[6:20]
keep us safe. We really
[6:22]
appreciate you all. And we will
[6:25]
be saying the pled of
[6:27]
Allegiance. Pleasure. 25.
[6:36]
Relationship. Emphasis. For the
[6:45]
kids. I also want to welcome
[6:48]
Booker T. Washington We're so
[6:49]
happy one of our community in
[6:51]
the schools Happy to see you
[6:54]
here. Hi Um, Would you believe
[6:57]
that? This is my son and
[6:58]
daughters, alma mater, Meaning
[6:59]
they went to Booker T Washington
[7:01]
years and years ago. So welcome
[7:04]
. Happy to have you Next up is
[7:06]
pets of the week. Amy D Felix.
[7:09]
The yuan. Oh, yes, I'm here. Um
[7:16]
Hello, everyone. My name is
[7:18]
Jamie to Felix. I am one of the
[7:20]
adoption and rescue coordinators
[7:21]
for the Animal Services Center
[7:23]
of the Mississippi Valley. I'm
[7:24]
also the one that picks and
[7:25]
presents the pets of the week
[7:27]
every week, So we'll go ahead
[7:29]
and start Let me share my screen
[7:31]
for our power point. Already and
[7:36]
here we are. You'll start off as
[7:40]
always, with our cat of the week
[7:42]
. His name is fluffy boy. His
[7:45]
number is 66693. And he says,
[7:48]
I'm one of the brothers to the
[7:50]
previous My forever home. I get
[7:54]
scared of sudden movements or
[7:56]
loud noises, but I love getting
[7:57]
pets and being a last duty. I
[7:59]
get so happy that I even started
[8:00]
drooling. Sometimes I've lived
[8:02]
with my brothers for a likely my
[8:03]
whole life. You can adopt us all
[8:05]
together, or I mht bable to
[8:07]
make new cat friends. And then
[8:08]
we also have our dog of the week
[8:10]
. I realized my camera is Coming
[8:13]
off them. Text. So let me see if
[8:16]
I can Take my video off really
[8:18]
quick. There we go. Awesome The
[8:23]
week his name is Wilbur and his
[8:25]
number is 60 to 83. And he says
[8:28]
, I'm an excellent companion who
[8:29]
gets along with dogs, cats and
[8:31]
well behaved Children. I
[8:32]
absolutely love perfection. My
[8:34]
weekend, Foster said that it
[8:36]
gives the best hopes organized
[8:37]
and the leash and I'm pretty
[8:38]
food motivated, so use that to
[8:41]
your advantage and training me
[8:41]
and the sweetest boy ever. It's
[8:43]
such a surprise that I haven't
[8:44]
met my forever family yet. So
[8:46]
that be you. And then regarding
[8:48]
adoption events, we will be at
[8:49]
the Bosque Brewing. Tell Shore
[8:51]
Public house this Saturday. The
[8:52]
23rd will be there from 11 am to
[8:55]
two PM will have adoptable dogs
[8:56]
for you guys to meet usually
[8:58]
stationed kind of right by the
[9:00]
front entrance. So you can't
[9:01]
miss us. You can't miss the dogs
[9:03]
, but we hope you come out and
[9:05]
maybe you'll find your next free
[9:06]
rent. Another topic I'd like to
[9:08]
present on today Regards
[9:10]
enrichment, so adopted a dog or
[9:12]
a cat from a shelter or anywhere
[9:15]
. Um but what's next? You kind
[9:17]
of notice that there are a
[9:18]
little after the adjustment
[9:19]
period, they might get a little
[9:21]
anxious entity that might start,
[9:22]
especially if it's a younger dog
[9:24]
chewing on things. It's not
[9:25]
supposed to be chewing. Your
[9:26]
cats might be kind of scratching
[9:27]
up on the furniture. Um So what
[9:30]
is the solution? The solution?
[9:31]
One of the solutions would
[9:33]
definitely be to turn towards
[9:34]
enrichment. So what is in
[9:36]
Richmond him their exercises
[9:39]
that allow your head to engage
[9:40]
in their innate behaviors. So
[9:41]
that's like sniffing, scratching
[9:43]
, um, chewing tasting kind of
[9:45]
it. Engaging all of the senses
[9:48]
that they would normally use if
[9:50]
they happen to be like stayed
[9:51]
out in the wild. Um enrichment
[9:53]
is most physical and mental and
[9:55]
of course, without enrichment,
[9:56]
provided in your home had some
[9:58]
more more likely to exhibit
[9:59]
unwanted behaviors, and that's
[10:01]
like the destructive behaviors
[10:02]
like chewing up couches,
[10:04]
furnitures doors, even parking
[10:06]
or yelling, inappropriate play
[10:08]
interactions, so they play a
[10:10]
little bit too rough with you.
[10:12]
Um, that is a sign of low in
[10:14]
Richmond. As was anxious
[10:14]
behaviors. And so some examples
[10:19]
of canine enrichment.
[10:20]
Specifically there's food
[10:22]
enrichment. There's like puzzles
[10:24]
, puzzle feeders. They have
[10:25]
liberal knobs and twisty things
[10:26]
that you stick the kibbles in.
[10:28]
Um and you close it all up. You
[10:31]
present it to your dog, and they
[10:32]
have to use their brain and
[10:34]
their nose in conjunction to
[10:35]
open everything and get the food
[10:37]
as like a little reward. It
[10:39]
helps us obviously get them fed.
[10:40]
And it kind of works out their
[10:42]
mind a little bit more. Same
[10:44]
with snuffle mats. If you Google
[10:45]
snuffle mats there a little like
[10:47]
a Mats, or will they look like
[10:50]
back mats, but they have like a
[10:51]
very long, like felt kindof a
[10:53]
S everywhere. So you hide the
[10:55]
cables underneath the tabs, and
[10:57]
they have to use their nose to
[10:58]
move everything around and try
[11:00]
and pick out every piece of
[11:03]
kibble it. Look Max. That's um,
[11:05]
just a very smooth like a
[11:06]
textured matte.That you can
[11:09]
smooth like smooth peanut
[11:10]
butter. Yogurt Um, sort of kind
[11:11]
of like Semi like some some
[11:15]
myself to treat onto it. Um a
[11:18]
lot of people love using like
[11:19]
mats as destructions for like me
[11:21]
, bring or nailed, firming. It
[11:23]
kind of gets there. The licking
[11:26]
. Um The act of looking helps
[11:29]
decrease like anxieties in dogs.
[11:32]
That kind of helps them film
[11:33]
Everything doesn't hard one to
[11:34]
help them feel a little bit more
[11:36]
calm, so that's definitely
[11:37]
helps. And especially those
[11:39]
situations. Um they're also
[11:40]
enrichment activities like
[11:42]
scavenger hunts. So you can like
[11:44]
hide treats around your home and
[11:46]
have your help your dog kind of
[11:47]
sniff around and find them and
[11:48]
engages them. It gets them
[11:50]
moving. Kind of it's up on time
[11:51]
for both of you. Um as well as a
[11:54]
sniff already walks us. Some
[11:56]
people like to call them almond
[11:58]
sniff Ari's or walks that are
[12:00]
dedicated to allow your daughter
[12:02]
to take in the sense of
[12:03]
exploring the environment. It's
[12:04]
far less structured than like a
[12:06]
regular walk. If you're just
[12:07]
kind of going down the street
[12:09]
when you got in the dog, Faris
[12:10]
or dog lead, um, usually kind of
[12:13]
in a Not as like a neighborhood
[12:16]
area, maybe like in a park.
[12:18]
Where you can have a long lead
[12:21]
and let your dog kind of sniff
[12:22]
around taking a sense and kind
[12:24]
of just like a Have his own time
[12:26]
never taking in the environment
[12:28]
and helps them feel really kind
[12:29]
of like mentally stimulated. Not
[12:32]
for feline enrichment. Um a lot
[12:35]
of professionals suggest,
[12:36]
especially Jackson Galaxy is
[12:39]
kind of a big my favorite kind
[12:40]
of cat professional, and he
[12:41]
likes to call it codifying your
[12:43]
household debt as well.
[12:46]
Satisfying your households
[12:47]
having kept pressure cat kind of
[12:49]
Oh, Making her sorry. Cat
[12:53]
furniture. Excuse me that gives
[12:54]
them a like a selection of
[12:56]
platforms, high platforms that
[12:58]
they can jump and climb to
[12:59]
cubbyholes that they can hang
[13:01]
out and Haydn pets, cats light
[13:02]
love, Having kind of like that
[13:05]
vertical space to move around
[13:06]
and kind of basically three
[13:08]
dimensions. It makes them feel
[13:10]
more comfortable and makes them
[13:11]
feel a lot more kind of like
[13:13]
helping would in the wild,
[13:15]
essentially also plenty of
[13:16]
scratching posts. A lot of
[13:17]
people like to suggest putting
[13:19]
scratching posts wherever you
[13:20]
see your cat, um, might have an
[13:22]
inkling of scratching like I
[13:24]
have a scratching post on either
[13:25]
side of the couch. Um, and
[13:27]
encourage my cats and praise
[13:28]
them when they scratch The post
[13:30]
instead of my couch, and they
[13:31]
also usually like the texture of
[13:33]
like the twine, scrappy post a
[13:35]
lot better than I could couch
[13:37]
Anyways, I would assume at least
[13:40]
those around giving them plenty
[13:42]
of access to scratch without
[13:43]
them getting in trouble? Okay
[13:45]
There's also a variety of cat
[13:47]
toys that fulfill different
[13:48]
sensory kind of needs to like
[13:49]
the crinkle toys. Um, the bells
[13:52]
, um, toys that you can also
[13:53]
sneak us stick treats in the
[13:55]
little teaser toys that you kind
[13:56]
of dangle around and they chase
[13:59]
Of course, participate in
[14:00]
playtime with your cat. It's a
[14:02]
great bonding experience for you
[14:03]
both, um that the good feelings
[14:06]
that the cat will feel when he's
[14:08]
having a good time playing. He
[14:09]
will also associate with you. So
[14:11]
of course it strengthens your
[14:12]
bond. Um and there alsfood,
[14:14]
enrichment and cats as well. You
[14:15]
can also have puzzle feeders.
[14:17]
Or, like mats. Um I actually I
[14:19]
pet sit. So I have a couple of
[14:20]
my clients that have a couple of
[14:22]
nice little like. But dispensers
[14:24]
Um one strip like a mouse when
[14:26]
you put the cable in it, and the
[14:28]
counts kind of knock it around
[14:30]
and knocking around and up to
[14:31]
the food comes out and they love
[14:34]
to do that, And there's also
[14:34]
like a little ball headed. The
[14:36]
cat rolls around enough, the
[14:37]
food will come out. They loved
[14:39]
doing that little chasing it
[14:40]
around. It's a great way to have
[14:42]
them exercise as well as eat. Um
[14:43]
And it's also like mats for cats
[14:45]
as well. Um, cats also love
[14:48]
looking. They bring themselves
[14:49]
as well. Um you can also use
[14:49]
like maths as like, kind of a
[14:51]
distraction if you need to.
[14:53]
Maybe also trim your cuts nails
[14:54]
if you need to brush them, and
[14:56]
if they're not like super fond
[14:57]
of it. That's a great
[14:59]
distraction. Um instead of like
[15:01]
mass, there's also like they
[15:02]
look like yogurt tubes. I call
[15:04]
him candy yogurt. They're like
[15:05]
liquid treats that you can
[15:06]
dispense slowly out of time to
[15:08]
kind of destructive capital and
[15:10]
make it enjoyable for them as
[15:11]
well. Um it kind of brings the
[15:13]
whole experience a lot of better
[15:14]
confrontation. That was in
[15:17]
Richmond. Um we're both canine
[15:19]
and felineouldike to remind
[15:21]
you how healthy pets in general
[15:23]
have both healthy minds and
[15:24]
bodies. In mind their mental
[15:28]
health and enrichment, of course
[15:31]
, as well as their physical
[15:32]
health and exercise and
[15:33]
nutrition. Um never forget the
[15:34]
mentality of the over trade as
[15:36]
well. So thank you. Thanks Amy.
[15:41]
Lots of good information.
[15:42]
Always. I will, um. Encourage.
[15:48]
We have a full house, So I'm
[15:49]
hoping that one of you will Go
[15:52]
home with a new pet. Maybe kids
[15:54]
tell your parents. Um Next up.
[16:00]

[18:49]
Hmm. Hi. How are you? Good to
[18:55]
see you. Thank you for having
[18:56]
survived, Of course. Hello.
[19:01]
Right? Okay whereas walking or
[19:14]
opportunities to build activity
[19:15]
into daily routine. And whereas
[19:18]
lack of physical activity
[19:20]
contributes to rising rates of
[19:22]
obesity, diabetes and other
[19:24]
health problems among Children,
[19:27]
and whereas parents, caregivers
[19:29]
, community leaders and others
[19:31]
are well positioned to teach
[19:33]
Children about pedestrian safety
[19:35]
, health risks related to
[19:37]
sedentary lifestyles and
[19:37]
environmental consequences of
[19:39]
Apostle fuel use and whereas the
[19:42]
lives of hundreds of Children
[19:44]
could be saved each year,
[19:46]
communities take steps to make
[19:47]
pedestrian safety a priority.
