[0:02]
I just call me college.
I first would like to call uh the royal.
[0:07]
Let's call the royal Jessica
>> present.
[0:14]
Amanda
>> present.
[0:18]
Amanda
and Shane's here. Y and Mike here.
[0:26]
And Danielle is not here.
[0:32]
All right. Uh to get started, let's say
[0:42]
I to the flag of the United States of
America and to the republic for which it
[0:49]
stands. One nation under God,
indivisible, with liberty and justice
[0:54]
for all.
[1:02]
We have special presentation.
>> You have
[1:10]
» any oral comments?
>> No, I don't have any cards.
[1:14]
» I don't know if this is the right place
to bring it up, but the um at the
[1:20]
council meeting
>> this. Sorry, I this is for members of
[1:22]
the public who are here to comment. So
if this is committee member comments,
[1:26]
you want to wait for the end on that.
>> Okay.
[1:33]
Wait for it.
[1:41]
A man is president. 54.
[1:48]
No more comments. All business.
[1:52]
All business implementation of FY202627
code support plan and insp of
[2:00]
subcommittees.
Okay.
[2:04]
» So if I can just really give you a a
brief staff report. Um you'll see the
[2:07]
attachment includes a resolution. This
is the resolution that council adopted
[2:11]
including your work plan. The only
modification the council made was the
[2:14]
removal of the amphitheater.
uh they are supportive of some level of
[2:19]
ad hoc group from the arts and culture
committee continuing to give feedback to
[2:24]
staff. Um but they did remove that
element. So this evening we would be
[2:28]
looking for the committee to develop how
they're going to how we're going to do
[2:33]
this. Um whether that's the
establishment of subcommittees or um
[2:37]
whatever that pathway looks like. And
then from there the subcommittees can
[2:41]
meet and go through um action and then
bring those items back to the committee
[2:46]
as a whole at some point.
[2:52]
» So will we have conversation about that
and probably establish a subcommittee
[2:57]
now?
So you would want to look at the work
[3:01]
plan as is attached and you u most most
commissions and committees will go item
[3:06]
to item and determine how they want them
to be um managed. So whether that's a
[3:11]
subcommittee that gets um established or
whether it's something that staff can
[3:15]
bring back at some point. So I would
just go down the list.
[3:23]
» Item number four, new business. New
>> you you'll want to take action on that
[3:28]
though. So this is this is the only item
for the agenda tonight. So
[3:31]
» Oh, okay.
>> It's attached
[3:36]
to
the community.
[3:40]
» Yes.
[3:44]
» All right. First one, project number
one, public arts improvements and
[3:48]
installations.
[3:53]
Identify advance opportunities for
public art including utility boxes,
[3:58]
murals, artistic crosswalks, status and
other installations, development
[4:02]
recommendations for potential projects,
locations and partnerships and funding.
[4:08]
Uh says estimated project cost.
The cost involved is included and as
[4:15]
city
and who's on the south
[4:19]
» did we establish the committee on this
one last I think. No, not yet. Oh, so I
[4:24]
think we have
>> So you want to Yeah, I don't think we've
[4:26]
established it. I think there was
conversations about it, but now that
[4:28]
it's adopted, we can finalize the
subcommittee. That would be the goal
[4:32]
tonight.
>> I think this is kind of like the
[4:34]
reformation and slight expansion of the
utility box committee that existed um
[4:40]
before
um but also includes like the mural
[4:45]
space, you know, questions from city
council and so forth. and I'm interested
[4:48]
in continuing to serve on that committee
um as the only person from the utility
[4:53]
box group that's left
>> if if uh there's room for me.
[4:57]
» Sorry, I agree with uh I would like
command on that. So I second that
[5:03]
motion. Um
I can nominate myself for that this one
[5:08]
as well too and then
>> I would love to say
[5:13]
one artist on that.
>> Yeah. Yeah, definitely Jessica. Yeah.
[5:17]
» Okay. So, um,
>> um,
[5:22]
yeah, it's max of three, right? So,
>> max of three, but I I can put forward
[5:27]
that motion.
>> Make a motion to get all three on. Well,
[5:31]
you already on
>> assuming that there's other ones. Amanda
[5:34]
might want, which I think. Well,
actually I just wanted to make a comment
[5:38]
but um regarding the artistic crosswalks
and I I did not present it at the last
[5:44]
um arts and culture committee and I
think I have a quick PowerPoint
[5:48]
presentation about what I was referring
to with our artistic crosswalks and um
[5:54]
Deb can you it's just a brief overview
uh really brief.
