line and
[1:32:54] sidewalk line as well as the
[1:32:56] parking in the back. So that
[1:32:57] is going to be the emphasis
[1:32:59] will be on building and not
[1:33:05] parking. The. Plan. Immedately
[1:33:09] is not fully developed like
[1:33:13] the last plan presented was
[1:33:14] because this is kind of an
[1:33:17] evolving project. Now. The
[1:33:18] built-in protection that you
[1:33:22] have. As far as the commission
[1:33:24] is concerned with regards our
[1:33:28] plans, if you turn to tab 5
[1:33:28] staff was gracious enough to
[1:33:31] allow us to commit to
[1:33:35] submitting final site plan and
[1:33:36] building elevations 2 at 4
[1:33:37] minutes. Traders approval
[1:33:41] before we get permit. Lp, I
[1:33:42] should say, for the project
[1:33:44] and then the second commitment
[1:33:46] which you can find it 5
[1:33:48] relates to the fact that
[1:33:50] because such a tight
[1:33:52] environment with sidewalk and
[1:33:53] building pulled right up to
[1:33:55] Washington Street. Plus
[1:33:59] Washington Street undergoing
[1:34:02] changes as the transit
[1:34:04] stations are being
[1:34:04] implemented. Utility
[1:34:07] relocation, a whole host of
[1:34:10] things. We have agreed to work
[1:34:11] with dpw on creating a
[1:34:12] pedestrian safety plan that
[1:34:14] would be implemented
[1:34:17] throughout the period of
[1:34:17] construction along East
[1:34:19] Washington Street in that
[1:34:21] area. For those of you who are
[1:34:22] not familiar with the kind of
[1:34:26] the existing conditions on
[1:34:27] this section of Washington
[1:34:31] Street Tab. 6 has a number of
[1:34:35] a street photos beginning with
[1:34:36] the building and question as
[1:34:38] well as the lot that would be
[1:34:39] developed as part of this
[1:34:40] project. But what I really
[1:34:42] want to turn to you, your
[1:34:44] attention to is the second
[1:34:49] photo and tab 6. And that's
[1:34:50] the newly completed Davion
[1:34:51] Center building. You can see
[1:34:54] the high quality materials,
[1:34:54] the beautiful architecture,
[1:34:57] and that's really what you're
[1:34:58] going to be able to expect
[1:35:01] with this project. This is
[1:35:02] campus that Damian Centers
[1:35:06] created. This will help fill
[1:35:08] that out a little bit. And
[1:35:11] we're very grateful to
[1:35:13] engagement with Holy Cross
[1:35:15] Neighborhood Council Brown did
[1:35:15] email me and said he was
[1:35:18] supportive of the project. He
[1:35:19] wanted to hear from Holy
[1:35:21] Cross. And I know that that
[1:35:22] Allen, which he had met with
[1:35:25] them doesn't we don't have a
[1:35:26] letter from a lacrosse, but he
[1:35:29] assures me that we do have
[1:35:31] their support. There was
