[30:47] Two foundational and three core

[30:49] priorities were identified which

[30:50] will be discussed further in

[30:50] this presentation.

[30:55] Finally, the third activity was

[30:55] a city manager executive team

[30:58] session to discuss the

[31:00] integration of the mayor and

[31:01] council priorities into

[31:02] department work programs and

[31:03] other aspects of implementation.

[31:09] So during the individual

[31:10] meetings with the mayor and

[31:13] council, they solicited thoughts

[31:14] and feedbacks about priority

[31:14] settings.

[31:17] Mayor provided the following

[31:22] which include the need to

[31:23] underline priorities,

[31:23] recognizing limited staff

[31:28] capacity, having an authentic

[31:29] conversation about priorities

[31:31] and goals, the importance of

[31:33] consensusbuilding, noting that

[31:35] existing plans and goals overlap

[31:36] and being clear about top

[31:36] priorities.

[31:40] Baker tilly asked the mayor and

[31:42] council to choose three words

[31:43] illustrate the vision for the

[31:43] city as a whole.

[31:47] Some words include clean, safe,

[31:50] thriving, livable, resilient,

[31:51] and inclusive.

[31:53] The mayor and council

[31:55] acknowledge their compliments by

[31:57] the city team which include

[31:59] covid response, work on

[32:03] infrastructure, environmental

[32:03] sustainability and climate

[32:06] efforts, financial management,

[32:09] enhanced department

[32:10] coordination, promoting equity

[32:13] and regional justice, affordable

[32:14] and market rate housing, and

[32:16] local human rights efforts.

[32:16] Three additional compliments

[32:18] were added by council mentors

[32:19] during the session which include

[32:19] the city'

[32:24] s efforts to go green,

[32:25] policy changes to zoning and

[32:27] land use currently in progress,

[32:29] and the many infrastructure

[32:31] improvements made possible by

[32:31] measure a.

[32:33] There are key challenges that we

[32:34] continue to work through and

[32:36] find solutions for which include

[32:37] homelessness, infrastructure

[32:41] needs, public safety, economy,

[32:43] economic development, affordable

[32:46] housing, reduce revenues and the

[32:47] impact on service levels.

[32:52] From the interviews with the

[32:52] mayor and city council, 10

[32:56] priorities which include

[32:59] homelessness, fiscal

[33:00] sustainability, economic

[33:03] development, neighborhood

[33:03] livability, parks and

[33:06] recreation, infrastructure,

[33:07] public safety, and staffing.

[33:13] The visits -- facilitators lead

[33:14] and exercise.

[33:16] The city manager emphasized that

[33:17] work is and will continue in all

[33:21] 10 areas.

[33:22] A small set of top priorities

[33:22] for city staff to fully

[33:23] understand what'

[33:25] s important

[33:27] above all others as assignments

[33:28] are given and resources are

[33:29] allocated.

[33:30] The mayor and city council

[33:33] agreed that two of the

[33:34] categories, fiscal

[33:36] sustainability and staffing, are

[33:37] foundational to all that the

[33:38] city does.

[33:41] The mayor and council agreed to

[33:43] combine homelessness and housing

[33:43] due to their interrelated

[33:43] nature.

[33:46] Each mayor and council member

[33:46] was given three stickers and

[33:48] asked to place their dots in the

[33:51] top priorities.

[33:51] They are as follows.

[33:56] Homelessness and housing

[33:57] including mental health and

[33:57] substance abuse treatment

[34:00] services, increase of affordable

[34:03] housing, building more housing

[34:04] of all types, apply inclusionary

[34:07] housing incentives, identify

[34:08] funding sources for affordable

[34:08] housing production.

[34:13] Economic development, expand

[34:14] business opportunity, attraction

[34:16] and retention, plan for

[34:19] waterfront development, increase

[34:20] cruise ships, revitalize

[34:21] commercial centers, business

[34:22] friendly and streamlined

[34:26] permitting, increase large-scale

[34:26] events, promote business

[34:29] clusters, development

[34:29] opportunity for the elephant

[34:30] lot.

[34:35] Public safety.

[34:39] Concerns about rising crime.

[34:41] Staffing, concerns about

[34:44] recruitment, and acknowledgment

[34:45] of staffing capacity.

[34:47] Fiscal sustainability.

