I'm extremely thankful um for what we're
[4:15]
doing tonight. And I look forward to the

transition with our new mayor. and uh
[4:21]
I'm excited for his leadership and for
[4:23]
council. We have a new council member
[4:25]
and as we move forward so just thank you
[4:27]
all for being here this evening and
[4:29]
being a part of this process. We do have
[4:31]
a tradition here and that is that we
[4:33]
open in prayer and I've asked if I could
[4:36]

Lord, I thank you for this community of
[4:48]
Nampa.

Lord, I thank you that we serve a
[4:53]
sovereign God that knows all things and
[4:57]
that you had a plan and have a plan for
[5:00]
this community.

I thank you, Lord, for the founding
[5:04]
fathers of this community, even Duffus
[5:06]
that called Nampa the new Jerusalem back
[5:08]
in the day.

Lord, we haven't been a perfect
[5:12]
community,
[5:13]
but Lord, we have held fast to that
[5:17]
foundation of faith. I know in in you
[5:20]
and the church before that that was a
[5:22]
part of the foundation in this
[5:24]
community.

Lord, the people that have stood fast in
[5:29]
our community. I thank you for the
[5:31]
spiritual leaders in the community of
[5:33]
Nampa that guide and direct. I thank you
[5:37]
for the people here that uh serve one
[5:40]
another and that have a heart for our
[5:43]
community. So Lord, as we move forward
[5:46]
into 2026, this new year, I ask God that
[5:50]
your hand would be upon the community of
[5:53]
Nampa,

that your covering would be here, Lord.

That we would be a safe community where
[6:01]
people prosper, Lord. that um you would

protect our police, that you would guide

the hands of the leadership, our mayor

I wanted to make just a couple comments.
[8:42]
Um before we step down and move on with
[8:46]
our day. And I just wanted to make a few
[8:48]
comments about what a privilege and
[8:50]
honor it has been to serve this
[8:51]
community. Um, I've had so many um,
[8:55]
wonderful comments, remarks. Um, and I
[8:58]
just wanted to say thank you to the
[9:00]
community. Thank you. And many of you
[9:01]
are here and many others that I don't
[9:03]
get to thank in person just to say thank
[9:05]
you. Thank you for the kind words and
[9:07]
the encouragement. It's been um, it's
[9:11]
been a tremendous honor.
[9:13]
I also want to say um, it's been a
[9:16]
privilege and honor to not only serve
[9:18]
but to work alongside an amazing team of
[9:21]
people. the employees here at the city
[9:23]
of Nampa that are serving our community
[9:25]
every day and this city council.
[9:29]
I was pondering it this weekend and in a
[9:32]
nation that has grown to distrust
[9:35]
government and where sometimes
[9:36]
leadership is self-seeking and more
[9:39]
interested in power and position than
[9:43]
service. My desire has been to serve our
[9:46]
community. And as I've said many times,
[9:49]
it's not about me, it's about we working
[9:53]
together.
[9:55]
Our core values in the city of
[9:57]
integrity, stewardship, and teamwork
[10:00]
have been at the forefront of the work
[10:02]
of the city these last eight years.
[10:06]
I am so proud of our team that serves
[10:09]
faithfully. Sometimes it's with
[10:11]
accusation, lack of appreciation, but
[10:14]
the employees and the city council get
[10:16]
up every day to come serve. And I just
[10:19]
want to say thank you. It has been such
[10:22]
an honor and privilege to work aside
[10:24]
alongside you all. City Council, thank
[10:28]
you for your willingness to serve the
[10:30]
citizens of Nampa. You don't do it for
[10:32]
pay, that's for sure.
[10:35]
You give countless hours to this
[10:37]
community.
[10:38]
I appreciate it greatly.

Councilman Haverfield, you served as
[10:43]
council president. Thank you for that
[10:45]
leadership. I appreciated that.

the last I'm not sure how many years

now, two years as council president, and

it has been a joy to work with you.

Thank you for the time and the effort

that you both have given to this city.

