[0:59] from Gordon-conwell
[1:01] Theological Seminary. And he's
[1:04] a retired U.S. Army veteran
[1:05] with more than 20 years of
[1:08] honorable service. Eddie
[1:09] currently serves as the
[1:11] community. Pastor a chance.
[1:13] Great churches, Hodges,
[1:14] campus, where he's passionate
[1:16] about helping people grow in
[1:19] their faith and connect with
[1:20] their community. He's been
[1:21] married to his high school
[1:22] sweetheart, Jacqueline Renee
[1:25] Hatcher for 42 years together.
[1:27] They're the proud parents of 2
[1:29] children. And and Alicia. He's
[1:31] received. Pastor Eddie
[1:36] Hatcher. Thank you, COUNCILMAN

[2:51] communities of Jacksonville.

[5:06] role as chancellor of
[5:07] Jacksonville University. MR.

[5:17] PRESIDENT Of Jacksonville
[5:19] University since 2013 becoming
[5:21] the first alumnus to lead the
[5:22] university, guiding him
[5:23] through an air of
[5:26] transformation and growth.
[5:28] During his tenure. PRESIDENT
[5:29] Cost ledgeview through
[5:30] significant expansion growing
[5:31] the institution from 3
[5:34] colleges, 5 schools and to
[5:36] institutes to 5 colleges, 9
[5:39] schools and 3 institutes along
[5:42] with the introduction of new
[5:42] in-demand, major fields of
[5:43] study, including speech
[5:45] language pathology, clinical
[5:49] mental health counseling,
[5:50] occupational therapy,
[5:50] accelerated nursing business
[5:54] analytics. Engineering law
[5:55] data science ai cybersecurity
[5:59] and robotics. In 2022.
[6:01] PRESIDENT Cost oversaw the
[6:02] establishment and launch of
[6:03] the Jacksonville University
[6:05] College of Law which expanded
[6:06] access to legal education and
[6:07] the development of a legal
[6:10] work force in northeast
[6:11] Florida and whose first
[6:12] graduating class achieve the
[6:13] second highest bar passage
[6:17] rate in the state. PRESIDENT
[6:18] Cost advance the partnership
[6:20] with Lake Erie, College of
[6:21] Osteopathic Medicine to create
[6:23] the region's first four-year
[6:24] medical school scheduled to
[6:28] open in the fall of 2026.
[6:28] Under PRESIDENT Cost
[6:29] Leadership. Jacksonville
[6:31] University strengthened its
[6:33] financial standing and
[6:34] philanthropic support by
[6:34] increasing the endowment by
[6:38] more than 50%. Leading
[6:39] investment of 100 million
[6:40] dollars into the university's
[6:42] campus. Completing the aspire
[6:44] campaign that raised more than
[6:45] 120 million dollars launching
[6:46] the Florida epic program to
[6:50] support Steam education.
[6:52] Regional economic investment
[6:53] and job creation and
[6:54] spearheading the university's
[6:56] historic 175 million future
[6:59] made comprehensive campaign.
[7:00] Since Tim Cars became
[7:02] PRESIDENT Of Jacksonville
[7:04] University. The university has
[7:06] consistently rate ranked as a
[7:07] premier institution for
[7:09] students return on investments
[7:11] and outcomes with the
[7:12] university being selected as
[7:13] one of America's best colleges
[7:16] by U.S. News and World Report
[7:18] and named one of the top 500
[7:18] universities in the country by
[7:22] Forbes magazine. After 14
[7:23] years of distinguished service
[7:25] as PRESIDENT Of Jacksonville
[7:26] University, Tim costs will
[7:27] transition to serve as
[7:29] chancellor of Geo where he
[7:32] will focus on partnerships,
[7:32] fundraising alumni, community
[7:36] and government relations to
[7:36] advance the is the
[7:38] university's mission. Now,
[7:41] therefore. Be it resolved by
[7:41] the Council of the City of
[7:44] Jacksonville. The city council
[7:46] hereby honors and commends Tim
[7:48] cost for his exemplary and
[7:49] invaluable leadership as
[7:51] PRESIDENT Of Jacksonville
[7:52] University and his lasting
[7:55] contributions to the city. The
[7:56] city Council congratulate Mr,
[7:57] Cost and his appointment as
[7:58] chancellor to Jacksonville
[8:00] University and offers its best
[8:01] wishes for his success in this
[8:16] new role.
[8:18] Colleagues and
[8:19] community. It's an honor for
[8:21] me to present this to him.

