[4:39]
participation by the city shall first require additional approval legislation by this council.
[4:45]
Comments on this resolution, Mr. LeBan.
[4:49]
Again, this is one of those Paul Pfizer fund projects. I think he has some notes in there.
[4:53]
These are usually for the Ohio Public Works grants.
[4:57]
You can see the note in there about moving Columbia gases can be moving a lot of utilities
[5:01]
before we start but it's some just necessary improvements found that way we're
[5:05]
looking even with some easements and even land acquisition to better flesh out
[5:09]
turnaround and other things all

[5:56]
Authorizing the city manager to advertise for bid
[5:58]
for the East Substation Power Transformer
[6:01]
and Circuit Breaker projects.
[6:03]
Be resolved by the Council of City of Clyde State
[6:04]
will hire Section 1, the city manager B, and he is here by authorizing, directed to
[6:08]
advertise and receive bids according to Section 133.01A and 133.01B, etc. of the Clyde
[6:15]
codified ordinances for the East Substation, Power Transformer Project, and the East Substation
[6:20]
Circuit Breaker Project in the city of Clyde, and to enter into a contract with the lowest
[6:25]
and best bidder thereof after prior consultation with and approval by this council. Section
[6:30]
2, the expenditure of funds for such a purpose is here by authorizing, shall be taken from the
[6:34]
electric fund. Section 3, the city manager B and he's hereby directed to place
[6:38]
specifications and other bitter information on file in the office of the city
[6:42]
manager to enable prospective bidders to obtain the same. Okay comments on this
[6:48]
resolution, Mr. Levin. You see the very large items. This is something we did on the
[6:54]
west sub quite a while ago. It's time for the east. Again, upgrading the or updating
[6:59]
the 69 KV transformer and all the circuits involved. So it'll require taking a
[7:04]
sub-off line for a while. Funding electric fund, depending on where it's at, sometimes
[7:09]
we've cashed these, sometimes we borrow from AMP, and they extend the line of creditors
[7:13]
part of our membership. So, something exactly how, again, so as to get bid and time, so this
[7:19]
will be discussed in the budget time coming up here, too.
[7:24]
Additional comments or questions, Mrs. Meek?
[7:27]
I have none.
[7:27]
Mr. Browning.
[7:29]
How much was the West, when it was done, ballpark?
[7:33]
Not this much price has gone up since quite a bit. I'd have to look at a few years.
[7:38]
Mr.
[7:41]
McMaster.
[7:43]
Mr. Shay.
[7:43]
I have none.
[7:44]
Nothing from myself.
[7:45]
Anyone else?
[7:47]
They have a motion to adopt resolution 2026, day 7-1.
[7:52]
So moved.
[7:55]
Second that.
[7:57]
Move by Mr. Shay's second by myself, roll call.
[8:01]
Councilwoman Neek.
[8:02]
Aye.
[8:03]

[8:04]
Mayor McCauley.
[8:05]

Vice Chair.
[8:08]
Aye.
[8:08]
Resolution 2026-71 has been adopted.
[8:12]
Next resolution please.
[8:14]
Resolution number 2026-72.
[8:17]
Appointing Gary Beamer to the Civil Service Commission.
[8:19]
Be it resolved by the Council of the City of Plyde State of Ohio Section 1.
[8:22]
Gary Beamer of Plyde Ohio is hereby appointed to the Civil Service Commission
[8:27]
for a term expiring January 31st, 2027.
[8:31]
Okay.
[8:33]
Comments?
[8:33]
Mr. Leban?
[8:34]
Thank you, Gary. I finally warmed down enough to get him on for the one to two five minute meetings that we need to have a year that may also, in fact, depend on the ballot or what's on the ballot this year's a charter amendment may even not be relevant.
[8:49]
So we shorten the term up, but we know we've got some at least one meeting coming up that we need to have and we've been at one to two people for five years or so.
[9:00]
So, thanks Gary, I appreciate you.
[9:03]
In additional comments, Mrs. Meek.
[9:06]
Thanks Gary.
[9:07]
Mr. Brownie.
[9:09]
Thanks Gary.
[9:10]
Mr. McMaster.
[9:11]
Thank you.
[9:12]
Mr. Sherry.
[9:13]
It's obviously Gary loves this city, and he shows it every day.
[9:17]
Thanks Gary.
[9:20]
And I thank you Gary, okay.
[9:23]
Volunteering is not a disease, okay.
[9:25]
It may take a little bit of time, okay, but thank you.
[9:28]
Okay, so any additional comments on this may have a motion to adopt Resolution 2026-7-2.
[9:37]
So moved.
[9:39]
Second.
[9:39]
Move by Mr. Browning.
[9:40]
Second by Mrs. Meek.
