their pockets as well as the LAPD

and that's very concerning to me and

needs to be looked into. Um I don't

understand why we have a street named

after a cult leader in the first place.

Even if you just consider it a religion

and a church leader, we don't have other

streets in this country named after

uh barrage of permits that you guys keep

issuing. And I want to remind the

council that when they ask for these

permits, they are not fully disclosing
[56:11]
the activity of the event that they're
[56:13]
doing. They say they're doing an Easter
[56:15]
event, they're doing a Christmas event,
[56:17]
they're going to have toys and blah blah
[56:18]
blah. They do not disclose that every
[56:20]
single event they hold on their property
[56:22]
is a fundraising activity, which is a
[56:24]
violation of uh your uh section special
[56:29]
event application 41.20.1.

All of that is supposed to be fully
[56:34]
disclosed. There is no event that
[56:36]
Zientology puts on where they are not uh
[56:39]
demanding money from their adherence and
[56:42]
getting that money. It does not go
[56:43]
directly to benefit as the charter
[56:46]
states uh to those people there. It goes
[56:48]
into a slush fund overseas uh in the
[56:51]
Cayman Islands and on Cyprus where it is
[56:54]
not used for the benefit of anyone in
[56:57]
the community or any singular
[56:59]
scientologist other than David Mscapage.

going on with sidewalks and just the

fact that like um, my insurance company

is discussing replacing my brand new

chair because it has caster wheels and

they're already tired with how many

replacements they've had to do in the

past what six months that I've had this

chair. And so we need every dime
[1:00:28]
basically. That's not Yeah. We need our

water, we need our streets, we need we

need the infrastructure, and we

desperately need our sidewalks taken

to put that awareness that prior to um

there's they keep Yes, they keep it on

their compounds. They, you know, it's

all within their um permits and

everything, you know, but other there's

other agencies entities too that do
[1:01:15]
labor trafficking. um they make all the
[1:01:18]
money, they hire people way below the
[1:01:20]
wages, they're not treated well. And so
[1:01:23]
I I I just always want to put that out
[1:01:26]
there that this there is a lot of labor
[1:01:28]
abuse. Not everything is unionized and
[1:01:32]
um and that please keep an awareness of
[1:01:35]
that. I also want to talk about NC's and

a reminder that they are not given

enough time to fully be able to come to

public works as you know because of the

timing of things they don't get the same

amount of time that they get because it

wastewater and environmental engineering
[1:07:36]
services consultant list. This revision
[1:07:39]
increases the budget authority by
[1:07:41]
$200,000
[1:07:43]
from $882,36
[1:07:46]
to1 million82,36
[1:07:51]
including contingency for design
[1:07:53]
services and design support during
[1:07:54]
bidden award for the Alisio Creek Limek
[1:07:57]
Creek restoration project. Some
[1:08:00]
background on this project. Proposition
[1:08:02]
O author authorization and funding for
[1:08:05]
the project were approved in February
[1:08:07]
2014. The project is located in council
[1:08:11]
district 12 at the junction of Eliso and
[1:08:13]
Limekill Creeks in the Northridge
[1:08:16]
neighborhood within the Los Angeles
[1:08:18]
River watershed. The project aims to
[1:08:20]
improve water quality in Lisa Creek,
[1:08:23]
Limekill Creek, and the Los Angeles
[1:08:25]
River by constructing storm water best
[1:08:28]
management practices, BMPPS, to capture
[1:08:31]
and treat runoff before it enters the
[1:08:33]
waterways. Key proposed BMPs include
[1:08:36]
storm water diversion facilities, a pump
[1:08:39]
station and hydrodnamic separators,
[1:08:42]
screening and vegetated detention and
[1:08:44]
retention basins.
[1:08:46]
On July 12th, 2017, um the board
[1:08:50]
approved issuing a soul source to number
[1:08:53]
11 in the amount of $256,936
[1:08:59]
to continue design services bidden award
[1:09:01]
support and design support during
[1:09:03]
construction that had begun under
[1:09:05]
previous contract in February 2014. The
[1:09:09]
board approved the revision that
[1:09:10]
increased budget authority to $882,36
[1:09:17]
on February 23rd, 2022.
[1:09:21]
On April 21st, 2021, city council
[1:09:24]
authorized an increase to the Alisa
[1:09:27]
Creek Lumpin Creek project budget from
[1:09:30]
10 million 940,800
[1:09:34]
um $89 to 16,140,89
[1:09:39]
due to permitting fees of dated building
[1:09:42]
codes and construction cost escalation.
[1:09:46]
This task order is funded by Proposition
[1:09:49]
O clean water bond and measure W safe
[1:09:51]
clean water program. Regarding the
[1:09:54]
current status and phasing of this
[1:09:56]
project, the project is approximately
[1:09:58]
95% through design. A revised
[1:10:02]
construction estimate prepared in
[1:10:05]
September 2023 projected costs at $23.3
[1:10:09]
million, bringing the total project cost
[1:10:13]
to $29.3 million. Due to the budget
[1:10:17]
limitation, the project will now be
[1:10:19]
delivered in two phases as approved by
[1:10:21]
city council in February 2025.
[1:10:25]
Um and we have the council file number
[1:10:29]
13-1526-4
[1:10:32]
for that purpose. Phase one will include
[1:10:35]
two diversion structures, one pump
[1:10:38]
station, one hydrodnamic separator, two
[1:10:41]
bio retention basins and pathway
[1:10:43]
lighting estimated at $16.1 million.

