[8:43] lies I heard last week saying,
[8:45] you know, we're going to
[8:46] arrest people for returning to
[8:48] an encampment But we're not
[8:49] criminalizing homelessness.
[8:50] You think we're that stupid
[8:51] that you can just lie with no
[8:54] accountability. And saying
[8:55] we've got people coming from
[8:56] Canada in Missouri. You know
[8:57] that that's not
[8:58] evidence-based. It maybe in a
[9:02] few cases. But the ucsf
[9:04] statewide study and the
[9:05] Point-in-time count, the vast
[9:05] majority of our unhoused
[9:08] people like 70 80%. Have lived
[9:10] here for decades or
[9:12] generations and have you read
[9:13] the home together? Strategic
[9:13] plan that all the policies
[9:17] need to be grounded in. You
[9:18] know, stop racialized
[9:19] displacement. That is your
[9:21] mandate. And that is what you
[9:22] know, These policies are
[9:25] tempting. And why. And it's
[9:26] embarrassing that we're
[9:29] debating these Kauai Ch
[9:30] guidelines. This is the bare
[9:30] minimum of constitutional
[9:32] protection just to prevent
[9:33] lawsuits. We should be not
[9:35] racing to the bottom and
[9:37] struggling to comply with the
[9:38] bare minimum of legal said we
[9:38] should be raising our
[9:39] standards and adopting best
[9:43] practices. The best practices
[9:44] guidelines say put the public
[9:45] health officials in charge of
[9:48] a cannon planning. Okay. We
[9:49] need a public health approach
[9:51] in the midst of this mortality
[9:51] crisis, not punishment of
[9:58] criminalization. And it's an
[9:59] embarrassment that we're
[10:01] aligning with the Trump
[10:02] Supreme Court and celebrating
[10:03] when they stripped
[10:06] constitutional protections.
[10:07] You're criminalizing the
[10:09] status of homelessness when
[10:10] people have no place to go and
[10:24] you're punishing him for that.

[10:29] music director for the Oakland

[10:33] behalf of the Oakland Symphony
[10:34] in renaming 21st Street next
[10:37] to the Paramount in honor of
[10:39] Michael Morgan. For those of
[10:39] you who did not know Michael
[10:40] Morgan was the music director
[10:43] of Center for 30 years and the
[10:44] second to black music director
[10:46] of the Oakland Symphony,
[10:47] myself being the 3rd black
[10:49] music director of the Oakland
[10:51] Symphony and his 3 point that
[10:51] no other work history in this
[10:54] country can say that they've
[10:54] had the legacy of having 3
[10:57] black music directors in
[10:58] classical music, black
[11:02] musicians only make up 2.1% of
[11:03] musicians in classical music.
[11:04] And so being able to honor
[11:06] Michael Morgan and being able
[11:08] to honor the musical legacy of
[11:09] Oakland in this way to have a
[11:13] way that everyone who comes to
[11:14] downtown Oakland to see that
[11:17] the amazing legacy of a man
[11:18] who championed diversity,
[11:19] equity, inclusion of classical
[11:22] music so that I can now be the
[11:23] 3rd black music director is an
[11:24] incredible honor. So thank you
[11:37] so much for.

[11:45] I'm a come resident Berkeley
[11:45] resident now retired professor
[11:46] at uc Berkeley. I was there
[11:50] from us 40 years.
[11:51] >> In my research, specialty
[11:52] was the history of disability
[11:55] poverty in Street, clearing. I
[11:57] wrote a book called The Ugly
[11:57] Laws, which is about an
[12:00] ordinance that banned.
[12:02] Unsightly, disabled people
[12:04] from exposing themselves to
[12:05] public view. It was an anti
[12:09] beging ordinance. And I also
[12:09] read an article in Harvard Law
[12:11] Review that was specifically
[12:12] about the use of the Americans
[12:15] with Disabilities Act to
[12:16] justify cynically the
[12:20] clearing. The kicking of
[12:20] disabled people to the curb
[12:25] in. Out of sight. On the
[12:28] grounds of disability axis. So
[12:29] many of the people we're
[12:31] talking about. Are disabled.
[12:35] Our older people. Deserve that
[12:39] protection. But I do want to
[12:40] talk to about that. I came
[12:41] here today for another reason
[12:42] after a retired, I started
[12:48] working. As a volunteer,
[12:50] providing a company men and
[12:51] comfort to dying on house
[12:52] people in San Francisco in the
[12:53] tender line street medicine
[12:55] team.

[12:59] about my first experience my I
[13:13] went out for training on it.

[13:31] privilege of working with
[13:31] Michael Morgan for 3 years
[13:33] before he passed. I'm also
[13:35] speaking on behalf of the
[13:36] Paramount Theater leadership
[13:38] as they are unable to be here
[13:40] this morning on short notice.
[13:43] But they are extremely in
[13:45] favor of this. Their board and
[13:47] they're they're director Jason
[13:48] Blackwell. Michael Morgan
[13:51] spent his last 18 years of his
[13:52] life conducting the Oakland
[13:53] Symphony at the Paramount
[13:56] Theater. He is nationally
[13:57] internationally recognized as
[13:58] someone who brought diversity
[14:01] into classical music in an
[14:03] intentional way when he is
[14:05] celebrated across the country
[14:05] and as my strong Strong said
[14:07] that people come here knowing
[14:10] who he was and our community
[14:11] members know who he was
[14:12] because he went to schools and
[14:16] had at least 50 school visits
[14:16] every single year, which is a
[14:30] next. Starting 5.3 declaration
[14:32] of local emergency on
[14:33] homelessness.
[14:36] >> If you pay attention to the
[14:36] government's mild ordinance,
[14:37] addressing encampments with
[14:39] urgency and dignity, it is
[14:42] very similar to what Mister
[14:43] Houston is proposing. MR.
[14:49] Houston. Your audience. It's
[14:49] similar to the governor. This
[14:50] ordinance on homelessness.
[14:55] It's called the model
[14:55] ordinance addressing
[14:56] encampments with urgency and
[15:00] dignity. Look at it. 5.4 It
[15:02] says that you're going to have
[15:03] all partnership with the
[15:08] friends of. Open Animals. But
[15:09] it looks like you have not
[15:13] completed that. That
[15:14] relationship and you still
[15:15] working on it. So I don't know
[15:16] what you approving when this
[15:18] has not been finalized. 5

[15:26] augments. You have the reasons
[15:29] for obtaining shelters as a
[15:32] result of the threat of health
[15:34] and safety to persons. That's

[16:04] on Ken Houston for what he's
[16:06] trying to do. Bodies being

[16:13] proven in this 5.6 that you
[16:14] allow the city to establish
[16:18] minimum health and safety.

