[11:12] Heritage Month. May would Brian McCann

[12:06] 300,000 Irish nationals had immigrated

[12:08] to the American colonies and played a

[12:11] crucial role in America's war for

[12:12] independence and whereas five signers of

[12:15] the Declaration of Independence were

[12:17] Irish descent and three signers were

[12:20] born Irish were I'm sorry Irish born and

[12:23] whereas 22 presidents have proudly

[12:26] proclaimed their Irish American heritage

[12:29] and whereas the Irish first came to the

[12:31] Spanish La Florida in the 1500s, first

[12:34] as missionaries and mercenaries,

[12:37] soldiers, and then as planters, traders,

[12:39] businessmen, doctors, and

[12:41] administrators. And whereas three of the

[12:44] Spanish governors of La Florida were

[12:46] actually Irish military officers. And

[12:49] whereas Irish Flityians can look back

[12:52] with pride on the legacy of their Irish

[12:54] forebears who have contributed

[12:56] significantly to the American education,

[12:59] business, sports, literature, science,

[13:01] engineering, medicine, science, and the

[13:03] arts. And whereas Irish Americans

[13:06] continue to provide leadership in this

[13:09] nation's political, business, and

[13:10] religious establishments. Now therefore

[13:13] be it proclaimed that the mayor and city

[13:15] council of the city of West Melbourne,

[13:17] Bvard County, Florida, hereby proclaim

[18:37] council members. Um yes, we're here to

[18:39] talk about purchasing a piece of vacant

[18:41] land on Henry Avenue. Um, as you know,

[18:44] we are systematically purchasing

[18:46] property along Park Hill. Um, with the

[18:50] most recent one being 431 and Park Hill

[18:53] that was approved at the last meeting.

[18:55] Um, I was approached by this group,

[18:58] explained to them the process. They

[18:59] authorized me to do an appraisal which

[19:01] is attached to my report. Um, it came in

[19:05] at uh 139,000.

[19:07] Uh, we proceeded to negotiate and

[19:09] accepted that purchase price of the 139.

[19:12] The contract is also attached. Uh it is

[19:15] subject to a phase one environmental and

[19:17] any clear title. Uh we did come in in

[19:20] front of you now just to get this

[19:21] formality out of the way. If it does not

[19:23] approve then we will not move forward

[19:25] with it. But I wanted to make sure we

[19:26] were at the point that we could move

[19:28] forward it. It's approximately uh just

[19:30] about an acre. It's on the north side of

[19:32] the the plant uh to adjacent to it and

[19:35] it does front on Henry Avenue.

[19:38] owner's amicable to everything that I'm

[19:40] telling you here tonight. Um, so from

[19:45] that standpoint, uh, on the fiscal side,

[19:47] there's really no negative impact as you

[19:49] can see with our the cash balance in our

[19:52] utility enterprise fund. This is also

[19:54] part of the overall budget for the water

[19:57] plant as well. So based on all the

[20:00] positivenesses on this, um I'm here to

[20:03] recommend that you authorize the city

[20:05] manager to execute the contract for the

[20:06] purchase of the two parcels. Their tax

[20:09] IDs are noted um that's adjacent to the

[20:12] water plant and pending the satisfactory

[20:14] results of the title and the phase one.

[20:16] And I'm here to answer any questions.

[20:23] property itself, the plan is to use it

[20:26] for our utilities for for that

[20:28] expansion. In terms of doing that U in

[20:30] and out of the property, correct?

[20:34] possibility of creating a loop coming in

[20:36] from Park Hill. Oop, excuse me, from

[20:38] Park Hill and going back out. Um, so

[20:40] yeah, we're going to probably go back to

[20:42] the drawing board to see how it's going

[20:43] to play into it. But that's the goal.

[20:45] And our last property that we purchased

[20:48] adjacent to the land that we already

[20:51] own, we know we have to take down a

[20:53] house and do some clearing. In this

[20:55] land, we don't have to do that

[20:57] additional clearing with that cost.

[21:00] >> There is some trees.

[21:02] >> Are we are we taking out the trees and

[21:04] doing landscape changes to it?