[8:27] here and reflect a couple of
[8:29] thoughts. Come to mind that

[8:33] inform Tim uses his words to
[8:36] transform. While some and
[8:39] state affirmation before
[8:41] achievement team is always saw

[8:43] affirmation. He's just that
[8:47] kind of individual. He
[8:47] collaborate he looks for where
[8:49] he can be part of how we can
[8:53] make a difference when he came
[8:54] to Jay you as PRESIDENT. One
[8:55] thing you said, Jay, you will
[8:59] be integrated and not
[9:00] isolated. And today is one of
[9:04] the most catalytic
[9:05] transformative force and
[9:05] they're all eaten community.
[9:07] And it's all because of the
[9:09] work of 10 cost. So I'm glad
[9:12] to present this to him. Ron
[9:13] Salem, you have represented
[9:14] the area as well. If you want
[9:20] to say some. Thank you,
[9:21] COUNCILMAN.
[9:23] >> I met him probably 12, 15
[9:26] years ago when I got on the
[9:29] Arlington cra my 7 years here
[9:29] on the council, we've worked
[9:30] very closely together. He's
[9:34] become a great friend. And as
[9:36] said publicly, many shutter to
[9:37] think where the Arlington area
[9:39] would be without Tim cost. He
[9:43] has been the the catalysts for
[9:43] all the development that is
[9:47] occurring out there. And we're
[9:48] very grateful that he
[9:49] continues to service a j you
[9:54] so thank you, Tim.

[10:14] to give on behalf of our
[10:16] university for the belief
[10:17] you've placed in Jacksonville
[10:19] University. We've been here 92
[10:20] years. We've come before this
[10:22] group a number of times for
[10:24] help. And you have never let
[10:26] us down most recently. My only
[10:27] item today was when we decided
[10:28] we would try to build a
[10:30] college of law. And COUNCILMAN
[10:32] And mayor, you will remember,
[10:34] we asked for a few million
[10:35] dollars and 14 students came
[10:40] in 4 years ago. This AUGUST,
[10:41] the university's College of
[10:43] Law will double. It will be
[10:46] 215 students in just 4 years.
[10:47] It'll be the second ranked
[10:48] again University College of
[10:49] Law in the state of Florida.
[10:51] Number 14 in the country. We
[10:53] could not have done it without
[10:55] this body. So we will continue
[10:56] over there to try to be a
[10:58] positive, relevant force for
[10:59] the economy and for the
[11:01] students and their families.
[11:02] And we'll be back hopefully
[11:02] soon to talk about youth
[11:04] sports. Plex is another things
[11:07] they can help Arlington. But
[11:07] I've great thanks to this
[11:08] body. The entire city of
[11:09] Jacksonville. Thank you. And
[11:16] good evening. And turned
[11:21] team's half of to come up. She
[11:22] has been very important part
[11:25] of this journey as well.

[11:55] that the impact that you MAY
[11:56] will create ripples that will
[11:59] last for generations. I for
[12:00] one have been one that has
[12:01] come and visit is set on that
[12:05] couch and talk to life. Talk
[12:06] politics at times. Talk
[12:07] business at times, talked life
[12:08] and I want to thank you for
[12:09] that. And I want to thank you
[12:12] for sticking around. You could
[12:13] be doing so many other things
[12:15] right now. You've lived a very
[12:17] successful life to this point.
[12:19] And you're still choosing to
[12:20] serve here in this community.
[12:23] And I want to thank you. And
[12:23] when it would have been fact
[12:24] that many of you all here, I'm
[12:27] sure, you know that he is a
[12:27] baseball aficionados. Well,
[12:31] and I believe was at a lefty,
[12:31] pitcher and had some type of
[12:36] an accomplishment Ajay you
[12:37] many, many staying on at the
[12:38] 3rd many. But if so, a few
[12:40] years ago, and that was one of
[12:41] the draws that I had with them
[12:42] initially when I was kids
[12:44] there. So thank you for that
[12:46] and your vision with lacrosse
[12:47] and what's happening with ask
[12:48] board across our city and our
[12:49] state. You just such a
[12:50] visionary. So thank you so for
[12:53] your leadership. COUNCILWOMAN.