[19:50]
And whereas driving students to
[19:52]
school by private vehicle
[19:54]
contributes to traffic
[19:55]
congestion and air pollution And
[19:58]
whereas identifying shortcomings
[19:59]
and transportation systems is
[20:01]
the first step towards enhanced
[20:03]
, seen bicycle pedestrian safety
[20:06]
and whereas community members
[20:09]
and leaders should make a plan
[20:10]
to make immediate changes to
[20:12]
enable Children to safely walk
[20:15]
and bicycle in our communities
[20:17]
and develop a list of
[20:18]
suggestions for improvements
[20:20]
that can be plemted over
[20:21]
time. And whereas Children,
[20:24]
parents and community leaders
[20:25]
around the world are joining
[20:28]
together to walk to school now,
[20:30]
therefore we the mayor and city
[20:32]
Council of Las Cruces, New
[20:34]
Mexico, do hereby proclaim the
[20:35]
week of September 19 through
[20:37]
22nd 2023 as international walk
[20:41]
to school days in the city of
[20:43]
Las Cruces, New Mexico and
[20:45]
encourage everyone to consider
[20:46]
the safety and health. Of
[20:49]
Children today and every day
[20:51]
signed by our mayor, Ken de
[20:53]
Miyagishima a artistic by
[20:54]
Christine Rivera, Our city
[20:55]
clerk. Thank you for taking
[21:02]
Thank you so much. Mayor presume
[21:05]
Gandara City Council members and
[21:06]
members of the public. My name
[21:08]
is Ashley Curry. I am the safe
[21:10]
routes to school coordinator for
[21:12]
Las Cruces public schools and I
[21:13]
have the honor to be here today
[21:15]
with the walking school bus
[21:16]
students and the staff leaders
[21:18]
from Booker T. Washington And so
[21:21]
these students walk to school
[21:23]
every week, although we're
[21:24]
celebrating international walk
[21:25]
to school days this week. Every
[21:28]
single week. Throughout our
[21:29]
district. We have students
[21:31]
walking to school. We have 19
[21:33]
walking school Busses at
[21:35]
different schools every single
[21:36]
week. Rain or shine of the
[21:38]
entire school year. And so these
[21:40]
students are out there every
[21:41]
single week, except if there's
[21:42]
lightning, right? So they can
[21:45]
tell you all kinds of things
[21:46]
about being safe when they walk
[21:48]
to school and all kinds of ways
[21:50]
of why they enjoy the walk and
[21:53]
maybe even some suggestions for
[21:55]
improving the walk to school. So
[21:56]
I invite you members of the
[21:58]
public and our City Council and
[22:00]
city staff to join us this week
[22:03]
for any of our walks to schools
[22:04]
, and if you are not able to
[22:05]
join this week, it's an open
[22:07]
invitation for the whole year to
[22:09]
join us. And before I hand it
[22:11]

[24:33]
Wonderful seeing young people
[24:34]

[24:36]
Flores.
[24:52]
Good afternoon. Next is a
[24:55]
proclamation of. A proclamation
[25:00]
, proclamation and support of
[25:02]
the extension and expansion of
[25:04]
the Radiation Exposure
[25:04]
Compensation Act, which will be
[25:07]
presented to Jasmine Ferreira
[25:10]
and Jeanette Hartley. Would you
[25:12]
please step up here? Thank you.
[25:33]
Whereas the world's first atomic
[25:35]
bomb was tested in New Mexico on
[25:37]
July 16th 1945 and the U. S
[25:39]
conducted 1038 atomic test in
[25:44]
the Nevada test site, 215 of
[25:47]
which were above ground tests.
[25:50]
And whereas in 1990 the US past
[25:54]
the radiation Exposure
[25:56]
Compensation Act, Rekha. To pay
[26:00]
restitution and medical care to
[26:02]
people that were exposed to
[26:03]
radiation from these nuclear
[26:05]
tests. And whereas the U. S
[26:08]
government has been compensating
[26:10]
the downside ER and other states
[26:11]
, But the downside er And you
[26:15]
Mexico have never been included
[26:18]
, although they were the first
[26:19]
to be exposed to nuclear radio
[26:22]
activity via the Trinity attack
[26:27]
so. 500,000 families thatwe
[26:33]
lived within 150 Mile radius and
[26:37]
as close as 12 Miles from the
[26:39]
Trinity test and the radioactive
[26:40]
fallout cast. Cancerous diseases
[26:44]
such as leukemia, multiple
[26:45]
myeloma. And lymphomas. And
[26:50]
whereas the Reka is scheduled to
[26:52]
expire on June 10 2024 so
[26:55]
current congressional bills to
[26:57]
extend and expand Rica have been
[27:00]
introduced, inuding Senate
[27:02]
Bill 1751 and House Resolution
[27:06]
for 4 to 6 that would include
[27:08]
the downside of New Mexico for
[27:10]
the first time. And whereas the
[27:14]
US has approved $50 billion
[27:19]
budget per year for the last 33
[27:23]
years, a total of one I can't
[27:25]
even read this. One comma 650
[27:29]
billion. I don't know how to
[27:32]
read that. Um to maintain its
[27:36]
current nuclear arsenals, but in
[27:39]
the same period less than 1% of
[27:42]
that amount has been paid to
[27:43]
those adversely affected. By
[27:46]
radioactive Thomas atomic tests
[27:50]
Now therefore we the mayor and
[27:52]
city Council of Las Cruces, New
[27:55]
Mexico do hereby support the
[27:56]
health, welfare and safety of
[27:59]
the residents of the city of Las
[28:01]
Cruces by proclaiming the month
[28:03]
of September as proclamation in
[28:07]
support of the extension and
[28:08]
expansion. Of the radiation
[28:11]
Exposure Compensation Act,
[28:14]
signed by Mayor Ken de
[28:16]
Miyagishima. And Our city clerk
[28:22]
Christine Rivera. I would also
[28:24]
like to add that the people two
[28:27]
of the key people who sit on the
[28:29]
board of directors and others
[28:30]
who have been affected by, um
[28:33]
The atomic bomb testing on July
[28:36]
16th 1945 are i Washington, DC
[28:39]
, trying to meet the deadline,
[28:40]
and, uh Ben Ray Luhan has been,
[28:44]
um, instrumental, as has Martin.
[28:47]
Senators. U S senators. Ben Ray,
[28:50]
Wuhan and. And Martin Martin
[28:56]
Sheen. No. Yeah, Heinrich.
[28:59]
Martin Heinrich as well. You see
[29:01]
you were listening. I did that
[29:03]
on purpose. Used to be a
[29:05]
teacher. Um and, um As well as a
[29:08]
gay Vasquez. Our our
[29:10]
representative from this part of
[29:12]
New Mexico. There are in support
[29:14]
of tt, a there's a deadline
[29:15]
coming up. So um and I now
[29:18]
present to you, Um. Two
[29:21]
representatives. Um well,
[29:22]
Jeanette Um. Jeanette Jeanette!
[29:29]
John John it, Goodwin. But you
[29:31]
go by another name. Yeah I'm
[29:33]
sorry. Jasmine Aurora and
[29:36]
Johnette Hartley. Hartley hype
[29:40]
in Goodwin. And you don't want
[29:46]
to hear my full name, okay? So
[29:47]
and, um Jasmine will say a few
[29:50]
words. Hello My name is Jasmine
[29:56]
Herrera. And I'm here today with
[29:58]
Janet Herky Goodwin. We've been
[30:00]
selected by the Tourism Basin
[30:02]
Downwinders Consortium to
[30:04]
receive this proclamation on
[30:05]
their behalf. They are unable to
[30:07]
be present at today as she
[30:08]
mentioned because they are
[30:09]
currently in Washington. D C to
[30:12]
make the final lobbying push to
[30:13]
get New Mexico funded under the
[30:14]
Radiation Exposure Compensation
[30:15]
Act. Jeanette and I are both
[30:19]
from communities that were
[30:20]
adversely affected by falut
[30:21]
from the Trinity Atomic Bomb.
[30:23]
John It was four years old at
[30:25]
the time of the explosion, and
[30:26]
she vividly remembers the
[30:28]
incredible bright light from the
[30:30]
bottom coming in her window
[30:31]
where she lived in Carrizo. So
[30:33]
New Mexico the test happened
[30:34]
approximately 26 miles from
[30:35]
Janet's home. John. It has
[30:38]
survived a very aggressive
[30:40]
breast cancer and also suffers
[30:41]
from a thyroid disease. Her
[30:43]
mother had thyroid disease and
[30:45]
underwent a surgical removal of
[30:46]
her thyroid in her late thirties
[30:47]
. Her father developed lung
[30:49]
cancer in his late fifties and
[30:51]
died at 62. Jeunet's daughter
[30:52]
and grandson also have thyroid
[30:54]
diseas Janet's story is all
[30:56]
too common for members of
[30:58]
communities affected by the
[30:59]
fallout. We are proud to accept
[31:02]
this proclamation and we are
[31:02]
hopeful that the lobbying
[31:04]
efforts by the T BDC we'll see
[31:06]
real results and finally get
[31:08]
compensation for the many people
[31:10]
who continue to suffer to this
[31:11]
day. Lastly I want to encourage
[31:13]
you all to view the current
[31:15]
exhibit at the Brennan Brannigan
[31:16]
Cultural Center titled Trinity
[31:18]
Legacies of Nuclear Testing
[31:20]
People's perspective, This
[31:22]
exhibit is on display until
[31:23]
September. 23rd to learn more.
[31:27]
Please visithe tnity
[31:28]
downwards .com website. Thank
[31:29]

[31:50]
Good luck. I hope everything
[31:51]
wants to go.
[32:08]
Okay? Next up is our conflict of
[32:13]
interest. Does anybody, um, on
[32:15]
the diet that includes to have
[32:16]
it? Any conflict of interest
[32:19]
with any known items. Graham
[32:23]
Abeyta, Huh? Okay? Next up is
[32:28]
our public participation. I will
[32:31]
give you three minutes. I'll
[32:33]
start on my left. Anybody, okay?
[32:41]
It's the timer work. Yes. We
[32:45]
found and just as a reminder if
[32:48]
you're a candidate that's
[32:48]
running for office. Pleased
[32:49]
reason. Thank you refrain from
[32:55]
speaking about your candidacy.
[32:56]
Thank you. Hi Ms Diaz. Good
[33:00]
afternoon. Mayor Pro TEM City
[33:01]
Council, city manager, staff and
[33:03]
public. My name is Yolanda Diaz
[33:05]
with care today. I want to
[33:07]
present a scenario for the sake
[33:09]
of this scenario. I can be
[33:10]
anyone and you can be anyone. I
[33:14]
have been experiencing some
[33:15]
hardships, including my
[33:16]
television going out. My income
[33:19]
is limited. You see my life
[33:21]
opportunities. They did not
[33:22]
provide me to go to college. Get
[33:24]
a degree get a great job, and my
[33:26]
employer isn't able to provide
[33:28]
benefits, including health
[33:30]
insurance. My income is
[33:31]
considered low income. And I fit
[33:33]
in with about 20% of my
[33:35]
community. I want to buy a
[33:37]
television. I go to best buy in
[33:39]
Las Cruces. I found find the
[33:40]
television. I like It's a 50
[33:42]
inch TCL. It's on sale for
[33:44]
$249.99 discounted from the
[33:47]
regular price of $299.99. I'm
[33:50]
happy. It's a smart TV. I go to
[33:52]
the counter and pay. I see you
[33:54]
at the counter. And you choose
[33:56]
to buy their best television
[33:57]
that costs $5999.99. I'm
[34:00]
thinking Wow, good for you. I
[34:03]
don't pay 249 99. I pay more
[34:06]
because I have to pay sales tax
[34:08]
cashier tells me that my total
[34:09]
is $270.46. I heard the cashier
[34:12]
say to you, It will be $6491.24,
[34:14]
sir. Will this be cash or
[34:17]
charge? So I know Best buy is in
[34:21]
the city of limits of lost
[34:23]
Cruces and that the location
[34:25]
code of the text I will pay will
[34:26]
be lost Cruces 07-105 in the tax
[34:29]
rate is 8.1875. I paid a tax
[34:32]
that I know will be passed on to
[34:34]
the New Mexico Taxation and
[34:35]
Revenue Department and I come
[34:37]
back to the city of Las Cruces
[34:38]
and we'll come back and when I
[34:40]
make purchase in the county will
[34:42]
come back to Dona Ana County, so
[34:43]
both can provide services that
[34:46]
benefit the public. I pay taxes
[34:47]
and you pay taxes. By getting my
[34:49]
car. My phone is ringing. I see
[34:52]
that it's my doctor with what
[34:54]
could be a dreaded call. He
[34:57]
tells me Quote Your test results
[34:58]
are in You have cancer. I
[35:04]
referred you to an Ecologist at
[35:06]
Memorial Medical Cancer Center.
[35:07]
I called them to schedule an
[35:09]
appointment as soon as possible.
[35:11]
But I was told that they cannot
[35:12]
give you an appointment because
[35:14]
you don't have health insurance
[35:15]
coverage. What do I do? Where do
[35:18]
I turn? Although the only
[35:20]
insurance that I that I will
[35:21]
qualif for will give me a 75%
[35:23]
reduction and I won't have to
[35:26]
1006 110, but I would monthly
[35:29]
premium of $403 plus out of
[35:31]
pocket costs. I simply can't
[35:33]
afford it. Can I be without my
[35:35]
food, Not paying my rent, not
[35:37]
pay my utilities or car payment.
[35:39]
Oh and I was counted in the
[35:41]
census just like you and our
[35:42]
state receives $8682 a year for
[35:46]
me and you and all the residents
[35:48]
counted since the seventies. I
[35:50]
contributed to our economy, pay
[35:51]
taxes to our city, county and
[35:53]
state health care is a human
[35:55]
need A life is a like, does my
[35:58]
life not matter? Do I not
[36:00]
deserve healthcare protection of
[36:01]
my life and safety? Why have I
[36:03]
been denied an appointment at
[36:06]
her city County Least? Hospital.
[36:07]
Thank you. Thank you. Thank you.
[36:13]
Anybody else on the first row,
[36:15]
Second row third. Four. Please
[36:22]
make your way down and state
[36:23]
your name for the record. Thank
[36:25]
you. My name is Richard Farm.
