[3:14] So we have a history, a family history in the Elx.
[3:19] The charitable or benevolent side of the lodge, we are committed to support our veterans.
[3:29] We hold a flag day ceremony which is open to the public.
[3:32] At Christmas time we send gifts to the Prescott VA hospital for the patients.
[3:39] We participate in parades in our community.
[3:41] We say thank you for your service as long as there are veterans the order of Elx will help.
[3:50] We also are a major supporter of the Steel Children's Hospital in Research Center
[3:55] and the Jacksea Water Youth Camp free to all youth in Arizona.
[4:03] We are also committed to the youth and drug at witness programs here at home.
[4:08] We host the family swim day during youth week, and at the end of the Sikkim event,
[4:17] grant funds are utilized to host team break and additional swim day in February to express our love of this entire community.
[4:28] Several of our members have been certified by the city to assist in after school programs, such as soccer shoot and who shoot.
[4:37] one of those. At Christmas time, we are very busy at the
[4:43] lodge. Our auxiliary, the Elkets sponsor kids turn to shop at the
[4:48] lodge, where children can shop for gifts for their family. We receive a
[4:54] grant each year to sponsor a giving tree program, which allows
[5:00] How's us to close the Proximately 90 children? And finally, our Christmas basket program, which provides food for the families, the needy families, and Christmas gifts for the children in the household, all delivered by Elx to homes in our community.

[8:15] to the city with Go Lake Havasu. They wanted more accountability. Good job, gentlemen.
[8:21] However, they lost the vote. So now we're dealing with this three-year contract in 1.3 million
[8:26] of our bed tax and our restaurant tax that belongs to the city going to an out-of-control advertising
[8:32] entity. One other, I put pretty luminary item. I'd like to address is the law.
[8:37] namely title 13 criminal code 13-4102, which I passed out to the council at the last meeting.
[8:44] Mayor Xi had gone on KMTR and he said he was not concerned because it only deals with
[8:54] it only deals with indecent exposure and so it shouldn't be as concerned for the drug show.
[9:01] So he stated that on the radio. So for the record, the statement, that statement is in disingenuous
[9:07] And under the A part of that, it states the defendant is reckless about whether the other person would be offended or alarmed by the act and twice in part C and D of the law.
[9:20] It mentions minors. It says quote in decent exposure to a person under 15 years of age is a class 6 felony unquote and D.

[9:32] in decency to a minor, who under the age of 15 is guilty of a classroom felony.
[9:37] So, I'm asking Mayor Sheehy to just that track his statement that this is not,
[9:43] it does mention these minors, and that just wanted him to make sure that, you know, he's aware of that.

We have only asked that you stop supporting the show with advertising and perhaps a statement going on the record that you would make this an adult only event for the safety of the children. [13:01] I thank you for all that you've done for the citizens of Lake Havasu and for our children.
[13:06] And I am greatly concerned about a scheduled drag queen event.
[13:11] I'm the local pastor for 42 of my 50 years in Lake
[13:14] Aviso City, and I've been with the Lake Aviso City Police
[13:16] Department.
[13:17] I said volunteer chaplain for 38 years.
[13:20] I have the same amount of time with the Mojave County Sheriff's
[13:23] Department.
[13:24] I've heard confessions of men and jail who have abused
[13:28] their children and grandchildren.
[13:30] One city had no idea it was wrong to sexually abuse
[13:33] his granddaughter, he had done the same to her mother, and never gotten in trouble.
[13:38] Abuse of children is reprehensive. As a pastor, I'm obligated to watch over the children
[13:43] in my care and report any abuse to the authorities. Passers have gotten into a great deal
[13:49] of trouble in recent history. For not protecting, I'm reporting child abuse. You are a part
[13:55] of the moral gatekeepers of Lake Havasu City, and are sworn to watch over and protect
[14:00] all citizens. Certainly the children interested in your care deserve protection. You have
[14:06] sworn obligation to do your duty. Child abuse is wrong. Abuse of parents should be prosecuted
[14:13] and potentially jailed when found guilty of child abuse. Pastors should be prosecuted
[14:18] and potentially jailed when deemed guilty of child abuse were lack of its report. As mayor
[14:25] and city administrators, you have a civic and moral obligation to protect the citizens of
[14:30] And the more so, the most vulnerable among us, if not, there should be prosecution and potential
[14:37] jail time, when deemed guilty of child abuse.
[14:40] Be it parent, clergy, civic leader, or other.
[14:43] Drag queen events may be a constitutional right, but there is a moral law that is even
[14:49] higher.
[14:50] And parents, grandparents, pastors.
[15:00] And city leaders must protect our children. In doing so, it is the city's position to consider and restrict any contract with go like have a suit or any other entity in an entity.

[18:17] So, we're going to, my group or my committee is bringing that to Lake Havasu for the first year, however, I know Dar has done some things in the past, but we're bringing that event for an entire week.

[18:44] The President has requested to use you each year a proclamation, designating September 17th through the 23rd as Constitution Week and inviting the people of United States to observe Constitution Week in schools, churches and other suitable places with appropriate ceremonies and activities.

[23:36] had no power for over 33 hours and some of them had pets and grief were told. They were told.

[23:53] to use an access during the time of the power outage.

[32:57] Youth members met with the team at the Lake Kavice Realtor Center, and everyone dispersed throughout
[33:02] the, and dispersed the, the items throughout the community, and delivering supplies to
[33:06] all the schools.
[33:07] Every school benefited from this fundraiser, special thanks from the Habits to Youth Advisory Council,
[33:15] which again is our high school students, early our leaders, we'd like to thank the mayor and council as well as city staff and the community for their donations to help support our school teachers and the schools.

[33:33] You'll attended the Marine Corps League ceremony in honor of the one year anniversary of the loss of 13 US service members and other victims killed in a terrorist attack on August 26.

