[12:51] This week, we actually, the Fed Federal Reserve is meeting, so very timely as far as current events goes.
[12:58] The Federal Reserve has not done any rate cuts this year, so essentially, we have left rates unchanged since they cut rates a full percent last year.
[13:08] Ironically, they didn't do anything last year until September.
[13:12] So we're kind of repeating the same patterns that we did last year up to this point.
[13:16] And right now, we expect the Fed to cut a quarter percent at a minimum tomorrow.
[13:22] So what that means is that all of our cash rates overnight positions are going to drop
[13:28] by about a quarter percent if they go more, you can expect cash rates to fall with it.
[13:33] However, the markets kind of work ahead of themselves, and we've started to see interest rates
[13:39] from one year, out to 10 years,
[13:42] already starting to reprise a lower for future interest rates.
[13:46] So essentially what we're buying today
[13:48] has already factored in that rate cut for tomorrow.
[13:52] So what we'll see is if the Fed decides to cut more
[13:54] than a quarter percent, you might see the markets
[13:56] react a little more aggressively
[13:58] and see yield drop a little more.
[14:01] So what we've been talking about here
[14:03] over the last year or so,
[14:05] lengthening the portfolio, locking and interest rates.
[14:07] This has been very valuable, because now that rates have already started to come down, the city's portfolio has been very well protected and insulated to that.

[14:21] You know, so the main things here and talking about is really just the fact that, you know, it's ironic back in May and June.

[14:38] If you fast forward to today, that tune has changed significantly.
[14:42] We've last few months reports, labor market unemployment is starting to rise not aggressively,
[14:49] but it's trending in the direction that there are a little more concerned with.
[14:52] And for that reason, they feel like to now is the time to start cutting interest rates again at a gradual pace.
[14:59] And so by the end of the year.
[15:00] We are expecting the Fed to cut at least two to three times by the end of December.
[15:09] On the top right chart here, you'll see this is expected Fed funds rate into the future. Essentially, what this is showing you, this is as of July, but the fall on the very far side there, you can see it's showing you a range of 3.7 to 3.8%. Today, the Fed funds rate is a 4.3.
[15:27] So that shows us that the markets are pricing in that the Fed could cut up to, you know,
[15:32] a half a percent of three quarters per cent by the end of the year.
[15:37] So key things for us is we go forward here.
[15:40] We're really wanting to continue to lock in interesting comb and rates for the portfolio.
[15:44] So the Fed is going to embark on cutting interest rates into the end of this year and next year.
[15:50] We want to make sure we're locking in today's rates out as long as possible to protect ourselves from further rates going lower.

