[2:13] chosen to be here to speak.
[2:15] Whether in support of
[2:18] opposition, it really doesn't
[2:19] matter what truly matters is
[2:20] that everyone in this room
[2:25] cares. Whenever you have
[2:26] indifference, that's mean you
[2:29] are As long as we have people

[4:56] We do pray a I pledge
[5:02] allegiance.
[5:08] >> And Well, got and this is
[5:15] with the for all.
[5:16] >> All right. Floor leader, I

[5:50] right. Thank you for that. We
[5:51] have a couple quick
[5:52] announcements, one from the
[5:53] floor leader about next week's
[5:54] schedule and update from jta
[5:57] from our Liaison Ducks
[5:57] Johnson.
[5:58] >> Yes, MR. PRESIDENT reminder
[5:59] to our colleagues and everyone
[6:01] here next week because of the
[6:01] Martin Luther King junior
[6:03] holiday on Monday committees
[6:04] will be shifted one day to the

[6:08] and rules on Tuesday to you
[6:09] finance until you see on
[6:10] Wednesday. Thank you, MR.
[6:11] Floor, Leader, Ducks Johnson.
[6:12] You're recognized. Thank you,
[6:13] MR. PRESIDENT, I will keep
[6:14] this brief over the last
[6:15] several days. My phone inbox
[6:17] have been 4 with one clear
[6:17] message.
[6:18] >> That connection plus
[6:20] matters. And this is for the
[6:22] community. The service is an
[6:22] inconvenient. It's a lifeline
[6:24] for residents with
[6:25] disabilities who depend on
[6:27] this service. And as the
[6:28] council liaison, I didn't just
[6:30] to hear those concerns. I
[6:32] showed up attended community
[6:32] meetings even one last night
[6:34] that lasted about 3 hours over
[6:36] jta where we listen to
[6:37] questions. But one thing I
[6:38] want to say is leadership is
[6:39] about responsibility. I will
[6:43] say that I here the residents,
[6:44] I hear the emails and see the
[6:45] emails coming through
[6:49] connection. Plus, it does work
[6:50] and jta is changing the scope
[6:51] of it, but they will not be
[6:52] getting rid of connection.
[6:53] Plus and I wanted to make sure
[6:55] that we understood that
[6:57] there's going to be a pilot
[7:00] going on for 6 months with sub
[7:00] out with a valuation. I will
[7:01] admit some steps from what I
[7:03] saw. Mistakes were made. But
[7:05] what jta doing is trying to
[7:07] rectify that. So you can find
[7:08] out any information from jta
[7:10] Fla Dot com and they'll be
[7:11] coming to present to the
[7:13] Transportation Committee on
[7:14] next week. Thank you, MR.
[7:15] PRESIDENT. All right. Thank
[7:16] you, DR. Johnson missed for
[7:18] later. Thank u next up is
[7:19] approval. The minutes from the
[7:19] regular council meeting a
[7:22] DECEMBER 9th and move the
[7:22] approval.
[7:23] >> We've got a motion in
[7:25] second on the minutes, all in
[7:26] favor signify by saying Aye,
[7:27] aye. The minutes are proving
[7:28] excuse me. Anyone oppose. The
[7:31] minutes are approved.
[7:32] >> Let's present. We have some
[7:33] communications from the
[7:34] mayor's office and others.
[7:34] Would you like to read or 5
[7:35] with legislative and get those
[7:39] very well, sir. We have one
[7:40] presentation tonight and
[7:41] that's the 2025 Office of
[7:44] Inspector General annual
[7:48] report ir inspector general at
[7:48] La Salle Muscle Cell. We're
[7:49] going to give you a 10 minutes
[7:55] for this presentation. Good
[7:55] evening, at La Salle inspector
[7:58] General. See Jacksonville, MR.
[7:59] And I said our half of this
[8:00] presentation rock on know,
[8:03] right? All condenses into
[8:05] about 5 minutes worth of quick
[8:06] comments, first and foremost,
[8:08] like to thank the council and
[8:09] the mayor's office for their
[8:09] continued cooperation
[8:12] throughout the year. From the
[8:12] spectrum perspective, we've
[8:15] had a very good year in terms
[8:16] of providing oversight and
[8:17] turn improve the efficiency of
[8:18] the of the consolidated
[8:22] government. As you know, my
[8:23] terms of for your appointment,
[8:25] it's up in MARCH next year or
[8:29] this year, rather in
[8:30] Twenty-twenty 6. And I've
[8:33] asked for a another 4 years.
[8:33] The Inspector General
[8:34] selection retention committee
[8:35] has agreed to that has to come
[8:36] before you as a council to
[8:39] approve another 4 years should
[8:40] be worthy of note that this is
[8:41] the first time as part general
[8:43] has asked actually lasted for
[8:45] unable to make it to the
[8:46] report faces. So I'm pretty
[8:46] depressed myself for that
[8:51] accomplishment. The success of
[8:52] our office is all about the
[8:53] people. So I'd like to take my
[8:54] minutes that I have to talk
[8:56] about a couple of our folks in
[8:56] accomplishment that they've
[8:58] had over the course of last
[9:00] year. First and foremost as my
[9:03] deputy inspector general, MR.
[9:05] Examples. Rick is a an expert.
[9:07] Many things and his expertise
[9:07] is recognized. He was asked to
[9:09] come to our go to San Diego
[9:11] for the National Conference of
[9:13] the Association inspector
[9:15] General's and speak to that
[9:17] conference. So NOVEMBER of
[9:18] this year. This past year,
[9:19] rather, Rick went and gave a
[9:20] speech on a public relations
[9:24] for oversight professionals is
[9:25] very well-received. Got a
[9:27] great deal of feedback.
[9:28] Positive feedback. And it's
[9:29] it's nice to know that the
[9:31] city has an asset like that in
[9:34] the office that we're able to
[9:35] reach out to it you know,
[9:35] leverage his expertise in
[9:37] front of the city's victims.
[9:37] So I'd like to recognize
[9:41] wreck. Next is is my creation
[9:44] manager MISS Christina It's
[9:45] got to does many things for
[9:47] the office as the creation
[9:48] manager. Again, she's
[9:50] recognized by your peers and
[9:53] was invited 2 statewide peer
[9:54] reviews for accreditation for
[9:55] the Florida Law Enforcement
[9:57] Commission for Nation, which
[9:57] is a very big deal. Again, we
[10:00] have that in house expertise
[10:00] where we have someone is
[10:03] considered to be an expert in
[10:04] our office who's been asked to
[10:05] go out and share expertise
[10:06] with the rest of the states.
[10:09] That's that's very impressive.
[10:10] And the last person like to
[10:10] recognize is my senior
[10:12] investigator, Brandon King.
[10:14] Brent is just incredible work
[10:15] this year. So this
[10:15] investigation, you've all
[10:19] pretty to you've seen and MR.
[10:20] King because of expertise in
[10:21] because of his reputation. The
[10:24] city by a request from the fbi
[10:26] for Brennan to be part of the
[10:27] major procurement Task force
[10:30] with the fbi. So we've entered
[10:31] into you with the fbi that the
[10:33] mayor signed this past year.
[10:35] That makes Brandon a task
[10:35] force officer. What that does
[10:39] for us is it gives I believe,
[10:39] will access to federal systems
[10:43] and allows us to do a lot more
[10:44] comprehensive analysis on some
[10:45] of the subject our
[10:46] investigations and his
[10:47] expertise again being
[10:48] recognized. He's the only
[10:50] inspector general from the
[10:51] city level. That's on a task
[10:53] force. I'm aware of. So that's
[10:57] pretty impressive for him. I
[10:57] provide looked copy of report
[10:59] for you guys to look at and I
[11:00] give you a hard copy tonight,
[11:03] a look at as well. Any
[11:04] questions on the report? I
[11:05] mean, more happy to answer
[11:05] them. If not in this form, you
[11:07] can certainly for questions to
[11:07] my office. We knew that
[11:08] chancellor as soon as
[11:10] possible. Than that, I'm
[11:12] available for questions. All
[11:18] right, Doctor Salem. Thank
[11:20] you, MR. PRESIDENT, I just
[11:21] wanted to stand and thank
[11:24] MISTER The cell and his staff.
[11:25] >> I had the opportunity to
[11:26] work very closely with him
[11:29] when I was PRESIDENT
[11:30] Occasionally interact with him
[11:32] and his staff, they are very
[11:34] professional and they are very
[11:35] independent, which is I think
[11:36] clearly needed in this
[11:40] environment. Very excited that
[11:40] he's hopefully going to be
[11:41] around here another 4 years
[11:44] because we have been through
[11:46] it for us that have been
[11:47] around a while and that
[11:48] particular office. So
[11:49] congratulations to you and to
[11:54] your staff and sir. Alright,
[11:55] councilmember done.
[11:55] >> Thank you, MR. PRESIDENT, I
[11:56] would say the exact same
[11:57] thing. Matt, you're awesome.
[11:58] And your team is also McKinley
[11:59] are deputies last name a
[12:00] sample and you're like the ig.
[12:04] That's awesome, too. Like if
[12:05] you had bet on the pali market
[12:08] that you be up for another 4
[12:09] years that the Jacksonville,
[12:10] it would last a second for you
[12:11] would've made a ton of money.
[12:13] Pit bet. Yes. So
[12:14] congratulations and thanks for
[12:14] everything you guys do. Thank
[12:15] you very much.
[12:21] >> All Righ Colonel Miller.
[12:22] >> Thank you, MR. PRESIDENT to
[12:24] the PRESIDENT, MR. I want to
[12:25] echo the comments of my
[12:29] colleagues having been
[12:30] inspector general for the
[12:31] armed forces through Europe
[12:34] and Israel and also for state
[12:36] of Florida. I know how hard a
[12:38] job it is that you and your
[12:39] team have. And I've been
[12:42] watching for a long time this
[12:43] office through those periods
[12:46] that you referred to and I am
[12:49] happy to say in public you and
[12:50] your team or what I believe
[12:52] right? Looks like. And this
[12:56] city is well served by you and
[12:58] your team. And I hope you you
[12:59] all stay there for a long time
[13:02] to help us with all the things
[13:05] that you do with transparency,
[13:05] accountability, helping us
[13:08] find ways to better do things
[13:10] and protect him. Better use
[13:11] taxpayer dollars. So thank you
[13:14] very much. Thank you, sir. All
[13:15] right. That is all the
[13:16] speakers floor leader. And
[13:17] thank you, sir, for coming
[13:19] down. Present. Make sure.

[17:19] He lives in the neighborhood
[17:21] next to development. He was in
[17:21] support, said that they had
[17:23] come to some kind of terms
[17:25] where the developer would help
[17:28] the adjacent community with a
[17:30] park and then I had a meeting
[17:31] in my office with Hayden
[17:31] Phillips in which she talked
[17:34] about the same same
[17:35] conversation and also showed
[17:36] me the actual layout of the
[17:37] development and we'll get that
[17:39] fall with legislative
[17:40] services. No other speakers in
[17:43] the queue, I moved the bill.
[17:44] Have a motion. A second on the
[17:48] bill Councilmember game. Thank
[17:53] you, MR. PRESIDENT.
[17:56] >> On this, this bill here
[17:56] that had several community
[17:57] meetings where the community
[18:01] come out and from the
[18:03] onslaught of this. There was
[18:05] many, many that was an
[18:05] opposition. There was an
[18:07] agreement that was made with
[18:13] community down the road, too.
[18:13] Basically redo their picnic
[18:17] table and and slide. So that
[18:19] basically change that one
[18:22] particular development. But to
[18:22] give you a better context. So
[18:28] what this is this road here is
[18:31] basically a where this
[18:33] development is going as a
[18:34] waterfront community. It's got
[18:38] 41 half acre. Lots on on this
[18:42] river. He's got 32, one acre
[18:42] lots on this river. He's got
[18:47] 1, 2 acre lot. He's got 1, 3,
[18:51] 3 acre, lots. It's got one 4
[18:54] acre lot, 1, 5 acre lot one, 6
[18:56] acre lot. And at the end of
[19:02] the road, that is the same
[19:03] developer this to do. This is
[19:06] putting in over 70 rld 100. So
[19:11] it they hold road on the
[19:13] waterfront. Is based on the
[19:15] larger lots and to come into
[19:16] Tuesday in what the community
[19:18] was saying was we're not
[19:20] saying no to this. We want
[19:21] something compatible with
[19:24] larger. Lots on on the water.
[19:26] So, yes, it's a conventional
[19:29] zoning or you can't do that.
[19:30] And so that actually what the
[19:33] issue is, does it say wrong so
[19:35] on and needs to be a put that
[19:37] allows for the mixed luncheon.
[19:38] So it needs to go back and be
[19:42] done correctly. So I'm not
[19:44] going support this and, you
[19:55] know, looking at. Whole this
[20:00] whole zone. You know, yes. Rld
[20:02] 60. That's that's density that
[20:06] that's bn push out there. But
[20:09] Rld 100 is still residential.
[20:10] Low density and we can't tend
[20:15] to get just not focused on
[20:16] what is allowed and
[20:17] residential low density is
[20:19] allowed in. So to say no Real
[20:24] d. And 60 or to 100 and say 6,
[20:27] the only allow it is a
[20:28] disservice and is not
[20:34] compatible community that
[20:38] where the money is being 42
[20:42] for their little picnic table.
[20:42] They are not even on the
[20:47] water. There's 14 acres that's
[20:48] between them and the water.
[20:53] And so not the same situation
[20:56] all the way down. What was
[20:57] already there are established.
[21:00] So, you know, looking at this
[21:05] and what was stated You see
[21:09] that basically we got except
[21:10] rld, whatever low-density had
[21:13] density or, you know,
[21:16] basically get out no. I'm not
[21:18] going to be quiet. I'm not
[21:20] going to accept it. Up.
[21:22] Communities not deserve that
[21:24] type of treatment to wear.
[21:26] They're told to be quiet, shut
[21:27] down, shut up or get out. No,
[21:30] that's not going happen. One
[21:31] of the speakers will barber
[21:33] Broward that come here and
[21:36] spoke and to be told that the
[21:37] river that this was on as the
[21:42] Broward River. Polin Bonaparte
[21:42] Broward Bridge, which is the
[21:44] dames point bridge. You know,
[21:47] this is a disservice to that
[21:48] family to say except the U.S.
[21:52] Or get out. That that's our
[21:55] our point on this. That is not
[21:59] compatible and strongly say
[22:02] vote is down. Thank you. All
[22:02] right. Thank PRESIDENT Carter
[22:11] g. Think of this PRESIDENT.
[22:12] I'm somebody just go stand up,
[22:12] say I stand with the District
[22:15] Council person. When I ran for
[22:19] council back in 2019, of
[22:20] course, I was running at
[22:23] large, not visit every part of
[22:25] Jacksonville and one of my
[22:29] stops was. On the North This
[22:35] is the lady Leslie was more.
[22:37] This more. Is as speaker?
[22:39] Please be since the 2, the
[22:42] extremes of zoning this, the
[22:44] smaller districts not are the
[22:47] smaller units next to. The
[22:55] larger lots. Are so abundant
[22:57] in that district out there.
[23:01] And I told I would. And I've
[23:03] tried to hold tight to that
[23:04] over the years. I've been on
[23:06] the council since then and I
[23:09] will stick to it tonight.
[23:10] Look, every part of
[23:11] Jacksonville's district is
[23:13] different. If you go to
[23:16] southwest side of
[23:17] Jacksonville, that's where
[23:18] you'll find the ranch is in
[23:20] the Cowboys. If you go to the
[23:24] North side, you'll find they
[23:25] have their own traditions and
[23:26] cultures and say market has
[23:29] their own and and the beaches
[23:30] has the beaches seen? I mean,
[23:31] every part of Texas different
[23:32] were big town. Sometimes i
[23:35] think would be great things.
[23:36] Somehow we can all get to know
[23:37] each other a little better
[23:38] understand. But every part of
[23:42] town is about. Might be too
[23:44] late now. But might not be a
[23:46] bad idea of. We took a a few
[23:50] days and Torah teach others
[23:51] districts. And so we can see
[23:52] what our districts are
[23:57] actually about. But I just
[24:01] have to I want keep true, too.
[24:02] The promise I made to MISS
[24:04] More and I will of district
[24:08] councilmember out there. In
[24:11] those that area. I know it Not
[24:12] as well as you do, sir, but I
[24:14] do hope that district they're
[24:16] very well and I support and I
[24:18] hope that everybody else here,
[24:18] we'll support the district
[24:20] COUNCILMAN As well. Just like
[24:23] I know you want them. You want
[24:25] him to support you. Thank you.
[24:25] All right. Thank you. Colonel
[24:29] Miller. Thank you, MR.
[24:32] PRESIDENT to the PRESIDENT
[24:33] Normally because of the
[24:37] process that. These bills go
[24:41] through an extensive input
[24:42] that's that is obtained
[24:43] through the process. And in
[24:46] this case and just meant by
[24:47] local community. However,
[24:51] playground. Offered, I think,
[24:53] is a good gesture. But I'm but
[24:54] I'm not sure in a dress is all
[24:55] the things that
[24:58] >> the District Council member
[25:01] was concerned about. And so
[25:02] even know normally I would
[25:05] support ease because they are
[25:08] strong with that. It through
[25:10] the process because the
[25:10] district councilmember feel so
[25:15] strongly about this. I will be
[25:17] supporting his position on
[25:18] this and will be voting
[25:21] voting. No. Thank you.

[31:58] fellow citizens Happy New
[31:58] Year. I pray you all enjoyed
[32:02] your Christmas break. A
[32:02] chaplain for the Duval
[32:05] Republican Liberty Caucus. And
[32:07] we stand for citizens rights
[32:08] as our founders intended
[32:09] standing for the Constitution.
[32:12] >> And the bill of rights
[32:13] because we believe the words
[32:14] of the Bible. First
[32:17] Corinthians 14, 40, but all
[32:17] things be done decently and in
[32:21] order. I must speak out as
[32:24] many citizens seen the news
[32:25] about district 11 councilmen
[32:26] showing disrespect towards my
[32:29] COUNCILMAN District 2. He said
[32:31] the fact is that people don't
[32:33] want density that should go
[32:35] somewhere else. He also showed
[32:36] his frustration saying I'm
[32:38] getting fed up with it. I feel
[32:39] this behavior was unethical
[32:42] and should not happen again
[32:44] when this behavior is allowed.
[32:44] It brings down the whole
[32:45] council in front of the
[32:49] citizens who to represent them
[32:50] and not disrespect them. Good
[32:51] night and thank you for your
[32:52] time. Thank you. MISS Kathleen
[32:58] Prayer.
[32:58] >> My name is Kathleen Prayer.
[33:02] My information somehow. Out
[33:02] with the old and in with the
[33:04] is not a cliche. It is a
[33:08] profound problem. Proverb.
[33:11] Like the out is giving blanket
[33:11] approval for projects and
[33:12] developments without regard to
[33:14] the neighborhoods. Impact,
[33:15] especially when those
[33:17] neighborhoods have already
[33:18] just because land use and
[33:21] zoning codes MAY allow event
[33:21] if they don't specifically
[33:23] deny particular project does
[33:24] not mean that they're a good
[33:26] fit for the neighborhoods.
[33:28] Therefore, it is now in to
[33:31] actually review in and force
[33:33] and codify the 1995
[33:34] neighborhood that Bill of
[33:35] rights. So that controversial
[33:36] projects like the morgue, the
[33:39] slaughterhouse, the Old Depot
[33:40] and the like will now merely
[33:42] bement lessons taught about
[33:43] bad policy. In fact, the
[33:47] Council connect this ordinance
[33:48] right away, codify right away
[33:49] before the plans for the new
[33:50] are written in any kind of
[33:54] back room. Also out is using
[33:56] the budget as a magical
[33:57] bottomless treasure chest to
[33:59] pay for pet projects, pet
[34:03] staff and pet non for profits
[34:05] and ngo's. Instead in with the
[34:06] responsible, transparent
[34:08] stewardship taxpayers monies
[34:10] because that is everyone's
[34:12] job. This can start right
[34:13] away. Now, using any savings
[34:15] found from any line item to
[34:19] pay down our city's debt?
[34:20] Finally, it is definitely in
[34:22] in 2026. To listen to the
[34:23] citizens who come to each
[34:24] meeting to petition this
[34:26] council for any redress
[34:28] grievances. This would mean
[34:28] giving your full and serious
[34:30] attention to these grievances
[34:32] with about a dress or peas
[34:34] them to the best of your
[34:36] ability. It also means
[34:36] respecting other council ments
[34:40] and their districts. But it's
[34:41] also definitely out to
[34:43] tolerate spiteful inflammatory
[34:44] or threatening words of or
[34:46] actions from bitter people
[34:47] suffering from suicidal
[34:50] empathy or grandiose. He goes
[34:53] if that means compromising
[34:54] order. Prudence for civility
[34:54] when conducting the business
[34:56] of the public's business. Not
[35:00] to mention how outages to be
[35:01] unethical, unbiased during
[35:02] quasi judicial meetings like
[35:04] what happened in the Easy
[35:06] committee meeting one council
[35:06] when the COUNCILMAN For
[35:09] district allow 11 disrespected
[35:10] the councilmen and citizens of
[35:14] district want to. But that
[35:17] said, just think about 2026.
[35:20] The possibilities.