[6:01]
[clears throat]
[6:04]
Okay. So, just um what I purposely
wanted to do is just modify the art and
[6:08]
public spaces policy plan. Next slide,
please. And to incorporate in the
[6:14]
installation of public art on crosswalks
and public spaces. And originally it was
[6:18]
going to be for the 250th anniversary,
but then I thought, how about the 100th
[6:23]
anniversary of the city of Englemen and
the Olympics? Um and so basically just
[6:29]
to broaden another art medium for
artists to express themselves and it
[6:34]
just um helps with you know inclusivity
and uh you know the diversity artistic
[6:40]
or diversity in the urban art display.
Next slide please. And so basically this
[6:45]
was just uh you know there was no
physical physical impact in just
[6:50]
speaking about this and of course we
would be you know looking for funding
[6:54]
and potential funding on that. Um next
slide please and then the benefit is
[7:00]
just the idea is to bring forth this for
the 100th anniversary of city of St.
[7:07]
Clemeni, Spanish village by the sea and
for uh the Olympics to uh demonstrate
[7:13]
our civic pride, our community spirit
and just you know uh promote a sense of
[7:18]
belonging and togetherness and I think
that would be great for for schools um
[7:24]
organization and artist and basically to
promote uh volunteerism
[7:29]
um basically next slide please and it's
just for you beautifification and I
[7:35]
think I touched upon Uh in 2018 the the
painting uh the Olympics values at Guin
[7:43]
Olympic Village uh where art initiative
created during the Olympic Winter Games
[7:48]
uh by Pu Yang Chang on 2018 within the
scope of the artists and basically just
[7:54]
led where a lot of artists were able to
uh work on this project. So it was
[8:00]
really great that that was able they
were able to do that. So, um, and then
[8:06]
they also did the design crosswave
treatments. Um, and that was really
[8:10]
great to do, um, to do that as well. I
think that was for the Atlanta, um, in
[8:15]
downtown Olympic, uh, downtown Atlanta
during the, um, the soccer um, next
[8:23]
slide, please. And they also did painted
utility boxes as well, which is really
[8:27]
great. Um, and then let's see. And of
course this was just the background that
[8:33]
they already we have the framework for
that and just wanted to add that in. Um
[8:39]
and unfortunately I wasn't able to do it
for the the patriotic crosswalk but
[8:44]
however this idea also was for the the
Olympics of the 100th um anniversary and
[8:50]
someone as a St. Clary resident of over
55 years. um not close there. I mean,
[8:55]
but um I'm halfway there, [snorts] but
that's why I just wanted to do that.
[8:59]
Just kind of mention this and because it
was something that I had the idea and
[9:04]
through uh other things that other
students have done that in Great
[9:08]
Barington and uh Massachusetts and the
city of Monterey did that as well for uh
[9:14]
our 250th anniversary. So, I think
that's I just wanted to mention that
[9:18]
just to kind of go forward for the
people who are going to be on the
[9:21]
subcommittee. Thank you.
>> Thanks so much. I just wanted to clarify
[9:27]
for a question I guess for Samantha
because I know that's such a compelling
[9:31]
addition and a new possible application
and it's already included in the work
[9:34]
plan. So is any further action needed at
this time or is that sufficient for you
[9:39]
know the crosswalks to just be um
>> yes plan um and it sounds like we have
[9:46]
at three members that are interested in
the subcommittee. Would there be um so
[9:51]
all we would be looking for then is a a
motion and a second and a vote to for
[9:55]
that those subcommittees the sub
subcommittee members to be established.
[9:59]
» Okay.
>> So I'll make a motion that we vote
[10:04]
on members.
[10:11]
Yeah. We're on the we're [laughter]
proposing ourselves
[10:17]
motion.
>> Okay. All in favor?
[10:20]
» I all
subcommittee effects.
[10:25]
» Did have a one note on the sort of knock
on the submit like on the proposal
[10:30]
demand Q just presented. Um there is a
subcommittee on here for you know the
[10:35]
Olympics and centennial planning. So I'm
you know that might work better on that
[10:41]
comm. I'm not sure because it's that at
least in that mockup was very specific
[10:44]
for the Centennial. So,
>> right. And then there was one in in
[10:48]
China for
>> that. Right.
[10:52]
» I think in terms of a pool might make
more sense, but that's something
[10:58]
» I had the same thought,
>> but I guess we'll get to that one in a
[11:02]
little bit anyways. Okay.
So, we're in the number two. Yeah.
[11:09]
Project name number two, cultural events
and programming purpose, goals and
[11:14]
deliverables projects.
Explore and support cultural events and
[11:20]
programming including deo
[11:28]
and your favorite the tamalei festival.
