[8:22] Good Good morning everybody once again. Uh this is the ceremonial portion of our

[8:28] council agenda and for our first item I want to invite our executive director of

[8:33] community development Seth Floyd to join us

[8:43] Okay. Our employees strive to meet our values of being kind, committed and

[8:49] smart. and they work to build our community to make life better. I am so

[8:53] proud to announce that the employee of the month is Nick Gonzalez. Nick, would

[8:58] you please join us? [applause]

[9:08] Congratulations. [applause] Nick is a code enforcement officer and

[9:14] he has been with the city since 2016. As a code enforcement officer, Nick is

[9:20] always out in the community working closely with the public. Our code

[9:24] enforcement officers are some of the city employees most in contact with our

[9:29] public. On April 29th, 2025, Nick was flagged down by a person while on his

[9:37] way to a call. The resident told Nick that there was an individual nearby who

[9:42] was unconscious. Nick quickly called 911 and then went to check on the individual

[9:47] to see if he could render aid. Nick found an unconscious individual who was

[9:53] not breathing. Nick immediately began CPR and was able to revive revive the

[9:59] resident. Las Vegas Fire and Rescue soon arrived and took over treatment and got

[10:03] the resident to the hospital. Nick likely saved this individual's life and

[10:08] we want to thank him for his quick thinking in an emergency situation.

[10:13] » [applause]

[10:19] » Nick, everyone that knows you knows you maintain a positive attitude and

[10:24] exemplifies our values of kind, committed, and smart. Nick, thank you

[10:29] for so much for helping a fellow resident and for being an amazing

[10:34] representative of the city of Las Vegas. And now I'd like to give Seth an

[10:39] opportunity to say a few words and then we'll hear from Nick and have a photo.

[10:43] Seth. >> Thank you, Mayor. Uh Seth Floyd,

[10:46] executive director of community development. And I see that Nick has a

[10:49] notebook, so I'm assuming he has notes, so I don't want to steal

[10:55] » We'll see. U But when I first heard this story, I I'll be I was not surprised

[11:01] that someone in code enforcement would take the initiative to resolve whatever

[11:05] was in front of them. One thing I learned when I took over code

[11:07] enforcement is that they're on the front lines of a lot of things. They see a lot

[11:11] of different issues. They have to go into people's on people's property. They

[11:15] are the front lines of customer service, but when there's an emergency, they're

[11:18] also on the front lines of that, too. And I think what we hope and expect all

[11:22] of our employees to do is that we will respond and that we'll provide that high

[11:25] level of service like Nick did. Now, hopefully none of us have to be in that

[11:28] situation very often. Uh, but I'm glad that Nick responded the way that he did.

[11:31] And like I said, I wasn't surprised. I want to acknowledge a few people. Would

[11:33] the code enforcement team stand up?

[11:42] [applause] >> and for the council. These are the folks

[11:46] who are out there doing this work uh on a daily basis. So, I appreciate that.

[11:49] And I know Nick's family is here. Nick Nick has very good genans, so it's not

[11:53] really a surprise that Nick is in this role. Nick's mom and dad both were city

[11:56] employees. >> Awesome.

[11:58] » Uh his dad, what? Public works. Is that right? Public works. And his mom when I

[12:02] started here was our HR rep for community development. So, she guided me

[12:05] through my first few uh interviews and did an outstanding job and retired

[12:09] recently. So, Nick, thank you very much. Uh you you certainly do embody the the

[12:13] values we have of being kind, committed, and smart. I know you have a team behind

[12:17] you, but let me turn it over to you and you can go through your your notebook.

[12:22] » Thank you. [applause] Thank you, Madam Mayor, and and council.

[12:28] Um, I would just like to start by thanking God for blessing me with an

[12:32] amazing job where I am able to serve the community I have called home my entire

[12:36] life. It's been about six and a half years since I had the honor of standing

[12:40] at this podium to receive this recognition and I am extremely grateful

[12:44] today to have the opportunity again because it enables me to share a little

[12:48] bit of what code enforcement does for the city of Las Vegas.

[12:52] I work alongside a staff of highly talented individuals who on a daily

[12:56] basis exemplify the city's core values of being kind, committed, and smart. In

[13:01] these past six and a half years, I have learned so much. I've built professional

[13:05] relationships internally and externally across the jurisdiction. And if there is

[13:09] one thing I have found to be constant and true, it's that code enforcement is

[13:13] a team effort. And without my team, I can't do my job.

[13:17] Though I was alone that day when someone needed help, I know that anyone else on

[13:21] my team would have done the same thing. Because that's what we do at code

[13:24] enforcement. We rise to the occasion. We adapt. We wear many hats and fill many

[13:29] shoes needed to fulfill the many duties and obligations we have in order to

[13:33] serve this community. Some days we are a counselor mediating a civil matter for

[13:39] residents. Some days we are field inspectors investigating safety hazards

[13:43] and community concerns. and others were an open ear to listen to a citizen who

[13:47] just wants to share their thoughts and opinion. And like me that day, we are

[13:51] even emergency medical service for someone truly in need. I wanted to try

[13:55] and keep this short and so before I close, I would like to share a quote I

[13:59] came across that continues to resonate with me every day. This quote is by the

[14:03] famous reformed convict and now successful actor, philanthropist, and

[14:07] advocate Danny Tjo. Everything good that has ever happened to me has happened as

[14:12] a direct result of helping someone else. Thank you to my parents who continue to

[14:16] support and encourage me to grow. Thank you to the city of Las Vegas for making

[14:20] our home so great. Thank you to my department of community development.

[14:25] Thank you to my manager, supervisors, and support staff. And most importantly,

[14:29] thank you to my team of code enforcement officers. This one's for us. [applause]

[17:16] For our final item, it is my pleasure to recognize a an incredible group that

[17:21] helps so many of our comm community in our community. Please join me in

[17:26] welcoming the Junior League of Las Vegas to join us at the podium. [applause]

[17:34] Yeah, give it up. [applause] The Junior League of Las Vegas together

[17:39] with its with its predecessor, the Service League of Las Vegas is

[17:44] celebrating 80 years of service to the Las Vegas community. The organization

[17:50] has been instrumental in founding numerous nonprofits and in improving the

[17:56] community through the thousands of volunteer hours contributed by its

[18:01] members. I've known so many Junior League members and I know how very

[18:06] committed they are to the community and I'm so very grateful. Junior League of

[18:10] Las Vegas is made up of more than 500 very exciting and diverse women from

[18:16] across the Las Vegas Valley. Some of the Junior League's many projects include a

[18:20] partnership with the Shannon West Homeless Youth Center, annual drives for

[18:25] Thanksgiving meals and holiday gifts for children, and donating thousands of

[18:30] dollars annually to educators through its education grants program. I want to

[18:36] thank all of you and all of your members for everything you do for our city, and

[18:41] we'd be very happy to hear a few words. >> Thank you. Would

[18:55] today. My name is Christina Valardi and I have the privilege of serving as the

[18:58] president of the Junior League of Las Vegas. As our wonderful mayor mentioned,

[19:03] we began in 1946 with just a handful of women and have grown to over 500

[19:08] members, all volunteers. We are an organization with one part-time employee

[19:13] and everything else that you see happen is volunteer-driven.

[19:16] Organizations you know and love. Help of Southern Nevada, Shade Tree Women's

[19:20] Shelter, Ronald McDonald House, Discovery Children's Museum, all began

[19:24] their lives because somebody in Junior League saw a problem and decided to do

[19:28] something about it. And we are so grateful to be continuing that 80-year

[19:32] legacy here in Southern Nevada. So, thank you so much for having us today.

[19:44] me that this is the 80th anniversary. And it's so

[19:49] impressed by that. I can hardly believe it. But the reality is I thought after

[34:05] the original Boom Bang in Henderson. Welcome.

[34:08] » Thank you. >> Uh before I go into the presentation,

[34:11] I'm going to read read some of the accolades that that Miss Abra actually

[34:15] has because it's quite an impressive list. IA was a finalist on Emmy

[34:20] award-winning series Top Chef. Uh she was also featured on Top Chef Masters,

[34:25] the Food Network shows 24 and 24, Last Chef Standing, and Beat Bobby Fle. Very

[34:33] impressive. >> Congratulations. [laughter]

[34:39] Uh so for your consideration today is a uh long-term lease with Miss Amabroad

[34:44] for her second location uh Boom Bang here in downtown Las Vegas.

