[4:44] economic development.

[4:45] I have with me shelby goodwin

[4:46] who serves as the special events

[4:50] coordinator.

[4:51] on july 4th, the city held its

[4:55] annual celebration in the park

[5:02] including activities for

[5:03] children throughout the day.

[5:06] the boy scouts of america troop

[5:09] presented the flags and the

[5:14] pledge of allegiance and the

[5:15] national anthem. The bands

[5:17] performance was followed by a 20

[5:21] minute fireworks display for the

[5:26] anniversary.

[5:27] this takes a village to execute.

[5:29] with that, we have a special

[5:30] thanks to shelby goodwin and

[5:33] vanessa and for the city's

[5:36] compliance and staff and

[5:38] landscape and special programs

[5:40] teams as well as park

[5:42] ambassadors with the special

[5:44] recreation district, the

[5:45] riverside county sheriffs

[5:47] department, the marshals, the

[5:50] citizens on patrol.

[5:52] thank you for making this event

[5:54] a great success.

[5:55] we would also like to thank the

[6:06] city's sponsors for helping with

[6:10] this event.

[7:43] outdoor workers.

[7:47] we have our streets division,

[7:49] parks and landscape division,

[7:51] facilities, traffic, public

[7:55] works inspectors, building

[7:57] inspectors and compliance

[7:59] officers and managers in the

[8:02] programs.

[8:03] these are all folks providing a

[8:06] service to our community and we

[8:07] want to thank them specifically

[8:10] next week and show our

[8:12] appreciation for them

[8:14] year-round.

[9:14] been a lot to report at the

[9:17] conference that I'm attended and

[9:20] at the arizona state university

[9:22] how they have been combatting

[9:25] and mitigating heat and with

[9:27] their cooling centers and

[9:30] getting fema dollars to support

[9:33] their cooling centers. That was

[9:36] wonderful and on a federal level

[9:39] regarding cybersecurity

[9:41] supervisors and trying to

[9:43] coordinate a meeting through the

[9:45] chamber of commerce for small

[9:47] businesses.

[9:48] the idea of ransom ware attack

[9:54] and how they impact our local

[9:57] economy is very important.

[10:00] there has been a discussion on

[10:02] fentanyl in schools and how to

[10:08] mitigate them and how to bring

[10:13] the community together and the

[10:16] housing services and mentioning

[10:19] the coachella valley as an area

[10:21] with high need.

[10:22] this is a national conference

[10:24] and we were highlighted not only

[10:25] for the need, but later for the

[10:34] innovation we were having.

[10:35] there were questions on the

[10:37] conference and I found it very

[10:39] valuable. I appreciate your

[10:41] support.

[11:29] also last thursday, secretary of

[11:32] transportation announced a

[11:34] $1.3 billion funding for the

[11:46] port's and trade corridor.

[11:48] we are part of the trade court

[11:51] order going through the

[11:52] coachella valley and doing a

[11:54] great job representing all the

[11:56] cities in this area to get

[11:58] funding to be sure the I-10 is

[12:02] taken care of appropriately and

[12:03] how it impacts our communities.

[12:07] of course I want to mention,

[12:09] it's hot out there.

[12:11] it's time to check on our

[12:14] neighbors to be sure they are

[12:15] okay.

[12:17] july 1st through august 31st is

[12:19] nine city challenge.

[12:21] during the summer, our high

[12:24] school blood drives are

[12:25] non-existent and many of our

[12:28] snow birds leave.

[12:29] that's another source of blood

[12:31] donations that we don't have.

[12:33] this is a great time.

[12:36] every time you donate, you can

[12:37] save up to three lives. It's an

[12:40] hour of your time.

[14:04] observed our assessment that the

[14:08] various downtown overlay

[14:12] districts were not serving to

[14:17] effectively implement the

[14:20] general plan of particularly in

[14:34] regard to height we thought were

[14:38] not desirable nor achievable.

[14:40] since that time, we've had two

[14:43] different significant economic

[14:47] stressors to development in the

[14:51] form of covid and inflationary

[15:02] cycle and quite a lot of staff

[15:05] transition.

