[16:13]
Not seen any such request.
[16:14]
>> Clerk Please proceed with
[16:14]
public comment.
[16:15]
Thank you.
[16:17]
Council PRESIDENT We do have
[16:18]
one speaker here.
[16:22]
It's item 600.
[16:22]
Item 600 is on the consent
[16:23]
agenda.
[16:23]
Jeffrey Shuter, if you can
[16:26]
please come forward.
[16:26]
You'll have one minute.
[16:27]
Please proceed.
[16:27]
Thank you.
[16:31]
Council members, I just wanted
[16:32]
to say I appreciate
[16:32]
the thoughtful compromise that
[16:36]
was reached at the MAY 7th
[16:36]
meeting.
[16:37]
I think it's put it in a place
[16:41]
where we can proceed forward at
[16:42]
sandag with determination of
[16:42]
what the transit stops will be
[16:45]
for sb 79.
[16:46]
The only thing I will say is a
[16:50]
lot of the debate revolved
[16:54]
around proposition that there
[16:55]
are 48 additional bus stops and
[16:58]
that should have been included
[17:02]
in the sb 79 map.
[17:03]
We have actually gone through
[17:03]
in detail what those arguments
[17:08]
were and submitted it as a
[17:08]
public comment today So you
[17:09]
don't have to listen to we go
[17:12]
through all five pages of it
[17:13]
and I just hope that people
[17:13]
look at that.
[17:16]
And one of the things that's
[17:17]
important is sb 79 is a transit
[17:21]
oriented development bill.
[17:21]
It's not a general housing bill
[17:22]
And if the goal of this is to
[17:26]
push development in the single
[17:27]
family neighborhoods, we have
[17:27]
other tools for that.
[17:28]
>> Thank you.
[17:31]
Thank you.
[17:31]
>> Start the five minute time
[17:32]
recording of those
[17:33]
participating remotely starting
[17:34]
with heck.
[17:39]
Hector if you can please unmute
[17:39]
.
[17:40]
>> Thanks for taking my call.
[17:44]
I think we should ignore this
[17:45]
bill 79 Bill State law You guys
[17:49]
are ignoring the federal laws
[17:50]
and the immigration guys so why
[17:54]
should we our city is big
[17:54]
enough to determine our own
[17:58]
zoning laws right now in
[17:59]
Claremont that up on Claremont
[17:59]
Drive there's like a four story
[18:03]
a new right off in a great
[18:04]
neighborhood And for some
[18:08]
reason that slipped in.
[18:08]
We are ignorant and all that
[18:12]
stuff happened but we're big
[18:13]
enough to just ignore the bill
[18:17]
and move on with our own zoning
[18:18]
laws like we had in the past.
[18:21]
They seem to be working pretty
[18:22]
good and there's poverty.
[18:23]
There's also enough housing
[18:26]
being built.
[18:27]
Here's just people that can't
[18:30]
afford them because there's
[18:31]
100,000 illegal aliens living
[18:32]
in our county and when they
[18:35]
leave it's going to lower
[18:36]
the rent for a lot of people.
[18:40]
So if we go that rapid
[18:40]
deportation plan that Trump's
[18:44]
going to come come through with
[18:45]
after he takes over Cuba, he's
[18:46]
going to turn hopefully
[18:49]
the time has concluded.
[18:50]
Next is 8700.
[18:54]
If you can please unmute.
[18:55]
Thank you, Joy.
[18:59]
Senator Yes two phased in
[19:04]
implementation prior to broader
[19:05]
implementation plus exemptions
[19:10]
exemption of areas outside of
[19:10]
one mile walk from Cody Jodi
[19:14]
stop this is from me just to
[19:14]
add thought to it.
[19:18]
Please look at the end.
[19:19]
Look for our application.
[19:20]
Please look at the ministerial
[19:24]
process and projects.
[19:24]
The word ministerial is used a
[19:25]
lot.
[19:29]
Ministerial public input.
[19:29]
None No public hearings or
[19:34]
neighbor No vacations are
[19:34]
required and the timeline is
[19:38]
fast and predictable so please
[19:42]
use your due diligence on sb 17
[19:43]
nine process.
[19:43]
It's a big deal.
[19:48]
It's an important deal and I
[19:48]
appreciate all of your work on
[19:49]
all levels so up to all thank
[19:49]
you.
[19:53]
>> This item did receive one
[19:53]
comment in favor and one
[19:54]
comment in opposition b r e
[19:55]
comment form which has been
[19:57]
distributed to the council and
[19:58]
that concludes public comment
[19:58]
on the consent agenda.
[19:59]
All right.
[20:01]
Thank you City Clerk Without
[20:02]
turning over to my council
[20:03]
colleagues questions comments
[20:03]
entertain a motion and we'll
[20:04]
start with council member
[20:06]
Lipman.
[20:07]
Thank you very much.
[20:08]
Council PRESIDENT I will move
[20:08]
the consent agenda.
