[9:16] If you remember last year, we introduced Britta, who is our Malinois assigned to apprehension

[9:29] meet Theo, our new bloodhound.
[9:32] So this is our K-19 for the police department, it's exciting.
[9:35] As I mentioned before, K-9 Britta is the first female K-9 that we've had in our department
[9:41] and Theo's our first bloodhound that we've introduced.
[9:45] Theo is a tracking and trailing dog,
[9:48] and this evening we will, I'll mention a few things about them,
[9:52] then we will officially swear them in,
[9:55] like we do any police officer,
[9:58] and we will present them with their police officer badge.
[10:02] So this will be kind of a historic opportunity for us,
[10:07] and we appreciate everybody being here to celebrate it
[10:10] this is this evening. So the first the first thing is Britta is a two-year-old
[10:16] Malinois and she's from the Czech Republic. She has she has specifically trained
[10:24] in criminal apprehension and assigned to patrol. She's also a dual-purpose
[10:29] canine so she also sniffs narcotics. She has done a tremendous amount of work
[10:35] this year alone, she has been deployed 171 times in our city to keep our community safe.
[10:42] That's everything from searching for a suspect to clearing a house, a car, or looking for evidence.
[10:50] So that is Britta, and next I will highlight K9 Theo.
[10:56] Oh, I did not mention her partner in this endeavor is Officer Robert Henderson,
[11:02] who has a tremendous amount of K9 experience and I'm glad that he got to have this assignment.
[11:08] He has been a K9 handler with other agencies before Colton Police Department stole him and
[11:14] brought all that value into our organization. K9 Theo comes to us from Florida and he's 11 months
[11:24] old and his partner is Officer Jesus Marino. This is his first assignment with a K9 and right now
[11:32] as you can tell, they're fully bonded and it's working out great.
[11:37] But Theo comes, as I mentioned from Florida, he's been acclimating to our weather.
[11:45] It's a lot more humid.
[11:47] It's interesting to know what these dogs can do.
[11:50] Their whole design is for detecting odor.
[11:56] Their ears, the floppy ears, have a purpose.
[11:58] It draws the scent toward their face.
[12:03] There's a lot of amazing dynamics behind these animals.
[12:09] But what he does is unique. He can track, he can trail.
[12:14] And he will follow a scent. It doesn't matter if it's windy,
[12:17] if it's raining, if there's earthquakes or fires.
[12:20] He will follow that scent until he either loses it,
[12:24] It apprehends what he's looking for or his handler and partner officer
[12:29] Marino tells him it's over.
[12:31] But what he also is trained to track and trail just anything that we need him to.
[12:38] So that's from suspects and criminals that are wanted for some type of crime to the individuals
[12:45] that have been lost or endangered.
[12:49] A lot of times, our community that are elderly or suffering from dementia, they wander off.
[12:57] We can't find them. We have helicopters and resources.

[13:03] And officer Theo will start sent and tracking and trailing that immediately and giving us a direction of where to even begin.

[25:16] students know that we're not just there when the need is there, we are, but also as part
[25:24] of our community, and it shows, and we just wanted to thank you again.
[25:28] And then for the Police Department Award ceremony, that was awesome.
[25:34] I think it was a good event, well attended, many awards given out, and rightfully so.
[25:41] And it was just a great event overall.

[26:09] pictures are just daunting. It's incredible. But thank you for your staff doing those types
[26:15] of jobs as well. I think we need to have like a camera following you guys, the most
[26:20] dirtiest jobs kind of a thing, and to recognize that what we do, sometimes the hard stuff gets

[28:40] Colton Fire Department and our guest speaker is Chief Wemes. I want to thank you
[28:44] for offering to do this. I also want to thank all the other staff that are
[28:48] offering to give and share their time and expertise with our youth group.

[29:00] up next Saturday the 26th at 9 o'clock a.m. and every church in Colton is invited to be represented

[29:36] I learned recently that our public works were out there patching up potholes and that some of the steam or some of the hotter that comes out of it's about 200 degrees.
[29:46] on top of the 109 or 110 that we all experienced, so I want to express gratitude for them doing that.
[29:53] There was no complaining, they just did it and made our streets safer, made them better, so thank you for that.
[30:00] I'm a member of San Salvador Catholic Church, which is located in my colleague Councilmember Gonzalez's District. And I left church on Sunday, and I was approached by about three or four ladies who were upset with our public safety. And so what I did was I went back and I read a notification from the fire that happened on the rail cars on 9.9 or September 9 at 4.4.
[30:29] in the morning the concern they had or the express was and this came from the ladies was that
[30:36] they felt that they were not evacuated at the time of the incident and there were some senior
[30:42] citizens that were in their eyes still in danger and when I read the internal memo obviously you
[30:50] could see the fire team was battling the fire on two separate cars and police and public works came
[30:56] and helped. I'm not criticizing that. I'm just relaying the message they were concerned
[31:00] and they said we could do better in the future. So just something to think about. I don't
[31:05] know I wasn't there. And that was something I promised them. I would explain to our teams
[31:11] as well, just let them know. And then my next thing is a question that I have for our utility
[31:17] and Dr. Barry as well who's a former utility. We obviously are all going through some hard
[31:25] times right now, financially, and one of the big concerns I'm getting to from a lot
[31:30] of residents, both in person and social media, is our utility bill, our utility costs.
[31:36] And some approach that said that Southern California Edison is offering a rebate.
[31:43] So I'm wondering, is that something that we can do?
[31:45] So I researched it, and it's on YouTube, it's on channel 11.
[31:50] and what they have is a $72 rebate, it's called the summer climate credit, $36 applied in August,
[32:01] $36 applied in September. And the cool part about that was they said that there's
[32:11] also more
[32:12] savings to come. So I don't know if that's something that we as a city of colds can offer. I know that
[32:18] that our utility does well, I mean, I know we just sponsored a drone show, so we have
[32:24] an obligation to answer their constituents' concerns and that's just an idea that I
[32:29] was thinking of to that something that we can potentially research, we can think about
[32:36] for our residents too because a lot of families, more specifically, the senior citizens live
[32:41] on a fixed income and what I did was I did my homework, I put my bills and on my June 23rd bill, it was $422.205.20 was for the electric, on my July 27th bill, it was $620.370.79 to my electric, and on my August 26th bill, it was $9.87.
[33:13] And 728.95 of that was for the electric, so I can understand the residents' concerns.
[33:20] Like I've said several times from up here, I live here too, I care about this town,
[33:24] so I'm just relaying a message and an idea, I'm not going to say competitor but our other
[33:32] vendor, Edison's doing it, so is that something that we could look into as well to help our
[33:36] citizens?

