On your desk in front of you is another

printout with uh some alterations of the
[3:19]
logo with feedback. We had a lot of good
[3:22]
feedback. A lot of it was very positive.
[3:24]
Some of it was negative. you know,
[3:26]
everybody has an opinion and that's
[3:27]
great. We wanted the community
[3:29]
involvement and your involvement. So,
[3:32]
that's uh uh it's a good thing in the
[3:34]
long run. It's a good thing. So, the the
[3:36]
biggest question that anybody had was
[3:39]
with the the Lincoln figure itself. Um
[3:43]
they a lot of people just thought it
[3:45]
maybe shouldn't be quite so quote
[3:46]
unquote cartoonish uh and be more
[3:50]
realistic, I guess, for lack of a better
[3:52]
term. So, we created new artwork uh and
[3:56]
uh created this new style of a logo.
[3:58]
There's slight variations and then of
[4:00]
course you asked for some color options,
[4:01]
so we we gave you those as well. This is
[4:04]
a little bit more of a
[4:07]
uh it's not generic by any means, but
[4:09]
it's a little more
[4:11]
standard for a logo for the office. Uh
[4:14]
it does. The difficult part here is if
[4:18]
you
[4:20]
with Lincoln, you don't want to exclude
[4:22]
him because the town is named after
[4:24]
Lincoln and it's it's Lincoln. So
[4:26]
somehow he probably needs to be in there
[4:28]
one way or the other. And um then of
[4:30]
course Route 66 since that's going to be
[4:32]
your primary draw for tourism. Uh so
[4:35]
including those two in the logo and
[4:37]
making it work is always a difficult
[4:40]
task. So that's where we started with
[4:41]
the first version of it where it was
[4:44]
around the 66 shield and then we popped
[4:47]
Lincoln kind of on the on the front of
[4:49]
it there from other marketing materials
[4:51]
that we're working on. So here we we
[4:53]
came back and uh you know made it made
[4:57]
him less prominent. It's a little more
[4:59]
realistic as far as a uh a drawing goes.

And then of course you can see the
[5:03]
different kind of color options and so
[5:05]
forth there. So any questions?

a questionnaire out there on my alderman

page and I actually did a survey monkey.

I I would really like for us to start
[13:55]
looking into
[13:58]
more scarification
[14:00]
and much less down to nearly zero if we
[14:04]
can of the oil and chip. This was by far
[14:07]
the suggestion from the citizens. Um, I
[14:11]
clarified several times during that post
[14:13]
that this would mean that less streets
[14:16]
would be repaired annually, but they
[14:19]
would be repaired better. Um, I had
[14:23]
people reach out to me and explain the
[14:26]
difference between scarification and oil
[14:29]
and chip. uh explaining to them that if it was anything like Campus View
[14:35]
Drive was, they they go in and they
[14:37]
actually grind up the old oil and chip
[14:40]
base, regrade it, make it smooth with a
[14:44]
crown in it, and then seal it on top of
[14:48]
that. The big difference is we're not
[14:52]
putting lipstick on a pig. The the
[14:54]
potholes are fixed, the divots are
[14:57]
fixed, the ruts are fixed because they
[15:00]
grind it all up, relevel it, work it
[15:02]
down, pack it down, several layers of of
[15:06]
oil and rock is put on top of it. And
[15:09]
it's a far superior product than just
[15:13]
going through and running the street
[15:15]
sweeper down the road, making a couple
[15:18]
minor changes, and then putting the same
[15:21]
coating over the same crappy road. So,
[15:24]
I'm I'm hoping we can start working on
[15:28]
that. It seems to be that's what the
[15:30]
citizens want instead of spending money
[15:34]
just to cover the same old street. So
[15:37]
everybody understands it's going to take
[15:39]
much longer to get the streets done, but
[15:43]
um the feedback was also it was
[15:46]
ridiculous that we ground up out by
[15:48]
Walmart on a street that was probably
[15:50]
one of the better streets in town to put
[15:52]
down another layer of asphalt. Um
[15:57]
and people reached out to me that live
[15:59]
on Elm Street that got brand new
[16:02]
asphalt. There's hardly any homes out
[16:04]
there and they know for a fact that
[16:05]
their road will be nice for decades to
[16:08]
come. So, it was just a matter of
[16:11]
quality verse quantity. And I think we
[16:14]
can either form a committee or something
[16:16]
and start the process of trying to look
[16:18]
at a different way to repair our streets
[16:20]
so that they are nicer streets when we
[16:23]
get done and they will last longer.

roads, there's there's A1 and A2. A1 is
[16:36]
the oil and chip. A2 is where they
[16:38]
scarify the road. The reason the A1's
[16:41]
are A1's is because they're not in that
[16:44]
bad a shape. We can spray patch them,
[16:46]
take the bumps out the best we can, and
[16:49]
then resurface it and not have to spend
[16:51]
the extra extra money to scarify those
[16:53]
streets and get it sealed up.