[20:10]
This is the second reading of
[20:11]
this item so I'll be brief.
[20:12]
At the first reading I proposed
[20:15]
amending the ordinance to
[20:16]
reflect that the bus corridors
[20:17]
on Park Boulevard and
[20:20]
University Avenue at Alcohol
[20:21]
Boulevard long stretches of
[20:22]
which fall within my district
[20:25]
should be included as qualified
[20:26]
transit oriented development
[20:26]
stops.
[20:27]
Thank you to my colleagues for
[20:30]
working with me on that.
[20:31]
We ultimately removed specific
[20:32]
language calling out specific
[20:35]
stops leaving get to said that
[20:36]
to determine I supported that
[20:36]
outcome.
[20:37]
I do want to be clear about
[20:39]
where I stand.
[20:40]
I believe that those corridors
[20:41]
do qualify and my office will
[20:45]
be communicating that directly
[20:46]
to said that get happy to move
[20:49]
the consent agenda.
[20:50]
Thank you Council PRESIDENT All
[20:50]
right.
[20:51]
Thank you Council members we
[20:52]
have Council member Whitburn
[20:54]
moving in The consent agenda
[20:54]
will go to Council member
[20:58]
Foster Yes, thank you Council
[20:59]
PRESIDENT I was not here for
[21:03]
the last hearing.
[21:07]
I do understand this is a
[21:08]
second reading but if I can
[21:08]
have some clarification as to
[21:12]
why that change was done based
[21:17]
on what I reviewed of
[21:17]
the hearing it seemed like
[21:21]
there was sound legal, a sound
[21:22]
legal determination between
[21:23]
planning and the city
[21:26]
attorney's office in regards to
[21:27]
the language that they
[21:27]
originally developed.
[21:31]
So can you explain to me what
[21:31]
impact this actually has or
[21:34]
what was it How this
[21:35]
determination came about and
[21:40]
why we landed here?
[21:44]
And this is and also I'm asking
[21:45]
because if I recall
[21:46]
the original draft of
[21:50]
the ordinance I believe as you
[21:54]
highlighted or indicated what
[21:59]
the bus stops were there was
[22:00]
also the next line indicated
[22:04]
that whatever sandag way
[22:05]
the state bill is written, it's
[22:09]
my understanding that sandag is
[22:10]
the agency that will determine
[22:10]
what those routes are and
[22:11]
certain things And I thought
[22:14]
there was another line that
[22:14]
said the maps weren't done.
[22:15]
As soon as sandag completes
[22:19]
their maps and their routes
[22:19]
then we would incorporate their
[22:20]
determination At the end of
[22:23]
the day.
[22:24]
So can you explain to me
[22:25]
overall what took place, how
[22:28]
we're here?
[22:29]
I will probably leave it to
[22:30]
your council colleagues to
[22:34]
explain, you know,
[22:34]
the viewpoints and the debate
[22:35]
that occurred at the council.
[22:38]
However, what I will say is
[22:39]
that the amendments that were
[22:44]
made at council staff is
[22:44]
supportive of because they have
[22:45]
little effect moving forward.
[22:48]
Staff had always planned to
[22:49]
defer to the sandag map is that
[22:50]
is what is specifically
[22:53]
required by the state statute.
[22:58]
>> Okay so that last so that
[22:59]
last point that you made that
[23:03]
the law does state that at
[23:03]
the end of the day sandag does
[23:07]
have that authority and that is
[23:08]
how we would proceed as we are
[23:13]
developing said plan, correct?
[23:13]
Yes, that that is correct.
[23:14]
We as the professional staff do
[23:17]
community and coordinate with
[23:18]
other agency staff and have
[23:22]
been coordinating closely
[23:22]
throughout this process.
[23:23]
The maps that were presented
[23:27]
was what our understanding was
[23:27]
of the interpretation of
[23:28]
the statute consistent with
[23:29]
other agencies that we had
[23:32]
coordinated with.
[23:32]
But again Sendek has not yet
[23:33]
released that map so I still
[23:36]
cannot tell you with 100%
[23:37]
certainty what that will look
[23:37]
like.
[23:38]
But what I can tell you is
[23:41]
whatever it looks like is what
[23:42]
city staff will incorporate.
[23:42]
Okay.
[23:43]
Thank you.
[23:47]
And if I recall I'll turn to my
[23:48]
colleague Councilmember Campo.
[23:49]
I believe there was a line
[23:51]
there was a point in
[23:51]
the hearing where you
[23:56]
essentially said the same
[23:56]
thing.
[23:57]
>> Is that correct?
[23:57]
Well, I asked that question and
[23:58]
they confirmed it.
[24:01]
So yes, I was getting at
[24:02]
the point that you're
[24:02]
absolutely pointing to okay,
[24:03]
thank you so much which is
[24:04]
which is why I supported
[24:05]
the motion.
[24:06]
Okay.
[24:06]
Thank you.
