[1:16]
By our city attorney michelle
[1:16]

There are several members of
[1:23]
city manager in the audience.
[1:24]
If you are a director, stand up
[1:26]
and recognize you to let people
[1:28]

issue here.
[1:30]
You have four directors an one
[1:31]
in the back.
[1:32]
There we go.
[1:33]
There we go.

[1:34]
All right.
[1:40]
So e have tonight a couple of
[1:44]

[1:45]
pledge of allegiance.
[1:46]
I have to introduce the kids

liberty and justice for all.

[2:26]
Hey, stay right there.
[2:27]
We will all come and get a
[3:43]
picture with you.
[3:46]
>> next thing we have mayor's
[3:51]
proclamation, claiming OCTOBER
[3:52]
24.
[3:53]
I'll share that proclamation
[3:56]
from the mayor.
[3:57]
Proclamation declaring OCTOBER
[3:59]
24 as domestic violence
[4:00]
awareness month.
[4:02]
Whereas the city of rohnert park
[4:03]
recognizes the domestic violence
[4:06]
affects 1 in 4 families in our
[4:08]
local community and nearly all
[4:09]
of us know someone who has been
[4:11]
abused, the crime of domestic
[4:13]
violence violates individual's
[4:14]
privacy, dignity and security.
[4:17]
Based on the systemic uses of
[4:19]
emotional, physical, sexual,
[4:20]
psychological and economic
[4:21]
control of abuse.
[4:22]
Thank goodness the kids have
[4:23]
left already.
[4:27]
Whereas established in 1976,
[4:28]
counties are community singular
[4:31]
and ital resource for local
[4:31]
residents to experience violence
[4:35]
in the place we should feel
[4:37]
safe, inside of our homes.
[4:40]
Ywca, has the only safe house
[4:45]
shelter in only 24/7 crisis hot
[4:48]
line.
[4:49]
Counseling support services give
[4:52]
group therapy and support for
[4:53]
victims of trauma and domestic
[4:55]
violence including students at
[4:58]
ymplet wca therapeutic preschool
[5:00]
serving one of the most
[5:01]
vulnerable populations.
[5:02]
ages 3-5 years old.
[5:04]
Whereas only informed community
[5:06]
effort will end the cycle of
[5:07]
violence to local families,
[5:09]
members of community are
[5:10]
encouraged to participate in
[5:12]
ywca scheduled events and
[5:14]
programs to raise much needed
[5:15]
funding support to support their
[5:19]
vision for every family in
[5:21]
rohnert county, to lead
[5:23]
productive lives let it pro
[5:24]
claim, mayor, on behalf of the
[5:27]
city council, to here by
[5:28]
proclaim OCTOBER 24 as domestic
[5:30]
violence awareness month in the
[5:32]
city of rohnert park in honor of
[5:35]
domestic violence survivors an
[5:37]
advocates, 22 day of OCTOBER 202
[5:38]
2024.
[5:42]
Thank you.
[5:42]
[Applause]
[5:45]
>> we have to receive this
[5:46]
stephanie.
[5:47]
If you would like to say a few
[5:48]
words.
[5:50]
Would you mind joining us for a
[5:50]
picture?
[5:51]
>> I would love it.
[5:51]
Thank you.
[5:52]
>> thank you very much.
[5:53]
>> honorable mayor and members
[5:57]
of the city council, I'm
[5:58]
stephanie barlon, the secretary
[6:01]
of the board of directors of the
[6:02]
ywc sonoma county.
[6:03]
There we go.
[6:05]
On behalf of the board of
[6:06]
directors, staff, volunteers and
[6:07]
especially the local families
[6:11]
served by the ywca sonoma
[6:12]
county, thank you for honoring
[6:15]
OCTOBER as domestic violence
[6:16]
awareness month with your
[6:17]
proclamation.
[6:22]
Established in 1976, ywca24-7dv
[6:24]
crisis hot line, the only one in
[6:25]
sonoma county is still the most
[6:26]
direct path to support local
[6:29]
families in need.
[6:30]
our confidential safe house
[6:32]
shelter is the, also the only
[6:33]
one in sonoma county for
[6:36]
families seeking refuge from
[6:37]
harm.
[6:38]
Safety planning and strategies
[6:39]
to insure relief are at the
[6:42]
forefront of every call we
[6:42]
receive.
[6:46]
On average, ywca sonoma county
[6:47]
serves approximately 3,000
[6:49]
individuals in need per year
[6:51]
with trauma-informed
[6:53]
community-focused services.
[6:56]
Our client population is 90%
[7:01]
female, 47% identify as hispanic
[7:01]
latinx.
[7:02]
23% are children.
[7:05]
And 7% are seniors.
[7:08]
The majority have very low
[7:11]
income and 15% are homeless.
[7:13]
On saturday, OCTOBER 26, we will
[7:16]
be hosting our 4th annual why I
[7:18]
run fun run and walk.
[7:19]
We are asking members of our
[7:20]
community to register and raise
[7:24]
funds for ywca's programs and
[7:26]
enjoy a beautiful afternoon with
[7:28]
ywca at spring lake in anta
[7:28]
rosa.
[7:30]
More information can be found on
[7:35]
our web site, ywcasc.Org.
[7:36]
I did also leave flyers about
[7:39]
the walk on the table there as
[7:41]
well as purple stickers for dv
[7:42]
awareness month if anyone would
[7:44]
like them.
[7:46]
In closing, please know that
[7:48]
ywca has been supporting local
[7:50]
families for nearly five
[7:50]
decades.
[7:52]
Continue to be here in sonoma
[7:53]
county serving families in need
[7:55]
as long as you need us to be.
[7:56]
Thank you.
[8:40]
>> thank you very much.
[8:50]
[Applause]
[8:52]
>> we are very honored tonight
[8:57]
to share proclamation,
[8:59]
proclamation of the mayor of the
[9:00]
city of rohnert park ecognizing
[9:04]
OCTOBER 24, 2024 as paolio he
[9:05]
day.
[9:07]
Thank you for attending and look
[9:09]
forward to sharing your comments
[9:11]
after we share the proclamation.
[9:13]
Whereas in 1985, rotary
[9:14]
international launched polio
[9:17]
plus and spearheaded the global
[9:19]
polio radcation initiative with
[9:21]
the world health organization,
[9:22]
U.S. Centers for disease control
[9:24]
and prevention vention and
[9:26]
unicef to immunize the children
[9:28]
of the world against polio.
[9:31]
Whereas polio cases dropped by
[9:33]
99% since 1988 and the world
[9:35]
stands on a threshold of
[9:37]
eradicating the isease.
[9:39]
Whereas to date, rotary has
[9:40]
contributed more than 1.2
[9:42]
billion dollars in
[9:46]
and countless
[9:47]
volunteer hours and protection
[9:49]
of 2 billion children in 122
[9:50]
countries.
[9:51]
These efforts are providing
[9:53]
operational support, medical
[9:54]
personnel, laboratory equipment,
[9:55]
education materials for health
[9:58]
workers and parents whereas
[10:00]
rotary parks and rohnert park
[10:01]
throughout world has sponsored
[10:04]
service projects to address
[10:06]
issue, poverty, health, hunger,
[10:08]
literacy, and radcation to polio
[10:09]
worldwide.
[10:12]
Therefore, I proclaim, susan
[10:14]
adams, mayor, here by pro claim
[10:18]
OCTOBER 24, 2024 as polio
[10:20]
awareness day in rohnert park
[10:23]
proclaimed this 22 day of
[10:23]
OCTOBER, 2024.
[10:25]
Thank you very much.
[10:28]
[Applause]
[10:30]
Paula, as paula comes up, they
[10:31]
will all come up.
[10:33]
A great little party then.
[10:34]
As they are coming up, I want to
[10:38]
recognize the vice mayor is very
[10:41]
well respected member of rotary,
[10:44]
we are honored to have him on
[10:44]
our dais tonight.
[10:46]
Appreciate all of the work he
[10:46]
does for the city.
[10:48]
>> thank you.
[10:50]
Mayor dams, fellow council
[10:52]
members, thank you for
[10:52]
recognizing this important
[10:53]
issue.
[10:55]
I'm here with fellow rotarians
[10:57]
and you just entioned gerard,
[11:00]
who is a member of our club.
[11:07]
Also city manager marcela and
[11:13]
then right there in the corner
[11:17]
chief maddof and linda and art.
[11:18]
My name is paula reinhold.
[11:20]
While this disease has
[11:22]
essentially disappeared in first
[11:24]
world countries, it does still
[11:26]
exist and as such, continues to
[11:29]
be a risk.
[11:30]
Polio mainly affects children
[11:31]
under 5.
[11:34]
There is no cure but it is
[11:36]
preventible with the vaccine.
[11:37]
I have personally had the
[11:41]
privilege of vaccinating
[11:42]
children in india insuring that
[11:45]
they never contract polio.
[11:48]
In 988, there was still over
[11:51]
350,000 cases of polio each year
[11:53]
and 125 countries.
[11:58]
Some MAY remember the shriner's
[11:59]
hospital for cripple children,
[12:01]
19,000 in san francisco, those
[12:02]
were mostly polio cases.
[12:07]
Today, to date, we only have 62
[12:09]
cases in two adamic countries,
[12:11]
afghanistan and pakistan in
[12:13]
those war torn regions.
[12:15]
As long as we have a single
[12:17]
child that remains infected,
[12:19]
children in all countries are at
[12:22]
risk of contracting polio.
[12:25]
Failure to eradicate polio from
[12:26]
last remaining strongholds could
[12:28]
result in global resurgence of
[12:30]
the disease.
[12:33]
It is only a car ride, bus,
[12:35]
train or plane ride away.
[12:38]
As we saw with the measles a few
[12:39]
years ago.
[12:41]
While it is top priority for
[12:43]
rotary to eradicate the disease,
[12:45]
one does not have to be a
[12:46]
rotarian to join the fight.
[12:49]
Anyone can contribute to the
[12:50]
cause.
[12:53]
Your donation is mapped by the
[12:55]
gates foundation 2-1 if you are
[12:56]
interested in donating the
[12:57]
polio.
[13:02]
And you can do that at
[13:02]
endpolionow.Org.
[13:04]
Thank you very much for the
[13:04]
proclamation.
[14:28]
[Applause]
[14:30]
>> I do want to take a minute,
[14:31]
we have a university student
[14:32]
here tonight.
[14:33]
We look orward to hearing from
[14:33]
you.
[14:36]
Before we do that, counsel takes
[14:38]
great pride on starting meetings
[14:39]
on time.
[14:42]
I apologize we started a little
[14:44]
bit late, we came in slower than
[14:45]
we thought we might.
[14:49]
We would now invite aj franklin,
[14:50]
legislative epresentative for
[14:51]
the sonoma state university to
[14:58]
come up and give us a report.
[14:59]
>> hello.
[15:02]
>> right into the mic so we can
[15:02]
hear you.
[15:03]
There you go.
[15:03]
Thank you.
[15:05]
>> thank you so much for having
[15:07]
me again.
[15:07]
Everyone.
[15:10]
For those who MAY not remember
[15:12]
me, I am aj.
[15:14]
I serve as vice PRESIDENT Of
[15:18]
external affairs for students of
[15:18]
the university.
[15:20]
I serve as chief legislative
[15:22]
officer for the corporation.
[15:24]
>> aj, you are so soft spoken.
[15:25]
We want to hear everything you
[15:25]
have to say.
[15:27]
Lean in and speak up for us.
[15:27]
>> okay.
[15:28]
Can you hear me now?
[15:30]
>> I can.
[15:34]
Yeah.
[15:37]
>> I serve as vice PRESIDENT Of
[15:40]
student affairs at ssu.
[15:42]
I serve s system wide advocate
[15:43]
for our students.
[15:47]
The system wide advocacy part
[15:48]
is, especially relevant right
[15:51]
now, I just got back from cal
[15:53]
state student association
[15:57]
preliminary, every one of the
[15:58]
23SSUs, had student government
[16:01]
and then every single associated
[16:03]
student government sends two
[16:04]
representatives to the
[16:08]
california state student
[16:09]
association meetings.
[16:11]
I am one of the representatives
[16:15]
along with our student body
[16:15]
PRESIDENT.
[16:18]
At these meetings I serve on a
[16:19]
legislative affairs committee
[16:22]
where we take support for
[16:26]
opposing positions on upcoming
[16:26]
legislation.
[16:29]
We just passed a support
[16:32]
position on a bill that
[16:35]
increases funding for basic
[16:41]
needs on each one of the 23ssu
[16:41]
campuses.
[16:44]
Excited about that.
[16:48]
I ran for one of trustee
[16:49]
selection committee.
[16:51]
Was elected.
[16:52]
So I'm very excited about that.
[16:55]
We will be, as a group, we will
[16:57]
be making the recommendation to
[17:01]
the governor for his two student
[17:03]
trustee representatives.
[17:05]
Typically who is recommended
[17:06]
gets appointed.
[17:07]
I'm really excited about that.
[17:09]
Really thinking about maybe
[17:10]
running myself one day.
[17:12]
So that is all very exciting.
[17:16]
Back at home, on campus, voter
[17:19]
registration efforts are now
[17:19]
over.
[17:21]
So my external affairs task
[17:24]
force is now pivoting to getting
[17:26]
students prepared to vote.
[17:27]
Making sure that they have the
[17:29]
resources they need to get
[17:30]
educated on ballot measures.
[17:32]
Making sure that they know that
[17:35]
there is a polling location on
[17:38]
campus.
[17:41]
A ballot booth on campus as
[17:42]
well.
[17:44]
I am assembling a lobby
[17:46]
lob
[17:47]
lobby corps to
[17:50]
bring along with me to the cal
[17:50]
state advocacy day.
[17:51]
That is exciting.
[17:53]
In the early stages though.
[17:55]
As I said, last time, my
[17:58]
position and team are very new.
[18:01]
We are trying our best to get
[18:02]
ourselves established, sink our
[18:03]
teeth into as much as we can.
[18:05]
If you need anything from me,
[18:08]
any questions or comments, or
[18:09]
potential collaboration, you can
[18:16]
reach out to me at external
[18:18]
externalasf@sonoma university.
[18:21]
>> thank you for your support.
[18:22]
And congratulations on your
[18:22]
selection.
[18:23]
Item number 7, public comments.
[18:25]
Anybody in the audience wishing
[18:27]
to make a comment on any consent
[18:29]
calendar item?
[18:31]
Or any city business not listed
[18:37]
on the agenda, now is your time.
[18:37]
Okay.
[18:38]
We don't have anybody?
[18:40]
Somebody for public comment?
[18:41]
We don't have public comment.
[18:43]
We'll go ahead and close the
[18:45]
public comment.
[18:46]
Agenda, consent calendar number
[18:47]
8.
[18:48]
Is there an item that you want
[18:49]
to pull on the consent calendar?
[18:50]
>> yes, mayor.
[18:52]
i would like to -- no, not to
[18:52]
pull.
[18:53]
>> correct.
[18:56]
>> I would like to make a
[18:57]
comment on 8h.
[18:59]
I will be voting no.
[18:59]
>> 8h.
[19:01]
Did you want to talk about it?
[19:01]
>> yeah.
[19:02]
I'm voting no.
[19:05]
It just seems a bit invasive to
[19:05]
our residents.
[19:08]
It was hard for me to find info
[19:09]
on how the system works and also
[19:13]
not a united states-based
[19:13]
company.
[19:14]
>> okay.
[19:16]
Anybody else like to make a
[19:18]
comment on 8h?
[19:22]
>> I agree with the comment of
[19:24]
council member rodriguez.
[19:26]
>> okay.
[19:27]
All right.
[19:29]
Any other comments about any of
[19:36]
these items?
[19:38]
>> 8-f.
[19:39]
>> 8f.
[19:39]
Okay.
[19:40]
You want to vote and then come
[19:41]
back.
[19:43]
>> I ask mayor if we pull 8-f
[19:45]
for clarification regarding what
[19:47]
action we are taking as it
[19:48]
relates to the capital projects
[19:50]
and our director of public works
[19:51]
vanessa garrett is prepared to
[19:54]
make that clarification for
[19:55]
council.
[19:57]
>> just a clarification, city
[19:58]
attorney, vote on what is in
[19:59]
front of us and then that?
[20:02]
>> we will vote on all but 8-f.
[20:05]
>> one more question, on 8h, is
[20:07]
it possible that staff could
[20:08]
give us more information
[20:09]
verbally?
[20:13]
Since there are at least two
[20:14]
that have questions.
[20:17]
>> pull 8f and 8h.
[20:17]
>> correct.
[20:19]
>> let's go ahead and have a
[20:22]
vote on 8, everything but 8-f
[20:24]
and 8h.
[20:24]
>> so moved.
[20:25]
>> second.
[20:26]
>> I'll second.
[20:29]
>> ll in favor.
[20:30]
Aye.
[20:30]
Opposed?
[20:30]
All right.
[20:33]
We have a unanimous aye vote on
[20:37]
all of the items except 8f and
[20:39]
8h.
[20:42]
Let's go to 8h.
[20:46]
City manager to address 8h.
[20:48]
>> so for the item related to 8h
[20:50]
I would ask our community
[20:51]
services director, which is
[20:54]
