[3:23] test test. Okay, I think we're there.
[3:26] Thank you.
[3:32] » Good evening.
[3:34] It's 5:02 and it's time to get started
[3:37] and we certainly have a large group here
[3:39] this evening. Um, thank you to our
[3:42] community for showing up, for being
[3:44] present, and uh, thank you for your
[3:47] engagement in this very important
[3:49] political process that we're walking
[3:51] through tonight. It's uh I am so
[3:55] thankful and grateful that we live in
[3:58] the United States of America, that we
[4:00] have the opportunity to elect officials,
[4:04] that we have the opportunity to come
[4:06] together and work together collectively
[4:09] for the betterment of our city. And um
[4:12] I'm extremely thankful um for what we're
[4:15] doing tonight. And I look forward to the
[4:18] transition with our new mayor. and uh
[4:21] I'm excited for his leadership and for
[4:23] council. We have a new council member
[4:25] and as we move forward so just thank you
[4:27] all for being here this evening and
[4:29] being a part of this process. We do have
[4:31] a tradition here and that is that we
[4:33] open in prayer and I've asked if I could
[4:36] open in prayer tonight. So let's stand
[4:38] and we'll say the prayer.
[4:45] Lord, I thank you for this community of
[4:48] Nampa.
[4:51] Lord, I thank you that we serve a
[4:53] sovereign God that knows all things and
[4:57] that you had a plan and have a plan for
[5:00] this community.
[5:02] I thank you, Lord, for the founding
[5:04] fathers of this community, even Duffus
[5:06] that called Nampa the new Jerusalem back
[5:08] in the day.
[5:10] Lord, we haven't been a perfect
[5:12] community,
[5:13] but Lord, we have held fast to that
[5:17] foundation of faith. I know in in you
[5:20] and the church before that that was a
[5:22] part of the foundation in this
[5:24] community.
[5:26] Lord, the people that have stood fast in
[5:29] our community. I thank you for the
[5:31] spiritual leaders in the community of
[5:33] Nampa that guide and direct. I thank you
[5:37] for the people here that uh serve one
[5:40] another and that have a heart for our
[5:43] community. So Lord, as we move forward
[5:46] into 2026, this new year, I ask God that
[5:50] your hand would be upon the community of
[5:53] Nampa,
[5:55] that your covering would be here, Lord.
[5:58] That we would be a safe community where
[6:01] people prosper, Lord. that um you would
[6:05] protect our police, that you would guide
[6:08] the hands of the leadership, our mayor
[6:10] and our council. I ask God that you
[6:12] would give them wisdom and insight in
[6:15] how to take this city forward. I thank
[6:18] you for them and their service. Lord, we
[6:21] invite you to come and lead. And I thank
[6:25] you, Father, for this city. The words
[6:27] behind me that say in God we trust.
[6:29] Lord, it is in you that we trust. Thank
[6:33] you father in Jesus name. Amen.
[6:36] >> Let's say the pledge.
[6:38] » Let's say the pledge.
[6:38] I pledge allegiance to the flag of the
[6:41] United States of America and to the
[6:44] republic for which it stands. One nation
[6:48] indivisible with liberty and justice for
[6:51] all.
[6:54] » Thank you.
[6:56] Okay. Roll call.
[6:59] >> Rodriguez.
[7:01] » Rodriguez.
[7:01] [snorts]
[7:03] here.
[7:04] >> Jingula
[7:05] » Jingula
[7:05] >> here.
[7:05] » here.
[7:05] >> Bills
[7:06] » Bills
[7:06] >> here.
[7:06] » here.
[7:06] >> Reynolds
[7:07] » Reynolds
[7:07] >> here.
[7:07] » here.

[7:09] » Griffin
[7:09] >> here.
[7:09] » here.
[7:09] >> All present.
[7:12] » All present.
[7:12] >> So um as our council is aware, we're
[7:15] » So um as our council is aware, we're
[7:15] kind of broken into two segments
[7:17] tonight. The first segment is where we
[7:19] approve we adopt the agenda um and then
[7:23] approve the minutes and then we will
[7:25] adjourn and sign a die and then we'll
[7:26] come back. So, we have a couple uh
[7:28] sections, but I would ask if there are
[7:31] any proposed amendments to the agenda.
[7:33] >> Madame Mayor,
[7:33] » Madame Mayor,
[7:33] >> yes.
[7:34] » yes.
[7:34] >> Um I ask that we pull um action item 52
[7:38] » Um I ask that we pull um action item 52
[7:38] and 53 off of the agenda and we'll we'll
[7:43] bring those back on a date certain of
[7:45] January 15th.
[7:47] >> Second.
[7:48] » Second.
[7:48] >> It's been moved and seconded. Is there
[7:49] » It's been moved and seconded. Is there
[7:49] any discussion?
[7:52] >> Roll call.
[7:54] » Roll call.
[7:54] >> Was there a motion? I I'm sorry. You
[7:56] » Was there a motion? I I'm sorry. You
[7:56] would think after eight years, you would
[7:59] think I would have this down. Okay, so
[8:01] let me think about this. You've asked
[8:03] that it be amended. Does there need to
[8:04] be a motion, though?
[8:06] >> That was the motion.
[8:07] » That was the motion.
[8:07] >> That was the motion. And you're saying
[8:08] » That was the motion. And you're saying
[8:08] and she seconded it. And so
[8:10] >> so if the
[8:12] » so if the
[8:12] >> All in favor?
[8:13] » All in favor?
[8:13] >> So proposed amendments. Now you're
[8:15] » So proposed amendments. Now you're
[8:15] asking for the adoption of the agenda as
[8:16] amended.
[8:18] >> Yes. So that was your motion.
[8:21] » Yes. So that was your motion.
[8:21] >> Okay, that was your second. All in
[8:23] » Okay, that was your second. All in
[8:23] favor? I
[8:24] >> thank you. Okay. Now the next item on
[8:27] » thank you. Okay. Now the next item on
[8:27] the agenda is the approval of minutes.
[8:30] >> So moved.
[8:30] » So moved.
[8:30] >> Second.
[8:31] » Second.
[8:31] >> It's been moved and seconded. Is there
[8:32] » It's been moved and seconded. Is there
[8:32] any discussion? All in favor?
[8:35] >> I.
[8:35] » I.
[8:35] >> Okay. So before we adjourn um siny die,
[8:40] » Okay. So before we adjourn um siny die,
[8:40] I wanted to make just a couple comments.
[8:42] Um before we step down and move on with
[8:46] our day. And I just wanted to make a few
[8:48] comments about what a privilege and
[8:50] honor it has been to serve this
[8:51] community. Um, I've had so many um,
[8:55] wonderful comments, remarks. Um, and I
[8:58] just wanted to say thank you to the
[9:00] community. Thank you. And many of you
[9:01] are here and many others that I don't
[9:03] get to thank in person just to say thank
[9:05] you. Thank you for the kind words and
[9:07] the encouragement. It's been um, it's
[9:11] been a tremendous honor.
[9:13] I also want to say um, it's been a
[9:16] privilege and honor to not only serve
[9:18] but to work alongside an amazing team of
[9:21] people. the employees here at the city
[9:23] of Nampa that are serving our community
[9:25] every day and this city council.
[9:29] I was pondering it this weekend and in a
[9:32] nation that has grown to distrust
[9:35] government and where sometimes
[9:36] leadership is self-seeking and more
[9:39] interested in power and position than
[9:43] service. My desire has been to serve our
[9:46] community. And as I've said many times,
[9:49] it's not about me, it's about we working
[9:53] together.
[9:55] Our core values in the city of
[9:57] integrity, stewardship, and teamwork
[10:00] have been at the forefront of the work
[10:02] of the city these last eight years.
[10:06] I am so proud of our team that serves
[10:09] faithfully. Sometimes it's with
[10:11] accusation, lack of appreciation, but
[10:14] the employees and the city council get
[10:16] up every day to come serve. And I just
[10:19] want to say thank you. It has been such
[10:22] an honor and privilege to work aside
[10:24] alongside you all. City Council, thank
[10:28] you for your willingness to serve the
[10:30] citizens of Nampa. You don't do it for
[10:32] pay, that's for sure.
