[10:38]
acknowledging councilman Tyler Furbish
[10:42]
this is his seat is vacant right now but
[10:45]
the thing I would like for you to do is
[10:46]
recognize him not only as a great person
[10:49]
that served our nation in the military
[10:51]
and the United States Army as a ranger
[10:54]
but also a concerned citizen of coko a
[10:56]
leader of this community and and was
[10:59]
loved by many and he loved everyone
[11:02]
because all
[11:04]
lives matter just like everyone in this
[11:07]
room your life matters so we just going
[11:11]
to take a quick brief moment of
[11:14]
acknowledgement for our comrade our
[11:16]
cohort Co excuse me cohort but more so
[11:20]
than anything else a brother of the
[11:23]
United States military who loved his
[11:25]
country dealer and fought because he
[11:28]
surrendered his hard work so we all can
[11:30]
stand so I ask that we stand in
[11:33]
recognition of him and all military
[11:36]
personnel
[11:37]
amen amen come on say it like youen
[11:41]

you once again as humble servants that
[11:56]
serve you in order for us to be a great
[11:58]

we thank you so much for protecting our
[12:03]
great nation and providing us with
[12:05]
courage and hope and determination we
[12:09]
thank you for the police officers and
[12:11]
firefighters firsttime responders for
[12:13]
protecting this so innocent child that
[12:15]
we are here today to acknowledge their
[12:17]
positive accomplishment because
[12:20]
sometimes these simple two words thank
[12:22]

[12:25]
want to say thank you Lord for all the
[12:27]
great men and women of this great Nation
[12:29]
locally State countywide we just want to
[12:33]
say thank you can everyone just say
[12:35]
thank you thank you thank you oh Lord
[12:37]
and we ask that we be humble and we ask
[12:39]
that you protect us and guide us and we
[12:41]
can disagree to agree but we serve the
[12:44]
same God and I'm so glad of that because
[12:47]
we are all God's children we may come
[12:51]
from different tribes but we belong to
[12:53]
One race that's the human race and once
[12:56]
again we are all God's children amen
[13:01]

[15:14]
up
[15:16]
yeah this is uh about last
[15:27]
y
[15:33]
[Applause]
[15:36]
as you uh may know on Friday night
[15:39]
around 10:30 at night the Coco Police
[15:41]
Department received a 911 call of a um
[15:44]
from a mother who had been in a boat in
[15:46]
the Indian River and they were coming
[15:47]
back from grills the boat had struck a
[15:49]
guywire and ejected the partial family
[15:51]
out of out of the boat um they had
[15:54]
called mom had called 911 and her phone
[15:57]
actually worked in the water um our
[15:59]
Dispatch Center received a call and they
[16:02]
were able to dispatch the officers the
[16:04]
officers um responded to the area Matt
[16:06]
Rush was one of the first officers there
[16:08]
he responded to the Coco side because
[16:10]
we're the Coco police department and
[16:12]
realized that the boat was on the other
[16:14]
side of the river he immediately
[16:15]
responded over to the Meritt Island side
[16:18]
and um observed the boat in the water he
[16:21]
then stripped down out of his clothes
[16:23]
only thing was wearing with his pants
[16:25]
and his T-shirt he jumped in the water
[16:26]
and started swimming out to the boat
[16:28]
Corporal worthy hearing the call on the
[16:30]
radio was Uptown and on another call uh
[16:33]
in the North End of the city and um
[16:35]
immediately started heading this way we
[16:37]
talked with his supervisor and
[16:38]
immediately called me I'm the primary
[16:40]
boat operator for the department at that
[16:42]
time pretty much um it was a joint
[16:44]
effort from um the uh coko police
[16:47]
department Bard County Sheriff's Office
[16:49]
um United States Coast Guard um and
[16:51]
Florida Wildlife Commission Florida wild
[16:53]
commission was out they were um in route
[16:55]
also they were working a voting accident
[16:57]
in um in Melbourne so they weren't far
[16:59]
away my wife and I were out on a date
[17:01]
and Corp worthy said where you at and I
[17:03]
said well we're uh we're on date night
[17:06]
and he goes um he goes well we've had a
[17:08]
voting accident we've got people in the
[17:10]
water and we've got a mom and they've
[17:13]
lost a child and they can't find the
[17:14]
child in the water I said I'll be there
[17:16]
in a few minutes for most of you know me
[17:18]
my wife is a nurse and she's at a local
[17:20]
hospital she works at N I said she says
[17:22]
well when I start to get to the scene
[17:23]
she says well I'll just take the car and
[17:25]
go home I said oh no no no and we you
[17:27]
have a special skill set with we
[17:28]
hopefully don't need to use but if we do
[17:30]
you're going with me so she jumps in the
[17:32]
boat Corporal worthy met me there with
[17:34]
the keys we immediately took our police
[17:37]
boat which is stationed right at um um
[17:39]
in or the um CA Village Marina it's on a
[17:42]
slip within 5 minutes we were in the
[17:44]
water and around the corner where the
[17:45]
boat had had um struck a guy wire and
[17:48]
had capsized we immediately arrived on
[17:50]
scene a passer by had picked up the
[17:52]
family and officer Rush who were out
[17:55]
there looking for the child mother
[17:56]
advised us that the child um they didn't
[17:58]
where the child was they heard the child
[17:59]
crying in the water and they didn't know
[18:01]
where she was um officer Rush stayed on
[18:04]
the civilian boat with the family un
[18:06]
coordinated efforts with them and kept
[18:08]
them calm and then myself um Corporal
[18:11]
worthy and U my wife continued to look
[18:13]
in the area vard County Sheriff's
[18:15]
helicopter arrived on scene they have an
[18:17]
infrared looking device that um takes a
[18:19]
few minutes to cool down before they can
[18:21]
start looking for heat signatures well
[18:23]
um while we're doing that they're using
[18:24]
their Spotlight we're using our police
[18:26]
boat with the spotlights for looking um
[18:28]
we looked all over there's a debris
[18:29]
field so we're looking for quite a while
[18:31]
and the boat continued to drift so as we
[18:35]
uh continued to search the area finally
[18:37]
the helicopter comes up on the radio and
[18:38]
says hey the flare has cooled down now
[18:40]
we're looking in the water we can't see
[18:42]
her well immediately right then and
[18:44]
there qu myself and the corpor looked at
[18:46]
each other and said she's probably back
[18:47]
in the boat we need to go get the boat
[18:49]
we need to go check the boat out so we
[18:50]
immediately responded back to the boat
[18:52]
his mom said that she had heard her
[18:53]
crying and they couldn't see her cuz it
[18:55]
was dark out we went back to the boat we
[18:57]
got back to the boat boat we had the
[18:59]
helicopter lift off it was quite noisy
[19:00]
and CH chaotic corpal wory reached down
[19:03]
and tapped on the boat and he goes I
[19:05]
hear her inside and that's when
[19:07]
everything really got excited um he
[19:10]
immediately took all his clothes off not
[19:12]
all of them he had his T-shirt on thank
[19:14]
God he had his T-shirt just panted on
[19:16]
and then officer Rush came over in the
[19:17]
other boat and they immediately dived in
[19:19]
the water they started going under the
[19:21]
water and um we're looking for the child
[19:23]
under the boat and we knew she was alive
[19:24]
we could hear her crying um they
[19:27]
continuously went around the boat trying
[19:29]
to find her where she was at you know
[19:30]
the Indian River especially with the um
[19:33]
with the big algae blooms for having
[19:34]
can't see your hand in front of your
[19:36]
face so it's it's almost impossible to
[19:37]
see the helicopter came down with their
[19:39]
big SP Spotlight put it right on the
[19:41]
boat was trying to help them give them
[19:42]
some additional light they had
[19:43]
flashlights they're looking underneath
[19:45]
they can't find her it's very hard to
[19:47]
get underneath me being the supervisor
[19:49]
watching them do this and come up out of
[19:50]
breath I'm getting really scared I don't
[19:52]
want one of my officers getting stuck up
[19:53]
under there so I'm I'm getting scared
[19:55]
now and I'm like okay guys you know we we got to find her soon so sure
[20:00]
enough um Corporal worthy went under I
[20:02]
believe he felt he thought he may have
[20:04]
felt her and then he was kind of out of
[20:05]
breath and officer Rush goes I'm going
[20:08]
under and he went under once he came
[20:09]
back up he goes I think I found her he
[20:11]
came out he went under a second time and
[20:13]
next thing I know this purple life
[20:15]
jacket pops out of the water with this
[20:17]
little beautiful face looking straight
[20:18]
up with her eyes wide open and she
[20:19]
started to cry
[20:27]
so
[20:35]
Mike Mike how long did it take you to
[20:38]
respond from the your call to to the on onsite you know um I was in mbour I
[20:44]
got there in about five minutes well I
[20:47]
didn't want to hear that but I mean
[20:48]
don't tell the chief took by the time
[20:50]
the boat by the time we got to the boat
[20:52]
um it was about probably about by the
[20:54]
time he called me it was about 10
[20:55]
minutes boat was in the water so that
[20:57]
was a fast that was rapid right we're
[20:58]
the only we're the only emergency
[21:00]
service boat in central bouvard that's
[21:02]
on the water so unfortunately the Coast
[21:05]
Guard they have to trailer their boat
[21:06]
it's because of the locks they can't get
[21:07]
through the locks takes them about an
[21:08]
hour takes everybody about an hour FWC
[21:10]
was there quickly they were there
[21:11]
probably about 30 minutes 20 30 minutes
[21:14]
but the only reason he was there was
[21:15]
because he was on his way home going to
[21:17]
tville from a traffic crash or a boat
[21:19]
crash that had happened in Lake
[21:20]
Washington so we were able to respond we
[21:22]
got the child out of the water um the
[21:24]
picture you see of my wife grabbing her
[21:26]
and trying to put her inside her jacket
[21:28]
we were concerned that um hypothermia
[21:29]
her being in the water for a while um
[21:31]
and some other things you know her
[21:32]
possibly drink um swallowing some water
[21:34]
and stuff so we immediately got her over
[21:36]
to the Fire Department fire department
[21:37]
was staged waiting at the dock they
[21:39]
immediately took custody of her and
[21:41]
started treating her and they
[21:42]
immediately triaged her got her all
[21:44]
packed up and immediately took her to
[21:45]
the hospital and then she was flown to
[21:46]
Arnold Palmer where she was uh treated
[21:48]
for a couple days and released and we
[21:50]
all got to meet her and her family
[21:52]
yesterday and um it was it was quite
[21:54]
moving it was absolutely quite moving so
[21:58]
it was quite event quite quite an event
[22:00]
we were in the right place at the right
[22:01]
time with the right officers everything
[22:03]
happened right these things normally do
[22:06]
not do not turn out this way they don't
[22:08]
yeah normally we usually these are one in the million so God was definitely
[22:12]
Watching Over Us he put the right
[22:13]
officers in the right place at the right
[22:15]
time and everything uh you know really
[22:17]
happened to to work out very well for us
[22:19]
um I know that
[22:21]
[Applause]
[22:26]
uh these two young men put their lives
[22:29]
at Great risk to go under and this old
[22:32]
sergeant was getting really nervous
[22:33]
watching go under and every time they
[22:35]
went under my heart would stop um I was
[22:37]
really scared for them but they put
[22:38]
themselves at Great risk and U it paid
[22:41]
off so you had people jumping off the
[22:43]
bridge swimming in I did have a civilian
[22:44]
gentleman um he jumped off the bridge um
[22:47]
with a little short fishing pier for the
[22:48]
Meritt Island side and he was swimming
[22:50]
out when we first when I first Allan and
[22:52]
I first arrived on scene we we thought
[22:54]
he was somebody from the boat crash and
[22:56]
he was a good Samaritan who was fishing
[22:58]
saw the boat crash put on a life jacket
[23:00]
jumped in the water and started swimming
[23:01]
out to help them so it was it was a
[23:04]
combined effort by a lot of people to uh
[23:06]
to enact this rescue so between the
[23:08]
Sheriff's Office the US Coast Guard came
[23:10]
out they were actually there they were
[23:12]
on scene we had called the Sheriff's
[23:14]
Office for a dive team they were in
[23:15]
route the helicopter was there it was
[23:17]
just a a multitude of agencies and bcfr
[23:19]
and Coco fire and everybody staging and
[23:22]
coming together and working as a team
[23:24]
you know it's a Well oiled machine so it
[23:26]
actually worked out really well you know
[23:28]
we were able to do what we needed to do
[23:29]
to to save that little girl's life and
[23:31]
that family too
[23:33]
so
[23:35]
um what's
[23:40]
that Mr Mary can I say something yes sir
[23:43]
uh two things first of all are the the police officers are their family
[23:48]
members here
[23:49]
tonight um yeah officer Russ's um father
[23:53]
can they bring them up to as well yeah
[23:55]
we're going to bring everybody up for a
[23:56]
picture the second thing is mayor um
[23:58]
with the blessings of you and Council
[24:00]
and staff um if we could bring that
[24:02]
family in that at our next council
[24:04]
meeting to acknowledge them as well uh
[24:07]
for our sincere care and respect for
[24:11]
them if we can do that so that they are
[24:14]
recogniz because it takes it takes that
[24:17]
whole village every lot out and
[24:18]
everybody to make it happen and and and
[24:21]
Mike and all the First
[24:23]
Responders um the city obviously the
[24:26]
council city um Community we we we
[24:30]
appreciate you that was unbelievable it
[24:33]
was and you weren't on Good Morning
[24:35]
America once you were on it twice not
[24:37]
being it's all about them they did a
[24:38]
great job you know it was weird they didn't say Coco but it didn't
[24:41]
matter to me I mean that was a
[24:43]

[24:57]