making her way to the podium to
[20:55]
explain what is the software
[20:58]
program does and perhaps the
[20:59]
provider as well.
[20:59]
Thank you.
[21:01]
>> hi, good evening.
[21:02]
I don't want to speak to the
[21:05]
comment about it not being a
[21:06]
united states-based company
[21:09]
because I don't know where their
[21:09]
headquarters are located.
[21:12]
For the privacy issue, this is
[21:14]
analytics-based on app usage.
[21:16]
So this company does not track
[21:18]
any actual individual's data.
[21:19]
Don't have access to your cell
[21:20]
phone.
[21:21]
Don't have access to your home
[21:22]
address.
[21:24]
Essentially, when you download
[21:25]
an app on your cell phone, it
[21:26]
asks you whether or not you
[21:28]
would ike to be racked.
[21:29]
Based on app usage.
[21:30]
Everyone has an opportunity to
[21:32]
say yes or no to that.
[21:36]
If you say yes, for example, I
[21:38]
have abc mouse on my phone.
[21:41]
People who have abc mouse, tip
[21:45]
have children under the age of
[21:45]
5.
[21:46]
When I enter a park, for
[21:47]
example, and abc mouse has
[21:48]
contracted with this company,
[21:50]
they will know someone with a
[21:53]
child ages under 5 attended that
[21:53]
park.
[21:56]
Usually I think that they ping
[21:59]
maybe 150 phones in the course
[22:01]
of say 2,000 person event and
[22:02]
use science data to determine
[22:03]
how many people were actually
[22:03]
there.
[22:06]
It is not really actually
[22:07]
tracking every single individual
[22:08]
that comes and goes if that
[22:09]
makes sense.
[22:11]
>> that makes sense to me.
[22:13]
Do you have any questions?
[22:15]
This is typical, right?
[22:16]
Whenever I put an app on my
[22:18]
phone, it says can we track you?
[22:20]
>> you say yes or no.
[22:21]
>> any questions?
[22:22]
All right.
[22:24]
Let's go ahead and vote on 8h.
[22:26]
We'll go ahead and do a roll
[22:29]
call vote.
[22:30]
>> do we have --
[22:31]
>> I think that we need a motion
[22:32]
first.
[22:34]
I move that we pass 8h.
[22:39]
A second?
[22:39]
Okay.
[22:42]
Someone like to make a different
[22:48]
motion?
[22:50]
So we don't need to take action.
[22:52]
We can let it pass by without
[22:52]
action taken?
[22:53]
All right.
[22:54]
I would like to know the
[22:55]
consequences, if any
[22:57]
consequences to the city not,
[22:59]
that hey are talking about.
[23:00]
>> if council decides not to
[23:02]
proceed with the motion, the
[23:05]
city will not entertain the
[23:06]
contract for this software
[23:08]
program to assist with just
[23:10]
getting information as far as
[23:12]
attendance to potential
[23:13]
companies.
[23:19]
>> okay.
[23:21]
>> yes, can move to another date
[23:24]
or ask for more information.
[23:26]
>> I would like to continue to
[23:28]
find more about it.
[23:28]
Make a motion.
[23:31]
I give it a glance.
[23:32]
Didn't realize the full
[23:34]
implications of what it might
[23:35]
mean.
[23:36]
So that was my motion to carry
[23:39]
it forward to next council
[23:39]
meeting.
[23:41]
>> a second?
[23:42]
>> I'll second that.
[23:44]
>> all right.
[23:45]
So let's go ahead and roll call
[23:48]
on that motion.
[23:51]
>> sm sanborn, yes.
[23:58]
Council member, rod rege, no.
[24:01]
Council member elward.
[24:02]
Mayor adams, yes.
[24:06]
Motion passes 3-0.
[24:07]
3-2 vote.
[24:10]
Council members rodriguez and
[24:13]
elward dissenting.
[24:16]
>> let's go back to 8-f and
[24:18]
invite director garrett up for
[24:22]
her report.
[24:24]
Good to see you today.
[24:25]
>> hi, thank you.
[24:26]
Thank you mayor and council
[24:27]
members.
[24:28]
I can give a general summary
[24:29]
what the item is about.
[24:32]
If you have questions about
[24:33]
specific projects let me know.
[24:37]
In general, during the last
[24:39]
budget process used general fund
[24:42]
monies for quite a few cip
[24:44]
projects.
[24:47]
And this council item recommends
[24:48]
actually swapping some funding
[24:50]
sources that make a little bit
[24:50]
more sense.
[24:52]
In the past, used things like
[24:54]
gas tax, special revenue for
[24:56]
road projects in lieu of general
[25:00]
fund money as an example, or
[25:02]
transportation measure m funding
[25:07]
for things like the [
[25:08]
Indiscernible] Study.
[25:10]
That money can't be used for
[25:11]
anything but bike and pedestrian
[25:13]
funded projects so that is a
[25:15]
recommendation today.
[25:18]
It is to swap some funding
[25:20]
sources from general fund money
[25:24]
to the special revenues that
[25:26]
have specific requirements which
[25:30]
we can use for cip projects.
[25:30]
>> thank you very much.
[25:32]
Before you leave, any questions
[25:35]
for the director?
[25:36]
Thank you so much.
[25:37]
Appreciate it.
[25:39]
So any comments or questions or
[25:41]
a motion?
[25:44]
>> I am prepared to move 8-f
[25:44]
forward.
[25:45]
>> is there a second?
[25:46]
>> and I will second.
[25:47]
>> thank you very much.
[25:50]
All in favor?
[25:50]
Aye.
[25:52]
Any opposed?
[25:53]
There we go.
[25:53]
5-0.
[25:56]
Thank you so much vanessa.
[25:59]
So let's move on to regular
[25:59]
items.
[26:02]
9a, considered adopting a
[26:03]
resolution, approving
[26:04]
authorizing the city manager to
[26:06]
execute and implement an
[26:07]
excluesive negotiating agreement
[26:16]
for the city of rohnert park and
[26:17]
sent cal properties.
[26:19]
We will begin with staff report
[26:21]
given by MR. King and invite
[26:22]
public comments and come back
[26:25]
for discussion when the council
[26:27]
and questions for the developer.
[26:28]
MR. King.
[26:31]
>> good evening, mayor adams,
[26:34]
vice mayor and council members.
[26:36]
My name is kevin king, city
[26:38]
analyst for city of rohnert
[26:38]
park.
[26:40]
I'm here to -- excuse me.
[26:42]
discuss the exclusive agreement
[26:45]
with center cal properties with
[26:46]
6400 state farm drive.
[26:48]
It will be a short presentation.
[26:50]
First let's just start with what
[26:54]
is the definition of a dna.
[26:55]
Allows for the city to talk
[26:58]
directly with the developer, for
[26:59]
the development of the land.
[27:01]
Establishes the definition of
[27:02]
good faith negotiation between
[27:05]
both parties.
[27:05]
Establishes responsibility of
[27:08]
cost during the ena phase.
[27:10]
That is the deadline for term
[27:11]
phases, which is the next one.
[27:13]
Next phase of his process.
[27:15]
And establishes timelines and
[27:17]
outlines negotiating process,
[27:18]
including the event of a
[27:19]
default.
[27:21]
Basically selection was the
[27:23]
first date, this is us going
[27:27]
steady with the developer.
[27:28]
So let's get into a timeline.
[27:30]
There is actually a lot more
[27:31]
timeline outline in the contract
[27:31]
itself.
[27:33]
I wanted to keep it very
[27:37]
specific to the one that was
[27:38]
directly impact this board.
[27:43]
So the overall e-n-a, if it is
[27:44]
signed today, basically starts
[27:47]
the clock on all of these
[27:47]
timelines.
[27:49]
So we would have 150 days from
[27:50]
tonight.
[27:53]
So that would be MARCH 21 or 300
[27:54]
days if we were to extend it
[27:58]
AUGUST 18 in order to get to the
[28:01]
term sheet phase of his
[28:02]
essentially.
[28:04]
What that means for center cal
[28:07]
and for the city and this
[28:08]
council, first center cal will
[28:10]
be on the clock to submit a
[28:12]
draft and conceptual design no
[28:15]
later than DECEMBER 6, 2024.
[28:16]
The friday after thanksgiving.
[28:20]
From that point, we will have 30
[28:23]
days to do a meet and confer
[28:27]
with center cal to discuss what
[28:28]
they submitted.
[28:30]
I will explain the dates here n
[28:31]
more detail.
[28:33]
JANUARY 3, 2025 is the friday,
[28:35]
30 days from DECEMBER 6 is
[28:39]
JANUARY 3 5 which is a sunday.
[28:41]
Likely not confer with them on a
[28:41]
sunday.
[28:42]
I'm putting that friday there.
[28:49]
As a next deadline.
[28:51]
From JANUARY 3, council has 30
[28:52]
days after that, confer, to
[28:54]
approve a design and term sheet.
[28:57]
Again 30 days from the third is
[28:59]
a sunday.
[29:00]
So most likely the council date
[29:02]
will be the 28th.
[29:03]
Unless you choose to do a
[29:04]
special session on this.
[29:07]
Then from there, if they were,
[29:10]
if you were to approve a term
[29:11]
sheet and draft conceptual
[29:20]
design, you have center cal has
[29:21]
30 days to back out.
[29:23]
From tonight, 180 days, from
[29:28]
approval, they have 180 days to
[29:29]
submit, officially submit the
[29:33]
applications to the city.
[29:34]
I would make one comment on all
[29:36]
of the dates on the right hand
[29:38]
column, those are all dependent
[29:40]
upon if everyone were to submit
[29:42]
on the final day in that third
[29:43]
column.
[29:47]
So they submit tomorrow, we have
[29:57]
45 days and we will be in
[30:00]
discussion, as far out of
[30:01]
this process as far as this
[30:02]
can go.
[30:03]
At this phase.
[30:05]
So any questions?
[30:08]
Or should I comments?
[30:08]
Or?
[30:10]
>> if it is all of the same
[30:12]
to you, I think that we will
[30:13]
have public comment and ome
[30:15]
back around and go there.
[30:15]
Okay.
[30:16]
thank you very much.
[30:18]
We have seven public comment
[30:19]
cards.
[30:21]
If anybody in the audience
[30:22]
have not submit add card and
[30:23]
wishes to make a comment
[30:24]
about this item, there is a
[30:26]
stack of pink cards over
[30:26]
there.
[30:28]
Feel free to give them to
[30:29]
the clerk and we'll call
[30:30]
your name up.
[30:31]
All right.
[30:34]
So we have a ronald, I'll
[30:36]
give you the first three.
[30:38]
Ronald lopez, marty bennett
[30:41]
and stephanie, is it hall?
[30:42]
Stephanie hall.
[30:43]
And if you want to just be
[30:44]
on deck.
[30:46]
When you are ready, that
[30:46]
will be great.
[30:48]
All right, MR. Lopez,
[30:49]
thank you for coming tonight
[30:50]
sir.
[30:51]
>> thank you very much.
[30:53]
I'm ron lopez, professor at
[30:54]
sonoma state university
[30:55]
where I worked for 19 years.
[30:58]
I'm also the labor and
[31:00]
community outreach for
[31:01]
california faculty
[31:03]
association, although I'm
[31:03]
not here in official
[31:04]
capacity for that.
[31:05]
I'm here as a union member,
[31:09]
a community member of
[31:09]
rohnert park.
[31:11]
I'm concerned about this
[31:11]
project.
[31:12]
In particular, I want to
[31:14]
make sure that in this, as
[31:17]
you go through the exclusive
[31:19]
negotiation with the
[31:20]
developer, that you make
[31:23]
sure that there are
[31:25]
guarantees of good labor
[31:25]
conditions.
[31:26]
Because many of our students
[31:30]
in this community lack good
[31:31]
opportunities for employment
[31:33]
off campus also.
[31:36]
I understand that there is a
[31:37]
part, one of the things that
[31:39]
was asked for, 25%
[31:40]
affordable housing.
[31:41]
I think that is very
[31:42]
important.
[31:43]
I know a lot of students
[31:45]
that live in garages and
[31:47]
live under other unsafe and,
[31:49]
you know, less than ideal
[31:50]
conditions.
[31:51]
Also we very much like to
[31:53]
see this be a least and
[31:56]
a lease and not
[31:56]
a sale.
[31:58]
So the rohnert park has
[31:58]
control and say over the
[31:59]
condition.
[32:02]
Much of my scholarship
[32:04]
involved communities that
[32:06]
have seen developments
[32:07]
whether the developers have
[32:08]
exploited or displaced
[32:09]
community without giving
[32:10]
back to the communities.
[32:11]
That is something that I
[32:12]
would not want to see here.
[32:14]
I think that rohnert park
[32:15]
needs a downtown.
[32:19]
There is, there has been
[32:20]
downtown issues over the
[32:21]
years.
[32:22]
Rohnert park could be a
[32:24]
great community, amazing
[32:26]
community for it to be
[32:26]
successful.
[32:27]
For it to be successful, it
[32:29]
has to meet the community
[32:30]
needs, needs of the student
[32:31]
that will help attract
[32:32]
students.
[32:35]
That will help make this a
[32:36]
more prosperous and
[32:37]
attractive community for all
[32:37]
of us.
[32:39]
Also I think that the
[32:41]
standard that should be
[32:43]
followed is standard set by
[32:46]
the great casino.
[32:48]
So high standards, not
[32:50]
giving away the farm.
[32:53]
Maintain ideally lease or
[32:56]
25, or 51% ownership.
[32:59]
So that the city has a say
[33:00]
in the future of this
[33:00]
development.
[33:01]
Thank you very much.
[33:03]
>> thank you MR. Lopez.
[33:05]
Appreciate your time doing
[33:06]
this tonight.
[33:07]
Bennett.
[33:08]
Stephanie hall.
[33:09]
Thank you.
[33:10]
Welcome MR. Bennett.
[33:13]
Thank you for joining us
[33:13]
tonight.
[33:15]
>> my name is marty bennett.
[33:18]
I'm an instructor of history
[33:19]
at junior college.
[33:22]
A consultant for united
[33:24]
local 2 and 30 year resident
[33:25]
of the county.
[33:28]
I reside in the city of
[33:29]
sonoma.
[33:31]
Rohnert park downtown state
[33:33]
farm development near by the
[33:34]
smart train station, f it
[33:36]
includes good living wage
[33:39]
jobs, 25% high density
[33:40]
affordable housing, could
[33:42]
become part of a two decade
[33:45]
campaign by labor and
[33:46]
environmental, transit,
[33:47]
affordable housing and
[33:50]
business organizations where
[33:51]
equitable, sustainable and
[33:53]
transient oriented
[33:55]
development along the 101
[33:56]
corridor.
[33:57]
The project should reflect
[34:00]
the values of current
[34:01]
rohnert park residents and
[34:03]
elected officials and become
[34:04]
a model for the entire
[34:04]
region.
[34:06]
However there are several
[34:07]
major challenges which must
[34:10]
be overcome.
[34:13]
the casino and hotel is
[34:14]
excellent example of a
[34:15]
project where the developers
[34:16]
engage in extensive outreach
[34:19]
to labor and community
[34:20]
organizations.
[34:22]
To create a project that
[34:24]
included good union living
[34:27]
wage jobs for the facility's
[34:30]
construction and operation.
[34:32]
Subsequently the casino is
[34:33]
provided share prosperity
[34:34]
and outstanding benefits for
[34:36]
the tribe, the workers, for
[34:38]
the city and for the
[34:40]
community.
[34:42]
Jobs are now the best
[34:43]
service sector jobs in the
[34:44]
county that allow workers to
[34:46]
live where they work and
[34:48]
participate in the
[34:49]
communities civic and
[34:50]
cultural alike in their
[34:52]
children's school
[34:52]
activities.
[34:54]
However there are no
[34:55]
assurances from center cal
[34:58]
that this project will
[35:01]
replicate success of
[35:01]
greaton.
[35:06]
First ena mentions outreach
[35:07]
but says nothing about the
[35:09]
expectations of center cal.
[35:12]
Please amend the ena to
[35:13]
include community outreach
[35:15]
section that specifically
[35:16]
includes which organization
[35:19]
center cal will contact and
[35:20]
timelines for discussions
[35:23]
with labor environmental,
[35:25]
housing and other community
[35:25]
organizations.
[35:28]
Ena should also include an
[35:29]
expectation with community
[35:30]
benefits will be a part of
[35:33]
the term sheet and the final
[35:34]
agreement.
[35:36]
Secondly, the ena forecloses
[35:37]
the possibility of leasing
[35:38]
the public land.
[35:40]
leasing the land will enable
[35:42]
the city to retain more
[35:43]