[13:02] just wanted to personally.
[13:05] Thank you because I have a
[13:07] personal relationship with
[13:07] you. My son just graduated at
[13:08] think which most of you all
[13:10] know with a double major from
[13:13] Jay you. But the first day i
[13:14] met you riding on the golf
[13:17] course. All right. And in the
[13:21] school, you knew. The students
[13:24] names, you know, find too many
[13:25] presidents that knows each of
[13:28] the students names and I was
[13:29] impressed with that impressed
[13:32] with how you take the
[13:33] suggestions and
[13:34] recommendations from the
[13:35] students and you pour into
[13:39] them and you make the
[13:40] initiatives that they want on
[13:42] that campus and to make it
[13:44] their own. So I just want to
[13:45] say thank you for giving my
[13:47] son Winston an opportunity and
[13:49] to even take some of your
[13:52] holiday pictures as well. And
[13:54] I really appreciate that. How
[13:56] you point not only to him to
[13:58] the many students have
[14:02] graduated from Jay. You think?
[14:03] All right. No other speakers

[14:06] for a great career being on
[14:08] the Mount. Rushmore leaders
[14:08] here in the Jacksonville area.

[14:12] >> impact on my life as a as a

[14:28] member Ju'coby Pittman Pittman
[14:29] honoring the honorable Henry
[14:31] Lee Adams junior for his
[14:32] Distinguished Legal career,
[14:34] historic accomplishments and
[14:35] lifelong contributions to the
[14:35] city of Jacksonville, MR.
[14:36] Teal, Please read the
[14:39] resolution. Resolution 2026
[14:43] 404. The honorable Judge,
[14:46] Henry Lee Adams Junior was
[14:47] born in Jacksonville, Florida,
[14:48] and raised in the historic
[14:50] Eastside community where his
[14:52] early life experiences help
[14:52] shape his commitment to
[14:56] justice service and community.
[14:57] Judge Adams, a proud graduate
[14:59] of Matthew Gilbert, High
[15:01] School earned his Bachelor of
[15:02] Science Degree from in
[15:03] Political Science from
[15:05] Florida. A m University.
[15:07] Received his juris doctorate
[15:07] from Howard University School
[15:11] of Law in 1969. And married
[15:12] his high school sweetheart.
[15:12] Elaine, while on their lunch
[15:13] break at the Duval County
[15:18] Courthouse. Judge Adams began
[15:18] his legal career serving the
[15:20] people of Jacksonville through
[15:21] the Duval County Legal Aid
[15:23] Association as a public
[15:25] defender. And then in private
[15:25] practice demonstrating a
[15:26] dedication to equal just equal
[15:31] access to justice. In OCTOBER
[15:32] 1979, under the leadership of
[15:35] Governor Bob Graham. Judge
[15:37] Adams made history as the
[15:38] first African-American judge
[15:39] appointed to the 4th Judicial
[15:41] Circuit marking a
[15:42] transformative moment in
[15:42] judicial landscape of
[15:46] northeast Florida. Judge Adams
[15:47] continued to break barriers
[15:50] throughout his career becoming
[15:51] the first African-American
[15:52] attorney invited to integrate
[15:55] an all White Jacksonville law
[15:55] firm. The first
[15:57] African-American judge in
[15:58] Florida to preside over a
[16:02] white on black homicide case
[16:03] and ultimately the first
[16:04] African-American appointed as
[16:06] a U.S. District judge in
[16:08] Florida nominated by PRESIDENT
[16:11] Bill Clinton in 1993. As the
[16:12] United States District judge
[16:14] for the Middle District of
[16:16] Florida. And later, as chief
[16:18] Judge, Judge Adams has
[16:19] exemplified fairness,
[16:19] integrity and dedication to
[16:23] the rule of law. Earning a
[16:24] widespread Rick respect across
[16:25] the legal profession and in
[16:28] the broader community. Be on
[16:30] the bench. Judge Adams has
[16:32] served as PRESIDENT Of the dw
[16:32] Perkins Bar Association and
[16:34] has contributed his leadership
[16:35] to organizations such as
[16:37] communities in schools and the
[16:40] Jacksonville Public Education
[16:42] Fund demonstrating his
[16:43] enduring commitment to
[16:44] education, mentorship and
[16:47] community advancement. Judge
[16:49] Adams is life and legacy
[16:50] represent perseverance,
[16:51] excellence and the courage to
[16:54] break down barriers, opening
[16:54] doors for future generations
[16:57] of legal professionals and
[16:58] public servants in
[16:58] Jacksonville and across the
[17:03] nation. Now, therefore. Be it
[17:03] resolved by the council. The
[17:07] city of Jacksonville. The city
[17:08] council hereby honors the
[17:09] honorable Judge, Henry Lee
[17:10] Adams junior for his
[17:14] trailblazing legal career. The
[17:15] city council extends

