[0:53]
» Okay. For our next item which is item
[0:53]
one is public comments. Uh, so I'd like
[0:56]
to open up public comment for items that
[0:59]
are not on the agenda. Do you have any?
[1:03]
No one on Zoom. Okay, then I'll close
[1:05]
public comment and then we'll go to I'm
[1:08]
sorry, item one, which is the report of
[1:10]
the fire chief. Mark, director, members
[1:14]
of the board
[1:16]
and our staff. Happy to share with you
[1:18]
my January fire chief's report. Um,
[1:20]
happy new year to everyone. First of
[1:22]
all, just quick facilities update. Not a
[1:24]
lot has changed on the fire station one
[1:27]
update report. As you can see, the
[1:30]
biggest items are the board approved in
[1:32]
December moving forward on uh work
[1:34]
directive three with Kate architects for
[1:36]
the construction documents. The majority
[1:39]
of the highlighted parts there are as is
[1:42]
the case with every month the changing
[1:44]
balance in our CIP fund. And then one
[1:47]
other additional item is just the
[1:49]
resubmitt
[1:51]
of comments um that were incorporated
[1:54]
from our our neighborhood meeting and
[1:56]
resmitted and this month. Um went on to
[2:00]
recruitments and promotions. We actually
[2:02]
had one fire captain promotion that
[2:05]
occurred on I think it was January 4th
[2:08]
when we gave Dave Magnon his uh badge
[2:11]
and and had that is a result of us
[2:13]
permanently filling the second uh
[2:16]
training captain position. So
[2:20]
um that training the new training
[2:22]
captain is Randy Kelly who's in there
[2:24]
and so Dave had opened up a new position
[2:27]
and so is now a probationary fire cap.
[2:31]
Congratulations to Dave. Uh update on
[2:34]
the community engagement unit. Uh a lot
[2:37]
of this stuff has to do with what was
[2:38]
happening in the holiday season. Uh but
[2:41]
in addition to that, we had uh a
[2:44]
preschool visit at station six and a
[2:46]
group visit for station six community
[2:49]
events. Uh Engine 2 attended Four
[2:53]
Seasons, the employee family holiday
[2:55]
party that director Broly and I happened
[2:58]
to see Engine 2's crew all engaged over
[3:01]
at the Four Seasons. We were out
[3:03]
delivering near cinnamon bread and it
[3:06]
was it was a pretty cool event. Uh Santa
[3:08]
was there and this was for all the
[3:09]
employees and our engines uh crews were
[3:12]
all there taking pictures with the kids.
[3:14]
Pretty cool thing. The toy drive a huge
[3:18]
success. Again, this was part of it is
[3:21]
the labor group and then just employees
[3:23]
pitching in and they delivered toys to
[3:27]
over 750 kids in partnership with St.
[3:30]
Anony's Church. Um
[3:34]
number of folks were down there
[3:35]
volunteering, myself included. Really
[3:37]
impressive. Uh just what they had there.
[3:40]
You know, the kids basically get to go
[3:42]
shopping and oftentimes they're escorted
[3:44]
by a firefighter as they go through on
[3:46]
their little shopping spree picking out
[3:48]
their toys. So that was pretty cool. Uh
[3:51]
CPR classes for clergy and staff at St.
[3:54]
Gman's Church in Mano Park. CPR class uh
[3:57]
for employees at the Four Seasons.
[4:00]
They just this past weekend we had K9
[4:03]
training out at the rescue sites. So
[4:05]
there was participation
[4:07]
from our um our group there. I know
[4:10]
Francine was out there also uh both
[4:13]
hiding from and petting the dogs, the
[4:16]
lifeline dogs. Um, so and then in
[4:19]
addition, and this part of this ties
[4:22]
into some stuff I'll talk about in my
[4:24]
report, but a couple items that they
[4:25]
wanted to mention was uh they had a a
[4:28]
there was a fire incident. Part of this
[4:30]
is I think they went out there to help
[4:31]
and kind of a message also from fire
[4:33]
prevention. There's a a fire a
[4:37]
residential fire on West Selby that was
[4:39]
contained in Barrage because of fire
[4:41]
sprinklers that had been installed in
[4:43]
garage. There was a fire incident in
[4:46]
Bell Haven and that was the one on my
[4:48]
report that was the 1300 block of Hill
[4:51]
Avenue. Um, this was occurred in a home
[4:54]
without smoke alarms that likely would
[4:56]
have resulted in fatalities if not for
[4:59]
passerbys, good Samaritans, that alerted
[5:01]
the residents and occupants, which was
[5:03]
great. I think that's one where we still
[5:05]
had two pets that did not survive the
[5:08]
family did. Uh and then also we
[5:12]
participated in a multi- agency exercise
[5:16]
related to the San Frisk San Francisc
[5:20]
JPA. Chief McDonald, Chief Schlice, and
[5:23]
Heather all participated in the exercise
[5:26]
along with representatives from Palawato
[5:28]
Park Valley Water and some other
[5:30]
agencies. Um, moving on in our
[5:35]
uh fire analysis uh report, uh, nothing
[5:39]
unusual in there. At some point in time,
[5:41]
we will meet with board and talk a
[5:42]
little bit about response time goals. I
[5:45]
will point out that something new that
[5:47]
has not shown up or changed anything in
[5:50]
there. Um, we went back to for a while
[5:53]
we were no longer using the automatic
[5:57]
vehicle locators and the closest uh
[6:00]
resource responses because there was
[6:02]
some unintended consequences with some
[6:04]
other jurisdictions. We turned that back
[6:06]
on on January 12th. So, we're back to
[6:10]
using that rather than a static
[6:11]
dispatching. And so we're just
[6:14]
monitoring our response times to make
[6:16]
sure there's no um negative effects for
[6:20]
that. Yeah. Our hope is that they'll
[6:22]
just be positive.
[6:24]
Uh new development update. The only item
[6:27]
that I'll talk about briefly is the
[6:30]
continuing conversations going on with
[6:32]
the downtown parking. Uh, I think
[6:34]
everybody saw U. Director Solano had
[6:38]
reached out and asked a couple questions
[6:40]
just about when we're going to see some
[6:42]
of the stuff and Chief Slice put out a
[6:44]
really greatformational
[6:46]
uh, email that kind of just lined out
[6:48]
how all of our processes work. So
[6:51]
hopefully everybody got that. If you
[6:52]
didn't, I have a copy of it here. I'm
[6:54]
happy to share it with you. U, but
[6:57]
that's kind of the normal process with
[6:59]
anything that we're involved in. So you
[7:01]
can see it'll be quite a while before we
[7:03]
actually put eyes on that. Um that said,
[7:07]
uh things do happen. I think I had
[7:08]
mentioned at the last meeting that we
[7:11]
were who did we have the Zoom meeting
[7:12]
with the ones that have the USGS site?
[7:15]
>> Oh, the ones
[7:18]
» Oh, the ones
[7:18]
spring line
[7:19]
>> spring line.
[7:19]
» spring line.
[7:19]
>> Yeah, that group. you know, sometimes
[7:21]
» Yeah, that group. you know, sometimes
[7:21]
they just they'll have conversations
[7:23]
with us in advance and give us kind of a
[7:25]
glimpse of what we're uh um what we're
[7:29]
going to be looking at or their
[7:30]
proposals, but we had one of those in
[7:33]
December, I think just after our board
[7:34]
meeting. Um and again, that's
[7:36]
justformational. Gives us an ability to
[7:39]
ask general questions. Dave talked a
[7:42]
little bit just about water supply and
[7:44]
access and I think aerial access too and
[7:48]
things like that. again, normal uh
[7:50]
normal part of the process.
[7:53]
Uh the next two items I'm gonna kind of
[7:56]
switch around because they they both
[7:58]
have something to do with each other. We
[7:59]
had a county chief's planning meeting.
[8:01]
This is um a two-day meeting we do
[8:04]
annually with all the county chiefs. We
[8:06]
had it offsite in Monterey. Um
[8:11]
we we talk about a variety of things.
[8:13]
One of them is has to do setting some
[8:16]
goals for the next year. Another is
[8:19]
assignments. And um I don't know whether
[8:23]
everyone's aware or not, but Chief Ron
[8:25]
Myers with North County Fire Authority
[8:27]
retired in December. Ron had been a fire
[8:30]
chief locally here for over 20 years.
[8:33]
Ron also held um a couple different
[8:36]
positions. The primary one was this is
[8:39]
the fire chief leazison with the ALSJPA
[8:42]
and that was a position that I had
[8:45]
indicated some interest in. So I will be
[8:47]
the new lay leazison with the ALS JPA.
[8:51]
It's probably one of the more
[8:54]
um influential positions in that it
[8:56]
deals with our dispatch agreement,
[9:00]
ambulance transport and radio
[9:02]
infrastructure, all of those. So
[9:05]
um the hope is and and we have a JPA
[9:08]
meeting I think it's tomorrow night,
[9:10]
right? Director Sio.
[9:14]
» Yes.
[9:15]
>> Yeah. The the hope is eventually we'll
[9:17]
» Yeah. The the hope is eventually we'll
[9:17]
have at least a part-time permanent
[9:19]
director there and that will be me being
[9:22]
the kind of the connection with the fire
[9:24]
chiefs. Um but that is is good in that
[9:28]
respect. We do have as I mentioned a JPA
[9:31]
management committee tomorrow. Um
[9:33]
important one in that um we have our
[9:38]
contractor Lincoln Unrew with Raven
[9:41]
Tech. we uh we're no longer using him.
[9:46]
We I think the the directors at the time
[9:49]
had a little loss of faith and trust in
[9:51]
him. So we still are using uh TEA and
[9:57]
uh Stephford to do our infrastructure
[9:59]
improvements, but we're not using uh
[10:01]
Lincoln as a contractor anymore. We'll
[10:04]
be sharing information with board on
[10:07]
that tomorrow night and we can share
[10:10]
more after that.
[10:13]
Um,
[10:15]
another nice thing I was invited here at
[10:18]
the emergency management uh retreat
[10:21]
panel. This is something that
[10:25]
Shrudy, our DEM director did with her
[10:28]
team. They did an offsite in Redwood
[10:30]
City at the Chan Zuckerberg uh
[10:34]
initiative building there and they had
[10:37]
um it was a morning session doing some
[10:39]
story and not like Dr. Seuss
[10:43]
storytelling but for people that had
[10:45]
been in in situations um you know kind
[10:49]
of in the heat of the fire kind of thing
[10:52]
that they could share. It was myself. It
[10:55]
was the
[10:57]
new under sheriff, new returning under
[10:59]
sheriff with the Santo County Sheriff's
[11:02]
Office, Chris
[11:03]
>> Chris.
[11:04]
» Chris.
[11:04]
>> Yeah.
[11:05]
» Yeah.
[11:05]
>> And then a gentleman who is also the
[11:07]
» And then a gentleman who is also the
[11:07]
emergency manager with um
[11:12]
San Francisco State University. But
[11:15]
really nice opportunity to share some
[11:16]
stories. I I shared uh a couple stories
[11:20]
just about
[11:22]
uh how we interacted with and made some
[11:26]
decisions with Ventura County OES back
[11:30]
during the Thomas fire just you know the
[11:33]
success stories and and then also some
[11:34]
of the things that were you know I think
[11:36]
in the public side failures but in our
[11:38]
eyes really great successes.
[11:41]
Um, you know, we did not have a single
[11:44]
significant fatality from lack of
[11:46]
evacuations and just a lot of that had
[11:48]
to do with the relationships that were
[11:50]
built in advance of that fire with
[11:51]
county sheriff and the OES office. So,
[11:54]
that's a nice opportunity to share those
[11:56]
stories. Uh, Zoom with the fire chief in
[11:59]
addition to my coffees with the fire
[12:01]
chief that we try to do on every
[12:02]
Wednesday. Still trying to do a
[12:04]
quarterly zoom with the fire chief. We
[12:06]
had one this morning uh for about 40
[12:09]
minutes of me sharing some information
[12:11]
and then anything's on the table Q&A
[12:14]
with folks out there. So good engaging
[12:16]
time we record it so that uh ships that
[12:19]
aren't on can go back and actually watch
[12:20]
it. Part of it's rumor control and just
[12:23]
to hear it from the port so to speak. I
[12:26]
mentioned the toy drive. We had the
[12:28]
holiday lunch. Great success. Thank you
[12:29]
for everyone attending. Just a reminder
[12:32]
that we have our badge pinning here at
[12:34]
station one this Thursday at one o'clock
[12:37]
in the engine bay. And then also just
[12:41]
outstanding staff reports. Uh still have
[12:44]
the electrification of fire service
[12:46]
vehicles talking about calming devices
[12:49]
and our fire code.
[12:52]
uh the e- prep policy grant conversation
[12:55]
and a new one that was approved and
[12:57]
added last month under Bernstein about
[13:00]
discussing district goals response.
[13:03]
Uh the uh other events on here that we
[13:06]
didn't talk about, we talked about the
[13:07]
Hill fire. We also had a a flooding
[13:10]
event on Christian and Bell Haven. That
[13:15]
was one we weren't even called to. We
[13:17]
actually came upon it um initially and
[13:21]
then we had a structure fire in a 1000
[13:24]
block of Guard Street.
[13:27]
There's my report.
[13:30]
>> Any questions or comments for the chief
[13:33]
» Any questions or comments for the chief
[13:33]
Chuck?
[13:34]
>> I just had a comment about the
[13:36]
» I just had a comment about the
[13:36]
outstanding staff reports. uh three of
[13:39]
them say discuss
[13:42]
and I know sometimes boarding will want
[13:44]
to talk about it as a board they've got
[13:46]
information and so forth. I'm not sure
[13:49]
there has to be a staff report for
[13:52]
something that says discuss.
[13:55]
I guess it certainly could be because it
[13:58]
would help inform the the discussion but
[14:01]
in some cases it's kind of a free formed
[14:04]
thing. And I'm just saying that because
[14:07]
we're getting a backlog of these things
[14:10]
and it occurs to me that if we didn't
[14:12]
have if we didn't have to have staff
[14:15]
reports, maybe we could get through them
[14:16]
more quickly.
[14:20]
So I think that's um probably with at
[14:24]
least uh two of them that that might
[14:27]
actually work on
[14:32]
uh
[14:34]
I you know what let me let me chat about
[14:36]
that offline with director and see if
[14:39]
there's some lowhanging fruit there
[14:40]
where we can actually without a lot of
[14:42]
staff uh work come to the board
[14:45]
traffic coming devices almost everybody
[14:48]
knows what they are there's nothing
[14:49]
technical about them or anything like
[14:51]
that.
[14:52]
>> And it it might be good to kind of have
[14:56]
» And it it might be good to kind of have
[14:56]
a discussion to see where people want to
[14:57]
go and then do a staff report based on
[15:01]
possible alternatives.
[15:03]
>> That might be more to I think yeah my my
[15:07]
» That might be more to I think yeah my my
[15:07]
from my stance I tend to try and
[15:09]
overinform and so maybe that's not
[15:11]
necessary right in providing this
[15:14]
advanced work on that but that could be
[15:16]
a good possibility.
[15:20]
Thanks, Chuck.
[15:22]
Anyone else?
[15:25]
» Okay. Any public comment? Oh,
[15:27]
>> I forgot one more thing because I just
[15:29]
» I forgot one more thing because I just
[15:29]
stopped here. Don't forget everyone.