[36:36] and Schumer do Kramer Dulls
[36:37] Southern Crabapple, bald
[36:40] cypress, Dahoon Holly, a
[36:41] Magnolia red Maples and black
[36:44] gums. And we're really excited
[36:47] these trees will provide
[36:47] significant benefits to the
[36:51] community for the long term,
[36:53] including and equivalent of
[36:55] 3.8, 8 million dollars in
[36:58] total economic and
[36:58] environmental benefits to the
[37:01] community over 75 years, these
[37:03] 1800 trees that we will offer
[37:06] will intercept nearly
[37:07] 340 million gallons of
[37:11] rainwater and almost
[37:13] 32 million dollars of storm
[37:14] water will be of avoided with
[37:16] the 1800 trees that we offer
[37:21] for free. And we will also
[37:23] have approximately 47.5
[37:24] million pounds of co 2 reduced
[37:26] with the trees that we are
[37:27] planning here. Those are huge
[37:28] numbers to put them in
[37:30] perspective. The co 2
[37:34] reduction equate too taking
[37:36] 4,600 cars off the road for a
[37:37] full year. The storm water,
[37:40] the rainfall excuse me would
[37:42] fill more than 515 Olympic
[37:44] size pools. So this is a key
[37:45] initiative that aligns with
[37:48] the city stewardship of
[37:49] enhancing our community.
[37:51] Ensuring is a strong tree
[37:52] canopy and I'd like to call
[37:55] out for the public's
[37:57] awareness. The Jacksonville is
[37:58] a tree City usa, which is an
[38:01] amazing distinction, too.
[38:02] Recognize the city's
[38:04] commitment to environmental
[38:05] stewards stewardship,
[38:07] particularly in urban
[38:10] forestry. That is 27 years and
[38:13] counting. Jta is a tree line
[38:16] usa and Unf is now a tree
[38:17] campus. Usa. And so it's
[38:20] really a testament to our
[38:21] local commitment to ensuring a
[38:24] tree canopy for generations to
[38:24] come. We're really thrilled to
[38:28] partner with the city with
[38:29] jta, with csx, with the
[38:31] Florida for service with Jack
[38:33] Sport, with the tm and the
[38:33] Gates Foundation to offer this
[38:35] service to the public. So
[38:39] thank you to the city for your
[38:40] support in helping to make
[38:40] this a reality. And we're
[38:41] excited to do it for many more
[38:43] years to come. Thank you.
[38:48] Thank you. Next up, hansard.
[38:49] >> And then Samantha serious
[39:04] here after MR. Hanson.
[39:08] >> Greetings and Happy. New
[39:10] Year Cancer. Information on
[39:13] file. And hoping that you can
[39:19] hear pretty clear. I stand.
[39:21] And representation of j tack.
[39:24] Kt a c. As well Jacksonville
[39:27] Council of the Blind. And for
[39:28] those in our disabilities
[39:33] community. Thank you. I'm
[39:36] thankful that. The news of you
[39:39] serve. Well, not be going
[39:44] away. That's the good news.
[39:46] The not so good news. Is a
[39:50] fare hike. I understand him
[39:55] greatly understanding about.
[39:55] Finance is going up.
[39:57] Everybody's finances going up.
[40:00] But with this financial
[40:04] increase. $6 to $10. It's
[40:09] like. When Saturday the
[40:10] temperature was 80 degrees and
[40:10] all of a sudden a couple of
[40:12] days later was down to making
[40:14] a the 50's. It was called to
[40:20] shot. Our bodies. It's the
[40:22] same way with price increase.
[40:27] As it most of either work pool
[40:29] time or even more part-time,
[40:32] such as myself or are just on
[40:35] a fixed income. It's hard to
[40:38] make ends meet as it is. We
[40:42] hope and pray. That solution
[40:45] will be worked on. Together.
[40:52] With j Tack. Jta and with the
[40:53] And finally, I would like to
[40:56] say.
[40:59] >> We far better together and
[41:02] we ever will separate. I think
[41:06] you. My time is up and I think
[41:10] you for yours.
[41:11] >> All right. Thank you. I
[41:12] have a council member in the
[41:13] Queue. Councilmember areas
[41:14] join speak. Yes, Sir. MISTER
[41:17] PRESIDENT, thank you for this.
[41:18] >> So very quick. I know words
[41:21] matter and I said something I
[41:21] shouldn't said last week
[41:22] committee. So I want to
[41:23] apologize not only Mr, Gay,
[41:26] but also community in general.
[41:27] What I said really affected
[41:28] every but lot of people that
[41:29] were here. And I just want let
[41:33] you guys know that I misspoke.
[41:33] My frustration clarity. We
[41:34] need more houses in
[41:35] Jacksonville and a lot of
[41:36] people are building houses in
[41:39] the South side and all
[41:40] different parts of town. And
[41:42] we need more developments.
[41:42] Happening now is my
[41:43] frustration. I want more
[41:45] houses will be built. So but I
[41:47] misspoke and I'm a human
[41:48] being, I on the action on said
[41:51] the way I said it. But I
[41:52] definitely am for more
[41:52] development because we need
[41:54] more houses in general and
[41:57] Jackson. So my apologies to
[41:58] you, sir. But also to
[41:59] everybody out here watching
[41:59] and that's here. So I might I
[42:01] really do mean it. Thank you.
[42:02] Thank you, MR. For late, if
[42:05] you want to continue.
[42:06] >> next, several be Samantha
[42:07] Series the next 5 after that.
[42:09] Please start coming down.
[42:10] Wells Todd Sherry Mathis,
[42:15] Taylor, full land. Juror and
[42:16] Ronnie Bursa. Please make your
[42:19] way down. If I call your name
[42:20] series.
[42:21] >> Samantha Series address on
[42:22] file. I'm just here today to
[42:24] remind you all. I do
[42:25] understand development is
[42:26] important, but I think when
[42:27] you have responsible
[42:27] development, I think that
[42:31] would be the most. Proper way
[42:32] to go about it. We have many
[42:34] buildings for Lee's many areas
[42:36] that, you know, could be
[42:37] renovated instead of just
[42:39] building on top of new areas.
[42:41] We can kind of look internally
[42:45] and look for places that, you
[42:46] know, could be renovated,
[42:47] changed into the use. You
[42:48] know, there are many buildings
[42:50] that are sitting empty. Just
[42:52] have fairly signs. There are
[42:53] many projects that are done
[42:57] this rezoning this the
[42:58] different rural areas. You
[42:59] know, I understand that we do
[43:01] need more development, but
[43:02] sometimes we are putting the
[43:05] cart before the horse. I think
[43:07] that we need to understand
[43:09] that the way that we're
[43:10] developing is developing our
[43:13] land is not the proper way. We
[43:15] are allowing these developers
[43:16] who build as quickly as
[43:17] possible without any rhyme or
[43:22] reason. I see it. I drove to
[43:24] Tampa this past week for work
[43:26] and watching all of the land
[43:27] up for sale. But different
[43:31] empty. Lots of just, you know,
[43:32] dirt all for sale and they
[43:34] build these buildings without
[43:34] the need. I don't understand
[43:38] why. We're seeing a need that
[43:41] isn't actually there because I
[43:42] see the empty buildings. I see
[43:44] the empty lots. All of the
[43:46] areas are for sale. You know,
[43:48] I understand we do need some
[43:49] development. But again, I use
[43:52] irresponsible. I thing the way
[43:52] that we're trying to work
[43:56] with. The downtown areas
[43:57] perfect. I think that's
[43:58] something that we need to
[43:59] concentrate on because there
[44:00] are many empty buildings there
[44:02] that could be used for
[44:04] different things instead of
[44:05] offices, they could be made
[44:07] into homes like the
[44:07] infrastructure is already
[44:08] there. I think it's important
[44:11] that. You know, we concentrate
[44:12] more on working together. You
[44:15] know, it's not the developers
[44:16] against the people. It should
[44:17] be developers working with
[44:20] people. And I think it's
[44:21] important that we concentrate
[44:22] on working together with them
[44:26] and having them maybe. Invest
[44:27] in other areas before they
[44:29] tear down different sections
[44:30] of Jacksonville. I think there
[44:31] are many beautiful things
[44:31] about Jacksonville. I loved
[44:33] hearing about the trees. I
[44:35] think that's a wonderful
[44:36] initiative that the woman just
[44:37] spoke and I think we need more
[44:40] of that rather than less of
[44:42] that really it's hard to see
[44:45] all the different development
[44:47] just tearing down these trees,
[44:48] tearing down these
[44:49] environments for the animals.
[44:50] No one ever talks about We
[44:53] need more development for the
[44:55] people coming in. What about
[44:56] that's already there. There's
[44:57] rd things there. There's
[44:58] already animals. There's
[44:59] already plants. There's
[45:00] vegetation. There are things
[45:01] that protect our wetlands that
[45:04] protect our We need those
[45:05] sayings. Florida cannot
[45:08] survive as of concrete slab.
[45:10] And I encourage you all to
[45:11] take better care and look into
[45:12] these rezoning requests. Thank
[45:23] you. Thank u. Next up taught.
[45:23] >> My name is wealth time.
[45:27] Would take him down. Jax. To
[45:29] the 19 city council members
[45:29] into the 20th City
[45:33] Councilmember Blake Hopper. In
[45:34] 2025, it was one city council
[45:36] scandal after another. You
[45:40] refuse to vote on a resolution
[45:41] that would call for a
[45:44] cease-fire in Gaza while
[45:45] supporting the Zionists,
[45:48] Israeli government. You had 3
[45:48] young people arrested because
[45:50] they clap during a meeting.
[45:54] But the real reason was their
[45:55] verbal support for a
[45:56] cease-fire resolution. One of
[45:58] them continues to face a
[46:02] felony charge. You showed no
[46:03] relief to the predominantly
[46:07] African-American Brentwood
[46:07] community. While a medical
[46:08] examiner's office and more was
[46:09] built right across the street
[46:12] from an elementary school. You
[46:15] are in favor of developers.
[46:17] You work to rezone residential
[46:19] areas. It's not that we need
[46:20] more housing. We need
[46:24] affordable housing. You now
[46:25] give full-throated support 2
[46:28] moms for Liberty who now make
[46:30] up the majority of the school
[46:34] board. A number of you support
[46:35] book bans, including the 28th
[46:36] member of the City Council.
[46:39] Blake Harper. The beaches City
[46:41] Councilmember supports Charlie
[46:42] Kirk's turning Point usa Clubs
[46:46] in our schools, these clubs
[46:47] and nothing more than vehicles
[46:48] that help spread the false
[46:50] ideology of white supremacy. I
[46:52] raise these issues because in
[46:56] this coming year you will see
[46:58] more resistance to the city
[46:59] council and that resistance
[47:04] will continue to grow. Next
[47:09] up, after this. After that,
[47:19] Taylor, Poland. What will they
[47:23] be when the time is up?
[47:23] >> sorry. Will you be when the
[47:28] time is My name is Sherry
[47:29] Moffat's Mon Grap. I live
[47:29] Clayton Road in Jackson in
[47:34] Jacksonville. I was a I've
[47:35] been a member of the Jack in
[47:35] the Transportation Advisory
[47:38] Committee for several years.
[47:38] We were instrumental that
[47:43] committee members in getting
[47:45] you so connection. Plus, we
[47:46] encourage an at jta to have
[47:51] that for you. Then we as a
[47:51] group called at city's and
[47:52] asked how they did it. We took
[47:54] our findings back to jta and
[48:00] encourage them again. And one
[48:00] thing with said that 6 months
[48:05] later with. It was cheaper po
[48:06] ride for connection. Plus,
[48:09] because on the regular buses,
[48:10] they have to buy the big buses
[48:13] every so often they have to
[48:14] maintain those buses. They
[48:16] have to pay gas and those bus
[48:16] if they have to clean those
[48:17] best, that you do not have to
[48:19] do that for that connection.
[48:21] Plus, they have the wrong
[48:23] vehicle. So they were thinking
[48:26] at the time jta said, why
[48:28] don't we make type of as part
[48:31] of the actual regular
[48:32] connection for everyone
[48:35] because keeper and it's
[48:37] obvious they want us to
[48:38] transition away to the big
[48:39] bands because when you raise
[48:43] your price, 600% and you're
[48:44] going to get a great majority
[48:45] of those 31,000 right to go
[48:48] in. Now go to the big buses,
[48:48] which I think it's gonna over
[48:50] tax them and they're not ready
[48:51] for it. But let's say it works
[48:52] perfectly. There things that
[48:54] the the big buses can't do.
[48:58] They can't do. We'll call
[49:00] ready right? I'm ready. We
[49:02] don't have to think ahead
[49:03] time. What coming am I going
[49:03] to be out of the store? What
[49:05] time am I going to be? And if
[49:06] we underestimate or ride was
[49:07] sitting there waiting for an
[49:11] hour or 2 without him, frozen
[49:12] foods you melting of standing
[49:13] outside the doctor's office
[49:20] waiting if we over estimate.
[49:21] If the other way round. We
[49:23] overestimate underestimate we
[49:24] MISS A ride. And according to
[49:26] jta, we could wait up to 3
[49:26] hours for the next best. That
[49:29] model that's model of having
[49:32] do that with. Connection.
[49:34] Plus, you call. I'm ready.
[49:35] I've never had to wait. More
[49:38] than 7 minutes And if you want
[49:42] to go from point abc get to
[49:42] the bank, go get your
[49:43] medicine, go pick up your
[49:47] child from daycare from
[49:48] destination, one to 2 with the
[49:53] jta Big Best motto, 2 hours.
[49:57] Destination 2 to 3, 2, 6,
[49:58] cetera. What is connection?
[50:00] Plus, you can do it in a
[50:01] matter minutes, depending on
[50:05] how far away the next next
[50:09] destination. It. So what would
[50:10] have normally taken 6 hours
[50:10] not to take too. And then they
[50:12] wonder why this. So this is so
[50:15] popular if we want, if they
[50:18] want more numbers on the
[50:19] regular connection so they can
[50:20] get bigger federal grants
[50:21] which what seems to be why
[50:24] don't we make the connection
[50:28] plus type. Thank you. Thank
[50:29] you, Ma'am. Councilmember
[50:30] Jones would like to talk to in
[50:32] the green Room if I could get
[50:33] when council systems to help
[50:36] Matthews gets the green room.
[50:37] >> And their next speaker will
[50:48] be Taylor fo land. Good
[50:54] Evening. Council members. Not
[50:54] 2 members of the council. My
[50:56] name is Taylor, Poland. It's
[50:56] not the land. It's not the
[51:02] >> Poland. Enlightened
[51:03] citizenry is indispensable for
[51:05] proper functioning of a
[51:08] republic. Self government is
[51:09] not possible. Alas, the
[51:10] citizens are educated
[51:13] sufficiently. Therefore, they
[51:14] will be unable to x or
[51:21] exercise oversight. It is
[51:21] therefore imperative that a
[51:24] nation see it provided all to
[51:25] its citizens. Thomas Jefferson
[51:28] paraphrase.
[51:28] >> I'm here because I'm not
[51:32] really happy.
[51:33] >> I have never been stopped
[51:35] by a police officer in my
[51:36] life. I chose Jacksonville
[51:38] from a new home and I chose to
[51:41] chose it because of its
[51:43] metropolitan Vives and country
[51:45] appeal. I've been visiting
[51:47] here since my early 20's. I
[51:53] was harassed. Illegally.
[51:53] Thrown out of a publicly
[51:58] funded place. That budget that
[52:01] built that park is 25 million
[52:02] dollars. We pay for the public
[52:05] budget. 1.5% goes into that.
[52:07] Someone used the makes make.
[52:11] It makes sense to me why I was
[52:13] thrown out of a publicly
[52:13] funded place by the citizens
[52:17] of Jacksonville. You 19
[52:20] represent us with what I do. I
[52:22] look at all of your seats as a
[52:23] business. Now with what I do
[52:26] professionally for a decade.
[52:27] And if I don't have proper
[52:34] remedy of reasonably under the
[52:35] ticket, regal Leury course of
[52:36] this because I'm over this.
[52:37] That officer that day on
[52:40] JANUARY 6. Just so happened to
[52:44] be JANUARY 6th. With my luck.
[52:49] Talked about the rules. And
[52:50] then acquitted the rules of
[52:51] paying my apartment, which is
[52:54] a privately funded and ever to
[52:55] a publicly funded place and
[52:56] insinuated that I was
[52:58] illiterate. And that I MAY be
[53:01] a sexual predator. Relation to
[53:02] your quads on them. And you
[53:08] know what? This is my rules.
[53:08] Constitution of the United
[53:12] States of America. It trumps
[53:15] any city Trump, Santa Claus. I
[53:16] amendment trumps any amendment
[53:18] that this city council passes
[53:22] and I want somebody to explain
[53:25] to me why this happened. Time
[53:28] credibly angry about this. And
[53:29] there has discretionary
[53:31] oversight of the budget and tk
[53:33] Waters needs to fire that
[53:37] sheriff like yesterday. Next
[53:45] up Windsor.
[53:46] >> Like to talk about the
[53:48] school's of hope. I think
[53:50] everyone needs to understand
[53:55] what the school's of hope are.
[53:59] The schools of hope. He's
[54:00] having charter schools,
[54:02] for-profit charter Schools Co
[54:05] locate in public schools. And
[54:07] it's the next logical
[54:08] extension on the road to
[54:09] destroy public school
[54:13] education. For over 20 years.
[54:14] Public schools have been
[54:17] undermined and shortchanged by
[54:19] charter schools and vouchers
[54:19] for private schools and
[54:23] homeschooling. This plan is
[54:24] clearly to promote the profits
[54:27] of charter school operators.
[54:32] Because there will be no cost.
[54:34] To the charter private charter
[54:35] school operator of co-locating
[54:36] in a public school. The costs
[54:40] will be 0 rent, 0 rent for a
[54:40] poor for-profit charter
[54:43] school. And they will pay 0
[54:48] for maintenance. Of that
[54:51] school of that public school.
[54:54] So the cost is to the public
[54:54] in a major, serious blurring
[54:57] of the line between public
[54:58] schools and for-profit
[55:02] schools. Makes public funds
[55:04] available again to for-profit
[55:08] businesses. For these MISS
[55:10] Named Schools of Hope. Just
[55:12] like the MISS Named Moms for
[55:16] Liberty. We can thank the
[55:17] governor and the politicians
[55:20] meeting in Tallahassee today.
[55:22] I understand that you all
[55:23] don't oversee the schools, but
[55:23] I think it's important for
[55:24] everyone to understand what
[55:29] the school's of hope Hopefully
[55:31] it'll be repealed, not just
[55:33] modified in this next
[55:36] legislative session. Thank
[55:36] you.
[55:37] >> Thank you. We have received
[55:38] some additional card so we are
[55:39] going to cut the time to 2
[55:41] minutes. And 45 seconds going
[55:43] forward. Our next speaker will
[55:44] be running Burress at than the
[55:45] 5 after that. Please come on
[55:48] down. Blake Harper Jonelle
[55:50] Keener Rick Babineaux Kathleen
[55:51] Marie and Joanne de Angelo MR.
[55:55] Burst.
[55:56] >> name is Ronnie Burris
[55:57] Olivet. 36, 40 Jacksonville,
[56:01] Florida. Business manager of
[56:06] Lionel, Local 6.30
[56:06] >> And
[56:08] >> as you see back here with a
[56:11] sea of orange like I've got
[56:13] on. These are employees of
[56:14] Jacksonville City of
[56:15] Jacksonville, and Duval County
[56:19] School board. I represent all
[56:21] 3 ice in each one of you are
[56:23] on my behalf email was sent to
[56:26] each one of you asking to meet
[56:30] with the with meat. Last week.
[56:35] And several. Responded. Yes,
[56:35] we would love to meet with
[56:39] you. MISTER Burris. Then about
[56:40] 30 minutes later, I got
[56:42] started getting e-mails.
[56:43] Sorry, MISTER Burress, we
[56:47] can't meet with you. Israel
[56:49] recently come to my attention
[56:50] that as a city council member
[56:52] Ryan put prohibited by our
[56:53] city Council rules for meeting
[56:55] with your organization
[56:56] regarding the collective
[56:59] bargaining negotiations with j
[57:00] a until after there is
[57:01] agreement between the Union
[57:06] and j a. My letter, the e-mail
[57:11] that was sent on my behalf.
[57:12] Said I'm reaching out to
[57:13] schedule an in-person
[57:15] conversation between you and
[57:16] the locally unions. Business
[57:21] manager Ronnie Burris. Nothing
[57:25] said negotiations with j. Was
[57:30] said in that. Then, of course,
[57:30] I did a public records
[57:36] request. And because it had to
[57:38] come from somewhere, I don't
[57:39] think any of you decided that
[57:40] this is what was supposed to
[57:43] be. So I did a public records
[57:50] request. And this is what? A
[57:55] letter that I got through that
[57:55] process said Jason, the
[57:59] communication you have.
[58:01] Drafted looks good. I've made
[58:02] a couple of changes to it.
[58:03] Otherwise I believe it is
[58:04] ready to be sent to the
[58:06] council members. Sign. Kristy
[58:13] Gavin. Attorney. What
[58:14] Christine concerned that I'm
[58:14] going to say to you or talk to
[58:16] you about that? They got to
[58:20] come to this and tell you that
[58:20] you can't talk because of your
[58:26] rules. Through public records
[58:31] process. I did I did the rules
[58:33] Council rules, Representative.
[58:40] And this is what it says in 4.
[58:42] Threes are. Thank u next like
[58:46] our part. And then Jonelle
[59:01] Keener after like copper.
[59:04] >> 28th Councilmember Blake,
[59:07] Harper information on file.
[59:08] MR. PRESIDENT, I sure like to
[59:08] get on board and get my
[59:10] officers. You can set that up
[59:12] for me and I I can hardly wait
[59:13] to find out what happens when
[59:15] lose all my hair. You know,
[59:16] GOD said to a precious few
[59:17] weekends gives within the rest
[59:18] hair. There's a wise man right
[59:19] over there, MR. Vice
[59:24] PRESIDENT. Okay. So. But we
[59:25] have a New York City is we
[59:26] have a pro at mayor that has
[59:27] said he's doing away with
[59:28] individual and bringing on
[59:30] collectivism.
[59:34] >> remember and Rand 40 years
[59:35] ago she told us this. What is
[59:36] the basic world issue the
[59:39] world today? The basic issue
[59:41] in the world is between 2
[59:42] principles. Individual and
[59:47] collectivism. Holds. That man
[59:48] has inalienable rights which
[59:49] cannot be taken away from him
[59:52] nor any other man.
[59:52] Collectivism holds. That man
[59:55] has no rights. That's what's
[59:58] going on in New York City. And
[59:59] quite frankly, my friend who
[1:00:01] just decided on the 28th
[1:00:03] councilmember, it's part of
[1:00:04] that crew down here in
[1:00:05] Jacksonville will sot is as
[1:00:06] well as well as Mike lot
[1:00:09] Ludwick. The reality is we
[1:00:10] have socialism coming to
[1:00:11] Jacksonville. It's sweeping
[1:00:16] over the nation. And we need
[1:00:17] to understand what the role we
[1:00:18] have as what you know we want
[1:00:21] you all have is as government.
[1:00:22] It comes down here to what is
[1:00:22] the proper function of
[1:00:24] government. The proper
[1:00:28] function of government is to
[1:00:28] protect individual rights of
[1:00:31] man. That means to protect men
[1:00:35] against brute force. And what
[1:00:36] we see going on around ground
[1:00:38] nation these days. You see the
[1:00:42] Democrat Party and the leftist
[1:00:42] fomenting the insurrection.
[1:00:43] They claim happened 5 years
[1:00:46] ago. They're standing against
[1:00:47] ice. They're shooting at ice.
[1:00:49] The running over ice. There
[1:00:50] have been what law enforcement
[1:00:52] officers who have been run
[1:00:54] over all manner of
[1:00:55] insurrection in rebellion is
[1:00:58] happening in our nation. Each
[1:00:59] of you has a responsibility to
[1:01:00] protect our rights. I
[1:01:01] certainly hope you will. Thank
[1:01:03] you. Thank u next step kneel
[1:01:07] Keener. Jonelle maybe Jonelle
[1:01:17] Caner. Brooke. Avenue. And
[1:01:18] then Kathleen Mary, after
[1:01:23] Brooke.
[1:01:24] >> Good evening. My name is
[1:01:25] Brooke Baldwin on my address
[1:01:27] is on the record and I've come
[1:01:30] to talk to you about public
[1:01:31] safe today. It's a very simple
[1:01:34] issue. It's called civil
[1:01:36] engineering civil engineering
[1:01:39] determines the speed limit
[1:01:42] from stoplight to stop like
[1:01:43] that. If you travel app or
[1:01:45] slightly below the speed
[1:01:46] limit, you had a green light
[1:01:49] almost every time. This is
[1:01:52] seems to be an issue that
[1:01:53] Basically unaware on the
[1:01:57] public. Agenda. I would
[1:01:59] recommend that the City
[1:02:05] Council draft a simple metal.
[1:02:07] 2 media let people know on a
[1:02:09] regular basis what civil
[1:02:09] injuring means and how it
[1:02:13] works. The bonus is going to
[1:02:16] be there's going to be less
[1:02:18] road rage lesson jams at each
[1:02:19] stop light and it's going to
[1:02:23] be a lot more economically
[1:02:27] feasible less wasting of fuel,
[1:02:27] less wasting a ball of motor
[1:02:30] parts break. Parts to
[1:02:32] deteriorate. The machine. If
[1:02:34] it's used to chat. Lee, it
[1:02:36] lasts a lot longer. So the
[1:02:39] benefits to public safety, the
[1:02:40] public economy are quite
[1:02:44] simple. Check with your civil
[1:02:45] engineering crew to see if I'm
[1:02:50] being honest or accurate.
[1:02:51] Recommend put this out on a
[1:02:51] regular basis through the
[1:02:54] media. They can be helpful.
[1:02:56] Tell them they're helping
[1:02:57] civil values. Tell them
[1:02:58] they're helping public safety
[1:03:01] because the road rage. I see
[1:03:05] the people that are going 70
[1:03:07] miles an hour in a 45 mile an
[1:03:08] hour zone. That is not an
[1:03:11] anomaly. So please pay
[1:03:14] attention and help. Thank you
[1:03:14] very much. Thank you, Sir.
[1:03:21] Kathleen Marie.
[1:03:21] >> Good evening. Kathleen
[1:03:24] Marie address on file. I'm
[1:03:26] going to engage in personally
[1:03:27] directed speech, which is
[1:03:28] constitutionally protected for
[1:03:30] the 11th District Court of
[1:03:32] Appeals in Moms for Liberty
[1:03:35] versus the Brevard County
[1:03:37] Public Schools as the state
[1:03:38] education director for
[1:03:39] citizens defending Freedom.
[1:03:40] I'm here to address remarks
[1:03:41] made by COUNCILMAN Areas
[1:03:44] during the land use and Zoning
[1:03:45] Committee meeting ordinance
[1:03:48] 2025, 0, 6, 7, 5, during that
[1:03:49] meeting council areas complain
[1:03:50] that residents were, quote,
[1:03:52] constantly always wanting the
