[4:31] regarding an overview of Robert's rule of order. Dr. Holmes, you may proceed.
[4:37] Good afternoon, everyone. My name is Lannne Holmes. I'm the city clerk for
[4:42] the city of Las Vegas and we're going to talk a little bit about although you're
[4:46] all doing magnificently a little bit about how to conduct a public meeting.
[4:52] So this is really about um running efficient and fair meetings and we run
[4:57] that in accordance to the parliamentary procedures. Now is that the Robert's
[5:02] rules of order? I think that's what the agenda says. It's more of a modified
[5:06] version of the Robert's rules of order. Um I will tell you the one thing that we
[5:10] don't do is we don't take seconds for our small board. So you can just take a
[5:14] single vote and um make your motion after that. Um but there's benefits to
[5:20] having parliamentary procedures. Some of the benefits is transparency and
[5:24] courtesy for all. Right? We're all going to take turns. We're all going to be
[5:27] civil. It maintains an order and make sure that you um follow your agenda,
[5:32] which you guys are doing well at. Um it gives consideration for one item at a
[5:38] time. Um and all sides get to be heard. Uh you have the ability for each member
[5:44] to provide input. Um and of course it's the majority rules. Um but it also gives
[5:49] protections for rights of all the members including the minority.
[5:54] So let's talk about some basic principles.
[5:58] As you know because I heard you guys talking about it. Your quorum you have
[6:01] to have a quorum before you have a meeting.
[6:06] Do you have you have to have a quorum before you have a meeting and your
[6:09] quorum is 11. The best way to figure this out is you take half the numbers of
[6:14] on your body and you add one. So in this case that's 11.
[6:19] Um all your voting members have equal rights and privileges and obligations to
[6:23] your meetings and no person should speak until recognized by the chair which so
[6:28] far I've seen you do pretty well. um personal remarks or side discussions
[6:33] during um the agenda. We we prefer you not to do that. And you have to keep in
[6:38] mind at all times you are creating a permanent record. So not only what you
[6:42] say in your microphones, but your actions will be forever memorialized in
[6:48] an audio and a video recording of these meetings. Um we ask that you only do one
[6:53] question at a time. Um and only one person at a time should have the floor.
[7:01] So just to clarify roles um the chair is the person that runs the meeting. So
[7:05] chair Wyn is the one that really controls um the speed at which the
[7:10] meeting runs and who speaks. Um she introduces the business in order per the
[7:14] agenda and then she's the one that actually recognizes the speakers. Um by
[7:20] following these procedures it really keeps us focused on the agenda items.
[7:25] Um, and it really uh makes sure that we're not having any sideboard
[7:28] conversations or we're um talking really off the agenda. She'll also put motions
[7:34] to a vote and you guys have already demonstrated that this morning. She'll
[7:38] call for um all those in favor and as you you vote you'll say I. She'll ask
[7:44] all those opposed with a nay and then she will read off the results of the
[7:49] vote and I believe you all have displays up there. You can see how you vote as
[7:52] well. So, just to clarify the additional roles, all the rest of you are members
[7:57] or participants. And so, before you speak, you have to be recognized by the
[8:01] chair before speaking. Um, then be sure that you turn your mics on and off. Um,
[8:07] and you need to state your name clearly for the record, which so far you guys
[8:10] are doing wonderfully. I saw that you all did that. Um, all your comments
[8:14] should be addressed to the chair. So what I mean by that is sometimes you may
[8:18] have one of your uh fellow members will make a comment and you'll just be
[8:22] itching to respond to that person. That's one of the things that we don't
[8:25] want to do. We want you to when you rec respond you need to respond through the
[8:30] chair or to the chair. So you can start that off with madame chair or madame
[8:36] when and you would make your comments. Um again no sidebars no comments. Um, if
[8:43] you are talking amongst the two of you, I will tell you that these microphones
[8:47] are really sensitive and it may pick you up. And again, we can't modify that
[8:51] audio recording. So, it's forever in history um what's being said, but we
[8:56] also want to make sure that you do use your mics um as you should
[9:01] appropriately. Now, there's general rules of debate for small boards. um all
[9:06] items um that are relevant to the agenda are posed for questions or discussions.
[9:12] No member should speak more than twice to each item. Now, let me explain that.
[9:16] Um this really helps with the flow of the agenda. I know a lot of times um the
[9:23] chair will read off an item, one person will speak, and then somebody wants to
[9:27] debate them. What you don't want to do is necessarily debate back and forth.
[9:31] you really want to kind of um make your uh comments kind of concise and in one
[9:37] comment, but if you do need to rebuttal or or speak again, you really need to in
[9:42] fairness make sure that everybody else has already had their first turn at
[9:45] speaking. Um it just kind of prevents somebody from being like a microphone
[9:49] hog and just speaking constantly. Um that's one things that uh sometimes
[9:55] you'll find if the chair isn't controlling the meeting that might
[9:58] happen. Um and debates of course um when you debate an issue it's not personal.
[10:05] So it's not really about the person or um their personality conflict if you
[10:11] have one. It's really about what's been said. That's what you want to discuss
[10:14] and debate. And I'm going to remind you remember you're creating a permanent
[10:19] record. So it's really important that what you say gets picked up by these
[10:22] microphones clearly. Um, and what you don't says a lot. Um, I
[10:31] don't think you guys will really be taking obeyances in most of your votes,
[10:35] but sometimes people obey on an item they don't feel like they want to vote.
[10:38] If you don't speak up and take a vote, it still counts, right? Um, by not
[10:44] saying something, it's almost as important as if you do say something.
[10:48] So, do remember that this is a permanent record and it can't be modified. And
[10:53] that is it. So far, I think you guys are doing wonderfully. You seem to have it

