[4:11] And further pre-certify that the ordinance is
[4:13] complied with all statutes.
[4:14] Publication requirements.
[4:17] MC 2020-23 is an ordinance to amend
[4:20] article 13, 17, 13, 20 of the Plainfield land use ordinance
[4:24] rising. The fee schedule for payments to professionals with the review of applications
[4:29] to the Plainfield planning board and board of adjustments for us with these.
[4:33] So to say that by certify that the notice of the public hearing on this ordinance
[4:36] is publishing the courier news. I'm number 19, 22.
[4:45] Thank you, sir. The floor is now open to any member of the public
[4:49] who would like to speak on this ordinance.
[4:54] And I need to correct myself. It was star six. So if you are on a phone and you just dialed in, it's star six to raise your hand.
[5:03] Thank you. Perfection.
[5:11] No one has their hand raise.
[5:13] Okay. Hearing and seeing no members of the public who wish to speak in this ordinance may have a motion to adopt this ordinance on second reading and final passage.
[5:23] And if adopted the ordinance shall be published as required by me.
[5:27] So moved.
[5:29] Second.
[5:30] I don't
[5:35] think I'd close public hearing on this work, and so I may have a motion to close public hearing on this motion.
[5:44] Second.
[5:46] Second.
[5:48] Second.
[5:48] Second.
[5:49] And now, may have a motion to adopt this ordinance on second reading and final passage.
[5:53] Do I vote?
[5:55] Second.
[5:57] Like Park Maveror, Pope?
[5:59] House member status?
[6:01] Yes.
[6:02] Yes.
[6:04] Yes.
[6:04] Can I?
[6:07] Okay.
[6:09] No.
[6:09] No.
[6:11] Yes.
[6:13] I'm the president of the academy.
[6:16] Yes.
[6:17] That is unanimous.
[6:18] This ordinance is going to adopt it in separating formal passes.
[6:21] Sir.
[6:22] The clerk, please read MC 2020-24 by title and further certify that the ordinance has
[6:30] applied with all statutory publicational requirements.
[6:34] MC 2020-2024 is an ordinance to rename
[6:37] East Third Street between Tel Road and the Leeland
[6:41] Avenue to Millets Campbell Way.
[6:43] You see here, I certified that the notice of the public hearing
[6:46] on this ordinance was published in the earlier news
[6:48] and the number 18-2020.
[6:51] Our virtual floor is now open to any member
[6:55] of the public who would like to speak on this ordinance.
[7:07] to hit the hand icon to indicate you'd like to speak or star six if you are on the fall.
[7:15] I see it. We have at least one person that raised their hand, I believe.
[7:20] Yes, Nancy P. R. 11, 29, we're allowed it. I think this ordinance is a long time coming.
[7:27] However, I wish they had mentioned that Milk Campbell was a graduate of playing for a high school.
[7:33] I think it would have gone a long way to encourage students
[7:38] to play for high school and let them know
[7:40] that he was a proud graduate of play for high school.
[7:44] And it also won the Silver Medal in 1952 against Bob
[7:48] Matthias as a student at play for high school.
[7:53] My only other concern is that make sure you notify the OIC
[7:58] of the post office because people do have, sorry about that. That was outside my house. People
[8:07] have a tendency to change their addresses and I'm sure there's going to be a lot of people
[8:11] that are probably going to want to put milk Campbell way at their address so I think not to
[8:16] confuse the post office. You should just at least notify the OIC, the postmaster, that the city did this.
[8:24] And I think it's a great tribute to Milk Campbell.
[8:30] Thank you for your comments, Ms. Cuteness, you've a bar.
[8:35] If the clerk can note that, make sure we don't have any issues in the future.
[8:42] Is there anyone else in the public?
[8:45] Nope, that was the only person with their hand rise.
[8:48] Okay, may I have a motion to close the public hearing on this one.
[8:52] So moved.
[8:54] Second.
[8:55] Thank you. May I have a motion to adopt this ordinance on second reading and final passage?
[9:00] And if adopted, this ordinance will be published as required by law.
[9:03] Moved.
[9:04] Second.
[9:05] Work, no call, please.
[9:08] It's moved by Councilman Good, second did by Councilman Davis.
[9:13] Council members Davis.
[9:14] Absolutely yes.
[9:16] Councilman Good.
[9:17] Yes.
[9:18] Councilman Kanna.
[9:20] Councilman McCray.
[9:22] Councilwoman Nils ransom. Yes. My president, our body. Yes. Council,
[9:29] brother and architect. Yes. That is unanimous to the doctor.
[9:36] Thank you.
[9:37] Clerk, please read MC 2020-25. My title and further certified that the
[9:41] ordinance is compliance with all statutory publication requirements. MC 2020-25 is an
[9:49] ordinance to amend chapter 16, article 19, section 8, read, and
[9:54] finds with updated reads.
[9:58] If you're by certified at the notice of the public hearing on
[10:01] this ordinance, publish in the career news on November 19, 2020.
[10:07] For us now open to any member of the public who would like to
[10:10] speak on this ordinance.
[10:23] No one has their
[10:26] You ring and seeing none, and to take a motion to close public hearing on this ordinance?
[10:34] Moved.
[10:35] Thank you.
[10:37] Thank you.
[10:38] May I have a motion to adopt the ordinance on a second reading and final passage?
[10:41] And if adopted, the ordinance shall be published as required by law.
[10:47] Moved.
[10:50] Second,
[10:55] council members, data.
[10:57] No.
[10:59] Councilman's letter.
[11:00] Yes?
[11:01] Councilman McKenna.
[11:03] Yes.
[11:05] Councilman McCray, Councilwoman Mills Ranssen.
[11:10] Yes.
[11:11] Vice President Armadi.
[11:15] Council President Akade.
[11:17] Yes.
[11:19] Biden favorite to oppose resolution has been adopted.
[11:25] If you clerk, please read MC 2020-26 by title and further certify that the ordinance has
[11:31] applied with all statutory publication requirements.
[11:36] MC202026 is an ordinance to amend Section 518.
[11:41] We know all of dog for license. License for dogs are the Plainfield Municipal Code of the City
[11:47] of Plainfield. It was here by certify that the notice of public hearing office, which was published
[11:51] on November 19th, 2020. The virtual floor is now open for any member of the public who would like to
[11:59] on this ordinance.
[12:12] Good evening. Good evening. Sam Sikita Cooper playing field business owner.
[12:17] Simply wanted to ask or just clarify when this ordinance will take effect as I did receive paper work
[12:25] regarding renewal applications. I can also say that I did receive feedback from some other residents
[12:33] who also got the license application renewal and there were several inconsistencies regarding the names that were placed outside of the envelope.
[12:49] One of the person's names was listed as let's just say Joe resident and this is a person who has applied for many years.
[12:58] You have their information. So I would just ask that you look into that as well as just kind of want to get clarification on how the process is going to be
[13:07] And I'm happy to know that you're going to be extending this for a few years now instead of every year. So just kind of wanted some clarification on that.
[13:15] If there's something on the website that you can direct me to or someone can send me a link after this. That would be great so that I can share the information.
[13:24] That's it.
[13:28] Thank you for your comments. I would like to have the director just speak a little bit about that.
[13:38] Doesn't have to be we can wait to the make sure everybody got their public comments and give the director an opportunity to speak about that.
[13:48] Let's see if we have anyone else that wants to speak first before any director interrupts public comment.
[13:57] So we have someone else as well
[14:04] in Nicole Mingo-Horton on you yourself give your name an address for the record
[14:10] Nicole Mingo-Horton, 1366, St. Nicholas Boulevard
[14:16] I I I too received my renewal paperwork in the mail
[14:22] But I was a bit surprised because I thought that the licensing was going to be available for or not online
[14:31] renewals this year and it's it's said that you can mail it in but it did not
[14:39] make clear whether or not you are still required to send a self-adjust stamped
[14:45] envelope in order to receive your licenses and the paperwork back and the
[14:54] other thing about renewing through the mail that I don't understand is if you
[15:00] Your licensing, the same animals for multiple years, why you have to send a space certificate every
[15:08] single year along with an application and the rabies certificate, and then they send all the paperwork
[15:16] back, including the application. It just doesn't make sense to me that, I mean, a dog or a
[15:29] information in. She doesn't make sense to me. So I can give some clarification on that.