[1:03:53] same thing. He said he was,
[1:03:56] quote, getting fed up and told
[1:03:57] citizens that if you don't
[1:03:58] want density, you should
[1:04:02] quote, go somewhere else. The
[1:04:02] First Amendment exist because
[1:04:03] free speech and the right to
[1:04:05] petition government are
[1:04:07] essential when citizens
[1:04:08] repeatedly raised the same
[1:04:09] concerns. It is not a
[1:04:10] disruption. It is a sign they
[1:04:14] are not being heard. Citizens
[1:04:15] defending Freedom empowers
[1:04:17] citizens to defend their
[1:04:18] liberty and place local
[1:04:18] government back into the hands
[1:04:21] of the people. What occurred
[1:04:22] in that meeting showed public
[1:04:25] input being dismissed rather
[1:04:27] than respected. Well, apology
[1:04:29] to the second district was an
[1:04:30] order. There is a pattern of
[1:04:30] disrespect to neighborhoods
[1:04:33] throughout ball to include the
[1:04:34] building of a morgue in the
[1:04:35] residential neighborhood of
[1:04:37] Brentwood. And more recently,
[1:04:39] a slaughterhouse in a
[1:04:40] residential area. Meanwhile,
[1:04:43] the COUNCILMAN Said, quote, It
[1:04:43] wouldn't be fair to tell
[1:04:47] developers they can't build
[1:04:47] the COUNCILMAN's own words
[1:04:48] declared his loyalty to the
[1:04:51] developers over the
[1:04:52] constituents. If COUNCILMAN
[1:04:53] Areas is unwilling to hear the
[1:04:55] people most affected by these
[1:04:56] decisions, then perhaps he
[1:04:57] should take his own advice and
[1:05:00] go somewhere else for these
[1:05:02] remarks. We respectfully call
[1:05:03] on COUNCILMAN Areas to step
[1:05:03] down from the l Yeezy
[1:05:07] Committee. Thank you.
[1:05:08] >> This will be last call for
[1:05:10] Jonelle. Keener is jonelle
[1:05:12] here. She was going to speak
[1:05:13] about 2025, 0, 6, 7, 5, which
[1:05:14] we already took up at the
[1:05:15] beginning. So imagine she left
[1:05:16] after the vote. Joanne de
[1:05:23] Angelo. And then after Joe and
[1:05:23] I'll call the next 5 now, Reef
[1:05:27] Nelson Peoples. Lisa Grant,
[1:05:28] Sharon d#
[1:05:30] , Angela Walker
[1:05:31] and or else will be the next 5
[1:05:34] missed anslee.
[1:05:37] >> I'm here to support 2025,
[1:05:41] 0, 8, 6, 9, If these
[1:05:44] installments are to continue,
[1:05:45] they should be held in a
[1:05:47] facility owned or operated by
[1:05:48] the city so that it is
[1:05:52] accessible to everyone. Since
[1:05:53] taxpayers paid for the last
[1:05:55] than you, it would have been
[1:05:58] nice to have been invited. I'm
[1:05:59] sure that my husband and I
[1:06:02] would have been would have
[1:06:02] enjoyed such a beautiful
[1:06:07] event. We certainly wouldn't
[1:06:07] have been able to go to such
[1:06:11] an event like that because
[1:06:15] we're both on fixed incomes.
[1:06:18] It would also have been it
[1:06:21] would also have taken me to
[1:06:25] almost 2 years of my Social
[1:06:28] Security just to pay the
[1:06:30] $14,140. But the taxpayers me
[1:06:35] and all of the all. For that
[1:06:35] private venue for just one
[1:06:39] night. I hope that you will
[1:06:43] all vote. Yes for this and I
[1:06:46] thank you for your time.
[1:06:48] >> Thank u. Next up is Ruth
[1:06:48] Nelson. People's followed by,
[1:06:54] I believe its recent
[1:06:55] >> Good evening roof. Now some
[1:06:58] people's my addresses on file.
[1:06:59] I'd like to ask for your
[1:07:01] support on ordinance 2025.
[1:07:04] '08, 6, 9, This ordinance
[1:07:05] makes completes sense to me
[1:07:08] for installation of vents.
[1:07:09] Every single year. Events are
[1:07:11] held in Jacksonville to
[1:07:12] recognize the incoming
[1:07:14] PRESIDENT Of the council and
[1:07:16] to recognize committee
[1:07:18] members. I am surprised that a
[1:07:18] special event is held for
[1:07:23] installations. Especially
[1:07:24] since Erdos committee is
[1:07:26] looking for ways to save
[1:07:28] money. I did a bit of research
[1:07:29] on how other counties in
[1:07:31] Florida handled installations,
[1:07:32] Palm Beach, Hillsborough,
[1:07:36] Polk, Pinellas, Brevard and
[1:07:39] Broward counties hold
[1:07:40] installation events, regular
[1:07:40] scheduled meetings that are
[1:07:43] open to the public. Often
[1:07:44] these for melodies are handled
[1:07:47] during council meetings or
[1:07:49] other regular county meetings
[1:07:50] on county owned or city owned
[1:07:53] property and then they get on
[1:07:55] with handling the people's
[1:07:56] business. There's no special
[1:07:59] instant installation event. I
[1:08:02] have a concern about the
[1:08:04] $14,140 of taxpayer money that
[1:08:06] was spent to rent a facility
[1:08:08] this year. I realized that
[1:08:09] city-owned venues also have
[1:08:10] some associated costs, but not
[1:08:14] typically this great just
[1:08:15] because something isn't
[1:08:17] illegal, doesn't make it
[1:08:18] right. These are one year
[1:08:22] positions one year. And as
[1:08:22] we've seen this year, some
[1:08:23] committee members aren't even
[1:08:26] on the committee for a year.
[1:08:27] Here are some compiled
[1:08:29] expenses paid by taxpayers for
[1:08:31] the last 4 years for
[1:08:33] installation events that equal
[1:08:34] $40,000 that we could have
[1:08:39] spent on other things 2022.
[1:08:42] Almost $6,000. Plus, 4500 for
[1:08:45] damaged artwork. 2023 over
[1:08:50] 11,500 2024, about 4,000 2025.
[1:08:54] Over $14,000 spent many of us
[1:08:56] have had to do some belt
[1:08:57] tightening to live within our
[1:09:03] means. Many of us have had to
[1:09:05] eliminate pleasures that we
[1:09:07] previously enjoyed to finance.
[1:09:08] More important concerns like
[1:09:11] food and how house housing
[1:09:13] City government is no
[1:09:16] different passing. This
[1:09:17] ordinance will prevent
[1:09:17] questions in the future and
[1:09:20] will save taxpayers money and
[1:09:21] still a bit. Installation
[1:09:23] events should be held in a
[1:09:24] city building where everyone
[1:09:25] has the opportunity and access
[1:09:29] to a 10. It should reduce the
[1:09:31] use of private funds to
[1:09:32] finance such an event from
[1:09:34] individuals who MAY be seeking
[1:09:35] future favors and would be an
[1:09:36] advantage to any COUNCILMAN
[1:09:39] Doing the work of the people
[1:09:40] for the people as it would
[1:09:42] reduce impropriety questions.
[1:09:43] Thank you. Thank you. Next to
[1:09:48] Presa Grant.
[1:09:49] >> COUNCILMAN Clark, Mary
[1:09:50] would like to see in the Green
[1:09:53] Room. It's great. You're up
[1:09:59] next.
[1:10:00] >> Good evening. I'm recent
[1:10:02] grant address on file. I
[1:10:03] support the passage of
[1:10:06] ordinance 2025. A 69, the
[1:10:07] special committee on Duval.
[1:10:09] Those was established last
[1:10:10] MARCH to analyze recent growth
[1:10:12] and city departments and
[1:10:14] programs as well as evaluate
[1:10:16] services provided for the
[1:10:18] purposes of identify areas for
[1:10:19] potential savings. Clearly
[1:10:20] there was reason to believe
[1:10:22] there was that that needed to
[1:10:24] be cut. I support that. And I
[1:10:24] don't think there are too many
[1:10:27] people who wouldn't want to
[1:10:27] see our government budget
[1:10:29] trimmed down to lean but not
[1:10:31] mean. And I realize there will
[1:10:32] always be debate among people
[1:10:32] with differing opinions on
[1:10:36] wants versus needs and
[1:10:38] ostentatious installation
[1:10:39] ceremony of the council.
[1:10:39] PRESIDENT And vice PRESIDENT
[1:10:40] Seem right for savings
[1:10:43] opportunities to me. In MARCH
[1:10:44] 2025. Neither the new
[1:10:45] PRESIDENT Nor the new vice
[1:10:47] PRESIDENT Were Duval. Those
[1:10:49] committee members. But I
[1:10:50] imagine they participated in
[1:10:51] committee assignments and
[1:10:52] therefore, we're fully aware
[1:10:53] of Duval toes and its
[1:10:56] mandates. Disappointed that so
[1:10:57] soon after the creation of the
[1:10:59] do special committee last
[1:11:02] MARCH, more than $14,000
[1:11:03] 14,000 taxpayer dollars were
[1:11:04] spent towards an installation
[1:11:05] ceremony that could have and
[1:11:09] some will say should have been
[1:11:10] held in a facility owned or
[1:11:12] operated by the city. There
[1:11:14] was an opportunity to save
[1:11:15] Jacksonville citizens money
[1:11:16] but also provide the public,
[1:11:17] the media and the disabled
[1:11:18] access to what should be a
[1:11:21] public event. I'm a proponent
[1:11:22] of cutting unnecessary costs,
[1:11:24] which is why do was
[1:11:26] implemented? I believe every
[1:11:26] person here today wants to see
[1:11:27] the tightest most prudent use
[1:11:30] of the city's budget. I
[1:11:31] strongly support and have full
[1:11:32] confidence in this 19 member
[1:11:35] council's vote in favor this
[1:11:37] responsible legislation and
[1:11:39] savings opportunity. Let's
[1:11:40] show the citizens Jacksonville
[1:11:42] that every council member here
[1:11:44] is unequivocally support of a
[1:11:44] fiscal responsibility of
[1:11:46] Jacksonville. Taxpayers
[1:11:48] dollars. Jacksonville has many
[1:11:49] needs, but a lavish
[1:11:49] installation ceremony of
[1:11:51] council leadership isn't one
[1:11:53] of them. And with installation
[1:11:55] ceremony is being a regular
[1:11:56] occurrence. Jacksonville
[1:11:57] simply cannot afford this
[1:11:59] practice every year. Let's
[1:12:00] find city-owned or city
[1:12:01] operated facilities that are
[1:12:03] in not profit oriented and get
[1:12:07] the job done. Swear the person
[1:12:09] and have a drink snack. Take a
[1:12:10] few photos. Give an interview
[1:12:11] or 2 and let's get back to
[1:12:13] work that would show us. You
[1:12:14] mean business? Look, it's
[1:12:15] pretty simple. We all have to
[1:12:19] trim the fat it home. We are
[1:12:20] finding less expensive ways of
[1:12:20] doing more everyday. We think
[1:12:24] you can too. And we expect it
[1:12:25] to be responsible and
[1:12:26] transparent stewards of the
[1:12:27] funds of this great city of
[1:12:28] ours. We put our faith in you
[1:12:31] with our vote. Please take
[1:12:32] this responsibility seriously
[1:12:34] and use your time in office
[1:12:36] wisely when people see
[1:12:39] themselves in you, their
[1:12:40] elected officials beef and you
[1:12:41] really double. And that
[1:12:41] connection earns you their
[1:12:42] vote at the ballot box next
[1:12:46] time. Thank you for your time.
[1:12:46] Thank next up share index
[1:13:01] followed by Angela Walker.
[1:13:13] >> Good evening. Sure. And I
[1:13:15] think that's my entrance. On
[1:13:18] file, I want first think.
[1:13:20] COUNCILMAN Johnson for coming
[1:13:23] 2, I think talk last name. I
[1:13:27] didn't remember Talk 10 years.
[1:13:29] And and we spawn that's never
[1:13:33] really concentrate. That's the
[1:13:35] plan. And so appreciate him
[1:13:39] growing As you have heard
[1:13:43] about connection. Plus. And
[1:13:44] too, would like us to go back
[1:13:46] to the original model. We've
[1:13:49] heard about cost. I want to
[1:13:51] break that down for you. I
[1:13:55] worked full time. It. I live
[1:13:59] over 15 miles for my job. So
[1:14:04] it would cost me $320 a week.
[1:14:08] To take transportation. 300,
[1:14:11] $20 a week. To go to work. So
[1:14:14] I ask you. It's another from
[1:14:19] hole. The amendment votes. And
[1:14:21] now you support me. I went to
[1:14:25] light even work. Some This is
[1:14:29] not a privilege. It is a
[1:14:31] right. We have a right to
[1:14:33] work. We have a right to have
[1:14:34] social activities. This
[1:14:36] affects our quality of I would
[1:14:40] ask that you. Work with j t a
[1:14:41] to come up with a reasonable
[1:14:44] solution. To reducing the cost
[1:14:48] of the program. You a lot of
[1:14:50] money and to the vehicles.
[1:14:51] What about the rest of us?
[1:14:53] What about the ones they're
[1:14:57] here now? Need this important.
[1:14:58] I would ask that you take a
[1:15:02] look at this. And work with tt
[1:15:03] it to come up with a solution
[1:15:05] that works for all of us. At
[1:15:07] the end of the day, can we
[1:15:10] discern and transportation
[1:15:11] will affect our quality of
[1:15:12] life. Our access to
[1:15:16] employment. Education, medical
[1:15:19] care. I on the right to live
[1:15:23] just you do. I have a right to
[1:15:25] go work and come home without
[1:15:27] spending 4 hours
[1:15:29] transportation. What do you
[1:15:30] want to spend 4 hours
[1:15:33] transportation? I worked an
[1:15:36] eight-hour day. I don't even 2
[1:15:40] hours to get home. So I'm once
[1:15:42] again in 20 the police take
[1:15:45] the tumble. So you jta for
[1:15:48] what and come up with a
[1:15:51] solution and what's us?
[1:15:52] >> Thank you, MADAM. Next up,
[1:15:56] Angela Walker. After Angelo be
[1:16:11] Jose Morales.
[1:16:13] But it's service
[1:16:14] that we have the ability to
[1:16:14] lower and raise that podium.
[1:16:29] Can we help out?
[1:16:50] >> Good evening. My name is
[1:16:52] Angela Walker in my addresses
[1:16:54] on file. I would like to take
[1:16:54] a few minutes just to
[1:16:56] reiterate everything that
[1:16:59] Sharon has said. But I think
[1:17:04] that it's important that I
[1:17:05] speak for those who can speak
[1:17:07] for themselves. There's a
[1:17:11] reason why the jt connection
[1:17:13] plus is so valuable to those
[1:17:17] of us who noble. And it is
[1:17:17] because is it offers us an
[1:17:21] opportunity. Not to have to
[1:17:24] ride with others. Some of us
[1:17:27] have disabilities that. Well,
[1:17:30] not allow to be on shared
[1:17:35] rides. Some of us have
[1:17:35] disability that we're constant
[1:17:42] pain. And so when when you say
[1:17:43] okay, well, come go to work
[1:17:48] and then work go home drive
[1:17:49] for 3 hours. It's just not
[1:17:51] something that's manageable,
[1:17:53] even though we would like to
[1:17:58] do that. So I ask. Want to say
[1:17:59] out of respect. Thank you.
[1:18:02] Also for MISTER Johnson for
[1:18:05] being there at the meeting.
[1:18:06] And I would just ask if
[1:18:07] there's anything you guys can
[1:18:11] do to help or support jta care
[1:18:14] for writing better services
[1:18:17] for us, whether it be through.
[1:18:21] Combination of that 2 rides or
[1:18:22] whatever. There's got to be
[1:18:24] something better. Then what's
[1:18:27] being proposed at the moment?
[1:18:28] And I look forward to working
[1:18:31] in. Supporting and advocating
[1:18:33] in whatever way that I can as
[1:18:36] a citizen of Jacksonville who
[1:18:38] absolutely deserves to have
[1:18:42] the same type of job life
[1:18:45] next. Person to support my
[1:18:47] ability to do so. And my
[1:18:47] independent. So I think you
[1:18:52] very much.
[1:18:53] >> Next will be Jose Morales
[1:18:55] and the next 5 after that,
[1:18:58] Joseph George, Nancy Marie
[1:18:59] Settle Liddy, Lydia Bell.
[1:19:00] Lance Felt in Jamie Travis
[1:19:15] Leonard.
[1:19:20] >> Thank First of all, thank
[1:19:21] you, council PRESIDENT, thank
[1:19:21] you to the whole counsel for
[1:19:23] the off with this attention to
[1:19:25] this matter. My name is Jose
[1:19:25] Morales. Midas on file on the
[1:19:28] director of development for
[1:19:31] the Center Independent Living
[1:19:31] Jacksonville and many
[1:19:33] constituents with disabilities
[1:19:36] all say most of this the
[1:19:37] community across, although of
[1:19:40] the groups are affected by the
[1:19:41] current changes, Jacksonville
[1:19:41] transportation authorities are
[1:19:43] doing to their transit This
[1:19:46] change is giving 2019 because
[1:19:47] of the insufficient or lack of
[1:19:50] quality of service on time
[1:19:52] performance and many other
[1:19:55] situations with pair transit
[1:19:55] during that time to implement
[1:19:58] that connection. Plus, which
[1:20:01] honestly I provided not only
[1:20:02] independence, but it real
[1:20:06] world access to our community
[1:20:06] because of that. Now people
[1:20:07] depend on it point
[1:20:10] appointment, health care. And
[1:20:11] honestly just participation.
[1:20:15] Our community. We hope that I
[1:20:18] and my ask that hopefully I
[1:20:21] COUNCILMAN Johnson COUNCILMAN
[1:20:21] Cano Maryland, many other
[1:20:22] council members. I've been
[1:20:23] reaching out to this. I hope
[1:20:24] that we in the future can
[1:20:28] continue help our come up with
[1:20:28] solutions and me in the future
[1:20:31] about this issue. I hope you
[1:20:35] know, we stakeholders from all
[1:20:35] the disability groups have
[1:20:38] provided to jta different
[1:20:40] solutions for cost. We
[1:20:41] understand that we need to cut
[1:20:43] cost. And when understand the
[1:20:45] efficiency needs to bottom
[1:20:46] line and we have provided
[1:20:47] solutions for that. We
[1:20:48] provided attendance for that.
[1:20:50] We're willing to work with
[1:20:52] them. And we hope that we can
[1:20:53] work with us City Council for
[1:20:54] Oversight and leadership in
[1:20:56] this matter. We thank you for
[1:20:57] your for that for everything
[1:20:58] you're doing and we hope that
[1:20:59] you continue to help us with
[1:21:00] Thank you. Thank u next step
[1:21:13] Joseph George.
[1:21:15] >> My name is Joe. The MAY Co
[1:21:17] do it. PRESIDENT On North
[1:21:18] Florida, Central Labor
[1:21:19] Council. My address is on
[1:21:22] file. The north, Florida
[1:21:24] Central Labor Council. So
[1:21:30] there's by district. And we
[1:21:30] represent close to 32,000
[1:21:34] union members. First, I'd like
[1:21:37] to thank j a for designating
[1:21:40] today is g a senior day by
[1:21:42] providing flu and singles
[1:21:45] vaccine to our seniors. The
[1:21:47] noaa, Florida Central Labor
[1:21:48] Council is here tonight to
[1:21:50] stand in solidarity with
[1:21:53] cleanup local 6.30, in their
[1:21:58] contract negotiation with jta.
[1:21:59] Contract negotiations very
[1:22:01] important for employees and
[1:22:04] the bin says. When they're the
[1:22:06] mutual agreement concerning
[1:22:08] wages. I working condition.
[1:22:10] You have a happy and
[1:22:13] productive employee. With the
[1:22:15] cost of living rising every
[1:22:20] day. Jta workers needs a fair
[1:22:25] contract. You a look at 30.
[1:22:26] He's ready to negotiate in
[1:22:31] good faith. And we asked a jta
[1:22:31] come back to negotiation
[1:22:37] table. Early in my Bear is he
[1:22:38] talked about wanting to meet
[1:22:40] would be council and they with
[1:22:46] you. High of them. We have.
[1:22:47] Legal opinion as to why you
[1:22:53] should it. The Constitution
[1:22:54] and statutory rights of union
[1:22:56] representative and elected
[1:22:58] officials to communicate with
[1:23:00] each other cannot be a bridge
[1:23:01] are restricted by the public
[1:23:04] employees chatter rules.
[1:23:11] Management. A public employer.
[1:23:12] Charter audit has ruled policy
[1:23:15] manager cannot Trump. Konta
[1:23:17] being the state and federal
[1:23:19] which guarantee to right to
[1:23:25] meet. Therefore, it is
[1:23:26] important that the city
[1:23:27] council go to their calendar
[1:23:29] and place a date to meet with
[1:23:34] us. Also, we request that
[1:23:35] continue to bargain in good
[1:23:39] faith. And finally, I'd just
[1:23:42] like to Thank brother Raul
[1:23:45] areas apologizing. The public
[1:23:49] really appreciate that. Thank
[1:23:52] u next. Nancy Marie Settle.
[1:24:03] And then Levy about.
[1:24:03] >> Man summary set all
[1:24:07] addresses on file. I urge you
[1:24:10] to vote no to to requests from
[1:24:11] the sheriff's department
[1:24:12] ordinances. 25, 0, 8, 9, to
[1:24:21] 26. 3, 9 one has to accept
[1:24:22] grants for 2 positions to
[1:24:26] analyze surveillance data. Fed
[1:24:28] into the Fusion centers. The
[1:24:31] other is to accept a grant for
[1:24:33] a van to transport detainees
[1:24:37] to are deportation camps. I am
[1:24:38] really hurt, broken watching
[1:24:40] what is happening to our
[1:24:42] country today. Federal agents
[1:24:43] are escalating, dangerous
[1:24:47] encounters with citizens. We
[1:24:48] all saw ice agents shoot and
[1:24:51] kill an American mother with 3
[1:24:52] bullets to her face and then
[1:24:54] call her I'm not going to
[1:24:57] repeat it. You heard it. Ice
[1:25:00] has become a domestic
[1:25:02] terrorist group full military
[1:25:04] group gear pepper spray, mass
[1:25:07] hygiene, identity. This is not
[1:25:09] my America. 2.87 g Agreement
[1:25:11] have basically turned our
[1:25:12] local law enforcement into
[1:25:15] ice. I heard out in full force
[1:25:19] today. Jacksonville actually
[1:25:21] has U.S. 300 flock cameras
[1:25:21] that surveil us as we drive
[1:25:25] around this town. All of us
[1:25:26] that information is then fed
[1:25:27] into databases. Infusion
[1:25:31] centers that analyzer
[1:25:32] movements. This information
[1:25:36] isn't shared between agencies.
[1:25:38] >> Including dhs and ice. Big
[1:25:39] Brother is watching wherever
[1:25:39] you are in the eye of law
[1:25:41] enforcement is on. You. This
[1:25:45] is not my America. When
[1:25:46] protesting against tyranny and
[1:25:48] governmental abuse becomes a
[1:25:52] crime. When being anti fascist
[1:25:54] becomes terrorism. We need to
[1:25:55] ask ourselves what we're doing
[1:25:59] and how we are supporting this
[1:25:59] machinery that allows U.S.
[1:26:03] Government overreach. Somehow
[1:26:05] we have accepted that anything
[1:26:05] the sheriff's department asked
[1:26:08] for we should give them. Let's
[1:26:10] take a pause on accepting
[1:26:13] these state grants and told
[1:26:14] dhs and ice Act within the
[1:26:19] rules of law stop terrorizing
[1:26:21] citizens, stop violating our
[1:26:25] civil rights, stop shooting
[1:26:26] unarmed citizens and acting
[1:26:29] like reject these grants.
[1:26:30] These grants are designed to
[1:26:34] uphold fascism. The machinery
[1:26:37] of fascism we see and support
[1:26:38] a tear and a call occupation
[1:26:39] of our cities by a corrupt
[1:26:43] regime. Remember the gas
[1:26:44] chambers where the end, not
[1:26:46] the beginnings, stop it. Now.
[1:27:01] >> Lidia Bill.
[1:27:04] Good evening.
[1:27:05] At first came to city council
[1:27:12] in 20. 23. It is now 2026. 3
[1:27:15] years and instead of things
[1:27:16] getting better, things have
[1:27:18] gotten worse. For 3 years. Our
[1:27:20] battle has been.
[1:27:24] >> And ethical Morrow.
[1:27:26] >> Decency, a bad, bad, allow
[1:27:29] protests. Now our battle. It's
[1:27:33] fight for our lives being
[1:27:34] exposed and transporting
[1:27:37] dantley explosive chemicals
[1:27:40] around children and around our
[1:27:44] homes, decomposing holders,
[1:27:44] chemical vapors from embalming
[1:27:49] bomb and you now alright lab
[1:27:52] at the now and saddling. And
[1:27:53] I'm sure most of don't know
[1:27:54] what these chemicals eels
[1:27:55] like. I don't need to, but
[1:27:59] they're neighborhood. They're
[1:28:00] back our children. They're
[1:28:01] coming into our bodies and
[1:28:07] into our homes. Elbow and
[1:28:07] packages doing up properties,
[1:28:08] especially of tuberculosis.
[1:28:12] Corbett, 19 hepatitis. This a
[1:28:15] severe inbound mental problem
[1:28:17] in Brentwood and at no time
[1:28:20] should this 300 body more? And
[1:28:22] for him to clap be placed in
[1:28:26] It around people and it 20
[1:28:29] issues in Jacksonville,
[1:28:31] Florida, the largest city in
[1:28:32] the world pass where Mao and
[1:28:35] nobody could stop it. So what
[1:28:37] type of governing body do? We
[1:28:41] We could do bad what we need
[1:28:45] to pay City Council people to
[1:28:45] break allows to bring this
[1:28:49] type of doubt in neighborhood
[1:28:49] around children around our
[1:28:56] homes. So now. Although your
[1:28:58] relatives, friends, business
[1:29:01] call hurts, are you even you
[1:29:02] can enjoy 63 million dollars
[1:29:06] to place our labs in danger,
[1:29:08] particularly doing hurricane
[1:29:12] season. Nobody thought about
[1:29:12] that. Our care is not about
[1:29:16] about. It's about caring. You
[1:29:18] can go on and enjoy your
[1:29:19] laughed as we continue to
[1:29:21] fight for our we need. New
[1:29:24] leadership next election. We
[1:29:26] need people who are going to
[1:29:30] care about all citizens in
[1:29:31] Jacksonville. Wow. We pan due
[1:29:34] to do worst and worse. It our
[1:29:38] deal. Lance felt. And then
[1:29:44] Jamie Travis Leonard.
[1:29:45] >> Good evening. My name is
[1:29:46] Lance felt address on record
[1:29:47] and the business manager for
[1:29:48] sheet metal workers local 4.
[1:29:50] 35 here in Jacksonville and
[1:29:50] the PRESIDENT Other North
[1:29:54] Florida, building trades, come
[1:29:55] to you.
[1:29:55] >> Talk about my favorite
[1:29:57] topic, apprenticeship,
[1:29:58] registered apprenticeship.
[1:30:00] This year's huge for of what a
[1:30:01] North Florida building tries.
[1:30:03] We will be celebrating our
[1:30:05] 75th graduation here
[1:30:06] Jacksonville. We've got to
[1:30:08] wear 120 apprentices
[1:30:11] graduating on MAY 29th 2026.
[1:30:12] Each one of you will be
[1:30:12] invited to that graduation. I
[1:30:17] hope you accept graduation.
[1:30:18] When it comes apprenticeship.
[1:30:19] I just want to throw some
[1:30:19] numbers out here and I know
[1:30:20] couple you councilmembers know
[1:30:23] these numbers, but 41% of
[1:30:24] construction workers are going
[1:30:27] be retired and next 5 years.
[1:30:28] 56% of construction workers
[1:30:30] across United States will be
[1:30:33] reaching retirement age. This
[1:30:36] is the year we should address
[1:30:36] apprenticeship programs and
[1:30:37] apprenticeship language within
[1:30:39] city projects and move
[1:30:40] forward. We're asking to let's
[1:30:43] start the conversation on the
[1:30:44] present registered
[1:30:45] apprenticeship city funded
[1:30:46] projects. And let's let's
[1:30:49] solve this problem. If we
[1:30:50] don't solve this problem, we
[1:30:53] will see more out of town
[1:30:54] license plates here in
[1:30:56] Jacksonville working on a
[1:30:57] project, we will see more
[1:30:58] illegal immigration coming to
[1:30:59] Jacksonville building these
[1:31:00] projects and each one of you
[1:31:00] should care about that. So
[1:31:04] let's let's. Let's get this
[1:31:05] started. The startup a's.
[1:31:06] Let's move Jacksonville
[1:31:08] forward. Thank you.

