[4:19] going to hand hand out some more. So, um
[4:23] I am here tonight to actually discuss a
[4:25] project that the youth uh from the
[4:27] Juvenile Detention Center had uh
[4:29] completed and they're hoping to get
[4:31] installed at the skate park. So, they
[4:33] designed and handbuilt a bench out of
[4:36] old skateboard decks um completely by
[4:39] themselves. Um and they are extremely
[4:42] proud of it. We've been uh my
[4:44] predecessor uh kind of um had been
[4:47] working on trying to get it out to the
[4:48] skate park including a complete redesign
[4:50] cuz it used to be an old anorand style.
[4:52] They had the legs kick out in the back
[4:54] so it was more of like a lounge chair
[4:56] kind of a thing. They said it was a
[4:58] tripping hazard. So the youth then did a
[5:00] complete redesign. So it was more of a
[5:01] upright bench um and kind of hit all the
[5:05] check marks for the safety that they
[5:07] were given at the time. Um and now we're
[5:10] told um it just basically needs a coat
[5:12] of uh clear coat to protect it from the
[5:15] weather. Um and it's ready to go um and
[5:18] be installed outside. And then we
[5:20] started asking around for um how we go
[5:22] about getting this bench put down at the
[5:25] skate park for the youth. So they have
[5:27] uh you know their little thing down
[5:29] there that they're proud of and um
[5:30] they're already designing future
[5:32] projects to go down there if we can get
[5:34] um this installed. And so we took the
[5:38] bench to national night out where um the
[5:40] public loved it. They fell in love with
[5:42] it. They were amazed that the kids uh
[5:44] built that with no power tools, anything
[5:46] like that. Um, so I was told to go
[5:48] online, fill out the application for the
[5:50] art commission, which I did. Um, I don't
[5:52] know if you guys have seen that yet, and
[5:54] then uh come to the uh meeting here to
[5:57] potentially uh discuss that. And then if
[6:00] uh the art commission uh approves it,
[6:03] then it will go up to the city council
[6:05] to get approved for final installation.

[8:36] project who was at national night out
[8:38] and I saw him walk by about four or five
[8:40] times and he wouldn't come up and talk
[8:42] to us but he always had somebody else
[8:44] with him and he's like look at what I

[13:55] series on you and it's an advertorial
[13:57] and where they're running advertising

[15:24] Robert going forward with our next step
[15:26] of ideas which include outreaches um,
[15:30] priorities.
[15:32] Um, we've begun putting some budgeting
[15:35] numbers together. So, Robert, not to
[15:38] overstep anything, but we did get a
[15:40] package there at the event today that
[15:43] will um Maggie and you and Joe can
[15:45] review.

[19:23] call it an outreach committee. I don't
[19:24] want to call it a marketing committee
[19:26] but maybe have a few people get together
[19:28] and develop some content that can then
[19:30] be pushed out.

[19:37] this point.

[21:34] should have a cohesive agenda that we
[21:36] all agree on about what we want to
[21:37] market, how we want to do it, and not
[21:40] just because we could go willy-nilly.

[22:26] much bandwidth for he and I. And at the
[22:29] same time, you guys have ideas about
[22:31] things that we can talk about and
[22:32] promote. And I just think it would be
[22:34] great to have a brainstorm about what
[22:36] things would be um great to put on the
[22:38] agenda. Then we need to figure out how
[22:40] to implement them, to write them, to get
[22:42] the content together, etc. So, you know,

[22:50] break through and actually have a
[22:51] meeting with Maggie because as Craig
[22:54] rightly has stated, she does need to be
[22:58] involved.

[23:31] committee. might be a good idea to, you
[23:33] know, someone can can jump in and help
[23:34] and assist, but you know, be able to
[23:38] come up with at least a general scope.

[23:44] much time at these meetings to go over a
[23:46] whole marketing plan like that. But if
[23:48] we we had a scope and ideas and and and
[23:51] a guided conversation, I think that's
[23:52] something a little bit more appropriate
[23:54] to get the ball moving a little bit
[23:56] quicker.

[24:59] time for a subcommittee's report that

[25:04] those items that are on the agenda so
[25:07] Valerie doesn't forget that we've

[26:36] the the statue right now, and there's

[26:49] the Valdez construction went through did
[26:52] their structural integrity and
[26:54] everything they have decided that they
[26:56] would like to put uh steel plates on the

[27:00] well. So that is coming in as a change
[27:04] order to add two additional feet to the
[27:08] bottom of the gate of inspiration for
[27:11] stability in order to anchor it to the concrete pad that we're installing.

[39:37] bringing a good solid volunteer program

[39:44] we're working with HR to develop when we
[39:47] have that with the clear rules because
[39:49] there are specific rules on what can be
[39:51] done especially when it comes to our
[39:52] park grounds. So, uh, when we do have
[39:55] that, I think there could be very
[39:57] creative ideas on how we can get maybe
[40:00] some volunteers to assist in in this and
[40:02] really make sure that these
[40:06] really all of our art pieces can get
[40:08] well maintained the way they deserve.