Phase two will include one diversion
[1:10:50]
structure, one pump station, one
[1:10:52]
hydrodnamic separator, and three
[1:10:54]
additional bioret bio retention basins
[1:10:58]
estimated at $17.99
[1:11:02]
million.

Regarding the additional scope of work,
[1:11:07]
the purpose of this task order revision
[1:11:09]
is to increase the budget authority from
[1:11:12]
$882,36
[1:11:15]
to1,82,35.
[1:11:19]
The budget increases uh the budget this
[1:11:21]
budget increase is needed to separate
[1:11:23]
design packages into two phases which
[1:11:26]
has civil, structural, landscaping,
[1:11:28]
irrigation, and mechanical components.
[1:11:31]
Um, also we're going to have to make
[1:11:33]
design revisions that include reta
[1:11:36]
retaining curb walls, parking lot
[1:11:38]
restoration and LA fire department
[1:11:40]
access, tree protection zones, and a
[1:11:43]
second water meter, relocation of
[1:11:45]
transformer to LA DWP access,
[1:11:49]
supervisory control and data acquisition
[1:11:52]
system updates for remote operation from
[1:11:55]
Venice pump station.
[1:11:58]
provide permit support for Los Angeles
[1:12:00]
building and safety, fire department,
[1:12:02]
Bureau of Sanitation for low impact
[1:12:04]
development clearance, California Water
[1:12:07]
Board, LA County Flood Control and
[1:12:11]
Southern California Railroad Authority
[1:12:13]
and also develop an operations and
[1:12:15]
maintenance plan outlining
[1:12:17]
responsibilities between recreation and
[1:12:19]
park um and sanitation sanitation
[1:12:23]
regarding um the business inclusion
[1:12:26]
program. Tetrate Tech was not able to
[1:12:28]
meet city goals for women business
[1:12:31]
enterprise and small business enterprise
[1:12:33]
since Robert Group was unavailable to
[1:12:36]
and declined to participate in the
[1:12:38]
project outreach efforts. LA sanitation
[1:12:41]
public office will be used to conduct
[1:12:44]
public outreach activities in order to
[1:12:46]
minimize further delays to the project
[1:12:49]
schedule. Tetratech can identify a
[1:12:52]
suitable disadvantaged
[1:12:54]
veteran business enterprise consultant
[1:12:56]
to perform any of the remaining tasks
[1:12:59]
specific to the project. They will
[1:13:01]
continue to pursue
[1:13:03]
minority, women, small, emerging and
[1:13:07]
disadvantaged veteran business
[1:13:09]
enterprise participation opportunities
[1:13:11]
as part of future task order efforts.
[1:13:15]
Under the previous task order that ended
[1:13:17]
in 2017, the city established
[1:13:21]
minority business enterprise and women
[1:13:23]
business enterprise goals for
[1:13:25]
consultants. Tetrate techch achieved
[1:13:27]
their pledges for that prior task.
[1:13:32]
Uh regarding funding, the additional
[1:13:34]
funding required to increase the task
[1:13:37]
order is provided by measure W municipal
[1:13:39]
safe clean water fund. That concludes my

um was that building codes changed so
[1:14:52]
the design had to be upgraded to include
[1:14:55]
all of those building code changes. Um
[1:14:58]
and also it was 2021 so there was um
[1:15:02]
yeah there was a cost escalation that
[1:15:04]
was incorporated into um into uh that
[1:15:08]
increase. So these are the components of