[27:11]
going to wait just a
[27:26]
minute
[27:33]
Samantha can you just if if the media is
[27:36]
going to leave could you get them to get
[27:37]
their stuff and before we go on with the
[27:39]
meeting I know a lot of them took their
[27:41]
cameras out could they so otherwise
[27:43]
they're going to be disturbing the
[27:44]
meeting after
[27:46]
this we're g to give him just a minute
[27:56]
here
[28:06]
[Music]
[28:20]
okay okay we'll move forward
[28:23]
um get an update from the sister city
[28:26]
program um
[28:28]
who's here for that
[28:30]
okay hey how you doing cath good how you
[28:34]
doing how you
[28:38]
doing
[28:56]
sir
[29:03]
good evening mayor good evening council
[29:06]
members good evening what an honor to
[29:08]
follow such a presentation yeah um that
[29:11]
family is from right around my
[29:13]
neighborhood so wow um I do want to
[29:17]
start um as you know I'm Kathy Mar roian
[29:20]
and I'm the representative from the
[29:22]
sister city program and I'm going to be
[29:24]
introducing this man standing next to me
[29:26]
in just a moment
[29:28]
but on behalf of the sister city program
[29:29]
I do want to offer our condolences to
[29:32]
the family of councilman Furbish and to
[29:35]
his family and loved ones and to all of
[29:37]
those that youve have worked with them
[29:39]
um obviously they will all be in our
[29:42]
prayers um sister city program you
[29:46]
you've seen me here before let me I just
[29:48]
want to give you a little bit of an
[29:49]
update um about this uh Ambassador tour
[29:53]
that we are doing in
[29:56]
December as you know and for those of
[29:58]
you in the audience who who may not know
[30:01]
coko does have a a sister city in be
[30:03]
sheemish Israel and I've each time I've
[30:07]
come forward I've tried just to give you
[30:08]
a little fun fact or some little
[30:10]
information about our sister city it is
[30:13]
located in between Jerusalem and Tel
[30:15]
Aviv almost halfway in between it has
[30:18]
over 100,000 residents 20% of those have
[30:21]
arrived in the last six years with more
[30:23]
pouring in every single day 60% of the
[30:26]
population B sheemish is under 21 so you
[30:29]
can imagine what kind of challenges that
[30:32]
poses for um our sister
[30:36]
city as you know we are doing an amb a
[30:39]
peace Ambassador tour in December we
[30:42]
have about 33 of us going from the Coco
[30:45]
area to our sister city and I've told
[30:48]
you before that we are featuring as one
[30:50]
component of this tour um our Shalom
[30:53]
dancers these five young uh women will
[30:56]
be dancing all over Israel on behalf of
[30:59]
the city um as ambassadors including an
[31:02]
invitation to dance at Mada this herod's
[31:07]
Fortress um and I when I found that out
[31:10]
I looked at that stage and I said you do
[31:12]
know there's only five of us right
[31:14]
dancing is a huge stage and they
[31:18]
actually do an amazing light show during
[31:20]
the summer they are setting up a special
[31:22]
presentation of the light show just for
[31:25]
us and inviting people from all the
[31:27]
neighboring cities uh and our dancers
[31:30]
will be dancing and then they'll pres do
[31:33]
a special presentation of the light show
[31:35]
so they expect about 500 people or so to
[31:38]
that so that's exciting I'd like to
[31:40]
introduce now uh because we to briefly
[31:43]
talk about another component of this
[31:45]
trip uh Mr Robert debella who's also on
[31:49]
our Council I mean on our on our board
[31:52]
and he was instrumental in securing
[31:54]
another component of this trip that is
[31:56]
very exciting exciting so I want him to
[31:58]
tell you a little bit about
[31:59]
it thank you Kathy Mr Mayor as a matter
[32:03]
of fact it's because of the mayor that
[32:05]
we're able to uh do what we're doing
[32:07]
next in uh between Koko and Israel uh we
[32:10]
met up in in the fall of last year and
[32:12]
talked about uh how we can uh raise the
[32:15]
level of the sister city program from
[32:17]
being mostly between the children and
[32:19]
the schools and which has been very very successful to bringing in business
[32:23]
to business or profession to profession
[32:25]
so I after meeting with um mayor Parish
[32:27]
I had a chance to meet with the sheriff Ivy and uh talking with Sheriff
[32:31]
Ivy and by the way this is of November
[32:33]
December of last year we know what's
[32:35]
happened in the in the uh country even
[32:37]
in Orlando with terrorism and issues
[32:39]
like that so it was very timely we
[32:41]
talked with the sheriff about the
[32:43]
importance of uh our County and our
[32:45]
County uh even though it's Coco is the
[32:48]
sister city but our County we have an
[32:50]
international airport we have a port a
[32:52]
SE Port that brings in more cargo and
[32:54]
passengers than most uh the top two or
[32:57]
three in the country we have NASA as far
[33:00]
as a space center and we also have
[33:02]
several colleges and universities that
[33:04]
have a large population of uh kids and
[33:06]
uh students from from the Middle East in
[33:08]
light of that uh Sheriff Ivy uh we asked
[33:11]
him if he would be willing to come to
[33:12]
Israel and he said that he's too busy
[33:14]
here but that he would be more than
[33:15]
happy to see if there was one of his
[33:17]
staff that would want to go and um Chief
[33:20]
Lewis and chief Lewis's responsibility
[33:23]
is he oversees the county jail the
[33:24]
sheriff's of the county jail he also
[33:26]
overse sees the county courthouse in
[33:28]
that facility and he was also our SWAT
[33:30]
Commander for the past 18 years he and
[33:33]
his wife agreed to come uh to Israel to
[33:36]
bemish his wife is also a first
[33:38]
responder and she works for the bavard
[33:40]
County Fire Department uh responsible
[33:42]
for the 911 system in bemish just
[33:45]
coincidentally is Israel's Police
[33:47]
Department training school they
[33:50]
Consolidated over the past several years
[33:52]
they bought the brought different um uh uh parts of the of the training
[33:56]
program that was in different locations
[33:57]
in Israel to B Shem so it's 57 acres and
[34:01]
uh Chief Lewis and his wife will spend
[34:03]
um a day to a day and a half at the
[34:05]
police academy and the goal really is to
[34:08]
you know to prepare our County and our town coko you know to be able to
[34:13]
address some of the issues that we're
[34:14]
facing issues that we know are very
[34:16]
important issues we know could in in one
[34:19]
night change our whole culture in Coco
[34:22]
or or Bard County again referring back
[34:24]
to what happened in Orlando and Israel
[34:27]
you know uh if you've ever traveled
[34:28]
there or if you've ever seen the the
[34:30]
reports about L their Airline they've
[34:32]
never had a problem on their Airline
[34:33]
because their people are trained to you
[34:35]
know watch and and observe and learn and
[34:39]
we're hoping that uh May uh Chief Lewis
[34:41]
will be able to see how does Israel
[34:44]
prepare for terrorism how do they um uh
[34:47]
what do they do post POS issue what do
[34:49]
they do pre-issue how do they um you
[34:51]
know plan for the uh medical issues and know first respon is like we heard
[34:55]
just now for this child that was in the
[34:57]
boat what do they do when there's a mall
[34:58]
attack what do they and and they this
[35:00]
facility if as you see they have on this
[35:03]
facility they have a mock uh shopping
[35:05]
center they have uh other places for the
[35:07]
train to to be taking place and again
[35:09]
we're hoping that Mike Lewis with his
[35:11]
years of experience and is rank in the
[35:13]
sheriff's department will be able to
[35:15]
bring back to the Koko police department
[35:16]
and the Melbourne Police Department and
[35:18]
you know to keep our County alert and
[35:20]
aware so the the the exciting thing is
[35:23]
that a a program called the sister city
[35:25]
of coko where over the past several
[35:27]
years just through our our golf
[35:29]
tournaments we've raised over $35,000 to
[35:31]
The Bard Sharing Center which is located
[35:33]
in coko to now we're able to you know
[35:35]
take it to a level that could you know
[35:37]
could really save lives and also give a
[35:39]
bond between the police departments of
[35:41]
Israel and and the police department of
[35:44]
Bard County they're also going to be
[35:45]
going to the police department in
[35:47]
Jerusalem we're arranging for them to
[35:48]
visit the one of the jails in Israel
[35:50]
again to see how they do what they do so
[35:53]
it's going to be a a really a great
[35:55]
event and Mr Mayor thank you for for um
[35:57]
initiating the the kind that was that
[35:59]
was our idea I know I know Wayne I know
[36:02]
Wayne liked that yes yes so anyway
[36:03]
that's uh that's what we're doing and
[36:05]
it's going to be like she said December
[36:06]
14th to the 24th and uh keep us in your
[36:09]
prayers and that we come back with uh
[36:11]
good training to help us do the job the
[36:13]
right way so thank you very much thank
[36:15]
you thank you thank you Kathy thank you I'm try to close this so you
[36:19]
don't have to see
[36:21]
this
[36:25]
um appreciate
[36:28]
it we look forward to hearing about your
[36:31]
trip oh yeah also uh I failed to mention that
[36:36]
the agenda we passed earlier was a
[36:38]
revised agenda that was with a added
[36:40]
consent and a uh the presentation that
[36:44]
we had from the police
[36:46]
department um want to make that clear
[36:49]
also um in the audience we have a county
[36:52]
commissioner Jim
[36:54]
Barfield hey Jim we raise your hand yeah
[36:58]
he's our County
[36:59]
Commissioner thanks for
[37:02]
coming for him to sit 10 minutes
[37:04]
somewhere is pretty rare So Good Mr mer
[37:08]
wasn't instrumental and covering up the
[37:10]
portion the remaining portion of Jackson
[37:13]
Street uh right there the ditch yep it
[37:17]
was instrumental in that so I think we
[37:18]
should recognize him for that as well we
[37:21]
all work well all of us worked on the city side but on the the county side
[37:26]
uh remember Jim we had a meeting our
[37:27]
first one of our first meetings my 12
[37:29]
asks was that and Jim jumped on the
[37:31]
county side of uh Jackson Street and had
[37:33]
it done less than a year so and Stockton
[37:37]
Whitten did a great job too thank you um
[37:41]
all right now we're GNA move on to
[37:43]
delegations delegations tonight and the
[37:46]
uh we're going to go three minutes we
[37:48]
have a lot of
[37:49]
cards okay question Mr Mayor yes sir
[37:52]
help me understand now just correct me
[37:54]
if I'm wrong um delegation is supposed
[37:56]
to last has 30 30 minutes correct so if
[37:59]
it supersedes 30 we would need a motion
[38:01]
to extend it correct that's correct
[38:03]
that's uh per Charter I believe is that
[38:05]
right piso yes sir thank you sir super
[38:08]
attorney thank you all right so we
[38:09]
probably based on your cards there Mr
[38:11]
Mayor so somebody um who can take time I
[38:15]
can take time let us know the 30 minute
[38:17]
Mark and then we'll keep extending if
[38:19]
you know we need to all right let's move
[38:21]
right into that I'm going to start with
[38:24]
uh Janie Bryant
[38:29]
delegations Janie Bryant okay
[38:38]
yeah good evening good evening how you
[38:43]
doing all right this is uh concerning
[38:46]
this bar station and Stone Street hello
[38:48]
I'm Janie Bryant a property owner at 365
[38:51]
Stone Street in coko Florida the fire
[38:54]
station at 113 South South fist
[38:57]
Boulevard serves the diamond Square
[38:59]
Community Virginia Park and surrounding
[39:02]
areas I ask the city council to keep a
[39:05]
fire truck at this station to continue
[39:08]
serving these communities allowing a
[39:10]
fire station in Rock Ledge and one in
[39:13]
West Coco to respond to fire calls in
[39:16]
dond square and Virginia Park creates
[39:19]
longer fire response time a fire or
[39:23]
smoke inhalation can travel quickly to
[39:26]
destroy a person's life keeping a fire
[39:29]
station at this
[39:31]
location is in the best interest of
[39:33]
these
[39:35]
communities also for Stone Street good
[39:38]
evening as well I am Janny Bryant a
[39:41]
property owner at 365 Stone Street in
[39:45]
Coco the city council plans to sell off
[39:47]
the portion of stone street from the
[39:50]
railroad to US1 should
[39:53]
stop I strongly oppose the permanent
[39:56]
closure of Stone Street at
[39:58]
US1 building a Cumberland Farms will
[40:02]
totally prevent residents from accessing
[40:06]
US1 during natural disaster it also will
[40:10]
prevent residents from Crossing US1 to
[40:13]
downtown Coco to attend church pay bills
[40:18]
and visit
[40:19]
relatives as a solution the city of coko
[40:22]
should find business owners that are
[40:25]
willing to build business is on either
[40:27]
side of Stone Street and keep the road
[40:30]
open and connected to US1 this option
[40:34]
would ensure future opportunities to
[40:37]
reopen the Stone Street railroad
[40:40]
crossing and totally reopen the street
[40:44]
thank you so
[40:46]
much M Bryant thank
[40:50]
you okay um
[40:53]
Wanda
[40:55]
p
[41:05]
M how you doing good evening good
[41:08]
evening uh name uh name and address for
[41:09]
the record yeah should have done that
[41:11]
before yeah my name is Wanda B and I
[41:15]
live at 229 Smith plane Coco
[41:17]
Florida I was here last month at the
[41:21]
city council meeting and you you all
[41:26]
approved a reduction in my lean
[41:29]
forgiveness um I received a letter from
[41:33]
the code enforcement people uh by email
[41:37]
and by
[41:38]
letter uh requesting that I pay the
[41:41]
$1,000 in 30 days or make payment
[41:46]
arrangements and um so I went down to I
[41:51]
came down here to the city council and sent a good
[41:57]
faith uh payment in the amount of
[42:00]
$250 and I was
[42:03]
denied and uh so I talked
[42:07]
to um Mr counselor and I've talked to
[42:11]
Mrs dresser about the
[42:14]
issue and so I'm back here to request um
[42:20]
since no one else could give me the
[42:23]
approval to do the payment arrangements
[42:25]
I mean here to request from you guys to
[42:29]
prevent let me do payment
[42:32]
arrangements okay Mr city manager what's
[42:35]
our
[42:36]
um policy on that current code the
[42:40]
current code provides that an applicant
[42:43]
that's requesting lean forgiveness has
[42:46]
30 days to make payment based upon the
[42:50]
um once Council approves that request
[42:54]
and it's my understanding and Steve krek
[42:56]
I'm wrong I think Miss uh I don't want
[42:59]
Bard uh came to City Hall after the 30
[43:02]
days and that's why
[43:06]
they it would be staff creating policy
[43:09]
that and you have an ordinance that says
[43:11]
you have and an applicant for for Gan
[43:13]
forgiveness has 30 days is that correct
[43:16]
Steve I believe I believe she came
[43:17]
within the 30 days that it was within
[43:19]
the 30 days but the I think the
[43:21]
confusion was in the language and the
[43:22]
letter I believe is is a
[43:23]
misunderstanding and the the payment
[43:25]
arrangements must be made within that 30
[43:27]
days and that's what it's referring to
[43:29]
it's not that the that that the payment
[43:31]
arrangements can be made beyond the 30
[43:33]
days uh which is what the request
[43:36]
was the ordinance requires payment of
[43:39]
the lean forgiveness within 30 days
[43:41]
whether it be all at once over a
[43:43]
four-week period but it needs to be
[43:45]
within 30 days so the only way it could
[43:47]
be extended at this point is a Beyond
[43:51]
based on the the strict interpretation
[43:53]
of the code is the actually after 30
[43:56]
days the lean forgiveness goes away and
[43:59]
Miss Bard would have to reapply for the
[44:01]
lean forgiveness coming back to through
[44:03]
code board back to city council unless
[44:06]
the City attorney can offer up a a
[44:09]
different you know uh super attorne what
[44:13]
you got excuse me a minute I need to go
[44:15]
and get yes ma'am that's
[44:25]
fine
[44:31]
can I ask you a question Mr Mayor um if
[44:35]
you get your lean forgiveness reinstated
[44:38]
would you be able to pay it off in four
[44:40]
within 30 days or four weeks Mrs yes I
[44:45]
would so I
[44:47]
see I don't see a problem with that as
[44:49]
long as she pays it that's my I mean I
[44:53]
I've fallen short too as well and I'm
[44:56]
understanding and I would hate and I
[44:57]
know you're not trying to establish a
[44:59]
precedent uh and that I would be in
[45:03]
favor extending it if it goes through
[45:04]
the proper channels etc etc I don't have
[45:06]
a problem with having her rights
[45:09]
reinstated or that conditions of those
[45:12]
uh the written language reinstate
[45:14]
Anthony can we do that he's looking hold
[45:17]
on one second okay okay and I have to
[45:19]
agree with Mike I think you know the
[45:20]
whole purpose is to bring properties
[45:23]
into compliance to recover the cost
[45:26]
for the staff and for the filings and
[45:28]
stuff and I realize that
[45:31]
the the city rule say within 30 days but
[45:36]
you know I mean pretty short really okay
[45:39]
this is I didn't make that this is what
[45:41]
the letter said if payment is not
[45:44]
delivered to the Community Development
[45:46]
Department or payment arrangements have
[45:49]
not been made within 30 days of the date
[45:52]
of this letter this matter will be
[45:54]
forwarded to the City attorney
[45:55]
attorney's office for further action see
[45:58]
I would have thought that that meant I
[45:59]
can make payment arrangements within the
[46:01]
30 days yeah I would have thought that
[46:03]
too yeah so did I yeah so it's a game of
[46:06]
I w't call it game of semantics but it's
[46:08]
wording that's how you want to yeah read
[46:11]
it and interpret
[46:14]
it the way the code actually reads and
[46:18]
um is that once the council approves a
[46:21]
reduction um you know typically the
[46:24]
condition the conditions have to be
[46:25]
complied with within 30 days and my
[46:28]
recollection of of that hearing there
[46:30]
weren't any conditions placed on the
[46:33]
repayment so the council has the
[46:35]
authority to impose conditions and if
[46:39]
the conditions are a payment plan you
[46:42]
know the council um council could do
[46:45]
that as part of a lean reduction subject
[46:48]
to you know a payment plan condition but
[46:51]
that was not that was not the original um decision of the Council
[46:56]
so that would have to be
[46:57]
Revisited so can't do it here would that
[47:00]
be something we could do now or are we
[47:01]
going to need to put it on an agenda I
[47:02]
mean can we just make a
[47:04]
motion I mean this is being thrown at
[47:06]
the council you know I would recommend
[47:09]
putting it on as an agenda yes item on
[47:12]
the condition so we can sew this up a
[47:15]
little bit and present it to you as a
[47:17]
complete package rather than uh
[47:19]
spontaneously doesn't need to go back
[47:21]
code though does it no just the council
[47:25]
would just
[47:26]
re reconsider the uh the prior action
[47:30]
um let me ask a question in addition to
[47:33]
what and I support that wholeheartedly
[47:36]
in addition to that can she come in good
[47:39]
faith say here's
[47:40]
$250 is that what we're saying yes yes
[47:43]
and just to say hey I am sincere I'm in
[47:45]
a better condition than previously 30
[47:48]
days or four weeks ago here I am as a
[47:51]
good samarit as citizen etc etc yeah I
[47:55]
still have the $250 check okay I mean
[47:57]
out to the city is that permissible the
[48:00]
well assuming that the council you know
[48:01]
ultimately changed their their prior
[48:03]
vote um if the city could accept that as
[48:05]
a good faith deposit in in preparation
[48:08]
for the reconsideration of the item at
[48:10]
the next meeting okay I'm for it let's do it I'm in favor so do we need a
[48:15]
vote or just a consensus motion mean I
[48:18]
have just yeah the cons at this point
[48:20]
because this is on delegation we'll see
[48:22]
the meeting W okay come back we'll fix
[48:25]
it okay the next issue that I have and
[48:28]
it's the last one um when I first I used
[48:32]
to live in Virginia and when I first
[48:33]
came down here I was told that uh if I
[48:38]
moved into my house uh before I could
[48:41]
rent it out I would have to live in the
[48:44]
house for a
[48:45]
year my neighbor next door has did not
[48:49]
do that uh he has rented his house out
[48:53]
to um somebody body and in the last
[48:57]
couple of days the police has been there
[49:00]
twice uh and U there's uh drug activity
[49:05]
and possibly prostitution going on so
[49:09]
what do I need to do what can what can
[49:11]
be done there's no requirement that you
[49:14]
have to live in your property we have
[49:16]
people that own property in the city or
[49:17]
rent it from the day that they buy it right there's no
[49:22]
Mr don't we have some program if you did
[49:25]
building permits as a owner builder then
[49:28]
you have a requirement by state law to
[49:31]
occupy that property because the state
[49:33]
building commission has deemed it would
[49:34]
be inappropriate for somebody else to
[49:37]
under the guise of doing an owner
[49:39]
Builder building permit because I know
[49:40]
you had to make some repairs that it
[49:42]
would not be appropriate to then
[49:44]
subsequently rent it out because you're
[49:45]
using a specific provision in the in the
[49:48]
uh the building code to do repairs
[49:52]
otherwise you would have to get a you
[49:54]
would have to get a contractor to do
[49:56]
those repairs and then you be able to
[49:58]
rent it out immediately and I don't
[49:59]
think it's one year I think it's three
[50:01]
years if I recall maybe commercial is
[50:02]
three years and then residential one I
[50:05]
forget but I know that's that might be
[50:07]
the issue if you CU I know your the
[50:09]
former action was related to maintenance
[50:11]
to a structure and there was probably
[50:12]
some repairs that were required you
[50:14]
needed to get a building permit and if
[50:16]
you did them on your own that's why you
[50:17]
had to maintain occupancy or residency
[50:19]
in the property and you couldn't rent it
[50:21]
out
[50:22]
immediately okay my owner the next door
[50:25]
own I had to do the same thing he he
[50:27]
lives out of state and he owns about 30
[50:30]
properties around here and so the ne my
[50:34]
neighbors my current neighbors has not
[50:35]
been there 21 days and it's been a
[50:39]
nightmare right and I'm at a point where
[50:42]
I feel that I need to put up Wanda more
[50:44]
security Mr Austin who filling in for
[50:47]
the chief behind you make sure you give
[50:50]
them your number and um tell them
[50:52]
exactly what it is cuz we don't put with
[50:54]
any Shenanigans okay and if we got to
[50:55]
send a the police there 24/7 they're
[50:58]
obviously up to no good yeah and uh okay
[51:02]
so give him your number all right we'll do the same and um and we'll see
[51:06]
you probably in a couple weeks okay next
[51:08]
meeting all right thanks guys thank you
[51:10]
for having the courage to come forward
[51:12]
yeah thank you for coming
[51:13]
[Applause]
[51:13]
[Music]
[51:16]
thank's growling over here oh yeah man
[51:19]
okay uh gravel in his
[51:24]
throat guess I should make sure she's
[51:26]
done right oh you
[51:38]
are hey Wanda you're done right yes
[51:41]
thank you very much yes ma'am okay no no
[51:43]
problem no problem uh next up uh Nate
[51:52]
hooks forgot to do how you doing
[51:56]
is name an address if you can name an
[51:59]
address if you can for the my name is
[52:01]
Nate hooks 723 carus Avenue coko I'm a
[52:07]
property owner and business owner in the
[52:10]
city of Coco 36 years as a business
[52:15]
owner my purpose here this evening is to
[52:19]
talk on two
[52:21]
issues One deals with the fire truck
[52:27]
