[0:00] When you testify, please come on up to
[0:02] the podium. We need to make sure you're
[0:03] on a microphone because our hearings are
[0:05] recorded and that's part of our record
[0:07] in the event of an appeal.
[0:09] Please begin your testimony by stating
[0:11] your full name uh your name and your
[0:13] full mailing address.
[0:14] Uh
[0:16] and please spell your last name so I get
[0:18] it right. And if you represent someone
[0:20] else, please say so.
[0:23] There's no arbitrary limit to how long
[0:24] anyone can testify, but testimony should
[0:26] be relevant to the approval criteria
[0:28] which are set out in the staff report.
[0:30] And please don't repeat testimony
[0:32] offered by yourself or earlier
[0:33] witnesses. Um
[0:35] it is important that all parties make
[0:37] their best case to me. My decisions are
[0:39] final for purposes of the city, but may
[0:41] be appealed to our circuit Excuse me,
[0:44] the superior court.
[0:46] Um
[0:47] however, [clears throat] the superior
[0:48] court will generally not allow new
[0:49] testimony and evidence on appeal.
[0:51] They'll decide any appeal based on the
[0:53] record before me.
[0:55] So, if you feel it's important that
[0:56] myself or any future decision maker know
[0:58] something about this application, you
[1:00] need to make sure it gets into the
[1:02] record before me.
[1:04] In order to preserve your right to
[1:06] appeal, you or someone expressly
[1:08] representing you must testify orally or
[1:11] in writing before the close of the
[1:13] record.
[1:14] And in order to raise an issue on
[1:15] appeal, someone must have raised that
[1:17] issue before me with enough specificity
[1:20] that everyone can understand what the
[1:21] issue is.
[1:24] If anyone feels they need more time to
[1:25] prepare, you can ask me to hold the
[1:27] record open or continue the hearing.
[1:31] If I hold the record open, you'll have
[1:33] the opportunity to submit additional
[1:34] written testimony and evidence before I
[1:36] make a decision.
[1:38] If I continue the hearing,
[1:40] uh we can come back and do this again at
[1:41] a later date.
[1:43] But if anybody wants me to hold the
[1:44] record open or continue the hearing, you
[1:46] must make that request before the close
[1:48] of the hearing today and provide some
[1:50] support for why whatever you want to
[1:52] submit during the open record why that
[1:54] information couldn't be submitted at the
[1:56] hearing today.
[1:58] That concludes my introduction. Mr.
[1:59] Goddard, do you want to start us out?
[2:09] Didn't I see him in the waiting room
[2:11] there?
[2:22] So, I need to do something?
[2:23] >> Yeah, I'm sorry.
[2:25] » Yeah, I'm sorry.
[2:25] >> [laughter]
[2:25] » [laughter]
[2:25] >> He should
[2:26] » He should
[2:26] He should um He should be
[2:29] accepted into the meeting.
[2:41] There we go.
[2:44] Mr. Leringer, are you able to hear us?
[2:46] You'll need to unmute yourself to let us
[2:47] know. There we go.
[2:49] >> Yes, I am.
[2:50] » Yes, I am.
[2:50] >> Great, thank you. Just wanted to check.
[2:52] » Great, thank you. Just wanted to check.
[2:52] Apologies for the delay. I didn't
[2:53] realize I needed to do anything.
[2:55] >> I'm Mike here.
[2:56] » I'm Mike here.
[2:56] >> Oh, no problem.
[2:57] » Oh, no problem.
[2:57] >> Mr. Goddard, do you want to start us
[2:58] » Mr. Goddard, do you want to start us
[2:58] out?
[2:58] >> Okay.
[3:00] » Okay.
[3:00] So, thank you very much. For the record,
[3:02] my name is Travis Goddard. I am the
[3:03] Community Development Director for the
[3:05] City of Woodland.
[3:07] And uh you have a uh presentation on the
[3:11] screen before you today. It's also
[3:13] available in paper on your desk, and
[3:15] it'll be placed on the city's website.
[3:18] Um this is for the uh
[3:20] Metcalf dock on the shoreline
[3:23] substantial development permit on
[3:25] Horseshoe Lake.
[3:26] And the case number is WLD 2026 number
[3:30] 12.
[3:31] So, the site is um
[3:34] has a residential shoreline environment
[3:36] designation. The zoning is low-density
[3:39] residential 6,000 sq ft zoning.
[3:43] It is 14 uh at Sorry, 415 Lake Avenue.
[3:49] And the existing home was built in 1975,
[3:52] which was prior to the adoption of the
[3:55] shoreline any shoreline management
[3:57] master program for the city of Woodland.