[15:55]
are I know we've got I'll I'll send
[15:58]

interested have a link.
[16:04]

[16:05]
» Yes sir.
[16:05]
>> I want to ask also about the flooding
[16:07]
» I want to ask also about the flooding
[16:07]
that went on made the newspapers and
[16:10]
headlines and even on the television
[16:13]
news and so forth. Was it was there a
[16:16]
serious problem or was did people just
[16:18]
not rake up the leaves out of the drain
[16:20]
or something?
[16:21]
>> I think it was the city that didn't do

it right.
[16:24]
>> Well, I don't know. That's what I'm I'm
[16:26]
» Well, I don't know. That's what I'm I'm
[16:26]
trying to figure out if we've got a
[16:27]
serious problem out there that's
[16:29]
permanent or is this something that uh
[16:31]
just somebody didn't get out there to
[16:33]
break up leaves.
[16:36]
>> Um
[16:38]
» Um
[16:38]
right here, I'm just looking at the
[16:39]
reports. says westbay sanitary work
[16:41]
through debris from underground system
[16:43]
on Willow Road. So
[16:46]
um yeah, my guess is it's probably a
[16:48]
combination of both. Sometimes with big
[16:51]
big one first storms of the season, you
[16:54]
end up with unexpected debris that comes
[16:56]
down through the gutters and caus
[17:00]
oftentimes that's what happens, right?
[17:03]
That storm drains get covered up with
[17:05]
some leaves and that may be an issue.
[17:07]
Yeah,
[17:09]
>> it just seems like there's an easy fix
[17:10]
» it just seems like there's an easy fix
[17:10]
could look something like that compared
[17:12]
to when something overflows to banks.
[17:14]
>> Yeah. Well, we have uh even talked about
[17:17]
» Yeah. Well, we have uh even talked about
[17:17]
it informally as part of our volunteer
[17:21]
program for people to adopt a storm
[17:24]
drain, you know, and so when we have
[17:26]
rains, they can be out there uh with a
[17:29]
rake or a shovel and their boots and
[17:31]
keep the drains flowing. event for that
[17:35]
might be an opportunity for us in the
[17:37]
future on those rainy events. I know I I
[17:40]
go around um in a variety of different
[17:43]
places and you see people out there who
[17:44]
have volunteered to be their block
[17:46]
coordinator for their storm drain and
[17:48]
they make Yeah. They rotate through and
[17:50]
keep it flowing. That might be
[17:53]
>> Yeah.
[17:57]
What is Chuck done? Are you done Chuck?
[17:59]
>> Yeah.
[18:00]
» Yeah.
[18:00]
>> Yeah. I have a question. Chief, uh,
[18:03]
» Yeah. I have a question. Chief, uh,
[18:03]
is it SOP or standard operating
[18:06]
procedure for our fire trucks to go out
[18:08]
and remove trees?
[18:11]
>> Remove trees
[18:12]
» Remove trees
[18:12]
>> from the street.
[18:14]
» from the street.
[18:14]
Uh not shoot I don't know if we have a
[18:16]
policy for it or against it but
[18:18]
generally know it's it should be a cal
[18:20]
mans or public work things like that but
[18:23]
if there if there's an immediate life
[18:25]
hazard or something like that they can
[18:27]
take the tree down but not buck it up
[18:30]
and clear the roads. Yeah, that's that
[18:34]
uh last Saturday there was a tree down
[18:37]
across Bay Road and uh Engine Five
[18:41]
showed up and removed the tree and it
[18:44]
was reported to the city of Medlo Park
[18:46]
because my wife did it and the fire
[18:50]
department showed up to do it.
[18:52]
>> Good.
[18:52]
» Good.
[18:52]
>> So,
[18:54]
» So,
[18:54]
you know, does that fall within our
[18:56]
responsibility or not? No, not
[18:58]
necessarily, but there's often times
[18:59]
where they go above.
[19:00]
>> They were just nice people, those
[19:02]
» They were just nice people, those
[19:02]
firefighters to remove the tree the way
[19:04]
they did.
[19:04]
>> Hopefully, it wasn't a heritage tree.
[19:08]
» Hopefully, it wasn't a heritage tree.
[19:08]
>> Is that the exception
[19:11]
» Is that the exception
[19:11]
on on major roadways? Dispatch will
[19:13]
dispatch engines throughout the county
[19:15]
as a general policy. Um, and the county
[19:19]
engines will try to generally try to
[19:21]
remove it if they can. Typically size
[19:24]
limited.
[19:24]
>> But that wasn't my question, Gary. My
[19:26]
» But that wasn't my question, Gary. My
[19:26]
question was, is there an SOP or some
[19:30]
agreement between the city and us
[19:32]
dealing with removal of trees like that?
[19:35]
>> I think the firefighters are just
[19:37]
» I think the firefighters are just
[19:37]
generally fixing folks that want to get
[19:39]
things done and they have tool and the
[19:41]
ability to do it. We don't have
[19:45]
>> Well, I think we should have something
[19:46]
» Well, I think we should have something
[19:46]
like that.
[19:49]
>> That might be a request of directors
[19:51]
» That might be a request of directors
[19:51]
coming up here at the end of our
[19:53]
meeting. Thank you, Chief. Any other
[19:55]
comments, Robert? Anything?
[19:58]
>> Okay. Thanks, Chief. And we'll move on
[20:00]
» Okay. Thanks, Chief. And we'll move on
[20:00]
to um item two, which is the consent
[20:03]
calendar. So, before we
[20:07]
have a motion on that, it was brought to
[20:09]
my attention by Robert and by Michelle,
[20:12]
that the minutes um for items seven and
[20:17]
eight don't reflect the the the votes
[20:19]
are not in there. Um, so
[20:23]
I just wanted to I mean I'll make the
[20:25]
motion to approve the consent calendar
[20:27]
with the addition of the vote count for
[20:30]
items seven and eight which are the same
[20:32]
of five eyes and zero no.
[20:34]
>> What page are you on?
[20:35]
» What page are you on?
[20:36]
>> U page 23 in the pack of the packets. So
[20:40]
» U page 23 in the pack of the packets. So
[20:40]
it's page 205 in the minutes.
[20:44]
>> Second.
[20:46]
» Second.
[20:46]
>> Okay. So, the I just made a motion to
[20:48]
» Okay. So, the I just made a motion to
[20:48]
approve the consent calendar with the
[20:50]
>> I'll second.
[20:51]
» I'll second.
[20:51]
>> Gary just second.
[20:52]
» Gary just second.
[20:52]
>> Oh, you did. Good.
[20:53]
» Oh, you did. Good.
[20:53]
>> Yeah. Um with the addition of the vote
[20:56]
» Yeah. Um with the addition of the vote
[20:56]
counts for items seven and eight, which
[20:58]
are the same of five eyes and zero
[21:00]
nodes.
[21:04]
» Okay, there's been a motion and a
[21:06]
second. Any discussion?
[21:09]
Okay, roll call, please. Michelle,
[21:13]
hi. Dr. Jones.
[21:14]
>> Hi,
[21:15]
» Hi,
[21:15]
>> Dr. Sana.
[21:17]
» Dr. Sana.
[21:17]
>> I
[21:19]
» I
[21:19]
>> That motion carries.
[21:23]
» That motion carries.
[21:23]
And then now we'll go to the regular
[21:25]
agenda,
[21:27]
which is the site visit for the board of
[21:29]
directors. And if you're attending by
[21:32]
Zoom, we'll uh return to the meeting
[21:34]
after this very short and fun site
[21:37]
visit.
[21:40]
>> Thank you. Okay. Are you leaving?
[21:42]
» Thank you. Okay. Are you leaving?
[21:42]
>> Gage is going to leave.
[21:45]
» Gage is going to leave.
[21:45]
This is a first for us. A little field
[21:47]
trip.
[22:04]
» Well, that's what I was calling you
[22:06]
about before I got this L.
[22:13]
I think
[22:15]
>> actually late last week.
[22:29]
» We um we don't let people have cell
[22:32]
phones ringing at school.
[22:34]
>> I called you at your school.
[22:37]
» I called you at your school.
[22:37]
>> Oh, on my office phone. Oh, you I'm
[22:40]
» Oh, on my office phone. Oh, you I'm
[22:40]
sorry. That's another problem. Alto
[22:41]
together. I have about 40 messages and I
[22:46]
can't get through them without getting
[22:48]
interrupted. So I'm way behind my
[22:53]
thought.
[23:10]
» Okay, so Gage, thank you. Thank you for
[23:13]
that site visit of the storage emergency
[23:16]
storage supply container. It was
[23:19]
outstanding and thanks for all the hard
[23:21]
work that you're doing and
[23:24]
>> thanks for asking for our input, too.
[23:26]
» thanks for asking for our input, too.
[23:26]
>> We're looking for
[23:28]
» We're looking for
[23:28]
>> Yep. Chuck, I
[23:29]
» Yep. Chuck, I
[23:29]
>> I was just curious about I think it's
[23:31]
» I was just curious about I think it's
[23:31]
really important to get this stuff done
[23:34]
and out. I'm not rushing so much. It's
[23:36]
trying to understand are you going to do
[23:38]
these one at a time or are you going to
[23:40]
get like eight of them there and do
[23:42]
eight at a time and get the whole thing
[23:44]
done at one time? So my initial the
[23:46]
initial goal according to the the chief
[23:49]
was to get three with the budget I had.
[23:52]
So my original goal was to get three
[23:53]
done with the budget I had. This one
[23:56]
took the longest. It was actually done
[23:58]
last month. It just couldn't fit on the
[23:59]
agenda for last month. Um it took me
[24:02]