Evaluate event concepts, partnerships,
[11:34]
locations and uh resources.
So, we're going to need a subcommittee
[11:38]
for that.
>> I would love to be on that subcommittee
[11:41]
that first one. Well, yeah, on this arts
and culture committee,
[11:47]
» anyone else?
[11:51]
» So, I'll make a motion that uh Amanda
committee
[11:56]
» would you be interested in that too? Did
you do the I'm trying to think of what
[11:59]
what the committee was before?
>> Shane and I
[12:02]
» Yeah, Shane and I was on it last to have
the continuity. Um, could I make a
[12:08]
proposal that you're join?
>> Yes.
[12:13]
» I'd like to propose that Sherman also
[laughter]
[12:19]
» I second.
>> I think Yeah, definitely.
[12:24]
» We Is there just Can we just do two on
that one? We don't have to have three,
[12:28]
but Right. Yeah. Cuz then I'll just
propose you to handle. That's That works
[12:32]
for me now.
>> Okay. We last night.
[12:35]
» Yeah. And yeah, it's perfect.
>> You could also I know we have a
[12:38]
committee member who's absent but
>> Oh, you may volunteer.
[12:46]
» How many you can?
[12:50]
It seems like
>> she does have a she has a pretty big
[12:53]
background and um marketing and I
believe
[12:57]
» branding and things like that. So,
>> sure. She's getting the emails.
[13:01]
» Okay.
>> I dominate proposals.
[13:05]
I think we should nominate nominate
Daniel.
[13:07]
» Yeah. Okay.
>> Yeah, absolutely.
[13:10]
» I take a vote. All in favor of uh the
new member on this subcommittee would be
[13:16]
Amanda and Daniel. I'm I'm already on.
>> So, you have Do we have a motion for a
[13:22]
vote?
>> I'll put forward a motion to have
[13:24]
Sherman, uh Danielle, and Amanda Q on
the subcommittee for cultural events and
[13:31]
programming.
>> Thank you.
[13:35]
Yes. Yes.
>> All in favor?
[13:39]
» I
>> I
[13:43]
take
>> I just wanted to talk briefly about
[13:46]
this. Um I
the reason why this was you know the the
[13:52]
proposal was just honoring the Hispanic
Latino tradition and of course the
[13:57]
Spanish village by the sea and just to
be inclusive of the foods that and
[14:02]
cultural roots that go back uh decades.
And then the the mission of the town
[14:07]
like this is to celebrate the Latino
culture support local businesses and the
[14:12]
tri city level and bring the community
together during the holiday season. As
[14:16]
someone who lives at M by Mford Park, I
thought, you know, this is a great way
[14:20]
to uh encourage and support our Latino
community. And as a Latino, I really
[14:26]
appreciate that. [snorts] And then um I
had mentioned before u my background was
[14:31]
that my family would make, you know,
tamales and the type of tamales that we
[14:36]
would make is um with uh banana leaf. So
it was really interesting. Yeah. So it
[14:42]
was um one of the things that uh was
really special and you would give out to
[14:46]
to neighbors and that but uh the fiscal
impact of the phys we would you know
[14:51]
look into that as a subcommittee. Um,
and then as far as any partnerships like
[14:57]
such as the Gina Point Chamber of
Commerce and maybe possibly our Chamber
[15:02]
of Commerce and and other and and also
restaurants and I have not been able to
[15:06]
do that because I didn't want to I
wanted to avoid the brand act violation
[15:10]
and then of course it just would be it
would be beneficial to our city to be
[15:15]
inclusive and uh ideal for organizations
and to promote uh small businesses like
[15:23]
uh restaurants like I know Siesta had
closed and I think they're um you know
[15:28]
going through some you know things to do
that so that I know that they're doing
[15:32]
um their catering and I have not
presented to them but just thinking an
[15:37]
idea just from businesses
>> absolutely so um I just think that it
[15:44]
would be a great thing there's other
places like um Plantia that's been doing
[15:49]
it for 33 years that's [snorts] been
doing unit since 1996 and whether it
[15:55]
starts small and just grows but I think
that financially that if we get support
[16:00]
from the tri city area that that would
be really great to do. So hopefully
[16:05]
fingers crossed and let's see it's the
beginning of something. So thank you
[16:09]
appreciate it.
[16:13]
Okay, number three.
Um, moving on to number three would be
[16:19]
funding, partnerships and scholarships.
Purpose
[16:23]
» sponsorship and sponsorship um purpose,
goals and deliverables and projects.
[16:28]
Identify grants, scholarships,
sponsorships, partnerships, and other
[16:33]
outside resources to support arts and
culture programming and projects.