As we look to the future, I pray that

our council will lead the city of Nampa
[11:06]
with wisdom, holding fast to integrity

and stewardship, and that you will

continue to watch over Nampa, ensuring
[11:14]
that we leave the next generation, a
[11:17]
city that we can be proud of. I want to
[11:20]
say thank you to you and Doug Racine, I

want to say thank you to you publicly

because you have been the watchdog over
[11:27]
the finances of this city.

faithfulness and your stewardship as you

have guided us. It's been very

important. So, I wish our new mayor Rick

Hogabo the best. He is going to be an

excellent mayor and I know that we as

the city of Nampa with our council
[11:47]
members and with our new leadership are
[11:49]
going to be in good hands and with the
[11:53]
team that is currently in place. The
[11:56]
leadership of all the departments across
[11:58]
the city and I'm not going to name them
[12:00]
as they all know. I said I wouldn't do
[12:01]
that this morning and then I did and so
[12:03]
it takes a long time but thank you to
[12:06]
all the employees of the city and I look
[12:08]
forward to what the future has to hold.

people versus having my back uh to them.

So, Councilman Havfield, on behalf of
[12:56]
myself and your fellow city council
[12:59]
members, we wanted to take this
[13:00]
opportunity to express our deepest
[13:03]
appreciation for your remarkable service
[13:06]
to this Nampa City Council over the past
[13:08]
12 years. As the longest serving public
[13:12]
official in Nampa, your commitment to
[13:14]
our community has been fully has been
[13:16]
exemplary.
[13:18]
Since you first took your seat on the
[13:20]
council, you have been a steadfast
[13:22]
advocate for Nampa and its residents.
[13:26]
Your vision for Nampa, particularly your
[13:28]
focus on fiscal responsibility and urban
[13:31]
renewal, has significantly contributed
[13:33]
to our city's growth and success. Your
[13:37]
commitment extended beyond the city
[13:39]
council. You've served on numerous
[13:41]
committees and boards including the
[13:44]
Nampa Development Corporation, the
[13:46]
Impact Fee Advisory Committee,
[13:48]
Transportation Advisory Committee, the
[13:50]
Airport Commission, the Compass Board,
[13:51]
the Planning and Zoning Commission. Your
[13:54]
contributions to these various
[13:56]
organizations have further solidified
[13:58]
the foundation of Nampa's continued
[14:01]
growth and prosperity.
[14:03]
Your legacy of service will continue to
[14:06]
inspire those who follow in your
[14:08]
footsteps. As you move on to new
[14:10]
adventures, please take with you the
[14:13]
knowledge that you have made a positive
[14:15]
impact on the lives of many Nampa
[14:18]
residents. Thank you once again for your
[14:21]
service. Best wishes for your future

as I look around the room, uh, 12 years

ago when I was challenged to run for
[14:58]
office, um, it it was not something that
[15:02]
I had ever prepared myself for. Uh, but

God had a plan. And, uh, 12 years later,
[15:08]
I'm stepping away and I'll be a footnote
[15:11]
along with uh, all the people that I've
[15:14]
served with over the years. And you
[15:16]
know, it's it's been a tremendously re
[15:20]
rewarding opportunity to serve with such
[15:23]
uh you know, good people that have uh
[15:27]
the heart of God as far as in their
[15:29]
hearts. And uh my one challenge for this
[15:32]
council will be to keep that one thing
[15:33]
the main thing, and that's in God we
[15:35]
trust. But I want to thank my wife Lori.
[15:38]
She's here. uh she's put up with me
[15:40]
being gone late nights, early mornings
[15:44]
uh for the last 12 years and prior to
[15:46]
that for almost 20 years being a coach.
[15:48]
Um so I don't know how I was able to
[15:51]
hold that or we were able to hold it
[15:53]
together, but we have plans. We've got
[15:55]
three vacations already planned. Uh
[15:59]
and an RV to to take. Uh one of those
[16:02]
trips will be to Hawaii, though I have a
[16:03]
project there that um it's uh it'll be a
[16:07]
business trip. So, uh, it's been a
[16:09]
wonderful opportunity and an honor to
[16:11]
serve with, uh, with this group of
[16:14]
people with two mayors and almost 20
[16:17]
council members. And then I look around
[16:18]
the room, um, two fire or three fire
[16:22]
chiefs, two police chiefs, um, two
[16:25]
treasurers. I mean, it's been fun to see
[16:27]
the transition and how it's stayed
[16:30]
unified. And that's what's been a key to
[16:32]
me that, uh, we've done things right.
[16:35]
and uh I just thank God for that. So
[16:38]
again, keep that one thing the main
[16:40]
thing as you go forward and I challenge
[16:42]
the council to do the same. Thank you.