Good morning, honorable Board of Public

Works. I'm Brian Ramirez with the
[1:16:01]
Streets LA uh urban forestry division
[1:16:04]
bringing before you a request for this
[1:16:06]
board to approve the removal of five
[1:16:08]
protected trees for the construction of
[1:16:11]
a new single family dwelling uh relative
[1:16:14]
to a city planning case. Um the trees
[1:16:17]
being proposed for removal are four
[1:16:19]
coastlive oak trees and one toyon shrub.
[1:16:23]
uh for the history of this project. The
[1:16:25]
uh the applicant is proposing to build a
[1:16:27]
new two-story
[1:16:29]
um single family dwelling. Uh the total
[1:16:33]
proposed res residential floor area is
[1:16:36]
uh 3,587
[1:16:38]
ft. Uh this uh project is uh being
[1:16:41]
proposed uh across two different lots or
[1:16:45]
two two separate lots um more accurately
[1:16:47]
saying it. and uh the the lot
[1:16:52]
um the vacant lots cumulative cumulative
[1:16:56]
cumulatively
[1:16:57]
uh measure 9,190
[1:17:00]
ft. Uh for this project, the property
[1:17:03]
owner acquired the services of a tree
[1:17:05]
expert who assessed the the property
[1:17:08]
relative to the impact to the trees and
[1:17:10]
a street LA arborist subsequently went
[1:17:12]
out and inspected the site, verified
[1:17:14]
that the pro uh the protected tree
[1:17:16]
report was accurate and um agreed that
[1:17:19]
the uh five trees would need to be
[1:17:22]
removed. The five trees are in poor to
[1:17:25]
good condition and they measure
[1:17:27]
approximately 10 to 26 in in diameter by
[1:17:31]
10 to 35 ft in height. The uh three of
[1:17:35]
these uh trees, the coastlive oaks are
[1:17:37]
being uh removed due to being directly
[1:17:40]
in the footprint of the home and an
[1:17:42]
additional oak and a toyon shrub are
[1:17:45]
being removed for the installation of a
[1:17:47]
retaining wall on towards the side of
[1:17:49]
the property. uh Streets LA does seek to
[1:17:52]
preserve uh mature healthy trees
[1:17:53]
whenever possible and for this project
[1:17:56]
um it it's notable that there was a
[1:17:59]
total of 20 trees uh of which five are
[1:18:02]
being removed which leaves 15 other
[1:18:04]
trees that are being preserved in place
[1:18:06]
throughout construction. Uh as part of
[1:18:09]
the condition, if this board approves
[1:18:11]
the removal of these trees and shrubs,
[1:18:13]
the applicant shall plant uh 16 24inch
[1:18:16]
box coastlive oak trees and four
[1:18:19]
15gallon uh toyon shrubs on the project
[1:18:24]
site. And these trees um survival of the
[1:18:27]
trees will be guaranteed by a a bond
[1:18:30]
posting of a bond um to ensure that they
[1:18:34]
they remain within the property as uh as
[1:18:37]
it pertains to the California
[1:18:38]
Environmental Quality Act. The
[1:18:40]
department of city planning actually
[1:18:42]
prepared and uh adopted the categorical
[1:18:45]
exemption for this project determining
[1:18:47]
that a uh section
[1:18:50]
uh section 15303 class 3 um uh SQA
[1:18:55]
exemption was appropriate. There was no
[1:18:58]
significant impact for this for this
[1:19:00]
project. As far as public notifications,
[1:19:02]
the the third council district was
[1:19:04]
informed of the removals of these trees
[1:19:07]
and the uh Streets LA uh also posted the
[1:19:12]
uh the website with the tree removal
[1:19:15]
details to to inform the uh the public.

