there's a couple items that the council

can choose to add. Um

um there's on the in the mayor's section

or the mayor's report, there's [snorts]

two liquor store employees that we would
[1:47]
like to to add. Um Jayden Payne um is
[1:52]
planning on being a stocker at the
[1:54]
liquor store earning $16 per hour.

w o e r n e r is going to be security at
[2:03]
the liquor store during the rally at $18
[2:05]
per hour.
[2:06]
So, um if the council whoever makes the
[2:09]
motion if those two could be added to
[2:11]
the mayor's report, that would be good.

Um today we also got a
[2:17]
um request for an SEL. Um
[2:21]
so last year the Gas Monkey did an SEL
[2:25]
on the first Sunday of the rally at
[2:28]
Indian Motorcycle.

And somewhere along the line the
[2:31]
paperwork didn't get submitted until
[2:33]
today.

And so if the council chooses we could
[2:36]
add that to the agenda
[2:39]
and uh approve it or not approve it
[2:41]
depending on what you guys want to do.

Um Robin has received the application

and the uh the payment for the SEL.

And uh and I think everybody's got a
[2:52]
copy of the

of the staff report that that shows

opening ceremony is at 3:00 at the

Harley-Davidson Rally Point. That's this
[5:57]
Friday, August 7th. On the 8th is the
[6:00]
mayor's ride.

We have been trying to pull everything

Mayor Sam Mayor of Rapid City has given
[9:17]
us an official statement about the 86th
[9:22]
Sturgis Rally
[9:24]
about from his angle, from the city of
[9:27]
Rapid City, and it was asked to him to
[9:29]
do that because
[9:31]
when the DOT numbers from last year were
[9:35]
pulled up and looked at,
[9:37]
and the news was and the news from the
[9:40]
local news vendors were pulled up. It
[9:42]
was a It was noticed that they did not
[9:46]
seem to have as much care for the
[9:48]
motorcycle riders as they did their
[9:51]
cars. Because they were five They were
[9:54]
five to five at five deaths to one of
[9:57]
our deaths. So, that rendered the mayor
[10:00]
of Mayor Solomon to render us a
[10:03]
statement that we're going to be
[10:06]
hopefully putting out as a PSA and if I
[10:08]
can I I was in one of my pieces in my
[10:10]
phone, I will send that on the Deb when
[10:13]
I find that to talk about the safety of
[10:16]
the riders, the cars, the riders, and
[10:19]
the and the thing is the walkers and the
[10:21]
bicyclists to help bring the to bring
[10:24]
attention to the rally and how everybody
[10:27]
should work as one because like I
[10:29]
pointed out to him, I said, "You know,
[10:31]
if all we're hearing is wrecks and
[10:33]
hospitals, we're damaging the history of
[10:36]
this motorcycle rally. We need to try to
[10:39]
work on the safety so when riders come
[10:43]
to your town and they come to our town,
[10:46]
meaning Sturgis at the time, and Deb was
[10:49]
emailed the whole transactions of that
[10:51]
statements that we we we would like them
[10:54]
to come to say this is a beautiful
[10:56]
experience. I'd like to come back, not
[10:59]
the experience to say, "Well, I wrecked
[11:01]
my bike and I got to get a new bike."
[11:02]
So, that So, that and we and we're in
[11:05]
the middle of trying to figure out to
[11:06]
get the DOT stuff kicked out about to
[11:09]
get these riders so they can understand
[11:11]
what what what what we did not get
[11:13]
correct what was not sent correct to us
[11:15]
correctly
[11:17]
was the reduction of speeds on the
[11:19]
highway.
[11:21]
The The postings of those The markers to
[11:23]
the town was
[11:25]
The station Well, how it it started out
[11:27]
originally had a very jaded history. And
[11:30]
I do say I understand that.
[11:32]
But at the same time, I would love to
[11:35]
see everybody understand when Pete
[11:38]
started it, he started it for the
[11:39]
writers and he started it for the people
[11:41]
to have fun. And at the end, I'd like to
[11:43]
get you see if you wouldn't give us a
[11:45]
statement because Mayor Solomon and his
[11:48]
staff worked with worked with me via
[11:51]
email to make that statement. It's a
[11:53]
real short statement, but it's to the
[11:55]
point. Everybody is to be courteous to
[11:58]
each other on the road and also to hit
[12:01]
to watch out for pedestrians and
[12:03]
bicyclists, which I thought was
[12:04]
interesting considering the K-12 here.

a simple request. I have municipal codes

And nowhere have I found a way to set up

a pop-up vending

mechanism that's free for information.

Um I've looked through all your codes

and I just haven't found it. Uh

so, my recommendation is just a simple

statement. Sturgis should consider
[13:07]
creating a free easy sign-up rule for
[13:10]
small schools and information tables
[13:13]
just like Berkeley, Boulder, and
[13:15]
Madison. Who could use it? Local
[13:18]
Catholic Chesterton School is authorized
[13:22]
to go into the local Catholic church
[13:24]
school, um but they've had no community
[13:27]
support and they've had no way to
[13:29]
outreach to people.

Um,
[13:32]
I have a Mars colony prep lab that I've
[13:36]
been working on. I have no way to
[13:37]
promote it as well. Um, and local teams
[13:41]
have no way to seek donations during the
[13:45]
rally or let people know that they're
[13:47]
there.

planning

office, planning and permitting office?