proposer that is slated to be moved out
[52:32]
of the community in which I live and
[52:35]
that's station number two which is
[52:38]
located on South fist Boulevard the
[52:41]
other issue is to comment on Stone
[52:46]
Street but prior to that as fellow
[52:50]
Christians to you the staff and official
[52:54]
of our great City
[52:57]
here the scripture
[53:00]
says under the good rule
[53:04]
treat people the way that you wish to be
[53:10]
treated and I live by that I serve this
[53:14]
community 26 years as a law enforcement
[53:18]
officer living that
[53:21]
cold and I say that because here we are
[53:26]
phas
[53:28]
with relocating fire trucks from a
[53:33]
community
[53:35]
that need fire
[53:41]
services and I have to think that just
[53:46]
because there may not be an abundance of
[53:49]
fire calls in that
[53:53]
area then the truck is taken away and
[53:57]
placed in another
[54:00]
Community which
[54:02]
penalized the community that have done
[54:05]
the Good by not having
[54:08]
fires now that seemed odd to
[54:12]
me I feel
[54:15]
that that Golden
[54:18]
Rule that we all should try to live by
[54:23]
in pleasing our God should apply in
[54:27]
everything that you as elected officials
[54:33]
do and I don't think it would be
[54:36]
applying if you
[54:40]
harm one
[54:43]
Community to satisfy and to put services
[54:47]
in another Community amen I
[54:51]
am
[54:54]
reminded
[54:56]
of many nights risk in my life for this
[55:01]
community and for this
[55:03]
city arresting murderers
[55:07]
rapists going in dog
[55:10]
buildings going in
[55:12]
fights and I would never take that home
[55:16]
I never took it home to my family
[55:19]
because I didn't want them to be
[55:21]
burdened with the stress of oration
[55:26]
Mr hooks thank you appreciate it
[55:30]
[Applause]
[55:32]
thank and if I could just in closeing I
[55:35]
know apologize for going over I'm
[55:38]
against moving to fire station I'm I'm
[55:41]
against the commin Farms coming to Stone
[55:45]
street blocking our
[55:48]
community
[55:51]
okay thank
[55:54]
you
[55:59]
lurine
[56:20]
Smith
[56:22]
37:00 how are you doing name is address
[56:25]
for the record good evening and good
[56:29]
evening everybody my name is Laurene
[56:31]
Smith Laur and I'm ministering at the
[56:33]
Miracle Center Church 440 Barbara
[56:36]
Jenkins Street Coco
[56:38]
Florida my reason for being here is to
[56:43]
say again what's your address ma'am say
[56:46]
that again your
[56:47]
address um where you live I live at
[56:51]
10:34 revilla Lane Rock Les Florida okay
[56:56]
but I'm referencing 440 Barbara Jenkins
[56:58]
Street okay Coco Florida okay so we had
[57:03]
a water baptism for Sunday and when we
[57:06]
start filling the pool the water start
[57:09]
coming out and a few minutes kind of
[57:12]
reddish looking and so we would dump the
[57:16]
pool and we did it again and we let the
[57:19]
water run a long time on the lawn and
[57:23]
then it looked kind of clear
[57:25]
and then we started filling the pool
[57:27]
again and eventually when the pool got
[57:30]
about half full the water began to turn
[57:33]
yellowish
[57:34]
again and so we put a little bleach in
[57:37]
it to purify it and then we had the
[57:41]
baptism but when we drained the pool and
[57:46]
the the drags were left in the bottom
[57:49]
and it looked like red
[57:51]
sand so one of the deacons said said it
[57:55]
may be rust in the pipe and I needed to
[57:58]
know whether or not the rust is in pipe
[58:01]
well we're responsible and what could we
[58:04]
do about it or is it because it's an old
[58:07]
building and need new pipes I don't know
[58:10]
that but maybe you could tell me what it
[58:14]
is could you send your team out there
[58:17]
Jack Jack sorry yes sir yeah we did we
[58:20]
sent out a crew after we had got notied
[58:23]
I think it came through Matt on that day
[58:25]
uh we sent out a water field operations
[58:27]
crew they went out uh they uh pulled the
[58:30]
meter uh they did take a sample the
[58:33]
water it did have a color tint to it so
[58:35]
they let it run for five or so or 10
[58:36]
minutes until it ran clear uh we tested
[58:39]
the water uh had good residual so uh a
[58:43]
lot of times um ma'am it's most likely
[58:46]
it's coming from the transmission Lane
[58:48]
like I said you said possibly could come
[58:50]
from interior buildings but typically
[58:52]
the buildings are made out of copper
[58:54]
could be G up ized inside the building
[58:55]
which could contribute um but certainly
[58:58]
uh the water line that that's a dead end
[59:00]
Street uh right there where we serve you
[59:02]
and is a long service line there that
[59:03]
could contribute to the issue um the
[59:06]
material of the pipe obviously uh it
[59:08]
shows as galvanized right now it's a
[59:10]
2-in galvanized uh uh main that runs
[59:13]
down the street to the end uh and
[59:15]
there's about 100 foot or so service
[59:17]
that goes to the very end to where where the building is where she's
[59:20]
talking about uh but we did test the
[59:22]
water to make sure that it was still
[59:23]
safe to drink it's not
[59:25]
uh you know the most appeasing thing
[59:27]
because it has a color tint to it that
[59:28]
is from the inside of the pipes uh while
[59:30]
the crew was there the meter box was low
[59:33]
so they went ahead and reset the meter
[59:34]
and adjusted the box to the correct
[59:36]
height so that's what we've done at this
[59:38]
point uh we also did go back uh uh I did
[59:42]
check with u um with uh the lab um just
[59:46]
to check and see if we had any other
[59:47]
complaints from the street there are a
[59:49]
couple of empty lots there on the
[59:50]
streets we don't have a lot of use there
[59:52]
are several other houses we haven't had
[59:54]
any other complaints from from the
[59:56]
citizens on the street so that could
[59:57]
also be another clue as to whether it's
[59:59]
coming from a pipe or whether it's
[1:00:01]
coming from inside from from the service
[1:00:03]
line itself to the building right
[1:00:08]
okay D
[1:00:10]
penny Okay thank you we appreciate you
[1:00:12]
coming though okay God bless you again
[1:00:15]
thank
[1:00:16]
you so I got a question Mr Mayor sir
[1:00:19]
Jack if this reoccurs again what
[1:00:21]
recommendations do you yeah yeah that's
[1:00:24]
like we we were see if there's if there
[1:00:26]
were other complaints from that same
[1:00:27]
street and I'm not talking about from
[1:00:28]
this week if there was other ones you
[1:00:30]
know recent you know anything on
[1:00:31]
recorded uh then that could be an
[1:00:33]
indication that there's there's a
[1:00:34]
problem and we would want to go ahead
[1:00:36]
and and look at replacing that line in
[1:00:37]
the street assuming that that is the
[1:00:39]
culprit so yes sir that would be the
[1:00:41]
next action if we had if we had
[1:00:42]
additional complaints thank you okay
[1:00:45]
thank you thank you for coming um next
[1:00:47]
is H pervette
[1:00:53]
Bryant
[1:00:56]
okay pervette name and address good
[1:00:58]
evening I'm pervette Bryant a property
[1:01:01]
owner at 373 Stone Street and 365 Stone
[1:01:05]
Street in Coco I strongly oppose the
[1:01:08]
city's plans to build a Cumberland Farm
[1:01:10]
across the historic Stone Street at from
[1:01:13]
the railroad to US1 building a
[1:01:15]
Cumberland Farms across Stone Street
[1:01:17]
does nothing for the diamond Square
[1:01:19]
Community because the residents and
[1:01:21]
business owners cannot access the store
[1:01:23]
due to a barricade
[1:01:25]
at the Stone Street railroad crossing
[1:01:27]
this store would literally turn its back
[1:01:29]
on this community with no opportunity to
[1:01:32]
access it walking and driving to this
[1:01:34]
store is a hardship and impossible for
[1:01:37]
the residents building a Cumberland
[1:01:39]
Farms across Stone Street would
[1:01:41]
permanently block residents from access
[1:01:43]
to US1 during a hurricane or natural
[1:01:46]
disaster crowded bumper-to-bumper
[1:01:48]
traffic on State Road 520 US1 and fist
[1:01:51]
Boulevard already make it hard for
[1:01:53]
residents to leave leave Diamond Square
[1:01:56]
when I stand at my property on Stone
[1:01:58]
Street many times I will see cars
[1:02:00]
driveing into the street realize there's
[1:02:02]
a barricade and circle around out and
[1:02:05]
try to get back out into heavy traffic
[1:02:07]
in order to access
[1:02:08]
US1 railroad crossings are reopening
[1:02:11]
across the United States you can Google
[1:02:14]
it it depends on how strong and
[1:02:17]
aggressive the city wants to reopen the
[1:02:19]
street or use another entity to do so
[1:02:24]
also tearing down three to four
[1:02:26]
businesses to accommodate a cumland
[1:02:28]
Farms plus a car lot to include this
[1:02:31]
facility does not produce a large number
[1:02:33]
of jobs in Coco maybe five or six to
[1:02:36]
operate a full-time store in comparison
[1:02:39]
you'd have much more economic Vitality
[1:02:41]
with several businesses on either side
[1:02:44]
of the Stone Street area with numerous
[1:02:46]
employment opportunities and a larger
[1:02:49]
opportunity for Community friendly
[1:02:51]
growth I ask the city of coko to build
[1:02:54]
businesses on either side of the stone
[1:02:56]
street from the railroad to the US one
[1:02:59]
and keep the street open for residents
[1:03:00]
to exit during a natural
[1:03:03]
disaster we need this street open to
[1:03:06]
allow children and youth on the east
[1:03:08]
side of town to access Jolie Smith
[1:03:10]
recreation center allow families and
[1:03:12]
people to attend church visit relatives
[1:03:14]
pay bills downtown and access downtown
[1:03:18]
properties once again I asking the city
[1:03:20]
to develop a plan that includes the
[1:03:23]
people in Diamond square and the
[1:03:25]
surrounding areas and the city's growth
[1:03:28]
and do not alienate them from the path
[1:03:30]
of progress I also oppose the city
[1:03:33]
council's efforts to remove the fire
[1:03:35]
truck from
[1:03:36]
1113 uh 113 southfit Boulevard removing
[1:03:40]
the fire truck would put the people's
[1:03:42]
lives in danger a fire truck is like
[1:03:45]
Insurance you use it when you need it if
[1:03:48]
there's a risk of fire smoke inhalation
[1:03:51]
or com carbon monoxide poisoning there
[1:03:54]
would not be immediate attention for
[1:03:56]
this community and please understand
[1:03:59]
that one person's life is worth more
[1:04:01]
than all the data you can present as
[1:04:04]
justification to remove this fire truck
[1:04:07]
thank
[1:04:08]
you thank
[1:04:12]
you
[1:04:15]
okay lorine
[1:04:17]
C I'll pass okay time give your time
[1:04:23]
thank you
[1:04:25]
uh Lawrence
[1:04:31]
Sinclair I've been missing for three
[1:04:34]
months three minutes three minutes
[1:04:37]
Lawrence Sinclair 1052 Metro Street and
[1:04:39]
1054 Metro Street Coco Florida first of
[1:04:43]
all my condolences to you and the loss
[1:04:44]
of Tyler Furbish he was your friend and
[1:04:47]
he was your
[1:04:48]
co-worker uh and he was a bit
[1:04:52]
cantankerous but some some of his
[1:04:54]
district uh constituents are in the
[1:04:57]
audience and I think they have the
[1:04:58]
utmost respect for him uh I was going to
[1:05:01]
actually limit this to several issues
[1:05:03]
but I'm going to limit it to one I was
[1:05:06]
going to address I think every one of
[1:05:08]
you sitting up there understand my
[1:05:10]
position on lean reductions especially
[1:05:12]
when they involve investors who don't
[1:05:15]
pull permits and who don't pay property
[1:05:17]
taxes and then want lean reduced and
[1:05:19]
I've just heard a couple of issues come
[1:05:21]
up about lean reductions that's the
[1:05:24]
reason I said the city's got to address
[1:05:26]
this ordinance it's not just this lady
[1:05:28]
here with having 30 days or 60 days it's
[1:05:32]
about having a clear process you've got
[1:05:36]
a gentleman who spent hasn't paid his
[1:05:39]
taxes hasn't paid his uh fire assessment
[1:05:42]
fees to the city of Coco which you're
[1:05:44]
fixing to increase again I'm surprised
[1:05:47]
at the number of people that are
[1:05:48]
actually applying for lean reductions
[1:05:50]
that have delinquent taxes haven't paid
[1:05:52]
fire assessment fees
[1:05:55]
and we are paying them this ordinance as
[1:05:58]
far as lean reductions has got to be
[1:06:00]
redone it's got to be clear property
[1:06:02]
owners who are living in their property
[1:06:04]
who have a right you know who've done
[1:06:06]
what you've asked them to do that's one
[1:06:08]
thing a guy who buys a property for $100
[1:06:11]
on a quick claim deed spends a year and
[1:06:12]
a half redoing it without a single
[1:06:14]
permit to the city and not paying his
[1:06:17]
property taxes and fire assessment fees
[1:06:19]
for two years and comes to you A year
[1:06:21]
later because he wants to sell it that's
[1:06:23]
different these things need to be
[1:06:25]
addressed they've got to be addressed to
[1:06:27]
where they are addressed clear and
[1:06:29]
concise because you've got two different
[1:06:32]
issues this young lady here is a
[1:06:34]
completely different issue than what
[1:06:36]
you've got but yet you turn around and
[1:06:39]
you say okay we can revisit
[1:06:42]
it if this gentleman doesn't pay his
[1:06:45]
reduced leans in 4 days he's going to
[1:06:49]
come back after looking at this and say
[1:06:52]
well I can pay over over time he's got
[1:06:55]
30 days he ain't paid I'm on top of this
[1:06:57]
one because this is just wrong this lady
[1:06:59]
is something different so that's why I
[1:07:01]
wanted to address the lean issue that's
[1:07:03]
something that the city's really got to
[1:07:05]
look at this
[1:07:06]
ordinance all right uh real quick 30
[1:07:10]
seconds um 22 dusted on security lights
[1:07:14]
up in the Bradmore Acres Community uh
[1:07:16]
property values just so you know I got
[1:07:18]
my trim notices yesterday even with
[1:07:20]
homestead I'm paying property tax on
[1:07:21]
both of them um that's
[1:07:24]
actually all of the houses in the
[1:07:26]
neighborhood have come up according to
[1:07:28]
the Property Appraiser's office anywhere
[1:07:29]
from 25 to
[1:07:31]
$35,000 and I'll regret that
[1:07:34]
afterwards Larry thank you for coming
[1:07:36]
thanks Larry very
[1:07:38]
good he's
[1:07:41]
right okay next up is uh Reverend Earl
[1:07:44]
Robbins mayor Parish we're at 30 minutes
[1:07:46]
yes sir okay mayor I'd like to make a
[1:07:48]
motion to extend delegations about 15 30
[1:07:51]
minutes let's do 30 second
[1:07:54]
okay all in
[1:07:56]
favor any opposed
[1:08:09]
okay good evening re Rob good
[1:08:12]
evening I'm not here to talk
[1:08:15]
about the semi TR speeding down my
[1:08:18]
street Washington
[1:08:19]
Avenue we have a more serious problem
[1:08:22]
than Mr truck speeding through my
[1:08:27]
neighborhood for over eight years we've
[1:08:29]
talked about the truck speeding I've
[1:08:31]
given up on that you're not going to do
[1:08:33]
anything about it so I'm giving up on
[1:08:35]
that but there's another
[1:08:38]
problem the
[1:08:40]
intersection at Washington and
[1:08:44]
520 their period of time during the day
[1:08:48]
that you can't get
[1:08:50]
out the people coming down on Washington
[1:08:54]
they can't get in over to 520 that's
[1:08:58]
true I was told that it was going to put
[1:09:00]
signs that say Do not block the
[1:09:04]
intersection but it's been my experience
[1:09:06]
with the city of coko you put signs up
[1:09:08]
but there's no law
[1:09:11]
enforcement signs won't stop them from
[1:09:14]
blocking the
[1:09:15]
street only law enforcement can stop
[1:09:18]
them from blocking the
[1:09:20]
street and that's what we've been
[1:09:22]
lacking in this city
[1:09:26]
we have laws but nobody's enforcing
[1:09:31]
them fire trucks ambulance can't get to
[1:09:34]
Washington because
[1:09:36]
every car in city of Coco seem to stop
[1:09:39]
right there in
[1:09:43]
section tonight I'm asking that the city
[1:09:45]
of Coco do something about these
[1:09:51]
problems I don't make it a career
[1:09:53]
talking about problems on
[1:09:56]
Washington eight years I've been talking
[1:09:59]
about it and now we have another problem
[1:10:01]
at the end of Washington in
[1:10:03]
520 we're asking that you look at this
[1:10:05]
problem and after look and do something
[1:10:08]
about it this
[1:10:10]
time bless you Mr Robins thank you for
[1:10:14]
coming John you know the problem
[1:10:17]
right it's the back of a car is holding
[1:10:20]
back okay good
[1:10:22]
okay
[1:10:25]
uh next is Cindy
[1:10:38]
Smith good evening hello my name is
[1:10:41]
Cindy Smith I live at 1206 Purdue way
[1:10:43]
and Coco I sent a email on February the
[1:10:48]
9th to every email address I could find
[1:10:51]
desperate for help to get reclaimed
[1:10:53]
water in my yard this has been an
[1:10:56]
ongoing
[1:10:57]
problem uh when it was put in I was
[1:11:00]
promised unlimited use at $5 I was
[1:11:03]
brought up at a city council meeting as
[1:11:05]
the lady on Purdue that expects it for
[1:11:07]
the rest of her life that's what I was
[1:11:09]
promised when my yard was tore up for
[1:11:11]
two months we still do not have constant
[1:11:14]
pressure now you want to raise our
[1:11:17]
rates uh I've got emails um that I sent
[1:11:22]
Tyler Matt had promised me a uh a credit
[1:11:27]
on my water bill because the two that
[1:11:30]
you have now reclaimed coordinators come
[1:11:32]
out and stood in my yard and told me
[1:11:34]
that the reason I didn't have any water
[1:11:35]
is cuz we had too much and they had to
[1:11:38]
pump it to rockage Meanwhile all my
[1:11:40]
grass is
[1:11:44]
dead I don't know is that
[1:11:50]
true Miss Smith had uh initially reached
[1:11:54]
out to our uh Water Reclamation team and
[1:11:58]
they responded they uh did numerous
[1:12:01]
tests at her location they did find the pressure
[1:12:06]
was was low it wasn't that it was not
[1:12:09]
functioning it was low it wasn't
[1:12:11]
reaching certain portions of her yard it
[1:12:13]
wasn't functioning at all then they knew
[1:12:15]
they stood in my yard and told me they
[1:12:17]
knew for three and a half four months
[1:12:18]
that Pine Ridge as a whole had a problem
[1:12:20]
and they didn't know what it was and
[1:12:22]
they suggested that I shut my water off
[1:12:24]
till they could figure it out when the
[1:12:26]
whole time it was because they never
[1:12:27]
told the street crew to turn the valve
[1:12:29]
back on now my yard is dead I've never
[1:12:33]
received the credit
[1:12:35]
out I'm not cutting them off can he
[1:12:37]
finish then because because I think he
[1:12:39]
was still wanting to say something
[1:12:40]
there's no disrespect to you ma'am we
[1:12:42]
listen to you can I get a comment from
[1:12:44]
him please ma'am I think she'll
[1:12:47]
acknowledge your time ma'am yeah yeah I
[1:12:48]
she'll extend it thank you Mr Mayor yeah
[1:12:51]
and uh through multiple interactions
[1:12:53]
with with uh Miss Smith and we also had
[1:12:55]
our our uh reuse team back on site uh
[1:12:59]
Jack's team with engineering research
[1:13:01]
the issue uh they were able to make some
[1:13:04]
adjustments to the system and uh
[1:13:07]
increase the pressure at her
[1:13:09]
location
[1:13:11]
um at that time it was deemed a city
[1:13:15]
council policy decision whether they
[1:13:18]
were to provide a reduction in her reuse
[1:13:24]
uh based on the the loss of service uh
[1:13:28]
the policy currently maintains that uh
[1:13:31]
we do not guarantee uh 100% service of
[1:13:35]
our reuse system uh you'll find that
[1:13:37]
agenda item uh it's uh the first item
[1:13:42]
under the
[1:13:43]
consent agenda and that does reflect uh
[1:13:47]
our current policy as well as uh those
[1:13:50]
neighboring uh systems uh we are
[1:13:53]
consistent with them uh it is for your
[1:13:57]
consideration tonight uh it also uh went
[1:14:00]
to the UAB board uh in July I believe
[1:14:05]
and they they heard the issue researched
[1:14:07]
it and uh they are moving it uh to your
[1:14:11]
uh agenda with a
[1:14:14]
recommendation and uh Jack can maybe
[1:14:17]
provide some more context if you'd like
[1:14:19]
recommendation to what Mr F uh the
[1:14:22]
recommendation I believe is to uh
[1:14:24]
continue with the existing
[1:14:28]
policy you mean you mean
[1:14:31]
rates no with the with the existing
[1:14:33]
policy in that we do not guarantee 100%
[1:14:37]
service of our reuse system I know a lot
[1:14:39]
of communities have the same I was going
[1:14:42]
to say that that policy is consistent in
[1:14:44]
jacking comment on it but that policy of
[1:14:47]
not guaranteeing 100% of reuse is
[1:14:50]
consistent with all the other
[1:14:51]
municipalities in the in the county
[1:14:53]
that's right that's right and um so so
[1:14:56]
okay so number one's reliability there
[1:14:58]
is none yeah there is none right so sat
[1:15:01]
Saturday the my sprinklers came on and
[1:15:03]
wet my windows clean to the top Sunday
[1:15:05]
wouldn't even reach the back of my uh my
[1:15:08]
flly beds I went on vacation for 12 days
[1:15:11]
all of my plants that I had just put out
[1:15:13]
in pots died because we had no reclaimed
[1:15:16]
water whatsoever for four days I was
[1:15:18]
told when I got back wow it's totally
[1:15:21]
inconsistent and it'll work one day out
[1:15:24]
of seven and it's become a full-time job
[1:15:27]
trying to get reclaimed water and all my
[1:15:29]
grass is dead now you know I've been
[1:15:31]
here 23 years we've never had this
[1:15:34]
problem you were one of the first
[1:15:35]
hookups and it was a oh yeah I had my I
[1:15:37]
didn't have a driveway nothing for over
[1:15:40]
two months you know we were promised $5
[1:15:43]
a month unlimited use they said well it
[1:15:45]
doesn't say forever I said it doesn't
[1:15:47]
say not forever that's what we were told
[1:15:48]
when it sold to us I don't think anybody
[1:15:51]
take it take you know interpretation we
[1:15:54]
were told that they were trying amount
[1:15:56]
of people to hook up and it was going to
[1:15:59]
be that and then later the next batch of
[1:16:01]
people it was different but every year
[1:16:03]
the rates go up go up go up and you'all
[1:16:05]
want to raise them again and I can't
[1:16:06]
even get a lawn I can't even keep potted
[1:16:09]
plants
[1:16:10]
alive Matt that was EXC I just want to
[1:16:13]
know uh in the original resolution
[1:16:16]
adopted in 1991 it never provided that
[1:16:20]
the rates would remain the same in fact
[1:16:22]
that res resolution provides that the
[1:16:24]
they would be adjusted and include spe
[1:16:26]
language that specifically provided city
[1:16:28]
council May establish or amend from Time
[1:16:31]
toy the connection charges and rates for
[1:16:33]
the alternative water supply so there's
[1:16:36]
no we we've gone back and forth and
[1:16:38]
there's no record that we have that
[1:16:41]
that's that's a concern for the first
[1:16:43]
people to hooked up I remember that way
[1:16:45]
back cuz I got hook up that I was told
[1:16:47]
the same
[1:16:48]
thing we all told that it' be $5 and I
[1:16:52]
was told by him that we would be getting
[1:16:54]
a credit because I've got an email that
[1:16:55]
I sent Mr Mr Furbish on February the
[1:16:59]
24th saying I did finally hear from Matt
[1:17:01]
yesterday and they are going to issue
[1:17:03]
our neighbors credit right and now and
[1:17:06]
he told me he would let me know when it
[1:17:07]
was coming up I haven't heard from you s
[1:17:09]
we John I have reclaimed John I just
[1:17:12]
want to say this we have to and I've
[1:17:13]
experienced that before we have to be
[1:17:14]
reliable on our system I mean I I know
[1:17:16]
it's going to break down from time to
[1:17:17]
time but we have to work on this and get
[1:17:19]
it fixed I mean that's and I think Jack
[1:17:21]
can come on but we took this whole issue
[1:17:24]
and we presented it to the utilities