[24:09]
I will conclude there and I
[24:09]
will second the motion.
[24:10]
>> All right.
[24:10]
So thank you, sir.
[24:14]
And if I can Heidi, I just want
[24:15]
to thank you for your position
[24:22]
in in proceeding in accordance
[24:23]
with the statute and
[24:24]
the provisions that will allow
[24:28]
us to really take a look at
[24:29]
areas to make sure that we are
[24:33]
trying our best to account for
[24:33]
any unintended consequences and
[24:34]
what's in the best interest of
[24:37]
the public.
[24:38]
>> So thank you for your
[24:39]
approach to this to this item.
[24:43]
Thank you.
[24:43]
All right.
[24:43]
Thank you.
[24:44]
So again, we do have a motion
[24:45]
by councilmember and second by
[24:47]
Councilmember Foster and will
[24:48]
go to council PRESIDENT Pro Tem
[24:49]
Lee take out the PRESIDENT Just
[24:51]
to keep it simple, I
[24:52]
unfortunately missed the first
[24:55]
hearing on this item as we had
[24:55]
our first budget town hall that
[24:56]
evening in the community But
[25:00]
just want to share my
[25:01]
appreciation to my colleagues
[25:01]
for I know this considerable
[25:05]
amount of time was spent to try
[25:06]
to work things out that evening
[25:06]
and thank you to the team as
[25:09]
well Given the timeline that we
[25:10]
have to get this implemented
[25:10]
and will share my support.
[25:14]
>> Thank you.
[25:14]
Sounds good and I'll see
[25:15]
anybody else in the lights.
[25:18]
I will also express my thanks
[25:23]
to everyone despite some of
[25:23]
the comments we heard that
[25:28]
night and I've heard in other
[25:29]
places sb 79 has very specific
[25:33]
language and options for local
[25:33]
jurisdictions and how to
[25:34]
implement them.
[25:37]
What we're doing is exactly
[25:38]
implementing what sb 79 allows.
[25:42]
It also had to be done under a
[25:43]
very a bit of a compressed
[25:43]
timeline.
[25:47]
So I want to thank everyone
[25:47]
that made this morning special
[25:48]
hearing possible.
[25:52]
Apparently how you calculate
[25:53]
calendar days is critically
[25:53]
important.
[25:57]
And today was the magic day to
[25:58]
both have the second reading
[26:02]
and get it in place on our city
[26:03]
books before the JULY 1st
[26:03]
turnaround time.
[26:06]
So thank you everyone.
[26:07]
Thank you to my colleagues for
[26:08]
making time for a special
[26:12]
meeting on a Wednesday morning
[26:12]
and clerk and my staff and just
[26:16]
losing it and just everybody
[26:17]
who made this possible.
[26:18]
So with that we have a motion
[26:20]
by Council member whitburn,
[26:21]
the second by Council member
[26:22]
Foster To move the consent
[26:22]
agenda.
[26:23]
Clerk Please call the roll I'm
[26:24]
sorry the voting system Please
[26:34]
cast your vote That passes
[26:35]
unanimously 6 to 0 with Council
[26:35]
member Ella Rivera Council
[26:38]
Member Cantley I mean sorry
[26:39]
Council member Van Wilpert and
[26:40]
Council member Campbell absent.
[26:40]
All right.
[26:41]
Again thank you.
[26:43]
Everybody is going to work Make
[26:44]
this possible With that clerk
[26:47]
please introduce item 601 Item
[26:48]
601 is the Transnet Local

Street and Roads Program 2027

[26:55]
Development and Fiscal Year 20
[26:56]
2720 2031 Program of Projects.
[27:01]
If you'd like to speak on this
[27:01]
item and you're here in council
[27:02]
chambers now is the time to
[27:03]
submit your speaker slip to
[27:06]
the front of the room in
[27:06]
the clear box.
[27:07]
As a reminder no additional
[27:07]
speakers will be taken in
[27:10]
chambers once we go to virtual
[27:11]
comments And now's the time If
[27:15]
you're in virtual participation
[27:16]
to raise your hand by pressing
[27:16]
the raise your hand icon or
[27:17]
star nine Thank you Council
[27:20]
PRESIDENT All right Thank you.
[27:21]
As a brief reminder, this was
[27:22]
one of the items that was on
[27:25]
the Monday afternoon docket
[27:26]
that we canceled due to those
[27:30]
unique circum stances and
[27:30]
tragic circumstances of
[27:31]
the day.
[27:35]
We found a little bit of time
[27:36]
to schedule it for this morning
[27:36]
so I appreciate staff's
[27:40]
patience in rescheduling this.
[27:40]
So with that introduce
[27:41]
yourselves for the record and
[27:42]
let us know how much time you
[27:44]
need.
[27:45]
Good morning Council PRESIDENT
[27:45]
And council members.
[27:46]
My name's Naomi Chavis
[27:46]
Transportation Department
[27:49]
Interim director.