[9:41]
Roll call.
[9:42]
Councilman Browning.
[9:44]
Mayor McCauley.
[9:45]
Aye.
[9:45]
Councilman McMaster.
[9:46]
Aye.
[9:47]
Vice Mayor Shay.
[9:48]
Aye.
[9:48]
Councilwoman Meek.
[9:49]
Aye.
[9:50]
Resolution 2026-7-2 has been adopted.
[9:54]
Moving on to administrative report this evening.
[9:57]
I'm sure if this is correlated to the last week's full moon and the CME that's ejected
[10:04]
from the sun, but we did have a massive amount of, I don't know, ridiculous things that
[10:09]
happened in town from numerous out of town interactions with things and interesting active
[10:17]
psychosis incident with a guy that came to do some donuts.
[10:19]
That's a whole lot of detail on that one.
[10:23]
I won't go into a naked guy in the fountain.
[10:27]
Kempery have facilities running in places that don't usually allow them, property purchases
[10:31]
that were leading to great disappointments after they decided to call us and had no idea
[10:38]
what they were buying.
[10:40]
And tons of escalating neighbor battles.
[10:42]
It was a great week for all kinds of things that tied up a lot of time, fun and conversation.
[10:48]
The other green updating perspective buyer is still moving forward, working through incentive
[10:53]
packages with jobs so high of different things, so progressing still looks good.
[10:58]
They're all well aware that they owe us $1.2 million in electric, and that's not his responsibility,
[11:03]
but someone's at the end of the day that has been discussed due any incentives that we
[11:08]
would be offering that needs to be squared up and made hole before we could do anything.
[11:12]
So far so good. He does have multiple phases of a project in his head to see where this
[11:19]
actually goes is quite interesting. Could end up being in that positive over time. We've
[11:23]
talked in that before. So we'll keep your prize. Also could fall apart. Who knows? So you
[11:30]
see the surveyors downtown for the NCIT connector project and just doing outlining all that work
[11:36]
as we look to improve the bike trail through downtown. Hopefully do some bump outs and improve
[11:41]
crossings at that area. Through reading and some of the compliance work is
[11:46]
began for the nature trail. All the project documents have been submitted to
[11:50]
ODNR for their review. It's hoping we'd be able to have their executed agreement on
[11:55]
today, but hopefully by the next meeting we'll have that in front of us and we're
[11:59]
going to submit for our one-third and we can get in advance on this to kind of
[12:04]
keep ahead of it some of it since we weren't planning on this this year and didn't
[12:08]
what cost would be and we decided to get started anyhow so hopefully that's
[12:12]
coming quick the board of elections has confirmed our in-contact renewal and
[12:17]
the charter amendment language back I don't know if you want to speak on that at
[12:20]
all I mean it just look good we signed off on it yeah we they pretty much accepted it
[12:24]
as submitted they send it back just to improve it and so we know what the
[12:30]
language will be appearing on the ballot again the renewal stuff is a renewal and
[12:37]
and the charter amendments, I'm sure they'll be talked about more.
[12:41]
They are complicated to read because of the nature of them, but all the charter amendments
[12:48]
came from our charter review commission, obviously city administration weighed in on things
[12:53]
that range from being things that we want to do to catch up with the current state of the
[12:59]
law because our charter dates back to the 50s to things that will be better and more accurately
[13:07]
reflect what we have and even to things that I think clean up parts of our charter we're
[13:11]
not using. I don't think anything in any of the charter amendments is controversial. It
[13:19]
does clarify, like for example, your guys just pay because that was also capped in 1957
[13:25]
and opers and things have changed since then. So I would say long overdue, I don't think
[13:31]
I think we've gone to the voters in my time as solicitor, which goes 10 years according to this award I have here, and I think I don't know when we went to the voters 2006, 2006, OK, performing. So yeah, it's been a long time.
[13:48]
So we have to print as part of this. We'll have packets of all the charter language, all the amendments will be available at the election sites, out in public, all this since everything's approved. We'll start putting out the one pages and what all this entails.
[14:01]
Again, hopefully nothing controversial and that positive in terms of cost savings of how much we spend a newspaper publishing.
[14:09]
I don't know, $1,000 is very important is that it'll change how we have to give notice
[14:15]
because right now we have to do it in a local newspaper and that basically pushes us
[14:19]
to the register which is costly and compared to social media and our website you know it's
[14:27]
not very effective way to get the word out anyway and I will tell anyone out there listening
[14:32]
or anyone in attendance that almost always the board of elections puts all the charter or all the
[14:37]
ballot language out and available beforehand. So you can go online and read every single word of it. It'll be available. There's nothing that isn't public about it.