[1:08:34] Yes ma'am, I think that's a valid question and valid concerns from all those who are concerned
[1:08:40] about and personnel.
[1:08:43] a little bit of background about me that you don't know. I spent a third of my career in my 21
[1:08:49] years in Army here in Colline at Fort Hood. So I have a connection to this area. I chose to come
[1:08:56] back here. I came here initially as an e4 spec for an Army back in 93. I came back here. It chose
[1:09:02] to be back here to be back with the first care division in 2008 and chose this as my retirement home
[1:09:10] because I didn't want to bring my family back here.
[1:09:13] In 2005, I traveled through here.
[1:09:16] We lost our son here at Fort Hood.
[1:09:19] And that's, we have roofs here.
[1:09:22] That's why we're back here.
[1:09:23] So I'll always be here because my son is here.
[1:09:26] So I do have ties to Colleen.
[1:09:28] So if you actually want to walk here back to Lee,
[1:09:29] why don't I want to be here.
[1:09:30] I think that answers that question here because my son is here.
[1:09:34] And this is home for me now.
[1:09:37] Why do I bring to the table?
[1:09:39] Been in the Army for 21 years.
[1:09:41] I decided to join Army immediately out of the high school.
[1:09:44] I was in base training through the South of graduation.
[1:09:47] Because I had a hankering to serve.
[1:09:50] I wanted to serve.
[1:09:51] I did join Army because I wanted to college money.
[1:09:53] I didn't join because I wanted to travel.
[1:09:54] I joined because I wanted to serve my country.
[1:09:57] Coming here to the city of Colleen and getting this job in 2000.
[1:10:00] 114, it gave me another opportunity to serve, and another capacity. Right next to the place that I retire from is Fort Hood.
[1:10:08] So to be able to serve this community, the 1630,000 plus, as well as the 1400 plus projected employees, we're going to have for FY26.
[1:10:18] This is a great opportunity, and this city of clean has been my only municipal government experience.
[1:10:25] I came here as a manager of morning drainage.
[1:10:27] I work my way up to be the Assistant Director of Public Works,
[1:10:30] also overseen operations for the solid waste for three years,
[1:10:33] and then moved up to executive director positions
[1:10:35] so I've been groomed for this day.
[1:10:38] I do believe I work hard to collaborate
[1:10:41] with all departments in the city from police and far
[1:10:44] to finance the HR.
[1:10:46] To have a department in the city,
[1:10:47] I work with them alongside them built relationships,
[1:10:50] built relationships in the community,
[1:10:52] community partner relationships.
[1:10:53] I believe that what I bring to the table is that that that that level of leadership and normally we say
[1:10:59] Leadership is the purpose of providing purpose to direction and motivation and it's important that we do that
[1:11:05] While we're doing what we do on how we're going to do it and then providing the drive to accomplish that
[1:11:11] Said mission. That's why that's what I bring to the table said it manages the chief executive officer
[1:11:16] my job as well as the Lord's job is to support him in that role making sure we go on out here
[1:11:22] provided in day-to-day operations, and any time you have that many employees, 13 departments,
[1:11:28] it take more than one person, more than two people to manage and provide adequate purpose
[1:11:35] direction of motivation to those departments. And that's what we've got to have. We've got to make
[1:11:39] sure we've been efficient, make sure we've provided in the best possible service, not just to
[1:11:43] our citizens, but also to the 1400 employees that call us family. We've got to provide that.
[1:11:49] The model was dedicated service every day to everyone.
[1:11:52] We can't do that if we're not properly staff at every level.
[1:11:55] I think this position and this position not because it's me.
[1:11:59] It could have been whoever.
[1:12:00] I would have been supportive of this position because the position is needed to provide that
[1:12:05] level of leadership to assist our city manager who all of staff trust and I trust 100% as
[1:12:11] well as this council.
[1:12:13] I want to thank all of you for giving me an opportunity to be here tonight.
[1:12:16] This is not something I would have a dream would have happened, but to be here tonight, to have a confidence of the city manager, you got this this council and the team.
[1:12:27] All the executive directors are coming to me and endorsed me in this position, I appreciate that support.
[1:12:31] But more importantly, I want to thank the employees who showed us our stand-home.
[1:12:35] I didn't get hit because of the people in this room for the most part because of employees that allow me to be there later for the last 12 years.
[1:12:43] So with that being said, I'm here to serve in this capacity, I'm ready to rock and roll.
[1:12:48] Mr. Reynolds, I have known to you, when the day when you start working for the city of
[1:12:55] Colleen, I was a volunteer all the way up to the position that you hold now.
[1:13:01] This is right.
[1:13:01] And two qualities that they are without questioning.
[1:13:06] Your customer service is the best I've ever seen across the military, and also, and most
[1:13:16] municipalities into your leadership.
[1:13:21] When I'm out there thinking I'm getting over by checking on your employees, you already
[1:13:26] been there or I think you will end up when I get there, you lead by example.
[1:13:32] And I thank you for your transparency, because people don't know your store. Sometimes we
[1:13:39] just assume people just wake up one day and boom, here I am, but you started with employees
[1:13:45] already now and you worked extremely hard to get where you are now. And I am so excited.
[1:13:52] I can speak for the council, but I look forward to working with you as an Assistant City Manager.
[1:13:59] I think Mr. Kagels, thank you and Ms. McDaniel, did an excellent job in your selection process
[1:14:07] and more so I like what you say it. The other executive directors and employees support you.

[1:14:37] So I've seen his work firsthand, his ability to enter a room and inspire camaraderie and
[1:14:47] team building.
[1:14:49] Everybody who knows Jeff knows he has a servant's heart and he has that quality of a true
[1:14:55] leader. Everybody who who who is.
[1:15:00] Work with Mr. Reynolds. I mean, it's evident in all their words of support. Any employee that I've talked to in the city of Colleen, then and now has only ever had positive things to say about Mr. Reynolds.
[1:15:17] I know he makes us look good any time that we have a resident with a concern. I know that if I put it in the hands of Mr. Reynolds, it's going to get addressed.
[1:15:28] And not only that, he has that, those traits, those characteristics and that bedside manner
[1:15:37] to hear the residents' concerns.
[1:15:40] And when they walk away and they come back to us, they tell us all the good things.
[1:15:44] And sometimes it may not be the answer that they wanted to hear, but they're still happy
[1:15:49] when they walk away from their interaction with Mr. Reynolds and that is a tell-tell
[1:15:54] sign of a leader, so I am honored and excited and proud to see you rise to this position.