[1:17:26]
Advisory Board which is comprised of
[1:17:28]
citizens and others recommend and they
[1:17:31]
unanimously uh voted to stay with our
[1:17:35]
current policies which are again fairly
[1:17:37]
consistent with what other
[1:17:38]
municipalities are doing because I mean
[1:17:40]
while we we certainly Endeavor to always
[1:17:42]
uh provide reclaimed water there are
[1:17:45]
instances and I think Jack cantic let's
[1:17:47]
figure this thing out and get it
[1:17:48]
reliable because I mean I used to get
[1:17:51]
calls from other communities think it
[1:17:52]
was our water that their their gray
[1:17:54]
water or you know reuse was ours but
[1:17:57]
wasn't but I don't want to be the one
[1:17:59]
that breaks down all the time let's get comment on it PGE and all that
[1:18:04]
I don't understand how you can say you
[1:18:06]
don't you're not going to guarantee
[1:18:08]
service that's like Florida p and light
[1:18:10]
send you a $100 bill when you ain't got
[1:18:12]
no electricity for a month I don't know
[1:18:15]
why they do that but I can tell you this
[1:18:16]
the system is a lot simpler it's like a
[1:18:18]
series of pumps it's a whole different
[1:18:19]
system do any of the people that's on
[1:18:21]
this board living Pine Ridge can we let
[1:18:23]
the utilities director explain why some
[1:18:25]
of the Jackie Jackie how's work how do
[1:18:29]
that system work at P that area yeah
[1:18:31]
that or how old is it this is the system
[1:18:33]
where uh and she's correct there was a
[1:18:35]
there's a uh there's a a blowoff valve
[1:18:38]
that's probably a quarter of a mile away
[1:18:40]
and when we do have excess reclaim
[1:18:42]
because we have to we we have to the
[1:18:44]
reclaim system we have to balance the
[1:18:47]
influent coming to the plant with what's
[1:18:49]
going out so if not enough is coming in
[1:18:52]
we have have to supplement using braco
[1:18:54]
Pond and other and other ways to do that
[1:18:56]
when it's dry and hot like it is right
[1:18:57]
now we don't have enough to keep up we
[1:18:59]
we're struggling and we're pulling stuff
[1:19:01]
from the ponds to supplement that right
[1:19:02]
now right when there's too much
[1:19:05]
typically this time of the year it's
[1:19:06]
usually a too much issue but this has
[1:19:08]
been ex extremely dry you know August or
[1:19:10]
July and August but when we have too
[1:19:13]
much uh we have to we have to get rid of
[1:19:15]
it we don't have so much storage so you
[1:19:17]
know we try to encourage folks obviously
[1:19:19]
to use that at that time we have other
[1:19:21]
areas in other ways we can get rid of
[1:19:23]
the reclaim so we but we It's A Real
[1:19:25]
Fine Line whereas you know if you think
[1:19:28]
about a I'm just going to use it as an
[1:19:29]
example the general water system we
[1:19:32]
balance the demands uh for for for
[1:19:34]
portable water based on the need when
[1:19:37]
people call for water we sense that in a
[1:19:39]
pressure drop they make adjustments and we deliver water but I don't have
[1:19:43]
necessarily the same uh flexibility
[1:19:46]
because my source of reclaim comes from
[1:19:49]
the effluent from from the waste side
[1:19:52]
and so some days it's high some days
[1:19:54]
it's low sometimes the call for demand
[1:19:56]
is high sometimes the call for demand is
[1:19:58]
really low and so those make really
[1:20:01]
extra challenges in trying to keep
[1:20:02]
steady state operations now since since
[1:20:05]
this incident occurred we did install uh
[1:20:08]
at our own you know at the expense of
[1:20:10]
the utility we installed a sensor down
[1:20:11]
there on that valve to make sure that we
[1:20:13]
maintain pressure in that neighborhood
[1:20:15]
so we have corrected that issue so we
[1:20:17]
shouldn't have low pressures like we had
[1:20:20]
like what she's describing what occurred
[1:20:22]
uh back in I guess whenever that was
[1:20:24]
when that occurred a month or two ago
[1:20:25]
when this when this incident
[1:20:27]
occurred okay but again I can't you know
[1:20:31]
I can't I can't pre I can't promise
[1:20:33]
pressure in the reclaim system as much
[1:20:34]
as I can't necessarily you know promise
[1:20:37]
pressure in the water system we do our
[1:20:38]
best to try to balance those systems
[1:20:40]
with the demands necessary for the for
[1:20:42]
the portable water as well as for the
[1:20:43]
reclaim uh and you know that that's the
[1:20:46]
best we can do uh we we really do try
[1:20:48]
hard and we do we do listen to the
[1:20:50]
customers and when there's low pressure
[1:20:51]
complaints or what complaint we send
[1:20:53]
people out there to investigate and try
[1:20:54]
to figure out what's going on and like
[1:20:56]
in this case we thought that the blowing
[1:20:58]
off of the water was creating the low pressure in that area right um
[1:21:03]
Brenda Carrie do we have some openings
[1:21:06]
on the utilities Advisory Board there
[1:21:08]
are two regular and two alternate okay
[1:21:12]
are they appointed from different
[1:21:14]
districts or just Citywide Mrs Smith
[1:21:18]
yeah I would really like you to consider
[1:21:21]
joining our utilities Advisory Board and seeing if if maybe some of the
[1:21:25]
issues you're having will help our
[1:21:27]
utilities Advisory Board in some of
[1:21:29]
their decisions they meet once a month
[1:21:31]
uh we're always short I'm sorry they
[1:21:33]
meet one every three months once every
[1:21:35]
three months they're always we always
[1:21:37]
need
[1:21:39]
people please consider it you get to put
[1:21:42]
your input in and your experiences may
[1:21:45]
help our water department make better
[1:21:47]
decisions well I just don't understand
[1:21:50]
I'm not saying I'm not talking about
[1:21:52]
from back in February I'm talking about
[1:21:54]
today is Tuesday Saturday Sunday 2 three
[1:21:58]
days ago still no water to my plants up
[1:22:01]
by the house you know and you keep
[1:22:03]
wanting to raise the rates no other
[1:22:05]
nobody else is raising rates water in
[1:22:08]
and Coco beach is cheaper than it is
[1:22:10]
here that's not they have no they have
[1:22:14]
no meter readings there I've got a I've
[1:22:15]
got a water bill right here from a
[1:22:17]
friend of mine that lives in Coco
[1:22:21]
Beach we we appre apprciate coming out
[1:22:23]
can you stay in contact with the city
[1:22:25]
manager's
[1:22:26]
office or Matt I do contact but he he
[1:22:30]
told me he let me know about this
[1:22:31]
meeting and nothing I contacted him when
[1:22:34]
the garbage truck threw the Recycled in
[1:22:36]
the regular garbage truck and dumped it
[1:22:37]
with the rest of them he told me I'd
[1:22:39]
hear back from him if that did indeed
[1:22:41]
happen I wouldn't have emailed him if it
[1:22:43]
hadn't indeed happened right you know
[1:22:45]
he's basically questioning my character
[1:22:47]
and I never heard nothing back from him
[1:22:49]
on that either so I I I keep contacting
[1:22:52]
on is getting where it's a full-time job
[1:22:54]
here so let's make sure okay and yeah we
[1:22:57]
can uh we can send a crew out and check
[1:22:59]
the pressures that are house again to to
[1:23:01]
ensure that you know you're receiving
[1:23:03]
the proper pressure consistent with the
[1:23:05]
rest of your neighbors um you know that
[1:23:08]
the crew can determine if there's
[1:23:10]
anything leading up to uh your meter um
[1:23:13]
they can't they can't test within your
[1:23:16]
system but uh they they can they can go
[1:23:18]
on site again and determine if you're
[1:23:21]
receiving the proper pressure
[1:23:23]
one day out of seven doesn't keep my my
[1:23:25]
grass or my plants
[1:23:28]
alive I'm just saying consideration of
[1:23:31]
raising the rates again we're not
[1:23:33]
getting what we were promised for the
[1:23:34]
rates we're paying thank you yep thank
[1:23:37]
you thank you for
[1:23:39]
coming thank you for being patient
[1:23:43]
y uh Andrea
[1:23:51]
Graham
[1:23:58]
good evening hello my name is Andrea
[1:24:01]
Graham I live at 520 Adobe Avenue in
[1:24:05]
Coco
[1:24:06]
Florida um I'm a resident and also I am
[1:24:09]
a um business owner for 18 years and um
[1:24:13]
I was coming here um on the behalf of
[1:24:16]
the liquor store that they want to uh
[1:24:18]
open up on
[1:24:20]
Fisk and um
[1:24:23]
the Bible says without a vision the
[1:24:25]
people perish and if that's the vision
[1:24:28]
that is going to be given unto us we are
[1:24:30]
headed for Doom as a
[1:24:33]
people um when you open up um liquor
[1:24:37]
stores it tends to increase crime
[1:24:40]
vandalism vehicle theft burglaries
[1:24:44]
violence and
[1:24:46]
drugs
[1:24:48]
um there's a lot of stores already there
[1:24:51]
on fist
[1:24:53]
that are uh that sell
[1:24:55]
alcohol there is the crazy horse that is
[1:24:58]
on Lake Drive the ABC
[1:25:01]
Liquor
[1:25:03]
pinkies the
[1:25:05]
7-Eleven there's two convenience stores
[1:25:08]
that's right there on um right next to
[1:25:11]
the liquor store that wants to be built
[1:25:13]
there they sell alcohol also that's six
[1:25:16]
and there's also one on Peach Tree um
[1:25:21]
that's right next to um the veteran
[1:25:23]
Center and the living quarters that that is already there and also the
[1:25:29]
battered women shelter um so that's
[1:25:32]
seven liquor stores within that
[1:25:36]
Community um I would like to see
[1:25:39]
something that could be used for our
[1:25:41]
community like a Learning Center a
[1:25:43]
computer station uh with free Wi-Fi for
[1:25:48]
people to be able to look for jobs for
[1:25:50]
children to be able to have access to uh
[1:25:53]
the computers that don't have them in
[1:25:55]
their
[1:25:56]
homes um for uh people can look up how
[1:26:00]
to live better people can look up um how
[1:26:04]
to raise their children and make a
[1:26:05]
better community that would be something
[1:26:08]
that we could use in our community
[1:26:10]
besides another liquor
[1:26:13]
store um where proposing that liquor
[1:26:16]
store I'm sorry where are they proposing
[1:26:18]
that liqu um they're trying to build it
[1:26:20]
right on Fisk across from
[1:26:23]
800s um AC street right across the
[1:26:27]
street
[1:26:28]
right right right thought there was a
[1:26:30]
church in that Plaza they made the
[1:26:32]
church
[1:26:33]
leave they evicted the church that had
[1:26:35]
been there for 15
[1:26:38]
years
[1:26:40]
may may Mr Mayor
[1:26:51]
May
[1:26:52]
right I got a question Mr Man yes
[1:26:55]
sir okay um what do Steve what's the
[1:26:58]
rule with Steve belon I thought there
[1:27:00]
has to be so many feet from a church
[1:27:02]
door before you open up a liquor store
[1:27:04]
that's what we thought too still a
[1:27:06]
church can can can can can we may we
[1:27:09]
please hear from Mr Beldon I mean I I
[1:27:13]
feel your pain Steve it's still a church
[1:27:15]
even it's vacated well if it's if it's
[1:27:17]
not an active church it's vacated then wouldn't apply but this this came
[1:27:20]
up before this came up last year this
[1:27:23]
applicant to would go to the board of
[1:27:25]
adjustment for a special exception
[1:27:27]
approval at that time the board denied
[1:27:29]
the
[1:27:30]
application um and as a result of that
[1:27:32]
denial the the property owner was
[1:27:35]
required to wait another year before he
[1:27:37]
could reapply so that is what he is
[1:27:39]
doing again is he's
[1:27:40]
reapplying uh that the year has now
[1:27:42]
lapsed uh so that will again go to the
[1:27:45]
board of adjustment I believe it's going
[1:27:46]
to go next month um for them to hear the
[1:27:49]
item for a special exception approval
[1:27:52]
and the property owners will be notified
[1:27:54]
again as they were last year of the uh
[1:27:56]
proposed action Steve is that the
[1:27:59]
property owners within 500 ft
[1:28:02]
yes okay okay now let me ask a Qui go
[1:28:06]
ahead Mr go ahead can I ask him a
[1:28:08]
question sure yes sir all
[1:28:11]
right Esquire gagan give me the ruling
[1:28:14]
please sir if the board of adjustment
[1:28:16]
makes one ruling can we supersede their
[1:28:19]
ruling as a
[1:28:21]
council
[1:28:22]
because I know the quas judicial blah blah yeah I believe now that's
[1:28:28]
right decision of the board of
[1:28:30]
adjustment is subject to appeal to the
[1:28:32]
city council so there is there is a
[1:28:35]
procedure but the the board of
[1:28:36]
adjustment will hear the matter uh first
[1:28:40]
make a decision and then it'll be
[1:28:42]
subject to appeal pursuant of the rules
[1:28:44]
and procedure in the city code but who
[1:28:46]
appeals well you know an interest
[1:28:49]
interested party withstanding the
[1:28:50]
applicant and um if an appeals filed you
[1:28:53]
know we examine that issue it's and it's
[1:28:55]
presented to the city council um you
[1:28:57]
know for a
[1:28:59]
hearing but what if the applicant is
[1:29:01]
okay with the decision and it's the
[1:29:03]
neighbors that aren't do they have
[1:29:04]
standing to appeal to us on interested
[1:29:06]
part it could be adversely affected okay
[1:29:09]
by a decision assuming they you know can
[1:29:11]
demonstrate standing would have the
[1:29:12]
ability to appeal of the decision
[1:29:18]
okay okay ma' I feel you're paying that
[1:29:20]
then the audience but
[1:29:22]
I think we want to make sure we hear
[1:29:23]
from her I hear you yes ma'am and and
[1:29:25]
there's no disrespect you so we can we
[1:29:27]
can make a decision one voice please no
[1:29:29]
we can over write it on appeal assuming
[1:29:33]
there is appeal if there is no appeal
[1:29:35]
then the decision of the board of
[1:29:36]
adjustment is is deemed
[1:29:39]
final okay okay and that's you that's
[1:29:42]
the procedure okay so tonight is not the Forum in which you know for
[1:29:47]
the council to consider any you know
[1:29:50]
application uh for the particular
[1:29:53]
project but we can listen certainly you
[1:29:56]
can listen other the delegations but
[1:29:57]
this again this is just not the form
[1:30:00]
for decision we're for improving no I
[1:30:03]
have a Fisk not making it like more of a
[1:30:07]
patter EG you know what I mean we want I
[1:30:09]
didn't I'm sorry said we want to improve
[1:30:11]
Fisk correct
[1:30:13]
okay that's all you need to know tonight
[1:30:15]
okay okay and
[1:30:17]
uh that's unfortunate thank you y thank
[1:30:21]
you thank you ma'am Mr thank you Mr
[1:30:24]
Mayor yes before we move on I have a
[1:30:26]
question for Steve
[1:30:28]
sure when the board of adjustment denied
[1:30:32]
that application last time Steve do you
[1:30:34]
remember what the the grounds for the
[1:30:36]
denial were uh based on uh testimony
[1:30:39]
from residents in the community and and
[1:30:41]
some of what you're hearing tonight
[1:30:42]
there was they felt that the impact of
[1:30:43]
the community would have been negative
[1:30:46]
and given the fact that there were there
[1:30:47]
were similar uses in the neighborhood
[1:30:49]
they they they kind of agreed with with
[1:30:51]
the resents were saying that they felt
[1:30:53]
uh that it would negatively impact the
[1:30:55]
community so it wasn't based solely on
[1:30:58]
the fact that there was a church that is
[1:31:00]
correct and actually and I'm trying to
[1:31:02]
pull up the code now but I believe the
[1:31:03]
code states that regarding uh that
[1:31:06]
distance requirement it does not apply
[1:31:08]
to uh an establishment selling for
[1:31:10]
off-site consumption only for on-site
[1:31:13]
consumption so the neighbors need to
[1:31:16]
make sure that they're at the board of
[1:31:17]
adjustment meeting to oppose this again
[1:31:19]
okay that is correct good okay all right thank you um alzer
[1:31:28]
Morrison minute slow that's all right
[1:31:31]
take your
[1:31:36]
time I'm here my name is Al Morrison I
[1:31:39]
live at 312 edin Drive I don't need the
[1:31:41]
microphone I talk loud enough everybody
[1:31:43]
know be and I'm here for the same reason
[1:31:46]
that um Miss grah was just here about
[1:31:48]
the liquor store that we don't want we
[1:31:52]
will not have in this community okay um
[1:31:56]
you can have your board of adjustments
[1:31:58]
you can have this that we just don't
[1:31:59]
want it like she said there plenty of
[1:32:01]
places to sell beer and everything you
[1:32:04]
you're moving the the I don't y'all got
[1:32:06]
a grand plan that you're not tell us
[1:32:08]
about obviously because you're moving
[1:32:11]
the the fire station you're um letting
[1:32:13]
these big um super uh gas stations come
[1:32:17]
in here you've already blocked off you
[1:32:19]
know um Magnolia Street and stuff I'm
[1:32:21]
old school I I don't know what the new
[1:32:23]
names is um magia Street you know what
[1:32:26]
I'm talking about all uh the black
[1:32:28]
community and everything it took y'all
[1:32:30]
forever to bust them people at um provos
[1:32:34]
that you can still go out there now no
[1:32:36]
disrespect to y'all y'all can still go
[1:32:38]
out there now and smell beer and
[1:32:40]
marijuana if those people can get up
[1:32:42]
that early in the morning and sit in the
[1:32:43]
park they can get up and go to a job
[1:32:46]
that's right so if I would love to see
[1:32:48]
so I can bring my grandchildren to the
[1:32:49]
park cuz I don't go IID love to see
[1:32:51]
y'all you know ride up in there park
[1:32:54]
your car get out and walk y'all know
[1:32:57]
what they doing up there everybody knows
[1:32:59]
what they're doing up there and that and
[1:33:01]
instead of moving the fire station um it
[1:33:05]
need it's been there since I was a kid
[1:33:07]
and I'm 59 years old okay so it needs to
[1:33:10]
be refurbished not
[1:33:11]
moved okay you've built this big
[1:33:14]
Plantation looking um City Hall y'all
[1:33:16]
can do the fire station is going to do
[1:33:18]
us a lot more good okay
[1:33:22]
so no if there will not be any um liquor
[1:33:26]
story you already talking about you
[1:33:28]
blocked things off and talking about how
[1:33:30]
bad things in in in that area they've
[1:33:32]
had murders rapes robberies police chase
[1:33:35]
going down F Boulevard doing 90 miles an
[1:33:38]
hour chasing after people then you want
[1:33:39]
to put a liquor store down what's next a
[1:33:41]
Bell's bomber a gun
[1:33:44]
shop you you turn it into the ghetto and
[1:33:46]
then y'all gonna turn around and
[1:33:48]
complain about the the um the crime in
[1:33:50]
the area
[1:33:54]
okay you can go down there any time of
[1:33:55]
day and night and see them little boys
[1:33:57]
with the pants halfway down there behind
[1:33:59]
not doing nothing hey have a cop on foot
[1:34:02]
walk around and talk to them I
[1:34:04]
understand they have the right to stand
[1:34:06]
on the street and everything but you
[1:34:08]
know they ain't up to no good you cannot
[1:34:11]
stand if they can stand out there they
[1:34:12]
can go do a job somewhere like she said
[1:34:14]
get a computer store or something of
[1:34:16]
there anything but a liquor store really
[1:34:19]
right next to a store that sells beer
[1:34:22]
it's got it's got to be different oh I
[1:34:25]
got 26
[1:34:28]
seconds we it's got to be something else
[1:34:30]
that y'all can do somebody had to
[1:34:32]
approve it somebody can disapprove it
[1:34:34]
okay all this parliamentary procedure
[1:34:36]
you do what you want to do when you want
[1:34:38]
to do
[1:34:39]
it okay you do what you want to do when
[1:34:42]
you want to do it so we're telling you
[1:34:44]
as um taxpayers as um um voters and
[1:34:48]
everything we don't want it there don't
[1:34:50]
put it there okay I'm beat oh I'm
[1:34:53]
beat can I say May thank you thank you
[1:34:57]
very much Mr Mayor yes for she make
[1:35:01]
accusations she doesn't know how I feel
[1:35:03]
about that and I'm against the liquor
[1:35:06]
store for the Record Man and I'm sure
[1:35:07]
many of my cohorts here as well but
[1:35:09]
we're here to talk to one another and
[1:35:11]
not at each other please ma'am you can
[1:35:14]
say however you want to put it but
[1:35:15]
that's the way I express myself thank
[1:35:17]
you yes ma'am and you're entitled to
[1:35:19]
that but for the record I got you hold
[1:35:20]
on thanks M Mor
[1:35:22]
I am anti liquor store just for the
[1:35:24]
record so now you can talk a little
[1:35:26]
calmer please yeah I
[1:35:29]
know okay good yeah we like that that's
[1:35:33]
good John I just just so we're clear uh
[1:35:39]
city council or the board of adjustment
[1:35:41]
has not approved a liquor store a person
[1:35:44]
that owns a piece of property has made
[1:35:47]
an application to put a liquor store in
[1:35:49]
there and the process as it was
[1:35:51]
previously done and as already
[1:35:53]
articulated by Steve it was denied last
[1:35:56]
year every year they got a right to come
[1:35:58]
before Place their application pay their
[1:36:00]
pain pay their fee and go before the
[1:36:02]
board of adjustment uh again it goes
[1:36:05]
before the board of adjustment encourage
[1:36:07]
all the neighbors to show up and express
[1:36:09]
your concerns I think your concerns if
[1:36:11]
you've attended either any the the
[1:36:14]
community meetings the May's crime
[1:36:15]
Summit uh the various workshops that
[1:36:17]
we've had those are the exact same
[1:36:20]
things that we've been sharing ing And
[1:36:22]
discussing so I encourage you to show up
[1:36:24]
at that board of adjustment meeting and
[1:36:26]
let the members know your opinion on
[1:36:28]
what you believe it will do and how it
[1:36:30]
will adversely impact your
[1:36:32]
community uh and then again as was
[1:36:35]
articulated earlier is if for some
[1:36:38]
reason the board of adjustment was to
[1:36:40]
for whatever reasons uh determine that
[1:36:43]
and approve that use any person like
[1:36:46]
specifically the people that are have
[1:36:47]
come up tonight would have the right to
[1:36:50]
appeal to city council
[1:36:52]
to overturn that decision in other words
[1:36:53]
you to disagree with that decision so I
[1:36:56]
just want to encourage you if you go to
[1:36:57]
the board of adjustment and if for some
[1:36:59]
reason they revers the opinion that they
[1:37:01]
had previously because maybe different
[1:37:03]
circumstances or facts are presented you
[1:37:05]
still have the right to appeal and come
[1:37:08]
back before this city council right here
[1:37:09]
these five members uh to four uh to to
[1:37:15]
address the issue or to address the
[1:37:17]
decision of the board of adjustment
[1:37:19]
nobody has approved the council has not
[1:37:20]
approved Council was not even aware of
[1:37:22]
to be quite honest I only found out
[1:37:24]
about it earlier when I spoke to the uh our community services director
[1:37:31]
so uh please I want attend the board of
[1:37:34]
adjustment
[1:37:35]
meeting because then that's when you can
[1:37:38]
prevent everything right out the gate
[1:37:40]
articulate Advocate your
[1:37:44]
position okay y I'm not for it not for
[1:37:48]
it all against it last time too y
[1:37:53]
yeah coming later we're at 30 minutes
[1:37:55]
again H you're at 30 minutes again Mr
[1:37:57]
Mar Mr make a request we extend
[1:38:00]
delegation how many cards do you have in
[1:38:01]
your hand roughly Mr
[1:38:03]
Mayor okay 10 minutes well if you got
[1:38:06]
one we only have about one card yeah cuz
[1:38:08]
all those are completed correct just one
[1:38:10]
card yeah we got more cards here oh for
[1:38:12]
how many more for agenda items all right
[1:38:14]
those are for agenda item right one
[1:38:16]
delegation three minutes it's about
[1:38:18]
um I'm making four minutes just in case
[1:38:21]
we have a little dialogue I make a
[1:38:23]
motion we extend delegation for 4
[1:38:24]
minutes please ma'am please sir time now
[1:38:27]
is 7:30 so we saying 7:34 second all in
[1:38:30]
favor I I any thank you all for coming
[1:38:34]
okay next up is Kathy Hamilton
[1:38:42]
Brown good evening good evening good
[1:38:44]

