[0:09] Okay, I've got 902 AM. We'll call this regular meeting of the Korea County Commission's court to order this time, noting that all members of the court of present. For those of you that are here in person, if you've got an electronic device, we'd ask you to place it on silence at this time. And for those of you that are participating by Zoom, we'd ask you to place your device on the need until such time that you would need to address the court. We'll begin this morning with the word of prayer.
[0:37] God, our Father in Heaven, we come for you today asking for the forgiveness our sins and
[0:42] Lord on this occasion, we are especially asking for you to grant peace, comfort, and wisdom
[0:49] to the lives that have been lost in Corio County recently.
[0:53] Lord, we ask that you give us purpose guidance and direction in these events as we do not
[0:59] always understand that the plan that you have laid out for us.
[1:02] Lord, we ask that you continue to watch over and place your hand up protection on the first responders and our law enforcement, our military services, all those individuals that dedicate their lives to protect us on earth as you watch over some heaven.
[1:16] And Lord, as always, we're going to ask that you place your hand with them and guidance on this court, so we may do here in Corio County, places you and serves you best.
[1:25] Lord, we ask all of these things in your son's holy name, amen.
[1:28] And I mean, in place to our flags, I pledge allegiance to the flag of the United States
[1:34] of America, and to the Republic for which it stands, one nation, under God, indivisible,
[1:41] with liberty and justice for all, honor the Texas flag, pledge allegiance to the Texas
[1:47] one state, under God, one, and indivisible.
[2:19] The next item on our agenda is the public forum.
[2:23] Citizens may address the court on any matter.
[2:25] Other than a matter concerning county personnel or matters under litigation,
[2:30] each citizen will be allocated five minutes with a total time not to exceed 30 minutes.
[2:34] Is there anyone here in person that would like to address the court this morning?
[2:38] Yes, ma'am, if you'll please stand in state your name.
[2:41] Thank you.
[2:42] Thanks for your time.
[2:47] And Mr. Stevenson for our records.
[2:49] You don't have to give your address, but what presync me living in?
[2:53] Okay. Thank you.
[2:57] Go ahead.
[2:59] I'm going to be in my address.
[3:01] I'll live at 1-2-4-6.
[3:02] We've been trying to run in the conference code Texas.
[3:06] And I'm here today because I'm seeing
[3:08] enforcement of the four young county blood damage prevention program. I have a blockage of the
[3:16] zone, a FEMA floodplain that is forcing water back onto my property, and that blockages at
[3:24] 870 more to bring down the normal water. And I want to read this, this is out of the, this is the
[3:30] statement of purpose out of that ordinance. It's a purpose of this order to promote the
[3:35] public health safety and general welfare and the minimize public and private losses due to
[3:40] blank conditions in specific areas, but provisions designed to minimize expenditure of public
[3:46] money and costly flood control. So that hasn't worked for me so far. I've got because of this
[3:55] blockage I had $5,000 for the fencing that was sucked down by the flood pools down by the blockage.
[4:03] I had to abandon part of my property so part of my property was lost and then I had to
[4:10] re-fence to hold my livestock and so I got $10,000 in fencing and the day I was starting
[4:15] a $25,000 project. So it hasn't, it hasn't helped me at all. On December 24, 2024,
[4:25] I sit into a man-letter to the owner of the property, the outcome, no response, no action.
[4:33] That was sent by my attorney on September 17, 2025, the Korean County Attorney's Office,
[4:41] notified the owner of the property that he was given 30 days to clear it and affordes with the ordinance.
[4:50] So, the outcome of that was that specifically stated in the letter from the County Attorney's Office,
[4:58] they only stated that the metal barrier had to be removed.
[5:05] So, he picked up the metal that had washed down during the flood on July 7th
[5:10] and left a small hole there.
[5:12] So, on that area,
[5:19] there are many materials, there are even one of the floodplain, and it's not just a metal barricade that's there.
[5:28] In addition to the metal barricade, which still exists across the entire floodplain area on that fence line, there's a rock down.
[5:40] There's been four to five of the railroad ties.
[5:43] There is mist wire, chain length, fencing, and gates, chain length gates.
[5:48] Rolled up chicken wire that is shoved down into the ground to stop water.
[5:54] And recently, there are 32 contaminated 50 gallon of barrels,
[5:59] all drum barrels, that are in that Flint plain.
[6:04] And that waterway, they're stacked there. They're all contaminated.
[6:06] So everything downstream from there has a risk of being contaminated and there are about six tanks in my neighborhood
[6:15] in my upstream, they're all downstream.
[6:19] The flood actually starts on my property.