[3:59] Um which didn't first appear until 1977
[4:04] was the first shoreline program and it
[4:06] was the county's
[4:08] shoreline program at that time.
[4:11] The site, this is the vicinity map shown
[4:14] um in the application packet with the
[4:16] site with the red box around it gives
[4:19] you a little bit of an orientation of
[4:21] where it is.
[4:23] Here is a close-up. The yellow line on
[4:25] the left represents the 200-ft
[4:27] shoreline, approximate shoreline
[4:30] boundary. So, the entire site is within
[4:33] the shoreline
[4:34] um of the Horseshoe Lake.
[4:37] Here's a copy of the site plan and it
[4:39] shows the existing home, existing
[4:41] garage, and the um impervious surface um
[4:45] of the driveway. The rest of the lot is
[4:47] generally grass.
[4:49] Um
[4:50] and
[4:51] um there are some trees in the northeast
[4:53] corner.
[4:54] Um up here to the right and in the lake
[4:57] itself, they lean out into the lake.
[5:00] Um in the bottom right-hand side,
[5:02] actually I have a close-up here. Um you
[5:04] see the existing deck
[5:07] um with a proposed compacted gravel path
[5:11] to the concrete anchor, which would lead
[5:14] down to the dock and I have a side view
[5:16] of that. And the proposed dock is 6 by
[5:18] 16, which meets the city's requirements
[5:21] for proposal.
[5:25] Uh you'll also note that there is a um
[5:28] retaining a small retaining wall, which
[5:31] I have some photos of that will be
[5:33] replaced. It is uh old railroad ties
[5:36] that are going to be replaced with
[5:38] concrete blocks.
[5:40] Uh here's a picture of the deck.
[5:43] And I have a close-up.
[5:45] Oh, sorry. So, here's the deck.
[5:49] We'll stop. There we go. So, here's a
[5:51] picture of the deck. There are some You
[5:53] see in the bottom right-hand side, there
[5:55] are some old foundation blocks from
[5:58] where um it looks like it's been
[6:01] replaced.
[6:02] It wasn't done with a permit, but it
[6:05] looks like it is all using the um
[6:09] existing foundation plan. There were a
[6:11] couple foundation piles that look like
[6:14] they were replaced and repoured, but the
[6:17] the two in the corners all look like
[6:19] that they were existing.
[6:21] So, there's not a significant impact. Um
[6:24] they'll just need to get a building
[6:25] permit for the deck itself when it was
[6:28] for when it was replaced.
[6:30] Here is the area, and you can see the
[6:32] approximate line of the retaining wall
[6:37] in the center there of what it looks
[6:38] like. I got a close-up of kind of what
[6:41] the
[6:41] uh stuff is. Now, there's actually two
[6:44] walls. The one on the left
[6:48] um
[6:49] is not the one to be replaced. It looks
[6:51] like the one on the right
[6:53] uh that has kind of disintegrated has um
[6:57] is the one that looks like it'll be
[6:59] replaced.
[7:00] And the erosion control plan Oh, sorry.
[7:03] And then looking back the other
[7:04] direction, you see the trees that I was
[7:06] mentioning.
[7:07] Um and
[7:09] for the temporal disturbance of this
[7:11] area for the retaining wall work to be
[7:14] done in the foundation to be done, I
[7:16] added a condition of approval that
[7:18] wasn't in the critical area permit. And
[7:21] that was asking for the area at the far
[7:23] side of the lot um within 25 ft of the
[7:26] lake to add three trees.
[7:29] So, that way um
[7:31] the big trees on the right look like
[7:34] cottonwoods, and so cottonwoods are
[7:37] subject to breaking off. And so, I would
[7:39] like some kind of succession plan. And
[7:42] so I've asked him to select something
[7:44] that's native and
[7:46] will provide shade for the shoreline in
[7:48] the long run. So, that'll give it time
[7:50] to grow in.
[7:53] Uh and then there is an erosion control
[7:56] plan, which indicates that they are
[7:57] going to do straw wattles during the
[8:00] disturbance time. So, those will be
[8:02] staked into the ground to protect uh
[8:05] service erosion control to prevent
[8:07] erosion into the lake during
[8:09] construction.
[8:12] And here is the side elevation of the
[8:14] ramp with railings.
[8:17] And then the floating dock.
[8:19] And um
[8:20] that will require an HPA from Fish and
[8:23] Wildlife, and if they
[8:25] um have any conditions, it would be
[8:27] attached to the HPA, but um the
[8:29] applicant
[8:31] and I talked early, and he went and
[8:33] talked to Fish and Wildlife, and I know
[8:34] Fish and Wildlife is on board with the
[8:36] design. So, there shouldn't be any
[8:38] hassle um getting that approved.
