[3:29] of California Cities represents um

[3:35] advocate at the state capital.

[3:37] This year's conference will be held from

[3:39] September 23rd to the 25th

[3:42] and will be held at the Anaheim

[3:43] Convention Center.

[3:46] Um the voting delegate

[3:49] um must be designated by the council by

[3:51] an official council motion,

[3:54] um the city quest clerk must submit that

[3:56] designated names by Tuesday, September

[3:59] 1st.

[4:00] And the delegate must be registered for

[4:02] the conference to receive voting

[4:04] credentials. Currently, I am only aware

[4:07] of one council member attending the

[4:08] conference and that would be council

[4:09] member Walsh. So, he is uh right now

[4:12] attending um the conference

[4:15] um on behalf of the city.

[4:17] Uh recommendation is uh

[4:19] staff recommendation is 2.1 voting

[4:21] delegate and up to two alternates for

[4:23] the annual conference. And the purpose

[4:26] of the delegate is just to ensure that

[4:27] the town is represented and votes during

[4:29] the general assembly meeting on

[4:31] September 25th.

[4:33] This year, they do have a resolution um

[4:35] that will be heard during the general

[4:36] assembly regarding um restoring

[4:41] It's uh the resolution's included in

[4:49] constitutional amendment or ballot

[4:51] initiative to restore final local

[4:54] authority over housing and land use

[7:26] So, tonight before you to speak about a

[7:29] salary adjustment that's necessary for

[7:32] the police chief's position and a budget

[7:34] amendment that corresponds with that

[7:36] adjustment. So, as you recall, um the

[7:40] main reason that sparked the need to do

[7:43] this adjustment

[7:45] part of our new fiscal year 2026-2027

[7:48] budget. We have added and adopted the

[7:50] position of public works director.

[7:53] The finalizing of that budget

[7:55] memorialized the salary range that we

[7:57] are going to bring on for the new public

[8:00] works director as I mentioned.

[8:02] That salary range now is a little bit

[8:05] higher than the salary range we

[8:06] currently have for our chief of police.

[8:09] Now the chief of police

[8:12] oversees the largest singular department

[8:14] here in the town

[8:16] a little bit over 27 full-time employees

[8:19] just under 11 million dollars and again

[8:23] serves a community that's more than the

[8:25] 1500 residents that we have here in town

[8:28] that's anywhere between 30 to 40,000

[8:30] visitors that we have on a daily basis

[8:33] the amount of commerce and shopping and

[8:36] funeral processions we have in town.

[8:38] It's very necessary that we have the

[8:40] size and dedication of the police force

[8:43] that we do have. Now the recommendation

[8:45] before you is to adjust the salary range

[8:48] so that the police chief is

[8:52] in the structural hierarchy of the town

[8:53] the second highest compensated

[8:56] individual behind the city manager.

[8:59] So in your packet you will see

[9:01] that we are proposing what is a 12.63%

[9:05] increase

[9:06] the top step of the previous salary

[9:07] range was $123.9

[9:10] moving up to $138.64

[9:14] with an annual value of $288,371.

[9:20] We also provided some of supplemental

[9:22] information for you to consider to see

[9:24] where the chief currently sits amongst

[9:27] other San Mateo County

[9:29] police chiefs. The chart before you

[9:32] shows his current salary range uh out

[9:35] around 248,000, which is uh about 16%

[9:39] below uh the market. Um that's

[9:42] technically the median uh of the market

[9:44] is what we're referring to there.

[9:46] Um and below that, you'll see some

[9:47] averages

[9:49] uh of that median, which is about 295 is

[9:52] on the high side. So, still adjusting

[9:54] his salary to the 288, it's still about

[9:57] 5% below the median, um but it is uh

[10:00] with with with compaction considered,

[10:02] it's still in relative um

[10:05] uh necessity to the city manager and the

[10:07] new public works director as well.

[10:10] And with that, um I'm happy to take any questions you have, but in

[10:13] conclusion, uh I am recommending that

[10:16] the city council adopt the resolution to

[10:18] increase the police chief's position

[10:20] salary range, increase the town's budget

[10:22] for salaries in fund 11, general fund,

[10:25] organizational 210, police

[10:27] administration by $25,187.

[10:30] And with that, happy to answer any

[11:33] we use um that provides us compensation

[11:36] data within the area for other cities

[11:39] and jurisdictions and municipalities.

[11:41] So, we can reference salaries uh

[11:45] across different counties, states.