control over the project and
[35:46]
insure that it fulfills the
[35:47]
council's vision and
[35:50]
conforms to the community
[35:50]
values.
[35:52]
It should, we also provide
[35:54]
ongoing revenue to insure
[35:56]
the stability of the city's
[35:56]
finance.
[35:58]
The ena should be amendment
[36:00]
to require that the
[36:01]
developer lease all or part
[36:02]
of the land.
[36:05]
Thank you.
[36:09]
>> thank you MR. Bennett.
[36:09]
Stephanie, welcome to our
[36:10]
meeting tonight.
[36:11]
Thank you for coming.
[36:11]
>> yeah.
[36:13]
So my name is stephanie
[36:13]
hall.
[36:15]
I'm an inside journeyman
[36:16]
wireman with the
[36:17]
international brotherhood of
[36:19]
electrical workers local
[36:19]
551.
[36:20]
I'm sure that I don't look
[36:21]
like your typical
[36:22]
construction worker but
[36:24]
completed the apprenticeship
[36:25]
program around 11 years ago
[36:25]
now.
[36:29]
I'm here to speak in favor
[36:29]
of rohnert park of the
[36:32]
proposed downtown area.
[36:32]
This gives you the
[36:33]
opportunity to allow people
[36:34]
that live here in sonoma
[36:36]
county to work in their
[36:37]
hometown, in their backyard.
[36:39]
To make a living wage and
[36:40]
then turnaround and be able
[36:41]
to spend that money right
[36:42]
here in our community.
[36:44]
My fear would be that the
[36:46]
space would be sold to allow
[36:47]
for developers to come from
[36:49]
other counties or even
[36:50]
states paying lower wages to
[36:52]
people who have no ties to
[36:53]
the city who will likely not
[36:55]
come back to visit or spend
[36:58]
money here that could help
[37:00]
flourish our economy.
[37:01]
As someone who worked in the
[37:03]
field as electrician, who is
[37:04]
also mom of three small
[37:06]
children, it gives me great
[37:07]
pride to walk past the
[37:08]
location or drive past the
[37:10]
location and point out a
[37:11]
building and say, the lights
[37:12]
are on because mommy did
[37:13]
that.
[37:14]
It is a place that we go all
[37:16]
of the time and I helped
[37:18]
build it.
[37:20]
As my local outreach
[37:21]
coordinator, I spend time
[37:22]
going to schools to talk to
[37:23]
children about careers that
[37:25]
they could have, about jobs
[37:28]
they could work here in our
[37:29]
community.
[37:31]
I live four miles from this
[37:32]
location and I would love to
[37:34]
see the city keep ownership
[37:36]
or lease to a developer, who
[37:37]
would allow skills and train
[37:39]
workers from our community
[37:40]
the opportunity to work on
[37:40]
this project.
[37:42]
Thank you.
[37:44]
>> thank you stephanie.
[37:45]
All right.
[37:46]
The next hree people we
[37:52]
have are sonja, matthew.
[37:55]
Is that how you say it?
[37:55]
Weinstein.
[37:56]
Thank you.
[37:56]
Welcome sonja.
[38:00]
>> hi, I'm sonja, I'm with
[38:01]
-- that was really loud.
[38:05]
I'm sonja, I'm with local 2,
[38:06]
hotel workers union, I think
[38:08]
you all know me by now and
[38:12]
you know that, you know, the
[38:13]
unit here and all of labor
[38:15]
have high hopes for this
[38:17]
project in downtown rohnert
[38:17]
park.
[38:19]
To create a rohnert park
[38:20]
downtown.
[38:22]
You know, that follows the
[38:22]
community's values.
[38:23]
I know that you all bought
[38:26]
that land because you wanted
[38:27]
to enact a vision that was
[38:29]
not purely about profit and
[38:30]
relying on private
[38:32]
developers because you all
[38:33]
wanted to create something
[38:35]
that would be valuable for
[38:37]
the people of rohnert park.
[38:39]
So you know, I know that
[38:41]
this council wants a project
[38:43]
that delivers the full
[38:45]
package in alignment with
[38:46]
rohnert park values.
[38:48]
Affordable housing,
[38:49]
environmental
[38:49]
sustainability, community
[38:50]
hub for people to come to
[38:51]
and good jobs.
[38:52]
As things stand right now,
[38:54]
we are concerned that center
[38:56]
cal is not headed in that
[38:57]
direction.
[38:58]
During this ena period, we
[38:59]
are counting on you to make
[39:01]
sure that center cal does
[39:03]
right by this community.
[39:05]
Center cal, when picked we
[39:06]
were hopeful because they
[39:07]
said that they would engage
[39:09]
with the community but we
[39:10]
feel let down by that
[39:11]
community engagement.
[39:14]
They have not substantively
[39:15]
engage about issues
[39:16]
affecting local workers and
[39:17]
residents.
[39:21]
You know, the gratton casino
[39:23]
and hotel as many mentioned,
[39:23]
great example of the project
[39:25]
that the developers did
[39:26]
really collaborate with the
[39:28]
community and with labor and
[39:30]
created a project that
[39:33]
lifted up rohnert park and
[39:35]
sonoma county as a whole.
[39:36]
Shared prosperity.
[39:38]
We want this project to
[39:40]
follow in gratton's
[39:41]
footsteps but concerned as
[39:44]
you enter into this with
[39:45]
center cal, what will happen
[39:48]
if center cal doesn't change
[39:50]
direction and don't want to
[39:53]
do a project in alignment
[39:54]
with rohnert park values?
[39:56]
What will happen down the
[39:56]
road?
[39:58]
In addition to that, we want
[39:59]
to, you know, agree with the
[40:02]
building trades that a lease
[40:03]
would be a better option for
[40:06]
this property and that right
[40:07]
now, the negotiating
[40:08]
agreement includes some
[40:10]
language and I'm not sure if
[40:11]
this is even the intention
[40:13]
that appears to close off
[40:15]
the possibility of a lease
[40:19]
in paragraph 3a, where it
[40:22]
refers to one of the
[40:22]
deliverables is talking
[40:25]
about the, how they would
[40:26]
fund purchasing the
[40:26]
property.
[40:27]
It doesn't mention or
[40:28]
leasing the property.
[40:30]
So we would ask that be
[40:31]
changed to clarify and make
[40:33]
sure that a lease is still
[40:36]
on the table because as
[40:37]
mentioned, that allow the
[40:39]
city more control and more
[40:41]
sustainable financial
[40:42]
future.
[40:43]
So you know, again, as you
[40:45]
negotiate this term sheet we
[40:46]
are counting on you.
[40:47]
We know that you want to
[40:50]
deliver project that where
[40:51]
center cal does right by
[40:52]
this community.
[40:54]
Please hold them accountable
[40:55]
to the values that I know
[40:55]
that you hold.
[40:56]
Thank you.
[40:57]
>> thank you very much for
[41:01]
your comments.
[41:01]
Laura.
[41:03]
Laura, thank you for coming.
[41:04]
>> hello.
[41:08]
Hi, my name is laura, I'm
[41:09]
organizer with justice, I'm
[41:10]
a member of the community.
[41:12]
I live in sonoma county for
[41:13]
ten years.
[41:14]
My father-in-law lives right
[41:15]
around the corner.
[41:18]
I tried to avoid him as I
[41:19]
was walking in.
[41:23]
So he doesn't distract me.
[41:25]
I organize with a lot of
[41:26]
workers here too in rohnert
[41:27]
park.
[41:28]
I care a lot about the new
[41:29]
project here, that I know
[41:31]
that they will inevitably
[41:33]
affect this community for
[41:35]
years to come.
[41:37]
Especially a project of this
[41:38]
magnitude.
[41:40]
I'm really concerned that
[41:44]
center cal is not centering
[41:45]
worker and share the values
[41:47]
that people in rohnert park
[41:47]
have.
[41:50]
We know it is possible, as
[41:52]
having new developments that
[41:53]
center labor, real community
[41:54]
engagement.
[41:55]
We seen it happen with
[41:57]
gratton casino and hotel
[41:58]
where labor was involved in
[41:59]
the beginning.
[42:00]
We can see the positive
[42:02]
effect that has had on the
[42:02]
community.
[42:04]
We seen the jobs, the good
[42:06]
stable jobs that have
[42:06]
provided.
[42:07]
It is really clear that
[42:09]
center cal needs to step up.
[42:10]
Center cal needs to be
[42:12]
engaging with the residents
[42:14]
an workers here that are
[42:15]
asking center cal be in
[42:16]
alignment with the values of
[42:19]
the workers and families of
[42:20]
rohnert park.
[42:21]
No better time to fight for
[42:22]
the values of the community
[42:24]
than when we are thinking of
[42:25]
a project of this level that
[42:26]
has such enormous
[42:27]
possibilities.
[42:29]
Such an enormous potential
[42:31]
to provide good jobs, to
[42:32]
provide affordable housing,
[42:33]
this is going to be
[42:35]
something that changes the
[42:35]
landscape of rohnert park
[42:36]
for the better.
[42:38]
So this is an amazing
[42:40]
opportunity to set really
[42:41]
high standard for what
[42:42]
developments like these
[42:43]
should be.
[42:45]
Or what the developments
[42:46]
like this, for how they
[42:48]
should be uplifting the
[42:48]
community.
[42:50]
As you negotiate a term
[42:50]
sheet, we are counting on
[42:52]
you to make sure that the
[42:53]
values are upheld.
[42:54]
And that you make sure that
[42:55]
every step of the way
[42:56]
workers are centered.
[42:58]
Thank you.
[42:59]
>> all right.
[43:03]
Thank you very much for your
[43:08]
comments.
[43:08]
Weinstein.
[43:09]
>> ladies and gentlemen, of
[43:11]
the council, my name is
[43:11]
matthew weinstein.
[43:14]
I'm an employee at gratton
[43:15]
resort and asino.
[43:17]
I worked there 11 years as
[43:17]
of last month.
[43:19]
I'm here to tell you the
[43:21]
necessity of good jobs and
[43:22]
living standard.
[43:24]
as marty, ron, stephanie,
[43:24]
laura talked about the
[43:26]
importance of job, I would
[43:29]
like to tell you my story.
[43:31]
My job at casino has
[43:33]
afforded me quality
[43:35]
healthcare that has enabled
[43:40]
me to help my now deceased
[43:42]
wife with fight with
[43:43]
alcoholism.
[43:45]
It afforded a good wage to
[43:46]
help pay the bills that kept
[43:47]
coming after laid off
[43:48]
because of her alcoholism
[43:51]
and her fight with t.
[43:53]
It is now affords me a
[43:54]
pension that I will
[43:56]
hopefully be able to retire
[43:59]
with as all people in this
[44:00]
town as well as in this room
[44:01]
be able to retire some point
[44:03]
in time.
[44:06]
All of this is to say that
[44:08]
the concerns with the
[44:09]
central cal development are
[44:12]
very pressing to the
[44:13]
employees at gratton resort
[44:16]
and casino because we care
[44:17]
about the quality of the job
[44:18]
that are going to be brought
[44:22]
by this evelopment.
[44:23]
In this town.
[44:24]
To that end, we would
[44:28]
request a couple things.
[44:32]
The inclusion of a lease for
[44:34]
the property would be
[44:35]
central among them, as well
[44:37]
as a negotiation of a
[44:39]
potential labor piece in the
[44:47]
development of the center.
[44:50]
As the researcher, made an
[44:51]
analogy about first dates
[44:54]
and relationship, I would
[44:58]
like to stress that I hope
[45:00]
that the city council has
[45:03]
not been moved from a first
[45:05]
databased on appearances and
[45:07]
put best foot forward.
[45:10]
It takes time to get to know
[45:10]
people.
[45:11]
there are times that people
[45:12]
often don't get married
[45:13]
after the first date.
[45:15]
I suggest you do not do that
[45:16]
as well.
[45:20]
Or make that mistake.
[45:21]
But best of luck.
[45:23]
>> matthew, thank you very
[45:24]
much.
[45:34]
Next, john kelly someone
[45:36]
else making a comment about
[45:37]
this item, now is your time
[45:39]
to grab your pink card.
[45:40]
Kelly, welcome to our
[45:40]
meeting.
[45:43]
>> hi, thanks for having me.
[45:47]
It is always nice to come
[45:48]
see the council.
[45:50]
Spending more time in
[45:51]
rohnert park because one of
[45:53]
my daughters, is a student
[45:55]
at credo high.
[45:57]
I'm over there quite
[45:57]
frequently.
[45:58]
Interesting to learn about
[46:02]
the very dynamic energy that
[46:03]
this council has been
[46:04]
fostering in rohnert park.
[46:05]
It is amazing to see a city
[46:09]
that is so engaged and is
[46:10]
developing so strongly.
[46:12]
It is just, the kind of
[46:14]
thing that sonoma county can
[46:15]
takes a an example in many
[46:17]
other places, he dynamic
[46:19]
that this council has
[46:20]
promoted.
[46:21]
I have a series of points
[46:23]
that I want to make tonight.
[46:24]
What I'm talking to ou
[46:26]
about is grounded in my
[46:26]
personal experience.
[46:28]
I grew up in santa rosa, I
[46:30]
live in sonoma now.
[46:31]
I don't think that you could
[46:33]
pick more clear distinctions
[46:35]
of how different downtowns
[46:38]
can develop with santa rosa
[46:39]
and sonoma.
[46:40]
Rohnert park is making a
[46:42]
once in a century decision
[46:43]
how the community will look
[46:44]
in the long run.
[46:46]
It is an important one o
[46:46]
get right.
[46:48]
That is the kind of thing
[46:49]
that council people, it
[46:51]
gives them a chance to make
[46:52]
imprint on the people for a
[46:54]
long time, positive one to
[46:56]
be engaging with tonight.
[46:57]
I know some of you received
[47:01]
a memo that I drafted
[47:02]
concerning the availability
[47:05]
of the ground lease for the
[47:07]
city for this property.
[47:08]
The 213 page memo.
[47:10]
I have sympathies for you,
[47:12]
go through it, 12 single
[47:14]
spaced pages and I do know
[47:16]
that sort of comprehensively
[47:17]
addressed the points that I
[47:19]
just want to allude to right
[47:19]
now.
[47:21]
The first one I want to get
[47:22]
across, the ena that you see
[47:24]
tonight is definitely for
[47:24]
sale.
[47:27]
The language in there is a
[47:28]
conveyance of property
[47:28]
ownership, it is a sale.
[47:31]
Not a ground lease.
[47:32]
Ena doesn't provide for
[47:33]
that.
[47:34]
I would strongly encourage
[47:35]
you to consider a ground
[47:35]
lease.
[47:37]
It would allow the city to
[47:39]
retain ownership of valuable
[47:40]
land, gain revenue and
[47:41]
maintain control of the land
[47:41]
use.
[47:42]
It is quite possible that
[47:44]
the law in california will
[47:45]
change in years to come and
[47:47]
very well be if you do
[47:48]
surrender control to
[47:50]
property it will allow uses
[47:51]
to take place that you would
[47:53]
have power as a landlord to
[47:53]
prevent.
[47:55]
In that memo, I pointed out
[47:56]
several successful
[47:57]
precedents including a long
[48:00]
beach civic center and 1350
[48:01]
front street in san diego
[48:04]
where they have been used,
[48:06]
ground lease, with 55-99
[48:08]
year terms, full conveyance
[48:09]
of interest in the parcels.
[48:11]
Everything you expect as
[48:12]
landowner be able to do.
[48:14]
I think that there was some
[48:16]
question amongst the council
[48:18]
and observers whether a
[48:19]
ground lease would serve the
[48:20]
uses of the city, I think
[48:21]
the point of that memo was
[48:23]
to show that it does.
[48:24]
The final thing I would say,
[48:25]
I'm not here n behalf of
[48:27]
any interest group, I don't
[48:28]
have a client in this.
[48:30]
No economic element for it.
[48:32]
It is purely because it is a
[48:33]
once in a century decision
[48:34]
for you.
[48:36]
I wanted to do my part to
[48:37]
try to help you guys as much
[48:38]
as I could.
[48:39]
Help you.
[48:40]
Best of luck with the
[48:40]
decision tonight.
[48:41]
Thank you.
[48:42]
>> thank you very much for
[48:43]
taking the time to come
[48:43]
over.
[48:46]
I hope you enjoy visiting
[48:48]
rohnert park when you see
[48:51]
your daughter.
[48:51]
Grace.
[48:53]
>> hi there.
[48:54]
Hi, I'm grace wang, the vice
[48:56]