about four months total to build. Um a
[24:05]
lot of that was this was the first one.
[24:07]
I had everything up here. I really
[24:10]
didn't know what I needed. So sometimes
[24:12]
waiting for parts, it just took a lot
[24:14]
longer to build the first one. Now that
[24:16]
I have the recipe done, the next ones
[24:19]
are going to be a lot quicker to build.
[24:21]
>> So depending on obviously supply chain
[24:24]
» So depending on obviously supply chain
[24:24]
and everything else, try to get
[24:25]
batteries. And
[24:26]
>> are you expecting to build them yourself
[24:28]
» are you expecting to build them yourself
[24:28]
or can we can you hire contractors or
[24:31]
I'm talking about people to to build
[24:34]
them?
[24:34]
>> We're going to have some of the stuff
[24:35]
» We're going to have some of the stuff
[24:35]
built out by other people now that I
[24:37]
know where like electrical outlets go.
[24:39]
Uh the company who built the box itself,
[24:42]
the blank box was company called ConX
[24:44]
West in Oakland. Um now that I know
[24:47]
where some of the electrical is going to
[24:48]
go, I'm gonna have them build it already
[24:50]
in the walls. So when we get it, I'll
[24:52]
have the outlets and all the electrical
[24:54]
will already be run on the the box side.
[24:56]
They're going to build that wall that
[24:58]
separates two sides. I didn't know
[25:01]
exactly what dimension that wall was
[25:03]
going to go. So the first one definitely
[25:04]
took a lot longer. The next ones will be
[25:06]
a lot quicker. It's I mean you need
[25:09]
professional equipment to get through
[25:11]
the steel walls of that thing I assume.
[25:13]
Right.
[25:13]
>> I mean yeah you need a lot to get
[25:15]
» I mean yeah you need a lot to get
[25:15]
through there.
[25:18]
>> Any other comments
[25:20]
» Any other comments
[25:20]
>> questions?
[25:21]
» questions?
[25:21]
>> Okay then we'll move on to item six
[25:24]
» Okay then we'll move on to item six
[25:24]
which is the first reading of an
[25:26]
ordinance adopting by reference the 2024
[25:30]
international fire code with 2025
[25:32]
California amendments and local
[25:34]
requirements for the city of Menllo
[25:36]
Park.
[25:37]
soon engage.
[25:45]
» I I feel more official.
[25:49]
Um so you might be asking why I'm
[25:51]
bringing this back to the board again.
[25:53]
This was already adopted um by the
[25:56]
board. First reading, second reading,
[25:58]
public comment, everything. Um so
[26:01]
recently the city of Milo Park appointed
[26:03]
a new building official. and with the
[26:05]
new building an official um this was
[26:07]
after we already adopted the first time
[26:10]
we did it back in September for the
[26:12]
first reading. Um he reviewed it and he
[26:16]
had a comment. Uh he wanted to know why
[26:19]
the city of Menlo Parks ordinance is
[26:22]
different than all of our other
[26:23]
jurisdictions ordinance. So to refresh
[26:26]
everybody, the only difference in the
[26:27]
ordinance other than the sprinkler
[26:30]
>> with percentages 75% rather than 50
[26:33]
» with percentages 75% rather than 50
[26:33]
>> was the city of Melo Park does not adopt
[26:37]
» was the city of Melo Park does not adopt
[26:37]
um our SMG standards and guideline
[26:39]
manual,
[26:40]
>> right?
[26:40]
» right?
[26:40]
>> They never wanted it according to the
[26:43]
» They never wanted it according to the
[26:43]
old building official. They didn't want
[26:44]
it in the ordinance. They said that they
[26:47]
would still follow it, but the new
[26:50]
building official was like, "We should
[26:51]
put it in there." In his research, they
[26:54]
used to adopt the SMG, but for whatever
[26:56]
reason in 2023, he took it out. Before
[26:59]
my time, I don't know why. So, his
[27:02]
request was to add back the SMG to make
[27:05]
it standard across all of our
[27:07]
jurisdictions.
[27:09]
So, I'm here to present to you the new
[27:12]
ordinance
[27:14]
um with the only addition
[27:17]
which is uh one
[27:20]
I don't know what page it is in your
[27:21]
agenda but it's
[27:24]
on section 101
[27:29]
» it's section 101
[27:32]
>> after section five section six section
[27:35]
» after section five section six section
[27:35]
101
[27:36]
>> um page 103
[27:37]
» um page 103
[27:37]
>> Thank the scope and general
[27:39]
» Thank the scope and general
[27:39]
requirements.
[27:40]
>> Yes. So all that was exactly the same
[27:43]
» Yes. So all that was exactly the same
[27:43]
but under 101.6 which is standards and
[27:46]
guideline manual that was just cut and
[27:48]
pasted from all the other ordinances
[27:50]
into the city of Mal parks. Well the
[27:52]
only amendment that I made to this
[27:53]
ordinance was that addition
[27:57]
here in front of you um to recommend the
[28:00]
board of directors accept the report as
[28:02]
presented and present the ordinance to
[28:04]
the public for the first reading.
[28:07]
Basically, just to reiterate in the it's
[28:10]
going to basically put everyone of our
[28:13]
jurisdictions on the same page
[28:15]
>> as far as SNG.
[28:16]
» as far as SNG.
[28:16]
>> Yes.
[28:16]
» Yes.
[28:16]
>> Yeah.
[28:17]
» Yeah.
[28:17]
>> The sprinkler ordinance is still a
[28:18]
» The sprinkler ordinance is still a
[28:18]
little different.
[28:21]
>> Everyone else is 50,
[28:23]
» Everyone else is 50,
[28:23]
>> but as far as SNG goes, it'll be
[28:26]
» but as far as SNG goes, it'll be
[28:26]
scattered across the board.
[28:28]
>> Okay. Is there a motion?
[28:31]
» Okay. Is there a motion?
[28:31]
>> So moved.
[28:32]
» So moved.
[28:32]
>> There a second.
[28:33]
» There a second.
[28:33]
>> Second.
[28:34]
» Second.
[28:34]
>> Discussion. Yeah. I just
[28:38]
I'm not personally against this. I think
[28:40]
they all should be standard. So that's
[28:42]
that's kind of my framework. But I was
[28:44]
around at the meeting and it was a long
[28:47]
time ago, maybe 20 years ago when these
[28:50]
these things started diverging. And the
[28:53]
reason was that there were some very
[28:55]
influential developers in Nimma Park who
[28:58]
caught the ear of some council members
[29:02]
and they said no that's why the there's
[29:05]
a variance in terms of the sprinkler
[29:07]
requirements. Uh
[29:11]
I just wonder if
[29:13]
we can make this change now but the city
[29:15]
council still has to pass it. I I'm a
[29:18]
little concerned that the building
[29:20]
official wants to do it, but I I hope
[29:23]
he's talked to people or somehow talked
[29:25]
to council members or that there's been
[29:27]
some sort offormational
[29:29]
campaign because to go through all this
[29:32]
work and put it out there. Um I don't
[29:35]
know if they're still around. I mean, I
[29:38]
I know who some of them are and and so
[29:40]
forth. U but um
[29:44]
and some of them are still around. Some
[29:46]
of them are still developers, still
[29:48]
living in Memo Park. I don't know how
[29:50]
closely they're going to read this, but
[29:53]
I I was I was hesitant as to to modify
[29:57]
it back to this. Um, but when the
[30:01]
building official recommended it, I
[30:02]
recommended he reached out to the city
[30:04]
manager, assistant city manager, and
[30:05]
everybody there, and they feel that with
[30:08]
the current council, there won't be any
[30:11]
objections to it.
[30:12]
>> Will it be ex explained? I mean, will
[30:15]
» Will it be ex explained? I mean, will
[30:15]
somebody inform the council like you've
[30:18]
just done with us?
[30:19]
>> I will be there for the meeting for the
[30:21]
» I will be there for the meeting for the
[30:21]
ratification. So, if they have
[30:23]
questions, I'm there to actually answer
[30:24]
the questions.
[30:27]
>> That's all that's all like my authority
[30:30]
» That's all that's all like my authority
[30:30]
as far as my
[30:30]
>> That's all we can do. Yeah. But it
[30:33]
» That's all we can do. Yeah. But it
[30:34]
sounds like they're willing to at least
[30:37]
go with the recommendation from the
[30:38]
city.
[30:39]
>> I remember the objections to the
[30:40]
» I remember the objections to the
[30:40]
sprinklers and why that I basically was
[30:42]
a objection, but um I don't know. I
[30:46]
don't know what the objections were to
[30:48]
the manual
[30:51]
certif.
[30:59]
» Okay, there's a motion and a second. Any
[31:01]
other discussion?
[31:03]
And I just want to add that the motion
[31:04]
should also include to direct staff to
[31:06]
set a public hearing date.
[31:08]
>> Yes. To accept the report and set the
[31:10]
» Yes. To accept the report and set the
[31:10]
public hearing date.
[31:11]
>> Thank you.
[31:13]
» Thank you.
[31:13]
>> And director Soleno, you're addition.
[31:16]
» And director Soleno, you're addition.
[31:16]
>> Yes. Thank you.
[31:18]
» Yes. Thank you.

