[6:36] first Sergeant retired Theodore Ted Merit dedicated 20 years to serving our nation.

[6:40] In the United States Army, from 1968 until his retirement in 1988, he proudly served with

[6:47] the 565th Quartermaster Battalion, with the saw Miss throughout the United States and abroad,

[6:52] including Korea and Frankfurt Germany. During his distinguished military career,

[6:56] first sergeant retired Theodore Ted Merit served in the Vietnam War, where he demonstrated remarkable

[7:02] courage and dedication. His service earned him numerous military honors, including the Meritory

[7:07] Service of Award Medal. Army Commodation Medal, Army Achievement Medal with Oak Leaf Cluster,

[7:13] Vietnam Service Medal with four bronze service stars, Republic of Vietnam Gallantry Costs,

[7:19] Air Assault Batch, and Marksman Batch, among others. After retiring from the Army as a

[7:25] Sergeant for his class, his commitment to service continued. For more than 30 years, he has served

[7:30] Clayton County as a pro-worker, including 15 years as precinct manager at the Lake City Precinct.

[7:36] Our Sergeant retired Theodore T. At Merit's life reflects some remarkable legacy of service.

[17:58] We do not chase out our poor but strong law enforcement is not negotiable. Personal safety should not be attached to a price tag.

[18:05] A deputy pulled over my bus last week, I was annoyed, but I stand 10 toes down that Clayton

[18:10] County will never become a war zone that it was in 2006.

[18:15] Given respect to open up the office, we let law enforcement do their job.

[18:20] Most of my queries will be request, my demand is that we all stay on code.

[18:25] We must clearly remember our history and be sure to remember not to inadvertently repeat

[18:30] injustices that previous generations endured.

[18:33] we can all rise together.

[18:36] We should not shoot for the bare minimum in education,

[18:39] including adult education, and create an economy

[18:41] that the bare minimum cannot survive in.

[18:44] It is perfectly fine to overtly and bluntly raise the bar.

[18:49] It is perfectly fine to tell people they will need more

[18:51] than a high school diploma or GED to survive in this economy

[18:54] and aggressively point them in the right direction.

[19:50] I'm acting you to please, as a taxpayer, and a home owner who is just dressed beyond paying high.

[20:00] High taxes to approve more homes in Clayton County, Georgia. We need this to minimize and reduce the taxes that we're having to pay. Even if your preference is to reside in a town home, we need homeowners to help minimize, to help reduce the taxes for us because we're taxed beyond belief.

[20:24] The adjacent counties to Clayton County pay less taxes than we do and have more to give to their constituents

[20:31] Speaking of Henry County and Fayette County, so I'm asking for your support, please.

[20:38] Approve more homes here in Clayton County to help reduce the taxes for us, because I actually, as a homeowner, and as a taxpayer,

[20:48] if you do not support us, when you need our help, why should we support you?

[21:20] I stand before this board today, as a citizen, a county employee and a elected leader to say plainly.

[21:27] I'm disappointed and bears, and frankly discussed by the actions of this board for the past several months.

[21:34] I intend to bring my entire office with me to this meeting today.

[21:44] Many of them are Clayton County citizens and voters.

[21:49] Some of them are present.

[21:50] Some of them.

[21:52] Others cannot be here because they work two or three jobs.

[21:55] Additional jobs to survive on their full-time salaries that's been approved by this board.

[22:01] To you, if you are not going to pay people a living wage, then at least give them the person they need to do jobs.

[22:08] You respect them to do. By way of example, on June 16th of this year before you approved the FY27 budget I came before this board and requested two positions for my office for litigation support specialists and investigate the system. Two positions, 141,822 dollars total.

[22:25] I was told that there was no money for new positions, that I needed to wait for mid-year budget review.

[22:32] I was told that it's the same thing the year before, and then at your last meeting, this board created the position for the county attorney's office costs

[22:40] in 173,000, $30. Let that sink in.

[22:46] Utah, my office, these folks back here, that there was no money for two positions costs in 141,822,000.

[22:53] start to run in a proof of one position for $173,000.

[23:00] That's not consistent. That's not

[23:02] consistent, that's not fairness and it certainly does not look like equal treatment. I'm

[23:07] not asking for special treatment. I'm not asking you to apply the same, I'm just asking

[23:11] you to apply the same standard to my office that you apply to others. My staff has overworked

[23:16] and the need is real. The positions were specifically identified and you have now demonstrated

[23:21] that the money for additional personnel is this.

[23:25] So when we reach mid-year budget review, not that we have to, I am not coming back to

[23:30] ask you to consider these positions again.

[23:32] I'm asking you to fund them.

[23:34] No more excuses, no more delays, no more telemime employees to wait another year while other

[23:39] offices receive the resources that they need, don't mind the requests.

[23:43] The citizens of Clayton County in Washington, County employees in Washington, your fellow

[23:47] elected officials are watching.

[23:49] And not only are they watching what you say we are watching, who you support, who get your support,

[23:55] who gets your resources, and what standards you apply when making those decisions.

[23:59] If you truly want to move Clayton County for it, then prove it with your decisions.

[29:27] up and criticize what you do, but I'm not here to condemn you, I'm here to commend you.

