native of Jacksonville and a

proud graduate of William

rains, plants of 79. Also the
[0:54]
2025 class 3, a state football
[0:58]
champions pt Bond. Ac is also
[1:01]
a graduate. And 4 year
[1:02]
Letterman and team captain in
[1:02]
basketball for the University
[1:05]
of New Orleans and Louisiana.
[1:06]
He is the owner of a see
[1:08]
Sanders insurance agency for
[1:12]
the past. 33 years, member of
[1:13]
the Arlington Church of Christ
[1:17]
for the past 38 years with 20
[1:19]
of those years spent as the
[1:21]
church's pastor ac loves the
[1:22]
city of Jacksonville and
[1:25]
enjoys promoting the city and
[1:26]
every place he has had the
[1:28]
pleasure of visiting. Please
[1:35]
receive pastor ac centers.

forth their efforts. And come

to make us a better city. To

give us results, but not just

this brief over the last
[6:15]
several days. My phone inbox

have been 4 with one clear

showed up attended community
[6:32]
meetings even one last night
[6:34]
that lasted about 3 hours over
[6:36]
jta where we listen to
[6:37]
questions. But one thing I
[6:38]
want to say is leadership is
[6:39]
about responsibility. I will
[6:43]
say that I here the residents,
[6:44]
I hear the emails and see the
[6:45]
emails coming through
[6:49]
connection. Plus, it does work
[6:50]
and jta is changing the scope
[6:51]
of it, but they will not be
[6:52]
getting rid of connection.
[6:53]
Plus and I wanted to make sure
[6:55]
that we understood that
[6:57]
there's going to be a pilot
[7:00]
going on for 6 months with sub
[7:00]
out with a valuation. I will
[7:01]
admit some steps from what I
[7:03]
saw. Mistakes were made. But
[7:05]
what jta doing is trying to
[7:07]
rectify that. So you can find
[7:08]
out any information from jta
[7:10]

[7:11]
coming to present to the
[7:13]
Transportation Committee on
[7:14]

And I said our half of this

right? All condenses into
[8:05]
about 5 minutes worth of quick
[8:06]
comments, first and foremost,
[8:08]
like to thank the council and
[8:09]
the mayor's office for their
[8:09]
continued cooperation
[8:12]
throughout the year. From the
[8:12]
spectrum perspective, we've
[8:15]
had a very good year in terms
[8:16]
of providing oversight and
[8:17]
turn improve the efficiency of
[8:18]
the of the consolidated
[8:22]
government. As you know, my
[8:23]
terms of for your appointment,
[8:25]
it's up in MARCH next year or
[8:29]
this year, rather in
[8:30]
Twenty-twenty 6. And I've
[8:33]
asked for a another 4 years.
[8:33]
The Inspector General
[8:34]
selection retention committee
[8:35]
has agreed to that has to come
[8:36]
before you as a council to
[8:39]
approve another 4 years should
[8:40]
be worthy of note that this is
[8:41]
the first time as part general
[8:43]
has asked actually lasted for
[8:45]
unable to make it to the
[8:46]
report faces. So I'm pretty
[8:46]
depressed myself for that
[8:51]
accomplishment. The success of
[8:52]
our office is all about the
[8:53]
people. So I'd like to take my
[8:54]
minutes that I have to talk
[8:56]
about a couple of our folks in
[8:56]
accomplishment that they've
[8:58]
had over the course of last
[9:00]
year. First and foremost as my
[9:03]
deputy inspector general, MR.
[9:05]
Examples. Rick is a an expert.
[9:07]
Many things and his expertise
[9:07]
is recognized. He was asked to
[9:09]
come to our go to San Diego
[9:11]
for the National Conference of
[9:13]
the Association inspector
[9:15]
General's and speak to that
[9:17]
conference. So NOVEMBER of
[9:18]
this year. This past year,
[9:19]
rather, Rick went and gave a
[9:20]
speech on a public relations
[9:24]
for oversight professionals is
[9:25]
very well-received. Got a
[9:27]
great deal of feedback.
[9:28]
Positive feedback. And it's
[9:29]
it's nice to know that the
[9:31]
city has an asset like that in
[9:34]
the office that we're able to
[9:35]
reach out to it you know,
[9:35]
leverage his expertise in
[9:37]
front of the city's victims.
[9:37]
So I'd like to recognize
[9:41]
wreck. Next is is my creation
[9:44]
manager MISS Christina It's
[9:45]
got to does many things for
[9:47]
the office as the creation
[9:48]
manager. Again, she's
[9:50]
recognized by your peers and
[9:53]
was invited 2 statewide peer
[9:54]
reviews for accreditation for
[9:55]
the Florida Law Enforcement
[9:57]
Commission for Nation, which
[9:57]
is a very big deal. Again, we
[10:00]
have that in house expertise
[10:00]
where we have someone is
[10:03]
considered to be an expert in
[10:04]
our office who's been asked to
[10:05]
go out and share expertise
[10:06]
with the rest of the states.
[10:09]
That's that's very impressive.
[10:10]
And the last person like to
[10:10]
recognize is my senior
[10:12]
investigator, Brandon King.
[10:14]
Brent is just incredible work
[10:15]
this year. So this
[10:15]
investigation, you've all
[10:19]
pretty to you've seen and MR.
[10:20]
King because of expertise in
[10:21]
because of his reputation. The
[10:24]
city by a request from the fbi
[10:26]
for Brennan to be part of the
[10:27]
major procurement Task force
[10:30]
with the fbi. So we've entered
[10:31]
into you with the fbi that the
[10:33]
mayor signed this past year.
[10:35]
That makes Brandon a task
[10:35]
force officer. What that does
[10:39]
for us is it gives I believe,
[10:39]
will access to federal systems
[10:43]
and allows us to do a lot more
[10:44]
comprehensive analysis on some
[10:45]
of the subject our
[10:46]
investigations and his
[10:47]
expertise again being
[10:48]
recognized. He's the only
[10:50]
inspector general from the
[10:51]
city level. That's on a task
[10:53]
force. I'm aware of. So that's
[10:57]
pretty impressive for him. I
[10:57]
provide looked copy of report
[10:59]
for you guys to look at and I
[11:00]
give you a hard copy tonight,
[11:03]
a look at as well. Any
[11:04]