>> We have to have a another public hearing

on this.

[31:35]
what's exactly happening and what's
[31:36]
changing.

>> Yeah.
[31:39]
» Yeah.

to accept the 2026 district board and

[32:19]
Um I I'm assuming that everyone had a

chance to pretty standard. There hasn't.
[32:24]
I'll make a motion accept.
[32:25]

[32:55]
2026 standing committee and liaison
[32:59]
appointments. And so I just want to um
[33:01]
thank Michelle for putting this together
[33:04]
this report. Um basically I I got a hold
[33:08]
of everyone. I was trying to get a hold
[33:10]
of people more than once. Um and this is
[33:13]
kind of what I came up with. And I'm not
[33:16]
I don't think everyone's going to be
[33:17]
happy, but um I was just trying to
[33:20]
balance everything and be respectful of
[33:22]
people's time and um trying to keep the
[33:26]
liaison together with the people the
[33:30]
board members who live in those cities.
[33:33]
um that maybe in the case of Memo Park
[33:35]
just because there's that
[33:39]
divisive issue and um I kept myself on
[33:43]
there since like it'd be like a
[33:46]
continuation of you what I've already
[33:48]
been working with and the council
[33:51]
members I've been working with. But I am
[33:53]
open to suggestions.
[33:55]
Um
[33:57]
any

[34:07]

[34:10]