[11:48] Also, it gives us that that's also the

[11:50] same information we use when we're doing

[11:52] negotiations with you throughout the

[11:54] that season of time where we'll give um

[11:57] projections on what our labor costing

[11:58] will be not only for

[12:00] those future negotiations, but also we

[12:02] use it for our budgeting as well. So, we

[12:04] use it with that, but then also the ones

[12:06] that we couldn't gather through the True Comp

[12:09] software. We were able to to pull those

[12:12] directly from those individual cities

[12:15] websites to compare where their current

[12:17] police chief sit amongst in comparison

[12:19] to others.

[12:20] >> I see. But, if I'm looking at this

[12:23] survey here, this this data, rather.

[12:27] Um

[12:31] It it's pretty low compared to the other

[12:34] cities, yes?

[12:36] >> Correct. Yeah, this this the number you

[12:38] see before you in comparison to other

[12:40] cities is the current salary the chief

[12:42] has. And the staff report before you is

[12:45] where we're projecting the chief to be.

[12:47] So, we're projecting the new salary to

[12:49] be 288, rather right now it's 248, which

[12:52] will be the top of that salary range.

[12:58] >> So, if I may add to that, that's just

[13:00] the dollars. That does not include all

[13:02] the benefits that go on top of it.

[13:44] would affect compaction and right now

[13:47] with the with the

[13:50] with the increase to the chief's salary

[13:52] that would put the chief about 20%

[13:54] higher than the commander.

[13:56] Uh where the commander currently sits

[13:57] he's about 19% higher than the than his

[14:00] next subordinate. So effectively puts

[14:02] the commander essentially almost right

[14:05] in the middle between the chief and the

[14:07] next subordinate which is

[14:09] essentially what you would like to see

[14:11] from a compaction standpoint.

[14:15] >> Essentially the chief's current salary

[14:17] is only about 7 or 8% higher than the

[14:19] commander and the commander is about 19%

[14:21] higher than his next subordinate. So

[14:23] this um in essence

[14:25] >> say that again, I'm sorry. So it puts

[14:27] him now how much

[14:29] >> It would put the chief about 20% higher

[14:30] than the commander whereas currently

[14:32] he's about 7 to 8% higher. And the

[14:34] commander is currently 19% higher than

[14:36] his next subordinate and so this puts

[14:39] the commander essentially right there in

[14:40] the middle between the chief and his

[14:42] next subordinate.

[14:43] So that's where we looked at it from

[14:44] that perspective from a compaction

[14:46] standpoint.

[14:47] And we also didn't want to necessarily

[14:49] go beyond the chief at this point to to

[14:52] in in not to create a slippery slope in

[14:55] terms of where do we stop making certain

[14:57] adjustments cuz we know that the police

[14:59] department does negotiate annually

[15:02] through the POA.

[15:04] Yes, we do have

[15:05] um some considerations done for the

[15:08] unrepresented group but we also feel

[15:10] like that that group does have an

[15:12] opportunity to come forward during that

[15:14] time to express any changes that are

[15:16] necessary

[15:17] to me at that time and I can bring that

[15:19] to the city the

[15:21] uh during the normal typical season of

[15:22] labor negotiations.

[18:13] law. Signs cost money and time. A few

[18:16] elections ago in San Mateo County,

[18:18] someone began taking campaign signs down

[18:20] and stupidly left their cell phone

[18:22] behind. And they were prosecuted. So,

[18:25] and you know, there's a lot of cameras

[18:27] around.

[18:28] So, people should be careful what

[18:29] they're doing. So, Colma's better than

[18:31] this and so let's hold a fair and

[18:32] equitable election in November. Thank

[19:56] went on for a period of time. And so

[20:05] where the feces was being left and

[20:08] actually got video footage of the

[20:11] perpetrator

[20:13] committing the crime.

[22:28] through ongoing collaboration with

[22:29] property owners, housing developers,

[22:32] nonprofit organizations,

[22:34] and community members. The program

[22:36] focuses on expanding affordable housing

[22:38] opportunities, reducing barriers to

[22:40] housing development, and supporting a

[22:42] diverse range of housing types and

[22:45] assistance programs.

[22:47] This update to the council is as part of

[22:49] the requirements to satisfy the HCD's

[22:51] requirements regarding the follow-ups,

[22:54] specifically in this case program 5.4.