[33:48] As commemorate the anniversary, the London Bridge was a little made red, white, and blue for that for that evening.
[33:55] Like you have the City Police Department, Jail Supervisor, John Alena, received special
[34:00] recognition from Mayor Sheehy and Judge Klawli for his active involvement in the Veterans
[34:04] Treatment Court.
[34:05] John, who is a United States Marine Corps veteran, serves as delays on between the courts
[34:09] and the police department to give back to the community and help our local veterans, as well
[34:13] as this recognition is well-earned, and we thank you for your service, John.
[34:18] Mayor Sheehy proclaimed September 9th as al-Elroy Long Day, and Lake Havasuciti, and
[34:25] of his 100 and 3rd birthday.
[34:29] He was also joined by Senator Sonny Burrelli and the American Legion Post 70 to recognize
[34:33] his distinguished military service and 29 years of service to the American Legion.
[34:39] Mayor Xi and Vice Mayor Jim Dolan, you kicked off the annual Suicide Prevention Awareness
[34:43] Walk just last Saturday with a proclamation which proclaimed September as National Suicide
[34:49] Prevention Month.
[34:51] I think they had over 150 participants at that walk.
[34:54] Mayor, she reclaimed the week of September 17th through September 23rd as Constitutional Week.
[35:00] And honor of the documents 234th Anniversary and presented the proclamation to the daughters of the American Revolution.
[35:07] This proclamation urges all of our citizens to reaffirm the ideals if framers of the Constitution had.
[35:12] In 1787, by violently protecting the freedom guaranteed to us through this guardian of liberties.
[35:21] And, Mayor, she ordered that the London Bridge be eliminated purple to be the final royal fee
[35:27] to mourn the loss of Queen Elizabeth II. Over the past 50 years, the iconic London Bridge
[35:32] has stood as a symbol of historic ties between Lake Havasus city and the city of London,
[35:36] and the pledge of continuing friendship between our two cities. Consequently, a letter was received
[35:42] in the mayor's office from the king, from the king by way of the British consulate general
[35:47] of Los Angeles, thanking Lake Hamister City for the kind and thoughtful message on social
[35:51] media, paying tribute to her majesty, offering condolences to the people of the UK, as
[35:56] well as lighting the London Bridge purple. Mayor and Mayor Shee and Council Member Nancy
[36:02] Campbell and Michelle Lynn, you attended the 9-11 ceremony just this last Sunday, in honor
[36:07] of the 21st Anniversary of the Terrace of Attack on U.S. soil and paid your respects to the

[36:39] Forest Law Enforcement, Captain Sterling.

[36:46] Tonight, we are seeking Council's approval of a cooperative purchase agreement for department
[36:50] duty weapons from pro-force law enforcement utilizing an Arizona State contract.
[36:56] So the police department is currently utilizing the SIGS sour P320 for patrol and the P365
[37:03] for playing close assignments and we're perfectly happy with the weapon system that we currently
[37:07] have.
[37:08] What we are seeking is to move to a newer version of this weapon platform which will be
[37:16] instead of traditional iron sites.
[37:19] This optic emits a red dot that allows officers
[37:21] to have a more improved target focus
[37:23] in various lighting conditions.
[37:25] Optics allow shooters to be target focused versus site focused.
[37:29] Being target focused allows for more accurate shots
[37:32] and a clear sense of the background or the backdrop.
[37:35] That's important for allowing officers
[37:37] to make good use of force decisions.
[37:40] What agencies have witnessed with transitioning to optics
[37:43] is an increase in overall shooter performance
[37:45] increase in shooter confidence, and the accuracy of rounds on target, which are all good
[37:51] things from liability perspective.
[37:55] In addition to providing the new weapons, pro-force
[37:57] will provide us with a trade credit for the purchase of our current duty weapons. So ultimately
[38:03] the cost of breakdown is the new weapons will cost $78,353.61. With an offsetting trade credit
[38:12] of $27,000, $3.21 for an ultimate net cost of $51,349 in $0.40.
[38:20] To go along with that, we recently sold that our surplus option seized weapons, which we
[38:26] do on occasion, in that case we collected just over $80,000, so these proceeds will go
[38:31] towards the funding of this purchase.

[43:47] back in March of last year. It became effective in April 21st of last year and it is a contract
[43:55] that's good for three years. It includes an annual sum of $1.6 million that goes to go like Avisu
[44:03] on an annual basis.
[44:05] This is a professional services agreement,
[44:07] so those funds go to go like Havasu, go to that entity.
[44:11] And in return, we expect, and we are given
[44:16] professional services for the dollars that are provided.
[44:20] We've asked the, and some of those responsibilities
[44:23] that are included are to promote like Havasu City.
[44:25] That's pretty much the first and foremost.
[44:28] To promote like Havasu City as a tourism,
[44:31] destination and to drive traffic to Lake Havasu City to serve as the primary
[44:36] contact for tourism and the promotion of Lake Havasu City. They've been
[44:40] designated as the main contact through the Arizona Office of
[44:44] Tourism to establish a visitor center that takes place here in
[44:51] Lake Havasu City and do a fine job with that, that's the leadership of
[44:57] there is a Britain Court of the Republic.
[45:01] But you specify exactly what's supposed to be in that report. And that is a delivered by Vice-Volna Cavassum that comes directly to my office and then I pass that report on to all of the council, to all the council.
[45:13] They are asked to collaborate with my office on policy development related to policy development, that's related to tourism, including activities, events, and other events in Lake Cavassum City.
[45:26] to provide a seat on the board to the city manager.
[45:30] Provide an ex-efficial seat on the board to one of our council members.
[45:36] Provide a city with studies and reports that are commissioned
[45:39] to seek alternate grant funds, so not a sole reliance on the city dollars
[45:45] and perform a special project as a sign by the city council or by my office.
[45:51] And they, and the challenges here every year in the springtime to provide an annual presentation
[45:58] to the council and to the public about the things that, you know, the accomplishments
[46:04] for the previous years and some of the goals that have been set forth for the next 12 months.
[46:10] I did some of that as you read through the contract, you'll see that there's some language
[46:13] in there that regarding fiscal responsibility and the need for them to adopt for their
[46:19] to adopt a annual budget and provide the counting that's necessary to segregate the city of taxpayer dollars that go to the
[46:27] to the organization. And as you flip through the pages to some different requests and legal obligations for
[46:35] or insurance, the implication,
[46:38] I'm not a preparation of funds,
[46:39] conflicts of interest,
[46:41] and the termination costs is 120 day.
[46:43] We're gonna notice from like,

[46:48] advocacy city,
[46:50] some language for disputes and some other legal language
[46:55] that is needed to provide a executed agreement
[47:00] to change the entities and protect both parties,