[16:28] need to define affective and
[16:29] coordinated services for the
[16:30] Department of Violence
[16:31] Prevention related to this
[16:34] issue. Use a lot of language

[16:43] demonstrates what? 5.9 pro
[16:48] housing. You cannot have pro
[16:50] housing when you have
[16:52] gentrification and a sanctuary

[27:17] oaklanders from displacement.
[27:19] Plans also include
[27:20] homelessness, solutions and
[27:20] small business development
[27:21] activities. Next slide,
[27:25] please. In fiscal year, 2020
[27:27] for the City Council accepted
[27:28] and appropriated the following
[27:30] Formula Grants approximately
[27:31] 11.5 million dollars in
[27:32] community development block
[27:35] grant or cdbg, including
[27:37] reprogramming prior your funds
[27:37] and reinvestment of loan
[27:40] repayments from our revolving
[27:42] Loan fund and the following
[27:42] slide, all breakdown or uses
[27:46] by strategic priority. But the
[27:47] next Formula Grant is
[27:48] approximately 2.4 million in
[27:50] home investment partnerships
[27:51] or home, which we used
[27:54] exclusively for new affordable
[27:55] housing construction.
[27:57] Approximately 3.8 million in
[27:57] housing opportunities for
[28:00] persons with aids or hop which
[28:02] is administered by the Human
[28:03] Services Department's
[28:04] community. Homelessness
[28:06] Services, division or c h s on
[28:08] behalf of the eligible
[28:11] Metropolitan statistical area
[28:11] or which includes Alameda and
[28:14] Contra Costa counties. This
[28:16] split between the 2 counties

[28:22] for a variety of housing and

[28:27] persons with hiv. And finally,
[28:29] approximately 650,000
[28:30] emergency solutions grants,
[28:31] which is also administered by
[28:33] chs and is used for a variety
[28:33] of homelessness services. Next
[28:38] slide. Please. Cdbg uses are
[28:40] restricted to primarily
[28:40] capital uses, which is why we
[28:42] allocate the lion's share to
[28:44] production and preservation
[28:45] activities, including using it
[28:45] as a source in our new
[28:46] construction. No fun or notice
[28:50] of funding availability and
[28:51] are home owner occupied
[28:52] rehabilitation loan and grant
[28:57] programs. Additionally in. 24
[28:58] 25 we allocated approximately
[28:59] 1 million dollars to the
[28:59] improvement of city owned
[29:02] homelessness facilities. More
[29:04] than 600,000 were allocated
[29:05] economic and workforce
[29:05] development activities. And
[29:08] approximately 2 million, 4 and
[29:10] to displacement, which
[29:12] includes Co compliance
[29:12] relocation program, fair
[29:13] housing, legal services and
[29:16] keep people housed. And so
[29:16] just conclude with the
[29:18] following slide, which shows
[29:22] some highlights. Including
[29:23] more than 6.3 million
[29:25] allocated to new affordable
[29:25] housing development and
[29:31] preservation. 56 home owner
[29:32] occupied homes were
[29:33] rehabilitated by residential
[29:36] lending services team. More
[29:37] than 3300 meals were provided
[29:39] in last year's Thanksgiving
[29:41] meal program. Arco complaints,
[29:42] relocation program,
[29:44] facilitated property owner
[29:44] provided relocation payments
[29:49] to 20 fi. 29 tenant households
[29:52] and fair housing for more than
[29:53] 200 households. And finally
[29:54] through our partnership with
[29:58] the Wd and Main Street lunch,
[29:59] we supported more than 200
[30:01] small businesses with 15 loans
[30:05] that created retained. 81 jobs
[30:08] for low income workers. So

[31:46] wealth of wisdom is here. What

[31:51] meet the focus on hiring

[39:53] a 6 year window. So instead of
[39:53] having every 3 years to
[39:54] examine our codes, that's been
[39:57] extended to 6 years. We also

[40:00] SEPTEMBER 30th as opposed to
[40:03] DECEMBER 31st of JANUARY. 1st,
[40:05] SEPTEMBER, 30th, the end of
[40:07] this month to adopt this code
[40:09] with any local amendments that
[40:10] are specific to Oakland. And
[40:11] as many of you know, we have
[40:11] some very specific conditions
[40:15] here that we use to amend our
[40:16] code. I'm going to turn this
[40:18] over to them but I just wanted
[40:19] to make sure that you are
[40:20] aware of the urgency and the
[40:23] situation place. The sand
[40:24] because we did not receive
[40:25] copies of the code until the

[41:55] adoption with the icc, the
[41:55] International Association of
[41:57] Plumbing and Mechanical
[41:58] officials and the National
[42:01] Fire Prevention Association,
[42:02] local jurisdictions can Amend
[42:03] Co 2 to be more restrictive.

[43:13] introduce new measures, 2
[43:14] existing residential buildings
[43:14] and ongoing alterations next
[43:19] slide. Some of the highlights
[43:21] of the California Energy code
[43:22] includes stab wishing high
[43:22] performance standards for new
[43:24] construction. Using energy
[43:26] modeling metrics er and source
[43:28] energy to strongly incentivize
[43:29] all-electric designs. Any
[43:31] lawful trouble manner. It also
[43:33] includes residential building
[43:34] alterations with a permit
[43:35] valuation of over 25,000. That
[43:36] would require the
[43:40] implementation of practical
[43:40] cost-effective,
[43:41] electrification and efficiency
[43:42] measures of from a flexible
[43:50] menu of options. Next slide.
[43:51] In addition, essential in
[43:52] operations for the permanent
[43:54] mission of over 25,000 will
[43:55] require implementation of all
[43:57] mandatory measures because the
[43:58] project ad, but the project
[43:59] type adding condition space
[44:01] volume or science, and it
[44:03] would require new
[44:05] constructions new construction
[44:06] to utilize copy mix. Isn't
[44:09] that do not exceed a specified
[44:09] maximum global warming

[45:25] natural gas or using them How
[45:26] are we going to be approaching
[45:30] just? You know, for moving
[45:31] those and conversion to
[45:35] electric facilities.
[45:36] >> Absolutely. I'm going to
[45:39] actually bring up that will
[45:40] assist us in answering some of
[45:48] the stand-up of question
[45:50] council PRESIDENT.