[40:53] doing was creating video and getting an
[40:57] online library that's more extensive
[40:59] driven by QR codes. Originally, I was
[41:02] under the impression that we would be
[41:04] doing or possibly connecting with the
[41:06] parks department because you were all
[41:08] involved in some signage and I thought
[41:10] we could collaborate on those signs and
[41:13] maybe do the same thing for the art as
[41:15] we do for the park and Rex. And then I
[41:18] think it came up that you weren't
[41:20] looking at that at all. And so that
[41:22] brought me up to a kind of a dead end
[41:23] about how we can produce QR codes at the
[41:26] art like what kinds of what what
[41:28] investment can we make to put a QR code
[41:31] there, description of the art, drive
[41:33] people to the website. Maggie got
[41:35] together with the person who does the
[41:37] GIS map on the current art inventory for
[41:41] the site and apparently we are able to
[41:43] interact with the the the map that's on
[41:46] our current website. So, what um Robert
[41:49] and I have been focused on has been
[41:51] trying to um figure out how to get some
[41:53] men in the street interviews, which
[41:55] Robert's done a couple of those, and we
[41:57] need to actually get out and get video
[41:58] of in of each of the um installations
[42:03] and start to build the content for the
[42:05] website. But that'll be kind of useless
[42:08] unless we have a way to build put the QR
[42:10] codes on a sign or on the art or
[42:13] someplace effective. It could be as
[42:15] simple as I've mentioned in the past as
[42:17] the kind of um QR code and maybe a a
[42:21] little plaque that goes on top of a 4x4
[42:24] that's cut at an angle the way on like
[42:26] on trails and things buried there or you
[42:28] know erected there be very inexpensive
[42:31] and then use stickers for the QR code
[42:33] cuz those addresses that they'd link to
[42:35] could change. So, we have yet to have a
[42:38] salient conversation about what that
[42:40] would cost and I think we can't have
[42:42] that conversation without you guys at
[42:44] the parks department. So, we're looking
[42:46] for a meeting with you. I believe
[42:49] Robert's reached out on that one, but
[42:50] Robert, you got to refresh my memory.
[42:52] So, that that was a big part of what we
[42:55] wanted to do in terms of the outreach
[42:56] and on our agenda that we talked about

[46:39] they were ranked and where we were at on
[46:42] our checklist. We met with Sandra from
[46:45] procurement and she spent a good hour, and a half with us um and spoke to
[46:51] each one of the top tiered ideas and
[46:53] where we were going to go with that. And
[46:56] out of the very first meeting, we went,
[46:58] you know, it really makes sense that
[46:59] this is happening now because it is
[47:01] budgeting season and the budgeting
[47:04] process and approval for our ideas are
[47:06] going to drive them forward. So,
[47:09] we're backing into the presentation or a
[47:12] fuller report to all of you and
[47:15] hopefully to council at a workshop to
[47:18] bring them forward on how much progress
[47:20] we've made collectively as the arts
[47:23] commission and where we're going with
[47:25] the next step on bringing these ideas to
[47:30] council for consideration.
[47:32] But I think the first step is to get
[47:34] these budgeting numbers in order for
[47:37] this next round of consideration because
[47:39] then we won't be um chipping away one at
[47:43] a time to council. We'll have a more
[47:45] blanketed budget approved for each of
[47:48] these top tier items which includes QR
[47:51] codes or some form of identification on
[47:55] our our inventory. So, I would like to
[47:58] be included in that meeting um because
[48:01] I'm excited to hear about the idea that
[48:04] you have to spark about about signage or
[48:09] information. Um let's see. I was curious

[48:16] communication with our Phil group um to
[48:19] move that project forward and maybe you

[49:13] helping them promote it. So that's being
[49:16] done within our community. So that's
[49:18] kind of being pushed over to the side

[49:25] was a letter um a draft of a letter for
[49:28] Sabrina's approval to go back to that
[49:31] second tier of ideas. Um I'm waiting for
[49:35] so we can reach back to those community
[49:36] members as we talked about. Um and then
[49:40] how would we get scheduled on a
[49:43] workshop? So we have a a stop dead date
[49:46] of when a presentation should be done
[49:48] for council.

[50:54] Craig one, could we get the balance of
[50:57] our fund? I know through our budgeting

[51:11] could we see what the windmill group has
[51:14] been given? And I understand that
[51:15] there's processes going on right now

[57:13] favorites, Dana Osborne. So come down
[57:16] and enjoy those um Wednesday evening
[57:18] concerts. Our Oak Harbor Music Festival
[57:21] volunteer drive has kicked off. So see

[57:26] that. And we have scheduled our meet and
[57:28] greet on Monday the 24th of August at
[57:31] the Elks Lodge for our volunteers to

[57:41] Foundation is still very quietly but
[57:44] slowly and deliberately working through
[57:47] our phase one feasibility study for the
[57:49] initiatives of seeing a performing arts
[57:52] center built here and a maker space
[57:54] opened. and we are really wanting your
[57:58] signatures. That's all. Right now, we
[58:00] have a goal of g getting 5,000 community
[58:02] members signatures. It's big for Oak