[48:30] I think the most important parts of the contract.
[48:32] I want to let you guys know how we are addressing those.
[48:35] I want to ensure that you, that, not only we're meeting the requirements of our contract,
[48:38] but in some ways we are exceeding them.
[48:40] So the first one is promote Lake Havasu City and serve as primary contract for two or
[48:44] and promotion.
[48:46] To this, I will talk first that our current marketing budget is 53% of our annual budget
[48:51] and we spent about $630,000 on marketing this city as a tourism destination.
[48:58] We feel that what we spend comes back to us in spades with the current tourism revenue,
[49:04] the bad taxes up 26% year over year, and up 59% over 2017.
[49:10] the R&B tax or restaurant and bar taxes, we know it is up 20% and up 32% over
[49:17] 2017. I want to talk a little bit about media management, that's a huge
[49:21] part of what we do. So our organization has, has, brings content creators into town,
[49:30] we work with content creators outside of town. And what we do is we create and bring
[49:35] wonderful stories about our city outside the city so people can know what incredible
[49:39] city we have. In note, in that we have covered every continent except Antarctica with hundreds
[49:46] of positive articles every year, including for our London Bridge 50th anniversary, we worked
[49:51] with several journalists, several publications, and managed to get over almost, I should say,
[49:57] almost four years.
[50:00] 14 million dollars in ad-value equivalency. And for those that aren't sure what that is, for every piece of editorial
[50:07] that we get. The columnage is that that represents the amount we would have to pay equivalent
[50:13] to an ad. So that's very, very important.
[50:19] Staff work weekly, as I said, we have TV campaigns
[50:22] this particular year in four different markets. I'm sorry, five different markets in this country,
[50:27] including Las Vegas, Phoenix, Southern California, Northern California, and Chicago.
[50:32] So, in the next one, designate a established and operated visitor center, I think most people
[50:38] here have probably been to our visitor center, especially since we did about $135,000
[50:43] with renovations four years ago, I want to let the council and everybody here in the gallery
[50:49] know that all the operations and the payroll of one of my staff members are not paid through
[50:54] any dollars of taxes, they are paid through merchandise sales in our visitor center.
[50:58] So again, not $1 tax payer money is used to operate that particular facility.

[51:08] So provide City Manager with a written quarterly report.
[51:12] We do do this.
[51:13] It's approximately 110 pages for times a year.
[51:15] And in that report, we offer up the board agenda and minutes and financials that we have that we bring forth every month.

[51:26] We also give you an indication of the sales and the attendance of our visitors in our at our visitor center.
[51:32] We do a marketing and media report so that you know how we're getting the word out.
[51:36] We give an update on our community programs and how we maintain and fund events.
[51:41] Number four, collaborate with City Manager on events and promotions.
[51:45] This is one thing I'm very happy to say that we work very, very well and we work diligently with the Assistant City Manager Anthony Couselowski
[51:52] And I'm sorry that I misspelled your name, Anthony.
[51:55] But he works with us on several committees.
[51:58] He advises a city's position on lots of things we do.
[52:03] And as always, anytime the city or a city manager
[52:06] needs anything from us, we are always happy to help insist.
[52:13] As for updating and maintaining a user-friendly website,
[52:17] as you can, sorry about that.
[52:19] GoLakeHavicy.com is our visitor-facing website.
[52:22] It is also very useful to what the residents of our city.
[52:27] Our users are up 46% year-over-year and our new users, which is even more important, getting
[52:31] the word out to a bunch of new people, 44% year-over-year.
[52:35] We are the largest creator and aggregator of online content about Lake Havocicidium-Bohave
[52:39] County.
[52:40] And we also own a several other websites.
[52:43] Go hikeavocu.com, have us who springbrake.com, LondonbridgeTouric.com, and we're working
[52:48] on something right now trying to work the bugs out.
[52:50] but we have a new app coming, Lake Havasu Ailes and Trails, which helps people, it's an
[52:56] interactive app, which promotes health and wellness by hiking on our trails, but also promotes
[53:02] a good time afterwards by enjoying some of our tap rooms and our group hubs. Provide a voting
[53:08] seat for city manager and non-voting seat for a council member. I'm happy to say that city manager
[53:13] canudson attends monthly as this council member Dolan, and I'd like to put forth there that
[53:18] do the attend, but they are very committed. They are contribute to our efforts, and they are always,
[53:25] always there, always understanding what we do, and we are very happy to have them as part of our
[53:30] board. Provide City Manager with Studies and Reports. So since this contract started last year,
[53:35] we have not commissioned any studies or reports, but I will say that before this contract,
[53:41] during COVID, I did commissioned two studies. One was a COVID recovery study, and one was a study
[53:46] to gauge interest in commercial air service
[53:49] to Lake Havison City, which I provide,
[53:50] which I both of which I provided it to the city.
[53:55] Excuse me.
[53:58] Part of our contract says for us to seek grant funds.
[54:00] And as you can tell this year,
[54:01] we've been very, very successful with that.
[54:03] I wrote two grant proposals this year,
[54:05] one for a visit Arizona initiative, Marketing Grant,
[54:09] which allowed us to spend $228,750
[54:11] on our emerging markets campaign,
[54:14] and allowed us to get the word out farther out
[54:17] from the tri-state area about the wonderful city
[54:19] that we have here in the incredible destination that we have.
[54:22] I also wrote a very successful grant
[54:24] for the Visitor Arizona Initiative Partnership grant,
[54:27] which gives us $125,000 to begin funding
[54:31] holidays in Havasu.
[54:33] At the same time right now, we are waiting on a on-word
[54:36] for our Visitor Arizona Initiative outdoor recreation grant
[54:40] in which we are applying to improve some community space
[54:43] for first Fridays.
[54:46] Under, perform project assigned by City Council, we have not, unless you consider this, we have not had any projects assigned to us, but we are always happy, and I always, I will always appear in front of the City Council to assist on any tourism.
[55:00] My update, as I understood, was received very, very favorably by council.
[55:04] In terms of fiscal responsibility, while I have proposed deficit budgets the last two years, we
[55:09] have managed to make the necessary cuts to ensure a balanced budget before the funding
[55:14] cap and our current contract. I always kept our expenditures, at least $100,000,
[55:19] below budget, why to save for larger projects or to do something innovative that we might not
[55:25] see now, but might see a couple years in the future. And obviously to save for an economic
[55:29] economic downturn.
[55:35] Discrimination, the contract does not allow us to discriminate, and so Gole-Cavis who believes
[55:41] in an inclusivity and promotes a community that is welcome to all, regardless of race,
[55:46] age, faith, politics, ethnicity, gender, sexual orientation, physical or neurodiversity
[55:53] challenge, language or culture.
[55:55] Additionally, I do want the council to know that every member of Gole-Cavis who is
[55:59] certified autism professional, travel professional, and that our visitor center and our offices,
[56:06] our certified autism center. So those that are traveling that are on the spectrum or their caregivers,
[56:13] we are able to recognize an issue and we can help. To that end, we do have a quiet space and
[56:18] nervous visitor center to assist with those kinds of problems. I always, as you guys know, I always
[56:27] talk about this as being storytellers and we'd love to talk about the positive aspects of
[56:31] Lake Havana City, of which there are so many.
[56:34] So I thought again with this, we love our city and it shows, and this, to me, is one of
[56:39] my favorite examples of our amazing collaboration with our city.
[56:42] We are very proud of this award, an even prouder of the massive collaboration that it took
[56:46] to make this happen.
[56:47] The city, community, individuals, businesses, and organizations, and the bureau that made
[56:53] this celebration legendary and this award so meaningful.
[56:55] So, it's not us, it's the community, it's the city that makes this community great and makes this award so much a part of our hearts.