[34:50] The lease itself is going uh to be for the retail space in building B, which is

[34:56] our commercial building with our wonderful tenants like Vegas Chamber,

[34:59] Workforce Connections uh and the Secretary of State. And so this would be

[35:03] a great addition to the building. The full the total space is 2,630

[35:08] square feet. Uh it is currently in gray shell, so there's going to be a lot of

[35:12] tenant improvement buildout required. The lease term is a 12 12-year lease

[35:17] with two options to renew for five years each. And the lease value uh overall for

[35:23] the initial 12 years is a little over $1.5 million. Uh if all approved today,

[35:29] the uh the the construction will start on the tenant improvements and we would

[35:34] anticipate opening in 2026. So uh this is the interior floor plan.

[35:40] Um again, this is obviously just conceptual now, but the the plans uh are

[35:45] already in place and our um Ellia worked really closely with our public works

[35:50] department. Um I'm going to let her talk about the actual restaurant.

[35:54] um some of the conceptual uh I guess visuals for what the place will look

[35:59] like. Uh we're very excited because it's going to be very upscale uh very warm

[36:04] pallet. Um again, I will let Elliot talk more about that. This is just for the

[36:08] lease uh consideration itself. And most importantly, uh what are we going to eat

[36:12] there? Uh there's going to be modern diner staples, uh classic French bistro

[36:17] cuisine, Mexican cafe culture, but then again, most importantly, there's going

[36:21] to be a bar there. Uh so they're going to be wine, beer, uh as well as very

[36:27] exciting bar training program. I would very much like uh Miss Elliot to talk

[36:31] about that a little bit. Uh and fresh and sizzly minded crafty cocktails. Um

[36:35] what I wanted to uh go back to is the reimbur agency reimbursement agreement

[36:40] from the redevelopment meeting. Uh essentially the redevelopment agency

[36:44] just like we did with all the other tenants in the building. We are

[36:47] contributing $1 million towards the construction uh of the tenant

[36:51] improvements. Um, obviously Miss Ellie is going to be investing a lot more than

[36:55] a million. This is just a portion to help her uh with some of the costs. Um,

[36:59] and then the $300,000 out of that $1 million is going to be amortized over

[37:05] the lease term and paid back to the redevelopment agency. I do want to

[37:09] mention that the um the the reimbursement is what it is. It is. It's

[37:14] reimbursement. So, we're not fronting the money. Uh, it's going to be as

[37:18] construction costs incur. So with that, I'm going to back up three slides

[37:22] because it's all about the restaurant really and let Elliot talk about that.

[37:30] considering this project. It is very exciting for me to be here. It is very

[37:35] exciting for me to have the opportunity to open here in the city of Las Vegas. I

[37:39] am originally from Mexico City. My family is Lebanese and I came here years

[37:43] ago an American citizen and I take religions very seriously. I love being

[37:48] an American and I love this city. I lived all over the world and there's

[37:51] something about Las Vegas that since I came 2006 with the chef of the century

[37:56] to open his restaurants at the MGM Grand, something happened in this city

[38:00] and and it's a city that I feel is to serve others. That's what that what hit

[38:06] me. We're here to make people happy, to entertain them. People already come here

[38:11] with an expectation to have fun and here we are just to be like here it is. So,

[38:16] it's been a pleasure for me as as [clears throat] a chef to have the

[38:19] opportunity to be a chef in this city. We have the availability of fish, meat,

[38:25] produce, everything is just so magical as a chef. Everything's here. And I like

[38:30] to believe that us chefs, we're just the middle point be between like the raw

[38:35] nature and the dish, right? It's not about us. First of all, it's about the

[38:39] guest and it's about the product. So, we're just there to be the middleman to

[38:42] enhance it and to serve you, right? We're in a position of service and

[38:46] that's the most important thing that I believe as a chef. We're not

[38:49] celebrities. It's not about us. It's about you the guest and making us making

[38:52] you happy. So, um I've had other restaurants, but Boom Bankang, it's been

[38:57] my main uh success. Boom. Fine foods and cocktails in Henderson, we do very well.

[39:03] We serve our community. It's a I would like to call it an American brasserie.

[39:29] hours all over. Honestly, we've been very lucky. We've been in every major

[39:33] [clears throat] publication as top 14 beautiful restaurants, best five chefs

[39:38] in Nevada. It's it's just been a blessing from God. But I believe it's

[39:42] because me and my team are focused [clears throat]

[39:45] in serving, right? It's about you, the guest. So this the the project here in

[39:52] downtown is I like to think of Boom Bang Henderson like the woman. This will be a

[39:56] male the like, you know, I always like to feel like the restaurant has to be

[40:00] there's something about it. So it's going to be a little bit more masculine.

[40:06] Um super welcoming. Big big bar. We have a craft cocktail program that uh my

[40:11] friend Julian put in place. He's the one of the top five mixologists in the

[40:16] country. And my bartenders have just carried on everything they've learned.

[40:20] And like I said, we keep on winning awards about our cocktails, our service,

[40:24] our happy hour. So, it's going to be a heavy, beautiful craft cocktail program.

[40:29] We juice everything in house at Boom Bang. Nothing comes from a bottle. Every

[40:33] single fruit, everything that's used is juiced. Um, also my food, it's all

[40:38] around um, grass-fed, antibiotic free, organic, every product, every meat,

[40:44] every protein we serve, it's clean. And I make sure as a chef that I visit the

[40:50] farm where it comes from. And I make the trip to I've been to everywhere like

[40:54] River Creek, Iowa, and and I make sure that it's not just as Logan, but and and

[41:00] some of them don't even have the brand organic, but they're doing everything.

[41:02] they just can't get the stump because their fence is missing two inches. So, I

[41:07] do my research as a chef to be responsible so that I'm supporting the

[41:10] right farmers and the right growers. And that's what we're serving at Boom

[41:14] Bankang. Everything is made from scratch. Our bread, our pizza, our

[41:18] sauces, everything's made in house. And I have had the honor to me, it's really

[41:22] an honor to have the same team that I've had since day one. I was even audited

[41:27] from the Department of Employment about it because they say that doesn't exist

[41:30] in the restaurant business. And we do I have the same team since day one. It's a

[41:34] family. We all work together. And that's the same thing I want to see here. I

[51:18] believe to be a hopefully catalyst project in the downtown area with over a

[51:24] thousand new forale homes for the residents in that ward and hopefully

[51:28] people who want to move to the downtown area. The goal is to make these thousand

[51:33] homes um hopefully the most attainable homes in our valley or at least some of

[51:38] the most attainable homes price point-wise in our valley. So, we're

[51:42] really excited to present this. Before I do that though, though, I do want to say

[51:46] some thank yous. Um the councilwoman, we really appreciate all of her vision and

[51:51] direction for this project. Um, I know this is near and dear to her heart and

[51:56] going to very much change her her ward. So, we appreciate her direction and her

[52:01] working with us. Also, Mike Jansen is your fearless leader who's phenomenal

[52:06] and this project wouldn't have been here without his vision. So,

[52:09] » we're going to keep him. [laughter] >> We appreciate we very much appreciate

[52:13] Mike and his staff. Dina Babsky is amazing. We're continuing to work with

[52:17] her on um some subsequent applications. You'll see um also the planning

[52:23] department, Seth, Peter and all of their team, public works, um Joey, Lucian and

[52:28] their team, the fire department, your city attorney. It's been a real team

[52:32] effort to get to this point, a little bit over a year, I believe. And so, I

[52:35] just want to very much thank them for um their recommendation of approval, but

[52:40] also all the work and energy that went into this project. So, with that said,

[52:44] um just first I want to orient you to where we're at because this is a real

[52:48] significant um acreage wise uh project. So, if I could uh just to direct your

[52:54] attention to the overhead. Hopefully, you can see both of these.

[52:58] There we go. Maybe just zoom out a little. There we

[53:02] go. Uh on the south portion, this is what you all know as the foreman former

[53:07] Cachman baseball field. So, this is a little over 50 acres of property. You

[53:12] can see in yellow it's on the south side of Washington Avenue on the east side of

[53:16] Las Vegas Boulevard and then Maryland is to the to the south side of the pro

[53:21] property. I wanted to show you both because they're across the street from

[53:25] one another. So this is the former Grant Sawyer property that was used for state

[53:29] office buildings for years and has sat vacant for quite some time currently

[53:34] owned by the state of Nevada. This is a little over 22 acres. Um and that is the

[53:39] other portion. So, we're looking at about 70 acres of land that will be

[53:43] redeveloped and as I mentioned, hopefully be a catalyst to everything in

[53:47] this area for future things to come. I'm going to go a little out of order and

[53:51] start with Cashman. Um, it's just a little bigger project. So, um, for

[53:55] Cashman, both applications are basically the same. There's a GPA to change it

[54:01] actually that was reduced from the GPA to high to a GPA to medium. So, I want

[54:06] to make sure that's on the record. Also, there's a zone change for both

[54:10] properties to R3 zoning. Um, they both have development agreements attached to

[54:14] them and mostly it's because we really do have some really unique urban uh

[54:19] product type that needed some specific development standards and design

[54:24] guidelines. So, those are attached to the development agreements for both of

[54:26] those properties. And then we've got tenative maps. So once if hopefully this

[54:31] is approved today, the maps uh will be ready and LAR will be able to close on

[54:35] the property and then start development. There's also a vacation application um

[54:40] that sometimes can be of concerns to neighbors because they think a street is

[54:44] getting vacated. That's not the case. Um it's just simply there's excess rightway

[54:49] on this area here at Maryland Parkway and then Harris Boulevard. Um so it's a

[54:54] it's a kind of a cleanup item that public works and and us worked on. So I

[54:58] just wanted to make sure everyone understood that application.