that you do with transparency,

accountability, helping us

find ways to better do things

Somehow we can all get to know

each other a little better

citizens who to represent them

and not disrespect them. Good

projects like the morgue, the

before the plans for the new

pay for pet projects, pet

staff and pet non for profits

and ngo's. Instead in with the

responsible, transparent

stewardship taxpayers monies
[34:10]
because that is everyone's
[34:12]
job. This can start right
[34:13]
away. Now, using any savings
[34:15]
found from any line item to
[34:19]
pay down our city's debt?
[34:20]
Finally, it is definitely in
[34:22]
in 2026. To listen to the
[34:23]
citizens who come to each
[34:24]
meeting to petition this
[34:26]
council for any redress
[34:28]
grievances. This would mean
[34:28]
giving your full and serious
[34:30]
attention to these grievances
[34:32]
with about a dress or peas
[34:34]
them to the best of your
[34:36]
ability. It also means
[34:36]
respecting other council ments
[34:40]
and their districts. But it's
[34:41]
also definitely out to
[34:43]
tolerate spiteful inflammatory
[34:44]
or threatening words of or
[34:46]
actions from bitter people
[34:47]
suffering from suicidal
[34:50]
empathy or grandiose. He goes
[34:53]
if that means compromising
[34:54]
order. Prudence for civility
[34:54]
when conducting the business
[34:56]
of the public's business. Not
[35:00]
to mention how outages to be
[35:01]
unethical, unbiased during
[35:02]
quasi judicial meetings like
[35:04]
what happened in the Easy

committee meeting one council

when the COUNCILMAN For

district allow 11 disrespected

the councilmen and citizens of

district want to. But that

offer this support our

announce that we will be

hosting our great tree
[35:56]
giveaway this coming Saturday,
[36:00]
JANUARY 17th from 9 to one. At
[36:02]
Unf. The jag wires had such an
[36:04]
amazing season. We have
[36:06]
relocated. We will be hosting
[36:08]
this giveaway in partnership
[36:08]
with keep Jacksonville
[36:09]
beautiful for a paper
[36:12]
shredding event and recycling

and unf. We will give away

1800 free trees to the public.

