[7:11] there and a lot of those apartment complexes were built by other say corporations. For example,
[7:17] the Grove. You remember the Grove? I remember it because very soon after it opened, it was supposed
[7:25] to be student housing and parents thought, you know, paid rent for their kids so that they're not soon,
[7:34] not long after it opened, you could hear gunfire from there and police were called and I know
[7:40] I remember the number of, hearing about the number of police calls and chief L is nodding his head
[7:47] And parents, you got to be where parents didn't want to have their children attending ASU living there.
[7:57] And so then the management started moving in non-students who were very scary and it caused a lot of problems.
[8:06] Also, there were a lot of apartment complexes built, overbuilt that eventually because of poor management and other reasons.
[8:14] and the corporations undercapitalized didn't maintain them and they ended up with boarded
[8:22] up windows and blight on that area.
[8:26] And this is why you have impact fees because companies can go belly up.

[9:14] of the reason we do this because there is an impact of development and sometimes bad
[9:19] development on a city and it impacts the services and it puts a strain on the citizens
[9:28] and the taxpayers, and the taxpayers have to pick up the dom for this.
[9:32] And so, whatever sales tax we're talking about, payables in comparison to the cost of
[9:40] cleaning up after over development and bad development and poor management, the corporations often
[9:49] out of state that come in and do this.

[9:53] And so I feel as though we need to really this is why other cities have done it and
[10:00] They have not suffered as a result of doing it. I don't know any city in Arkansas. Several cities now have impact fees, including Conway or Sister City,

[14:51] that money down in bio debut. It has to be a tribute to that new development.

[16:21] that note in that state statute is pertaining to.

With our 2025 miscellaneous roads money, which was

[33:50] So those projects are moving forward pretty quickly.
[33:54] We're also going to do a traffic calming.
[33:56] It's going to be some curbing work done at Union and Hope Street.
[34:00] We're having issues with people coming down Union and instead of taking the right turn
[34:05] to go to Main Street, they're blowing down Union Street further and that to lane into
[34:13] the residential neighborhood area.
[34:15] And we're going to do some curbing there to try to slow people down as they enter that residential
[34:19] district. So that will be with those monies this year. We're also doing a lighting project
[34:26] down Cretz Street. Tonight the council approved the purchase of some lighting equipment
[34:33] that's being purchased through grant funds but these funds will be used to actually hire
[34:39] a contractor to do that electrical work and install those lights. So that's what's going
[34:45] We went on with the half-million in street funds.
[34:49] We also got a half-million in sidewalks and side paths money.
[34:56] We're doing that still continuing the South Culber.
[35:00] Councilor Harris, and Flint Street Project making the connection there down Thomas Street and then Wood Street to Short Street. And so that's under construction right now. We've got a small piece of sidewalk plan for Madison Road between Jefferson and Washington Avenue on the west side of the roadway. Jason to the new county courthouse. We've got a piece of sidewalk that we'd like to get put in down through there this year.
[35:29] And then the remainder of the funds will be used to start down Jefferson Avenue with an additional side path down those and those those projects were picked by the connectivity committee on soft surface.
[35:46] Well, these aren't with 25, 20, 25 capital funds, but we do have some soft surface trails that would be done with grant funds this year.
[35:56] With our half million drainage funds this year, we're doing a project on Maplewood Terrace.
[36:02] This is relocating a ditch that is basically runs into the back of somebody's house and
[36:08] is cause flooding issues throughout the years.
[36:10] And so we have some funds set aside to do that project this year.
[36:14] Also on Les Leand and Tony Ann, we've got some money budget to do some drainage work, some
[36:20] and curbing and some piping to relocate.
[36:23] The water basically runs from city streets
[36:26] onto private property.
[36:27] So we're going to redirect that in that area.
[36:31] And then we also have some funds in the miscellaneous
[36:33] to purchase a piece of property on North Main Street.
[36:37] It's five acres that is part of the core of engineers
[36:40] master drainage plan for the city.
[36:42] It's come up for sale.
[36:44] They've agreed to sell it to us for less than the appraised value.
[36:47] it's a flood property so hopefully you'll see that fairly soon come before you
[36:53] to purchase but that will come out of that mislining strange funds. We have
[37:00] 450,000 allocated in railroad money this year. A percentage of that will be used
[37:06] for just general maintenance but a few projects that we're going to do we're
[37:10] going to install some switchpoint protectors for all the rail switches out
[37:14] there we've had a kind of an issue with those getting damaged and every time they get damaged,
[37:20] it's $5,000, $6,000 to get fixed. So we're going to put protectors on those this year to try
[37:26] to minimize, I think we had four of five of them damaged last year. And so we're going to put these
[37:34] protectors on them to try to minimize that. We're also going to put some camera equipment in our
[37:38] rail yard. We've had a couple of incidents of injuries at a rail yard by the railroad
[37:46] crews and we've been asked by the NSF about putting some cameras up and we think it's a
[37:51] good measure and we have some funds this year to try to do that.
[37:58] And then we were allocated
[38:00] a million dollars for asphalt overlays this year. That actually bid today, so that contract
[38:06] will come before you in the next couple, in the next 30 days anyway. The projects on
[38:13] the list are Nettles and Avenue from Flint to Puy, Beanie Drive, Olive It, Bobby Don Drive,
[38:21] Olive It, Eagle Drive, Hawke's Cove, Hunter Lane, Bass and Carter Drive that's all off
[38:30] Aggie Road, the east of Red Wolf. Richardson Road from Root Road to Longcrest, Longcrest
[38:39] Drive from Richardson Road to Willow Road. Willow Road, that's from Ingalls to I-555, an overlay
[38:46] on Warner from Olive to Union, an overlay on Oak Street, from Olive to Madison, and then
[38:53] West Craighead Forest Road from Lincoln Drive to South Culber House. Those are the projects
[38:59] that were bid, the dollar amounts actually of the bids came in a little bit lower than
[39:05] it did last year, so we might have a little bit extra funds to add a road.
[39:10] We have a running list of several million dollars of overlay projects that need to be
[39:16] done, so we'll select one or two, hopefully, off that list, add since those projects came
[39:21] in.