[21:06] >> Haven't gotten that far yet. I would

[21:13] ultimately follow the process and do a

[21:14] tree survey and take a look at what can

[21:17] stay and what can go. But ultimately,

[21:19] um, we originally tried to get this

[21:21] years ago with the idea of of kind of a,

[21:25] you know, one way one way in or a a

[21:28] predominant way in and a predominant way

[21:29] out um, for the plant and for public

[21:32] works. And we're never able to acquire

[21:34] it until um, when it rains a pores. We now have several residents in that

[21:39] area that um have appreciated our our

[21:44] constant contact by our project uh

[21:47] project manager, Mr. Petroni, and and um

[21:51] have I'll say a renewed interest in

[21:54] possibly selling to the city of West

[21:56] Melbourne. And so this property uh

[22:00] really yields itself to a possibility of

[22:03] a of some kind of roadway

[22:06] in and out to the project site.

[22:07] >> How many parcels are left that we're

[22:09] still considering if they were for sale?

[22:12] >> There's about four more along

[22:15] >> four key. Yeah.

[22:16] >> And there's um maybe five. And then if

[22:20] you look at the attachment, there's a

[23:12] the city acquired a 24 acre parcel um in

[23:16] about mid December uh just south of the

[23:19] community park on Mitten Flanigan the

[23:21] corner and uh with the intention of um

[23:25] including that in the park system um

[23:28] recreation space park space uh and so

[23:30] this is really kind of the next step in

[23:32] that process of uh clearing out uh a

[23:35] portion of the uh the wooded area that

[23:39] would be along flinging in Minton. Uh at

[23:42] that northeast corner, uh there are a

[23:46] number of trees that we are going to uh

[23:47] try to save. We've got the planning

[23:49] department has a tree survey that they

[23:50] had taken a look at. Um as part of this,

[23:53] we will go in and flag those trees that

[23:55] we'd like to to save. Uh but we did

[23:58] acquire three proposals for the

[24:00] clearing. um rough grading and seating

[24:03] for this uh portion of the property. And

[24:06] the lowest bid um is 89,971

[24:10] and that is from AllPro Land Clearing

[24:12] who we've worked with in the past.

[24:13] They've done work for us uh after

[24:15] hurricanes uh cleaning up debris. Uh

[24:18] they've done a number of uh jobs for us

[24:20] that we've worked with them and so we're

[24:22] very comfortable with uh that company.

[24:24] Uh we've also worked with Superior Tree.

[24:26] Uh we've not worked that I'm aware of

[24:28] with UTI site work, but um the one we're

[24:31] recommending this evening is Alpro. Uh

[24:34] so happy to answer answer any questions.

[24:37] Uh but we're looking for your

[24:38] authorization for the city manager to uh

[24:40] enter to an agreement with Alpro uh to

[24:42] clear rough grade and seed uh somewhere

[24:46] between four and five acres of that uh

[24:48] corner.

[25:37] architectural renderings to look at. And

[25:40] so that those are down the road. This is

[25:42] really just kind of the next step and

[25:43] clearing it out to kind of make way for

[25:46] those next steps.

[25:53] the corner area. Why not do the the

[25:56] planned trail? Cuz it seems like it

[25:58] would make sense to do it all at one

[26:06] >> Yeah. So, with any development like

[26:08] that, there's probably going to have to

[26:09] be Phil brought in and bring it to true

[26:11] grade. And we don't know where that is

[26:13] right this minute. And so whether how

[26:16] much of that we would have to bring in

[26:17] to do the trail and that's kind of the

[26:19] next step. This is really clearing out

[26:20] the the wooded area and getting it sort

[26:23] of set up for the next phase. So we we

[26:25] don't have included the proposed trail

[26:27] because we had looked at a couple of

[26:28] concepts but never settled on official

[26:31] you know we we never brought to a vote

[26:33] what that future site is going to look

[26:34] like. But one thing that we had um

[26:38] discussed was the potential community

[26:40] center being on that that corner that's

[26:42] mo that's closest to the community park

[26:45] and the rest was going to come in

[26:46] multiple phases kind of down the road.

[26:48] And so we were just kind of starting

[26:49] with the first part. Um but at some

[26:51] point down the road I think you know

[26:53] that there is desire to have additional

[26:55] trails and bike and walk path. We just

[26:58] haven't gotten to that point with

[27:00] development of the site.

[27:01] >> Thank you. Our public works crews also

[27:04] has the equipment to do the trails, but

[27:06] big open spaces like this, you know, you

[27:10] need that you need the big boy toys to to clear efficiently on large sites.

[27:16] >> Somebody else to have the liability

[27:18] also.

[27:18] >> Well, that that headache, too. But, you

[27:20] know, we have we have midsize to small

[27:23] equipment. We don't have any of the

[27:24] >> I don't want to break our stuff,

[27:26] >> the the big the big guns.