[10:35] You give countless hours to this
[10:37] community.
[10:38] I appreciate it greatly.
[10:41] Councilman Haverfield, you served as
[10:43] council president. Thank you for that
[10:45] leadership. I appreciated that.
[10:47] Councilman Reynolds, you have served for
[10:49] the last I'm not sure how many years
[10:50] now, two years as council president, and
[10:53] it has been a joy to work with you.
[10:55] Thank you for the time and the effort
[10:57] that you both have given to this city.
[11:00] As we look to the future, I pray that
[11:03] our council will lead the city of Nampa
[11:06] with wisdom, holding fast to integrity
[11:09] and stewardship, and that you will
[11:11] continue to watch over Nampa, ensuring
[11:14] that we leave the next generation, a
[11:17] city that we can be proud of. I want to
[11:20] say thank you to you and Doug Racine, I
[11:23] want to say thank you to you publicly
[11:25] because you have been the watchdog over
[11:27] the finances of this city.
[11:29] Thank you for that. Thank you for your
[11:31] faithfulness and your stewardship as you
[11:34] have guided us. It's been very
[11:36] important. So, I wish our new mayor Rick
[11:40] Hogabo the best. He is going to be an
[11:43] excellent mayor and I know that we as
[11:45] the city of Nampa with our council
[11:47] members and with our new leadership are
[11:49] going to be in good hands and with the
[11:53] team that is currently in place. The
[11:56] leadership of all the departments across
[11:58] the city and I'm not going to name them
[12:00] as they all know. I said I wouldn't do
[12:01] that this morning and then I did and so
[12:03] it takes a long time but thank you to
[12:06] all the employees of the city and I look
[12:08] forward to what the future has to hold.
[12:10] So, thank you for giving me the
[12:12] opportunity to serve you. Thank you very
[12:14] much.
[12:16] And
[12:19] [applause]
[12:25] with that, I would stand for a motion to
[12:27] adjourn. Siny die.
[12:30] >> So moved.
[12:30] » So moved.
[12:30] >> Second.
[12:31] » Second.
[12:31] >> All in favor?
[12:32] » All in favor?
[12:32] >> I. At this time, there is going to be a
[12:35] » I. At this time, there is going to be a
[12:35] recognition of our outgoing officials.
[12:38] And uh we're going to start with uh
[12:40] Councilman Havfield. And so I'm going to
[12:43] read I I've got a presentation and we'll
[12:45] go down in just a minute, but I want to
[12:47] read from here so that I can face the
[12:49] people versus having my back uh to them.
[12:53] So, Councilman Havfield, on behalf of
[12:56] myself and your fellow city council
[12:59] members, we wanted to take this
[13:00] opportunity to express our deepest
[13:03] appreciation for your remarkable service
[13:06] to this Nampa City Council over the past
[13:08] 12 years. As the longest serving public
[13:12] official in Nampa, your commitment to
[13:14] our community has been fully has been
[13:16] exemplary.
[13:18] Since you first took your seat on the
[13:20] council, you have been a steadfast
[13:22] advocate for Nampa and its residents.
[13:26] Your vision for Nampa, particularly your
[13:28] focus on fiscal responsibility and urban
[13:31] renewal, has significantly contributed
[13:33] to our city's growth and success. Your
[13:37] commitment extended beyond the city
[13:39] council. You've served on numerous
[13:41] committees and boards including the
[13:44] Nampa Development Corporation, the
[13:46] Impact Fee Advisory Committee,
[13:48] Transportation Advisory Committee, the
[13:50] Airport Commission, the Compass Board,
[13:51] the Planning and Zoning Commission. Your
[13:54] contributions to these various
[13:56] organizations have further solidified
[13:58] the foundation of Nampa's continued
[14:01] growth and prosperity.
[14:03] Your legacy of service will continue to
[14:06] inspire those who follow in your
[14:08] footsteps. As you move on to new
[14:10] adventures, please take with you the
[14:13] knowledge that you have made a positive
[14:15] impact on the lives of many Nampa
[14:18] residents. Thank you once again for your
[14:21] service. Best wishes for your future
[14:23] endeavors. You will be missed. We pray
[14:27] that you reflect on your years of
[14:29] service with the Nampa City Council with
[14:30] fond memories. some of them hard but
[14:33] fond memories and may this new chapter
[14:36] of life be filled with time with loved
[14:38] ones, with laughter, new memories, and
[14:41] may God bless you and your family. Thank
[14:43] you. So, we have something down. Do you
[14:45] want to talk before you go down? It'll
[14:47] be easier from here.
[14:49] >> Sure. Thank you, Mayor.
[14:50] » Sure. Thank you, Mayor.
[14:50] >> Uh very kind words. Um,
[14:53] » Uh very kind words. Um,
[14:53] as I look around the room, uh, 12 years
[14:56] ago when I was challenged to run for
[14:58] office, um, it it was not something that
[15:02] I had ever prepared myself for. Uh, but
[15:05] God had a plan. And, uh, 12 years later,
[15:08] I'm stepping away and I'll be a footnote
[15:11] along with uh, all the people that I've
[15:14] served with over the years. And you
[15:16] know, it's it's been a tremendously re
[15:20] rewarding opportunity to serve with such
[15:23] uh you know, good people that have uh
[15:27] the heart of God as far as in their
[15:29] hearts. And uh my one challenge for this
[15:32] council will be to keep that one thing
[15:33] the main thing, and that's in God we
[15:35] trust. But I want to thank my wife Lori.
[15:38] She's here. uh she's put up with me
[15:40] being gone late nights, early mornings
[15:44] uh for the last 12 years and prior to
[15:46] that for almost 20 years being a coach.
[15:48] Um so I don't know how I was able to
[15:51] hold that or we were able to hold it
[15:53] together, but we have plans. We've got
[15:55] three vacations already planned. Uh
[15:59] and an RV to to take. Uh one of those
[16:02] trips will be to Hawaii, though I have a
[16:03] project there that um it's uh it'll be a
[16:07] business trip. So, uh, it's been a
[16:09] wonderful opportunity and an honor to
[16:11] serve with, uh, with this group of
[16:14] people with two mayors and almost 20
[16:17] council members. And then I look around
[16:18] the room, um, two fire or three fire
[16:22] chiefs, two police chiefs, um, two
[16:25] treasurers. I mean, it's been fun to see
[16:27] the transition and how it's stayed
[16:30] unified. And that's what's been a key to
[16:32] me that, uh, we've done things right.
[16:35] and uh I just thank God for that. So
[16:38] again, keep that one thing the main
[16:40] thing as you go forward and I challenge
[16:42] the council to do the same. Thank you.
[16:45] >> Thank you. [applause]
[16:50] I think we're all [applause]
[16:55] we'll go down and
[16:59] we'll do the other stuff.
[17:55] » [applause]
[18:04] [applause]
[18:13] » You even had Natalie in your background,
[18:15] Randy. That's really nice. [laughter]
[18:18] >> Yes, Councilman. You're not off the hook
[18:20] » Yes, Councilman. You're not off the hook
[18:20] yet. Um, I am here with a gift. Um, we
[18:26] met, you heard, um, 12 years with Nampa
[18:29] Development Corporation and I had the
[18:31] privilege of being able to as the
[18:33] secretary and back as the assistant
[18:35] director to work with Councilman
[18:37] Haverfield on NDC and with the arts and
[18:40] historic preservation and it was a
[18:42] pleasure. We appreciated your insight
[18:44] and your ability to ask card questions
[18:47] that time. So, thank you from our
[18:49] office.
[18:50] >> Thank you.
[18:53] » Thank you.
[18:53] >> [applause]
[18:59] » I was told my friends at PD and fire had
[19:02] things as well.
[19:13] » I was like, are you
[19:17] » you come up here, but
[19:18] >> they're on the city's pay right now.
[19:20] » they're on the city's pay right now.
