[23:56] It's 9:58. We should get started with
[23:57] the board meeting in just a couple
[23:59] minutes. Thank you.
[25:39] Excuse
[25:52] me.
[26:21] Welcome
[26:43] everybody.
[28:04] special.
[28:26] And President King, we are now in record
[28:27] mode and ready to begin.
[28:29] >> Thank you very much. Good morning
[28:30] » Thank you very much. Good morning
[28:30] everybody and welcome to the regularly
[28:32] scheduled meeting of the board of public
[28:34] works for Monday, April 13, 2026. Mr.
[28:38] Knight, please take role and establish
[28:40] quorum.
[28:40] >> Thank you, President Kang. Good morning,
[28:42] » Thank you, President Kang. Good morning,
[28:42] President Kang. Vice President Chavez,
[28:43] President Prom Grant, Commissioner
[28:45] Mitchell, and Commissioner Cardness are
[28:46] present. We do have a quorum. We are
[28:48] joined this morning by study attorney
[28:50] Representative Thomas Castell Vega. I'm
[28:53] TJ Knight with the board of public
[28:54] works, President Kang. We have four We
[28:56] have uh no speakers here in the hearing
[28:59] room. And on the virtual platform, we
[29:00] have four public commenters and two
[29:02] multiple agenda item commenters. We have
[29:05] no neighborhood council commentary
[29:07] submitted this morning.
[29:08] >> Thank you very much. We will get started
[29:09] » Thank you very much. We will get started
[29:09] with general public comment which is an
[29:11] opportunity for the public to address
[29:13] the board on public interest items and
[29:15] will be provided up to one minute per
[29:16] person up to a cumulative total of 10
[29:18] minutes for the general public comment
[29:20] segment of each regular meeting.
[29:22] Testimony shall be limited in content to
[29:24] subject matters which are within the
[29:25] jurisdiction of the board of public
[29:26] works. The board may not take any action
[29:28] on any matters discussed during the
[29:30] public comment period. We do not have
[29:32] any inperson speakers so we'll
[29:34] transition to our virtual platform.
[29:36] >> Thank you President Kang. We'll go ahead
[29:38] » Thank you President Kang. We'll go ahead
[29:38] and start with Gay Porca Lab followed by
[29:41] audit LA.
[29:44] Second call for Gay Porca Lab. And I
[29:48] don't see that individual in the uh in
[29:52] attendance on the virtual platform. So
[29:54] we'll move to audit LA.
[29:58] » Good morning everyone. I hope everyone
[29:59] had a great weekend. Um I hope it was
[30:02] better than my Easter weekend. Although
[30:04] Easter should have been great, but
[30:06] having had my rights violated yet again,
[30:08] it wasn't so fun. So, I am just keep
[30:11] going to push. Can you please do an
[30:13] investigation? How LAPD as sergeant was
[30:16] able to completely usurp your entire all
[30:20] the rules, everything with the permit.
[30:21] It's like, here we go again. Thought we
[30:23] had it all straightened out, everything
[30:25] in writing, and no, LAPD can still just
[30:28] flip it around for no emergency. Please,
[30:30] there needs to be an investigation.
[30:32] There needs to be um consequences for
[30:34] Scientology to go cop shopping. They are
[30:37] that's what they do, right? They don't
[30:38] like your rules. They're going to either
[30:40] just disregard them point blank or find
[30:43] somebody to help them do it. And I'm not
[30:45] saying I'm not saying there's any ill
[30:47] intent on the officer. He probably
[30:49] didn't know any better, doesn't know the
[30:50] system. So, there has to be better
[30:52] coordination between departments because
[30:54] you guys are not enforcing your permits.
[30:56] LAPD is and they're not doing it
[30:58] correctly. It needs to change. And I'm
[31:01] also asking if do not get
[31:02] >> Thank you. Audit LA. That's 60 seconds.
[31:04] » Thank you. Audit LA. That's 60 seconds.
[31:04] We'll move next to Gigi followed by
[31:06] Laura Fam. Gigi,
[31:11] » can you hear me?
[31:12] >> Yes. Go ahead.
[31:13] » Yes. Go ahead.
[31:13] >> Okay. So, uh, I want to talk about the
[31:17] » Okay. So, uh, I want to talk about the
[31:17] 4th of July and how I know Scientology
[31:21] is going to request, if they haven't
[31:23] already, a permit for the 4th of July. I
[31:26] ask that you guys do not approve it. I I
[31:30] hope that, you know, this one is
[31:33] actually the time that you guys realize
[31:35] if they keep violating their permits,
[31:37] maybe they should have like a timeout
[31:39] from being able to have permits at
[31:40] least. I hope that you don't just
[31:43] automatically give it to them, you know?
[31:45] And if for some reason you do, I hope
[31:48] that no one is able to like overstep and
[31:50] you know, like a sergeant should not be
[31:52] able to overstep the permits when you
[31:55] guys are the ones that have the
[31:56] authority. So, please don't even permit
[31:59] them to have the Fourth of July permit.
[32:02] And if if you do, keep people out of
[32:04] your business and keep control of what
[32:06] you have authority over and and keep
[32:10] those sidewalks open. Thank you. I yield
[32:12] my time.
[32:16] » And we'll move next to Lara FM.
[32:21] » Good morning, board. Yeah. So, I'm going
[32:23] to echo what they were just saying about
[32:25] the permit for Fourth of July. We've
[32:27] asked you all this year, last year, to
[32:30] stop giving Scientology. We're saying
[32:32] them, it's Scientology, so that the
[32:34] public listening can know what we're
[32:35] calling in about. We've been asking for
[32:37] them to revoke Scientology's permits
[32:40] because they're just using the permits
[32:41] to recruit people into the cult of
[32:44] Scientology, including children as one
[32:46] of their main events that they just put
[32:48] out, saying the new generation, which
[32:50] means they're literally on a huge hunt
[32:53] right now to recruit kids into
[32:55] Scientology. I was born and raised in
[32:57] the cult of Scientology. My whole
[32:58] family's in it. The board knows this.
[33:00] They know that they're part of their
[33:02] their trafficking because they are
[33:04] giving them these permits. So, we're
[33:06] asking you to please stop giving
[33:07] Scientology any permits. They keep
[33:10] violating them. They keep closing the
[33:11] street, the sidewalks down, and somehow
[33:14] they have the LAPD involved. Now, please
[33:16] stop giving them any kind of permits.
[33:19] You again are using they're using your
[33:21] system to recruit people into a
[33:23] manipulative child trafficking hiding.
[33:26] >> Thank you. That's 60 seconds. And
[33:28] » Thank you. That's 60 seconds. And
[33:28] President Kenny, that concludes public
[33:30] comment this morning.
[33:31] >> Thank you very much. With that, we will
[33:33] » Thank you very much. With that, we will
[33:33] close general public comment portion of
[33:35] today's meeting and move forward with
[33:36] multiple agenda item public comment. The
[33:38] board will provide an opportunity for
[33:40] members of the public wishing to speak
[33:42] on more than one agenda item during
[33:44] multiple agenda item comment period for
[33:46] up to a minute per item up to a total of
[33:48] three minutes per meeting. This is the
[33:50] only time to speak on more than one
[33:51] agenda item. And please identify the
[33:53] items that you will speak on when you
