[3:38] You all recall, Jeremy's been here before every once in a while when he replaces substitutes
[3:44] for Jates, Daniel, and Jeremy and I go back to my legislative days when he worked for
[3:51] the club's office.
[3:52] Will you go in?
[3:53] In law school at the time?
[3:54] I was actually an undergrad at the time.
[3:56] You were an undergrad.
[3:56] I think the board said, and I was a legislator, so we go back a long way and we have to change the map.
[4:02] And now I go, I don't know.
[4:05] Not much, I'm glad you're here.
[4:08] Can we get a picture of everybody?
[4:10] Yes, together.
[4:13] I think I would like to introduce thenz Austin, thenz, would you like to stand and come forward because I think you need to be here with Mark.
[4:21] Mr. Austin has driven all the way from South Florida. Where did you come from?
[4:28] West Palm Beach and this weather all over the state. He has come up to support his
[4:34] longtime friend Mark Ealy.
[4:41] Now then you're going to be my new bodyguard. I just kind of figure that out.
[4:51] Alright, ready, one, two, and three, one more, one, two, and three, and get them some
[4:57] while the text is placed, alright, then it's getting...
[5:30] All right. Well, then we really appreciate you being here. You came a long way for Mark to know each other a long time. This is a big deal this evening to swear in Marquely. Mark is everyone knows.
[5:42] has worked for the City of Seminole for many, many years as staff. He was, he worked
[5:50] from this deal for many, many years and left, retired, just can't stay away and
[5:58] now he's a counselor on this body. So welcome back Mark Ely. Very good. All right.
[6:07] We have a couple presentations this evening and the first one I want to recognize is Randy
[6:13] Nash or T's.
[6:14] I'm an old Chamber of Commerce for your quarterly report.
[6:17] Randy, come on down.
[6:20] Hi, here we are.
[6:21] Randy, text me as the meeting still on and I said, you know, we had never called off a meeting
[6:28] for rain, sleet, or snow.
[6:31] Who's that?
[6:32] Who's that?
[6:33] Who?
[6:33] Who?
[6:34] I know.
[6:35] Oh, I can't believe I did it.
[6:37] Wait a minute, everybody.
[6:38] You're taking years on council.
[6:40] We have never missed a meeting second and fourth Tuesday
[6:44] for any reason whatsoever.
[6:46] So there you go.
[6:47] Randy, how are you?
[6:48] Happy new year.
[6:49] Happy new year to all of you.
[6:50] It's great to see you.
[6:51] Congratulations.
[6:53] And vice mayor, city manager, attorney, Jeremy Simon.
[6:59] And so it's nice to be back.
[7:03] I feel like I've been gone a long time.
[7:05] So it's great to see all the seats filled.
[7:09] Alrighty.
[7:10] So I wanted to share with you about the first report
[7:13] from October to December at the chamber.
[7:16] And hopefully you all had an opportunity to look
[7:18] at the paperwork that I shared.
[7:20] We had 307 members.
[7:22] And that's as we're completely cleaning
[7:24] and going through ageing reports.
[7:26] And it's definitely taking a long time
[7:28] but we're doing it accurately and slowly.
[7:30] And hoping that people that might have dropped
[7:32] that one other time want to come back so we'll continue working with that. We have 13 new members
[7:39] and there's a little graph and it's probably about a size two font so my apologies for those if
[7:44] you didn't enlarge it you could see it's moving slowly so that's nice as we retain and bring in new
[7:49] businesses. Down below I have a breakdown from October and November and December the new members
[7:55] that we have brought in they're all within Seminole and just lots of fresh faces from the events that
[8:02] that we have been having, it's so great to see new people,
[8:05] it's great to see that there's vibrancy
[8:06] that's still happening and things are booming.
[8:09] Events, a total of 24, that's a lot.
[8:13] I'm definitely learning how to manage my calendar.
[8:16] We had 34 at one point, then it went to 32.
[8:18] 24, I can digest and I feel I keep coming back,
[8:22] getting better and better and just learning more and more.
[8:25] We had our meet and mingle at the chamber.
[8:27] That was like a chamber 101
[8:29] one and it was exciting and we had just a nice core group business after hours
[8:34] networking through October through December it's the first Thursday of every
[8:38] month. Networkers of integrity and excellence that's during lunch time that is
[8:43] taking place of breakfast club that they used to have in the morning. People need to
[8:48] work in the morning so if they leave work they're not making money it's not good
[8:51] for the growth. So we're working with them so they can find other times during the
[8:55] day and as a right now this is at lunch time. I will share something else with you but
[8:59] don't tell too many people. We're thinking about doing a lunch networking as well and
[9:05] highlighting some of the restaurants. Right now Irish 31 is in the run, everyone loves
[9:09] their wings and we do tribute to educators, it's a win-win. So that will start in February.
[9:15] We have the ribbon cuttings and soft openings, two total seven events. Then below we have a
[9:22] a breakdown of chamber connections.
[9:23] I think it's amazing when we are so fortunate
[9:25] to have the different civic clubs and organizations
[9:27] at the chamber.
[9:29] It's not so lonely anymore.
[9:31] I'm booking people every single day
[9:32] from morning through the afternoon at night time.
[9:34] So there's always additional voices.
[9:36] Besides the wonderful music I like to play
[9:38] are the fact that I talk to myself.
[9:40] So it sounds like there's some activity
[9:41] going on in the chamber besides a member on the telephone.
[9:46] We had our junior ambassadors hope the Kwanis
[9:48] and that was exciting.
[9:50] It's nice to know that we can reach out
[9:51] to a different group and let our junior ambassadors keep busy and see what
[9:55] else is happening in the community. If you haven't seen them on their hands
[9:58] and knees, they were out here, hope.
[10:00] And you're trying to find those little pipes and things like that. And having youth get down on their hands and knees, made it much easier for everyone. If you're not familiar with the junior ambassadors, there's a little snippet over here that I have. And it's great that on that day they had a total of seven. There's a group of 14, but they always bring a parent. And that's the nice part of that age group. There's still young enough that they don't just get dropped off. Parents, then next thing you know, they were also helping with the flags, and that was fabulous.
[10:29] community engagement opportunities. I know how busy each and every one of you are
[10:32] and it's fabulous for me when we have the opportunity to see you support the chamber
[10:37] and of course our community and I become more familiar with your styles and you become
[10:41] more familiar with what I'm able to do. Within these events I know you can't sign up for everything
[10:46] but when you do show it means so much to me. I feel like I got an entire
[10:50] chairing squad over here so I can't thank you enough and it's broken down by a
[10:54] I met a mingle business after hours.
[10:57] Penel's country versus the trade show.
[10:59] That was totally neat.
[11:00] I was so sure I was part of it.
[11:01] I was going to the area where they were going to be.
[11:04] No, I was in a beautiful room,
[11:06] but about 45 clear water, high school students.
[11:08] And I thought, this is my wheelhouse.
[11:10] This is pretty sweet.
[11:12] And it just was amazing.
[11:13] They went, they had groups.
[11:14] They had lunch at the chamber.
[11:15] They walked around.