[1:38:48]
but I'm not going to make a scene or
[1:38:50]
anything thing the reason I'm here um I
[1:38:54]
went to the hair store to buy some weed
[1:38:58]
for my hair and I seen the guy that owns
[1:39:01]
the store having kids to sign a petition
[1:39:04]
to open up the liquor store that's the
[1:39:06]
concern that I have when you trying to
[1:39:09]
do mischievous things to get a liquor
[1:39:12]
store in a place now I took some data
[1:39:15]
and I just want to read it to you I'm
[1:39:17]
not here
[1:39:18]
to do anything but get some information
[1:39:22]
um liquor Source are more likely to open
[1:39:24]
in declining or low soci economic
[1:39:26]
neighborhoods crime increases and Urban
[1:39:29]
Decay um it causes uh Congregation of
[1:39:33]
gains leading
[1:39:35]
to uh uh violent crimes offenders such
[1:39:38]
as drunken and drug addicts and more
[1:39:41]
than likely alcohol stores
[1:39:45]
were um attract kids so if a kid wants
[1:39:50]
alcohol more than than likely they can
[1:39:51]
get it whether they get it from adult or
[1:39:54]
whether they get it from themselves cuz
[1:39:56]
you know more than likely a lot of these
[1:39:58]
stores do not ask for ID and that is my
[1:40:01]
concern because I have children that
[1:40:04]
stay in that neighborhood oh I'm sorry I
[1:40:06]
forgot to get my address 306 Edinburg
[1:40:08]
drive and I stay behind National Guard
[1:40:11]
Army and um every day I pass F I see
[1:40:15]
little kids on the street walking
[1:40:17]
whether they hanging out walking to the
[1:40:19]
store walking to a friend house and my
[1:40:22]
concern is I do not want this drug well
[1:40:25]
it is a drug stored in my neighborhood
[1:40:29]
the children's neighborhood the
[1:40:30]
community neighborhood and I want it to
[1:40:33]
be something that can help not only
[1:40:36]
adults but children we have a community
[1:40:38]
school our Endeavor so we need to have
[1:40:41]
something that can correlate with
[1:40:43]
Endeavor to keep our community
[1:40:45]
increasing and being better not only for
[1:40:49]
us but for generations to come
[1:40:51]