[33:55] are called. We do not have any in-person
[33:57] speakers, so we'll transition to our
[33:58] virtual platform.
[34:00] >> Thank you, President Kang. We'll start
[34:01] » Thank you, President Kang. We'll start
[34:01] with Aud followed by Laura FM. Audit Al,
[34:04] please identify which item you're
[34:06] speaking.
[34:07] >> Excuse me. I'm going to start with the
[34:08] » Excuse me. I'm going to start with the
[34:08] community grant uh for cleanups. I
[34:11] absolutely love the idea, but I'm also
[34:13] concerned because that is exactly how
[34:16] Scientology ingratiates itself with um
[34:19] the different uh police departments and
[34:22] city departments because that's what
[34:24] they they like to do. They like to do
[34:26] the cleanups, but they also at the same
[34:28] time pass out their literature, The Way
[34:30] to Happiness, which um you know,
[34:32] actually if you join Scientology, I I
[34:34] have yet to hear anyone that has left um
[34:37] leave happily. So, um I'm asking you to
[34:40] please make sure, you know, when you're
[34:42] giving out these grants that it's
[34:43] nothing to do with Scientology.
[34:45] I then want to talk about um the street
[34:48] vacation. It doesn't say street
[34:50] vacation, but you're giving up a certain
[34:51] board of uh property. I'm gonna say
[34:54] please don't stop giving there's no need
[34:55] to give away and privatize our public
[34:58] land. Um because I'm concerned because
[35:01] you know Scientology wants you to do
[35:03] that for Elron Hubard way and we don't
[35:06] want that. Like I don't understand why
[35:08] you are giving away our property to
[35:11] public entities. So I'm just going to
[35:13] say no across the board. I'm never I'm
[35:15] not for that at all. And um the next one
[35:20] is the Okay. all the ones with the bids.
[35:23] The other week, there's a gentleman that
[35:25] spoke up, okay? And he said, he was a
[35:27] whistleblower. He said, "Look, that I
[35:30] was a subcontractor. I bid what I what
[35:33] my fair bid and the contractor said, no,
[35:35] double it up." Okay? And you know, so
[35:38] that's fraud and he's here telling you
[35:40] about that. So now I'm concerned about
[35:43] every single bid now that will ever come
[35:45] in if that is going on because maybe you
[35:49] know and you know and so I would like to
[35:51] know or I hope you guys are doing
[35:54] something about it. I hope you are doing
[35:55] something to punish, you know, or to
[35:58] look into investigate that kind of
[36:00] activity because and I hope you have
[36:03] people that are looking through these
[36:04] bids with a fine tooth comb to make sure
[36:07] they are accurate because I noticed
[36:09] there's hardly any money going the
[36:11] sidewalks. Whenever you're doing a
[36:12] sidewalk project, it's maybe a million
[36:14] dollars. This city, the all the
[36:17] sidewalks, it's so bad. There's no real
[36:19] improvement. I going through chairs
[36:22] like, you know, like you wouldn't
[36:23] believe. And you know it it's
[36:26] ridiculous. So if there is fraud, where
[36:28] is the fraud investigation? Like I know
[36:30] you couldn't respond to him there, but I
[36:32] really truly hope you are following up
[36:34] on that. That is our city resources and
[36:37] we need it for other things. We don't
[36:39] need to um you know any kind of fraud.
[36:42] So please be careful with that. When it
[36:44] comes to the trees, I am asking that for
[36:46] every tree you take down that you
[36:49] replace twi too. and maybe they can't at
[36:51] the same location, but put it somewhere
[36:54] because we absolutely need our canopy.
[36:56] It is hot and and there's not a lot of
[36:58] shade out there. And so I'm asking for
[37:01] that. I also want to talk about minutes.
[37:03] Everything, like I said, we've been
[37:04] saying this on on repeat. I could, you
[37:06] know, you could probably hear us in your
[37:08] heads when you sleep.
[37:09] >> Thank you.
[37:10] » Thank you.
[37:10] >> So please, thank
[37:10] » So please, thank
[37:10] >> you. Audit LA. That's three minutes. And
[37:12] » you. Audit LA. That's three minutes. And
[37:12] we'll move next to Laura FM.
[37:17] >> Good morning, board. Uh, I would love
[37:19] » Good morning, board. Uh, I would love
[37:19] love love literally, it's amazing how
[37:21] Auda LA just took the words out of my
[37:23] mouth. I want to echo what a LA just
[37:26] said. Um, and then I did uh just to
[37:30] remind you guys if you could just, you
[37:32] know, we took time to put that pamphlet
[37:34] together. So, if you can make sure all
[37:36] the the uh board of public works, all
[37:38] the people, the engineers, anybody that
[37:40] may need that pamphlet that represents
[37:42] all the hidden front groups of
[37:44] Scientology to please have those in
[37:46] those departments. Just it's a quick,
[37:48] it's a simple thing. I took my time to
[37:50] put it together. So, I feel like each
[37:52] department um on the agenda should be
[37:55] receiving this pamphlet so that they
[37:57] know themselves what these front groups
[38:00] look like, just the visual pictures. So,
[38:03] if you could just have that and then uh
[38:05] again with the minutes if we can please.
[38:07] There's people calling in if you can. I
[38:10] mean, I don't understand why nobody's
[38:12] emailed or asked audit LA who has
[38:14] volunteered to do this. She's literally
[38:16] volunteered to help us do the minutes
[38:18] and to help you guys do the minutes. The
[38:20] minutes need to reflect what everybody's
[38:22] calling in about. It's not just us
[38:24] calling about Scientology permit
[38:26] revotions and stuff like that. It's
[38:28] about getting on the record what this
[38:30] city and the public and the people care
[38:32] about so much that they're calling in.
[38:34] So, if we can have that reflect on the
[38:35] minutes, that would also help with
[38:37] future lawsuits against Scientology and
[38:39] with the city and the collaboration or
[38:41] the manipulation of Scientology's
[38:43] infiltration. Then, uh we have evidence
[38:46] of that that we at least tried to make
[38:48] you guys aware of it. Um whether you're
[38:50] able to do anything about it or not, we
[38:52] would still like to have it reflect on
[38:54] the minutes. we demand it to reflect on
[38:57] the minutes and that way we can um go
[39:00] from there. And and obviously I know you
[39:02] guys are trying to do what you can for
[39:04] public works uh with the permits. We're
[39:07] asking you please start doing the
[39:09] minutes and that'll show us even more
[39:10] that you really are trying to you know
[39:13] expose Scientology's abuse with public
[39:15] works and all of that by just simply
[39:18] putting the comments that people are
[39:19] calling in about on the minutes in one
[39:21] sentence. And I'll you my time. Thank
[39:24] you.
[39:28] President Kang, that concludes multiple
[39:30] agenda item commentary this morning.
[39:32] >> Thank you very much. With that, we will
[39:33] » Thank you very much. With that, we will
[39:33] close the multiple item public comment
[39:35] portion of today's meeting and move
[39:37] forward with the approval of minutes for
[39:38] Wednesday, March 25th, 2026.
[39:41] Commissioners, any questions or
[39:43] comments? Seeing none, is there a first
[39:45] and a second?

