[7:34] Mr. Dean began his military career and field artillery.

[7:38] After several years of field artillery, he became a telecommunications specialist in the

[7:46] He acquired several awards with recognition and distinctions, which include the Army Commendation

[7:53] Medal, Meritorious Service Medal.

[7:56] The Fence Maritorious Service Army Achievement Medal, Joint Maritorious Unit Award, Top 10 in the Field of Signal and Telecom.

[8:08] Mr. Vain was the Department of the Army's selected for recruiting and served as a recruiter and Dallas Texas.

[8:16] His other beauty stations include North Carolina, Georgia, Germany and Belgium.

[8:21] He has lived in Clayton County with his beautiful wife, Joni, for 26 years, Mr. Dean has four

[8:28] daughters and one granddaughter. For the past 23 years, he has worked for a large financial

[8:33] institution as a network engineer. He has the following degrees, associates and arts,

[8:41] bachelor of science, computer information systems, and a master's of science administration

[8:47] information and resource management.

[8:50] Mr. Dane has served his community in many ways.

[8:54] He was a band parent for low-gear high school, served as a basketball official with South

[8:59] Atlanta Basketball Association, and Metro Basketball Association, a Fishing, a Fishing.

[9:06] Volunteer at low-gear high as a parent and cheerleader, volunteered as President of the

[9:17] of active traffic.

[12:34] Whereas the National Celebration of Senior Center is began in 1979 with senior center

[12:41] The concept gained support of other aging organizations as well as the full Senate and the House

[12:47] Elect Committee on Aging.

[12:49] And whereas in 1985, the National Institute of Senior Centers was instrumental in achieving

[12:55] the first senior center-week presidential proclamation, signed by President Ronald Reagan.

[13:00] In 2007, and IAC, designated the entire month of September as senior center-month to give centers

[13:08] greater flexibility in scheduling, celebratory events.

[13:12] And whereas this year's theme is senior centers, meeting seniors where they are, which

[13:17] focuses on how the senior center's deliver vital connections to support older adults,

[13:23] while promoting a positive image of aging during the pandemic and beyond.

[13:27] While delivery methods have changed during the past year, the centers have succeeded in providing

[13:32] knowledge, programming, and additional resources to the residents of Clayton County through

[13:37] The transformation of virtual programs weekly wellness calls and the delivery or pick-up of

[13:43] meals.

[13:44] In collaboration with Clayton County Fire in Emergency Services during the pandemic, the

[13:49] Centers provided vaccinations and COVID-19 guidance from members.

[13:53] And whereas through a variety of services, programs and activities, senior services,

[13:59] empower older adults to stay active and healthy, continue learning, share experiences,

[14:04] and stay connected with friends and family. These activities reduce isolation and depression,

[14:11] dramatically improving the health and wellness of our senior's lives.

[14:15] And whereas Frank Bailey Senior Center, J. Charlie Griswell Senior Center,

[14:20] Sonna Singleton Gregory Senior Center, Kinship Care Resource Center

[14:23] in the Flint River Community Center, affirms the dignity, self-worth,

[26:02] or upgrade. The interior needs renovation and expansion. There's a Wi-Fi problem throughout

[26:09] the whole system. I was told that this is being addressed. We need to get this fixed.

[26:15] These improvements will provide quality service and offer additional programs to the community.

[26:21] This is a good investment for the account. The IT department needs to fix the video system

[26:26] hand the auditorium. That's bootleg. The screen is not very clear and it is worse on a computer

[26:34] because it is a picture of a distorted picture. This is important when the board of commissioners

[26:41] are talking about how they're going to spend more of our money. There are commissioners who want

[26:47] to have hearings on changing names of buildings and streets because of the negative historical

[26:53] association. When did this become a priority? And what is the cost?

[26:59] Eflation is raising prices and you have voted to raise our taxes. Remember what

[27:05] Ms. Talley said? Where is our money being spent? Will you have hearings on the

[27:11] total cost for your personal trash pick-up? And what about the funding for the

[27:15] Alzheimer's Senior Center? So changing street and building names is not a priority.

[28:14] County Commissioner should be able to send me a survey, which is more important than

[28:25] Now, on the subject of illegal dumping and littering, the Board of Commissioners are suggesting

[28:32] that mandatory garbage pick-up will eliminate littering and dumping.