[1:31:23] City councilmembers. I don't
[1:31:26] like to use my name is Jamie
[1:31:27] Travis Leonard, my addresses
[1:31:29] on file my first time actively
[1:31:30] involved in government was at
[1:31:35] the age of 16 in the year 2007

[1:32:13] consensual sexual
[1:32:15] relationship. Who knew we had
[1:32:16] so many? 23 year-old high
[1:32:18] schoolers. Public education, I
[1:32:23] guess. I was so appalled by
[1:32:24] the statute that when it
[1:32:25] passed, I wrote an article
[1:32:26] about it for my high school
[1:32:27] newspaper. That's right. Paper
[1:32:29] paper, friends.
[1:32:31] >> I bring this up.
[1:32:34] >> That legislation is not new
[1:32:39] harmful legislation is not You
[1:32:40] have an opportunity this
[1:32:41] session to champion
[1:32:41] legislation that provides
[1:32:42] relief to our overburdened
[1:32:45] health care system. You have
[1:32:47] the opportunity to provide
[1:32:48] legislation that addresses the
[1:32:51] lack of affordability in our
[1:32:53] housing market. You have the
[1:32:54] opportunity to champion
[1:32:56] legislation that eliminates
[1:32:57] food scarcity.
[1:32:58] >> You could even champion
[1:32:59] legislation that strengthens
[1:33:00] our public education. So we
[1:33:01] don't have these 23 year-old

[1:33:08] legislation that improves
[1:33:08] accessible transportation as
[1:33:10] some people have asked you to.
[1:33:12] You have all this opportunity,
[1:33:15] don't blow it.