[39:54] Starting with you, President Kang.

[39:58] >> Hi,

[39:58] >> Commissioner Mitchell. Hi,
[39:59] » Commissioner Mitchell. Hi,
[39:59] >> and Commissioner Card. Hi.
[40:00] » and Commissioner Card. Hi.
[40:00] >> All eyes and approval is unanimous.
[40:05] » All eyes and approval is unanimous.
[40:05] >> Thank you very much. And then moving on
[40:07] » Thank you very much. And then moving on
[40:07] to our agenda items for this morning.
[40:10] First up from the Bureau of Engineering,
[40:12] item number one in CD6, capital
[40:14] improvement project at Donald C. Tilman
[40:17] Water Reclamation Plant.
[40:23] Good morning. Uh this is Ethan Wong with
[40:25] the Bureau of Engineering Environmental
[40:26] Engineering Division. Uh so the report
[40:29] before you is a request for uh the city
[40:32] engineer to use the construction
[40:35] services contract known as our Cisco
[40:37] contract um to issue task work orders to
[40:40] the contractor for an amount not to
[40:42] exceed 1.75 million for the capital
[40:45] improvement project known as the Donald
[40:47] C. and water recreation plant effluent
[40:51] flow meters. Um so the purpose of this
[40:54] project there are currently six PO2 flow
[40:58] meters that are used to measure flow
[41:00] from the effluent pumping plant. Uh the
[41:02] effluent plumping plant is where all of
[41:04] the water goes after treatment has
[41:06] happened and then is dispersed um to the
[41:08] LA River and to other locations such as
[41:11] that. Um so accurate readings are a
[41:14] necessity and critical uh for reporting
[41:17] to regulatory agencies such as the state
[41:19] regional water quality control board to
[41:22] ensure compliant and compliance and it
[41:24] also is critical for the analysis of
[41:27] relevant uh future projects. Um
[41:30] currently these uh pedo tubes uh require
[41:33] a lot of maintenance and have been
[41:35] reporting inconsistently
[41:37] um which does cause problems for our
[41:39] plant management. So uh we are looking
[41:42] to replace these six PO2 uh flow meters
[41:46] with six magnetic flow meters which are
[41:48] much more accurate and use a a much
[41:51] newer technology. Um they also require
[41:54] less maintenance and they have an
[41:55] expected useful service life of 30
[41:58] years.
[42:00] Um in addition to this work at the EP or
[42:03] effluent pumping plant, there are two
[42:05] lines um the high-pressure effluent line
[42:08] or HPE line and the low pressure
[42:11] affluent line um that also disperse
[42:13] water through the plant. Um they are
[42:16] both severely corroded and need to be
[42:18] replaced. So roughly um 60 ft of both a
[42:21] 10-in HPE and a 12-in LP um piping um
[42:26] pipe runs are are needed to be replaced
[42:29] and this will require excavation,
[42:31] replacement of asphalt and other um
[42:34] necessary work to replace those lines.
[42:37] um the the need for this project to be
[42:41] issued um through Cisco is um due to the
[42:44] the complicated shutdowns and the extra
[42:48] coordination needed to work with the
[42:49] plant. Um so we find that this project
[42:52] is an excellent project for our Cisco um
[42:56] contractor to work on with the plant
[42:57] since there will be a high amount of
[42:59] coordination between both plant staff
[43:01] and the contractor to get this work
[43:03] done. Um, all of the funds for this
[43:06] project come from the sewer construction
[43:08] maintenance fund and so there will be no
[43:10] impact to the general fund. And this
[43:13] concludes my report and happy to answer
[43:15] any questions you may have on this.
[43:17] >> Thank you very much. Commissioners, any
[43:19] » Thank you very much. Commissioners, any
[43:19] questions or comments on item number
[43:20] one, Commissioner Gard?
[43:22] >> Yeah, just a comment. You mentioned
[43:24] » Yeah, just a comment. You mentioned
[43:24] inconsistencies in the reporting or or
[43:26] the the testing. How are you handling
[43:28] that? And are we getting dinged by the
[43:31] state board by having inconsistencies?
[43:34] >> Uh I don't know if anybody from um the
[43:37] » Uh I don't know if anybody from um the
[43:37] DCT plant management is here, but I I do
[43:40] uh think there are like some issues with
[43:42] that. Um I think plant management is
[43:44] able to work that out, but obviously it
[43:46] is better to have more accurate um
[43:49] reporting. So um I can have DCT staff
[43:53] report back to you on like the specifics
[43:55] of any inconsistencies in the report.
[43:57] >> Thank you.

[44:29] » Thank you. Moving on to item number two
[44:29] in council district 11 revised
[44:31] construction budget and construction
[44:33] orders.
[44:39] » Good morning commissioners. My name is
[44:40] Christa Monron. I am the senior civil
[44:43] engineer that oversees the emergency
[44:45] storm drain repair efforts for the
[44:47] Bureau of Engineering. I am here to
[44:49] request that the board perform the
[44:51] following. one, authorize the revised
[44:54] construction budget and two, authorize
[44:56] the city engineer to issue the revised
[44:58] construction orders for the Palisades
[45:01] fire emergency storm drain repair
[45:03] project located at 17790 and 17793 Cay
[45:09] de Polarmo.
[45:11] This project was initiated in response
[45:13] to the severe postfire conditions that
[45:15] followed the January 2025 Palisades
[45:18] fire. The fire left the hillside
[45:20] upstream of the two debris basins
[45:22] stripped of vegetation. What remained
[45:24] was loose soil and burned debris which
[45:26] significantly increased the risk of
[45:28] mudslides uh debris flow with rain
[45:31] events that followed. As a result, the
[45:34] debris basins numbered 61 and 63 were
[45:37] quickly inundated with heavy debris
[45:39] flows uh from the winter rains that
[45:42] season filled with saturated debris. the
[45:45] the basins storm water conveyance
[45:47] capacity was obstructed. This created
[45:49] public safety risk as well as risk to
[45:51] the adjacent properties.
[45:54] On February 26, an emergency request was
[45:57] issued by LA Sanitation to address these
[46:00] risks. Bureau of Engineering activated
[46:02] the construction firm Clark Contracting
[46:05] Corporation, who was the contract at the
[46:07] top of the emergency storm drain repair
[46:09] list. Uh at that time they were directed
[46:12] to mobilize immediately and stabilize
[46:14] the site to begin debris removal of uh
[46:16] removal operations. The scope of work
[46:19] included the removal and haul of debris
[46:21] within the the basins. The material in
[46:24] the basins consisted of over 5,000 cubic
[46:26] yards of high moisture soil and de and
[46:29] burn debris. The debris removal efforts
[46:32] occurred over approximately a 4-week
[46:33] period with a roughly twoe span uh of
[46:36] pause uh in in this due to rain that
[46:39] occurred during that time. An unintended
[46:42] consequence of the debris hauling uh
[46:45] that that occurred uh was that the heavy
[46:47] machinery actually caused ruting within
[46:49] the access roads and the driveways of
[46:52] the the properties themselves. And
[46:54] that's uh this is something that would
[46:56] need to be remediated as a you know part
[46:58] of the post construction efforts the
[47:01] restoration efforts rather excuse me the
[47:03] restoration of the debris basins and the
[47:05] access roads the restoration of the
[47:07] driveways replacement of the damaged
[47:09] entry gate was all incorporated into the
[47:11] scope of work of the project to bring
[47:13] everything back to the pre-emergency
[47:16] levels. So, the uh work that was
[47:19] performed was originally authorized
[47:21] under the uh amount that we have the
[47:24] ability to approve, which is $499,000.
[47:27] However, the revised cost to complete
[47:29] the already performed work is estimated
[47:32] to be at $610,000
[47:34] with contingency. The revised budget has
[47:37] been reviewed and approved by LA
[47:39] sanitation uh the program review
[47:41] committee and will be uh funds are
[47:43] available through the storm water
[47:44] pollution abatement fund and there will
[47:47] be no impact to the general fund as a
[47:49] result. Therefore, Bureau of Engineering
[47:51] is recommending that the board authorize
[47:53] the revised construction order and
[47:55] authorize the city engineer to issue the
[47:57] revised construction orders. This
[47:59] concludes my presentation. I can take
[48:01] any questions that you'd like.

[48:40] rights and future street lying on lots 8
[48:43] and nine of tract
[48:46] 17974 9617.
[48:56] » Good morning. Uh my name uh good morning
[48:59] commissioners. My name is Hui Huang. Uh,
[49:02] I'm a principal civil engineer.
[49:04] >> Do you mind pulling the mic down,
[49:05] » Do you mind pulling the mic down,
[49:05] please? Thank you.
[49:11] » Apologies.
[49:13] Good morning, uh, commissioners. Uh, my
[49:15] name is Hu Huang. I am a principal civil
[49:18] engineer at the Bureau of Engineering. A
[49:21] future street easement is uh, requested
[49:24] and qualifies for a relinquishment
[49:27] process.
[49:29] Generally speaking, the city no longer
[49:31] has an ability to accept the easements
[49:34] as a public right away for um the
[49:37] conditions of uh meeting to qualify for
[49:39] an emeration
[49:49] was made via set map. That the future
[49:52] Eastman area has been sold to a third
[49:54] party different from the person who made
[49:56] the dedication. And lastly, that the
[49:58] future Eastman area has not been used
[50:00] for street or alley purposes.
[50:03] This specific request uh is pro was
[50:07] submitted by RB Amrian, the owner at
[50:10] 18351 Catronia Street. On the
[50:14] application itself, um, it includes a
[50:16] portion within a property at 9617 Wurn,
[50:21] which is owned by a different owner,
[50:23] Steven Wire and Kimberly Kentwire, who
[50:26] are not part of the application request,
[50:29] but they are aware of the request before
[50:32] you. These two properties at 9617
[50:36] Rathborn Avenue and 18351 Citrona Street
[50:40] set aside a single future Eastman for
[50:44] future street use for the city in 1954
[50:47] via a trackm number 17974.
[50:51] This property was confirmed to have been
[50:53] sold to third party at a later time. It
[50:56] was also confirmed that the future
[50:58] easement was never accepted by the city
[51:00] nor was it improved for public street
[51:03] use. In the report, you will see figures
[51:06] one and two, which shows you the aerial
[51:08] photos of the existing conditions of
[51:10] this future Eastman area under your
[51:12] consideration.
[51:15] Note that council district 12 was
[51:16] notified of this request and they did
[51:18] not voice an objection.
[51:21] With that said, at this point, we
[51:23] recommend that you approve the
[51:24] relishment as provided for you. If you
[51:26] have any questions, I can take it.