[16:39]
Okay.
I'd like to work on this one. Uh I'd
[16:44]
been doing some work on the amphitheater
and I'd started looking at funding and
[16:49]
over the weekend I I did some more
research and came up with a number of
[16:54]
other new ideas that might be a starting
point for the subcommittee
[17:00]
to see what's worthwhile. And they're
they're items for um a lot of them are
[17:06]
for more structural things like the
amphitheater, but there's there's other
[17:10]
u uh avenues for like art installations
and and so forth that might work. So I'm
[17:19]
interested in working on this one.
[17:24]
» I'd be interested in turning Mike on
this one. Not not because I think I have
[17:28]
a like the answer to it, but for the
utility box project, we successfully
[17:32]
raised both um local nonprofit support
for one of them and from local
[17:37]
restaurant private sector support. So as
a pilot of you know ways to get
[17:42]
sponsorships um those both were
successful and I've been watching the
[17:47]
California um grant support for
community based organizations and you
[17:52]
know reached out to the plate
collaborators and the historical society
[17:55]
about opportunities that came up and I'm
happy to continue serving um in that
[18:00]
role. Samantha, I'd love some maybe
guidance when we see opportunities from
[18:04]
you, like what role the city can have
related to a local organization and
[18:09]
whether we could ever co-apply or just,
you know, support somebody else in in
[18:13]
applying, you know, when the city is
applicant, when the committee is the
[18:17]
applicant or when the local organization
is applicant. I don't really understand
[18:20]
the like the rules about that stuff.
>> Yeah. Um, and I I think it's case by
[18:25]
case basis. It depends on the dollar
amount and the the agency funding
[18:30]
source. Yeah. So that's something the
sub the subcommittee could certainly
[18:35]
understand that
>> absolutely guidance.
[18:38]
» Is there any other interest in this
group from anyone else?
[18:42]
» Yes. Me
would like to be honest too. I had
[18:47]
mentioned this in other meetings we had
in the past about uh grants, you know,
[18:52]
getting grants grants for the projects
that we have here in the city. And uh
[18:56]
yeah,
>> I can uh put forward a motion
[19:02]
Sherman, Amanda Greco, and Michael as
the committee subcommittee members of
[19:08]
the funding partnerships and
sponsorships. I second motion. Okay.
[19:13]
» All in favor? I oppose.
[19:22]
Number four, Olympic Sentinel planning
purpose, goals, and deliverables of
[19:28]
projects. Identify arts, cultural,
historical, and community programs,
[19:34]
opportunities associated with city's
centennial, and 2028 Olympic Games.
[19:40]
» I would love to be on this. Absolutely.
Yeah, I would also
[19:48]
[laughter]
>> Okay, I think everybody wants to be on
[19:51]
this one.
>> Not me.
[19:53]
» Okay, so we're going to have Michael.
I I be interested in it then.
[20:00]
» I'm fine if those three
are interested. I'm I'm okay not being
[20:06]
on it.
>> Okay. Okay.
[20:08]
» So, I like to make a motion. Michael,
Amanda, and Shane.
[20:12]
» Amanda Q.
>> Amanda Q
[20:14]
» to be on uh this committee.
>> All in favor?
[20:18]
» I second.
>> All in favor?
[20:21]
» I
second.
[20:28]
Uh number five, my work annual work
plan. um purpose, goals, deliverables or
[20:34]
projects promote collaboration related
to San Clement's historical and cultural
[20:39]
resources, including opportunities for
interpretation,
[20:43]
exhibits, education,
preservation, awareness, and community
[20:50]
partnerships.
[20:57]
Oh, I was just going to say that um I
wanted just to full disclosure for
[21:03]
transparency. I am a current board
member of the St. Clinton Historical
[21:06]
Society and I spoke to the city manager
recently. So, I just wanted to put that
[21:11]
out there. So, I just, you know, wanted
to let people know.
[21:15]
» Oh, they were
no comp.
[21:17]
» Are you compensating?
>> No, there's no Yeah.
[21:20]
» But I'm not I'm not going to be on that.
But yeah,
[21:24]
» I was actually wondering whether there'd
be an advantage to that because you
[21:26]
would be in the, you know, conversations
about strategic goals for the historical
[21:30]
society and then be able to bring that
to bear in the I don't know. I mean, it
[21:34]
doesn't it seems to me like it might
just
[21:38]
be on it,
>> right? No, I just wanted a full
[21:40]
disclosure. I just wanted to make sure I
don't know. Yeah, Daniel's not here. I
[21:45]
don't know if anybody else would want
to. So, I just wanted to let you know he
[21:49]
» Oh, Daniel's not here. Well, nominate
Daniel. I would be I would
[21:53]
» say your teaching background
be happy to be on it. I I do think it
[21:58]
would be beneficial to have you on it as
well.