[36:30]
And I'm, uh, you can raise the
[36:33]
you can raise it. Yes, please
[36:35]
and actual podium podium. You
[36:39]
can raise as well. It's a side
[36:42]
button there now. Okay My name
[36:44]
is Richard Farm, and I'm here in
[36:46]
response to KR. W G news out of
[36:49]
that popped up on my, uh, cell
[36:51]
phone the other day, disturbing
[36:53]
otherwise Quiet afternoon, The
[36:56]
title of this news article was
[36:58]
Las Cruces rolls out the first
[37:01]
prram. I was shocked andce
[37:05]
dismayed. As I read further. The
[37:10]
intent is to pay $500 per month.
[37:12]
For 18 months. To a number of
[37:17]
recipients. Basically we're
[37:19]
paying $9000 of other people's
[37:20]
money. Do certain selected
[37:21]
recipients. There's no
[37:26]
requirement for any work, no
[37:27]
requirement, no expectations at
[37:30]
all in return, 150 families are
[37:33]
supposed to participate in this
[37:36]
Networks out to $1,350,000. Of
[37:42]
taxpayer money for basically
[37:43]
what's a social experiment. Now,
[37:44]
Miss Bencomo. I had an email
[37:49]
dialog with you many months ago.
[37:51]
And I'll have to say that I
[37:53]
appreciate your response,
[37:55]
because, frankly, I did not
[37:56]
expect one. Steady to position
[37:57]
clearly. And this is before the
[38:01]
last election and again I
[38:03]
appreciated that next express my
[38:04]
appreciation to you. In the
[38:07]
interim, alwaysoping that
[38:08]
clearer heads would prevail.
[38:11]
This scheme would die a natural
[38:13]
death and obviously I was wrong.
[38:14]
So here we are. So I'm wondering
[38:18]
how these recipients of public
[38:20]
largesse to be identified. What
[38:22]
are the criteria? Who determines
[38:25]
those criteria. How will those
[38:29]
results being meaningfully
[38:32]
analyzed, interpreted and
[38:32]
reported if at all? To meet.
[38:36]
This is basically Social
[38:38]
cronyism. The scheme is
[38:43]
basically fiscally responsible.
[38:45]
It's clearly unsustainable. And
[38:48]
I would say it's even immoral.
[38:50]
It is an insult to me. As a
[38:54]
taxpayer. It is an insult to
[38:56]
every other taxpayer in this
[38:57]
room and beyond. And also argue
[39:00]
it's an insult to the intended
[39:02]
recipients. Because in return
[39:03]
for some other people's money.
[39:07]
They'll be giving up a little
[39:08]
bit more of their dignity. Thank
[39:10]
you. Thank you. 40405. Hello. Go
[39:35]
ahead and put the Mike down and
[39:39]
state your name, please. For the
[39:40]
record. Patricia Jimenez, owner
[39:42]
of the Little Shop on main I've
[39:45]
been a victim of ongoing crime
[39:47]
and violence and march 23 and I
[39:49]
have voiced my concerns to
[39:51]
public officials. Politicians
[39:52]
and advocates have numerous
[39:54]
police reports with the Las
[39:55]
Cruces Police Department.
[39:57]
Furthermore cases in trials were
[39:58]
dismissed by the city judges and
[40:00]
the D A called and I went 911
[40:02]
numerous times and either the
[40:04]
police showed up later never
[40:05]
showed up at all. Numerous
[40:06]
times, they would give me blank
[40:07]
cards with no case number After
[40:09]
I demanded that they give me
[40:11]
one. They would say, What's the
[40:12]
0.1 incident? I was re
[40:14]
victimized by an officer bullied
[40:15]
and interrogated, Hebrews
[40:17]
reported, along with another to
[40:19]
internal affairs, and the case
[40:21]
was later closed with n
[40:22]
explanatt
[40:25]
least 30 plus incidents at my
[40:25]
store, including theft,
[40:26]
vandalism, stalking harassment,
[40:28]
and I currently have a five year
[40:30]
order of protection from a
[40:32]
stalker. One incident. I had to
[40:34]
determine male covered in blood
[40:35]
from entering my store. I'm
[40:36]
demanding that there be a
[40:38]
thorough investigation of the
[40:39]
Las Cruces Police Department
[40:40]
regarding possible corruption,
[40:42]
intimidation, bullet bullying
[40:44]
harassment tampering. The cases,
[40:46]
including factual errors,
[40:47]
omissions, conclusive, very
[40:49]
statements possible felony cases
[40:50]
being manipulated. Downgraded to
[40:53]
misdemeanors, providing ltle
[40:55]
if any body camera footage when
[40:57]
requested willful negligence and
[41:00]
not providing service and
[41:01]
protection to the community
[41:02]
needed during 911 calls
[41:03]
Cassandra You come to my store
[41:07]
with your husband. Bill sells
[41:09]
legislators Senator in New
[41:10]
Mexico and again after the
[41:11]
airing of my situation on the
[41:13]
news you offer to help but
[41:14]
denied any knowledge of my
[41:16]
incidents over the past seven
[41:17]
months, although you were
[41:18]
clearly made aware of my
[41:19]
situation as a victim and
[41:20]
ignored it. You told me twice in
[41:22]
my store. It's not my fault.
[41:25]
However the welfare of the
[41:25]
community and district one is
[41:26]
your responsibility and you are
[41:27]
accountable. You insulted me and
[41:29]
asked why, in a condescending
[41:30]
and insensitive manner as to why
[41:31]
didn't contact you and
[41:32]
disregarded my well being. You
[41:35]
made it personal and you threw
[41:37]
it in my face that you bought
[41:39]
furniture in my store, giving me
[41:40]
the inclination that you would
[41:42]
retaliate and never shot for me
[41:43]
again if I don't remain silent,
[41:45]
Although I made it clear I
[41:46]
didn't want to talk to you. You
[41:48]
kept pressuring me to meet with
[41:51]
you again before the public city
[41:51]
hall meeting. I'm demanding that
[41:53]
there be a thorough
[41:53]
investigation of the entire city
[41:55]
Council regarding misconduct,
[41:57]
intimidation, retaliation,
[41:58]
manipulation and willful
[42:00]
negligence. It is critical that
[42:02]
e
[42:03]
acceptable for security
[42:04]
protection for the downtown
[42:06]
businesses effective immediately
[42:08]
, In addition, restitution of
[42:09]
damages and lost income must be
[42:12]
provided to affected business
[42:14]
income and continue to lose it
[42:15]
as a result under your watch.
[42:18]
You have the power to do
[42:19]
something, and you did nothing.
[42:21]
Tax dollars. Pay your salary. If
[42:23]
nothing is done. This will be
[42:25]
escalated to state and federal
[42:26]
agencies, including the media
[42:28]
for further investigation. We
[42:29]
have a civil right? To be
[42:31]
protected, and we have a human
[42:33]
right in our community as
[42:35]
civilians and busins owrs.
[42:35]
Change starts now. I'm gonna ask
[42:45]
everybody to calm down. Hive Row
[42:48]
five. Five. Are, you know? Five
[42:57]
Please make it to the podium
[42:59]
state your name. Good afternoon
[43:05]
. My name is Kelly Son Timer,
[43:06]
and I am a business owner
[43:08]
downtown. My husband and I moved
[43:11]
here from ST Louis about two
[43:12]
years ago. In the last month. I
[43:14]
would say I have Either
[43:17]
witnessed or experienced crime
[43:18]
and my little area. My neighbor
[43:22]
who's building there's attached
[43:23]
to mind her. Her business had a
[43:25]
brick thrown through the window.
[43:27]
I had to call the police last
[43:29]
Wednesday because of a very
[43:31]
violent altercation outside my
[43:32]
door. Was seven very large men.
[43:36]
It was extremely scary, and it
[43:38]
was scary for all the customers
[43:39]
that were there. I know that
[43:42]
there was a car vandalized
[43:44]
behind our parking lot. During
[43:46]
the farmers market. And my
[43:50]
husband and I are moving our
[43:52]
shop down the street because we
[43:53]
need more space and There was a
[43:56]
person who I assume was
[43:59]
homeless, sleeping right in
[44:00]
front of our shop on the
[44:01]
sidewalk. No We have spent a lot
[44:03]
of money to open a business here
[44:04]
and we are really concerned
[44:06]
about The amount of crime I had
[44:10]
a woman come into my shop last
[44:11]
week. She was a representative
[44:13]
for you, Miss Mayor. Pro temp. I
[44:16]
think she's working on your
[44:17]
campaign. And I thought, Well,
[44:18]
this is a great time for me. To
[44:20]
share a concern. And I said,
[44:21]
Well, could you please ask her?
[44:23]
What is she going to do about
[44:25]
crime? The response I got was
[44:26]
well, there's crime everywhere.
[44:27]
Crime is bad everywhere. So I
[44:30]
told her. I said I was a
[44:32]
schoolteacher in ST Louis. We
[44:34]
had middle school and high
[44:35]
school students that had drug
[44:37]
addiction problems. School
[44:39]
phobia, violent behaviors,
[44:39]
mental illness. We had we were
[44:43]
tasked. With helping these kids
[44:45]
overcome their addiction.
[44:47]
Helping their parents. Help the
[44:49]
kids. Helping them get an
[44:54]
education and a diploma and help
[44:55]
them deal with their mental
[44:56]
illness. If I were to say to a
[45:00]
parent or to my boss. There was
[45:02]
drug abuse everywhere. A lot of
[45:05]
kids Don't graduate from high
[45:07]
school. Mental illness is a
[45:08]
problem. I would have lost my
[45:10]
job. And. I didn't do it so that
[45:16]
I didn't lose my job. I did it
[45:18]
because the task that I was
[45:20]
given was very important. So as
[45:22]
a business owner. I have a
[45:23]
question for every one of you.
[45:26]
As a person representing the
[45:27]
city. What advice would you give
[45:30]
to someone wanting to open a
[45:31]
business down here knowing that
[45:34]
I have to have bars on my
[45:35]
windows? I have to have a
[45:36]
security system. I have to walk
[45:39]
over people sleeping on the
[45:41]
sidewalk in front of my shop and
[45:42]
hope that my customers will do
[45:44]
that as well. And I have to
[45:46]
hope. People don't stop coming
[45:48]
downtown because of the amount
[45:50]
of violence. Thank you. Anybody
[45:54]
else on row five. 06.
[46:09]
If you're if you're going to
[46:10]
speak, make your way down and
[46:11]
you can sit up here in the
[46:14]
front, please. Thank you. Please
[46:15]
State your name for the record.
[46:18]
My name is W bond. Good
[46:20]
afternoon. Mayor. Pro temp
[46:21]
necessity, Council. I'm a vendor
[46:24]
at the Farmer's market, and I've
[46:25]
been there for many, many years.
[46:27]
I'm here to Talk about our
[46:31]
concerns as a vendor of the
[46:33]
homeless, but also to Ah, back
[46:38]
the downtown business people
[46:39]
also we get down there at six
[46:41]
o'clock in the morning, and we
[46:43]
see the homeless and the
[46:44]
vandalism that's going on. And I
[46:46]
can remember back when downtown
[46:49]
was like a ghost town other than
[46:51]
when we showed up on Saturdays.
[46:53]
I'm very proud that we have
[46:54]
downtown business people. Now it
[46:56]
looks wonderful. I was there
[46:58]
during the route debt study and
[47:00]
how things have changed down
[47:01]
there. Butiolence and the
[47:04]
homeless is a really big problem
[47:06]
Downtown. I would hope someday
[47:08]
we could get more police
[47:09]
presence down there. We all look
[47:12]
after each other down there, but
[47:14]
it gets pretty scary. I had my
[47:15]
life threatened by a man who was
[47:18]
begging for money from our
[47:20]
customers, and I just asked him
[47:23]
very nicely to move on. We were
[47:24]
told we could do that. I was a
[47:26]
block captain at that time, and
[47:28]
I wore a badge with my name on
[47:30]
it. And he addressed me by name
[47:33]
and said that if I even called
[47:35]
for help, he would come back and
[47:37]
kill me. So I quit wearing my
[47:38]
badge, But it is a situation
[47:42]
downtown to protect even when
[47:44]
the city is holding a big event
[47:47]
, which we do a lot. The parking
[47:49]
lots aren't safe. And I just
[47:52]
like you to consider what can be
[47:54]
done for the safety of the
[47:56]
people in the downtown area.
[47:57]
Thank you. Thank you. You
[48:08]
pretend Couil o Garcia. I'm
[48:11]
a firm believer in supporting
[48:13]
those in our community in need,
[48:15]
like those requiring
[48:16]
catastrophic health care.
[48:18]
Reported on KR W G. R Council
[48:21]
approved quote guaranteed basic
[48:23]
income, which provides
[48:24]
unconditional and unrestricted,
[48:29]
payments to help individuals
[48:31]
with their basic needs. In
[48:33]
essence, are Council doled out
[48:35]
taxpayer funds with no
[48:36]
accountability. Basic needs
[48:39]
could be satisfied Fiesta Foods
[48:41]
or it could be aatisfied at
[48:43]
the local pot shop or liquor
[48:44]
store. We won't know. Council
[48:48]
can show essential generosity,
[48:50]
whether personal funds by
[48:51]
standing in front of Albertans
[48:52]
giving out $300 personal checks
[48:55]
with no accountability to anyone
[48:57]
that asks and when their
[48:59]
personal savings are depleted.
[49:01]
They get a personal loan and
[49:02]
start again same concept that
[49:04]
the taxpayers have to deal with.
[49:08]
I would like to thank Kate Fox
[49:09]
for the recent interviews
[49:10]
dealing with crime affecting the
[49:11]
community. Cooker general
[49:13]
editorial on Sunday. City
[49:17]
Council members have sponsored a
[49:19]
resolution. The focus of this
[49:21]
resolution is on enhancing
[49:23]
Albuquerque ease. Efforts to
[49:26]
address crime key areas of focus
[49:28]
, including drug and mental
[49:30]
health issues, restructuring pre
[49:33]
trial detention securing funds
[49:35]
for the world program for the
[49:37]
next five years and supporting
[49:39]
law enforcement. This sentiment
[49:41]
is echoed by the LP, Kirky
[49:42]
Police Department indicate
[49:43]
indicating The urgency of
[49:47]
holding criminals accountable.