[27:50]
Joining me today is Patrick
[27:51]
uct, interim deputy director
[27:54]
And we will need ten minutes
[27:55]
for this presentation when
[27:55]
you're ready.
[27:56]
The item before you today
[27:59]
includes the development of
[28:00]
the 2027 Regional
[28:00]
Transportation Improvement
[28:04]
Program commonly known as
[28:05]
the aatip as well as an update
[28:09]
to the fiscal year 2027 to 2031
[28:09]
program of projects.
[28:13]
This item was direct docketed
[28:13]
due to committee being
[28:14]
adjourned and needs a signed
[28:15]
resolution by JULY 1st.
[28:18]
The Aatip is a multibillion
[28:18]
dollar multi-year program of
[28:19]
transportation projects that is
[28:22]
managed by sandag and
[28:23]
the Transnet revenue
[28:23]
Allocations included in
[28:26]
the aatip are based on
[28:27]
the fiscal year 2027 proposed
[28:28]
Transnet budget.
[28:32]
With this I'll turn it over to
[28:33]
Patrick to go over
[28:33]
the presentation.
[28:34]
>> Thank you.
[28:36]
Naomi and good morning Council
[28:37]
PRESIDENT LaCava and members of
[28:38]
the City Council.
[28:42]
This and presentation will
[28:43]
first go over an overview of
[28:47]
the Transnet Local Streets and
[28:47]
road formula funding.
[28:51]
Before diving into the fiscal
[28:51]
year 26 status of Transnet
[28:54]
funds then we will take an
[28:55]
outlook on the 27 to 31 five
[28:55]
year revenue forecast that
[29:00]
sandag puts out once a year.
[29:03]
And then we will have a look at
[29:03]
the 2027 proposed Transnet
[29:04]
budget and the specific project
[29:08]
allocations that are being
[29:08]
proposed.
[29:09]
And we're ending this
[29:12]
presentation with a overview of
[29:13]
any budget adjustments that
[29:14]
were processed in the current
[29:14]
fiscal year using
[29:18]
the appropriation ordinance.
[29:18]
The chance that funding comes
[29:22]
from a half cent local sales
[29:23]
tax that is administered by
[29:24]
sandag to fund local
[29:27]
transportation projects
[29:28]
consistent with the Regional
[29:29]
Transportation Improvement
[29:29]
Program.
[29:32]
As the graph on the right side
[29:35]
of the slide shows 29.1% of
[29:36]
the net annual Transnet
[29:37]
revenues are set aside for
[29:37]
the local streets and road
[29:41]
formula funds.
[29:41]
This revenue gets distributed
[29:42]
to 19 local jurisdictions of
[29:46]
which the city of San Diego is
[29:47]
one of them and receives a
[29:48]
proportionate allocation of
[29:51]
roughly 41% of the total
[29:51]
funding.
[29:52]
The Transnet Ordinance and
[29:56]
sandag board Policy 31 require
[30:00]
and required to spend at least
[30:00]
70% of the funding on
[30:04]
congestion relief projects and
[30:04]
no more than 30% on maintenance
[30:08]
activities and about 1% on
[30:08]
the program.
[30:09]
Administration projects that
[30:13]
receive Transnet funding must
[30:14]
be programed into Aatip as a
[30:14]
requirement to receive
[30:18]
the funding and unlike the city
[30:19]
of San Diego, the aatip is on a
[30:23]
two year budget cycle and in
[30:24]
fiscal year 2027 we are moving
[30:27]
from the 2025 to the 2027
[30:27]
aatip.
[30:32]
>> This table shows an overview
[30:33]
of the city's estimated revenue
[30:37]
projections as well as our
[30:37]
actuals and expenditures for
[30:38]
fiscal year 2026 and to last
[30:42]
for years of actuals.
[30:45]
We started the fiscal year with
[30:46]
a $40 million fund or cash
[30:47]
balance that was at sandag
[30:50]
which means these are budgeted
[30:51]
Transnet funds but we haven't
[30:52]
spent them down yet and
[30:56]
Transnet funds get reimbursed
[30:56]
to the city of San Diego at
[30:57]
the same pace as we spent them
[31:00]
And the Transportation
[31:01]
Department in collaboration
[31:02]
with the Department of Finance
[31:05]
Process Monthly reimbursement
[31:05]
requests equal to our actuals.
[31:09]
We're projecting to have a
[31:10]
disbursements by the end of
[31:14]
this fiscal year in an amount
[31:15]
of $49 million that would bring
[31:20]
down our fund balance to 31.1
[31:23]
million anticipating 48.1
[31:24]
million of additional revenues
[31:28]
this fiscal year That would be
[31:29]
a decrease of 2% compared to
[31:32]
the beginning fund balance This
[31:33]
fiscal year And our goal is to
[31:34]
continuously decrease our fund
[31:37]
balance at sandag and through
[31:38]
proper fund management and
[31:43]
prioritization of the Transnet
[31:43]
fund expenditures and decrease
[31:47]
that fund balance even more.