[34:50] New revenue streams, lots of

[34:53] reducing follow -- fossil fuel

[34:54] reserves, managing potential

[34:58] deficits and impacts on

[34:58] services.

[34:59] Expectation of higher level

[34:59] services.

[35:05] Facilittors explained that

[35:07] norms are agreed-upon standards

[35:08] of behavior and practices that

[35:09] many city councils have adopted.

[35:12] Many city councils have adopted

[35:14] a set of norms.

[35:15] having exquisite norms can help

[35:16] the current council as well as

[35:17] expectation for future councils.

[35:23] The result of this discussion

[35:25] was a consensus on a set of

[35:25] norms.

[35:26] During the discussion, the mayor

[35:28] and council agreed to modify a

[35:29] couple of these to be more

[35:31] specific to long beach.

[35:33] After the discussion, the city

[35:35] at agreed by consensus to a set

[35:36] of norms which have been

[35:38] provided for all of you at the

[35:39] dais.

[35:43] The order of the norms reflects

[35:43] the facilitators understanding

[35:44] of preferences expressed by

[35:45] members of the mayor and city

[35:46] council during the discussion.

[35:49] Tonight, we welcome additional

[35:50] feedback or adoption of these

[35:50] norms.

[35:55] They include good intent, work

[35:56] together as a body modeling

[36:00] teamwork, respect, civility,

[36:02] respect the rules of the mayor,

[36:03] city council, city manager, and

[38:18] council approved the creation of

[38:19] a housing trust fund in OCTOBER

[38:23] of 2005 with the goals of

[38:23] surfing the housing needs of the

[38:23] city'

[38:26] s extreme lilo and above

[38:27] moderate out -- income

[38:28] households through housing

[38:30] assistance and homeownership

[38:30] opportunities.

[38:33] To qualify for matching funds

[38:35] from the state, the city must

[38:35] modify the goal populations of

[38:36] the housing trust on.

[38:41] Acd'

[38:42] s local housing trust fund

[38:44] program provides matching funds

[38:46] to local and regional housing

[38:47] trust funds dedicated to the

[38:49] creation, rehabilitation, or

[38:50] preservation of affordable

[38:53] housing, transitional housing,

[38:53] and emergency shelters.

[39:02] Eligible program funds include

[39:03] construction loans, permanent

[39:04] financing loans to pay for costs

[39:07] associated with developing a

[39:08] rehabilitation of affordable

[39:11] rental housing projects.

[39:16] Affordable home buyer or

[39:18] homeowner projects including

[39:20] assistance to income eligible

[39:22] households to purchase for cell

[39:22] units.

[39:26] The construction of accessory

[39:27] dwelling units are junior a b

[39:27] use.

[39:32] s housing trust fund

[39:35] guidelines state that not less

[39:36] than 50% of the funds in the

[39:39] housing trust fund account shall

[39:39] be expanded to provide housing

[39:41] assistance and homeownership

[39:43] opportunities for above moderate

[39:47] income housing those at

[39:47] affordable costs.

[39:49] And not less than 50% shall be

[39:51] expanded to provide housing

[39:52] assistance and homeownership

[39:53] opportunities to extremely low

[39:58] income households at affordable

[39:58] housing costs.

[39:59] To comply with the local housing

[40:00] trust fund program and qualify

[40:04] for matching funds, the city

[40:04] must amend the guidelines for

[40:07] populations served so at least

[40:09] 30% of the program funds shall

[40:10] be expended on existence to low

[40:13] income households, no more than

[40:15] 20% of the program funds shall

[40:19] be expended on assistance to

[40:19] moderate income households.

[40:22] The remaining program funds

[40:23] shall be expended on assistance

[40:23] to lower income households.

[40:28] That brings us to our

[40:29] recommendation to direct the

[40:29] city attorney to prepare an

[40:31] ordinance amending the

[40:32] provisions of the housing trust

[40:33] fund to comply with the

[40:36] regulations of acds local

[40:37] housing trust fund program.

[42:27] this restructuring and then

[42:27] depositing those funds so we can

[42:28] request matching from the state.

[42:31] We are also looking at what are

[42:35] called p hla funds, funds we

[42:38] receive from the state.

[42:39] If we deposit them, we can

[42:41] achieve additional matching

[42:42] funds from the housing trust

[42:44] fund that the state uprights.

[42:47] We are trying to be strategic

[42:47] and make every dollar go as far

[42:48] as it can.