[46:24] the statewide tech program
[46:25] which is funded through this e
[46:29] e c. And and many others in
[46:31] addition to working closely
[46:34] with local nonprofits.
[46:35] >> And workforce development
[46:37] providers like Rising Centre
[46:37] for Auburn to nutty any
[46:39] college and others to make
[46:44] sure that we do have robust
[46:45] energy efficiency first and
[46:46] foremost and electrification
[46:50] programs available to Oakland
[46:51] residents, landlords and
[46:55] tenants very importantly. As
[46:57] well as small businesses and
[46:59] others to make sure that the
[47:03] education, the awareness out
[47:04] there, that incentives are
[47:05] getting first and foremost to
[47:06] those who need them most and
[47:06] who would benefit from the
[47:10] most. The city's equitable
[47:11] climate action plan, which
[47:15] council adopted in 2020.
[47:17] Starts with the word equitable
[47:21] because we do recognize that
[47:23] avoiding displacement of
[47:25] residents and businesses has
[47:29] to be first and foremost.
[47:29] Alongside the fact that the
[47:32] continued use of natural gas
[47:34] exacerbates the climate crisis
[47:36] and worsens health outcomes.
[47:38] Particularly among those who
[47:40] can, you know, afford to have
[47:44] you know, poor health, the
[47:45] least right. So so we kind of
[47:48] bring all this together, the
[47:48] sustainability and resilience
[47:49] division and the cao does
[47:53] coordinate across departments.
[47:54] As well as with outside
[47:56] agencies like pg need to make
[47:57] sure that we are bringing all
[48:01] of these incentives and
[48:03] resources capacity to all of
[48:05] our departments. Couple of
[48:05] examples. We worked very
[48:06] closely with our housing
[48:07] Community Development
[48:10] Department couple years ago to
[48:12] do staff training and to bring
[48:12] additional funds into our
[48:16] residential lending program to
[48:19] better incorporate
[48:19] electrification measures into
[48:21] our access and safety program.
[48:26] For low-income homeowners. My
[48:28] our our group work very
[48:29] closely Cecilia Huertas and
[48:32] her team and, you know,
[48:35] putting together these could
[48:36] amendments to make sure again
[48:38] that there is maximum
[48:40] flexibility while we're
[48:41] enabling residents and
[48:43] businesses and property owners
[48:45] to prepare for regional
[48:46] requirements that are coming
[48:49] soon. Send 2027 for the bear.
[48:50] Credit Quality Management
[48:55] District gas powered water
[48:55] heater that breaks down. We'll
[48:58] have to be replaced with the
[48:59] heat pump or somewhere you
[49:00] will not be able to replace a
[49:04] failed gas water heater with a
[49:06] gas appliance and 2029. Same
[49:08] thing for hvac. So gas furnace
[49:09] fails. You can have replace it
[49:13] with the heat pump. And the
[49:16] requirements go on and time.
[49:17] And the last that Oaklanders
[49:19] can afford is to be ill
[49:21] prepared for those
[49:21] requirements. And so these
[49:26] code amendments were very much
[49:27] constructed with with that
[49:28] that flexibility and that part
[49:29] ration that awareness and
[49:34] mind. Does that It does. And I
[49:35] my next thing is just really
[49:36] more of a comment. But it says
[49:37] under fiscal impact that you
[49:38] all have.
[49:41] >> The performance standards
[49:42] actually ensure that the
[49:43] all-electric construction is
[49:45] going to be the most
[49:47] economically advantageous
[49:48] pathway. And so I think that's
[49:49] great because we don't want to
[49:49] inadvertently drive up the
[49:51] cost of housing. So thank you

[50:01] I just wanted to first just
[50:03] gratitude the planning and
[50:04] building department for moving
[50:05] so quickly with the really
[50:07] short turnaround time.

[50:11] The first one has to do with
[50:15] Page 5 of the report. Can you
[50:17] all provide some examples of
[50:18] what you think would be the
[50:22] immediate cost impacts of some
[50:26] of alterations in to the re
[50:27] requirements around different
[50:30] types of property renovations
[50:30] just so that we can get an
[50:31] understanding of what property
[50:37] owners can expect.
[50:38] >> That's a great question. So
[50:40] when when we were looking
[50:41] through the different pathways
[50:42] by which somebody would be
[50:43] compliant, we took that into
[50:44] consideration. So one of those
[50:46] things would be, you know,
[50:49] what would be the most Abbott,
[50:51] but the largest spend it or
[50:51] for a property owners,
[50:52] specifically one that is the
[50:53] homeowner that doesn't
[50:54] necessarily have the means to
[50:57] be able become compliant. So
[50:59] we added the 3 different paths
[51:00] where they could choose a way
[51:02] of compliance to this. New
[51:04] ordinance. Some of those
[51:05] things to consider would be
[51:07] exactly what Shana said. You
[51:08] know, the change out of water
[51:11] heaters and furnaces. The cost
[51:13] of fact that those MAY have
[51:16] and being able to really gage
[51:17] what that impact would be. And
[51:19] we found it just across the
[51:20] border through our research
[51:20] with other municipalities that
[51:22] that would be the most minor
[51:23] change for those specific
[51:27] change out.
[51:28] >> And then how did Steph
[51:30] decide on the energy
[51:31] efficiency standard for a new
[51:32] residential buildings? And
[51:38] then that's on page. 22.
[51:40] >> Yes. We looked through our
[51:41] our partner municipalities
[51:43] that have been going through
[51:44] the same process to again,
[51:47] find a pathway by which we
[51:49] then come in. And Taylor.
[51:50] Obviously looking at what they
[51:52] MAY have seen already has an
[51:54] impact. We were able to get
[51:57] herself spy. What was most
[51:57] cost-effective being the first
[51:59] and foremost and what could be
[51:59] reasonably implemented with
[52:03] less impact to that property
[52:03] owner.

[52:06] changes that you making, it
[52:07] sounds like what I'm hearing
[52:09] is that there's a lot of
[52:10] comparison to what other kind
[52:11] of local jurisdictions are
[52:13] doing. That's correct. All

[53:18] SEPTEMBER, 30th to see what
[53:21] was working at 22 code cycle.
[53:22] What would work in the 2025
[53:23] code cycle that would give us
[53:24] an opportunity to bring forth
[53:27] those changes or amendments so
[53:28] that we can get him in for the
[53:31] next 6 years. So the whole
[53:32] idea was trying to streamline
[53:32] our development process, make
[53:39] it easier.
[53:40] >> From MAY also to the chair
[53:43] for PRESIDENT. Accounts. We
[53:44] also only for city attorney's
[53:44] office MAY be able to speak to
[53:45] some of that as well. Lot of
[53:49] us had to do with the timing
[53:52] where it typically to cycle
[53:53] through. Later it was put with
[53:53] That's the change with this
[53:57] JUNE adoptions. So that also
[53:59] squeeze things in terms of the
[54:00] reasons behind them. The full
[54:03] range of motivation. Again, we
[54:04] would have to confer
[54:05] legislators on that. But I'll

[54:26] some complaints among the
[54:29] residential home builders that
[54:30] each locality has different
[54:31] requirements and that's making
[54:33] it much more difficult to
[54:34] build residential, you know,
[54:37] to build housing. So what the
[54:38] state has done and said, we're
[54:38] going to just freeze the
[54:39] building code as a residential
[54:41] buildings for 6 years. But
[54:44] they've given local
[54:44] jurisdictions until SEPTEMBER
[54:45] 30th to bring any local
[54:46] amendments. They want to
[54:50] bring.