[1:16:40] that we do have to start working efficiently, smarter,
[1:16:43] not harder and creating a balance at every level
[1:16:46] of leadership as it relates to running our city.
[1:16:49] Mr. K, I do think that we should address
[1:16:50] the four of the community, what that position looks like in general
[1:16:54] And then how those doing these would be divided.
[1:16:57] I know that like the city of Temple has two assistance
[1:16:59] that he manages.
[1:17:00] Cities are size.
[1:17:01] I think it's over 100,000 generally
[1:17:03] in populations how they structure it.
[1:17:05] Typically, we have two if that's correct.
[1:17:07] But can you explain to the citizens why you feel
[1:17:09] as a city manager?
[1:17:10] We are in fact right outside of the general, which is population,
[1:17:13] that we already have, in fact, for another assistance
[1:17:15] that he manager?
[1:17:17] I think it's been needed for a long time.
[1:17:21] It's not just now.
[1:17:24] just had the opportunity to make it work. It's probably should have done this some time ago,
[1:17:30] but yes, and as you said, there's plenty of cities under 100,000 have to or three in
[1:17:38] city smaller than us that haven't even more than that. But the way this would be split up under
[1:17:44] Mr. Reynolds, you're going to say public works is a huge department. And so we would, if this is
[1:17:52] Director, but we will split up public works a little bit, where the traditional public works
[1:17:57] of streets, utilities, water, would be under a new public works director, but we'll
[1:18:04] have solid waste report directly to Mr. Reynolds, and it's hard to find someone in the
[1:18:09] public works arena that has all of those experience in all of those departments.
[1:18:14] And then development services engineering, community development would be under Mr. Reynolds.
[1:18:20] police fire finance legal will continue to report to me and then on on Ms. Wilson side
[1:18:28] would continue with the departments that she's had aviation animal control HR, IT, Parks
[1:18:33] and REC and State Cemetery and I don't think I left anybody out. I just jotted those down.
[1:18:40] Yes and development services that's under Mr. Reynolds.
[1:18:46] Thank you and the same colleagues going to be like you to have your leadership shared with us

[1:19:45] I guess that'll go Miss Car. I'm happy with that. Well, I'm happy today. Because when you work hard,
[1:19:53] I think deal on saying it. When you look good, you work hard, and you do the right things. You're all right.

[1:20:56] And, you know, the citizens, some people, they actually will, how, what would have benefited
[1:21:01] will benefit the community and breaking down in these positions. And so, thank you for what

[1:22:54] So we have a lot of residents that call us on those issues, concerns, and they may not
[1:23:01] your issue just to concern the standard department too, and it doesn't take away from our care
[1:23:06] and assisted city manager. Mrs. Wilson, who have held the reins with Mr. Cagel and carried
[1:23:15] a lot of weight so we know how much she can bear. We just owe one hard to break. And Mrs. Wilson,
[1:23:23] I want to thank you for what you have done coming here and carrying a ball across the line
[1:23:29] to assist Mr. Kago with move in the city for Mr. Reynolds if the council appoint him will only enhance the city.

[1:26:14] 218 police officers, 30 sergeants, 10 Lieutenant's,
[1:26:19] 4 captains, and 2 assistant chiefs of police.
[1:26:24] One decision package was approved and FY26 annual budget, which would increase these staffing
[1:26:31] levels.
[1:26:33] The budget was approved now we have to approve the ordinance.
[1:26:36] So we would be increasing to 222 police officers and 31 sergeants.
[1:26:42] The staff recommends that the city approved the ordinance, amending the total number of
[1:26:46] authorizations for police officers, positions increasing authorizations by four, and the
[1:26:51] start-up position increasing authorizations by one in support of the decision package it was approved
[1:26:56] in the FY26 annual budget. Can answer any questions? Thank you. Chief Lopez, please come to the
[1:27:03] mic. And Chief Kabanske is going to be the same question. The feedback we receive as you know
[1:27:10] is not always positive about why we add in positions. And I would like for both of you starting with
[1:27:16] Chief, a low pass. Why is this important, this position is important for the mission of the
[1:27:22] Polish Department? As our city grows, you know, we have some divisions growing up all over the city,
[1:27:27] we have new people coming in and we need to eventually expand our force. But this unit is going to be
[1:27:34] specifically set up for the downtown unit, who we have some areas in downtown that we need to address.
[1:27:39] And this unit, the one side and the forces are going to be assigned to handle those issues downtown
[1:27:46] when it comes to community engagement, to doing on crime prevention, classes, to addressing the root cause of crime and to identify those areas.
[1:27:55] So we're going to use those positions to bolster our position in our presence in the downtown area.