PRESIDENT Of leasing for
[48:57]
center cal property.
[49:00]
I oversee the leasing in
[49:03]
northern california and most
[49:05]
recently we just spent the
[49:08]
last three years redevelop
[49:12]
redeveloping bay street in
[49:12]
emeryville.
[49:14]
We took that project that
[49:17]
was one delapidated and
[49:18]
forgotten, and turned it
[49:20]
into a community gathering
[49:20]
place.
[49:23]
We have worked with many
[49:27]
local and many regional
[49:29]
restaurateurs, we have
[49:30]
talked to many people in the
[49:31]
community to make sure that
[49:35]
we included what heir needs
[49:35]
were.
[49:37]
And what the community was
[49:40]
looking for in a shopping
[49:40]
center.
[49:42]
If you just go to any one of
[49:44]
our projects, you will see
[49:47]
how much we really care
[49:49]
about creating a sense of
[49:51]
place, a place, a safe
[49:53]
place, a fun place that you
[49:54]
can spend time with your
[49:55]
loved ones.
[49:58]
That is what really is
[49:58]
important to us.
[50:00]
Thank you for this
[50:00]
opportunity.
[50:04]
We are so excited to make a
[50:05]
change here at rohnert park.
[50:10]
You guys, we deserve a
[50:12]
downtown that is just as
[50:14]
good f not better than many
[50:16]
of the local downtowns near
[50:17]
by.
[50:19]
So thank you.
[50:21]
>> grace, thank you very
[50:22]
much.
[50:23]
Maddy.
[50:24]
Maddy, welcome to our
[50:24]
meeting tonight.
[50:27]
It is good to see you.
[50:30]
>> good to be here.
[50:32]
Maddy, director with the
[50:33]
north bay council.
[50:39]
Also a laborer.
[50:44]
Many years f rohnert park
[50:45]
threatening to wallow up,
[50:46]
because of downtown.
[50:47]
But that was a long time
[50:47]
ago.
[50:48]
Just saying.
[50:49]
Bringing it up.
[50:53]
But it is so exciting this
[50:53]
project.
[50:54]
I think that it is going to
[50:56]
be beautiful.
[51:00]
We have talked about leasing
[51:03]
versus sales.
[51:06]
I spoke with the center cal
[51:07]
folks and sounds like they
[51:08]
are not interested in that
[51:09]
at all.
[51:11]
Which is why I am guessing
[51:13]
the ena mentions the sale.
[51:16]
I was the one that sent you
[51:18]
that document that MR. Kelly
[51:18]
mentioned, that talks about
[51:20]
how much better it is for a
[51:21]
city to maintain control,
[51:22]
you know, future
[51:25]
development, if you have
[51:26]
leased.
[51:26]
I'm told that s not a
[51:27]
possibility for them but we
[51:30]
are hoping that you can stay
[51:31]
with that.
[51:33]
Many of the issues that we
[51:34]
talked about, you know, in
[51:37]
the past, like neutrality
[51:39]
and all of that tuff, many
[51:41]
developers do have that
[51:43]
stuff all figured out before
[51:45]
they take ena aside.
[51:47]
It is not unusual that would
[51:47]
happen.
[51:48]
We were hoping to see that.
[51:51]
There is a community
[51:53]
engagement section in the
[51:54]
ena.
[51:55]
That says nothing about
[51:57]
community engagement.
[51:58]
Just words that have nothing
[52:00]
to do with it.
[52:02]
And finally, I wanted to, he
[52:04]
talked about shared values,
[52:06]
you mention shared values.
[52:09]
I met with these guys.
[52:10]
I believe they share, I
[52:11]
really do.
[52:12]
how that translates into the
[52:14]
project is another story.
[52:17]
As we have said, you know, I
[52:19]
said to you guys the other
[52:20]
day, we have been burned
[52:21]
before.
[52:22]
When we were told, yes, we
[52:23]
will do all of this.
[52:24]
Yes, be there for you.
[52:26]
Yes, we are going to meet
[52:26]
with you.
[52:28]
Hasn't happened.
[52:30]
So as much as I believe in
[52:31]
this company because I
[52:35]
really do, if it is not in
[52:38]
writing, it is scary.
[52:39]
So I'm just hoping as we go
[52:41]
through the process, that we
[52:41]
will engage with them.
[52:45]
They will understand the
[52:48]
importance of being in
[52:49]
laborer, especially related
[52:50]
to the hotels.
[52:52]
Hotel workers are generally
[52:54]
women of color, very low
[52:54]
wage workers.
[52:56]
It is hard, hard work.
[52:58]
We want to be sure that
[52:59]
those people are treated
[52:59]
right.
[53:00]
Thank you for your time.
[53:02]
>> thank you very much
[53:03]
maddy.
[53:07]
I have one other card.
[53:08]
Hedi.
[53:10]
Hedi, last name?
[53:15]
Thank you for coming tonight
[53:16]
tonight.
[53:16]
Yep.
[53:21]
>> hi, my name is hedi.
[53:22]
I am delighted to stand up
[53:24]
here and say I'm going to be
[53:26]
working with grace wang as
[53:28]
part of the leasing team for
[53:29]
this amazing project.
[53:31]
I'm an outside leasing
[53:34]
consultant and working on
[53:35]
center cal project off and
[53:37]
on for the last five years.
[53:38]
I've been in the bay area
[53:39]
for 30.
[53:42]
Some of you know some of my
[53:45]
handy work, the town center,
[53:46]
which organically became a
[53:48]
community center.
[53:49]
Center cal, if you seen some
[53:52]
of their projects, they
[53:54]
really do mimic the hird
[53:54]
place.
[53:56]
I worked for many evelopers
[53:57]
as I mentioned, independent.
[54:01]
But I love working for
[54:01]
center cal because they
[54:02]
listen to us, they listen to
[54:03]
the community.
[54:05]
They try to create something
[54:06]
special there.
[54:08]
As a matter of fact, the ceo
[54:09]
calls us all of the time
[54:10]
with ideas.
[54:12]
When you go by the gas
[54:14]
station and in that
[54:16]
community and coffee shop,
[54:17]
things of that sort.
[54:19]
I wanted to give them a
[54:20]
strong thumbs up.
[54:23]
Because, it is not
[54:26]
institutional.
[54:27]
I truly believe in them.
[54:29]
So 'm super excited about
[54:29]
this.
[54:31]
I think that it is long
[54:31]
overdue here.
[54:34]
>> thank you very much.
[54:35]
Hold on before I call this
[54:56]
next person.
[54:56]
All right.
[54:58]
One more speaker card.
[54:58]
Scott.
[55:00]
Scott, say your last name
[55:02]
for me so I don't say it
[55:02]
wrong.
[55:04]
Scott from center cal.
[55:06]
Thank you very much.
[55:07]
Welcome back it is good to
[55:11]
see you.
[55:15]
I will try to stay in my
[55:17]
seat but couldn't contain my
[55:17]
excitement.
[55:20]
I said I was excited to be
[55:20]
here, than last time.
[55:23]
More xcited because we are
[55:25]
on the precipice of stepping
[55:26]
in the relationship.
[55:28]
This project is something
[55:30]
that continues to gain
[55:31]
momentum eternally an with
[55:32]
the outreach we have been
[55:33]
receiving from the
[55:33]
community.
[55:35]
It is incredible to see the
[55:37]
passion in this community.
[57:21]
Behind this project.
[58:18]
Hearing what the steps are
[58:19]
and find what happens after
[58:22]
this timeline is thought
[58:23]
about.
[58:25]
Thank kevin king for his
[58:26]
work.
[58:28]
You've done absolute work
[58:30]
with that.
[58:33]
We'll we want to take
[58:35]
comments and questions.
[58:37]
So don't worry about
[58:40]
thinking a minute later.
[58:43]
We'll begin with council
[58:43]
sanborn
[58:45]
>> I don't have any
[58:45]
questions at the moment.
[58:51]
>> thank you very much.
[58:54]
I do have a couple.
[58:56]
I know I've have heard from
[58:58]
the community over the past
[59:00]
couple of weeks regarding
[59:02]
we've the casino hich is
[59:02]
great.
[59:05]
But I want to be able to
[59:06]
clear, what is the
[59:08]
difference of like the
[59:10]
casino funds versus the city
[59:12]
funds not at all just the
[59:13]
casino.
[59:14]
I can't speak for them.
[59:17]
I'm not part of their
[59:18]
project.
[59:20]
Private funds and versus
[59:23]
public funds and what that
[59:27]
looks like like as a city.
[59:29]
Let me explain public
[59:29]
dollars.
[59:31]
When there's a public
[59:33]
investment clearly you have
[59:35]
seen in fact, last year we
[59:37]
provided you with a
[59:38]
presentation where we shared
[59:41]
with the council that when
[59:46]
we as a city go out and do
[59:49]
any improvement we build any
[59:51]
building there are public
[59:54]
dollars that are spent and
[59:56]
80% of the work that we do
[59:59]
is given to local labor
[1:00:08]
groups.
[1:00:10]
When you're looking at a
[1:00:11]
private dollar.
[1:00:13]
Obviously the developer in
[1:00:15]
this case it gives them the
[1:00:17]
ability to work with any
[1:00:19]
entity whether they want to
[1:00:21]
work with labor groups or
[1:00:22]
non-
[1:00:24]
nonlabor groups type of
[1:00:24]
companies.
[1:00:26]
So they have the
[1:00:26]
flexibility.
[1:00:28]
I'll tell you just in
[1:00:31]
conversations a lot of our
[1:00:32]
lot local general
[1:00:34]
contractors a lot of them
[1:00:38]
are employing members of the
[1:00:44]
various labor groups.
[1:00:48]
And then in terms -- because
[1:00:49]
I had this question
[1:00:51]
community outreach.
[1:00:52]
Can we clarify what this
[1:00:54]
means in this document.
[1:01:09]
It also confused me.
[1:01:13]
>> what the council is
[1:01:14]
acting upon tonight and this
[1:01:16]
is simply the exclusive
[1:01:18]
negotiating agreement to the
[1:01:20]
mayor's analogy.
[1:01:23]
This is just the agreement
[1:01:26]
to commit the city to
[1:01:27]
exclusively only negotiating
[1:01:30]
with this one developer.
[1:01:32]
That is essentially what
[1:01:33]
this negotiating agreement
[1:01:35]
is about.
[1:01:38]
the specific what the terms
[1:01:40]
are for any disposition.
[1:01:43]
Any potential sale, or
[1:01:47]
leasing, the ena does
[1:01:50]
discuss in fact, sale or
[1:01:50]
leasing.
[1:01:54]
That language is in the ena.
[1:01:58]
It could involve either/or
[1:01:59]
one
[1:02:00]
one.
[1:02:02]
What the council is doing
[1:02:04]
tonight is giving the green
[1:02:08]
light to this staff and this
[1:02:09]
center cal develop you are
[1:02:12]
to begin negotiating to see
[1:02:14]
if we can come to erms what
[1:02:17]
that project will ultimately
[1:02:18]
look like.
[1:02:20]
So that's a general overview
[1:02:23]
of the ena.
[1:02:24]
Twrured your specific
[1:02:25]
question
[1:02:27]
>> essentially with two
[1:02:35]
weeks happens from they lex.
[1:02:36]
Elect
[1:02:42]
election. >> essentially with two
[1:02:43]
weeks happens from the
[1:02:44]
election. Question
[1:02:44]
>> essentially with two
[1:02:45]
weeks happens from the
[1:02:47]
election.
[1:02:50]
We are agreeing to agree in
[1:02:51]
some future date.
[1:02:53]
We don't know what the terms
[1:02:55]
are we will be agreeing to.
[1:02:57]
With regard to the community
[1:02:59]
engagement, that reference
[1:03:01]
in the en as nothing to do
[1:03:02]
with the community
[1:03:04]
engagement with your
[1:03:04]
community.
[1:03:07]
That community engagement
[1:03:08]
reference only relates to
[1:03:11]
what the city's obligation
[1:03:13]
is and what that provision
[1:03:15]
we are now prohibited from
[1:03:17]
engaging in the community
[1:03:19]
with other developers.
[1:03:21]
That is what that provision
[1:03:23]
is related to.
[1:03:26]
the ena is not the groument
[1:03:28]
we would be negotiating
[1:03:29]
community engagement.
[1:03:32]
If we wanted to include
[1:03:33]
community engagement which I
[1:03:35]
understand from the council
[1:03:37]
we do that would be a topic
[1:03:39]
for negotiation during our
[1:03:41]
negotiations on the
[1:03:42]
remainder of the project
[1:03:44]
which would hopefully result
[1:03:47]
in a disposition and
[1:03:48]
development agreement.
[1:03:49]
>> okay.
[1:04:06]
Thank you.
[1:04:08]
And any extension of the
[1:04:10]
negotiating period the city
[1:04:12]
is not committing itself to
[1:04:13]
undertake the disposition of
[1:04:16]
the property or any portion
[1:04:18]
of thereof and developer is
[1:04:20]
not committing.
[1:04:23]
So in this ena we are --
[1:04:26]
however we vote we're not
[1:04:28]
yes or no to a sale.
[1:04:31]
We're saying we're going to
[1:04:32]
talk about to come to that
[1:04:35]
step if that comes up is
[1:04:36]
that correct?
[1:04:41]
>> maybe I can address.
[1:04:42]
What is happening.
[1:04:45]
That's why you saw there's a
[1:04:46]
project timeline.
[1:04:48]
What's going to happen now
[1:04:50]
is the developer is going to
[1:04:53]
go into a due diligence
[1:04:53]
process.
[1:04:55]
So basically what it means
[1:04:58]
they're going to do site
[1:05:00]
project inspections, project
[1:05:00]
reports.
[1:05:02]
They could determine for
[1:05:04]
whatever the reasons are
[1:05:05]
they don't want to proceed
[1:05:07]
with the project for
[1:05:09]
whatever the reasons MAY be.
[1:05:12]
What this is in essence is
[1:05:15]
saying in essence both of us
[1:05:18]
are going to do the due
[1:05:18]
diligence process.
[1:05:20]
there's a series of
[1:05:21]
documents that are going to
[1:05:23]
be submitted to the city s
[1:05:23]
well.
[1:05:27]
They need to provide their
[1:05:28]
financing plan, their
[1:05:29]
budget.
[1:05:33]
A major portion of those cun
[1:05:35]
conceptual plans to see how
[1:05:37]
they're going to lay out he
[1:05:37]
property.
[1:05:39]
What elements we're going to
[1:05:40]
have.
[1:05:41]
There's different actions
[1:05:44]
that have to be taken.
[1:05:45]
Basically what this is
[1:05:47]
saying after they take those
[1:05:51]
actions they MAY decide to
[1:05:53]
proceed or they MAY decide
[1:05:55]
not to.
[1:05:58]
>> or maybe the city the
[1:05:59]
community values.
[1:06:01]
Even though I have to
[1:06:02]
clarify those community
[1:06:04]
values for those that
[1:06:08]
project were established in
[1:06:11]
actually not last year but
[1:06:12]
many years ago.
[1:06:14]
So the community valls have
[1:06:16]
been established a long time
[1:06:18]
ago and those were basically
[1:06:20]
emphasized in the request
[1:06:22]
for qualifications that was
[1:06:24]
released to the community.
[1:06:26]
So given that we saw that
[1:06:27]
consistency with the
[1:06:29]
community centers of center
[1:06:32]
cal with the city this is
[1:06:35]
why they're in front of you
[1:06:35]
at this point in time.
[1:06:37]
>> I think you kind of
[1:06:39]
answered the request for
[1:06:40]
qualifications of
[1:06:43]
essentially this document
[1:06:44]
pulled from what we brought
[1:06:46]
forth what the community has
[1:06:49]
brought forth over time and
[1:06:50]
published and made public
[1:06:53]
[1:06:54]
Is it correct that community
[1:06:59]
members an review that
[1:07:01]
before decisions were made
[1:07:03]
>> so the r
[1:07:05]
fq ontinues to
[1:07:05]
be available.
[1:07:09]
We have a dedicated web page
[1:07:12]
is publicly available.
[1:07:14]
Any documents elated to the
[1:07:16]
downtown project including
[1:07:19]
the request for
[1:07:21]
qualifications is on our
[1:07:21]
website.
[1:07:22]
>> thank you.
[1:07:24]
That's all of my questions
[1:07:25]
for now.
[1:07:27]
>> thank you very much.
[1:07:28]
Council elward.
[1:07:29]
>> thank you.
[1:07:32]
I have maybe a couple of
[1:07:34]
questions, a comment.
[1:07:37]
But I'm going to start by
[1:07:45]
making my comment first.
[1:07:48]
So two years when we bought
[1:07:49]
this land everybody was
[1:07:50]
excited from our
[1:07:52]
constituents, from staff,
[1:07:54]
from the excitement has been
[1:07:56]
there and continued to be
[1:07:57]
there.
[1:08:08]
And what I am concerned is
[1:08:13]
that along the way we're
[1:08:16]
going to lose that fire that
[1:08:20]
has been in the city and
[1:08:23]
also among the people that
[1:08:27]
have made ossible to have
[1:08:28]
this cuncil.
[1:08:32]