[55:02] So for Cashman, this is the concept. I'm starting with the fun pictures because I

[55:07] think that's the exciting part. So Cashman has a typo. This is not

[55:11] Cashman's plural and it will not be the name of the community. It's a concept.

[55:16] Um but certainly a very very cool concept. You can see here with sort of a

[55:20] mid-century look to the community. This will be the main entrance point at

[55:24] Washington Avenue where you have a gated entry both ingress and egress and then

[55:30] you'll see some kind of entry feature there that will um I'm sure Lenar will

[55:34] come up with something creative to capture the history and um and

[55:38] significance of this property. You can see beautiful fencing and gate gated

[55:42] entry that will be there. Something similar I will show you for Grant Sawyer

[55:47] which the entryways are right across the street for each other from each other.

[55:50] So, it'll be a really nice uh visual along Washington.

[55:55] This is the landscape plan for Cachman. So, you can see I was just referencing

[55:59] that main entry off of Washington. There's also another gated ingress and

[56:05] egress off of Maryland Parkway. And then there's an emergency and an exit only um

[56:11] a little bit further west on Maryland. And there's already a condition in your

[56:15] um backup that allows for that at exit point for the residents that will be up

[56:20] here in this area along the south. You'll see in pink here, this is 2.6

[56:25] acres that's going to be reserved for a future commercial commercial

[56:30] development. we have to parcel it off and then we will sell it to a commercial

[56:34] developer or maybe your redevelopment agency if they're interested for

[56:38] something really unique and hopefully spectacular along Las Vegas Boulevard in

[56:43] between the natural history museum and the Neon uh park if if they stay there

[56:49] and again hopefully to service the area from a commercial standpoint. There's

[56:53] obviously a need down there for these thousand plus homes that are coming as

[56:57] [clears throat] well as the residents that exist uh in the area today. So

[57:00] that'll be an an exciting component of this. Also, when you drive in, you'll

[57:06] see the amenity area right when you drive in. So there's about an acre of

[57:09] open space on this. Um this will have a pool with some cabanas, a play structure

[57:15] with tots, a really great trail that's along this fault line, and significant

[57:20] elevation grade. I know you've all been out to Cashman Field. There's that huge

[57:24] difference in the parking lots. Um and so that was contemplated in this site

[57:29] plan you can see which will be quite the exercise for residents to have that

[57:33] trail. Um there there's um four different product types along the in the

[57:38] property which makes it a really really great property. But every single unit

[57:43] homeowners will own a plot of land. So um there are detached and attached town

[57:48] homes within this project. And I'm going to just quickly walk you through some of

[57:52] the product types because I do think that's exciting. This uh colored map

[57:56] shows you the four different product types in their areas. In yellow, this is

[58:01] the uh excuse [clears throat] me, this is the detached town homes I was

[58:06] referring to. And I'm going to show you a picture of them quickly just because I

[58:10] I think the elevation is really quite spectacular. It's going to be on both

[58:15] properties actually. So it'll be on Cashman as well as Grant Sawyer. These

[58:19] are forale town homes, but they are detached. You can see this is an urban

[58:23] concept, so they are tight. Um, but they do have their own properties without

[58:28] sharing a wall with their neighbors. Um, the way they live and the way these were

[58:32] designed are phenomenal just because you've got um an option for a nextgen on

[58:37] the bottom floor, which is super important in our um economy these days.

[58:41] There are parents that are living with families or children who can't afford to

[58:44] buy homes that are living with families. So this um floor plan has an option for

[58:49] either a tandem garage. Um so you could have a threecar garage here or you can

[58:54] have that nextgen suite on the bottom floor. So really really special product

[58:58] type. The second floor is your living space with your kitchen, dining, living

[59:03] area. Also an outdoor deck on the second floor. And then the third floor has your

[59:07] bedrooms and another deck for outdoor space as well. So um this is anywhere

[59:12] from 1705 to 1945. And again, that's um this product type that's in yellow

[59:19] around the property and then also across the street at Grant Sawyer. The other

[59:23] three colors are all traditional town homes, but they live very differently

[59:28] and uniquely, so people will have lots of options in this area. Um these uh

[59:33] pink ones are basically kind of like condos. They live more like condos. They

[59:37] are threelexes. And this is a rendering of those

[59:41] threelexes. You can see again, three stories um with front doors. They have

[59:46] twocar garages. All of these products have two cars or one cars or tandem.

[59:51] There's a whole bunch of options, but we have lots of parking on the property as

[59:54] well as for visitors. These are um forplex units in the uh

[1:00:01] yellow or excuse me, orange. And these um

[1:00:06] forplexes live slightly differently. They are rear loaded again with the

[1:00:10] front entry points um and more long in nature. The you can see that the um pink

[1:00:17] is a little bit more of a square that lives like a condo. The uh orange live a

[1:00:20] little bit longer in nature. And then up in the corner um you've got five and 10

[1:00:25] plexes. And the councilwoman did ask us to um make some slight revisions which

[1:00:30] are part of your backup the architectural elevations. These will

[1:00:33] live like brownstones which if you've been back east they're really cool. Um,

[1:00:37] so this will be a nice added um, product type to the area. And we've added

[1:00:42] basically a rod iron stoop, if you will, for lack of a better word, in front of

[1:00:46] each one of these front doors so that you can distinguish between the front

[1:00:50] door of each product type. So, um, that's in your backup and already has

[1:00:55] been provided to staff showing that, um, amendment that the counciloman asked of

[1:00:59] us. From a parking standpoint, I did want to just hit on it quickly because

[1:01:03] we do have quite a few parking spaces. Um, for Cachman, we have 950 parking

[1:01:12] spaces on this property for the 781 units and 169 of those are visitor

[1:01:18] parking. So, we have a lot of parking. You can see in gray here, we've provided

[1:01:22] parking areas near the park, extra visitor parking all throughout this

[1:01:26] north or southern area. And then you can see the little gray dots are basically

[1:01:31] um excess parking, some on the street. Um, there will be no parking allowed on

[1:01:36] the driveways. There are some five- foot driveways. And so, I know Peter has

[1:01:39] added a condition that specifically says in the CCNRs we would have a provision

[1:01:44] that prohibits parking on those five- foot driveways. But those are all

[1:01:48] pavered driveways. They're really nice looking, so it'll make the appearance of

[1:01:52] the front of the homes look very, very nice.

[1:01:56] This is the um circulation plan. So you can see lots of walkability through the

[1:02:00] site. Hopefully to the future commercial at some point as well. Um

[1:02:05] and then again the walls. So I think that is Cashman. I will move on to Grant

[1:02:11] Sawyer.

[1:02:15] So again Grant Sawyer is just across the street. Um 22 acres the exact same

[1:02:21] applications um with the exception of the vacation.

[1:02:25] This is the concept for the entry to Grant Sawyer. This is not the name. It

[1:02:30] will be some name, but again, this is just to give you a concept of what it

[1:02:34] will look out like. Again, a gated entryway that'll be very significant off

[1:02:38] of Washington with the amenity about a halfacre pool, clubhouse, um, and tot

[1:02:45] lot. When I say clubhouse, I mean cabanas, um, tot area in the center of

[1:02:50] the site right when you pull in. And then this is the landscape plan.

