Uh welcome back to the clubhouse,

everybody.

» Uh a month or so ago, uh Chief uh put
[0:57]
out a message about uh e-bikes, electric
[1:00]
bikes, and all those scooters and
[1:01]
things, what we could and what we could
[1:03]
not enforce with them, and there's not a
[1:05]
lot. We just keep it people informed how
[1:07]
dangerous they are.
[1:09]
So, a few weeks ago, we saw where in
[1:10]
Spring,
[1:11]
uh a little girl went straight through a
[1:13]
stop sign and was hit by a pickup truck.
[1:16]
And uh it's it's constant problem.
[1:19]
It's a problem here, too.
[1:21]
Uh in the mornings, I see men riding
[1:23]
bikes just as fast as they can ride
[1:25]
them. They'll go wide in the turn and
[1:26]
come right on through both stop signs.
[1:28]
I see it every morning. I got to work
[1:30]
about 6:30.
[1:32]
Uh this morning, I saw the same guy I
[1:34]
see every day coming from Kemah across
[1:37]
East Shore.
[1:38]
He rides that electric bike and went
[1:39]
straight through that East Shore and
[1:41]
South Shore stop sign, 20 mph.
[1:44]
So, we need to keep reminding people how
[1:46]
really dangerous this is, and somebody's
[1:48]
going to get killed sooner or later.
[1:51]

they've done a great job at at putting

this place back in order.

Uh can't really tell anything happened

to it, honestly. The floors look
[2:20]
amazing.

so we don't have to budget for that this
[2:24]
year. We got that done already.

Um I do want to thank Mike and Cheryl,
[2:29]
uh actually thank Christie for
[2:31]
the Monday morning after this happened,
[2:33]
being on the phone with TML and getting
[2:35]
this going pretty quickly. Um
[2:38]
Mike got on top of it. He got on the
[2:40]
phone.
[2:42]
Somebody was here on Tuesday assessing
[2:45]
it and they started working on it right
[2:46]
away.
[2:47]
Initially, they had mentioned that it
[2:49]
might take several months. It didn't
[2:51]
take nearly that long at all. Uh but I
[2:53]
think some of that had to do with Mike
[2:55]
being on top of them and
[2:56]
letting them know that we were out of
[2:58]
place having to go somewhere else and
[3:00]
how badly we needed to be back in here.
[3:02]
Um so I appreciate everybody's work on
[3:05]
getting that started and getting that
[3:06]
done. That helped get it done quickly.

The boat ramp is open, open for
[3:14]
business.

been a long time coming, but it's there.

I know there are still people who have
[3:21]
some complaints about it. I can't help

them. I'm just happy to see it. I'll be

honest with you, I think that it's
[3:27]
probably one of the nicest boat ramps in
[3:29]
Galveston County right now. I mean, I've
[3:32]
been to a lot of them to go look and see
[3:33]
what kind of rules they had at them
[3:35]
before
[3:36]
uh we made our rules. So, um we get
[3:39]
blessed with a really nice one and we
[3:41]
don't have to pay for it.
[3:43]
Um
[3:45]
we're going to have a ribbon cutting
[3:47]
this Friday at 9:30 a.m. down at the
[3:49]
boat ramp.
[3:49]
There's going to be several elected
[3:50]
officials. We'll have some cold drinks
[3:52]
down there.

Uh we got a few giveaways that Amanda
[3:56]
wanted to give to those who show up to
[3:58]
that.

please come and help us celebrate the
[4:01]
opening of that really nice boat ramp.

It's been a long time coming.

Uh last day for committee applications.

So, that's this Friday.

Uh as of right now, we don't have a

whole lot of people applying for those
[4:17]
committees. We got planning and zoning.
[4:19]
We got openings on parks, ZBOA,
[4:22]
waterfront compliance, and roads and
[4:24]
drainage. So, if you want to get
[4:25]
involved with the city, now's the time.
[4:28]
Uh make sure you get your application in
[4:29]
so that can be reviewed and uh those
[4:33]
committees can visit with you about
[4:35]
joining their committee.
[4:37]
Uh we do rely on
[4:39]
uh involvement from the citizens to keep
[4:41]
those things going. Uh if we don't get
[4:44]
enough, we're going to have to extend
[4:46]
that, I guess.
[4:47]

but please get involved if you're not
[4:49]
involved.
[4:50]
Or if you have been involved, get back
[4:52]
involved.
[4:53]
Uh but a lot of a lot of good things
[4:55]
happen in the city through our volunteer
[4:57]
committees, so please join one and help
[4:59]
us out.