[14:46]
So we'll work through all that and get it again. Hopefully the civil service changes because this process, we don't even get top 10 lists.
[14:53]
It's just things that are costly, take way too much time and leave us hanging with, you know,
[15:00]
Off the list, basically, as soon as we get a test done, I think Fremont doesn't do it anymore if that's right. So most people have gone away from it. And we're just trying to catch up with the times, get this document a little more relevant. I'd like to point out, remember the raises. Also, do not take a fact if they would vote on them for any of you that are elected now. You would all have to be reelected. I just want to make sure it's on. That was the way it was written. It's not an automatic. You're not giving yourself an increase. The voters aren't even given you one. They have to vote for you again.
[15:28]
And to be able to take advantage of any increase in its modest and nominal and not $400.
[15:37]
So township trustees make triple what you do.
[15:41]
So we did add another apprentice that Clyde Light and Power, given that raise, actually
[15:48]
help people like, oh, look, I'll take that job now.
[15:50]
So things are going well down there.
[15:52]
Any questions from the last meeting?
[15:54]
From anybody?
[15:56]
Not fairly.
[15:57]
Thank you.
[15:58]
I have to make the the jobs financially attractive.
[16:04]
Crazy how it works like that.
[16:08]
So I'll be on vacation here soon for two weeks and I'll see you at the next meeting.
[16:14]
Holy unprepared and probably jet lag, so that's all I have.
[16:20]
Finance, Mr. Weasner.
[16:22]
All right.
[16:22]
Not a lot to talk about tonight just a couple things that I will highlight from my report.
[16:29]
I did let you know that we terminate our contract with OpenGov and while it's not a bad product
[16:34]
it does not like Civica, so if you had their whole suite of products I know from others
[16:43]
it works well, but we do have a budget tracker that's more efficient and really tailored
[16:50]
to our needs and created in and great part by Mr. Aaron Humberger, so everybody's using
[16:58]
it to put in their budget for this year, it's going over really well. Receive the notice
[17:05]
of the 2024 audit being filed, so I finish that up this morning. And Citywide cleanup
[17:11]
will be Friday and Saturday, October 2nd and 3rd. Friday, the second will be from noon
[17:17]
to 4 p.m. And Saturday, the third will be from 8 a.m. till noon. Must be a Clyde resident
[17:23]
and produce ID or a utility bill to bring your stuff.
[17:30]
There are some costs and this is happy to let me know
[17:33]
it is on the website.
[17:35]
So take a look at that, Frank.
[17:36]
October 2nd and 3rd.
[17:44]
Any questions for Frank?
[17:45]
Mr. Meek?
[17:46]
I do not.
[17:47]
Brown?
[17:48]
Mr. McMaster?
[17:50]
Oh, sir.
[17:50]
Mr. Shay?
[17:51]
No, sir.
[17:52]
Frank, just one thing.
[17:53]
When will you have some figures for us?
[17:55]
Because I know that budget hearings coming up.
[17:56]
You know what?
[17:57]
I apologize. I realized I had it in my packet for last month or last meeting I forgot so I will have those
[18:05]
I'll email them out. Okay, so that was my total oversight.
[18:10]
Okay, so that's it. That's it. Council remarks this evening. This is me.
[18:15]
I have none. Browning. I have none. Mr. McMaster. I have none. Mr. Shay. I got a couple.
[18:22]
It's great to see so many people in the audience here. I love seeing so many people come to the meetings.
[18:27]
here, get involved, listen, see what's going on.
[18:31]
The second thing is, I have to notice on our reports that we've received that seems
[18:36]
to be a lot of shifting a lot of promotions amongst the various city departments and
[18:41]
that's, I'm in my book, that's a great sign because to me that tells me there's retention
[18:46]
in the city.
[18:48]
Either it's a lateral transfer or a promotion and that just means that they're sticking around
[18:53]
and it's worth sticking around for.
[18:55]
So I always appreciate to see that, but that's all I have,
[18:58]
Mary. No comments for me this evening. Any motions?
[19:03]
Mrs. Meek? I have none.
[19:04]
Mr. Browning. Mr. McMaster.
[19:08]
Mr. Shae? No sir.
[19:09]
I have one. I move that we move into executive session for the purpose
[19:14]
to consider the appointment, employment, dismissal, discipline,
[19:17]
promotion, demotion, or compensation of a public employee.
[19:22]
That's like a second by Mr. McMaster. Roll call. Mayor McCauley. Aye. Councilman McMaster. Aye.
[19:31]
Vice Mayor Shay. Aye. Councilwoman Meet. Aye. Councilman Browning. Aye.
[19:39]
And at this time we will move into executive session of which there will be no formal action taken during that time.
[19:45]
This meeting is now adjourned.