[57:51] I guess that's some questions that I have are I'm looking at what I love your revenue as your
[57:57] expenses and I just want you to explain to me because I maybe don't understand it so I'm looking
[58:02] under assets and there's over two million dollars in assets and most of that's at Horizon's
[58:11] you as being, food holes being, they're all money markets and I'm just wondering if we're
[58:18] providing to you $1.6 million, why there's still $2 over $2 million that's in these
[58:26] assets that's to me I'm assuming that's cash, why that's there and why that's not being
[58:33] used and why we're continually going to provide you at $1.7 million. I'm sorry, $1.6 million.
[58:38] Well, we have had those reserves for quite some time.
[58:42] I don't believe we added any significant amounts since this contract, because we are working
[58:48] right down to the letter out of the budget right now.
[58:54] Most of that reserve came before I came in where I am not the kind of person I worked for
[59:01] a higher education where if you didn't spend it, you didn't get it back.
[59:05] One of the reasons why I like to keep reserves is because there are times and I do think
[59:11] that the coronavirus pandemic helped us out with this.
[59:17] But I do pay attention to economic trends and it was my understanding that we were going
[59:22] to get something along the lines of 2008 and economic downturn.
[59:26] In those periods of time, during an economic downturn the last thing our organization needs
[59:31] to do is spend less to bring people into town.

[1:00:38] years later when that much money taxpayer money that we designate to go to work for the city of
[1:00:44] Lake Havasu to promote our city is just sitting there and it makes me uncomfortable okay I understand saving
[1:00:53] I understand having some reserves, I think that our last contract gave you a little bit
[1:00:59] of certainty because now it's not tied to a floating number, now you know what you're
[1:01:04] getting kind of doing.
[1:01:05] And it's in the contract and that'll show up no matter what.
[1:01:10] So just take that from my overall feeling of that money and how much is sitting there.
[1:01:18] That being said, working towards a project, there's something creative we can do to
[1:01:23] to push our city forward with that money.

[1:02:16] to having said that if you guys have any projects and we talked about this in the
[1:02:20] It's part of my contract. I would love for any of you. If you have a great idea, it might be, I know that my staff member Regan Ross Robertson has talked about the downtown Main Street Association about an arch.
[1:02:34] So please bring these things to me. I do want to keep maintain reserves in our, as any good organizations should do, but I'm also open to anything that will make this place a better place to live and a better place to visit.

[1:05:05] in place with entities like Haven or the partnership for economic development and other entities
[1:05:12] remain society. We have contracts in place for based on services with all those agreements
[1:05:19] with all those contracts that are all managed by their own separate entity with their
[1:05:23] board and once payment is made to that entity, those funds are then managed by the respective
[1:05:31] boards.

[1:06:40] spending the money you're giving us. So in a way this is definitely having to sue money because like

[1:19:09] dollars in terms of questions to pay for services like police fire and throughout the organization.
[1:19:13] But there's a cost that that's associated with tourism, and so that there's a strain that
[1:19:21] gets placed on fire and on police in the public safety agencies, not just for the special
[1:19:29] events that occur throughout the year, but for our holiday weekends.
[1:19:34] So we have overtime that is a direct cost associated with that for fire and for police.
[1:19:41] We're talking about just in those two departments, so we're talking a million dollars.
[1:19:45] In addition to that, we're talking about parks and parks maintenance and the ability
[1:19:49] to maintain our parks from free from trash and, of course, all the maintenance that to the
[1:20:02] So we have some folks that come to, well, they can have a way, then legal system, strain on the jails that it can occur there as well. So there is a cost associated with all of that in terms of just special events and major holidays. Now, let's also have a conversation about short-term rentals in the Lake Havasu City and the response that's needed to be done.
[1:20:29] from Jill and Ed been and been services and to be able to track and as we bring an ordinance
[1:20:37] as city attorney, Gary, we bring an ordinance before the council here in the next several weeks
[1:20:43] for short-term rentals. We're going to be creating a permit process so we need the local
[1:20:48] short-term rentals to be permitted. That's not cheap. That's a cost associated with that.
[1:20:53] We got no relief from the state legislature this year in terms of our ability to enforce some
[1:20:59] the rules that are provided by the conversations with the city manager in Paradise Valley and
[1:21:04] with the Scottsdale. And they're talking about having a five-person team out of their
[1:21:10] police department that's solely going to be used for. It's a little task force that's
[1:21:14] totally going to be used to enforce the registration and the permit process for church or rentals.
[1:21:20] If they're on permitted, the only way we know how to take a look at that situation and
[1:21:25] enforce that they're not permitted is to show up on Friday at five o'clock and see
[1:21:29] anybody is there. And that's what there's a task force that's being created for that.
[1:21:34] There's a strain on the city's resources and again there's a benefit in terms of the
[1:21:38] tourism and the and the questions that are needed and the benefits to the to the
[1:21:42] to the residents we get fantastic special events in Lake Havasu City and that's a wonderful
[1:21:46] wonderful thing. But yeah there's obviously two sides and appreciate the opportunity to talk
[1:21:51] about the side that the team at Lake Habits of City and the staff that does a wonderful job
[1:21:57] and making sure that downtown Main Street is looks pretty spectacular after a really busy
[1:22:03] desert storm of that. Go down to the channel and roll every park after a very busy and a
[1:22:07] world they weekend. It looks pretty dang good, doesn't it? And that's so that's thanks to our team
[1:22:13] and parks and public works and throughout the police and fire and throughout the organization.
[1:22:20] I think that's just why it's really hard for me to digest this over $2 million that they
[1:22:25] have an account that if to put that back into those services that are needed during those
[1:22:32] times.
[1:22:33] That's just why it's hard for me to see when that money sitting there and then we're over
[1:22:36] here is a city having to pay that offset on that.
[1:22:40] That was kind of what this whole wrap around a lot of this for questioning what our contract
[1:22:44] is looking at the financials.