This is the largest single

initiative to provide trees on

public public initiative for

private property. And we're

really thrilled to do this

and Schumer do Kramer Dulls

Southern Crabapple, bald

cypress, Dahoon Holly, a

Magnolia red Maples and black

gums. And we're really excited

these trees will provide

significant benefits to the
[36:51]
community for the long term,
[36:53]
including and equivalent of
[36:55]
3.8, 8 million dollars in
[36:58]
total economic and
[36:58]
environmental benefits to the
[37:01]
community over 75 years, these
[37:03]
1800 trees that we will offer
[37:06]
will intercept nearly
[37:07]
340 million gallons of
[37:11]
rainwater and almost
[37:13]
32 million dollars of storm
[37:14]
water will be of avoided with
[37:16]
the 1800 trees that we offer
[37:21]
for free. And we will also
[37:23]
have approximately 47.5
[37:24]
million pounds of co 2 reduced
[37:26]
with the trees that we are
[37:27]
planning here. Those are huge
[37:28]
numbers to put them in
[37:30]
perspective. The co 2
[37:34]
reduction equate too taking
[37:36]
4,600 cars off the road for a
[37:37]
full year. The storm water,
[37:40]
the rainfall excuse me would
[37:42]
fill more than 515 Olympic
[37:44]
size pools. So this is a key
[37:45]
initiative that aligns with
[37:48]
the city stewardship of
[37:49]
enhancing our community.
[37:51]
Ensuring is a strong tree
[37:52]
canopy and I'd like to call
[37:55]
out for the public's
[37:57]
awareness. The Jacksonville is
[37:58]
a tree City usa, which is an
[38:01]
amazing distinction, too.
[38:02]
Recognize the city's
[38:04]
commitment to environmental
[38:05]
stewards stewardship,
[38:07]
particularly in urban
[38:10]
forestry. That is 27 years and
[38:13]
counting. Jta is a tree line
[38:16]
usa and Unf is now a tree
[38:17]
campus. Usa. And so it's
[38:20]
really a testament to our
[38:21]
local commitment to ensuring a
[38:24]
tree canopy for generations to
[38:24]
come. We're really thrilled to

partner with the city with

need more development, but

sometimes we are putting the

that we need to understand

that the way that we're

developing is developing our

land is not the proper way. We

are allowing these developers
[43:16]
who build as quickly as
[43:17]
possible without any rhyme or
[43:22]
reason. I see it. I drove to

Tampa this past week for work
[43:26]
and watching all of the land
[43:27]
up for sale. But different
[43:31]
empty. Lots of just, you know,
[43:32]
dirt all for sale and they
[43:34]
build these buildings without
[43:34]
the need. I don't understand
[43:38]
why. We're seeing a need that
[43:41]
isn't actually there because I
[43:42]
see the empty buildings. I see
[43:44]
the empty lots. All of the
[43:46]
areas are for sale. You know,
[43:48]
I understand we do need some
[43:49]
development. But again, I use
[43:52]
irresponsible. I thing the way
[43:52]
that we're trying to work
[43:56]
with. The downtown areas
[43:57]
perfect. I think that's
[43:58]
something that we need to