[11:08] moving on to agenda item six. Agenda item six is a discussion regarding
[11:13] establishing participation expectations and a meeting engagement structure.
[11:17] Before we open this for discussion, I just want to emphasize the importance of
[11:21] participation in meetings like this. as as members of the Youth Leadership
[11:25] Advisory Council, we're here to represent youth voices, and that only
[11:28] works if we're actively engaging, speaking up, and sharing our um
[11:32] perspectives. Every single one of you bring um a
[11:36] different experience. And those contributions are what make our work
[11:39] meaningful. And so with that, I'll open the floor for discussion on how we can
[11:43] promote more effective membership, member involvement during our meetings.
[11:48] Would anyone like to suggest an idea?
[11:56] Okay. Well, I'll just go ahead and throw um throw an idea out. Um so, I was
[12:03] thinking we could use a simple round robin for bigger discussion items. And
[12:07] so, after a after the topic is introduced, we'd go around and give
[12:11] everyone about a minute to share a thought, um ask a question or even just
[12:15] agree or pass. And that way I feel like it'd be easier for everyone to
[12:20] participate without feeling pressured to jump in or talk over each other. Does
[12:24] anyone have any um comments?

[12:36] minimum of one speaking turn per meeting would definitely benefit us all so that
[12:41] we're all engaging correctly.

[13:08] Agenda item seven is a report by youth as solutions participants regarding
[13:12] current work group activities, priority focus areas and youthled
[13:16] recommendations. We'll hear from each work group starting with youth and teen
[13:20] driver safety followed by youth and teen pedestrian safety and finishing with
[13:24] youth and teen bicycle and scooter safety. So at this time I'm going to
[13:28] have member Cohen and member Burton present their what they've um
[13:34] accomplished.
[13:45] Member Cohen, for the record, I believe um uh Dr. Malich has a little bit more
[13:51] information about this uh in terms of the actual um structure of the youth
[13:56] solutions program moving forward. Um if Dr. Malich, you want to say a few things
[14:01] if that's possible. Well, I know you have the complete information about what
[14:05] all of the subcommittees are doing as a whole and I know you're you have all the
[14:10] information about that. So, if you want to share more in depth because I know
[14:13] you have um you have all the relevant um information regarding that.
[14:21] » Thank you. Um Madame Chair, um it Dr. Tammy Malich, youth development and
[14:28] social initiatives director. For the record, um I would request that we go
[14:33] ahead and do the other workg groupoups and get their updates first because we
[14:40] have some updates for sure and then I will share the other opportunities at
[14:45] the conclusion if that's at the pleasure of the chair.