[1:02:56] There is a secondary entry on Vision Park Lane. That's the east portion of

[1:03:00] the property. There will be access to the existing RTC bus stop on Las Vegas

[1:03:05] Boulevard. Pedestrian access here. Um this is a this lives a little less dense

[1:03:11] than Cachman. There is a mix of those detached town homes in the center of the

[1:03:16] property as I mentioned and then around the perimeter you will have a or

[1:03:20] detached single family homes. So, they'll be two-story homes. So, you'll

[1:03:24] have a difference in elevation there. Um, those homes are pretty significant

[1:03:27] in size, about 2,00 to 2400 square ft. Um, detached homes, and it'll just live

[1:03:34] a little bit differently, a little bit more like a neighborhood, a little bit

[1:03:37] more intense across the street at Cachman. Um, again, this this shows you

[1:03:44] the difference in the two product types. The blue are that beautiful uh detached

[1:03:48] town home I showed you earlier and then the yellow are the single family

[1:03:52] detached homes. The elevations for those are here. And again, those are different

[1:03:58] sizes and plenty of different options and elevations for that product type as

[1:04:03] well. So, with that said, I am happy to answer any questions. This is um as I

[1:04:09] mentioned, really excited to be here. exciting project should be a huge

[1:04:13] catalyst to the area and we very much would appreciate your approval.

[1:04:42] the proposed changes support the vision of the 2045 downtown master plan uh and

[1:04:48] will provide some uh future highdensity residential development in a key

[1:04:51] redevelopment area. The proposed development agreement conforms with all

[1:04:55] the NRS 278 requirements. Uh through the proposed development will be consistent

[1:05:00] and compatible with the surrounding area and would provide much neededed housing

[1:05:03] stock in the Las Vegas downtown. As such, staff recommends approval of the

[1:05:07] land use entitlements uh with the following condition amendments. So,

[1:05:11] we'll have to I'll probably revisit this when we take the motions, but condition

[1:05:15] number three on 25-0539 TMP1, which is item 58B. and condition

[1:05:22] number six of 25-0540-tmp

[1:05:28] which is item 59C to include the following sentence at the end of the

[1:05:32] paragraph of those respective conditions. There shall be specific

[1:05:35] reference to the prohibiting of parking on 5- foot driveways. With that, thank

[1:06:12] cashmen um I had such grand hopes and I think that they are being fulfilled

[1:06:18] today um with this proposal. Um, we know that we need housing desperately,

[1:06:24] especially affordable and attainable housing within our community. And I was

[1:06:30] demanding um as I am because I really want our community, those folks who uh

[1:06:37] need this type of housing to not get just any old thing that they when they

[1:06:42] when they make that turn onto Washington and into their community that they know

[1:06:47] that the city of Las Vegas um cared about what was going to be there, that

[1:06:53] we um had high standards for the development of this community that their

[1:07:00] lives and the uh lives of their children and their families that are going to

[1:07:04] grow and enjoy homes there is important and I'm really really excited that LAR

[1:07:09] was up to the challenge and I thank you for that. Um I'm just excited. I I think

[1:07:14] that um this is going to really really change um the trajectory of that

[1:07:19] community there. And I'm looking forward to um going out into the community and

[1:07:24] talking um to people about this. Um letting people know that there are home

[1:07:29] ownership options, that there's support with grants for teachers and and folks

[1:07:35] who have moderate income to be able to afford to live in this community. and

[1:07:39] we're going to do our best as a city to make sure that you are safe, that you

[1:07:43] are happy, um that your nearby parks are nice and clean and that um this is just

[1:07:50] a great place to live and it's happening in W five and I'm really excited about

[1:08:22] they worked very closely with you many iterations of uh you put from how it was

[1:08:28] explained to me your heart and soul into um the layout which I know there's

[1:08:34] there's a much better word for a project than that but they were talking about

[1:08:38] sightelines and um just so many elements um and just the product is beautiful. Uh

[1:08:48] I hope that this is phenomenally successful and a model for uh what we

[1:08:54] can be doing in the city uh to help with uh housing that

[1:09:00] everybody can access. Um because I think no matter where you live um it's a it's

[1:09:07] a big deal. But in this particular area, boy am I glad to see this this

[1:09:12] happening. and it's terrific that this land and this property in this space

[1:09:17] uh has worked this way. So, congratulations on getting to this step.

[1:09:41] worried about what was going to happen with under activated spaces. And then

[1:09:47] Cashman, we've been chasing whales for a while. Um, not being able to land

[1:09:52] anything. And I just think housing is an awesome opportunity for our community.

[1:09:58] um access to first-time home ownership and um living in an area of town that I

[1:10:04] think is so awesome because it's so centric. You can get to every part of

[1:10:10] Southern Nevada pretty quick from there. It's a hop on the freeway going one way

[1:10:15] or the other. And so I think that there's a lot of value that this project

[1:10:18] is bringing. And it's really close to ward three. Um on the other side of

[1:10:24] Bruce, on the other side of Bruce starts my ward. And so it is kind of a

[1:10:29] corridor. Washington is a corridor that is shared amongst wards and I think I

[1:10:33] drive this past this site many many times a week. So I'm going to keep a

[1:10:38] close eye on it. Councilwoman Summers Armstrong um as it goes vertical, but

[1:10:44] super excited um to see this come to fruition. And thank you.

[1:10:48] » Oh, thank you so much. Um I I too want to lend my support to this project. I'm

[1:10:54] so excited about it. And for me, it's it's a little personal. Uh my father was

[1:10:59] a waiter when I was growing up, and we never had a whole lot of money, but the

[1:11:03] first time that we purchased a home was when we moved to Las Vegas a few years

[1:11:09] after, and we'd always been apartment uh dwellers, and that was perfectly fine,

[1:11:14] but my parents wanted something else for us. And I can we we bought a home near

[1:11:20] Valley High School because I went to Valley and it was $33,000

[1:11:25] to purchase. It was one of the old um party home, cinder block homes in that

[1:11:30] area off of Eastern. And it changed our family's self-image. We owned something.

[1:11:38] We belonged here. We were property owners and and were part of this

[1:11:43] community. And it made all the difference in the world. in my family

[1:11:47] psyche that we were no longer dependent on others for lodging. We had a place of

[1:11:54] our own and I know that uh that will be something that hundreds of families are

[1:12:00] going to experience in this area and I am so excited for the future of this

[1:12:06] project but more importantly the future of the city of Las Vegas and the impact

[1:12:11] it's going to make. So congratulations and uh thank you Lenar for being a

[1:12:17] visionary in this area. And now I would like to ask Miss Summers Armstrong for a

[1:33:13] harmonious or compatible use in that area,

[1:33:18] » but we're going to have securities everything there.

[1:33:22] » I understand. I also have received concerns from long-term

[1:33:27] uh businesses that are in the area that have concerns and that have seen other

[1:33:33] facilities that have been in that area that have caused issues because of

[1:33:39] selling alcohol outd and and and so I'm concerned about this

[1:33:46] and and you also did not come to talk to me about this so that we could sort of

[1:33:51] work through some of the issues. Nobody told me I had to come and talk to you.

[1:33:55] Nobody tell me nothing. I'm new to this, too. Nobody tell me anything. Nothing.

[1:34:00] If I had known that, I would have came and talk to you. Nobody told me

[1:34:04] anything. >> All right. So, I am inclined

[1:34:08] to offer you an option, and that is to obey this for 60 days, and let's talk

[1:37:35] » Terrific. Uh my name is Alan Snell. Uh I'm a bicyclist and journalist here in

[1:37:40] the Las Vegas area and I'm here [clears throat] to talk about a public

[1:37:44] safety issue and that has to do with uh our road safety and bicycle safety

[1:37:50] issues that Las Vegas has to deal with. Um, as you know, uh, the

[1:37:57] bicycle crashes, the road deaths, uh, have been gaining a lot of attention

[1:38:02] and, um, I have some bad news for Las Vegas. I actually did some research and

[1:38:09] I was kind of curious about your bicycle safety plan and I learned that uh a

[1:38:14] national organization called People for Bikes which ranked all 2,91

[1:38:20] cities that they looked at Las Vegas you came in at 273rd.

[1:38:26] Uh to do the math uh you're at the 29th percentile. That's appalling. That's

[1:38:31] that's bad. and I'm here to talk to you about to see if you guys can start

[1:38:36] re-evaluating your priorities to make uh our road safety better here in the metro

[1:38:41] area. Uh 20 years ago uh when I worked at the Tampa Trabune, I actually left

[1:38:47] the newspaper to work on road safety issues. I actually worked six and a half

[1:38:51] years full-time traffic safety, bicycle safety. I was so upset that bicyclists

[1:38:57] were getting killed that I actually left journalism and I said, "I got to walk

[1:39:01] the walk, bike the bike." I worked six and a half years of my life, created a

[1:39:06] coalition of bike shops. We made safety on our roads a public policy issue. Not

[1:39:12] just among the other ones, we made it a top public policy issue.