[22:57] Uh in line with the town's 2023-2031

[23:00] housing element requirements, annual

[23:02] outreach efforts are

[23:04] required to be conducted to update the

[23:07] community on housing program

[23:08] implementation progress,

[23:10] highlight available resources, gather

[23:13] feedback, and explore future

[23:14] opportunities.

[23:16] For our town, on July 29th,

[23:18] [clears throat] 2026, the town hosted

[23:20] two

[23:21] community outreach meetings at the

[23:23] community center

[23:25] focusing on implementation of various

[23:27] housing element programs, including

[23:29] program 5.4.

[23:31] That particular program

[23:33] uh for the town to establish debriefing

[23:35] report within 60 days of each annual

[23:38] outreach meeting.

[23:39] And that report must be uh outline

[23:42] implementation actions,

[23:44] achievements,

[23:45] and upcoming steps

[23:48] specific to this program.

[23:50] And that has been accomplished, hence

[23:52] this report to the council.

[23:54] Per requirement of HCD.

[24:08] Um so, do you want to highlight that the

[24:11] um we will be hosting a city council

[24:13] candidate forum here in town hall uh at

[24:16] 6:00 p.m. on Tuesday, October 13th with

[24:19] the um

[24:21] uh city council candidates. We have four

[24:23] of them this year. Um so, we do

[24:25] encourage the public to come out and uh

[24:27] participate in that and ask them

[24:28] questions as well. Um also want to uh

[24:31] provide a cautionary tale uh just to

[24:34] We've had an increasing amount of

[24:36] door-to-door solicitors and individuals

[24:38] um in the neighborhood recently.

[24:41] Um and as your city manager, I want to

[24:42] remind residents to be cautious of

[24:44] individuals going door-to-door and

[24:46] attempting to either scam, defraud um

[24:49] members of the community. Uh some

[24:51] businesses though may seem legitimate

[24:54] and be legitimate, um you're under no

[24:56] obligation to engage with them, uh

[24:58] provide, you know, in um

[25:01] uh

[25:01] sensitive or personal information for

[25:03] any means. If something doesn't seem

[25:05] right to you, seems off to you, please

[25:08] say something. Call the police

[25:09] department, call the town.

[25:11] We're here to investigate. We're happy

[25:13] to to tell you what we know as

[25:16] authorized activity that you can expect

[25:18] to go on in the neighborhoods at any

[25:20] given time.

[25:21] And we want to know and hear from the

[25:24] community when you see or hear something

[25:26] that doesn't look or seem right. We want

[25:28] to make sure that we get in front of it.

[25:29] So, please do continue to communicate

[25:31] those efforts to us so that we can make

[25:33] sure that we're passing that on to our

[25:35] police department and they're getting in

[25:37] front of things for us. So.

[25:54] complete sentence. You can just say,

[25:56] "No, thank you."

[25:57] Um could you also make note on El Camino

[25:59] Real in front of the sandblast place?

[26:01] Somebody has dumped a whole bunch of

[26:03] mattresses and chairs and stuff, but we

[26:05] also are allowing

[26:07] these uh

[26:09] dump trucks to block take parking spaces

[26:12] from the uniform store and from the uh

[26:15] the cupcake place and others

[26:18] more than 2 hours at a time.

[26:20] And we we need to do something about

[26:23] that because they they're we're becoming

[26:25] the place where all these trucks are

[26:27] parking and sometimes I see them

[26:29] on El Camino Real back-to-back unloading

[26:31] from one truck into another and they're

[26:33] not even facing correctly on the on the

[26:35] street. So, I don't know what PD can do

[26:37] about that. You have to catch them is

[26:39] part of it, but anyway, thank you.

[26:44] a time limit on El Camino Real and I've

[26:46] noticed there's 10 to 20 trucks that are

[26:50] basically advertising on El Camino Real.

[26:53] They're back-to-back and they're lined

[26:54] up from F Street to

[26:57] whatever the light is that's a quarter

[26:59] mile behind that.

[27:29] Johnny Midnight and played at Molloy's

[27:32] and all over North San Mateo County for

[27:34] many years. He was loved by many and

[27:37] will be truly missed. Michael Racanello,

[27:40] long-time vice president and volunteer

[27:42] for the Colma Historical Association,

[27:44] passed away earlier this month following

[27:47] a brave battle with pancreatic cancer.

[27:50] Remembered as a soft-spoken community

[27:52] advocate and local history enthusiast,

[27:55] he is survived by his brother Richard

[27:57] Racanello. This meeting is now

[27:59] adjourned.