[27:29] >> Thank you. As a followup on that, I know

[27:32] council had talked about during the

[27:34] workshop uh trying to remove the

[27:36] invasive pepper trees from that

[27:38] property. This wouldn't necessarily be

[27:41] that. This is just looking at the

[27:42] specific acreage and then we'll look at

[27:45] the trails and removing the invasive at

[27:48] another time.

[27:49] >> Yeah, I think the vision is that we'll

[27:50] bring forward a more complete overall

[27:52] sort of master plan if you will. But in

[27:55] each of those plan concepts, the

[27:58] community recreation center is kind of

[27:59] in this spot. So, this seemed like an

[28:01] easy first step to kind of get moving on

[28:03] it and then continue to work on those

[28:06] renderings and those um sort of option

[28:08] A, option B, you know, how do we want to

[28:10] develop this moving forward and sort of

[28:12] that master plan piece. Um so, we we

[28:14] aren't quite at that point with the

[28:15] master plan, but yeah, there there would

[28:18] certainly be more phases to come. This

[28:20] is just sort of the first step.

[28:21] >> Understood. And Mr. Rodie, it's my

[28:23] understanding we're moving this forward

[28:25] at this time even though we don't have a

[28:27] final concept plan because it'll save us

[28:29] money since we've got some other

[28:30] construction going on so that we can

[28:32] move the dirt from one site to the other

[28:34] without paying additional for it.

[28:35] Correct.

[28:36] >> Yeah. Our capital projects uh manager

[28:39] continues to continues to do more and

[28:42] more projects which supplies us with a

[28:45] healthy amount of dirt. And so, uh,

[28:48] being able to utilize this site to help

[28:51] get it to final grade and have a place

[28:53] to take it so we only have to truck it

[28:55] once. Uh,

[28:57] >> dirt's not cheap.

[28:58] >> Well, I, as I like to tell people, when

[29:01] you need dirt, it's expensive. When you

[29:03] have dirt, it's hard to get rid of. And

[29:06] that always seems to be the case. And

[29:08] right now, with our uh with our

[29:10] multitude of projects, we have dirt. And

[29:13] so if we can start putting it on this

[29:16] site and get a good level base to to

[29:18] start this project from, uh, it

[29:20] certainly cost is a big cost savings to

[29:22] the city.

[29:23] >> I like cost savings for the city.

[29:25] Although Mark, we're we're two for two

[29:27] for big projects being on time and under

[29:30] budget. So the expectation is high now

[31:35] it'll all be dirt to start with. This is

[31:37] just a con. This is part of one of the

[31:39] concepts that shows that as being grassy

[32:34] may have to come down. If the the

[32:36] concept that's ultimately agreed to or selected by council shows a building

[32:40] there, then obviously those are going to

[32:44] this is just part of the concept. That's

[32:46] not a tree area. That's just kind of a

[32:48] grass area.

[32:50] block is coming out except for the red

[33:11] invasives and a lot of scrub brush.

[33:53] council members. I'm Cam Stabis. I'm the

[33:55] city engineer and I'm here before you

[33:56] tonight to recommend that you adopt the

[33:58] revisions to the 2024, now the 2026 land

[34:01] development standards manual. It was

[34:03] previously called the engineering

[34:04] standards manual. It was changed, I

[34:05] believe, in 2020 now the land

[34:07] development standards manual. It guides

[34:08] contractors and developers when they

[34:10] come and do residential and commercial

[34:12] development in the city. U had about

[34:15] this last revision is about 25 or so

[34:17] revisions made. Nothing super big, just

[34:19] more stuff to kind of give us a little

[34:20] more control over the contractors. For

[34:22] instance, we want pipe to be beded 57

[34:25] stone. Originally, we kind of gave them

[34:26] an option of a few different things.

[34:28] They'd want to cheap out or do stuff we

[34:29] didn't really like. And so, we kind of

[34:31] wanted to nail them down with a couple

[34:32] things there. So, that's an example.

[34:34] Another one was we didn't specify that

[34:37] concrete pre-cast manholes for storm

[34:39] water should be bedded on 57 stone,

[34:41] whereas we did for sanitary and water.

[34:43] So, just tightening up things like that.