[51:38] comments. Were there any comments from
[51:40] the community or or other residents in
[51:42] the neighborhood? um we don't um route a
[51:46] referral request to the neighborhood or
[51:48] the adjoining owners. In this case, uh
[51:51] we did not receive any comments from
[51:53] them outside of the process.
[51:56] >> Thank you.
[51:57] » Thank you.
[51:57] >> And of note, um physically that area

[51:59] that you're looking at is fenced within
[52:02] private property. So short of a person
[52:04] looking through the title documents of
[52:06] both private properties, they wouldn't
[52:07] know that the Eastman is there and
[52:09] encumber.
[52:13] Thank you very much. Any other questions
[52:15] or comments? Seeing none, is there a

[52:54] Streets LA urban forestry division and
[52:57] I'm here to we're here to request a
[53:00] approval for a permit to remove four
[53:03] street trees which include three crepe
[53:05] myrtles and one planted western sycamore
[53:08] tree. Uh the metro metro is
[53:14] constructing or working on constructing
[53:16] um improvements along the
[53:22] uh LA Union Station which includes an a
[53:25] vioaduct over the 110 freeway and going
[53:28] to be running along the western side of
[53:30] the LA freeway LA River and that project
[53:33] all the construction and the vioduct
[53:35] will severely impact the four trees. Uh
[53:37] there are the three crepe myrtles
[53:39] relatively small measuring about five
[53:42] inches by about 15 feet in height. We
[53:44] have a planted western sycamore tree
[53:47] that is of uh cultural significance. It
[53:50] is a significant tree planted by the
[53:52] Keech nation uh at to commemorate the
[53:55] eliso. The eliso was a very large
[53:57] sycamore tree that once existed near the
[54:00] LA River and near the site where it was
[54:02] where it's growing now. There was also a
[54:04] bronze plaque that was installed to
[54:07] commemorate the Ela Liso that was stolen
[54:10] a while back. Uh so Metro has agreed to
[54:13] relocate this western sycamore tree to a
[54:16] nearby area. In addition, they have also
[54:19] agreed to fabricate a new plaque, bronze
[54:23] plaque commemorating the Eliso and its
[54:26] cultural significance and install it
[54:28] adjacent to the western sycamore tree
[54:31] that is relocated. So the council office
[54:33] has been or metro has been working with
[54:35] the council office and the key nation
[54:37] and they have reached an agreement on
[54:39] see the um relocation of the tree and
[54:42] the bronze plaque. So the metro has
[54:45] agreed to also replant several trees in
[54:49] the area including eight eight trees of
[54:52] which um five will be the crate myrtles
[54:55] or excuse me western or eastern red bud
[54:57] and there's also some um crate myrtles
[55:02] also to be installed the muscogi they
[55:06] will water the trees for a minimum
[55:07] three-year period
[55:10] the um that concludes the report here
[55:13] they address any questions the board may
[55:14] have.
[55:16] >> Thank you very much. Before we get to
[55:18] » Thank you very much. Before we get to
[55:18] questions, I know we have a speaker from
[55:20] council district 14, so I do want to
[55:23] invite our council colleague to come up
[55:25] to the podium for your comment.
[55:30] >> Thank you. Um
[55:33] » Thank you. Um
[55:33] uh my name is Eno Morton, planning
[55:35] deputy for council district 14. Um,
[55:39] regarding this item, we wanted to speak
[55:41] in strong support in the requiring the
[55:44] replacement of the stolen Eliso
[55:46] commemorative plaque and replanting of
[55:48] the tree, which is to be removed from
[55:50] Commercial Street in downtown Los
[55:51] Angeles as a condition of the current
[55:54] tree removal permit involving LA Metro.
[55:56] This site encapsulates the ancestral
[55:58] spirit of the original people of Los
[56:00] Angeles and the theft of the plaque
[56:02] signifies the erasure of a critical
[56:04] acknowledgement of indigenous history,
[56:07] presence and sovereignty in the civic
[56:08] landscape of our city. The original
[56:11] plaque installed in collaboration with
[56:13] the KE nation marked the historic
[56:15] location of Ela Liso, a monumental
[56:18] California sycamore that stood for
[56:19] centuries as one of the most significant
[56:21] natural and cultural landmarks in the
[56:24] Los Angeles basin. For generations, it's
[56:26] been a site for ceremony, governance,
[56:29] trade, and community life. Uh, and
[56:31] historical accounts describe it as a
[56:33] landmark visible from miles away and a
[56:35] destination for regional leaders who
[56:37] traveled long distances to meet beneath
[56:39] its canopy. The tree stood at the center
[56:41] of a vibrant indigenous landscape that
[56:43] predates the founding of the city of Los
[56:45] Angeles by thousands of years. This site
[56:48] also acknowledges that this location is
[56:50] not only culturally significant, but
[56:51] also a sacred burial site.
[56:53] Archaeological discoveries in the area,
[56:55] including the uncovering of human
[56:57] remains during nearby construction,
[56:59] confirm the Keech Nation's long-
[57:01] maintained oral history. Replacing the
[57:04] plaque is essential to how the city of
[57:05] Los Angeles honors the cultural and
[57:07] spiritual significance of the site. As
[57:10] such, requiring LA Metro to fund and
[57:12] reinstall the plaque as part of its
[57:14] permitting obligations is both
[57:16] appropriate and necessary. Public
[57:18] agencies undertaking work in
[57:20] historically sensitive areas have a
[57:22] responsibility to mitigate impacts and
[57:25] support the preservation of cultural
[57:26] resources and restoring this plaque is a
[57:29] meaningful step towards that obligation.
[57:31] I respectfully urge the board to adopt
[57:33] additional instructions to ensure that
[57:36] the plaque is promptly replaced by Metro
[57:38] in consultation with the key nation. The
[57:41] language and design remain faithful to
[57:43] the original intent and cultural
[57:45] significance per the attached uh the
[57:47] document named cast plaque eliso revised
[57:50] 71125
[57:53] u and that consideration is given to
[57:55] additional protective measures and
[57:56] materials to prevent future removal or
[57:59] vandalism. LA Metro has already agreed
[58:01] to these provisions as reflected on page
[58:04] two of Urban Forestry's board report
[58:06] dated April 13, 2026 and on page 20 of
[58:10] LA Metro's tree removal application
[58:12] dated February 13, 2026. I extend my
[58:16] gratitude to Metro for their partnership
[58:17] in honoring the legacy of the Keech
[58:19] Nation and the sacredness of the site.
[58:22] Again, the story of Los Angeles does not
[58:24] begin in 1781, but thousands of years
[58:26] earlier at places like this, where Laisa
[58:29] once stood and where the Kich people
[58:31] maintain their enduring connection to
[58:32] the land. Replacing this plaque is a
[58:35] necessary act of recognition, respect,
[58:37] and historical truth. Uh, thank you for
[58:39] the consideration.
[58:42] >> Thank you very much. Uh, commissioners,
[58:45] » Thank you very much. Uh, commissioners,
[58:45] any questions or comments on this item?
[58:48] Uh, one one question for me. Uh, in
[58:51] terms of the maintenance plan for the
[58:53] trees, I know that there's going to be a
[58:55] three-year plan proposed by Metro. Does
[58:58] that mean Metro will take care of it
[59:00] within its own crews or will they be
[59:02] funding a UFD crew to do so?
[59:06] >> It would be Metro and their contractors
[59:09] » It would be Metro and their contractors
[59:09] >> for the next three years.
[59:11] » for the next three years.
[59:11] >> Yes, for a minimum three-year period.
[59:13] » Yes, for a minimum three-year period.
[59:13] >> Okay, great. Thank you very much. Uh,
[59:15] » Okay, great. Thank you very much. Uh,
[59:15] Vice President Chavez. Yes, thank
[59:19] >> yes. Thank you um for that uh report. Um
[59:24] » yes. Thank you um for that uh report. Um
[59:24] this is not your typical tree removal.
[59:27] Um it's much more than that. It's about
[59:31] an acknowledgement of a sacred site and
[59:34] ensuring that the representation of that
[59:38] which was the original tree, the laliso
[59:41] and and the plaque are represented in a
[59:44] new location. I wanted to um get some
[59:48] more information about the timing for
[59:50] the relocation and the installation of
[59:52] the new plaque. Is that something you
[59:54] can speak to or you're aware of?
[59:57] >> I'm not aware of the timeline. However,
[1:00:00] » I'm not aware of the timeline. However,
[1:00:00] uh as most tree removals are usually
[1:00:02] performed shortly before construction
[1:00:05] begins at the site at the location, it's
[1:00:07] going to affect the trees. So it's it's
[1:00:10] ISIS.
[1:00:12] Yeah. I don't want to guess, but uh it's
[1:00:14] going to be relatively soon.
[1:00:17] >> Okay. So it's tied to the construction.
[1:00:19] » Okay. So it's tied to the construction.
[1:00:19] >> Yes. Yes. And so I
[1:00:21] » Yes. Yes. And so I
[1:00:21] >> And how far after the the uh tree
[1:00:25] » And how far after the the uh tree
[1:00:25] replacement is the plaque the plaque
[1:00:28] installation?
[1:00:29] >> I'm not sure the plaque the tree
[1:00:30] » I'm not sure the plaque the tree
[1:00:30] placements will come after the
[1:00:32] construction is is completed. So, the
[1:00:34] plaque will most likely be installed
[1:00:35] after the uh or maybe at the time when
[1:00:38] the sycamore tree is uh relocated.
[1:00:41] They're going to have to move fairly
[1:00:42] quick on the relocation because uh you
[1:00:45] know they want to box it for too long.
[1:00:48] Uh but the uh relocation site, as far as
[1:00:50] I know, is going to be outside of the
[1:00:52] construction limits and so that should
[1:00:54] happen relatively soon.
[1:00:58] And I guess my other question is about
[1:01:01] the
[1:01:03] um sort of the the permit conditions. Do
[1:01:08] they require
[1:01:11] um that the things that that Metro has
[1:01:14] already agreed to the replacement of the
[1:01:17] plaque? Um ensuring that it's the same
[1:01:20] the same language
[1:01:22] um is reflected in the plaque. Is that
[1:01:24] all part of the permit conditions?
[1:01:27] Yeah, we can do that. Yes, we can write
[1:01:29] the uh plaque inst fabrication and
[1:01:31] installation as part of the uh permit