[1:28:35] Two decision packages were approved for FY 26 annual budget, and it immense these authorizations as follows. We would be actually decreasing one fire captain.
[1:28:47] to increase one battalion chief and then adding an additional deputy chief.
[1:28:52] So we are simply swapping a captain for a battalion chief and then adding a deputy chief.
[1:28:57] And again, this is done by ordinance and we recommend that you approve the ordinance,
[1:29:01] amending the total number of authorizations, decreasing fire captain by one, increasing battalion chief by one
[1:29:08] and adding an additional deputy chief position as approved in that way.
[1:29:13] 2016 you won't budget. Thank you Chief Cabins. You're always on the move. I'm surprised we could get you today because you'd like to be with
[1:29:20] your firefighters when they're out there doing the job you and Chief Lopez. So thank you both for taking the time to be here.
[1:29:28] Yes, ma'am absolutely. Let's address the the Battalion Chief at Captain item first. This is specifically for the fire marshals office and currently the fire marshals office has four captains that
[1:29:39] report directly to the assistant chief who is the fire marshal. This is giving us a
[1:29:46] line of succession for two different reasons. Number one to have an assistant fire marshal.
[1:29:51] And that's an extended responsibility that a battalion chief rank should have.
[1:29:56] So we're not taking any captains off of the operations division. That is staying the
[1:30:00] This is just to have that captain rank be moved to a battalion chief. That also gives us the ability right now where we have four captains who are reporting directly to an assisted chief by passing a battalion chief or deputy chief rank.
[1:30:14] It'd be like having an E3 report directly to a first sergeant for our military folks that just doesn't work in that line and that chain of commands, so it improves our communications and our chain of command as well.
[1:30:26] So that's that item. The second item being the fourth deputy chief. The fire department has grown by 33 people since I arrived here five years ago
[1:30:35] 9 for the addition of medic two and now 24 for the addition of station four
[1:30:41] You know our administrative team has not grown and there's a lot of responsibility that goes along with that
[1:30:46] So that deputy chief will be in charge of administration
[1:30:48] They will oversee buildings and vehicles equipment just on a very basic level some other things as well
[1:30:55] But again, an assistant chief is handling that day-to-day operational role of making sure
[1:31:01] fire engines are maintained, fire stations are maintained, and that really is a deputy chief
[1:31:06] role, but we just don't have the bandwidth with the current three deputy chiefs that are there.
[1:31:10] So this allows us to be able to pay attention to, we've done a great job paying attention
[1:31:14] to growing the force, but now we have to pay attention to maintaining the things that the force
[1:31:19] needs to be able to respond to the calls that our citizens rely on us to respond to.

[1:32:08] Additionally, Article 5, section 56 of the city charter requires a public hearing
[1:32:13] before penalizing any budget amendments that add or increase appropriations.
[1:32:19] This budget amendment ensures compliance with these requirements and addresses necessary
[1:32:23] adjustments, based on changes that have occurred since the beginning of the fiscal year.
[1:32:28] The required data support hearing was published in the local newspaper on September 11.
[1:32:36] The first one will be the general fund.
[1:32:38] This amendment transferred the projected access fund balance to the government of CIP fund for
[1:32:45] City Council direction on August 5 for one-time projects.
[1:32:49] That is for the fire department training tower.
[1:32:52] The police department impound a lot,
[1:32:54] and fleet addition for fiscal year 2026,
[1:32:56] FTE is already approved, and the 26 budget.
[1:33:01] Transfer to risk management ISF due to increase
[1:33:04] the TML premiums.
[1:33:09] That transfer to UNICI and every single fund,
[1:33:12] because we'd prefer it to the ISF to cover those increases.
[1:33:18] And the editor entered an additional salary
[1:33:20] for hours beyond the budget.
[1:33:22] So you can see over here, this is the part-time salaries.
[1:33:26] This is the risk management 68,000 risk management I
[1:33:29] have said.
[1:33:30] And at all, we are going to apply the fund balances 1.3 million.
[1:33:39] For the opinion, it's a government fund.
[1:33:41] The appropriations of government revenue and program