[28:40] The Board of Commissioners are using dumping and littering as a substitute in order to

[28:47] cram mandatory garbage pick-up down the throats of Clayton County citizens.

[28:54] Two or three years ago, a public hearing was held on mandatory garbage pick-up and

[29:02] overwhelmingly, the majority of Clayton County citizens were against mandatory garbage pick-up.

[29:12] After you were told no at the public hearing, why do you keep trying to sneak in the back door and get a yes

[29:28] closing?

[29:29] Please don't erode our right to choose because freedom of choice is one of our most precious civil rights.

[29:41] Please let us choose our own garbage company.

[29:47] If you want to revisit this issue, I suggest you wait until the threat of COVID is over before you convene the public hearing again.

[42:01] based upon everything that I've researched and talked to other jurisdictions

[42:06] is that we feel there's something going on for there to be an audit conducted.

[42:10] There are many there are many areas in this county that could use

[42:14] and outside audit and I believe that if this board feels that that is the case

[42:20] For me, I would be a little bit more comfortable if it was a audit by the Certified Public Accountant

[42:31] to make sure that things were followed.

[42:34] We are not attorneys.

[42:37] We are not accountant.

[42:39] We need to have that recommendation from an auditing firm presented to this board.

[42:44] And then hearing if that needs to proceed at that particular time.

[42:47] And I look forward to it because I have a quite a few more that need to be audited even in our policies and procedures.

[42:54] So, just to not to get into what the actual issues are, but it goes beyond just a accounting issue.

[43:07] Once, if this resolution is approved, once this board hears the information that's provided, you all have the authority to say,

[43:16] This is not enough. We want to hear more or to make the decision to move forward with removal.

[43:23] Mr. Reed, I apologize, I must help you understand. And audit is not just dealing with the counting and audit looks at everything that is going on.

[43:36] There is what's called a forensic audit. There is a complete audit. There are many levels of audit.

[43:40] So it will catch it. There's a reason that audits take place. It's not just dealing with the counting.

[43:47] It deals with policies. It deals with procedures. It deals with laws.

[43:50] And that audit will return back a recommendation to this board if we see fit at that time to move forward.

[43:57] I just really would like for us to utilize the resources or professionals.

[44:03] And I know this respect to you because I know you got your jurors in law.

[44:07] But, as you know, majority of accounting is law, there's not numbers.

[44:12] So why are you clearly?

[44:14] What I was attempting to say was that this issue is not related to an audit.

[44:20] What's related to is the legal standard of whether the conduct that was done amounts to misconduct.

[44:29] That's a factual issue that's based on a legal issue based on the facts that's presented before you.

[44:35] independent of an audit, independent of an ethical, independent of any other things,

[44:41] there are things that the information that comes before you all is within your jurisdiction

[44:46] as members of the pointing authority that put Mr. Brian on the board to listen to the facts

[44:54] determine whether in your reasoned belief if there's enough to rise to

[45:00] The level of misconduct or if you'd like to have other things to look to weigh more that gives you more comfort.

[45:10] Those other things are things that can be accomplished, but that's not what this is about.

[45:20] We have to be very careful of a board of isolating back and forth. Several years ago there were people on the board that even myself

[45:27] felt needed to be reviewed and behaviors needed to be reviewed. So again, if we

[45:32] feel that way, even if the Board didn't feel an audit was appropriate, this

[45:36] is already represented to the DA. She has the ability to review it and to move

[45:41] forward. For me, as a Board of Commissioner, as a Commissioner, I would just

[45:46] like to have the professional opinion if you don't want to do an audit, then at

[45:51] least of the DA to present it. They have full authority to move forward if they

[45:56] something is done inaccurately and make a recommendation to our

[46:00] poor. We have to be very careful when we do this.

[46:12] fire as well as, you know, I don't like peace bill anything. I would like to look at the

[46:16] full scope of allegation and then present everything at same time. But again, that is my

[50:24] a gift cards to take care of their families and to live.

[52:04] a passing, were trying to encourage more citizens by any means measure, because this is that

[52:12] that this Delta variant is taking and killing folks every day.

[52:18] And to me, we need to do everything that we can within our power and

[52:22] authority to do with this ARPA money, which it is an allowable expenditure

[52:28] to spend it as an incentive for a citizens to get vaccinated.