cycle track gap closure project. Uh this

project will construct uh new protected
[1:20:31]
bike lanes uh along Chandler Boulevard
[1:20:33]
between Lyhorn Avenue and Vineland
[1:20:35]
Avenue which will complete um a bike
[1:20:38]
network closure uh of about 21 miles to
[1:20:42]
provide continuous uh bike route from
[1:20:44]
Chadzsworth to downtown Burbank. Uh the
[1:20:47]
scope of work will include uh new
[1:20:49]
transit platform, curb ramps, sidewalk,
[1:20:52]
curb and gutters, street pavement uh
[1:20:54]
reconstruction and overlay and traffic
[1:20:57]
signal striping uh enhancements and also
[1:21:00]
street lighting improvements. Um with
[1:21:03]
that I would like to transition to uh
[1:21:06]
our project manager who will give a bit
[1:21:07]
more about the project background and
[1:21:09]
the bidding process and the contract
[1:21:11]

Engineering. I am a project manager with
[1:21:22]
the Street Improvement Division.
[1:21:25]
This project was first advertised on
[1:21:27]
February 21st, 2024, for which we
[1:21:29]
received no bids.
[1:21:31]
On May 3rd, 2024, BOE readvertised the
[1:21:35]
project. We received a sold bid in the
[1:21:38]
amount of 10,711,872
[1:21:44]
which was more than 164% higher than our
[1:21:47]
city engineers estimate of 4,45,845.
[1:21:54]
The board of public works rejected the
[1:21:56]
so bid on August 21st, 2024.
[1:22:00]
After the first rebed, BOE solicitated
[1:22:02]
feedback from the so better to
[1:22:04]
incorporate areas of improvement to the
[1:22:06]
contract documents to increase better
[1:22:08]
participation and scope understanding.
[1:22:11]
The project was readvertised for a
[1:22:13]
second time on May 28, 2025.
[1:22:16]
Five bids were received on July 9, 2025
[1:22:20]
from Environmental Construction,
[1:22:21]

The most significant bid item cost
[1:22:50]
disparity between the city engineers
[1:22:52]
estimate and all five biders, including
[1:22:55]
the lowest bidder, were in traffic
[1:22:57]
signal, striping, and streetlining bid
[1:23:00]
items, which accounts for over 75% of
[1:23:03]
the project scope of work. Traffic
[1:23:06]
control requirements, and the 22% DB
[1:23:08]
participation go may have contributed to
[1:23:11]
the higher bid prices. Many DBE firms
[1:23:14]
that perform these specialty items are
[1:23:16]
smaller in size and have limited
[1:23:18]
capacity compared to larger nondeb
[1:23:21]
contractors.
[1:23:23]
As a result, these DBE firms may have
[1:23:26]
increased overhead costs and risk which
[1:23:28]
is reflected in higher subcontractor
[1:23:30]
pricing. The project was advertised with
[1:23:33]
a DB go of 22%. The lowest better
[1:23:36]
pledged a DB commitment of 24.90%.
[1:23:40]
Despite the higher bids received, we
[1:23:42]
recommend proceeding with the award of
[1:23:44]
the construction contract to the lowest
[1:23:46]
bidder to the lowest responsible bidder
[1:23:48]
environmental construction. The project
[1:23:51]
is federally funded by the congestion
[1:23:53]
mitigation and air quality fund and
[1:23:55]
state funded by their priority
[1:23:57]
legislative budget projects earm fund.
[1:24:01]
Additional funding comes from the road
[1:24:03]
maintenance and rehabilitation special
[1:24:05]
fund senate bill one. That concludes my
[1:24:08]

coordination with BSL um and other
[1:24:56]
projects. Uh so that's a um option that
[1:24:59]
may be available um in case that should
[1:25:02]
present itself in this project.

directive from BSL to start bearing all

these pill boxes. So while our plans

were generated and uh advertised before

this director went out, we'll be working
[1:25:38]
with all these contractors to complete
[1:25:40]
this work. However, now when you have to
[1:25:43]
start bearing these pill boxes, that
[1:25:45]
might be a change order for this
[1:25:46]
project. Correct. Again, it wasn't
[1:25:48]
advertised that way. But this is the
[1:25:50]
directive we're going to be working with
[1:25:51]
on all contractors moving forward as
[1:25:53]
you've already seen the impact with all
[1:25:55]
this staff and all our projects.