[1:29:06] When funds are provided from our city to an organization that represents Lake Havasu City,
[1:29:12] there needs to be accountability. I'm not sure of the basis of Terrence Kantana,
[1:29:17] and how he's hired, but I know if I was going to put someone in charge of tourism
[1:29:21] and drawing people to our city to live.
[1:29:23] I wouldn't go to New York City,
[1:29:24] and I know he's not from New York City.
[1:29:26] It's just an example, okay.
[1:29:27] The values and lifestyles of people in New York
[1:29:30] is fast, pace, and wouldn't miss well,
[1:29:33] with the layback friendly city vibe of Lake Havasu.
[1:29:36] Yet, Terence seems to spend most of his time
[1:29:39] advertising in places like San Francisco and Chicago.
[1:29:44] Does he even understand who we are as a community?
[1:29:47] There's nothing wrong with alternate lifestyles,
[1:29:49] but we're not advertising Kansas City or Atlanta.
[1:29:53] They offer diversity, but values are more in line with Lake Havasu.
[1:29:57] Then there's the decision to welcome the pride tour.
[1:30:00] Which includes the draft show, encouraging minors to attend. This is where accountability comes in. Perhaps a city council should be overseeing how Mr. Comcana is running his, this bureau, and with our city taxes being used. He has a board, which I understand includes Vice Mayor Dolan. That might be the perfect way to have that accountability. Terrence could report his plans to go Lake Avesu board and Vice Mayor could be the liaison to the city.
[1:30:28] That's just an idea. In the meantime, we're now faced with a drag show posed by 64% of the citizens,
[1:30:36] as reported by the survey reported in the Lake Havasu Harald. This show, degrading women,
[1:30:42] with men in clown makeup and dress as cheap prostitutes, is bad enough in itself,
[1:30:47] but encouraging minors to attend is unconscionable. Ask yourself this, not why do they invite children,
[1:30:55] but why is the presence of children so important to these men dressed as cheap sloppy women?
[1:31:02] The triangular Pito symbol is connected to their website, which is a signal to men looking for
[1:31:09] like-minded men, attracted children. These children to attend need to be with an adult,
[1:31:14] but what adult doesn't mean it's our parents? They're also allowed, so where are these children
[1:31:20] going to sit, laps, laps of who? They're encouraged to have small bills, so the miners can
[1:31:26] touch these men to place money on their bodies. I don't need to attend one of these shows
[1:31:31] to know what they are like. They're all over the web and I watch the children who look
[1:31:37] bewildered, awkward, and don't really want to participate with what they are seeing. Let's talk
[1:31:42] this out. Find a solution. At the very least, we need this to be removed from the the Go Lake
[1:31:48] have a website and the calendar that Councilwoman Lynn had suggested, as soon as possible.
[1:31:54] And for the safety reasons and to avoid the city possibly being sued and cut for
[1:31:59] bit of child being harmed, make this an adult only venue.
[1:32:04] So I really don't need to communicate with you all, but I'm hoping I'm right Jim Mr.
[1:32:13] vice mayor that you are on the board and is it you know I thought someone made that suggestion
[1:32:19] I forgot it was someone made it was it you Councilman Lane someone made this a gesture
[1:32:24] I'm having a liaison and I'm going yay that was my suggestion. Oh thank you. Yes
[1:32:30] Councilman made Moses good suggestion so I'm just putting out some ideas
[1:32:34] I'm just trying to work with you and these are my suggestions yeah thank you there's some of the
[1:32:40] Some of the target items are, some of the target cities, Karen, are done with AOT.
[1:32:47] So there's an office of tourism, has target cities based on where air traffic comes from,
[1:32:51] and you might be surprised to know the Naperville, which is a suburb of Chicago, was one
[1:32:55] of the largest markets for Mr. McCollick and his flights to get people to purchase land
[1:32:59] here back in the 70s.
[1:33:01] So we have to be careful when we're picking what cities and who and what they are, because
[1:33:05] we have co-ops with airs and officers and that brings some additional dollars into what
[1:33:10] is marking efforts look like. So I know sometimes it can be confusing, but there are
[1:33:13] marketing dollars and in terms maybe you can speak to the dollars that are
[1:33:16] spent in theapolis and some of the other areas as well that reach some of those
[1:33:21] outlaying, outlaying, community space, non-seasonality of our market.
[1:33:24] Sure, and another thing that we look at when we when we choose where to advertise,
[1:33:28] so we're always advertising Phoenix and Las Vegas and Southern California because those
[1:33:31] are our largest drive markets, so always be our largest markets. But when we got a
[1:33:35] chance to get some additional funds from Arizona Office of Tourism, what we
[1:33:39] put together was, we have a hierarchy of where attention is paid to us, geographically.
[1:33:48] And so we always find Arizona a southern Nevada, southern California, as the top three.
[1:33:55] But always bubbling under four, five, and six, somewhere in there, were the two communities
[1:33:59] of Northern Calate San Francisco and Chicago.
[1:34:02] And so, as long as we got these extra funds, and I wrote a proposal for this specifically,
[1:34:08] and emerging markets. We wanted to see if we could appeal to those particular markets.
[1:34:16] Now, I will say, I've been in the hospitality business for over 20 years. You never
[1:34:20] usually see this kind of response to advertising, but in our visitor center, we have had
[1:34:27] a huge influx of people from the San Francisco Bay area who have said that they have come
[1:34:31] to this city to experience it for the first time because they saw those ads.
[1:34:35] So yeah, and it's been several years since I've read the visitor study, but when I read it I recall that our biggest competitive market is like Tahoe and the citizens
[1:34:45] Go to like Tahoe are from the San Francisco Bay area, so it would make sense that we would want to invest dollars in something on those lines, especially in the partnership with the O.T. that uses, you know,
[1:34:55] additions and others to pick in and determine those markets so thank you for
[1:34:59] like hard for getting