[1:45:24]
you yes sir uh this is a request to
[1:45:26]
approve a resolution to vate vacate that
[1:45:29]
portion of Stone Street rway located
[1:45:31]
between US1 and the FEC Railroad on June
[1:45:35]
6 2016 C received a RightWay vacation
[1:45:39]
application from biscaya Coco Holdings
[1:45:43]
LLC uh located in Miami Florida
[1:45:45]
requesting the city vacate that portion
[1:45:47]
of stone stone Street as mentioned uh
[1:45:49]
the application was deemed complete no
[1:45:52]
objections were received by any City
[1:45:54]
Department this includes police and fire
[1:45:57]
uh and also no objections from any any
[1:45:59]
public or commercial utility in the area
[1:46:02]
the city's utility department did
[1:46:04]
provide comment indicating that there is
[1:46:07]
an existing water line on the north side
[1:46:09]
of the rideway and sanitary sewer line
[1:46:11]
on the south side of ride of way uh that
[1:46:13]
would have to be relocated with an
[1:46:14]
easement dedicated to the city uh the
[1:46:17]
applicant has indicated that there is a
[1:46:19]
potential cumber Farm convenience store
[1:46:21]
considering locating at the property
[1:46:23]
adjacent to ston Street RightWay and the
[1:46:25]
applicant has provided a preliminary
[1:46:27]
sketch of the uh potential site plan uh
[1:46:31]
with the application which is in your
[1:46:32]
packet as well and I do want to mention
[1:46:34]
uh include for the record uh regarding
[1:46:37]
the uh the closure there were going back
[1:46:40]
to 2008 a couple of correspondences that
[1:46:43]
I think are are important to mention uh
[1:46:45]
regarding the closure um back in March
[1:46:48]
28th 2008 there was a
[1:46:52]
correspondence uh from uh Florida uh
[1:46:55]
East Coast rail to the uh Florida
[1:46:57]
Department of Transportation and in that
[1:46:59]
letter they indicated that and I'm going
[1:47:01]
to just read it that this letter will
[1:47:02]
confirm Florida East Coast Railways
[1:47:06]
opposition to the reopening of the
[1:47:07]
closed Stone Street grade crossing in
[1:47:09]
coko the crossing is redundant and
[1:47:12]
unnecessary additionally because of the
[1:47:14]
proximity to State Road 520 the
[1:47:17]
existence of another Crossing creates
[1:47:19]
significant maintenance problem for FEC
[1:47:22]
uh moreover fec's long-term capacity
[1:47:24]
plans contemplate additional
[1:47:25]
infrastructure in this area which is
[1:47:27]
incompatible with the
[1:47:29]
crossing and additionally from the
[1:47:31]
Florida Department of
[1:47:33]
Transportation uh to at the time mayor
[1:47:36]
uh Michael Blake on November 7 2008 uh
[1:47:40]
Florida Department of Transportation
[1:47:42]
indicated at that time i' I would like
[1:47:45]
to confirm the Florida Department of
[1:47:47]
transportation's position regarding uh
[1:47:50]
regarding to Stone Street rail uh cross
[1:47:53]
enclosure uh after the workshop held on
[1:47:56]
March 18 2008 FEC sent me a letter
[1:47:59]
confirming their opposition to reopening
[1:48:01]
the Stone Street crossing in coko in
[1:48:03]
order for f to reopen The Crossing it
[1:48:06]
would require approval from both the
[1:48:07]
city of Coco and the FC until both
[1:48:11]
parties agree to open the crossing the
[1:48:13]
crossing will be remain closed uh noran
[1:48:16]
Downs District 5
[1:48:18]
secretary with the that back turn it
[1:48:20]
back to May Council for
[1:48:22]
questions Miss
[1:48:25]
Warner who Steve who closed the crossing
[1:48:28]
at Stone Street and do you remember when
[1:48:31]
it was closed I know it's been many many
[1:48:33]
years joh John yeah um back in let say
[1:48:39]
2004 right well actually in 2002
[1:48:42]
representatives of the
[1:48:44]
FC or uh actually yeah 2002 Florida East
[1:48:47]
Coast rail Florida e East Coast rail
[1:48:50]
they were going up and down the line and
[1:48:52]
they were looking and I believe it was
[1:48:54]
related to the F uh the Federal Railroad
[1:48:56]
closure act for and they were going up
[1:48:58]
and down the line to look at which
[1:49:00]
stations no longer met the criteria for
[1:49:02]
being opened and they indicated at that
[1:49:05]
time it was a multi-purpose meeting I
[1:49:07]
happened to
[1:49:08]
attend
[1:49:10]
um and they had there's a couple issues
[1:49:14]
that were presented but as it relates to
[1:49:16]
Stone Street is because of the proximity
[1:49:18]
there were some accidents and fat ities
[1:49:20]
and for like this was in 2002 so it was
[1:49:23]
around 95 to 98 I think their data was
[1:49:27]
and so then in 2000 in March of 2003 we
[1:49:32]
received uh they have filed an
[1:49:35]
application with fdot to close the
[1:49:39]
crossing um and so from that point in
[1:49:43]
2003 going all the way up to beginning
[1:49:47]
probably I'm looking here in January on
[1:49:49]
January 27th 44 city council the then
[1:49:53]
city council discussed the matter and
[1:49:55]
there was a series of meetings held
[1:49:57]
between uh FD the Florida Department of
[1:50:00]
Transportation
[1:50:01]
FC uh the former public works director
[1:50:05]
uh then councilwoman Deputy Mayor
[1:50:07]
Collins uh Alberta W Wilson representing
[1:50:10]
the Cent
[1:50:12]
pacp and and they what would had come
[1:50:14]
out of that is because they closed the
[1:50:16]
thing is they negotiated a stipulated
[1:50:18]
settlement agreement because the The
[1:50:20]
Crossing had been closed and they had
[1:50:24]
negotiated a settlement just say we
[1:50:26]
didn't close the crossing no we did not
[1:50:28]
close the crossing the clossing crossing
[1:50:30]
was closed by FEC when they filed for FD
[1:50:33]
and they met the criteria for the
[1:50:35]
closing okay so it was negotiated to
[1:50:38]
reopen it at the city's expense I think
[1:50:40]
it was
[1:50:42]
$63,000 and a and that would only be
[1:50:45]
open for four
[1:50:46]
years uh or three years 3 months because
[1:50:50]
it was signed the stipulated settlement
[1:50:52]
agreement was signed on September 3rd of
[1:50:56]
2004 well fast forward their three the
[1:50:59]
three-year grace period to give the
[1:51:01]
community time to adjust to Turning if
[1:51:04]
you want to access US1 turning left on
[1:51:07]
Washington then right on State Road 520
[1:51:09]
or going you know South on Washington to
[1:51:12]
Rosel Jones and then out to US1 they did it on and then October 2007 I
[1:51:19]
know
[1:51:20]
my next door neighbor here in the Das
[1:51:22]
remembers this they just upand closed it
[1:51:24]
in the middle of the night for lack of a
[1:51:26]
better term they just up and closed it
[1:51:28]
because they'd met their agreement they kept it open for three years uh the
[1:51:33]
council the mayor and council at the
[1:51:34]
time requested uh we sent a letter both
[1:51:37]
to fdot the the actual secretary uh
[1:51:41]
who's the current Secretary no no
[1:51:43]
different one sorry the fdot secretary
[1:51:46]
and also at FEC and requesting a
[1:51:49]
community meeting at which uh FD showed
[1:51:52]
up but
[1:51:53]
FEC uh through an email or actually
[1:51:56]
through a voice message refused to
[1:51:58]
attend because the last time they they
[1:52:01]
just didn't like the way you
[1:52:04]
know concerns or opinions were being
[1:52:07]
voiced and they felt they were attacked
[1:52:09]
so they said they they refused to attend
[1:52:11]
any further meetings they have a
[1:52:13]
stipulated settlement agreement I spoke
[1:52:15]
personally with Jan borderline with the
[1:52:17]
rail safety coordinator and she spoke to
[1:52:19]
fd's general counsel and they're of the
[1:52:22]
opinion this city has a legal agreement
[1:52:25]
between FD and FEC that a prior Council
[1:52:29]
adopted and absent FEC agreeing to
[1:52:34]
opening the crossing their fdot is not
[1:52:37]
going to even process the application if
[1:52:39]
you look at their flowchart it won't
[1:52:41]
even make it past the viability you know
[1:52:43]
decision point so uh and FEC has not you
[1:52:46]
know uh not to be confused with all
[1:52:48]
board florid and right Lin L but FBC has
[1:52:51]
indicated it's not willing to uh uh open
[1:52:55]
it they won't even again they wouldn't
[1:52:57]
even show up at the meeting there was a
[1:52:58]
subsequent meeting held in after that
[1:53:00]
October meeting I think Steve referred
[1:53:03]
to it in March of '08 John I think I
[1:53:05]
think they going to need us if they if
[1:53:07]
they pick a station you know what I'm
[1:53:09]
saying well they want to if they want to
[1:53:12]
run the uh the rail through
[1:53:14]
here no actually they don't sir to be
[1:53:17]
quite honest they have the right away
[1:53:19]
right they've got the right away yeah
[1:53:21]
their railroad doesn't cross our roads cross their that's right
[1:53:25]
railroad track so it just uh that's the
[1:53:29]
and I know we we can't take a fresh look
[1:53:31]
atoun Blake what about a fresh
[1:53:33]
negotiation with them they're I'm just
[1:53:35]
going to tell you so there is no
[1:53:37]
negotiation with them FC is older than
[1:53:39]
the State of Florida FC was here before
[1:53:41]
the State of Florida when Florida was a
[1:53:43]
territory FBC was was
[1:53:47]
1880 don't allow this right they um hold
[1:53:51]
on hold on one second they were here
[1:53:52]
first is that yeah and that's is that's
[1:53:55]
their attitude they were here first well
[1:53:57]
it just I mean their job is to run rail
[1:54:00]
efficiently efficiently move transport
[1:54:03]
Goods C you know products without
[1:54:06]
interference and the ability to get that
[1:54:08]
done in the most efficient and safe
[1:54:09]
manner how do they pick that road the
[1:54:11]
reason why they picked Stone Street
[1:54:12]
because it was located three I mean in their application it was less than
[1:54:16]
300 ft from a major crossing State Road
[1:54:19]
5 20 and there had been accidents and
[1:54:22]
fatalities there uh and based on their
[1:54:26]
application uh and then if you look at
[1:54:29]
the criteria that set forth in the uh
[1:54:32]
the basis that the state looks at in
[1:54:34]
terms of safety necessity for Rail and
[1:54:37]
vehicle traffic uh alternate routes uh
[1:54:40]
design of grade crossing road approaches
[1:54:42]
and then presence of multiple tracks uh
[1:54:44]
and their effect upon Rail and Highway
[1:54:46]
operations so those are the criteria by
[1:54:49]
which they evaluate it and they met that
[1:54:51]
criteria with fdot so if they met the
[1:54:54]
criteria and we've had this discussion
[1:54:55]
before actually back when councilman
[1:54:57]
Blake was mayor we working with one of
[1:54:59]
our Consultants had them preliminarily
[1:55:02]
look at you know is there an opportunity
[1:55:04]
for us to file file our own application
[1:55:08]
the one Fe fdot said unless you get
[1:55:10]
fec's you know agreement to open the
[1:55:13]
crossing of which they have are they
[1:55:15]
have communicated as early as late as
[1:55:18]
2010 back when the Amtrak station was
[1:55:20]
considering in coming here they've
[1:55:23]
communicated So within the last six
[1:55:25]
years I mean the Crossing's been closed
[1:55:27]
nine years so they have communicated
[1:55:29]
they are not interested and then the
[1:55:31]
other thing is we would still have the
[1:55:32]
burden of proof of trying to overcome
[1:55:34]
the data the FBC has already
[1:55:37]
demonstrated the necessity for the
[1:55:39]
closing that's the
[1:55:40]
challenge all right public
[1:55:43]
participant we're we're going to do it
[1:55:45]
right now um Mr
[1:55:48]
Mohammad he's got a card too he's got a
[1:55:51]
card come on up you're up I have a card
[1:55:53]
too you're coming to everybody L under
[1:55:57]
agenda
[1:55:58]
yeah you're
[1:56:01]
covered this is just one
[1:56:05]
frustrating uh I believe it was was it
[1:56:08]
Mr Warner that asked who closed
[1:56:10]
to well the way name name an address oh
[1:56:13]
Oliver muhammd
[1:56:15]
2640 um I got a new address I forgot my
[1:56:18]
address Mercury Mercury Drive
[1:56:22]
um the way Mr Tanish described it was
[1:56:26]
close but not the
[1:56:28]
way we see it we saw it as far as far as
[1:56:34]
the city of Coco's
[1:56:36]
participation in this whole Affair you
[1:56:39]
see first of all the city of Coco closed
[1:56:43]
that Crossing down ever so often for
[1:56:48]
maintenance this time time when they
[1:56:49]
closed it for maintenance when the time
[1:56:52]
for maintenance was up it stayed
[1:56:56]
closed and we found out later
[1:57:00]
by uh researching the communications
[1:57:04]
back and forth that the reason why they
[1:57:07]
didn't uh they they were not on time
[1:57:10]
with with with opening opening it back
[1:57:13]
up after the maintenance period is
[1:57:15]
because they didn't want to open it
[1:57:19]
up
[1:57:21]
again so when he said that when when Mr
[1:57:25]
Tan says that the city of Coco didn't
[1:57:27]
have anything to do with it based on the
[1:57:31]
communications that we read that went on
[1:57:33]
between the city of Coco under uh Mr
[1:57:38]
Tan's leadership at that
[1:57:40]
time they actually
[1:57:43]
invited the railroad to come and look at
[1:57:46]
this station the rail he it is true that
[1:57:49]
during that time FEC was actively
[1:57:53]
aggressively looking for stations that
[1:57:56]
they could close because they wanted to
[1:57:58]
reduce some expenses like other
[1:58:02]
businesses but they
[1:58:03]
didn't they didn't come to this spot
[1:58:06]
until they were invited to this spot and
[1:58:09]
I guess after being in invited here it
[1:58:12]
probably looked attractive to them and
[1:58:15]
then the process what for closure uh
[1:58:18]
began
[1:58:21]
but see our point is that the
[1:58:24]
citizens in that Community wanted that
[1:58:28]
street to stay
[1:58:29]
open and and we felt that the city
[1:58:34]
betrayed
[1:58:35]
us because they wanted that Street
[1:58:38]
closed
[1:58:40]
then for the same reason they are being
[1:58:44]
opportunistic now at the closure and
[1:58:48]
that is they wanted that
[1:58:52]
Frontage because at that time it was it
[1:58:54]
was not a convenience store it was a
[1:58:58]
drugstore that they wanted to put out
[1:59:00]
there and it all tied nicely together
[1:59:05]
but somehow the business the the deal
[1:59:07]
with the drugstore fell through but the
[1:59:11]
point the point is it was initiated by
[1:59:14]
the city of
[1:59:16]
Coco and they betrayed our community
[1:59:19]
this street is a good Street there was
[1:59:22]
no legitimate reason to close that
[1:59:24]
street and even after closure the next
[1:59:29]
Council promised us they was going to do
[1:59:32]
everything that they could to get it
[1:59:34]
open again because opening it was
[1:59:37]
possible but they didn't follow through
[1:59:39]
on their promise like they never follow
[1:59:42]
through on their promise M mam thank you
[1:59:43]
I'm sorry at time we I hear you loud and
[1:59:47]
clear um pervette your
[1:59:52]
next yeah I did I just what happened
[1:59:56]
yeah I just I just want to I mean I
[2:00:00]
think
[2:00:01]
it's this and I'll pass this down this
[2:00:04]
is a letter from FBC April 23rd 2002 it
[2:00:08]
is addressed to me I would like to thank
[2:00:10]
you and the other departments with the
[2:00:11]
city for giving your time to meet with
[2:00:13]
Mr shander and me on April 15 2002 as I
[2:00:16]
stated in our telephone conversation in
[2:00:17]
the meeting my goal is to visit all
[2:00:19]
local municipalities the railway goes
[2:00:21]
through within the year uh and they they
[2:00:24]
and they go in talking about how their plans and it dis does go on to
[2:00:28]
discuss Stone Street the city did not
[2:00:29]
initiate any communication with FC Mr
[2:00:32]
stone with FC came to the city and then
[2:00:35]
in October 2007 it
[2:00:38]
was uh in October 2007 it was Council
[2:00:43]
that directed staff and Council
[2:00:45]
contacted you know with the mayor's
[2:00:47]
leadership the then mayor leadership
[2:00:49]
ship to seek to reopen it and then in
[2:00:52]
here's the letter in 2003 where FD
[2:00:55]
saying that they were contacted by FC so
[2:00:57]
it just I think the record needs to be
[2:00:59]
accurately reflected and the city did
[2:01:01]
not initiate application or any activity
[2:01:05]
to close Stone Street it's just not the
[2:01:08]
record does not reflect that okay I'm
[2:01:12]
pervet Bryant a property owner at 365
[2:01:14]
373 Stone Street for the record I oppose
[2:01:19]
uh the closing of stone street from the
[2:01:21]
railroad to the US one and um the
[2:01:25]
placing of a Cumberland Farms across
[2:01:27]
that area or any other uh store to seal
[2:01:30]
off that community and I agree
[2:01:32]
wholeheartedly with everything Mr
[2:01:34]
Muhammad said because it's true uh many
[2:01:37]
of you were in the fdot meeting that we
[2:01:40]
had and an fdot official stood publicly
[2:01:44]
and stated that the city of coko asked
[2:01:47]
them to close that Crossing and if we
[2:01:51]
had a court reporter in that meeting we
[2:01:53]
would have that verbage for the record
[2:01:55]
he stood himself Florida Department of
[2:01:58]
Transportation official and stated that
[2:02:00]
the city of coko asked them to close
[2:02:02]
that Crossing so now we're asking you to
[2:02:06]
do everything you can to reopen it do
[2:02:08]
everything you can to keep that street
[2:02:11]
open and viable for our community do not
[2:02:14]
close it off to someone who turns their
[2:02:16]
back to us will not allow access for the
[2:02:19]
people to even access a store but keep
[2:02:22]
it open so families and communities can
[2:02:25]
have freeway through our a diamond
[2:02:27]
Square on to downtown we need you to do
[2:02:30]
whatever is possible I just read an
[2:02:32]
article where a city after a Crossing
[2:02:35]
was closed for 15 years a railroad
[2:02:38]
crossing was closed for 15 years and a
[2:02:41]
city just got it reopened with the
[2:02:43]
Pacific Railroad you can Google it Ozark
[2:02:47]
versus Pacific Railroad all it takes is
[2:02:50]
persistence all it takes is a heart for
[2:02:53]
your community and a love for the people
[2:02:55]
to do what is right and I ask you
[2:02:57]
tonight to do what is right and keep
[2:02:59]
Stone Street open if you need outside
[2:03:02]
help to uh uh talk to the FC or whoever
[2:03:06]
we're here to help you we know folks to
[2:03:08]
help you but do like the Ozark Pacific
[2:03:12]
case that city did everything it could
[2:03:14]
for 15 years and finally a judge ruled
[2:03:18]
that that Crossing was to be reopened
[2:03:20]
for the benefit of that Community thank
[2:03:22]
you pette thank
[2:03:25]
you very good all right um Janie
[2:03:31]
Bryant Janie Mrs Janie Bryant yeah Miss
[2:03:34]
Janie
[2:03:39]
Bryant she covered them both under deleg
[2:03:41]
oh you did both okay yes ma'am thank you
[2:03:45]
uh Max
[2:03:47]
Kaiser
[2:03:52]
okay I come forward with next guys I'm
[2:03:53]
attorney Christopher broom my law practi
[2:03:56]
is uh primary address is 915 South
[2:03:58]
Washington Avenue this is Mr Max Kaiser
[2:04:01]
to my left he is the manager and
[2:04:03]
authorized representative of biscaya
[2:04:05]
Coco Holdings limited liability company
[2:04:07]
an active Florida limited liab liability
[2:04:09]
company his other member of the company
[2:04:12]
Mr Pablo campasano is also in the off
[2:04:15]
audience as
[2:04:16]
well we've uh filed this RightWay
[2:04:19]
application uh vacation application to
[2:04:22]
vacate this approximately 70 by 150 160
[2:04:25]
stretch of Stone Street so that my
[2:04:27]
clients can develop the property I think
[2:04:30]
there's some issue that there's a
[2:04:31]
Cumberland Farms that's going there
[2:04:33]
that's not what this is about tonight
[2:04:36]
we're simply requesting that the part of
[2:04:38]
Stone Street that is being vacated would
[2:04:41]
be vacated my clients haven't entered
[2:04:44]
into an agreement that there's a
[2:04:45]
Cumberland Farms or anything
[2:04:47]
else unfortunately Ely both as an
[2:04:50]
attorney a former council member for the
[2:04:52]
city of Titusville and a retired Marine
[2:04:54]
Corps Lieutenant Colonel I understand
[2:04:57]
that there are situations where
[2:04:59]
decisions are made and the public
[2:05:01]
doesn't like it there is an expression
[2:05:03]
called done is done and done is done in
[2:05:06]
the sense that Florida e Coast railroad
[2:05:08]
has spoken and they've said to this
[2:05:11]
Council and to the citizens of the city
[2:05:14]
they're not reopening that access not
[2:05:16]
going to happen and a council you have
[2:05:19]
to weigh your fiduciary responsibility
[2:05:23]
to your citizens do we kick against the
[2:05:26]
gos and wound ourselves by spending more
[2:05:29]
money and more time fighting with
[2:05:30]
Florida East Coast railroad or do we
[2:05:33]
assist the current situation and the
[2:05:36]
current business owners and citizens on
[2:05:38]
the ground and that's your duty is an
[2:05:42]
obligation is to those citizens those
[2:05:44]
business owners those land owners who
[2:05:46]
are taxpayers who are participant ANS in
[2:05:49]
the city who are saying we would like to
[2:05:51]
vacate this road so that we can develop
[2:05:54]
this property in the audience tonight is
[2:05:56]
also uh the other property owner Miss
[2:05:58]
Crum and her attorney Mr Tim pickles who
[2:06:01]
have also consented to the vacation of
[2:06:03]
this Stone Street right away my clients
[2:06:06]
had nothing to do with Florida East
[2:06:08]
Coast railroad uh they can't influence
[2:06:11]
them this has nothing to do with them
[2:06:13]
this has everything to do with them
[2:06:15]
developing this piece of property and
[2:06:17]
unfortunately they can't develop it
[2:06:19]
unless that portion of Stone Street
[2:06:21]
right away is vacated my clients are
[2:06:24]
concerned that there are do not trespass
[2:06:27]
signs all around that Florida East Coast
[2:06:30]
railroad crossing and it appears that
[2:06:33]
people may be
[2:06:34]
encouraging citizens of this city to
[2:06:37]
violate the law by saying let's just
[2:06:39]
cross over it you can't do that we all
[2:06:42]
are bound by the law we all are bound to
[2:06:46]
uh to abide by the law and my clients
[2:06:48]
are doing that they've had no objections
[2:06:50]
from any of the agencies that they've
[2:06:52]
been required to obtain consent from and
[2:06:55]
they want to be good citizens of the
[2:06:57]
city they want to develop a good project
[2:06:59]
that's going to benefit the council and
[2:07:01]
the citizens of the Coco so if you had
[2:07:04]
any questions they're available well
[2:07:06]
that's the time okay time's up I
[2:07:08]
appreciate you coming thank you I have a
[2:07:10]
question Mr Mayor yes sir in the event
[2:07:12]
that Mr Kaiser M croman I'm sorry sorry
[2:07:15]
I didn't get your last name sir compano
[2:07:17]
yes sir Mr compano yes if you all if
[2:07:20]
things happen in your behalf are you
[2:07:22]
willing to be good hospitable neighbors
[2:07:24]
are you willing to invest in that
[2:07:26]
Community are you willing to invest not
[2:07:28]
only um Jolie Smith Park but Emma
[2:07:32]
Jewel um I'm not sure where that is Sir
[2:07:35]
but yes we' be that immediate area and
[2:07:37]
the business in that immediate area sure
[2:07:41]
yes we have your word on that yes you do
[2:07:43]
okay well my uh client also informed me
[2:07:46]
Mr Kaiser his uncle is in your sister
[2:07:48]
city is that right yeah coincidentally
[2:07:51]
yeah I have an uncle that lives in B
[2:07:53]
sheemish Israel which is funny of
[2:07:55]
coincidence that's pretty fun yeah okay
[2:07:57]
well thank you shalom shalom thank
[2:08:02]
you all right George
[2:08:12]
Brown good evening Council uh I've been
[2:08:16]
very patient tonight I missed out on the
[2:08:18]
allegation somehow I had stuff to say on
[2:08:21]
that didn't see in there excuse me I
[2:08:25]
didn't see your card your C you got the
[2:08:27]
card in front of you right now don't you
[2:08:29]
yeah it says uh this this item not
[2:08:32]
delegation now it's delegations too
[2:08:35]
there was something on parking parking I
[2:08:37]
had uh questions on down on Oak Street
[2:08:41]
and all you can bring it up okay I'll
[2:08:45]
bring up the parking first then okay on
[2:08:48]
Oak Street and uh Derby Street and all
[2:08:52]
those streets they put all no parking
[2:08:54]
down there now there's a lot of places
[2:08:57]
down there hard to put a car in there to
[2:09:00]
let somebody off or put somebody on or
[2:09:03]
put um groceries in the house and then
[2:09:06]
out again with all those no parking
[2:09:09]
signs is it
[2:09:12]
legal to park there say five minutes to
[2:09:16]
load and unload and go again
[2:09:21]
uh who we have that major Austin yeah
[2:09:25]
what what does he mean by get recycle
[2:09:27]
come back around no I'm talking about if
[2:09:30]
you let let somebody off and then you
[2:09:32]
pick you wait maybe putting out
[2:09:35]
groceries into the home and then back
[2:09:37]
again within five minutes in other words
[2:09:40]
instead of changing the signs to saying
[2:09:42]
5 minute load unload just leave the
[2:09:45]
signs but have a deal there that the
[2:09:47]
police came by by and Senor there more
[2:09:49]
than 5 minutes they ticket
[2:09:52]
you the main the main unload area for
[2:09:55]
shipping is near Bank of America oh no
[2:09:58]
we're talking talking Oak residential
[2:10:01]
area and Riverside this has been an on and off
[2:10:06]
topic quite a while uh there have been
[2:10:10]
no parking signs there they were removed
[2:10:12]
at one point they were added and I'm
[2:10:14]
sure Ed could probably speak to that
[2:10:15]
yeah he just wants to know if if you're
[2:10:17]
going to give him a ticket if he just
[2:10:18]
that's all I want if there are no if
[2:10:20]
there's no parking signs you park with
[2:10:21]
the traffic and the streets are wide
[2:10:24]
enough for cars to go around they were
[2:10:26]
designed for that he's just talking
[2:10:28]
about like stopping letting somebody off
[2:10:30]
unloading groceries you know not leaving
[2:10:33]
your vehicle and I don't foresee us
[2:10:36]
issuing any kind of citations for that
[2:10:38]
okay thank you okay second
[2:10:42]
thing the blocking of the
[2:10:46]
520 where Washington comes out is a real
[2:10:49]
problem these people when they get in
[2:10:52]
these vehicles turn into monsters I
[2:10:55]
don't know what's wrong with them you
[2:10:56]
meet them in a store and they're nice
[2:10:57]
folks they get in a car and they're
[2:10:59]
terrible and I see what they want to do
[2:11:02]
with each other cuz I can watch them
[2:11:04]
sitting there or working in my car and I
[2:11:06]
think it's terrible now I did get the
[2:11:08]
signs up there I'm the one that
[2:11:10]
petitioned took me two years to get
[2:11:12]
those signs up there that says do not
[2:11:15]
block uh intersection right now I tell
[2:11:18]
you what also I asked for put the
[2:11:21]
statute below it that says Define
[2:11:25]
that'll maybe get them thinking a little
[2:11:27]
more and then the white line on the road
[2:11:30]
that says hey this is probably where you
[2:11:32]
should stop you know you don't have to
[2:11:34]
put stop or just a white line and
[2:11:38]
they'll look at it and I guarantee you
[2:11:41]
more of them will think about it now the
[2:11:44]
other thing I want to say is please close this street because you got
[2:11:52]
all these little pieces of property
[2:11:54]
there that could be utilized it's a mess
[2:11:57]
there they don't pick up they don't cut
[2:11:59]
the grass the trees are overgrown it's a
[2:12:02]
mess great in our beautiful new street
[2:12:05]
that comes on through us one is all
[2:12:07]
gorgeous now now I know a lot of the
[2:12:10]
folks say we trying to get the community
[2:12:13]
to walk the church and go this way and
[2:12:16]
you got to go over the railroad track
[2:12:18]
there and that is no trespassing it's no
[2:12:22]
trespassing you're not supposed to walk
[2:12:24]
over those tracks unless you're at an
[2:12:26]
area now you got 520 which is got all
[2:12:29]
sidewalks you can go to it's only like
[2:12:32]
200 ft away runs parallel with with
[2:12:35]
stone you got a beautiful Street I know
[2:12:37]
it I live
[2:12:39]
there and they could close that street
[2:12:42]
and get something in that corner cuz the
[2:12:44]
corner is terrible looking terrible
[2:12:49]
and we get something nice in there that utilizes all that property right
[2:12:53]
down to the Mighty Muffler Shop the
[2:12:55]
whole Corner wipe it all out put
[2:12:57]
something nice clean new and it would be
[2:13:01]
functional it would be a little I'm sure
[2:13:04]
some sort of corner store or something
[2:13:06]
that has to do with the community but we
[2:13:08]
should close it now get it
[2:13:11]
done and uh the other thing is when
[2:13:15]
people walk across that track and then
[2:13:18]
walk across us one there's no crosswalk
[2:13:21]
there they they're going by the uh going
[2:13:24]
over the medium and all and when you're
[2:13:27]
driving down us one you don't see
[2:13:29]
somebody standing behind those little
[2:13:30]
bushes of trees you can run right over
[2:13:33]
them I've already had that many of times
[2:13:35]
especially in the evening so people
[2:13:37]
should not be walking this way they
[2:13:39]
should be walking in the intersection
[2:13:42]
and Crossing with the light thank you
[2:13:44]
very much thank you okay
[2:13:50]
um Chris broom hey Chris you're up again
[2:13:54]
you want me back up well I got one for
[2:13:56]
Pablo and
[2:13:59]
you
[2:14:01]
did okay Pablo's up okay Chris you're
[2:14:05]
going to relinquish your time right yes
[2:14:08]
okay hi how are you hello thank you for
[2:14:11]
being here um I just wanted to reach out
[2:14:13]
to the community uh introduce myself uh
[2:14:17]
we really had nothing to do with the
[2:14:20]
issue like our attorney said you know
[2:14:22]
about when this street was closed uh on
[2:14:24]
the other hand you know we've we've
[2:14:26]
expressed that the reason why we want to
[2:14:28]
do this development is because we
[2:14:30]
believe in Coco you know we believe in
[2:14:32]
Coco when when when I drive up and down
[2:14:35]
us one I see some some businesses
[2:14:37]
closing some you know some you know the
[2:14:39]
city needs needs money we want to we we want to bring you know additional tax
[2:14:44]
revenues we want to beautify the the
[2:14:47]
corner like like like like he was saying
[2:14:49]
um you know we we definitely I heard
[2:14:52]
someone opposing a bail bonds and a in a
[2:14:54]
smoke shop that's what's there to that's
[2:14:56]
what what's there now we we you know we
[2:14:58]
want to take that out bring something
[2:15:00]
beautiful um if it is Cumberland Farms
[2:15:03]
cuz it's not it's not it's not certain
[2:15:05]
yet uh we still have to you know work on
[2:15:08]
that it'll it'll be something beautiful
[2:15:10]
it you know that that intersection is
[2:15:11]
one of the major intersections in the in in in the city and we believe that
[2:15:15]
you know it has to be beautiful and
[2:15:17]
that's what we that's what we uh you
[2:15:19]
know expect to do so that's really what
[2:15:22]
I wanted to tell you thank you so much
[2:15:24]
okay thank
[2:15:28]
you okay Timothy
[2:15:36]
pickles of course name and address of
[2:15:38]
course tent pickles um actually new
[2:15:40]
business owner in Coco 353 Bard Avenue
[2:15:43]
go um I represent Miss Crum as uh Chris
[2:15:47]
broom said
[2:15:48]
um again reiterating a bit what
[2:15:51]
everybody was saying we weren't around
[2:15:52]
for this for the closure or the the
[2:15:54]
blocking of the Road by FEC having I'm a
[2:15:58]
board certified real estate lawyer I've
[2:15:59]
been practicing in this County for 21
[2:16:01]
years have dealt with FEC quite a bit
[2:16:03]
and when FEC digs their heels in there's no change in their mind it's
[2:16:07]
just not going to happen so the question
[2:16:08]
for the city is are we going to provide
[2:16:10]
you know continue with the status quo um
[2:16:13]
property as is are we going to try to go
[2:16:15]
through and beat our heads against the
[2:16:17]
wall and try to get them to reopen it um
[2:16:19]
that's certainly your prerogative um I
[2:16:21]
think it would be a waste of time and
[2:16:22]
money um and in addition um just to put
[2:16:25]
a local ownership on Miss Crum has been
[2:16:27]
a resident and business owner in this city for many many years lost her
[2:16:32]
husband last year um and she's ready to
[2:16:35]
um quit being a landlord and so she has
[2:16:38]
agreed to sell the property to the the
[2:16:40]
applicants um and she's in full
[2:16:43]
agreement that the the the Stone Street
[2:16:44]
be closed the biggest reason or the
[2:16:47]
biggest legal reason reason why I think
[2:16:48]
you ought to approve this Mr kid canich
[2:16:51]
mentioned it um when he was talking
[2:16:52]
about the
[2:16:53]
agreement regardless of what the
[2:16:55]
agreement was in the stipulated three
[2:16:57]
years um which is long since passed um
[2:17:00]
FEC in 2002 apparently met Do's criteria
[2:17:03]
for closure and and if you look at it
[2:17:05]
from a grand scheme of things that that road is way too close to 520 to
[2:17:11]
ever be reopened even if well I guess if
[2:17:14]
FBC asked for it it's possible but the
[2:17:16]
way that they're structuring it's almost
[2:17:18]
it's really the way D is operating as
[2:17:20]
well with limited access highways it's
[2:17:22]
almost the same same thought process so
[2:17:25]
holding on to hope that there may
[2:17:27]
sometime in the future be a reopening I
[2:17:29]
think is shortsighted um I think it
[2:17:31]
would be a again a waste of the city's
[2:17:33]
uh assets and a waste of time um this
[2:17:36]
development is going to have to meet all
[2:17:38]
City standards with regard to uh
[2:17:41]
drainage access everything um it would
[2:17:44]
freshen up that corner which my
[2:17:46]
understanding 520 in US1 is if it's not
[2:17:48]
the busiest it's the two top two or
[2:17:50]
three busiest in the county as far as
[2:17:52]
traffic so as far as entrance into the
[2:17:54]
city as far as a view of the city um it
[2:17:57]
would really create a a much a much more
[2:18:00]
aesthetically pleasing area um with
[2:18:02]
regard to the the residents again
[2:18:04]
they're they're not technically
[2:18:05]
permitted to cross that as it is now um
[2:18:08]
and they wouldn't be in lesson until FEC
[2:18:10]
comes around and I the likelihood again
[2:18:12]
of that happening Visa the city being
[2:18:15]
able to obtain additional tax revenue um
[2:18:18]
we just ask for your support in thank
[2:18:19]
you closing thank you very
[2:18:22]
much Jane
[2:18:26]
Stone Jane Stone Jan Jan Jan I'm sorry
[2:18:32]
Jan Jane
[2:18:33]
Jan M Jan stone
[2:18:37]
m your name and address please Jan Stone
[2:18:41]
516 King Street coko Florida I'm a
[2:18:45]
resident and owner of Stone Funeral home
[2:18:48]
my business is 93 years old and I'm here
[2:18:52]
to discuss the closing of Stone Street
[2:18:56]
back in
[2:18:58]
2002 when Rudy Stone was a council
[2:19:01]
person the Fe met with my husband and a
[2:19:06]
concerned group regarding the closing of
[2:19:09]
Stone Street he was in uh the FEC
[2:19:12]
representative said the city council and
[2:19:16]
the City of Coco
[2:19:18]
were responsible for the closing of the
[2:19:20]
street you have not listened to your
[2:19:23]
residents to your taxpayers and to the
[2:19:26]
people of the diamond
[2:19:27]
Square Miss Bryant indicated that there
[2:19:30]
was
[2:19:32]
a group that got a street open and I
[2:19:36]
believe it would be in the best interest
[2:19:38]
of the city of coko to check this out
[2:19:44]
review the situation and make sure
[2:19:48]
that Stone Street is
[2:19:50]
reopened we need your support you need
[2:19:54]
us as Citizens and taxpayers and the
[2:19:57]
time is
[2:19:59]
now we the issue was that Stone Street
[2:20:03]
was closed because of the traffic
[2:20:05]
situation but if the Cumberland Farms
[2:20:07]
are placed there then how would that
[2:20:10]
improve the
[2:20:12]
traffic so you are compounding the
[2:20:15]
situation you're not listening to your
[2:20:18]
citizens and your voters and I am asking
[2:20:21]
that you change your position but the
[2:20:24]
FEC infatic
[2:20:26]
stated that it was the city of coko and
[2:20:30]
the city council who wanted that Street
[2:20:32]
closed there was the NAACP
[2:20:35]
representatives and the concerned
[2:20:37]
citizens and if that's not so we need
[2:20:41]
you to prove
[2:20:43]
otherwise the other thing that I'd like
[2:20:45]
to address is the moving of of the fire
[2:20:49]
trck from Fisk Boulevard to another
[2:20:54]
community and again we believe that's a
[2:20:58]
mistake we need our own fire station in
[2:21:01]
our community to take care of us thank
[2:21:04]
you Jen thank
[2:21:09]
you Mike
[2:21:16]
Shaw
[2:21:31]
Mike how you doing good how are you good
[2:21:34]
how are you all yeah Mike sha I'm a
[2:21:39]
businessman in coko for 36 years I
[2:21:43]
started my business in
[2:21:46]
1980 and hey Mike what's your address
[2:21:49]
just what's your address is uh five
[2:21:53]
north cocard yeah that's good okay and
[2:21:56]
uh I would like to say this I mean I'm
[2:21:59]
hearing the lot of residents here and
[2:22:02]
they all are interested in opening
[2:22:06]
up the street Stone Street yes right now
[2:22:11]
it is
[2:22:13]
closed if everybody tries I think one
[2:22:16]
day this Street can be
[2:22:18]
open but if you are going to go ahead
[2:22:21]
and V at it this street can never be
[2:22:24]
open so why not we try to keep this
[2:22:29]
street right now as it is but try to
[2:22:32]
keep it open sometime down the road if
[2:22:35]
everybody tries it can happen my
[2:22:37]
concerns are I mean right
[2:22:41]
now this US1 and 520 is a very busy
[2:22:46]
Junction
[2:22:48]
and we are going to have a business
[2:22:51]
there and from us one from looking at
[2:22:55]
the side plan looks like a 60 to 70 ft
[2:23:00]
down there's a entrance in the lot I
[2:23:03]
mean how is it going to work busy
[2:23:05]
traffic moving on us one it is a
[2:23:07]
definitely a safety haard I do not see I
[2:23:11]
have not seen that somebody from the
[2:23:13]
busy Junction like this will have a
[2:23:16]
entrance 60 to 70 ft away from that
[2:23:19]
Junction how is it possible and again
[2:23:22]
there would be a entrance also from 520
[2:23:27]
busy road like that this thing is not
[2:23:30]
possible I would like to see that the it
[2:23:33]
is denied and I would request that it
[2:23:36]
should be denied thank
[2:23:38]
you thank you
[2:23:42]
Mike uh last card is uh Pam
[2:23:45]
hooks you don't
[2:23:53]
hello Pam hello name your address Pamela
[2:23:56]
shell hooks 723 Carissa Avenue Coco
[2:23:59]
Florida I sat back and listened as long
[2:24:03]
as I could I'm an educator with Bard
[2:24:06]
Public Schools I've been an educator
[2:24:08]
here for more than 25 years and I could
[2:24:12]
only just sit back and think at how much
[2:24:15]
the school board made makes decisions
[2:24:18]
for the schools but none of them are
[2:24:20]
teachers or have been teachers they
[2:24:23]
don't sit in the classrooms they don't
[2:24:25]
know what we need am I correct Mr yes
[2:24:29]
you are M so tonight I feel like the
[2:24:33]
council is backing and making decisions
[2:24:37]
for the diamond Square Community the
[2:24:41]
black community and none of you live
[2:24:45]
there most of you don't drive through so
[2:24:49]
you really don't know what we need Mr
[2:24:52]
Blake asked the two perspective uh
[2:24:55]
business owners if they were going to
[2:24:57]
support different things in the black
[2:25:00]
community I could see the gentleman's
[2:25:02]
face when he walked off because he
[2:25:04]
doesn't know what you're talking about
[2:25:06]
when you speak of Emma Jewel and Julie
[2:25:08]
Smith Park so he's not familiar with the
[2:25:11]
area another concern that I have is we
[2:25:15]
stand here we start our meetings
[2:25:19]
reciting the
[2:25:20]
pledge one nation under God our money
[2:25:24]
says In God We Trust we start our
[2:25:27]
meetings off with prayer but where is
[2:25:30]
your faith we have people standing here
[2:25:33]
saying um no matter how much you
[2:25:35]
petition Department of Transportation
[2:25:38]
the road will not be open I think you're
[2:25:40]
wasting your time I wouldn't go down
[2:25:43]
that lane where's your faith City
[2:25:46]
Council you do your work and allow God
[2:25:49]
to do the
[2:25:51]
rest very
[2:25:53]
good Fam thank
[2:25:57]
you okay that was the last card um
[2:26:00]
Brenda's here let you laugh yeah okay we're going to move into this
[2:26:06]
anybody like to say anything Mr BL uh
[2:26:08]
yes sir Mr Mayor um first of all I'm an
[2:26:11]
approval of the recommendation stated by
[2:26:13]
count um excuse me staff to approve the
[2:26:16]
request to vacate the portion of Stone
[2:26:18]
Street right away located between US1
[2:26:21]
and the FEC because I'm looking at the
[2:26:23]
future and the future means that we're
[2:26:25]
covering this area that's going to
[2:26:26]
enhance our tax base but not only that
[2:26:29]
provide a way of revenue for our local
[2:26:32]
businesses located in that area yes I
[2:26:35]
know people do not like change yes I've
[2:26:38]
had uh constituents talk to me about
[2:26:41]
this I have even had Squad Moore talk to
[2:26:44]
me about this in reference of the
[2:26:46]
independent petroleum owners and their
[2:26:48]
concerns but what I'm looking at is at
[2:26:50]
the grand scheme of things I think it
[2:26:53]
this will enhance that area it will
[2:26:55]
enhance that intersection so on that
[2:26:57]
note sir and ma'ams I would like to move
[2:27:00]
to approve the request to vacate that
[2:27:02]
portion of Stone Street right away I've
[2:27:05]
collaborated with Mr uh Steve Belding in
[2:27:08]
conjunction with the partners of of this
[2:27:11]
company out of Miami I've talked to
[2:27:13]
Esquire broom too as well and I think in
[2:27:17]
the end in the long run that this area
[2:27:20]
will be developed and enhance that
[2:27:23]
location and aesthetically please the
[2:27:25]
eyes of the downtown Coco area which is
[2:27:29]
heavily traveled which is also populated
[2:27:32]
there as you alluded to earlier there's
[2:27:36]
no crossing right there at Stone Street
[2:27:39]
there they cut it off if you walk across
[2:27:41]
the railroad tracks you be issued a
[2:27:45]
citation so so clearly FEC has not has
[2:27:49]
no plan and no desire we fought that
[2:27:51]
battle and I can guarantee you they're
[2:27:54]
not going to open it so on that I base
[2:27:56]
my faith if they're not going to open it
[2:27:59]
then I think we should move forward and
[2:28:00]
I've made my motion and I'll second that
[2:28:06]
motion okay um all in favor
[2:28:11]
I any against no but it fails 3 to one
[2:28:16]
okay
[2:28:18]
uh Mr Kaiser Mr Crome and Mr Pablo
[2:28:22]
passes right right it passes 31 it
[2:28:24]
passes I expect you gentlemen and I know
[2:28:28]
it's tough but I expect you to come with
[2:28:30]
an olive
[2:28:31]
branch to collaborate with that area of
[2:28:36]
the businesses and the community it's
[2:28:38]
also a pivotal part in the diamond
[2:28:41]
Square community so I have your word and
[2:28:44]
oath serves yes you do thank you sir
[2:28:49]
thank
[2:28:52]
you he okay we move the next we move on