[19:20] >> Right. Right. [laughter]
[19:24] So, as these uh folks are coming up,
[19:26] Councilman Hverfeld, I just wanted to
[19:28] take a minute. So, this is the command
[19:29] staff for the police department. So, we
[19:31] represent each division within the
[19:33] police department. So, you have the
[19:34] lieutenants, the captains, the deputy
[19:36] chief, and myself. So, uh we just wanted
[19:38] to present you with a city flag um on
[19:40] behalf of Nampa Police Department and to
[19:42] thank you uh as a council member. you
[19:45] were a a good friend. Uh but you asked a
[19:47] lot of questions. But I knew that if we
[19:50] were able to uh you know talk to you and
[19:53] get our point across, a yes was a yes
[19:55] and a no was a no. So that's one thing
[19:57] I've always appreciated about you is
[19:58] your integrity and your your commitment
[20:01] to the decisions that you make. Uh even
[20:03] if we don't always agree with them, I
[20:04] appreciate those angles that you take
[20:06] and the uh the steadfastness that you
[20:08] had in decisions. So, uh, again, I'm one
[20:11] of the second police chiefs that you've
[20:13] had and I've certainly enjoyed my time
[20:14] in this position and a lot of that is
[20:16] because of you and the time that you've
[20:18] been on the council. So, really
[20:19] appreciate the 12 years that you've
[20:20] given to the city of Nampa. Good luck.
[20:22] And if you have room on the Hawaii trip,
[20:25] I'm I'm available.
[20:28] >> Personal protection.
[20:29] » Personal protection.
[20:29] >> Personal protection. So, anyway, I just
[20:31] » Personal protection. So, anyway, I just
[20:32] want to thank you. So, appreciate you
[20:33] very much. [applause]
[20:42] Thank you.
[20:46] » Okay, you can see
[20:49] the flag.
[20:51] [laughter]
[20:55] » Oh, there it is.
[20:56] >> All right. Uh, Councilman Hammerfield or
[20:59] » All right. Uh, Councilman Hammerfield or
[20:59] Randy now?
[21:00] >> Yes.
[21:00] » Yes.
[21:00] >> Yeah. Um I don't think everyone realizes
[21:04] » Yeah. Um I don't think everyone realizes
[21:04] um you're a very select number of people
[21:06] in this world. Not very many people have
[21:09] uh taken the opportunity and the risk to
[21:11] become a leader in in their city. And
[21:13] when you look at that overall um I
[21:15] started doing the years and you've
[21:16] almost spent uh I would say a quarter of
[21:20] your life uh just in council and then
[21:23] you add in coaching and over half of
[21:25] your life along with your wife has been
[21:27] investing in this community. And so
[21:30] whether it was the kids you coached or
[21:32] or the leadership you provided here, uh
[21:34] for sure your fingerprint is on this
[21:36] community for for forever. And so I just
[21:39] wanted to read this letter from the fire
[21:40] department.
[21:42] Dear Coun Council member Howfield, on
[21:45] behalf of the Nampa Fire Protection
[21:46] District, we extend our deepest
[21:48] appreciation for your 12 years of
[21:50] dedicated service to the city of Nampa
[21:52] and its residents.
[21:53] Your commitment to thoughtful
[21:55] leadership, responsible stewardship, and
[21:57] collaborative problem solving has helped
[21:59] shape Nampa into the vibrant and
[22:00] thriving city it is today. Throughout
[22:03] your tenure, you have consistently
[22:04] demonstrated integrity, professionalism,
[22:07] and genuine care for the people of this
[22:09] community. Your contributions, both seen
[22:11] and unseen, have made lasting impact.
[22:14] Whether through policy decisions,
[22:16] advocacy, or countless hours spent
[22:18] listening, guiding, and supporting
[22:19] community initiatives, your influence
[22:21] has strengthened the foundation upon
[22:22] which Nampa continues to grow. Thank you
[22:25] for your vision, your passion for public
[22:27] service, and your unwavering dedication
[22:29] over the past 12 years. Your work has
[22:31] left a meaningful mark, and the city of
[22:33] Nampa is better because of you. With
[22:36] sincere appreciation, the Nampa Fire
[22:38] Department
[22:40] [applause]
[22:49] » [applause]
[22:50] >> Thank you.
[22:50] » Thank you.
[22:50] >> You bet.
[22:51] » You bet.
[22:51] >> Thank you so much.
[22:52] » Thank you so much.
[22:52] >> Yeah. Mayor, I don't know what's next. I
[22:55] » Yeah. Mayor, I don't know what's next. I
[22:55] didn't give I don't I had an agenda.
[22:57] [laughter]
[23:06] » Madame Mayor, I it's still Madame Mayor.
[23:09] So, [laughter]
[23:10] um, it probably always will be. I think
[23:13] some of the departments from the city
[23:15] have some things they would like to
[23:17] present to you. And, um, is there other
[23:20] individuals? Maybe Chief Huff has a trip
[23:22] to Hawaii or something to give you. I
[23:23] don't know. But if he doesn't, he
[23:26] should.
[23:29] » What do I do?
[23:30] >> Well, [laughter]
[23:32] » Well, [laughter]
[23:32] I think you've got a lot of things that
[23:34] are coming. So, maybe we'll start if
[23:36] Crystal, if you want to.
[23:40] Absolutely, [clears throat] Mayor
[23:42] Clling. This it's pretty honorary for
[23:45] anytime we have a retirement in
[23:46] transportation to gift them with a sign
[23:49] of honor. We'd like to sign the back.
[23:51] This is from all of us at public works
[23:53] and the traffic division specifically.
[23:55] Thank you for everything that you've
[23:56] done for us. [snorts]
[23:59] [applause]
[24:06] from the mayor's office. Clay had this
[24:09] great idea to create a framed um
[24:12] [clears throat] kind of office door, if
[24:15] you will. And behind it at the um at the
[24:19] where were we at? The Chamber of
[24:21] Commerce, some folks signed this card.
[24:23] So, I built this frame and I think the
[24:26] frame I wanted it to resemble Kansas and
[24:29] Idaho. So, it's kind of farmhouse
[24:31] rugged, right? So, yeah. From the
[24:34] mayor's office. So, I don't know if you
[24:36] want to wear it like a, you know,
[24:39] >> it's [laughter] kind of heavy.
[24:41] » it's [laughter] kind of heavy.
[24:41] >> Yeah.
[24:41] » Yeah.
[24:41] >> So, thank you, Mayor. [applause]
[24:51] » And one of the things that the mayor had
[24:53] talked about was uh everyone's signature
[24:56] on one of her letterheads. So we got all
[24:58] the directors to sign and give a note to
[25:01] thank you for your service and
[25:03] dedication as a supervisor and leader of
[25:05] the city but also from an internal side
[25:08] of being the the boss for the team. So
[25:13] [applause]
[25:21] » but maybe we should make police wait
[25:22] this time and we'll have fire go first.
[25:25] [laughter]
[25:27] Best for last.
[25:31] » What would life be without that banter?
[25:34] [laughter]
[25:34] >> So, we didn't know we could bring
[25:35] » So, we didn't know we could bring
[25:35] everybody up. Sorry. We're going to
[25:37] bring some more people up. [laughter]
[25:43] » Okay. How are you?
[25:46] >> For those of you who know me know that I
[25:48] » For those of you who know me know that I
[25:48] am a crier. So, we'll try this without
[25:50] crying. Um because Mayor Clay has been
[25:52] an amazing mentor to me. Um, so [snorts]
[25:56] real quick, feet on the ground, right?
[25:58] >> Yes.
[25:59] » Yes.
[25:59] >> Okay. So, tonight we're here to honor
[26:01] » Okay. So, tonight we're here to honor
[26:01] someone whose leadership has shaped the
[26:03] very heart of this community.
[26:06] Mayor Debbie Clling, your years of
[26:07] service have been marked by dedication,
[26:10] compassion, and unwavering commitment to
[26:12] the people of Nampa. You've led not only
[26:15] with vision, but with heart. Always
[26:17] putting others first, always listening,
[26:19] and always guiding our city with
[26:21] integrity and grace.