[49:49]
u've just heard numerous
[49:51]
victims that have come here and
[49:53]
spoken and they have done this
[49:55]
for the last year. It is time
[49:57]
that you do something to hold
[49:59]
this criminal so accountable.
[50:01]
And I continue with the quote.
[50:03]
There's a consensus that the
[50:04]
present conditions which prevent
[50:06]
families from feeling secure
[50:08]
during outdoor activities or
[50:10]
unacceptable. Does this sound
[50:12]
familiar? Unless Cruces you just
[50:13]
heard? A couple of couple of
[50:15]
individuals tell you that? We've
[50:16]
asked numerous times for the
[50:18]
council to request our state
[50:19]
lawmakers to take action? Like
[50:22]
the councils in Albuquerque.
[50:24]
In the meantime, the forgotten
[50:26]
victims listed on the list
[50:28]
Cruces Hall of Shame who don't
[50:29]
fit the category of quote, most
[50:31]
vulnerable in our population or
[50:33]
ignored. Albuquerque Journal
[50:37]
17th. September last year. 10
[50:39]
Bills addressing crime for
[50:41]
presented, but either didn't
[50:43]
make it into committee or died
[50:44]
in committee. The Democratic
[50:46]
majority opposed these bills.
[50:48]
Proposing the following. The
[50:52]
mayor sent a letter to state
[50:54]
senators and representatives to
[50:56]
come to this chambers and
[50:57]
present a tangible solutions to
[50:59]
address crime. Thank you. You,
[51:02]
Mr Garcia.
[51:15]
I'm William Biermann. On
[51:19]
September 5th after I left your
[51:20]
meeting. Councilor Bencomo said
[51:23]
. My comment about City Council
[51:25]
de funding a parade was a quote,
[51:27]
bold faced lie. But what I said
[51:30]
is true. In a letter from about
[51:35]
early 2021, the lost Cruces
[51:36]
Police Officers Association. I
[51:38]
told you. The last several
[51:42]
years, I've seen steady decline
[51:43]
in staffing levels, which have
[51:45]
cultivated culminated in an all
[51:48]
time love of 140 officers on
[51:51]
duty, even though the department
[51:53]
is authorized for 202 officers.
[51:56]
The letter said. Quote This
[51:58]
leaves the community largely on
[52:00]
patrolled and unprotected and
[52:03]
it's extremely hazardous to
[52:05]
officers. The letter stated the
[52:08]
percentage of the budget
[52:10]
allocated to public safety was
[52:11]
down almost 5% from fiscal year
[52:13]
2021. The letter said. Potential
[52:18]
recruits quickly leave the L.
[52:20]
CPD recruiting table when they
[52:22]
learn how far behind L CPD has
[52:24]
fallen in comparison to just
[52:26]
about every other agency. The
[52:28]
city is simply not competitive.
[52:30]
So much for the letter. I have
[52:35]
here a position control count
[52:36]
from the adopted FY 22 budget.
[52:41]
It shows Police department
[52:42]
positions were reduced from 3 29
[52:46]
in fiscal 2018. 2 318 in the
[52:50]
adopted 2022 budget reduction of
[52:53]
11 positions. This is why the
[52:57]
total number of city employees
[52:58]
went up by 82 total of 1833,
[53:03]
which is about 10 times the
[53:05]
number of sworn police But the
[53:09]
budget is n the same as what
[53:11]
actually happens. Budgeting
[53:12]
positions is not mean actually
[53:13]
filling them. Officials claim
[53:16]
they increase the budget in
[53:18]
terms of money. That doesn't
[53:19]
mean they actually spent the
[53:21]
money and one Council meeting I
[53:23]
heard a reference to $5 million
[53:26]
in unspent salary account.
[53:28]
Finally Councilor Bencomo is on
[53:32]
video displaying a bar graph at
[53:35]
a council meeting on April 26
[53:36]
2021. The chart was entitled
[53:41]
Where Our Money goes, noting
[53:43]
that the bar for the police
[53:45]
department was the highest, she
[53:46]
commented, quote. You know that
[53:50]
for the police department to
[53:51]
have such a disproportionate
[53:53]
chunk of the budget to me feels
[53:55]
like we need to do some serious
[53:57]
reflection on the creation of
[53:58]
this budget. Since then, the
[54:02]
funding of the police has become
[54:03]
politically toxic in elections,
[54:06]
so lost Cruces is doing in about
[54:08]
faith and sending out news
[54:10]
releases a touting how you're
[54:11]
doing new hiring of police, but
[54:14]
the damage is already been done
[54:16]
. As crime is raging here.
[54:18]
That's all I have to say. German
[54:22]
. Is there anybody on rose seven
[54:25]
or eight? Anybody on this side?
[54:33]
If you want to speak and you're
[54:34]
in these last few rows, please
[54:36]
make your way down. Mayor Pro
[54:41]
TEM Council. My name is Laurie
[54:42]
English. For over 20 years I
[54:47]
have tried to get the city
[54:48]
councilors from both sides of
[54:49]
the aisle. To respond to the
[54:52]
lousy conditions of Stewards
[54:54]
Avenue between pay a portion
[54:57]
Astoria and midway up on the
[54:59]
East Mesa. To physically see the
[55:03]
situation of that street. It
[55:06]
looks like it has leprosy, and
[55:08]
nobody's doing anything about it
[55:10]
. I had two previous Council
[55:12]
counselors from my district come
[55:13]
out and physically see the
[55:15]
condition. No action was taken.
[55:18]
I invited Councilor Corrine to
[55:20]
come out via email. And never
[55:24]
got a response. But I got got a
[55:26]
response, saying well, she
[55:28]
thinks the schedule according to
[55:30]
the streets department that it's
[55:31]
scheduled for 2024. First of all
[55:35]
right now, Midway Boulevard,
[55:38]
which is a street that's in the
[55:40]
same area. Is less heavily used
[55:42]
than stewards. By almost two
[55:46]
thirds the amount of traffic and
[55:49]
it's being totally resurfaced a
[55:52]
street the length of about five
[55:54]
blocks. That's not even used
[55:55]
that often. And the trucks that
[55:59]
are being used to carry out the
[56:01]
asphalt from the debris are the
[56:04]
heavy, heavy, heavy asphalt and
[56:06]
concrete trucks. That are not
[56:09]
only making a mud bog out of gas
[56:11]
line road, but they are
[56:13]
destroying and tearing up
[56:16]
Stewart's street again with no
[56:19]
compensation, no consideration.
[56:24]
Let's show you streets in the
[56:25]
city are being resurfaced almost
[56:27]
every month. A Stert's has
[56:30]
been remained as it is for the
[56:32]
23 years that I have lived here
[56:35]
. In fact, there are potholes
[56:36]
are filling the potholes,
[56:37]
potholes, and now those heavy
[56:39]
trucks are creating nothing but
[56:40]
massive potholes. Um. Still
[56:45]
looks like it still looks like
[56:47]
it's got leprosy. Ah and it's
[56:50]
making a bog like a shout out of
[56:52]
midway. The city's heavy trucks
[56:56]
and are already talked about the
[56:57]
entire street. Um Should be
[57:01]
resurfaced. Weeed l ci
[57:03]
councilors to deal more with
[57:06]
Infrastructure, crime, vandalism
[57:09]
and animal welfare than
[57:11]
disrespecting veterans and
[57:13]
changing street names out in
[57:16]
your communities and put
[57:18]
together some decent plans.
[57:19]
Don't go out there just Couple
[57:23]
of months before the campaign
[57:24]
and before the election, One or
[57:26]
two of you were running for
[57:28]
mayor. I find that laughable. I
[57:30]
mean, not no insult to any
[57:32]
individual on the city Council.
[57:34]
Um Still, you owe an apology to
[57:36]
the city. The veterans of the
[57:40]
city, the county and the state
[57:42]
of New Mexico for your bad
[57:44]
treatment and dishonor and
[57:46]
disrespect concerning the
[57:47]
veteran's park episode. Thank
[57:49]
you Miss English. Anybody else
[57:51]
on this side? To my right first
[57:54]
row. Second row. Please make
[58:01]
your way. You dropped something
[58:15]
on the on the floor. All those
[58:17]
are all put those up. Okay
[58:20]
You're welcome. Just don't
[58:21]
forget giving you all copies of
[58:23]
these. Okay There will be
[58:26]
distributing copies there,
[58:27]
please, For all of you. Good
[58:29]
afternoon. Yeah Good afternoon.
[58:31]
Pro TEM and counselors. My name
[58:32]
is Charles Winder and I've got
[58:36]
something that I think is a
[58:38]
dearie issue to all of us should
[58:40]
be. It's a unifying Issue, not a
[58:42]
divisive one. Unlike so many
[58:45]
things that you're presented
[58:46]
with, Unfortunately so, uh, This
[58:50]
week. Just started yesterday Is
[58:53]
Constitution Week. We're talking
[58:55]
about us Constitution. Of
[58:56]
course. Okay. And, uh, I don't
[59:00]
really know that information.
[59:03]
But it's public law. So let me
[59:06]
read from you. I need a little
[59:08]
bit of an aid here. My vision is
[59:10]
slipping on me. So let me see if
[59:13]
I can do this, too. And it's in
[59:14]
the back of this little booklet.
[59:16]
u caget it and read it for
[59:18]
yourself. You can have that.
[59:19]
That's a gift to you should say
[59:21]
gift because maybe that in
[59:22]
violation some of these laws but
[59:23]
anyway to commemorate Uh,
[59:25]
September 17th 17 87 signing of
[59:29]
the Constitution. United States
[59:31]
Congress has designated
[59:32]
September 17th of each year as
[59:35]
Constitution Day and September
[59:38]
17th through the 23rd of each
[59:41]
year's constitution Week in 2004
[59:43]
public law, 100-447. Section 111
[59:48]
was passed, requiring the
[59:49]
folling. Education institution
[59:54]
that receives federal funds. For
[59:56]
a fiscal year, She'll hold an
[59:57]
education program on the United
[59:59]
States Constitution on September
[1:00:01]
17th each year for the students
[1:00:03]
served by the education
[1:00:05]
institution. I think most of all
[1:00:06]
of us have kids or grandkids and
[1:00:09]
area this really is very germane
[1:00:09]
to them. Furthermore it says,
[1:00:10]
Quote each, Um Federal agency or
[1:00:15]
department. Shell shell again No
[1:00:18]
wiggle room in that word,
[1:00:19]
provide education and training
[1:00:21]
materials concerning the United
[1:00:22]
States Constitution to each
[1:00:24]
employee on September78 year,
[1:00:27]
George worse, and I think most
[1:00:29]
of you remember that gentleman
[1:00:31]
says a price quote. A primary
[1:00:34]
object should be the education
[1:00:35]
of our youth and the science of
[1:00:37]
government. And every plum Bic,
[1:00:39]
not a democracy. We don't have a
[1:00:41]
democracy. Very clear in the
[1:00:42]
Constitution. There is no word
[1:00:44]
democracy and that the Republic
[1:00:47]
that species of knowledge can be
[1:00:49]
equally important, but Species
[1:00:51]
line should be equally important
[1:00:56]
counicating it to thosesing than
[1:00:58]
liberties of the to those
[1:01:00]
guardians of the liberties of
[1:01:01]
our country. Uh I have no
[1:01:05]
hesitation. I'm a very proud
[1:01:07]
American proud that we live in
[1:01:09]
this exceptional country where
[1:01:11]
we can have these discussions
[1:01:12]
debates, but unfortunately we're
[1:01:14]
losing so much of this. Why
[1:01:16]
Because we don't stay our
[1:01:17]
constitution. Okay Article six
[1:01:20]
of that book, right there tells
[1:01:21]
you that that's the supreme law
[1:01:23]
of the land and just being
[1:01:24]
violated constantly every day,
[1:01:26]
so I'd urge everybody let's stay
[1:01:28]
the Constitution. God bless you
[1:01:29]
all. Tnk you. Okay Anybody on
[1:01:31]
the second or third row? Please
[1:01:34]
make your way down. Afternoon
[1:01:44]
Council Pro TEM everybody else.
[1:01:47]
Uh just wanted to let everybody
[1:01:50]
know I noticed something when I
[1:01:51]
walked in here today. I didn't
[1:01:52]
have to move the record Trois
[1:01:54]
Stagner owners, the comics I did
[1:01:57]
not have to move a sleeping
[1:01:59]
vagrant from in front of the
[1:02:01]
door to get inside. I did not
[1:02:03]
have tstepver man
[1:02:04]
excrement to get inside. I was
[1:02:06]
not sexually or physically
[1:02:07]
assaulted. To get inside this
[1:02:08]
council chamber. So how can you
[1:02:12]
guys sit up there and tell me
[1:02:13]
that you know what we're going
[1:02:15]
through downtown when these are
[1:02:17]
almost daily occurrences with
[1:02:18]
us? The definition of insanity
[1:02:21]
is doing the same thing over and
[1:02:22]
over and expecting a different
[1:02:24]
result. Well I'm going to tell
[1:02:26]
all you people here if you keep
[1:02:28]
voting for the same people and
[1:02:29]
expect change. That's insane.
[1:02:31]
Yeah. I don't have to say.
[1:02:41]
Fourth row. Fifth row. Six row.
[1:02:46]
Seven. Eight. Anybody on this
[1:02:49]
side? Okay, that concludes our.
[1:02:54]
Um public participation. Next
[1:02:57]
up. I will be reading September

[1:04:51]
Councilor Flotus Yes, Pro TEM
[1:04:53]
and the mayor is absent. Okay?