[1:36:11] you for listening. Nick
[1:36:14] Harding, energy for Duval
[1:36:15] Tribune. I'm here to talk to
[1:36:16] you guys about some of the
[1:36:16] boards and commissions in the
[1:36:20] city I went to the truth
[1:36:21] Commission meeting for the
[1:36:23] first time ever. Probably last
[1:36:23] time. It was the most boring
[1:36:26] thing I've ever been to.
[1:36:28] >> But they passed a rule
[1:36:30] basically. I think I'm I'm
[1:36:32] assuming trying punish MISTER
[1:36:33] New near stop him from talking
[1:36:34] because nobody else gets up
[1:36:34] and speaks. Well, basically
[1:36:37] the rule they pass was too.
[1:36:37] Try to force anybody getting
[1:36:40] up to speak to limit their,
[1:36:42] you know what they say too,
[1:36:44] something that's before the
[1:36:46] board. And if not, they have
[1:36:47] to email It was something
[1:36:47] weird like that. And it was
[1:36:48] almost unanimous. There was
[1:36:49] only one, you know, dissenting
[1:36:50] vote. Speaking of dissenting
[1:36:54] votes. All every single board
[1:36:55] and commission throughout this
[1:36:58] city. Every vote is unanimous.
[1:37:02] >> Je a jta j a.
[1:37:05] >> Every single vote is
[1:37:06] unanimous. And jta is the
[1:37:07] obviously the worst offender
[1:37:09] because, you know, brought out
[1:37:10] in a lot of people who are
[1:37:13] going to be punished by stupid
[1:37:15] policy decision. But it goes
[1:37:16] to show that, you know, being
[1:37:18] stupid as bipartisan because
[1:37:20] jta is half appointed by the
[1:37:21] mayor. Half appointed by the
[1:37:25] governor and what do you know?
[1:37:27] Each one of them managed put
[1:37:29] 3. On the board who can't seem
[1:37:30] to like put together a
[1:37:33] coherent thought to dissent
[1:37:34] and say, hey, maybe for want
[1:37:35] to face a budget shortfall
[1:37:38] mean we shouldn't cut the
[1:37:40] services that are serving poor
[1:37:41] people and the disabled it. We
[1:37:43] should cut the stupid van. The
[1:37:45] drives back and forth for like
[1:37:46] 2 miles downtown. It's ending
[1:37:46] up with 100 million dollars
[1:37:49] something like that. So you
[1:37:52] got me to get these boards
[1:37:52] under control. And I say the
[1:37:55] first thing you guys should do
[1:37:56] if you should go out and you
[1:37:58] should remove all 3 mayoral
[1:38:02] appointees from jta and like a
[1:38:04] j bill up to remove all the
[1:38:05] gubernatorial appointees to
[1:38:10] jta. Jta as well. As well. But
[1:38:11] all these people need to go
[1:38:12] because they're stupid and
[1:38:25] they're useless. Like best.
[1:38:26] >> Good evening. Members of
[1:38:27] the council. My name is Blake
[1:38:30] Bass. My addresses on file. I
[1:38:30] stand before you today as a
[1:38:34] member of the true condition.
[1:38:36] I do I did not speak on behalf
[1:38:37] of the commission, but as a
[1:38:40] representative of myself alone
[1:38:41] and to MISTER Harding's point,
[1:38:42] I was the only no vote in
[1:38:44] that. So just knowing. So I'm
[1:38:46] I'm the good guy. A little
[1:38:48] over 3 months ago, I was
[1:38:49] appointed to the true
[1:38:51] condition with a promise that
[1:38:53] i would deliver a report to
[1:38:54] you in 3 months. Time on the
[1:38:55] findings over this last
[1:38:56] quarter. And today I stand
[1:38:59] before you to do just that. 2
[1:39:00] of my top concerns were
[1:39:01] landscaping and mowing and
[1:39:02] parks and rec. 2 city
[1:39:07] essentials. Over this time, I
[1:39:08] had the ability to meet with
[1:39:09] various city departments to
[1:39:11] learn the ins and outs of city
[1:39:13] government. And I was proud to
[1:39:14] see the passion and in our
[1:39:15] city employees a passion to
[1:39:18] make the city a better place.
[1:39:19] At the same time, I also heard
[1:39:22] their concerns. Were there
[1:39:23] while there was funding in
[1:39:24] place to keep these
[1:39:26] departments funded and
[1:39:29] efficient. It was my opinion.
[1:39:30] That it still lacked the
[1:39:30] resources and funding needed
[1:39:33] to be fully effective. At our
[1:39:35] last true commission meeting,
[1:39:38] we discussed jt a's 19 million
[1:39:40] dollar budget shortfall.
[1:39:43] 19 million dollars Council.
[1:39:45] Directly related to the
[1:39:46] funding of the nab, Autonomous
[1:39:48] Vehicle project. How can
[1:39:52] anyone? Justify spending this
[1:39:54] much money on an essential
[1:39:57] non-essential special project.
[1:40:00] When we have ditches medians
[1:40:01] roads and communities, they're
[1:40:02] not asking for a handout. But
[1:40:05] for the services promise to
[1:40:08] them in our city. Charter. As
[1:40:09] young man aspiring to help
[1:40:12] lead this city forward. I fear
[1:40:12] that if we don't address this
[1:40:14] now. We pushed to my
[1:40:19] generation. Thank u next up,
[1:40:28] Jennifer Jones. Jennifer Jones
[1:40:31] by addresses on file. I'm here
[1:40:32] today to talk about schools of
[1:40:35] hope. Schools of Hope is the
[1:40:36] privatization pretending to be
[1:40:40] reform. It distributes public
[1:40:41] moaning, public land and
[1:40:42] public power and give some to
[1:40:46] private charter operators.
[1:40:47] >> All I public schools that
[1:40:48] are communities rely are
[1:40:48] purposely starved for
[1:40:52] resources. When still schools
[1:40:54] struggle. It's not because
[1:40:54] they failed. It's because the
[1:40:55] state is chose not to fund
[1:41:00] them. Instead of investing in
[1:41:01] underfunded school. The state
[1:41:04] uses it as an excuse to say
[1:41:06] fun students, buildings and
[1:41:06] stability away from
[1:41:07] democratically run public
[1:41:10] schools. The system is rigged
[1:41:12] by design. Schools of hope are
[1:41:15] exempt from most educational
[1:41:17] laws. Local oversight,
[1:41:18] staffing standards, zoning
[1:41:21] rules and even property taxes.
[1:41:22] However, public schools are
[1:41:23] expected to carry every
[1:41:25] responsibility. Charter
[1:41:29] operators get to use the free
[1:41:30] use of Duval County school
[1:41:30] buildings and maintenance
[1:41:35] funding. Well, districts lia's
[1:41:36] assets and still carry the
[1:41:38] long-term cost. It is a direct
[1:41:41] transfer of public wealth into
[1:41:42] private hands, education as a
[1:41:45] public. Good, not a commodity.
[1:41:47] I urge everyone to contact
[1:41:48] their representatives and ask
[1:41:48] for schools hope to be
[1:41:53] repealed. Thank you. Next
[1:41:54] steps, Alice, a young Jones
[1:41:55] and then Clarence Long. And
[1:42:00] then that Perez.
[1:42:01] >> Good evening. My name is
[1:42:02] leisha young Jones. My home
[1:42:03] address is 14, 20 Linden
[1:42:05] Avenue in Saint Nicholas. But
[1:42:08] I come before you today as a
[1:42:09] business owner in downtown
[1:42:10] Jacksonville, the Rainbow
[1:42:11] Wedding Chapel and Rainbow
[1:42:14] Notary nuptials network. The
[1:42:14] reason for me coming here
[1:42:17] today and once again, hello
[1:42:18] and happy New Year. It's great
[1:42:19] to see all of you. Wonderful
[1:42:20] people in. Thank you for your
[1:42:24] service to our great city. The
[1:42:25] purpose for me being here
[1:42:26] today is to ask you to take a
[1:42:27] look at the signage.
[1:42:30] Legislation that you have in
[1:42:31] place. Did you know that a
[1:42:34] simple sandwich board is
[1:42:35] illegal? You can't put a
[1:42:37] simple sandwich board outside
[1:42:38] your business or even a
[1:42:39] sandwich board us a meatball.
[1:42:41] Subs are 3.99 today. Sandwich
[1:42:43] board is against Jacksonville
[1:42:48] law. You can't have a sign in
[1:42:51] your window. It's light. Did
[1:42:51] the changes? You know, the
[1:42:55] words I do, fbi background
[1:42:58] checks, fdle level 2 checks,
[1:43:01] notary remote online notary at
[1:43:02] the state. And I have a sign
[1:43:05] that says that they're not
[1:43:06] allowed to have a moving sign
[1:43:08] in your window. You're not
[1:43:09] allowed to have a sign that
[1:43:19] says p so I'm asking you to
[1:43:20] please send me in the
[1:43:23] direction that I need to go to
[1:43:25] to help get this MR. Is my
[1:43:29] council person. But what I'm
[1:43:30] talking about is business for
[1:43:33] all of it. Let all of this
[1:43:34] entire city. And you know,
[1:43:38] when I moved here in 2003.
[1:43:40] From Atlanta, I said, you
[1:43:41] know, Jacksonville kind
[1:43:41] reminds me of Atlanta about 35
[1:43:48] years ago. And now in 2026,
[1:43:49] Jacksonville kind reminds me
[1:43:53] of Atlanta about 50 years ago.
[1:43:54] City is in such a position to
[1:43:56] be great.
[1:43:59] >> We have a port. We have
[1:44:03] rail. We have interstates. We
[1:44:04] have good weather. Most of the
[1:44:07] time and we have a workforce
[1:44:08] that's here with a million
[1:44:12] people in our area. So my
[1:44:13] request is to you is to please
[1:44:16] allow business to be business.
[1:44:17] I know we don't want to see
[1:44:17] downtown Jacksonville look
[1:44:19] like downtown Las Vegas, but
[1:44:21] I'm just asking you as a
[1:44:23] business owner to help me be
[1:44:25] allowed to put out a simple
[1:44:29] sandwich board that says. Home
[1:44:30] of the $100 Express weddings
[1:44:31] right here at the Rainbow
[1:44:34] Wedding Chapel or you know,
[1:44:37] level 2 background checks for
[1:44:38] fingerprinting. So, you know,
[1:44:39] that's my that's my question
[1:44:41] to you is if you can, please
[1:44:41] direct me to how I can be
[1:44:44] helped. Thank you.
[1:44:45] >> Council member Matt
[1:44:46] Carlucci would like to talk to
[1:44:46] in the Green Room. Clarence
[1:44:50] Low. It's clear it's long
[1:44:52] here. What about the net
[1:45:00] Perez? Okay. Well, she's
[1:45:00] coming down to have to speak
[1:45:01] Urquhart who did not wish to
[1:45:05] speak. Debbie Hitchcock
[1:45:06] checked into the disrespect
[1:45:07] shown by council areas to
[1:45:08] Councilmember Day and then
[1:45:11] cart Cary Cooper about the
[1:45:18] George Gray deep here.
[1:45:21] >> My name is known that per
[1:45:24] ends. And I just retired as a
[1:45:24] school nurse from the Duval
[1:45:28] County Public Schools. I am
[1:45:31] very concerned with the crisis
[1:45:33] occurring in Divide County,
[1:45:35] public Schools, school health
[1:45:37] service. I believe this issue
[1:45:41] is not being addressed. I send
[1:45:44] e-mails of my resignation and
[1:45:52] reasons why. To the members to
[1:45:54] the superintendent, the
[1:45:54] school's superintendent
[1:45:57] members of the board chair
[1:46:03] chair CHAIRMAN And Vice
[1:46:03] chairman, I'm innocent. And
[1:46:05] all those members of the
[1:46:06] school administration, which I
[1:46:09] did not receive any response
[1:46:13] from anyone. Just to inform
[1:46:15] you? Director of nursing had
[1:46:18] resigned. I'm nursing
[1:46:22] supervisor, has resigned. And
[1:46:24] many nurses have resigned
[1:46:25] within the last 3 years. You
[1:46:30] can check to see. Their names.
[1:46:32] Nurses are being replaced with
[1:46:33] non-medical people to fill in
[1:46:36] for school nurses with no
[1:46:39] medical background. For
[1:46:42] instance, like a cna or a
[1:46:43] medical assistant to have some
[1:46:48] medical background. I did want
[1:46:54] to say I am very disappointed.
[1:46:56] Disappointed with the of
[1:46:58] involvement and interaction of
[1:47:01] the dcps administration. And
[1:47:02] the school board with the
[1:47:04] school Health services. I
[1:47:06] believe that is one of the
[1:47:09] reasons why our school
[1:47:11] director, I'm not school
[1:47:12] director nursing director,
[1:47:15] retired resigned because she
[1:47:18] was not included in medical
[1:47:18] decisions regarding our
[1:47:25] students. I believe this is a
[1:47:27] very is very did dangerous
[1:47:28] situation and can become a big
[1:47:34] lawsuit. This is why I am
[1:47:36] resigned. I resigned from my
[1:47:38] position. I do not want to
[1:47:40] place my nursing license
[1:47:41] because of inappropriate
[1:47:45] decision making. Ultimately
[1:47:46] it's the national will and up
[1:47:50] being responsible. We nurses
[1:47:52] are held to a different and
[1:47:54] higher standard of working. We
[1:47:58] took an And I will continue to
[1:48:04] follow I worked. Very hard to
[1:48:05] achieve my license. Thank you,
[1:48:07] Okay. Thank you.
[1:48:08] >> And last call for clear

[1:50:46] 0, 8, 9, 1, It's an ordinance
[1:50:48] Orth rising and to execute and
[1:50:50] deliver a 12th Amendment. You
[1:50:53] know, equestrian center. And,
[1:50:58] you know, you know, it's a
[1:50:59] neighborhood's finance, but
[1:51:01] it's not easy or the cpac.
[1:51:03] And, you know, I just wanted
[1:51:05] to, you know, bring this to
[1:51:06] your attention because, you
[1:51:07] know, I was better.
[1:51:08] Jacksonville plan and way back
[1:51:11] then, you know, you know, part
[1:51:12] of the equestrian center had
[1:51:14] to do with raising 5 million
[1:51:15] bucks and it was long time
[1:51:18] ago. But I just wanted to
[1:51:21] mention and just point out,
[1:51:23] you know, a 12th Amendment. So
[1:51:27] thank you for listening.
[1:51:27] >> Thank you, MR. Duty item.

[1:51:34] opposes. I have no more
[1:51:35] speaker cards close the public
[1:51:36] hearing on 2025 to 0, 8, 9,
[1:51:39] one, the previous. And a close
[1:51:41] public hearing on 2025 to 0,
[1:51:43] 8, 9, 2, Thank you. I mean,
[1:51:45] the emergency motion second on
[1:51:46] the emergency vice PRESIDENT,
[1:51:49] how you're recognized. Thank
[1:51:50] you, MR. PRESIDENT chief
[1:51:51] Clements said jso plan to be
[1:51:52] here. And since this went
[1:51:54] through committees unanimously
[1:51:56] 6, 0, 6, 0,
[1:51:57] >> I called him and suggested
[1:51:57] he stay home and have dinner
[1:51:59] with his family. I figure any
[1:52:00] time and over jso can spend
[1:52:01] more time with her family.
[1:52:01] They spent so much time
[1:52:03] protecting our streets in our
[1:52:04] neighborhoods. They should
[1:52:07] spend time with her family. So
[1:52:08] I told him I would explain
[1:52:09] what's happening here. We're
[1:52:09] on the emergency, of course.
[1:52:13] But the whole bill fixes
[1:52:13] schedule be want to have the
[1:52:14] budgets to authorize
[1:52:15] continuation grants. And the
[1:52:16] reason it's an emergency is
[1:52:19] because those grants are
[1:52:19] continuation grants. And if
[1:52:22] there's any disruption, they
[1:52:23] wouldn't get the money they
[1:52:25] need. So being on the
[1:52:25] emergency, it just ensures
[1:52:28] that the continuation remains
[1:52:29] on interrupted. And I fully
[1:52:30] support the emergency in the
[1:52:32] bill. Thank you.
[1:52:33] >> All right. Thank you. We

[2:00:12] file. I live 30 miles from
[2:00:16] this location as and probably
[2:00:16] most people do. If you have
[2:00:16] looked at a map or to any
[2:00:18] research about this ordinance,
[2:00:19] you would see that is
[2:00:21] surrounded by forests and
[2:00:24] wetlands and vegetation. You
[2:00:25] know, if you look on Google
[2:00:26] Maps, you can look right now
[2:00:29] this is.
[2:00:29] >> Atrocious. I guess I would
[2:00:30] say is the word I would like
[2:00:33] to use.
[2:00:34] >> How we are just allowing
[2:00:37] all of this.
[2:00:38] >> Land to be changed from a
[2:00:41] rezoning. And why do we even
[2:00:43] have a 2045 comprehensive plan
[2:00:44] if we just keep changing it
[2:00:45] and amending it? Not really
[2:00:48] sure what the reason is for
[2:00:48] that.
[2:00:51] >> So I just want you all to
[2:00:52] in it.
[2:00:53] >> Maybe after council meeting
[2:00:56] during the week look into this
[2:00:57] property. It is not surrounded
[2:00:59] by anyone. It is all
[2:01:02] vegetation. What is the reason
[2:01:02] to do?
[2:01:05] >> 337 acres.
[2:01:06] >> In that area having it
[2:01:12] rezoned 2 from. Rural
[2:01:14] residential, too low density
[2:01:15] residential. I understand we
[2:01:16] want development. This is not
[2:01:17] the area to do it. This it
[2:01:21] would be. Not only suburban
[2:01:24] sprawl, urban sprawl, you
[2:01:25] know, you're putting this
[2:01:26] development. I don't know if
[2:01:27] you are getting more
[2:01:28] information than we received
[2:01:30] when we look into all these
[2:01:30] ordinances.
[2:01:31] >> When I come to city council
[2:01:34] meetings, I understand it.
[2:01:35] Click on the links. I open all
[2:01:37] the exhibits like, you know,
[2:01:38] I'm not sure if you getting
[2:01:41] extra information, but I don't
[2:01:42] see the point for the purpose
[2:01:43] for this change. And I would
[2:01:47] love to know why we just
[2:01:49] casually go through all of
[2:01:51] these without any discussion.
[2:01:52] I know you guys are busy. I
[2:01:52] understand it's a long night
[2:01:55] and you do one more time to be
[2:01:57] wasted. I guess it's waste to
[2:01:58] you because you just want to
[2:01:59] prove everything. But
[2:02:04] >> you know, it's not right.
[2:02:05] You know, I worry that you
[2:02:05] guys don't care about the
[2:02:08] environment of Jacksonville.
[2:02:10] You know, we again are on and
[2:02:11] off for 90% of Jacksonville
[2:02:13] uses the water from the
[2:02:15] aquifer.
[2:02:16] >> If we continue to destroy
[2:02:16] all the land, that water is
[2:02:19] going to be polluted and we
[2:02:20] are not going to be happy with
[2:02:22] the way that things are going.
[2:02:22] You know, we have a river
[2:02:23] where the city of Rivers are
[2:02:27] reversed, dusting, you know,
[2:02:27] they're reason we have
[2:02:28] education in Florida and
[2:02:30] things like that is to help
[2:02:34] filter the pollution again.
[2:02:36] You know, it's easy for you
[2:02:37] all to approve things without
[2:02:39] a second guessed or second
[2:02:40] thought. But it concerns me
[2:02:42] that we're not even paying
[2:02:43] attention to what we're
[2:02:45] proving because this is
[2:02:46] atrocious. And I think you
[2:02:48] will need to take step back
[2:02:49] and look and actually do some
[2:02:50] research into what you're
[2:02:51] proving. Thank you.
[2:02:56] >> No more speakers.
[2:02:57] >> Alright, public hearings
[2:02:57] close. An additional public
[2:03:00] hearing will be on one 27. 26.

