[1:35] adopt a resolution accepting the City Clerk's

[1:37] notice of and Available Options Pursuant to California Elections

[1:45] Code § 10229 and Either Appointing

[1:46] the Sole Nominees or Directing Elections for City Council

[1:46] Districts 2 and 4 at the November 3, 2026 General

[1:48] Municipal Election.

[1:59] And the staff report will come from our city clerk.

[2:01] >> Good evening mayor vice mayor and council members

[2:04] the nomination for the November 3rd general municipal election

[2:06] closed on Friday August 7th with only one candidate qualified

[2:10] for each of the open seats.

[2:13] District two Henderson and District four Councilmember

[2:17] Shannon Shaw.

[2:18] At the close of the nomination period,

[2:21] no individuals have expressed interest

[2:23] in running as a write in candidate for either district.

[2:27] Under California Elections Code section 10229, A1,

[2:36] one candidate qualifies for an office of the City Council

[2:39] can appoint the qualified nominees

[2:40] or proceed with holding an election.

[2:42] As required by law, the notice of facts and available options

[2:46] was published in the East County Times

[2:50] on Friday, August 14, 2026, following the fifth day

[2:55] publication, Council may take action.

[2:57] If Council elects to appoint the nominees,

[2:58] the appointment must occur no later than the 75th day prior

[3:00] to the election, which would be August 20th, 2026.

[3:09] If the City Council chooses to appoint the nominees,

[3:13] appointees qualify take office and serve

[3:13] as elected of the municipal election.

[3:15] The appointed person's name and candidate statement

[3:18] will not appear on the ballot and write in candidates will not

[3:21] be permitted.

[3:22] If council chooses to hold the election,

[3:25] the city will incur election related costs estimated to be

[3:28] between 31,000 to $50,000 for both districts based on county

[3:34] elections data as of April 3rd, 2026.

[3:37] If elections are held in districts two and four,

[3:40] each nominated candidates name and ballot designation

[3:44] will appear on the applicable district ballot

[3:46] and each candidate's statement will appear

[3:48] in the Voter Information Guide.

[3:50] Qualified write in candidates will also be permitted.

[3:53] Staff recommends City Council consider the available options

[3:56] and adopt the appropriate resolutions for each district

[3:59] to either appoint a qualified candidates

[4:01] or direct an election to be held.

[4:03] And that is my staff report.

[5:36] If we could separate it, I think it would be best paramedic

[5:38] >> If that is the way the motion is made, it sounds good to me.

[7:27] And I won't take that as direction given at this meeting.

[7:27] But we will be bringing it back in a future council meeting.