» Councilman, we addressed the stop sign

issue. We're through with the warnings.

We've issued citations for these stop
[5:16]
signs.

Uh what it sounds like from what you're
[5:18]
saying now, I had saying them. I get
[5:20]
here 7:15 in the morning. Sounds like
[5:22]
maybe they moved their time up earlier,
[5:24]
but we are addressing it and we have
[5:26]
issued citations for that. Happens
[5:29]
often. So, we are addressing it as well
[5:31]
as the uh
[5:32]
Depot Park,
[5:34]
the parking situation, city ordinances.
[5:37]
Um I myself I'm out there a lot and I've
[5:39]
noticed a cleaner parks, which has
[5:42]
helped the public work guys.
[5:44]
Um

you know, we're done we're done with the
[5:47]
warnings, so we're addressing it, towing
[5:49]
vehicles. So, we towed one earlier
[5:51]
today.
[5:52]
So, we're going to continue with what
[5:53]
we're doing till we get the parks
[5:55]
totally cleaned up and and
[5:57]
and uh
[5:58]
get a good direction to go in.

Uh boat ramp, we are
[6:14]
still waiting on CenterPoint to replace
[6:16]
the pole,
[6:18]
the the light pole that does have the
[6:19]
mast arm light on it, um
[6:22]
right at the entrance.
[6:24]
They're going to put a bigger pole in
[6:25]
there that's a little beefier, and once
[6:26]
they do that, then they're going to hook
[6:28]
up our lights for the parking lot, so we
[6:30]
will actually have lights in that
[6:31]
parking lot.
[6:32]
Um and I expect if there are the wrong
[6:35]
directions, I will hear from people
[6:37]
right afterwards.
[6:40]
Uh narcissus,
[6:43]
some projects just don't go as planned.
[6:45]
Um
[6:47]
Lucas Construction is the general
[6:49]
contractor for that project.
[6:53]
And what we're doing with that, for
[6:55]
those of you who aren't aware,
[6:57]
uh TexDOT has recently, well, not really
[7:01]
recently, but it's relatively new in the
[7:02]
industry, approved a reinforced asphalt
[7:05]
construction style that they actually
[7:08]
use for airport runways.
[7:10]
So, it's supposed to last basically the
[7:12]
same time as concrete, just about, but
[7:15]
not cost as much as a full depth
[7:17]
concrete roadway.
[7:19]
And it consists of an underlayer on
[7:23]
about a four and a four and a half inch
[7:24]
mill, which we had in places,
[7:26]
two inches of the first layer of
[7:30]
asphalt, and then after that cures for a
[7:32]
couple of days, they come in, uh apply a
[7:34]
substance to it, and put this fiberglass
[7:37]
uh reinforced mesh down before the next
[7:40]
layer.
[7:42]
Well, it's still new enough in the
[7:44]
industry that
[7:45]
sometimes it's hard to get the one-off
[7:47]
sizes of that mesh. And Lucas was
[7:50]
guaranteed
[7:52]
uh
[7:52]
the week before last that they would
[7:54]
have that mesh on site last Tuesday.
[7:57]
Uh
[7:58]
Lucas came out, mobilized all their
[8:00]
stuff, milled that road down on Monday.
[8:03]
And when I checked by with their foreman
[8:04]
on Monday afternoon, he was getting off
[8:06]
the phone with the supplier who said,
[8:08]
"We won't have it for a couple weeks."
[8:11]
And at that time we didn't know if
[8:14]
you leave that first layer down too
[8:16]
long, if it's going to cause adhesion
[8:18]
problems when they go to put the layer
[8:20]
the second layer and all that stuff on.
[8:21]
So, Lucas had to cancel the asphalt
[8:24]
laying for the next day.
[8:27]
And
[8:28]
basically the way asphalt is right now,
[8:30]
it's under high demand and they can only
[8:31]
keep it for a certain number of
[8:33]
certain amount of time once they get it
[8:35]
to the right mixture consistency and all
[8:36]
these
[8:37]
uh constraints. So,
[8:39]
they had to reschedule the asphalt.
[8:41]
Unfortunately, for those on the north
[8:42]
end of Narcissus, that didn't come in
[8:44]
until yesterday, but they finally got
[8:47]
that bottom layer down.
[8:50]
And right now they're telling us that
[8:53]
next week after Labor Day, we should be
[8:55]
able to get the uh
[8:57]
the mesh.
[8:58]
So, I was reluctant to put that out. I
[9:00]
didn't actually share it. Um
[9:03]
the Lucas Construction representative
[9:05]
shared that online.
[9:07]
Um but I I'm reluctant to do that at
[9:09]
that point because I don't feel like I
[9:10]
can tell somebody in the group, "Hey,
[9:12]
we're really sure that these are the
[9:14]
dates we're going to use." I'm not
[9:15]
confident in that yet, but we will keep
[9:17]
you informed of any more hiccups that
[9:19]
will
[9:21]
Clubhouse, um
[9:23]
does look good. This is the last time
[9:26]
we'll be able to redo the floor.
[9:27]
Luckily, I think I'll be dust by the
[9:29]
time we have to redo it again.
[9:31]
Uh
[9:32]
but it looks great. The contractors did
[9:34]
a bang-up job. They got in and out fast.
[9:37]
Um the chief did remind me it still
[9:39]
smells like we had a barbecue in here if
[9:41]
you catch the air just right, but um
[9:44]
it it looks good. We've got
[9:46]
quotes coming for
[9:48]
um
[9:50]
some painting and addressing some needs
[9:53]
for repair on the stairs.
[9:55]
And then possibly doing something about
[9:57]
that eyebrow over the kitchen serving
[10:00]
area to make it look more like the rest
[10:02]
of the
[10:03]
uh clubhouse interior.
[10:05]
Uh pool, we're getting quotes to replace
[10:08]
the non-working pool lights. Uh we have
[10:10]
seven lights in the pool, only two of
[10:11]
them are functional.
[10:13]
Um they are the old mercury vapor type
[10:16]
no halogen type um pool lights that
[10:18]
nobody even makes anymore.
[10:20]
So, we're getting quotes to replace
[10:22]
those with the LED lights.
[10:24]
Uh Grove Park,
[10:27]
getting quotes to um install pavers
[10:29]
between the roadway surface and the
[10:32]
fence line at Grove Park.
[10:35]
That
[10:36]
Thanks [clears throat] to Jay Fenwick,