We have our friends, the
[1:08:33]
labor groups that have
[1:08:35]
beened there.
[1:08:37]
Me personally if it wasn't
[1:08:39]
for them I wouldn't be
[1:08:40]
sitting here.
[1:08:43]
They made it possible for me
[1:08:45]
to be the voice that has
[1:08:47]
been here in the cty.
[1:08:53]
And I know that I know our
[1:08:55]
council is what it is today
[1:08:57]
most part because of the
[1:09:01]
hard work they've been doing
[1:09:01]
behind-the-scenes.
[1:09:04]
and I was excited and still
[1:09:07]
excited about working with
[1:09:08]
central every center cal
[1:09:10]
based on the oning they've
[1:09:13]
done, and how beautiful it
[1:09:14]
was
[1:09:17]
was, and the value that
[1:09:22]
brought to usw they've done,
[1:09:23]
and how beautiful it was,
[1:09:24]
and the value that brought
[1:09:24]
to us
[1:09:24]
o they've
[1:09:25]
done, and how beautiful it
[1:09:26]
was, and the value that
[1:09:26]
brought to us
[1:09:27]
r they've
[1:09:27]
done, and how beautiful it
[1:09:28]
was, and the value that
[1:09:28]
brought to us
[1:09:29]
k they've
[1:09:30]
done, and how beautiful it
[1:09:30]
was, and the value that
[1:09:31]
brought to us and the site
[1:09:31]
visit.
[1:09:36]
And to try to be that bridge
[1:09:36]
between what I'm hearing
[1:09:36]
from the community and what
[1:09:36]
we want to accomplish, I
[1:09:39]
want to make sure that you
[1:09:41]
know, I understand or that
[1:09:44]
the community really
[1:09:44]
understands because
[1:09:46]
obviously there's a fear
[1:09:49]
there not because of who
[1:09:52]
center cal is but based on
[1:09:54]
what this community has gone
[1:09:59]
through with previous
[1:10:00]
developers you are and the
[1:10:02]
fear is real.
[1:10:04]
And my question on that is
[1:10:07]
how can we make sure that
[1:10:09]
the developer doesn't want
[1:10:14]
to work hat we love is held
[1:10:16]
accountable based on the
[1:10:17]
fear that we are hearing
[1:10:22]
from the community.
[1:10:24]
>> well, the checks and
[1:10:29]
balances or the our control
[1:10:32]
over what the developer does
[1:10:35]
and how he does it will be
[1:10:37]
negotiated in this next part
[1:10:41]
of the phase of negotiating
[1:10:42]
the disposition and
[1:10:43]
development agreement.
[1:10:44]
That agreement is the
[1:10:46]
location where we would
[1:10:48]
include all of the terms for
[1:10:51]
the project including
[1:10:52]
milestones we want the
[1:10:55]
developer to meet before we
[1:10:59]
would consider leasing or
[1:11:00]
selling the property.
[1:11:03]
So our control over the
[1:11:05]
developer will be not only
[1:11:12]
the through the dda itself
[1:11:13]
wilton tain those controls
[1:11:15]
those checks and balances
[1:11:19]
prior to any formal
[1:11:20]
arresting or disposition
[1:11:22]
actually occurs with the
[1:11:34]
property.
[1:11:38]
And for me I know that this
[1:11:42]
council and our staff kevin
[1:11:44]
you have done such an
[1:11:45]
amazing job.
[1:11:46]
And I really appreciate
[1:11:46]
that.
[1:11:48]
And we want to make sure
[1:11:51]
that I personally want to
[1:11:53]
make sure I honor the work
[1:11:56]
you have done and also honor
[1:12:00]
our constituents and the
[1:12:00]
people that put us here.
[1:12:06]
So that brings me to my next
[1:12:18]
question is what can we do.
[1:12:19]
Following the next step.
[1:12:22]
We're not going to go there
[1:12:27]
because staff is going to be
[1:12:27]
doing.
[1:12:29]
The groups that are here
[1:12:30]
that their voice will be
[1:12:32]
heard during that process.
[1:12:34]
Is it going to be something
[1:12:42]
that based on the rfq and
[1:12:45]
also center cal is
[1:12:45]
comfortable.
[1:12:46]
We want to keep them.
[1:12:48]
Based on the language that
[1:12:52]
we have put on our rfq.
[1:12:54]
Is it something that will be
[1:12:59]
explored or is it -- because
[1:13:01]
I know the document is out
[1:13:04]
there and that center cal
[1:13:07]
and our labor groups are
[1:13:08]
comfortable as well.
[1:13:11]
We know they're not going to
[1:13:12]
get 100%.
[1:13:16]
How can we elaborate that
[1:13:18]
collaboration based on --
[1:13:19]
>> certainly you know we
[1:13:21]
will be negotiating with the
[1:13:23]
developer but even more
[1:13:26]
important than that is that
[1:13:27]
the council will be with
[1:13:29]
staff every step of the way
[1:13:31]
in these negotiations.
[1:13:34]
This is not going to be a
[1:13:35]
negotiations that are going
[1:13:40]
to be held solely by staff
[1:13:40]
and the developer.
[1:13:42]
That is not what is
[1:13:42]
occurring.
[1:13:43]
We will be working with the
[1:13:45]
council and the developer in
[1:13:47]
terms of negotiating deal
[1:13:49]
terms and we will be
[1:13:51]
periodically meeting with
[1:13:54]
the council most likely in
[1:13:56]
closed sessions whether it
[1:14:00]
be for leasing or for sale.
[1:14:01]
Council will be involved in
[1:14:03]
every step of the way.
[1:14:05]
In terms of once the
[1:14:07]
council -- if the council
[1:14:10]
approves the ena tonight
[1:14:12]
it's
[1:14:13]
it's not the staff is going
[1:14:16]
to go in a hole with the
[1:14:20]
developer and gerbe and then
[1:14:26]
come back to the council.N and then
[1:14:27]
come back to the council.
[1:14:28]
E and then
[1:14:29]
come back to the council.G and then
[1:14:30]
come back to the council.O and then
[1:14:30]
come back to the council.
[1:14:31]
T and then
[1:14:32]
come back to the council.I and
[1:14:33]
then come back to the
[1:14:34]
council.
[1:14:38]
A and
[1:14:42]
then come back to the
[1:14:44]
council.
[1:14:48]
T and
[1:14:52]
then come back to the
[1:14:54]
council.
[1:14:58]
E and
[1:15:00]
then come bcs about
[1:15:03]
as part of the city's
[1:15:04]
ongoing commitment to
[1:15:06]
protect the regional
[1:15:09]
workforce population the dda
[1:15:13]
will include some or all f
[1:15:13]
of
[1:15:15]
the following workforce
[1:15:15]
protections.
[1:15:18]
I want to make sure that
[1:15:20]
everybody understands that
[1:15:23]
since the development f
[1:15:25]
this request or
[1:15:26]
qualifications our
[1:15:28]
commitment to our local
[1:15:31]
workforce has been there.
[1:15:33]
It has not waivered.
[1:15:34]
Whether or not we're going
[1:15:35]
to be meeting as you pointed
[1:15:39]
out or the mayor pointed out
[1:15:41]
staff I personally ave met
[1:15:43]
with the different local
[1:15:45]
labor groups, and it's been
[1:15:46]
indicated to them they will
[1:15:49]
be part of this process.
[1:15:51]
And center cal you heard
[1:15:53]
scott indicate they've met
[1:15:55]
with local labor groups.
[1:15:58]
So the commitment has always
[1:15:59]
been there and continue to
[1:16:00]
be there.
[1:16:02]
Hopefully that's an
[1:16:03]
assurance to the community
[1:16:05]
we pretty much they are an
[1:16:07]
important part of this since
[1:16:08]
the beginning of this
[1:16:09]
process.
[1:16:10]
>> thank you.
[1:16:12]
I just wanted to make sure
[1:16:15]
last time we met with the
[1:16:17]
tribe there was a question
[1:16:20]
how to how we're going to
[1:16:22]
make sure that this project
[1:16:24]
is going to be beneficial
[1:16:27]
for not only the developer,
[1:16:31]
but also the region because
[1:16:34]
this will be a vital center
[1:16:37]
point, and also it might-
[1:16:39]
I'm not talking about behalf
[1:16:41]
of the tribe.
[1:16:42]
What I understood based on
[1:16:44]
the question they asked we
[1:16:48]
want to make sure we are
[1:16:50]
building something that is
[1:16:54]
profitable not only for the
[1:16:56]
city, but also for
[1:16:57]
everybody.
[1:16:58]
Developers, the labor force
[1:17:00]
and everybody to be there.
[1:17:02]
That's why I wanted to make
[1:17:04]
sure to hear bout that.
[1:17:08]
Again, like the mayor said,
[1:17:10]
if you go somewhere and you
[1:17:13]
say I was in my bedroom and
[1:17:15]
there's no pictures to prove
[1:17:17]
that it doesn't exist.
[1:17:26]
>> I need to clarify that.
[1:17:28]
Let's just clarify that.
[1:17:31]
>> that makes my point.
[1:17:35]
So here right now the talk
[1:17:36]
because there are certain
[1:17:39]
things that are not in the
[1:17:41]
writing it makes sense to
[1:17:43]
have fear it might not
[1:17:57]
happen.
[1:17:59]
We're going to be putting
[1:18:00]
that in writing to make sure
[1:18:03]
everybody is taken care of.
[1:18:09]
Even though it's not 100%.
[1:18:12]
They are at the table.
[1:18:15]
We should have that piece of
[1:18:15]
pie.
[1:18:19]
>> thank you COUNCILWOMAN.
[1:18:21]
MR. Vice PRESIDENT.
[1:18:24]
>> MR. Vice mayor.
[1:18:29]
>> I work with six seven
[1:18:30]
very strong women.
[1:18:31]
That is duplicated added
[1:18:33]
home as well.
[1:18:35]
I told myself I was oing to
[1:18:37]
stay in the moment for a
[1:18:38]
second and just be great
[1:18:38]
full.
[1:18:41]
i want to thank all of the
[1:18:43]
previous councils that have
[1:18:44]
worked on his for many,
[1:18:45]
many years.
[1:18:48]
A lot of effort has been put
[1:18:52]
in and yes we've been to the
[1:18:56]
altar nd we haven't been
[1:18:57]
able to get married.
[1:19:00]
That's about to change.
[1:19:03]
My singular focus did she
[1:19:04]
have the ability to build.
[1:19:07]
When I ran for city council
[1:19:09]
the number one thing that
[1:19:11]
the residents said is we
[1:19:12]
want a downtown.
[1:19:15]
This town has always had
[1:19:19]
scmaurt ot a physical
[1:19:20]
manifestation.
[1:19:23]
It is exactly equidistant
[1:19:26]
between our two biggest the
[1:19:29]
federation tribe to the
[1:19:32]
west, and the to the east
[1:19:34]
sonoma state university.
[1:19:36]
To talking people I have
[1:19:38]
dragged on my dog and pony
[1:19:50]
tour of the city.
[1:19:54]
A true integrated transit
[1:19:56]
oriented development.
[1:20:00]
It will be "the shining"
[1:20:01]
star to this the workers
[1:20:03]
this community, the
[1:20:05]
businesses of and community
[1:20:07]
are our greatest partners.
[1:20:10]
I'm very thrilled and
[1:20:12]
grateful actually I would be
[1:20:14]
on the dais with these
[1:20:16]
amazing ladies and taking
[1:20:18]
this next step.
[1:20:21]
It's been long over due.
[1:20:23]
I've been living, sleeping
[1:20:25]
and eating this for the last
[1:20:27]
four years.
[1:20:29]
I'm heartened by the values
[1:20:31]
of this council and yes it's
[1:20:34]
true that 80% of the work
[1:20:38]
that gets done in rohnert
[1:20:40]
park skilled and trained
[1:20:41]
prevailing wage et cetera et
[1:20:41]
cetera.
[1:20:45]
As we embark on this whole
[1:20:46]
renaissance that rohnert
[1:20:49]
park is going through it
[1:20:51]
also includes a another $40
[1:20:53]
million in city owned
[1:20:57]
buildings which we'll have
[1:21:01]
to fall under that category.
[1:21:05]
And in renegotiating the mou
[1:21:08]
with the federated indians
[1:21:10]
of rancho rea.
[1:21:12]
Second I want to say to the
[1:21:13]
residents of rohnert park.
[1:21:17]
People from my rotary club.
[1:21:19]
You have given us the
[1:21:21]
courage to take this next
[1:21:23]
step and we truly appreciate
[1:21:24]
that.
[1:21:26]
I truly appreciate that.
[1:21:28]
Like anything it goes like
[1:21:29]
this.
[1:21:30]
You get really, really high
[1:21:32]
and then you get really,
[1:21:34]
really low and then you come
[1:21:35]
back down.
[1:21:40]
I've experienced the whole
[1:21:43]
gamet of emotions and then
[1:21:45]
the miracle phone call with
[1:21:47]
darrin telling us that the
[1:21:49]
land is actually for sale,
[1:21:51]
and the ability for this
[1:21:54]
city to buy it for
[1:21:55]
(12) 500-0000.
[1:21:58]
And that leads me to another
[1:21:59]
thank you which is not only
[1:22:01]
to this present council but
[1:22:03]
to the previous councils
[1:22:05]
because we had to close that
[1:22:10]
deal in 20 days and it had
[1:22:12]
to be a carbondale.
[1:22:13]
We wrote a check.
[1:22:15]
Not a lot of jurisdictions
[1:22:18]
could have written a 12.5
[1:22:18]
$12.5
[1:22:32]
million check.
[1:22:35]
In my tour and in reviewing
[1:22:39]
the RFQs especially after
[1:22:42]
visiting kirkland there was
[1:22:43]
one clear choice.
[1:22:46]
I was very encouraged by
[1:22:47]
what I saw.
[1:22:50]
I was encouraged by the
[1:22:51]
craftsmanship.
[1:22:52]
I was encouraged by the
[1:22:54]
retail mix and this
[1:22:56]
company's ability to not
[1:22:58]
only draw as we walked
[1:23:03]
around from national
[1:23:04]
retailers then what's this
[1:23:06]
guy doing.
[1:23:08]
They're a local shining
[1:23:08]
star.
[1:23:11]
So they have this 8020 rule.
[1:23:16]
So I was not only did it
[1:23:18]
give people those
[1:23:19]
recognizable shopping
[1:23:20]
opportunities that they say
[1:23:22]
they want.
[1:23:25]
We went up there and saw a
[1:23:29]
trader's joe's.
[1:23:30]
But then they had mom and
[1:23:32]
pop places and it was
[1:23:33]
interesting.
[1:23:36]
And the eye they have as ou
[1:23:37]
look down a stcompraet you
[1:23:45]
see the nuances was amazing. You see the
[1:23:45]
nuances was amazing.T you see the
[1:23:46]
nuances was amazing.
[1:23:47]
R you see the
[1:23:48]
nuances was amazing.E you see the
[1:23:48]
nuances was amazing.
[1:23:49]
E you see
[1:23:50]
the nuances was amazing.T you see
[1:23:51]
the nuances was amazing.
[1:23:52]
You see
[1:23:52]
the nuances was amazing.
[1:23:54]
A you see
[1:23:54]
the nuances was amazing.
[1:23:55]
N you
[1:23:56]
see the nuances was amazing.
[1:24:01]
D you
[1:24:06]
see the nuances was amazing.
[1:24:08]
I thin together.
[1:24:12]
It brings all of that to
[1:24:13]
forefruchblt I'm very
[1:24:14]
excited.
[1:24:17]
And I think I'm very excited.
[1:24:18]
And I think
[1:24:18]
r I'm very excited.
[1:24:19]
And I think
[1:24:20]
o I'm very excited.
[1:24:20]
and I think
[1:24:21]
n I'm very excited.
[1:24:21]
And I think
[1:24:22]
t I'm very excited.
[1:24:23]
And I think that that's all
[1:24:23]
I want to say.
[1:24:24]
I can tell without revealing
[1:24:26]
any secrets in our
[1:24:28]
discussions with staff, with
[1:24:30]
discussions with the
[1:24:32]
developer with tony and
[1:24:33]
others we've already
[1:24:34]
expressed our opinions
[1:24:36]
partially in terms of the
[1:24:39]
values we have and the what
[1:24:41]
we want to see.
[1:24:46]
They were embraced
[1:24:47]
wholeheartedly.
[1:24:48]
I'm very confident that this
[1:24:50]
is the developer to take
[1:24:55]
this project across the
[1:24:57]
finish line.
[1:25:00]
This is not law lae
[1:25:01]
ulima.
[1:25:02]
I'm very grateful for a
[1:25:04]
number of reasons in
[1:25:07]
particular for all of you
[1:25:08]
ladies.
[1:25:12]
And boy watch out what you
[1:25:15]
ask marcela for because it's
[1:25:17]
going to happen and it's
[1:25:19]
going to happen quickly.
[1:25:22]
Oh gosh can we slow down a
[1:25:22]
little bit.
[1:25:25]
I have no questions.
[1:25:26]
I would be privileged to
[1:25:30]
make the motion.
[1:25:35]
Kugeed of leave it at that.
[1:25:36]
Of leave it at that.
[1:25:38]
I of leave it at that.
[1:25:39]
N of leave it at that.
[1:25:41]
D of leave it at that.
[1:25:41]
>> any other questions or
[1:25:42]
comments.
[1:25:42]
I just want to say for the
[1:25:46]
record that I did get
[1:25:48]
married to when I was 40 and
[1:25:50]
I married a great man way
[1:25:54]
above my station and I'm
[1:25:57]
feel very confident working
[1:26:00]
with stprer
[1:26:02]
center cal.
[1:26:05]
That we are going -- I have
[1:26:06]
often said we're going to