[42:56] in the past, we will be using it

[42:56] more vigorously in the future.

[45:11] So the enterprise land

[45:11] management system is the city'

[45:12] s

[45:14] backbone for its permitting and

[45:17] licensing functions, including

[45:17] inspections.

[45:19] It'

[45:23] s large, complex, has about

[45:23] -- several subsystems.

[45:23] It'

[45:26] s used by eight departments

[45:27] for many different functions and

[45:29] has approximately 500 internal

[45:29] users.

[45:34] Given its multi-departmental use

[45:34] and its large scale, it'

[45:34] s known

[45:35] as an enterprise system.

[45:41] The current system was installed

[45:41] in 2007.

[45:44] Since then, many operations and

[45:44] needs have changed.

[45:47] So the current system is not

[45:51] meeting either customer needs or

[45:52] expectations for our city

[45:53] analytical or process needs.

[45:57] For example, the current elm is

[45:59] not configured to allow general

[46:00] online permitting and upcoming

[46:03] state lottery requirements.

[46:06] The city cannot require --

[46:06] retrieve adequate data for

[46:08] policymaking or management

[46:08] decisions.

[46:14] Elm also lacks adequate

[46:15] integration across functions and

[46:18] departments, creating and

[46:19] lowering effectiveness.

[46:28] So given the current situation,

[46:28] it'

[46:28] s a priority project.

[46:32] It will either overhaul or

[46:35] replace the current system.

[46:35] The new system will improve

[46:38] capabilities and responsiveness

[46:41] to customers, reduce the need

[46:43] for customers to visit city hall

[46:45] licensing needs, simplify

[46:47] processing, making it as easy as

[46:49] possible to get a license or

[46:52] permit, and provide better data

[46:54] and be more efficient for staff.

[47:02] So elm is known as an enterprise

[47:05] resource planning system because

[47:10] of its size and citywide impact

[47:11] as I mentioned.

[47:11] To ensure sufficient time and

[47:15] resources for a successful elm,

[47:17] it has been necessary to pause

[47:18] phase two of lb coast.

[47:23] This is our other very large erp

[47:25] project that focuses on payroll,

[47:26] budget, and hr systems.

[47:30] Phase one, the financial system,

[47:31] has been implemented.

[47:39] Phase two of lb coast has paused

[47:39] because it'

[47:39] s unlikely that long

[47:42] beach or most organizations

[47:44] could simultaneously implement

[47:48] two concurrent erp projects with

[47:50] available resources.

[47:50] Phase two is not expected to

[47:54] start until a bit -- lb builds

[47:57] yemen -- vmm is implemented.

[48:04] Lb builds is a big project,

[48:07] beyond city staff resources and

[48:07] expertise.

[48:09] Expert assistance from

[48:11] consultants is needed but will

[48:11] be temporary.

[48:14] Throughout the process, city

[48:16] staff will be decision-makers

[48:19] and critical to the design and

[48:19] of limitation.

[48:23] Key to the project success is

[48:25] adequately staffing the project

[48:28] with the best city staff and a

[48:28] good city decision-making

[48:28] process.

[48:32] To help city staff navigate this

[48:35] project, four scopes of work

[48:39] were released for consultant

[48:39] services.

[48:47] Scopes wants to position the

[48:47] city for success.

[48:48] They will provide an assessment

[48:48] of the city'

[48:50] s readiness for the

[48:53] project and identify preliminary

[48:54] resource needs.

[48:56] It will help the city defined

[48:57] what it needs from an upgraded

[48:59] or completely new in system.

[49:02] And ensure the city knows what

[49:04] to expect from the products

[49:05] available in the marketplace.

[49:11] During scope too, needs will be

[49:14] incorporated for the software

[49:14] and system integrator.

[49:20] The consultant will assist with

[49:24] the selection process during the

[49:25] procurement following the city'

[49:25] s

[49:25] processes.

[49:33] Scope three covers general

[49:35] project management and begins

[49:36] with implementation of the

[49:39] solution, after we select the

[49:39] software and the system

[49:40] integrator.

[49:47] The quality assurance provider

[49:47] identifies issues with the

[49:51] vendors or city that MAY impact

[49:53] the project success and makes

[49:54] working recommendations to

[49:54] resolve those issues.

[50:01] So, we had good response to the

[50:01] proposal.