who is on roads and drainage, he and
[10:40]
Jorge and Odie went out there.
[10:42]
The the drain all of that drains forward
[10:45]
towards the roadway from the park.
[10:47]
That

right of way area
[10:50]
we continually have been filling with
[10:53]
crushed limestone, which during heavy
[10:55]
rains washes down into the storm sewer
[10:57]
system, which completely occluded the
[10:59]
drain box.
[11:01]
And there was only about a 2-in
[11:03]
clearance of the entire
[11:05]
um
[11:06]
pipe that crosses under the road there
[11:09]
from the north side to the south side of
[11:12]
Grove. So, we have we need to do
[11:14]
something to solidify that. So, we're
[11:15]
looking at paving that with some sort of
[11:18]
design. I've been working with Mary. Saw
[11:20]
Mary here this year.
[11:21]
Um we're getting quotes on that and
[11:23]
there's going to be some sort of design.
[11:25]
Call it, you know, kids park, Grove
[11:26]
Park, something like that to where it
[11:28]
also has some nice
[11:30]
um
[11:31]
nice appeal to it. So, it's not just a
[11:32]
slab of nameless concrete, faceless
[11:35]
concrete.
[11:36]
But, it also keeps some of the drainage
[11:38]
problems at bay.
[11:39]
And then, uh, a couple weeks ago, as I
[11:41]
mentioned during our budget works out
[11:43]
earlier, one of our officers was struck
[11:45]
while patrolling the Target parking lot
[11:48]
area.
[11:49]
And, uh,
[11:51]
patrol cars don't hold up well to an
[11:52]
F-450 pickup. And so,
[11:55]
they're still dismantling it to find all
[11:57]
the damage. It may end up being a total.
[11:59]
So, that may be an expense we have to
[12:01]
And for those of you in the audience,
[12:03]
um,
[12:05]
because of all the equipment that goes
[12:07]
inside those cars, my last time to buy
[12:10]
them was about 5 years ago, and we were
[12:12]
paying over 75 grand for a fully loaded
[12:15]
car within that's a base model with just
[12:17]
the equipment that goes in it.
[12:19]
So, uh, it's a big chunk of change
[12:20]
whenever something like that happens.
[12:22]
So, we'll hope that if it is totaled, we
[12:24]
get a good check at least from our
[12:26]
insurance company.
[12:28]

[12:58]
settled on our budget that at at the
[12:59]
last meeting.