quote, go somewhere else. The

First Amendment exist because

free speech and the right to

essential when citizens

repeatedly raised the same

concerns. It is not a

disruption. It is a sign they

members. I am surprised that a

special event is held for
[1:07:23]
installations. Especially
[1:07:24]
since Erdos committee is
[1:07:26]
looking for ways to save
[1:07:28]
money. I did a bit of research
[1:07:29]
on how other counties in
[1:07:31]
Florida handled installations,
[1:07:32]
Palm Beach, Hillsborough,
[1:07:36]
Polk, Pinellas, Brevard and
[1:07:39]
Broward counties hold
[1:07:40]
installation events, regular
[1:07:40]
scheduled meetings that are
[1:07:43]
open to the public. Often
[1:07:44]
these for melodies are handled
[1:07:47]
during council meetings or
[1:07:49]
other regular county meetings
[1:07:50]
on county owned or city owned
[1:07:53]
property and then they get on
[1:07:55]
with handling the people's
[1:07:56]
business. There's no special
[1:07:59]
instant installation event. I
[1:08:02]
have a concern about the
[1:08:04]
$14,140 of taxpayer money that
[1:08:06]
was spent to rent a facility
[1:08:08]
this year. I realized that
[1:08:09]
city-owned venues also have
[1:08:10]
some associated costs, but not
[1:08:14]
typically this great just
[1:08:15]
because something isn't
[1:08:17]
illegal, doesn't make it
[1:08:18]
right. These are one year
[1:08:22]
positions one year. And as
[1:08:22]
we've seen this year, some
[1:08:23]
committee members aren't even
[1:08:26]
on the committee for a year.
[1:08:27]
Here are some compiled
[1:08:29]
expenses paid by taxpayers for
[1:08:31]
the last 4 years for
[1:08:33]
installation events that equal
[1:08:34]
$40,000 that we could have
[1:08:39]
spent on other things 2022.
[1:08:42]
Almost $6,000. Plus, 4500 for
[1:08:45]
damaged artwork. 2023 over
[1:08:50]
11,500 2024, about 4,000 2025.
[1:08:54]
Over $14,000 spent many of us
[1:08:56]
have had to do some belt
[1:08:57]
tightening to live within our
[1:09:03]
means. Many of us have had to
[1:09:05]
eliminate pleasures that we
[1:09:07]
previously enjoyed to finance.
[1:09:08]
More important concerns like
[1:09:11]
food and how house housing
[1:09:13]
City government is no
[1:09:16]
different passing. This
[1:09:17]
ordinance will prevent
[1:09:17]
questions in the future and
[1:09:20]
will save taxpayers money and
[1:09:21]
still a bit. Installation
[1:09:23]
events should be held in a
[1:09:24]
city building where everyone
[1:09:25]
has the opportunity and access
[1:09:29]
to a 10. It should reduce the
[1:09:31]
use of private funds to
[1:09:32]
finance such an event from
[1:09:34]
individuals who MAY be seeking
[1:09:35]
future favors and would be an
[1:09:36]
advantage to any COUNCILMAN
[1:09:39]
Doing the work of the people
[1:09:40]
for the people as it would
[1:09:42]
reduce impropriety questions.

see our government budget

trimmed down to lean but not

mean. And I realize there will

always be debate among people
[1:10:32]
with differing opinions on
[1:10:36]
wants versus needs and
[1:10:38]
ostentatious installation
[1:10:39]
ceremony of the council.

of cutting unnecessary costs,

implemented? I believe every
[1:11:26]
person here today wants to see
[1:11:27]
the tightest most prudent use
[1:11:30]
of the city's budget. I
[1:11:31]
strongly support and have full
[1:11:32]
confidence in this 19 member
[1:11:35]
council's vote in favor this
[1:11:37]
responsible legislation and
[1:11:39]
savings opportunity. Let's

show the citizens Jacksonville

that every council member here

is unequivocally support of a

fiscal responsibility of

needs, but a lavish

simply cannot afford this

practice every year. Let's

find city-owned or city
[1:12:01]
operated facilities that are
[1:12:03]
in not profit oriented and get
[1:12:07]
the job done. Swear the person
[1:12:09]
and have a drink snack. Take a
[1:12:10]
few photos. Give an interview
[1:12:11]
or 2 and let's get back to
[1:12:13]
work that would show us. You
[1:12:14]
mean business? Look, it's
[1:12:15]
pretty simple. We all have to
[1:12:19]
trim the fat it home. We are
[1:12:20]
finding less expensive ways of
[1:12:20]
doing more everyday. We think

you can too. And we expect it

various city departments to

learn the ins and outs of city

government. And I was proud to

see the passion and in our
[1:39:15]
city employees a passion to
[1:39:18]
make the city a better place.
[1:39:19]
At the same time, I also heard
[1:39:22]
their concerns. Were there
[1:39:23]
while there was funding in
[1:39:24]
place to keep these
[1:39:26]
departments funded and
[1:39:29]
efficient. It was my opinion.
[1:39:30]
That it still lacked the
[1:39:30]
resources and funding needed
[1:39:33]
to be fully effective. At our
[1:39:35]
last true commission meeting,
[1:39:38]
we discussed jt a's 19 million
[1:39:40]
dollar budget shortfall.
[1:39:43]
19 million dollars Council.
[1:39:45]
Directly related to the
[1:39:46]
funding of the nab, Autonomous
[1:39:48]
Vehicle project. How can
[1:39:52]
anyone? Justify spending this
[1:39:54]
much money on an essential
[1:39:57]
non-essential special project.
[1:40:00]
When we have ditches medians
[1:40:01]
roads and communities, they're
[1:40:02]
not asking for a handout. But
[1:40:05]
for the services promise to
[1:40:08]
them in our city. Charter. As
[1:40:09]
young man aspiring to help
[1:40:12]
lead this city forward. I fear
[1:40:12]
that if we don't address this
[1:40:14]

privatization pretending to be

reform. It distributes public

moaning, public land and

private charter operators.
[1:40:47]