[1:01:34] conditions
[1:01:35] >> and ensure that that's that that
[1:01:37] » and ensure that that's that that
[1:01:37] language is done in coordination with
[1:01:39] both the council office and
[1:01:41] representatives of the ke nation just to
[1:01:44] ensure that it's to their liking before
[1:01:46] it goes and it gets installed. We want
[1:01:49] to make sure that
[1:01:50] >> that is all done as part of the
[1:01:52] » that is all done as part of the
[1:01:52] conditions of the permit. um so that we
[1:01:56] can ensure that that occurs.
[1:01:59] >> Yes, we'll make sure that occurs.
[1:02:04] » Thank you very much, Commissioner
[1:02:05] Carpass.
[1:02:06] >> I just had a question on the the
[1:02:08] » I just had a question on the the
[1:02:08] maintenance of the transplanted tree. I
[1:02:10] understand that the new trees will have
[1:02:12] a three-year maintenance. Is there any
[1:02:14] any um conditions on the ongoing
[1:02:17] maintenance of the of the tree that's
[1:02:19] been transplanted or is that just after
[1:02:21] three years it's on its own? What's the
[1:02:23] is there any thought process on that?
[1:02:26] >> The condition will be same as a planted
[1:02:29] » The condition will be same as a planted
[1:02:29] trees. So the 24inch boxite street trees
[1:02:30] the relocated trees will be maintained
[1:02:32] for a minimum period of 3 years through
[1:02:34] its establishment.
[1:02:38] » Thank you very much vice president.
[1:02:40] >> You know I know that this is part of
[1:02:42] » You know I know that this is part of
[1:02:42] metro standard tree policy is for the
[1:02:45] three-year um maintenance agreement
[1:02:48] which I what does that entail? Is that
[1:02:50] watering? Is that um you know cleaning?
[1:02:55] Is it what what is what what's included
[1:02:57] in the maintenance?
[1:02:59] >> Watering, restaking if needed, as
[1:03:02] » Watering, restaking if needed, as
[1:03:02] needed. Uh maybe a little bit of
[1:03:04] structural pruning to do to just to get
[1:03:06] it off to a good start. That is the
[1:03:09] general requirements there for the tree
[1:03:11] maintenance period, tree watering and
[1:03:13] monitoring and maintenance.
[1:03:16] I mean, I think given the cultural
[1:03:18] significance of this tree, um, it's not
[1:03:22] merely a replacement planting. It's it's
[1:03:25] far beyond that. You know, it's a we're
[1:03:27] commemorating this um ancient sycamore.
[1:03:31] That's what this tree represents. Um,
[1:03:33] and so I was wondering, has there been
[1:03:35] any consideration or can we make a
[1:03:37] request to Metro
[1:03:41] um to to put in a maintenance obligation
[1:03:45] beyond that standard three-year um
[1:03:50] because I think there's an opportunity
[1:03:53] here to actually make it a a a site that
[1:03:58] people can go to reflect um as opposed
[1:04:02] to just your standard uh uh tree
[1:04:05] replacement.
[1:04:07] >> Put that request to Metro to consider
[1:04:09] » Put that request to Metro to consider
[1:04:09] that.
[1:04:11] >> Well, I can ask Metro and see if they
[1:04:13] » Well, I can ask Metro and see if they
[1:04:13] would consider that. I do not believe we
[1:04:16] can require them to do the maintenance
[1:04:18] beyond the three-year period.
[1:04:21] >> Yeah, I would like to propose that this
[1:04:23] » Yeah, I would like to propose that this
[1:04:23] that we make that as an official request
[1:04:27] >> Yes, absolutely. We can do that. Yeah,
[1:04:28] » Yes, absolutely. We can do that. Yeah,
[1:04:28] we can do that.
[1:04:31] Thank you very much,
[1:04:36] » Mr. Knight. Did you need clarity on
[1:04:37] that?
[1:04:38] >> So, uh, thank you, President King. And
[1:04:39] » So, uh, thank you, President King. And
[1:04:40] so, I want to codif So, the, uh, VP
[1:04:43] Chavez is, uh, codifying a new
[1:04:46] recommendation. We'll label it
[1:04:47] recommendation for wherein we, the board
[1:04:50] requests Metro,
[1:04:54] um, to uh, consider.
[1:04:58] >> Yeah. a request to Metro to extend their
[1:05:02] » Yeah. a request to Metro to extend their
[1:05:02] standard maintenance
[1:05:04] um obligation beyond the the the
[1:05:08] three-year maintenance period.
[1:05:13] » Give me just one sec.
[1:05:16] >> President Protim Grant,
[1:05:18] » President Protim Grant,
[1:05:18] >> but point information, Vice President
[1:05:20] » but point information, Vice President
[1:05:20] Trump, you're not saying though, are you
[1:05:21] saying that approval is dependent on
[1:05:24] them accepting the request or just that
[1:05:26] we make the request?
[1:05:28] of of Metro
[1:05:30] if Metro says
[1:05:31] >> my understanding I I don't I don't know
[1:05:33] » my understanding I I don't I don't know
[1:05:33] if that's beyond the authority of this
[1:05:35] board to make it a requirement as
[1:05:38] condition I don't know is that I guess
[1:05:39] that's a fair that's an open question I
[1:05:41] don't know the answer to that
[1:05:44] >> looking at our city attorney
[1:05:45] » looking at our city attorney
[1:05:45] >> yeah I can chime in there Thomas
[1:05:47] » yeah I can chime in there Thomas
[1:05:47] Castella Vegas city attorney and so the
[1:05:49] the three-year requirement is not
[1:05:51] something the board can require beyond
[1:05:53] but you can request Metro to consider
[1:05:55] that as as an option for them to
[1:05:57] consider I just wanted to clarify. Thank
[1:05:59] you.
[1:06:00] >> Uh so if I could uh repeat back the
[1:06:02] » Uh so if I could uh repeat back the
[1:06:02] amended U board item. So we're adding an
[1:06:05] instruction four to request Metro to
[1:06:07] extend their standard maintenance
[1:06:09] obligation beyond their three-year
[1:06:11] period.
[1:06:14] » Okay. Thank you very much. I think we
[1:06:17] have clarity on that. Commissioner
[1:06:19] Mitchell,
[1:06:21] >> is there a specific point at which that
[1:06:24] » is there a specific point at which that
[1:06:24] you want to have them address beyond the
[1:06:27] three years? Is it five years? Is it 10
[1:06:29] years? What do you want?
[1:06:32] » I mean, I would think five would be
[1:06:34] should be the minimum, but given that
[1:06:36] it's a request, we're going to leave it
[1:06:38] up to the staff to consider what's
[1:06:41] appropriate, what they believe would be
[1:06:43] appropriate. And I think it's um the
[1:06:46] conditions of this situation are unique
[1:06:50] um than beyond that I think merits it
[1:06:53] being uh considered
[1:06:56] beyond a typical tree you know tree
[1:06:59] replacement. Um I think it it's a
[1:07:01] because it's a site of cultural
[1:07:03] significance that should be considered.
[1:07:06] >> I have a question.
[1:07:09] is this tree is going to be
[1:07:12] reboxed to maintain pending this
[1:07:15] completion of this construction at that
[1:07:18] location. Is that correct?
[1:07:21] >> It's going to be
[1:07:23] » It's going to be
[1:07:23] >> I'm not sure I'm not sure if it's going
[1:07:24] » I'm not sure I'm not sure if it's going
[1:07:24] to be boxed or ball and burlaped, but
[1:07:27] it's going to be taken out usually with
[1:07:29] the with the root ball. Well, assuming
[1:07:30] it can't be put back into the ground
[1:07:33] when it's re the specific location where
[1:07:35] it's relocated, it will be maintained
[1:07:39] during whatever period time that it
[1:07:42] comes out of the ground and before it
[1:07:44] gets replanted. Correct.
[1:07:46] >> Assuming it cannot be relocated
[1:07:48] » Assuming it cannot be relocated
[1:07:48] immediately after digging it up, yes, it
[1:07:51] be boxed. It's assumed that it be boxed,
[1:07:53] kept alive somewhere in appropriate
[1:07:56] location until it's ready to be planted.
[1:07:58] But my um
[1:08:00] I haven't received the specific details
[1:08:02] exactly what their timeline is and how
[1:08:04] exactly they're going to be replanting
[1:08:05] it. Uh but it's uh appears that it's
[1:08:09] going to be outside of the construction
[1:08:11] limits. And so with that, the tree will
[1:08:13] most likely be relocated almost
[1:08:15] immediately after it's dug out.
[1:08:16] >> Okay. So in your experience is 3 years
[1:08:20] » Okay. So in your experience is 3 years
[1:08:20] sufficient for a plant a tree either a
[1:08:23] new tree or relocated tree to
[1:08:27] reestablish itself.
[1:08:30] Three years is usually sufficient. I say
[1:08:32] usually but you know the longer
[1:08:35] monitoring maintenance occurs probably
[1:08:36] the better off for the tree. Five year
[1:08:39] my opinion be five years be very good um
[1:08:43] for establishment. However, the
[1:08:46] municipal codes for three years.
[1:08:49] >> Say that last part again.
[1:08:51] » Say that last part again.
[1:08:51] >> The the municipal code states for three
[1:08:53] » The the municipal code states for three
[1:08:53] years of watering and maintenance.
[1:08:58] >> Thank you.
[1:08:59] » Thank you.
[1:08:59] >> Yes.
[1:09:02] » Yes.
[1:09:02] >> Thank you very much.
[1:09:04] » Thank you very much.
[1:09:04] Mr. Knight, do you have a do you have
[1:09:06] what you need for that? Okay. No, no.
[1:09:08] I'll just uh restate the additional uh
[1:09:11] request and that is adding instruction.
[1:09:13] Item four requests Metro to extend their
[1:09:15] standard maintenance obligation beyond
[1:09:17] their three-year period.
[1:09:20] >> Mhm.
[1:09:21] » Mhm.
[1:09:21] >> Thank you very much. Any other questions
[1:09:22] » Thank you very much. Any other questions
[1:09:22] or comments?
[1:09:24] All right. Seeing none, is there a first
[1:09:26] and a second?
[1:09:27] >> So move.
[1:09:28] » So move.
[1:09:28] >> Yeah.
[1:09:29] » Yeah.
[1:09:29] >> First by President Proim Grant, seconded
[1:09:30] » First by President Proim Grant, seconded
[1:09:30] by Vice President Chavez.
[1:09:32] >> Thank you, President Kang. And we're
[1:09:33] » Thank you, President Kang. And we're
[1:09:33] taking a roll call vote on item four as
[1:09:35] amended. Starting with you, President
[1:09:36] Kang. Hi,
[1:09:38] >> President Chavez.
[1:09:38] » President Chavez.
[1:09:38] >> Hi,
[1:09:39] » Hi,
[1:09:39] >> President Proto Grant.
[1:09:40] » President Proto Grant.
[1:09:40] >> Hi,
[1:09:40] » Hi,
[1:09:40] >> Commissioner Mitchell.
[1:09:41] » Commissioner Mitchell.
[1:09:41] >> And Commissioner Cardins.
[1:09:42] » And Commissioner Cardins.
[1:09:42] >> Hi.
[1:09:43] » Hi.
[1:09:43] >> All eyes. And item four is adopted as
[1:09:45] » All eyes. And item four is adopted as