[22:00]
» Okay. Great. Thank you. I appreciate
that.
[22:03]
» And Danielle
>> and Daniel,
[22:06]
» I can make you go back.
>> Yeah.
[22:08]
» Sorry. Thank you.
>> I can make a motion uh that
[22:14]
Jessa, Danielle, and Amanda be on
subcommittee.
[22:19]
I send that one. All in favor?
>> I oppose.
[22:30]
All right.
[22:35]
Um Samantha, a quick quick question. And
in the event that um that Danielle we
[22:40]
nominated a couple of these committees
if there's you know the attendance is
[22:44]
maybe an issue on those ones do can we
always reappoint someone else at that at
[22:48]
a later stage or
>> Yes you certainly could you could I
[22:51]
guess yeah we'll just cross that
>> when we get
[22:58]
uh number six
[23:04]
that
number
[23:07]
Thank you, Dr. You're on the submitt.
>> So, you're on to Yeah. six items from
[23:13]
committee members. Future number six
items from committee members. Um I think
[23:21]
Michael, this is where you could you
have something you want to.
[23:25]
» Well, I guess the uh uh this about
participating on the ad hoc basis on the
[23:33]
amphitheater. I just like some guidance
about u what the parameters with that
[23:40]
would be. Am I free to call up the city
manager or or um
[23:48]
will somebody go forward and ask them to
>> Yeah, I can um I can connect you. It's
[23:53]
it's a at this point it's really managed
within the staff internal level. Um but
[23:57]
it's it's coming out of the city
manager's office in collaboration with
[24:01]
myself and a couple of other
departments. So let me connect you with
[24:04]
that person.
>> Okay.
[24:11]
» Yeah, I have some similar
topics on that too. So I would probably
[24:17]
maybe work with the city manager on that
as well. So some ideas that
[24:25]
» I would how do we for that there's some
input from you.
[24:30]
uh how do you see us going about really
uh going to ad hoc subcommittee and
[24:38]
giving our input you know as a ad hoc
subcommittee?
[24:43]
» Yeah. And because it's not on your work
plan, it's not going to be a formal
[24:47]
subcommittee. Um my recommendation is if
each individual committee member has an
[24:53]
an idea, you're welcome to email that to
myself and the city manager. Um we can
[24:57]
manage it that way. Um, but to avoid any
kind of Brown Act violation or having
[25:04]
any conversation about it, I think it's
best if it's just committee member to
[25:08]
staff member. Um, I don't know if
everybody has an interest in this topic,
[25:12]
but if there is a opportunity to come
back for for feedback, I think the goal
[25:18]
is staff is going to present something
to the city council just based on an
[25:22]
internal discussion um and kind of
planning um and then council can give
[25:26]
further direction from there after that
exploratory.
[25:30]
» Okay. And that's that was my remain
concern what you just mentioned because
[25:34]
of the Brown Act, you know, cuz we're
talking outside of a meeting about that,
[25:39]
» right? and you don't want to talk to
each other about it by any means. Um,
[25:43]
but you could certainly as a member of
the public have an opinion on or a
[25:48]
thought and that it's okay to share
that. I would just be weary of talking
[25:52]
to each other about it.
>> Okay. Awesome.
[25:56]
Anyone else have any other
>> I'm just uh wondering so what on these
[26:02]
subcommittees we've just established
uh what's the next step? Does each
[26:08]
subcommittee
collaborate somehow to uh
[26:13]
when they're going to get together and
talk or or
[26:15]
» Yeah, you would um you would want to
coordinate with each other on um your
[26:20]
next steps and your your first going
forward action. Um and if there's a need
[26:26]
to involve staff, you can reach out to
myself and Debbie and we'll um try to
[26:30]
support you guys however we can.
[26:34]
Are there any further comments? Anyway,
any thing you want to bring up?
[26:39]
Yes.
>> If there are no further items from
[26:43]
committee members, uh we move the number
seven. Item number seven to adjourn. So,
[26:50]
I'd like to make a motion that uh we
adjourn the meeting until October 26,
[26:56]
2026 at 5:00. Okay.
This meeting is adjourned.
[27:05]
Do we have to?
>> Yeah, I do need a second. So, I don't
[27:10]
need a second. I'll second.
>> Okay, I'll repeat this meeting is
[27:15]
all in favor.
I thank you.
[27:21]
Appreciate