[2:03:21] There is a Floor Amendment
[2:03:21] council PRESIDENT From
[2:03:22] Councilmember Areas. Alright
[2:03:26] Council Marius recognized. I
[2:03:27] think you MR. PRESIDENT. I
[2:03:28] just want to make sure that
[2:03:29] everybody in the sense what's
[2:03:31] happening with amendment. I
[2:03:33] wasn't on committee meeting
[2:03:34] for neighbors and rules Knots
[2:03:35] week, but essentially is bill
[2:03:35] came about because
[2:03:37] >> a local restaurant here in
[2:03:40] town got cited by the health
[2:03:41] department saying, hey, you,
[2:03:44] you have animal in your patio
[2:03:45] and you're not allowed to have
[2:03:46] a pet in the patio, which is
[2:03:47] kind of weird because most
[2:03:48] restaurants allowing animals
[2:03:49] inside the establishments,
[2:03:52] especially on the patio. Now,
[2:03:52] this animal is not a service
[2:03:53] animal. That was just a
[2:03:54] regular pet. And so the
[2:03:56] gentleman said, ok, fine,
[2:03:59] where I get my permit and help
[2:04:00] the promise that, well, you
[2:04:00] got to reach out to the city
[2:04:03] to your permit. He called the
[2:04:04] city and the city said, well,
[2:04:04] we don't give these permits.
[2:04:06] We do have a way to give you a
[2:04:07] permit. So he was kind of the
[2:04:08] conundrum like what I do that
[2:04:11] he's going to get cited again.
[2:04:11] So what we had to do was
[2:04:15] actually create a permit now
[2:04:16] for for all the months
[2:04:17] establishments to be able to
[2:04:20] say, coming up live with
[2:04:21] permit and the fees are
[2:04:22] normally like $25. So what I
[2:04:25] decided to what I worked out
[2:04:25] with the time finalist to say,
[2:04:26] okay, we're not charge anybody
[2:04:27] a fee for these permits
[2:04:28] because this is a permit that
[2:04:30] was really just created just
[2:04:31] to kind of, you know. Suffice
[2:04:34] for the health department. So
[2:04:35] that's taking care of. We have
[2:04:35] a permanent place now show we
[2:04:37] pass this bill but not sweet.
[2:04:40] And the committee meeting. I
[2:04:41] wasn't here and I know that
[2:04:42] Murray, MISTER Had some
[2:04:43] concerns about that. The
[2:04:46] signage and so if anybody has
[2:04:46] a business or any kind
[2:04:47] whatever weather is, a
[2:04:50] restaurant or whatever you
[2:04:51] want to be sure that the
[2:04:52] business, especially nowadays
[2:04:53] with Instagram and social
[2:04:54] media to the aesthetic Snook
[2:04:56] spacing, one people walking in
[2:04:58] and to have a sign like this.
[2:04:59] That's on this picture. The
[2:05:00] size of this paper at your
[2:05:04] front door. All right. So I
[2:05:06] understand This is mainly to
[2:05:08] protect people. In case
[2:05:09] they're legit to dogs or
[2:05:09] they're scared of animals
[2:05:13] where the cases because this
[2:05:13] bill is literally only for
[2:05:15] outdoor patios of his foot
[2:05:17] establishments. I made a for
[2:05:18] amendment and I would hope you
[2:05:21] have supported the says. That
[2:05:22] we will no longer have. We
[2:05:23] will not put the signs at the
[2:05:24] front door of the restaurant.
[2:05:25] However, when you walk into
[2:05:28] the patio, the restaurant this
[2:05:29] time will be at the patio. So
[2:05:30] people will still be able to
[2:05:31] be notified that there could
[2:05:34] be a potential animal at that
[2:05:36] patio. So that's all this is a
[2:05:39] pretty for amendment. I said
[2:05:40] it's just because if you guys
[2:05:41] and supported, we will have
[2:05:41] one of the front door and also
[2:05:42] on the patio door. So it's
[2:05:44] kind of like we've done done
[2:05:45] so let's just remove the one
[2:05:45] from the front door to keep
[2:05:47] the aesthetics of the
[2:05:49] restaurant. And that's it. So
[2:05:50] I mean, that is in here.
[2:05:51] Johnson, thank you. All right.
[2:05:56] Thank you, Doctor Salem. We
[2:05:57] have a motion and a second
[2:06:00] doctor. Salem recognized.
[2:06:01] Thank you, MR. PRESIDENT, I
[2:06:04] just want to clarify a point.
[2:06:09] >> The issue that I had with.
[2:06:10] With with this bill was that
[2:06:11] if I'm on a patio eating with
[2:06:15] my grandkids. I want to know
[2:06:17] before go out on that patio,
[2:06:18] that dogs are potentially
[2:06:23] going to be out there. I have
[2:06:24] no issue of taking it off the
[2:06:25] front door. I think that's a
[2:06:26] reasonable thing. But that's
[2:06:30] the issue from a and I want to
[2:06:32] make sure that this sign is on
[2:06:34] every entrance to the patio.
[2:06:35] Is that is that? Is that
[2:06:44] correct?
[2:06:45] >> To Councilmember Salem, I
[2:06:46] apologize. Can you ask me the
[2:06:48] question again on the state?
[2:06:49] It's just sign on every
[2:06:52] entrance to the patio.
[2:06:53] >> Yeah, through the PRESIDENT
[2:06:55] To Councilmember Salem. So
[2:06:56] yes, the Arias for amendment
[2:06:58] is essentially the same as the
[2:06:59] Rules Committee amendment.
[2:07:00] With the exception of it,
[2:07:01] removes the language that
[2:07:03] would have also required the
[2:07:04] signs that are depicted there
[2:07:05] to be at the entrance to the
[2:07:07] establishment.
[2:07:08] >> But it still retains the
[2:07:09] language that requires that at
[2:07:12] each entrance to the patio
[2:07:14] that assign be posted and is
[2:07:15] not as look at this, the sign
[2:07:17] can be horizontal or vertical
[2:07:18] and there's a depiction
[2:07:20] of each variation in the code
[2:07:20] for use of reference for
[2:07:23] individuals who would want to
[2:07:24] know. Tom Fine with that. Just
[2:07:27] to make the council aware as
[2:07:28] well on in the code, the
[2:07:29] circle in the checkmark around
[2:07:30] the dog will be depicted in
[2:07:31] green. It's just a black and
[2:07:34] white copy on your amendment.
[2:07:35] I would urge with that
[2:07:36] clarification vote for the
[2:07:40] amendment.
[2:07:42] >> Right. No other speakers in
[2:07:43] the queue all in favor of the
[2:07:44] amendment signify by saying
[2:07:47] Aye, aye, any opposed say nay.
[2:07:48] The carries. I moved the bill
[2:07:52] as amended. Got a motion and
[2:07:53] second on the bill as amended
[2:07:53] known in the Queue. About
[2:08:08] record about.
[2:08:11] >> 18 yeas, 0 nays.
[2:08:12] >> I actually approved 2025 0,
[2:08:15] 8, 6, 6 as amended.
[2:08:16] >> They said Twenty-twenty
[2:08:17] Pfizer, a 6, 9, council
[2:08:18] PRESIDENT As we have multiple
[2:08:22] floor amendments on this bill.
[2:08:23] >> Already. So before we move
[2:08:24] that bill there, anyone in the
[2:08:27] queue with floor amendments.
[2:08:27] COUNCILWOMAN Clark, Mary
[2:08:35] recognized.
[2:08:41] >> Thank Present Carrico. As
[2:08:43] you can't imagine this
[2:08:45] particular bill. I think it
[2:08:46] has. It's being presented in
[2:08:49] very good faith and I can
[2:08:52] understand the impetus for it.
[2:08:55] However, I do. Want look at
[2:08:58] both sides of it. And I think
[2:09:01] some of the issues can tell
[2:09:02] you some of the things that
[2:09:03] people said to me in regards
[2:09:04] to the last installation was
[2:09:05] that they didn't know when it
[2:09:08] was going to occur. And that
[2:09:10] they actually came down
[2:09:12] downtown for it. And they were
[2:09:13] like, where's it going to
[2:09:17] occur? In addition to that,
[2:09:18] they when they found out about
[2:09:22] it. Was out, there would end
[2:09:23] that. They said, that's way
[2:09:24] too far. Wasn't always
[2:09:26] downtown. And I couldn't
[2:09:28] answer that question. In
[2:09:30] addition to that, they des
[2:09:31] they the these are people who
[2:09:36] love the city. They typically
[2:09:37] attend in and talking about
[2:09:40] seniors as well. So with that
[2:09:41] being said, and some of the
[2:09:42] other issues is speaking with
[2:09:44] the public comments that were
[2:09:48] made earlier.
[2:09:52] >> The s the the aspect of
[2:09:54] public access. So
[2:09:59] >> being able to attend the
[2:09:59] installation. That's what they
[2:10:00] really really want. In
[2:10:01] addition to the funding
[2:10:03] aspect. But with this
[2:10:04] particular flu amendment, what
[2:10:07] I'm asking is that. Is the
[2:10:10] other part of it. I can
[2:10:12] understand the the pride. And
[2:10:16] the the late Mont, the joy
[2:10:19] that goes along with being.
[2:10:22] Selected, voted as PRESIDENT
[2:10:23] And vice PRESIDENT Of City
[2:10:26] Council. I can understand
[2:10:29] that. So with that being said,
[2:10:30] I am proposing that we strike
[2:10:34] certain aspects from this
[2:10:36] particular bill and those
[2:10:38] aspects being event related
[2:10:39] there, too. And you should
[2:10:41] have lots women in front of
[2:10:42] you. So the at the idea is
[2:10:47] that those events that occur.
[2:10:49] I'd be on the installation
[2:10:50] process. There's the idea that
[2:10:51] it's being paid for by the
[2:10:55] public. It is not funded with
[2:10:57] public dollars. There's a
[2:10:58] portion of it that funded with
[2:10:59] public dollars. And that is
[2:11:00] typically the installation.
[2:11:04] Now there are cases where the
[2:11:06] portion where you have food
[2:11:06] you have drinks, you know,
[2:11:08] that type of thing is held in
[2:11:14] the same space. However, food
[2:11:15] drinks, decorations and other
[2:11:16] aspects are not paid for with
[2:11:18] city funds. They're paid by
[2:11:21] donors. And so because of that
[2:11:24] reason, I'm asking too strike
[2:11:24] that particular language from
[2:11:28] the bill. Because that aspect
[2:11:31] is not being paid for by
[2:11:32] public funds. And that's
[2:11:34] another concern that
[2:11:37] constituents and the city has.
[2:11:38] And so that's Muslim. And I
[2:11:44] will take questions.
[2:11:46] >> All right. We have a motion
[2:11:46] and second on the Floor past
[2:11:54] present Carlucci. I through
[2:11:57] chair. I think understand. But
[2:12:00] the floor amendment is. As
[2:12:03] long as the event is held in a
[2:12:06] public city space. If your
[2:12:12] amendment keeps. After the
[2:12:13] installation in a city public
[2:12:18] own building. If you're only
[2:12:19] talking about, I'm not a
[2:12:22] question of you talk about the
[2:12:24] cost, but I tend of what I'm
[2:12:25] doing. Really. I didn't touch
[2:12:27] some eye. Wasn't the intent of
[2:12:30] the cost. Although I think the
[2:12:33] costs on this was a little
[2:12:34] more than generally is on pup
[2:12:36] on the public buildings. But I
[2:12:37] just want the entire thing to
[2:12:41] be held. In a public city own.
[2:12:45] Facility. In years. Keep it in
[2:12:48] a city-owned facility. And
[2:12:50] then if you could expand a
[2:12:51] little more so I can get a
[2:12:53] little more clarity on which
[2:12:55] are amendment us. Absolutely.
[2:12:58] The PRESIDENT Too.
[2:12:59] >> Past PRESIDENT Matt
[2:13:02] Carlucci.
[2:13:04] >> Yes. So what this does is
[2:13:06] focusing actually separating
[2:13:08] the installation from the
[2:13:08] related events.
[2:13:10] >> Once again, if you look at
[2:13:11] the bill and the current
[2:13:13] ordinance, this is like event,
[2:13:13] 60 days before the
[2:13:14] installation. And then 60 days
[2:13:19] after so the vetted. In my
[2:13:22] mind is where you go in It's
[2:13:23] basically you celebrate its
[2:13:26] not the actual process of
[2:13:27] being installed as PRESIDENT
[2:13:29] Or vice PRESIDENT. It's it. It
[2:13:30] is where you yes, you
[2:13:31] celebrate. You have fun with
[2:13:32] your family. You have fun with
[2:13:34] friends. That type of thing.
[2:13:36] So I'm I am distinguishing the
[2:13:39] 2 because the that aspect once
[2:13:41] again, spoken with
[2:13:42] representatives from
[2:13:43] legislative services, the
[2:13:46] food, the drinks, that type of
[2:13:46] thing. It's paved. The donor
[2:13:47] dollars not with public does
[2:13:52] so. I'm distinguishing the 2.
[2:13:52] >> Case. You just talk about
[2:13:53] 80 present. Okay. Bye. Yeah.
[2:13:56] Yeah. Floor. So any event, 60
[2:13:58] days before afterwards, these
[2:13:59] will make sure they're paid
[2:14:06] for with private dollars. To
[2:14:07] the to the PRESIDENT To
[2:14:07] Councilmember Matt Carlucci
[2:14:12] guests are okay. I'm fine with
[2:14:13] that. And I do have that Plus
[2:14:14] in the queue. So I let her
[2:14:16] expound a little bit.
[2:14:18] >> Thank you. I just wanted to
[2:14:20] offer some opportunity for
[2:14:21] clarification. If that's ok
[2:14:21] with you, Councilmember Clark
[2:14:22] Murray. So through the
[2:14:24] PRESIDENT To Councilmember
[2:14:25] Carlucci. So Councilmember
[2:14:27] Clark, Murray's amendment is
[2:14:28] removing any language from the
[2:14:29] bill that speaks to the
[2:14:31] related events. So if the
[2:14:32] amendment is approved, that
[2:14:33] means the installation
[2:14:36] ceremony itself. The taking of
[2:14:40] the oath of office that the
[2:14:40] address by the PRESIDENT, the
[2:14:41] vice PRESIDENT With respect to
[2:14:43] goals and objectives for the
[2:14:44] ensuing year, we'd all occur
[2:14:47] in a city facility open to the
[2:14:49] public. That is the official
[2:14:49] business that occurs of the
[2:14:51] council at that portion of the
[2:14:52] event. If there is a party to
[2:14:55] be had af 2 words to celebrate
[2:14:59] the installation. Based on
[2:15:00] this amendment that would no
[2:15:01] longer be required to be open
[2:15:03] to the public are held in a
[2:15:04] city facility. That part is
[2:15:06] being removed from the bill to
[2:15:10] allow the incoming leadership
[2:15:12] record and I believe confirm
[2:15:13] Councilmember Clark Murray's
[2:15:13] perspective. She explained she
[2:15:14] recognizes that they have to
[2:15:16] do their own fundraising or
[2:15:17] don't receive donors for
[2:15:18] those. And she did not want to
[2:15:20] require the same obligations
[2:15:24] on that. Party event that
[2:15:25] would be required on the
[2:15:27] installation, which the
[2:15:28] installation is also required
[2:15:29] to be held in the sunshine as
[2:15:29] well. So it's noticed an open
[2:15:33] to the public as required
[2:15:33] under the Sunshine law,
[2:15:35] irrespective of the
[2:15:36] legislation.
[2:15:36] >> Okay. We'll not my whole
[2:15:40] intent to the PRESIDENT Too.
[2:15:41] My friend Councilmember Clark,
[2:15:53] murder. I get back. Repeat it.
[2:15:57] This PRESIDENT. My whole
[2:15:57] regard for the whole intent
[2:15:59] for the 60 day before in the
[2:16:04] 60's afters. The event was if
[2:16:05] whoever was PRESIDENT Wanted
[2:16:09] to have a party or some type
[2:16:12] of ceremony. Whatever. Before
[2:16:16] the installation. And wanted
[2:16:16] to have it. I wanted to be in
[2:16:19] public. Its city-owned
[2:16:20] facility, not in some kind of
[2:16:26] a private. Private facility.
[2:16:26] In other words, anything has
[2:16:28] to do with the installation.
[2:16:31] The celebration, a party, even
[2:16:33] it the installation was a part
[2:16:35] of it. I wanted to be held in
[2:16:38] a public facility or the
[2:16:41] public was welcomed to attend.
[2:16:41] So that's why I want to leave
[2:16:47] it in there. If it means
[2:16:47] paying for with private money
[2:16:56] from fine with me. So the
[2:16:57] amendment has been moved and
[2:16:58] second and we have a q. So you
[2:17:00] had explanation from the
[2:17:00] attorney now we're going to go
[2:17:01] to the members on the to
[2:17:03] Councilmember You're
[2:17:03] recognized.
[2:17:07] >> Thank you, MR. PRESIDENT.
[2:17:07] My question to focus. I think
[2:17:08] you MAY have answered, but
[2:17:09] just so I'm clear again,
[2:17:09] that's only went to one
[2:17:13] committee. So the bill as it
[2:17:13] stands, where you put your
[2:17:15] hand on the Bible, take the
[2:17:16] oath. Everyone's watching you
[2:17:18] give your speech is talk about
[2:17:19] your priorities, that and any
[2:17:21] related reception would have
[2:17:21] to be in a public facility as
[2:17:24] the bill stands now, this
[2:17:25] amendment means okay. We have
[2:17:28] the official in the Sunshine
[2:17:29] installation ceremony. But if
[2:17:30] there is a privately funded
[2:17:32] reception that can take place
[2:17:33] outside of a public facility,
[2:17:34] correct.
[2:17:37] >> MR. PRESIDENT Mike gets cut
[2:17:38] PRESIDENT Councilmember Lan
[2:17:38] and that is correct. Thank
[2:17:42] you. All right. So only
[2:17:42] amendment Councilmember
[2:17:47] Diamond, you're recognized.
[2:17:48] Thank you, MR. PRESIDENT Mary,
[2:17:49] just to help me understand
[2:17:54] this. If we have a swearing in
[2:17:55] irate a unos. Nick is probably
[2:17:55] America's present. Raises
[2:17:56] hand. He does it right here.
[2:17:57] Let's just assume anyone. 7
[2:18:00] party cross the street.
[2:18:02] There's no way under the First
[2:18:03] Amendment. The United States
[2:18:04] Constitution, our freedom to
[2:18:05] assemble that someone can tell
[2:18:07] me he can't go do that. In
[2:18:11] what universe is that allowed?
[2:18:13] Theresa PRESIDENT To
[2:18:14] Councilmember Diamond in the
[2:18:15] universe where you include a
[2:18:17] provision in your code that
[2:18:17] requires it. It can't. But
[2:18:21] through the chair, you can not
[2:18:22] who I love Jacksonville. I
[2:18:24] love the city council that we
[2:18:26] cannot Trump our freedom to
[2:18:27] assemble as protecting the
[2:18:27] First Amendment. That correct?
[2:18:29] Through the council? PRESIDENT
[2:18:30] Councilmember Diamond, you're
[2:18:31] not restricting the ability to
[2:18:34] assemble. You're addressing
[2:18:34] the location of where it can
[2:18:36] be and who would be allowed to
[2:18:40] attend with respect to this
[2:18:41] legislation through the chair
[2:18:44] to marry. I think that's I
[2:18:45] disagree with that analysis. I
[2:18:47] look, I think this whole this
[2:18:48] whole bill is just as sour
[2:18:50] grapes like useless piece of
[2:18:51] argument. But put that aside
[2:18:52] on that. But no, because I
[2:18:53] think is just silliness and
[2:18:54] only spent hours and hours and
[2:18:55] hours doing stuff like this.
[2:18:55] We've got people who are
[2:18:57] disabled can't get to work
[2:18:58] that literally we're doing
[2:18:59] this. We're gonna spend more
[2:19:00] time on this that we are.
[2:19:01] People can't get to work or
[2:19:05] school who are disabled. That
[2:19:06] just drives me crazy. This is
[2:19:07] just outrage. Legislation,
[2:19:10] tired of it. But I don't think
[2:19:12] it's legal. United States
[2:19:13] Constitution to tell whoever
[2:19:14] next council PRESIDENT Is
[2:19:16] where they can have their
[2:19:16] party. It's privately funded.
[2:19:18] I just don't think you can
[2:19:20] okay to all but for this
[2:19:21] amendment. Great thing. I
[2:19:22] totally with you. But these
[2:19:23] ridiculous. Also I will
[2:19:25] support legislation defund is
[2:19:25] all these things of taxpayer
[2:19:26] dollars, which I think good
[2:19:29] thing. All right. Next, we had
[2:19:34] a vice PRESIDENT, Howland.
[2:19:35] Thank you, MR. PRESIDENT case
[2:19:35] anyone wants to hear what I
[2:19:37] have think about this would
[2:19:40] have to say about it. I
[2:19:41] support your amendment.
[2:19:42] COUNCILWOMAN Clark, Mary, I
[2:19:43] think it's a logical but I
[2:19:45] probably will not support the
[2:19:47] bill because well as well
[2:19:48] intentional. I find it
[2:19:49] restrictive, particularly on
[2:19:50] the district COUNCILMAN Who
[2:19:52] MAY choose to have a swearing
[2:19:53] in one day if they're chosen
[2:19:57] as PRESIDENT In their district
[2:19:58] maybe they can't think if
[2:20:00] there's a beaches persons MAY
[2:20:00] Council PRESIDENT. I think
[2:20:01] there's only one or 2
[2:20:02] locations that are actually
[2:20:02] owned by the city under this
[2:20:04] code. And that would be at the
[2:20:04] Neptune Beach Library or
[2:20:06] something like that. And maybe
[2:20:07] they want to do there. Maybe
[2:20:09] they wouldn't. But I think
[2:20:11] it's overly restrictive,
[2:20:12] particularly when you can
[2:20:13] achieve the same thing just by
[2:20:16] asking the question of the
[2:20:17] candidate for running for
[2:20:18] PRESIDENT City Council a
[2:20:21] night. I don't you know if
[2:20:21] I'll ever be elected. So but
[2:20:23] if so, why probably do my
[2:20:26] insulation right here? So
[2:20:27] that's kind of how I look at
[2:20:29] it. Why restricted on people
[2:20:30] when you can just ask them
[2:20:31] what they would do? Thanks.
[2:20:32] Alright. Councilmember
[2:20:38] Johnson. Thank you, MR.
[2:20:39] PRESIDENT want to start with a
[2:20:40] question or 2 as the 5 pulas I
[2:20:41] vote for you, by the way,
[2:20:42] through the chair mystified.
[2:20:43] Plus what a great answer.
[2:20:46] >> And this universe, my
[2:20:48] question for you, though, is
[2:20:50] if a candidate for council
[2:20:51] PRESIDENT Wanted to have their
[2:20:56] installation. And let's it's
[2:20:57] not technically a city venue,
[2:20:59] but like an outdoor venue like
[2:21:04] a lawn. Would this restrict
[2:21:05] that from happening? Could you
[2:21:09] answer that for me? Please.
[2:21:10] >> through the PRESIDENT To
[2:21:11] Councilmember Johnson so long
[2:21:16] as well. This does this as
[2:21:19] facility exactly. Arguably a
[2:21:21] lawn long as it's accessible
[2:21:23] to the public ada compliant
[2:21:25] allows for media presence and
[2:21:25] live streaming. I'm not sure
[2:21:27] that this bill would really
[2:21:28] address that scenario with the
[2:21:30] language that's been proposed.
[2:21:32] I would not read it. I would
[2:21:33] not want to read it. So
[2:21:34] strictly to suggest that it
[2:21:37] would have to be a city or
[2:21:39] constitutional officer or
[2:21:41] independent agency lawn, so to
[2:21:42] speak. But you MAY also
[2:21:44] addressed that question to the
[2:21:45] introduce or of the bill to
[2:21:45] make sure that that would be
[2:21:48] in keeping with his intent as
[2:21:49] well.
[2:21:51] >> I will through PRESIDENT To
[2:21:52] COUNCILMAN Carlucci because I
[2:21:53] honestly I will tell you, in
[2:21:55] looking at this legislation, I
[2:21:57] kind of agree with the vice
[2:21:58] PRESIDENT. I do think I just
[2:22:02] don't see the necessity of it.
[2:22:03] >> Or the need for it. But the
[2:22:05] way this bill as written and I
[2:22:05] am a student of the law
[2:22:07] learning and the way the midst
[2:22:08] plus explains it. And the way
[2:22:11] I read it based on this, we
[2:22:12] would not be able to have an
[2:22:17] installation on a green area
[2:22:18] is that a problem for the way
[2:22:18] you put it together?
[2:22:19] Councilmember coach Matt
[2:22:22] Carlucci.
[2:22:22] >> Well, I never thought about
[2:22:24] having and insulation. 95
[2:22:29] degree weather the summer on a
[2:22:31] green lawn. But just let me
[2:22:31] being a little facetious
[2:22:33] there. I hope you can laugh a
[2:22:37] little bit at that. And I
[2:22:38] would object to it being on
[2:22:43] the green lawn of a city own
[2:22:44] property. It looked that this
[2:22:44] is what I'm trying to
[2:22:46] accomplish here. If it's on
[2:22:48] the green lawn in front of
[2:22:50] forming arts center. If so,
[2:22:52] the green lawn to the
[2:22:54] riverfront parks. I just
[2:23:00] think. That this office, these
[2:23:05] offices belongs not to. The
[2:23:06] person fixing to take the
[2:23:08] office. It belongs to the
[2:23:10] people and it should be held
[2:23:13] and public. Or a public
[2:23:15] facility. If you want to amend
[2:23:17] it to include crane space as
[2:23:19] long as it can be. Ada
[2:23:24] compliant. And it can meet the
[2:23:25] streaming in all the other
[2:23:25] things that are required of
[2:23:30] building. That's fine. Okay.
[2:23:31] Thought I thank you,
[2:23:32] councilmember if appreciate
[2:23:32] the clarification, I just want
[2:23:34] to say PRESIDENT.
[2:23:35] >> As it stands now, I think
[2:23:39] it's pretty unfair for to 20
[2:23:39] more seconds. The bill sponsor
[2:23:43] happy really tight out take.
[2:23:44] Just don't think it's fair to
[2:23:45] be hamstrung as to where it
[2:23:46] could be. I believe that as
[2:23:49] long as it's accessible. Every
[2:23:50] time I've been coming to these
[2:23:52] installations since I was a
[2:23:53] young child and they've always
[2:23:55] been in places, not always
[2:23:57] owned by the city, but they've
[2:23:58] always been in places. And as
[2:23:59] we know with the sunshine,
[2:24:00] they must be accessible side.
[2:24:01] Don't see the need for this
[2:24:03] legislation. I hope that we
[2:24:04] can amend it because if we
[2:24:06] choose to have an outsider
[2:24:07] somewhere else, council
[2:24:09] members who are elected into
[2:24:11] leadership as Councilmember
[2:24:12] Clark Murray said as part of
[2:24:13] the celebration should not be
[2:24:15] hamstrung. Thank you, MR.
[2:24:16] PRESIDENT and Johnson. And
[2:24:17] we're still going the cutest
[2:24:18] reminder on the amendment.
[2:24:19] Still, Ron, clerk, Mary
[2:24:25] Amendment next is Dr Sale.
[2:24:26] >> Thank you, MR. PRESIDENT I
[2:24:28] was in rules and participate
[2:24:30] in this debate. And I voted
[2:24:34] for this bill. And I have
[2:24:35] since come to the conclusion
[2:24:37] that was a mistake.
[2:24:42] >> I made the argument. In
[2:24:43] rules that day that I was part
[2:24:44] of an installation where I had
[2:24:47] to have it at the performing
[2:24:51] Arts center because of the all
[2:24:53] the new council members in the
[2:24:53] constitutional officers. They
[2:24:55] had to participate. I had no
[2:24:57] choice and I had to raise
[2:24:57] money for that party for all
[2:25:02] those people. I mention then
[2:25:03] and I still believe it today
[2:25:04] that I would have loved to
[2:25:06] have had that have been in the
[2:25:06] remote club. The club that I
[2:25:09] grew up in as a child. What an
[2:25:10] event that would have the
[2:25:13] added. We have sense my
[2:25:15] installation spent several
[2:25:16] $100,000 to renovate it. And I
[2:25:17] think it would be very
[2:25:21] appropriate. Particularly now
[2:25:22] that have that And I heard
[2:25:23] from some of my relatives in
[2:25:25] cousin's son said. Why not
[2:25:28] have it here? It's in
[2:25:29] COUNCILMAN Care Coast
[2:25:30] District. Interestingly, and I
[2:25:32] think it's a wonderful venue
[2:25:34] now, I don't think. That's
[2:25:38] going to happen all the time.
[2:25:39] I think it'll be a rare
[2:25:43] occasion. I there MAY be a
[2:25:45] unique circumstance could be
[2:25:46] an ethnic reason or could be a
[2:25:46] council district reason where
[2:25:49] they want to have that
[2:25:51] installation outside of the
[2:25:53] core area and a particular
[2:25:54] venue. And I think we should
[2:25:56] support that. I don't think
[2:25:58] it'll happen. I think former
[2:26:00] PRESIDENT White mentioned it
[2:26:02] probably won't happen very
[2:26:04] often. But I want to reserve
[2:26:05] the right for someone to do
[2:26:08] that. So I will be voting
[2:26:10] against the bill, but I will
[2:26:11] support the Clark Murray
[2:26:13] Amendment because it makes
[2:26:14] least a little bit better.
[2:26:16] Then the bill itself, which I
[2:26:19] think is way too. I've come to
[2:26:20] the conclusion. It's way too
[2:26:23] restrictive. Thank you, MR.
[2:26:24] PRESIDENT.
[2:26:25] >> All right. Thank PRESIDENT
[2:26:26] Salem. And then for the second
[2:26:26] time we have passed PRESIDENT
[2:26:33] Privilege. Well, in that case.
[2:26:38] I don't often not support my
[2:26:39] friend council member Clark
[2:26:40] Murray's. But I'm not going
[2:26:43] support it. And the reason
[2:26:44] local supported is the bill
[2:26:47] speaks for itself. These
[2:26:48] offices belong to the people.
[2:26:53] And they should be. And city
[2:26:56] spaces. And city facilities
[2:27:00] that are owned by the public.
[2:27:01] And I think they should be
[2:27:02] held to centrally located as
[2:27:04] possible. So people know where
[2:27:05] they're at and they're
[2:27:10] comfortable there. I heard my
[2:27:11] friend Council America talk
[2:27:12] about the PRESIDENT, the
[2:27:15] governor. Their dog year aged.
[2:27:18] In public state. Federal
[2:27:20] buildings. We should do the
[2:27:23] same thing here. I'm a
[2:27:28] traditionalist. Perhaps there
[2:27:31] has been swearing in
[2:27:32] insulation at a private
[2:27:34] facility other than the last
[2:27:35] one. And I'm not picking on
[2:27:36] the last one. People think I
[2:27:41] am, but I'm not. I just happen
[2:27:41] to care about our consolidated
[2:27:43] government and what it means.
[2:27:47] And it was it was meant to
[2:27:50] mean something to the people.
[2:27:53] And when you hold it outside.
[2:27:55] A public facility like we have
[2:27:55] traditionally for 50 some odd
[2:28:00] years. I want to just kind of
[2:28:00] goes against what I think the
[2:28:03] intent in the spirit. Of what
[2:28:07] we're supposed to be about. I
[2:28:08] had my way and I say we all
[2:28:10] just haven't done here. And
[2:28:14] then if we want to go to the
[2:28:14] library, so elect we do with
[2:28:15] counsel present whites. That
[2:28:20] was ideal. Holding out
[2:28:21] somewhere where people don't
[2:28:23] really know how to get there.
[2:28:24] And somebody people to come to
[2:28:28] these events. They're people
[2:28:29] that are used to coming for
[2:28:32] years. And now they got to go
[2:28:33] somewhere where they don't
[2:28:38] know what's going to be.
[2:28:40] Conscious. But I know where my
[2:28:40] conscious takes me. And I
[2:28:41] think this is a good
[2:28:42] government playing government
[2:28:46] Bill. But thank you. Actions