[11:16] Some of them wanted to know what the chamber was.
[11:19] They learned a little bit.
[11:20] And we just had a great time.
[11:22] So that was new.
[11:23] then our senior health expo at the conference center at the college that was
[11:27] a success we enjoyed that the field of honors having a junior ambassador's
[11:32] health that was beneficial the shred of thine I'm learning more and more that
[11:35] this area we want to rid we want to get rid of and we want to make sure there's
[11:39] always a shredding company well just so you know the shredding company that the
[11:42] chamber has used I've been part of it two times already they went up from 900 to
[11:48] $900 an hour now and I thought oh no I'm going to sit in my husband on one side of the couch
[11:54] I'm going to put my kids in the middle and there we are we're going to be shred and left and right
[11:57] when people need it and it turns out the company we used once before prior to COVID decided they
[12:03] are going to honor their price and just charge us the 900 for three hours and we thought I'm going to
[12:08] get a contract for the next two years and we did we booked them for two years now and hopefully you
[12:12] know as everything goes up in price maybe they won't jump so high so for shredding the
[12:18] Chambers always say a for you the business after hours we are within the greater
[12:23] seminal area so it's getting a little broader a little wider and people are
[12:26] talking about all the chatter that's happening in seminal have you heard any
[12:30] good chatter yes I've heard our pickleball bar more well that was an experience in
[12:36] a half it was an experience in a half those who were able to join me and be out
[12:41] there it was great I learned a little bit about pickleball and I found that had
[12:45] nothing to do with dill pickles or kosher pickles and when you're asking in
[12:48] New York or what it is I was like oh my gosh it's combination of racquetball
[12:52] badminton we can make it work but it was nice to be on that side and to have
[12:56] that support and just to see people outside of the norm we do everything with food
[13:01] food is that comfort that we all get it gives you an opportunity to snooze with
[13:04] people and that's what we need when we are networking and meeting businesses then I
[13:09] went to the Tampa Bay LGBT inaugural that was amazing it was great to see so many
[13:13] other chambers and people from my prior positions over there and supporting our great community.
[13:20] Friends giving at SPC, that was amazing. I enjoyed listening to all the civic groups.
[13:25] I enjoyed hearing the stories. That's one thing that's intriguing me the most. Even though
[13:30] I've worked in St. Pete, I've lived in Seminole, but I was a busy mama. I knew everything
[13:34] about the Rec Center in soccer and how to flip a hot dog, but I didn't realize how many civic
[13:40] groups we have and the power within everybody working together. I can't wait for next
[13:45] year.
[13:46] That was an excellent friend's giving and thanks giving and recognize all the nonprofits
[13:50] in the area.
[13:52] Pretty sweet. So thank you all for being a part of that. Once again, business after hours,
[13:57] our Sparkle and Shine member holiday celebration was so much fun. I felt like I was doing party
[14:02] events and party coordinating and making sure we had music out there. And if one couldn't
[14:07] hear the music in the inside. Next year we'll have those speakers who will be bigger
[14:10] and we can hear it. But the fellowship that you all have and that I feel that I'm part
[14:15] of has embraced me warmly and it has allowed me to feel that I can call and speak to somebody
[14:20] if I have an concern or if somebody wants to call me from council to me so we can plan
[14:24] excuse me something for the next session or for the upcoming year I feel confident that
[14:29] I have that relationship with each and every one of you. And if I haven't I really mean
[14:33] And I hope that you would reach out the olive branch to me as I will do to you because I can learn a lot from each and every one of you
[14:39] Sparkle and shine event that you're it was excellent over at the chamber
[14:45] So many people were dressed up to the nines. It was an event holiday event well done
[15:00] Thank you. I enjoyed it, and I feel like I can be doing catering now, baby showers, whatever
[15:05] your needs are. You let me know, and I will help out. But what it really built was the fact
[15:10] that the relationships with all our businesses, they were there, and if they didn't see each
[15:14] other for months, you know that the chambers are placed, that networking, where they are feeding
[15:18] off each other, and that great energy just explodes. We had our board retreat. That was great.
[15:26] last year, I don't even know what happened last year, I came in November and we
[15:31] survived the whole year. This year I wanted it to be very intentional. I
[15:34] wanted it to be meaningful. And I needed to have the support of our board, which
[15:38] I'm incredibly fortunate to have Debbie Anis, who's our incoming president as a
[15:43] Thursday at our installation.
[15:45] Can we see you? Very good. New President? She will be as if Thursday.
[15:50] Today, having us do this retreat, it was important that we move into the new year together and we're learning the process, but I have a year behind me, I kind of think, well maybe not totally kind of think.
[16:04] I have learned quite a bit, I've learned what to do, still learning what not to do, but this was a great way to get the boards inside and also for intentional committees.
[16:12] pick something that you like so you will own and you'll be supportive because if I gave
[16:17] everybody different jobs, you're really just picking what Randy's desperately needs to
[16:21] help and everybody picked things and next thing is someone's like I can do a double, I can
[16:26] do this and I just thought this is sweet and Debbie had the honors like Vanna White, she
[16:29] sat there checking off the list, we sent it out to everybody and all our board members are
[16:34] on the same page or at least they have the information to be on the same page to be a part
[16:39] of when we do networking events, when there's a session and we want to learn about economic
[16:44] development.
[16:45] I want to bring over one of our specialists to be a party and Debbie has been stepping
[16:50] up.
[16:51] And in my absence, if I'm not able to make it, she goes and she was my partner in crime dodging
[16:56] the droplets tonight, Mayor Rodder, so we could be here.
[17:00] I have something.
[17:03] I'm avoiding the way in red blood.
[17:04] I was a bit worried if there was a tornado and I was in the portable by myself, nobody
[17:10] would come over there and I thought if I can run here, I'd be super, super quick.
[17:16] But it was wonderful and clear sky sponsored our breakfast and they were very, very generous
[17:20] and that's where we had our most recent ring in the new year, clear sky and we had a little
[17:26] over 40 people and it was special and it's a lot of fun to be there.
[17:31] So if you haven't gone, you definitely want to be there.
[17:33] and other than that, happy belated birthday to her city manager.
[17:39] Oh, thank you so much.
[17:42] Well, I wasn't here, so I dropped something off for her.
[17:45] It's your vacation, so I wanted to wish her a happy birthday.
[17:49] Well, Randy, we appreciate your leadership at the Chamber.
[17:52] You've put in one heck of a year.
[17:55] You've come a long way to know the people that you work with,
[17:59] citizens, members, business community, and we appreciate that.
[18:06] Thank you.
[18:07] Everything you get involved in, you get involved with enthusiasm and purpose.
[18:14] I appreciate it.
[18:15] Thank you.
[18:16] Thank you so much.
[18:17] Thank you.
[18:19] Okay.
[18:20] We've got grant presentations this evening, and I'm going to recognize Councillor Burke,
[18:25] vice mayor Burke to present some grants or elementary schools as you see the
[18:31] principals are sitting in the front row so behave yourself everybody and Mr.