[34:12]
buildings along Boat Grove.
[34:17]
Is there Yeah, Chuck.
[34:20]
>> Yeah. I'll also say I I'm not happy with
[34:23]
» Yeah. I'll also say I I'm not happy with
[34:23]
this. I I I gave you a you pass it out
[34:28]
board members. Um
[34:32]
>> what was the
[34:33]
» what was the
[34:33]
>> I I had written my comments about the
[34:36]
» I I had written my comments about the
[34:36]
the appointments and
[34:38]
>> Oh, I didn't did you send that to the
[34:40]
» Oh, I didn't did you send that to the
[34:40]
board?
[34:42]
>> You are getting it now for the first
[34:43]
» You are getting it now for the first
[34:43]
time. Thank you.
[34:45]
>> It's a surprise document.
[34:47]
» It's a surprise document.
[34:48]
It's not what
[34:50]
I only got the the packet on Thursday or
[34:52]
Friday and so
[34:54]
>> I tried calling each other.
[34:58]
» I tried calling each other.
[34:58]
>> Anyway, I I how should I say I
[35:02]
» Anyway, I I how should I say I
[35:02]
disappointed
[35:04]
in the distribution of the assignments.
[35:06]
I mean in theory the work is supposed to
[35:09]
be evenly roughly evenly distributed.
[35:13]
shared work but I don't think it is
[35:15]
evenly distributed and or even close to
[35:18]
it and um
[35:21]
I've sort of summarized in the middle of
[35:24]
the page here you can see that um in
[35:27]
terms of the number of assignments and
[35:29]
so forth it's very very unbalanced and
[35:33]
this is what's happened two for the last
[35:35]
two years we've had this and I thought
[35:38]
we were moving in a new direction I even
[35:41]
mentioned in the minutes or I mentioned
[35:44]
in the meeting that and it appeared in
[35:46]
the minutes that uh I I was uh
[35:50]
encouraged by what happened last month
[35:53]
where we brought back at least one of
[35:56]
the board members into the fold of what
[35:58]
was going on. And um anyway, I I do
[36:03]
appreciate um
[36:06]
board president had appointed first of
[36:09]
all I appreciate that she called me and
[36:10]
asked I hadn't been asked what
[36:12]
committees I was interested in for
[36:14]
several years.
[36:16]
Uh I appreciated also that I got an
[36:18]
appointment to the finance committee
[36:19]
which was one of my preferences.
[36:22]
Um, but I basically had only one other
[36:26]
appointment which was to the county. And
[36:29]
I feel I feel slighted and I'm not here
[36:34]
to write the wrongs or anything like
[36:36]
that. It's just basically I want to say
[36:38]
that I I don't I don't want to
[36:40]
participate in any of this. I feel like
[36:42]
it's it's either some sort of
[36:45]
vindictiveness or it's a matter of of
[36:51]
kind of a censorship of comments that
[36:53]
I've made in the past or something. I
[36:55]
don't I don't know what it is. I don't
[36:57]
like it and I don't want to participate
[36:59]
in it. So, as I've done for the past two
[37:00]
years, I'm going to do it once again. I
[37:03]
I'm not going to have anything to do
[37:04]
with the committees or the liaison or
[37:07]
any of that.
[37:09]
So, that's that's my position on this.
[37:16]
» So, basically that you would be Yes,
[37:19]
Robert. Um, Chuck, I I I'm sorry to feel
[37:24]
the way you're feeling, but I
[37:27]
in the sake of trying to hopefully to
[37:32]
not appease you, but to kind of I would
[37:34]
be willing to give up my seat on the
[37:36]
really is that will will encourage you
[37:40]
to participate at a board member
[37:46]
and if there's a a numerical number that
[37:50]
you're looking for versus the committee
[37:53]
itself.
[37:55]
So
[37:58]
that you
[38:01]
take my spot on
[38:09]
» Sure. That's very gracious and I thank
[38:12]
you for I I really didn't come here to
[38:15]
do horse training or try to tweak things
[38:18]
or whatever. What I was really looking
[38:20]
for is
[38:25]
dedication to be colleial to share the
[38:27]
work and to be respectful of people's
[38:31]
differing opinions and so forth. And I I
[38:34]
feel that that that's not apparent in
[38:38]
what in the assignments that were made.
[38:41]
Um so respectfully decline, but again I
[38:44]
I'm grateful for for what you're do what
[38:47]
you're doing and the facilities
[38:49]
committee is a very you know good
[38:51]
committee and so forth. Um, but I I I
[38:55]
feel like I would like to see the the
[38:58]
board and particularly the
[38:59]
administration or three members of the
[39:01]
board, let's say it correctly, I'd like
[39:05]
to see more of a commitment to
[39:10]
to moving forward. I think the election
[39:14]
of Rob as a vice president was a major
[39:19]
step forward. It was something where
[39:24]
two years ago, we kind of violated the
[39:26]
normal succession. And I think it's a
[39:28]
slap in the face to someone. And I I
[39:30]
feel like that's where I was very
[39:33]
hopeful at the last meeting that that
[39:34]
had been overcome, Robert. You made that
[39:37]
you made the nomination. And I
[39:39]
appreciate what you did to me making
[39:42]
that nomination and so forth. But I'm
[39:45]
still looking for a commitment. I feel
[39:47]
like uh this goes back to
[39:51]
comments that I made in the past about
[39:55]
performance. I mean, I care deeply about
[39:58]
how we're doing and I'm not a person who
[40:01]
minces words. If some I don't like
[40:03]
something, I'll say it. And I don't care
[40:05]
whether it's for public consumption or
[40:08]
not for public consumption. We're here.
[40:10]
We don't have a choice. Public
[40:11]
consumption is how how we communicate.
[40:15]
And uh so that's that's it. Any case, I
[40:19]
I I do appreciate the gesture and I I'm
[40:23]
I I appreciate what you did at the last
[40:25]
meeting also, but I I I think we can we
[40:28]
can go further on it. So
[40:30]
>> after Can I say something? After two
[40:33]
» after Can I say something? After two
[40:33]
years of not participating in
[40:35]
committees, I don't know why you would
[40:37]
expect it to be any different. You
[40:40]
haven't participated in any of these
[40:41]
committees. So they she put you on to
[40:44]
the finance committee. There's a certain
[40:46]
amount of coming up to speed with what
[40:48]
the committees are doing and the details
[40:50]
of them. You've chosen not for two
[40:52]
consecutive years. This will be the
[40:54]
third to not participate. Um you know
[40:58]
you talk about dividing the work equally
[41:00]
and everything. You're dumping the work
[41:02]
of the committees back on four members
[41:04]
yet again for the third year in a row.
[41:07]
So you can look at it through your lens
[41:09]
and you can look at it through the lens
[41:10]
that you're being unfair to the other
[41:12]
four directors of this board.
[41:16]
>> May I respond?
[41:17]
» May I respond?
[41:17]
>> Yes.
[41:18]
» Yes.
[41:18]
>> Um
[41:20]
» Um
[41:20]
first of all I I think I I participate
[41:22]
fully. I I
[41:25]
there are few if anyone who does more
[41:28]
preparation for the meetings than I do.
[41:30]
Um and I think I think those of you who
[41:33]
are on the board know that that's true.
[41:35]
I read all the I read all the agendas
[41:38]
for all the committees before the
[41:40]
meeting. So to the extent I know what's
[41:43]
going on in the committees, I read it
[41:45]
and I respond publicly in the meeting
[41:47]
here and I feel like I can participate
[41:51]
kind of informally or de facto on the
[41:55]
finance committee by simply being up to
[41:58]
speed about what's going on, asking
[41:59]
questions here and going forward. I I
[42:02]
feel like I am doing my homework and I I
[42:04]
think I've done my homework when other
[42:07]
members of the board have not read
[42:08]
things that are in their packet which
[42:10]
it's obvious just by the questions that
[42:12]
are raised. So I I'm I'm not going to
[42:15]
apologize for not doing my work. I've
[42:17]
done it and I think the board has
[42:18]
benefited from me doing that work.
[42:21]
I just want to say that there's the the
[42:23]
things that you said in your letter,
[42:25]
Chuck, in terms of retaliation or
[42:27]
censorship was definitely not in my
[42:31]
mindset when I made the committee
[42:33]
appointments. Um, I actually forgot that
[42:36]
the CSDA thing was with Sam with was
[42:39]
with Lacka. So, I actually called Rob to
[42:41]
ask him if he wanted to break that apart
[42:44]
because he had been on the CSDA board
[42:46]
and, you know, I think he's kind of
[42:48]
holding back on that right now. So the
[42:51]
I'm on three liaison just because I
[42:54]
forgot about the CSDA and Sanonte Laco
[42:57]
possibly being separated. Um Rob asked
[43:00]
for the the medical the EMS JPA and I'm
[43:04]
going to stay on San Francisco Creek. Um
[43:08]
I mean they don't really you know meet
[43:11]
that much you know once a month maybe if
[43:13]
there's anything to do. Um, so you know,
[43:17]
it's not like I'm trying to
[43:20]
make this in a make this these
[43:23]
assignments in a weighted way. If you're
[43:26]
if you're asking about um maybe even
[43:29]
Menllo Park, for example, I mean, I I
[43:32]
think right now they want someone who is
[43:35]
a little more neutral on some of their
[43:37]
big issues, including the parking lot
[43:39]
and development. And that is no slight
[43:41]
on the two of y'all um at all. So, I
[43:45]
just want to make that very clear. I'm
[43:47]
just trying to balance what they want
[43:50]
because they know that y'all are
[43:51]
actively engaged and that's okay. They
[43:54]
appreciate that. But I just think that
[43:56]
um and you might have a differing
[43:58]
opinion, right, as Robson said and I,
[44:00]
you know, I and I think that's fine, but
[44:02]
they want someone who's and I live in
[44:05]
the county, so I don't have a vote on
[44:07]
this one way or the other. So, my and
[44:09]
I'm not doing any advocacy work for
[44:11]
this, so I was just trying to balance
[44:14]
everything. So, I just want to make it
[44:15]
clear that this has nothing. There's no
[44:18]
retaliation or censorship involved. And
[44:20]
that was I'm sorry that you believe that
[44:23]
to be the case. I think that's your
[44:25]
opinion and I respect your opinion. But
[44:27]
the fact that for me is that it was not
[44:29]
that was never in my consciousness.
[44:32]
>> Yes, Robert.
[44:34]
» Yes, Robert.
[44:34]
>> I think the math was wrong.
[44:37]
» I think the math was wrong.
[44:37]
>> I can't hear you, Robert.
[44:42]