[2:29:40]
is calculated and charged annually to
[2:29:43]
both the water sewer fund and the storm
[2:29:44]

[2:29:48]

[2:30:25]
$2,348 80 for repair and reconstruction
[2:30:28]
of sidewalks curb ada8 ramps and
[2:30:31]
sidewalks as it relates to
[2:30:32]
reconstruction of FIS Boulevard uh
[2:30:35]
project number PW pave uh this would be
[2:30:38]
a transfer from uh uh general fund
[2:30:42]
reserves to allow us to do that uh
[2:30:45]

[2:31:11]

[2:31:17]

[2:31:39]
just say
[2:31:40]
it it's not like I'm sorry man how we
[2:31:44]
roll around it's good it's good Mr Mayor
[2:31:46]
councilman councilwoman uh city
[2:31:49]
manager the staff thanks for having me
[2:31:52]
here I really appreciate everything the
[2:31:54]
city of Coco does in our district I'm
[2:31:56]
the Jim Barfield County Commissioner for
[2:31:59]
district 2 and currently the chairman of
[2:32:01]
County Commission first and foremost
[2:32:04]
though my condolences and my prayers go
[2:32:06]
to Y all and to your community an
[2:32:09]
amazing leader that that we lost
[2:32:11]
Saturday yeah and uh Tyler was he's done
[2:32:15]
a lot he's done a lot for this County a
[2:32:17]
lot as y all know a lot of things for
[2:32:19]
the Veterans Memorial center and it's
[2:32:22]
just it's just a major loss for this
[2:32:24]
area it's a loss and uh but our prayers
[2:32:27]
go with you and go with the whole
[2:32:28]
Community too the reason I'm here today
[2:32:31]
though is uh to speak about the IND
[2:32:34]
River Lagoon as you know we have an
[2:32:36]
interlocal agreement that we put
[2:32:38]
together as in March we had the major
[2:32:41]
fish kill indicating again our in River
[2:32:44]
Lagoon is very sick
[2:32:46]
and it's going to take a lot of money to
[2:32:48]
fix it and the fact is we're not getting
[2:32:52]
it a sustainable amount of Revenue
[2:32:54]
coming in from the state we do get some
[2:32:55]
money and it's well used and well
[2:32:58]
appreciated but we need a long-term plan
[2:33:01]
so in April I uh spoke with our County
[2:33:04]
attorneys and came up I want to know
[2:33:06]
what a funding source we could do a
[2:33:08]
sustainable source as a
[2:33:10]
county and it came back and it could be
[2:33:12]
either a uh a property tax or at the
[2:33:15]
time and half cent sales tax was
[2:33:18]
probably not going to be able to work
[2:33:19]
because of some infrastructure uh
[2:33:23]
definitions anyway going further we did
[2:33:26]
decide we could do the half cent sales
[2:33:27]
tax because of there's a precedent set
[2:33:29]
between our comprehensive plan and a
[2:33:31]
whole lot of other things that came in
[2:33:32]
place we have an opinion on
[2:33:34]
that so I I pushed it forward to bring
[2:33:36]
it to the County Commission to put this
[2:33:39]
on a ballot and let the voters decide
[2:33:42]
and uh in order to do that we had to
[2:33:45]
have a comprehensive plan we had to have
[2:33:46]
an oversight committee established and a
[2:33:49]
whole lot of other procedures in place
[2:33:50]
and we have all that so two weeks ago it
[2:33:54]
passed passed the County Commission to
[2:33:56]
put it on but we have to get R
[2:33:58]
ratification from the
[2:34:00]
cities and now it's um that's why I'm
[2:34:04]
here see if y'all will support the
[2:34:06]
county in this endeavor it is a major change and the way we do things
[2:34:11]
the most important thing is this is
[2:34:14]
going to be about $34 million a year
[2:34:16]
over 10 years $340 million that's a lot
[2:34:20]
of money but what's important about this
[2:34:22]
is this money can be used as matching
[2:34:24]
funds with state and federal
[2:34:26]
dollars and that shows this passes if
[2:34:31]
this passes which I if it does it's
[2:34:32]
going to pass probably say 75% of the
[2:34:35]
voters it put makes a message to to
[2:34:37]
Tallahassee that hey the people in this
[2:34:39]
community care about our Indian River
[2:34:42]
and you guys aren't helping us enough so
[2:34:44]
we're going to do this on our own and
[2:34:45]
week expect you to come and help us and
[2:34:48]
that's the statement to be made and uh
[2:34:50]
so with that I just want to ask that
[2:34:52]
yall you know approve this it shows a
[2:34:55]
lot to the I know the federal side for
[2:34:58]
Absolut grants if you got skin the game
[2:35:01]
it is and that's the whole point skin in
[2:35:02]
the game a plan a solid plan and you
[2:35:05]
have skin in a game we can go for this
[2:35:07]
and that's what we're doing and this is
[2:35:09]
going you know if we pass this this is
[2:35:10]
going to the the voters I that's all it
[2:35:13]
says this is go to the voters because
[2:35:15]
something like this is something voters
[2:35:16]
need to decide that's very personal and
[2:35:18]
that's something that the voters need to
[2:35:19]
decide Mr Mar can I say something sure uh thank you Mr commissioner for
[2:35:23]
leading this B I was ecstatic about the
[2:35:26]
see was a 50 vote even one of your
[2:35:29]
members I'm not going to identify that
[2:35:31]
person supported this even a blind Acorn
[2:35:34]
can find a squir hole every now and then
[2:35:36]
I'm not going toou that sir maybe it
[2:35:38]
should be the other way but the point
[2:35:40]
that I'm saying to you is that everyone
[2:35:43]
pays into this even individuals that
[2:35:45]
come and visit our community our cities
[2:35:47]
were buy to this and they were PID
[2:35:50]
through a tax the thing that I'm saying
[2:35:52]
the river did not get this way by itself
[2:35:56]
it needs to be healed it needs
[2:35:58]
revitalization the RS reuse recycle and
[2:36:01]
there's a number of ways we can
[2:36:04]
improve this and it's just like you all
[2:36:06]
just stated May and yourself we have
[2:36:08]
skin in this game because my
[2:36:10]
grandparents used to go out here and
[2:36:11]
fish our councilman Dr Jolie Smith
[2:36:14]
mothers uh come out there with my
[2:36:17]
grandmother and fish and and and and
[2:36:19]
scrape the side for the oysters oh yeah
[2:36:21]
so now we're going to put our money
[2:36:24]
where our mouth is at we're putting what
[2:36:26]
we believe in more so than anything else
[2:36:29]
revitalization of our River and I
[2:36:31]
support and my kids are ecstatic cuz I
[2:36:34]
was there with my blue shirt love our
[2:36:36]
Lagoon representing our city uh there
[2:36:39]
and it was a great time and I had a
[2:36:40]
wonderful time educationally speaking
[2:36:42]
and we've all been to seminars and
[2:36:44]
symposiums where we talked about the
[2:36:46]
Lagoon so I I salute you Jim just
[2:36:49]
remember at the end of the day when they
[2:36:51]
blame it on everything you know it's
[2:36:55]
when they poured all the when they
[2:36:56]
poured all the causeways in and put the
[2:36:58]
bridges in the federal government right
[2:37:01]
that that stopped a lot of the flow and
[2:37:02]
the old-timers and most of them just
[2:37:04]
about gone Henry I'll tell you this I've
[2:37:07]
been in office a little over a year a
[2:37:09]
little over a year year and a half and
[2:37:10]
fish kill happened it's all my fault I
[2:37:12]
figure that out hey you know what this
[2:37:15]
is
[2:37:16]
has one and it's a catastrophe and they
[2:37:18]
had another one but we had one last
[2:37:20]
weekend out here yeah I know oh yeah and
[2:37:22]
even even the uh uh the Rays you skates
[2:37:26]
or whatever it's bad when they when
[2:37:28]
they're dying well the point is that we
[2:37:30]
can't wait any longer if we we could
[2:37:32]
sting we could wait longer and hope to
[2:37:34]
get Amendment $1 but we haven't yet so
[2:37:36]
what makes us think we're going to get
[2:37:38]
that so the only way for us to do is
[2:37:39]
control our own destiny and that's it
[2:37:41]
and we we all know one thing government
[2:37:43]
will let you down unless you unless you
[2:37:45]
bear down on them exactly especially the
[2:37:47]
top end any questions great job no and
[2:37:51]
we're gonna no thank you very much for
[2:37:53]
coming hold on first for a second Steve
[2:37:55]
you want to say
[2:37:56]
anything Matt or Matt Matt you're doing
[2:37:59]
I'd like to read the item sure uh item
[2:38:02]
number seven uh for your consideration
[2:38:04]
two and half hours I can wait more I'm
[2:38:06]
used to it okay is to consider an
[2:38:07]
interlocal agreement with Bard County
[2:38:09]
Florida to determine the distribution of
[2:38:12]
the revenues derived from the half-cent
[2:38:13]
discretionary infrastructure sales act
[2:38:16]
consistent with the Savar Lagoon
[2:38:19]
plan within within that plan there are a
[2:38:22]
number of uh items that uh would impact
[2:38:26]
the city of Coco uh to include uh the
[2:38:29]
fertilizer management plan increased uh
[2:38:33]
public notice uh for that and and
[2:38:35]
support uh oyster Reef lining the
[2:38:38]
shorelines uh septic system uh
[2:38:42]
conversions uh specifically along Indian
[2:38:45]
and River Drive uh storm water projects
[2:38:49]
uh mck
[2:38:50]
removal and then
[2:38:52]
uh out outside of the city of Coco also
[2:38:56]
uh looking at the wastewater treatment
[2:38:58]
facilities and uh septic system
[2:39:01]
upgrades okay so move second all in
[2:39:05]
favor I I any opposed thank you good
[2:39:09]
thank you again get it done Jim get it
[2:39:12]
done thank
[2:39:14]
you
[2:39:16]
all
[2:39:18]
right can't lose going to the voters I
[2:39:21]
mean that's just it's good you
[2:39:23]
know all right so going to
[2:39:28]
Ed yes sir uh multi-year contract item
[2:39:32]
is uh we're requesting approval uh for
[2:39:35]
the city manager to execute documents
[2:39:37]
necessary to uh uh execute our St John's
[2:39:41]
River Water Management District cost
[2:39:43]
share funding we have uh
[2:39:46]
two projects so we were awarded funding
[2:39:50]
for factory street and for a baffle box
[2:39:54]
at Church Street so move okay God bless
[2:39:58]
you so second second you got me car all
[2:40:02]
in favor I I any oppos thanks thank you
[2:40:08]
good job all right anybody in the in the
[2:40:11]
audience from an Advisory board or
[2:40:13]
committee that would like to speak
[2:40:16]
yeah can miss C come
[2:40:19]
up yeah this is what you wanted to speak
[2:40:22]
about earlier that's
[2:40:25]
fine uh but on the the storm water
[2:40:28]
drains uh we have this infrastructure
[2:40:31]
and there's Orlando has been painting
[2:40:35]
these so I was thinking about the great
[2:40:38]
program we put together with the uh Coco
[2:40:41]
Village artworks and wondering if there
[2:40:44]
was some sort of
[2:40:46]
partnership that could be put together
[2:40:48]
between the two I know you have storm
[2:40:50]
water probably do some storm water
[2:40:52]
education and ignite the community
[2:40:55]
behind that so that when you're actually
[2:40:57]
looking at with somewhat mundane
[2:40:59]
infrastructure you start to think about
[2:41:02]
where the water's
[2:41:04]
going we can look at that yeah so yeah
[2:41:08]
let me thank you thanks Lor than thank
[2:41:13]
you thank you you
[2:41:16]
okay and Cat Med's gone right yeah's
[2:41:20]
gone okay B time all right that's good C
[2:41:24]
Adra Ed will go with you
[2:41:27]
again us one's done can I tell you that
[2:41:29]
us one's on I told you an all this
[2:41:33]
man that's you called it there's over
[2:41:35]
20,000 new plants out there wow U
[2:41:39]
believe it or not there's a lot of thank
[2:41:41]
Sam out there lot a lot of compliments
[2:41:43]
it's three and a half years a heck y lot
[2:41:48]
of yeah it I didn't do that no doot did
[2:41:53]
we didn't need but it it it turned out
[2:41:55]
and uh we will be maintaining the
[2:41:57]
medians and uh getting to reclaim water
[2:42:00]
and it's uh it's quite a project it sure
[2:42:03]
is thank you we have another project
[2:42:05]
starting up FIS Boulevard that you all
[2:42:08]
approved we will be uh rebuilding the
[2:42:11]
road the road is
[2:42:13]
basically uh built over oil
[2:42:16]
dirt not typical Lime Rock so we'll be
[2:42:19]
going and grinding it up they should
[2:42:22]
start that uh as early as next week wow
[2:42:25]
so uh there'll be some dust and some
[2:42:29]
concrete they'll be replacing and we'll
[2:42:32]
end up with the new road a new striping
[2:42:34]
and uh our idea is to stripe it with the
[2:42:37]
bicycle Lanes to tie into the other part
[2:42:40]
of
[2:42:41]
bouard
[2:42:43]
okay that's it well I'm EX excited I
[2:42:45]
like to see just the what you guys you
[2:42:49]
know drawn up you know as far as the re
[2:42:52]
the redo you got sidewalks right the the
[2:42:55]
sidewalks are there the sidewalks will
[2:42:57]
be repaired uh the ramps will be
[2:43:00]
upgraded adaa good some of those
[2:43:02]
drainage basins will be closed up and
[2:43:05]
made more like a curb inlet yeah and U
[2:43:08]
to look good we're also piping the ditch
[2:43:11]
in front of uh the apartment building
[2:43:14]
just south the crust view okay trying to
[2:43:17]
think of what it's called Clear Pond
[2:43:19]
yeah it's Clear Pond now Clear Pond
[2:43:22]
we're going to pipe that little piece of
[2:43:23]
dit yeah okay that it that's it I say
[2:43:28]
they're still work on the bridge they're
[2:43:29]
still doing that okay Terry no report
[2:43:34]
okay thank you Eric no report okay no
[2:43:39]
report man okay good thank you no
[2:43:42]
report Jack yes sir I have one item uh
[2:43:45]
we have a uh a new employee I'd like to
[2:43:48]
introduce who's here tonight uh it's the
[2:43:50]
new deputy director of the utilities
[2:43:51]
department her name is Katie Anis and
[2:43:53]
she's here with us tonight welcome K
[2:43:56]
welcome welcome to Coco
[2:43:59]
hey where where you from um I formerly
[2:44:03]
uh worked at the city of Palm Bay for
[2:44:04]
about eight years I left there as their
[2:44:06]
assistant director for utilities and
[2:44:08]
then I was up in Pennsylvania for a year
[2:44:10]
and a half working on a bridge
[2:44:11]
replacement project with the state and
[2:44:13]
uh my husband and I found some opport
[2:44:15]
back in Florida Miss missar County and
[2:44:18]
great welcome back and um to to the best
[2:44:21]
city how about that that's right tell
[2:44:25]
again mayor welcome yeah the best city
[2:44:27]
right thank you that's all I had sir hey
[2:44:31]
ja great Tammy um no report I just
[2:44:36]
wanted to remind all of y'all if you
[2:44:37]
want to make any changes to your benefit
[2:44:39]
elections our open enrollment period is
[2:44:41]
closing for this year so these are
[2:44:43]
changes for the next fiscal year
[2:44:45]
starting October 1 so if any of you are
[2:44:47]
interested make contact with human
[2:44:49]
resources or
[2:44:50]
myself okay thank
[2:44:53]
you no report okay um here we
[2:44:58]
go oh super attorney just one
[2:45:02]
item this switch just one item pleased
[2:45:05]
to report that on Thursday judge Maxwell
[2:45:08]
um issued in order validating the fire
[2:45:10]
assessment bonds so that gives us the
[2:45:12]
green light to proceed with um with the
[2:45:15]
loan to fund the uh three fire
[2:45:18]
stations okay Mr Tan gave excellent
[2:45:21]
testimony in that hearing did you have a
[2:45:24]
shovel with you
[2:45:28]
sir okay I know one good job that's my
[2:45:31]
report okay thank you esire um assistant
[2:45:35]
city manager I do have a question just
[2:45:38]
before you get going yeah go ahead do we
[2:45:40]
have any luck with the lowering the
[2:45:41]
flags um actually provide you update on
[2:45:45]
that but I'll I'll jump right to it uh
[2:45:46]
we did submit an application to the
[2:45:49]
state uh it it's to the governor but
[2:45:52]
it's routed through the office of the
[2:45:53]
general counsel uh they reviewed the
[2:45:56]
request um and uh per their policy uh
[2:46:03]
Municipal council members do not fall
[2:46:06]
within and so they are going to send us
[2:46:09]
a a letter uh where they've declined but
[2:46:13]
at the same time they did inform me that
[2:46:16]
uh if we were to go out and do it they
[2:46:18]
weren't necessarily going to come and
[2:46:20]
thank you investigate and so right the
[2:46:24]
plan is revenue yeah right and this man
[2:46:29]
served our country God right here so uh
[2:46:35]
we are we are looking at doing it uh
[2:46:36]
Friday to Wednesday that'll get us
[2:46:39]
through the weekend and through the
[2:46:40]
internment uh next Wednesday and uh we
[2:46:44]
encourage all residents uh do the same
[2:46:47]
to do the same and uh uh we can also uh
[2:46:50]
send the information uh to the county
[2:46:54]
and if they're willing County Manager
[2:46:56]
try to call me I'm going to ask I'm
[2:46:57]
going to lean on a little bit at least
[2:46:58]
do the
[2:46:59]
county yeah okay let's do it okay and uh
[2:47:05]
also uh tomorrow night I'll be attending
[2:47:08]
uh an event at the Florida solar energy
[2:47:10]
center right uh it's being hosted by FL
[2:47:14]
sun or uh Florida solar United
[2:47:16]
neighborhoods and they're going to have
[2:47:18]
a panel of experts that are going to
[2:47:19]
discuss uh Pace financing and other ways
[2:47:24]
uh you know the community can form a
[2:47:27]
Consortium to bring buying power for
[2:47:31]
solar panels within the city uh both for
[2:47:33]
residential and Commercial uh so I'll be
[2:47:35]
attending that Line's gone you like that
[2:47:38]
yeah that should and then also uh Sunday
[2:47:43]
at 2 p.m. at CoCo High Stadium uh the
[2:47:46]
coko high Tigers I believe they are
[2:47:48]
taking on a team from Jacksonville and
[2:47:52]
uh this is one you can stay at home and
[2:47:55]
watch because it's going to be on ESPN 2
[2:47:58]
uh they would like uh attendance in the
[2:48:00]
stands so if you can make it to the game
[2:48:03]
please show your support I'm
[2:48:05]
going that's all I have okay thank you
[2:48:08]
real quick Jim hey on the flag can you
[2:48:11]
uh say something to Stockton would you
[2:48:13]
ask him I did already today what' he
[2:48:17]
say working
[2:48:20]
okay
[2:48:21]
God we're doing it so
[2:48:25]
okay ask for forgiveness later that's
[2:48:27]
right for forgiveness that's right I
[2:48:30]
just don't think that's right I
[2:48:32]
think when Carl passed away and um uh
[2:48:36]
what's the South the South
[2:48:40]
um oh my gosh car Bey car Bey yeah car
[2:48:44]
we lower them then can we all lower them
[2:48:46]
we didn't we didn't they didn't ask
[2:48:49]
usow for
[2:48:52]
that hey ask man if they say no we I
[2:48:55]
know what we're doing okay
[2:48:57]
soate bab you welcome to
[2:49:01]
our Mr city
[2:49:03]
manager uh you all were distributed a
[2:49:07]
resolution and I think you're discussing
[2:49:09]
it
[2:49:10]
oops you were distributed a
[2:49:13]
resolution uh related to our United Way
[2:49:16]
uh fundraisers that we have and um in
[2:49:20]
speaking with the city attorney if we
[2:49:23]
just get consensus from you all that would provide us sufficient enough
[2:49:29]
authority to V any want well they
[2:49:33]
actually the resolution can they still
[2:49:34]
can they they they they could ort as
[2:49:37]
long they can vote on the resolution I
[2:49:39]
know it's we usually don't do that on
[2:49:40]
the reports but we were able to get the
[2:49:42]
resolution okay unfortunately I olizee
[2:49:45]
it's last minute um but if if the
[2:49:47]
council were to proceed with voting on the resolution we of course got to
[2:49:51]
open it up to public input because it
[2:49:53]
wasn't on the
[2:49:54]
agenda so the the essence of the
[2:49:56]
resolution is as you know the the city
[2:49:58]
annually participates with United Way
[2:50:01]
who impacts you know many businesses and
[2:50:04]
residents in our
[2:50:06]
community uh and uh through our United
[2:50:09]
Way annual United weight campaign the
[2:50:11]
employees get together many times like
[2:50:13]
finances holding B Sales to raise funny
[2:50:16]
to raise money on Fridays funny raise
[2:50:19]
fun to raise money on you know on
[2:50:21]
various Fridays and there's a couple
[2:50:22]
other events we have like you know a mac
[2:50:25]
and cheese and bacon and dessert cook
[2:50:29]
off or Cookoff coming up but also at
[2:50:31]
that meeting or at that that day that
[2:50:33]
they're going to have the Cook Off is
[2:50:35]
we've received about 20 to 25 donated
[2:50:37]
items uh from local businesses who want
[2:50:40]
to support our campaign in supporting
[2:50:43]
United Way and and we are desirous of
[2:50:46]
holding a silent auction so the
[2:50:48]
resolution
[2:50:50]
2695 is simply where you're making a
[2:50:53]
legislative finding that the fundraising
[2:50:54]
for the United Way Bard by holding a
[2:50:56]
side auction serves a public Municipal
[2:50:59]
purpose so that's that's the purpose of
[2:51:01]
that and if you would be so kind to
[2:51:04]
provide your consideration and and open
[2:51:06]