[18:36] Burke you recognize it all right well
[18:50] if you know anything about the
[18:51] Seminole City Council you know Burke never gives away how have children are involved
[18:57] we all climb on board instantly and say yes we love our kids and Seminole we love
[19:01] to support them in our schools, so if you all want to come along up, the City Council
[19:08] is fortunate enough to have in this budget every year, a little bit extra that we can give
[19:12] out as grants to our schools. So who's here tonight?
[19:16] I'm going to ask you a question. First of all, I'm interested in some at all.
[19:22] There's here, some of this here, some of this here. So this year we were very fortunate
[19:27] enough to have in our budget the opportunity to give each of your schools $750.
[19:30] dollars. So obviously use as you wish, no vacations to put every job. But we hope that you
[19:37] are able to take these funds and apply it to whatever you need in your school so that your
[19:41] kids have a little bit extra, and you can go a little bit faster.
[19:44] Thank you so much.
[19:46] All you do is get in our community, we appreciate it.
[19:49] Thank you.
[19:49] Now you have to pose.
[19:57] Yeah
[20:07] One, two, three, one more, one, two, three, and one more. Perfect. Thank you.
[20:15] Thank you.
[20:20] I am going to tell you what I am saying.
[20:28] The best school in the universe often imitated never difficult.
[20:38] They know I say it in everything.
[20:40] They're going to get to hear it.
[20:41] So we thank you for all of this that you're doing for the Seminole community.
[20:46] I was telling Mayor Waters that my student council students got to come for the city government
[20:53] day and really enjoyed it.
[20:55] The student that got to sit in the mayor's chair told me he's more important and she's
[20:59] more important than I am and I'm fine with that.
[21:01] So I really appreciate that opportunity for our students.
[21:04] We actually will be reaching out to you guys for our letter C week to maybe come and read
[21:09] to our students. We would love to have the Seminole City Council come and be a part of that
[21:14] so that they get to make a connection because our hope is not only do they begin at Bouter,
[21:19] but they continue at Seminole Middle and then either Richard Jacob Center Seminole High
[21:22] to keep it right here in the community. We have phenomenal schools here in Seminole and we want
[21:27] to keep those students here and continue to be the great school that we are. So thank you
[21:31] and I appreciate the funding that you're providing. Thank you for being here this evening.
[21:39] Ms. Schaefen, Big Men, and I know some of your students still can't get used to that
[21:45] Ms. Big Men.
[21:46] I answer that.
[21:48] Yep.
[21:48] You do.
[21:49] Yes.
[21:49] Good evening.
[21:49] Thank you so much for this annual generous gift.
[21:52] We've always put it towards our positive behavior support system in the school where we're teaching
[21:56] kids about character and responsibility and the rewards that go along with that.
[22:01] And it's a beautiful event that we have a school, this actually supports our school
[22:04] store where we have volunteers from the community come in.
[22:07] and it's grandmothers, it's neighbors, it's moms,
[22:10] they come in and they just help a little kindergartners,
[22:13] all the way up to fifth grade help by things that they've earned
[22:15] because of their good behavior and good decision-making
[22:18] and good citizenship.
[22:19] So this will be put to good use in supporting that school store.
[22:22] Thank you so much for your generosity,
[22:24] not only financially, but with the kind words
[22:26] and with the attendance, I know that our veterans
[22:29] parade that you came to and our Sally House
[22:31] and I know if we ever have a need we can reach out
[22:34] because Seminole does let children, that's obvious.
[22:37] Thank you, nice to meet you.
[22:37] The big man invited me over in December
[22:40] to your...
[22:43] Sally House.
[22:43] Christmas Assembly.
[22:46] And that was a house assembly.
[22:47] Sally House, to Sally House, as you all know,
[22:50] is part of the Salvation Army.
[22:52] So the leadership of the Salvation Army was there
[22:55] to support you because you're supporting them
[22:57] and the kids brought in gifts
[23:00] that the Salvation Army, Sally House, would take back
[23:03] and get to children that don't get any gifts.
[23:06] But you do an excellent job, and what I, I'm not around children often, and I'm sitting
[23:16] up there on the front of the microphone and everything and these second graders, first
[23:21] graders, I guess.
[23:22] First and second graders come walking in.
[23:24] They all sit down very nicely like with their legs crossed, right?
[23:29] All sit in first grade, second grade, third grade, fourth grade, I think the older kids
[23:32] stood but very organized. They were very excited, very well behaved and a couple of them came
[23:40] up to me and was pleased to meet a mayor. And so, you know, that's all as a nice, but
[23:45] you do a good job there. And your veterans stay parade. Parents come with their cars around
[23:52] the circle at your school, beep, beep, beep, and decorating red, white, and blue. Let's do
[23:56] that again. I like that, that was fun. I want to make that annual. Grow it bigger. Yeah, grow
[24:01] bigger we need a band I tried with the middle school in the high school it wasn't
[24:05] working out any middle school people here anybody have contacts are kind of
[24:09] loud we need a band yes there you go and I have no control over that that's
[24:17] totally up to you all right very good next to us would like to say yes
[24:24] evening everyone and um as a waters thank you so much for many waters really
[24:28] appreciate everyone's annual gift to our school. The tremendous amount of support that we received
[24:34] from you is truly appreciated. Like over at Sarkie they say this goes towards the students and I
[24:41] can say it's an elementary every single year. I have a specific account set up that this goes into.
[24:47] It's a student incentive account and this is what I use for different when we have our award
[24:52] ceremonies and special programs for the children and they really do appreciate it so it goes a long
[24:57] way and thank you very much.
[25:00] be able to find the band, because you'll find them at Seminole Elementary.
[25:05] They are at Seminole Elementary,
[25:10] and we do have an amazing gutter and stay program, so we'd love you to come on out and join us.
[25:15] And if you're ever available on the first Friday of every month, I apologize last Friday of
[25:23] every single month at nine o'clock in the morning, we have our Seminole Hawk Huttle, which is
[25:29] celebration that we have every single month with all of our students celebrating some of the
[25:33] great things that the children are doing. It's a lot of fun. It's a very short program. It's
[25:36] kind of like a little pep rally. Get some excited. We'd love to have anything for the council
[25:41] join us. Yes. We'd love to have you there. We can cheer people on and we'll bring our
[25:45] pompoms. I love it.
[25:49] This is where I appreciate you being here this evening. I remember when you were
[25:55] the new guy. Yes. Can you believe it? Five years now. Five years ago. Five years. Yes.
[26:02] We, yeah. I remember you used to stand over there against the wall thinking oh my god she's
[26:06] going to recognize me. You were the new guy and new principal. I should say. And did you come
[26:16] from the administration? Yes. And you escaped that? And I escaped administration. I did administration
[26:21] about five years to skip that so yeah some back to principal that's where the
[26:25] fun is yeah well that's where you really I honestly I feel that's where the
[26:29] excitement is you can really make a difference the interaction with the
[26:32] children it keeps you young and it's exciting and you feel like you're truly
[26:35] making a difference well I know some elementary is very I hear from parents I know
[26:41] parents and they're very pleased to have you there well thank you well I'm very
[26:46] happy to be there and to be a part of this community and the students love
[26:49] having having you there and you're very friendly to everybody and I know Miss
[26:53] Beakman she goes through the halls of the Starkey Elementary and she knows the
[26:57] name of every kid yeah hello Jimmy hello Johnny whatever you know them all and
[27:02] that's a sure sign of being involved in your school and your students all about
[27:08] that yes well thank you thank you very much and you know I'm still thrilled and this
[27:13] goes back up the years, but well, no, no, no. That before you got there, the prior principle
[27:24] of what was her name? No, but you have no. Grasso, no, no, no. Grasso. Yes, but you have
[27:33] the front. That's painted. You have the front of some of the elementary school painted. It looks
[27:39] like a red, what would you call schoolhouse?