[6:22] It comes down the road.
[6:23] It comes from the mountain.
[6:25] And it comes into my stock tank from four different directions.
[6:29] And then goes through the spillway and down into the creek.
[6:33] the National Creek behind my damn of my tank across the barrier if it can make it and then
[6:41] let us on down to the other tanks and other properties. So with this contamination, you're looking
[6:46] at livestock contamination, wildlife contamination, vision, people's tanks and I have reported that
[6:54] to FEMA and I have also reported it to the EPA. So hopefully they're going to look into that,
[7:02] the TCEQ came out and looked at it. I think this week, one thing that I find really disturbing
[7:11] is that on November 10, 2025, I said, certified mail to Judge Miller, Commissioner Matthews,
[7:20] requested enforcement of the blood play ordinance. They outcome of that was no response. On December
[7:26] 13 as it could be replaced from public information on.
[7:30] The flood plan administrator, the outcome of that was no response. On December 13th, I sent the second letter requesting
[7:38] enforcement of removal of the blockage in the flood plane. The outcome of that was no response. On December
[7:44] 18th, 19th, I changed emails when Travis Wilson, who is a region by director of the Texas flood
[7:51] plane management association, and he confirmed that I am correct in my understanding that the commissioner's
[7:57] court has a responsibility to provide an enforcement for the violations and not only not only
[8:06] that association, the blood mitigation assistance program, the Texas Water Development Board,
[8:13] the flood management assistance program, FEMA and the TCEQ have all assured me that
[8:20] enforcement of the removal of this block that comes from discord, this was your ordinance
[8:25] been two and fours. January 7th, I called Cal Matthews and asked him if the court intended
[8:35] to do anything about this or everybody was going to just continue to ignore me. And he said
[8:40] that the DA's office had this and was handling it. Unfortunately, Mr. Matthews, the case was closed
[8:48] in October and nobody has been doing anything about it. Which tells me, you know, where did
[8:55] My correspondence code, nobody's read it was it from in the trash, I've been trying
[9:00] desperately to get something done about this.
[9:03] The ordinance that was adopted by this court is in place to protect property owners.
[9:09] And when it's not enforced, we're the ones that have to bear the burden of the expense of
[9:14] this flood damage, especially if it's man-made and deliberately caused by someone placing illegal
[9:21] materials to block the water in the floodplain. And I'm asking that you guys have hold this
[9:28] organs and that action is taken with this individual and that this blockage is removed from
[9:36] that floodplain. None of it is legal. None of it has here is legal. You cannot block a FEMA floodplain.
[9:43] I also had, I also sent a text and Commissioner Matthews, a video, did you see the video or the water going across the top of my damn woman?
[9:55] You didn't see the text when you come through.
[9:58] Ms. Davis, I'm going to have to ask you to wrap up your right at the five minutes.
[10:01] Do you have a map?
[10:03] I'm done, basically.
[10:04] But I do have a map of the blockage, and the FEMA floor map of where the blockages of
[10:12] y'all like to look at it, can I hand it to you, maybe pass it around?
[10:15] Do you want to hand it to the Vale of Fair, you'll take care of that.
[10:19] Thank you, ma'am.
[10:20] And then I also have also have a picture here of the 32 contaminated oil drugs that are sitting there in
[10:27] one way.
[10:28] Thank you very much.
[10:29] I appreciate the amount of things you get.
[10:30] Okay, you're welcome.
[10:31] Thank you, Mr. Kingston. Is anyone else here in person that would yes, sir, if you'll please stay in the section.
[10:36] Please.
[10:50] Yes, sir.
[10:52] Thank you.
[10:53] Thank you for the opportunity to speak today.
[10:55] My name is Elvis Losa.
[10:57] I'm a central Texas resident.
[10:58] U.S. Army Commodore Veteran and some of the people who have those
[11:01] believe me that I'll be service.
[11:03] I begin with showing up on this week.
[11:05] I'm here today because county government is where people feel
[11:08] they're sure most directly.
[11:10] It is non-stract that is roved.
[11:12] that I get the spits or do not.
[11:14] You're gonna be seeing response times.
[11:17] It is not families experiencing government,
[11:19] what is something goes wrong, and then you know.
[11:21] For El County is also personal to me.
[11:23] You're gonna 20 years ago, my wife and I,
[11:27] I have an E-Bot or a birth home in hospitals.
[11:29] Like a lot of them kind of have been in the restarting out.
[11:32] Trying to build something stable,
[11:34] empowering what have been to put down roots.
[11:36] That's their answer.