Um, that would be a good place to start

to see if there is an avenue and then

they could bring it back through me and

[24:24]
applicant for 1325 Nellie Street is
[24:26]
Billy Schlosser. He's also here for

Um the application is for a home-based
[24:31]
foundation repair business. The proposed
[24:33]
use is to utilize the property as a base
[24:35]
camp, basically parking his businesses
[24:38]
vehicles, trailers in his property while
[24:40]
they're not in use and at a job site.
[24:43]
The at-home business is permitted in
[24:45]
residential districts subject to the
[24:47]
approval of the use on review through
[24:49]
the Board of Adjustment following the
[24:50]
recommendation of the Planning
[24:52]
Commission, which was approved
[24:53]
previously.
[24:54]
Um the property has ample space for this
[24:57]
this parking um
[24:59]
and all business deliveries are sent
[25:02]
offsite. They are not sent to the
[25:03]
property and the property does not have
[25:05]
any customers stopping by as well.
[25:08]
In reviewing the use on review
[25:09]
application, the planning commission and
[25:11]
board of adjustment should consider the
[25:12]
proposed use is consistent with the
[25:14]
surrounding neighborhood which is
[25:15]
primarily residential, will not be a

[46:16]
July 20th meeting, the council adopted a
[46:18]
resolution 26-32
[46:22]
declaring its intent to lease the
[46:23]
property and set this public hearing in
[46:25]
accordance with South Dakota codified
[46:27]
law.
[46:28]
The proposed location is adjacent to the
[46:30]
Exit 32 Recycling Center on Dickson
[46:33]
Drive.
[46:35]
Uh it is important to understand that
[46:37]
the approval of this agreement does not
[46:38]
approve construction of a cell tower.
[46:41]
This agreement simply grants the company
[46:43]
the option to evaluate the site and if
[46:46]
they decide to move forward enter into a
[46:48]
lease.
[46:49]
If the option is exercised, the project
[46:51]
would still be
[46:52]
uh required to comply with all the city
[46:54]
zoning, building, flood plain
[46:57]
applicable approval processes before any
[47:00]
construction could occur.
[47:02]
Uh some of the agreements highlights in
[47:04]
this is the company would pay the city a
[47:06]
$1,050
[47:08]
option payment upon execution. Uh this
[47:11]
option period is for 4 years, allowing
[47:14]
the company to compete uh complete the
[47:16]
due diligence and determine whether or
[47:18]
not the site is actually suitable uh for
[47:20]
their needs. If the option is never
[47:23]
exercised, the agreement terminates with
[47:25]
no further obligation.
[47:27]
Uh if exercised, the lease begins with
[47:29]
an initial 5-year term and up to seven
[47:32]
additional 5-year renewals.
[47:34]
Uh the lease also requires that the
[47:36]
tenant remove uh its improvements and
[47:39]
restore the property when the lease
[47:40]
ends.
[47:42]
Uh this proposed facility is expected to
[47:44]
improve wireless coverage in the Exit 32
[47:46]
area and the entire I-90 corridor.
[47:50]
Uh benefits include improved service for
[47:52]
residents, business, visitors, emergency
[47:55]
responders, and travelers along that
[47:57]
corridor.

the lease area would be located in a
[48:04]
future utility lot. A preliminary plat
[48:07]
has been approved by the planning
[48:08]

and serves as a prominent rally sponsor.

In 2020 In 2015, to commemorate the 75th
[1:18:22]
rally, the city and Harley-Davidson
[1:18:25]
formalized their long-term partnership
[1:18:28]
through an agreement naming
[1:18:29]
Harley-Davidson the official motorcycle
[1:18:31]
of the City of Sturgis Motorcycle Rally.
[1:18:34]
The agreement celebrated the motor
[1:18:36]
company's decades long association with
[1:18:39]
Sturgis while looking forward to the
[1:18:41]
next 75 years of that relationship. It
[1:18:44]
also resulted in the creation of
[1:18:46]
Harley-Davidson Rally Point which has
[1:18:49]
become a valued and bustling permanent
[1:18:52]
community gathering place and visible
[1:18:54]
symbol of our partnership.
[1:18:58]
The proposed 2026 sponsorship amendment
[1:19:01]
extends the preliminary term of the
[1:19:04]
legacy agreement
[1:19:06]
for the 86th motorcycle rally
[1:19:09]
and continues Harley-Davidson's
[1:19:11]
long-standing commitment to the rally
[1:19:13]
and the Sturgis community.
[1:19:15]
During the 86th rally, Harley-Davidson
[1:19:17]
will occupy designated city-owned and
[1:19:20]
controlled property
[1:19:22]
including the Sturgis Community Center
[1:19:24]
and Rally Point and will receive
[1:19:26]
promotional opportunities
[1:19:29]
and other rights and privileges
[1:19:30]
associated with the sponsorship.
[1:19:32]
Accordingly, over the next few weeks,
[1:19:35]
Harley-Davidson will act as a sponsor of
[1:19:37]
the 24th annual Mayor's Ride
[1:19:40]
and as a presenting sponsor at Military
[1:19:42]
Appreciation Day to help honor all who
[1:19:45]
have served.