[26:23] So, there's a saying, it's not about the
[26:24] shoes you wear, it's about the steps you
[26:26] take in them. And the steps you've taken
[26:28] have left an enduring mark on this
[26:30] community, on our neighborhoods, our
[26:32] schools, our families, and every person
[26:35] fortunate enough to work alongside you.
[26:39] Every community needs a champion,
[26:40] someone willing to stand up, step
[26:42] forward, and fight for what's right. And
[26:44] leadership is easy when the path is
[26:46] smooth. But true leadership shows shows
[26:48] itself in storms. From COVID to
[26:51] unprecedented growth to the fire
[26:53] department's transition to a district,
[26:55] you didn't just walk through these
[26:56] challenges. You helped carry this
[26:57] community through them.
[26:59] Because of your leadership, NP is
[27:01] stronger, safer, and and better
[27:03] positioned for the future.
[27:07] Uh just a just a while ago, we had a
[27:10] meeting and you shared with us that you
[27:11] used to have a pair of brown Doc Martens
[27:14] and you had wished you still had them.
[27:17] Well, on behalf of the Nampa Fire
[27:18] Department,
[27:22] [laughter]
[27:24] [applause]
[27:30] we thought it was only fitting to get
[27:32] you a new pair.
[27:34] These aren't just shoes, a reminder of
[27:36] where you started, how far you've come,
[27:38] and the countless lives you've impacted
[27:40] along the way. And while no one will
[27:42] ever truly fill your shoes, the path
[27:44] you've paved will continue to guide us
[27:47] uh and those who follow. Uh now, buying
[27:50] a woman an art article of clothing can
[27:52] be dangerous. So, we have the receipt if
[27:54] you want to go get like a trailblazing
[27:56] machete or or really bright lights. Um
[28:01] you're welcome. It won't hurt our
[28:02] feelings, but
[28:04] >> So, along with uh those shoes, we
[28:06] » So, along with uh those shoes, we
[28:06] present this plaque. just a small symbol
[28:08] of our deep appreciation for your
[28:10] service, for your leadership, the
[28:11] countless ways you have inspired us. Uh,
[28:14] Mayor Debbie Clay, thank you for every
[28:15] step, every decision, and every moment
[28:17] you devoted to making Nampa a place
[28:19] we're proud to call home. Wherever your
[28:21] next steps take you, may they be filled
[28:23] with peace, joy, purpose, and
[28:25] well-earned rest. Congratulations,
[28:28] [applause]
[28:35] » [applause]
[28:37] >> So, here's the I won't read it because I
[28:39] » So, here's the I won't read it because I
[28:39] already
[28:40] >> Thank you. Okay.
[28:41] » Thank you. Okay.
[28:41] >> Thank you. Thank you guys. Oh my
[28:43] » Thank you. Thank you guys. Oh my
[28:44] goodness.
[28:45] >> Thank you. Thank you so much. I'm proud
[28:47] » Thank you. Thank you so much. I'm proud
[28:47] of you guys. Thank you. Thank you.
[28:51] >> All right. So, are we supposed to do the
[28:52] » All right. So, are we supposed to do the
[28:52] same line where you shake your hand and
[28:53] then we'll leave?
[28:54] >> Yeah.
[28:56] » Yeah.
[28:56] >> Thanks for setting the example, Joe.
[28:58] » Thanks for setting the example, Joe.
[28:58] >> Appreciate you.
[29:00] » Appreciate you.
[29:00] >> Thank you.
[29:03] Thank you.
[29:31] One more.
[29:31] >> One more.
[29:37] [laughter]
[29:39] >> Okay.
[29:39] » Okay.
[29:39] >> You get a hug.
[29:40] » You get a hug.
[29:40] >> I'll get a hug. But unlike the fire
[29:42] » I'll get a hug. But unlike the fire
[29:42] department, I'm not a crier. So, uh,
[29:44] [laughter]
[29:47] but, uh, so you know, I I really don't
[29:50] know. Well, I know you are, but, uh, I
[29:52] really don't know what to say because,
[29:53] uh, you know, for eight years that
[29:55] you've been the mayor, you've been a
[29:56] phenomenal leader and a better friend.
[29:58] And, uh, like I said, you've made all of
[30:00] our lives easier. You've supported the
[30:02] police department through and through on
[30:04] everything. We've had a lot of
[30:05] conversations, a lot of late night,
[30:07] middle of the night calls and stuff on
[30:09] things that have uh, went on. And uh I
[30:11] just can't tell you how much I've
[30:12] appreciated your support of me
[30:14] personally and the police department as
[30:16] a whole over this time. So what we want
[30:18] to present with you, it's a a flag that
[30:20] flew above city hall today on your last
[30:22] day in office, uh a badge, some of our
[30:25] challenge coins, and then a thank you
[30:26] that was signed by everybody in the
[30:28] police department because again, we we
[30:30] appreciate you. We appreciate everything
[30:31] that you've done, the sacrifices that
[30:33] you've made, and the sacrifices that
[30:35] your family I saw them here. uh uh the
[30:37] the you know we appreciate the Clling
[30:39] family like I've mentioned before. I
[30:40] mean you guys have put up with a lot
[30:42] having her gone and uh that's very much
[30:45] appreciated for us. So you're definitely
[30:47] going to be missed and thank you for
[30:49] everything you've done for me and the
[30:50] police department.
[30:51] >> Thank you so much.
[30:52] » Thank you so much.
[30:52] >> Okay. Thank you.
[30:54] » Okay. Thank you.
[30:54] >> All right. [applause]
[31:00] [applause]
[31:09] Yeah.
[31:24] [laughter]
[31:32] Go down.
[31:38] Oh, ready now.
[32:17] Okay. So now we are ready for the
[32:20] squaring in. Um I am would like to have
[32:24] Rick Hogabone please come up here.
[32:43] Sorry.
[32:46] Do you solemnly swear that you will
[32:48] support the Constitution of the United
[32:50] States and the Constitution of the State
[32:52] of Idaho and that you will faithfully
[32:54] discharge the duties of mayor of the
[32:56] city of Nampa according to the best of
[32:58] your ability?
[32:59] >> So help me God, I do.
[33:02] » So help me God, I do.
[33:02] >> Congratulations.
[33:05] » Congratulations.
[33:05] >> [applause]
[33:05] » [applause]
[33:05] [cheering]
[33:13] [applause]
[33:15] » OUR
[33:18] [applause]
[33:41] next office is Council District one and
[33:45] that would be Debbie Scog.
[34:03] Do you solemnly swear that you will
[34:06] support the Constitution of the United
[34:08] States and the Constitution of the State
[34:10] of Idaho and that you will faithfully
[34:12] discharge the duties of counselor of the
[34:14] city of Nampa according to the best of
[34:16] your ability?
[34:17] >> So we congratulations [applause]
[34:30] [applause]
[34:42] Our
[34:54] next office is council district 3 and
[34:58] that would be David Bills.
[35:11] » [laughter]
[35:17] » Do you solemnly swear that you will
[35:19] support the Constitution of the United
[35:20] States and the Constitution of the State
[35:23] of Idaho and that you will faithfully
[35:25] discharge the duties of counselor of the
[35:27] city of Nampa according to the best of
[35:29] your ability?
[35:32] Congratulations. [applause]
[36:03] We are now ready for council district
[36:05] five and that would be vic Victor
[36:07] Rodriguez.
[36:18] Do you solemnly swear that you will
[36:20] support the Constitution of the United
[36:22] States and the Constitution of the State
[36:24] of Idaho and that you will faithfully
[36:26] discharge the duties of counselor of the
[36:28] city of Napa according to the best of
[36:30] your ability?
[36:32] >> Congratulations.
[36:34] » Congratulations.
[36:34] [applause]
[36:42] » [applause]
[37:03] » At this time, we'll take a short break
[37:04] for folks to get situated. So, we'll re
[37:08] reconvene in 5 minutes.
[41:50] All right, we're going to uh we're going
[41:52] to resume uh here in a minute. We need
[41:55] two council members, I think. Oh,
[41:58] there's one.
[42:02] » Oh, there's she's right there. She's
[42:03] doing an interview.