I know that this project was riddled
[1:26:29]
with a lot of complications.
[1:26:32]
Um,
[1:26:34]
especially with the original engineers
[1:26:36]
estimate being
[1:26:38]
less than half of the um lowest bid
[1:26:44]
received. Um, and so I just I I know you
[1:26:47]
spoke to it a little bit, but just
[1:26:49]
wanted to see if there was um an
[1:26:53]
analysis done comparing what the you
[1:26:56]
know estimate assumptions were against
[1:26:58]
the actual bidline items.

prepare our city engineers estimate, we

always look at recent bids. BOE uh has a

that come in. Uh so we look at uh
[1:27:18]
identical um bid item descriptions or
[1:27:20]
similar um and also quantities as well.
[1:27:24]
Um and then we use that to um calculate
[1:27:27]
our unit prices that we're going to
[1:27:29]
apply into our city engineers estimate.
[1:27:31]
In this case, it it it looks like most
[1:27:34]
of the civil work like the sidewalk,
[1:27:36]
concrete, curb and gutter did align in
[1:27:39]
more closely to um our estimate
[1:27:43]
and the bids. Um but I think where we
[1:27:45]
came at a much fur bigger disc uh
[1:27:48]
disparity was in the the traffic and the
[1:27:50]
street lighting items. Those are a
[1:27:53]
little bit hard for us to quantify uh
[1:27:55]
and in terms of the unit prices because
[1:27:58]
um a lot of times they're they're done
[1:28:00]
as a specialty work by the subsc
[1:28:03]
contractors and um a lot of times with
[1:28:06]
the the disadvantaged business
[1:28:08]
enterprise requirements, the DBE um some
[1:28:11]
sometimes they may be a little bit
[1:28:13]
higher than than maybe other uh
[1:28:15]
contractors who who have bigger
[1:28:17]
resources than than the than some of the
[1:28:19]
smaller uh subcontractors.
[1:28:22]
Um, but I I know we're working closely
[1:28:24]
with LA DOT to to update these unit
[1:28:28]
prices. So, we anticipate we'll be more
[1:28:30]
closer in line on on future projects.
[1:28:32]
Um, and and also just want to point out
[1:28:35]
like we have in this case we have five
[1:28:38]
other we did have five biders and it
[1:28:40]
looks like all the bidders at least were
[1:28:43]
100% higher. So they're bidding kind of
[1:28:45]
similar around to what um all the all
[1:28:49]
the five biders were were at least 100%
[1:28:51]
over our estimate. So it's I I I think
[1:28:55]
maybe it's kind of our estimate in terms
[1:28:57]
of um that we have to to update uh to be
[1:29:00]
more closer in line with the market
[1:29:01]
prices.

question is, you know, um given that
[1:29:08]
data that you you received, um where all
[1:29:11]
the bids were kind of around the same

the need to do additional market

research to have a better um expectation
[1:29:23]
um included in the engineers estimate so
[1:29:25]
that um you know we can understand
[1:29:29]
pricing expectations a little bit
[1:29:31]
better. um in that in the estimate
[1:29:34]
because that's something that we the
[1:29:35]
board really um rely on to ensure that
[1:29:41]
the public is getting um and the city is
[1:29:44]
getting the best um you know bang for
[1:29:47]
their buck as as as it will. So um I
[1:29:50]
think it's really important and I know
[1:29:51]
that it's it's it's a process. Um
[1:29:53]
expectations change, uh the market
[1:29:56]
changes, costs go up. Um so um I just
[1:30:02]
wanted to to raise that. And then the
[1:30:04]
second thing wanted to um raise or ask
[1:30:09]
about is um understanding that one of
[1:30:13]
the reasons for the original um uh bids.
[1:30:18]
The reasons was the complications due to
[1:30:20]
the traffic
[1:30:22]

and our inspectors will be worked out uh
[1:31:26]
during the pre-construction meeting that
[1:31:28]
we will have. So I I confident we can
[1:31:31]
still work within that schedule that we
[1:31:33]
mentioned in the board report.