[2:28:47] Scarlet jacket was in queue
[2:28:47] all in favor of the clerk.
[2:28:48] Mary Amendment. Raise your
[2:28:57] hand.
[2:29:01] >> Passes.
[2:29:02] >> Next, we have another
[2:29:05] floor. Members aren't. You're
[2:29:05] not in Cuba? I think it's
[2:29:06] yours. COUNCILWOMAN Clark
[2:29:07] Mayor, you're recognized.
[2:29:10] >> You are correct. Thank you.
[2:29:15] So you are receiving aid. And
[2:29:16] additional floor amendment. So
[2:29:17] in the bill, there is a waiver
[2:29:21] section. Let me explain the
[2:29:24] waiver section. So the waiver
[2:29:25] section that's currently in
[2:29:25] the bill, not a floor
[2:29:26] amendment currently in the
[2:29:29] bill says that. If you want to
[2:29:33] hold the installation. At a
[2:29:37] private. Location, then you
[2:29:38] can apply. You need to apply
[2:29:42] for a waiver. And you can do
[2:29:43] so. Then their parameters upon
[2:29:46] that waiver. So the floor
[2:29:47] amendment that you have before
[2:29:49] you basically says it. Okay,
[2:29:52] you want to have the event is
[2:29:55] delay shun at a private place.
[2:29:58] Then. Seeing that the
[2:30:00] installation is a public
[2:30:03] event. You must notify the
[2:30:08] public in 2 ways week before
[2:30:12] U.S. Notice it in a written
[2:30:13] medium meeting, a newspaper,
[2:30:16] example, a daily record. And
[2:30:19] you must notify at least 2
[2:30:22] visual mediums, meaning
[2:30:23] television, the time location
[2:30:25] of the event. And so that is
[2:30:30] my. Floor amendment to the.
[2:30:33] Bill presented by council
[2:30:35] member Matt Carlucci in
[2:30:36] regards to this. And I will
[2:30:37] take any questions at this
[2:30:40] time. All right. Thank you.
[2:30:41] Councilmember Diamond on the
[2:30:42] amendment.
[2:30:46] >> We do have a second through
[2:30:48] the chair, Mary. So since we
[2:30:50] just amended this thing to
[2:30:50] essentially just say, all
[2:30:51] we're talking about is like
[2:30:52] raising the hand and swearing
[2:30:53] in.
[2:30:55] >> That's all the bill counts
[2:30:57] for now. And if this gets in
[2:30:59] there, it's not for the
[2:31:01] party's. It's just for the
[2:31:01] raising the hand. Is that fair
[2:31:05] reading now? What this floor
[2:31:06] amendment would do to the
[2:31:08] waiver section through the
[2:31:08] PRESIDENT To Councilmember
[2:31:10] Diamond. Yes, since the First
[2:31:11] Amendment passed really this
[2:31:11] language, what would be left
[2:31:13] in the bill?
[2:31:14] >> That the waiver would apply
[2:31:15] to would be to the
[2:31:15] installation itself. Only
[2:31:17] thanks. All right. Thank you.
[2:31:23] Councilmember thank you, MR.
[2:31:24] PRESIDENT said my
[2:31:25] understanding that the waiver
[2:31:26] can only be done if if the
[2:31:27] public.
[2:31:27] >> Space isn't available,
[2:31:31] correct. So this is still.
[2:31:32] This is still lighting without
[2:31:35] to the to the. Amendment
[2:31:35] Amendment. You have missed
[2:31:39] partner. Through the PRESIDENT
[2:31:42] To Councilmember Blue. So.
[2:31:43] >> So what this does that
[2:31:44] there's a section in the
[2:31:46] current legislation that's is
[2:31:48] that okay? Let's say, for
[2:31:49] example, you want to hold the
[2:31:49] lead the installation
[2:31:51] somewhere other than a public
[2:31:52] building, then you can. But
[2:31:55] you must apply for a waiver.
[2:31:57] And so what this summit, what
[2:31:59] this floor amendment does I'm
[2:31:59] simply saying that, ok, you
[2:32:01] can do that if you if you
[2:32:05] decide but you must once
[2:32:06] again, the issue is that the
[2:32:08] public needs to know it's done
[2:32:13] because of The Sunshine laws
[2:32:14] and one way, but that way is
[2:32:16] not notice to the entire
[2:32:17] public. Most people don't have
[2:32:18] access to that particular way.
[2:32:21] So this way, the public does
[2:32:22] know about because the
[2:32:24] insulation itself is a public
[2:32:26] event. So you must once again
[2:32:28] notify at least one print
[2:32:32] medium and to visual mediums.
[2:32:33] >> The however the waiver
[2:32:34] still needs to have two-thirds
[2:32:35] vote and something to be
[2:32:38] accompanied with justification
[2:32:38] as to why pull up. So it is
[2:32:42] not available right yes, that
[2:32:44] is a question for the
[2:32:45] introduce make sure. All
[2:32:46] right. I'm fine with it that
[2:32:46] way, if that's what it is. But
[2:32:49] of the bill. But it would only
[2:32:50] be if you cannot use a public
[2:32:52] facility going to speak to
[2:32:54] bill later on. But I this is
[2:32:56] all so much for something that
[2:32:56] was a really good bill. And I
[2:32:57] don't know why we're getting
[2:33:00] it this way. All right. On the
[2:33:05] And then Ducks, Salem.
[2:33:08] >> The PRESIDENT To Plus, did
[2:33:09] I hear a two-thirds vote on
[2:33:14] the waiver? To approve it.
[2:33:16] >> Through the PRESIDENT To
[2:33:16] Councilmember sailing, yes,
[2:33:18] the bill as written would
[2:33:18] require, would require a
[2:33:19] two-thirds vote of the full
[2:33:22] council. So 13 members we did
[2:33:22] approve.
[2:33:25] >> You have to follow that
[2:33:25] legislation appropriately way
[2:33:29] ahead of time in order to get.
[2:33:32] Maybe you're only elected in
[2:33:34] MAY I the installations the
[2:33:35] end of JUNE. It It would seem
[2:33:36] almost unless you did it as an
[2:33:37] hour, something through the
[2:33:38] PRESIDENT To counselors that's
[2:33:39] essentially what would have to
[2:33:41] occur is you have to do it as
[2:33:42] essentially isn't in and out,
[2:33:43] which in and of itself would
[2:33:44] require a two-thirds vote to
[2:33:47] approve. And that was part of
[2:33:47] what was contemplated by
[2:33:48] Councilmember Clark Murray's
[2:33:51] amendment with the one week
[2:33:53] turn around for the
[2:33:54] advertisement contemplating
[2:33:54] that there's a very short time
[2:33:56] frame to work with in there.
[2:33:57] >> I'm going vote for this,
[2:33:57] but I'm going vote against the
[2:34:00] whole bill. Because this makes
[2:34:04] the Carlucci bill that in my
[2:34:06] mind. But the whole thing I've
[2:34:08] come to that conclusion is
[2:34:09] bad. So I'm gonna vote for
[2:34:10] this. But vote against entire
[2:34:11] Bill. Thank you.
[2:34:12] >> All right. Thank you.
[2:34:16] Councilmember areas. Thank
[2:34:18] you, MR. PRESIDENT is Plus the
[2:34:19] first floor amendment limits
[2:34:22] crockery gave us To keep the
[2:34:22] installation in a public
[2:34:27] space.
[2:34:28] >> Through the PRESIDENT,
[2:34:28] Councilmember Arias. So yes,
[2:34:30] what it did was it struck all
[2:34:31] references to the related
[2:34:34] events, such that if the bill
[2:34:35] is approved, it would require
[2:34:36] that the installation itself
[2:34:40] ranked occur within a public
[2:34:40] facility that's owned by the
[2:34:43] city owned operated by the
[2:34:44] city. Its independent
[2:34:45] authorities are constitutional
[2:34:46] officers then also there's
[2:34:47] other risk requirements such
[2:34:49] ada, Accessibility at Center
[2:34:51] right. The second part of that
[2:34:51] first floor amendment is that
[2:34:54] the second part, the party
[2:34:58] would be any where? The
[2:34:59] PRESIDENT At the time would
[2:35:01] like to have it. Okay. Now
[2:35:06] this second 4 minutes states
[2:35:07] That we need to be able to to
[2:35:08] reported to the news media
[2:35:11] isn't all that. If we're going
[2:35:12] use it at a private event at a
[2:35:13] private center for the
[2:35:14] installation of almost any
[2:35:16] rights for the installation
[2:35:17] part.
[2:35:18] >> Through the PRESIDENT
[2:35:19] Councilmember are yes, yes. If
[2:35:20] the bill only now pertains to
[2:35:20] the installation based on the
[2:35:22] approval of the First
[2:35:24] Amendment, what the waiver
[2:35:25] would apply to was a request
[2:35:27] by presumably and incoming
[2:35:30] PRESIDENT To host installation
[2:35:32] at a non city for security. I
[2:35:35] ask that because we we just
[2:35:35] approved the First Amendment
[2:35:36] and says the installation has
[2:35:37] to be at a public. Facility
[2:35:39] yet. Now we're seeing that the
[2:35:40] second amendment is saying
[2:35:43] that. If it's not at a public
[2:35:47] facility but us redundant in a
[2:35:48] way because we already we
[2:35:50] already said that he has to be
[2:35:51] at a public facility, though,
[2:35:53] through the PRESIDENT's
[2:35:54] councilmember Arias. Floor
[2:35:56] amendment is addressing. There
[2:35:57] was a waiver provided for in
[2:35:59] the original bill was filed.
[2:36:00] So the original bill is filed,
[2:36:02] said that the installation and
[2:36:03] any related events would have
[2:36:05] to occur in a city owned or
[2:36:05] operated facility. But you
[2:36:07] could wave that by a
[2:36:10] two-thirds vote of the full
[2:36:11] council with a justification
[2:36:13] as to why a city-owned
[2:36:16] facility is not sufficient or
[2:36:17] available. So if she's
[2:36:18] indicating through her Second
[2:36:19] Amendment is yes, we still
[2:36:20] have to hold the installation
[2:36:23] in city-owned facility. But if
[2:36:26] there is a request to waive
[2:36:27] that requirement, then if
[2:36:28] that's granted that it would
[2:36:30] need to be advertised
[2:36:30] additional places besides just
[2:36:31] the sunshine notice that would
[2:36:32] be released. Okay. All right.
[2:36:33] Thank you for the
[2:36:37] clarification.
[2:36:38] >> All right. Thank you,
[2:36:38] wrapping up the discussion on
[2:36:41] the amendment. No, okay. All
[2:36:42] right. All in favor of the
[2:36:43] amendment signify by saying
[2:36:44] Aye, aye. Any opposed say nay.
[2:36:46] And then carries. Now we are
[2:36:49] on the bill there. Moved. The
[2:36:51] bill is twice amended. Got a
[2:36:54] motion. Second on the bill has
[2:36:55] twice amended going once going
[2:36:56] twice open about a quarter
[2:37:00] vote. No, no, no, no, no.
[2:37:03] Councilmember Police. Thank
[2:37:06] you, MR. PRESIDENT. I didn't
[2:37:08] speak on this bill during
[2:37:09] committee. I really spoken on
[2:37:10] this bill much at all, but I
[2:37:12] would speak on it now. It also
[2:37:13] would like to be listed as a
[2:37:14] co-sponsor of this bill. And I
[2:37:17] was on a one not on here and
[2:37:19] this. I have to applaud
[2:37:20] COUNCILMAN Carlucci. Following
[2:37:23] this bill. I'm really
[2:37:24] disappointed with some of
[2:37:24] stuff that I've heard
[2:37:29] regarding it. To Kurt.
[2:37:33] Leadership is a privilege. And
[2:37:34] being the PRESIDENT, this
[2:37:35] council or the vice PRESIDENT
[2:37:38] Is a privilege. And to think
[2:37:40] that anyone would want to
[2:37:43] leave one of these beautiful
[2:37:43] public buildings and not have
[2:37:46] the ceremony done here. Is
[2:37:48] ridiculous to me. Want to a
[2:37:50] private reception couple days
[2:37:51] later. Buying the media
[2:37:51] reception should also probably
[2:37:53] be in a public building,
[2:37:54] frankly. So I don't I don't
[2:37:55] love the amendment that would
[2:37:55] just pass, but it is what it
[2:38:00] is. I just don't understand in
[2:38:01] Congress. If you get sworn in
[2:38:03] as a new senator or a new
[2:38:04] Congress member to do it on
[2:38:07] the floor. In the state
[2:38:08] legislature. If you're a House
[2:38:09] member or a senator, you do it
[2:38:11] on the floor. Why the h#
[2:38:13] would we not do it here? It
[2:38:16] doesn't make sense to me.
[2:38:16] Language Bozo. Called Mr,
[2:38:19] PRESIDENT, but it's just this
[2:38:20] isn't rocket science. And this
[2:38:21] isn't a bad bill. This is kind
[2:38:25] of common sense. And to the
[2:38:25] point of what one of our
[2:38:27] former council PRESIDENT Said,
[2:38:28] I thought it was a beautiful
[2:38:29] ceremony that was of the
[2:38:29] performing Arts center right
[2:38:30] on our river in a public
[2:38:33] building. This is the people's
[2:38:36] chamber. Of the city of
[2:38:37] Jacksonville were a big deal.
[2:38:40] This is a big city. And we
[2:38:41] should be proud of that. And
[2:38:42] if you're in leadership, you
[2:38:43] should get sworn in right up
[2:38:50] there. I love the fancy
[2:38:51] parties that I've seen a prior
[2:38:53] events and love seeing women
[2:38:56] with Champaign dresses. That's
[2:38:56] not what being in public
[2:39:00] service is about. It's about
[2:39:03] getting sworn in and doing a
[2:39:05] job for a year as the chair of
[2:39:08] a large governing body. It's
[2:39:08] not meant to be some big,
[2:39:14] awesome party. And it's not.
[2:39:15] So much to ask that it be done
[2:39:18] in our city hall one of the
[2:39:19] many public buildings that are
[2:39:22] within a stone's throw. Yeah,
[2:39:24] we've got people who are
[2:39:25] disabled. They can't use jta
[2:39:26] services. But guess what, to
[2:39:29] have one of these events and
[2:39:30] events space where they might
[2:39:31] not have ada. Compliance is
[2:39:34] crazy to me. I just don't get
[2:39:38] it. This is a good bill. And
[2:39:39] what COUNCILMAN Carlucci want
[2:39:41] to do was right. And I think
[2:39:44] that anyone who goes into
[2:39:45] leadership should be excited
[2:39:46] to stand here with their
[2:39:49] family. And get sworn in to
[2:39:50] lead a great governing body.
[2:39:51] But to think that we need to
[2:39:53] raise all this money and spend
[2:39:55] tons of cash on and event. All
[2:39:57] we're doing is helping out our
[2:39:58] lobbyist and consultant
[2:39:59] friends. And that's not
[2:40:01] appropriate either. Grow up.
[2:40:07] This isn't about ego. Is about
[2:40:08] representing this city as the
[2:40:09] Predator times like this was a
[2:40:12] thank you, councilmember them.
[2:40:12] Questions been called on
[2:40:13] become the question. Raise
[2:40:27] your hand.
[2:40:28] Questions been
[2:40:43] called about a quarter. Both.
[2:40:50] >> 7 yeas, 11 nays.
[2:40:54] >> your vote 2025 to 0, 8, 6,
[2:40:54] 9, fails.
[2:40:55] >> One 38. 2025 series. So
[2:40:58] year I move the amendment.
[2:40:59] >> All right. We're on number
[2:41:02] 38. When 25 to 0, 8, 7, one
[2:41:03] person purpose. Point of
[2:41:04] personal privilege. I don't
[2:41:08] think so. No called point of
[2:41:10] order. We can check with ogc
[2:41:11] this if it stands. What is
[2:41:11] your point of order if you
[2:41:14] haven't? I really don't have a
[2:41:15] point or I just wanted to ask
[2:41:16] a person point of personal
[2:41:19] privilege to share something.
[2:41:22] >> I don't know if that's a
[2:41:23] something that can be did not
[2:41:24] are not going to through the
[2:41:24] will. We are denying so you
[2:41:31] can d c. You can always speak
[2:41:36] at the end with announcements.
[2:41:37] >> Through the 2 through the
[2:41:37] PRESIDENT's councilmember
[2:41:39] college, you think the
[2:41:39] determination of whether to
[2:41:40] allow to speak on item that's
[2:41:41] already been voted upon as a
[2:41:42] determination of the presiding
[2:41:45] officer. He's he's chosen to
[2:41:46] deny your request to have the
[2:41:50] floor extended. I thank us for
[2:41:51] later.
[2:41:52] >> Thank you. I believe I
[2:41:55] moved the foreman or I'm sorry
[2:41:57] the amendment on. I'm 38 2025.
[2:41:57] Zichri motion. Second on the
[2:41:58] amendment was in the queue all
[2:41:59] in favor. The amendment
[2:42:00] signify by saying Aye. Aye new
[2:42:00] posting with the bill as
[2:42:04] amended. Motion second on the
[2:42:05] bill as amended, please up in
[2:42:19] about a quarter vote.
[2:42:34] >> 18 yeas, 0 nays by actually
[2:42:37] approved 2025. 0, 8, 7, 0,
[2:42:38] >> Thank you. Colleagues on
[2:42:38] the 39 2025. 37 1 move the
[2:42:40] amendment.
[2:42:43] >> Motion second on the
[2:42:43] amendment. No one's in the
[2:42:44] queue. Unfair to the amendment
[2:42:45] signify by saying Aye. I post
[2:42:47] an ad. Medicare's.
[2:42:51] >> I move to refer as amended.
[2:42:52] Got a motion and second on the
[2:42:53] re refer as amended notice in
[2:42:54] the queue. Please up in about
[2:43:09] a quarter vote.
[2:43:22] >> 18 yeas, 0 nays.
[2:43:23] >> But I actually have
[2:43:24] approved 2025 to 0, 8, 7, 1,
[2:43:29] I'm sorry. 25 to 0. 7 Yes. Re
[2:43:30] referred you. Re refer 2025.
[2:43:33] As you're with someone.
[2:43:34] >> And for 2025 very some 6. I
[2:43:36] moved the rules. Substitute.
[2:43:38] Motion. Second on the rules,
[2:43:39] substitute known in the cube
[2:43:51] is up about a quarter vote.
[2:43:52] >> are all in favor of the
[2:43:54] substitutes event by saying
[2:43:55] Aye aye substitutes pass.
[2:43:57] COUNCILMAN Johnson, you're
[2:43:57] recognized. I made the bill a
[2:44:01] substituted. Thank you, MR.
[2:44:02] PRESIDENT, I just wanted to
[2:44:04] rise quickly to say this bill
[2:44:05] was this particular
[2:44:09] legislation was dead. This
[2:44:10] group Reconstruction has
[2:44:12] worked diligently to make this
[2:44:14] happen. I spent a good part of
[2:44:16] my childhood in this building.
[2:44:16] The armory was formally
[2:44:18] department of Parks and
[2:44:19] Recreation. You're for the
[2:44:20] city of Jacksonville and at
[2:44:23] the time back in the 1980's
[2:44:24] maritime hosiery
[2:44:24] headquartered. The mayor's
[2:44:26] team volunteer program in this
[2:44:28] building. Also in a subsequent
[2:44:31] meeting, learned back in the
[2:44:32] 1940's that per soprano Marian
[2:44:33] Anderson saying in this
[2:44:34] building. So there's so much
[2:44:36] history there and I'm happy
[2:44:37] that reconstruction is here.
[2:44:37] And then I was able to do the
[2:44:41] work to help them to bring
[2:44:42] this across the finish line.
[2:44:42] I'm looking forward to seeing
[2:44:43] this crown jewel of
[2:44:45] Jacksonville be reactivated
[2:44:46] and then we preserve its
[2:44:47] history. I hope that you'll
[2:44:48] support this legislation.
[2:44:48] Thank you, MR. PRESIDENT,
[2:44:49] thank Doug Johnson,
[2:44:50] Councilmember Blue. So thank
[2:44:53] you. As PRESIDENT. This item
[2:44:56] or this, this parcel has
[2:44:57] discussed for many, many years
[2:44:57] now. Glad to see that we're
[2:44:59] seeing some real action on it.
[2:45:00] I will say, though, one of the
[2:45:01] things that I was looking at
[2:45:02] doing as an amendment, but I'm
[2:45:04] holding back on when the
[2:45:06] property does go through and
[2:45:09] gets old. One of my goals was
[2:45:10] that we would take some of the
[2:45:11] some of the cell costs about
[2:45:11] $500,000 moving to the
[2:45:12] Northwest Trust fund.
[2:45:15] >> The reason why that number
[2:45:16] makes sense is because year
[2:45:17] ago we took out $500,000 from
[2:45:19] the Trust fund because of the
[2:45:21] fuel depot. If you recall. So
[2:45:27] we we took 500 k I think put
[2:45:28] it towards some project out.
[2:45:29] They're related to the fuel
[2:45:30] Depot and 500,000 is a lot in
[2:45:32] the trust fund. And so for
[2:45:33] those of us who have districts
[2:45:36] that trust fund facts, there's
[2:45:36] a lot of small businesses,
[2:45:39] facade, grant improvements.
[2:45:40] You know, especially in some
[2:45:42] pretty hard hit, you know,
[2:45:43] commercial areas. It's really,
[2:45:44] really important. So just
[2:45:46] bring that up now at a later
[2:45:48] time. And we are talking about
[2:45:50] where dollars go from the
[2:45:51] sale. I just asked to keep an
[2:45:52] open mind that we look at to
[2:45:55] to to put at least if not, I
[2:45:56] don't take all of it. I think
[2:45:59] it is getting 500,000 to pay
[2:45:59] off what was already taken
[2:46:00] out. That's gonna make sense.
[2:46:01] Thank you so much. All right.
[2:46:04] Thank you. Councilmember done.
[2:46:06] Was already in the queue to
[2:46:07] say the exact opposite. I
[2:46:07] think we should sell as much
[2:46:10] as we can.
[2:46:11] >> There's so many piece of
[2:46:13] property the city owns and I
[2:46:15] was happy to see this actually
[2:46:15] got filed. I was dynamite ing
[2:46:16] some of our staff to get off
[2:46:20] their key stirs too. Get this
[2:46:20] thing sold. Also some I'm glad
[2:46:24] my my to go in here. But we
[2:46:25] should sell anything that is
[2:46:27] not necessary for government
[2:46:29] service and we should take the
[2:46:31] money that we get from
[2:46:32] buildings and land that we
[2:46:33] sell, whether it's in land
[2:46:34] bank or anything else and use
[2:46:35] it to pay off all this
[2:46:37] ridiculous amount of
[2:46:39] completion grants. So I would
[2:46:40] ask that the Finance Committee
[2:46:41] when we see this money come
[2:46:41] through because it's gonna
[2:46:43] come to the budget. Once the
[2:46:45] sale closes that we grab as
[2:46:47] much money we can in finance
[2:46:48] and put it against completion
[2:46:49] grants so that we can actually
[2:46:50] survive the next couple of
[2:46:51] years. I'm sure council and it
[2:46:53] will greatly. Alright,
[2:46:58] councilmember gay. Thank you,
[2:47:00] MR. PRESIDENT of initially
[2:47:02] voted against this.
[2:47:07] >> But they came back and we
[2:47:08] wouldn't get in the the money,
[2:47:11] the deal that we should have.
[2:47:12] And so they came. But before
[2:47:15] rules and up to to 500,000
[2:47:19] more to it. So I was hoping by
[2:47:20] the time we get here would
[2:47:23] have another 500,000. But
[2:47:24] supportive of and now. So
[2:47:26] thank you. All right. That's
[2:47:31] PRESIDENT White.
[2:47:32] >> MR. Just mash the button
[2:47:32] for MISS Pittman. Her
[2:47:35] computers down.
[2:47:36] >> Alright, COUNCILWOMAN
[2:47:36] Pittman on behalf of past
[2:47:46] present White. Just for
[2:47:48] clarification. So I can
[2:47:52] understand COUNCILMAN To me.
[2:47:54] Can you share with me if this
[2:47:56] is like a one time opportunity
[2:47:59] for northwest or can we do
[2:48:00] this with other deals as well?
[2:48:05] Decide spot. Thank you,
[2:48:07] COUNCILMAN Fly question to the
[2:48:08] PRESIDENT. So no, I was just
[2:48:09] saying when the sale nothing's
[2:48:10] happening tonight. There's no
[2:48:11] action this evening. But if
[2:48:12] you recall, we had remember
[2:48:13] the first year of our term.
[2:48:14] >> lot of people redshirt
[2:48:18] showed up for like 2 years
[2:48:18] talking about a fuel depot in
[2:48:22] district 12 later on that item
[2:48:25] was withdrawn and for whatever
[2:48:26] reason, we gave $500,000 on
[2:48:27] the Northwest Trust Fund to
[2:48:28] that entity, I think to move
[2:48:31] the project to another place.
[2:48:32] So that means we lost $500,000
[2:48:33] out of the Northwest Trust
[2:48:35] fund those dollars on our
[2:48:36] economic development go to a
[2:48:37] slew of different things,
[2:48:41] mainly for projects and
[2:48:41] districts to 12 and then 7, 8,
[2:48:46] 9, 10. So really hard hit
[2:48:46] areas. Some really great
[2:48:47] commercial corridors. I was
[2:48:48] just suggesting like
[2:48:49] COUNCILMAN Time it was
[2:48:50] suggesting sale goes through
[2:48:52] those dollars are, you know,
[2:48:54] it's going to be up to the
[2:48:55] administration and where those
[2:48:57] dollars go from the sale go
[2:48:58] directly to the general fund.
[2:49:00] Doesn't go into reserve
[2:49:02] contingency. Doesn't go into
[2:49:03] the reserves. What does it do?
[2:49:05] And I was just saying, let's
[2:49:05] take the $500,000. That kind
[2:49:08] of was abruptly taken out
[2:49:11] towards the fuel Depot. Let's
[2:49:12] put that money back into the
[2:49:13] Northwest Trust funds. There's
[2:49:14] a number of projects and I'm
[2:49:15] sure can get done that. I'm
[2:49:17] sure economic development like
[2:49:18] to do. I know economic
[2:49:19] development did a lot of work
[2:49:20] on this project since I've
[2:49:22] been in office. And so I also
[2:49:23] want to make sure that that at
[2:49:24] and his team and a few more
[2:49:25] tools in the tool kit to help
[2:49:26] make sure that our are areas
[2:49:29] that are most hard hit, get
[2:49:30] some additional resources. So
[2:49:32] that said it wasn't meant for
[2:49:32] one project. It's just meant
[2:49:35] to go into the into the fund
[2:49:36] so they can go to any number
[2:49:37] of things. Yeah, I just I just
[2:49:39] want to set presidents and if
[2:49:41] we were, you know what type of
[2:49:43] legislation would be done
[2:49:45] because, you know, I remember
[2:49:46] when this project first came,
[2:49:48] I was very excited. I'm like.
[2:49:51] >> COUNCILMAN Johnson. You
[2:49:54] know, a lot of us have
[2:49:55] experience opportunity in that
[2:49:56] building when it was concerts
[2:49:59] or anything like that. But I
[2:49:59] just wanted to understand the
[2:50:01] whole process. And what was
[2:50:04] your thinking that?
[2:50:05] >> Listen, if we want to put
[2:50:05] all the dollars in the
[2:50:06] Northwest Trust fund would
[2:50:08] love it. But I feel like
[2:50:09] Patriots might not want sure.
[2:50:10] I understand. Thank you. All
[2:50:11] right. That's present Salem
[2:50:17] recognized.
[2:50:19] >> Thank you, MR. PRESIDENT, I
[2:50:20] just wanted to stand in
[2:50:22] support the comments by
[2:50:23] Councilmember Diamond in terms
[2:50:24] of trying to cover some of
[2:50:25] these completion grants that
[2:50:27] are going to swallow And I
[2:50:29] bring your attention to 2025.
[2:50:30] '09, 100 that we passed a
[2:50:32] little while ago. Which is 2
[2:50:39] point. For a 3, 4 million
[2:50:42] dollars and interest from from
[2:50:43] the cra out on the north side
[2:50:47] that has since closed and the
[2:50:47] administration has proposed
[2:50:50] spending it on some things. I
[2:50:51] believe that money as well
[2:50:53] should go towards completion
[2:50:55] Now I'll be having an
[2:50:56] amendment when that gets into
[2:51:00] committee to do just that.
[2:51:02] Councilmember gay, in his
[2:51:04] district. Obviously if he had
[2:51:05] some thoughts, I'm sure like
[2:51:09] to hear those. But if not, we
[2:51:10] need to. We need to pay off
[2:51:12] these completion grants in any
[2:51:12] money that we uncover, in my
[2:51:15] opinion between now and budget
[2:51:16] time ought to go towards that.
[2:51:20] Thank you, MR. PRESIDENT.
[2:51:21] >> All right. Thank you past.
[2:51:23] Present or lose you as Taylor
[2:51:24] is on the ql as one on our
[2:51:24] council auditors and they
[2:51:27] won't speak.
[2:51:28] >> Thank you, MR. PRESIDENT
[2:51:28] through the present to the
[2:51:29] council just for
[2:51:30] clarification, wanted to make
[2:51:32] sure everyone knows that
[2:51:34] pretty amendment. It will go
[2:51:34] into the Jax Recreational and
[2:51:38] Land acquisition fund. So
[2:51:39] separate legislation would be
[2:51:42] needed if anyone, whatever
[2:51:42] mission that anyone is wanting
[2:51:44] to accomplish would need to be
[2:51:46] filed to pull those funds out
[2:51:48] of that fun. You wouldn't see
[2:51:49] it on a quarterly summary.
[2:51:49] That funds not going to show
[2:51:50] up within that report. So just
[2:51:51] wanted to clarify that. If you
[2:51:52] have any questions.
[2:51:53] >> All right. Thank you, MR.
[2:51:57] Taylor PRESIDENT G. The
[2:51:58] questions. I threw the council
[2:52:03] PRESIDENT. Perhaps a general
[2:52:05] counsel. There is this
[2:52:05] considered of the armory, says
[2:52:13] it used to be the home of the
[2:52:13] recreation department. Just
[2:52:14] consider Parkland. I'm just
[2:52:20] curious.
[2:52:21] >> Through the county council
[2:52:22] PRESIDENT To Councilmember
[2:52:23] College. You know, I don't
[2:52:23] believe it's considered ok.
[2:52:25] And the second question is
[2:52:29] generally, when before we sell
[2:52:32] surplus land, that land has to
[2:52:33] be offer to all the different
[2:52:34] city departments to see if
[2:52:40] they. Have use of that land.
[2:52:41] And is that going through that
[2:52:42] process or does that process
[2:52:45] even apply anymore?
[2:52:46] >> Through the council
[2:52:48] PRESIDENT To Councilmember
[2:52:49] Carlucci. I do believe that
[2:52:50] that process was undertaken.
[2:52:52] There are some waivers in the
[2:52:53] bill, but it was determined
[2:52:55] that there wasn't a need for
[2:52:56] it by any of the departments
[2:52:56] within the city. So that was
[2:52:59] way for going through and in
[2:53:01] check in with all the
[2:53:02] difference this. Hunter did
[2:53:03] undertake that process, I
[2:53:04] believe and clarified that
[2:53:05] committee goes on. I just want
[2:53:12] to make sure that was done let
[2:53:13] me just make one little
[2:53:15] editorial comment here since
[2:53:16] everybody else's editorial
[2:53:20] comments tonight. So concerned
[2:53:22] about these completion grants.
[2:53:23] We should have thought about
[2:53:24] that when we cut the millage
[2:53:26] rate at our last budget. Just
[2:53:31] same. All right. Just wasn't a
[2:53:32] proper posture. Believe the
[2:53:33] substitute has already been
[2:53:35] approved in the bill's been.
[2:53:35] >> Moved. And second, Ines
[2:53:40] upstairs, that wrecked. And
[2:53:40] the Florida leaders in the
[2:53:41] queue is joining. Go ahead.
[2:53:43] Your favorite topic, maybe.
[2:53:44] Thank you, PRESIDENT. All of
[2:53:46] us continue to point out that
[2:53:47] we were at the Finance
[2:53:48] Committee given a budget that
[2:53:49] had a 90 million $1.05 year
[2:53:50] deficit when it left finance
[2:53:52] with the millage rate.
[2:53:52] >> They had a 80 million
[2:53:54] dollar 5 year deficit. So with
[2:53:56] the military reduction, our
[2:53:58] Finance Committee budget
[2:53:59] approved by full Council,
[2:54:01] reduce the five-year deficit
[2:54:01] by 10 Million. And I'll keep
[2:54:03] on saying that whenever it
[2:54:05] comes up. Thank you.
[2:54:06] >> I'm Brian. Let's open about