[15:38] But seeing that we are in the situation we are with this pandemic, it would have been much better if this could have been done
[15:45] completely online as opposed to having to send it through the mail to do the renewals.
[15:54] Thank you.
[16:06] Thank you for your comments, Ms. Horton. We have a friend now,
[16:09] state your name and ask an address for the friend
[16:23] of you there.
[16:28] I apologize, Nancy Moore.
[16:31] 975 from would have a new plan for the jersey.
[16:33] Oh, 7062. I also have a question around dog licensing.
[16:39] I had an issue as well.
[16:41] I went and milled in the application. It got lost somehow.
[16:47] So I have to redo everything you sent everything in so that let me to contact the director directly and I have to drop it off, you know, manually.
[17:02] So is there any way that I don't know that we can kind of certify that we can get these dog licenses back on time and not get lost?
[17:13] because it's very inconvenient.
[17:16] All mine would be great, but I mean I guess you guys are doing what you can do.
[17:25] Thank you very much.
[17:26] Thank you for your question and your participation, Frank.
[17:29] See if we can direct it.
[17:31] Hopefully some of these questions obviously residents have some concerns about those.
[17:36] How's the president?
[17:37] Yes sir.
[17:39] There's a lot of unmuted participants here.
[17:43] And you know that the last Miss Moore was kind of cut out a little bit and hesitated a little bit because there's noise and background and somebody sounds like they're scuba diving.
[17:55] Can we get people to mute when they're not talking?
[18:02] Yes.
[18:04] It's good advice.
[18:10] Anyone else?
[18:14] From the public wish to speak on this ordinance?
[18:18] Currently no one else has their hand rest.
[18:25] Okay, Director Brown, if you don't mind, just chiming in on some of the issues that you heard and give up.
[18:31] As well as explanation as you can.
[18:34] So, the audit it's executed with the previous, which we don't have an opportunity to do right now.
[18:41] In the letter we did mention that the online access we've done in January, we didn't even know it takes place.
[18:49] We're still working out, well, on our aim, we're still working out technical challenges
[18:54] with getting, and I think I'm saying it's like the two systems to talk for me, and I think
[19:00] that should be done well until we see what we had planned on doing, is the same individuals
[19:05] that we've notified via letter, we will send them a postcard, and we'll put our line,
[19:09] we'll do the social media, let them know that it's not going to run, also we will have
[19:15] I built in the next few weeks so that when January comes,
[19:19] people will, residents will be able to get information online.
[19:23] There was a question around the mail and an accuracy.
[19:27] I'll have to check on that and they take the name down.
[19:31] And I will follow up.
[19:32] Anybody who doesn't has any questions, please follow up.
[19:36] We've not gotten any complaints so far.
[19:38] It's up for the challenges that we just received now.
[19:41] But I'm certainly going to talk to the director that vision.
[19:44] And make sure that this is accurate, you know, if there's a state where we're suddenly corrected.
[19:49] And also the goal is always to make this a decision is possible.
[19:53] And so by putting it online and schema, and that's what we've seen there.
[19:58] It's not perfect, but we're certainly trying to get as close to this possible.
[20:02] So there also was a question about sending in the the speed or the neuters certificate on a yearly basis.
[20:09] Is there an necessity for that?
[20:13] I'm not going to speak to that right now because I think the review will be a lot of things that we have to see.
[20:18] But I'm not too sure.
[20:19] So I will find out and get back to the president.
[20:22] And thank you.
[20:23] I think that may not be.
[20:25] I think that maybe you'll find the ability to get back.
[20:27] I need to do that.
[20:29] Okay.
[20:30] Well, thanks for taking a look into that.
[20:32] We'll see what the results are.
[20:33] And let the public know, perhaps at the next meeting.
[20:36] I try to see if I can do anything.
[20:38] Thank you.
[20:39] Thank you.
[20:39] Thank you.
[20:41] All right, hearing it's seeing no other members of the public may have emotion to close the public hearing on this ordinance.
[20:52] Immu.
[20:53] Second.
[20:55] Thank you may have emotion to adopt this ordinance on second reading and final passage.
[20:59] And if adopted this ordinance shall be published as required by law.
[21:05] Thank you.
[21:06] Work may have a vocal.
[21:09] Also members Davis.
[21:10] Yes.
[21:12] Good.
[21:12] Yes, McKenna. Yes, McKenna.
[21:18] Those residents,
[21:22] council members,
[21:23] Ms. Mills Ramson, you're on mute.
[21:27] I'm sorry, I was just doing as I was asked. Okay, yes.
[21:32] Vice President of the body. Yes.
[21:35] And council President McKenna.
[21:37] Yes.
[21:39] And as your unanimous assistance, what we're going to do?
[21:41] I can clearly please read MC20-27 by title and further certified that the ordinance has
[21:50] complied with all statutory publication requirements.
[21:54] The 2020-27 is an ordinance providing for special emergency appropriation pursuant to
[22:01] NJSA-48-453M to fund and anticipated deficit in operations for the 2020 fiscal year
[22:08] city directly attributable to COVID-19.
[22:12] I'm here by certified that notice of the public hearing on this
[22:15] sort and it was published in the career names on November 19th, 2020.
[22:26] I'm sorry, December 30, 2020.
[22:29] Thank you. The floor is now open to any member of the public who would like to
[22:33] speak on this ordinance.
[22:48] Okay, hearing and seeing none.
[22:51] Maveram Ocean Nicole's public hearing on this ordinance?
[22:55] Oh, moved.
[22:58] Second.
[22:59] Second.
[23:00] Second.
[23:00] Thank you.
[23:01] Maveram Ocean to adopt this ordinance on second reading a final passage, and if adopted
[23:05] the ordinance shall be published as required by law.
[23:09] Then moved.
[23:12] Second.
[23:15] Second.
[23:16] Second.
[23:16] May I have a roll call?
[23:18] Members.
[23:18] Davis.
[23:19] Yes.
[23:20] Good.
[23:27] That's been good.
[23:28] You're on mute.
[23:32] Yes.
[23:34] Apologies.
[23:37] Yes.
[23:39] Councillor McRae, Councillor Wilming Mills, thank you.
[23:46] Yes.
[23:48] Councillor Brethren, are you ready?
[23:50] Yes.
[23:52] That is unanimous.
[23:54] We're going to go back to the second reading and final passage.
[24:01] Thank you.
[24:02] We will now move to public comments, limited to resolutions, motions and ordinances to the
[24:08] do so on first reading. A total of 30 minutes has been allocated for public comments limited to
[24:15] resolutions and ordinances this evening. If you wish to be heard hit the hand icon to be recognized
[24:21] and you will be unmuted. Once unmuted, please give your name and address for the record.
[24:26] Each speaker will be given three minutes. The floor is now.
[25:05] It's very wrinkle. You're on mute at
[25:06] it speak.
[25:09] Hi, this is Mary Burwinkel 1785 Sleepy Halloween. Hope everybody is safe and healthy.
[25:16] On the on the on the ordinance about the residency waiver for one of that for a new employee,
[25:23] I don't know the employee, congratulations to the person for getting a job, but I'm just wondering
[25:29] at this point like how do those jobs get advertised and did anybody from playing field to play?
[25:35] Um, I don't know who this, you know, I don't know who this person is and I'm sure he's
[25:39] smiling, but I'm just, I'm sure there are people in plain guilt in this pandemic who probably
[25:44] have those qualifications and I'm just wondering how the thing gets advertised.
[25:48] Thank you.
[25:53] Thank you for your question and concern at the conclusion of comments regarding these resolutions.
[26:01] I will have either a corporation council or a city manager address that question.
[26:13] Is your on a phone and want to speak? It is star six as a reminder.