[42:08] » Yeah.
[42:09] >> Sorry.
[42:10] » Sorry.
[42:10] >> That's going to get so hard. Get used to
[42:12] » That's going to get so hard. Get used to
[42:12] not seeing the back thing.
[42:17] » Oh, we're good. We're good. Um,
[42:21] >> yeah.
[42:32] mind
[42:33] interview.
[42:44] » Oh, thank
[42:53] All right, we're going to uh we're going
[42:54] to resume the meeting.
[42:57] Thank you. Um that's fine. As as
[43:00] Councilwoman Scog is coming up,
[43:04] you want to do roll call first. Okay. As
[43:07] they're assembling, I want to make just
[43:08] a couple brief announcements. Uh there
[43:11] there is a reception following with some
[43:13] refreshments in the lobby. Um, we're
[43:15] going to try to get through our agenda
[43:17] rather quickly uh tonight. You'll notice
[43:19] that it's a short agenda and a couple
[43:22] items have been uh moved to uh a
[43:24] workshop meeting. So, that should help
[43:26] expedite um our time together and look
[43:28] forward to mingling and socializing in
[43:30] the lobby afterwards
[43:36] with um I'm also going to exercise some
[43:38] privilege here to issue my very first
[43:40] proclamation um which is not agendaized.
[43:44] So, I'm going to take a moment of
[43:45] privilege to do that, but I think we're
[43:46] going to do roll call now that
[43:47] everyone's assembled. So,
[43:51] » Scog
[43:52] >> here, Jingula
[43:55] » here, Jingula
[43:56] >> here,
[43:57] » here,
[43:57] >> Bills
[43:57] » Bills
[43:57] >> here,
[43:58] » here,
[43:58] >> Reynolds
[43:59] » Reynolds
[43:59] >> here,
[43:59] » here,
[43:59] >> Rodriguez
[44:00] » Rodriguez
[44:00] >> here,
[44:00] » here,
[44:00] >> Griffin
[44:01] » Griffin
[44:01] >> here,
[44:01] » here,
[44:01] >> all present.
[44:05] I um first off, I'm honored and humbled
[44:09] to to serve as uh the mayor of Nampa and
[44:12] thanks for those who've come to support
[44:15] and wish me well. It means a lot to me.
[44:17] Um I I do want to uh thank uh some of my
[44:22] uh friends from Kenan County. I think a
[44:26] few left already. Um but um it's it's
[44:28] good to see the new clerk who's
[44:30] following me, Jesse Resty. um and a
[44:32] controller from the county, Kyle
[44:33] Wilmont, and uh we had some of the
[44:36] county commissioners and others present.
[44:37] And I'm I'm just very much thankful for
[44:39] the time that I had at the county and
[44:41] look forward to serving out the city. Um
[44:43] the first action, I would like to
[44:44] exercise some privilege to issue my very
[44:46] first proclamation as mayor and it's to
[44:50] uh recognize and honor uh Mayor Clling
[44:53] and Councilman Haverfield. I think both
[44:54] are absent now. Um, we um I I we were
[45:00] debating whether I should do it during
[45:01] the recognition time, but technically I
[45:02] wasn't mayor yet, so I wasn't sworn in
[45:04] yet to be able to sign and issue the
[45:06] proclamation. Um, but I would like to
[45:10] >> I'd like to issue the formal
[45:12] » I'd like to issue the formal
[45:12] proclamation. Um, there's Councilman
[45:15] Hfield and and Mayor Cling. So, I'm
[45:18] going to read read the proclamation and
[45:21] um it's only fitting to to recognize the
[45:24] the two of them um as the very first
[45:26] action as mayor. Okay.
[45:30] Try to get through this. Whereas, Mayor
[45:32] Debbie Clling has faithfully served the
[45:34] city of Nampa with vision, integrity,
[45:37] and steadfast leadership since 2018,
[45:40] guiding the city through seasons of
[45:42] growth, challenge, and transformation.
[45:46] And whereas Councilman Randy Havfield
[45:49] has served with distinction on the Nampa
[45:50] City Council since 2014, bringing a
[45:53] thoughtful voice, an architectural eye,
[45:56] and a deep commitment to preserving
[45:57] Nampa's character. And whereas both
[45:59] Mayor Clling and Councilman Haverfield
[46:01] have demonstrated an unwavering
[46:03] dedication to public service, civic
[46:06] responsibility, and the well-being of
[46:08] Nampa residents. And whereas their
[46:10] leadership has contributed to the
[46:12] advancement of infrastructure,
[46:15] economic development, transparent
[46:17] governance, and a renewed sense of civic
[46:20] pride throughout our community. And
[46:22] whereas their example has inspired
[46:24] colleagues, city staff, and citizens
[46:27] alike to pursue excellence,
[46:29] collaboration, and a shared vision for
[46:31] Nampa's future. Now therefore, I, Rick
[46:34] Hogabone, mayor of the city of Nampa,
[46:36] Idaho, do hereby proclaim heartfelt
[46:39] gratitude and recognition for Mayor
[46:41] Debbie Clling and Councilman Ry Randy
[46:43] Hemerfield for their years of exemplary
[46:45] service, enduring contributions, and
[46:48] lasting legacy in the city of Nampa. Let
[46:52] it be known that their names are etched
[46:54] into the story of this city and their
[46:57] impact will be felt for generations to
[46:59] come. Well, you welcome uh join me in
[47:02] well congratulating them.
[47:05] [applause]
[47:15] » Sure.
[47:17] [snorts]
[47:17] >> Yes.
[47:20] » Yes.
[47:20] >> My copy of the proclamation.
[47:23] » My copy of the proclamation.
[47:23] >> Can I get a picture with both of you?
[47:26] » Can I get a picture with both of you?
[47:26] >> Can I come down?
[47:27] » Can I come down?
[47:27] >> Let me Sorry. Or Yes. Or
[47:30] » Let me Sorry. Or Yes. Or
[47:30] >> just stand behind them.
[47:31] » just stand behind them.
[47:31] >> Yeah.
[47:32] » Yeah.
[47:32] >> Okay.
[47:32] » Okay.
[47:32] >> All of us.
[47:33] » All of us.
[47:33] >> All the council. Yes.
[47:38] » Victor,
[47:43] » we good
[47:50] that way. So, you're right behind the
[47:52] mayor.
[47:56] » Sorry.
[47:57] >> They should.
[47:58] » They should.
[47:58] >> Yeah. Here we go.
[48:13] Thank you. Thank you so much.
[48:36] All right, we're gonna we're going to
[48:37] get through our agenda so we can uh
[48:39] socialize in the back. Um, first item is
[48:43] to work through our consent agenda and
[48:46] would welcome a motion on the consent
[48:48] agenda.
[48:48] >> So moved.
[48:49] » So moved.
[48:49] >> Second. [snorts]
[48:51] » Second. [snorts]
[48:51] >> All in favor? I
[48:56] » All in favor? I
[48:56] >> All right. Very good.
[48:59] » All right. Very good.
[48:59] Item six,
[49:02] >> we're going to move to the next
[49:04] » we're going to move to the next
[49:04] proclamation.
[49:05] >> 51.
[49:06] » 51.
[49:06] >> Actually, 51. Sorry. Sorry,
[49:10] » Actually, 51. Sorry. Sorry,
[49:10] skipped over. So 51. Um, Idaho statute
[49:14] requires the election of a council
[49:16] president. And in our uh code, we elect
[49:20] the council president for a one-year
[49:22] term. And it occurs at the first meeting
[49:24] in January, which this is. Um, so I
[49:28] don't need to add anything more. This is
[49:29] the opportunity for council to determine
[49:32] someone to serve as council president. I
[49:33] would um only share that it's important
[49:37] that the council president is available
[49:40] logistically. We we do have a council
[49:42] prep meeting. This is also good for the
[49:44] public to know. Every Wednesday
[49:46] afternoon to go over the agenda before
[49:48] we formalize it and publishing it. Um on
[49:52] usually Thursday we try to publish the
[49:54] agenda. So for public consumption,
[49:56] there's a lot of work that goes into
[49:57] that. So I I would hope that the the
[49:59] council president would be available on
[50:00] Wednesday afternoons. There's also a lot
[50:02] of work that goes into processing a lot
[50:04] of the batch claims uh the financial uh
[50:08] workflow in the city. And so that's an
[50:10] important task uh for availability as
[50:12] well as other opportunities to um serve
[50:15] as needed as council president. So at
[50:16] this time, I'll turn over to the council
[50:18] um for their determination on this
[50:20] matter. Mayor, uh, I'd move that we, uh,
[50:23] elect, uh, Councilman, uh, Dell Reynolds
[50:27] to continue as president for a one-year
[50:30] term.