[50:06] Eight vendors responded to the

[50:11] rp with 14 proposals.

[50:12] Vendors could propose on scopes

[50:16] one and two combined, scope

[50:18] three, scope for, but not both

[50:20] three and four.

[50:21] Evaluation committee process

[50:26] included community development,

[50:26] financial management and

[50:28] technology and innovation, the

[50:29] key departments involved with

[50:30] elm.

[50:33] The finalists are gardner

[50:35] consulting for scopes one and

[50:39] two and four, and very done for

[50:43] scope -- be

[50:50] arry dunne for

[50:50] three.

[50:51] It identifies a 2.5 year to

[50:55] three-your project with likely

[50:56] quickest time possible and needs

[51:03] to be reevaluated after software

[51:03] and system integration and

[51:04] depends heavily on city

[51:05] resources and other factors

[51:08] including staff vacancies and

[51:08] other city priorities.

[51:15] This slide shows the potential

[51:18] cost of the proposed awards.

[51:21] Scope one and two combined and

[51:22] scope three and scope forward.

[51:24] The base costs of all combined

[51:28] is approximately $3.5 million.

[51:33] Scope three includes $352,000

[51:34] for optional organizational

[51:38] change management known as oh cm

[51:45] and these are at -- ocm and

[51:46] are under city discretion.

[51:48] They are more likely to

[51:48] encounter issues anticipated at

[51:51] the outset, as such we are

[51:52] requesting contingencies for

[52:00] each totaling $660,000 and $600,

[52:00] a little less than 20% of the

[52:03] base cost.

[52:05] If the implementation timeframe

[52:07] is significantly longer than the

[52:09] aggressive timeframe proposed

[52:11] costs for scopes three and scope

[52:11] for MAY be exceeded.

[52:19] -- scope three in scope four MAY

[52:19] be exceeded.

[52:20] There will be a one time that

[52:22] includes software system

[52:25] integrator and soft and hard

[52:26] costs for city staffing.

[52:28] Total cost for the project are

[52:32] currently unknown, whether net

[52:35] operating cost will be higher

[52:37] are lower is also unknown, and

[52:38] all this depends on the selected

[52:39] solution.

[52:41] Much of the cost but not all

[52:44] will be funded by the

[52:45] development services fund.

[52:55] To summarize, lb builds elm will

[52:59] replace a system and greatly

[53:00] improve online access and other

[53:03] customer experiences with city

[53:03] permitting and licensing.

[53:05] The project is anticipated to

[53:08] start DECEMBER 2023 and be

[53:13] operational in mid-2026.

[53:16] And again, the cost would

[53:17] largely be funded from the

[53:18] development services fund.

[53:23] So, staff recommends the city

[53:26] council adopts specifications rf

[53:33] tt!23-201 for enterprise land

[53:34] management consulting services

[53:35] and award a contract to gardner

[53:39] consulting for scopes one and

[53:41] two in contracts for scope four

[53:44] and the amounts of 1,020,001.6

[53:46] million dollars which includes

[53:46] contingencies.

[53:52] In addition, award scope 32

[53:57] barry dunne including

[53:59] contingency and $320,000 for

[54:05] optional oh cm -- ocm management

[54:06] services.

[54:08] Finally, the last recommendation

[54:10] is to increase appropriations in

[54:12] the development services fund by

[54:17] $890,000 from funds available

[54:17] for initial implementation of

[54:18] the project.

[56:12] as to businesses as well as

[56:13] requesting permits and

[56:13] licensing.

[56:18] Can you share an example of some

[56:19] things this new system will do

[56:20] versus what it can'

[56:22] t do at the

[56:24] moment to illustrate why we are

[56:27] spending so much money to invest

[56:27] in the new system?

[56:33] One of the things in that we are

[56:35] able to accept some minor

[56:38] permits on line not able to

[56:42] accept larger general bidding

[56:45] for permits.

[56:47] Recent state law changes our

[56:51] requiring that full-scale

[56:52] residential projects be

[56:55] submitted online, so that is one

[56:57] of the things that we are

[56:57] looking at being able to

[56:58] provide.