[34:45] couple values were changed but nothing

[34:47] really as far as uh huge huge u

[34:52] consequences to the contractors or

[34:54] developers. So uh we did introduce the

[34:57] fat oils and grease program that's in

[34:59] the sanitary so that that was there's no

[35:01] language in there up to that point. So

[35:03] we introduced that and again we have

[35:05] about 25 or so different revisions

[35:06] ranging from small grammatical things or

[35:09] changing a title of someone that's

[35:12] mentioned in there to

[35:14] uh quantitative uh amount we did use or

[35:16] reduce was uh density testing every 250

[35:19] ft along the center line of roadways and

[35:21] it was 500 before that but other than

[35:24] that not too much quantitative change

[35:26] and illustrative details have not

[35:27] changed and then our approved

[35:29] manufacturers we were looking into maybe

[35:30] doing that in the future but that take a

[35:32] little more uh extensive kind of review

[35:34] so those those have stayed the same for

[35:35] right now

[35:42] >> So, it it did appear that most of the

[35:45] changes were technical in nature. Is was

[35:48] all this based on what we wanted or was

[35:51] it some like state upgrades or where did

[35:56] we come up with all the ideas to change?

[35:58] >> These are recommendations that were made

[35:59] in our divisions, our utilities

[36:00] division. So, water, sewer, capital

[36:03] projects also had some input. So, I I

[36:05] sent the document out. Me and my

[36:07] construction inspector already been kind

[36:08] of talking about some things that we had

[36:10] in mind to change. Sent those out to

[36:12] different divisions, received comments

[36:13] back. I I put them in a register to kind

[36:15] of make sure that they're not nothing's

[36:17] contradicting. And we didn't

[36:19] >> So, it wasn't standards. It was just

[36:20] preference on our part.

[36:22] >> Well, yeah. And I I think maybe some of

[36:24] the stuff you're looking at now, I'm not

[36:26] sure what's in front of you, but some of

[36:27] the changes that I was shown this

[36:29] morning may not be last round from 26.

[36:33] or some paint changes and what type of

[36:37] pipe you use and yeah so

[36:39] >> that may have been a previous change I

[36:40] don't know if paint has been changed

[36:42] this last revision

[36:44] >> okay it was on it was highlighted as one

[37:11] by the city so compatible. So

[37:15] where it says I have to do that.

[37:18] >> Some of the changes just seemed you know

[37:24] less important. I didn't know if it was

[37:25] a standard change by like a national

[37:28] standard change or something like that.

[37:29] And I was just curious. Yeah, we, you

[37:32] know, all all of these standards uh

[37:34] reflect items that developers are

[37:37] putting in that we are going to own and

[37:39] have to maintain. And so every time the

[37:41] crew comes back and says, "Boy, you

[37:43] know, I wish I wish they would have done

[37:45] it this way." We don't have a problem

[37:47] when they do it this way and they did it

[37:49] that way.

[37:51] >> We make a note. Yeah. We we make a note.

[37:53] It's not pressing. We don't come to the

[37:55] council every other month and say, "This

[37:57] is, you know, we want this line

[37:58] changed." We we note we note all those

[38:00] items and and uh planning um Cam has

[38:05] done a great job um you know helping put

[38:07] all those items together with the team

[38:09] and then we try to do this every couple

[38:11] of years. We try to bring it just try to

[38:13] keep it updated.

[38:18] good.

[38:20] important items in there for us.

[39:16] fun and really nice and the kids had a

[39:29] nice event for the I think it's a boy or

[39:31] scouts. I won't say boy scouts, but

[39:32] scouts. And uh I don't think that could

[39:41] toss at the new building department.

[40:49] pretty much how the elections work from

[40:52] the day you decide that you want to run

[40:53] up until the day you actually get

[40:55] elected. And so, they met with us over

[40:58] at the PD. We kind of talked to them.

[40:59] They asked questions and then afterwards

[41:02] uh Lieutenant Aaron St gave them a what

[41:04] they called the best tour ever from some

[41:07] of them of our um our PD. Um and then

[41:10] they got to see like the Pterodine. So

[41:12] they they all had a blast. Um I have

[41:15] been hearing about it for now over a

[41:18] week from how from parents that are just

[41:20] so their kids keep bringing it up and

[41:22] they just really enjoyed it. So it was a good event and thank you to the

[41:26] uh council members that did come out and

[41:27] support as well. We we have applications

[41:30] available. It's never too early. Never

[41:32] too early to start.