[27:41] Schoolhouse, yep, a Centennial building.
[27:44] Centennial, and how many years ago was that?
[27:47] Oh, it's over it, yep, it's been, yeah.
[27:50] 2015, and how has it been that long?
[27:54] Yes, wow, yeah, wow, yeah.
[27:59] So anyway, that is the oldest, help me out here,
[28:03] oldest elementary school in Seminole.
[28:05] Yes, and I think it may be the oldest one
[28:08] in Pinellas County as well. Still operating. Right and you at one point that school on my memory is coming back now, you had teachers that were students there.
[28:24] We still do. Still do. We still do. We have teachers that were students there. And actually it's kind of, it's really neat because not a day goes by, I mean there's so many times where I'll have grandparents in the car line that say,
[28:38] I went to school here, and now I'm picking up my grandchild who's here.
[28:42] It truly is a community school.
[28:43] It really is.
[28:44] Parents will come in and registering their kindergarteners, like, oh, I remember when I went to school
[28:49] here.
[28:50] It looks a lot smaller now.
[28:51] How come?
[28:52] Yeah.
[28:53] Yeah.
[28:54] Well, I wanted to go for it elementary.
[28:55] So I'm sorry.
[28:56] You know, go for it.
[28:58] Elementary, distant, junior high at the time, and of course, go pirates, but we see a guy
[29:04] school.
[29:05] So I had to throw that out there.
[29:15] I remember when you came to the school and remember when you came in here the first meeting, so this Vice Mayor Burke and we're students and faculty really appreciate it.
[29:29] Thank you so much.
[29:29] Truly love what we do there.
[29:31] Very good.
[29:31] And was there anybody else who would like to speak?
[29:36] Yeah, no.
[29:37] Okay.
[29:38] We're good. We're good.
[29:39] All right.
[29:40] Thank you. Hopefully that was painless, everybody.
[29:42] But, you know, once I like to recognize the best, the best in our city and the best in our community.
[29:48] And certainly as Mr. Burke said, dealing with our children.
[30:00] I was invited over to bow to with the K kids, this love invited me over to work with the K kids or to say hello or whatever. So, if the K kids only in one school, no, no, there's a different group of K kids. Like, Oh, of course, has one, but it's morning K kids and ours is an after school. Okay. And all right. So very good. So where is
[30:29] Ms. Christine Wilson Smith Jones.
[30:35] Dr. Wilson.
[30:37] She has a couple different names.
[30:39] I think she rescheduled for a different evening.
[30:41] So she has a child.
[30:42] Tell her we missed her.
[30:44] Everybody's wondering what happened to Dr. Porra.
[30:48] And tell her we missed her and stop in another time.
[30:51] That'd be fine.
[30:52] Okay.
[30:52] Thank you.
[30:53] Appreciate y'all being here.
[30:54] You don't have to say exciting agenda.
[30:56] But I don't really want to put you guys through it.
[30:59] Thank you.
[31:01] Thank you.
[31:01] Happy New Year.
[31:03] All right.
[31:04] Public comments.
[31:05] In accordance with Florida Statues, 286.0114 is amended.
[31:10] Citizen comments to the city council are always invited three minutes.
[31:13] Anyone from the public?
[31:15] Anyone sitting in this council chamber?
[31:19] I see some folks in the back there.
[31:21] Anybody?
[31:21] I see some.
[31:22] Hello.
[31:22] Anybody like to speak?
[31:24] You're just here to observe.
[31:26] In the uniform.
[31:26] just insert pardon just your food okay very good sing none we'll go on to the
[31:33] consent agenda item number two way through two we are listed on the consent
[31:37] agenda do I hear motion we should approve the consent agenda second and on
[31:44] favor say aye I oppose the no and the consent agenda which included business
[31:50] meeting minutes from December 19th 2023 workshop minutes December 19th
[31:57] We had January 4, 2024, Recreation Advisory Board Reappointment of Katie Hendrick's Tubs and Reappointed, Richard Shump to the Summital Municipal Firefighters Pension Trust Fund Board of Trustees.
[32:13] That was done under a consent agenda.
[32:16] Thank you.
[32:17] Papers say aye.
[32:19] Opposed nay.
[32:20] I think this is that.
[32:21] Very good.
[32:22] Action items.
[32:23] Good.
[32:23] Twice.
[32:24] Resolution number 01-2024.
[32:27] Selection of Charter Review Committee.
[32:30] City clerk, please read the resolution by title only.
[32:33] Resolution 01-2024.
[32:36] A resolution of the City Council of the City of Seminole, Florida.
[32:40] Establishing a process by which members of the Charter Review Committee
[32:44] We are appointed and providing for an effective date.
[32:48] Thank you.
[32:49] Ms. Steele, do you have anything to add to this number 0-1-2024?
[32:55] Yes, I do.
[32:56] Jason.
[32:56] Here tonight, so all typos are his fault.
[32:59] Okay.
[32:59] They were not Jeremy's, of course.
[33:01] There are a couple times where you see 2023, please read that as 2024.
[33:05] The city clerk has made the corrections there.
[33:10] Your charter requires that you establish a process by which your charter review committee
[33:18] and appoint that committee in January of this year.
[33:22] This is the, it just seems like a couple of years ago we had a charter review that it's been
[33:27] five years ago.
[33:28] So the ordinance that is drafted by our city attorney was drafted with that in mind and
[33:36] upon adoption of that as it is or as amended tonight will be the process that you will
[33:40] follow in the installation.
[33:42] And whatever process you decide, we need to be able to make the finalization of the appointment
[33:48] at your next meeting.
[33:50] Jeremy has worked with Jay on this and is here to guide you through the process that is
[33:57] any questions you may have as it relates to our charter and your responsibilities for the
[34:03] appointment.
[34:03] All right, we'll recognize Jeremy under discussion any motion, place, motion, place.
[34:10] Motion for resolution number 01-2024.
[34:14] New to adopt resolution 01-2024.
[34:17] Second.
[34:18] Second by Mr. Quinn.
[34:21] And the motion was made by Mr. Burke in discussion.
[34:23] Anything, Jeremy, would you like to say to this place?
[34:27] Madam Mayor, I'm happy to field any questions that the council may have.
[34:31] Other than that, the charter provides that we have to go ahead and appoint the CRC so
[34:38] that the charter can be reviewed.
[34:39] So if there's any questions, I'm happy to feel.