[36:26] salaries. This is just bonus
[36:27] of $70,000 a year for them.
[36:29] Using it to pay their medical
[36:30] bills. These teachers, these
[36:32] educators, the staff members,
[36:33] they don't they don't need to
[36:34] be wasting the time right now
[36:36] here at City Hall. They need
[36:36] to go out in their summer,
[36:38] spent time with families, our
[36:40] focus on the curriculum for
[36:41] next year. They need to focus
[36:42] on their costumes. The longer
[36:45] we prolong this long weeks,
[36:46] 10, this that's what they have
[36:46] time to have their family
[36:47] there. We have a short enough.
[36:50] does. It is. So obviously I
[36:51] think we're going to across
[36:54] the board today. But the
[36:54] significance of this larger
[36:58] than just a vote. Yes or no.

[37:52] compensation for the next 4
[37:53] years. That funding sources,
[37:55] the American rescue plan, the
[37:57] Esser 2 funds. I was told at
[37:58] the time by the district that
[38:00] it cannot be used for teacher
[38:02] compensation. But I read aloud
[38:03] on the day of universe, United
[38:04] States secretary of education
[38:06] letter that said it could the
[38:07] Florida Department of
[38:09] Education told me it could
[38:09] indeed other counties were
[38:13] doing so in planning to use
[38:13] that source. And Lou, having
[38:15] to increase the millage rate
[38:16] until 20 26 of the 1 million
[38:20] crease then was unnecessary. I
[38:20] felt voters were being misled
[38:22] and teachers could have
[38:23] immediately received a bonus
[38:25] or compensation. But now our
[38:28] funds have been depleted and
[38:29] I'll leave it to the school
[38:30] board to research how those
[38:32] funds were used. Perhaps serve
[38:33] a critical use, but they've
[38:34] been depleted that I've had
[38:36] several conversations with now
[38:37] Superintendent Bernier of the
[38:39] last few months on this issue
[38:40] on the cuts they've made the
[38:41] consolidations the cost
[38:42] savings, everything the school
[38:44] district has done. And I'm
[38:46] confident this time we're not
[38:47] being misled. There is no
[38:48] other funding source. So
[38:49] tonight I will support putting
[38:51] this measure on the ballot.
[38:52] That's what we're voting on
[38:53] here. We're not voting on
[38:54] extending the one mill but
[38:58] putting it on the ballot. The

[56:56] for a vote that was to occur.
[57:01] We then did had a little more
[57:01] time and deeper dive. I
[57:04] appreciate the input of some
[57:05] outside attorneys and former
[57:07] general counsel's giving some
[57:09] input and asking us to make
[57:12] another look at the issue. And
[57:13] so we did that and we took a
[57:14] deeper dive. We engage other
[57:18] attorneys and our office. The
[57:19] result of that. And I don't
[57:20] think study is the wrong term
[57:23] councilmen. Mark Murray, we
[57:25] did to our research and are
[57:26] studying of that and it's a
[57:28] little more nuance than we
[57:30] originally. Preliminarily
[57:34] indicated. And so there's a
[57:35] nuanced approach. It's not
[57:36] categorically that appointment
[57:37] powers purely an executive
[57:40] function. It's much more
[57:41] nuance with an analysis of
[57:45] what power is being used and
[57:46] the interplay between the
[57:48] legislative and the executive
[57:51] body. We issued a memo, one of
[57:54] my brightest attorneys issued
[57:55] a memo. Believe it was stated
[57:56] last month and have big fact
[58:00] it my head that provided an
[58:01] analysis of that and that
[58:03] summarized the thinking of the
[58:04] ogc attorneys working on that
[58:07] matter. And in short order for
[58:11] the issues for kj and the
[58:15] library board. Using the 4
[58:17] factors from a case in
[58:18] Bennett. We also used in a
[58:20] previous binding opinion. We
[58:23] determined that it was a very
[58:24] close call, meaning that it
[58:26] was close to a violation of
[58:27] the separation of powers and
[58:31] try and in our charter. But
[58:33] based on the fact that the
[58:34] mayor retained a majority of
[58:37] the appointment powers and the
[58:38] interplay on how the
[58:40] appointments get confirmed.
[58:41] The nature of power was
[58:45] brought to hear. We thought it
[58:46] was a close call, but we
[58:48] thought past the charter to
[58:49] shuttle test. I'm still trying
[58:50] to get that word adopted. I'm
[58:53] going to use it again. We
[58:54] thought it past the charter to
[58:56] test and that it is something
[58:57] that if passed would not
[59:01] violate the charter. Now have
[59:02] to take any questions from the
[59:05] board. The

