[6:35] so i'm here to present the work plan for the congestion management program as

[6:41] you may know this the cmp is legislatively required

[6:46] as a congestion management agency as the congestion

[6:50] management agency for contra costa we are required to update it every two

[6:54] years uh this will be our 15th update since

[6:57] 1991 and just for a little background i know

[7:00] most of you heard this before but i'll uh let the new member know that the

[7:04] congestion management program was developed back in 1991 as a statewide

[7:08] program um in response to uh kind of sprawl

[7:12] development and things like that going on around the

[7:14] state and they used measure c at the times growth management

[7:18] program as the template for the state's

[7:22] congestion management program uh so we there are definitely some

[7:27] overlaps so what is required under the cmp is

[7:31] that we establish level of service standards for

[7:34] a county-wide roadway network that includes all our state highways and

[7:38] principal arterials that we establish performance measures

[7:42] and metrics uh for the multimodal system uh transportation system that we

[7:48] identify a capital improvement program to maintain that transportation system

[7:55] that we have a program to analyze the impacts of land use

[7:59] developments on the transportation system that really is what our growth

[8:03] management program does and then a travel demand element

[8:09] that promotes alternatives to the single entrepreneur vehicle

[8:14] so those are the main uh requirements of the cmp

[8:17] as i mentioned the gmp fulfills many of those requirements

[8:21] and i'm going to hit on that a little bit later for

[8:24] an added uh something added this time around

[8:28] uh because of that uh the gmp fulfilling all those requirements

[8:34] so the cmp must uh demonstrate consistency with the current adopted rtp

[8:39] uh our last year's our last time we updated

[8:43] in 2019 we have the same rtp adopted so

[8:47] we're referring back to the same rtp mtc's guidelines

[8:52] for 2021 state that uh consistency will be with that same older rtp

[8:58] and they're advising for a limited update of the cmps so

[9:02] we are proposing a limited uh technical update

[9:05] of the cmp focusing on any changes since 2019 but our primary focus will be

[9:11] the biannual monitoring monitoring we do of the entire system including

[9:18] collecting pedestrian and bicycle accounts at 65

[9:22] locations around the county in addition to all the freeways

[9:25] um the major addition that i was alluding to a little bit earlier

[9:29] is that for the first time we in the cmp we will

[9:33] examine the authority opting out of the cmp process

[9:38] um this is something that's been talked about a while

[9:41] um we feel like because the gmp does satisfy most of the requirements

[9:47] and we're really just doing kind of a this is a formality um we do we do get

[9:52] some good things out of it like the monitoring

[9:54] um but we feel like we may be better off just opting out so

[10:00] as part of this update we will examine that we are

[10:04] working with mtc to make sure that there are no funds lost in in that

[10:10] opting out uh when it comes to gas taxes things

[10:13] like that

[10:16] we look to our our peers up at uh sonoma county who opted out several

[10:21] years ago and have been uh just fine um la county just opted out

[10:26] uh this past year which is what really got our attention we've been following

[10:30] that process so we'll come back to you when uh we

[10:33] have our draft cmp with a little more information there but um our proposal is

[10:38] to uh move ahead of the work plan do the monitoring of the system

[10:42] uh this spring so we can really uh get a better look at the uh

[10:47] the impacts of covid and a schedule for the cmp update is in your

[10:53] packet and i can take any questions okay thank

[14:02] congestion management program is the bi-annual monitoring of the

[14:06] system we do feel like this is one of the best

[14:09] things we do get out of the cmp and it is because we are able to

[14:15] do a biannual kind of assessment of the of the

[14:19] uh cmp network which is all of our freeways and most of our major arterials

[14:24] we try and add value to this process by collecting

[14:28] those bike and pedestrian counts at all the intersections in addition to the

[14:32] vehicle so we've had a running total of bike and ped counts since 2011.

[14:37] um so that's been valuable um this uh contract is with iteras

[14:44] um they're a california firm who has done our

[14:48] cmp monitoring uh since 2015 so this would be their fourth cycle

[14:53] uh the reason we thought we would be good to bring them

[14:56] back on board this time um as opposed to going out for a new contract is that

[15:01] uh we're hoping uh this may be one of the last

[15:06] uh normal cmp cycles where they're requiring

[15:10] the same type of monitoring just because it doesn't line up with the vmt

[15:14] uh changes that the state has done so we anytime we bring on a new consultant

[15:19] they have to kind of re-code the entire system into the

[15:23] entire transportation network into their monitoring system which

[15:28] takes a fair amount of effort and budget so we thought it would uh

[15:32] be more efficient just to keep by terrace on for one more cycle

[15:37] in addition to that they've uh they've added a task on

[15:41] no additional cost where they're going to prepare a

[15:45] dashboard which is kind of like right now we're just getting a report every

[15:49] two years from this big data source that we have access to

[15:53] developing a dashboard would give us real-time

[15:56] live access to the data that we were normally just

[15:59] looking at every two years so this will allow us to have a

[16:03] website that anyone can look at staff cities

[16:07] of general public that would um you know show exactly what's going on in contra

[16:11] costa would allow you to look at archive data

[16:14] would allow you to do queries of the transportation data

[16:17] so we think um by keeping iterazon for one more round we can you know not lose

[16:22] any of the momentum they've built up with us over

[16:25] the years and doing this fairly routine monitoring

[16:28] but also get some added value this time around

[16:32] so our proposal or our staff's recommendation

[16:36] is to uh amend uh for the second time uh itara's contract to

[16:43] do the biennial monitoring of the cmp network

[16:51] uh that's my presentation i can take any questions