[54:53] to the council, PRESIDENT
[54:54] Council defacto what that
[54:58] would do tend to normalize the
[54:59] code, the building code across
[55:00] jurisdictions. So again,
[55:01] there's a little bit more
[55:02] predictability from one
[55:03] jurisdiction to the other.

[55:05] frame in which we all have to
[55:06] adopt amendments. So that's
[55:13] also an outcome.

[56:13] I know years ago we establish
[56:16] surgeons areas soanes and
[56:17] certain locations to do the
[56:21] solar energy so for that, I
[56:24] guess what I'm asking my
[56:25] question is, do are we
[56:26] providing this information to
[56:30] the public? And are there
[56:31] certain areas within East
[56:35] district that qualify for the
[56:36] funding for the implementation
[56:38] of these people knocking on
[56:41] our doors saying they're the
[56:43] with this company eligible x,
[56:43] y z and knew I wasn't even
[56:46] aware of it. And so are we
[56:47] providing that information
[56:54] directly? Our communities. And
[56:54] secondly directed Gilchrist.
[56:57] Do we have to staffing
[56:59] available? So when we do send
[57:01] developers and business people
[57:03] downtown, there's someone
[57:05] there to respond and answer
[57:08] their questions provide this
[57:08] information. Those are my
[57:12] questions to you. Go first and

[57:16] order. And in terms of the
[57:17] staffing you know, that's
[57:18] always a challenge that we're
[57:21] working to recruit and get
[57:22] more people. We will be
[57:23] looking at the task level.

[57:26] us to meet this goal. Staff
[57:26] will know it's their
[57:28] responsibility to provide
[57:30] information

[58:35] times and there's somebody
[58:36] there saying, hey, I have a

[58:49] sure that, you know, folks in
[58:49] your in your district are
[58:53] aware of what's available.

[58:56] constraints, we have had to

[59:01] our staff time.

[59:25] we're trying to get the word
[59:28] out. We're also connecting
[59:31] local organizations, for
[59:32] example, organizations like
[59:33] Rising Suns Center property,
[59:34] which I mentioned great
[59:34] alternatives, which MAY have
[59:38] been somebody reaching out to
[59:41] you as well implement ERs of
[59:43] pg Power. My home. Which is an
[59:47] incredible program. We are
[59:50] working to connect those with
[59:52] local nonprofits. They the
[59:54] some of the implementer is of
[59:55] of those pg e funded programs
[59:57] have been showing up at the
[1:00:01] town nights programs over the
[1:00:03] summer, making sure oaklanders
[1:00:03] that family is ineligible
[1:00:05] neighborhoods are where of
[1:00:06] those programs we could
[1:00:10] definitely do a better job and
[1:00:12] our our team has been working
[1:00:13] on a better schedule and
[1:00:15] better format to kind allocate
[1:00:19] are scarce time. For the
[1:00:20] communication channels that
[1:00:21] make the most sense. One of
[1:00:21] the things we're trying to do
[1:00:25] a better job with is sending
[1:00:26] monthly announcements to your
[1:00:27] offices so that you can in
[1:00:32] turn pass a salon. I will say
[1:00:34] that powerful neighborhoods
[1:00:35] and empower my home are 2
[1:00:36] really important programs
[1:00:39] happening right now. Those are
[1:00:40] utility rate payer funded and
[1:00:42] they are specifically focused
[1:00:44] on energy efficiency and
[1:00:47] electrification in
[1:00:48] lower-income neighborhoods.

[1:02:43] challenges in focus as we have
[1:02:46] just, you know, it's a culture
[1:02:46] among ourselves. It's a good
[1:02:47] word out just because we know
[1:02:48] something does not mean
[1:02:50] everybody does. And to really
[1:02:51] look at all the ways in venues
[1:02:52] that people can be made aware
[1:02:54] of this. So even if you're
[1:02:55] coming in the 4 permit for an
[1:02:56] appointment and this MAY not
[1:02:58] be your thing. We could have
[1:02:58] information up there so you
[1:03:08] can learn about it anyway.

[1:05:38] when is the future identify
[1:05:40] the also have 40% of Oakland

[1:05:52] on the age of the building,
[1:05:55] will the cost change related
[1:05:58] to what is required for this
[1:06:00] to have buildings to be

[1:06:07] you say you address an
[1:06:08] affront. You almost like you
[1:06:09] had was something the front
[1:06:10] line. What does it mean that

[1:06:23] fall. Asian people get is the

[1:06:48] and resilience. Policy manager
[1:06:51] with the organization Spur. We
[1:06:53] have a focus on the carbon
[1:06:53] eyes the Bay area's buildings
[1:06:57] that have been working with
[1:06:57] cities throughout the region
[1:07:00] as well as the air district on
[1:07:01] policies to help the region to
[1:07:03] carbon eyes equitably and
[1:07:06] affordably. I think that this
[1:07:07] is a really important step
[1:07:11] towards that goal in Oakland.
[1:07:13] As she mentioned, the Bay Area
[1:07:14] Air district will be
[1:07:15] implementing rules that will
[1:07:16] begin phasing out gas
[1:07:18] equipment in the Bay area. And
[1:07:20] what these amendments do is
[1:07:21] really make sure that that
[1:07:23] happens in a planned and
[1:07:25] cost-effective way. What we've
[1:07:28] seen is that the
[1:07:29] electrification or building
[1:07:31] retrofits for efficiency and
[1:07:32] electrification are more
[1:07:35] expensive and more difficult
[1:07:36] when they happened at the time
[1:07:38] of a burnout of equipment. And
[1:07:42] when the home is not already
[1:07:43] taken, some measures putting
[1:07:44] in wiring making sure their
[1:07:46] ducks are more efficient. If
[1:07:46] those measures have been
[1:07:49] taken, customers end up with
[1:07:53] more complicated issues. These
[1:07:54] is exactly the kind of
[1:07:55] amendment that make sure that
[1:07:56] when work is happening on
[1:07:57] buildings, when new buildings
[1:07:59] are going up, they're ready to
[1:08:02] be electrified. They're ready
[1:08:06] to ensure that there energy is
[1:08:06] being captured and kept
[1:08:09] efficient within the building.
[1:08:12] So this is I think, a common
[1:08:12] sense proposal provides a lot
[1:08:13] of flexibility to so that, you
[1:08:15] know, different housing types
[1:08:17] with different problems can
[1:08:18] pick from this menu of option,
[1:08:21] which I think city really put
[1:08:23] together in a careful and
[1:08:25] considered way and that can
[1:08:29] ensure that that specific
[1:08:31] buildings needs can be met and
[1:08:31] that homeowners aren't forced
[1:08:32] to do something that's more
[1:08:33] expensive or that maybe
[1:08:34] doesn't make sense for their
[1:08:36] home. So I thank you for your
[1:08:37] time and for considering this
[1:08:39] very important and impact full
[1:08:42] set of amendments. Thank you.