[50:32] >> I'd second that.
[50:35] » I'd second that.
[50:35] >> Very good. We have a motion and a
[50:38] » Very good. We have a motion and a
[50:38] second. If there's any discussion, if
[50:43] there's no discussion,
[50:45] we can Is this a roll call vote? So, the
[50:48] clerk will do the roll call on this.
[50:50] >> Scog, respectfully, no.
[50:54] » Scog, respectfully, no.
[50:54] >> Reynolds,
[50:55] » Reynolds,
[50:55] >> yes.
[50:56] » yes.
[50:56] >> Rodriguez,
[50:58] » Rodriguez,
[50:58] >> I also respectfully no.
[51:00] » I also respectfully no.
[51:00] >> Griffin,
[51:01] » Griffin,
[51:01] >> no.
[51:02] » no.
[51:02] >> Angula,
[51:03] » Angula,
[51:03] >> yes.
[51:04] » yes.
[51:04] >> Bills,
[51:05] » Bills,
[51:05] >> yes.
[51:07] » yes.
[51:07] >> Three in favor, two opposed. There's a
[51:09] » Three in favor, two opposed. There's a
[51:10] tie.
[51:10] >> Okay.
[51:12] » Okay.
[51:12] I don't have the statute um or the
[51:15] ordinance open in front of me as I read
[51:17] it earlier in prep. My understanding is
[51:19] this requires a majority vote of the
[51:21] council.
[51:22] >> Mayor Hogleboom, that would be uh
[51:24] » Mayor Hogleboom, that would be uh
[51:24] correct. It's in 2221 subsection D and
[51:27] it states that annually by a majority of
[51:29] the members of the council at the first
[51:32] regular city council meeting in January.
[51:33] >> Okay. Um thank you legal. So in my
[51:37] » Okay. Um thank you legal. So in my
[51:37] understanding it requires a majority of
[51:39] the council quorum. So, uh, the mayor
[51:42] cannot break a tie on this. I just
[51:45] additional layer, the mayor can't break
[51:46] a tie on an appointment also to our
[51:48] appointed positions. It requires a
[51:49] majority of city council. So, um, is
[51:53] there an alternative motion from the
[51:55] floor?
[51:55] >> Mayor,
[51:56] » Mayor,
[51:56] >> yes.
[51:56] » yes.
[51:56] >> I would move that David Bills be council
[51:58] » I would move that David Bills be council
[51:58] president for a term of one year.
[52:01] >> Hey, there's a motion. Is there a
[52:02] » Hey, there's a motion. Is there a
[52:02] second?
[52:03] >> I'll second it.
[52:05] » I'll second it.
[52:05] >> Okay, there's a motion and a second. is
[52:08] » Okay, there's a motion and a second. is
[52:08] uh council I should have asked earlier
[52:10] is Councilman Bills willing to accept
[52:12] this nomination before we proceed to a
[52:14] vote.
[52:17] >> Well, candidly, my preference was uh for
[52:19] » Well, candidly, my preference was uh for
[52:19] Councilman Reynolds to continue. I
[52:21] thought uh the continuity would be well
[52:25] with the changes. Um I've expressed that
[52:28] to a couple other counselors. Uh so um I
[52:33] still think uh that would be a a good
[52:35] move at this point. I don't sure you got
[52:38] a motion on the table, but
[52:41] >> um
[52:45] it's kind of an awkward position because
[52:46] I think [laughter]
[52:48] [clears throat]
[52:53] um
[52:57] we need a willing party and four yeses
[52:59] on [laughter] council. So, just want to
[53:01] make sure you're a willing party before
[53:03] we go to roll call. Well, I feel like I
[53:05] got both arms behind my back right now.
[53:08] Um,
[53:10] so I was disappointed to hear to see
[53:11] what's transpired. I'm not sure the
[53:13] proper thoughts. I guess I would open I
[53:17] guess candidly uh
[53:24] I'm not sure where you go from here if I
[53:26] decline. It's back to the same motion as
[53:29] before.
[53:31] I not going to happen.
[53:34] I'm seeing heads shake.
[53:42] » Well,
[53:46] I'll serve the Wednesday afternoon. May
[53:48] have to change, but I'll help. I don't
[53:51] know. You know, it's really difficult.
[53:54] Um
[54:01] well uh
[54:12] I'll I'll I'll move forward.
[54:15] >> You're willing. Okay. So we could
[54:17] » You're willing. Okay. So we could
[54:17] proceed to the vote.
[54:18] >> Willing with both arms tied behind my
[54:20] » Willing with both arms tied behind my
[54:20] back. Yep. [laughter]
[54:22] I can
[54:23] >> got to keep a little bit of humor in
[54:24] » got to keep a little bit of humor in
[54:24] this situation. So,
[54:26] >> okay. Is there any other discussion? If
[54:28] » okay. Is there any other discussion? If
[54:28] not,
[54:30] we'll have the clerk go through a roll
[54:32] call.
[54:33] >> Tingola, because I respect you. No.
[54:37] » Tingola, because I respect you. No.
[54:37] [laughter]
[54:38] >> No.
[54:39] » No.
[54:39] >> No.
[54:41] » No.
[54:41] >> Bills.
[54:47] » No. [laughter]
[54:50] >> Reynolds. No
[54:51] » Reynolds. No
[54:51] >> Rodriguez.
[54:52] » Rodriguez.
[54:52] >> Yes.
[54:54] » Yes.
[54:54] >> Gogg.
[54:55] » Gogg.
[54:55] >> Yes.
[54:55] » Yes.
[54:56] >> Griffin.
[54:56] » Griffin.
[54:56] >> Yes.
[54:57] » Yes.
[54:57] >> Three to three. Ty.
[54:59] » Three to three. Ty.
[54:59] [laughter]
[55:03] » Call for the vote again. I'll I'll go
[55:05] forward. We got to get We got to move
[55:09] >> Okay. There's a motion again.
[55:11] » Okay. There's a motion again.
[55:11] >> Mayor, I move to nominate David Bills as
[55:14] » Mayor, I move to nominate David Bills as
[55:14] council president for a one-year term.
[55:16] >> And I second it.
[55:19] » And I second it.
[55:19] Okay,
[55:21] there's no discussion. We will have the
[55:23] clerk do a roll call.
[55:25] >> Jingula,
[55:27] » Jingula,
[55:27] >> yes.
[55:28] » yes.
[55:28] >> Bills,
[55:29] » Bills,
[55:29] >> yes.
[55:30] » yes.
[55:30] >> Reynolds,
[55:31] » Reynolds,
[55:31] >> yes.
[55:32] » yes.
[55:32] >> Rodriguez,
[55:32] » Rodriguez,
[55:32] >> yes.
[55:33] » yes.
[55:33] >> Scog,
[55:34] » Scog,
[55:34] >> yes.
[55:34] » yes.
[55:34] >> Griffin,
[55:35] » Griffin,
[55:35] >> yes.
[55:35] » yes.
[55:35] >> All in favor? Motion carries.
[55:39] » Thank you.
[55:40] >> Condolences. I understand.
[55:42] » Condolences. I understand.
[55:42] >> Yes. [laughter]
[55:44] » Yes. [laughter]
[55:44] Um
[55:46] before we proceed, I do want to thank um
[55:49] Councilman Reynolds for his uh service
[55:52] as council president. I know it came
[55:53] with lots of time
[55:56] um lots of careful eye to detail and
[55:59] looking at the financial transactions
[56:01] and um giving up Wednesday afternoons um
[56:04] and so thank you. and for the next year.