[1:36:43] we aware of. I don't know if you have heard of them before. It's an organization that just started in June of this year and it's already up to 300,000 members of the gay community.
[1:36:59] This is what it says on their website.
[1:37:02] I wanted to share this with you so that you know,
[1:37:06] our concern has nothing to do with our gay community.
[1:37:09] They have very accepted like all the rest of our community.
[1:37:14] They have earned, well, I don't know if that's the right word.
[1:37:17] They've worked hard to get acceptance,
[1:37:21] and they have achieved that at this point.
[1:37:24] And they're just as much of our community as everybody else.
[1:37:27] Gaze against groomers is a coalition of gay people who oppose the recent trend of indoctrinating, sexualizing, and medicalizing children under the guise of LGBT QIA+.
[1:37:46] Our community that once preached love and acceptance of others has been hijacked by radical
[1:37:54] activists who are now pushing extreme concepts on society, specifically targeting children
[1:38:02] and recent years.
[1:38:04] The overwhelming majority of gay people are against what the community has transformed into,
[1:38:12] and we do not accept the political movement pushing their agenda in our name.
[1:38:19] Gaze against groomers directly opposes the sexualization and indoctrination of children.
[1:38:25] This includes drag queen story hours, drag shows involving children,
[1:38:31] and transitioning and medicalization of minors, and gender theory being taught in the classrooms.
[1:38:38] The activists backed by school boards, government, woke media, and corporations have been speaking on our behalf for too long.
[1:38:52] When fighting for equality, our goal was to successfully integrate ourselves into society.
[1:38:58] But now these radicals aim to restructure it entirely in order to accommodate a fringe minority,
[1:39:05] as well as seek to indoctrinate children into their ideology.
[1:39:11] We're saying no.
[1:39:13] There are millions of gaze within the community
[1:39:17] that what nothing to do with this alphabet religion
[1:39:20] and join the fight with parents
[1:39:22] and concern people everywhere to protect children.
[1:39:27] Who also aim to return sanity
[1:39:30] and reclaim the community we once called our own.
[1:39:34] The gay community is not a monolith.
[1:39:37] Those pushing the agenda do not represent or speak for us all.
[1:39:43] Nor do we want to be associated with them in any way.
[1:39:48] What we are witnessing is mass scale child abuse,
[1:39:52] being perpetrated on an entire generation.
[1:39:55] And we will no longer sit by and watch it happen.
[1:40:00] It is going to take those of us from within the community to finally put an end to the insanity, and that's exactly what we're going to do.
[1:40:11] So this is the gay community speaking out about what the pride tours have changed into. Maybe they once weren't these things.

[1:42:26] that knows what they're doing to clean up those spots, they're growl and it's just like sin in
[1:42:31] city. You don't take a stand and rebel against it, not so much rebel, but speak out against
[1:42:39] it, to keep that disease as a spot from spreading, you'll all over take us. Let's not let
[1:42:47] that happen. There's a pastor, chaplain,

[1:47:49] I have correspondences between Go Lake Habasu and the drag queen show stating it is for the citizens, where's the tourism in that.
[1:47:58] The majority of the cities, citizens requested that the drag show be removed on the Go Lake
[1:48:06] Habasu event calendar. Furthermore, we request that the children not attend. A male
[1:48:12] dance show, the men next door, will be here October 6 and 26 at bars such as B.J. and Jeremy's
[1:48:20] Duke box. It states 21 and older, those are male dance shows coming to our city, two bars, 21 and
[1:48:27] older this year, they're coming. Why is it that when men dances men, it's 21 and older,
[1:48:34] and it's at bars, where when men dress as women, it's children, it's children welcome.
[1:48:42] A just 6, 8, 10, 12, 14. Those children should not be attending the events such as a drag queen show.
[1:48:51] It seems like there's an agenda.
[1:48:54] If the majority protest in the city, we are called bigots.

[1:49:09] Lake Havasu is known for its many outdoor events, boating, hiking, gofishing, golfing,

[1:49:16] We see red flags when tourism money is directed towards failing states with high crime rates such as Chicago and San Francisco.
[1:49:26] We, the people, are concerned that Go Lake Havasu is taking our city in a morally defunct direction.
[1:49:34] We are now aware of that direction that Go Lake Havasu is heading and we want a new direction with complete transparency.
[1:49:43] We, the people, want to say in how our taxpayer dollars are used for the betterment of our city.
[1:49:49] We want to see in-house items, things like cleaning the parks, maintaining the police.
[1:50:00] And fire departments during tourist weeks, bridging the legs, picking up tourist trash, we don't want
[1:50:07] to see the money sit in investment accounts. Nor do we approve of big buildings being built for
[1:50:13] a small amount of staff. If the money is not used to better our city and keep it morally correct
[1:50:21] with moral correct events, keep it clean, keep it law enforcement here. We want the money return
[1:50:27] to the people, or we want their budget lowered, we want transparency, we want the direction
[1:50:33] of the Convention Visitors Bureau, go like Habisou change and re-evaluated.
[1:50:39] We're seeing what's happening.
[1:50:40] We want the update on the taxes for 2021, we want to see quarterly postings, okay?
[1:50:47] I could not find their taxes for 2021 listed.
[1:50:52] Like here, where we meet a citizens, we get involved with the city, you hear us, we need
[1:50:58] to do that with GoLake Havasu as citizens.
[1:51:02] The voters need to reevaluate the taxpayer dollar to CBB and how it is managed.

[1:52:42] negotiated last year.
[1:52:43] Mayor Shee, can I also add that some of the things we've done, we provide programs for
[1:52:49] our community.
[1:52:50] We fund first Fridays, we fund the farmers market, we fund the community youth market,
[1:52:55] Regan Ross Robertson, who's here in this administers, all of these events.
[1:52:59] We join forces with Lake Havaswos, Pitalia Association, and put together $60,000 and got donations
[1:53:06] from business and individuals, back during COVID to form Havasu Health's Hospitality, which
[1:53:11] fed 8535 of our furloughed hospitality employees and their family members.
[1:53:18] We worked with partnership for economic development during COVID to develop the hashtag
[1:53:22] open together program, which was a promotional program to let restaurants and their guests
[1:53:28] understand what can be expected of each other post COVID.
[1:53:32] So we do very much, to the extent that we can and can afford it, provide services for the community.

[1:53:58] has nothing to do with Constitution Week.

[1:54:09] To address a Councilman Campbell's questions or concerns, this is how I remember the events
[1:54:21] take place and just take at any emotion out of it.
[1:54:26] This is just the facts as I remember them.
[1:54:29] So in March or April, I have all the, I probably have the emails, I approach Go Lake Habasu, and they, the representative was fine.
[1:54:52] She directed me to the town events manager and this is all some of this is all new to me because I'm fairly new to
[1:55:00] And gave me names to help. And so that exchange happened for a while, because at the time we were thinking about it, possibly I'm in a parade, but it's kind of warm and September.
[1:55:12] And that was always a concern. So we ditched that idea and still conversing with her, and then probably,
[1:55:21] I want to say, may June, maybe I had a myself, my wife,
[1:55:28] and two other volunteers had a meeting in the room at the go like have a suit with this
[1:55:35] representative and we just discussed things fine everything was fine she told us you know what
[1:55:42] what to do so there's nothing going on there and she said well when you get to that point where you
[1:55:48] know you're ready to squeeze the trigger or whatever bring us the information and we'll help you
[1:55:57] we'll do anything we can to help you. So if memory serves the week before Labor Day weekend,
[1:56:06] my wife and I dropped off at 11 by 17 schedule and a tabletop schedule,
[1:56:14] gave it to the lady. We went there to hopefully meet the person that we've been working with. She
[1:56:18] wasn't there. So I met the receptionist. I handed, we handed and heard those two documents.
[1:56:25] I think a business car, because I always, if I can't get a hold of it, I always try to leave a business card.
[1:56:30] We have business cards for constitution week, and the reply was, I'll have a call you.
[1:56:39] So, that's kind of where it was left.
[1:56:43] And I, at that point, was pretty busy just trying to promote the event and spending all the time in businesses.