[59:45] council should be engaged in
[59:46] that beyond passing their
[59:50] budget and be able to during
[59:51] the year have some input
[59:52] through the PRESIDENT And
[59:55] those appointments. Number 2,
[59:58] the library again, 40 plus
[59:58] million dollars as we face the
[1:00:00] budget. We're about ready to
[1:00:01] get into. We have a lot
[1:00:02] parades all over this
[1:00:07] community. I believe the city
[1:00:07] council through our PRESIDENT
[1:00:10] Should have appointments to
[1:00:12] address issues within the
[1:00:14] library system. I've raised
[1:00:14] him in the budget process for
[1:00:19] several years. We've got the
[1:00:20] Internet. We've got chatgpt
[1:00:23] and we're still using the same
[1:00:23] library system essentially
[1:00:25] that we've used for the last
[1:00:28] 50 years. We've got small
[1:00:29] libraries. We've got big
[1:00:30] libraries. We've got big
[1:00:30] decisions to make library
[1:00:35] system. I want the city
[1:00:36] council to have the ability to
[1:00:41] make appointments. Both these
[1:00:42] bills respect the strong
[1:00:42] Merrill, former of our
[1:00:44] government. That was very
[1:00:48] important to me. As MR. Factor
[1:00:52] said in his analysis. That's
[1:00:52] council PRESIDENT Gets 3 of
[1:00:56] the 7 for the school board and
[1:00:57] 5 of the 12 on the Library
[1:00:59] Board of trustees. Number 2,
[1:01:01] it we don't get those
[1:01:02] appointments until somebody
[1:01:05] rolls off. I'm not trying and
[1:01:05] too distraught kha or the
[1:01:13] school board. Or the library.

[1:01:15] we get those appointments
[1:01:18] people rolled off. And I think
[1:01:18] that's important to recognize
[1:01:23] is part of this bill. We are
[1:01:23] not taking power away from
[1:01:27] anybody. I keep hearing that
[1:01:31] this bill is for his forever.
[1:01:31] I have one year left on this
[1:01:32] council. I'm not going to make
[1:01:38] any appointments. And it's for
[1:01:40] future mayors as well. So this
[1:01:42] is not a one-year bill taking
[1:01:43] power away from this mayor.

[1:01:51] go on pass this. All future
[1:01:53] cow. All future mayors will
[1:01:54] buy buy this, whether they're
[1:01:55] Republicans or Democrats in

[1:10:49] special fix social workers
[1:10:49] between but physical
[1:10:50] therapists, occupational
[1:10:52] therapists provide critical
[1:10:54] services to students and
[1:10:57] families private schools,
[1:10:57] charter schools and home
[1:11:01] education. We serve students
[1:11:02] in hospitals, residential
[1:11:03] treatment and juvenile justice
[1:11:06] settings. We provide early
[1:11:07] interventions, preschoolers
[1:11:10] throughout the community and
[1:11:11] we serve military families,
[1:11:12] many of whom come to
[1:11:13] Jacksonville specifically for
[1:11:14] the supports for students with
[1:11:18] special needs. The work. We do
[1:11:19] impacts the broader
[1:11:19] Jacksonville community and not
[1:11:22] just our public schools. So
[1:11:22] tonight, I want to thank you
[1:11:24] for giving voters the
[1:11:26] opportunity to consider this
[1:11:27] measure and giving us the
[1:11:28] chance to make your case
[1:11:29] directly to the community we

[1:12:02] going to have an honest
[1:12:03] conversation about spending,
[1:12:04] let's have one that's based on
[1:12:07] facts, not political theater.

[1:12:10] the people, Jacksonville elect
[1:12:11] local people, leaders to make
[1:12:13] local decisions and local
[1:12:15] control matters. The people
[1:12:16] who live work, raise families
[1:12:17] and run businesses here.

[1:12:20] needs better than politicians
[1:12:21] dropping in from Tallahassee
[1:12:25] for a press conference is
[1:12:26] investing in youth programs,
[1:12:27] parks, libraries, neighborhood
[1:12:27] improvements, housing, senior
[1:12:29] and veteran programs and
[1:12:30] services that help families
[1:12:33] thrive is considered wasteful.
[1:12:35] That I think most Jacksonville
[1:12:36] residents would disagree.
[1:12:37] Jacksonville's growing and
[1:12:37] thriving because of the work
[1:12:38] being done across the city.
[1:12:39] And I appreciate the
[1:12:41] investments being made to
[1:12:42] contribute to our quality of
[1:12:43] life and helping Jackson
[1:12:44] become one of the best cities
[1:12:47] in the Southeast. Yes, we
[1:12:48] still face challenges and we
[1:12:48] should absolutely have
[1:12:49] conversations about how to
[1:12:52] spend taxpayer dollars wisely.
[1:12:53] But those those conversations
[1:12:55] require facts, transparency
[1:12:56] and solutions, not political
[1:12:58] stunts designed to score
[1:12:59] points while providing no
[1:13:00] actual plan to move