[26:27] Okay, seeing and hearing none, I'm going to give Abby or Dave would you prefer to take that?
[26:37] I'm happy. I'm happy to take it.
[26:39] So this position was, was advertised in multiple places, but set all of our positions are advertised on the playing field website.
[26:49] This one was also advertised in the League of Municipalities website, which is a, which is a broad base of obviously of New Jersey residents looking for municipal jobs.
[27:01] And that's because this one is a very specialized skill set.
[27:06] This job, there were, I believe, 17 applicants,
[27:10] three of which were playing field residents.
[27:14] And this is a competitive civil service job.
[27:17] So it requires a certain amount of years in a specific field,
[27:21] doing specific work.
[27:23] And if you don't have that experience,
[27:25] you will not be able to get on the civil service certification
[27:28] for permanency in this job so therefore we can only hire an applicant who meets that civil
[27:35] service criteria. As a municipality we have no say in those in that criteria. These are civil
[27:42] service jobs. They come with their own job descriptions and their own experience requirements.
[27:49] We get no wiggle room in that and so we were only able to hire an applicant who met the civil
[27:56] service job requirements, and the job experience level, and there were no playing field residents
[28:03] who met, in fact, I believe, the person that we hired was the only person of all the 17 applicants
[28:10] who met those requirements.
[28:15] I'm happy to answer any other questions on that.
[28:19] Okay. Well,
[28:26] thank you for answering that, Abby. That's fine.
[28:29] Are there any comments from council members regarding resolutions are 329-30 to R330-20?
[28:46] Thank you, should be R329-20 though.
[28:49] Any questions from council members?
[28:54] Hearing and seeing none may have a motion to approve.
[28:57] Motion.
[28:59] Second.
[29:00] All in favor?
[29:02] Aye.
[29:02] any opposition or abstentions? Okay, this resolution, those resolutions are approved.
[29:10] Mr. Clark, will you please proceed with the remaining resolutions?
[29:15] At least can we 31, 20, authorizing an appropriation for Kaloji Simitz?
[29:22] Any questions from council members?
[29:28] Hearing and seeing none is there.
[29:30] Yeah, Council President, I just have one question really quickly that this is the third allocation we did, and last month we did one
[29:40] in addition for litigation defense work. So we're kind of blowing past our budgets a lot. Now last month this wasn't for the same firm
[29:52] for miscontellus firm, but you know, and what point do we figure out how we get control of these
[29:57] so that we can stay within our budgets?
[30:03] Cooperation council, please. Thank you, Council President. Just to clarify, this is not a third appropriation for
[30:10] Coloji Simitz. This is a second appropriation. The original appropriation was for $10,000 for the year for the firm of
[30:19] Coloji Simitz. This is a request for an additional $5,000. Coloji Simitz, as well as doing litigation,
[30:26] defense report also acts as a hearing officer for the city of Plainfield on departmental hearings.
[30:34] So as required by civil service, any individual who is charged with a disciplinary action in
[30:42] an excess of five days is entitled to a departmental hearing. As we were required to given that hearing,
[30:48] we need a hearing officer. The Colossus Simmons firm has acted as our hearing officer this year,
[30:55] And doing so based on the amount of cases that they've been handling a required additional $5,000 to complete the year.
[31:04] And I'm happy answering your questions that you might have.
[31:08] Yeah, I'm actually looking at the resolution and there was our zero zero five dash 20 and our to 11 dash 20 and this is our 331 dash 20.
[31:20] There was January 21st, 2020, July 13th, 2020, and now this one, so this is the third.
[31:33] Yeah, so again, certainly I would have to review that I, in my review of my records,
[31:38] I only saw this as the second appropriation for Cologie Simitz for the additional $5,000.
[31:45] I did not see a July, in my records, in my review, did not see an additional appropriation
[31:53] for collogy limits, other than the original one in January, and then do you want tonight?
[31:59] You know, I brought this up last month, too, is that, you know, it's kind of, it's humorous
[32:05] when we do a resolution that says not to exceed, but then we just do another resolution that
[32:10] that lets it exceed and their instances where obviously things come up and we need to add
[32:15] additional funding.
[32:17] But I think at some point we need to look and see why, and I get that they're necessary
[32:22] for civil servant defense hearings and that sort of thing.
[32:26] But are we having too many of those?
[32:28] And why are we having too many of those?
[32:29] And how do we compare with other municipalities of similar size with the sort of thing?
[32:34] And how do we do things differently so that we're not doing as many of these?
[32:37] So that, you know, happier employees and we're not paying as much on attorneys and, you
[32:42] know, don't want to sing a lot of attorneys, but they between them and engineers
[32:48] were right a lot of checks to them.
[32:50] So that's what I pointfully.
[32:53] And the other questions from council members,
[32:57] do we have a motion?
[33:01] Moved.
[33:02] Second.
[33:03] All those in favor.
[33:05] All right.
[33:06] in the acquisition or extensions.
[33:10] Okay, this resolution has approved.
[33:27] Resolution 332 20 authorized approval to execute
[33:31] an agreement with extra duty solutions.
[33:36] Any questions from council members?
[33:39] Councilwoman Davis, please.
[33:41] Director West or Director Burgess, I'm not sure which one of you would address this,
[33:46] but he just explained why a service like this is necessary
[33:52] and also can you explain how there is no fiscal impact to this?
[33:58] Yes, I guess I will address that.
[33:59] And if I leave something out, Director Berges can come in and help me.
[34:04] But this is a service that's currently managed in-house.
[34:09] You know, we use police officers to handle extra duty assignments.
[34:16] And we also have the responsibility for paying the officers,
[34:21] You know, whether we've collected money from the vendors or not, you know, what happens
[34:27] with this extra-duty solutions is that we will no longer be responsible for, you know, dealing
[34:34] with the vendors and collecting, you know, the any fees earned will be followed to us
[34:41] by extra-duty solutions before any checks are rendered, plus the offices that are currently
[34:46] involved in administering the program will be back in the field, you know, and picking up other
[34:54] assignments. So administratively, it's a, it's a, it's a, it's a win for the city. By naturally,
[34:59] it takes a liability away from us, though we are responsible for ultimately paying the officers
[35:06] and, you know, extra duty assignments take place all the time, whether it's road assignments or
[35:12] or restaurant or any other jobs, we have our offices working thousands of hours in extra duty work.
[35:23] Director West, do you mind if I just add on to that?
[35:27] I don't mind.
[35:29] So Councilwoman Davis, I just want to make sure that all the Council members understand because it's a very unusual set up with cops who do off duty work.
[35:39] The city pays them and because of the Fair Labor Standards Act, we have to pay them within a two week period, just like anybody working any job has to be paid within two weeks.
[35:50] Even though we don't necessarily have to collect the money from the vendor within those two weeks.
[35:56] So PSNG might pay us three months down the road, but we still have to make sure that those officers are paid within two weeks of completing their job.
[36:05] So, it creates a large liability for the city,
[36:09] funding money for the vendors before we are paid.
[36:15] So, by delegating that out to a vendor who's going to handle that for us,
[36:20] it takes the liability off of our shoulders, which is a big benefit to us.
[36:25] And to answer your question about the financial,
[36:28] how it's not a financial impact,
[36:30] this vendor will charge a 7%, I believe it's 7%,
[36:34] The 7% fee to the vendors who are using the off duty cops, so PSE and G will pay a 7%
[36:43] administrative fee to off duty solutions and that will cover their costs.
[36:50] So we're not paying them, they're going to pay directly by the vendor, that 7% fee.
[36:56] So I have another question so how do we know that having that 7% fee won't deter people from wanting to use off to the officers is my first question and my second question is so Mr. West basically said that we have a problem with collecting from those vendors from those people who are using off to the officers.
[37:21] So what do we do? What did we do to try to remedy it before we decided to go to a third party vendor?
[37:29] No. I didn't say that we had a problem. We do have a responsibility.
[37:33] That responsibility is no longer a burden of the city.