[1:09:53] » Moving on to item number five, contract
[1:09:53] renewal for CRNR,
[1:09:55] Inc.
[1:09:59] » Good. Good morning, President Khan, Vice
[1:10:02] President Chavez, Commissioners Grant,
[1:10:04] Mitchell, and Cardinus. My name is
[1:10:07] Martin Reese, and joining me here today
[1:10:10] is Nick Nio.
[1:10:12] We are both environmental engineers with
[1:10:14] LA Sanitation and Environment, managing
[1:10:16] the city's residential blue bean
[1:10:19] contracts.
[1:10:21] We are here to recommend that the board
[1:10:23] approve a five-year renewal for a
[1:10:25] contract with CRNR
[1:10:28] extending the agreement from July 1st,
[1:10:32] 2026 through June 30, 2031.
[1:10:36] The first five years contract is
[1:10:39] expiring this June 30, 2026.
[1:10:43] This agreement is essential for the
[1:10:46] processing and marketing of recyclables
[1:10:48] collected by LA sand from residents in
[1:10:52] the West Los Angeles, North Central,
[1:10:55] South Los Angeles, and the Harbor
[1:10:58] districts. On a daily average, the
[1:11:01] contractor handles close to 450 tons of
[1:11:05] recyclable materials for for these
[1:11:08] districts.
[1:11:09] Renewing the contract with CRNR is
[1:11:12] critical for the following reasons
[1:11:15] and ensures no interruptions for the
[1:11:18] households served within these
[1:11:19] districts.
[1:11:21] It supports the city's s sustainability
[1:11:24] goals which aim to reach 95% diversion
[1:11:29] waste aversion by 2035.
[1:11:32] The contractor has been a reliable
[1:11:35] partner through the initial term
[1:11:37] successfully processing and marketing
[1:11:39] the city's recyclable materials.
[1:11:42] The contractor provides regular waste
[1:11:45] characterizations
[1:11:47] studies to reduce to sorry to evaluate
[1:11:53] to evaluate the composition of the
[1:11:54] materials and provides a yearly
[1:11:57] contribution close to 50k
[1:12:00] to support contamination uh reduction
[1:12:03] efforts.
[1:12:05] During the first term, actual spending
[1:12:08] was about $23.3
[1:12:11] million.
[1:12:13] For the upcoming five years renewal, the
[1:12:16] projected cost is estimated at $ 48.8
[1:12:21] million
[1:12:23] for a total 10 years estimate of about
[1:12:26] $68.1
[1:12:28] million.
[1:12:30] It is very important to note that this
[1:12:33] is founded through a special
[1:12:37] solid waste fund with LA sand not the
[1:12:42] city's general fund. With this concludes
[1:12:45] my presentation and thank you for your
[1:12:47] time and now we can answer any
[1:12:49] questions.