[1:14:11] up to the city to first look
[1:14:13] at the how a project like
[1:14:14] this, aka Stadium impact the
[1:14:16] surrounding areas and deny the
[1:14:18] application at its start since
[1:14:20] it drastically harm the
[1:14:21] character amenities that make
[1:14:23] neighborhoods like fox Chase
[1:14:24] Woman Station and wondered
[1:14:28] when the helm attractive. If
[1:14:30] however, the city authorities
[1:14:32] have no problems ruining

[1:15:12] death. What they're
[1:15:14] experiencing a mental health
[1:15:15] crisis. A mental health crisis
[1:15:16] should not be a death
[1:15:20] sentence. Point blank period.
[1:15:23] It's those officers are not
[1:15:23] trained to de-escalate and
[1:15:24] respond to a mental health
[1:15:25] crisis leading to these
[1:15:28] incidents again and again. And
[1:15:30] we see that jso is, but it is
[1:15:31] continuing to grow and grow
[1:15:32] being the lion's share of the
[1:15:35] city's budget every year. But
[1:15:38] we do not see any additional
[1:15:39] care put into mental health
[1:15:41] responses. And one of the
[1:15:41] victims of this lack of care
[1:15:44] was Rashad Martin. He was 32
[1:15:46] years old and he was diagnosed
[1:15:47] with schizophrenia. His family
[1:15:50] called 9-1-1 and OCTOBER 2025.
[1:15:51] And his mother didn't want him
[1:15:53] arrested. You want to come
[1:15:53] help? Martin ran in tripped
[1:15:57] and was detained. He showed
[1:15:58] signs of medical distress and
[1:15:59] he was Baker acted in, died in
[1:16:02] the psychiatric facility. His
[1:16:03] mother, Vanessa, is still
[1:16:06] waiting for answers from jso.
[1:16:07] She is asking for a trained
[1:16:07] mental health professionals on
[1:16:08] the scene of mental health
[1:16:13] crises in not police. So Jane
[1:16:14] Stolz obviously the jcc is the
[1:16:15] man to simple. We want to see
[1:16:17] the creation of a permanent
[1:16:19] mental health emergency
[1:16:20] response. Team professionals
[1:16:20] instead of police officers to
[1:16:21] spawned these situations. We
[1:16:23] want to see the enforcement.

[1:17:31] schools. The seal acknowledge
[1:17:33] existence. I haven't seen that

[1:17:37] history. He went back in.

[1:17:40] race from 2022 to present. And
[1:17:43] that's how we got 3.35, we
[1:17:43] could have been here 3 and a
[1:17:46] half years ago. We could have

[1:17:57] nation. The number students in
[1:18:02] school use that mixture. That

[1:20:44] arduous are complex to

[1:20:52] better environment for micro

[1:24:40] had a teacher and a speech
[1:24:41] Colleges and a pair of the
[1:24:41] entire year for some people.
[1:24:42] That's not a big deal. But it
[1:24:44] was a super duper, big deal
[1:24:46] because and dcps before the
[1:24:47] mail by DECEMBER 5 to 6
[1:24:47] teachers will be gone by
[1:24:48] MARCH. Another 2 to 3 in the
[1:24:49] reason because they couldn't
[1:24:52] take the low pay the long
[1:24:52] hours and the lack of respect
[1:24:54] that after the mill, our
[1:24:56] schools are really well
[1:24:57] staffed. Okay. I can go on
[1:24:57] vacation. I could do all the
[1:24:59] stuff and not have to worry
[1:25:01] about staffing and for
[1:25:03] household because a lot of
[1:25:04] people think it means getting
[1:25:05] rich. I mean, I'm expanding
[1:25:06] our family, welcoming our son
[1:25:07] a few months ago been
[1:25:08] establishing a college fund
[1:25:09] for our daughter through
[1:25:10] Florida, prepaid and catching
[1:25:12] up on bills being able to buy
[1:25:13] pencils can be a most
[1:25:13] importantly, be over and for
[1:25:15] my students without worrying
[1:25:16] about breaking the bank, that
[1:25:17] bill has changed so much for
[1:25:18] our family. And it's we're
[1:25:19] keeping it as a homeowner. I
[1:25:20] can confidently say that. I
[1:25:21] don't mind paying a little bit
[1:25:22] more on the front in to save
[1:25:23] money on the back in and we
[1:25:24] will save money by having
[1:25:25] fully staffed schools. And we
[1:25:25] do that by making sure school
[1:25:28] staff is appreciated.