[1:13:20] Association. Local
[1:13:21] jurisdictions in these coats
[1:13:24] to be more restrictive due to
[1:13:26] specific geological top, a
[1:13:27] graphical in climatic

[1:13:35] one 30 or 2025 codes became
[1:13:39] published on JULY. First 2025.
[1:13:40] With that. The effective date
[1:13:40] of JANUARY. First 2026 because
[1:13:45] of this change. Jurisdictions
[1:13:46] now have a more expedited
[1:13:47] timeframe for adoption. We're
[1:13:48] used to be 6 months to be able
[1:13:53] to adopt these amendments. How
[1:13:54] could is related to
[1:13:56] residential buildings will be
[1:13:56] subsequently frozen and till
[1:13:59] 2031 given a six-year freeze
[1:14:03] on code adoption. Maybe one 30
[1:14:04] for much better collaboration
[1:14:05] between state agencies and
[1:14:06] local jurisdictions to
[1:14:09] facilitate development process
[1:14:10] as well provide streamline and
[1:14:11] improve permitting process for
[1:14:11] board affordable housing
[1:14:15] projects. Which then allowed
[1:14:18] for urgency in being here

[1:24:22] operations on the high injury
[1:24:24] network. So we look at
[1:24:25] collision data and we focus
[1:24:26] our attention is there. So
[1:24:27] it's spread out citywide or in
[1:24:30] the city of Oakland. To the
[1:24:36] parliamentarian.

[1:26:10] issue? Because as that is an
[1:26:11] unacceptable rise.

[1:26:15] going through some issues now

[1:26:19] traffic enforcement unit being
[1:26:20] disbanded here at the end of

[1:26:31] losing this enforcement unit.

[1:26:33] for traffic fatalities to

[1:26:37] end of this year. Usually
[1:26:38] average between 30 32 sore
[1:26:41] were up on that as well. So
[1:26:44] anything you know, we can get
[1:26:45] chp has been very helpful to
[1:26:46] with patrol inner cities at
[1:26:47] night. And I hope that
[1:26:48] continues on for a while as
[1:27:02] well.

[1:27:54] reckless driving. But we focus
[1:27:55] on an area of like likes of
[1:27:55] atv's around the lake is
[1:27:57] probably what you're talking
[1:27:58] about. Them so we put out it's
[1:28:02] quiet out there to deal with
[1:28:03] that for Forsman paid for by
[1:28:05] this grant. So one even cause
[1:28:06] open any money pay for the

[1:42:44] Housing and Community
[1:42:46] Development Department. But
[1:42:49] those funds are at risk of
[1:42:51] being due to delays in
[1:42:53] construction. Start many of
[1:42:55] these projects in need of
[1:42:56] local funds for feasibility
[1:42:58] and the funds would also make
[1:43:00] projects more competitive to
[1:43:01] leverage additional federal
[1:43:02] funding through the low-income
[1:43:06] housing tax credit. Timing
[1:43:06] timing of issuing the bonds is
[1:43:10] critical for Oakland.
[1:43:11] Oakland's affordable pipeline
[1:43:11] to be able to compete and
[1:43:14] leverage other state and local

[1:47:03] passes today. The Oakland I
[1:47:04] center is a truly a community
[1:47:06] treasure each year it welcomes
[1:47:07] an average of 400,000 visitors
[1:47:11] into our downtown built by the
[1:47:12] redevelopment agency in 1995.
[1:47:14] It remains a city-owned
[1:47:14] facility. One that continues
[1:47:15] to bring people together
[1:47:17] nearly 30 years later. But as
[1:47:18] you know, equipment ages much
[1:47:22] what's inside center today
[1:47:23] original from 1995. That means
[1:47:24] it's now more than double the
[1:47:28] expected useful life. Shark
[1:47:28] sports entertainment worked
[1:47:29] very hard to stretch the life
[1:47:30] as far as possible, far beyond
[1:47:31] what anyone could have
[1:47:34] anticipated. We take great
[1:47:35] pride in managing this
[1:47:37] facility, opening the doors,
[1:47:38] families, neighbors and kids
[1:47:39] who come here to skate,
[1:47:40] learning connect. In fact, can
[1:47:42] I center provides more than
[1:47:44] 5,000 free skate. It's great
[1:47:45] experiences every year for
[1:47:46] Oakland Unified School.
[1:47:47] District's with your help. We
[1:47:47] like to double that to 10,000
[1:47:50] free skate every year. That's
[1:47:52] thousands of young people each
[1:47:53] year who get to try something
[1:47:54] new, build confidence and feel
[1:47:57] part of the great city. This
[1:47:58] bond measure is about more
[1:47:59] than replacing old equipment.
[1:47:59] It's about investing in a
[1:48:00] facility that's been serving
[1:48:02] Oakland for decades and we'll
[1:48:03] continue to do so for
[1:48:06] generations to come on behalf
[1:48:06] of Shark Sports entertainment.

[1:49:26] pride that she represents
[1:49:29] Oakland across California. As
[1:49:30] you know, the ice facility is
[1:49:32] relying on city funding
[1:49:33] through measured the to
[1:49:34] continue functioning. It badly
[1:49:37] in need of repair. The
[1:49:38] facility, isn't it? The
[1:49:40] facility is repaired. We'll
[1:49:40] lose. Not just a sports
[1:49:44] facility. But one represents
[1:49:44] the diversity in values of
[1:49:48] Oakland. As we travel to other
[1:49:49] cities in California to play
[1:49:50] our games. And sometimes
[1:49:53] beyond. We see how it's all to
[1:49:57] unique. That we play on teams
[1:49:59] that lift up youth regardless
[1:50:00] of gender, race and color, cut
[1:50:04] culture in sight. Eggnog. You
[1:50:05] have a number of difficult
[1:50:06] funding decisions here this
[1:50:08] morning. Please do not let
[1:50:10] this opens them fall into
[1:50:12] darkness without the rink.

