[4:32] incorporated for the East Burnett Street Historical District Pedestrian and Bike Enhancement

[4:38] Project.

[4:43] We're going to invite our Public Work Director, Gabino Luna, up to the the Dias to provide

[4:50] the City Council with an overview presentation of this project and the recommended agreement

[4:54] amendment.

[4:57] Thank you, Corlo.

[5:01] Good evening. Honourable Mayor, Members of the City Council. Tonight's staff is requesting approval of amendment

[5:07] number two with WG Zimmerman Engineering for the East Burnett Street Historical District

[5:12] Pedestrian and Bike Enhancement Project. The amendment covers design revisions

[5:17] required after detailed survey and roadway analysis identified cross slope conditions that

[5:23] must be corrected. It also extends the agreement so the engineer record could support bidding

[5:28] and construction.

[5:31] To begin, I'd like to provide some background. The project

[5:33] extends along East Burnett Street from Walnut Avenue to Cherry Avenue where it

[5:38] transitions to Skyline Drive and continues to Dawson Avenue. This corridor located

[5:43] within the Crescent Heights Historic District is an important pedestrian and

[5:47] bicycle connection and its current state at Lax Continuous sidewalks,

[5:52] adequate pedestrian lighting, and designated bicycle lanes. West of Cherry Avenue

[5:58] pedestrians and counter sidewalk gaps and must travel along an even dirt shoulders containing debris

[6:03] and utility poles. These conditions can push pedestrians closer to vehicle traffic until

[6:08] the sidewalk resumes near Gaviota Avenue. Limited lighting also reduces nighttime visibility,

[6:14] and the absence of bicycling markings makes bicycle travel less defined for both bicyclists

[6:20] and motorists. The city's general plan identified this corridor as a priority for pedestrian and

[6:26] The project will address these conditions by constructing approximately 1,560

[6:31] Linear Feet of Sidewalk between Gabiota and Cherry Avenue.

[6:36] New ADA compliant curb ramps and pedestrian lights as well.

[6:39] The project also includes full-deaf roadway reconstruction on Burnett Street

[6:42] between Wanda and Cherry Avenue.

[6:45] Payment resurfacing along Scotland Drive between Cherry and Dawson Avenue

[6:49] and approximately 2,830 Linear Feet of Class II bike lanes.

[6:54] Additional safety improvements include a rectangular rapid flashing beacon at Burnett Street

[6:58] and Gaveyoda Avenue, painted crosswalks, and traffic calming striping.

[7:03] The goal of these improvements is to provide safer and more accessible connections to

[7:07] neighborhood parks, the hilltop trail system, signal hill elementary school, transit

[7:14] stops, the Civic Center, and the plan heritage square development.

[7:18] As for timeline, in June 2023, the city secured $2.8 million through the active transportation

[7:25] program or ATP.

[7:27] The city subsequently executed a master agreement with Cal Trends in May of 2024 to receive

[7:32] an administer the project funding.

[7:35] The city began procuring environmental services in August of 2024 and the city council awarded

[7:39] the Environmental Agreement that October.

[7:42] Environmental clearance was completed in May of 2025 under a class 1 categorical exemption.

[7:49] We then advertised the PS&E Design phase in July of 2025 and the City Council awarded

[7:54] the Design Agreement to Zimmerman Engineering in September of 2025. Since then, staff and

[8:00] a design team had advanced the construction documents, refined the roadway grading and

[8:05] drainage, and developed a design that supports the corridors long-term use and future

[8:10] development.

[8:13] As the design advanced, field survey and roadway analysis confirmed that portions

[8:17] of the existing street have cross-lopes that exceed the applicable criteria for accessible

[8:22] pedestrian and bicycle facilities. Correcting these conditions requires raising the proposed

[8:27] roadway center line. This change affects a roadway profile and cross-sections and requires

[8:33] corresponding revisions to grading, drainage, driveway and street connections, payment and retaining walls.

[8:40] As a result, the additional scope includes three primary components.

[8:45] First, Zimmerman Engineering will revise a roadway,

[8:48] grading, drainage, and retaining wall design.

[8:51] Second, the consultant will incorporate temporary construction

[8:54] and permanent drainage easements that the city is coordinate with the effect that property owner

[8:59] and third, the agreement will be extended through June 30, 2027.