[34:42] Yes, it's something that we have to do, review the charter every five years, and usually
[34:48] goes very nicely, and Chairman is elected to this, and usually doesn't last too many meetings.
[34:56] sometimes two meetings.
[35:01] May be three at the most, you think, least four. Oh, at least four. Okay.
[35:09] Okay. Any discussions that
[35:11] we have any questions or clarifications? Yes.
[35:17] I've been asked are the meetings all in
[35:21] February or early March from what I understood it's based on what the committee designs. Yeah,
[35:28] Ms. Phil, we've talked about that last time. What are the requirements or what are the usual
[35:32] process right the first meeting will be in February and they will meet as long as
[35:38] necessary to finish the business they decide we're done and as long as they
[35:43] meet the deadline for having any items their recommendation has to come to
[35:49] council and council can accept amend or deny their recommendations last time
[35:56] there were several recommendations made the council afforded them to do the
[36:00] supervisor relations for the ballot, and they all pass of referendum.
[36:05] So it has to come to the City Council for whatever they do.
[36:10] So that is the only end bar is the time frame that we have to give the supervisor relations
[36:19] office.
[36:20] Having said that, they may choose to meet even more than last time.
[36:25] But when they got finished with the charter and there's a process, they accept comments from staff,
[36:31] they accept comments from the public, they have to hold this one public hearing, they have two public hearings
[36:36] I believe last time.
[36:37] And so, when they say they're done, they're done.
[36:42] Okay.
[36:43] All right.
[36:44] And Jeremy, you're going to be either you or Jay or what's the process, what do you guys do?
[36:50] Relative to the CRC. I believe there's been discussions with Mr. Daniel and I as to whether I'll be assisting the CRC or representing the CRC
[37:00] I don't know if that has been finalized just yet, but I do believe that that was the trajectory. It was headed
[37:05] Okay.
[37:06] The City of Trials indicated that I plan to have Jeremy here ask council to see us.
[37:11] Right.
[37:12] We'll take Jeremy.
[37:12] I'm happy to do it.
[37:13] Yeah.
[37:14] Mr. Barnhorn, you have a story.
[37:15] Yeah.
[37:16] I just want to make sure I got this right.
[37:18] Each of us is going to pick one member to serve on the committee.
[37:22] And they ask that we pick a member and a backup in case that there's a torx.
[37:27] We need to actually pick two people.
[37:29] Three.
[37:29] Is that right, Miss Taylor?
[37:30] Three.
[37:31] We're asking you to pick a member.
[37:34] First alternate and a second alternate, so if something happens in your first
[37:39] cancer, then you're an alternate. Now, if you fail to do that, then all of the people
[37:44] nominated go in a pool and the council is selected. Because as happened last time, there was
[37:50] a member nominated that the council decided not to bring back that and then that particular
[37:57] their councilor has not peaked in alternatives and the cause of that then the council to they
[38:05] appointed somebody to hold that seat.
[38:08] All right, so there are seven people on council and we all have the opportunity to submit
[38:14] three names.
[38:15] How about if it's an overlap of names and it turns out to, you know, that will happen.
[38:24] That will happen.
[38:24] So that was a pick and three.
[38:28] Well, it could be, what happened last time is you submitted them early, we put them out and that if you saw your name, when you got to the meeting, didn't you get changed to your appointments, your appointments, maybe the meeting.
[38:42] And so, for example, if a student Smith was on three people's list as number one, then you would probably go to your first alternate and just pull that person up.
[38:56] All right, well, this instructions and process will be summarized and sent out to us in the
[39:04] ordinances.
[39:05] Okay.
[39:06] All right.
[39:07] I'm sorry.
[39:08] Just the purposes of clarity and to make sure everybody understands no charter officials
[39:15] can be placed upon the CRC because we're going to file the dual office holding prohibition.
[39:22] So we have to make sure that anybody that's appointed is not a charter official.
[39:27] Also, something to think about.
[39:30] So, meaning, meaning, not the clerk, not the city manager,
[39:33] the five people on the charter.
[39:34] Correct.
[39:35] Correct.
[39:36] Or council.
[39:37] Correct.
[39:39] You know, there's another issue when dealing with whether someone is on an advisory board
[39:45] and whether you want to place them on the CRC.
[39:48] The law is a little bit murky on that, while it is probably lawful, it would not be our
[39:53] office's advice to appoint somebody who's already serving on an advisory board.
[40:00] That, and I think we delineated down a little bit more on that because I was concerned based on who's appointed the courts. We have a few words that are pure advisory, but if they are on the agenda review board, if they are on the pension board, yet they have to follow a forum one. That is a real good indicator, or if the decisions they may don't come back to council. So, last time we had this teaching for a single call. If the tree committee makes decisions,
[40:28] that she would not be able to. We had to retain on the board that she's on the library
[40:35] advisory, purely advisory. George tripped with the unwonderful charter
[40:40] review member, but he tears the development committee. So in talking with Jay to drill
[40:46] down is if they are otherwise followed by a purely advisory and not the
[40:54] the committee's not created by the charter or they're not a charter employee by the city council member then he agreed that that would be okay.
[41:05] Well, as to that, I was going to submit George Drup. He would be wonderful.
[41:11] And he was on a strategic planning break, but at that I would agree with Jeremy and our city attorney that there could be the question of dual office home.
[41:20] Okay. Anything else, Sherman?
[41:23] I would suggest if you have any persons specific questions, give Jay a call.
[41:28] Okay. Sorry. Anything else, Sherman?
[41:30] I have a recommendation. No.
[41:31] Okay. You just have a problem.
[41:32] Yes.
[41:33] Yes.
[41:33] Good question. Do we need to have a background for the many names we're suspending or for some
[41:38] more questions?
[41:40] We have to have a short.
[41:42] Oh, bio, that could be the, if council gives that direction, then I would suggest that you,
[41:47] In that, for example, Susan Smith is a retired teacher at Boundary Elementary and has volunteered
[41:55] at the Gawana's Club in the past 20 years, you know, that would be a meaningful thing.
[42:01] Would you like to make a motion please?
[42:02] I just want to know if we need to do it.
[42:04] Would you make a motion please?
[42:05] Motion to make sure that we have a short file on each candidate we submit.
[42:10] Okay, second.
[42:11] Second.
[42:12] Okay, on the paper say aye.
[42:14] Those next.
[42:14] Good idea.
[42:15] Good suggestion.
[42:15] Thank you.
[42:17] Right, you've got to get to the point.
[42:19] It was a question.
[42:20] Yeah.
[42:23] Keep it going.
[42:25] Keep it going.
[42:25] Keep it going.
[42:25] All right.
[42:26] Any other discussion?
[42:27] Any other discussion?
[42:28] Nope.
[42:29] Have that been ASAP?
[42:31] Yes.
[42:33] By anywhere 16th, according to the ordinance.
[42:35] Try your order.
[42:37] 16th.
[42:37] Yeah.
[42:38] You're right.
[42:38] 16th.
[42:39] 16th.
[42:40] Are you saying 16th?
[42:41] 16th.
[42:42] 16th.
[42:44] All right, if Ms. Mankusso City Court would just send out an email on this whole process
[42:54] and when suggestions are due.