Um,

yeah, it may look like we have a lot of
[13:04]
money, but everything has also gotten a
[13:05]
lot more expensive.
[13:07]
So, some of our projects going to be
[13:08]
pushed further out in time. So, our next
[13:12]
one to update you is going to be
[13:15]
in preparation for the new bridge. We're
[13:16]
going to do Clear Lake Road up to
[13:18]
Forest.
[13:19]
And then, the next one after that is
[13:21]
going to be Oak, but we only going to do
[13:23]
from Ivy North, because that's the worst
[13:26]
portion.
[13:27]
We may wait for the southern part
[13:29]
because yeah, we do
[13:32]
spend our money wisely.
[13:34]
Uh other than that, we have three open
[13:37]
positions coming up.

two guys are going to reapply and
[13:43]

[13:45]
climate shores,

the police department for um supporting

said. I've noticed um

a lot cleaner, especially at Depot. We
[14:22]
did a cleanup last week. Um we were
[14:24]
actually more for weeds, like we do, but
[14:27]
we also pick up trash and there was so
[14:29]
much less trash. So, um I do agree and
[14:32]
I've seen them out there and so we
[14:33]
greatly appreciate that help. Um
[14:36]
and then the other thank you was for the
[14:38]
boat ramp. Just everyone that works on
[14:40]
that project, super appreciative um from
[14:43]
the community and from Parks Committee.

It looks wonderful.

And uh clubhouse, we're honestly just

waiting for it to get a little bit

cooler and rain um

before we start working on the bed out

and potentially lose all the plants due

and they're in the process of replacing

the missing

numbers on all the bulkheads.

Said that

the bulkhead for our friend Dottie's
[15:38]
on on North Shore had been replaced,
[15:42]
wasn't up to compliance, so they're
[15:43]
having to go back in and redo part of
[15:45]
it. So, he said that should be done
[15:47]
shortly. So, that's all I have.

eat free pizza.

Um the back to school thing we had to
[18:17]
cancel. We haven't been able to get a
[18:19]
committee person to run it, so we
[18:21]
canceled it. Um but they ended up having
[18:24]
one at Galveston Bay Brewery, so I think
[18:26]
the kids were served properly, I think.
[18:29]
Uh next month's going to be a busy
[18:30]
month. Um
[18:32]
we've got some elections. Uh the the VP
[18:36]
uh comes up and the treasurer comes up.
[18:39]
And then we're going to We're going to
[18:40]
move the island cleanup to November, I
[18:43]
think, cuz Ed Cooney, who's in charge of
[18:45]
it, is having surgery on his shoulder.
[18:47]
And he really wants to do it, so
[18:49]
give him a chance to heal.
[18:51]
Um

and let's see what else we got. We'll
[18:55]
have the National Night Out in October.
[18:58]
We'll have the block party.

And we'll do the witch witches ride.
[19:02]
We've kind of decided to do the witches
[19:04]
ride.

Uh we're going to do it earlier because
[19:07]
we think it's kind of dangerous at night
[19:09]
when it's dark and kids are out running
[19:11]
after golf carts, you know,
[19:13]
chasing after candy and stuff. So, we're
[19:14]
going to try to do it earlier.

And then we probably will do it uh down
[19:18]
at Jarboe instead of Galveston Bay cuz
[19:21]
it just gets so congested down there.
[19:23]
Um and then we postponed the uh
[19:27]
the uh Italian feast because we didn't
[19:29]
know
[19:30]
uh uh
[19:31]
if the clubhouse would be available. So,
[19:33]
we'll do that next year. I For it if
[19:35]
Reagan and Sam will do it.
[19:36]
Anyhow, [clears throat] that's all I

acknowledge the great job that you guys

did, staff and Randy and council and

Mike, getting the clubhouse back

together so rapidly and having a a

process for that and the good condition,

how we were able to preserve it so it's
[20:26]
pretty much the way it was before. And
[20:28]
it's uh pretty impressive. So, it's
[20:30]
going to this this clubhouse means a lot
[20:33]
to all of us because we have so many
[20:35]
functions here as you can hear tonight.

So, I want to thank you guys for getting
[20:38]
that done so quickly.