[56:07] I could tell Councilman Bills is
[56:09] thrilled at uh the opportunity
[56:11] [laughter]
[56:11] uh to to likewise serve. But um I do
[56:15] appreciate the willingness of council to
[56:17] figure this out so that we could proceed
[56:19] and meet the compliance of our statute
[56:21] and ordinance. So uh with that, we will
[56:24] now move on to
[56:26] >> Mayor.
[56:27] » Mayor.
[56:27] >> Yes.
[56:27] » Yes.
[56:27] >> If I could just make a comment.
[56:29] » If I could just make a comment.
[56:29] [clears throat] So I'm not sad about not
[56:32] uh getting voted for council president.
[56:34] it takes about an additional I don't
[56:36] know 10 to 15 hours a week and um so I
[56:41] don't I won't miss that it and and for
[56:42] me it's not about titles but title
[56:44] doesn't mean anything to me it was about
[56:46] serving our city and so I'm I'm
[56:49] [clears throat] appreciative of that and
[56:50] I would love to help Councilman Bills
[56:53] with payables and getting into that it
[56:56] was a transition for me doing that it
[56:58] was quite a process um we uh sit on
[57:01] several different uh committees and and
[57:04] things together. And so it will be easy
[57:07] to work together on helping him with
[57:08] that. And uh but I uh have to say that
[57:12] I'm not sad. It's more time that I have
[57:14] back in my day. And um I I'm sorry,
[57:18] Councilman, that you've got both arms
[57:20] behind your back, but uh it'll get
[57:22] better. I promise.
[57:25] >> Thank you, Councilman Reynolds. Um
[57:27] » Thank you, Councilman Reynolds. Um
[57:27] again, do appreciate all the time you
[57:29] put into serving in that capacity. Um,
[57:33] all right. We'll move to our next
[57:35] proclamation and
[57:39] this is a proclamation recognizing human
[57:42] trafficking and stalking awareness and
[57:45] prevention month. Um,
[57:48] like to ask um staff from the family
[57:50] justice center to come forward. I don't
[57:52] know who all is present for this.
[57:59] Yeah. All right. Um, just for the
[58:02] record, can you introduce yourselves to
[58:04] the public and your roles with the
[58:05] Family Justice Center?
[58:06] >> My name is Taylor Cook. I'm a licensed
[58:07] » My name is Taylor Cook. I'm a licensed
[58:07] clinical social worker and I serve as
[58:09] the human trafficking task force manager
[58:11] at the Nampa Family Justice Center.
[58:13] >> My name is Emily Merrill and I serve at
[58:15] » My name is Emily Merrill and I serve at
[58:15] the Nampa Family Justice Center as the
[58:17] anti-trafficking outreach specialist.
[58:20] >> I just want to say I'm I'm proud of both
[58:22] » I just want to say I'm I'm proud of both
[58:22] of you and the work that the Family
[58:23] Justice Center uh provides in the
[58:25] community. Nampa is truly a leader in
[58:28] the state and in the region when it
[58:30] comes to uh proactive work on this very
[58:33] important serious issue in our
[58:35] community. You're both very much
[58:36] appreciated deeply. Um and I know
[58:39] council very much appreciates uh the
[58:42] work you do. Um I'm going to read the
[58:44] proclamation.
[58:45] Um, whereas human trafficking and
[58:47] stalking are two complex and serious
[58:49] issues that both involve power dynamics,
[58:51] control, and exploitation, human
[58:54] trafficking is a nationwide public
[58:56] health, civil rights, and human rights
[58:58] crisis. Its victims and survivors are
[59:00] everywhere with NA, Idaho being no
[59:02] exception. And whereas traffickers use
[59:04] force, fraud, and/or coercion to exploit
[59:07] their victims into labor or commercial
[59:10] sexual exploitation. And whereas anyone
[59:12] can become a victim of trafficking, but
[59:15] women and girls are identified as being
[59:16] primarily affected. Victims come from
[59:19] every background, race, and economic
[59:21] status. Traffickers target individuals
[59:24] who for any reason are vulnerable. And
[59:26] whereas the nature of this horrific
[59:28] crime creates an environment in which
[59:30] individuals face many barriers in
[59:33] disclosing and reporting what has
[59:35] happened to them. And whereas stalkers
[59:37] often gather information about their
[59:39] victims, groom and exploit their victims
[59:42] and use power and control tactics like
[59:45] unwanted contact threats and harassment.
[59:47] And whereas all communities must seek to
[59:50] prevent and stop human trafficking and
[59:52] stalking by identifying these issues and
[59:54] promoting safe, healthy, and supportive
[59:56] environments. And whereas the city of
[59:58] Nampa is striving to become a place
[1:00:00] where human trafficking and stalking do
[1:00:03] not exist, where people have
[1:00:05] opportunities available to them, and
[1:00:07] where all people are treated as fully
[1:00:09] human and worthy of freedom and a
[1:00:11] supportive community. And whereas the
[1:00:13] city of Nampa seeks to be a place where
[1:00:15] survivors can move out of abuse into a
[1:00:18] safe, healthy environment, the Nampa
[1:00:20] Family Justice Center and the Nampa
[1:00:22] Police Department are committed to
[1:00:24] improving and combating our response to
[1:00:26] human trafficking through
[1:00:28] investigations, provision of
[1:00:29] trauma-informed and victim-entered
[1:00:31] services,
[1:00:33] prosecutions, and ongoing training. Now
[1:00:36] therefore, I, Rick Ogabo, mayor of the
[1:00:38] city of Nampa, Idaho, do hereby proclaim
[1:00:40] the month of January in the city of
[1:00:42] Nampa as human trafficking and stalking
[1:00:44] awareness and prevention month. Um, for
[1:00:47] those of you who have not gotten to know
[1:00:48] the important work that goes on at the
[1:00:50] Nampa Family Justice Center, they offer
[1:00:52] a broad range of services and I know
[1:00:54] people who have personally benefited
[1:00:56] from the services at the Family Justice
[1:00:57] Center. Um, I'm thankful for the work
[1:00:59] that you do and um, I pray that our
[1:01:02] community does realize uh, the intent
[1:01:05] that was expressed there that Nampa
[1:01:07] would be a place of healing for victims
[1:01:08] as well as a place where we can combat
[1:01:10] and deter um, this horrific crime from
[1:01:13] occurring in our community. Thanks for
[1:01:14] your work.
[1:01:15] >> Thank you. [applause]
[1:01:20] [applause]
[1:01:23] » Jeanie, are you coming?
[1:01:26] >> Yes. There's Genie.
[1:01:28] » Yes. There's Genie.
[1:01:28] >> Yeah, she's in the room hiding.
[1:01:30] » Yeah, she's in the room hiding.
[1:01:30] >> I didn't know where she was. Genie.
[1:01:32] » I didn't know where she was. Genie.
[1:01:32] [laughter]
[1:01:51] » Thanks, Genie.
[1:02:00] All right, we're going to move to the
[1:02:01] public forum now. And this is an
[1:02:03] opportunity for Nampa residents wishing
[1:02:04] to speak on a non-aggenda item. And I'd
[1:02:07] like to ask the clerk if we have anyone
[1:02:09] signed up for the public forum tonight.
[1:02:11] >> Mr. Mayor, we have two people signed up.
[1:02:13] » Mr. Mayor, we have two people signed up.
[1:02:14] Our first speaker is Justin Buckles.
[1:02:16] >> All right, Justin. Good to see you this
[1:02:19] » All right, Justin. Good to see you this
[1:02:19] evening.
[1:02:19] >> Yes, sir.
[1:02:20] » Yes, sir.

[1:02:22] » You know the drill. if you give your
[1:02:22] name and your address and then you'll
[1:02:24] have a few minutes to share tonight.