[1:31:54]
in and support this and this helps to
[1:31:57]
expedite not just construction um but
[1:32:00]
also helps to expedite construction
[1:32:02]
issues to getting them resolved because
[1:32:04]
we usually go work with DOT to resolve
[1:32:07]
these issues on our projects but this
[1:32:09]
time they'll be leading the construction
[1:32:10]
management. They'll be out there on the
[1:32:12]
site every day. they'll be very aware of
[1:32:14]
these issues. So, with all that
[1:32:16]
extensive background information,
[1:32:18]
they'll be able to provide support much
[1:32:20]
more quickly. And it's typically these
[1:32:22]
issues that hold us up to have to extend
[1:32:25]
our construction timeline and schedule.

But we're hoping by taking this
[1:32:29]
proactive approach, we can stop these
[1:32:31]
issues earlier. We can notice them out
[1:32:33]
in the field and resolve them before
[1:32:35]
they become delays to the project.

learning center at Hyperion, which we
[1:37:09]
refer to as the ELC.
[1:37:12]
The ELC was developed to address the
[1:37:14]
need for increased public education on
[1:37:16]
how urban activities impact the
[1:37:19]
environment.
[1:37:21]
Opened in 2013, it is a 20,000 square
[1:37:25]
foot two-story former administration
[1:37:27]
building that accommodates two floors of
[1:37:31]
exhibit galleries, an 85 fixed seat
[1:37:34]
auditorium, and a multi-purpose
[1:37:37]
classroom known as the learning lab.
[1:37:40]
Today I'm requesting approval for an
[1:37:42]
authority for expenditure in the amount
[1:37:44]
of $42,000 for the professional services
[1:37:48]
for the installation and upgrade of the
[1:37:50]
audio video AV system in the ELC's
[1:37:54]
multi-purpose classroom called the
[1:37:55]
learning lab. The current AV
[1:37:58]
infrastructure in the learning lab is
[1:38:01]
over 12 years old and no longer meets
[1:38:03]
the operational or technological needs
[1:38:06]
of the ELC. as in-person meetings,
[1:38:09]
trainings, conferences, and webinars are
[1:38:13]
now requested with Zoom or Google Meets
[1:38:16]
requests from different environmental
[1:38:18]
groups, stakeholders, non-government
[1:38:22]
organizations, and city departments.
[1:38:26]
Kiko Media is the city contracted vendor
[1:38:29]
whom we purchased the equipment from in
[1:38:31]
October of 2025 and is a licensed
[1:38:35]
question provider authorized to install
[1:38:38]
the specific products included in the
[1:38:41]
original purchase order of $120,000.
[1:38:45]
The labor required for the installation
[1:38:47]
is proprietary in nature as it must be
[1:38:50]
performed by a licensed Crestron
[1:38:53]
technicians.
[1:38:55]
The labor involved for the installation
[1:38:57]
of equipment is no longer allowed under
[1:39:00]
the existing revised city contract. It
[1:39:04]
is specifically structured for the
[1:39:06]
procurement of goods and limited
[1:39:08]
services directly tied to those goods
[1:39:11]
like basic installation or maintenance.
[1:39:14]
Based on the existing contract, any
[1:39:17]
services must be incidental to the goods
[1:39:20]
and cannot exceed the value of the
[1:39:22]
material themselves by 20%.
[1:39:26]
Therefore, in order to have the
[1:39:29]
purchased equipment installed and remain
[1:39:31]
in compliance with the procurement
[1:39:34]
policies, this installation services
[1:39:37]
must be acquired separately through this
[1:39:39]
AE. The total cost of the professional
[1:39:42]
services AE will not exceed $42,000.