[1:40:48]
are communities rely are
[1:40:48]
purposely starved for
[1:40:52]
resources. When still schools
[1:40:54]
struggle. It's not because
[1:40:54]
they failed. It's because the
[1:40:55]
state is chose not to fund
[1:41:00]
them. Instead of investing in
[1:41:01]
underfunded school. The state
[1:41:04]
uses it as an excuse to say
[1:41:06]
fun students, buildings and
[1:41:06]
stability away from
[1:41:07]
democratically run public
[1:41:10]
schools. The system is rigged
[1:41:12]
by design. Schools of hope are
[1:41:15]
exempt from most educational
[1:41:17]
laws. Local oversight,
[1:41:18]
staffing standards, zoning
[1:41:21]
rules and even property taxes.
[1:41:22]
However, public schools are
[1:41:23]
expected to carry every
[1:41:25]
responsibility. Charter
[1:41:29]
operators get to use the free
[1:41:30]
use of Duval County school
[1:41:30]
buildings and maintenance
[1:41:35]
funding. Well, districts lia's
[1:41:36]
assets and still carry the
[1:41:38]
long-term cost. It is a direct
[1:41:41]
transfer of public wealth into
[1:41:42]
private hands, education as a
[1:41:45]
public. Good, not a commodity.
[1:41:47]
I urge everyone to contact
[1:41:48]
their representatives and ask
[1:41:48]
for schools hope to be
[1:41:53]

believe that is one of the

reasons why our school

director, I'm not school

director nursing director,
[1:47:15]
retired resigned because she
[1:47:18]
was not included in medical
[1:47:18]
decisions regarding our
[1:47:25]
students. I believe this is a
[1:47:27]
very is very did dangerous
[1:47:28]
situation and can become a big
[1:47:34]
lawsuit. This is why I am
[1:47:36]
resigned. I resigned from my

position. I do not want to

place my nursing license

because of inappropriate

some of the issues can tell

people said to me in regards

to the last installation was
[2:09:05]
that they didn't know when it

was going to occur. And that
[2:09:10]
they actually came down
[2:09:12]
downtown for it. And they were
[2:09:13]
like, where's it going to
[2:09:17]
occur? In addition to that,
[2:09:18]
they when they found out about
[2:09:22]
it. Was out, there would end
[2:09:23]
that. They said, that's way
[2:09:24]
too far. Wasn't always
[2:09:26]
downtown. And I couldn't
[2:09:28]
answer that question. In
[2:09:30]
addition to that, they des
[2:09:31]
they the these are people who
[2:09:36]
love the city. They typically
[2:09:37]
attend in and talking about
[2:09:40]
seniors as well. So with that
[2:09:41]
being said, and some of the
[2:09:42]
other issues is speaking with
[2:09:44]
the public comments that were
[2:09:48]
made earlier.

that those events that occur.
[2:10:49]
I'd be on the installation
[2:10:50]
process. There's the idea that
[2:10:51]
it's being paid for by the
[2:10:55]
public. It is not funded with
[2:10:57]
public dollars. There's a
[2:10:58]
portion of it that funded with
[2:10:59]
public dollars. And that is
[2:11:00]
typically the installation.
[2:11:04]
Now there are cases where the
[2:11:06]
portion where you have food
[2:11:06]
you have drinks, you know,
[2:11:08]
that type of thing is held in
[2:11:14]
the same space. However, food
[2:11:15]
drinks, decorations and other
[2:11:16]
aspects are not paid for with
[2:11:18]
city funds. They're paid by
[2:11:21]
donors. And so because of that
[2:11:24]
reason, I'm asking too strike
[2:11:24]
that particular language from
[2:11:28]
the bill. Because that aspect
[2:11:31]
is not being paid for by
[2:11:32]
public funds. And that's
[2:11:34]
another concern that
[2:11:37]
constituents and the city has.
[2:11:38]
And so that's Muslim. And I
[2:11:44]
will take questions.

in a city facility open to the

public. That is the official

event. If there is a party to

this amendment that would no

longer be required to be open

to be held in the sunshine as

well. So it's noticed an open

think it would be very

appropriate. Particularly now

my childhood in this building.