[1:50:26] resident of Oakland for the
[1:50:29] last 27 years. The ice, the
[1:50:30] Open Eye Center. I'm also here
[1:50:32] to speak for is a safe place
[1:50:36] for youth and for adults to
[1:50:37] explore a completely new
[1:50:39] physical experience, social
[1:50:39] experience and opportunity for
[1:50:41] exercise belonging, learning.
[1:50:44] >> Joy and leadership.
[1:50:46] >> I'm a resident of Oakland
[1:50:48] for the past. 26 years and
[1:50:49] active user of I see for all
[1:50:53] 26 of those years.-2 breaks
[1:50:54] for pregnancy. But I was back
[1:50:54] on the ice at 6 weeks.
[1:50:55] Postpartum for both times.
[1:50:57] Thank you very much. I am not
[1:51:01] a good hockey player. But I'm
[1:51:01] a passionate player and I'm
[1:51:05] passionate about playing
[1:51:05] about. I'm passion about
[1:51:06] playing and grateful for the
[1:51:09] community. So much so that
[1:51:10] I've been a volunteer coach
[1:51:11] for the Oakland Tech High
[1:51:15] School Ice hockey program for
[1:51:16] 5 years. And it has further
[1:51:16] deepened my appreciation of
[1:51:17] the incredible resource at the
[1:51:22] o I c each year we introduced
[1:51:23] 15 to 20 new teens from
[1:51:24] Oakland Tech to a sport at no
[1:51:29] cost to them. And let me know
[1:51:30] that at least one-third of
[1:51:32] those kids each year identify
[1:51:34] as queer. It is the only safe
[1:51:35] sport that trans athletes can
[1:51:38] play in right now. Now I
[1:51:41] learned how to skate in 1997
[1:51:42] and started captaining. My
[1:51:43] first team at Oakland, ice in
[1:51:47] 1998. A few decades later. I'm
[1:51:49] still capturing all gender.
[1:51:52] All everything team that has a
[1:51:54] range of players from 18 to 67
[1:51:58] years old. My youngest child
[1:51:59] was born to physical
[1:52:01] challenges and required
[1:52:02] occupational therapy and
[1:52:05] physical therapy. As a toddler
[1:52:06] and we dressed him in hockey
[1:52:06] closing, got him on the ice
[1:52:09] and he was able to use the ice
[1:52:10] as his physical therapy and a
[1:52:16] normalized way. With his
[1:52:17] peers. He is now 18 and an
[1:52:17] assist in helping us coached
[1:52:20] the Oakland Tech program. A
[1:52:20] recent graduate of Oakland
[1:52:23] School for the Arts where he
[1:52:36] played in the ice rink. Every.

[1:52:40] Flaherty.
[1:52:42] >> I am weekly hockey player
[1:52:44] at Oakland, ice and a resident
[1:52:45] of Oakland for decades in the
[1:52:47] Golden Gate neighborhood. It's
[1:52:48] an honor to speak before you
[1:52:51] and supported the measure and
[1:52:54] also the PRESIDENT Of the a
[1:52:55] California non-profit
[1:52:56] corporation, the sf
[1:52:59] Earthquakes, lgbtq+ Ice Hockey
[1:53:02] Club. We provide a safe,
[1:53:04] healthy non-discriminatory for
[1:53:08] lgbtq+. And also other hockey
[1:53:09] players as youth, many of us
[1:53:11] chose to leave for never
[1:53:13] started playing hockey because
[1:53:14] we encountered and welcoming
[1:53:17] or even hostile environment.
[1:53:18] But we found a partner here in
[1:53:22] Oakland, a center. They have
[1:53:23] enthusiastically hosted our
[1:53:25] hockey with Pride event where
[1:53:27] my club welcomed 40 queer
[1:53:28] identified players from
[1:53:30] Oakland and beyond. As we seek
[1:53:31] to grow interest in starting a
[1:53:35] second team. Additionally,
[1:53:37] when my team hosted our
[1:53:38] California Pride Invitational
[1:53:41] 2025. With the support of the
[1:53:44] Sharks Foundation lgbtq+
[1:53:45] players from Oakland as well
[1:53:47] as the teams from Los Angeles
[1:53:49] in Coachella chose downtown
[1:53:50] Oakland and the uptown
[1:53:52] neighborhoods for our host
[1:53:55] hotels for our Pre and Post
[1:53:57] tournament parties at locally
[1:53:57] owned independent restaurants
[1:54:02] right here on Telegraph and
[1:54:03] also caterer for Pride, Hockey
[1:54:05] Bank with that's right here on
[1:54:07] San Pablo. This is all because
[1:54:08] Oakland, a center and its
[1:54:10] diverse staff of workers from
[1:54:13] the local community. They
[1:54:13] welcomed us. They accommodated
[1:54:15] all our needs and they helped
[1:54:18] us to promote the tournament.
[1:54:20] In fact, several parents of
[1:54:22] children who identify as
[1:54:23] lgbtq+ asked if their
[1:54:26] teenagers could join the team.
[1:54:27] That's not possible because we
[1:54:28] are an adult league. I'm old
[1:54:30] enough to be their
[1:54:32] grandfather, but we could say
[1:54:34] with complete confidence that
[1:54:35] the lessons and the youth
[1:54:36] league at Oakland ice provide
[1:54:39] a welcoming safe space for
[1:54:55] lgbtq and people. At its best
[1:54:56] in Oakland. There's no doubt
[1:54:56] that we want to support more
[1:54:59] housing.
[1:54:59] >> But you have a
[1:55:02] responsibility. Not to
[1:55:03] compromise the fiscal
[1:55:07] stability of the city. And you
[1:55:10] are currently in a situation
[1:55:14] you are negative rating. And
[1:55:17] when you proceed to do this, 2
[1:55:18] things are going to be
[1:55:20] happening. It's a wrist.
[1:55:22] Component. You putting the
[1:55:25] city at with us. From going
[1:55:28] more deeply into debt. And
[1:55:30] you're going to have to deal
[1:55:33] with the possibility of higher
[1:55:35] interest rates because of your
[1:55:40] negative status rating status.
[1:55:41] >> You've been told by the I
[1:55:43] remember hearing this wait
[1:55:47] until DECEMBER. When we could
[1:55:47] possibly have rating to
[1:55:52] change. And then we could move
[1:55:55] more safely into doing this,
[1:55:56] MR. Gallo, thank you for

[1:55:58] concern because these are the
[1:56:02] concerns. Out. What are we
[1:56:03] going to have to pay? How much
[1:56:04] we're going to have to pay all
[1:56:07] we at risks. You insist on

[1:56:14] you become more of fiscally
[1:56:16] responsible and making
[1:56:17] decisions. And this is not a
[1:56:20] fiscal responsible decision.