[1:39:18] I'm here to tell you five ways that you can do it. Number one, you have to lower

[1:39:23] your speed limits. people go way too far, lower the speed limits. Number two

[1:39:28] is your engineering of the roads, the infrastructure. Um, I just passed on a

[1:39:33] photograph to your staff about a utility pole blocking a sidewalk on industrial

[1:39:38] right by the Chicago corner. I just couldn't believe it. There's just a

[1:39:42] utility pole just blocking the sidewalk. These kind of things have to change. You

[1:39:48] have to start building bicycle and walkability infrastructure.

[1:39:54] Okay. Would you mind finishing up? Yeah. >> Uh, a third way is to you're going to

[1:39:59] have to start enforcement. You know, one of the kids there there were four kids

[1:40:02] or four students killed going and leaving schools. It's an incredible

[1:40:06] number. And one of the one of the girls who who died was on a bicycle who veered

[1:40:12] around a parked car in a parking lot. Real cities would send their police to

[1:40:16] every school and get and ticket every last car parked in the bike lanes. I

[1:40:22] actually bicycled around your city just the other day.

[1:40:24] » 10 more seconds. So, can you tell us the rest? You're already overtime,

[1:40:28] » right? I would also um Steve Wolson is working on punishments and I would u

[1:40:34] again plea plea with you guys to make road safety a top issue for 2026.

[1:41:38] As long as religious people worship the death of Christ and not his victory over

[1:41:45] death and the cross,

[1:41:50] cancer, heart attacks, suicide, etc. homelessness will never be cured

[1:41:58] because the law of attraction is you attract that which you worship.

[1:42:05] And most religious people worship Jesus death

[1:42:10] and not his conquering of death. So I'll say that now. [clears throat]

[1:42:16] I have doubts about public works 24 to 29 since they involve the RTC

[1:42:24] whose buses always run late or don't come at all.

[1:42:29] Your safety is our top priority is their slogan.

[1:42:35] getting to your destination on time and safety should be their top priority

[1:42:42] because RTC is running pathetically. Thank you.

[1:42:48] » Thank you so much. Agenda item 62, council emerging issues, discussion

[1:42:55] regarding potential items for future city council agendas. This affects all

[1:43:00] wards. Any discussion must be limited to whether or not proposed items shall be

[1:43:05] placed on a future agenda and no discussion regarding the substance of

[1:43:09] any proposed topic shall occur. No action shall be taken. Do any members of

[1:43:14] the council have any topics that they would like to bring forward under this

[1:43:18] item? >> Yes, madame mayor, if I may.

[1:43:21] » Yes, you may. As we uh undertake the renegotiation of our franchise

[1:43:25] agreements with our local utility providers, um I would like to propose

[1:43:30] that we consider including provisions uh that require regular coordination

[1:43:36] between the city of Las Vegas departments and staff and those

[1:43:40] utilities um so that we can assess the current condition and capacity of our

[1:43:45] utility resources in the redevelopment areas and in our older communities and

[1:43:51] to collaborate relatively developed strategies to improve service delivery.

[1:43:55] Uh that is especially important uh to me and others um as redevelopment

[1:44:00] accelerates in these areas and where existing infrastructure and services are

[1:44:04] often insufficient to meet the current needs uh let alone support um future

[1:44:10] growth. >> Thank you so much. Is there any other

[1:44:12] member that wishes to speak under this agenda item? If not, before we go to

[1:44:18] agenda item 63, I it has come to my attention that our director of

[1:44:24] communications, who does so much more than that, Dave Wgleman, this is his

[1:44:29] last meeting with us. Uh he will be retiring after 26 years. Um he has done

[1:44:36] um uh Yman's job. I was hoping to get a few more years from him. Um, but I

[1:44:41] certainly understand uh his uh his reasoning and his enthusiasm about

[1:44:48] retiring at this point. He started our TV uh station. He built a team that uh

[1:44:55] we currently have. Um I for one have loved working with you this past year.

[1:45:01] You have helped me in so many different occasions when I was getting my footing

[1:45:06] as a new mayor. And I would like to open it up to my council members to see if

[1:45:11] anybody would like to say anything. >> Yes, Francis.

[1:45:17] » Thank you, Madame Mayor. Um, Mr. probably having the largest land use

[1:45:24] application in the LDS temple uh in July of 2024.

[1:45:30] your preparation and guidance uh with that uh was truly

[1:45:38] remarkable. There was no way that I could have withtood the pressure or even

[1:45:43] the 5,000 uh people that were here during that process. Uh a lot of that

[1:45:47] credit goes to you. You were uh thoughtful. You are a great counselor.

[1:45:53] You are a great um mediator. Uh I'm not sure what you have planned if you're

[1:45:58] going to do any consulting in the future, but I would say um executive

[1:46:02] coaching and uh and uh providing your wisdom and guidance is is

[1:46:10] critical uh or should be critical in that uh whatever you decide to do in the

[1:46:15] future. It's your it's your superpower. You got a cape and you got a mask and

[1:46:19] you've protected the city and I thank you for your service.

[1:46:26] » Thank you, Madame Mayor. I would just like to say thank you, David. I can

[1:46:30] remember uh watching you on television before you came to the city. I thought

[1:46:34] you were a superstar, rock star then, and I I know that you are one now as I

[1:46:39] have gotten to know you. Um, thank you for putting us in such a great space,

[1:46:44] for creating a team of people who are professional and dedicated and driven to

[1:46:50] put us in the absolute best light to help us reach our community in ways that

[1:46:56] we never had before. Um, you guys are on top of it. They follow your lead. um

[1:47:02] they reflect your principles uh for professionalism and grace and kindness

[1:47:10] uh to all of us and I wish you the absolute best on this next leg of your

[1:47:16] journey. I know it's a little shaky. I've been there. I know how it feels,

[1:47:21] but I'm here to tell you there is life after the badge. So, congratulations to

[1:47:55] part of the Las Vegas city brand. I think so many people have u become so

[1:48:00] used to your likeness uh so used to your charisma um and you're just such a class

[1:48:07] act. So [sighs and gasps] it's with sadness that we have to part ways. But

[1:48:13] there is going to be happy days ahead of you because I'm not sad that you're

[1:48:17] going to be connected to your phone 24/7 keeping us apprised of every world

[1:48:22] event. uh anything any mention of Las Vegas, you got to kind of reach out to

[1:48:26] us and you're going to get your sleep back. That's what I'm saying. Um but I

[1:48:31] wish you the best. Nothing but the best. You've been nothing but amazing uh while

[1:48:35] I've been here and I wish you well as a new uh soon to be grandpa, too. And I

[1:48:41] know that you're going to have lots of fun um being there for your family and

[1:48:44] your little one. >> Thank you so much, Miss Rooney.

[1:48:49] » Thank you, Mayor. Like the mayor, Mr. Dr. Wgleman, I'm sad that we don't have

[1:48:53] more time um together. I really appreciated the way that you have uh

[1:49:00] sort of taken the new folks on or in and provided guidance and you know gentle

[1:49:06] hand leading us through different things and keeping us out of trouble. So I will

[1:49:10] miss your friendly smiling warm face. Um, I think as my colleagues have

[1:49:16] shared, we know that you are part of the city team and so I I'm sure you'll be

[1:49:20] back for every state of the city and some of our big events and I look

[1:49:24] forward to seeing you and your grandbaby then.

[1:49:28] » Yes, Miss Kelly. >> Thank you, mayor. Um, I am not sad for

[1:49:32] you. I am I am thrilled for you. >> I am thrilled for you. You spend a

[1:49:39] you've spent a lifetime in your profession. uh and a good portion of it,

[1:49:44] half of it maybe at you know at the city. Um you have had

[1:49:50] to change through administration sort of um and countless moments that demanded

[1:49:59] steady leadership and communication uh through all sorts of issues and

[1:50:05] you're expected to do that at your best every day.

