[16:33] I am expressing serious
[16:35] concerns regarding the
[16:36] development at 1847 Northeast
[16:38] 4th Avenue.
[16:39] While growth and
[16:41] revitalization are important,
[16:44] this project raises red flags
[16:45] that cannot be ignored,
[16:47] especially when it comes to
[16:49] safety, livability and long-term
[16:51] sustainability.
[16:54] First, the decision to have
[16:56] this zoned as a commercial
[16:57] rather than residential is
[17:01] deeply followed.
[17:03] It removes basic protection,
[17:05] including the ability to install
[17:09] speed bumps in a neighborhood
[17:09] where children play and seniors
[17:11] walk.
[17:13] The absence of traffic calming
[17:16] measures is dangerous.
[17:20] Commercial zoning invites
[17:23] faster traffic but denies us the
[17:26] tools to keep our streets safe.
[17:29] Second, flooding is another
[17:30] chronic issue I've addressed
[17:33] with Commissioner Pardo's office
[17:36] when we have a street sign that
[17:37] says, "Flooding possible.
[17:39] " That's not a fix.
[17:42] It's a short-term sign that's
[17:47] creating chaos in our community.

[17:53] Without a robust stormwater
[17:56] management plan, every heavy
[17:57] rain is a hazard in this

[18:14] avoiding taxes, as it is a

[18:17] units that will be a full Airbnb

[18:25] not contributing to the current
[18:28] school system in this community.

[18:33] the advertisement is daily

[19:31] Biscayne where one of my
[19:34] residents lost her son.

[19:39] constantly on the road.
[19:43] Hundreds of daily trips plus
[19:45] ride share and service trucks
[19:46] will push a failing system over
[19:49] the edge.
[19:51] There is no parking to absorb
[19:56] the surge.
[19:59] Aria Reserve is bringing 700
[20:03] units per tower.
[20:06] Pedestrian risk will spike as
[20:08] [Unclear] Narrow sidewalks used
[20:11] by families and pets.

[20:17] y pet by a car careening through

[20:22] When I saw the way Edgehouse
[20:24] is being placed against other
[20:26] buildings I was kind of shocked.
[20:27] They're usually designed with

[20:34] prohibited on towers so close to
[20:39] each other.
[20:41] Light filters into homes and
[20:42] degrades the character of the
[20:44] community.

[20:48] capacity is already
[20:51] over-extended.

[21:02] to deny or defer approvals or
[21:03] Edgehouse and other projects

[26:07] parking, creating safety hazards
[26:08] during evacuation scenarios like
[26:10] floods.
[26:12] The developer hasn't conducted
[26:16] a traffic study.
[26:19] They haven't even had a
[26:22] contract with the valet vendor,
[26:26] assuming it would be easy to
[26:28] find support for a multiunit
[26:32] property with deficient parking.
[26:34] Stacked parking has proven to
[26:41] be hazardous.
[26:44] Collapses, explosions, and
[26:47] safety hazards abound.
[26:49] Many areas of Miami are
[26:52] banning Airbnb at this point.
[26:53] I recommend that the board
[26:54] refuse this proposal.

[28:48] Miami trust that might never
[28:49] benefit the actual neighborhood

[28:54] Adding units with no
[28:55] affordable housing component is
[28:58] not okay.
[29:01] We're in a housing crisis, yet
[29:03] developers ignore the part of
[29:04] the act that calls for
[29:08] affordable housing.
[29:13] It's being sold as.
[29:13] A 50 story building on a half
[29:17] acre lot.
[29:20] Lobrado, you mentioned some of
[29:21] the scale issues coming up in
[29:25] Edgewater.
[29:27] Beyond the height and density,
[29:31] Miami is a driving city.
[29:32] Most households have 1 to 2
[29:34] cars, and they're trying to
[29:38] reduce the parking.
[29:40] Now we're back to back with
[29:43] two developers that want to do
[29:44] stacked parking with a valet
[29:46] only system.
[29:51] They haven't offered activate
[29:53] valet company.
[29:59] These waivers should raise a
[30:00] red flag to udrb, which is why

[30:06] They're pushing parking out to
[30:08] the neighborhood.

[35:43] drive, they initiated an Airbnb

[35:58] having those problems at the

[1:46:10] This is an aspr, so we advance

[1:46:14] exceptions or deviations from

[1:46:22] project, and introduces
[1:46:25] affordable housing to the
[1:46:25] district, much needed to this

[1:48:04] residents and affordable housing
[1:48:09] tenants can enjoy.
[1:48:12] We quickly found out this site
[1:48:16] is less than an acre, but the
[1:48:18] corner here is challenged,
[1:48:21] because of the shape.
[1:48:23] The way we generated the upper
[1:48:24] floors.

[1:48:30] This is a prominent corner.
[1:48:32] We anchored the main corner
[1:48:36] with the retail component of the
[1:48:39] project, which is about 5,300
[1:48:42] square feet, and anchored it
[1:48:43] with a flatiron effect on that
[1:48:45] corner.
[1:48:48] Then we centralized the main
[1:48:52] lobby access to the building and
[1:48:54] support spaces, with access to
[1:48:56] the main core of the building.
[1:49:03] We felt it was important for
[1:49:04] this project with the magnitude
[1:49:08] of units, to have a real
[1:49:10] pedestrian and vehicular passage
[1:49:13] for the project, where people
[1:49:15] can get dropped off at any time
[1:49:19] in a covered manner.
[1:49:22] Another retail component will
[1:49:24] further activate the passage of
[1:49:26] pedestrians and vehicles.
[1:49:26] All in all, I jk.

[1:49:59] We put in a loop which
[1:50:01] maximizes access to an
[1:50:04] internalized zone, the loading
[1:50:05] zone, with access to back of

[1:50:08] We think the ground floor
[1:50:12] works well, especially because
[1:50:21] of the separation of the service
[1:50:25] and beauty and of the pedestrian
[1:50:29] and vehicular drop off areas.
[1:50:31] We anchor the corner with
[1:50:34] extensive amounts of units here,
[1:50:37] and provided parking circulation.
[1:50:39] We were able to simplify it,
[1:50:39] working in a counterclockwise
[1:50:42] direction.
[1:50:47] We purposefully put the
[1:50:52] parking on the north, to allow
[1:50:53] for 100% of the linear frontage
[1:50:55] of the property.
[1:51:00] Again, parking access to both
[1:51:01] cores, providing 21 units per
[1:51:07] floor.
[1:51:08] With minor adjustments for
[1:51:09] exterior articulations in the
[1:51:09] buidlg.
[1:51:15] Then we get to what makes this
[1:51:21] project unique in my building,
[1:51:21] the wellness and fitness
[1:51:25] programs.
[1:51:28] Essentially, you have an acre,
[1:51:29] almost 80% of the acre for
[1:51:32] amenities.
[1:51:34] We have 18,000 feet of
[1:51:37] enclosed amenities at the
[1:51:38] mezzanine level and the floor
[1:51:40] above us.
[1:51:43] We also thought it was
[1:51:46] important to provide exterior
[1:51:51] deck amenities, with a pool deck
[1:51:54] to maximize views.
[1:51:56] In addition to a complete
[1:51:57] running and walking track around
[1:52:01] the entire podium...
[1:52:02] We felt that taking that
[1:52:04] wellness factor to the next
[1:52:06] level was appropriate, to
[1:52:07] generate these fitness spaces

[1:52:24] levels 14 through 30th,
[1:52:25] generating about 21 to 17 units

[1:53:58] The spacing of the exoskeleton
[1:53:59] was analyzed to minimize
[1:54:02] fenestrations on the units.