[14:53] Okay. Thank you. So we're going to hear from youth and teen pedestrian safety
[14:57] group member Mcnalen. You have the floor.
[15:01] » Thank you madam chair member car member Mcnalen for the record. So, as the youth
[15:06] pedestrian uh safety committee leader, uh I've conducted several article
[15:12] several days of research and read several articles, watched several videos
[15:17] and established that phones and distractions are the main cause of
[15:24] fatalities and in injuries and incidents. Uh through this research, I
[15:29] filled out the budget plan that was due in December.
[15:33] uh my team was ill informed and that is um my that is at my fault but I did
[15:41] submit the form into Google Classroom. Uh I don't know if that was fully
[15:46] counted or not and I have not had access to a computer unfortunately to figure
[15:51] out if I could solve that problem. I don't know if our
[15:57] budget plan was accounted for. I did work on that individually. Uh, and
[16:05] I believe I put my hard work and effort into it with all of the research I
[16:08] conducted and I do believe that this is a very important issue and we as a team
[16:14] need to be able to solve it. Thank you.

[16:27] report? Okay. Now I'll move on to the youth and
[16:31] teen bicycle and scooter safety group. Member Males and member Sai, you have
[16:36] the floor. >> Member Sai for the record. So uh member
[16:40] Minz and I led the ebike and thank you sorry and e scooter committee and we
[16:47] basically did research on the issue to better understand it and we made a bunch
[16:51] of different changes. First, we made um we set up a meeting with Commissioner
[16:56] Justin Jones from Clark County and he led ebike safety ordinances in that
[17:01] area. So, we talked to him and discussed with members of our team to kind of get
[17:05] a better idea on the issue. And we came out we came up with several activities
[17:10] on and solutions that we can implement including safety education assemblies at
[17:14] local schools to increase public awareness. and we're going to be
[17:17] creating flyers, posters, pamphlets, and social media posts about the issue. And
[17:22] thank you to Dr. Malik for your your help. And with your help, we received a
[17:27] $1,000 grant for the project. So, that's a big accomplishment. And I hope a lot
[17:32] of you can join us. Thank you so much. Congratulations on your accomplishment.