[40:46] When we did the Rastreet Trainage Project for the future widening of the Rastreet, we put
[40:52] in that underground system, and we put in new in-the-pipes
[40:56] extending into the Fair Park neighborhood,
[41:00] and we set them fairly deep, they come up very quickly,
[41:04] but the intent is to pull those out
[41:06] and start putting underground systems in at a much deeper level,
[41:09] to start, you know, as an overall fix for that area.
[41:13] But it's gonna be, you know, we need a sizable allocation

[41:18] I didn't know that fair few matter all those roads in there, fair field, like Mary Jane,

[42:31] long range roadway projects that we do have on the list, Highland Nestle Rogers Chapel
[42:39] intersection out on 18. Need some additional turn lanes added to it. South
[42:46] Caraway Road and Race Street intersection needs to be blown up into a
[42:52] full intersection like what Caraway in Highland is. So full double turn lanes
[42:57] other way around on there.
[43:06] It's a very tricky intersection.
[43:16] It is being a five-pointed intersection.
[43:25] We get a lot of requests for traffic calming and you know you put these in to move traffic
[43:32] faster and then you put in other things to slow them down.
[43:37] The intersection itself is not over capacity.

[43:43] You don't have real long delays to get through it.
[43:47] You know, intersections that really need our attention are South
[43:51] caraway and racetries, especially with the new sporting complex that's going in there.
[43:56] I mean, it's a, it is a, there's a lot of delay at that intersection.
[43:59] And we're probably looking at three and a half million dollars to improve that intersection.
[44:05] Brown's Lane and Caraway, it's on our dots, Interchange Improvement List.
[44:11] Alexander and Southwest Drive is on that list as well.
[44:14] And I think they're estimated 16 million on that particular project to redo the some lanes
[44:21] off the interstate.
[44:23] And so there's some big projects that need to be pushed forward, and whether or not
[44:28] that's a contribution towards the city funds on those or not, I don't know.
[44:34] But they've been identified.
[44:37] We've had race street improvements on our list for a long time.
[44:41] We have South Caraway Road that's been on our list for quite some time.
[44:45] We lack two properties from having all the need to ride away.
[44:50] And I know it's been, the funding for that's been tied up in this bond issuance.
[44:53] It's been knocked around for the last couple of years.
[44:56] Hopefully that will come to fruition sometime.
[45:00] And we'll get the finally get the funding to do those improvements. But, you know, Patrick street improvements. I know Dr. Colpins has been asking for that for quite some time. G street improvements are on our list and overpass over the railroad tracks on G street. Prospect road improvements have been been mentioned many times. I think you might. There's a lot of roadway projects. So specifically around abouts have not been a priority. But we do see these
[45:29] other projects as being you know some priorities for us that we need to start
[45:33] looking at and looking at how we fund these in a long term. I'll see you in

[1:04:18] I think, have been looking at some statutory requirements on that just to want to make sure that anybody
[1:04:23] by that you obviously empower the ability
[1:04:26] to ticket rat enforcement rules or find somebody
[1:04:30] that they follow the proper procedures
[1:04:33] and guidelines that are laid out by the state.
[1:04:35] So, not being a lawyer, I'm not gonna get myself
[1:04:38] in trouble and make any presentations,
[1:04:39] but I can't present that they're working very diligently
[1:04:41] on that, and I think that we originally planned
[1:04:44] on kind of funding and actually putting some funding
[1:04:48] in some creation behind those positions
[1:04:49] sometime during the summer.
[1:04:51] So, you know, they've got a little bit of time left to kind of work through that.
[1:04:55] Now that I've talked with Ms. Williams or Councilwoman Williams a little bit about.
[1:05:00] Some of the things that she would like to say before that position is actually created just to ensure that everybody's working in the best interest of the city. I mean, we kind of envision somebody that's not just an enforcement officer, but also a, you know, a, all, you know, hands-on person to either assist people are also point out things that need to be corrected in our park. So there's still a little bit of work to be done on that, but I think we're heading in a good direction.