uh some cost comparisons that that I
[16:59]
have um
[17:02]
for a millon overlay, which is basically
[17:04]
what we're doing on these the streets
[17:06]
now that's going with the work that's
[17:07]
going on is that it's about uh $76 per linear foot. So I just based it on
[17:17]
350 ft. So if you do 350 ft of streets,
[17:21]
it's $26,000
[17:23]
for that. And that's not including
[17:25]
additional fees or additional costs for
[17:28]
sidewalks, utility adjustments, and
[17:30]
things like that. A2 is about $12,600
[17:35]
for that same 350 ft. And the A1 is
[17:39]
$5,600.
[17:41]
Um, and again, the A2s, the the
[17:43]
scarification streets are that way
[17:45]
because they're they need to be ground
[17:47]
up. They're in bad enough shape that we
[17:49]
can't patch and and seal over the top of
[17:51]
it. And that's why they're that way. and
[17:53]
then you can get the life out of those
[17:55]
streets with a a decent driving surface.
[17:58]
So, um, as far as the streets that got
[18:02]
milled up out by Walmart, if anybody
[18:05]
needs or has questions about that,
[18:07]
please have them contact me because I
[18:09]
can explain exactly why we did it.

members have questions why they were
[18:16]
done or if they're citizens, please
[18:18]
direct them to me and I'll talk to them

Scarification is half the price of of
[18:51]
mill and overlay. I never once said I
[18:53]
wanted every street in town milled and
[18:55]
overlaid. I wanted a better process than
[18:58]
tar and chip. So if we can do
[19:02]
scarification on most of these streets
[19:04]
that were taring and chipping then they
[19:06]
would last a lot longer. It would make
[19:07]
the citizens happy because the all the
[19:10]
lumps are taken out of the the road is
[19:13]
made true again. The drainage is
[19:15]
correct. Anybody that drove through
[19:17]
Lincoln this weekend knows that we have
[19:19]
serious drainage problems in this town.
[19:21]
Um, not only is the the drains plugged
[19:25]
with debris, but they the water just
[19:28]
doesn't flow. Third Friday was a perfect
[19:31]
example. Um, once we let the water out
[19:33]
of the pools, the water flowed in a
[19:36]
different direction than toward the
[19:37]
drain and made a lot of people mad. But
[19:39]
I I'm just asking that we look at
[19:42]
scarification
[19:44]
over tar and chip and try to do more
[19:46]
scarified streets
[19:49]
than just tar and chipping.

per foot, linear foot. To explain the

scarification process a little better,

they till the road up and like Mr.
[20:37]
Baitman said they regrade it. They roll
[20:39]
it, pack it, get it lined up. They put a
[20:42]
coat of primer on it. Then they put a
[20:45]
coat of oil and chip with a larger
[20:48]
aggregate. And then they put a surface
[20:50]
aggregate oil and chip with a smaller a
[20:52]
smaller aggregate. That's that process.
[20:56]
A1 is just basically the oil and then
[20:58]
the one layer of rock chip.

So that just gives you a better idea of
[21:04]
what those processes are.

What was the cost on that one?

Okay. So, I'm going to share my feedback
[21:25]
on this because I've done this research
[21:28]
before a couple years ago. As a matter
[21:29]
of fact, just to be clear,
[21:33]
I don't disagree with Mr. debatement
[21:35]
that we need to have nice roads, but I
[21:39]
think we need to understand exactly how
[21:41]
far our limited budget goes for roads.
[21:46]
Couple years ago, um, with a million
[21:48]
dollar budget,
[21:50]
I think we were able to do what, wal
[21:52]
about three miles of road.
[21:54]

>> And we have 190 miles of road in town.

then we have to find more money.

Otherwise, what's going to happen is a
[22:39]
road that a process that was going to
[22:41]
take 30 years to touch every road in
[22:44]
town will now take 40 to 50 years. Some
[22:47]
of us will be gone by the time our roads
[22:49]
are addressed. And so, um, there are
[22:53]
ways to go around this. I think Mr.
[22:54]
Baitman's suggestion is great. Let's put
[22:56]
a group together, do some analysis on
[22:59]
it, and see where we come up with. But
[23:01]
at the end of the day,
[23:03]
um, higher quality means less roads.
[23:06]
takes more time. People will
[23:08]
get frustrated. Um, I actually just saw
[23:11]
a comment online today from an
[23:14]
individual that was extremely excited
[23:15]
that their road was getting asphalted.
[23:18]
Well, there will be fewer and fewer
[23:19]
excited people if we if we go down that