[1:50:09] um you know, you you deserve this and and I'm so thrilled that you're in a

[1:50:15] part of your career where where you are going to be celebrating this next uh

[1:50:21] chapter of your life with your family. Um you have everyone knows you. Um and I

[1:50:29] hope you're not coming to State of the City. I hope you're watching them. I

[1:50:33] hope you're watching them from home if you even want to watch it. Yes. or or

[1:50:38] and not or not not even worried that your vacation happened to be when the

[1:50:41] state of the city was happening. Um you know your influence is woven into this

[1:50:46] organization and will continue to guide it well. I

[1:50:51] want to thank you for your dedication, your judgment. I know um you know we had

[1:50:56] a chance to to visit uh and you know I everybody has their own individual

[1:51:02] experiences but

[1:51:06] the ability for you to be here today uh to hear the accolades and have have such

[1:51:14] a long tenure through so many different elected officials and different bosses

[1:51:19] really speaks to your diplomacy. your eloquence and your professionalism

[1:51:27] and you're going out on top and enjoy it. Um maybe um it will take some time

[1:51:35] but you get to you know the the community is is ready for as as the

[1:51:40] mayor prom said for you to to re-engage at any time. Of course, you may be

[1:51:45] engaged already in ways. There are bike issues, for example, uh, and I'm not

[1:51:50] making fun of that, but I will tell you there is an vacancy in W 2. You're a W 2

[1:51:55] resident. It doesn't cost very much. And you could you could I don't shake your

[1:52:02] head cuz before, wait a sec. Wait, wait, wait a second. Wait a second. I was one

[1:52:07] of those people who shook my head. But what I'm saying is you could throw your

[1:52:12] hat in the ring and just see how it goes and without having to raise any money

[1:52:16] and talk to neighbors and I will just say doing so in an open race when

[1:52:23] there's not an incumbent is the best time to run and so you've got you you

[1:52:29] know you've got six weeks or so to think about it. So, with that, um, I'm looking

[1:52:34] forward to you. Uh, thank you for being my colleague and I'll continue to

[1:52:38] represent you well in the ward. >> David, I I guess that she's going to be

[1:52:43] chairman of your election committee. But, um, prior to that happening, um,

[1:52:48] would you say a few words? We'd love to hear from you,

[1:52:55] » Mayor Council. I'm just well I'm overwhelmed and and

[1:53:00] very honored uh to hear what you had to say today. I've told Mike this, it's

[1:53:05] been um the privilege of a lifetime really to be able to not only um work

[1:53:11] for the city of Las Vegas, uh city that I absolutely love. I I the mayor's heard

[1:53:16] me say this. I it's the best city in the world without a doubt, no question in my

[1:53:20] mind. Um, but to get [clears throat] to work with this organization, um, with

[1:53:26] the the six city managers I've worked under

[1:53:30] have all been great. Every one of them. I've worked under three wonderful

[1:53:34] mayors. Mayor, you you are carrying the torch. Um, you're every bit as great as

[1:53:39] as your predecessors and 25 different council members. And um

[1:53:46] I've just been fortunate that through all those years, the city's just had

[1:53:50] wonderful leadership. I look I look at all of you now and we're in good hands.

[1:53:54] I'm a resident of the city. Um I'm going to be here for a while obviously now

[1:54:00] because there's uh some family additions coming. Um but uh I just I just know the

[1:54:06] city's in really good shape because of uh of the people that are sitting up

[1:54:09] here and sitting over here and then my team too. Um, I couldn't have asked for

[1:54:14] another for a greater team of people to work with. Um, we do everything as a

[1:54:19] team. We've had um many miles together over the years and

[1:54:25] they're always there for me. Um, couldn't have done it without any of

[1:54:29] them. I'm so proud of each and every one of them. Um, so, mayor, I just like to

[1:54:33] say thank you to all of you. Your words today mean so much. Um, they're

[1:54:38] something I'll cherish for a very long time and will remember for a long time.

[1:54:42] Um, I [clears throat] don't know if I'm ready to run for public office,

[1:54:45] Councilwoman. Um, but I appreciate the kind words on on that front, too. So, to

[1:54:50] all of you, I just an immense thank you and, you know, God bless you all and

[1:54:54] thank you for the opportunity to to serve this uh this great city and this

[1:54:58] great organization.

[1:55:57] » Thank you, Madame Mayor. We'll be brief. We have had quite a few amazing events

[1:56:03] in Ward 5 over the last uh couple of weeks. On January 16th, uh Sweet Honey

[1:56:10] in the Rock was at the City of Las Vegas, West Las Vegas um theater. Uh

[1:56:16] this is a nationally recognized group. Uh they actually did a children's

[1:56:21] performance on Friday and then they did a paid performance in the evening that

[1:56:25] was sold out. It was amazing and I was very pleased to be have an opportunity

[1:56:30] to introduce the group to our community and we're looking forward to having them

[1:56:34] come back. On January the 17th, our community came together in joy to

[1:56:41] celebrate uh the Martin Luther King holiday weekend at the Taste the Dream

[1:56:46] Festival and Community Resource Fair that was held at the historic West Las

[1:56:50] Vegas school and bled over onto the Wetsy campus. We had food trucks. All

[1:56:56] types of resources were there. KC did the music. They held it down and kept

[1:57:02] the crowd engaged. And I would like to say that we had people from all across

[1:57:08] the nation there. Um they went on TikTok to find out what was happening in the

[1:57:13] community and I met some folks from Delaware that had come all the way from

[1:57:17] downtown to enjoy Taste the Dream. So I think this really um is a testament to

[1:57:24] um how we are marketing ourselves and what can be uh as a cultural tourism in

[1:57:30] historic West Las Vegas. On the 17th uh we also well that wasn't that was

[1:57:36] Monday. Oh that evening oh I forgot was the uh Martin Luther King Jr.

[1:57:41] scholarship banquet. I hung out there with the mayor and uh some of our other

[1:57:46] elected officials and the mayor was sweet enough to give a proclamation to

[1:57:50] Mr. Busby who's the national president of the um uh the urban chamber of

[1:57:56] commerce. Uh we had so many illustrious uh folks there and we had a great time

[1:58:01] and congratulations to the Martin Luther King uh folks for putting on an amazing

[1:58:06] event. Uh on Monday we attended the 44th annual Martin Luther King Jr. parade.

[1:58:14] Every single year this event becomes larger. We were 36 and first I rode Big

[1:58:20] Red uh behind the mayor. She was in not on Big Red, y'all. She was in a

[1:58:24] convertible. [laughter] >> Okay. She was riding pretty. I was in

[1:58:28] Big Red with some other community folks. And then I went and walked with um

[1:58:33] schools from W five. So, we had the Western High School band. We had uh the

[1:58:38] dance team from Western. We had uh kids from Parson's Elementary, Vegas Vista,

[1:58:45] and Bunker Elementary. And they walked with me. We didn't even have to ask

[1:58:50] hard. We had over a hundred kids. And so, it was amazing to be uh part of

[1:58:55] this. We didn't even get started till noon because there were so many other

[1:59:00] folks that were there. This is an amazing event. I think it's the largest

[1:59:04] in the nation. And again, congratulations to the MLK uh parade

[1:59:09] committee. Uh upcoming events uh this Saturday at 10:00 a.m. we have Sitting

[1:59:14] with Shandra at Becker Tech at 2221 Maverick Street where we'll be be

[1:59:20] entertaining questions from our community, providing information on

[1:59:24] what's happening, and we encourage you to please come out, hang out with us,

[1:59:28] get an update, ask questions. I'll be there. Um, on the 7th of February is a

[1:59:34] night of expression talent show that's going to be at the Sammy Davis Jr.

[1:59:38] Festival Plaza. Uh, bring your blankets and lawn chairs and enjoy some really

[1:59:43] wonderful um, performances. And our signature event in Ward 5 will be

[1:59:50] happening on February 21st, which is Love on Jackson. This annual event uh,

[1:59:56] is has been a hit. Last year was the largest. We're hoping this year will be

[2:00:01] even bigger. We will have music, food, games, all kinds of resources and

[2:00:06] community organizations there to talk about what they're doing uh in the

[2:00:10] community. Uh just want to let folks know that between March 16th and 20th uh

[2:00:16] there will be splash spring bake break camp. Uh so please at the municipal pool

[2:00:22] over on Bonanza. Uh the cost is $150. Uh, I believe there may be opportunities

[2:00:28] for scholarships, but so please call the number uh to see make sure that your

[2:00:32] kids have something to do during spring break and it's important that our kids

[2:00:37] learn water safety. So, this is a great opportunity for them to do that. And

[2:01:14] » Thank you, Madame Mayor. On Wednesday, January 8th, Councilwoman Diaz and I

[2:01:18] welcome a delegation from Busan, South Korea to city hall. This is my uh

[2:01:24] ancestral home in South Korea where my mother's family lived for many, many

[2:01:29] generations. So, it was very special. Uh the group was visiting Las Vegas, of

[2:01:34] course, to attend the CES convention. Las Vegas is a place where bold thinking

[2:01:40] is encouraged and where partnerships across the world help shape our future.

[2:01:45] The presence of Korean leaders and innovators here at city hall reflect

[2:01:49] Korea's incredible influence on technology.

[2:01:53] The following morning, I was lucky and on Thursday the 8th, I was able to host

[2:01:57] a Korean delegation from Anong City. Yes, Mayor Prom, your park is named

[2:02:02] after the city. uh for those who are interested in learning about sports,

[2:02:07] tourism, major events, and daily life in Las Vegas. It was a great experience and

[2:02:12] I truly appreciate the opportunity to host both groups.