[17:41] report? Thank you all to all the participants
[17:46] for your updates. I believe Miss Malich had something to add.
[17:50] » Thank you um again ch Madam Chair uh Dr. Tammy Malich again for the record um to
[17:57] the points that have already been made. Um couple of things that I would point
[18:02] out. Um the grant is very specific and has very specific deadlines and
[18:08] requirements. And so um those requirements and
[18:12] deadlines have to be met or we lose funding or we lose the ability to
[18:17] continue to participate. And so I've been directly communicating with the
[18:23] leads of each of the three workg groups and um have not necessarily always
[18:29] gotten great responses in some cases or any responses. Um the re the request or
[18:37] requirement was that each of the work groups send me their project plan and
[18:42] budget and I gave them all of the um information and questions outside of the
[18:47] document with the um description that I would then compile it because it's one
[18:53] grant. It's not three separate grants. Um and so um member um Sai and um and
[19:03] member who is your co-chair Sai member Sai
[19:10] » member Mina >> yes um thank you and um member Bullwear
[19:17] both provided me with a project plan and a budget. Member Mcinelen did respond.
[19:24] um she entered her information directly into Google Classroom, but nobody from
[19:29] Youth Solutions um has confirmed that they have it and
[19:33] it's a really tricky um system. I have entered things in there myself and they
[19:38] don't have them. So um I don't doubt that that happened because that's a
[19:42] pretty common problem with Google Classroom or a common problem I'm
[19:47] experiencing as well with Google Classroom. I did submit though the
[19:51] combined project plan and budget from the two workg groups and that as member
[19:58] Sai mentioned we did get a confirmation email from youth solutions um and I
[20:04] really want to commend um the teams that did work on it because not only did we
[20:10] receive the confirmation that we got the grant, we had no edits and every other
[20:16] group that submitted this grant had edits and revisions required which are
[20:21] due by January 23rd. We were the only project that did not require any edits
[20:26] or revisions and the feedback we got was that it was very well written, very um
[20:32] explanatory and put together um in a very professional way. I did not
[20:37] wordsmith it um I literally took the information by the two groups and
[20:42] combined it and made it flow into one. So kudos to the young leaders that
[20:48] submitted that. Um moving forward, I I then sent a confirmation email to all of
[20:54] the leaders again to say here's what I received and so here's what I submitted.
[20:58] Um it is the intent moving forward that um anybody who wants to remain involved
[21:04] in this um our focus now is really on pedestrian and ebike um and ecooter
[21:13] um focus based on the project plan and the budget that were submitted and
[21:17] approved. We can't edit it at this point. So, anybody that would like to
[21:22] remain committed to this work um m may continue and join the leadership that is
[21:29] already in place. Um we have a whole plan though that has already been
[21:34] approved. So, it would be with the understanding that you would be carrying
[21:37] out the expectations of the grant. I would mention that there are two other
[21:42] opportunities that u member Sai I know was on the um January gathering um
[21:48] because I saw her name on there. Um I'm not sure if anyone else was on there,
[21:53] but I definitely saw her. They also mentioned two other opportunities that
[21:58] get um some good uh press around the project but also have opportunities for
[22:05] additional awards uh financial awards and additional opportunities for young
[22:10] people in leadership roles. One is to write and share an op ed around our
[22:16] project and the other one is to create a docathon a documentary. So, I'll be
[22:24] reaching out to the leadership again today that shares kind of the timelines
[22:29] and the information. Again, we have to apply for those opportunities. They're
[22:33] going to pick 10 groups to move forward and the young people will get
[22:37] specialized training in how to make a a documentary and they will be entered
[22:42] into a global um film making competition with other youth leadership around the
[22:48] world. And ultimately um some teams actually get the opportunity to travel
[22:55] and share their documentary. So I'll be reaching out to all the leaders. Um if
[23:00] you are not part of the group that you you didn't raise your hand prior but you
[23:04] would like to be involved, please see me at the conclusion of today's meeting and
[23:09] I will add you to the email list. those of you who are on my email list if you
[23:14] are no longer interested or able based on your schedule um to participate then
[23:20] certainly let me know that and I'll remove you but otherwise I'll continue
[23:24] working with the small group on the grant and again in closing I would just
[23:28] say kudos um to the young leaders who put together such great information took
[23:35] initiative have met with elected officials um and have a whole proposal
[23:41] um they did an outstanding job and so I'm really excited to see what they're
[23:47] able to do to increase teen safety. And I have one final opportunity that that
[23:53] is involved in this part of the project plan includes the ability to sit on a
[23:57] safety panel um at the mayor's annual um principal appreciation lunchon that is
[24:05] in February. So um I'll be reaching out about that opportunity as well. Thank