[1:13:26] number six, contract award for Meyers
[1:13:28] and Suns construction.
[1:13:36] » Good morning again. This is Ethan Wong
[1:13:38] with the Bure of Engineering
[1:13:39] Environmental Engineering Division. Uh
[1:13:42] the report before you is recommending
[1:13:44] the award of the terminal island water
[1:13:46] reclamation plants primary treatment
[1:13:49] tanks improvements known as a couple
[1:13:51] improvement project 5247
[1:13:53] to Myers and Suns construction. The
[1:13:56] first low bidder found to be the lowest
[1:13:59] respons respons responsible bidder um
[1:14:02] for a total amount of $24,600,000.
[1:14:07] Um the background behind this project is
[1:14:11] related to uh the upgrade and
[1:14:14] replacement or re rehabilitation of the
[1:14:17] existing u primary tanks at uh the ter
[1:14:21] terminal island water reclamation plant.
[1:14:23] Um there are six total tanks that are
[1:14:25] roughly 200 ft long. Um in the process
[1:14:30] that happens within these tanks is where
[1:14:32] the the first removal of bioolids
[1:14:34] happens and this happens through
[1:14:36] primarily through settlement and um
[1:14:39] through flotation of other uh solids to
[1:14:42] the surface. So we remove the sludge and
[1:14:45] scum um through what are called chains
[1:14:48] and flights which are are noted in a
[1:14:51] figure or depicted in a figure on page
[1:14:53] two of the report. Um so what happens is
[1:14:56] the the they basically push all of the
[1:14:59] sludge that settles to the bottom to an
[1:15:01] area where um the sludge is then pumped
[1:15:04] out of the tank and there are skimmers
[1:15:06] at the top that remove what's called the
[1:15:08] scum which are the floatable solids. Um
[1:15:12] so the original uh configuration of the
[1:15:15] primary treatment tanks was um put in in
[1:15:19] the 70s. Um so they are in much need of
[1:15:22] rehab. Um there's much newer equipment
[1:15:24] that we will be reinstalling in these
[1:15:26] tanks for more efficient uh removal of
[1:15:29] the solids. Uh we will also be replacing
[1:15:32] the aluminum tank covers which is
[1:15:34] critical for odor control containment.
[1:15:38] Uh we will be replacing the highdensity
[1:15:40] polyethylene piping system. Also
[1:15:43] automating the tank influent gates and
[1:15:46] replacing all of the wall spools um
[1:15:48] which is the piping system that allows
[1:15:50] flow into each of the tanks. So, there's
[1:15:52] a total of 18 spools that will be
[1:15:55] replaced and we are also installing one
[1:15:57] new manual slide gate on tank six. Uh,
[1:16:00] the contract direction is currently
[1:16:03] expected to be 913 calendar days. Um, we
[1:16:07] did receive uh six bids on this project.
[1:16:10] Um, in comparison to the city engineers
[1:16:13] estimate of 19,476,000.
[1:16:17] Um, of the six, Myers and Suns was the
[1:16:20] the low bidder. They are also a local
[1:16:23] certified local business enterprise. Um
[1:16:26] but they you know that did not affect
[1:16:28] the bid order as they were already the
[1:16:31] low bidder. Uh we did find
[1:16:34] that um the range of bids from the low
[1:16:37] bid to the high bid the six highest bid
[1:16:41] um were all within 5%. So we do believe
[1:16:43] that uh we have received good bids on
[1:16:46] this project and are re recommending to
[1:16:49] move forward with the ward. Uh in
[1:16:52] relation to the business inclusion
[1:16:55] program um Myers and Suns has uh pledged
[1:16:59] to um participation levels of 7.07%
[1:17:04] minority business enterprises
[1:17:07] uh 1.79% women business enterprises
[1:17:11] uh 8.8 85% small business enterprises,
[1:17:15] 7.07%
[1:17:17] emerging business enterprises, and we'll
[1:17:20] also have 32.35%
[1:17:24] other um subcontractors
[1:17:26] uh participate on this project. There is
[1:17:29] a total subcontractor participation
[1:17:31] level of 62.81% 81%
[1:17:35] which um equates to 8,462,000
[1:17:40] uh after subtracting the fixed cost
[1:17:42] items from the the bid. Um in other
[1:17:47] areas of the bid, the um funding for
[1:17:51] this project all comes from the sewer
[1:17:54] construction maintenance funds. So will
[1:17:56] not have any impact on the general fund.
[1:17:59] Um, and that concludes my report and
[1:18:01] happy to answer any questions you may
[1:18:03] have related to this. Thank you.
[1:18:06] >> Thank you very much, commissioners. Any

[1:18:11] >> Yes, I just want to make a comment.
[1:18:12] » Yes, I just want to make a comment.
[1:18:12] Thank you for including the bid
[1:18:13] information. I was going to ask that
[1:18:14] question uh only because in the last few
[1:18:17] months we've had bids that range 10 20
[1:18:20] 30 40% over the u engineering or the
[1:18:24] estimate project estimate. So, I wanted
[1:18:26] to I was going to ask you that question.
[1:18:27] So you answered it in your reports.

[1:19:12] Rosco Bellagardi and I'm representing
[1:19:14] the Office of Community Beautifification
[1:19:16] for this item. Um, so the community

[1:19:44] collaboration with OCB and the nonprofit
[1:19:47] Center for Employment Opportunities

[1:19:52] this CC grant program. On February 20th
[1:19:56] of this year, both proposals were
[1:19:58] selected by the state and as a result,
[1:20:02] CD1 will receive a total of $530,37