[2:02:17] Uh next up, later that afternoon, we broke ground on the regional pickle ball

[2:02:22] complex located at Wayne Bunker Family Park. This will be the largest

[2:02:26] pickleball only facility within the city of Las Vegas with 24 new courts. This

[2:02:31] project means uh this project meets the growing demands for pickle ball and

[2:02:38] expands our outdoor recreational opportunities in forward ward 4 and in

[2:02:42] the city. Uh very excited to see this project officially underway after about

[2:02:47] six years. Miss Rosa, please land the plane on time. Look forward to seeing

[2:02:51] you at the ribbon cutting. Next up, on Wednesday, January 14th, we

[2:02:55] took an important step towards honoring the service and sacrifice of our

[2:03:00] veterans. The Nevada Veterans, the Nevada State Veterans Memorial begins a

[2:03:06] new chapter at the Thunderbird Family Sports Complex and will serve as a

[2:03:11] permanent home for our powerful bronze statues honoring American military

[2:03:17] service through the Revolutionary War to today. This memorial will be a place of

[2:03:22] reflection, healing, and education created to honor the more than 200,000

[2:03:30] veterans who call Nevada home. Thank you to everyone who attended this

[2:03:34] groundbreaking, including the mayor and MPT. It was truly an incredible morning.

[2:03:41] And on Saturday, January 17th, I had the pleasure of attending the SAPA

[2:03:47] lunchon. that stands for South Asian Political Network. Uh, Indian-Americans

[2:03:52] play an important role in Southern Nevada and I truly appreciated the

[2:03:56] opportunity to speak at this event. During the lunchon, I shared updates on

[2:04:00] several exciting projects coming to our city and to Ward 4 and we discussed how

[2:04:05] these initiatives will positively impact our community. I was honored to be the

[2:04:10] guest speaker for the day and uh it was a very engaging session with a thriving

[2:04:15] Q&A portion and mayor someone took the mic and said Mayor Berkeley came to my

[2:04:20] house for a party and I'm so proud. [laughter]

[2:04:22] » That's great. I I attend many parties. I need to be asked. [laughter]

[2:06:04] that's something that we should be very proud of.

[2:06:13] Personalized Learning Day. The day inspires educators to use innovative

[2:06:17] strategies and tools that make learning more engaging uh for every student who

[2:06:21] has different strengths, needs, and interests. And it's the 18th annual Las

[2:06:26] Vegas Senior Idol Showcase. The 18th annual Las Vegas Senior Idol Showcase is

[2:06:30] having it its second show this Thursday, January 22nd, at the Charleston Heights

[2:06:34] Art Center. The variety show features talented performers ages 50 and better

[2:06:38] in vocals, dance, music, and comedy. And Mr. Women, is this this is your your

[2:06:43] your show. You're going to be there, right? Just to make sure,

[2:06:46] » I will be the MC tomorrow. Looking forward.

[2:06:49] » Yes. >> The performers range from age 55 to 90.

[2:06:52] » Yes. And it's a packed house if you go. So,

[2:07:21] » Thank you, Madam Mayor. Uh 2026 is off to a very strong pace. Um we started the

[2:07:29] year by unveiling the night we met AC across the way at Civic Plaza and the

[2:07:34] mayor um my arts commissioner Fawn Douglas and our awesome staff were there

[2:07:39] uh celebrating this public art installation um by the local artist

[2:07:44] Chris by our very own local artist Crystal Ramirez. Um, her beautiful piece

[2:07:49] captures the moment so many people fall in love with our awesome city, Vegas.

[2:07:54] She was inspired by the classic Ronet song, Be My Baby. The piece plays uh the

[2:07:59] piece pays homage to our city's iconic neon tradition and the original um

[2:08:04] facade or breeze wall of Caesar's Palace designed by Jay Sarno. So, if you didn't

[2:08:10] if that kind of looked familiar many moons ago, that existed on Caesar's

[2:08:14] Palace out in front. We were fortunate that Jay's daughter, Heidi, attended the

[2:08:19] special event, too. She's right there next to the mayor. And this beautiful

[2:08:22] piece is Crystal's first public artwork installation, and I hope it's the first

[2:08:27] of many. Just want to thank uh Maggie Plaster and her fabulous public art

[2:08:31] team, Jennifer Cleven, um, and so many more that keep the art coming to our

[2:08:37] fabulous city. On Wednesday, January 14th, Labonita opened its eighth

[2:08:43] supermarket. And one interesting fact is that when I was a college student, I got

[2:08:49] to do the ribbon cutting for their first supermarket on Stewart and Ogden. So,

[2:08:54] this was kind of cool to go now and open their ETH. Um, the Martinez family is

[2:08:59] such an integral part of our community um for fresh produce. Uh, if you don't

[2:09:05] want to cook, they have a kitchen and everything's ready for you um right

[2:09:09] there. Uh, so if you're a working mom, you can scoop up your dinner and not

[2:09:12] feel guilty about it. So, if you haven't checked out Alabonita, I highly

[2:09:16] recommend the experience. This uh one located on Bonanza and Nellis is their

[2:09:22] biggest flagship store. So, um stop by if and you won't be disappointed. On

[2:09:28] Wednesday, January 14th, um we also that same day had an adopt a spot signed

[2:09:33] dedication with Janina Sanchez. And uh Arleene stopped by um with Vanessa Costa

[2:09:41] from our department of neighborhood services to kind of support Janina's

[2:09:45] vision to help keep that area clean and adopt the spot. So, I want to thank her

[2:09:50] for her leadership and um the vision to wanting to be part of the work it takes

[2:09:55] to improve our community. Uh Janina is an amazing ambassador. Uh she is Miss

[2:10:00] USOA, Mrs. Downtown Las Vegas 2025. And so that's really cool to see her be a

[2:10:06] role model for her four children and mothers across our city. And we just

[2:10:11] wanted to put did you know that you could adopt a spot because we all have

[2:10:14] spots that we need a lot of TLC given to. So if you're interested, take a look

[2:10:19] and reach out and uh we'd love to be for there for your sign dedication, too. Um

[2:10:24] this past Saturday I was a lucky um person to witness the graduation of over

[2:10:31] 50 plus individuals who completely um who successfully completed an 18month

[2:10:38] um program through Shine a Light. It's called the IPATH uh program graduation.

[2:10:43] And so all of these uh folks actually came out of homelessness to

[2:10:48] self-sufficiency. And I was there to witness the moment and just uh rejoice

[2:10:53] with everyone uh because they've been able to secure employment, obtain a bank

[2:10:58] account, you know, obtain financial literacy, be connected to so many

[2:11:02] support groups to keep them um to keep cheering them on on this journey back uh

[2:11:07] to being the best versions of themselves. So, congratulations to all

[2:11:12] the graduates and especially shine a light for all the impactful work they do

[2:11:15] in our community. on Monday, January 12th. We're going a little backwards in

[2:11:21] time, but we took a tour of the UNLV School of Dental Medicine. And I know

[2:11:25] Mr. uh Dr. Ma is probably sad that his picture is no longer going to be uh up

[2:11:31] there, but um he kind of gave us a tour of the um new advanced needs clinic. And

[2:11:38] it's over a $2 million investment that set up this clinic designed to serve

[2:11:42] patients with intellectual and developmental disabilities. and it's

[2:11:46] soon to uh open and it also will serve children with cleft pallets and cranial

[2:11:52] fascial anomalies. So uh I want to thank UNLV President Dr. Chris Heavey and Dr.

[2:11:58] James Ma for being there to personally give us this tour and educate us more

[2:12:02] about the upcoming work that will happen in that space. Last but not least, I

[2:12:06] just have a few PSAs. Free tree. Free tree, please. We need the trees planted

[2:12:11] in our city. Um, we need everyone all hands on deck to to volunteer. So, if

[2:12:17] you live in 89101, 89104, 89110 or any of the other listed zip codes, you may

[2:12:24] qualify for a free TE. So, please reach out so we can get that in your hands.