[57:03] Also, there is not a lot of good

[57:04] linkages between the departments

[57:08] and as many people know who come

[57:10] to do a project here, you need

[57:14] to talk to development services,

[57:17] public works, fire, health,

[57:18] depending on what your project

[57:20] is, and the whole process

[57:23] forward getting permits is not

[57:24] seamless within that system so

[57:30] we want to integrate that so

[57:30] everybody knows exactly where a

[57:33] project is by looking into the

[57:34] system and getting answers for

[57:35] our patrons as quickly as

[57:35] possible.

[57:39] >> it would also reduce the time

[57:40] it would take for people to get

[57:41] their permitting and license in

[57:43] order to build their projects a

[57:46] lot quicker and faster and

[57:50] reduce errors because everybody

[57:52] is looking at the same system

[57:52] from one department to the next.

[1:00:25] people who ride bikes to get

[1:00:27] from one side of our town to the

[1:00:32] next, which also includes making

[1:00:34] it safer to reduce traffic

[1:00:35] fatality, related fatalities and

[1:00:38] injuries as well, so I am really

[1:00:39] glad we are able to move this

[1:00:39] forward with the additional

[1:00:45] funding so that we can continue

[1:00:48] to meet our bike master plan and

[1:00:48] adding that done.

[1:02:10] work that will be done on this

[1:02:10] particular project.

[1:02:14] there will be dedicated lanes,

[1:02:16] but only actually dealing with

[1:02:18] the street conditions in some of

[1:02:22] these areas that MAY not be as

[1:02:22] smooth as others.

[1:02:30] understanding this is a 13.3

[1:02:33] million dollar project.

[1:02:34] We are looking at a protected

[1:02:39] bikeway, intersections, bus

[1:02:42] islands, safety enhancements,

[1:02:42] pavement resurfacing, and

[1:02:44] lighting as well, so pretty

[1:02:46] comprehensive up-and-down

[1:02:47] origin.

[1:02:50] Some -- orange.

[1:02:52] Some areas have had treatments

[1:02:53] and others do not so making sure

[1:02:54] we do all those together so it

[1:02:57] is seamless and goes all the way

[1:03:00] from ocean three signal hill up

[1:03:00] to the top of long beach.

[1:03:08] in the north part, north of

[1:03:08] those areas, up to I believe

[1:03:12] artesia or past, and we have

[1:03:24] through as much as possible so

[1:03:28] that our residents are not

[1:03:28] confused or feeling like you

[1:03:31] know we are changing up the

[1:08:13] over the weekend that we lost a

[1:08:14] beloved neighbor and pillar in

[1:08:17] our community, and that was MS.

[1:08:18] Carter.

[1:08:23] She was a remarkable person who

[1:08:24] accomplished so much throughout

[1:08:29] her 104 years in life.

[1:08:32] Her and her seven siblings were

[1:08:35] orphans but despite that

[1:08:38] hardship she began her career as

[1:08:40] a typist at the pentagon and

[1:08:42] world war ii and rose through

[1:08:43] the ranks and became a colonel

[1:08:45] in the army.

[1:08:48] She became a reserve long beach

[1:08:54] police officer at age 65 and she

[1:08:58] was actually on the same in the

[1:09:00] same graduating class as the

[1:09:01] sheriff now.

[1:09:04] She earned her bachelor'

[1:09:04] s degree

[1:09:08] in english and communications at

[1:09:09] the age of 78.

[1:09:12] And most recently she served as

[1:09:16] on the scenery -- senior

[1:09:17] advisory commission representing

[1:09:19] the eighth district but was also

[1:09:20] instrumental eight years ago in

[1:09:23] developing our senior activities

[1:09:27] center at the expo.

[1:09:28] And so much more.

[1:09:31] She was an amazing neighbor and

[1:09:35] matriarch in our community and

[1:09:37] city and she will be very very

[1:09:37] sorely missed.

[1:09:40] I would like to close with a

[1:09:44] quote that I believe embodies

[1:09:45] her life in spirit, and it is

[1:09:48] quote -- I don'

[1:09:48] t know where the

[1:09:51] quote is attributed to, but

[1:09:52] "life is not waiting for the

[1:09:54] storm to pass, it is about

[1:09:58] learning to dance in the rain,"

[1:10:00] and MISS Carter was certainly a

[1:10:03] positive influence on us all.

[1:10:05] Anyone who knew her in the city,

[1:10:06] and I think she should be more

[1:10:11] appropriately celebrated at a

[1:10:11] later time, but we certainly

[1:10:13] want to adjourn in her honor

[1:10:14] this evening.