[31:48]
In this chart we can see how
[31:52]
effectively our 19 local
[31:53]
jurisdictions in San Diego
[31:57]
spend their Transnet allocation
[31:57]
.
[31:58]
>> The graph shows that in
[32:02]
comparison shows the annual
[32:03]
Transnet revenue in comparison
[32:07]
to the cash balance that
[32:08]
the local jurisdictions hold a
[32:11]
value of 100% would equal a
[32:16]
cash balance of equal to the at
[32:16]
the current fiscal years
[32:20]
revenue And as you can see
[32:21]
the city of San Diego has
[32:24]
the third lowest cash balance
[32:25]
with a 101% compared to their
[32:28]
fiscal year 26 revenue.
[32:33]
And this and charge we can see
[32:34]
the five year Transnet revenue
[32:35]
forecast that gets updated by
[32:38]
sandag once a year and it is
[32:43]
categorized by the required
[32:44]
split between administration
[32:44]
maintenance and congestion
[32:48]
relief and funding is allocated
[32:48]
via the budget development
[32:49]
process.
[32:49]
At the beginning of each fiscal
[32:53]
year but it is important to
[32:54]
note that sandag receives
[32:55]
actual revenue on a monthly
[32:58]
basis and some years budget
[32:59]
adjustments might be required
[33:02]
at the end of the fiscal year
[33:07]
for fiscal year 2027
[33:07]
the Transnet revenue is
[33:11]
estimated to be $49.1 million
[33:12]
followed in the required split
[33:13]
between maintenance, congestion
[33:16]
relief and administered Nation
[33:17]
.
[33:19]
We are proposing to allocate
[33:20]
14.6 4.6 million to maintenance
[33:21]
activities that are related to
[33:25]
street division 34 where 70%
[33:26]
will be allocated to congestion
[33:30]
relief activities of which 79%
[33:31]
will go to the Capital
[33:35]
Improvements program and that
[33:36]
is also included in Attachment
[33:37]
a and c on that report to
[33:40]
Council.
[33:41]
And 21% are our congestion
[33:45]
relief activities that do not
[33:46]
meet the capital threshold.
[33:46]
>> On the next slide we will
[33:50]
take a deeper dive into
[33:51]
the allocation that will go to
[33:55]
the chp So 14.8 million is
[33:55]
proposed to go to street
[34:00]
resurfacing of which 13.7
[34:01]
million is for the in-house
[34:01]
mill page project.
[34:05]
3.5 million will go to El
[34:09]
Camino Rialto via De la Valle
[34:10]
3.2 million goes to the Choice
[34:10]
Creek to Bayshore Multi-Use
[34:14]
Path Project which is coded
[34:15]
under the bike facilities asset
[34:18]
type.
[34:19]
2.6 million goes to new
[34:20]
walkways specifically to
[34:24]
college Meridian to Judy
[34:24]
McCarthy sidewalk.
[34:28]
And 1.3 million to traffic
[34:28]
signals point 4 million to
[34:32]
normal street promenade.
[34:36]
>> This slide shows all transit
[34:37]
budget adjustments that have
[34:38]
been processed using
[34:38]
the current fiscal year
[34:41]
appropriation ordinance and
[34:42]
that require a programing
[34:43]
update in the current article.
[34:47]
It can also be found on
[34:47]
attachment number b.
[34:48]
Please note that Attachment b
[34:49]
was updated in the backup
[34:52]
document and in the resolution.
[34:53]
These are all even budget swaps
[34:57]
with a net zero budget increase
[34:58]
in our projects to prioritize
[35:01]
Transnet spent down.
[35:06]
So this brings us to our last
[35:07]
slide which is a summary of
[35:07]
what this action is asking
[35:08]
the council for.
[35:12]
So this action requests
[35:15]
the authority to develop
[35:16]
the 2027 aatip and to program
[35:17]
transmit budget adjustments as
[35:20]
outlined in an Attachment c
[35:20]
program.
[35:21]
The next five years of revenue
[35:25]
forecasts as outlined in
[35:25]
Attachment a and make any
[35:29]
programing changes triggered by
[35:30]
the use of the current fiscal
[35:31]
year appropriation ordinance as
[35:35]
outlined in Attachment b.
[35:35]
For your reference we also
[35:40]
included a list of all Transnet
[35:41]
funded projects as of quarter
[35:41]
three in Attachment b of this
[35:45]
item sorry in attachment d of
[35:45]
this item.
[35:49]
This concludes our presentation
[35:50]
and we are happy to answer any
[35:51]
questions.
[35:51]
>> All right.
[35:52]
Thank you for the work and
[35:54]
the presentation this morning.
[35:54]
Clerk Please proceed with
[35:59]
public comment.
[35:59]
Jeff Tutor if you can please
[36:04]
come forward.
[36:04]
You'll have two minutes.
[36:05]
Please proceed.