[15:06] so now that those currently in

[15:10] the development department have

[15:13] gained some experience with the

[15:16] current system, I would like to

[15:19] request staff's assessment of

[15:30] how well the overlay districts

[15:33] are functioning or not

[15:36] functioning and perhaps make

[15:41] some recommendations and

[15:42] alternatives.

[15:43] does that seem feasible?

[18:16] license reader cameras with

[18:21] intelligence that is a camera

[18:25] that is logging, learning, that

[18:28] is an invasion of our privacy,

[18:31] and also has many problems of

[18:34] its own.

[18:35] according to the city of palm

[18:39] desert at least 101 cameras are

[18:41] being installed to help the

[18:43] sheriff "fight crime and enforce

[18:46] the law".

[18:47] these are carrots of technology.

[18:50] according to flock's own

[18:52] website, they record a detail

[18:55] vehicle fingerprint, travel

[19:00] patterns, stores images,

[19:07] analyzes key elements and that

[19:09] we own the footage and never

[19:12] share it.

[19:13] that is not true.

[19:14] the stored data goes to amazon,

[19:17] google and other tech companies

[19:19] and could easily be hacked.

[19:21] hundreds of cars come under

[19:24] suspicion for a crime if they

[19:26] are recorded passing by a camera

[19:28] on the event of a crime.

[19:32] these cameras have access to the

[19:35] records of all vehicles comings

[19:37] and goings.

[19:38] the surveillance system with

[19:40] their records could be used to

[19:42] implicate someone in a crime or

[19:43] any variety of other situations.

[19:46] these dangers are worsened by

[19:53] these broad disseminations since

[20:00] it not only goes to the

[20:03] neighbors but to other police

[20:05] even around the country through

[20:06] flocks new talent system.

[20:20] which links all the cameras

[20:23] around the country.

[20:25] these cameras are black and on

[20:29] black polls.

[20:30] not to confuse with the

[20:33] intersection cameras.

[20:34] how many people in this room are

[20:36] listening via zoom value and

[20:38] want to keep a right to privacy.

[24:09] staff is before you requesting

[24:12] award of contract to produce the

[24:15] city's 50th anniversary

[24:19] celebration.

[24:20] this is an agency that has a

[24:29] long history serving this city

[24:32] and the college of the desert

[24:34] and various businesses,

[24:36] non-profit organizations and

[24:38] restaurants could be approved

[24:40] beneficial to the success and

[24:41] innovation of the event. Palm

[24:46] springs showcase this history

[24:48] within the last year and also

[24:50] dynamic musical acts and kids

[24:53] activities, food drink area and

[24:56] taste of palm desert.

[24:58] upon approval of this contract,

[24:59] staff will work with palm

[25:02] springs life on specific details

[25:04] of this event, and we will

[25:07] regularly report to the city

[25:09] council and will return to

[25:11] council for park wavers once we

[25:14] have the scope of the event.

[26:47] phase and lighting and solution

[26:48] plan, it was discovered that

[26:50] utilities were much more

[26:52] significantly obstructing than

[26:54] anticipated.

[26:55] so approval of relocating these

[26:57] utilities will allow the project

[26:58] to remain on track with

[27:03] installation of the sculpture

[27:04] this year.

[27:06] in addition, if this is

[27:08] approved, staff will work with

[27:09] residents and businesses in the

[27:11] area to notify them of the work,

[27:14] even though it's minimal impact

[27:18] such as road closures because it

[27:22] will be refined to the

[27:23] roundabout.

[28:09] bernardino, california, for the

[28:10] fred waring drive street

[28:11] rehabilitation project (project

[28:40] >> good evening. I'm ron with

[28:44] the projects department. The

[28:45] item before you is for the

[28:48] project on fred waring drive.

[28:55] this is showing cracking and

[29:00] shows failures in the asphalt

[29:03] and sub grades.

[29:06] if it is not repairs, there will

[29:09] be several pot holes. This is

[29:15] including segments of fred wear

[29:22] waring drive getting into the

[29:25] low 50s.

[29:28] they conducted test and

[29:30] including ground penetrating

[29:32] radar and determined the best

[29:34] treatment would be to full deck

[29:37] reclamation. To pulverize the

[29:43] existing asphalt and remove the

[29:45] top six inches of the new

[29:48] blended material to lay a full

[29:50] layer of new asphalt concrete on

[29:54] top.