[1:34:00] We plan a use of fund balance for a special events center roof

[1:34:15] to hot fund also a trailer for $7,000
[1:34:20] and the transfer to risk management ISF

[1:34:33] for resolution 25, that's 82, the amount was 236.97,
[1:34:41] for the core technology fund, fund balance
[1:34:43] allocated for completion of Q management QSK installation at the court, for $5,000.
[1:34:51] For powers and recreation, special revenue fund, the naming rights revenue and corresponding
[1:34:57] a expenditure for our resolution, 71 and...
[1:35:00] 277, an installation of forest corbors, also for the Texas parks and wild fall grant revenue, and related
[1:35:08] expenditures for the pickable corb project. So you can see here the naming rights and then the
[1:35:13] state-growing reimbursement to a 500 and this is the allocations for the expenditures.
[1:35:19] The total $98,000.
[1:35:25] For the Texas State Veterans 735, they are part for the risk management.
[1:35:32] for the solid waste fund.
[1:35:34] We are locating additional funds
[1:35:36] to cover increased refused disposal costs
[1:35:39] from higher tonnage offset by additional revenues.
[1:35:44] We increased the solid waste commercial services by 250
[1:35:47] fell access by 200 wrap of fees by 150.
[1:35:51] And we have so many specialty disposed of it's 550.
[1:35:54] And here's the refusal disposal costs for 650.
[1:35:58] And they are part on the transfer to risk management.
[1:36:00] For water and sewer fund, the additional funds allocated to cover increased collection expenses

[1:53:30] of the proposed ordinance is to establish a permit requirement and a process for review
[1:53:35] of commercial site plans. If approved, the proposed ordinance also goes into effect on October 1st.
[1:53:41] The fee structure for commercial site plan review is $1,000 for properties 0 to 5 acres,
[1:53:50] more than 5 acres up to 15 acres is $2,000 and over 15 acres would be $2,500.
[1:53:58] If approved, the proposed ordinance will establish clean code of ordinances,
[1:54:02] chapter 31, article 8, site development permit required.
[1:54:06] The purpose of the proposed ordinance is to establish a formal review process for new non-residential
[1:54:12] and multifamily development to ensure that new development conforms with all applicable
[1:54:16] code requirements.
[1:54:19] Proposed process will ensure conformance with requirements related to building setbacks, drainage
[1:54:25] and detention, driveways and access, fire protection, off-street parking, sidewalks, landscaping,

[2:41:25] For water and sewer fund, for the total revenues for the budget,

[2:45:14] So a little bit of background. The City of Colleen was previously able to unilaterally point one member to the tax appraisal board.
[2:45:21] There were no elected members. Now under the new regulations tax appraisal board, we made up of the elected tax appraisal tax assessor collector.
[2:45:28] three members that are elected by voters and then five members appointed by
[2:45:33] taxing entity election with two or three of those directors being elected
[2:45:37] each year. So two are going to be elected this year for a term beginning
[2:45:41] January 1, 2026. So the process is that all taxing entities will nominate up to
[2:45:48] two candidates before October 15th of this year. The appraisal district will
[2:45:52] send out a ballot to taxing entities that includes all nominations and each
[2:45:56] the receives a certain percentage of the 2,000 votes based off the percentage of the total tax
[2:46:00] levies. So we'll have 218 of the 2,000 total votes. Once the city receives the ballot
[2:46:06] with all the nominations, the city will be required to adopt a resolution with its vote by the
[2:46:10] second meeting after receiving the ballot. So those next steps October 7th, so at your meeting
[2:46:16] October 7th, we'll have a resolution for you to nominate up to two candidates for the Bell County
[2:46:21] tax appraisal district of Bell County Board of Directors.
[2:46:24] So we'll need one to two names to nominate to the board.
[2:46:30] And then once we get that ballot November 18, 2025,
[2:46:33] the resolution that it'll come back to you to submit
[2:46:37] city's final votes.
[2:46:38] That's the two hundred and eighteen votes.