[37:37] So I think the key point to understand is that we were using police officers and in some cases even
[37:43] in a control to stay on top of the funding. The vendors suppose to put the funds and
[37:51] escrow in advance and that becomes an exercise that, you know, administratively we put a
[37:55] lot of time in. We no longer have to do that. And, you know, will they have an impact on the number
[38:03] of jobs that get awarded to the officers? We haven't found that to be the case in other municipalities.
[38:10] This is not a new process, you know, this has been going on for a number of years throughout the country.
[38:21] Any other questions from council members?
[38:26] Okay. Do we have a motion?
[38:30] Second.
[38:32] All those in favor.
[38:34] Any opposition or abstentions?
[38:39] This resolution is approved.
[38:42] As a motion 33, 23, 20 authorizing the city of Plainfield to join the burden municipal and clean benefits.
[38:51] Are there any questions from council members?
[38:55] Yes, I do.
[38:56] Councilman.
[38:58] So for 2021, then we, I know last year, we were going to go with the state program that didn't work out because of the,
[39:08] I've just lost my work at the one card or the smart card or the different card.
[39:14] There we go.
[39:16] So this year we're going to you.
[39:18] We're going to opt into the Bergen County health program for our health insurance.
[39:24] Is that what I'm understanding?
[39:27] Like a co-op through their program.
[39:32] The answer to that is yes.
[39:35] We are looking at a number of different options, though, with regard to health benefits in 2021.
[39:40] One of the options we have before us is to go into a health insurance fund to HIFTH, with
[39:46] very municipal for our Medicare Advantage participants.
[39:51] This is only with regard to our Medicare Advantage participants, not to something available to a
[39:56] citywide.
[39:57] Okay, so these would be for the retirees not for the existing working.
[40:05] Yes, so it is not for the active employees.
[40:07] It's for the basically the over 65 population.
[40:12] Okay, okay, thank you.
[40:18] Just Council on the Davis.
[40:21] So one of the resolution, well in the documents,
[40:24] it says that we have an opportunity to save an area of 500,000.
[40:29] Um, how do we come to that number and do we have a more concrete number of what we're going to say?
[40:37] Um, because in the area seems to be a little vague.
[40:41] Well, this is again, this is, this is, this is limited to the, uh, Medicare participants.
[40:48] And how do we get the, the privacy number?
[40:51] We look at the proposal from the health compared to what we're seeing from,
[40:56] In fact, I shouldn't say yes from the hip compared to what we have from Echno and that generates the difference.
[41:04] And so this is just a difference in the fees that we would be paying.
[41:07] You know for the Medicare Advantage Group.
[41:12] Thank you.
[41:16] Any additional questions?
[41:20] You're going to see none do we have a motion?
[41:24] So moved.
[41:26] Thank you.
[41:27] All those in favor?
[41:30] All right.
[41:30] In the opposition or abstentions, this resolution is approved.

[41:43] for the Berving Municipal Employee Benefits Fund.

[41:52] Do we have a motion and a second?
[41:56] I'm moved.
[41:57] Second.

[42:19] Any questions from council members?
[42:23] Do we have a motion in a second?
[42:25] Move.
[42:28] Second.
[42:29] All those in favor?

[42:45] Any questions from Council members?
[42:49] Council members, Davis?
[42:50] So how does this grant of that the deficit?
[42:55] I don't know, maybe I'm not even the right words,
[42:57] but the potential deficit we talked about at the special meeting.
[43:00] That is great help of remedy some of that.
[43:06] The answer to that would be yes, it would.
[43:10] Not the, you know, remember if you're referring to the ordinance that was
[43:15] that came forward, that is talking from the revenue end.
[43:20] You know, so we've got a revenue end.
[43:21] We've got a appropriation side to in the way of expenses.
[43:24] so it will it will close some of the gap but not all. Thank you.
[43:38] Other questions?
[43:40] My colleagues, Erin, seeing none. Do we have a motion in a second?
[43:47] Thank you.
[43:48] Second.

[45:16] Hearing and seeing none do we have a motion in a second?

[47:22] I'd just like to congratulate the directors who put this auction on.
[47:30] They raised quite a sizable sum of money selling city owned property here.
[47:39] And it sort of supports that, you know, we're doing that playing field is on the rise.
[47:46] It's tremendous interest in property and playing field as evidenced by this as well as the real estate market general.
[47:53] But just congratulations on our successful auction.
[47:58] Can I have a motion of a second?
[48:02] I can't.
[48:04] All those in favor?
[48:06] any opposition or extensions
[48:11] this resolution is approved. Resolution 34420 granting free parking in the central business district. Any questions or comments from Council members?
[48:26] Yes.
[48:27] Council on the Davis.
[48:28] I'm glad to see that even in a midst of a pandemic we're still granting free parking,
[48:34] especially in our social business district because we know that during this pandemic small businesses have been hit the hardest and I remember in one of the earlier meetings we had this year Director Jackson spoke to
[48:49] how a lot of businesses would probably close to this pandemic so hopefully with this free parking it really just brings that necessary business to
[48:59] to the businesses in our central business district.
[49:03] So I'm glad to see that this resolution
[49:05] has made it to the agenda once again this year.
[49:10] And you know, the questions are comments from council members?
[49:16] Yeah, I'd just like to echo those comments
[49:18] for council women, Davis, but we're just to go further as,
[49:22] you know, maybe next year I'd rather see this on a November meeting
[49:26] and do it maybe in a little earlier
[49:28] to give people opportunity,
[49:30] maybe do some black Friday shopping in our town with the benefit of that party.
[49:38] You know, they'll get a couple of weeks this year and that's a good thing, but you know,
[49:42] so the giving person and me wishes to do a little more, although I know that effects are
[49:48] the bottom line for the city, but that would just be my suggestion, but hey, I'm only one for
[49:58] Can we have a motion on a second?
[50:02] Yes.
[50:03] Yes.
[50:04] All those in favor?
[50:06] Aye.
[50:06] Any opposition or abstentions?
[50:11] Okay.
[50:11] This resolution is approved.
[50:14] Resolution 34520 authorizing the Plainfield Police Department to participate in the defense logistics agency.
[50:22] All enforcement.
[50:24] Any questions from Council members regarding this ordinance?
[50:27] Resolution?
[50:28] Yes.
[50:30] Do we know exactly what type of equipment would be acquired in this?
[50:40] The body of the resolution, it gives you an example of some of the items that we can get from them.
[50:48] Most of it is non-military.
[50:51] However, we already have the hummers.
[50:55] The dare hummer is one of those items.
[50:56] So regardless, if we, in those items that we get is still there property, so regardless,
[51:03] if we don't get anything else, we are supposed to do a resolution for that in order to
[51:09] continue to keep the property that we do currently have.
[51:12] We had other probably a couple of years ago, and but I believe everything that we were not
[51:17] using was given back to them with the exception of the homer that we, the homers that we
[51:22] have.
[51:25] Does that help to answer? Some of the items could be office furniture. It could be equipment
[51:33] different things like that. But there is a detailed in the body of the resolution.
[51:40] For the questions from council members. Here I can see none. I'll entertain a motion in a second.
[51:48] Move.
[51:54] Thank you. All those in favor.
[51:57] Any opposition or abstentions?
[51:59] Okay, this resolution is approved.
[52:05] Resolution 34620 warning a contract for surveillance security cameras for the rescue operations.
[52:13] Are there any questions from council members?
[52:23] Fearing and seeing none, do we have a motion in the second?
[52:26] Some moved.
[52:29] All those in favor?
[52:31] Aye.
[52:32] Any opposition or extensions?
[52:34] 346 to ask 20 is approved
[52:39] by the Lotion 3-47-20 authorizing the acceptance, would agree
[52:46] with the playing field, fire department in the county and Iggy historical architects.
[52:52] Are there any questions from my council colleagues?
[52:55] Yes.
[52:57] Council on the Davis?
[52:58] Just to be clear, was this firehouse a part of a redevelopment plan at one point in time?