[3:03:50] The topic that we were presented was the discussion and presentation regarding the professional
[3:03:54] services agreement, which that wasn't really the primary focus of the public comments,
[3:04:00] which is fine.
[3:04:01] I just didn't have a lot of comments on the contract because I'm well aware of it.
[3:04:05] So I just wanted to make that clear.
[3:04:07] Yeah, thank you. Yeah, and there were some comments that were made throughout right of the statements about about the funding and what that funding looks like
[3:04:15] So there is an ordinance that came in 1986, but long before that back in the 80s there was the initial ordinance that started by it was industry led by hotels
[3:04:26] To want to find a way that we could have funding for tours of promotion and so those hotels came to
[3:04:34] counsel and said that we like to do, I suppose, the self-tax, basically, to create what
[3:04:39] that bureau was. It sounds like Mr. Bennett was a part of those early conversations on what
[3:04:43] that looked like. That created a 3% bed tax. The intent of those were for tours and promotion.
[3:04:49] And there's some other language because it's back in the 80s, so it had like bridge maintenance
[3:04:52] and a couple of other things that were in there. And then in 1996 there was a strong refer to
[3:04:57] based on increased dim-
[3:05:00] Command and competition in the marketplace for additional revenues to be able to support go like how to assume what that, excuse me, the tourism, marketing efforts for our community, which happened to go through what it's now, but like how to suit.
[3:05:13] So that was an additional 1% food and beverage tax. So the intent was the 3% bed tax and the 1% food and beverage tax when folks go to restaurants or bankwall halls would go into a tourism and economic development.
[3:05:26] fund way 25% of the funds going to the partnership economic development and 75% of the
[3:05:33] funds going to tours and development by way of Gold Lake Habsuit.
[3:05:37] What comes from Berlin and the rest of the California discussions over the last two years
[3:05:41] was, you know, that was in perpetuity, I mean, it was a percentage based on the volume, so
[3:05:45] maybe at one point we're rewarded by their success, which is fantastic, but then when
[3:05:50] is enough too much and we noticed that the assets were large on the balance sheet.
[3:05:55] They were a large initially for my understanding at one point was the instability of where the visitor center was located in that
[3:06:03] My fund to be able to build a permanent visitor center for the future or whatever that might happen something something we still wrestle with
[3:06:10] Yeah, so I don't know if that still was the goal with that's where those dollars were this council then came forward with a lot of the concerns that many of you
[3:06:17] brought forward when it comes to the operation component of that and that's why we have a
[3:06:22] are certain amount for go like have a sue and the PD for the professional services in which we
[3:06:28] are asking them to do for us. So there are other ways that we could do this. We could not do
[3:06:33] any tours of promotion as one person suggested that would, in my opinion, be affordable to service
[3:06:41] to our community. There are studies for every dollar invested in tours of promotion, the returns
[3:06:45] that we get our, you know, well above eight or nine dollars in return, local and state sales taxes
[3:06:53] that help pay for the other services.
[3:06:54] So please, fire, parks, roads, all the same things that we enjoy today if we didn't do tours
[3:06:59] in promotion.
[3:07:00] So maybe the number is incorrect, and that's what we need to monitor and manage.
[3:07:04] We have another year and a half or so of this contract.
[3:07:07] We can do an amendment going forward so we can just solidify it contractually, the obligation
[3:07:12] of if something were to happen with the Bureau where those monies on the assets would go,
[3:07:18] which would revert back to the city in some fashion, we'd absolutely have that to our staff
[3:07:23] to be able to work through on what that looks like, and then bring back that amendment.
[3:07:27] But that's just some history of where the monies went and why you did that and why we were
[3:07:32] doing tours and promotion.
[3:07:34] But some of the events that we have in Joy and like have a city are at the direct results
[3:07:38] of going to have a suit in the works that they do.
[3:07:40] So, we cannot take for granted that we would just have
[3:07:42] to have vegetables and boat regardless and off-road fares
[3:07:45] and all of those things because we wouldn't.
[3:07:48] There's a lot of competition that is out there.
[3:07:51] Thor's and promotions are very important component.
[3:07:54] And we're just talking about this one small asset,
[3:07:56] but we have thousands of people that work in this industry.
[3:08:00] That this is the main lifeblood of our community,
[3:08:02] is Thor's and it's very important that we continue to keep
[3:08:06] that as an economic driver.
[3:08:07] Now, the great benefit, if you're not one of the people
[3:08:09] work in the industry. You certainly are impacted by it by one of the great restaurants we have
[3:08:14] that you can choose from all the great events that we have, the good roads. We have one of the
[3:08:19] best park systems in my opinion and a lot of good quality of life that comes from what tours it
[3:08:24] looks like. So I think this council has been focused and forward thinking on how to address
[3:08:29] this contract, like I said based on some of the feedback we've received because of these actions,
[3:08:35] we can take a look at it and monitor and see if that number is not right number or if it's a
[3:08:39] different calculation, or something on those lines, but to get back to the intent of what
[3:08:45] Councilman will then said her intent was for this item is the contract.
[3:08:48] So I think by consensus, we have that we'll come back with the amendment, however, that
[3:08:53] can work, and we will continue to monitor the activities of the contract and how the professional
[3:08:59] services are delivered, and we will have an opportunity in about a year or so to start the
[3:09:04] for the renewal, or direction of a contract and what that might look like for tours of promotion.

[3:10:24] what focuses that is for us, we heard a lot of different feedback from a lot of different citizens,
[3:10:29] It's all very valuable and very important, but we have to do a lot of work.
[3:10:32] There was some emotional, so brought into the conversation of facts on both sides of the argument that I don't know to be true or not to be true, but worth looking into, again on both sides of the issue, but I do think that we can bring that forward for future contract discussions.

[3:10:58] contract for the island-based water treatment, plant flow equalization basin, replacement
[3:11:03] project with technology construction LLC.