[36:09]
I should add very much of that.
[36:10]
The other thing that caught my
[36:10]
eye is there was an emphasis on
[36:13]
the statement that the cash
[36:13]
balance was ratio being
[36:14]
particularly low relative to
[36:18]
the rest of the county.
[36:19]
I would be interested if
[36:22]
somebody in the council is to
[36:23]
and what the significance of
[36:24]
that ratio is and whether
[36:27]
there's actually any policy
[36:28]
levers that need to be changed
[36:32]
in order to change that.
[36:33]
The typical understanding is
[36:33]
you get money from transit
[36:37]
transit and then you spend it.
[36:38]
So it seems like just sort of a
[36:39]
pass through.
[36:39]
But if there is something
[36:42]
that's of interest there I'd be
[36:42]
interested to know as well as
[36:43]
the public.
[36:47]
Thank you.
[36:48]
>> Thank you.
[36:48]
At the five minute time ago one
[36:51]
of those participating remotely
[36:52]
we have three speakers in
[36:52]
the queue.
[36:53]
So with Hector if you can
[36:55]
please unmute please.
[36:56]
>> All right.
[36:56]
Thanks for taking my call.
[37:00]
I know a few years ago you guys
[37:00]
spent millions of dollars to
[37:01]
look at all the streets and
[37:05]
determine what street needed
[37:06]
the best, how they repaved
[37:10]
the streets and don't don't
[37:10]
allow sandag to do that any
[37:11]
more.
[37:15]
Don't pay millions to look at
[37:15]
the streets.
[37:16]
Hire the Boy Scouts and
[37:20]
the Girl Scouts to go around.
[37:20]
They always do it with their
[37:21]
parents anyway When they're
[37:24]
going to school they can know
[37:25]
where all the streets are, all
[37:29]
the communities and pay them
[37:29]
instead of $2 million for a
[37:33]
computer that scans the streets
[37:34]
.
[37:34]
They know where the streets
[37:35]
Everyone knows where
[37:38]
the streets are But how
[37:39]
the Girl Scouts and Boy Scouts
[37:43]
pay them instead of a contract
[37:43]
kind of shady deal that
[37:44]
the city does normally.
[37:48]
>> But just go direct, have
[37:49]
direct sandag do not study
[37:53]
the streets no more.
[37:54]
We know the streets and we'll
[37:58]
work with the Boy Scouts and
[37:59]
the Girl Scouts.
[37:59]
They'll get a badge on your
[38:00]
thing and will actually pay
[38:03]
them money that the That's my
[38:03]
idea.
[38:03]
Thanks a lot.
[38:04]
Thank you.
[38:08]
Next is 8700 If you come please
[38:10]
unmute.
[38:10]
>> Ladies 700.
[38:16]
Thank you Joy.
[38:17]
Assume you have a program
[38:21]
transmit money while sales tax
[38:21]
revenue share zero.
[38:25]
Thank you everyone.
[38:29]
So on the budget just three
[38:29]
items I definitely like
[38:34]
maintenance activities in
[38:34]
question on that How much how
[38:39]
many how much is deferred and
[38:44]
sidewalks Yeah traffic signals
[38:45]
are so important and especially
[38:49]
regarding dangerous
[38:50]
intersections And the gentleman
[38:54]
that just spoke in the chambers
[38:55]
I thought that was interesting
[38:55]
too.
[38:56]
I didn't understand it probably
[39:00]
like he doesn't all of you but
[39:00]
the low cash balance policy
[39:05]
levels change question there So
[39:06]
that's the best I can do on
[39:06]
this this morning.
[39:10]
So thank you for the meetings.
[39:10]
Have a beautiful day.
[39:14]
Love to all.
[39:15]
Thank you.
[39:15]
Next is Blair Beekman your
[39:17]
final speaker in the queue?
[39:22]
So now time Thank you.
[39:22]
Good morning.
[39:26]
We're between the two items on
[39:27]
my mind for this item I wanted
[39:31]
to offer up as starts of
[39:36]
consideration with our this
[39:36]
been funded by Transnet dollars
[39:40]
I wanted to offer a reminder
[39:41]
that with there's a serious
[39:46]
question of a bus fare increase
[39:46]
is coming up that sandag
[39:47]
transit money that this comes
[39:51]
from can be a way to help
[39:56]
mitigate bus fare costs for a
[40:02]
short term in and how do you
[40:02]
train the name of the to hold
[40:06]
on hold on my comment being
[40:07]
screwed up here I'm not
[40:12]
disappointed a quickly after
[40:12]
that can someone turn that
[40:17]
person off?