[53:11] I believe it's up to the, you talk about the, you ask in about the redevelopment plan from when?
[53:24] Or are you asking a question about this study?
[53:29] Asking if this firehouse on South Avenue has been or is a part of a redevelopment plan?
[53:39] Director Jackson, I don't think that is part of, well, I would have to check this,
[53:45] this part.
[53:48] I would have to check to see if this part of a redevelopment plan
[53:52] Councilwoman Davis, but I do know it is a historical firehouse.
[53:59] So President, just mayor, you child. I would like to add that the firehouse on South
[54:08] Avenue is not for sale. It's not going anywhere.
[54:18] It's not going to be a
[54:19] a historic asset of the city of Plainfield.
[54:27] Thank you, Mayor.
[54:28] You're welcome.
[54:31] Any other questions or comments from council colleagues?
[54:34] Or do you matter?
[54:38] Okay.
[54:39] Do we have a motion in a second?
[54:42] I can't.
[54:43] All those in favor?
[54:46] In the opposition or abstentions?
[54:49] Okay.
[54:50] 4347-20 is approved.
[54:56] Resolution 348-20
[54:58] authorizing the purchase of a parent-tech combo trailer for the plate from the firepower.
[55:05] The only question from my council colleague,
[55:12] hearing and seeing none, do we have a motion
[55:14] on a second?
[55:15] So move, please.
[55:17] Thank you.
[55:19] All those in favor?
[55:21] Aye.
[55:22] A position or abstentions?
[55:24] This resolution is approved.
[55:28] Resolution 34920 authorizing the award of a professional consensus contract to remedy
[55:34] and burning engineers.
[55:38] Any questions from my council colleagues?
[55:42] I get one.
[55:44] First of all, in favor of reversing, you know, changing that traffic pattern there.
[55:50] Because when you're at City Hall, all roads lead you out of town,
[55:54] and you have to drive road, and it's to get back the other way.
[55:56] But it really costs $124,000 to research and the things.
[56:00] I think that's full of stuff you've done and Bob Councilman has outlined in the resolution as it does
[56:08] but you do.
[56:09] But I agree through all that.
[56:11] I was just wondering if all of that is necessary to change the flow and re-strike.
[56:16] Yes, so it is pretty much with the traffic.
[56:18] Everything that you don't want to control, it's there.
[56:21] But again, it may be reduced.
[56:23] This is a number that they put in professional services.
[56:26] See what happens if it goes on.
[56:27] But this was just something to make sure it's quite a bit working.
[56:30] Well, was this done as an RFP by the planning, the planners put together the requirements
[56:38] and put it out an RFP to Remingtoner to Remington come to us with what they thought we should do.
[56:45] Remington Grouse, look at it and it came to us with what should be done over there by looking at it over.
[56:52] Sure, they had a good list.
[56:55] Any other questions from council members?
[56:59] Hearing it's seeing none do we have a motion in a second?
[57:03] Thank you.
[57:05] All those in favour?
[57:06] All?
[57:07] The opposition or abstentions.
[57:10] This resolution is approved.
[57:23] Got an unmute yourself, Major.
[57:33] Mr. Clerk?
[57:35] I don't hear you so well.
[57:37] Resolution, can you hear me now?
[57:40] Yes, President.
[57:41] Should not three fifty twenty,
[57:43] authorizing approval for a lean placement for property cleanup.
[57:47] Any questions from Council colleagues?
[57:49] hearing and seeing none, can we have a motion on a second?
[57:56] All those in favor?
[57:58] Hi.
[57:59] In the opposition or abstentions,
[58:02] 350-20 has approved.
[58:04] Resolution 351-20 authorizing approval to execute an agreement
[58:08] with the Union Community Department of Human Services.
[58:11] Any questions from Council members?
[58:16] Thank you.
[58:17] Councilwoman Davis.
[58:18] I just want to applaud the Senior Center for continuing its work
[58:23] even in the midst of the pandemic and making sure that they remain in contact with seniors,
[58:29] especially when we know so many feel isolated during this time. So, Kudos to them.
[58:36] Here comes one.
[58:40] Any other questions or comments?
[58:44] Do we have a motion in a second?
[58:47] Hello. Second. All those in favor? All right. Any opposition or extensions?
[58:54] three fifty one dash twenty is approved.
[58:58] Resolution three fifty two twenty authorizing approval to hang
[59:01] planners for the announcement of seasonal programs.
[59:05] Any questions from council members?
[59:10] Hearing you seeing none?
[59:12] Can we have a motion on the second?
[59:16] Vote.
[59:16] Thank you.
[59:18] All votes in favor.
[59:20] Bye.
[59:21] Any oppositional abstentions?
[59:25] This resolution is approved.
[59:27] As Lucian 353 20 authorizes, directing the Plainfield Planning Board to conduct an area in
[59:34] need of redevelopment and investigation in the city of Plainfield.
[59:38] Any questions from Council Member Cowards?
[59:45] Hearing and seeing none do we have a motion and a second?
[59:48] Go ahead.
[59:49] Go ahead.
[59:49] Second.
[59:50] All those in favor?
[59:52] Aye.
[59:54] Aye.
[59:54] The opposition or abstentions?
[59:56] This resolution is approved.
[1:00:00] Resolution 3, 5, 4, 20 often have to do installation in the mornings within the public right away.
[1:00:07] Any questions or comments from council colleagues?
[1:00:15] You're seeing none? Do we have a motion in a second?
[1:00:18] Thank you.
[1:00:23] All those in favour?
[1:00:25] Aye.
[1:00:25] Aye.
[1:00:26] The opposition will abstentions.
[1:00:29] 344-20 is approved.
[1:00:33] Resolution 355-20 authorizing the execution of a lease agreement with the city of Plainfield and PSENG.
[1:00:43] Are there any questions from my council colleagues
[1:00:48] hearing and seeing none do we have a motion and a second?
[1:00:53] Thank you.
[1:00:56] All those in favour?
[1:00:58] Aye.
[1:00:58] Aye.
[1:00:59] Any opposition?
[1:01:01] More abstentions?
[1:01:03] These 55 best 20 is approved.
[1:01:07] Resolution 35620 authorizing a residency waiver for Daniel A. White.
[1:01:13] Serve as a principal planning aid.
[1:01:18] Other any questions or comments from council members?
[1:01:22] I think one question is not being, not knowing that, or hearing that title, is this a new
[1:01:33] position in a planning department?
[1:01:37] It's a new title in the planning department.
[1:01:41] Originally,
[1:01:45] Rosalind Miller supported the board, and her title was the Niagara for Secretary,
[1:01:53] Which is kind of inconsistent with most municipalities for this particular function.
[1:02:00] There used to be a title called Land Use Administrator in Civil Service.
[1:02:04] But now it is principal planning aid.
[1:02:08] And that allows the person to be able to review applications and also be able to check for completeness.
[1:02:16] Right now the planner does all of the completeness reviews here in the city of Plano.
[1:02:23] I appreciate that. Thank you. He's going to take on the responsibilities of Ross plus some additional things he can do because of his background.
[1:02:31] Yes.
[1:02:32] I'm glad we're killing the titles in order for him.
[1:02:36] I haven't heard that in the first.
[1:02:40] Tell me about him.
[1:02:42] Okay. Any additional questions or comments from council members?
[1:02:47] Yes.
[1:02:48] Councilwoman Davis, please.
[1:02:49] So EA, Levinson, you said at the beginning of the meeting that the position was posted on the city website as well as the legal municipalities.
[1:03:00] Is this standard practice for all municipal postings? Do they always go the legal municipalities or where can you go if they're interested in municipal positions?
[1:03:14] It's actually not standard practice because it costs money to post on the league so we try only to do that for jobs that have special requirements like this one had a special amount of years and a very specific doing very specific duties.
[1:03:31] So, anything that we know is going to be a little bit harder to get applicants for due to the civil service requirements.
[1:03:39] We'll post it on the league. That's a, that's a pretty typical place to post it.
[1:03:45] But generally, they're posted just on the plainfield website and they're physically posted in City Hall and in the annex.