because when I see that there's only two
[44:45]
total when I look down at the uh
[44:49]
document it seemed like you got three um
[44:53]
positions you
[44:54]
>> for me or for who?
[44:56]
» for me or for who?
[44:56]
>> Oh, okay.
[44:57]
» Oh, okay.
[44:57]
>> And um uh you got the district um three
[45:01]
» And um uh you got the district um three
[45:01]
in district four. You also on the
[45:04]
finance the S3 and I had two halves. I
[45:08]
wasn't sure if that was represent the
[45:10]
same thing or not. So the numbers your
[45:13]
numbers all
[45:15]
which I got three
[45:25]
» but the point that I want to make
[45:29]
I hear what you're saying
[45:33]
over the last year and I think and and
[45:36]
you appreciate Rob only
[45:40]
got selected I think you know you can do
[45:44]
one or two things. you continue this
[45:46]
this route for next year and the year
[45:48]
after as long as you're on the board but
[45:50]
at some point you got to turn it loose
[45:53]
and and and begin to um try to because
[45:58]
your behavior sometime our behavior I
[46:00]
won't say our behavior it can be and you
[46:05]
can stick to it but it may not
[46:06]
necessarily get to you get you where you
[46:10]
want likely and is more to be by
[46:14]
continuing
[46:17]
on the third year
[46:20]
and that you know to me I think at some
[46:23]
point you're not going to let it go and
[46:25]
I'm not telling you what to do but I'm
[46:27]
just saying think about it in the future
[46:30]
I make a recommendation
[46:31]
>> yes
[46:31]
» yes
[46:32]
>> I think we should move on and reassign
[46:34]
» I think we should move on and reassign
[46:34]
these positions I'd make a
[46:36]
recommendation you put Robert Jones in
[46:38]
on the finance committee with me and
[46:40]
then we make Rob Salana the leazison for
[46:42]
the um organizations
[46:45]
and we vote on it. We call it a night on
[46:47]
discussing this.
[46:49]
>> Are y'all okay with that? I don't know
[46:51]
» Are y'all okay with that? I don't know
[46:51]
where Bob is.
[46:54]
>> As you all know, I'm uh a commissioner
[46:57]
» As you all know, I'm uh a commissioner
[46:57]
for Sano County oversight for the
[46:59]
sheriff. So, I deal with all five border
[47:02]
supervisors in that position. And as I
[47:06]
told Virginia, uh, since I'm dealing
[47:08]
with them in that area,
[47:11]
>> uh, wanted to spread the, it's kind of a
[47:13]
» uh, wanted to spread the, it's kind of a
[47:14]
duel with the fire district. They know
[47:16]
that I am a member of course of the fire
[47:18]
district. They, I've been nominated by
[47:20]
one of the board of supervisors and
[47:22]
voted 50 to be on their commission, and
[47:26]
everybody knows the history with that.
[47:28]
But and I'm also on the fire district
[47:31]
association of California on their
[47:33]
executive board too for our district 4.
[47:36]
So I I've got
[47:39]
a lot of uh
[47:43]
assignments relative to not only dealing
[47:46]
with fire but also dealing with Sanonteo
[47:48]
County. uh
[47:51]
as to
[47:53]
the different
[47:55]
uh committees or the standing
[47:57]
committees. I mean, we all
[48:01]
have a voice
[48:03]
and a vote when it comes to the entire
[48:06]
board. So, uh
[48:10]
I've been board president, I've been
[48:12]
vice president a few times. I mean, you
[48:14]
know, I've been on all these committees.
[48:17]
So, uh,
[48:21]
for people not to vote for you for
[48:23]
different committees, I don't know what
[48:24]
the reasoning is. I know I'm very well
[48:28]
qualified, as we all are, to be on any
[48:30]
one of these committees, but sometimes
[48:34]
politics
[48:37]
go in, right? over. Uh,
[48:42]
» I don't think I don't think my physician
[48:45]
doing the county lays on is appropriate
[48:48]
because I'm already on a commission that
[48:50]
deals with a very sensitive matter
[48:52]
involving the sheriff's office.
[48:54]
>> His report.
[48:56]
» His report.
[48:56]
>> Yes. So,
[48:58]
» Yes. So,
[48:58]
>> well, let me just say something really.
[49:00]
» well, let me just say something really.
[49:00]
So, Rob and I had this discussion and he
[49:02]
was great. You were very gracious about
[49:04]
this, Rob. Let me just make that very
[49:05]
clear because you you actually said that
[49:08]
since he has a relationship with the
[49:10]
supervisors that you know in order to
[49:12]
maybe strengthen the fire district's
[49:14]
position with the county, someone else
[49:15]
should be the liaison, right? And that's
[49:18]
why I
[49:19]
suggested Chuck on here because I do
[49:22]
think it's important. But if you don't
[49:24]
want to do that, Chuck, if you want to
[49:26]
do four, Robert, I'll take three or Gary
[49:29]
can take three. We can keep it the same
[49:31]
and that's fine.
[49:34]
So that's uh and I was hoping to make
[49:38]
one these two as one liaison position
[49:41]
because
[49:43]
you know if you're going to a county if
[49:46]
you're going to a board of supervisors
[49:48]
meeting
[49:49]
you're still you're going to listen to
[49:51]
everything and you can probably call up
[49:53]
anyone and you know talk to them. So,
[49:57]
so I was just trying to streamline it
[49:59]
and also make it balanced based on
[50:01]
everyone's input and as much input as I
[50:04]
got. And so that's why this came up like
[50:07]
this. So
[50:08]
>> we just eliminate the district three
[50:09]
» we just eliminate the district three
[50:09]
district court.
[50:10]
>> Well, that's what I tried to do.
[50:12]
» Well, that's what I tried to do.
[50:12]
>> County and that's what I was.
[50:14]
» County and that's what I was.
[50:14]
>> So we have a leazison for the county
[50:16]
» So we have a leazison for the county
[50:16]
supervisors.
[50:18]
>> Do you want to do that county
[50:20]
» Do you want to do that county
[50:20]
supervisor? you as a board president
[50:22]
just be
[50:24]
for the county for
[50:26]
>> unless Robert wants to do it
[50:27]
» unless Robert wants to do it
[50:27]
>> at least my house
[50:34]
» but that's easy
[50:38]
» so what do you want me to do
[50:40]
>> well so I mean there is a suggestion and
[50:42]
» well so I mean there is a suggestion and
[50:42]
that's what I tried to do is to just
[50:44]
break down the district you know put the
[50:46]
districts aside and make the San Monteo
[50:49]
County liaison as one as the county
[50:52]
liaison and not just for district three
[50:54]
or district 4 separated like that. um
[50:57]
just so that it's and I put Chuck on
[50:59]
there because he's on another county
[51:02]
committee which is the redevelopment I
[51:04]
don't know what it's called but it deals
[51:06]
it deals with the redevelopment money
[51:07]
and funds throughout the county and you
[51:10]
know I know that they deal with the only
[51:13]
the cities um that actually deal with
[51:16]
redevelopment and so I thought that
[51:18]
might give Chuck an opportunity to
[51:21]
strengthen ties on a big on a bigger
[51:23]
level but I mean We can still keep the
[51:27]
same districts but you know maybe we
[51:29]
should just break it down for one
[51:31]
leazison but I don't know you really I
[51:33]
think if you want to go policy
[51:37]
policy
[51:39]
>> no I mean you know what we if you want
[51:41]
» no I mean you know what we if you want
[51:41]
to just stay with district 4 that's fine
[51:47]
if we want to keep it this way but I was
[51:49]
hoping that we would just have Sanonteo
[51:50]
County as one. Would you if you would
[51:52]
you be mind doing that for the whole
[51:54]
county
[51:55]
>> if that whatever?
[51:57]
» if that whatever?
[51:57]
>> Yeah, that works great. And so you would
[51:59]
» Yeah, that works great. And so you would
[51:59]
be the county liaison plus the east
[52:01]
pawato liaison.
[52:04]
>> Well,
[52:06]
» Well,
[52:06]
>> yeah. No, no, I know. But there's city
[52:08]
» yeah. No, no, I know. But there's city
[52:08]
part and then the county part. Do you
[52:10]
want any part of the county, Rob? I
[52:12]
mean, I know you're like swamped with
[52:14]
county stuff, too.
[52:16]
>> I think you want to specifically stay
[52:18]
» I think you want to specifically stay
[52:18]
away from
[52:18]
>> Yeah. Okay, that's fine. So then so then
[52:21]
» Yeah. Okay, that's fine. So then so then
[52:21]
we'll have Robert So we'll break down um
[52:24]
three and four and have Robert be both.
[52:27]
>> Okay. So right now then the changes
[52:30]
» Okay. So right now then the changes
[52:30]
would be um that Robert and Gary would
[52:34]
be on the finance committee.
[52:36]
>> You okay with that, Robert?
[52:37]
» You okay with that, Robert?
[52:37]
>> Sure.
[52:38]
» Sure.
[52:38]
>> And then Robert Gary and then um and
[52:41]
» And then Robert Gary and then um and
[52:41]
you're the chair of the facilities
[52:43]
committee still Robert. Oh yeah. And
[52:47]
then um Robert will be the county
[52:52]
liaison.
[52:55]
» Approve it.
[52:56]
>> Yes. As amended. As amended.
[52:58]
» Yes. As amended. As amended.
[52:58]
>> Move that we approve it with amendment
[52:59]
» Move that we approve it with amendment
[52:59]
that instead of Chuck Bernstein on
[53:01]
finance, Robert Jones will serve finance
[53:03]
in that position. And the other
[53:05]
amendment is Robert Jones will serve as
[53:07]
the county of Sano play.
[53:12]
» Okay. Any further discussion?
[53:15]
Okay. Roll call, please. Michelle,
[53:17]
>> I'm sorry. Can I get the who who made
[53:19]
» I'm sorry. Can I get the who who made
[53:19]
the motion and
[53:20]
>> Yes, Director Jones made the motion and
[53:22]
» Yes, Director Jones made the motion and
[53:22]
I mean Director Bloom made the motion
[53:24]
and Director Jones seconded it.
[53:27]
>> Director Bernstein,
[53:28]
» Director Bernstein,
[53:28]
>> I director Bloom.
[53:30]
» I director Bloom.
[53:30]
>> Hi,
[53:31]
» Hi,
[53:31]
>> Director Jones.
[53:31]
» Director Jones.
[53:31]
>> Hi,
[53:32]
» Hi,
[53:32]
>> Director Sonic.
[53:33]
» Director Sonic.
[53:33]
>> Hi,
[53:33]
» Hi,
[53:33]
>> Director.
[53:34]
» Director.
[53:34]
>> I So, that motion carries. Then we're on
[53:37]
» I So, that motion carries. Then we're on
[53:37]
to item nine, which is new proposed
[53:39]
agenda items.
[53:41]
Robert, I mean, Rob, did you have one
[53:43]
you wanted? You mentioned it. Do you
[53:45]
want to propose it?
[53:47]
>> I I just want uh I don't know how to
[53:49]
» I I just want uh I don't know how to
[53:49]
word it, but uh I think there's a some