[40:18]
>> We don't have any concern Oh
[40:21]
did something is is is is is
[40:22]
bouncing back and forth here so
[40:26]
I just wanted to quickly offer
[40:27]
that as just a note and it's
[40:28]
hard to think and work on
[40:31]
the bus fare situation and
[40:32]
transit dollars how they can be
[40:36]
used to offer quickly you know
[40:37]
this is money that can be used
[40:42]
for the future of surveillance
[40:43]
tech on our street lives with
[40:44]
the incidents that happened a
[40:47]
few days ago please keep while
[40:48]
is making a really big push it
[40:48]
sounds like that he's going to
[40:53]
want more help for tech and
[40:53]
surveillance tech and I don't
[40:54]
think that's the answer.
[40:57]
>> I think we have to go really
[40:58]
slow on that and really ask
[40:59]
the question how do we better
[41:02]
coordinate our human
[41:02]
communication and our and our
[41:07]
social laws that dictate how
[41:08]
we, you know, work that sort of
[41:12]
crime situation something stop
[41:13]
them from working that
[41:13]
situation.
[41:14]
And I think it was a human
[41:18]
communication error and our and
[41:18]
our societal values that we
[41:23]
couldn't work more clearly and
[41:24]
we don't need more tech Please
[41:25]
we don't Thank you for that
[41:25]
concluding statement And that
[41:29]
does conclude public comment
[41:29]
for this item.
[41:29]
All right.
[41:30]
Thank you, city clerks.
[41:31]
I'll turn over my colleague's
[41:31]
questions, comments and
[41:35]
entertain a motion and I will
[41:36]
kick it off If nobody else
[41:40]
wants to get on the customer
[41:40]
with her.
[41:41]
Thank you.
[41:41]
Council PRESIDENT Sure.
[41:42]
Thank you to staff for
[41:44]
the presentation.
[41:45]
Great to see these funds being
[41:46]
used that for projects that
[41:49]
make the public right of ways
[41:50]
safer and more desirable for
[41:51]
pedestrians and bicyclists such
[41:55]
as by using new walkways and
[41:56]
bicycle facilities that will be
[42:01]
installed also very pleased to
[42:01]
see $400,000 in transit funds
[42:06]
going toward finishing
[42:06]
the Noble Street Private Art
[42:07]
Project at Hillcrest.
[42:08]
I can tell you the community is
[42:11]
very excited for that product
[42:12]
to open.
[42:12]
I'm grateful that these funds
[42:16]
will help us get their feature
[42:17]
and I would like to thank
[42:17]
everybody from
[42:18]
the Transportation Department
[42:21]
for all the hard work on
[42:21]
creating this highly
[42:22]
anticipated public space a
[42:23]
cultural destination So happy
[42:27]
to make a motion to approve
[42:27]
the staff recommendation.
[42:28]
Thank you, Council PRESIDENT
[42:29]
All right, Thank you.
[42:32]
Council member Whitburn.
[42:33]
I'll jump in and second
[42:34]
the motion.
[42:34]
So we have a motion by
[42:37]
Councilmember Lipman to second
[42:38]
by myself.
[42:41]
Do you want to make the second?
[42:42]
Okay, Well we'll go to council.
[42:46]
I'll keep on the second and
[42:47]
then we'll go to Councilmember
[42:47]
Foster for questions.
[42:51]
Thank you.
[42:52]
I think one I just want to
[42:54]
thank you Council PRESIDENT
[42:55]
Thank you staff for
[43:00]
the presentation that we've had
[43:01]
some very I guess pointed
[43:06]
conversations about paving and
[43:07]
transportation And I just want
[43:11]
to say thank you for the work
[43:12]
that you guys have done.
[43:16]
We've went to a 43% commitment
[43:16]
for District 49 and I just want
[43:17]
to say thank you.
[43:21]
You have you are continuing to
[43:22]
proceed with that policy
[43:28]
decision in that determination.
[43:29]
And so I just want to say thank
[43:29]
you because that is a shift in
[43:32]
philosophy and making sure that
[43:33]
we receive the investment in
[43:34]
our typically historically
[43:37]
under under resource
[43:38]
communities.
[43:39]
I also would like to say I do
[43:42]
appreciate my good friend
[43:43]
George Anthony.
[43:49]
I just want to bring him up.
[43:49]
I do still appreciate getting
[43:50]
his emails every time I see him
[43:54]
I do read them myself but he is
[43:54]
doing a great job at
[43:59]
identifying those really poor
[44:00]
conditions and getting our
[44:00]
minimum pay folks out there.
[44:01]
So I also want to say thank you
[44:04]
for that as I often tend to be
[44:05]
very critical of of our efforts
[44:10]
and how we are investing in our
[44:10]
under-resourced community.
[44:15]
So I just wanted to say that
[44:15]
what we're getting with our
[44:16]
millennial team I love to see
[44:21]
the numbers numbers moving in
[44:21]
the right direction Again I
[44:22]
will say I am all for us
[44:27]
bringing as much as we can in
[44:27]
house.
[44:28]
I know we have our issues and
[44:32]
challenges out of the yard and
[44:32]
so forth that we still need to
[44:33]
get our arms around But I am a
[44:37]
full supporter of looking at
[44:37]
how we can continue to grow our
[44:38]
in-house paving program because
[44:43]
I still feel we will be more
[44:43]
competitive than outsourcing.