[9:03] Allowing Zimmerman to support bidding and construction as the engineer record

[9:07] maintaining the same design team avoids duplicated work, supports consistent interpretation

[9:12] of the plans, and reduces the risk of delays during construction.

[9:18] The total project budget is $2.8 million. This includes $2.78 million in active transportation

[9:25] program funding, and $109,000 in CIP reserves. Other than amount, $318,000 is allocated to the

[9:33] face, including $306,000 in grant funding, and $12,000 from CIP reserves.

[9:40] The current agreement with Zimmerman Engineering is $245,000, amendment 2 would add an additional

[9:47] $55,000, increasing the agreement to a revised not to exceed amount of $300,691.

[9:55] dollars. The revised agreement remains $17,000.

[10:00] We'll approve PS&E budget. Therefore, no additional appropriation is requested. Funding is available within the existing project budget, and any remaining face funds will remain available for construction, consisting with applicable grant requirements.

[10:15] Before bringing this amendment forward, the design team also evaluated the potential construction cost impacts associated with the revised roadway grades.

[10:23] Zimmerman Engineering completed an updated and updated engineer's estimate that city staff reviewed that incorporates the grading changes and related revisions to the roadway, the drainage, and the retaining walls.

[10:35] The current estimated construction remains within the $2.376 million available for the construction phase. Based on this estimate, staff confirmed that the proposed designs changes can be accommodated within the existing construction budget.

[10:50] staff has one recommendation tonight, staff recommends that the city council authorizes city

[10:54] manager to execute amendment number two with the Zimmerman Engineering. That concludes my

[10:59] presentation. I am available to answer any questions. Thank you. Any questions? I do have

[11:06] some. You mentioned some additional safety features at the intersection of Gabbiota.

[11:12] Can you explain that a little bit more and then are there any additional safety features for

[11:17] pedestrians are bike on cherry as is lighted. Sure. Walkway or just explain why. Why

[11:23] gave you it and not the other intersections? Throughout the entire area that we're

[11:28] improving, we're adding additional Parkway, we're making extended sidewalks. We're

[11:33] adding pedestrian lighting as well. So there's about 15 polls that will be adding on

[11:38] top of the polls that exist closer to cherry. As far as traffic calming, we are

[11:43] adding the bike to the class you bike lanes that helps with reducing speed and

[11:47] So that's an added benefit of adding class U-Bike links.

[11:51] That gave you a little, we're adding a continental crosswalk.

[11:55] We have something similar to that in school areas.

[11:59] It almost looks like slotted paint markings.

[12:04] And we're also adding what's known as a RFB or rapid rectangular

[12:08] flashing beacon that allows for pedestrians

[12:11] to put the push of a button.

[12:14] Have lights flash so that they can safely cross the street.

[12:17] So, why gave you, and not the other, not the other intersections along that whole pathway?

[12:23] There's a couple of cross, there's a couple of crosswalks throughout that intersection,

[12:27] which shows that we figured that that section there, that would be a good mid-block crossing

[12:33] between walnut and cherry.

[12:35] I can see it's more populated with businesses and things.

[12:39] And then the sidewalk improvement will be on both sides of Skyline Drive,

[12:43] or just the improvement on the south side or the

[12:47] improvements will be on the north side. Yeah, so we haven't

[12:50] proven some of for the sidewalk on the north side. Okay, north side.

[12:57] The we're where the existing sidewalk is now. So it's not going to be

[13:01] additional sidewalks on both sides going up the hill. There's there's

[13:04] current sidewalk right now, but there's some sidewalk gaps on the

[13:07] north side that will be addressing. Okay, on the south side we are doing

[13:10] some AC berm replacement.

[13:13] There is some guard row that will also be replacing as well, closer to rows, and if memory

[13:19] serves you right, there's a couple of areas that will be addressing closer to chair

[13:23] as well.

[13:24] So if I'm walking from Home Depot up the hill, so on my left, there'll be now a completed

[13:30] sidewalk all the way to Dawson.