[1:56:24] for their needs. The continued
[1:56:24] advocate. You have a right to
[1:56:29] do that. But we all at risk
[1:56:30] for the whole picture of what
[1:56:32] can happen to everybody if
[1:56:35] this becomes a Moore. In debt
[1:56:40] problem. And I don't know why
[1:56:41] finances recommending news.
[1:56:43] They have a responsibility to
[1:56:47] make make you a of the risk.

[1:57:19] Oakland, the on time with 174
[1:57:21] units heimer built over 100
[1:57:23] years ago is in need of
[1:57:24] substantial rehabilitation. We
[1:57:28] also projects in our pipeline
[1:57:30] Liberation Park, Dr Kenneth
[1:57:32] Anderson, senior Housing and
[1:57:33] 77th and Bancroft representing
[1:57:36] a total of 276 additional
[1:57:37] units. Thank you to the
[1:57:38] council for moving to really
[1:57:40] strives to funding of measure
[1:57:41] you funds. These funds are
[1:57:42] critical source of support for
[1:57:46] new construction of of
[1:57:46] affordable housing units and
[1:57:49] homeless exits to to permit
[1:57:51] housing as well as the
[1:57:52] rehabilitation of existing
[1:57:54] affordable housing and
[1:57:55] preservation and cons of
[1:57:56] conservation affordable
[1:57:59] housing. The timing of
[1:58:01] distribution of these funds is
[1:58:02] critical. Oakland needs to
[1:58:03] make awards in time for the
[1:58:04] next round of state funds at 2
[1:58:04] black or we risk leaving
[1:58:06] millions of dollars on the
[1:58:07] table for projects that have
[1:58:10] already received awards
[1:58:12] availability of these funds
[1:58:12] will be critical to help
[1:58:13] bridge. Any remaining gaps as
[1:58:15] they begin the construction
[1:58:19] closing financing process.
[1:58:21] Affordable housing is
[1:58:23] fundamental for building
[1:58:25] strong, equitable communities.

[1:59:05] important to state that they
[1:59:06] provide so many free resources
[1:59:09] to Oakland, public school kids
[1:59:10] that most people don't know
[1:59:13] about. So I encourage people
[1:59:14] listening to go in, find out
[1:59:14] what what they offer it. It's
[1:59:17] an amazing resource. And the
[1:59:18] fact that we have an Olympian
[1:59:20] that was strange right here in
[1:59:21] Oakland says a lot for what we
[1:59:24] are able to do in the city. I
[1:59:26] did a tour in final and that
[1:59:27] they're so many things that
[1:59:28] need to be done regarding the
[1:59:30] infrastructure. That space
[1:59:33] that I'm excited to move this
[1:59:34] item forward. And I would like
[1:59:36] for the public to be clear
[1:59:41] about our credit rating and
[1:59:41] what it means in terms of
[1:59:43] having expensive debt versus
[1:59:46] less expensive debt. And so
[1:59:46] through the chair MR. Jones,
[1:59:48] if you could speak a little
[1:59:53] bit too, why?
[1:59:54] >> Our that our credit rating
[1:59:57] was downgraded, but it still.
[2:00:00] >> Significantly reasonable to
[2:00:02] go out for for bonds at this
[2:00:02] time. If you could just
[2:00:03] clarify that a little bit.

[2:00:21] downgrades and even right now
[2:00:25] the cities. Credit rating is
[2:00:28] is is that we have access to
[2:00:31] the markets. Okay. We have
[2:00:32] that at You know, through the
[2:00:36] financing team. Obviously
[2:00:38] there's volatility in the
[2:00:40] markets. We're not market
[2:00:40] timers here or anything along
[2:00:42] those lines but I just want to
[2:00:44] make it very clear that, you
[2:00:45] know, we've spoken to the
[2:00:48] experts. Been doing this long
[2:00:52] time. And there is an appetite
[2:00:56] there for the city's credit.
[2:01:00] So, you know, very optimistic
[2:01:01] on OCTOBER. 21st is the day
[2:01:03] that were slated price. Will
[2:01:06] be able into the market.
[2:01:06] Cheese and very attractive
[2:01:10] rates.
[2:01:11] >> And I just want to say this
[2:01:13] is so critical for us being
[2:01:14] able to deliver the
[2:01:15] infrastructure needs in
[2:01:15] affordable housing needs the
[2:01:19] exits to homelessness. For all
[2:01:19] of the back to basics needs
[2:01:23] that oaklanders expect. The
[2:01:24] bond market and going to the
[2:01:25] bond market is critical to
[2:01:27] making those things happen. So
[2:01:28] thank you for your diligence
[2:01:29] on this and thank you for
[2:01:30] pointing out that the
[2:01:33] legislation isn't the have
[2:01:40] sent present. Thank you.