[1:04:57]
Resolution number 24.030 need
[1:05:01]
emotion proved second grand. Was
[1:05:05]
that by Councilor Bencomo
[1:05:06]
Councilor Abeyta second by
[1:05:07]
Councilor Graham. Hi, Alicia.
[1:05:15]
Good afternoon. They're with us
[1:05:18]
for just a minute. No worries.
[1:05:50]
Good afternoon Mayor pro TEM and
[1:05:52]
city counselors. Alicia
[1:05:53]
Hernandez, purchasing manager.
[1:05:56]
Before you as a resolution to
[1:05:58]
approve our Microsoft Enterprise
[1:05:59]
Agreement renewal. The I T
[1:06:05]
department has an enterprise
[1:06:06]
agreement with Microsoft. This
[1:06:08]
includes our desktop operating
[1:06:10]
systems are security licensing,
[1:06:13]
security, licensing and
[1:06:13]
Microsoft office software. The
[1:06:19]
agreement provides us with a
[1:06:22]
purchasing. And also includes
[1:06:24]
regular updates from these
[1:06:25]
Microsoft products. The
[1:06:29]
agreement expes and must be
[1:06:31]
renewed every six years. And
[1:06:33]
during that time the pricing is
[1:06:34]
locked in for those years.
[1:06:37]
Annual renewal. Determines of
[1:06:38]
additional licensing is
[1:06:39]
required. At this time
[1:06:44]
Purchasing recommends that we
[1:06:45]
contract with CD W G via a C E s
[1:06:48]
contract. The contract number is
[1:06:51]
2022-01 Dash A G 0 1 dash A L L
[1:06:57]
And we're asking for an
[1:06:58]
indefinite cost indefinite
[1:07:00]
quantity and it would be subject
[1:07:02]
to annual renewal and arove
[1:07:03]
budget appropriations. And with
[1:07:08]
that these are your Council
[1:07:09]
options and I stand for
[1:07:11]
questions. Cancer requiring
[1:07:13]
Councilor plotters. I have a
[1:07:15]
question that 100% in just thank
[1:07:17]
you for presenting if we vote No
[1:07:19]
. Will it bring the entire teams
[1:07:22]
infrastructure down and never
[1:07:22]
make us attended teams meeting
[1:07:24]
again? Is there any chance of
[1:07:27]
that? Okay Thank you. I
[1:07:30]
appreciate your presentation.
[1:07:34]
Thank you. Councilor. Korean
[1:07:35]
Councilor flutters. Um. Why Why
[1:07:41]
would we enter into an
[1:07:42]
agreement? Um For an indefinite
[1:07:45]
cost. I sure as heck wouldn't
[1:07:50]
Why? I mean, is that a term of
[1:07:52]
art that used in such a contract
[1:07:56]
? We have done that before it.
[1:07:57]
We don't know how many licenses
[1:07:59]
will need in the future going
[1:08:01]
forward. But the But it's like a
[1:08:05]
carte blanche. It's like giving
[1:08:07]
you a blank check. Um So. So
[1:08:12]
it's been done in the past, so
[1:08:14]
we continue to do I'm just
[1:08:15]
curious, and I Um We have done
[1:08:20]
it in the indefinite quantity
[1:08:22]
and definite cost subject to
[1:08:24]
annual renewal's. So this being
[1:08:28]
subject to annual renewal's.
[1:08:30]
Does that mean that we would
[1:08:31]
review the cost and then? Um And
[1:08:33]
then. Yeah, because it also
[1:08:38]
says, uh Resolution approving
[1:08:41]
the annual renewal operative
[1:08:43]
wordheres annual, so there
[1:08:46]
has to be not just a renewal,
[1:08:47]
but a review. And so if we were
[1:08:50]
to vote yes, on this, um this
[1:08:53]
this resolution would be subject
[1:08:55]
to Um well, a straight I would
[1:09:00]
Expected to be strict scrutiny
[1:09:01]
and so far as reviewing the
[1:09:04]
terms and the prices and all
[1:09:06]
that we do review the terms
[1:09:08]
every year. And the contract
[1:09:10]
that we're going to use. It
[1:09:11]
expires in 2026. So at that
[1:09:13]
time, we would have to either
[1:09:14]
procure another contract, or,
[1:09:15]
um, Take one of our own. And so
[1:09:20]
what happens if, um the cost
[1:09:22]
become exorbitant? And we know
[1:09:25]
of another vendor who that Would
[1:09:29]
be a better price for the same.
[1:09:31]
For the same product. I remember
[1:09:37]
attending if I may. Councilor
[1:09:39]
blood is Mr Pillay has Mr Pillay
[1:09:42]
has a before and I'm sure Wraps
[1:09:46]
up here to set some, like Just
[1:09:50]
This this particular licenses.
[1:09:53]
We We don't know. And so we have
[1:09:55]
to We have to enter into a
[1:09:58]
contract. However there is an
[1:10:00]
appropriation throughout the
[1:10:01]
budget process. That said that
[1:10:03]
these amounts are set. We can't
[1:10:05]
go above Beyond that, unless we
[1:10:07]
bring it forward. And so there's
[1:10:10]
a certain amount for these
[1:10:11]
licenses. But this is the
[1:10:13]
contract that's That's needed in
[1:10:14]
order for us to receive them. I
[1:10:18]
don't know if you have any
[1:10:19]
additional Anything. In addition
[1:10:21]
to Robert, making up Making your
[1:10:24]
way up here. So I guess if your
[1:10:26]
concern is The blank check. That
[1:10:30]
that cap is at the budget
[1:10:32]
appropriation for these
[1:10:32]
licenses. Mr Pillay is that in
[1:10:38]
the contract and the agreement
[1:10:40]
with the vendor You know, I'd
[1:10:42]
have to look at the contract
[1:10:45]
subject to what our
[1:10:46]
appropriations are. I mean, do
[1:10:47]
they understand that? Yes,
[1:10:49]
Councilor, So we determine We
[1:10:53]
determine if we can. We don't
[1:10:54]
have to purchase a certain
[1:10:55]
amount. We determine how many
[1:10:57]
licenses were Going to need and
[1:11:00]
again, it's determined by Our
[1:11:01]
budget sets that cab. And so if
[1:11:05]
we are going beyond our budget
[1:11:07]
line item We certainly have to
[1:11:09]
come back for an amendment. For
[1:11:13]
that, So there's a vendor
[1:11:15]
understand that like say, for
[1:11:16]
example, we went bankrupt. Would
[1:11:18]
we still be bound by by the
[1:11:19]
terms of this contract? I mean,
[1:11:23]
that just just, you know,
[1:11:24]
extreme, but just just because I
[1:11:28]
I'm just wondering, I mean, I
[1:11:33]
have to look at the contract
[1:11:34]
Councilor, but I'm going to show
[1:11:35]
you we wouldn't bou.
[1:11:37]
Correct if you have any robbed l
[1:11:39]
plane I t director Councilor,
[1:11:41]
Flores and Mayor Pro TEM and
[1:11:43]
Council. Um if. If there were a
[1:11:47]
particular situation like this
[1:11:49]
at the city went out of, you
[1:11:50]
know, went bankrupt at the at
[1:11:52]
the next year. Microsoft
[1:11:53]
understands that we wouldn't be
[1:11:55]
able to get approval for that
[1:11:58]
purchase, in which case we would
[1:11:58]
not have to purchase it. So the
[1:12:00]
agreement isn't binding. Over
[1:12:03]
the over the course of several
[1:12:05]
years. No only for this
[1:12:08]
particular course years. I don't
[1:12:09]
remember the exact wording. But
[1:12:10]
when you have multiple years
[1:12:12]
where you're saying you're going
[1:12:13]
to produce something, But
[1:12:14]
there's I don't remember the
[1:12:16]
exact term, but they're the term
[1:12:18]
where we don't have to continue
[1:12:19]
to purchase that. You remember
[1:12:20]
No, the city can opt out. Every
[1:12:23]
year. We're going to pay the
[1:12:25]
first year and then if we don't
[1:12:26]
have enough budget next year, we
[1:12:29]
hoose a different route. OK,
[1:12:29]
ultimately, the city uh,
[1:12:31]
purchasing section works with
[1:12:32]
the end user for the best cost
[1:12:35]
for the best item that we need.
[1:12:37]
Okay well, that definitely
[1:12:38]
allays my fears. Thank you very
[1:12:40]
much. Thank you. Thank you, Mr
[1:12:42]
Pena. Thank you. Um, I was
[1:12:47]
hoping that I'd have a chance to
[1:12:49]
look at the resolution.
[1:12:52]
Specifically, um. And give me a
[1:12:54]
moment. I read it earlier, but I
[1:12:57]
don't remember One of the things
[1:13:00]
that I've had. It gives. It does
[1:13:00]
give me pause to say that
[1:13:02]
indefinitely with no criteria.
[1:13:05]
You know, the resolution doesn't
[1:13:08]
state at all the amounts what
[1:13:10]
it's for, Um, even in you know,
[1:13:12]
in the event, it's too You know,
[1:13:14]
um Be additional amounts. Then
[1:13:19]
we would come back to council.
[1:13:22]
Um and so Equal there. This is
[1:13:26]
like the second or third time.
[1:13:28]
It's come like this with that
[1:13:30]
kind of language, and it does
[1:13:31]
give me pause. And I'm hopeful
[1:13:34]
that staff as their, um.
[1:13:38]
Developing these resolutions
[1:13:40]
that they state the amounts and
[1:13:44]
even if there's some, you know,
[1:13:50]
ceain ount. Then it would be
[1:13:51]
brought back. Um Because we
[1:13:53]
don't know what's happening in
[1:13:54]
procurement or whatever. But
[1:13:56]
this is probably the third time
[1:13:58]
that I read something like that,
[1:13:59]
and I want to have more
[1:14:01]
information. But there is an
[1:14:02]
information now. I'm looking
[1:14:03]
through other things you're
[1:14:05]
sending right because there's
[1:14:06]
several attachments there,
[1:14:08]
reading hundreds of pages of
[1:14:09]
document. It just makes it
[1:14:11]
really difficult. So in the
[1:14:13]
future, if you could add
[1:14:14]
something like that I think it
[1:14:15]
would satisfy me. Thank you,
[1:14:19]
Mayor. Pretend we will. Thank
[1:14:20]
you. Okay. Any other Public
[1:14:23]
comment. Yes, ma'am. Please make
[1:14:27]
your way to the To the Podium
[1:14:31]
and state your name. My name is
[1:14:41]
Laurie English. Um I live in the
[1:14:44]
city and it's been my experience
[1:14:46]
as a previous business owner. Uh
[1:14:49]
in other states that if it's not
[1:14:52]
stated clearly, if the word
[1:14:53]
indefinite or Future shows up.
[1:14:57]
We are not to accept that word.
[1:15:00]
It should be tied in and you
[1:15:02]
ladies obviously are aware of
[1:15:04]
that fact that indefinite means
[1:15:05]
X infinity. I'm not Buzz
[1:15:10]
Lightyear, and I'm not an
[1:15:11]
attorney by any stretch, but if
[1:15:13]
something is infinite, that
[1:15:15]
means it can go on and go on and
[1:15:17]
go on and they're saying they're
[1:15:20]
giving us their word that we
[1:15:21]
have the right to do this and we
[1:15:23]
have the right to do that, if
[1:15:25]
it's not expressly written in
[1:15:27]
the document. Iwill not hold
[1:15:31]
up in court. I don't care what
[1:15:33]
court it is whether they go
[1:15:34]
bankrupt or whether we go
[1:15:35]
bankrupt. The bottom line is
[1:15:37]
we're still responsible if we
[1:15:39]
accept the word indefinite.
[1:15:41]
Thank you for your time. And
[1:15:43]
your consideration. Thank you.
[1:15:45]
Miss English. Anybody else?
[1:15:46]
Okay? Yes, Christine. Please
[1:15:53]
take the roll. This is on the
[1:15:55]
motion to approve resolution.
[1:15:56]

heard, Um second, um, made by
[1:16:27]
consequence. Hello Miss Greene.
[1:16:32]
Hello Good afternoon, everyone,
[1:16:34]
Uh Mayor Pro TEM membersounc
[1:16:37]
Natalie Green for the record the
[1:16:39]
resolution before you is a land
[1:16:42]
acquisition, it would be a
[1:16:43]
purchase of property located at
[1:16:45]
9 15 and 9 21 West Amador. The
[1:16:48]
site description. It's
[1:16:49]
approximately one acre parcel or
[1:16:52]
it's two parcels that make up
[1:16:54]
about an acre also includes a
[1:16:56]
500 square foot metal industrial
[1:16:58]
building. And again it's address
[1:16:59]
off of Amador. It is adjacent to
[1:17:02]
the Macia Valley Community
[1:17:04]
campus, and it was identified as
[1:17:06]
a potential acquisition piece
[1:17:06]
during the Master plan adoption
[1:17:10]
. This is the vicinity map. The
[1:17:13]
subject parcels are in pink. And
[1:17:15]
then the community hoped
[1:17:16]
campuses labeled in blue. This
[1:17:21]
is just a visual of the property
[1:17:24]
facing west so this would be
[1:17:26]
from the property facing into
[1:17:27]
the Macia Valley community Hope
[1:17:29]
driveway and again, you can see
[1:17:31]
that 5000 square foot industrial
[1:17:33]
building and then this is from
[1:17:35]
the driveway facing East. This
[1:17:39]
is the master plan that was
[1:17:40]
adopted in 2002 again. That
[1:17:43]
parca
[1:17:45]
potential acquisition site, and
[1:17:47]
it would improve the overall
[1:17:49]
flow of the campus increase
[1:17:51]
parking. And then it would allow
[1:17:53]
. Um the continued expansion of
[1:17:54]
the other buildings. The
[1:17:59]
proposed terms of the purchase.