[2:12:28] And lastly, never too late, never too early, excuse me, to flag shredding

[2:12:34] events. And so, we all are in that time where we have to be getting all of

[2:12:38] gathering all of our documentation for tax purposes. So also remember to start

[2:12:42] setting your documents aside for shredding. Um I'm joining LVCA

[2:12:48] in this uh offering to our community. So uh we will accept papers

[2:12:54] um but not heavy binders, credit card or bank cards, electronic devices or wet or

[2:12:58] damp paper. So check the do and don'ts. And I think we will also be collecting

[2:13:03] collecting expired meds at the same time. So, save the day, April, Saturday,

[2:13:20] » thank you. We kicked off January by hosting our monthly Bogaditos with

[2:13:25] Brunie, where we were joined by our neighbors and heard their questions and

[2:13:28] concerns about road safety and business development. I was pleased to join my

[2:13:34] colleagues, Mayor Berkeley and Councilwoman Shandra Summers Armstrong,

[2:13:38] and attend the 18th annual citywide unity prayer breakfast where faith

[2:13:42] leaders across the valley came together to reaffirm their commitment to serving

[2:13:46] our residents and addressing community needs in our valley collaboratively.

[2:13:52] I was pleased to join my colleague, Councilwoman Diaz, as we attended or

[2:13:56] toured the UNLV's new advanced needs clinic. I know she covered it, but I

[2:14:01] just I do want to again shout out UNLV. I mean, this was a state-of-the-art

[2:14:06] clinic, and so thank you to UNLV their for their continued commitment to

[2:14:11] provide first class health care to all of our community residents. Last week, I

[2:14:17] attended the quarterly meeting of the co college of southern Nevada's

[2:14:22] institutional advisory council meeting where we continue to discuss the

[2:14:26] development of the Northwest campus and funding options thanks to the steady

[2:14:31] leadership of Randy Robinson, our city's director of government relations, who

[2:14:36] serves as our fearless IA chair. Last Friday, I participated in our Nevada

[2:14:43] Commission on School Funding meeting where a group of esteemed policy makers

[2:14:48] and district superintendents continue to explore ways to direct K through2

[2:14:52] education funding to our schools to improve academic outcomes. Last weekend,

[2:14:58] we held our most recent book club meeting where participants discussed God

[2:15:02] of the Woods, which is a rather long but excellent book if you're looking for

[2:15:07] books to read this year. Yesterday, I attended the quarterly

[2:15:12] Comstat meeting where we received updates on the campus for hope and heard

[2:15:17] from agencies that are partnering to support our unhoused population.

[2:15:22] Speaking of the unhoused, if you are an early riser or you're looking for ways

[2:15:26] to get engaged, Southern Nevada is conducting its annual point in time

[2:15:31] count next Thursday, January 29th. Volunteers will kick off the work at

[2:15:36] 4:00 a.m. We are desperately in need of volunteer still. And I can't underscore

[2:15:43] or underemphasize how important the point in time count is because our

[2:15:47] federal funding is tied to that number. So please, if you have a few hours, come

[2:15:52] out and join us. I know I've signed up for the first time just to make sure

[2:15:55] that we are um able to accurately count all of our unhoused. Speaking of

[2:16:01] additional future opportunities and events, next Thursday, January 29th from

[2:16:06] 6:00 to 8:00 PM, we'll be holding our next town hall and first one of the year

[2:16:12] where we will be informing neighbors about the steps they need to take with

[2:16:15] the city before they start adding cassitas or additions or RV garages.

[2:16:21] We'll also be hearing from the Southern Nevada Water Authority who will provide

[2:16:25] an outlook on water as it relates to growth and development.

[2:16:29] On February the 11th, we'll be hosting our quarterly small business breakfast

[2:16:33] from 8:30 to 10:00 a.m. at the Centennial Hills Active Adult Center.

[2:16:38] We've got guest speakers and networking on the schedule, as well as a free

[2:16:41] delicious breakfast. If you're a small business owner or an aspiring

[2:17:33] » Good afternoon. Or is it still morning? Oh, good morning. Great. Good morning. I

[2:17:37] am really I I get so inspired by all y'all and I'm really excited to tell you

[2:17:42] that I had a terrific where I'm reaching out to our homeowners associations and

[2:17:46] our constituents and here I am um at the beginning greeting uh we had about 40

[2:17:53] folks who showed up for the queen at Queensidge for their homeowner

[2:17:56] association. We had a lot of open dialogue. It was a terrific meeting and

[2:18:01] that's not just my personal only opinion. Got a lot of really great

[2:18:05] feedback. We talked about the preserve. We talked about some of the other

[2:18:10] development. Um, and we're working with the Queens Ridge Homeowners Association

[2:18:16] during the development of the preserve to make sure that the homeowners

[2:18:20] association is communicating with its residents on construction timing or what

[2:18:25] have you. We talked about you um how how sound travels so easily in our desert

[2:18:31] and um when they're going to start grading in in May. And that's the that's

[2:18:38] going to be the the beginning of the construction disruption. And what we all

[2:18:42] want is both sides everybody wants to be done as quickly as possible and

[2:18:48] explained what the city's role is at this point. Had a had had a meeting with

[2:18:52] uh LAR beforehand. So, I'm very excited about the uh what I hope is to be a

[2:18:58] partnership moving forward, an ability for the city to uh make sure that

[2:19:04] development is as as beautiful and terrific as it was agreed to be. So, uh

[2:19:12] I also am meeting with the Picoli Ranch Home Association this evening and those

[2:19:17] will continue on. Um I like to support other wards as well and um so I I too

[2:19:24] was at the night we met what it and it'll be the next slide which was

[2:19:27] terrific that unveiling I really enjoyed hearing uh from the artist. It was so

[2:19:33] wonderful that it was a local artist. Uh this was my um first event that I've

[2:19:39] attended with public art and you yet another thing that makes me so proud to

[2:19:44] work here and uh this to hear her inspiration

[2:19:50] and I love this piece of art. It it it feels good. It looks good. And boy is it

[2:19:58] I I think the term is instaorthy. I'm not really quite sure. I'm because I

[2:20:03] have to ask you know where I am on that how unworthy I am. But I hope that uh

[2:20:08] our visitors and our constituents uh take some time to go look at that piece

[2:20:12] of art that's here at Civic Center. I also wanted to share that I had the

[2:20:17] chance as many of us did to be uh with uh help celebrate the Las Vegas

[2:20:23] Metropolitan Police Department Tacos and Takeoff and learn more about their drone

[2:20:28] program. got to vi visit there with Captain Fennis who's the um captain of

[2:20:33] the Summerland Area Command. Captain Fennis once a month comes to the

[2:20:37] breakfast buzz to answer questions from the constituents and attendees and I'm

[2:20:43] so appreciative of that because that's really add you know an extra um uh thing

[2:20:51] that he does but it is so Nevada it is so it is so Las Vegas we are so

[2:20:57] uh uh accessible and I continue to be impressed by all of your efforts um to

[2:21:02] do so and all of our staff efforts and of course got to help celebrate Vince at

[2:21:08] the end of of his time with us. And then we're going out into the community and

[2:21:14] we're going to be having mobile office hours on the next slide tomorrow from 9

[2:21:19] to 11. And we've been promoting it through at the Veterans Community since

[2:21:24] the Veterans Memorial Community Center. First time I'm doing it. I think it's

[2:21:28] the first time it's been done there. Yeah, I'm hoping that that helps us be

[2:21:34] uh accessible. And then we're going to be doing and uh we're do going to be uh

[2:21:38] doing others at different times of day and different times uh during the week

[2:21:42] as we try to be uh as reachable for people with different schedules etc. So

[2:21:47] very excited about that. And then um upcoming events and more too. I just

[2:21:52] mentioned the breakfast bow as we took a break in December.

[2:21:56] I'm also thrilled to announce that the well I'm not announcing it. It's been

[2:22:01] announced but I will be on Saturday at the 99 Ranch Market grand opening which

[2:22:07] is in Bokeh Park. Uh it's that large space that was vacated many years ago by

[2:22:13] Vans and what we all have had vacancies in our communities and they're very

[2:22:20] tough and we know that in those larger uh what could be called strip malls. I'm

[2:22:25] sure there's a more eloquent way to describe them, but the the main tenant

[2:22:30] is often uh the one that helps drive the traffic. And while Target is there, uh

[2:22:37] it's that Bokeh Bokeh Park is a very big space and I'm really excited. I'll be

[2:22:43] helping them um to welcome them and celebrate with their grand opening on

[2:22:48] Saturday. So, very excited about that. And as always in the next slide, um I

[2:22:55] still have a home phone. I'm proud to say it and I [clears throat] like to use

[2:22:58] my home phone. And so in the is the way I love how uh Councilwoman Alan Pinsky

[2:23:06] says if you're old-fashioned like I am and like to use a a phone then just call

[2:23:11] us because we answer. I have staff that forwards office phones to their cell.

[2:23:23] a personal email that I look at very often. And so even if you want to

[2:23:44] I hope that there are 30 people, David Wgleman, who throw their name in and uh

[2:23:51] uh which may keep me here till November, which would thrill me. So, thank you