[29:38] acting upon changing the name, and I also want to thank

[29:43] the commissioner Allen for coming out and supporting the effort.

[30:07] Ladies and gentlemen, Klein District 2. Sticks and stones may break your bones, but a bullet is wet to my son's life.

[30:15] I haven't disappeared. I've become quiet because I'm deeply disappointed in the system that I spent four and a half years trying hard to trust.

[30:24] And I refuse to allow my advocacy to be labeled hostile, simply because my questions make leaders uncomfortable.

[30:30] I am a mother seeking justice for my child's steel while asking and letting officials and public

[30:37] servants to simply do their jobs. I am not a threat or the problem. The problem is much, much

[30:43] bigger and deeper than I am. And while I stepped away from the podium, I never stepped away from

[30:49] this community. I've continued to volunteer with our children. I participated in the food,

[30:54] pantries, the clothes, drives, I'm a team, so I'm at the team's assignments, the community

[30:59] lockbox giveaways, and work with parents, date without a title, a paycheck or a 501

[31:05] seat attached to my name. I continue to show up because I genuinely care while still being forced

[31:12] to police my own son's murder case. When defended, one of Clayton County's tops most

[31:18] went up over three years was finally apprehended and Kentucky. I wasn't notified of his

[31:23] tradition back here or his first appearance. That's the problem. Well, the other one that was

[31:29] I don't want had been incarcerated in Florida ever since November and from monitor and all

[31:35] without our share or our DA knowing, I notified them after I found out after 215 days. Then

[31:44] I witnessed Fingerpoint and after 226 days and 21 hours he walked out of the Florida jail unsupervised.

[31:51] It took Clayton County 45 days to rebooked his line, although the arrest and

[31:57] Alpha David alleged that he stated, I do this.

[32:01] Kiel people, that's a public safety issue.

[32:06] Court started at 2 o'clock and I received the message at 224 and was already

[32:11] in session and I was only invited by Zoom.

[32:14] Yet somehow the defendant was notified to be present, but not me.

[32:18] Talk behind my back all you want when in my face you will not play.

[32:24] I have lost confidence in some of the leadership in Clayton County, but I have not lost

[32:28] my commitment to this community.

[32:31] As a question, does not make me make me difficult, expecting someone to know their job does

[32:35] not make me hostile and demanding justice for my child.

[32:38] China does not make me unstable, it is only a fraction of what makes me his mother.

[32:43] Again, sticks and stones may break my bones, but an elective official without compassion, accountability, and concerns what the people they serve can do from in this harm to an entire community.

[32:57] It's not just me. I receive many calls and communicate with the people that you are elected to govern.

[51:39] In addition to that, the county is paying a retail price for airfare.

[51:44] Most of the help hotels that travel a stay in when they go to conferences.

[51:49] is not all conferences, also discounted hotels in addition to that under this program, we would

[51:57] also get discounted rental cars as well.

[52:02] Let me say this.

[52:04] We did have someone here at our work session that was discussing that and she admitted that

[52:10] we do get better discounts on some of the conferences and hotels.

[52:15] If we register with them a certain date of whatever, then we are usually offered those discounts.

[52:24] And I don't know if anybody else I've made a notation that those rates are better than what they offer.

[52:29] So I'm just trying to find out why we want to spend $98,000 for somebody to come in and do what we already have employees doing and keeping up with.

[52:43] The cost to the county is $27,500 roughly per budget year.

[52:50] So it's not $98,000 paid in one fiscal year.

[52:54] So I want to clarify that there is a set up fee to set up the program with the county in

[53:10] And so my office in recent months has been inundated

[53:16] with a lot of travel requests that are not

[53:20] in compliance with the travel policy.

[53:23] And unfortunately, before my time, a lot of those travel

[53:29] request that we're not in compliance, people were able to go on trips and book hotel

[53:34] sweets and not follow the travel rules. And so the purpose of this system is to bring

[53:41] compliance across the county and to bring cost savings to the county. Those are the top two

[53:47] reasons for moving forward with this program. Sounds like we need to train our people train our

[53:58] missioners, train whoever's traveling, on what they need to do instead of paying this amount.

[54:04] We just had an elected official come up because that department couldn't get what they wanted

[54:10] this for as money for personnel, that kind of thing. I can see us doing for the different

[54:17] departments and all, but it seems like a waste to me. Express to my personnel, we have

[54:24] in place that can do this? Well they're not trained to do this.

[54:28] Well they can be trained to do this. Well they can be trained.

[54:32] It's a cost 92 training employee. But it won't cost 98,000.

[56:09] learn that they book a room under GSA roots and so GSA rates are found with the federal

[56:17] government, just to give you an example, if you travel to the city of Memphis, GSA might

[56:26] say that the per-demry for that city per hotel night is $150. And so the traveler, in that

[56:36] case, has the obligation to find a hotel room that has a comparable rate to that $150

[56:45] and then the audience.

[56:46] And so yes, correct.

[56:48] And so, our auditors do review the travel costs and expenses that incurred, you know, during our budget

[56:58] years.

[56:59] And so, that information is also important and moving forward that our auditors also

[57:05] expect us to be in compliance with our own travel policy.

[57:18] my personal travel, I go to these different charvago and some of these things, or whatever,