[11:37] Chiefs, I'll find a thing to question underneath,
[11:39] and the long-term decisions,
[11:42] global leaders have to be made.
[11:44] Coral County is growing and growing bring up Trinity.
[11:48] It also brings a little pressure.
[11:50] Pressure on roads in Australia.
[11:52] Pressure on emergency for this.
[11:54] Pressure on planning decisions that
[11:55] will save this community for decades.
[11:58] This challenge, these challenges,
[11:59] when that's solved overnight, they're not solved by satellites.
[12:03] They require a steady work and thought for formation.
[12:06] The Royal County of Altsman, the fellow bird, that come being the being the airman
[12:12] bird, military facilities, the food and traffic, road wear, and population shifts.
[12:18] That box over the edge, come off, complexity and it is only one part of the browser set
[12:22] of the responsibilities, the wall or balancing of the county grows.
[12:26] I've served both in uniform and in the cabinet in my lesson yesterday with the trusted
[12:31] go face-to-face in the start of the listening, especially when the answer is not even your
[12:36] immediate. I am currently running for Congress and I want to be clear of why I am here today.
[12:41] I am not here to campaign, I am here simply as I am here because I don't want to seem to represent
[12:47] the district as a responsibility to understand a local government actually function in the world
[12:53] for real pressures from us. For me that starts with being here, listening,
[12:58] very respecting the responsibility you all hear. I appreciate the purchase court done on behalf of
[13:04] Coral County. I appreciate the opportunity to be here today. Thank you for your time.
[13:09] Thank you. Thank you, Mr. Wilson.
[13:17] Do we have anyone else here in person? I would like to address
[13:19] the court's mood.
[13:26] But here on road in my problems. Is there if you could please stand in
[13:32] six-year-old.
[13:35] Yes, sir.
[13:36] Here we go.
[13:38] I use a living room for that.
[13:41] A motion property, and a lot of 4, 5, 10, have been on that 30.
[13:48] There is a road, a load of men, a lot of my property, that I wish to, and I bought
[13:53] a place for the roads there.
[13:55] I picked out a find out.
[13:56] The road doesn't want them, but the cash.
[13:59] The road is closing the hall.
[14:02] So I went around the neighborhood, I talked to a parent's banker, he said, there's not really a hand that flows off the road.
[14:11] That means the government needs to be a manager.
[14:17] Then he said, payment management and closed off the other road with all the other side.
[14:23] There's no paperwork or nothing on this.
[14:27] I like to get that road close.
[14:29] They are the most important ones to get into it.
[14:32] Fins doll.
[14:33] Everything's thin and doll-full there.
[14:35] So watch it.
[14:36] I just wanted to get it at some of my projects.
[14:38] I'll pay to tax it all in there.
[14:40] You can get it all to count me.
[14:43] Books.
[14:44] If anybody would like to do that, produce anything.
[14:47] You know, I'm gonna read the name on the road to the bush.
[14:51] What is the name that Fins does?
[14:53] Fins, I'm gonna read it.
[14:55] Fins, I'm gonna read it.
[14:58] Fins, I don't think it's open.
[14:58] and then you get further back.
[15:00] So how's it the end of the house? Are you talking about the road behind your property? Or the alley in between your property?
[15:07] The alley in between my property.
[15:09] So your body and the other property on the other side of the alley, they'll also correct.
[15:12] The other meant to bless you.
[15:14] I don't know. I don't know.
[15:16] I don't know. I don't know.
[15:18] I don't know.
[15:19] And I also did right following you.
[15:22] And I do have half of that alley.
[15:25] It's in mind.
[15:27] Why?
[15:29] She lived at the end of Adam's life.
[15:31] I was living at the house at the end of Adam's life.
[15:34] Yes, sir.
[15:35] I lived in Emporium and Her husband's house.
[15:39] There's another old roadway in our village.
[15:41] I'm going to say North and South, in between you and the lot of young olds, everyone is trying to buy out.
[15:48] It is a separate out even now that runs east and west, off of 930.
[15:52] And in between those other two pieces of property.
[15:54] The property he's talking about is the animal that fits it off and it's depends on when
[16:00] it fits it off. I think that they only it's shown in my flat that I do own it and the
[16:09] seat for the amusement. I went over to the fairs office and I got my flat with me if you want to see it.
[16:19] So I have all of this laying on my desk.
[16:21] I have received probably phone calls or emails or information from perhaps all of y'all.
[16:27] I don't know.
[16:28] And so from the top company and from Clinteroings, Mary and I believe the survey and talk
[16:35] to the folks that may be the parents, like children of the people that are seven, that
[16:41] one you're trying to buy.