[53:54]
type of a disconnect between the city of
[53:56]
Medllo Park or the communities that we
[53:58]
serve relative to these public work uh
[54:03]
uh assignments that should be done by
[54:07]
their particular public works department
[54:09]
than having our firefighters go out
[54:11]
there and remove trees. Now, I could see
[54:14]
if it's, you know, that's why we need
[54:16]
some type of that's why we need some
[54:18]
type of SOP or or guidelines relative to
[54:22]
call out a fire truck because once a
[54:24]
firet truck's out of service, you know,
[54:28]
if it becomes a natural disaster, we'll
[54:30]
have to respond to probably other things
[54:34]
than removing trees from the from the
[54:36]
roadways. And I and
[54:39]
it would have to be coordinated through
[54:41]
our county communications, too, because
[54:43]
I'm sure they gave them the call when it
[54:46]
came in.
[54:48]
So, uh, that's what I'm proposing that
[54:50]
that we work
[54:52]
>> agenda item title.
[54:54]
» agenda item title.
[54:54]
>> Oh, you want me to title it? How about
[54:58]
» Oh, you want me to title it? How about
[54:58]
uh what's do
[55:01]
public works responsibilities
[55:04]
involving regular and emergency incident
[55:08]
situations?
[55:10]
Would that be okay, Chief? You're the
[55:12]
professional here. I'm just a guy trying
[55:15]
to
[55:16]
>> find out specific
[55:17]
» find out specific
[55:17]
>> who's got to do this the work here
[55:19]
» who's got to do this the work here
[55:19]
>> to park
[55:20]
» to park
[55:20]
>> right well park the district
[55:23]
» right well park the district
[55:23]
>> or any of the communities that we serve
[55:26]
» or any of the communities that we serve
[55:26]
>> uh every one of the cities have a public
[55:29]
» uh every one of the cities have a public
[55:29]
district
[55:29]
>> right
[55:30]
» right
[55:30]
>> yeah it's a district
[55:31]
» yeah it's a district
[55:31]
>> county does you know and our communities
[55:34]
» county does you know and our communities
[55:34]
that we serve they all have a public
[55:36]
works department
[55:39]
» okay so that's going to go on the next
[55:41]
agenda to see if for moving that.
[55:44]
>> That's all I have. Thank you.
[55:46]
» That's all I have. Thank you.
[55:46]
>> For for
[55:48]
» For for
[55:48]
>> Yeah, for the Yeah. Any others?
[55:52]
» Yeah, for the Yeah. Any others?
[55:52]
>> Okay. Item 10, liaison reports. We
[55:55]
» Okay. Item 10, liaison reports. We
[55:55]
probably don't have a lot of liaison
[55:57]
reports at the 10.
[56:04]
» Tomorrow.
[56:04]
>> Okay. Um, East Palatoto, Robert.
[56:10]
» Okay.
[56:11]
>> City of Menlo Park. The only thing that
[56:13]
» City of Menlo Park. The only thing that
[56:13]
kind of came on my radar was the
[56:16]
possible well the waiver of the fee to
[56:19]
annex that one unincorporated section
[56:22]
near Santa Cruz and Alan Delos into the
[56:27]
city which has been tried before. So
[56:29]
there was a fee waver.
[56:31]
>> Yeah. San Mateo County.
[56:34]
» Yeah. San Mateo County.
[56:34]
>> A question about that.
[56:35]
» A question about that.
[56:36]
>> Um,
[56:37]
» Um,
[56:37]
from this district standpoint, it
[56:39]
doesn't matter. They're in the district,
[56:41]
right?
[56:41]
>> Yeah. Yeah. I just wanted to put it out
[56:43]
» Yeah. Yeah. I just wanted to put it out
[56:43]
there because I don't know what else is
[56:45]
going to have. That was like one of
[56:47]
their main things that they were talking
[56:48]
about.
[56:51]
Um,
[56:52]
district three, Gary.
[56:55]
>> District four. Robert.
[57:01]
Okay. Uh, EMS JPA Rob, I know y'all have
[57:05]
that meeting
[57:06]
>> that's tomorrow night.
[57:07]
» that's tomorrow night.
[57:07]
>> Yeah. What What's on the agenda?
[57:09]
» Yeah. What What's on the agenda?
[57:09]
>> Well, we have a a close session
[57:10]
» Well, we have a a close session
[57:10]
involving communications company that
[57:13]
we've used for a long time. And uh,
[57:17]
that's on the agenda.
[57:19]
>> Are y'all electing officers tomorrow,
[57:21]
» Are y'all electing officers tomorrow,
[57:21]
too?
[57:22]
>> I don't know, Chief. I don't think so. I
[57:25]
» I don't know, Chief. I don't think so. I
[57:25]
think Rico's still going to be the
[57:26]
president and Sylvester is going to be
[57:28]
the
[57:29]
>> or the chair co-chair.
[57:33]
» or the chair co-chair.
[57:33]
>> So, so I'll have other information and
[57:37]
» So, so I'll have other information and
[57:37]
they do have a quorum as I was told. So,
[57:40]
>> okay.
[57:40]
» okay.
[57:40]
>> Is that right, Chief? That's what we
[57:42]
» Is that right, Chief? That's what we
[57:42]
were told. Okay.
[57:43]
>> Okay. So, there will be a meeting. Okay.
[57:45]
» Okay. So, there will be a meeting. Okay.
[57:46]
San Francisco Creek uh JPA
[57:49]
um basically I've been in touch with the
[57:53]
CEO. I went to their I think their last
[57:55]
meeting um just to let them know that
[57:58]
that there's a there was the re our
[58:00]
reorg and that um that you know we would
[58:05]
were interested in having a presentation
[58:07]
and so the presentation and going back
[58:10]
and forth with the the CEO of the JPA
[58:13]
with Mark and me. Um right now the
[58:15]
presentation is scheduled for our next
[58:18]
at our next board meeting on February
[58:21]
17th. And so I guess we're going to
[58:22]
continue working on the what exactly the
[58:26]
presentation is going to be. So if you
[58:28]
have any ideas on what you would like to
[58:30]
add to there's a basic it's going to be
[58:32]
their basic presentation.
[58:34]
>> Can we have a copy of that before the
[58:35]
» Can we have a copy of that before the
[58:35]
meeting?
[58:35]
>> Yeah, I'm going to try to get it for her
[58:37]
» Yeah, I'm going to try to get it for her
[58:37]
because I think that they've done
[58:38]
they've done it for other jurisdictions.
[58:40]
So but I wanted to inform everyone that
[58:43]
the 17th just got firmed up like late
[58:46]
last week.
[58:47]
>> Great.
[58:47]
» Great.
[58:47]
>> Right. So or Monday, whenever it is we
[58:50]
» Right. So or Monday, whenever it is we
[58:50]
met, Mark and I met. So um so I will ask
[58:54]
for the presentation to be given to us
[58:56]
in advance so that we know. But if
[58:59]
there's any other issue that you want
[59:02]
Margaret or Margaret Bruce to touch on
[59:05]
who's the CEO of the JPA, let let me or
[59:08]
the chief maybe let the chief know so
[59:10]
that can be included in the
[59:12]
presentation. But I know that like East
[59:15]
Pawato and Menllo Park, they have a seat
[59:18]
at the table for the JPA because there
[59:20]
are so many they're they're they abut
[59:23]
the creek. And so if there's anything
[59:25]
that you want to surface, then that
[59:29]
would probably be the time to do it and
[59:31]
to add on to the to the presentation.
[59:35]
just kind of
[59:36]
>> please
[59:37]
» please
[59:37]
>> at the last meeting,
[59:43]
» you know, they they are building a levy
[59:46]
or want to increase the levy around the
[59:50]
I guess the norththeast part of East
[59:53]
Palto
[59:55]
um to to compensate for the high tide
[59:58]
anticipating flooding. Uh but the the
[1:00:02]
question that I raised to to this
[1:00:07]
Margaret
[1:00:08]
>> Margaret.
[1:00:09]
» Margaret.
[1:00:09]
>> Yeah.
[1:00:09]
» Yeah.
[1:00:09]
>> Was that will that levy have a some way
[1:00:13]
» Was that will that levy have a some way
[1:00:13]
of generated press? Will there be any
[1:00:16]
kind of mechanism put in place that
[1:00:20]
inform the resident who will probably be
[1:00:25]
less than 100 yards from that levy that
[1:00:30]
is getting ready to press
[1:00:32]
>> like a notice thing? notification.
[1:00:37]
» They kind of let folks know and she says
[1:00:40]
she didn't know
[1:00:42]
>> was that the area that breached about
[1:00:45]
» was that the area that breached about
[1:00:45]
seven or eight years ago they had a
[1:00:47]
break in it evacuated most of that
[1:00:50]
neighborhood. Was that where
[1:00:52]
>> you know that was further down um close
[1:00:55]
» you know that was further down um close
[1:00:55]
to the golf course.
[1:00:56]
>> Okay. uh you know the where the run that
[1:00:59]
» Okay. uh you know the where the run that
[1:00:59]
far
[1:01:02]
at that that point
[1:01:07]
of the garden.
[1:01:10]
>> Yeah. Okay. So that was a different part
[1:01:12]
» Yeah. Okay. So that was a different part
[1:01:12]
of the living system there
[1:01:14]
>> because I remember when that broke
[1:01:15]
» because I remember when that broke
[1:01:15]
because we were the search and rescue
[1:01:18]
team were up in the mountains storm
[1:01:19]
issues and they were going to redispatch
[1:01:22]
us for the evacuation but
[1:01:24]
>> couldn't even get there. roads were all
[1:01:26]
» couldn't even get there. roads were all
[1:01:26]
close.
[1:01:27]
>> They made improvements and so that that
[1:01:32]
little salt mouth that dug into the
[1:01:34]
>> le.
[1:01:36]
» le.
[1:01:36]
That's what I remember.
[1:01:37]
>> But the notification back then, if I
[1:01:39]
» But the notification back then, if I
[1:01:39]
remember right, was sheriff's office
[1:01:43]
doing almost doortodoor and radio
[1:01:45]
broadcasts from vehicles. There was no
[1:01:47]
broadcast notification on that one at
[1:01:50]
the time. So, it's an important topic,
[1:01:52]
right? It's how do you how do you let
[1:01:55]
affected residents quickly know? You
[1:01:57]
could you could say the same thing in
[1:01:58]
that Hamilton Road area
[1:02:00]
>> that just happened just just now um in
[1:02:05]
» that just happened just just now um in
[1:02:05]
the chief's report because well there
[1:02:07]
wasn't it wasn't a catastrophic flooding
[1:02:09]
that flooded houses. There is a large
[1:02:12]
number of cars is what I understand were
[1:02:14]
lost. You know that the people didn't
[1:02:16]
get out of the area once once they're
[1:02:18]
flooded they're gone. They become flood
[1:02:21]
vehicles.
[1:02:22]
station,
[1:02:24]
>> right? That's what he's talking about.
[1:02:26]
» right? That's what he's talking about.
[1:02:26]
Yeah, the one that was in the chord
[1:02:28]
that was in there was pretty significant
[1:02:30]
property damage even though it wasn't a
[1:02:33]
it didn't strike me as a risk to life as
[1:02:36]
much as it was property damage east that
[1:02:40]
levey system
[1:02:42]