director to work with Councilman

Haverfield on NDC and with the arts and
[18:40]
historic preservation and it was a
[18:42]
pleasure. We appreciated your insight
[18:44]
and your ability to ask card questions
[18:47]
that time. So, thank you from our

lieutenants, the captains, the deputy
[19:36]
chief, and myself. So, uh we just wanted
[19:38]
to present you with a city flag um on
[19:40]
behalf of Nampa Police Department and to
[19:42]
thank you uh as a council member. you
[19:45]
were a a good friend. Uh but you asked a
[19:47]
lot of questions. But I knew that if we
[19:50]
were able to uh you know talk to you and
[19:53]
get our point across, a yes was a yes
[19:55]
and a no was a no. So that's one thing
[19:57]
I've always appreciated about you is
[19:58]
your integrity and your your commitment
[20:01]
to the decisions that you make. Uh even
[20:03]
if we don't always agree with them, I
[20:04]
appreciate those angles that you take
[20:06]
and the uh the steadfastness that you
[20:08]
had in decisions. So, uh, again, I'm one
[20:11]
of the second police chiefs that you've
[20:13]
had and I've certainly enjoyed my time
[20:14]
in this position and a lot of that is
[20:16]
because of you and the time that you've
[20:18]
been on the council. So, really
[20:19]
appreciate the 12 years that you've
[20:20]
given to the city of Nampa. Good luck.

almost spent uh I would say a quarter of
[21:20]
your life uh just in council and then
[21:23]
you add in coaching and over half of
[21:25]
your life along with your wife has been
[21:27]
investing in this community. And so
[21:30]
whether it was the kids you coached or
[21:32]
or the leadership you provided here, uh
[21:34]
for sure your fingerprint is on this
[21:36]
community for for forever. And so I just
[21:39]
wanted to read this letter from the fire
[21:40]
department.

Dear Coun Council member Howfield, on

behalf of the Nampa Fire Protection
[21:46]
District, we extend our deepest
[21:48]
appreciation for your 12 years of
[21:50]
dedicated service to the city of Nampa
[21:52]
and its residents.

Your commitment to thoughtful

leadership, responsible stewardship, and
[21:57]
collaborative problem solving has helped
[21:59]
shape Nampa into the vibrant and

I um first off, I'm honored and humbled

to to serve as uh the mayor of Nampa and

appreciated deeply. Um and I know
[58:39]
council very much appreciates uh the
[58:42]
work you do. Um I'm going to read the
[58:44]
proclamation.
[58:45]
Um, whereas human trafficking and
[58:47]
stalking are two complex and serious
[58:49]
issues that both involve power dynamics,
[58:51]
control, and exploitation, human
[58:54]
trafficking is a nationwide public
[58:56]
health, civil rights, and human rights
[58:58]
crisis. Its victims and survivors are
[59:00]
everywhere with NA, Idaho being no
[59:02]
exception. And whereas traffickers use
[59:04]
force, fraud, and/or coercion to exploit
[59:07]
their victims into labor or commercial
[59:10]
sexual exploitation. And whereas anyone
[59:12]
can become a victim of trafficking, but
[59:15]
women and girls are identified as being
[59:16]
primarily affected. Victims come from
[59:19]
every background, race, and economic
[59:21]
status. Traffickers target individuals
[59:24]
who for any reason are vulnerable. And
[59:26]
whereas the nature of this horrific
[59:28]
crime creates an environment in which
[59:30]
individuals face many barriers in
[59:33]
disclosing and reporting what has
[59:35]
happened to them. And whereas stalkers
[59:37]
often gather information about their
[59:39]
victims, groom and exploit their victims
[59:42]
and use power and control tactics like
[59:45]
unwanted contact threats and harassment.
[59:47]
And whereas all communities must seek to
[59:50]
prevent and stop human trafficking and
[59:52]
stalking by identifying these issues and
[59:54]
promoting safe, healthy, and supportive
[59:56]
environments. And whereas the city of
[59:58]
Nampa is striving to become a place
[1:00:00]
where human trafficking and stalking do
[1:00:03]
not exist, where people have
[1:00:05]
opportunities available to them, and
[1:00:07]
where all people are treated as fully
[1:00:09]
human and worthy of freedom and a
[1:00:11]
supportive community. And whereas the
[1:00:13]
city of Nampa seeks to be a place where
[1:00:15]
survivors can move out of abuse into a
[1:00:18]
safe, healthy environment, the Nampa
[1:00:20]
Family Justice Center and the Nampa
[1:00:22]
Police Department are committed to
[1:00:24]
improving and combating our response to
[1:00:26]
human trafficking through
[1:00:28]
investigations, provision of

trauma-informed and victim-entered