[42:57] All right, any other comments?
[42:59] Seeing none, I'll take a say aye.
[43:00] All right, motion passes.
[43:03] Next, City Council Reports.
[43:07] And our last meeting we've mentioned about doing away with council reports.
[43:14] many cities. I think the Spranger mentioned that you watch a lot of the city
[43:19] proceedings around the county and they don't do the council report. It takes up
[43:24] time and so I put together kind of a little summary my my suggestion is to
[43:31] unless we'll have a council report if you are reporting on attending a Florida
[43:38] legal city's meeting, or a sun coast league of city's meeting, Florida mayors meeting,
[43:44] whatever that you're spending, tax payer money to travel to, a conference in Tallahassee,
[43:50] a conference in Orlando, but otherwise council reports are things that could be submitted
[43:56] directly to the clerk and not spend the time on council.
[44:04] So let me, usually at this part of our meeting at the beginning of the year, I put together
[44:10] a state of the city address, and I don't intend to do that this year, but since we have
[44:16] two new members on council, and that would be Mr. Belivo and Mr. Ely, I decided to use
[44:22] this time to provide a reset of council expectations and the process of how we work.
[44:28] And it could be a little different from 2023, and that's fine, change is good.
[44:33] As you all are aware and proud of, our Seminole Council is one of the most respected
[44:38] local governments in the county.
[44:40] It is imperative to each of us to maintain that reputation.
[44:44] We are a council that currently has no chaos, no drama, mutual respect to each other, and
[44:49] each councilor is challenged to be prepared for each meeting.
[44:53] In the 13 years I've served on this council.
[45:00] There has always been that way. At one point, there was embarrassing chaos at the hands of two women who expressed rampant disrespect towards this council and city hall. It was shameful. Fortunately, no more. We do not need that and I'm not going to put up with it. I will call people out of order for that kind of behavior. Our role as counselors is not to overtake or ask questions just to be asking questions. Let's keep common short and pithy. I also would respectfully ask that there be no eating of pretzels or other
[45:29] foods while on the day is look sloppy it's unprofessional and I'd suggest eating dinner before
[45:38] the meeting or after. We have the reason I'm saying pretzels we have complimentary pretzels
[45:45] back in our little kitchen but I think it's unprofessional to be eating on the day is speaking
[45:50] with the mouthful of food leaving crumbs on the day as was done the last meeting. By the time
[45:56] When we sit on the day as every second and fourth Tuesday, we should have a thorough understanding
[46:01] of each agenda item, having studied, researched, and discussed queries with City Manager
[46:06] Antony Deal and in her absence, Director of the Ministry of Defense, Danaglia, Dems
[46:11] is here tonight.
[46:13] As a reminder, agenda items are only to be discussed in the Sunshine during Council and
[46:19] workshop meetings.
[46:20] Two new members of our Council make sure you understand what in the Sunshine is.
[46:26] If you don't, you can get yourself in trouble, you can get this counsel in trouble.
[46:31] And short what it means, anything we discuss that has to do with the citizens of Seminole,
[46:37] government, governing, has to be done in the sunshine in front of everyone, not in a dark
[46:44] corner or out in the parking lot.
[46:46] It has to be done where we are being a video or audio and can be researched by someone.
[46:57] So in the sunshine, I discontinued the agenda item regarding council reports.
[47:03] I think most of you kind of agree with that.
[47:06] Unless it is a report involving the expenditure of taxpayer money,
[47:11] such as attending a national league of cities or a border league of cities complex.
[47:14] Council reports over the years have often, by us, all of us, council reports over the
[47:21] years have been repetitive, self-grandizing, and often overlap other reports and really
[47:26] do not have anything to do with the governance of seminal.
[47:31] Just personal activities of the Councillors, which is always good to see the Councillors out
[47:37] in public, but certainly do not need to be shared on council.
[47:42] It just takes time away from what we really have to business.
[47:47] And furthermore, our citizens are not interested if we attend a Kiwanis or Rotary Club
[47:51] or First Friday or Music in the Park.
[47:54] While we are in session on council on this day, citizens are interested in our governance
[47:59] of our cities, not our city, not entertainment in our city.
[48:04] So we should keep everything that we do here pertinent to the governance, not any extra
[48:11] extracurricular activities of any of the council members.
[48:14] There's lots of ways to communicate with citizens that doesn't take council time.
[48:21] Ms. Bringer has a report to make and would like to share it, or Mr. Velliv or Mr. Burke.
[48:29] There's a lot of ways to communicate, to name a few personal email lists, blast out to on
[48:35] your own email, post what's going on in the city on your Facebook page, or your website,
[48:41] or via your own personal Twitter threats.
[48:45] I often use social media, Facebook, specifically, to share all things seminal, so there is
[48:51] something at first Friday, there's picture or two, people know what's going on, we don't
[48:56] need to take this governance time to share that with the public.
[49:02] So there you go on the City Council report.
[49:08] City, man.
[49:09] Yes, sir.
[49:10] I have talked about the report.
[49:11] Yes, sir.
[49:12] Okay.
[49:13] I realize that if we want to have it removed from the agenda, it should be about my council
[49:18] number one.
[49:20] Number two, I want to say that as far as giving the reports, if I do as you do, and I do, I'm
[49:28] and file with our clerk, okay?
[49:31] In order for John Q sitting out there
[49:33] that wants to know what happened,
[49:35] they have to file a public records request, okay?
[49:40] That's not good for the relationship with us
[49:43] and the rest of our constituents.
[49:46] I do have a report for tonight.
[49:49] I plan on giving it since it is in and was publicized
[49:54] that we would be doing reports tonight, okay?
[49:57] Okay, if you wish to have that remove.
[50:00] I ask for a vote of the council to remove it. I don't say I'm removing it because in your chest I want to take an item off of the agenda.
[50:13] I'm going to punt to the city attorney because I believe our chart allowed the city manager and the mayor to place agenda item on. I don't know the address is taking. Yes. Taking a look at section 3.10.
[50:32] of the code of ordinances, the entitled procedure 3.10 subsection A, meetings, the council
[50:42] shall meet at least twice a month in such times and places as the council may prescribe
[50:45] that rules.
[50:46] Meeting may be held on call of the city manager, the mayor or the majority of the members
[50:51] upon the lessons 24 hours.
[50:54] The relevant subsection, the subsection B rules and journal, it reads the council shall
[51:01] determine its rules and order of business. I would interpret that as the council as a
[51:07] body having to interpret the rules and the order in which the business needs to be addressed.
[51:15] Is a council report sharing with people that you've gone to Kiwanis a music in the part?
[51:20] Is that business of the city? Is the key question?
[51:24] Sure, and that's the question that I would need some time to research on.
[51:30] I don't want to, you know, for lack of a better term shoot from the hip on that, I'd rather have some time to do some research on that.
[51:38] All right. Well, we can table this if anyone have any comment about this topic, about not having council report on the agenda unless it has to do expenditure of taxpayer money.