position than we were a month ago with

the general fund, which we like to see,

and that that is uh improved

substantially. Keep in mind though that does include a one-time payment
[25:44]
which is described on the second page of
[25:47]
the report which is the with the state
[25:50]
uh receipts and reimbursements and
[25:53]
grants. You see there's uh a police
[25:55]
department hiring retention grant that
[25:57]
the chief spoke about uh some time back
[26:00]
a couple of meetings back and we did
[26:02]
receive that and that's $152,1
[26:06]
175 all of which would be paid out in uh
[26:09]
in the form of grants for uh uh
[26:12]
retaining police officers. So, but
[26:14]
overall even aside from that, we are in
[26:17]
a better position than we were uh a
[26:19]
month ago, although not not quite as
[26:21]
good as we were last year at this time.
[26:23]
So, we need to to try to build up the
[26:26]
balance in that fund.
[26:29]
Won't go into great detail on it. I
[26:31]
think it speaks for itself. There's uh
[26:33]
you see the pension funds there, too. I
[26:35]
have you have noticed with the
[26:37]
improvements in the uh in the stock
[26:39]
market in the last couple of months, we
[26:41]
we're starting to see that reflected
[26:43]
here. I don't yet have the consolidated
[26:46]
fireman's pension fund yet. Uh the final
[26:50]
report which we get from that fund uh
[26:53]
should have it very soon because it be
[26:55]
for the month ending in June. Do have it
[26:57]
for the police pension fund and you can
[26:59]
see there that that improved
[27:01]
considerably over what it was a year
[27:04]
ago.

uh at the end of June.
[27:08]
The attachments that you see there, we
[27:10]
you know, you're used to seeing how
[27:12]
these go up and down. We have seen the
[27:15]
reason that you see a greater balance in
[27:17]
the general fund is year to date
[27:20]
calendar year to date uh as these
[27:22]
reports are set up. We we have seen
[27:24]
increases in the state income tax. The
[27:27]
month that just ended, it was a little
[27:28]
down a little bit from what it was a
[27:30]
year ago, but it was up considerably in
[27:33]
April, which more than offset that. And
[27:36]
I think that's a lot of that has to do
[27:38]
with when people file their tax returns
[27:40]
and thus when they pay their taxes.
[27:42]
Municipal sales tax, use tax, just about
[27:46]
uh monthtomonth, March liability month
[27:50]
with last year's month of liability, the
[27:52]
same. were up a little bit year to date
[27:55]
by about $39,757.
[27:59]
And similar things with the non-home
[28:01]
rule sales tax. Uh we did have
[28:04]
considerable increase in it last month.
[28:06]
Year to date, we're up $28,140
[28:10]
for those three months. And motor fuel
[28:13]
tax, you know, it just went up again. Uh
[28:15]
we're not seeing a great increase in the
[28:19]
proceeds from it. I've said this before
[28:22]
here. Uh, you know, President Reagan
[28:25]
said if you want more of something, tax
[28:26]
it less. Well, state did not get the
[28:29]
memo, I guess. And so that they that
[28:33]
keeps going up every year, which I think
[28:35]
it's probably excessive.

We are up year to date about $10,810
[28:41]
there. And then finally, you see the uh
[28:44]
video gaming tax. Slight increase there
[28:46]
year to date. Uh $2,46
[28:49]
over where we were a year ago. There any
[28:52]

but we we just don't have the street

space to put them. Um, churches and and

other things. and I will bring forth a

try to do the best I can to bring forth

a um map showing where everything is
[35:19]
going because there's a lot of
[35:20]
suggestions
[35:22]
that are being tossed out there on on
[35:25]
things we could do differently. But
[35:28]
logistically,
[35:30]
I don't know how we could change it. Uh
[35:32]
those of you that are on the third
[35:34]
Friday committee understand part of that
[35:35]
with the electrical requirements and
[35:38]
such. Um we have people that need
[35:41]
certain kinds of electricity and people
[35:43]
that need water and and stuff, but um
[35:47]
the art fair is actually um grown ex
[35:52]
quite a bit this year um to the point
[35:55]
where they have used up all the space
[35:57]
that was uh given them and they have
[36:01]
asked um that they would like to not
[36:04]
shut off registrations.
[36:07]
if we can get a little extra street
[36:09]
space, they would like to still add
[36:10]
other art vendors. Um, and there's just
[36:14]
a couple other things that that
[36:17]
according to our committee uh would be very beneficial to the crowds
[36:22]
that's that's going to come down. And uh
[36:25]
I just want to explain again that this
[36:27]
is different from back in the past. Um
[36:31]
each group has their own committee and
[36:34]
we talk constantly and then once a month
[36:37]
representatives from each group meet and
[36:41]
discuss it as a festival as a whole. Um
[36:46]
even Chief Meister has attended one of
[36:48]
those meetings so we can try to work on
[36:50]
traffic and tr crowd control and stuff
[36:53]
to make sure everything goes smoothly.

So, I I hope uh you guys are open to our

make it as detailed as I possibly can

because we're coming up on 30 days and