[1:42:29]
the Bureau of Engineering. It's in the
[1:42:30]
motion before you today. The Bureau of
[1:42:33]
Engineering issued initiated an
[1:42:34]
establishment of the pre-qualified list
[1:42:36]
of design build contractors for solar
[1:42:39]
photoic and energy storage systems for
[1:42:41]
city facilities in 2021. The services
[1:42:45]
provided by the pre-qualified list may
[1:42:48]
include design design build construction
[1:42:50]
and financing of new solar photovoltaic
[1:42:53]
systems, energy storage systems or a
[1:42:56]
combination of both. The approved list
[1:42:58]
will be needed for bidding and awarding
[1:43:01]
the construction of city's future solar
[1:43:03]
photoic and energy storage system
[1:43:05]
projects after December 17th of 2026.
[1:43:09]
The approved lifts is available to all
[1:43:11]
city departments including proprietary
[1:43:14]
and semi-proprietary departments as well
[1:43:16]
as independent public agencies chartered
[1:43:19]
by the state of California similar to
[1:43:21]
the housing authority of the city of Los
[1:43:23]
Angeles.
[1:43:24]
The con construction contract will be
[1:43:26]
executed on a project by project basis.
[1:43:30]
So we're requesting in this motion that
[1:43:31]
the board approve the extension of the
[1:43:34]
existing pre-qualified uh list of design
[1:43:36]
bill contractors. um through December
[1:43:40]
17th of 2031. That concludes my

very specific scope of work that happens

So on my name is Nor Males from Bureau
[1:45:45]
of Engineering. I'm the principal civil
[1:45:46]
engineer of our street improvement
[1:45:47]
division. On August 28, 2024, the Board
[1:45:50]
of Public Works adopted a board report
[1:45:52]
which authorized the city engineer to
[1:45:54]
issue a task order solicitation to Somus
[1:45:57]
um for project management and
[1:45:58]
engineering support for the street
[1:46:00]
design and storm drain design manual
[1:46:02]
update with a budget authority of $3.3
[1:46:04]
million. The board report had listed
[1:46:07]
some funding sources as to be determined
[1:46:08]
and but since the time of board approval
[1:46:10]
new funding sources have been
[1:46:12]
identified. One of them as part of the
[1:46:14]
2025 2026 fiscal year budget an
[1:46:17]
additional amount of 312,650
[1:46:20]
had been identified for contractual
[1:46:22]
services um from fund number 100
[1:46:25]
department 78 and appropriation unit
[1:46:27]
003040.
[1:46:29]
Then furthermore, on April 11, 2025, the
[1:46:32]
city council introduced a council file
[1:46:35]
number 23600
[1:46:37]
related to vision zero evaluation and
[1:46:39]
safety, which has provided authority to
[1:46:41]
authorize the controller to transfer
[1:46:43]
$900,000 to the project.
[1:46:46]
At the time that this um this motion was
[1:46:50]
um prepared and sent over, the council
[1:46:52]
the council report hasn't been
[1:46:53]
finalized, but as of December uh 22nd um
[1:46:57]
it has been final
[1:46:59]
and so that that has been officially
[1:47:01]
approved and final and then the
[1:47:03]
remaining balance of 1 million 37738 in
[1:47:06]
the future um a board report a board
[1:47:08]
motion will have to be um done so we can
[1:47:10]
identify that funding. So I therefore
[1:47:13]
move that the board approve the use of
[1:47:14]
the funding table number two um which
[1:47:17]
lists the new funding sources in lie of
[1:47:19]
the approved funding table number one.

So funding table number one does
[1:47:22]
identify $1,50,000
[1:47:25]
and then additional 202,250,000
[1:47:29]
for to be determined funding and then

fund numbers, and appropriation units
[1:48:06]
have been created and identified. So, I
[1:48:09]
do actually have the account number
[1:48:11]
right now. DOT has identified this. Um
[1:48:14]
but since they did not sign um on this
[1:48:18]
on on the board report, I didn't want to
[1:48:20]
bring that account number. However, I
[1:48:22]
just want to make it clear so we won't
[1:48:23]
have to come back again to the board
[1:48:25]
that this second um the second move or
[1:48:28]
further move allows I want to make sure
[1:48:31]
that it's effectuated properly where uh
[1:48:33]
the board will allow us to pay for as
[1:48:36]
part of this motion that's being
[1:48:37]
approved um that we're allowed to use

the account number that DOT has

identified without us going back to