[1:26:11]
People are going to get off
[1:26:13]
the train and visit our
[1:26:17]
parks and downtown.
[1:26:20]
The people who put me in
[1:26:22]
this seat re going to be
[1:26:24]
very, very happy with what

We're led by a city manager
[1:27:09]
she had the develop chops.
[1:27:12]
She surrounded herself with
[1:27:15]
an excellent team that will
[1:27:17]
help her do that.
[1:27:20]
I have no doubt that we're
[1:27:20]
going to be well served
[1:27:21]
here.
[1:27:23]
With that I'll ask
[1:27:25]
MR. Giudice to go ahead and
[1:27:26]
make his motion.
[1:27:27]
>> thank you mayor.

[Recess take
[1:30:41]
they do our financial audits
[1:30:43]
when we are required to have
[1:30:43]
one.
[1:30:46]
They also do our agreed upon
[1:30:48]
procedures engagement
[1:30:48]
reports.
[1:30:51]
That's again you previously
[1:30:53]
approved that as part of our
[1:31:01]
budget process.
[1:31:03]
Sump as assisting of
[1:31:05]
financial reports and other
[1:31:08]
tax filings and other items
[1:31:14]
for us as well.
[1:31:17]
So the auditor is required
[1:31:19]
to communicate certain
[1:31:20]
things.
[1:31:23]
They are report to us any
[1:31:25]
misstatements and they
[1:31:30]
comply replied to us there
[1:31:32]
were misstatements.
[1:31:36]
We didn't ave any of those.
[1:31:37]
They report any significant
[1:31:37]
difficulties they didn't
[1:31:40]
report any of those and they
[1:31:41]
reported no disagreements
[1:31:48]
with management.
[1:31:49]
So management responsibility
[1:31:52]
is to prepare the financial
[1:31:53]
statements, to present the
[1:31:56]
financial statements in
[1:31:58]
accordance with gap or
[1:32:00]
generally absencing
[1:32:02]
ccepted account
[1:32:04]
accounting principles.
[1:32:10]
And for of aounts, prevent
[1:32:19]
and detect fraud.
[1:32:21]
Auditor's responsibility is
[1:32:24]
to complete the audit and
[1:32:28]
communicate with of
[1:32:30]
financial intern controls of
[1:32:34]
over reporting and controls.
[1:32:40]
And to render opinions.
[1:32:43]
So our audit results the
[1:32:45]
annual comprehensive report
[1:32:48]
the auditor has issued a
[1:32:51]
unqualified that the city's
[1:32:55]
financial reports are in
[1:32:58]
conformity with gaap.
[1:33:00]
They that we were in
[1:33:05]
conformance with gaap.
[1:33:09]
Although we did have a clean
[1:33:11]
audit we did have some
[1:33:12]
findings.
[1:33:13]
We have financial internal
[1:33:15]
control issues.
[1:33:18]
We had a material weakness
[1:33:20]
that's because we had a thra
[1:33:22]
in our bank reconciliation.
[1:33:23]
We were behind in a couple
[1:33:24]
of years.
[1:33:28]
Generally that happens when
[1:33:28]
you implement a new finance
[1:33:29]
system.
[1:33:30]
There's a lot of movement
[1:33:31]
that happens.
[1:33:32]
You have to convert from the
[1:33:34]
old system to the new system
[1:33:38]
and it's not uncommon it's
[1:33:40]
unfortunate but we have
[1:33:40]
caught up.
[1:33:45]
But we do continue to have
[1:33:47]
the funding.
[1:33:50]
They also found we had some
[1:33:54]
issues with accuracy and
[1:33:56]
reporting which resulted in
[1:33:58]
very large audit
[1:33:58]
adjustments.
[1:34:00]
We've reviewed them.
[1:34:02]
We've been very carefully
[1:34:03]
looking at our financials
[1:34:05]
and making those
[1:34:07]
adjustments.
[1:34:09]
The other finding that we
[1:34:11]
had there was a delay in
[1:34:13]
financial reporting.
[1:34:15]
So there was a delay in the
[1:34:17]
preparation and the issuance
[1:34:22]
of the cafr.
[1:34:25]
Here I am in OCTOBER.
[1:34:26]
Generally they're completed
[1:34:35]
by the end of DECEMBER.
[1:34:37]
So there was also a
[1:34:38]
significant efficiency in
[1:34:40]
untimely project and
[1:34:41]
expenditure reports.
[1:34:46]
so we had two late quarterly
[1:34:47]
report.
[1:34:49]
One was three days late and
[1:34:52]
the other one was 25 days
[1:34:54]
late.
[1:34:57]
And we had some staff
[1:35:00]
turnover.
[1:35:04]
So we did have the agreed
[1:35:05]
upon procedures and there
[1:35:06]
was no exceptions to that
[1:35:08]
report and I presented to
[1:35:11]
you back when we did the
[1:35:17]
budget.
[1:35:19]
So now I'm going to move on
[1:35:21]
to the financial highlights
[1:35:23]
and the first thing I want
[1:35:24]
to explain to you that the
[1:35:26]
general fund is the main
[1:35:28]
operating account for the
[1:35:32]
city and it's used for
[1:35:35]
accounted all resources not
[1:35:43]
accounted in another fund.
[1:35:44]
Now we're going to look at
[1:35:47]
the general fund revenue.
[1:35:49]
Here we have a pie chart
[1:35:53]
that shows the revenue that
[1:35:56]
make 52.9 general fund
[1:36:01]
revenues received in 22-23.
[1:36:02]
32
[1:36:04]
$32.2 million were derived
[1:36:06]
from taxes which includes
[1:36:08]
the property taxes of $12
[1:36:11]
million or 22.7% that's the
[1:36:12]
light green.
[1:36:15]
Sales tax of $15.6 million
[1:36:19]
or 29.5% in the light red
[1:36:22]
and the transient occupancy
[1:36:27]
tax of $4.8 million.
[1:36:30]
The next two largest are
[1:36:32]
enter
[1:36:33]
intergovernmental the light
[1:36:35]
red and charges for services
[1:36:38]
at $5.3 million and that's
[1:36:43]
in the dark blue.
[1:36:45]
So on his chart we compare
[1:36:50]
the fiscal year 2023 actual
[1:36:54]
revenues to '22 actual
[1:36:56]
revenues that show that the
[1:36:59]
total revenue.
[1:36:59]
Over
[1:37:04]
overall revenues were down
[1:37:14]
1% over fl 21-22.
[1:37:15]
21-22.
[1:37:16]
I 21-22.
[1:37:16]
S 21-22.
[1:37:17]
C 21-22.
[1:37:18]
A 21-22.
[1:37:18]
L 21-22.
[1:37:20]