[34:05] staff stands ready and able to assist them.
[34:08] Now, as far as the rebate front, that's something we can certainly discuss internally and
[34:13] bring back for Council to consideration at a future point in time.
[34:18] We do not have any program in place that currently rebates customers.
[34:22] And it's important to understand that money that, whether it's Edison or PG&E or any other
[34:28] investor owned utility, uses to rebate customers as a compulsory rebate based on the state's
[34:35] capital investment program, so they are required to do this.

[36:10] Tonight, there will be a brief presentation from the fire department on our rave alert system
[36:18] and this is commonly referred to as a reverse 9-1-1 system, so it's very timely that council
[36:25] member brought up that comment. I think this will go a long way in addressing that concern
[36:30] and with that I'll turn it over to Deputy Chief Box.
[36:46] No problem. Good evening Honourable Mayor and members of the City Council. I'm happy to
[36:50] present a brief presentation on our rave alerting system with a combination of mobile reach.
[36:58] Why we're rolling this out? It's one system with two missions. So you have one side
[37:01] the system that does emergency alerts and other side is called community connect that can do
[37:07] non-emergency city information such as city events, community services can publicize their
[37:12] events for customers that opt in. On the emergency alert side, we can use this to notify the community
[37:19] about evacuations shelter in place just like Council Member Archivari was talking about in reference
[37:25] those things. We can use this system to notify the customers, notify the residents of emergency.
[37:32] Rave Alert is their motto is fast, targeted in multi-modal,
[37:35] multi-modal meaning they use text, voice, email,
[37:39] landline, and more.
[37:42] On the mobile reach side, so where we use it for
[37:45] to alert the community about special events
[37:46] and things of that nature, you do not need to have,
[37:50] or for the emergency alert side, the residents do not have to opt in.
[37:54] It's an address target base.
[37:56] So what can happen, what we use is we'll have a map
[37:59] and we can draw a geofence around the area, if we have a wildland fire in the area, if we have a large incident where we need to notify large numbers of the public, the incident commander can draw a geofence around it, and it'll alert all of the active cell phones in that area as to what we have going on.
[38:14] That does not require residents to opt in because it's an emergency. The FCC gets involved in what we can and can alert without permission.
[38:22] The other side of it, what this looks like in Colton.
[38:25] We can use it for vegetation fires, hazmats, earthquakes, severe weather incidents, right
[38:29] message, right area, right protective action.
[38:31] This causes our ability to reach the community, leaps and bounds better.
[38:37] More than emergency, same platform, so like I was saying before, on an emergency, we use
[38:42] mobile reach, which we don't have to get customer's permission, it'll ping the cell phones
[38:46] in the area.
[38:47] Then for the routine community events, it requires the community members to opt in.
[38:51] They can opt in on RAVS website.
[38:54] We have links on our website, community services.
[38:57] We send the QR code out on Colton Fire on a quarterly basis.
[39:02] Last time I checked, we have currently, even though we're just rolling this program out,
[39:06] we have over a thousand residents that have already opted in for these message services.
[39:11] This is part of the simple rollout.
[39:13] It's already configured.
[39:14] Training our staff.
[39:15] We've already had one training with the RAV alert staff with one more to come and then exercise
[39:20] the system.
[39:21] As we get better at using the system, we'll get more efficient.
[39:25] We already have an internally a list of authorized users from within the city of proof templates,
[39:30] public education, and then testing.
[39:31] When we use the emergency side of it, every time we use the emergency side,
[39:35] and it pings the cell phones in the area, every single one of those alerts are then audited by the state of California to confirm that they met the standards for emergencies.
[39:46] At the end of the day, this is more people reaching a faster capacity.
[39:49] So, it's a great program. We're excited to bring it to the city of Colton and it's going to increase our ability to notify the community as what's happening.

[40:52] app and I can't think of the name of it now where you can go on and see where
[40:56] there's a fire going my son lives up in pinion hills and I'm trying to think
[41:03] of the app and I got on it and it says it shows where the evacuations and
[41:07] things of that nature. First watch. Yeah. Yeah. This is for internal use, so we'll use this
[41:14] where we'll notify the community slightly different. Okay. Okay. Thank you. Yeah.