[1:41:05] supports small-scale locally
[1:41:06] owned efforts while ensuring

[1:41:15] strikes a balance. It respects

[1:42:17] and the property tax amendment
[1:42:18] that will be on NOVEMBER's
[1:42:18] ballot is a catalyst to
[1:42:21] ensuring this body has the
[1:42:24] very tough conversations and
[1:42:25] be ready to reduce
[1:42:28] significantly reduce funding.

[1:45:22] functions, not just limited to
[1:45:25] the building, code review.
[1:45:26] We're especially concerned
[1:45:28] about the Tree Mitigation
[1:45:29] Review has drafted certified
[1:45:31] arborist could approve
[1:45:33] mitigation plans while also
[1:45:33] financially benefiting from
[1:45:36] tree removal work on that same
[1:45:37] property, creating a clear
[1:45:40] conflict of interest that
[1:45:40] threatens the integrity of
[1:45:41] Jacksonville Street
[1:45:41] protections and mitigation
[1:45:45] fund. We respectfully urge the
[1:45:47] council to defer this
[1:45:48] legislation to require
[1:45:49] appropriately licensed
[1:45:50] professionals and exempt the
[1:45:50] tree mitigation and landscape
[1:45:54] review from the ordinance. We

[1:47:04] is not smart to put the jail
[1:47:05] out at p farm anywhere. That
[1:47:07] isn't a far distance. I am
[1:47:11] glad to hear that the you

[1:47:14] least they are doing some
[1:47:15] movement there. I just think

[1:51:51] perform nearly identical tasks
[1:51:52] and duties as some other
[1:51:55] employees with utility except
[1:51:57] our between 5 and $19 an hour
[1:52:02] less per hour. The special
[1:52:03] magistrate process begins here
[1:52:03] in a couple of weeks to
[1:52:06] address this impasse. After
[1:52:07] that, this council decides
[1:52:10] what happens next. What we're
[1:52:11] asking is simple. Please look

[1:53:24] teach year after year despite
[1:53:25] Florida being last in the
[1:53:28] country for teacher pay. I

[1:53:30] than just allow this to be
[1:53:32] voted Urge City Council to
[1:53:34] help this referendum passed in
[1:53:36] NOVEMBER. Please show up in a

[1:56:32] years of probation instead of
[1:56:34] recognizing the real issue,
[1:56:37] which is a violent officers
[1:56:37] serving as sergeant of arms in
[1:56:39] these chambers officer Aliaga
[1:56:40] in particular, who has a
[1:56:41] previous domestic violence
[1:56:45] injunction against him instead
[1:56:47] of the real the city Council
[1:56:51] added insult to injury by
[1:56:52] requesting a band from Connor
[1:56:53] from City Council chambers.

[2:31:25] music or other forms of

[2:31:28] entertainment any time on any
[2:31:28] given day or evening during
[2:31:33] the week, unquote. One way
[2:31:33] local gets around this by
[2:31:35] providing indoor music. And
[2:31:38] leaving the back door open. So
[2:31:40] that the patrons outside can
[2:31:42] be entertained and we can hear
[2:31:42] it through the close windows
[2:31:51] and in our house. I called the
[2:31:53] I called The Multiple times
[2:31:55] and complained called the
[2:31:56] restaurant and not the police
[2:31:57] non-emergency phone number
[2:32:00] because the attorney, the
[2:32:03] applicant in the 2017. The dea
[2:32:08] told us that. After after the
[2:32:10] meeting to contact him, not
[2:32:10] our city council
[2:32:11] representative. If there are
[2:32:13] any problems with noise
[2:32:14] because the local wants to be
[2:32:17] a good neighbor. That's what
[2:32:17] we were told. And it's not
[2:32:20] been the case. Also in section
[2:32:24] a paragraph e of the permitted
[2:32:26] uses in stick it states and I
[2:32:28] quote again, the restaurant
[2:32:29] hours of operation shall be no
[2:32:30] later than 10:00pm on any
[2:32:32] given day of the week. No

[2:32:40] later than 08:30pm, for
[2:32:40] seeding and quit see end

[2:32:52] the 8 for 8.30, curfew is
[2:32:54] seldom observed and often
[2:32:58] patrons are loud up until 9 or

[2:33:03] needs to be a full enforced.