[1:37:23]
Y 21-22.
[1:37:26]
E 21-22.
[1:37:29]
A 21-22.
[1:37:33]
R 21-22.
[1:37:35]
Ade in the
[1:37:36]
motor vec
[1:37:38]
hicle license
[1:37:39]
revenue.
[1:37:51]
That's a property tax.
[1:37:54]
And that's mainly to change
[1:37:57]
in a county of sales tax
[1:37:58]
distribution.
[1:38:00]
So when you have internet
[1:38:01]
sales they don't
[1:38:03]
specifically identify what
[1:38:04]
blaupings to rohnert park
[1:38:05]
and what belongs to the
[1:38:06]
county and the other cities.
[1:38:09]
It goes into a pool and then
[1:38:11]
we get a percentage of that
[1:38:14]
pool and that's the dollars
[1:38:17]
I'm talking about.
[1:38:20]
Transient occupancy tax was
[1:38:31]
down about that 1%.
[1:38:33]
Enter guch

$25,400.
[1:39:12]
interest in rents decrease
[1:39:13]
by 40%.
[1:39:16]
This was due to an increase
[1:39:19]
of rent of $200,000.
[1:39:21]
This was offset by a net
[1:39:27]
nvenlt income decrease of
[1:39:33]
$433,000.
[1:39:36]
$433,000.
[1:39:38]
It was a change of
[1:39:39]
presentation.
[1:39:43]
So in fact, we had $300,000
[1:39:45]
in interest and a balance is
[1:39:47]
the recording of a fair
[1:39:49]
market value which gains and
[1:39:51]
losses aren't realized until
[1:39:52]
you sell them.
[1:39:55]
But in the meantime the
[1:39:57]
market value has to be
[1:39:58]
reported.
[1:40:02]
Charges for services
[1:40:05]
decreased by 1.4%.
[1:40:19]
Or licenses and permits
[1:40:23]
decreased by 1.8
[1:40:35]
$1.8 million or
[1:40:36]
5.3%.
[1:40:37]
Donations and miscellaneous
[1:40:40]
revenues increased by
[1:40:41]
$400,000.
[1:40:42]
Donations were received from
[1:40:49]
the federated indian of ran
[1:40:49]
rancho
[1:40:52]
rancho rancho rea.
[1:40:59]
And that was about $200,000.
[1:41:02]
Next we'll talk about the
[1:41:03]
general fund expenditures.
[1:41:06]
Here we have a similar pie
[1:41:07]
chart that shows the amount
[1:41:10]
that makes up the $52.1
[1:41:11]
million of general fund
[1:41:14]
expenditures by functional
[1:41:14]
area.
[1:41:16]
So the general government in
[1:41:19]
light blue has the highest
[1:41:23]
of 24.2 scmleds this
[1:41:25]
category includes city
[1:41:26]
council, city manager,
[1:41:28]
economic development,
[1:41:30]
finance, legal, human
[1:41:33]
resources and development
[1:41:41]
services.
[1:41:45]
services.
[1:41:49]
Of $6.1 million.
[1:41:51]
Retiree medical costs of
[1:41:54]
$1.3 million.
[1:41:55]
And word
[1:41:57]
kers compensation of
[1:41:59]
$1 million.
[1:42:02]
Public safety in the medium
[1:42:05]
blue has the next $19.8
[1:42:06]
million.
[1:42:07]
Parks and recreation in
[1:42:10]
green is 3.
[1:42:12]
$3.9 million in
[1:42:12]
expenditures.
[1:42:14]
This includes general park
[1:42:15]
maintenance.
[1:42:17]
Swimming pools and community
[1:42:19]
programs and their
[1:42:20]
administration.
[1:42:28]
Public works in burge
[1:42:33]
undy is
[1:42:34]
$3 million.
[1:42:37]
To the 20-22 actual
[1:42:37]
expenditures by function and
[1:42:40]
show you the personal of the
[1:42:42]
expenditures each functional
[1:42:44]
area is at the of the whole
[1:42:45]
general fund.
[1:42:48]
Overall decreased by $16.9
[1:42:52]
million or 2.4%.
[1:42:56]
Over 75% occurred in the
[1:42:58]
general government function.
[1:43:01]
Nearly all of reductions in
[1:43:02]
capital outlay.
[1:43:05]
The $12.7 million reduction
[1:43:07]
of general government is
[1:43:11]
mainly atrittable to fiscal
[1:43:16]
year 21-22 we did a large
[1:43:20]
pay down in her PERs.
[1:43:23]
So it caused our next year's
[1:43:25]
expenditures to go down
[1:43:27]
because we did not have that
[1:43:28]
large expenditure.
[1:43:31]
The pay down flulted
[1:43:33]
employee p echlt
[1:43:35]
er
[1:43:36]
PERs.
[1:43:38]
That's the benefit being
[1:43:42]
able to make those pay
[1:43:42]
downs.
[1:43:45]
in addition $5.3 million of
[1:43:48]
public works, public
[1:43:49]
operational utilities.
[1:43:52]
Ban kirning, insurance.
[1:43:53]
Worker compensation costs
[1:43:58]
and cost allocation werek, insurance.
[1:43:59]
Worker compensation costs
[1:44:00]
and cost allocation werein, insurance.
[1:44:00]
Worker compensation costs
[1:44:01]
and cost allocation wereg, insurance.
[1:44:02]
Worker compensation costs
[1:44:09]
and cost allocation were so
[1:44:10]
the way it works in
[1:44:12]
government when you have a
[1:44:13]
reimbursement it is a
[1:44:15]
reduction of your cost.
[1:44:17]
And so we changed that from
[1:44:19]
being a reduction in our
[1:44:20]
cost to transferring the
[1:44:21]
money from one fund to
[1:44:23]
another fund.
[1:44:25]
So instead of reducing our
[1:44:29]
costs it increased costs
[1:44:30]
because it became a
[1:44:30]
transfer.
[1:44:33]
You're going to hear this
[1:44:34]
explanation a few times.
[1:44:37]
This was simply a
[1:44:37]
reclassification.
[1:44:41]
We also had a $3.7 million
[1:44:43]
increase in contracted costs
[1:44:45]
to contract with the
[1:44:47]
unhoused population.
[1:44:50]
These were offset by grant
[1:44:51]
funding and donations.
[1:44:54]
There was 700
[1:44:54]
$700,000 increase
[1:44:58]
in wages and benefits.
[1:45:00]
The $1 million decrease in
[1:45:02]
public safety over fiscal
[1:45:05]
year 21-22 were mainly due
[1:45:08]
to a $2.9 million reduction
[1:45:12]
in the utility banking being
[1:45:14]
consolidated in the non-
[1:45:15]
nondepartmental
[1:45:16]
nondepartmental.
[1:45:18]
And then $1.5 million was
[1:45:22]
because of the reimbursement
[1:45:24]
where instead of it being a
[1:45:25]
negative cost it became a
[1:45:26]
positive cost.
[1:45:29]
>> I'm sorry, can you plain
[1:45:31]
that in a way that somebody
[1:45:34]
who's not doesn't have your
[1:45:37]
level of expertise.
[1:45:39]
But this one is going right
[1:45:40]
past me.
[1:45:42]
>> okay.
[1:45:44]
So in government one of the
[1:45:46]
things you do not want to do
[1:45:48]
is to double count costs.
[1:45:49]
>> okay.
[1:45:51]
>> the way you do that when
[1:45:53]
you have a cost in one area
[1:45:55]
and you have a cost in
[1:45:57]
another area.
[1:46:00]
If the cost actually belongs
[1:46:03]
in program a, is but program
[1:46:06]
b paid for those costs up
[1:46:09]
front, what you do is charge
[1:46:11]
those costs to program b and
[1:46:15]
program b sends the
[1:46:16]
reimbursement back to
[1:46:18]
program a so that you don't
[1:46:20]
have costs in both areas.
[1:46:22]
Is on o in this case what
[1:46:23]
happened instead of having
[1:46:27]
the reimbursement which
[1:46:29]
reduced the cost
[1:46:30]
re-qualified to transfers
[1:46:31]
and the transfer s an
[1:46:31]
expenditure
[1:46:32]
>> okay.
[1:46:32]
Thank you.
[1:46:34]
>> it's a below the line
[1:46:36]
>> I understand.
[1:46:36]
Thank you
[1:46:38]
>> it is not a common thing
[1:46:40]
and it's only in government
[1:46:42]
and it is very confusing.
[1:46:43]
>> thank you.
[1:46:46]
>> certainly.
[1:46:48]
So in public safety there
[1:46:51]
was a $500,000 increase in
[1:46:53]
wages and benefits and they
[1:46:57]
had $700,000 in the per sec
[1:46:59]
spence again due to the
[1:47:01]
payoff we had done.
[1:47:03]
Public works increased by $1
[1:47:05]
million and this is mainly
[1:47:09]
$1 million of the expense
[1:47:12]
reimbursements being
[1:47:26]
reclassified.
[1:47:27]
Parks and recreation costs
[1:47:30]
increased by $200,000.
[1:47:32]
They had a $900,000 in wages
[1:47:34]
and benefits.
[1:47:36]
That's because they had
[1:47:38]
costs were previously housed
[1:47:41]
within the performing arts
[1:47:41]
center.
[1:47:42]
They are moved to the
[1:47:44]
community services, scp
[1:47:45]
and for
[1:47:48]
reporting purposes the
[1:47:49]
performing art center is in
[1:47:51]
a different functional
[1:47:52]
category which you're going
[1:47:54]
to hear about next.
[1:47:58]
But the affect was it caused
[1:47:59]
parks and recreation budget
[1:48:01]
to go up because of that
[1:48:02]
change.
[1:48:06]
There was an $800,000 in
[1:48:07]
banking communication that
[1:48:09]
were centralized.
[1:48:13]
And then $600,000 costs were
[1:48:18]
removed from the pac to the
[1:48:21]
operating expenses.
[1:48:23]
So now the cultural arts
[1:48:25]
piece of that.
[1:48:28]
They had -- so just to
[1:48:30]
offset so they had a
[1:48:33]
decrease of $600,000.
[1:48:35]
And that is mainly due to
[1:48:36]
transferring for salaries
[1:48:39]
and been foyts to community
[1:48:41]
services as I just told you
[1:48:50]
about.
[1:48:53]
That was $4.5 million.
[1:48:56]
Offset by a $400,000 in
[1:48:57]
vehicle purchases in fiscal
[1:48:59]
year 22-23.
[1:49:03]
And $300,000 net increase n
[1:49:05]
capitalizable equipment
[1:49:06]
purchase.
[1:49:08]
Debt service principle went
[1:49:11]
down slightly due to a pay
[1:49:17]
off to one of the pg echlt
[1:49:18]
e.
[1:49:21]
but that one has been paid
[1:49:23]
off.
[1:49:25]
So now you've seen the
[1:49:27]
revenues and expenditures we
[1:49:30]
can show the results on
[1:49:30]
operations.
[1:49:33]
And so we had $52.9 million
[1:49:37]
in revenues.
[1:49:40]
52.
[1:49:41]
52.
[1:49:43]
$52.1 million.
[1:49:46]
And that result left us with
[1:49:50]
a net increase of $5.9
[1:49:58]
million.
[1:49:59]
So here this is the chart
[1:50:01]
that's going to show you
[1:50:02]
general fund budget to
[1:50:06]
actual and I want to point
[1:50:08]
out an error that was made
[1:50:09]
in the financial report.
[1:50:12]
I did make a last minute
[1:50:13]
change to this chart.
[1:50:15]
Your powerpoint has
[1:50:16]
different numbers on it.
[1:50:19]
We did identify the issue
[1:50:21]
and got this chart
[1:50:22]
corrected.
[1:50:24]
So this is going to show us
[1:50:27]
the original budget the
[1:50:28]
final budget the actual
[1:50:29]
amount spent and the
[1:50:32]
variance in the final budget
[1:50:35]
to the actual amounts.
[1:50:37]
So actual revenues compared
[1:50:45]
to final budget was $5.2
[1:50:46]
million because we
[1:50:50]
recognized a grant that has
[1:50:54]
not been in the budget last
[1:50:54]
year.
[1:50:56]
When the money came in it
[1:50:59]
was deferred revenue because
[1:51:02]
we haven't done the things
[1:51:03]
we needed to do in order to
[1:51:06]
call the mope our own.
[1:51:08]
Once we met those we were
[1:51:10]
able to recognize that
[1:51:23]
revenue.
[1:51:26]
So we also had $1.5 million
[1:51:28]
in taxes.
[1:51:29]
There was a $1 million
[1:51:31]
decrease in developer
[1:51:32]
revenue.
[1:51:34]
And a 700
[1:51:35]
$700,000 on investment
[1:51:37]
income because of the fair
[1:51:40]
market value I told you
[1:51:43]
about previously.
[1:51:44]
Actual expenditures were
[1:51:47]
lower by actual budget by
[1:51:48]
$7.8 million.
[1:51:51]
That was 2.
[1:51:53]
$2.1 million in
[1:51:54]
development services
[1:51:56]
savings.
[1:51:58]
$1.3 million in public
[1:51:58]
works.
[1:52:01]
$1 million in finance and
[1:52:04]
$759,000 savings in public
[1:52:09]
safety.
[1:52:11]
So the next two slides will
[1:52:14]
show us all of the
[1:52:16]
categories at JUNE 30th.
[1:52:18]
Others we have assigned
[1:52:19]
based on our current
[1:52:22]
policies and listening to
[1:52:23]
council concerns.
[1:52:25]
These amounts are simply
[1:52:27]
assigned and can be easily
[1:52:31]
redirected if the council so
[1:52:32]
choses.
[1:52:36]
We have a non-spendable
[1:53:07]
category.
[1:53:08]
Category.
[1:53:12]
S so we set those oneys
[1:53:14]
aside until we could send
[1:53:15]
those moneys over to the
[1:53:16]
senior center.
[1:53:18]
And most of these are based
[1:53:21]
on policy.
[1:53:24]
So we have an operating
[1:53:26]
reserve of $9.6 million.
[1:53:28]
We take 10% of the next
[1:53:31]
year's budget and set it
[1:53:31]
aside.
[1:53:34]
We have our contingency
[1:53:35]
reserve which is 5
[1:53:37]
% of that.
[1:53:38]
And infrastructure reserve
[1:53:41]
if there's any funds left
[1:53:43]
after we do the calculations
[1:53:46]
and the contingency we start
[1:53:48]
to put these in the
[1:53:51]
categories you told us you
[1:53:52]
wanted to set money aside
[1:53:55]
for.
[1:53:57]
We have funds set aside for
[1:53:59]
the self-insured.
[1:54:02]
We have funds for raw
[1:54:02]
etiree
[1:54:04]
health savings.
[1:54:06]
And then we have a little
[1:54:09]
bit left over from the sale
[1:54:16]
of the we have encumbrances
[1:54:19]
that roll over from the
[1:54:21]
prior year that we carry
[1:54:23]
into the new year.
[1:54:26]
And then I did vary from the
[1:54:28]
policy a little bit where
[1:54:29]
the occurrence with the city
[1:54:30]
manager.
[1:54:34]
I didn't want to take our un
[1:54:34]
au
[1:54:39]
una signed balance to $0.
[1:54:40]
That's in case we have a
[1:54:43]
reduction in revenues or we
[1:54:44]
have a additional costs we
[1:54:45]
need to cover.
[1:54:48]
I did want to make that
[1:54:48]
adjustment.
[1:54:51]
And that gave us our fund
[1:54:57]
balance of $30 million.
[1:55:00]
So next I want to give you a
[1:55:03]
lintle snippets of our
[1:55:05]
proceed
[1:55:09]
proprietary funds.
[1:55:12]
So here here are our
[1:55:14]
enterprise fund the sewer if
[1:55:16]
you said.
[1:55:16]
Re-
[1:55:21]
recycled fund and review
[1:55:22]
fund.
[1:55:23]
Our golf course.
[1:55:25]
And the available balance to
[1:55:26]
appropriate.
[1:55:28]
So those are the fund
[1:55:30]
balances that we have that
[1:55:33]
are available to appropriate
[1:55:35]
in the ext fiscal year owe
[1:55:38]
0 or if there's an
[1:55:39]
emergency.
[1:55:43]
i did a similar slide for
[1:55:45]
our internal service funds
[1:55:47]
and information technology
[1:55:48]
facilities maintenance are
[1:55:50]
our vehicle equipment
[1:55:56]
replacement fund and our and
[1:55:59]
again I've given you the
[1:56:02]
cash balance as of JUNE 30.
[1:56:15]
JUNE 30 of 2023.
[1:56:17]
Technically that's the term.
[1:56:19]
Because we're behind.
[1:56:21]
If I were giving this report
[1:56:23]
in JANUARY those would be
[1:56:25]
the balances going into
[1:56:25]
budget
[1:56:26]
>> okay
[1:56:28]
>> when we finish this
[1:56:30]
year's audit we'll be able
[1:56:33]
to give you those balances
[1:56:35]
going into next fiscal year.
[1:56:39]
So the other thing I want to
[1:56:40]
city of rohnert park
[1:56:40]
foundation.
[1:56:42]
It is a separate legal
[1:56:45]
entity and you hold separate
[1:56:46]
meetings but because of the
[1:56:48]
relationship of the
[1:56:50]
foundation to the city, it
[1:56:52]
is a blended component unit
[1:56:54]
of the city's financial
[1:56:55]
statement and is included in
[1:56:57]
the audit as a column.
[1:56:59]
It's a special revenue fund
[1:57:01]
in our audit.
[1:57:03]
But because I know that the
[1:57:05]
people have an interest in
[1:57:08]
it, and I did want to make a
[1:57:10]
presentation and give you a
[1:57:12]
brief overview of this as
[1:57:16]
well.
[1:57:18]
I'm showing you the original
[1:57:18]
budget.
[1:57:20]
The final budget.
[1:57:22]
The actual amounts and the
[1:57:26]
variance to final.
[1:57:30]
So revenue was 63
[1:57:31]
$63,000 more
[1:57:33]
than budget.
[1:57:35]
That was mainly due to
[1:57:36]
interest income.
[1:57:39]
donation from the federal
[1:57:40]
ted
[1:57:47]
indian of rancho rea.
[1:57:49]
Expenditure were 700
[1:57:50]
$700,000
[1:57:52]
less than budget mainly to
[1:57:53]
projects that will be
[1:57:59]
carried or re-budgeted in.
[1:58:10]
And with that here is the
[1:58:13]
fund balance for the
[1:58:14]
foundation.
[1:58:16]
They had revenues of $1.3
[1:58:17]
million.
[1:58:20]
Expenditures of $115,000.
[1:58:24]
They made transfers of $1.3
[1:58:27]
million and they had a net
[1:58:30]
decrease in fund balance of
[1:58:31]
$43,000.
[1:58:33]
And that concludes my
[1:58:35]
report, and I'm happy to
[1:58:36]
answer any questions.
[1:58:38]
>> thank you very much.
[1:58:40]
With that we will open it up
[1:58:42]
for public comment.
[1:58:43]
Is there anyone from the
[1:58:45]
public wishing to speak to
[1:58:48]
this item tonight.
[1:58:50]
Seeing none we'll close
[1:58:51]
public comment.
[1:58:52]
Thank you very much for your
[1:58:55]
excellent presentation.
[1:58:57]
Council sanborn do you have
[1:59:00]
any questions.
[1:59:02]
>> I started to get excited
[1:59:04]
about the balance.
[1:59:07]
My only questions were it
[1:59:10]
seems I didn't know about
[1:59:11]
can you clarify what you
[1:59:14]
said in the general fund
[1:59:16]
revenue about delinquent
[1:59:17]
hotel.
[1:59:21]
Was it reporting or payment
[1:59:22]
>> we have a little bit of
[1:59:22]
both.
[1:59:25]
Some of hotels have reported
[1:59:27]
to us how much they owe.
[1:59:30]
And we do have a delinquency
[1:59:33]
we are working on currently.
[1:59:36]
And the other question was
[1:59:38]
about the old housing
[1:59:39]
agency.
[1:59:41]
What is that?
[1:59:46]
>> so we had a re-
[1:59:47]
development
[1:59:49]
agency, and there were two
[1:59:50]
pieces to it.
[1:59:52]
There was a redevelopment
[1:59:54]
side and then there was the
[1:59:55]
housing side.
[1:59:58]
When they went the
[1:59:59]
dissolution of the successor
[2:00:02]
agency the redevelop
[2:00:04]
successor agency went into
[2:00:06]
louisiana trust fund for the
[2:00:09]
city of rohnert park nd we
[2:00:10]
still get the tax revenues
[2:00:12]
from the re-
[2:00:13]
development area.
[2:00:15]
We get the distribution just
[2:00:18]
like we get the property ax
[2:00:20]
from the county.
[2:00:21]
We use those moneys o pay
[2:00:24]
for the obligations of
[2:00:27]
winding down the successor
[2:00:27]
agency.
[2:00:29]
All we have is the debt
[2:00:30]
service scpament so they
[2:00:33]
give us the money we need to
[2:00:35]
service that debt.
[2:00:37]
We also get an
[2:00:38]
administrative fee, and then
[2:00:40]
the remainder of those tax
[2:00:45]
dollars go back to the
[2:00:45]
county and they
[2:00:45]
re-transcribe those dollars
[2:00:47]
to all of the taxing
[2:00:49]
entities that were involved
[2:01:01]
in our redevelop area.
[2:01:04]
Sometimes we call those
[2:01:05]
boomerang dollars.
[2:01:07]
They go and they come back
[2:01:08]
to us.
[2:01:10]
They do a boomerang.
[2:01:13]
Did that help with that.
[2:01:15]
>> the funds originally came
[2:01:17]
from the tate of
[2:01:21]
california, and one day they
[2:01:23]
said that's enough of that.
[2:01:27]
>> you talk in upbeat
[2:01:28]
positive voice
[2:01:32]
>> I loved the dollars.
[2:01:34]
So then the housing piece
[2:01:39]
was integrated into the city
[2:01:39]
to wrap-up on the balance of
[2:01:39]
your question.
[2:01:42]
So those were moneys that
[2:01:44]
were left over when we
[2:01:47]
integrated the funds in
[2:01:50]
until you decide what to do.
[2:01:53]
We have spent them a couple
[2:01:54]
of different times.
[2:01:57]
We hold them until we're
[2:01:59]
ready to spend them.
[2:02:03]
We hold them for you.
[2:02:05]
>> I've got nothing.
[2:02:07]
Other than great report.
[2:02:11]
Appreciate it.
[2:02:12]
Thank you.
[2:02:15]
>> yes.
[2:02:18]
I'm here thank you for the
[2:02:18]
report.
[2:02:21]
For every time you do a
[2:02:22]
presentation
[2:02:24]
presentation it makes sense
[2:02:26]
in my brain.
[2:02:29]
Because I'm not like into
[2:02:30]
number.
[2:02:32]
It's more into words.
[2:02:34]
It makes sense and it was
[2:02:35]
easy to follow.
[2:02:37]
And yeah.
[2:02:41]
Excited to see where we're
[2:02:43]
scmeinged thank you for
[2:02:48]
joining us back.H
[2:02:48]
thank you for joining us
[2:02:49]
back.
[2:02:50]
Hea thank you for joining us
[2:02:50]
back.Di thank you for joining
[2:02:51]
us back.
[2:02:51]
N thank you for joining
[2:02:52]
us back.
[2:02:52]
G thank you for
[2:02:53]
joining us back.
[2:02:59]
Thank you for
[2:03:02]
joining us back.
[2:03:10]
A thank you for
[2:03:12]
joining us back.
[2:03:19]
Nd thank you for
[2:03:22]
jit try to second guess
[2:03:22]
us.
[2:03:24]
great presentation minus the
[2:03:29]
issues with the implement
[2:03:30]
implementation.
[2:03:31]
I'm very pleased.
[2:03:33]
Residents should be very
[2:03:34]
pleased with the financial
[2:03:35]
condition of our city.
[2:03:37]
So thank you.
[2:03:41]
>> thank you for your
[2:03:42]
report.
[2:03:44]
I agree as well.
[2:03:47]
Unqualified clean audit is
[2:03:48]
something to be very proud
[2:03:48]
of.
[2:03:52]
If you go back two slides.
[2:03:55]
Slide #20.
[2:03:58]
>> on this slide
[2:04:12]
>>
[2:04:14]
>> there you go.
[2:04:17]
>> and then in a second
[2:04:18]
slide 23.
[2:04:22]
So slide 20 this is as of
[2:04:26]
the end of JUNE r JULY
[2:04:26]
2023.
[2:04:27]
>> oay.
[2:04:29]
So these are great looking
[2:04:30]
numbers here.
[2:04:31]
>> uh-huh.
[2:04:33]
>> on the next panl.
[2:04:36]
When you give us for the end
[2:04:38]
of JULY 224 ill these
[2:04:42]
numbers be here or here
[2:04:42]
minus.
[2:04:43]
>> I believe they will be
[2:04:49]
very stable.
[2:04:52]
We are still working on
[2:04:53]
things.
[2:04:55]
But I haven't seen anything
[2:04:57]
that leads me to believe
[2:04:59]
that we're going to be
[2:05:01]
dipping into fund balance.
[2:05:03]
I make no guarantees until
[2:05:05]
the audit is done.
[2:05:07]
But these numbers will
[2:05:09]
remain until we close and
[2:05:12]
what we'll be looking at is
[2:05:14]
our revenues less our
[2:05:16]
expenditures and that
[2:05:19]
difference will go into our
[2:05:21]
unassigned fund balance and
[2:05:23]
then I would be looking at
[2:05:25]
them and redistributing per
[2:05:27]
your policy across the item.
[2:05:31]
If there -- if the
[2:05:33]
expenditures do exceed the
[2:05:35]
rev nudes then we would do
[2:05:38]
we would adjust these
[2:05:39]
numbers so that we are still
[2:05:42]
in alignment.
[2:05:44]
But I don't anticipate that.
[2:05:46]
The biggest thing you have
[2:05:49]
to look at the next year's
[2:05:52]
budget because -- let's see
[2:05:54]
the operating reserve and
[2:05:56]
the contingency reserve
[2:05:59]
those numbers we have to
[2:06:00]
recalculate them and that's
[2:06:02]
the first number that we do.
[2:06:04]
That's the first draw on
[2:06:06]
those balances and the rest
[2:06:08]
of optional if there are
[2:06:09]
funds left.
[2:06:12]
But that would be the first
[2:06:14]
thing I would be looking at.
[2:06:16]
I don't believe I've seen
[2:06:18]
anything that would lead me
[2:06:20]
to believe we're not going
[2:06:23]
to add to fund balance.
[2:06:25]
>> maybe mayor if I MAY part
[2:06:28]
of the reason if you MAY
[2:06:31]
recall these two past budget
[2:06:33]
cycles we have prepared we
[2:06:35]
have worked very hard to
[2:06:38]
maintain stable budgets
[2:06:41]
given that if you see -- I
[2:06:43]
know we talked perhaps other
[2:06:47]
agencies are not in a
[2:06:50]
position that we are.
[2:06:52]
We're not seeing any
[2:06:53]
increases.
[2:06:57]
So we have worked very hard
[2:06:59]
to try not to compromise or
[2:07:02]
decline service delivery but
[2:07:04]
stay within the same bunl.
[2:07:06]
That is also a reflection we
[2:07:08]
are not stbooping the
[2:07:13]
reserve.T the reserve.
[2:07:13]
A the reserve.
[2:07:14]
P the reserve.