[1:03:56] Thank you. I would just add Councilwoman Davis. We did also posted on the New Jersey planning
[1:04:02] official site and so for planning positions such as planners, donors, or planning aids,
[1:04:10] we go to these sites as well to find qualified candidates.
[1:04:15] Thank you. I'm not taking issue with where it was posted. I mean, it is what it is. I just
[1:04:20] it to make sure that members of the public who weren't listening or watching know where city
[1:04:28] job vacancies are posted because I know that is a question or that is a request that people
[1:04:34] ask for a lot like hey I need a job and so now they know where they can go so look for one
[1:04:39] at the city of Plainfield. Yes definitely the Plainfield NJ.gov the positions are always posted there.
[1:04:48] Council President, I accept one more question just because,
[1:04:52] I'm glad to come in.
[1:04:54] How many years of professional work in this field,
[1:04:59] does the job require?
[1:05:01] It requires two years of experience,
[1:05:05] and it also has education as a substitute for some years of experience.
[1:05:10] So he didn't do two years full-time in Newark as that, as the intern, because he just graduated from
[1:05:19] Champaign or Bannon in 2020.
[1:05:22] So he was on assuming he was pined during summers and things like that?
[1:05:26] Yes.
[1:05:26] He worked for Newark for a couple of summers, and he most recently was still interning with the Newark.
[1:05:37] The resume kind of implies two years experience, like in full two years, not partial.
[1:05:42] But
[1:05:45] in the other questions or comments from the council members, if not, we'll entertain a motion in a second.
[1:05:55] All right.
[1:05:57] All those are favor.
[1:05:59] Hi.
[1:06:00] Hi.
[1:06:01] Any opposition or abstentions?
[1:06:04] Resolution 35620 is approved.
[1:06:08] Resolution 35720, authorizing the release of the former Spons and cash deposit.
[1:06:15] any questions from council members.
[1:06:23] Here I am in seeing none do we have a motion in a second.
[1:06:28] Thank you. All those in favor?
[1:06:31] Hi.
[1:06:32] In the opposition or abstentions.
[1:06:35] Resolution 357-20 is approved.
[1:06:38] Resolution 358-20 increasing the award.
[1:06:46] questions from Council members,
[1:06:52] seeing in here and under we have a motion in a second.
[1:06:56] Second, all was in favor?
[1:06:59] Aye.
[1:06:59] Aye.
[1:07:00] Any opposition or abstentions?
[1:07:03] 358-20 is approved.
[1:07:06] Read 59 to 20 authorizing this submission and acceptance of a grant from the New Jersey Department of Health to support the being in activities.
[1:07:14] Are there any questions from my colleagues?
[1:07:18] Yes.
[1:07:19] Yes.
[1:07:19] Councilwoman Davis please?
[1:07:21] Director Brown for the benefit of the public.
[1:07:22] Can you kind of explain this resolution a little bit more?
[1:07:28] This is a pilot, a modification with the Department of Community Affairs.
[1:07:33] It allows us to do deviations and on-home and they have, well,
[1:07:39] that the children who are tested they have high-levels.
[1:07:43] We then go into the home to try to find out what
[1:07:46] as caused those card levels and then we try to fix it. It is a grant and we probably will probably
[1:07:52] be a service between 10 and 15 homes depending on the cost. It's each human may cost it for you.
[1:08:01] Thank you. So if someone is concerned about lead levels in their home, how would they go about
[1:08:07] contact for your office relating you now? So this grant will address that because it is done
[1:08:12] really pediatricians. So the child comes up with a high level at their pediatrician by law.
[1:08:19] They have to go through a notification process. We then get that notification process at the
[1:08:24] health office and then we set up our contract with the nurse at Rutgers and they go and
[1:08:30] speak to them and there's a whole process about getting someone into their homes. If they certainly
[1:08:34] have a high level they can contact the division of health in the world of the work and how they
[1:08:39] Thank you.
[1:08:43] Any other questions from council colleagues?
[1:08:48] I'll entertain a motion in a second.
[1:08:52] So moved.
[1:08:53] Second.
[1:08:54] Those in favor.
[1:08:57] Hi.
[1:08:57] In the application of submissions.
[1:09:01] This resolution is approved.
[1:09:04] Resolution 360, 20 authorizing submission and acceptance.
[1:09:09] A grant from the Jersey Department of Health for childhood and lead prevention.
[1:09:12] Any questions from my council colleagues?
[1:09:18] Hearing and seeing none do we have a motion in a second?
[1:09:24] Okay.
[1:09:25] All those in favour?
[1:09:26] High five.
[1:09:28] Any opposition or abstentions?
[1:09:33] 360 dash 20 is approved.
[1:09:38] Resolution 3,
[1:09:41] 61, 20 authorising.
[1:09:42] It's the mission and acceptance of a grant from your chosen department of health.
[1:09:45] Local public health capacity for the local health.
[1:09:48] Public health capacity program.
[1:09:50] on Twitter. Are there any questions from my Council colleagues?
[1:10:00] Mary and St. Nundu, we have a motion and a second.
[1:10:04] How moved?
[1:10:06] Second.
[1:10:08] All those in favor.
[1:10:10] Hi.
[1:10:11] Hi.
[1:10:11] Any opposition's or abstentions?
[1:10:15] 361-20 is approved.
[1:10:18] 3,6,2,20 recognizing December 1st, 2020 as well.
[1:10:26] Any questions from Council members?
[1:10:33] Hearing none.
[1:10:35] Let me have an entertainer motion in a second.
[1:10:39] Hello.
[1:10:39] Hello.
[1:10:39] Hi.
[1:10:42] Hi.
[1:10:44] Any opposition or abstentions?
[1:10:47] 3,6,2,-20 is approved.
[1:10:51] This time I'd like to entertain a motion to add
[1:10:54] and we consider our resolution 363-20 to this evening's agenda, which is a councilmanic resolution.
[1:11:02] Combined, thanks and sincere best wishes to our colleagues, Mr. Elton Armady, including
[1:11:08] his services as playing fields councilman at large.
[1:11:12] Oh, moved.
[1:11:14] Second.
[1:11:16] Any questions or comments from council members?
[1:11:19] I just want to say that I am a little sad that Councilman Armani won't be joining us on the council anymore.
[1:11:30] Councilman Armani started just six months before I did on the council, but we were able to grow together as council members.
[1:11:40] We were able to bounce ideas and offer each other.
[1:11:45] And while we did not always agree on decisions
[1:11:49] and stuff, it did not stop us from becoming friends
[1:11:53] and also just really hearing different perspectives.
[1:11:58] And sometimes cutting up on our side of the day is,
[1:12:02] so he will be missed his right and bubbly personality
[1:12:07] and just the ability to fall in the colleague and a friend I am honored.
[1:12:14] Council President? Yes.
[1:12:16] Just want to say it was an honor and a privilege to share the day
[1:12:20] with you, Councilman.
[1:12:22] I'm Adi. We wish you all the best.
[1:12:25] Thank you.
[1:12:27] Council President.
[1:12:29] I would just like to say thank you to Councilman I'm Adi.
[1:12:35] You are going to do great things.
[1:12:38] that you continue to do what you are being called to do in the community and on your job,
[1:12:46] it was very nice knowing you and I still hope we exchange some kind of ideas of Facebook or
[1:12:52] whatever, but I am so glad to have met you and worked with you, Alton.
[1:12:57] Thank you.
[1:13:01] Councilman, President.
[1:13:05] I would like to say thank you to Councilman Armati for giving his dedicated service.
[1:13:11] He's a great individual who had a lot to offer and still has a lot to offer and I wish
[1:13:17] him much success in his future endeavors and hope that he will remain committed to making
[1:13:29] what way you can render that service to the citizens of Blainefield.
[1:13:33] Thank you, Elton, I'm on.
[1:13:37] I was a president, I'd just like to say to Elton that you and your parents
[1:13:42] should be proud of the service that you made to Plainefield and you and I were not always
[1:13:49] on the same side of votes, but we were from time to time, which is how it's supposed to
[1:13:55] go.