[8:42] And that is essentially it. We recommend
[8:44] approval with conditions as outlined in
[8:46] the staff report.
[8:47] And there is one connection um that I
[8:50] noted, and that is
[8:51] there is an
[8:54] uh
[8:54] indication that the site is 1.27
[8:57] acres. I believe it is
[8:59] 0.27
[9:01] acres. It's not 1.27 acres in size.
[9:05] Other than that,
[9:06] um if you have any questions, I can ask
[9:08] those.
[9:09] >> I don't have any questions.
[9:10] » I don't have any questions.
[9:10] >> Thank you, Mr. Travis.
[9:12] » Thank you, Mr. Travis.
[9:12] The applicant's opportunity to testify.
[9:15] >> So, that's
[9:16] » So, that's
[9:16] >> Okay, and just because you're not on the
[9:18] » Okay, and just because you're not on the
[9:18] mic, uh the
[9:19] applicant says he doesn't have anything
[9:20] to add. Does anybody else want to say
[9:22] anything at all about this application?
[9:24] >> And Jack online is the consultant.
[9:26] » And Jack online is the consultant.
[9:26] >> Oh, I'm sorry.
[9:27] » Oh, I'm sorry.
[9:28] Uh yes, Mr.
[9:29] Loringer. So, thank you.
[9:34] » Travis did a very good job of uh
[9:36] describing the project there.
[9:39] >> Mr. Laurencher, can you give us your
[9:40] » Mr. Laurencher, can you give us your
[9:40] name and and
[9:41] who you're representing?
[9:43] >> My name is Jack Laurencher and
[9:47] » My name is Jack Laurencher and
[9:47] I'm independent permit technician and
[9:51] I'm representing Bob Macleth.
[9:54] Um
[9:56] and
[9:57] I just wanted to say Travis did a really
[9:59] good job of presenting this project
[10:03] and basically we're just looking for
[10:08] safe way
[10:09] to
[10:11] get Bob to be able to use a dock and
[10:15] enjoy the lake there. Uh
[10:18] and
[10:20] it also enhance his deck so that when
[10:24] it's raining or really sunny he can
[10:26] still be out there enjoying it. So
[10:29] Um I'm here if there's any questions at
[10:33] all about the proposal.
[10:36] >> Okay. Thank you, Mr. Laurencher.
[10:38] » Okay. Thank you, Mr. Laurencher.
[10:38] >> Sure.
[10:39] » Sure.
[10:39] >> Did you want to testify, sir?
[10:40] » Did you want to testify, sir?
[10:40] >> The gentleman behind you did.
[10:42] » The gentleman behind you did.
[10:42] >> Uh oh,
[10:43] » Uh oh,
[10:43] if you do, too, come on up. I
[10:47] » My name is Terry Jones.
[10:58] And I was just mainly curious
[11:01] what the thoughts was
[11:04] with this
[11:05] question
[11:06] with the
[11:08] last
[11:09] Terry Jones
[11:11] the name of the job
[11:20] I was just wondering
[11:23] the shoreline
[11:29] Excellent.
[11:32] the way he
[11:33] can be
[11:34] Okay.
[12:08] » Mhm.
[12:43] Okay.
[12:44] Thank you, Mr. Johnson.
[12:47] Come on up here.
[13:29] No.
[13:34] » I think the city wants that, too.
[13:38] Yes.
[13:42] Okay. Thank you, sir.
[13:45] There's nobody else in the room, nobody
[13:46] else online. So, anything further from
[13:49] city staff?
[13:50] Anything further from the applicant, Mr.
[13:52] Lauinger?
[13:54] Or Mr. Lauinger?
[13:56] >> No, there's nothing further.
[13:58] » No, there's nothing further.
[13:58] >> With that, I'll close the hearing and
[13:59] » With that, I'll close the hearing and
[13:59] close the record based on the findings
[14:01] in the staff report. The application
[14:02] does comply with the or can comply with
[14:04] the approval criteria subject to the
[14:06] conditions in the staff report. So, I'll
[14:08] approve the application subject to those
[14:10] conditions.
[14:11] I'll issue my decision within a maximum
[14:12] of 2 weeks.
[14:14] Try and get it out sooner, but I've got
[14:15] a ugly one in front of me.
[14:17] Um
[14:19] So, I will send my decision to the city.
[14:21] The city will send it to parties of
[14:22] record, which are the gentlemen who
[14:23] testified today. And that concludes our
[14:26] hearing. Thank you, all.
[14:28] >> Thank you.
[14:30] » Thank you.
[14:31] >> Wish they were all this easy.