[1:18:01]
We did do two appraisals. The
[1:18:02]
first came back at 4 35, and the
[1:18:04]
second came back at 4 37 they
[1:18:07]
negotiated price with the seller
[1:18:09]
is 435,000, with US splitting
[1:18:10]
closing costs. And the benefits
[1:18:13]
of this purchases that it would
[1:18:14]
align with the city's master
[1:18:16]
plan and the goals for expansion
[1:18:17]
of the Messiah Valley community
[1:18:19]
hope and also aligns with our
[1:18:20]
strategic goals elevate and the
[1:18:22]
city's consolidated plan. It
[1:18:25]
does include budget adjustment
[1:18:27]
to cover the cost of the
[1:18:29]
acquisition and closing, so
[1:18:31]
you'll notice that dollar amount
[1:18:32]
is a little bit different. And
[1:18:35]
that's because it includes the
[1:18:36]
closing costs. And then you have
[1:18:40]
your standard Council options
[1:18:41]
and we'll stand for questions.
[1:18:43]
Thank you, Mr Green. Any
[1:18:44]
questions on the dais? See none.
[1:18:46]
Um, public comments. See none.
[1:18:51]
Christine, Please take the roll.
[1:18:54]
This is on the motion to approve
[1:18:56]
resolution. 24 031 Councilor
[1:18:59]
Abeyta Councilor Graham Yes.
[1:19:01]
Councilor Bencomo Councilor
[1:19:03]
crayon Councilor Flores. Yes 10
[1:19:07]
and the mayor is absent. Okay
[1:19:10]
Motion passes 8.3 resolution
[1:19:13]
number 24-03 to a resolution
[1:19:16]

[1:19:17]
block Grant high. Good afternoon
[1:19:20]
Mayor Pro TEM members of City
[1:19:22]
Council Raymond Burchfield for
[1:19:23]
te
[1:19:25]
a moment. I'm sorry. I'm getting
[1:19:26]
ahead of myself. I need emotion
[1:19:29]
. Okay Move to approve. Abeyta
[1:19:31]
Martian labor. Councilor Abeyta,
[1:19:32]
second by Councilor. Warren.
[1:19:35]
Here we go, Mr Birch. Well, now
[1:19:36]
we're ready. Okay, before you
[1:19:38]
today we have a Community
[1:19:41]
development Block Grant
[1:19:42]
agreement to approve them
[1:19:43]
Community Hope Campus solar
[1:19:44]
project. And cost it a para
[1:19:50]
green owes applied for community
[1:19:52]
development Block Grant funding
[1:19:53]
current year funding program.
[1:19:55]
You're 23 in the amount of
[1:19:58]
$200,000 constant parag. Reno's
[1:20:01]
distributes approximately £4.5
[1:20:04]
million of food a year. They're
[1:20:06]
the largest food pantry in
[1:20:06]
southern New Mexico. And they
[1:20:09]
just recently moved into the new
[1:20:11]
space at horse and Hound. Those
[1:20:13]
numbers should be going up
[1:20:15]
dramatically. And this
[1:20:17]
resolution will approve Block
[1:20:19]
Grant agreement between the city
[1:20:21]
and cassava Peregrine owes in
[1:20:23]
the amount of $200,000 as
[1:20:25]
approved through action Plan 23
[1:20:27]
last May by City Council. A
[1:20:31]
this project will be done in a
[1:20:32]
community of hope applied for
[1:20:34]
with the Department of Energy
[1:20:36]
for $200,000 Grant, which they
[1:20:38]
have received, so this will be a
[1:20:39]
$400,000 project. And this will
[1:20:43]
greatly decrease utility bills
[1:20:45]
for the agencies on campus. And
[1:20:50]
there's just that's an aging
[1:20:51]
overhead picture. But And the
[1:20:54]
new horse and hound. And this
[1:20:58]
will be parking lot shade
[1:21:00]
structures and exactly where on
[1:21:03]
campus. I don't know just yet.
[1:21:05]
It's still in the design design
[1:21:06]
phase. And with that I can stand
[1:21:11]
for any questions. Thank you, Mr
[1:21:11]
Burchfield. Any questions from
[1:21:13]
the dais scene and from Council?
[1:21:15]
How about From the public. See
[1:21:17]
none. Christine. On the motion
[1:21:23]
to approve resolution. 24-032
[1:21:26]
Councilor Abeyta Councilor
[1:21:28]
Graham Yes. Councilor Bencomo,
[1:21:31]
Councilor Korean Councilor
[1:21:33]
Flotus Yes, Pro TEM and the
[1:21:34]
mayor is absent. Thank you. Um
[1:21:41]
next step. We have no board
[1:21:43]
appointments, and I'm looking at
[1:21:45]
Christine. She'll tell me if we
[1:21:46]
do, um, and any notice, no no
[1:21:51]
notice of proposed ordinances,
[1:21:52]
either. Wow. Now we're up item
[1:21:58]
11 City Council member board
[1:21:59]
reports and comments. Um. And I
[1:22:05]
will say that I appreciated
[1:22:07]
being a part of the City Council
[1:22:09]
. Right and I will just leavet
[1:22:11]
at that. And that Councilor
[1:22:12]
Graham, um Give her input
[1:22:14]
related to that. It is really
[1:22:17]
amazing. Um what our town has to
[1:22:19]
offer with public art. And just
[1:22:23]
the uniqueness of each
[1:22:25]
neighborhood, So it was really
[1:22:26]
appreciative. And I thank chief
[1:22:28]
story and Officer Clement for
[1:22:30]
Monitoring traffic. It made me
[1:22:32]
feel very safe and so appreciate
[1:22:33]
that, Um We have, um. Some work
[1:22:43]
paicularly in the urban in the
[1:22:44]
inner inner city and Um, it's
[1:22:48]
something that we continue to
[1:22:51]
look at with our public works
[1:22:53]
and our street management or
[1:22:54]
payment management program. And
[1:22:56]
so I'm I'm appreciative of that
[1:22:58]
program. Um But you know, trying
[1:23:02]
to meet the needs and the
[1:23:04]
demands of the entire city makes
[1:23:05]
it difficult. So, um I'll have
[1:23:08]
some conversations equal with
[1:23:10]
you about some specific areas
[1:23:11]
that I think really need some
[1:23:13]
attention and district one and
[1:23:15]
other We kind of ayed in that
[1:23:18]
area. But um, I appreciate that
[1:23:20]
the opportunity Um. I do want to
[1:23:30]
address the issues that were
[1:23:32]
brought to our attention about G
[1:23:34]
B a Um, I believe wholeheartedly
[1:23:38]
in this program and there is an
[1:23:39]
opportunity. To, um. To seek
[1:23:43]
funding additional funding
[1:23:46]
through a mayor's G B. I UM,
[1:23:48]
task force or board nationally
[1:23:51]
that I think is a great
[1:23:52]
opportunity there. The money is
[1:23:56]
funneled through Community
[1:23:57]
Foundation, and several of our
[1:23:59]
nonprofits are working through
[1:24:00]
the variety of issues. Um I do
[1:24:04]
want to say that there was a
[1:24:07]
pilot project in Hatch that just
[1:24:08]
yielded great great outcomes and
[1:24:11]
if we're serious about reducing
[1:24:13]
poverty, this is one way to do
[1:24:15]
it. Is that the only way?
[1:24:17]
Absolutely not. But it's one of
[1:24:18]
the ways and I stand by my vote.
[1:24:20]
Um.nd as a matter of fact,
[1:24:26]
Friday evening, we get to view a
[1:24:30]
screening related to, um family
[1:24:34]
prosperity. And I invite the
[1:24:36]
public. Um to that to that, um,
[1:24:40]
screening it'll be done at It
[1:24:42]
would be showing at the farm and
[1:24:44]
ranch and I believe it's six PM
[1:24:45]
I'm looking at Councilor.
[1:24:47]
Bencomo And so I'm looking
[1:24:49]
forward to hearing more about
[1:24:52]
the programming and nationally
[1:24:54]
what it's doing for particularly
[1:24:57]
people, lifting them up and out
[1:24:59]
of poverty. And with that, I'll
[1:25:01]
turn it over to Councilor
[1:25:05]
Flores. Thank you, Madam Chair.
[1:25:07]
Um I, um. The first of all the
[1:25:12]
funds that are being used for
[1:25:15]
that, G B I and it's temporary.
[1:25:17]
I think 18 limited to 18 months
[1:25:19]
are from the AARP. The money the
[1:25:22]
money that was issued to cities
[1:25:24]
to use, Um Ah, at their
[1:25:27]
discretion, so long as you know
[1:25:30]
, fell within certain parameters
[1:25:32]
and guidelines I personally am
[1:25:34]
against guaranteed basic income
[1:25:36]
. Um it was tried, uh, in In
[1:25:40]
Fresno, California. And, uh, Hmm
[1:25:45]
. It wasn't six successful and
[1:25:47]
no, it was not. In fact, the
[1:25:49]
mayor was booted out and was not
[1:25:52]
re elected. It was not
[1:25:54]
successful. What you say It was
[1:25:57]
depending on how you do your
[1:25:59]
arithmetic. It didn't and I
[1:26:01]
don't want to get into a debate.
[1:26:03]
All I ow is that Um The there
[1:26:05]
was. One This is an 18 month
[1:26:10]
project and I doubt very much it
[1:26:13]
will be refunded. Um because I
[1:26:14]
don't think we're going to see
[1:26:16]
outcomes in 18 months. If this
[1:26:18]
was an ongoing if it was maybe,
[1:26:21]
um, uh, multibillionaire who
[1:26:24]
wanted to try something out? And
[1:26:26]
could you know someone like Elon
[1:26:28]
Musk, the richest billionaire in
[1:26:30]
the world? Um and he could see
[1:26:32]
if it could work somewhere and
[1:26:34]
just throw his money. They're
[1:26:35]
fine. But um, I'm cerinly I'm
[1:26:38]
certainly should the city should
[1:26:40]
it come before the city. This
[1:26:42]
this this board, I would
[1:26:44]
definitely vote against G B. I
[1:26:46]
um it'snot sustainable. And I
[1:26:50]
agree with the mayor. Um, there
[1:26:52]
was There was some reporting on
[1:26:55]
KR W G and he was interviewed
[1:26:58]
and, uh he said that his
[1:27:00]
colleagues didn't understand
[1:27:01]
finances. Um Well. Excuse me.
[1:27:08]
Point of order, please. Thank
[1:27:09]
you. Other. Opinions Thank you.
[1:27:13]
So anyway, um I wanna go on to
[1:27:18]
things that are a little bit
[1:27:20]
more pleasant. Um The I was able
[1:27:25]
to attend the firefighters,
[1:27:26]
graduation. Ah! A week ago last
[1:27:29]
Friday. I can't even remember
[1:27:33]
when it was it was about a week
[1:27:34]
ago. That's Freddie. And it was
[1:27:38]
and it was absolutely wonderful.
[1:27:39]
And, um And I think it's the
[1:27:43]
first time I have attended,
[1:27:44]
And it was just amazing to see
[1:27:47]
the training. They get how
[1:27:49]
rigorous it is. And, um And
[1:27:53]
different. Firefighters were
[1:27:58]
singled out there were
[1:27:59]
distinguished in their
[1:28:00]
accomplishments. Um but it was.
[1:28:06]
But it was really it was very
[1:28:07]
nice. It was very nice to
[1:28:10]
participate in that and there
[1:28:12]
were tons of family and Children
[1:28:14]
and, uh, we received a pamphlet
[1:28:19]
Um, the fire a fire fighters
[1:28:21]
prayer. When I am called to
[1:28:25]
duty. God wherever flames me
[1:28:26]
rage give me the strength to set
[1:28:27]
save a life. Whatever be its age
[1:28:31]
, helped me embrace a little
[1:28:32]
child before it is too late, or
[1:28:35]
save an older person from the
[1:28:37]
horror of that fate. Enable me
[1:28:39]
to be alert and here the weakest
[1:28:41]
shout and quickly and
[1:28:43]
efficiently to put the fire out
[1:28:46]
. I want to feel my calling and
[1:28:48]
to give the best in me tguar
[1:28:51]
my every neighbor and protect
[1:28:51]
their property. And if,
[1:28:55]
according to your Will, I have
[1:28:56]
to lose my life. Please bless
[1:29:00]
He's blessed with your
[1:29:01]
protecting hand. My Children and
[1:29:04]
my it's his wife, but he should
[1:29:06]
say spouse because we have a lot
[1:29:07]
of female, so I'll just edit
[1:29:09]
that, and the author is unknown
[1:29:12]
that the ceremony was really,
[1:29:13]
really moving, because, um, I
[1:29:17]
don't remember the number, but
[1:29:18]
it was definitely an elite group
[1:29:19]
of firefighters and it was
[1:29:21]
really wonderful. Um Um, the
[1:29:25]
other before? I forget, Um Happy
[1:29:30]
New Year to my Jewish family to
[1:29:31]
my Jewish friends. Um this is a
[1:29:34]
very somber period up until a
[1:29:37]
young Cooper I think it's just
[1:29:38]
September 24 25. Um is, uh young
[1:29:42]
Cooper and It's a very it's like
[1:29:47]
a high holy season. Um The
[1:29:49]
other, Um. We already presented
[1:29:53]
the. Proclamation to the
[1:29:58]
downwinders, but, um. A lot of
[1:30:02]
people who were talking about
[1:30:04]
how how awesome the movie
[1:30:07]
Oppenheimer was, but what they
[1:30:09]
failed to talk about was how the
[1:30:11]
first bomb was landed here, You
[1:30:14]
know, not very far from us, and
[1:30:17]
there's 100 and 50 Mile Radius
[1:30:18]
and You know, my family lived in
[1:30:22]
this part of the world less than
[1:30:23]
150 miles from here. Um And I
[1:30:28]
was, I guess not born yet, But
[1:30:30]
when do I? o of my brothers
[1:30:32]
were already born? But the
[1:30:33]
follows that it was a testing
[1:30:34]
ground for wood followed. Um in
[1:30:38]
August. I think it was August 5.