[29:55] there will be a lot of heavy

[29:57] equipment and significant impact

[29:58] to traffic and will provide

[30:01] notification to businesses and

[30:02] provide one way traffic at all

[30:07] times. The contract will phase

[30:08] the project to enclose the

[30:14] outside lane and then the

[30:17] driveways first and then to the

[30:20] outside lanes and once they have

[30:21] that paved, they will move the

[30:24] operation to the inner lanes and

[30:26] rehabilitate those lanes.

[30:28] in addition to the street rehab,

[30:30] there is pedestrian facilities

[30:32] and drainage improvements that

[30:34] will be maintained. Here is the

[30:37] timeline.

[30:38] we anticipate the project will

[30:40] take approximately 90 calendar

[30:42] days.

[30:43] we built a time line with this

[30:45] in mind.

[30:51] we added an early completion

[30:54] incentive to the contract ahead

[30:56] of schedule.

[30:57] when we are addressing a project

[30:59] on an arterial like fred waring,

[31:03] communication is very important.

[31:04] with that in mind, we built

[31:08] significant aspects into this

[31:09] timeline.

[31:10] you can see we are up to july

[31:20] and at this time we sent out

[31:22] mailers to a large area that are

[31:24] in and around fred waring drive

[31:28] and committee meetings with

[31:30] people to explain and we are

[31:33] here tonight asking this city

[31:34] council to award this contract.

[31:36] we have been receiving support

[31:38] from our public affairs team to

[31:40] help get the word out, and in

[31:42] support of that, we've already

[31:43] put out changeable messages on

[31:46] fred waring to notify drivers of

[31:49] the upcoming project and we have

[31:50] an engage palm desert for fred

[31:54] waring live and accessible on

[31:56] our website.

[34:57] a developer has requested that

[34:59] csda adopt a plan for financing

[35:02] and providing the issuance of

[35:08] the housing revenue bonds.

[35:10] the proposed includes the tax of

[35:13] revenue bonds not to exceed $60

[35:16] million for the purpose of

[35:19] financing, acquisition and

[35:20] development at crossings at palm

[35:23] desert. The proposed plan

[35:25] requires that the local

[35:27] jurisdiction hold the public

[35:28] hearing and adopt the resolution

[35:30] supportive of the bond issuance

[35:33] to meet the requirements of the

[35:36] fiscal responsibility act as

[35:37] well as the internal revenue

[35:40] service code of 1976. The city

[35:43] has no obligations besides

[35:47] offering the tax and the code

[35:50] and for the financing of this

[35:52] community will be the sole

[35:55] responsibility of the borrower

[35:58] including the payment of the

[35:59] bonds.

[36:00] the city has met the

[36:01] requirements of the code for

[36:02] other developments including the

[36:06] sands, the talia apartments.

[36:18] crossings are on gateway drive.

[36:24] the community is an affordable

[36:27] housing development including

[36:28] 106 units from 1, 2, and 3

[36:32] bedroom units for families not

[36:35] exceeding 80% of the median.

[36:39] staff recommends the city

[36:41] council take public testimony

[36:42] and adopt the resolution

[36:43] supporting their borrowers

[36:47] request.

[39:11] electrical cost at the desert

[39:14] willow golf course clubhouse.

[39:18] and there are locations and they

[39:21] identified a parking lot that

[39:23] will be constructed on the

[39:27] corner of marketplace and willow

[39:29] drive for this location of the

[39:32] system and this will use 100% of

[39:36] the clubhouse as well as the

[39:37] usage from the golf course

[39:38] irrigation pump.

[39:40] the solar project will again

[39:42] rate over 113 megawatt hours

[39:47] annually and the city is

[39:48] expected to save $2.6 million on

[39:52] electricity bills.

[39:53] this power purchase agreement is

[39:56] identical to the power purchase

[39:58] agreement that the city council

[40:00] approved in 2022.

[40:02] the agreement has been reviewed

[40:04] by nb 5 that are experts in the

[40:08] field of sustainable planning

[40:10] and the city attorney has

[40:17] reviewed the agreement and

[40:18] analysis are reasonable.

[40:24] staff recommends the project be

[40:34] approved per the

[40:38] recommendations.