[24:20] if you would like to or if you were interested in joining the one of the
[24:25] youth solutions group you'd have the option to for that agenda item. And so
[24:30] moving on to agenda item eight. It is a discussion regarding the Youth
[24:34] Leadership Advisory Council's public outreach and engagement strategy,
[24:38] including coordination with city staff for appropriate communication channels.
[24:41] At our last meeting, we discussed several ideas for outreach, including
[24:45] creating Instagram, Tik Tok, and Facebook accounts to reach different age
[24:48] groups and working with council members to amplify messages. Members also
[24:52] suggested using themed content like member Cohen's bet on youth strategy to
[24:57] make posts engaging. Um and also staff guidance was that all social media
[25:02] accounts would be managed through city staff to ensure proper coordination. And
[25:05] so with that I'll open the floor for any discussion any ideas.
[25:19] For the record, I do believe that if we create an Instagram account, that would
[25:21] be very on teen target and we could get a lot of the Las Vegas Valley community
[25:27] and the city of Las Vegas interacted with us and what we're doing and what's
[25:30] going on through these public meetings so they can attend in person or they can
[25:34] voice their concerns or etc. But I do believe that having that Instagram
[25:39] account, having that but also having the Facebook account for parents would be
[25:42] incredible so they can keep up with also what we're doing and the concerns of,
[25:46] you know, the youth in the Las Vegas Valley. Thank you.

[25:54] Tok account would be very important because a lot of teens are on Instagram,
[25:57] but a lot more are on Tik Tok and with those short videos, you can get more
[26:02] information out about what is going on. So, I think a Tik Tok could be very

[26:13] two points, after the last um WAC meeting, the conversation around social
[26:20] media came up. So I have reached out to the city social media team and asked
[26:24] that they create a Tik Tok, Instagram, and X um account for city of Las Vegas
[26:32] accounts for the WAC leadership. And as soon as they get those up and running,
[26:37] then I will work with you, Madam Chair, to um if you have a small group that
[26:42] wants to kind of manage that. Um I did ask that they be um have user IDs and
[26:49] passwords that I have access to so that if as membership changes, as officers
[26:54] change, we can continue to get into the account. But I have reached out to the
[26:59] social media team to create city um verified and city approved accounts on
[27:06] all three of those social media platforms.

[27:17] participating within the social media accounts would be very important as well
[27:21] just so other teens within the valley can connect with us on that level and
[27:26] remember that we aren't only people of the city but we are also teens as well.

[27:48] finalizing youth leadership advisory council public outreach events. At our
[27:52] last meeting, we talked about several potential leadership in community
[27:55] engagement opportunities, including food drives, school supply drives, tutoring,
[27:59] and other outreach activities across all wards. Some specific ideas included
[28:04] partnering with Scouting America to provide service opportunities,
[28:07] organizing a Christmas food drive, collaborating with the Clark County
[28:10] School District and local community partners to maximize impact, promoting
[28:14] road safety through teen safety day, hosting a sports equipment drive, and
[28:18] including a resource booth at events to share information with youth in the
[28:22] community. Um, today we'll focus on finalizing which events or platforms we
[28:26] want to move forward with and clarifying next steps for implementation. I'm going
[28:30] to go ahead and open the floor for members to share their thoughts,
[28:32] suggestions, or any updates uh regarding these events in our region.

[28:43] we are doing youth as solutions for the safety, I do believe teen safety day
[28:47] would be a great idea and great uh opportunity for us and our leaders on
[28:54] the youth solutions committee can speak or anyone can get involved and I that
[28:59] would be a great idea to get our name out there and show that we are very

[29:25] day, but I'm pretty sure it's closer in the summer. So maybe like a group of us
[29:30] that is in the leaders of the safety would go and um like kind of like
[29:36] advocate for our group and basically like show what we're doing and maybe do

[29:51] » Um just member Burton speaking. Um, just adding on to like I do like the idea of
[29:57] a food drive just because I feel like that's one of the ideas we have that
[30:00] isn't necessarily seasonal. So, not necessarily like Christmas or back to
[30:05] school or anything. I feel like a food drive could be something that we could
[30:08] implement somewhat soon rather than something seasonal. Thank you.