[2:34:11] not surrounded by commercial
[2:34:15] property at all. In fact, it's
[2:34:17] bordered on 3 sides by
[2:34:18] single-family houses. So we
[2:34:19] have had to adjust our lives
[2:34:21] too. Deal with this whole
[2:34:24] situation we experience side
[2:34:26] effects of the restaurant
[2:34:29] every day in a way that most
[2:34:30] customers and visitors do not
[2:34:33] a good example might be one
[2:34:34] day. I was looking at my front
[2:34:35] window and I noticed somebody
[2:34:40] walking my yard. She was draw
[2:34:41] at Wednesday afternoon. 4
[2:34:42] o'clock. She pulled her pants
[2:34:45] down, went to the bathroom in
[2:34:46] my driveway that she bought a
[2:34:47] dress up across the street and
[2:34:48] one of the local employees
[2:34:51] bought her meal to her and she
[2:34:52] left. I called the cops, but
[2:34:56] they didn't get there on time.
[2:34:57] Another diet. I saw somebody
[2:34:57] in the afternoon changing
[2:34:59] clothes in my yard in the
[2:35:00] middle of the day, cars are
[2:35:04] flying by kids in the cars
[2:35:05] that matter. I I want it to
[2:35:07] Excuse me, what are you doing
[2:35:08] Oh, it's ok, I worked at the
[2:35:09] local. It's ok, it's ok, I
[2:35:11] don't think it's ok, I don't
[2:35:16] like it at all. So this this
[2:35:16] this application that that
[2:35:18] you're looking at is more than
[2:35:22] just a request for liquor
[2:35:23] license. It is a request
[2:35:24] increase the intensity of use
[2:35:26] by expanding seating capacity
[2:35:29] allowing full liquor service
[2:35:30] and extending operation hours
[2:35:34] until midnight, midnight. Each
[2:35:34] of those changes has that
[2:35:36] impact. But together, they
[2:35:36] represent a substantial change
[2:35:38] in the scale of the
[2:35:40] restaurant. Then where was
[2:35:41] originally proposed as
[2:35:42] neighbors were concerned about
[2:35:44] the country, increased
[2:35:46] traffic, increased parking
[2:35:47] demand and the effect of the
[2:35:49] late night activities on the
[2:35:50] nearby homes. A midnight
[2:35:51] closing means that customers
[2:35:52] leaving the property property
[2:35:54] later at night. They'll be
[2:35:56] door slamming people talking
[2:35:58] engine starting just all kinds
[2:35:59] of craziness. And these are
[2:36:01] not theoretical concerns.
[2:36:02] They're real. These are the
[2:36:03] kind of impacts that we've had
[2:36:05] to all deal with up to this
[2:36:08] point. I would ask for you to
[2:36:09] consider that your green to
[2:36:13] put in 120 seat restaurant in
[2:36:14] a restaurant that has 26
[2:36:17] parking spots. 26 anybody
[2:36:18] else? That was park has to
[2:36:21] cross a very busy road. This
[2:36:23] is incompatible with what was
[2:36:27] we looking at years ago and I
[2:36:28] think compatibility with
[2:36:29] existing neighborhoods is an
[2:36:31] important planning principle.

[3:18:01] sisters of Unfortunately not
[3:18:03] as many people are going into
[3:18:04] the order of being nuns. And
[3:18:04] so they're dissolving their
[3:18:07] service to Jacksonville. But
[3:18:08] looking at the great schools
[3:18:08] they had with Holy Rosary and
[3:18:10] Saint Pius and all these other
[3:18:12] schools. Thank you Council for
[3:18:14] honoring them. It was a
[3:18:15] beautiful event, a wonderful
[3:18:15] mask and a wonderful
[3:18:17] reception. So thank you for

[3:18:48] summer youth experience
[3:18:50] program. The younger youth
[3:18:52] will be able to go into
[3:18:53] experience that through with
[3:18:54] steam Science, technology,
[3:18:56] engineering, arts, math, and
[3:18:57] then the older kids will be
[3:18:59] like the camp counselors. So

[3:19:39] industry hub. It also requires

[3:19:47] budgeting. So I want to tell
[3:19:48] everyone that started here as
[3:19:50] a j bill that we approved
[3:19:50] unanimously and then it went
[3:19:51] to the state and now it's
[3:19:53] become a change to the