[16:43] And it's no different than every other one of these little communities in Puerto
[16:49] county that worked build out. They have all had issues with roadways and alleyways that were
[16:55] off-fields, flat, Leona, Leona, Junction, Unable, they're out there, same issues. The resolution
[17:04] of each one of these pieces of property is not the same. So, like the alleyway between two
[17:10] pieces of property, it's been continuously advanced for 25 years or more. The law says,
[17:15] is open with it. It's abandoned by the county under the law. It's done. But it
[17:21] reverts back one-half each. The side, which I know is what people want to do. And
[17:26] so there's a lot going on out there. I have it all on my desk. It's a mess, legally
[17:34] it's a mess, because it's different in different locations out there. There are people
[17:40] that use part of the for access,
[17:42] if Mr. Cork can't close out of his life,
[17:44] if they do, the properties will require
[17:46] to want to have back each team,
[17:48] side of the roadway, and you will have a dedicated roadway
[17:52] to your home.
[17:53] So there's some legal stuff that's
[17:55] that would be done there in my opinion.
[17:58] And actually there's two places back there in town.
[18:02] Fox 16 is on.
[18:06] And so I responded to someone about this issue.
[18:09] Obviously, not all of y'all about the fact that there's two solutions to this problem.
[18:16] One is for y'all to hire an attorney in a surveyer and go formally to play and fix it,
[18:22] bring that to the court for approval.
[18:24] The other is to be patient, wait, I'll make the injured two choices.
[18:28] And you are, sir.
[18:29] I'm the county attorney for anything else.
[18:31] Oh, okay.
[18:32] Yes, ma'am.
[18:33] Yeah.
[18:33] You got mine on your desk.
[18:34] Oh, I see.
[18:36] So well.
[18:39] I'm working on it. It's not a simple solution. It's not a quick solution. I'm sorry.
[18:46] Well, all I know is what I mentioned it when Mr. Bento was still alive about that.
[18:55] That would bear.
[18:57] Just moved.
[18:58] And he said that.
[18:59] Him and woman were reading.
[19:02] So, okay.
[19:05] You're saying I know.
[19:06] That's fantastic.
[19:07] I've searched the day records.
[19:08] I've sort of submitted reports for records and I can find no action that's occurred on any of these that we're talking about.
[19:14] There has been some of the other locations in Nevada that I can find.
[19:19] Some of them I was involved in for the last 20 years.
[19:22] But not on this location.
[19:24] I can't find anything on it.
[19:26] Well, I know it's probably behind me that, yeah, I can't remember the name for last
[19:32] week, I'm used to be on one by Mrs. Adam and she's always been to what's this name of,
[19:43] you mentioned it's name, what are we, Bob Ruby and Bob Ruby, we're sorry. We included the total
[19:49] of 20 foot and I have all the paperwork, 20 foot easement on it.
[19:55] And that it went clear all the way up to BIMBINE.
[20:01] Yes, and in this further company to making matters in a tower, matters regarding
[20:06] the old abandoned roadway that has not ever been officially closed by the county
[20:11] that was previously dedicated to public use in a flat many years ago.
[20:16] That now, someone was giving someone else a easement across that they didn't have a little
[20:21] the deal to have that you know it. And so there's all kinds of stuff running over there.
[20:26] I understand that I looked at it all and it was quick and easy. I already have it done.
[20:33] But it's not. I understand it. But I mean, I understand it.
[20:38] I haven't experienced anything. I haven't experienced anything.
[20:41] But that was there before my sister bought it from the head. I had it from the head.
[20:47] And the house is building a 19-pointed district.
[20:53] So I don't know what else to say other than that.
[21:01] I don't know the two guys are not ready for this.
[21:03] I know one of four is.
[21:05] No, it's not.
[21:05] I could try to never be a little more.
[21:08] It's one of three.
[21:09] Which one?
[21:10] I don't know.
[21:11] I don't know.
[21:12] Thank you.
[21:13] Thank you.
[21:14] Thank you.
[21:17] There's no sign saying it's that.
[21:26] Well,
[21:29] I didn't need to kind of summarize because we're pushing that family and this is in the public form is not really an open discussion thing and we respond to comments.
[21:39] What I can tell you as a factual statement is that in varying degrees, as Mr. Bell has already alluded to,
[21:48] with different property owners in that area trying to buy and or sell property, it has been individual issues.
[21:55] Mr. Bell, I think, succinctly stated it that really, whether the county initiates the action to resolve this or not,
[22:05] It's going to take a cooperative effort from every landowner that is affected.