[3:12:00] It's a very important project to us.
[3:12:03] One that we obviously are bringing before you
[3:12:06] and looking for direction.
[3:12:09] So this is our island wastewater treatment plant
[3:12:12] visualization basin replacement project. This project just does a little bit of background
[3:12:18] is they're at the island of wastewater treatment plant. The FEB is what we use for an acronym
[3:12:27] everybody loves acronyms so we throw that around to that is our flow utilization basin and it
[3:12:32] is located when you first come off of, which is actually McCode Boulevard and come into the
[3:12:38] and it's there on the left and it's something that we have been working to replace.
[3:12:46] The original FEB was constructed in 1983 and then modified in 1999 for odor control.
[3:12:53] The FEB was shut down due to various issues in 2011 and we were able to sustain operation during that time
[3:13:02] because flows were low and such to where we didn't need it,
[3:13:05] but we could see that we needed to move forward
[3:13:09] with replacing this very important piece
[3:13:13] to our treatment plant there.
[3:13:16] And this is a condition that it was in at the time
[3:13:19] when we were starting the project.
[3:13:22] The City Council awarded construction
[3:13:23] of the contract to replace it as its CNAFEB
[3:13:26] to technology construction on July 13, 2021.
[3:13:31] So quite a while ago.
[3:13:31] And that was for $4 million, $199,000, and $1, which was nearly $1.2 million below the budget
[3:13:38] of the lotment and engineers opinion of cost.
[3:13:41] And we talked about that at that time and went through, you know, why it was lower and
[3:13:46] there actually were, I believe, five bids and two were comparable to this in the City Council
[3:13:53] to move to go ahead and award that project to them.
[3:13:56] Due to material delays, some challenges there, we began a construction in late November of 2021, and it was suspended late December
[3:14:09] due to the field conditions that arose at that time that the contractor found.
[3:14:13] And if you were to go out there today, this is what you would see on-site there.
[3:14:20] As a reminder, after that, we went to, I approached the City Council with a recommendation
[3:14:28] to amend the design contract with the Corolla Engineers back on February 8th, of 2022 for
[3:14:33] some design revisions, and I had told you at that time that I would be coming back with
[3:14:39] a change order result of that design revisions.
[3:14:43] There are several weeks for them to go ahead and complete the design changes which ended up being on March 28, 2020.
[3:15:00] Do with the package delivered to technology construction. Technology construction provided original costs and
[3:15:09] documentations for proposed changes, costs, exhibitions, and, et cetera, on May 24, 2022.
[3:15:16] I would like to say staff met with technology constructions. They sent a team order, including their
[3:15:24] president back in the first part of January when we were suspended the work saying that they
[3:15:31] wanted to get out of the contract. They wanted to end it, which that is not what we wanted
[3:15:37] to do. And one of the reasons was the cost escalations that they were experiencing. And we share
[3:15:43] with them at that point that if you're able to justify these cost escalations, we were able
[3:15:49] the city in the past has worked with the contractor to help cover some of those costs and
[3:15:55] I refer back to our tank in 2AZ07 project where we had steel and aluminum costs that were
[3:16:02] increasing quite a bit that we ended up negotiating with that increasing for that very reason.
[3:16:09] The review of the growth package was performed by Corolla's special construction group and
[3:16:14] stuff, so Corolla that themselves has a group of contractors, a current and former
[3:16:21] contracts at experts in the field, and can look at these numbers that were being presented,
[3:16:27] and it was quite a big package of the little exhibit A here of what we had to go through
[3:16:33] to get back to them. And so that if he was complete on June 21, 2022, with comments and questions
[3:16:39] sent back to technology. So there were some things we looked at that we were questioning some
[3:16:44] things that we wanted to address and negotiations. As a result of that, they came back on July 5th
[3:16:52] with a cost reduction of nearly $124,000. But unfortunately, as you probably seen the number
[3:17:00] on the Council of Communication in the overall contract, and increased for the change order
[3:17:05] just $1,000,000,000. And 53,000, I believe, somewhere in there, which if you were to look at
[3:17:12] The project has a whole, it's about a 25% increase in cost of construction, which is what
[3:17:17] we are seeing, the kind of as a standard right now on all of our projects that are coming
[3:17:21] in.
[3:17:23] So, while there's a large number, it is something that is a kind of a standard when we look
[3:17:29] at cost escalations and such.
[3:17:32] To talk about a few things, one is obviously the ADQ component of this, whereas when we originally
[3:17:39] want to submit plans to get the approval to construct, 80Q, so whoa, you don't have an FB in place,
[3:17:49] and we said, well, no, we haven't had it since 2011, which there's a lot of discussion
[3:17:55] there, and obviously a lot of work had to be done to make 80Q happy so that we can move forward
[3:18:02] the part of that was a modifying our APP plan,
[3:18:05] which is our aquifer protection permit,
[3:18:11] and a flow equalization plant closed out as well.
[3:18:16] They want to know that things were to go bad
[3:18:18] and not related to the FB, but down the road,
[3:18:21] that we had the money says side to close it up.
[3:18:23] So as a quite long process,
[3:18:24] they went through to finally get a pool
[3:18:26] to do construct, which we started construction.
[3:18:29] As part of this process,
[3:18:30] As we have been negotiating and waiting, you know, when the contractor, obviously there's a
[3:18:37] order to project one of the first things they do is they go out to secure materials.
[3:18:42] And as materials were coming in, we will pay for materials on hand if they have truly been delivered
[3:18:49] and we see them, it's just more as we understand, there's a cost for them to purchase them.
[3:18:55] And we can pay for that portion of that that I am.
[3:18:59] So we currently have roughly about half a million
[3:19:02] and the terminals on hand that are sitting there at the island.
[3:19:07] This first slide that I showed you here,
[3:19:08] that's our 30-inch piping that relates to the FBI.
[3:19:14] Obviously, coming from the headworks building,
[3:19:16] we have in these boxes here that is our mixers.
[3:19:20] For their order control, there's also some bridge.
[3:19:23] They call in bridge anchors for the mixtures if they go out to support them over over the FB
[3:19:30] And we have a lot of rebar and other material that is not they're just waiting to be utilized. So
[3:19:39] That is another component of this project and that would conclude my presentation

[3:20:32] So we're still under budget, fortunately, the money is there. You folks approved it in our new budget. So it's just it's sitting there, not that we want to spend it.
[3:20:43] it is there. And that's the point I wanted to get to is, then we approve the original budget.
[3:20:49] You're still coming in under what the original budget was. It's just sounds like we're making a
[3:20:54] big change order and we're having to move things around, but we're not using any contingency funds.
[3:20:59] There's no extra costs. This is actual money that we already had budgeted. It just,
[3:21:04] we were hoping to get away with not spending that one point too, but it didn't happen.