[52:35] And to cap County, I want to say they saw a 2,500 people get vaccinated

[52:40] it over the weekend, I want to say it was. So it is work, and I do believe, not everybody

[52:48] can, can, I might go say that. $100 is an incentive for some people to want to get

[52:54] vaccinated. Some people might need to put food on their table, and not have any other means

[53:00] to do so. And if they do so by getting vaccinated, then that's a win-win for the family

[53:05] well as themselves. So, you know, I don't know what is going to end up being what the number

[53:12] will be, but at least I truly believe it's going to be more than what we have now. Any time

[53:18] we can increase the number, I'll care if it's 1, 10, 15, 100, 100, 100, 1000. That is what we can get

[53:26] out of this, then it's one more person than we have now. The hospitals are overran, and again,

[53:33] like I said, there's people dying left and right and I just feel like we need to try something

[53:37] to get more people to the table.

[53:40] And I can respect that chairman.

[53:42] But where do we stop?

[53:45] We're going to have to try to be shot.

[53:46] Or do we give them $100 for getting flu shots or any of the other shots that they have to

[54:15] I think these are the programs we need to begin to utilize.

[54:19] If not, then let's go ahead and begin to get the mobile stations which I've talked to

[54:22] I passed to recently about about 43 in District 4.

[54:26] Put these mobile stations out so that we make them available, the vaccine available, and

[54:31] testing available to our citizens.

[54:34] And Commissioner Davies, if we do have one earmark for all of the above that you mentioned.

[54:38] So don't think that we are not, or that we take it lightly in those areas that you just

[54:44] mentioned.

[54:44] Because there is a whole lot of money earmark for those purposes as well.

[54:49] Let me say one thing in an outturn of it, the D-Trick, Mr. Stamford, your correct, the ARPA,

[54:59] does allow money to be used to incentivize people to take the of that scene.

[55:07] And if you call it, if there was somebody that was not allocated initially from the initial money,

[55:13] So there's some portion that we're using of the unallocated funds.

[55:18] The particulars of the program will be rolled out.

[55:22] Right now, this is just basically the authorization

[55:26] for us to implement the program.

[55:30] And how to go and how you would track it,

[55:34] and those type of things will be spelled out once or

[55:38] if this board decides that it wants to go down that path.

[56:20] post that period to give you an update

[56:23] as to how effective we've been with regard

[56:25] to increase in our vaccinations throughout the county's to go.

[56:42] You know, like Commissioner Davis said, you know, have it, have it available, because right now, you really can, I've had people asking, you know, where can they take the shot, I go to my doctor's office, do I go to the hospital or where, so maybe if we have some other facilities available, then maybe more people would, though, you know, make it convenient, I guess for them.

[57:08] that the county would be wanting

[57:10] through our fire, EMA division.

[57:12] So they will have the mobile unit out,

[57:14] born into community, do just the things that you just outlined.

[57:17] However, he wouldn't include us from utilizing CVSs

[57:20] in the audit facilitators of providing vaccination.

[57:23] And then what will happen, theoretically,

[57:25] individual will get their car,

[57:25] once they're fully vaccinated,

[57:27] so that their data is post September 7th,

[57:30] and then in turn, if they show their car,

[57:32] then they will receive the water dollar gift car.

[57:39] can show that you've gotten fully vaccinated post, the board or the board decides to

[57:43] go to this direction, then if you provide that car, we will have to give you a water

[58:45] Correct, and I'm wondering, do we have a comprehensive list of those individuals or those businesses?

[58:55] Every site that registers to be able to provide the vaccine is registered to Department of Public Health.

[59:00] So, if you go on BPH's website, there's several COVID-19 links on their one as to vaccination providers.

[59:08] And then it's up to that individual provider whether or not they're registered as a public provider,

[59:12] which means their information is visible to anybody who goes to that site or whether they're a private provider.

[59:17] So for us specifically, if you go look at that county farm emergency services, it's not listed as a public vaccination provider because our main effort has been focused on county employees, the county of correct force, minus those events that we did open up to the county public like we ran a public vaccination site for four weeks down in the Flint River Community Center that had limited participation in that.

[59:42] So we have the ability to ramp up and offer these types of public.

[59:48] But that list does exist, it's on the DPH website.