[1:02:26] >> All right. Justin Buck Holtz, 416 Meyer
[1:02:29] » All right. Justin Buck Holtz, 416 Meyer
[1:02:29] Avenue, Nampa, Idaho. Well, those of you
[1:02:33] who don't know, I ran against Rick and
[1:02:37] uh I only lost by 7,000. So, [laughter]
[1:02:44] so good evening everyone. Tonight, I
[1:02:47] want to speak from the heart.
[1:02:49] First, I want to sincerely congratulate
[1:02:51] uh Mayor Rick Hokabam on his election.
[1:02:55] Rick, you ran a clean, honorable
[1:02:59] campaign that speaks volumes about your
[1:03:02] character
[1:03:04] and the kind of leader that you're going
[1:03:06] to be. In a time when politics can get
[1:03:09] easily or can too easily become negative
[1:03:12] or divisive,
[1:03:14] you chose to lead with integrity,
[1:03:16] humility, and respect.
[1:03:19] While Rick and I are not on opposite
[1:03:22] sides of the ballot, [snorts] we both
[1:03:24] shared a deep desire to serve this
[1:03:26] community.
[1:03:27] I am grateful that you saw my heart and
[1:03:31] understood that my intentions were
[1:03:32] genuine.
[1:03:34] Your willingness to lead with grace and
[1:03:36] honor did not go unnoticed,
[1:03:39] and I truly respect that.
[1:03:42] I also want to extend my heartfelt
[1:03:44] congratulations to Debbie Scog.
[1:03:48] Um, welcome to the city council. Debbie,
[1:03:51] your commitment to service and your care
[1:03:54] for this city is clear
[1:03:57] and I have no doubt that you are going
[1:03:59] to do a great job representing the
[1:04:00] people, helping guide our community
[1:04:02] forward.
[1:04:07] At the foundation of service, leadership
[1:04:11] and unity is something greater than any
[1:04:13] election or title.
[1:04:16] For me, that foundation is Christ.
[1:04:20] It is through him that we are called to
[1:04:22] serve others with humility, to lead with
[1:04:25] integrity,
[1:04:26] and to love our neighbors even when we
[1:04:29] don't always agree.
[1:04:32] When we keep those values at center, our
[1:04:36] community is stronger. Elections may may
[1:04:39] end, but our shared responsibility to
[1:04:43] one another continues.
[1:04:45] Our city's best days are ahead of them
[1:04:48] when we move forward together with
[1:04:51] respect, faith, and commitment to doing
[1:04:53] what is right. Congratulations again to
[1:04:56] Mayor Rick Hokabum,
[1:04:59] Council Member Debbie Scog. I wish you
[1:05:02] both wisdom, strength, guidance as you
[1:05:06] serve our city. And to
[1:05:11] Miss Natalie Jangula,
[1:05:14] if you want to be educated, look her up
[1:05:17] on social media.
[1:05:20] She is on top of her game and she does
[1:05:23] not hold back.
[1:05:26] Um,
[1:05:29] Councilman Reynolds, we appreciate your
[1:05:31] time as president
[1:05:33] and
[1:05:34] we didn't have a vote, but
[1:05:36] >> Mr. Mayor time
[1:05:40] » Mr. Mayor time
[1:05:40] >> and uh once again to all the city
[1:05:41] » and uh once again to all the city
[1:05:41] council members, thank you for doing
[1:05:43] what you do. I hope to be able to work
[1:05:45] with you guys side by side one day.
[1:05:49] >> Thank you so much, Justin. Y

[1:05:56] » Mr. Mayor, our last speaker is Susie

[1:06:02] » Hello. Good evening.

[1:06:06] » You also know the drill. You state your
[1:06:06] name and address.
[1:06:10] » My name is uh Susie Robinson and um I
[1:06:13] reside at 15th Street North, unit 210
[1:06:16] here in Nampa. And uh I've got a real
[1:06:20] surprise for you. I used to be uh in
[1:06:22] management, General Motors Corporation.
[1:06:25] And so I sent this off via YouTube to
[1:06:29] the uh CEO of GM and the CEO of Ford
[1:06:33] Motor Company,
[1:06:36] chairman, executives, and partners of
[1:06:38] General Motor and Ford Motor Company.
[1:06:40] Thank you for your opportunity to speak
[1:06:42] with you today. You lead two of the most
[1:06:45] iconic companies in American history.
[1:06:48] companies built on innovative resilience
[1:06:50] and commitment to American workers.
[1:06:52] Today I want to talk about a place that
[1:06:54] shares those same values and and why NA
[1:06:57] Idaho should be your next home for auto
[1:06:59] manufacturing. And by the way, they are
[1:07:01] building new plants this year. Nampa
[1:07:04] offers something increasingly rare in
[1:07:06] today's economy, a business climate that
[1:07:09] works with you, not against you. Idaho
[1:07:12] consistently ranks among the most
[1:07:14] businessfriendly states in the nation.
[1:07:17] Regulations are clear, predictable, and
[1:07:20] efficient. Local government moves at the
[1:07:22] speed of business, not bureaucracy. When
[1:07:25] you invest here, you gain certainty, and
[1:07:28] certainty is critical for long-term
[1:07:30] manufacturing success. [snorts] But
[1:07:33] business climate is only part of the
[1:07:35] story. Nampa sits at the crossroads of
[1:07:37] the Pacific Northwest and Mountain West,
[1:07:40] providing strong access to major
[1:07:42] highways, rail lines, and western ports.
[1:07:46] That means efficient supply chains,
[1:07:48] faster distribution, and reduced
[1:07:50] logistics costs advantages that directly
[1:07:53] impact your bottom line. Just as
[1:07:56] important is our workforce. Non the
[1:07:58] Treasure Valley are home to a growing
[1:08:00] skilled, loyal labor pool. This is a
[1:08:03] community that values craftsmanship,
[1:08:06] technical excellence, and long-term
[1:08:08] careers. Local colleges and training
[1:08:11] programs stand ready to partner with you
[1:08:13] to build a pipeline of talented tailored
[1:08:16] specific to modern automotive
[1:08:18] manufacturing from advanced assembly to
[1:08:21] electric vehicle technology. We are not
[1:08:24] just inviting you to build plants. We
[1:08:26] are offering a partnership to
[1:08:28] demonstrate that commitment. The city of
[1:08:30] Napa
[1:08:31] may be prepared to offer a 10-year tax
[1:08:34] abatement for new auto manufacturing
[1:08:36] facilities.
[1:08:38] This incentive reduces upfront risks,
[1:08:41] accelerates return on investment, and
[1:08:44] allows you to deploy capital where it
[1:08:46] matters most, innovation, workers, and
[1:08:48] growth. And in return, we gain jobs,
[1:08:51] economic vitality, and a shared future.
[1:08:54] This is not a short-term play. It is a
[1:08:56] long-term vision. A vision where General
[1:08:59] Motors and Ford expand American
[1:09:01] manufacturing, where Napa becomes a hub
[1:09:03] of automotive excellence, and where
[1:09:05] together we build vehicles and an
[1:09:07] economy ready for the future. Chairman,
[1:09:10] the opportunity is here. The climate is
[1:09:13] right. The partnership is ready. Let's
[1:09:15] build the next chapter of American auto
[1:09:17] manufacturers together in Nampa, Idaho.
[1:09:20] Thank you, city of Nampa.
[1:09:24] >> Thank you.
[1:09:24] » Thank you.
[1:09:24] >> Not my job, but I'm going to do it
[1:09:26] » Not my job, but I'm going to do it
[1:09:26] anyway.
[1:09:28] Thank you for your comments. I'm almost
[1:09:29] tempted to ask the audience by a show of
[1:09:31] hands who's a GM or who's a Ford family,
[1:09:34] but I will I'm afraid you did include GM
[1:09:36] and Ford in your comments. And uh we
[1:09:38] certainly do wish and long for continued
[1:09:41] economic investment in our community.
[1:09:42] Thank you for your comments.

[1:10:03] up who would like to have three minutes
[1:10:05] to address matter of relevant to our

[1:10:22] hearings tonight.
[1:10:24] So we are kind of the final lap in our
[1:10:27] agenda and moving to unfinished
[1:10:28] business. Uh the first item of