[1:22:34] Uh, council district 15, budget revision
[1:22:37] for the Warner Grand Theater Project.
[1:22:45] Good morning commissioners, city
[1:22:47] attorney and executive officer. My name
[1:22:49] is Ohhaji Abdullah with the Bure of
[1:22:51] Engineering Architectural Division, the
[1:22:53] assistant division manager there. And
[1:22:55] today we are requesting approval to
[1:22:57] revise the budget uh associated with 2H
[1:23:00] construction's contract for the war
[1:23:02] phase one of the Warner Grand Theater.
[1:23:05] We are request we are recommending the
[1:23:07] board of public works authorize
[1:23:08] approximately 340,000 in additional
[1:23:11] contingency and approve a revised budget
[1:23:13] construction budget of approximately
[1:23:15] $20.1 million. Uh we're also requesting
[1:23:19] the authorization for the city engineer
[1:23:21] to issue change orders up to the
[1:23:23] approved revised construction amount of
[1:23:25] approximately $2.1 million as detailed
[1:23:27] in within the report. The Warner Grand
[1:23:30] Theater is a is a historic theater
[1:23:33] originally constructed in 1931 as one of
[1:23:36] three neighborhood movie palaces
[1:23:37] commissioned by the Warner brothers. On
[1:23:40] September 18th, 2024, the board awarded
[1:23:43] a contract to 2H construction in the
[1:23:45] amount of approximately $17.9 million
[1:23:48] with a contingency of about $1.8 million
[1:23:52] uh which was approximately 10.1% of the
[1:23:55] construction bid. The project includes
[1:23:57] ten tenant improvements that include
[1:23:59] disabled access upgrades throughout the
[1:24:02] facility, restroom upgrades, uh a new
[1:24:05] elevator, numerous uh HVAC, life safety
[1:24:09] uh and electrical infrastructure
[1:24:10] upgrades, as well as a stage access
[1:24:12] lift. During construction, the project
[1:24:15] incurred significant change orders to
[1:24:18] for unforeseen conditions in the amount
[1:24:20] of approximately $800,000.
[1:24:22] Additional scope was added in the in the
[1:24:25] amount of approximately $600,000
[1:24:27] which was included to address fire life
[1:24:29] safety and audio audiovisisual
[1:24:32] infrastructure and historic finishes as
[1:24:34] also detailed within the report. The
[1:24:37] project is approximately 55% complete
[1:24:39] and additional funding is immediately
[1:24:41] needed to address anticipated change
[1:24:43] orders. the current request of
[1:24:45] approximately 340,000
[1:24:48] and the remaining contingency of 240,000
[1:24:51] with a pride approximately 580,000 to
[1:24:54] address the anticipated change orders
[1:24:56] and and uh unforeseen conditions. We
[1:24:59] also anticipate that we will need to
[1:25:01] come back to this board to add
[1:25:03] additional funding to this project um as
[1:25:05] the uh project is taken through the MFC
[1:25:08] municipal facilities committee to seek
[1:25:10] additional funding for contingency.
[1:25:13] Um, despite the past challenges, we
[1:25:15] anticipate reaching uh substantial
[1:25:17] completion in late October of this year.
[1:25:21] That concludes my report and I'm ready
[1:25:23] to answer any questions.
[1:25:24] >> Thank you very much, commissioners. Any
[1:25:26] » Thank you very much, commissioners. Any
[1:25:26] questions or comments on item number
[1:25:28] two?
[1:25:30] Seeing none. Oh, Mer
[1:25:32] >> just had one comment. Um, you're saying
[1:25:34] » just had one comment. Um, you're saying
[1:25:34] construction will uh looking at
[1:25:36] completing construction in October. any
[1:25:37] idea when the theater may be open to the
[1:25:40] public and start u having events?
[1:25:44] >> Well, our our goal is to to have it open
[1:25:47] » Well, our our goal is to to have it open
[1:25:47] to for a soft opening in October once we
[1:25:50] obtain a uh TCO temporary certificate of
[1:25:52] occupancy. Um but within the and
[1:25:55] theaters are oftent times harder to
[1:25:57] commission and finalize um than normal
[1:26:00] new building projects especially a
[1:26:01] historic project like this like this
[1:26:03] one. So we would think toward at the end
[1:26:05] of the calendar year we should be able
[1:26:07] to open it up to the public but uh in
[1:26:09] October November we anticipate opening
[1:26:12] it up for a soft opening.
[1:26:14] >> Thank you.
[1:26:16] » Thank you.
[1:26:16] >> Thank you very much Mr. Knight.
[1:26:19] » Thank you very much Mr. Knight.
[1:26:19] >> Thank you President King. It may be an
[1:26:21] » Thank you President King. It may be an
[1:26:21] inadvertent hand raised. I do see one of
[1:26:23] the commenters who previously provided
[1:26:26] multiple agenda item commentary with
[1:26:28] your hand raised. Uh I don't know if
[1:26:30] it's on this item or if it's an
[1:26:31] advertent hand raised. Audit LA
[1:26:34] Yes. I I didn't think I could speak on
[1:26:36] these items um in the first meeting
[1:26:38] because you know what this wasn't a
[1:26:40] journ this wasn't open yet. Can I give a
[1:26:42] comment on this?
[1:26:45] >> Uh give me one second.
[1:26:46] » Uh give me one second.
[1:26:46] >> Hi. Yes, TJ. I think for those who
[1:26:48] » Hi. Yes, TJ. I think for those who
[1:26:48] haven't commented on the special agenda
[1:26:51] items, we should reopen the agenda item
[1:26:53] comment for that purpose.
[1:26:58] » Very well. Thank you so much, Mr. City
[1:27:00] Attorney. a LA go ahead and uh which
[1:27:02] items do you want to speak on on the
[1:27:04] special agenda?
[1:27:05] >> Um I'd like to speak on both but I can
[1:27:08] » Um I'd like to speak on both but I can
[1:27:08] start with this one right now.
[1:27:09] >> Go ahead. Go ahead. You have two minutes
[1:27:11] » Go ahead. Go ahead. You have two minutes
[1:27:11] top of your
[1:27:12] >> Okay. I mean I'm someone I you know I
[1:27:14] » Okay. I mean I'm someone I you know I
[1:27:14] did theater in school and everything and
[1:27:16] I love theaters and I'm glad that this
[1:27:19] theater is being uh especially now that
[1:27:22] it's going it's going to be ADA more
[1:27:24] compliant and more modernized and I
[1:27:26] think that's great. But I think that we
[1:27:29] also need to balance the fact that we
[1:27:30] have a huge budget crisis concerns and
[1:27:34] especially with you know especially with
[1:27:36] making the ADA community like with
[1:27:38] sidewalks and everything. We're not
[1:27:40] getting enough money for that. So as
[1:27:41] much as I love this project I really
[1:27:44] wish the city would try to recruit money
[1:27:47] from different entities that are not
[1:27:49] from public funds to help with this sort
[1:27:52] of thing. So like yes, on one hand I
[1:27:54] want this project completed. Um but the
[1:27:58] community like myself as the ADA
[1:28:00] community, how often will I likely go to
[1:28:03] the theater? I don't know. Maybe I will,
[1:28:05] but not as often as I will um just going
[1:28:08] through the sidewalks trying to get
[1:28:10] anywhere in this city. And so it's about
[1:28:12] priority and the what to do with the
[1:28:14] money, the little bit of money that it
[1:28:16] seems like we, you know, we don't have
[1:28:18] and we need to um be careful. So, I'm
[1:28:21] not saying we, you know, in the
[1:28:22] meantime, yeah, we can't help these uh
[1:28:24] projects, but why aren't we reaching out
[1:28:27] for, you know, different bigger entities
[1:28:29] back in the day, right? They were all
[1:28:31] called like they had star names on it
[1:28:33] and stuff. There's people that put in
[1:28:35] money for this stuff that was not the
[1:28:38] city. And I wish we would go back, you
[1:28:40] know, to doing that. But other than
[1:28:42] that, it sounds like a great project.
[1:28:43] I'm not knocking the actual project. I'm
[1:28:45] just concerned about the funds and
[1:28:48] making the city ADA compliant for, you
[1:28:50] know, just to get around just to go down
[1:28:53] the street. And with the other one, um,
[1:28:56] when it comes to bidding, I am I I I'm
[1:28:59] like traumatized by that guy that came
[1:29:01] on the other day. I'll be honest. and
[1:29:04] you know about and then I'm really
[1:29:06] concerned about bids and how genuine and
[1:29:08] how honest they are because if a bidder
[1:29:10] can if they can say hey you know just
[1:29:12] double it whatever and then it will go
[1:29:14] through that scares me because again
[1:29:17] >> that's two minutes and that concludes uh
[1:29:19] » that's two minutes and that concludes uh
[1:29:19] agenda item commentary for the special
[1:29:21] agenda President Kane
[1:29:24] >> thank you very much any other questions
[1:29:26] » thank you very much any other questions
[1:29:26] or comment on this item seeing none is
[1:29:29] there first and a second
[1:29:30] >> so move
[1:29:33] » so move
[1:29:33] >> first by President Proim Grant, seconded
[1:29:34] » first by President Proim Grant, seconded

[1:29:37] roll call vote on item two from the
[1:29:39] special agenda. Starting with you,
[1:29:40] President Kang.

[1:29:47] » and Commissioner Cardless.
[1:29:47] >> Hi.
[1:29:47] » Hi.
[1:29:47] >> All eyes. And item two is adopted and
[1:29:49] » All eyes. And item two is adopted and
[1:29:49] we'll move forward fourth place.
[1:29:51] >> Thank you very much.
[1:29:52] » Thank you very much.
[1:29:52] >> Thank you all. Have a great week.
[1:29:56] » Thank you all. Have a great week.