[1:13:55] But I hope that the problems I should prepare for the thank you for your service to thank you.
[1:14:04] Now, I'm fine.
[1:14:06] Yes.
[1:14:08] Yeah.
[1:14:08] If I may join the course of compliments that are being paid to counselor Armati,
[1:14:15] I would like to thank him for the great work that he did in serving the residents of Plainfield
[1:14:23] And because of his support, we had been able to move several projects through the pipeline.
[1:14:31] And so I appreciate your work and the support that Council Armati gave.
[1:14:39] I'm doing the years that he has served on the Council.
[1:14:43] I'll job well done.
[1:14:44] So thank you.
[1:14:46] Thank you.
[1:14:47] Yes.
[1:14:48] Councilman, our my my vice president, you know, it's been a pleasure over this year serving with you
[1:14:55] you being my VP there in the trenches as we decide and make
[1:15:00] You know, well informed decisions on behalf of residents, you've been an excellent sound and board, you've been a partner in doing everything that we've done this year, and I know that this is just the beginning for you.
[1:15:19] know we haven't seen the last of you, Councilman, big things are coming, and you just know that
[1:15:28] whatever you decide to do next, that you have my full support, and any resource that I have,
[1:15:35] you have as well, and I hope to, you know, continue to be friends, as we move forward, and hopefully
[1:15:43] you once COVID is over, maybe we can work out in the gym again. We've been trying to do that
[1:15:48] COVID kind of put a abrupt end to much in-person stuff, but I look forward to it to continue
[1:15:57] in the friendship with you as they come and supporting you in all your future endeavors.
[1:16:04] You know, I really do want to thank everybody. Particularly the mayor who put my name forward
[1:16:10] in June of 2018 when the vacancy came and Rebecca left us for the commissioner board,
[1:16:17] which is what they call it now. And then Charles McCray, who he was my council present at the time,
[1:16:24] he really was a good mentor and an early background. So Charles, I really do thank you for everything.
[1:16:31] My colleagues, thank you for your support in bringing me on as well as the directors. I feel like the
[1:16:37] directors are really top-notch. If there was anything that I ever needed, I reached out and you guys
[1:16:43] noted a phenomenal job, the city court's office, AJ, you guys, like the council cannot operate
[1:16:52] without an office like yours. So I thank you guys for always making sure that we're prepared
[1:16:58] and you know had everything that we needed. I do want to thank the residents of the city of Plainfield
[1:17:05] for really, you know, whether they voted for me or not, allowing me to have this opportunity,
[1:17:13] There's a lot of consequential things that I did get to vote on that, you know, I really took pride in and wanted to kind of re emphasize.
[1:17:21] So one was reorganizing the city government to make it more modern and more accountable.
[1:17:27] We voted to approve the city's first flag and our 150 year history.
[1:17:31] We voted to confirm the first female police director in our city's history, which I think it might be the county's history as well.
[1:17:39] our own director Lisa Burgess, the many development projects that we had as well as, you know, in the fourth
[1:17:46] ward where I live and I think that the biggest was the first zero tax increase which was this year.
[1:17:54] So, you know, given all that I've accomplished with my colleagues, the administration, I do think the residents and
[1:18:00] wish everybody good health going forward.
[1:18:03] So, thank you.
[1:18:06] Thank you, councilman. Do we have a motion and a second?
[1:18:11] So move, council president.
[1:18:13] Yes. All those in favor.
[1:18:17] All right.
[1:18:18] Any oppositions or abstentions?
[1:18:22] Hmm.
[1:18:23] This resolution is approved.
[1:18:28] Okay.
[1:18:29] We now move to general comments.
[1:18:31] A total of 60 minutes has been allocated for public comments to be presented.
[1:18:35] it. It's speaker will be allowed in five minutes. If you wish to speak hit the hand icon,
[1:18:41] you'll be recognized. Give your name an address for the record. The floor is now open.
[1:18:52] Good evening. Good evening.
[1:18:55] Sam's the Kethe Cooper playing field. I just have two things.
[1:18:59] And it pertains to the website again. The first thing I just want to suggest is back when COVID
[1:19:07] first began in March. I want to say maybe April and May, May or
[1:19:12] map started doing some Facebook lives where we would have
[1:19:16] engagement and participation regarding what was going on within the city.
[1:19:24] I am asking that we perhaps do some type of invitation on Facebook or create a
[1:19:34] Facebook event so that we can click interested, and I don't know logistically how the law
[1:19:40] is, but it would be great if it could be streamed, just like we did with Mayor Map and his
[1:19:46] Facebook lives.
[1:19:49] Secondly, when it comes to the website, since we were talking about animal control this evening,
[1:19:56] I of course went to the website again, looked under the animal control tab, and couldn't
[1:20:02] but notice that we still have the animal humane society of
[1:20:09] North. I'm not sure if that's the exact title, but it's on
[1:20:12] Evergreen Avenue. The council voted unanimously to start using
[1:20:18] Pause the playing field animal humane society, which is on
[1:20:22] Rock Avenue, July 2020. Here we are in December, and we still have
[1:20:30] old information on the website and if someone had perhaps clicked on that website and was
[1:20:37] looking for their pet, they would have called Norke 1st, which would have delayed them and
[1:20:43] possibly retrieving their animal.
[1:20:45] So if we could please take some time and review the outdated website, I know I sound like
[1:20:54] a broken record, every time I come on here, I keep mentioning this website.
[1:20:58] But the website needs to be updated today, it needs to be accurate with information, especially during COVID.
[1:21:08] I'm just asking, you know, we do have people that are in charge and that are reviewing other things that are going on day to day.
[1:21:16] Could someone take a moment and review the website and get it updated?
[1:21:23] Please, that's all I have for tonight.
[1:21:27] Thank you.
[1:21:31] Thank you for your comments, any other individual for public comment?
[1:21:46] Hi, stay tuned.
[1:21:47] Name an address for the record, please.
[1:21:48] Hi, Sheree Scunz, 141 McKinley plays.
[1:21:53] Good evening, everyone.
[1:21:55] I just wanted to actually have two comments.
[1:21:59] One regarding the resolution, 343320.
[1:22:04] 2020. And I know there was a lot of discussion and praise about the 16 bidders that are
[1:22:14] 16 properties that were bid. I just want to remind everyone that every investor that invest
[1:22:22] and playing till by buying the properties specifically, the multifamily properties, do not
[1:22:28] always have the best interest of playing filled at heart. I will tell you that some of these
[1:22:36] folks that are buying these properties and playing filled are slum lords. So, you know, I just
[1:22:41] want to make sure that you guys are aware of that because I have one that bought a property
[1:22:45] next door to me and when I heard that there was 16 properties that went up for auction,
[1:22:52] I went to that list just to make sure that he wasn't on that list and thank God he wasn't.
[1:22:59] That's my first thing, you know, so, you know, every investor that invest in Plainfield is not investing in Plainfield for Plainfield's best interest.
[1:23:09] It's just easy money, so please just keep that in mind.
[1:23:13] Also, you know, we're expecting a snowstorm on Wednesday.
[1:23:19] Not sure if the city is prepared if they'll be doing some free trading tomorrow, but you know, I know we have not had any snow on a while.
[1:23:26] So I would hope that we will be prepared for whatever is to come to us on Wednesday.
[1:23:32] Thank you guys.
[1:23:38] Thank you for your comments.
[1:23:42] And points won't take in.
[1:23:46] Council President, we may be want to have Director Dabney just to the snowstorm
[1:23:52] practice.
[1:23:53] Last year we got a pretty easy without it.
[1:23:56] People may be a little out of practice in town.
[1:23:59] So maybe give them a little update on what we're doing.
[1:24:02] make it feel better. Yeah, I don't want to interrupt the public comment. I'll let
[1:24:06] Mr. Spear speak, but at the end, Mr. Dabney, if you want to chime in, that will be
[1:24:11] appreciated. Well, Mr. Spear. Good evening. Can you hear me? We can. Oh, thank you. Thank you.