[1:30:40]
1945. When uh, Hiroshima and
[1:30:45]
Nagasaki were bombed, and those
[1:30:47]
cities were obliterated, and it
[1:30:50]
took several years for things to
[1:30:51]
start growing again. Um And
[1:30:54]
sadly, the government failed to
[1:30:57]
make any kind of reparations. Um
[1:31:00]
the whole project. The Manhattan
[1:31:02]
Project, which took place in Las
[1:31:04]
Alamos. Really Um, they just
[1:31:07]
went in there and Took over the
[1:31:11]
that part and why they selected
[1:31:13]
New Mexico. I don't know. All I
[1:31:16]
know is that New Mexico was left
[1:31:17]
out of the Rica. The Radiation
[1:31:21]
Exposure Act. Um so hopefully
[1:31:22]
there will be some You know, uh
[1:31:26]
People will never get their
[1:31:27]
health back. Uh um People
[1:31:30]
continue to die as a result of
[1:31:32]
that radiation, and I think that
[1:31:35]
You know, they're like in my
[1:31:36]
family. It was le, Oh, he died
[1:31:38]
of cancer cancer. I guess it
[1:31:40]
runs in the family. Well cancer
[1:31:42]
isn't hereditary. But anyway, um
[1:31:46]
. The other development or
[1:31:48]
another wonderful. Not
[1:31:52]
wonderful. I mean TV. Yeah,
[1:31:53]
anyway, but On the upside of
[1:31:57]
what we do up here, Um three or
[1:31:59]
four years ago. 2019 It was four
[1:32:03]
years ago. Um the city of Las
[1:32:06]
Cruces worked together with, um
[1:32:09]
Las Cruces public schools. And
[1:32:12]
the legal women voters of
[1:32:14]
southern New Mexico to present a
[1:32:17]
know your government day. And,
[1:32:18]
um And that was wonderful. Mayor
[1:32:22]
Pro TEM and I participated in
[1:32:24]
that. And uh, they were supposed
[1:32:27]
to be a follow up. This was
[1:32:30]
February of 2019. We were
[1:32:31]
supposed to follow up the
[1:32:33]
following year. And um the
[1:32:36]
students who were selected were
[1:32:38]
from all the high schools here
[1:32:39]
in Las Cruces. And it was four
[1:32:42]
students that, um Because every
[1:32:46]
human being shown has potential
[1:32:48]
. So I have to be careful about
[1:32:50]
how I word this. It was for Uh,
[1:32:54]
students who, um, would be
[1:32:57]
selected by their teachers. Um
[1:33:01]
And, of course with a parent's
[1:33:02]
permission. If there yeah. But
[1:33:04]
um, it wasn't like geared for
[1:33:07]
someone who was class president
[1:33:09]
or president of the student body
[1:33:12]
because that person is already
[1:33:13]
engaged. And, um So we were
[1:33:18]
going to track the students and
[1:33:19]
then whatever, but those
[1:33:21]
students are now I think they're
[1:33:22]
seniors at some of them are
[1:33:24]
seniors at MSU, and that's the
[1:33:26]
information we got from L. C. P
[1:33:28]
s. We met, um a week ago or
[1:33:32]
about to about to time goes
[1:33:34]
well. Yeah, we met To reinstate
[1:33:38]
this and our community outreach
[1:33:40]
person. I don't even think I
[1:33:42]
don't know if that's her Katrina
[1:33:45]
gaudiness participated. And um
[1:33:48]
so we've we're on the road to
[1:33:51]
t tt do. It won't be it'll
[1:33:52]
. It takes several months. So,
[1:33:53]
uh, we'll have it in February.
[1:33:55]
Yeah. And, um. With Mayor Pro
[1:34:00]
TEM, Um, giving the welcoming,
[1:34:01]
um Speech to the students. She
[1:34:04]
encouraged them to go on. And as
[1:34:07]
and the because we have l CPS
[1:34:10]
involved. The didn't track the
[1:34:11]
students, but they kept in touch
[1:34:13]
with some of the students, and
[1:34:14]
that's how we know that some of
[1:34:16]
them are venomous. You Um but
[1:34:19]
Mayor Pro TEM shared that that
[1:34:22]
her Children were graduates of
[1:34:25]
the L. C P s schools and, uh,
[1:34:29]
And then went on to say that her
[1:34:31]
son served in the military, uh,
[1:34:33]
in the Navy, and that her
[1:34:35]
daughter was in med school, and
[1:34:37]
now she's actually done with med
[1:34:38]
school and going on to other,
[1:34:40]
You know, whatever, because time
[1:34:41]
has flown Um. Anyway Um those
[1:34:48]
are the highlights of my life in
[1:34:51]
conjunction with the city and,
[1:34:53]
uh, It's not an easy job, but I
[1:34:55]
love it. Thankou. uncir
[1:34:58]
Blood is Councilor. Corin That's
[1:35:00]
very nice. Thank you. Councilor
[1:35:03]
court. Thank you, Um I think I
[1:35:07]
just wanted to sort of, if this
[1:35:09]
is part of the conversation to
[1:35:10]
go back to G B and really throw
[1:35:13]
my support behindsomething
[1:35:14]
that's been demonstrated in
[1:35:16]
countless peer reviewed research
[1:35:16]
studies to show Ah, that
[1:35:20]
improves public health reduces
[1:35:21]
poverty and as poverty as a
[1:35:23]
policy choice. I think we can
[1:35:25]
choose differently, and I really
[1:35:27]
appreciate that, and MSU's
[1:35:28]
crimson research will be
[1:35:29]
Evaluating this that community
[1:35:31]
organizations that are really
[1:35:32]
trusted in our community are
[1:35:34]
doing it and there will be a
[1:35:36]
strong evaluation to show What
[1:35:37]
the outcomes are for the folks
[1:35:38]
in our community, So I'm really
[1:35:40]
excited about that project and
[1:35:41]
I'm happy to say so. And I
[1:35:45]
appreciate Councilor Bencomo was
[1:35:46]
that for interview, Um I would.
[1:35:50]
I just want to give a few notes
[1:35:52]
about upcoming things related to
[1:35:54]
the SCM v. The work session Um
[1:35:57]
Thursday this Wednesday
[1:35:57]
afternoon at Ah! 3 P.m. at the
[1:36:05]
county Commission. Chambers is
[1:36:06]
addressing the joint Powers
[1:36:08]
agreement and the conversation
[1:36:09]
about that that some folks who
[1:36:12]
are interested in animal related
[1:36:14]
things might want to participate
[1:36:16]
in and again that's at the
[1:36:18]
county Commission chambers from
[1:36:19]
3 to 5, and then we also have a
[1:36:21]
schedule change you are and I
[1:36:24]
don't know that we have it in
[1:36:25]
our outlook calendars yet. Um,
[1:36:27]
but That on October 2nd the work
[1:36:31]
session that was supposed to be
[1:36:33]
for animal related issues the
[1:36:35]
following week has been
[1:36:38]
reheduled it for the morning
[1:36:40]
of October. 2nd Um so there will
[1:36:42]
be that that will be our work
[1:36:44]
session on animal related
[1:36:45]
issues, so just putting it on
[1:36:47]
you all's calendar and also
[1:36:48]
changing what was sort of
[1:36:49]
believe. I think the public
[1:36:50]
didn't necessarily know. Um that
[1:36:52]
that had changed, But that's
[1:36:54]
just two weeks away, so it will
[1:36:56]
be at 10 A.m. here in the
[1:36:59]
council chambers. Um And other
[1:37:01]
than that, I really enjoyed the
[1:37:03]
bike ride, thanks to Chief story
[1:37:05]
for keeping us safe. Um And
[1:37:07]
thanks for Villa Cruces, too. Um
[1:37:09]
support us and really show. And
[1:37:13]
teach us a lot of things that
[1:37:15]
are bike related infrastructure
[1:37:16]
here in the city, so I really
[1:37:17]
appreciate Um, all the fellow
[1:37:20]
does George Pearson in
[1:37:21]
particular in terms of advocacy
[1:37:23]
for, um, safe streets, So thank
[1:37:25]
you, George and thanks, Chief
[1:37:26]
Story for keeping us and officer
[1:37:28]
climate for Keeping us safe with
[1:37:31]
pedal by the way, with pedal
[1:37:32]
power, no electric bikes needed
[1:37:35]
for the police. Unlike for me,
[1:37:37]
Thank you. Councilor Coron Coron
[1:37:40]
Councilor Big Sorry, Mayor Pro
[1:37:42]
TEM. Thank you, though Chief
[1:37:44]
Story did say that they do have
[1:37:46]
some electric bikes so They're
[1:37:49]
just didn't need one on Saturday
[1:37:51]
. That's right. Um thanks, man,
[1:37:54]
pretending everyone I do just
[1:37:55]
want to add that, um Former
[1:37:59]
mayor Michael Tubs of Stockton,
[1:38:01]
California is now serving as the
[1:38:03]
special adviser for economic
[1:38:05]
mobility to the governor of
[1:38:06]
California. So I say fail
[1:38:07]
forward. Um I also wanted to
[1:38:11]
read this. Piece of Um, this
[1:38:13]
article That was recently in
[1:38:17]
political just a couple of weeks
[1:38:19]
ago. That reads. The child
[1:38:23]
poverty rate more than doubled
[1:38:25]
in 2022 as Covid era programs
[1:38:28]
expired, erasing major economic
[1:38:30]
gains for the poorest Americans
[1:38:32]
, much like the child tax credit
[1:38:33]
that probe Um, unrestricted cash
[1:38:37]
in the pockets of many families
[1:38:39]
in the United States, Um and you
[1:38:42]
know, there's this great quote
[1:38:43]
that says Poverty is a policy
[1:38:44]
choice, and I couldn't agree
[1:38:46]
more. Um a couple of 100 folks
[1:38:48]
in Congress chose not to Um,
[1:38:52]
reinstate this child tax credit
[1:38:55]
and then the child poverty rate
[1:38:58]
doubled, so it is absolutely a
[1:39:01]
choice. Um that we have these
[1:39:03]
high poverty rates across the
[1:39:05]
country, but certainly in Las,
[1:39:06]
Cruces and working towards
[1:39:10]
building something bold and
[1:39:11]
innovative that clearly works.
[1:39:14]
Um I'm proud to support that and
[1:39:17]
you don't have to agree with it
[1:39:19]
. I also just you know, I don't
[1:39:20]
think things like Oh, you don't
[1:39:22]
understand. Finances is super
[1:39:24]
helpful feedback. I think it's
[1:39:26]
um It's interesting because I
[1:39:29]
think, even at the federal level
[1:39:31]
when program when we're talking
[1:39:32]
about people, particularly poor
[1:39:34]
folks were always like, where is
[1:39:35]
the money going to come from?
[1:39:36]
But when we're talking about
[1:39:38]
funding military spending when
[1:39:40]
we're talking about funding, I
[1:39:41]
don't know things like the
[1:39:42]
Border Patrol like that. That's
[1:39:44]
never a question of Oh, I wonder
[1:39:46]
where the money is coming from.
[1:39:48]
Um you know, last year Chief
[1:39:50]
Dominguez products and budget
[1:39:52]
that said, You know, we need 18
[1:39:53]
you vehicles and none of us
[1:39:55]
asked. Where's the money coming
[1:39:57]
from, right. So it's really
[1:39:57]
interesting to always when we
[1:39:59]
pose those questions about, um,
[1:40:01]
who we want to invest in in what
[1:40:03]
we want to invest in. And when
[1:40:04]
it comes to poor folks, it's
[1:40:06]
always like, well, where's the
[1:40:07]
money going to come from? Um
[1:40:08]
when clearly at least programs
[1:40:10]
work, and so I'd highly
[1:40:12]
encourage you all to read this.
[1:40:13]
Incredible, um, political Um.
[1:40:17]
Article that at the very end,
[1:40:19]
says You know? We now have half
[1:40:27]
of Americans who do not have
[1:40:28]
$500 in savings, and I think
[1:40:30]
that's pretty tragic.m I want
[1:40:35]
to invite folks to attend our
[1:40:37]
housing Piercy meeting on
[1:40:39]
Wednesday at 2 P.m. on second
[1:40:42]
floor of City Hall. And, um.
[1:40:47]
Also the 11 year anniversary of
[1:40:50]
the opening of the house. Oh my
[1:40:53]
gosh, the Greg's walnut
[1:40:54]
Superfund site if you haven't
[1:40:57]
been to the open house to, um
[1:41:00]
See how that facility is working
[1:41:03]
to improve the water in that
[1:41:05]
area. You really showed. It's
[1:41:06]
really incredible. I swear to
[1:41:08]
you,It's almost like magic. How
[1:41:10]
incredible that facility is and
[1:41:12]
what it's doing to keep our
[1:41:13]
water safe. So that is this
[1:41:15]
Thursday from 10 to 1. It's an
[1:41:18]
open house so you can drop in
[1:41:20]
whenever you'd like. But I
[1:41:21]
highly encourage that folks
[1:41:22]
attend that. Thanks, Mia.
[1:41:23]
Pretend Thank you. Councilor
[1:41:24]
Bencomo Councilor Graham. Thank
[1:41:26]
you, Mary Pro TEM. Uh, Just a
[1:41:29]
couple of Shout outs. I'm going
[1:41:34]
to Be the fourth person to say
[1:41:36]
that the City Council bike ride
[1:41:39]
was great. Thanks to fellow
[1:41:40]
Cruces to officer climate, too
[1:41:42]
cheap story who did all of the
[1:41:44]
protecting and self powered
[1:41:46]
pedaling, and I also want to
[1:41:48]
mention on a bike frame that was
[1:41:50]
at least one but possibly two
[1:41:51]
sizes too small. So yeah, I wish
[1:41:54]
I had known I would have brought
[1:41:57]
my husband's bike, which would
[1:41:57]
have been a little more
[1:41:58]
Appropriately sized so way to do
[1:42:00]
it all with your knees around
[1:42:01]
your ears on top of everything.