[2:57:39] Pittman. Yes. Council members
[2:57:40] that just wanted to let you
[2:57:43] know, we have a birthday on
[2:57:46] JANUARY. 24, which is Terrance
[2:57:49] Freeman. He's not with us
[2:57:49] today. In other birthdays at
[2:57:53] we have already celebrate. It
[2:57:54] will also we have George put
[2:57:57] his birthday is also on the
[2:58:02] 24, who is the dca for Joe
[2:58:03] Carlucci and Williams. Her
[2:58:05] birthday was on JANUARY. The
[2:58:07] 10th. And then of course, Joe
[2:58:10] Johnson's birthday was on
[2:58:11] that. Well, he is the 4 counts
[2:58:14] of men are now. Thank you so
[2:58:16] much. Thank you. Councilmember
[2:58:22] Makar Liz, the announcements.
[2:58:26] There we go.
[2:58:30] >> Just wanted to mention the
[2:58:30] $900,000 that work so hard to
[2:58:32] get for affordable housing
[2:58:36] that and the budget. It is now
[2:58:38] and the process of paying for
[2:58:39] almost 50 townhomes at the
[2:58:46] beach. And prospectively will
[2:58:48] help a lot of veterans because
[2:58:48] it's so close to Poor big of
[2:58:52] Mont Mayport Base. Maybe some
[2:58:54] of would be like to hear that.
[2:58:56] I think it's great news
[2:58:58] because 50 families that are
[2:58:59] now going to have a place to
[2:59:02] call home. And I intend to.
[2:59:05] And this year trying to get
[2:59:06] more money for affordable
[2:59:10] housing. I think we had a very
[2:59:12] good sunshine meeting the
[2:59:12] other day. And I want to thank
[2:59:15] those who came the to sunshine
[2:59:18] eating and it ended. I enjoyed
[2:59:21] meeting with you all. And the
[2:59:22] point of personal privilege. I
[2:59:23] want to say earlier which I
[2:59:29] was denied. Which is rare by.
[2:59:29] Any council PRESIDENT That
[2:59:33] served with. Will simply say I
[2:59:34] was putting my bill out there,
[2:59:41] not as any personal challenge.
[2:59:42] I never spoke to anything that
[2:59:42] happened at the last
[2:59:46] installation. I never mention
[2:59:49] one thing personal about what
[2:59:49] happened at the last
[2:59:51] installation. I was simply
[2:59:58] drawing. 50 years. Of
[3:00:02] tradition of the city Council.
[3:00:03] Does anybody remember me
[3:00:04] saying anything personal about
[3:00:06] any of that? What happened
[3:00:10] last time? No, I didn't. I was
[3:00:11] trying to stick to the merits
[3:00:13] of the bill. I didn't talk
[3:00:14] about all the money that was
[3:00:18] spent. He collected. I tried
[3:00:21] stick to the Mariners. I hope
[3:00:25] maybe one day. So my service,
[3:00:28] terrible timing. And I said,
[3:00:28] you know, what I found is
[3:00:31] never good timing up here. But
[3:00:32] i did what I thought was
[3:00:36] right. And have to say
[3:00:37] disappointed in the city
[3:00:40] Council tonight. But you voted
[3:00:44] the way want to and and good
[3:00:45] luck with the facing the
[3:00:47] voters on that As I know how
[3:00:49] the voters were talking to me
[3:00:53] about the whole thing. Is MR.
[3:00:58] PRESIDENT, I. Have tried to be
[3:00:59] as respectful as possible. The
[3:00:59] you I don't think I've
[3:01:01] anything disrespectful to you.
[3:01:06] Since you took office. Public.
[3:01:12] On this floor. I would urge
[3:01:13] you to extend more courtesy.
[3:01:15] To your colleagues on this
[3:01:20] council floor, thank you.
[3:01:21] Thank you. Scarlett Jea. Did
[3:01:22] you have one more announcement
[3:01:23] before pray it out with the
[3:01:27] chaplain? Alright has
[3:01:28] >> We leave first of all, I'd
[3:01:29] like to say I think
[3:01:33] congratulations is in order to
[3:01:35] our PRESIDENT Who list we got
[3:01:39] merit for of the end of the
[3:01:40] year. And I just want to say,
[3:01:42] congratulations. Make got
[3:01:48] bless for you and Ms Kerry Co
[3:01:49] congratulations again. I let's
[3:01:50] give him a big round of
[3:01:52] applause.
[3:01:53] >> Thank you. Thank you. Thank
[3:01:56] you.
[3:02:05] >> Chapman. We are adjourned.
[3:02:12] >> ceremony was I do. You do.
[3:02:13] Gracious GOD. We've come to
[3:02:15] the close. Our first meeting
[3:02:20] of New Year, new opportunity.
[3:02:23] It. That you've given us to
[3:02:24] continue to serve this
[3:02:27] community. To ask you to
[3:02:31] continue to pick off parts.
[3:02:31] Our minds and remind us what
[3:02:34] we're here for. It's not
[3:02:37] self-service. It's public
[3:02:41] service. Be with us for the
[3:02:41] weeks ahead in the months
[3:02:48] ahead. And the ironic blessing
[3:02:49] simply says the law bless you
[3:02:52] and keep you. Lord make his
[3:02:54] face to shine upon. You. And
[3:02:56] to be gracious unto you. And
[3:02:59] to give you peace, leave in
[3:03:14] peace, get home safely.