[51:57] Yes, ma'am,
[52:01] as a lot of you know, I have watched a lot of other cities meetings attended them and I have seen in the past, especially with
[52:13] Trasting news from that has represented these cities where a city manager and the mayor or even someone on the council asked for an agenda item to be removed.
[52:27] I've seen it. Believe me, you need to watch.
[52:32] There's not, I do agree, if you are spending taxpayers money to attend meetings or conferences
[52:42] to elevate your knowledge of government that does need to be exposed in a proper meeting.
[52:54] I will be honest we have the longest council reports in the entire county when it's not
[53:04] pertaining to city governments. I do have to agree with the mayor and it's not fun watching
[53:16] I mean, we have the shortest, one of the shortest meeting lengths in the county besides your small beach towns under 5,000.
[53:27] Some of them, they last 40 minutes.
[53:31] Some of them, I've watched seven hours, but that's a totally different community than what Seminole is looked up to.
[53:40] When I traveled the state, when I hear, when they hear Seminole, it's Mayer Waters, it's Antony Deal, it is Counselor Quinn, it's Counselor Barnmore, it is Counselor Law Enforcement, and I have to remind them it's Counselor Burke, or Vice Mayor Burke, but we are held to, we are held to the highest, we are looked up very well, or other cities and communities, look at us.
[54:11] And ask me questions, you know, how does your city do?
[54:14] So just keep that in mind, I don't want us to be a clown show
[54:20] that I've seen other communities throughout the state,
[54:23] especially what's been happening the past 90 days
[54:27] throughout our state.
[54:28] So I do agree with Mayor Waters.
[54:32] We all attend the same events.
[54:35] And we've got employees that sit out here in the audience,
[54:39] you know, look at their launch after they worked 10, 12 hour days, we'd like to go home.
[54:45] So just to be courteous for staff, I just want to follow up on that.
[54:51] I do support the mayor on that and the city manager.
[54:55] Yeah, reports I've watched it.
[54:57] Yeah, reports that we give are going to...
[55:03] Council,
[55:07] mayor, whatever. So that is what I am trying to streamline this council meeting. And that's a suggestion.
[55:18] Madam Mayor, one thing that I would suggest this council consider, if they do change the
[55:25] council report in addition to what the city pays for to get to, is that we have several
[55:32] council members that have been appointed to very significant bodies, and to report that
[55:38] the act of the original planning council, a great council on aging, et cetera, that there
[55:42] may be issues that would affect the public and they are representing this council as
[55:47] a member on that body and perhaps if you are going to delineate what the reports will
[55:53] cover.
[55:54] My suggestion, because I find that interesting, I have no way of knowing about what happens
[55:59] unless the council does tell me.
[56:02] That has to do with governance.
[56:03] That has to do with transportation.
[56:05] That has to do with the city of Sano.
[56:08] That has to do with governance.
[56:10] And we're here for governance.
[56:11] We're not here for entertainment.
[56:12] We're not here to share extra quicker activities.
[56:15] Is my point.
[56:16] Mr. President.
[56:19] I agree with your point.
[56:20] Not to ruffle any feathers, but...
[56:22] Go ahead.
[56:23] Our consular reports are usually extremely redundant
[56:26] because we all go at the same things.
[56:27] And we all say the same things.
[56:28] And speaking to this constituents in the city
[56:30] they've all said the same thing.
[56:31] Would you please stop that?
[56:34] So our residents don't want to hear it.
[56:37] We all say the same thing twice.
[56:39] And this is Councillor Schringer is the president
[56:43] of the Suncoast League of Cities, but I think we spend entirely
[56:45] too much time talking about what the league is doing.
[56:48] There's nothing to do with the governing of our city.
[56:51] Last year, we spent an inordinate amount of time
[56:52] talking about potential bills that were passing through the house,
[56:55] which may or may not have anything to do with the governance
[56:57] of our particular city.
[56:58] So I think a look at this look at everything just so that we're more streamlined and more efficient up here in the days would be swell, so
[57:07] Like a motion. I'll make a motion for that
[57:16] It would not be that tough to put some text on the city clerk's website saying if you want a copy of a city council report or reports
[57:26] Please send us an email because I know the clerk has to keep those records at the PDF file
[57:31] because it's in the form we have, we're not linking it.
[57:35] It goes out into the PDF, there's no ADA problems and it's actually a permanent record and you
[57:40] can submit anything you want to the clerk and say can I have a copy of this as a counts report
[57:43] that's been submitted?
[57:45] And you could probably get a batch of them if people turn them all at the same time.
[57:48] Because for the process people, they want to go out of their way to get a report of how
[57:55] many events that each of us have attended, you know, that's fine, and that's a public
[58:00] record if we submit our report.
[58:03] Because right now you have to ask.
[58:04] But if we don't submit a report, we have to ask for an oral tape of this meeting if you're
[58:07] not there to get it to what happened as opposed to a permanent purpose paper record, where
[58:12] they can be scanned as a PDF in bulk and sent out, and you'll have everybody's redundant report
[58:17] If you want to call it that as opposed to having to say can I get a copy of the audio CD Eddie can you burn that for me
[58:23] So I can go listen to the report as opposed to being able to get a PDF. So I would support you
[58:31] I move that the city council submits reports to the city clerk
[58:37] electronically and then be available to the public. That's not part of the motion. I move that city council submits their reports to the clerk
[59:08] I don't think we need to restrict our members from reporting what they've been doing so I think the council report should be removed from the agenda and submitted it to the clerk electronic. That's my motion.
[59:17] second. Second by this
[59:19] really all say aye aye aye.
[59:22] Okay so that
[59:26] passed so if you have accounts
[59:28] reports submitted electronically
[59:30] to the clerk she'll put it
[59:32] under your file and anybody
[59:34] interested in that anybody in
[59:36] this room, this chamber, anybody
[59:37] in the city wants to know how busy
[59:39] you've been and where you've been
[59:41] used to that.
[59:44] So thank you
[59:46] However, it is on this evening's agenda,
[59:48] so I think Councillor Boehner is correct
[59:49] that he should be able to present his report to see.
[59:51] Okay.
[59:52] If he wants to do it, after everything has been said,
[59:54] then he may do that.
[59:55] I'm just from the beginning when I was on account.
[1:00:00] We're always told that we had to report when we spend any money, city money. Most of the time that's what we did, but all the time we all started talking about. We went to a ribbon card and you can
[1:00:18] submit them to the city clerk electronically. So I can read.
[1:00:21] To your point, Mr. Quinn, we originally we were to, if you went on travel to a conference,
[1:00:28] you had to report that to your spending tax, and make a report, and share the report
[1:00:33] on council.
[1:00:34] We have a lot of sloppy on that because I haven't heard any reports of any, what do you bring
[1:00:40] back to the city?
[1:00:42] Why are we spending tax payer money and what do you learn to bring back to us that can help?
[1:00:47] That's what we bring it back to the city.
[1:00:49] Bring it back to the fact that we go there to learn something.
[1:00:52] And I tell the story about when I was
[1:00:55] high-risk superintendents, assistant high-risk superintendents,
[1:00:58] in Connecticut.
[1:01:00] The high-risk superintendents made me
[1:01:02] go to these conferences.