The armory was formally

department of Parks and

doing as an amendment, but I'm

holding back on when the

property does go through and

gets old. One of my goals was

that we would take some of the
[2:45:11]
some of the cell costs about
[2:45:11]
$500,000 moving to the
[2:45:12]
Northwest Trust fund.

ago we took out $500,000 from
[2:45:19]
the Trust fund because of the
[2:45:21]
fuel depot. If you recall. So

we we took 500 k I think put

They're related to the fuel
[2:45:30]
Depot and 500,000 is a lot in
[2:45:32]
the trust fund. And so for

those of us who have districts

that trust fund facts, there's

a lot of small businesses,
[2:45:39]
facade, grant improvements.
[2:45:40]
You know, especially in some
[2:45:42]
pretty hard hit, you know,
[2:45:43]
commercial areas. It's really,
[2:45:44]
really important. So just
[2:45:46]
bring that up now at a later
[2:45:48]
time. And we are talking about
[2:45:50]
where dollars go from the
[2:45:51]
sale. I just asked to keep an
[2:45:52]
open mind that we look at to
[2:45:55]
to to put at least if not, I
[2:45:56]
don't take all of it. I think
[2:45:59]

the first year of our term.

talking about a fuel depot in

district 12 later on that item

was withdrawn and for whatever

reason, we gave $500,000 on

the Northwest Trust Fund to

that entity, I think to move
[2:48:31]
the project to another place.
[2:48:32]
So that means we lost $500,000
[2:48:33]
out of the Northwest Trust
[2:48:35]
fund those dollars on our
[2:48:36]
economic development go to a
[2:48:37]
slew of different things,
[2:48:41]
mainly for projects and
[2:48:41]
districts to 12 and then 7, 8,
[2:48:46]
9, 10. So really hard hit
[2:48:46]
areas. Some really great
[2:48:47]
commercial corridors. I was
[2:48:48]
just suggesting like
[2:48:49]
COUNCILMAN Time it was
[2:48:50]
suggesting sale goes through
[2:48:52]
those dollars are, you know,
[2:48:54]
it's going to be up to the
[2:48:55]
administration and where those
[2:48:57]
dollars go from the sale go
[2:48:58]
directly to the general fund.

Doesn't go into reserve
[2:49:02]
contingency. Doesn't go into
[2:49:03]
the reserves. What does it do?
[2:49:05]
And I was just saying, let's
[2:49:05]
take the $500,000. That kind
[2:49:08]
of was abruptly taken out
[2:49:11]
towards the fuel Depot. Let's
[2:49:12]
put that money back into the
[2:49:13]
Northwest Trust funds. There's
[2:49:14]
a number of projects and I'm
[2:49:15]
sure can get done that. I'm

sure economic development like
[2:49:18]
to do. I know economic
[2:49:19]
development did a lot of work
[2:49:20]
on this project since I've
[2:49:22]
been in office. And so I also
[2:49:23]
want to make sure that that at
[2:49:24]
and his team and a few more
[2:49:25]
tools in the tool kit to help
[2:49:26]
make sure that our are areas
[2:49:29]
that are most hard hit, get
[2:49:30]
some additional resources. So
[2:49:32]
that said it wasn't meant for
[2:49:32]
one project. It's just meant
[2:49:35]
to go into the into the fund
[2:49:36]
so they can go to any number
[2:49:37]
of things. Yeah, I just I just
[2:49:39]
want to set presidents and if
[2:49:41]
we were, you know what type of
[2:49:43]
legislation would be done
[2:49:45]
because, you know, I remember
[2:49:46]
when this project first came,
[2:49:48]
I was very excited. I'm like.

administration has proposed

spending it on some things. I

believe that money as well
[2:50:53]
should go towards completion
[2:50:55]
Now I'll be having an
[2:50:56]
amendment when that gets into
[2:51:00]
committee to do just that.

[2:51:05]
some thoughts, I'm sure like