[2:07:35]

[2:07:41]

[2:07:42]
!E the thought
[2:07:52]

[2:07:54]
Same thing with these funds
[2:07:55]
here.
[2:08:00]
Water fund, sewer fund.
[2:08:02]
Available balance to
[2:08:02]
appropriate.
[2:08:04]
If I was talking to my
[2:08:05]
children here's how much
[2:08:07]
money I've got in my
[2:08:09]
checking account.
[2:08:10]
It doesn't mean we're going
[2:08:11]
to spend any of that.
[2:08:14]
>> if you see the asterisk
[2:08:16]
it includes the reserve.
[2:08:18]
We have a $1.5 million in
[2:08:21]
each one of those funds we
[2:08:23]
set aside for rate
[2:08:25]
stabilization and then we
[2:08:29]
take 5% of the next year's
[2:08:31]
operating budget and we set
[2:08:33]
that aside as well.
[2:08:35]
These numbers do include
[2:08:52]
that.
[2:08:55]
The we're not going to have
[2:08:59]
fund balance stabilize and
[2:09:00]
finance department
[2:09:01]
stabilizing.
[2:09:03]
It's just misleading at the
[2:09:05]
look at the water fund and
[2:09:09]
sewer fund, and tell them
[2:09:12]
we're going to raise your
[2:09:14]
rates.
[2:09:15]
At any rate this is
[2:09:17]
excellent.
[2:09:19]
Does anyone have any follow
[2:09:21]
up comments or questions.

cancellation of the security
[2:13:07]
council on NOVEMBER 26th

[2:13:14]
due to the holiday season.
[2:13:16]
Scheduling a special meeting
[2:13:24]
on NOVEMBER 19th, 2024 at
[2:13:25]
5:00 P.M.
[2:13:28]
We'll have the staff report.
[2:13:30]
And I can provide the staff
[2:13:31]
report with the assistance
[2:13:33]
of our city clerk.
[2:13:35]
So the item before you as
[2:13:38]
you MAY see on the NOVEMBER
[2:13:41]
26th which is the week of
[2:13:42]
thanksgiving we would be
[2:13:43]
meeting on NOVEMBER 26th.
[2:13:47]
So staff is recommending as
[2:13:49]
it relates perhaps we
[2:13:51]
consider meeting on the
[2:13:53]
NOVEMBER 19th rather than n
[2:14:00]
the TWIXth
[2:14:02]
26th.
[2:14:03]
The city has canceled that
[2:14:05]
meeting because of hall
[2:14:05]
daeds.
[2:14:08]
So recommendation we do
[2:14:09]
cancel that meeting.
[2:14:11]
But we are recommending we
[2:14:13]
have a joint special meeting
[2:14:22]
on NOVEMBER 19th.
[2:14:24]
Council discussions.
[2:14:28]
Any questions or comments?
[2:14:29]
MR. Giudice would you like
[2:14:30]
to make a motion.
[2:14:31]

[2:14:39]
We'll do a roll call vote.

All in favor.

Any opposed.

[2:15:18]
Hi.
[2:15:21]
I just wanted to call out a
[2:15:23]
few things I missed the 17th
[2:15:25]
17th.
[2:15:28]
Zero waste won an award for
[2:15:29]
most outstanding public
[2:15:34]
agency by the year.
[2:15:38]
The board approved their
[2:15:40]
waste for grant.
[2:15:42]
One for solid waste
[2:15:46]
infrastructure to expend
[2:15:47]
and the
[2:15:49]
recut program and then a
[2:15:51]
second for the community
[2:15:52]
change stcompwrant that is
[2:15:56]
to develop and implement a
[2:16:01]
re-use hub in sonoma county.Gr that is to develop
[2:16:01]
and implement a re-use hub
[2:16:02]
in sonoma county.
[2:16:03]
A that is to
[2:16:03]
develop and implement a
[2:16:04]
re-use hub in sonoma county.
[2:16:05]
N that is to
[2:16:06]
develop and implement a
[2:16:07]
re-use hub in sonoma county.
[2:16:08]
T that is to
[2:16:09]
develop and implement a
[2:16:09]
re-use hub in sonoma county. That is to
[2:16:10]
develop and implement a
[2:16:12]
re-use hub in sonoma county.
[2:16:22]
A that is to
[2:16:27]
develop and implement a
[2:16:31]
re-use hub in sonoma county.
[2:16:36]
To assemble
[2:16:39]
big puzzles of water.
[2:16:40]
So you know what pieces of
[2:16:41]
information do we have about
[2:16:44]
the water the groundwater.
[2:16:48]
And what do we need to do to
[2:16:51]
get more information to see
[2:16:53]
big picture of water we have
[2:16:57]
in the basin and the three
[2:16:58]
basins.
[2:17:01]
That way we can be most
[2:17:01]
successful.
[2:17:04]
On the 10th we got an update
[2:17:06]
on all f those pieces and
[2:17:09]
those are essentially the
[2:17:10]
groundwater sustainability
[2:17:14]
plan and the implementation
[2:17:14]
activities.
[2:17:16]
One they're doing
[2:17:20]
voluntarily groundwater well
[2:17:20]
monitoring.
[2:17:22]
They've title identify it
[2:17:25]
level up and they've had 102
[2:17:28]
sign ups of residential and
[2:17:32]
well owners who're letting
[2:17:34]
the team at what level their
[2:17:36]
groundwater is now.
[2:17:43]
You can follow.
[2:17:45]
We talked received a report
[2:17:48]
on the water efficiency
[2:17:50]
program.
[2:17:53]
For which data is collected,
[2:17:53]
scp
[2:17:58]
and the data collection has
[2:17:58]
happened.
[2:17:59]
That's complete.
[2:18:01]
And they identified the
[2:18:04]
greatest potential for
[2:18:07]
demand water reduction.
[2:18:09]
Vineyards.
[2:18:09]
Pasture
[2:18:11]
pasture, rural and
[2:18:12]
commercial industrial
[2:18:15]
institutional terms: so ow
[2:18:16]
they're on to the demand
[2:18:19]
analysis and developing a
[2:18:22]
project that are in a pilot
[2:18:25]
for implementation to figure
[2:18:29]
out how we can best reduce
[2:18:33]
water consumption in those
[2:18:36]
different categories.
[2:18:38]
volunteer metering program.
[2:18:41]
So we received a report on
[2:18:44]
the voluntary low metering
[2:18:46]
work and authorized he
[2:18:48]
administer for the in
[2:18:51]
inspections of low meters
[2:18:54]
water meters on in
[2:18:55]
participate
[2:18:56]
participatence wells and
[2:18:57]
santa rosa plain.
[2:19:00]
So that's going to pay for
[2:19:02]
the meters.
[2:19:05]
People can have them put in
[2:19:10]
and get data that one.
[2:19:13]
They've developed a
[2:19:16]
dashboard app you can
[2:19:18]
actually look at current
[2:19:20]
water levels and you can
[2:19:23]
toggle to see historical
[2:19:25]
levels.
[2:19:28]
And it's a really good way
[2:19:30]
to visualize all of this
[2:19:34]
highly scientific statistic
[2:19:36]
stuff.
[2:19:38]
Hype ly
[2:19:43]
hypely
[2:19:46]
you can visit santa rosa
[2:19:48]

[2:19:49]
learn more.
[2:19:51]
Next meeting is DECEMBER
[2:19:52]
5th.
[2:19:54]
>> thank you very much.
[2:19:58]
Next up is MR. Giudice vice
[2:19:59]
mayor.
[2:20:00]
>> yeah.
[2:20:02]
It's better than vice
[2:20:04]
PRESIDENT.
[2:20:09]
So sonoma county
[2:20:11]
transportation authority
[2:20:11]
region.
[2:20:12]
Tiff transportation is where
[2:20:14]
it's at.
[2:20:15]
Enjoy your bikes.
[2:20:16]
Rohnert park there's a
[2:20:18]
couple of locations at ss
[2:20:19]
uchlt
[2:20:23]
one at the train station.
[2:20:25]
They're all over the place.
[2:20:28]
And then I'm seeing a lot of
[2:20:30]
positive stuff out on social
[2:20:35]
media and all over the
[2:20:35]
place.
[2:20:37]
I think it will be really
[2:20:39]
effective once we have the
[2:20:40]
downtown.
[2:20:42]
Other than that the meeting
[2:20:43]
was basically about
[2:20:46]
approving budgets so the
[2:20:51]
rcpa on the stca side.
[2:20:53]
Whether it's for all of the
[2:20:55]
different things we do.
[2:20:56]
So yeah.
[2:20:58]
That's about it.
[2:20:59]
>> thank you.
[2:21:00]
Excellent.
[2:21:02]
So my report is about the
[2:21:04]
mayors and council members
[2:21:05]
meeting we held in rohnert
[2:21:07]
park and I just want to
[2:21:11]
begin by thanking the
[2:21:11]
members of our team from the
[2:21:13]
city clerk's office and city
[2:21:14]
manager's office.
[2:21:18]
We host around absolutely I
[2:21:21]
would dare so lively meet at
[2:21:23]
the oxy
[2:21:24]
ford suites.
[2:21:27]
We had a fairly nice turnout
[2:21:28]
from our colleagues around
[2:21:29]
the county.
[2:21:32]
Before that the mayor's met
[2:21:34]
and talked about the
[2:21:37]
oversight committee
[2:21:39]
representing mayors and
[2:21:40]
council members.
[2:21:43]
Kevin Mcdonald from petaluma
[2:21:45]
were assigned to that
[2:21:46]
particular responsibility.
[2:21:47]
There's another meeting in
[2:21:50]
NOVEMBER which I likely will
[2:21:53]
not be attending because of
[2:21:56]
an abag meeting.
[2:21:59]
Some 6 reports under
[2:22:03]
government code league of
[2:22:05]
california cities 2024
[2:22:06]
annual conference.
[2:22:08]
It was kind of quick.
[2:22:10]
I don't know how many have
[2:22:11]
given any thought to
[2:22:13]
something that you learn
[2:22:14]
while you were at the
[2:22:17]
conference that would want
[2:22:17]
to share.
[2:22:19]
You might want to come back
[2:22:22]
and have a discussion at the
[2:22:22]
next meeting.
[2:22:24]
Give you a little bit of
[2:22:26]
time what was your take
[2:22:27]
away.
[2:22:29]
I probably wouldn't have
[2:22:32]
thought about that had I not
[2:22:34]
attended that.
[2:22:36]
If we can put that on our
[2:22:39]
committee and liaison
[2:22:42]
reports.
[2:22:47]
Kind of a succinct I went to
[2:22:48]
this particular seminar or
[2:22:52]
conference group and this is
[2:22:54]
what I learned and share
[2:22:57]
that at our next meeting.
[2:22:58]
Number 11 communications.
[2:23:01]
Are there any communications
[2:23:05]
any members want to share.
[2:23:08]
>> the golf course is having
[2:23:10]
a halloween event on
[2:23:10]
thursday.
[2:23:15]
>> it's on their website.
[2:23:17]
I think it's I'm getting
[2:23:17]
there.
[2:23:18]
Hold on.
[2:23:23]
Maybe not.
[2:23:25]
>> I'm not sure but it's
[2:23:26]
there.
[2:23:28]
I usually put on it my
[2:23:29]
social media.
[2:23:30]
And then we have of course
[2:23:33]
all of our rohnert park
[2:23:34]
service events like the
[2:23:40]
haunted house and the de
[2:23:42]

[2:23:55]
Los muertos.
[2:23:58]
Ing excellent for those who
[2:24:00]
want to come to the haunt do
[2:24:04]
we need to make an appoint
[2:24:06]
appointment online.
[2:24:10]
The chair recognizes cindy
[2:24:11]
bagley.
[2:24:13]
We have the haunt brew and
[2:24:14]
scare fest.
[2:24:17]
That is the full festival.
[2:24:20]
Tickets in advance is highly
[2:24:22]
in coloneled.
[2:24:26]
If we are not sold by

[2:24:28]
For saturday general
[2:24:29]

>> I do have one thing to
[2:24:59]
comment on.
[2:25:01]
And that is typically in an
[2:25:02]
election year the selection
[2:25:04]
of the mayor and vice mayor
[2:25:08]
is made the same night that
[2:25:10]
mayor and advice
[2:25:11]
vice mayor is
[2:25:11]
seated.
[2:25:13]
If it's appropriate with the
[2:25:15]
city attorney can we do that
[2:25:18]
on the 19th of NOVEMBER so
[2:25:21]
that the new mayor and vice
[2:25:24]
mayor know they can invite.
[2:25:28]
>> there e go.
[2:25:30]
>> thank you very much.
