[11:39] Mason County property valuation administrator for the real and for real

[11:43] and personal property and the setting ad valorem tax levies

[11:47] and levying franchise tax on financial institutions. Whereas the 2027 ad

[11:53] valorem tax rate on motor vehicles as fixed by KRS 132.487

[11:58] sub 2 at the rate which could have been levied on 1 January 1983 assessments and

[12:04] whereas the Board of Commissioners hereby foregoes any other ad valorem tax

[12:09] increases for 2027 which would result from raising the tax

[12:14] rate as authorized by KRS 132.027. Whereas KRS 136.5

[12:21] 75 authorizes a franchise tax on financial institutions measured by

[12:26] deposits in the institutions located within the city at a rate

[12:31] up to 0.025% of the deposits due by 31 January 2027.

[12:39] Now, therefore be it ordained by the City of Maysville

[12:42] as follows. Number one, that the assessment of real and personal property

[12:47] made by the Mason County Property Valuation Administrator reviewed by the

[12:51] Mason County Board of Assessment Appeals equalized and certified by the Kentucky

[12:56] Revenue Cabinet and certified by the Kentucky by the Mason County Clerk to

[13:02] the City Treasurer as set out below is hereby accepted and adopted as the

[13:06] assessment of taxable property in the City of Maysville for

[13:10] for tax year 2024 which assessment shall be subject to taxation at the rates to

[13:16] be fixed by ordinance. Real property

[13:21] 601 million

[13:24] 549,660 dollars.

[13:27] Tangible personal property 77,353,352

[13:33] inventories 48,885,602

[13:38] to the ad valorem taxes shall be levied on all real property for 2026 as shown

[13:44] by the aforesaid assessment and shall be levied on all real property commencing

[13:54] and the tax rate for the tax year is set and established at

[13:58] 0.147 dollars per 100 dollars

[15:03] four that the tax rate for motor vehicles is set and established at

[15:08] 0.2460 per 100 dollars of assessed value

[15:13] taxable in the city in 2026 pursuant to KRS 132.487

[15:20] five that the purpose of said taxes is fixed, set, established, and levied for

[15:25] the general revenues, and all moneys are to be paid to the city of Maysville same

[15:30] to be paid into the general revenue fund of the said city of Maysville.

[17:13] up, which is a good thing, by about $19 million, which

[17:16] that tells you there's some growth. >> Yeah.

[17:26] perspective, uh in '25, it was estimated that from from the the workbook that we

[17:35] this year, it's expected we get 1.164. So, it's you know, compensating rate is

[17:40] very close. Um but in reality, uh in fiscal year '25, we got 1.2 million.

[17:47] » And the evaluate the property valuation is an independent operation from the

[17:53] city, right? I mean, that's an independently elected office.

[17:57] So, not associated with the city. And in this ordinance, there are three taxes.

[18:01] One is real estate, one is vehicle tax, and the third is a tax on financial

[18:06] institutions. So, compensating rate means a tax decrease for real property

[38:56] operator and he has met all hiring requirements for the city of Maysville.

[39:01] I respectfully ask that Jonathan Kenny be appointed to the position of water

[39:05] plant operator. I feel he will be an excellent addition

[39:08] to the water plant and utility department as a whole.

[39:12] Also from utility manager Spence, the utility department currently has a

[39:52] department as a whole. This one is from public works director

[39:58] King. I respectfully request approval to hire David Flinders to fill the vacant

[40:02] position in the transit department. Mr. Flinders previously served the city on

[40:07] an interim basis providing dependable coverage when transit drivers weren't

[40:12] were unavailable. During that time, he demonstrated

[40:15] professionalism, reliability, and a strong commitment to serving our

[40:19] community. David has already proven to be a valuable member of our team, and I

[40:23] am confident he will continue to be an asset to both the city of Maysville

[40:27] and the transit department. His prior experience with the city and dedication

[40:31] to providing excellent service make him an excellent candidate for this vacancy.