[1:42:03]
Um, I also want to Share. Thank
[1:42:07]
you to Patrick Peck, executive
[1:42:09]
director of Southentr Sol
[1:42:12]
Waste Authority who forwarded an
[1:42:14]
email chain. Um about some
[1:42:16]
really great community efforts
[1:42:18]
to clean up. I guess this last
[1:42:20]
weekend was national clean up
[1:42:22]
day, which I wasn't aware of. So
[1:42:24]
good to learn that and so many
[1:42:26]
thanks to the champion family to
[1:42:29]
the Stafford's, and I'm sure
[1:42:30]
there were other neighbors who
[1:42:31]
maybe didn't get mentioned. Who
[1:42:33]
went out to the Sierra Vista
[1:42:35]
trail around Votto and picked up
[1:42:37]
among other Easier wrangled
[1:42:40]
garbage 48 tires, um, including
[1:42:44]
someone looking at the photos,
[1:42:46]
um, which I would think of, as
[1:42:47]
like Crossfit tires because
[1:42:48]
they're like up to my chest. If
[1:42:51]
you stand them up, because in
[1:42:52]
like you flip them for Crossfit
[1:42:54]
. No no one else has flipped
[1:42:55]
Crossfit tires, But thank you so
[1:42:58]
much, Um And also, uh, of course
[1:43:03]
, as C S W A is such a great
[1:43:06]
partner And these, um You know
[1:43:07]
in these efforts as well,
[1:43:08]
because a lot of times people
[1:43:10]
are reluctant to pick up things
[1:43:11]
that big because it can be
[1:43:13]
really costly to dispose of them
[1:43:14]
. Once you've cleaned them up
[1:43:17]
and S C s W A is waiving all the
[1:43:20]
fees for disposal. So that is
[1:43:21]
another. Another big help. Um
[1:43:24]
and finally to Adrian Widmer and
[1:43:28]
her incredible team at utilities
[1:43:30]
. Thank you so much for
[1:43:31]
addressing the water pressure
[1:43:34]
issue that's been ongoing at
[1:43:35]
Lowell Road. For Technical
[1:43:39]
things that I couldn't possibly
[1:43:40]
understand. I'm going to make
[1:43:42]
sure that I'm going to forward
[1:43:44]
this. Thank you. Email Um,
[1:43:46]
Adrian, that I got that I don't
[1:43:48]
deserve. And um, if you're a
[1:43:50]
pass it along to yo, an if you
[1:43:52]
will pass it along to your
[1:43:54]
appropriate team members. Thank
[1:43:55]
you. So much for your custoer
[1:43:56]
service for you and your teams.
[1:43:58]
Carino always appreciate you. So
[1:44:00]
thank you so much. Thank you.
[1:44:02]
Councilor Graham Councilor
[1:44:03]
Abeyta. Thank you. Mayor Pro
[1:44:05]
TEM. First off just a message
[1:44:09]
for our quality of life meeting.
[1:44:11]
We will not have one this month,
[1:44:12]
but we will next month where
[1:44:14]
we'll be reviewing the library
[1:44:15]
Master plan. So I just isn't
[1:44:17]
quite ready so it will be
[1:44:19]
meeting next month. And then, as
[1:44:21]
you all may know, I just came
[1:44:22]
back from Washington D C.
[1:44:24]
Whereas with the, uh Local
[1:44:27]
chamber of commerce where we go
[1:44:30]
to do advocacy on behalf of
[1:44:32]
veterans programs and affairs,
[1:44:34]
especially for his mother and a
[1:44:35]
little bit for forklifts. Um, we
[1:44:38]
also visited the U. S Chamber of
[1:44:40]
Commerce and got to hear a
[1:44:41]
little bit about the
[1:44:42]
developments that they're trying
[1:44:44]
to do within the southern region
[1:44:46]
and looking at near shoring. One
[1:44:48]
of the most interesting things,
[1:44:50]
though, that I think I was able
[1:44:53]
to view we attended the veterans
[1:44:54]
been Business outreach center.
[1:44:57]
Where we g to learn about some
[1:45:00]
different programs, which we've
[1:45:01]
already applied a bit here in
[1:45:03]
our community. Everything from
[1:45:04]
boots to business, which is to
[1:45:05]
help um Ah! Veterans that are
[1:45:10]
just exiting out of the service
[1:45:13]
. Um set up their small business
[1:45:14]
. We also have different
[1:45:16]
programs for empowering veteran
[1:45:18]
Entre preneurs ship. There seems
[1:45:21]
to be a little bit of a
[1:45:22]
difference between the
[1:45:23]
entrepreneurship that we see
[1:45:25]
across the nation versus what we
[1:45:26]
have in our community. We were
[1:45:28]
reported that in other places,
[1:45:30]
entrepreneurship is usually done
[1:45:33]
by the 60 plus crowd. Um whereas
[1:45:37]
here we see a different
[1:45:39]
demographic that is the ones
[1:45:42]
that are trying to open up new
[1:45:43]
businesses, So it was very
[1:45:45]
interesting. To look at. There's
[1:45:46]
also programs that are starting
[1:45:49]
to reach out to the spouses of
[1:45:52]
veterans to make sure it's
[1:45:53]
easier for them to get either
[1:45:56]
certified or licensed in
[1:45:58]
different states, which is
[1:45:59]
really helpful, especially if
[1:46:00]
they have like teaching
[1:46:02]
certifications or other types of
[1:46:05]
technical expertise. Those are
[1:46:06]
needed. Um areas in many
[1:46:09]
different fields here in our
[1:46:11]
community, and there is There
[1:46:15]
was going to be. I believe,
[1:46:16]
right in 2020, a Um Posey, um,
[1:46:20]
about veterans outrage, and they
[1:46:22]
were going to host it here in
[1:46:24]
Las Cruces. Um, but then, with
[1:46:27]
everything with Covid, it was
[1:46:28]
delayed now it looks like we are
[1:46:30]
trying to bring that back here
[1:46:32]
again, and make sure that we can
[1:46:34]
get that full symposium here and
[1:46:38]
individuals and Wasbir and the
[1:46:40]
Southwest region. So if I if we
[1:46:43]
can work with Debbie on that to
[1:46:45]
just check back in, because I
[1:46:47]
think that was a great
[1:46:48]
opportunity for us to still work
[1:46:49]
with And Uh, I also want to say
[1:46:53]
I have a little girl that does
[1:46:55]
the walk to school every week,
[1:46:56]
which she's very excited about.
[1:46:58]
She has a little neighborhood of
[1:46:59]
set of friends. They all walk
[1:47:01]
together every day. But on
[1:47:04]
Wednesday on Fridays, they do a
[1:47:05]
different route to do the walk
[1:47:07]
to school. They love it. It's
[1:47:08]
very fun. It is all the things
[1:47:10]
that the little ones were saying
[1:47:12]
today about. It gets them
[1:47:14]
together. It gets community gets
[1:47:16]
them out and walking in the they
[1:47:17]
just have a blast. Plus,
[1:47:19]
sometimes they get little charms
[1:47:20]
that they can hang off their
[1:47:21]
backpacks. And they certainly
[1:47:23]
love that, too. So it's a
[1:47:25]
wonderful program and I'm happy
[1:47:26]
to see it in schools throughout
[1:47:29]
the city. Thank you, Mayor part
[1:47:30]
time. Thank you, Councilor about
[1:47:31]
the evil, Mr Pillay. Thank you,
[1:47:34]
Mary. Pretend Councilor. Just
[1:47:39]
wanted to remind everyone about
[1:47:41]
our town hall meeting with L C p
[1:47:43]
D. Tomorrow at 5 30.M Th's
[1:47:46]
Part of the quarterly meetings.
[1:47:47]
They have And then also
[1:47:49]
Wednesday. So tomorrow, then
[1:47:53]
Wednesdays, also the bridging
[1:47:54]
bridging the badge. Meeting will
[1:47:57]
be via zoom. The link would be
[1:47:59]
on Facebook and again, just more
[1:48:00]
engagement and outreach.
[1:48:01]
Appreciate CPD, Um Organizing
[1:48:05]
these events and these more and
[1:48:08]
more opportunity to interact
[1:48:08]
with the public. Um Speaking of
[1:48:11]
which I just want to share some
[1:48:16]
. I guess some thoughts
[1:48:18]
regarding downtown. Um as it
[1:48:21]
relates to crime and you know. I
[1:48:26]
know you know Council, but just
[1:48:27]
for the public's sake. I mean,
[1:48:29]
we do have Out of all this all
[1:48:33]
the areas in the city we
[1:48:34]
actually hired Security guards
[1:48:36]
because of the kids that allows
[1:48:38]
us to do that, so not only do we
[1:48:40]
have patrol there, we have
[1:48:41]
community outreach there. We
[1:48:42]
have our, um Lieutenant Wheeler
[1:48:45]
is the community. Based on that
[1:48:48]
goes there for meetings. There's
[1:48:53]
farmer's market. We have a lot
[1:48:57]
of police presence there, I
[1:48:58]
think Economic development is
[1:48:59]
looking at Downtown. Um. 20 to
[1:49:06]
32 new downtown security
[1:49:07]
cameras. But there's a security
[1:49:11]
service and in addition to our
[1:49:13]
patrolling that that's down
[1:49:14]
there. From 10 PM to seven AM
[1:49:15]
every night. And so there's we
[1:49:19]
do know that Since we've
[1:49:21]
implemented that Crime has gone
[1:49:23]
down, especially during that
[1:49:24]
time. So there's a lot of
[1:49:28]
efforts being done all over the
[1:49:30]
city but specifically to
[1:49:31]
downtown. Because of that, tid.
[1:49:32]
We have a little bit of leverage
[1:49:34]
there. So just wanted to make
[1:49:35]
that. Make that known. Of course
[1:49:39]
, there's some other issues that
[1:49:41]
we were dealing with citywide
[1:49:43]
regarding crime. Working with
[1:49:44]
the Municipal court, also with
[1:49:46]
the magistrate court, and then,
[1:49:47]
um Of course, the D A. And
[1:49:51]
there's more more info to come.
[1:49:53]
With the chief story, will, you
[1:49:55]
know? Him and I will will mbe
[1:49:59]
present something further about
[1:50:00]
what's been done. But I know you
[1:50:02]
all have had that. Have been
[1:50:04]
making efforts in that way to
[1:50:06]
get Yet with our court system
[1:50:09]
and our D, a two To get these
[1:50:12]
things addressed, but just want
[1:50:14]
to make Known specifically in
[1:50:15]
the downtown. There's. There's
[1:50:19]
actually extra extra patrol
[1:50:20]
there more than we have in any
[1:50:22]
other. Part of the city because
[1:50:23]
of because of the tip. Um Just
[1:50:27]
I'll just stop there with that.
[1:50:29]
But Nothing with economic
[1:50:31]
development. They've Wanted me
[1:50:35]
to remind everyone about the
[1:50:36]
catastrophic business assistance
[1:50:37]
program. Available through
[1:50:40]
$150,000 of junior money. Funds
[1:50:42]
provided by Senator Hamlin.
[1:50:45]
We've given out our first four
[1:50:48]
grants in the amount of 42,000
[1:50:50]
342 replacements over 2000
[1:50:52]
equipment stolen And a multiday
[1:50:55]
shut down to the waterline
[1:50:57]
issues. These funds are
[1:50:59]
recommended to those businesses
[1:51:00]
not only for replacement costs,
[1:51:03]
but for loss of revenue and lost
[1:51:04]
wages. I believe. That's all I
[1:51:08]
have medical attempt Councilor.
[1:51:11]
Thank you for mentioning about
[1:51:14]
the downtown. I think it
[1:51:15]
important. We've had the number
[1:51:17]
numerous efforts and you and I
[1:51:19]
spoke has laid us last week late
[1:51:21]
Friday about some other things
[1:51:24]
that I've requested bringing
[1:51:25]
back the large camera, maybe
[1:51:27]
foot patrol. Um I know that in
[1:51:29]
talking with Chris favor,
[1:51:32]
there's the suggestion and
[1:51:34]
recommendation about offering
[1:51:35]
security during the day. Where
[1:51:37]
there seems to be younow some
[1:51:40]
issues during the day. I've
[1:51:41]
received numerous, um, calls and
[1:51:45]
emails about a big brawl that
[1:51:47]
happened at client Park. Over
[1:51:50]
the weekend on Sunday. Um I'm
[1:51:53]
not sure Chief story if you were
[1:51:55]
aware of that, I'm sure there's
[1:51:58]
a number of things that are
[1:52:01]
happening citywide. But I'll be
[1:52:01]
forwarding that information. I'm
[1:52:02]
wondering if we need to just
[1:52:04]
move into You know, looking at
[1:52:07]
security for our parks? Not only
[1:52:09]
that. I'm hearing that at
[1:52:10]
Apodaca Park and all over the
[1:52:12]
city, so I. It's a It's an
[1:52:17]
issue, and I think people are
[1:52:18]
really concerned about that. I
[1:52:20]
know that you mentioned about
[1:52:21]
working with our district
[1:52:22]
attorney and our court system
[1:52:26]
where the phone are looking at a
[1:52:27]
resolution specifically to bring
[1:52:29]
back to Council related to our
[1:52:32]
municipal code, and how we can
[1:52:34]
have maybe some teeth in some of
[1:52:37]
these misdemeanors. Possibly
[1:52:40]
felonies, and I know that that
[1:52:42]
he's having that conversation
[1:52:43]
specifically with Ms samples, so
[1:52:46]
Thank you. Evil. Appreciate
[1:52:47]
that. Okay. Anything else? Okay
[1:52:51]
I need a motion to adjourn.