[30:22] year, but as um, as kids, I know we value the importance of school supplies.
[30:27] As you know, it's such a big factor in our day-to-day. And I think if we also
[30:31] incorporated something like a back to school drive or raising money for school
[30:35] supplies or doing anything like that, I think that's going to be super important
[30:38] because we're directly helping people our own age and getting them on the
[30:42] right track to start their school year. And um even though that is sort of like
[30:45] a seasonal thing, more like an August um August month sort of activity, I think
[30:50] that even if we do decide to do it in August or year round, it can still make
[30:53] a pretty big impact on people in the community.

[31:01] » Sheena Judy Mitchell. For the record, I love Ethan's idea. Um I would say that
[31:06] um between um Dr. Malik and I, we will work with the council offices because
[31:10] each and every one of them typically does some type of back to school uh fair
[31:14] or school supply drive or they supply it to their school. So maybe you guys can
[31:18] join forces with your respective wards and assist them. Uh some wards even do
[31:23] uh midyear drives. So like around January different events they're handing
[31:28] out school supplies to their um the schools in their ward. So, just
[31:32] something to think about and we can actually reach out to them and let them
[31:35] know that that's something you guys mentioned and are interested in here.

[33:02] something on some of these social pages that we spoke about earlier where they
[33:06] can uh, opt into coming to the meetings like, hey, if you have any concerns,
[33:10] please show up here. So when it's public participation, you actually have your
[33:14] peers sitting here giving it to you from their own um experiences and lenses. So
[33:19] just something to think about maybe coming up with something creative to
[33:22] start getting them here. Maybe your BSUs, your um other clubs on campus and

[33:52] idea that um we could have separate committee for and just commit to having
[33:56] that as a focus for like as a goal as a project.

[34:12] item 10. Agenda item 10 is a discussion regarding identifying youth leadership
[34:18] advisory council members for the youth solutions teen safety work groups. This
[34:23] is an opportunity for members to express interest in participating in the work
[34:26] groups focused on teen driver, pedestrian, and bicycle scooter safety.
[34:30] Member leads for each group have already been assigned, but if any additional
[34:34] members would like to join or add input to these groups, now is the time to
[34:37] share. Additionally, if any of the group leads would like to briefly promote
[34:40] their groups or highlight their focus areas, this would be the perfect time to
[34:44] do so.
[34:48] Would anyone does anyone Oh, me for the record. So I am one of the
[34:53] leads for the pedestrian safety and what we do is we research how and why teens
[34:59] keep getting injured or fatalities happen due to pedestrian
[35:04] uh incidents. So we would be researching and going in depth and trying to figure
[35:08] out a problem solution and probably with member SAI we would be going like member
[35:13] Sai said we would be going into schools around March or April with a safety

[36:00] flyers and pamphlets and social media posts. We're going to be creating um
[36:04] public awareness campaigns at local schools to spread the word and raise
[36:07] awareness. We're going to be having safety education assemblies. That's
[36:11] definitely something we could add on to like for traffic safety and um safety
[36:15] traffic safety in general. We are going to be supporting community safety events
[36:19] and basically create awareness campaigns in the community.

[37:32] like planned posts of what we want to do. create um like specialized um you
[37:37] know um you know any sort of posts that we want to do, any sort of videos we
[37:42] want to make, any sort of collaborations we want to have, anything that we think
[37:46] will benefit um the uh youth leadership advisory council social media presence
[37:51] and making a larger impact in the community. So, I think if we have an
[37:55] agenda item on actually finalizing, starting to put some of this into motion
[37:59] and getting um getting the ground um going on this, I think that would be

[38:56] day cuz that's our main like those are our main people that we want to get to
[39:00] is all the teams that go to it that day. So just making a group I feel like would

[39:36] maybe a workshop day of all of us coming together and filming a plethora of
[39:41] videos. so that we can sporadically post them since we don't meet up that often.