[1:01:04] First, when I went to 40 guys in a room,
[1:01:08] I said, gentlemen, standing up at the podium,
[1:01:12] talking about tires, truck tires.
[1:01:14] How many guys here have dump trucks?
[1:01:18] How many guys here have rubbish trucks?
[1:01:22] More than half the room where they have.
[1:01:23] Okay, here's what I want you to do.
[1:01:25] The State of Connecticut says you run new tires on the front of your trucks.
[1:01:30] You can put recaps on the back of your trucks.
[1:01:34] On a rubbish truck, you have ten tires.
[1:01:37] You take those eight new tires off the back, put red threads on.
[1:01:40] we never bought another new tire as long as I was on that city council. So you're learning something, and that's the reason for going to these conferences, not to.
[1:01:52] Exactly, and the citizens do expect to report and what their money is gone towards. Jeremy, I think our motion that we just made may have changed your approach.
[1:02:06] Yes, I do believe that that motion would be in line with section 3.10 of the charter
[1:02:12] That states that the council determines its rules and order of business
[1:02:16] I'm moving forward that it is in compliance with that section
[1:02:21] Yes, and that's basically all I was trying to
[1:02:25] Have done without doing that because you know, I do things on different committees and yes
[1:02:31] I report on this once in a while I report you know I stay in with the mayor wave it out of whatever
[1:02:38] But the point was it should be the council make any decision when something's not going to take place
[1:02:44] Not he was an individual say it's gone. I made that say okay. It's been made by that the
[1:02:51] Very well very well. Thank you city manager. Do you have any?
[1:02:57] We will postpone the community policing report, I believe, when Deputy Sam is here.
[1:03:05] Would you like?
[1:03:06] No.
[1:03:08] I saw you out at first Friday, actually.
[1:03:10] Thanks for being out there with us.
[1:03:12] Ms. Steel?
[1:03:13] Yes, I was going to tell you that we will put the community policing report on our next
[1:03:17] agenda.
[1:03:20] I will start giving you legislative session updates.
[1:03:24] They are off to the races and it's not pretty.
[1:03:28] So, some of these, like I believe, are related to really den-affect seminal.
[1:03:36] One of the items that Councillor Springer brought to my attention that came to her through
[1:03:40] the Sancos League legislation relative to water and wastewater utility services outside
[1:03:46] the sea limits.
[1:03:48] That is a horrible bill, but it's not horrible to us, it doesn't affect us financially because
[1:03:53] we do not have that system.
[1:03:55] I could spend probably 30 minutes talking about the evils of that, the different versions
[1:04:01] are floating, but because it doesn't affect seminal, obviously we would support the legal
[1:04:06] cities in its efforts to make sure that doesn't happen because it's happening to our colleagues
[1:04:11] but it will not be affecting us or the county who would get water from.
[1:04:18] The next item is a fun item because you mentioned band and I couldn't wait to tell you this
[1:04:24] that I saw in the newspaper today that Gerard Mandarinon is a finalist for a teacher of the year for Penel's County.
[1:04:33] He is the only teacher in the Seminole area and I know that they support the ban is in all of our city events and parades and so it's an exciting time and in case you want to keep your fingers crossed we certainly hope he wins.
[1:04:57] He's been out of Seminole High School for many, many years.
[1:05:00] to be band director at summer. He's a played in the band and so forth. So he is always in our
[1:05:06] powwow parades. He's in all of our parades and his students love him. And I love him because
[1:05:12] he let me play the drums. And there you have it. Cool. I do ask council for clarification
[1:05:21] because there is a policy of council to report back when you do spin-tax payers many going
[1:05:26] the conferences and events to tell what you learned at that session or conference.
[1:05:31] Where would you like that to be on the agenda, just have council members bring it up under
[1:05:35] new business?
[1:05:35] Yes.
[1:05:36] Okay.
[1:05:37] So the council knows that that would be under new business when that doesn't happen.
[1:05:42] And that concludes my report.
[1:05:46] Good.
[1:05:46] When I mentioned Trish Haynes as an example, I did not know she was here.
[1:05:51] She snuck in.
[1:05:51] I saw she snuck in at the time.
[1:05:53] So there's two Haynes back there, that's a dangerous combo.
[1:05:56] And they both have served on charter review before.
[1:06:01] Welcome, Haineses.
[1:06:05] Okay, anything else Miss Steele?
[1:06:07] City Manager report.
[1:06:08] You're all right.
[1:06:09] All business.
[1:06:10] Castle, all business.
[1:06:11] Everybody old, old, old.
[1:06:13] Gone, gone, gone.
[1:06:14] New business.
[1:06:15] New business.
[1:06:16] New business.
[1:06:16] Miss Springer.
[1:06:18] Two things.
[1:06:19] We do have the Suncoast League of Cities meeting next Friday.
[1:06:23] It's going to be at Reddington Beach at Friendship Park.
[1:06:26] 1130 to 130 and then I wanted to ask the city manager when we do go to Tower
[1:06:33] House at the end of the month. Most of us are leaving on a Sunday. We normally
[1:06:39] do our CE Monday which is normally 1 to 5. This year it's 8 to 12 so after
[1:06:48] that we can have lunch we normally make appointments in the morning then go
[1:06:54] get CE did you want to set up appointments where we go as a city the four of us or five
[1:07:02] of us Monday and then Tuesday as well and then Wednesday morning or just coordinate with
[1:07:08] you on that.
[1:07:09] I don't know if you coordinate with me and I will have in fact my assistant Natasha because
[1:07:15] you see scheduling appointments and we see of that nature okay so if you let's talk about
[1:07:20] our schedule and who, and that would be just the seminal that would be on Monday.
[1:07:25] On Monday and then Wednesday, we'll go over the Sundays.
[1:07:27] And then Wednesday morning, we can also, I've got a director's meeting, but maybe Wednesday
[1:07:33] morning seminal can go as their own.
[1:07:37] So there's no conflict.
[1:07:39] Perfect.
[1:07:40] Thank you.
[1:07:42] Okay.
[1:07:43] I've got two things on a new business that I should have said when Randy was at the podium
[1:07:49] I just reminded everyone the Chamber installation banquet, not the banquet, but you are swearing
[1:07:57] in new officers this week, is that right?
[1:08:00] Okay.
[1:08:00] And what is that information?
[1:08:02] Is that Thursday at 11.30?
[1:08:06] Yes.
[1:08:06] Okay.
[1:08:07] Chamber installation of officers, that's right.
[1:08:09] And then I can't read my own notes.
[1:08:12] And February 24th is the Chamber banquet.
[1:08:15] That's a big thing.
[1:08:16] Okay.
[1:08:17] Very good.
[1:08:17] and also the food truck rally yay boom boom is February 3rd mark the calendar on
[1:08:25] that that is a huge success and I don't know about the third year I guess or
[1:08:33] more it's year three you're three okay very good it's founders here did not
[1:08:38] yeah founder Trichang founded it I believe very good all right any other new
[1:08:43] business before we roll on into adjournment, give you about 10 minutes, take a break, and then we have a short workshop afterwards, please.