[13:33] Well, there will be a completed sidewalk at the end of this on both sides of the roadway

[13:38] from Cherry to Dawson, as you walk on, no, not as you walk up to Dawson, it'll be improvements

[13:47] in any gaps or only on the right, only on the ocean side, okay. Those were my questions,

[13:59] How are we addressing the safety of the bike lane on this hill

[14:04] part right it's so people are going to be now coming down skyline in a dedicated bike lane

[14:12] to cherry where you know we've had previous incidents of people having accidents so um and

[14:21] so how are we addressing the speed of bikes coming down the hill and then people using the bike lane for

[14:27] alternative vehicles and creating other safety hazards yeah that's a that's a good question

[14:35] between cherry and walnut we're doing grading changes so we're doing some fill

[14:39] sections to address the slope there. That's the main emphasis area for

[14:45] bike lanes. That's going to allow us to be consistent with the circulation

[14:48] element so that we can connect walnut going towards Dawson. That's for that area

[14:54] going up towards on-scrolling going up to Dawson. There is subslope challenges.

[15:00] That we anticipate specifically with curb ramps, as well as with bike lanes. That's something that we're working with the design team on so that we can address as well. But we do understand that that's a challenge. The slow along, along Skyline all the way up to Dawson.

[15:21] So, I guess my concern is that by creating the bike lanes, we're kind of creating a problem, right?

[15:32] That doesn't exist today.

[15:34] So people really do not write their bikes down skyline today.

[15:39] Or hill street, right? There's not space for bikes.

[15:42] And so by creating dedicated bike lanes, we're creating an attractive place for people to do things that are unsafe and how are we going to mitigate that.

[15:58] That's something that we can, we're still working on to design so that's something that we'll, we'll bring back to the team so that we can, we can discuss.

[16:06] But I understand that concern, Councilman, we're Jones, and we'll address it with our design team.

[16:11] are the bike lanes, were they required on skyline in order to qualify for the grant?

[16:19] Is that?

[16:19] Yeah, it's a requirement, so multi-model travel is a requirement of the ATP grant.

[16:27] But given that the main emphasis is on cherry between cherry and walnut, I think there's

[16:33] something that we can work on with our design team, so that we can find a good compromise

[16:39] there.

[16:40] And the bike lanes are on both sides of the street.

[16:44] Correct.

[16:47] Is there an existing bike lane on walnut that this will connect to?

[17:03] So it's a relatively short section of bike lane that isn't related to connect to another

[17:10] Okay, you know, I've seen a bike going up and down that street and I saw all this is doing is is providing a safe

[17:21] I mean, it's not perfect. I usually see them coming up temple. They'll go don't come down or or up

[17:28] I've ridden up that street like once and I never did it again. I think but yeah, I mean, you know, you know

[17:40] But I mean, I think it's to me it seems appropriate because you're giving the bicyclist a safe place to go up and down

[17:50] It's just my corner

[17:53] Yeah, just remind me again the additional safety features that are going to go on cherry as the bike lane and as a pedestrian

[17:59] That way's cross cherry. Yeah, well, there'd be flashing in ground

[18:16] So that's something that, um, um, with our free system that we can, we can incorporate or add.

[18:23] I see that being more valuable, more on, cherry, valent gabiota, but I'm not that familiar with the

[18:30] daytime business traffic or residential traffic on, they're coming off gabiota.

[18:36] Making a left from cherry on the skyline is hazardous when I'm in my SUV.

[18:44] People just come up that hill, it's like a blind ridge, and they're not even speeding,

[18:50] and they don't realize people are turning there.

[18:53] So to add bikes to the mix, frequently on a bike lane, it's going to be a challenge.

[18:59] Yeah.

[19:00] Yeah, I personally would love to see whatever flashing when I went up a district and pushed

[19:03] of button, right, that there's also something active on the roadway that vehicles have a greater

[19:13] awareness that this is also a pedestrian crossing.

[19:16] And just to add just a Vice Mayor and Council, we would want to point out this kind of feedback

[19:21] to the designer and to the traffic engineering team because there may be elements of the project

[19:27] that do to acute and specific conditions. It may not be appropriate to have a bike lane.

[19:33] we're not sure, but we want to point that out because we certainly wouldn't want to create

[19:37] an environment where there's a potential conflict between vehicles and pedestrians or vehicles

[19:43] and cyclists. So the project isn't fully designed yet, it will come back and we'll bring

[19:48] it back to the council. We'll have a full analysis to better understand those field conditions

[19:53] and make sure that we're not, you know, creating unintentionally any issues that would

[19:59] raise an issue with...

[20:00] That vocation. In a dream several years ago, I imagined coming from the trail system that there'd be an overpass, a pedestrian overpass, right at Wafrigat, the name of that street. Anyway, that would go over cherry and drop down into the view park.

[20:21] But that's a dream.