[2:51:10]

[2:51:12]
it Mr Mayor yeah you open up the public
[2:51:16]

[2:51:22]

[2:51:24]
audience like to talk about this
[2:51:26]
resolution which is
[2:51:29]

[2:51:37]

[2:51:38]

[2:51:41]

[2:51:50]

[2:52:31]

[2:52:41]
council is the first uh public he
[2:52:44]
hearing for the budget at 6: p.m. here
[2:52:46]
in council chambers and then the next
[2:52:49]
item on Thursday September 8th is the
[2:52:51]
mayor's 2016 Community Summit engaging
[2:52:54]
the citizens creating a safer Community
[2:52:56]
is the theme I we look forward to that
[2:53:00]
uh I know Council has expressed some
[2:53:01]
concerns in the past and and it's
[2:53:04]
unfortunate Chief calop is not here uh
[2:53:07]
but I Know Chief calop has increased his
[2:53:09]
interactions and his uh his
[2:53:11]
conversations with Crosswinds and I
[2:53:13]
think if you actually recently myself
[2:53:16]
Chief calou assistant city manager fur
[2:53:20]
and um representatives of uh Crosswinds
[2:53:23]
met to discuss you know some of the
[2:53:26]
concerns that councils have raised in
[2:53:27]
the past but if you looked at this
[2:53:29]
month's uh report you'll notice that the
[2:53:33]
calls for services are substantially
[2:53:35]
down and we discussed having continuing
[2:53:37]
to have an ongoing conversation
[2:53:40]
certainly would like to thank um Miss
[2:53:42]
Loki you know for for her uh willingness
[2:53:45]
to meet and discuss the issue and um you
[2:53:48]
know address you know they've put some
[2:53:50]
they've actually Lieutenant uh former
[2:53:52]
Lieutenant Mike scul Mike Scully with
[2:53:55]
the sheriff's office now works for them
[2:53:58]
so that's so we're that's that's huge
[2:54:00]
yeah if we can continue that TR so so I
[2:54:03]
just wanted to you know follow up on
[2:54:05]
that let get to the next one okay um two
[2:54:10]
final thing I already mentioned that one final thing then um
[2:54:15]
uh two final things first uh we got our
[2:54:19]
preliminary population estimate in from
[2:54:21]
um from Bieber and the estimated
[2:54:25]
population which would be effective
[2:54:26]
October 17th of this year
[2:54:29]
18,83 3 wow which is a growth of 520
[2:54:33]
over last year new residents over last
[2:54:35]
year wow so that's on my
[2:54:38]
neighborhood and the last thing uh t ncy
[2:54:43]
uh and the the res presidents of
[2:54:44]
District 4 and all Council on behalf of
[2:54:47]
Staff we certainly extend our
[2:54:49]
condolences um the leadership that
[2:54:51]
councilman Furbish provided the wisdom
[2:54:54]
the guidance will be missed uh he was
[2:54:56]
very tenacious very
[2:54:58]
passionate um and he it just uh it's it's a loss you know I know in the
[2:55:05]
Special Forces Community it's a loss you
[2:55:07]
know but it's also it's a huge loss
[2:55:09]
obviously for our family but also for
[2:55:10]
our community and um just want to let
[2:55:13]
you know you'll be Miss
[2:55:16]
sir that's for sure thank you John Mr
[2:55:19]
blade thank you Mr Mayor tough act to
[2:55:22]
follow behind there uh Mr city manager
[2:55:26]
um if we quit excuse me if and I up and
[2:55:30]
cominging events um one of our council
[2:55:32]
members I know the members from the drug
[2:55:35]
treatment center right on the corner of
[2:55:36]
US1 adjacent to Ty Kingdom um we having
[2:55:39]
an issue pertaining to mental illness
[2:55:42]
and that was something we talked aled
[2:55:44]
about at the conference to as well and
[2:55:46]
they are willing to do a presentation
[2:55:48]
they're collecting data for us and
[2:55:51]
that's a very sensitive subject and
[2:55:53]
while we're at attendance at the Space
[2:55:55]
Coast League of Ci's 90 90th annual
[2:55:58]
conference they had an event there're
[2:56:00]
talking about mental illness and I
[2:56:03]
thought about a couple individuals here
[2:56:05]
and that's something that it is ongoing
[2:56:07]
here in our community that we
[2:56:09]
desperately need to address um I had the
[2:56:12]
opportunity we had opportunity to give
[2:56:15]
the invocation at the past president's
[2:56:19]
luncheon um our CFO had the opportunity
[2:56:22]
to sit next to myself I didn't sit with
[2:56:25]
him he sat with me and uh um former
[2:56:29]
deputy mayor Brenda Warner was there as
[2:56:31]
well as the mayor was there temporarily
[2:56:33]
I know because you come down with the
[2:56:35]
calm and cold and everything and I know
[2:56:37]
health is first and foremost but we had
[2:56:39]
a great time we had the invocation
[2:56:41]
brought the word set it on fire but more
[2:56:43]
so than anything else I think it's
[2:56:45]
something that we desperately need to
[2:56:48]
continue to collaborate with our uh
[2:56:50]
surrounding communities all 414 plus
[2:56:54]
just like with this Lagoon all cities
[2:56:56]
all
[2:56:57]
municipalities and towns have skin in
[2:57:00]
the game with the Indian River Lagoon so
[2:57:05]
hey man I'm in favor of of protecting
[2:57:07]
our own that's the Indian River Lagoon
[2:57:11]
congrats to Brenda Warner and Don Bo for
[2:57:14]
coming in unopposed want to give you
[2:57:17]
guys a round of applause that's awesome
[2:57:20]
job well done that speaks volume uh
[2:57:23]
volume because what you're doing
[2:57:24]
something right you're doing the wishes
[2:57:26]
of the people they may not always agree
[2:57:28]
with you but I think you're moving for
[2:57:30]
it so I say congrats to you both I know
[2:57:33]
the mayor has competition but I believe
[2:57:35]
in you Mr Mayor and I think in no for
[2:57:38]
fact you will do the right thing um also
[2:57:41]
Koko High School is doing a fundraiser
[2:57:43]
um I graduated from Coco High School way
[2:57:46]
back when I had hair it's pertaining to
[2:57:49]
um providing lockers at the new stadium
[2:57:52]
they need lockers there so we're asking
[2:57:55]
all cocoa
[2:57:57]
alumni alumnist to come forward and join
[2:58:01]
this fundraiser it's $200 you get your
[2:58:04]
name on the plaque and a locker will be
[2:58:06]
dedicated to you and your behalf so
[2:58:10]
we're asking all individuals you can
[2:58:12]
contact UM the front office athletic
[2:58:15]
director uh Johnny Wilkinson who left
[2:58:18]
merid Island high school and got it
[2:58:20]
right and came to hot chocolate cocoa
[2:58:22]
for the right reason and for the right
[2:58:24]
cause and last but not least this one is
[2:58:27]
for you my buddy my brother Tyler Buy
[2:58:31]
Local spin local keep it local we love
[2:58:36]
you Tyler thank you very much that's it
[2:58:38]
Mr Mayor thank you very good Miss
[2:58:42]
Warner um
[2:58:44]
just real quick
[2:58:46]
um I remember the microphones
[2:58:50]
um like uh councilman Blake I went down
[2:58:53]
to the um the league of cities um had
[2:58:56]
some great um information and sessions
[2:58:59]
this time around um got some great ideas
[2:59:02]
that uh hopefully we'll be able to
[2:59:04]
implement in the city and um Mr Blake uh
[2:59:08]
J is very proud in his invocation at the
[2:59:12]
uh Luncheon of the past presidents of uh
[2:59:15]
the league of cities and um his
[2:59:19]
invocation was actually so good that our
[2:59:23]
CFO um referred back to it when he got
[2:59:26]
up to speak so um he was impressed um
[2:59:31]
the um our friend and uh neighbor to the
[2:59:35]
south of us um Miss Carol
[2:59:38]
McCormack um is now after uh 10 years of
[2:59:42]
serving uh heading up up the um League
[2:59:45]
of Mayors and I know she'll do a
[2:59:47]
fantastic job congratulations to
[2:59:50]
her and
[2:59:52]
um the uh committee appointments um have
[2:59:57]
evidently been made uh so check your
[2:59:59]
email if you applied for a committee
[3:00:01]
appointment with the
[3:00:03]
um um League to see if you uh receive
[3:00:08]
that appointment I will be serving on
[3:00:10]
the uh growth management committee again
[3:00:14]
and
[3:00:15]
um I think maybe we might have a another
[3:00:19]
city person serving on that committee
[3:00:22]
this coming year um a lot of issues
[3:00:24]
coming up with the league of cities this coming year we got um a lot of
[3:00:28]
meetings we're scheduling more meetings
[3:00:30]
to discuss issues than we normally have
[3:00:32]
it's not just the two times a year so um
[3:00:35]
we're going to work hard this year and
[3:00:36]
be ready for the legislature and not let
[3:00:38]
them um push any unfunded mandates and
[3:00:41]
take away any of our home rule this year
[3:00:45]
and um I also wanted to um say that I am
[3:00:50]
back from vacation you guys are stuck
[3:00:52]
with me I'm not missing any more
[3:00:53]
meetings I had a wonderful time in
[3:00:56]
Georgia I learned a lot and um I visited
[3:01:00]
seven small cities with old
[3:01:03]
downtowns uh some of which were built
[3:01:06]
long before the Civil
[3:01:07]
War and not one of them had parallel
[3:01:10]
parking not one I took pictures
[3:01:14]
everybody has diagonal
[3:01:17]
parking everybody and why because it
[3:01:20]
provides more
[3:01:22]
parking and nobody knows how to parallel
[3:01:24]
park I sat through two light changes at
[3:01:27]
5:20 today watching some poor lady try
[3:01:29]
and parallel park in front of Cafe
[3:01:31]
Margo and people were not happy because
[3:01:34]
we were all stuck out on 520 not able to
[3:01:37]
get across onto Bard Avenue because she
[3:01:41]
couldn't parallel park so let's not
[3:01:43]
embarrass our residents anymore by
[3:01:45]
requiring them to parallel park and
[3:01:47]
let's do something about our parking
[3:01:48]
issue that's it for
[3:01:52]
me Don yeah well you know this is tough
[3:01:56]
you know losing a good friend Tyler
[3:01:58]
being good friends in like 14
[3:02:03]
years you're going to be missed a lot
[3:02:06]
you know we been agree all the
[3:02:09]
time Amen to that brother but we sure
[3:02:13]
good friends and that's right it's going
[3:02:16]
to be hard to
[3:02:20]
uh now I can't I'm just thinking forget
[3:02:23]
it I can't talk congratulations man on
[3:02:27]
being onos how you're going to be
[3:02:29]
missing hey I I got to stop there let's
[3:02:33]
go ahead Mr Mayor you take it
[3:02:36]
congratulations
[3:02:37]
Don
[3:02:39]
peppy
[3:02:41]
congrats yeah doesn't seem very good
[3:02:44]
today does it no the uh well I
[3:02:48]
regretted coming to this meeting tonight
[3:02:51]
but I wouldn't have missed it for the
[3:02:53]
world you wouldn't want you to and uh
[3:02:56]
exactly I mean um my condolences out to
[3:03:01]
Nancy
[3:03:02]
uh and it that
[3:03:05]
was heck of a ride she went on with
[3:03:08]
Tyler
[3:03:10]
um
[3:03:12]
Tyler fath his
[3:03:14]
uh his in uh like a man and he uh
[3:03:19]
basically talked to all of us oneon-one
[3:03:21]
oh yeah and
[3:03:23]
uh he very tough
[3:03:26]
individual
[3:03:28]
um and I want to thank Don for hanging
[3:03:30]
out and going there every day when
[3:03:33]
things got not so good and you didn't
[3:03:36]
have to do that I mean you were there
[3:03:37]
for 8 12 hours a day and I appreciate
[3:03:41]
that um but
[3:03:44]
um you know my my view on him was he was
[3:03:47]
I was in a Christmas parade before I was
[3:03:49]
running from air and and he was in a
[3:03:51]
City truck looking across from me and I
[3:03:52]
have my black truck or I have my red
[3:03:53]
truck with a pulling my orange and he
[3:03:56]
walks over and he goes hey he says he
[3:03:57]
introduced himself to me and and we hit
[3:04:00]
it off and we have a lot of similar
[3:04:01]
experiences on um working in the working
[3:04:04]
life um to's a straight talking straight
[3:04:09]
shooter solid
[3:04:11]
contributor uh
[3:04:14]
he I don't think the city or the
[3:04:16]
citizens I know the citizens don't know
[3:04:18]
until
[3:04:19]
now he he contributed a lot of things
[3:04:22]
that you never knew about he was he had
[3:04:24]
a little more time than the rest of us
[3:04:25]
and he was a
[3:04:27]
stickler and uh but he would um I guess
[3:04:31]
the city government probably couldn't
[3:04:33]
pay him back for all the improvements
[3:04:34]
that he's pushed and
[3:04:36]
made uh there won't be another one like
[3:04:39]
him uh you know at the end of this whole
[3:04:42]
thing uh he's my friend
[3:04:50]
so that's my report and uh I guess his
[3:04:53]
service is going to be August
[3:04:56]
31st at the cape canaval National
[3:04:59]
Cemetery and Mims the new
[3:05:01]
one uh like I said August 31st at 10:00
[3:05:05]
a.m. and U if anybody can come and pay
[3:05:09]
their respects that's what his wishes
[3:05:12]
were Mr mayor I think we should also
[3:05:15]
probably acknowledge the um beautiful
[3:05:18]
floral arrangement that Terry black of
[3:05:20]
met um Dove did um for Tyler it was very
[3:05:25]
nice of him to provide that and it's absolutely beautiful it's beautiful
[3:05:29]
Y and this is a you know this is not a
[3:05:32]
normal meeting so I don't know if you
[3:05:33]
know you realize this I think this
[3:05:35]
should be put in the hallway with his
[3:05:36]
picture yeah for at least for a few days
[3:05:40]
put the the front
[3:05:42]
there
[3:05:44]
I I don't really have anything else to
[3:05:46]
say other than I'm you know let's give
[3:05:49]
the family respect and he's going to
[3:05:51]
beon him later going to be yeah bottom
[3:05:55]
line Tyler was loved by everyone man I
[3:05:57]
mean if you understood Tyler he jerky
[3:06:00]
calling now oh yeah he getting on baby
[3:06:02]
now trust me but he he was actually a p
[3:06:06]
in the butt he was okay no that's not
[3:06:08]
coming out of your mouth
[3:06:12]
Don you're right but he's a jokester man
[3:06:15]
I mean he had great day he had great the
[3:06:18]
last day of his life yeah man okay well
[3:06:22]
that's it for us and I appreciate you
[3:06:23]

[3:06:28]