[2:01:48] I value the services that were
[2:01:50] trying to address immediately

[2:02:04] for the city of Oakland. And
[2:02:05] and so I I just need to hear

[2:02:14] six-way c and 3 months later.
[2:02:18] Guess what? You're back And
[2:02:21] this is what Oakland unify
[2:02:22] went through that I wind up
[2:02:23] having to borrow 100 million
[2:02:24] dollars from the state of
[2:02:25] California, but they took over
[2:02:27] the school district and which
[2:02:29] is the 20 years later finally
[2:02:33] making the payment. So I'm
[2:02:35] asking you directly that is
[2:02:37] your role because I've heard
[2:02:39] not only the budget deficit
[2:02:40] for this year, but for the
[2:02:41] coming years going to be
[2:02:45] works. That's the members that
[2:02:47] I kept seeing as see. That's
[2:02:49] why the police department, as
[2:02:51] understaffed. That's why other
[2:02:52] departments are way onto
[2:02:55] service because we don't have
[2:02:57] the money and that's when we
[2:02:59] deal with our contract
[2:02:59] negotiations. Well, we can
[2:03:00] meet their knees because we
[2:03:03] don't have money. And I just
[2:03:05] want to be very clear for the
[2:03:08] record from to be able to stay
[2:03:10] that borrowing the money. To
[2:03:14] provide a service. That we
[2:03:15] will be able to replace the
[2:03:21] money back. Since I don't have
[2:03:22] and I have to go borrow from
[2:03:26] one bomb to the unit deliver a
[2:03:26] service from now. I heard for
[2:03:27] the last 6, 8, months there
[2:03:32] wrote. So so anyways, I just
[2:03:34] need to hear from a city
[2:03:34] administrator directly this
[2:03:35] action that we're putting in
[2:03:38] place. It's a legal action and
[2:03:42] one that you recommend.
[2:03:42] >> city administrator, in
[2:03:43] addition to that, can you have
[2:03:44] a staff member come up and
[2:03:45] explain general obligation,
[2:03:49] bonds as well? To the chair,
[2:03:50] the council Gallo, thank you
[2:03:51] for the question. Appreciate
[2:03:52] the historical context of what
[2:03:53] you experienced during a time
[2:03:56] of the school board. So yes,
[2:03:58] so through this process, we
[2:04:00] have vetted this decision by
[2:04:01] both inside and outside
[2:04:02] counsel. We have been council
[2:04:05] that has been with us from the
[2:04:06] very beginning. And so I'm
[2:04:07] confident that decision solely
[2:04:09] a prudent one.
[2:04:10] >> And we have the ability to
[2:04:11] pay down the debt service
[2:04:12] payments of the appropriate
[2:04:14] schedule. Thank you.

[2:04:22] bonds are paid by the property
[2:04:25] taxpayers, ok? So this is
[2:04:25] insulated from your general

[2:04:32] paid. By voter approved debt.
[2:04:32] The city of Oakland voters.
[2:04:35] You was like almost 80%.
[2:04:40] Approved measure you okay. So
[2:04:41] this is a strong one of the
[2:04:43] strongest credits out there
[2:04:44] and he's not relied upon your
[2:04:48] general fund. We thing like
[2:04:50] that. It is paid by the ad
[2:04:51] valorem property tax of the
[2:04:55] city of Oakland.

[2:08:33] authorized to funding with
[2:08:34] proceeds of the general
[2:08:36] obligation. Bonds measure you
[2:08:38] tax-exempt and taxable and
[2:08:42] then the 3rd resolution as a
[2:08:43] proving for the reimbursement
[2:08:45] of certain expenditures. So
[2:08:46] there's certain expenditures
[2:08:47] that are allowed to be
[2:08:51] reimbursed before we actually
[2:08:52] close the bonds projected at
[2:08:53] this time on NOVEMBER 4th and
[2:08:57] receive those funds. Okay. The
[2:09:01] proposed. Financing live ants,
[2:09:03] city priorities such as
[2:09:06] housing as we've ivory
[2:09:07] infrastructure with the
[2:09:09] rehabilitation of city streets
[2:09:11] and sidewalks. As I mentioned
[2:09:11] earlier, approximately
[2:09:15] 78 million will go to streets.
[2:09:16] 15 million dollars for
[2:09:17] facilities. 10 million dollars
[2:09:20] for the eye Center and
[2:09:21] approximately 180 million
[2:09:23] dollars for affordable housing
[2:09:26] and given the complexity of
[2:09:27] this particular transaction in
[2:09:30] the refunding bonds associated
[2:09:31] with this. Issuance is going
[2:09:35] to be so through it negotiated
[2:09:36] basis with Siebert. Williams
[2:09:37] Shank concede Manor senior
[2:09:39] manager excuse me, Loop
[2:09:41] Capital has become an utter
[2:09:42] and Bank of America as the
[2:09:45] other competitor. And as I
[2:09:46] mentioned before, you know,
[2:09:48] we're looking in getting into
[2:09:51] the market around OCTOBER.

[2:09:53] your questions that MAY have
[2:09:56] and also have representatives

[2:11:04] going to cause over
[2:11:10] 70 Million. So you gave
[2:11:11] 32 million people who can
[2:11:11] identify with the rest of the
[2:11:14] money is gonna come from. And
[2:11:15] this is not a high priority.
[2:11:18] They said they would do it.
[2:11:19] But we got things like the
[2:11:22] whole with Durant Library.
[2:11:23] It's been sitting on the table
[2:11:25] for years in West Oakland and
[2:11:28] he's got no Pacific funding.
[2:11:30] We still wait fall. The report
[2:11:32] to come back on how we can be
[2:11:35] done. But we do things like
[2:11:41] this. Certain projects get
[2:11:42] priority. We got police
[2:11:44] administration building. That
[2:11:48] should be demolished according
[2:11:49] to the recommendation and
[2:11:50] rebuilt. You say you don't
[2:11:54] have the money but should give
[2:11:54] 32 million dollars to the
[2:11:58] Lincoln Park Rec center. It's
[2:12:00] not that you do what you do
[2:12:00] with this. What you do when

[2:16:55] second economic item is a good
[2:16:57] wage increase of up to 3%
[2:16:59] condition on the city's fiscal
[2:17:01] year? 25 26 general purpose
[2:17:04] funds and respected that new
[2:17:07] exceeding the fiscal year. 25
[2:17:09] 26 general purpose funds and
[2:17:10] restrict revenue in the
[2:17:11] adopted fiscal year. 25 26
[2:17:15] about the policy budget. As
[2:17:15] reported in the city's fiscal
[2:17:18] year. 25 26 quick to me.
[2:17:19] Revenue and expenditures
[2:17:21] report audited financial
[2:17:23] report, the city and each of
[2:17:24] these unions also agree to
[2:17:29] other working conditions terms
[2:17:30] to their respective
[2:17:30] represented employees and

[2:17:33] agenda packet. We do want to

[2:28:21] relationship with this firm
[2:28:22] and my community has benefited
[2:28:22] and that's what makes the

[2:31:02] incredible mark on Oakland nb

[2:31:07] count cancer on AUGUST. The
[2:31:10] 24th and for decades, doctor
[2:31:11] block poured love, guidance in
[2:31:14] hope into the lives of youth
[2:31:17] at-risk justice involve young
[2:31:18] people. She dedicated herself
[2:31:19] to walking alongside those
[2:31:22] impacted by trauma offering
[2:31:24] not only support, but also the
[2:31:25] believe that every young
[2:31:26] person deserves a chance to
[2:31:29] heal, to grow and to thrive.
[2:31:31] Her commitment went far beyond
[2:31:33] individual mentorship. Dr
[2:31:33] Block was a tireless community
[2:31:37] activists who made it her
[2:31:38] mission to change the
[2:31:39] trajectory for countless young
[2:31:43] people and young adult don'ts

[2:33:28] individuals.