[1:24:18] Thank you. Thank you. Thank you. Thank you. Jim Spear, 609, Belvedere Avenue. I just want to thank
[1:24:25] administration for reversing or looking into reversing the one-way street on east-fifth street.
[1:24:36] That this continues to progress in that area. The mayor had the fences, the
[1:24:44] Qing Ling fences, and the city hall taken down. Now we'll get in the street reverse, which is going
[1:24:49] to help traffic flow there so much, which just will make so much more sense to have that one
[1:24:54] go all the way to watch on. But the next step is, and this is for the director of public works,
[1:25:01] is to replace the lighting in the city hall parking lot there along fifth. Those lights that
[1:25:09] exist now are not allowed in our ordinance. Once we get back to applicants for the land use boards
[1:25:16] coming to city hall again, when they apply, they're forced to put in a certain type of light,
[1:25:24] But then here, us, we, the city, a break in the rule, it's probably not the time of year to spend that money.
[1:25:32] But I just wish you'd all put it into the future planning to replace those illegal lights in the city hall.
[1:25:40] If the next time you go into the lot, if you notice that night there's one light that faces east and just lights up the house, you know, right on the border there,
[1:25:49] that the poor folks in that house can't even put their shades up at night because it's all
[1:25:56] lit up. That concludes my little speech, but I just wanted to wish you all a happy holidays
[1:26:04] at this special time of year. Thank you, Council President. Thank you, Mr. Square.
[1:26:14] There is no one else with their hand raised currently.
[1:26:17] Okay, thank you, Director Devin. I'm sorry, someone else raised their hand.
[1:26:22] Okay, we'll go back to them. Mrs. Popper, name an address for the record.
[1:26:27] Hi, good evening. Jennifer Popper, 816 Dixie Lane. I just have a quick question following up on the preparation for the potential snowstorm.
[1:26:37] Is there going to be a cooling center or warming center identified?
[1:26:44] Okay, thank you for your comment.
[1:26:47] Thank you.
[1:26:47] We'll wrap that into the wasponsis from the director.
[1:26:51] All right, the floor is your director, Dabney.
[1:26:56] Yes, okay.
[1:26:58] As far as the snowstorm, yes, we already prepared to go.
[1:27:01] And of course, you know, we can't beat Mother Nature to she's finished.
[1:27:05] We have 35 pieces of equipment, you know, snowfighting equipment ready to go.
[1:27:09] We have 625 tons of salt, rock salt, ready to go.
[1:27:13] All the equipment has been calibrated, lubricated, etc.
[1:27:17] And as ready to go.
[1:27:18] So, you know, we'll do what we have to do, and just fight just along with quite only as you come, there's no comes, we'll be ready to push and plow on to everything's down to the black top, and when it ends, so we prepare for that.
[1:27:32] I'm in on the warming centers.
[1:27:34] We've heard of those.
[1:27:36] On the warming centers, well, I guess right now we'll, we'll, we'll, we'll get everything, how we address that.
[1:27:42] I mean, we do have the Senior Center, we will probably try to use, if something comes about,
[1:27:46] it turns the Sun and these are one of the Center.
[1:27:49] That's so my goal would be to all of you important it, we'll look into, to address that.
[1:27:58] Lastly, you'll guess what Far's lighting is, well, part 1, that's the goal of the Mayers,
[1:28:01] we've been looking to do everything, we've paved a lot, we've strapped it, and that's how
[1:28:05] we're going to roll the funds available, we definitely want to put new lighting in the parking
[1:28:09] app.
[1:28:10] Oh, would you like to go out?
[1:28:16] All right.
[1:28:18] Well, I think that's it folks.
[1:28:21] That's a present?
[1:28:22] Yes, mayor.
[1:28:23] Yeah, before you move to adjourn, just a quick few brief comments.
[1:28:31] Pretending to COVID-19 and what we've
[1:28:35] seen in the city of Plainfield.
[1:28:38] Those of you who get the daily update
[1:28:41] We would notice that we have divided the update into two sections, one from the beginning of the pandemic, which started around mid-March to set timber and review that as the first phase through the end of September.
[1:28:59] And through the end of September, we had 2,465 positive cases, which when divided by 6.5 months was like 379 cases per month.
[1:29:16] As of the latest report, we now have some 1366 cases from October 1st through the 11th.
[1:29:31] And when divided by the 2.5 months, we have 546 cases per month.
[1:29:38] So, that gives you an idea how much more this infection is spread in across our city.
[1:29:50] And we went from a positivity rate of about 5.3% in the early parts of the pandemic to roughly 7.4%.
[1:30:00] So, I would just like to encourage all of you and all of our residents to take all of the necessary precautions.
[1:30:08] And we will be looking at resuming some of our live sessions that we've had with, you know, the residents as well as with ministers and other interested parties in the city.
[1:30:23] But we just cannot take things for granted and let our guards down because as it stands
[1:30:31] right now, we are in a worse position with this virus than we were six months ago.
[1:30:40] We are having lots of tests in across the city.
[1:30:44] The county has been a great partner.
[1:30:46] The city has cured the services of private vendors as well.
[1:30:50] And so we are supplemented in the testing that's being done by the county as well as the testing that's being done by some private entities such as the, the, the, the, the, the, the, the pharmacies and so on and so forth.
[1:31:06] So, you know, as you look to celebrate the holidays, please minimize your contact with people outside of your home.
[1:31:16] And just be extremely careful and cautious and continue the practice, all of the protocols that we all familiar with.
[1:31:27] And so I look forward to working with each and every one of you as the enter or look to enter into 2021.
[1:31:36] And I hope and pray that we will see the kind of improvements that we all are hoping for with the,
[1:31:45] the vaccination that started in the last few days and so let us continue to do all of our
[1:31:53] best to keep our cities safe and we should also let our constituents know that we still
[1:31:59] are providing services at City Hall although on a very modified schedule and plays a still
[1:32:07] at work but we are also practicing those CDC protocols that will keep our employees safe.
[1:32:13] keep the residents who need to use the services that they all say.
[1:32:18] And so I just appeal to you to let us all do the same in order to keep our cities safe.
[1:32:24] And may God bless each and every one of you, and happy holidays.
[1:32:30] Thanks for that, Mayor.
[1:32:34] All right. And also just a shout out to all of our first responders,
[1:32:38] the people on the front lines, the nurse practitioners, the doctors are police and fire, pretty
[1:32:46] much everybody is not everybody, but many of us have been forced to resume back to duty,
[1:32:56] which makes this portion of this phase of the pandemic, particularly more deadly than before,
[1:33:03] when many of us had more leverage and leeway to work from home, but a lot of us are now going
[1:33:12] back into the office where we're coming in contact with many more people than the first phase
[1:33:19] of the pandemic. You know, so I urge everybody, just wear your masks, you know, let the mask be
[1:33:27] think, get different masks, decorative masks, coordinate them with your outfits, whatever
[1:33:32] you need to do, these are the things that are really helping to not spread to each other
[1:33:39] because we know more about this virus now. It's not as much about touching surfaces but more
[1:33:45] about it being airborne. So we want to prevent the mist as you talk to individuals who go
[1:33:53] out and absorbing other people's mist. So where you're mass, it's something that's going to help.
[1:34:02] And for the young folks, you know, those are the ones that probably need to hear it the most
[1:34:08] because they know that if they get the virus, most likely they'll be fine and recover, but we want
[1:34:14] to not spread this to our loved ones, the ones who are more vulnerable. So please be considerate
[1:34:22] of them when you go out to make sure that you don't bring something back to our
[1:34:28] vulnerable population. Everybody should miss to do their part. So thank you.
[1:34:35] Continue to persevere. This is our last meeting of the year. So happy holidays. We'll
[1:34:40] see you all in the next year. And I'd like to entertain a motion to adjourn this
[1:34:48] second. All those in favour? All right. In the opposition of
[1:34:54] suggestions, this meeting is adjourned. Thank you all.