[42:14] awesome um report on budgeting and the

[42:28] throwing the dirt throwing. Um, and that

[42:31] was good. And y'all did an awesome job

[42:35] um putting that on for us. So, can't

[42:44] the Florida League of Cities held their

[42:46] first virtual ethics training. That's

[42:49] the statemandated training that happens

[42:51] every year. So, got that done. But just

[42:53] a reminder that they do offer it at

[42:55] least two more times virtually

[42:56] throughout the year and then they will

[42:58] do it again at the conference. So, just

[43:00] putting that on your radar if you're

[43:01] someone like me that likes to plan

[43:03] ahead. Uh the Citizens Leadership

[43:05] Academy, I popped in while uh Mr. Roadie

[43:08] and Mr. Kerry were giving their

[43:09] presentations. U very great group of of

[43:12] residents. They asked some good

[43:14] questions which is great. Uh the scouts

[43:17] presentation, Alexis, you did a great

[43:19] job. I think the kids asked great

[43:22] questions. Their parents asked some

[43:24] great questions and everybody was really

[43:26] hands-on. Uh they asked some very

[43:28] specific elections questions and you you

[43:30] handled it like a pro. So great job on

[43:32] that. Uh the state of the city went well

[43:35] with the business association and our

[43:37] board. Although I agree with Mr.

[43:38] Bentley. I don't know if there were

[43:40] other events happening that night or it

[43:42] is the season for people to get sick.

[43:44] So, we just had a lower attendance than

[43:46] normal, but staff did a great job with

[43:48] setting that up and making it a really

[43:50] nice event for the volunteers and

[43:52] business association members that could

[43:54] show up. Uh, the groundbreaking went

[43:56] very well and I did want to note two

[43:59] additional things. Um, I wore I wore

[44:02] green in honor of two things. Um, it is

[44:04] Irish Heritage Month. It's also cerebral

[44:07] palsy awareness month. Um, so just a

[44:09] reminder if you're someone that wants to

[44:10] join me wearing green, I did it today

[44:12] and I'll do it in two weeks on a

[44:13] Tuesday. So you have your advanced

[44:15] notice. Mr. RD's already checking in his

[44:18] closet if he's got some green. Um, and

[44:20] then for your planning purposes, I

[44:23] wanted to invite council if you would

[44:25] like to attend on either April 9th or

[44:28] 10th. U, I know that I've spoken about

[44:30] New Life Mission in the past and the

[44:32] work that they do to address

[44:34] homelessness uh, for single moms with

[44:36] kids in our community. Uh my husband and

[44:38] I are co-chairing their community care

[44:40] and share fundraiser event this year on

[44:42] those dates and so I'm happy to have you

[44:47] event is free itself although since it's

[44:49] a fundraiser that covers a significant

[44:51] portion of their budget so that their

[44:53] mission can continue. I encourage you to

[48:49] strongest verbal indication yet that

[48:51] they don't think that the property tax

[48:54] issue is going anywhere. Now, you know,

[48:59] can happen in the last 10 days of

[49:00] session and and so, um, nothing's final

[49:03] until the hanky drops, but um, it kind

[49:06] of seems like the Senate doesn't really

[49:07] want to move that ball. Uh, that

[49:09] obviously doesn't foreclose the governor

[49:11] from calling a special session, but

[49:13] again, he can call a session, he can't

[49:15] make him do anything, right? So, they

[49:16] can open the session, close it, and not

[49:18] do anything. So, we'll see what happens

[49:20] um, as far as getting a referendum on

[49:23] the ballot. But um I was kind of

[49:25] surprised that the league uh gave an

[49:30] indication verbally that they thought it

[49:32] wasn't going to go anywhere. Um and also

[49:35] the 10th or excuse me the 13th being the

[49:38] final day of session depends on them

[49:39] getting the budget published on Tuesday.

[49:42] Uh because there's a law that they have

[49:44] to have a published budget for uh 72

[49:47] hours before they can vote on it. So, if

[49:49] the budget drops on Tuesday, then the

[49:52] session will probably be over Friday. If

[49:54] it drops on Wednesday, then they'll go

[49:56] into Saturday. So on and so forth. Um,

[49:58] so just uh some things to keep an eye

[50:00] on. So at the uh next meeting, we'll

[50:02] obviously have a uh post session wrap-up

[50:05] that um it it's not going to be the the

[50:08] full wrap-up where we go over the report

[50:10] of the league. Just kind of more a

[50:12] highlevel, you know, these things uh

[50:14] pass that concerned us, these don't. and

[50:16] we'll do the full wrap up uh in a couple

[50:18] months after the league's report is done