[44:44]
So I do I do want to thank you
[44:48]
for that.
[44:49]
The one thing that does trouble
[44:50]
me is the term bicycle
[44:50]
facilities.
[44:54]
i mean I brought this up in our
[44:55]
our briefings but can you as we
[45:00]
are in the financial scenario
[45:01]
that we are in I know we've
[45:01]
made some changes with our
[45:05]
mobility department so far.
[45:06]
So I think we are kind of
[45:06]
winding things down.
[45:07]
But you can you explain what's
[45:11]
in this actually in this line
[45:11]
item for bicycle facilities
[45:12]
Because I think there's an
[45:13]
immediate interpretation that
[45:16]
this is the bike lanes and
[45:17]
we're continuing to invest in
[45:18]
just bike lanes which is
[45:22]
driving, you know, a lot of
[45:23]
contentious conversations in my
[45:24]
community.
[45:24]
So if you can shed some light
[45:28]
as to what that term is, what's
[45:29]
included in what that actually
[45:29]
accounts for.
[45:30]
Of course first of all, thank
[45:30]
you for your words of
[45:31]
appreciation.
[45:34]
Councilmember Foster And in in
[45:35]
this budget the $3.1 million
[45:35]
for bicycle facilities that's
[45:40]
where the choice Creek to
[45:41]
Bayshore project and there are
[45:41]
other grant funds available for
[45:45]
this project and it is
[45:46]
scheduled to go into
[45:46]
construction this coming year.
[45:47]
>> Okay.
[45:50]
Thank you for that.
[45:51]
And again, as I have asked you
[45:52]
you know, I know it's a term
[45:53]
that we use but I think it
[45:57]
would it's always good when we
[45:58]
can get some clarification in
[45:59]
detail So folks just don't
[46:01]
think it's we're just
[46:02]
continuing to invest in bike
[46:03]
lanes as we are going through
[46:03]
our financial challenges.
[46:07]
So thank you for that And I
[46:07]
will be supporting the item
[46:08]
that concludes my comments.
[46:08]
Thank you.
[46:09]
All right.
[46:09]
Thank you.
[46:10]
Councilmember Foster.
[46:13]
Not seeing anyone else on
[46:14]
the lights.
[46:14]
I will add my thanks to
[46:15]
the work that you do every year
[46:19]
to bring this item forward and
[46:19]
clarify You know, I'll add
[46:24]
inspired by the public comment
[46:25]
that the three days gone past
[46:26]
and prior administrations had a
[46:31]
different philosophy Let money
[46:31]
sit in buckets that we were
[46:36]
receiving and not spending.
[46:37]
You know at the end of the day
[46:37]
what the public wants us to do
[46:38]
if we have the funds let's go
[46:41]
out and get the work done and
[46:41]
so I'm I've been around long
[46:42]
enough at City Hall to know
[46:43]
that that pivot I think is an
[46:47]
extraordinary measure.
[46:48]
We have the money let's put
[46:48]
the money to work as
[46:49]
efficiently and thoughtfully as
[46:53]
possible given the balance
[46:54]
between congestion relief and
[46:59]
maintenance to be a little
[46:59]
protective of our smaller
[47:04]
cities, projects cost a lot of
[47:05]
money and the allocation that
[47:06]
the smaller cities get is not
[47:09]
enough in one year to actually
[47:10]
do those bigger projects And so
[47:11]
they have to save up year after
[47:11]
year after year to get enough
[47:14]
money to actually build
[47:15]
the bigger projects.
[47:15]
So it is somewhat
[47:16]
understandable why their ratios
[47:20]
are much different than ours.
[47:21]
We're a big city.
[47:22]
We have plenty of projects that
[47:26]
we can tackle in our cip so
[47:26]
that's exactly what
[47:27]
transportation is doing.
[47:32]
So I very much appreciate
[47:33]
putting that money to work and
[47:34]
i know our residents do as well
[47:38]
So with that we have a motion
[47:39]
by Councilmember Whipper and a
[47:39]
second by myself to move
[47:40]
the staff recommendation
[47:40]
forward.
[47:48]
Please call the roll I'm sorry
[47:48]
the voters and please cast your
[47:54]
vote And that passes
[47:54]
unanimously 6 to 0 with Council
[47:55]
member Eli Rivera Council
[47:59]
member on the opening Council
[47:59]
member Campbell Absent Thank
[48:00]
you Council PRESIDENT All
[48:00]
right.
[48:01]
>> Thank you.
[48:05]
So that concludes this very
[48:05]
short docket this morning.
[48:10]
We will now adjourn Council to
[48:10]
the special closed session
[48:11]
meeting today, Wednesday, MAY
[48:16]
20th, 2026 at 10 A.M..
[48:16]
So I'll see everybody in about
[48:17]
20 minutes.