[1:02:46]
actually a life safety issue

[1:02:51]
» as far as notification goes. So, do you
[1:02:51]
want her to you want to put in a
[1:02:54]
request, Mark, maybe that we ask her to
[1:02:57]
touch on the issue of notification in
[1:03:00]
especially um in east in Well, probably
[1:03:03]
for any of the areas on either side of
[1:03:07]
the creek.
[1:03:07]
>> Yeah, but he was talking about the the
[1:03:09]
» Yeah, but he was talking about the the
[1:03:09]
levies, but I think
[1:03:10]
>> it has to do with it has to do with
[1:03:12]

[1:03:12]
which areas are likely

[1:03:16]
>> The creek the creek contributes to the
[1:03:18]
» The creek the creek contributes to the
[1:03:18]
levy issue. Yes, that's correct.
[1:03:20]
>> If there's the reason we didn't the
[1:03:23]
» If there's the reason we didn't the
[1:03:23]
whole Bay Area kind of dodged the bullet
[1:03:24]
in this last king tide, they were they
[1:03:27]
were several inches above any of the
[1:03:30]
prior king tides. So like in Salcelo
[1:03:33]
where it always floods, it always floods
[1:03:35]
except that this time it was three feet
[1:03:36]
higher in those same same areas. The
[1:03:39]
only thing that saved kind of the whole
[1:03:41]
San Francisco Bay area in the recent
[1:03:43]
king tides was that the heavy weather,
[1:03:46]
the heavy rains and the winds did not
[1:03:49]
hit at the time of high tide. The rain
[1:03:52]
and winds hit at the time of low tide.
[1:03:54]
>> Oh wow.
[1:03:55]
» Oh wow.
[1:03:55]
>> And so what happens in the interface
[1:03:57]
» And so what happens in the interface
[1:03:57]
with the creek is if it's a king tide
[1:03:59]
and we get a significant weather event,
[1:04:02]
that water coming down the creek has
[1:04:03]
nowhere to go because the tide is so
[1:04:06]
high. And so then it just floods over
[1:04:08]
the creek. It floods over the levies.
[1:04:10]
It's a it's a snowball effect almost of
[1:04:14]
of how the failure works associated with
[1:04:16]
the king tides.
[1:04:18]
>> And the king tides are getting higher,
[1:04:20]
» And the king tides are getting higher,
[1:04:20]
not lower.
[1:04:21]
>> Rob.
[1:04:22]
» Rob.
[1:04:22]
>> Yeah. Chief, uh, since that creek is
[1:04:26]
» Yeah. Chief, uh, since that creek is
[1:04:26]
split between the city of Palo Alto and
[1:04:27]
us, of course, Santa Clara County and
[1:04:29]
Santo County, Ken Dooker, who's their
[1:04:32]
emergency manager,
[1:04:34]
I'm sure he has
[1:04:36]
information,
[1:04:38]
>> a complete plan when that creek goes or
[1:04:41]
» a complete plan when that creek goes or
[1:04:41]
gets overflowed.
[1:04:44]
Does does the creek have some type of a
[1:04:47]
a plan for overflowing since they don't
[1:04:50]
even have a staff that works for them?
[1:04:53]
So, it's not like they heavily depend on
[1:04:56]
the city of Palo Alto. I remember when
[1:04:59]
the the bridges overflowed, it was the
[1:05:03]
city of Palo Alto that had the heavy
[1:05:04]
equipment that cleared those bridge
[1:05:07]
areas and cleared the creek. So
[1:05:10]
>> So
[1:05:11]
» So
[1:05:11]
that it's good. So let me just add on to
[1:05:14]
this. So I've been in touch with the
[1:05:16]
chair of the Creek GPA who's the vice
[1:05:19]
mayor of Palo Alto Gerstone and I think
[1:05:22]
he's going to attend this too. And
[1:05:24]
probably I think probably we should
[1:05:27]
reach out to um the city council of the
[1:05:32]
jurisdictions just to inform them that
[1:05:34]
we're going to have this presentation in
[1:05:36]
case they want to attend because I know
[1:05:37]
that like well especially in East
[1:05:40]
Palatoto and Melo Park since they're
[1:05:42]
they've got us they're on the Creek JPA.
[1:05:44]
They're in the Creek JPA. I know that um
[1:05:47]
former mayor Drew Combmes was interested
[1:05:50]
in attending this because it's in his
[1:05:53]
district, right? And probably my guess
[1:05:55]
is that um Cecilia may council member
[1:05:57]
Cecilia Taylor would probably want it.
[1:05:59]
So if we want to inform the city council
[1:06:01]
members um who are members of the Creek
[1:06:04]
JPA which in our district would
[1:06:07]
basically be the county um in East
[1:06:10]
Palatoto and Park if they want to attend
[1:06:13]
this meeting they can. I know that there
[1:06:15]
is interest but I don't know who's
[1:06:16]
interested except those two. Well, I
[1:06:19]
what I know is I know that
[1:06:22]
Councilman Taylor as well as Jones who
[1:06:27]
runs a nonprofit.
[1:06:29]
>> Oh, Pamela. Yeah.
[1:06:31]
» Oh, Pamela. Yeah.
[1:06:31]
>> In
[1:06:34]
they're highly interested. Yes.
[1:06:38]
>> What to do and in that particular area.
[1:06:41]
» What to do and in that particular area.
[1:06:41]
So,
[1:06:43]
you can get contact.
[1:06:46]
I was going to reach out to them, but if
[1:06:48]
you want to reach out to the East Powato
[1:06:50]
members, council members too, just to
[1:06:52]
let them know because they may want to
[1:06:54]
come and hear what they probably already
[1:06:56]
they've heard a presentation,
[1:06:58]
>> but just in case I just wanted everyone
[1:07:01]
» but just in case I just wanted everyone
[1:07:01]
to be invited,
[1:07:03]
but is so basically the only thing that
[1:07:06]
we might want to ask Margaret about is
[1:07:07]
the notification, the ability to notify
[1:07:10]
people who might be affected.
[1:07:13]
Any other suggestions or comments?
[1:07:18]
>> If there are any, then let us know. The
[1:07:20]
» If there are any, then let us know. The
[1:07:20]
agenda has to go out.
[1:07:23]
>> Okay. So, reports from directors, item
[1:07:26]
» Okay. So, reports from directors, item
[1:07:26]
11.
[1:07:28]
Robert,
[1:07:31]
>> Chuck,
[1:07:33]
» Chuck,
[1:07:33]
>> excuse me. I was just going to say that
[1:07:35]
» excuse me. I was just going to say that
[1:07:35]
uh the fireworks in on around New Year's
[1:07:39]
Eve were again
[1:07:43]
I mean, it sounded like a war zone going
[1:07:45]
on down in East Palo Alto and uh somehow
[1:07:50]
we I think it would be good if we
[1:07:52]
tackled that. It's kind of thing where I
[1:07:55]
don't know if there were any serious
[1:07:56]
issues like hands blown off or blindness
[1:07:58]
or something, but but uh just the
[1:08:02]
incredible amount of explosions for
[1:08:05]
sometimes two or three hours at a time
[1:08:07]
and uh
[1:08:08]
>> throughout the night or around midnight.
[1:08:09]
» throughout the night or around midnight.
[1:08:09]
No, it was it was better than it had
[1:08:12]
been. So, it they they tended to stop
[1:08:14]
around around midnight was the last of
[1:08:17]
it and it didn't start much before
[1:08:20]
sunset or dark, you know, around 8:00 or
[1:08:23]
something like that. It wasn't at 4 in
[1:08:25]
the afternoon and so it was all night
[1:08:27]
long. So, it seems to be getting a
[1:08:29]
little bit better. But um
[1:08:33]
yeah, I just think more needs need needs
[1:08:35]
to be done and I the east call police
[1:08:38]
aren't just aren't arresting people and
[1:08:41]
they should be. This is ends up being
[1:08:44]
big business.
[1:08:47]
>> Each each of these shells I I was
[1:08:49]
» Each each of these shells I I was
[1:08:49]
reading I was looking up the prices on
[1:08:51]
these shells that people are exploding
[1:08:53]
about 50 bucks a piece. I just don't
[1:08:55]
understand where people get the money to
[1:08:58]
blow up 20 of these things in a night or
[1:09:01]
something.
[1:09:02]
>> That's a lot. Rob,
[1:09:04]
» That's a lot. Rob,
[1:09:04]
>> I don't have anything. Thanks.
[1:09:06]
» I don't have anything. Thanks.
[1:09:06]
>> Um Gary,
[1:09:07]
» Um Gary,
[1:09:07]
>> I have nothing.
[1:09:08]
» I have nothing.
[1:09:08]
>> Okay. I just have quick thing. Um
[1:09:11]
» Okay. I just have quick thing. Um
[1:09:11]
holiday lunch and service years of
[1:09:13]
service recognition is great. Thank you,
[1:09:15]
Michelle. Four seasons is great as
[1:09:17]
usual. And I was I'm going to follow up
[1:09:20]
with or kind of
[1:09:23]
add on to what the chief said about the
[1:09:25]
crab chapino feed on um what is it
[1:09:30]
February 28th from 5 to 9 that benefits
[1:09:33]
California task force 3's K9 unit at
[1:09:37]
it's going to be at the USAR warehouse.
[1:09:39]
So spread the word
[1:09:43]
and I think that is it for tonight. So
[1:09:47]
unless there's any other
[1:09:50]
any other public comment, Michelle, then
[1:09:52]
we'll adjourn the meeting at 8:37.
[1:09:54]
>> Thank you.

» Thank you.

>> Thank you.