[59:51] The reason I ask that particular question is because if we made some subset of that list available

[59:57] to our citizens, that would even be...

[1:00:00] That would allow them to know other vaccine points where they could begin to get that vaccine from.

[1:00:36] At the end of the day, when it comes to vaccinations, when you go to the EMS site, you all have the link there.

[1:00:44] When you Google vaccinations, the link is there, the link is available.

[1:00:52] There's no need for us to create something separate.

[1:00:57] I know this because my office and myself have been sending it out religiously.

[1:01:11] I think that we have to be careful of reinventing the wheel and let that continue to work.

[1:01:16] I'm also noticing coming from the health world where I work on the insurance side

[1:01:22] that a lot of the employers are incentivizing this.

[1:01:25] Where this is a great opportunity, I commend those who made the recommendation.

[1:01:30] But for me as a commissioner, we heard earlier.

[1:01:33] And somebody stated some folks are struggling with jobs, put food on their table.

[1:01:37] I got kids home right now with what actually had to come home from school and to the

[1:01:42] tent. Those parents can't go to work. We have to prioritize our spend in our

[1:01:46] money. And so for me, I would have rather for us to not raise the tax and use the

[1:01:51] 18 million, at least a portion of it to make sure that money went into the homes.

[1:01:55] That's how people put food on the tables. The other thing is I think we need to raise

[1:01:59] the salaries of our employees and do the part that we can do. So we're taking care of

[1:02:04] The citizens that way and employees is $100, is a grand, great idea, but I do see that it may be difficult to manage.

[1:02:14] And I do also see that we have to prioritize how we can help with this fight against COVID-19.

[1:02:22] And I'm not sure if that's spending the money in the, not necessarily the best order for us where we're hit the worse.

[1:02:30] We know in Clayton County our citizens have the lowest incomes.

[1:02:34] So if a family can't go to work, because these taxes have been raised, but we can go spend money

[1:02:39] for those who got the vaccine afterwards, then we need to look at our priorities again.

[1:02:44] Just one last quick question for me.

[1:02:47] If we were to do this, and people go to the other locations, the other stores or whatever.

[1:02:55] Chief, and I think it's directed to you.

[1:02:57] Do we have any way of knowing whether or not those vaccine cards or legit or not?

[1:03:05] You know, whatever card they get, you know how they say they have so many false cards going around is not really legit.

[1:03:14] If the card is accurate, and the card is valid, we're a part of the Georgia Immunization Registry.

[1:03:22] It's got a long name that I'll shorten, and they call it grips, because it's true.

[1:03:27] But we can pull up an individual's name, just by their name, a date of birth, and validate whether or not they've actually been given the vaccine.

[1:03:34] So, if there's a registered vaccine provider in the state of Georgia that's given that,

[1:03:38] regardless of whether it's in Plain County, Savannah, North Georgia, that your name will appear along

[1:03:43] with your vaccination record in that state-wide system.

[1:03:46] It's a requirement that we put it in there, so no matter which provider you go to from a health

[1:03:50] care perspective, they can see what vaccinations you have.

[1:03:53] So, somebody was to bring a card, obviously that system is only accessible through registered

[1:03:59] users, which all of my nurses are in my facility, so we can validate that that vaccination

[1:04:04] is actually valid and that they have had that vaccine. And all the information we need to

[1:04:09] do that is on the court. Thank you. Yes, ma'am. Well, and one last thing, all these vaccines are

[1:04:16] free. So, whether you are working or making a million dollars a year, it's costing you the same

[1:04:22] price, free. So, if you don't know, you can't go. And if we have one consolidated list, somehow,

[1:04:33] on our website, even if it's a subset from Pota from DPH, it allows our citizens to go to one place,

[1:04:40] under our health and human services or whatever we want to do here and begin to look at where is

[1:04:46] The closest location for me to get a vaccine.

[1:04:51] Commissioner at the board feels the desire to proceed for with this resolution.

[1:04:56] We will utilize all our resources to try to be strategic about how we get the word

[1:05:00] out to our community and figure out other ways that we could be innovative as Commissioner

[1:05:05] Franklin in our lives earlier.

[1:05:09] Again, one of the things we're looking to do, we're meeting before the week is out, but it

[1:05:13] is all dependent upon what the board's decision would be,

[1:05:25] to ensure that the individuals that see this as a value that you know where to go