[22:11] I'm not inclined to do some level of imminent domain to take something from somebody that
[22:16] already has something, but there's got to be an equitable resolution, and I'm more inclined
[22:22] to believe that we address it as a whole, rather than peace meal, because that's kind of what
[22:28] we've done in the past is.
[22:30] When somebody was affected, they came to the court or they came to the county attorney. We got one little smaging of it resolved and then moved on. It is a mess that is, I believe about, well, I think we're right about the hundred-year mark. I believe that flat flat was filed in the thirties. If our call correctly, the initial flat. So it's taken as a hundred years to get to this point. Give or take.
[23:03] And in that there are areas in the livid of this subdivision or this development that has been put under fence.
[23:14] And so now we have to balance what has been put under fence and there's state statutes that identify that you know if it's been under fence for 25 years or greater, I believe that's the amount of time that Mr. Belt indicated.
[23:28] And then we've got to resolve and we've got to address that as well.
[23:34] What I believe is prudent at this point is working with Commissioner Mathews, get some
[23:44] public involvement, possibly a public meeting with affected landowners.
[23:49] And I think we can help identify all of the property owners that would be affected.
[23:55] come to a gentleman's agreement,
[23:59] General Persons Agreement, I don't want to be gendered,
[24:02] discriminatory, so I'll come to an agreement with the landowners
[24:05] that's amicable, and then file a sum top of flat
[24:11] or amended flat or vacating a flat based off some surveys.
[24:17] It will obviously take some time.
[24:19] Again, the first issue of this that was brought up,
[24:22] that I was involved with was in the 2019, 2020 timeframe, but it is ongoing and has missed
[24:31] a belt alluding to, it is not specific to just Levithe, the community of Levithe, there are
[24:38] other communities that are affected by this as well.
[24:45] So with that I will give you another few seconds
[24:48] Because we're at the end of our little five minute time period here for this, but if there's any other questions that you would like the court to look into or any final statements.
[25:01] Yes, sir.
[25:03] I've got some thoughts on the problems you're talking about.
[25:07] And I've got to run the old system,
[25:12] row the runs in my property.
[25:14] I have probably almost out of the row.
[25:16] There's not no one in your works.
[25:18] But there's no property.
[25:20] No one might have to get back from the county
[25:24] or whatever I need to do to get the strike.
[25:31] So that's part of what I'm trying to
[25:35] to is I'm not going to talk about the legalities of it, but I am not sure what the county's legal
[25:44] rights or access to property that we have never maintained and we've never accepted. It was designated
[25:52] as public use, but it was never accepted by the county in any roadway. So those are the intricacies.
[26:02] That's what I'm trying to say. They're several issues that we have to look at here.
[26:06] Kent Millford has the day, Cameron, they to the charts, and the graveyard, and the school
[26:16] house, and all that, and all the roads there in the bottom were essentially my family's
[26:23] roads. And what I'm not trying to, I just want to, you know, the road running in my property,
[26:30] And he goes those words, the idea is into my property, and there's no reason for anybody to have access to it.
[26:38] But he's got a kind of rhythm.
[26:40] He's got a kind of rhythm.
[26:42] One of the four is another rhythm.
[26:44] One of the three.
[26:48] Four or five, I see it.
[26:49] You've had it.
[26:51] Well, church house, where he's by.
[26:54] Hmm
[26:57] want to the back of these curves the right and when it's the
[27:01] basis.
[27:02] produces and not have to rode or be indivitiates the next row of
[27:07] the on the way of 1997.
[27:09] Up to 1930 or on the west side
[27:11] of the U.S.
[27:14] I don't see one for as many things as it is.
[27:16] That way but as I was.
[27:19] but it's under water and it's cold.
[27:21] When you have cool up there,
[27:23] there's 10 or a whole of five that's not the luckiest,
[27:25] I think it's how you last.
[27:28] I don't think people think that's the last one.
[27:31] What about, yeah, what about, yeah,
[27:32] I know one of five's not going to be the end of the night.
[27:34] Here's the cat of the area that I think is talking about.
[27:40] It's not probably, it's just playing for opportunities.
[27:44] And then here's the bro.
[27:45] Yeah, there's a sign on here.
[27:46] that row over here.
[27:50] That's pretty much all about.
[27:53] Okay.
[27:54] This is my office.
[27:57] Here.
[27:58] So this is one of the wild things.
[27:59] Yeah.
[28:00] Put it on.
[28:02] Sorry.
[28:09] I'm sorry.
[28:11] We're going to have to.
[28:14] We're going to have to.
[28:16] We're going to have to.
[28:18] We're going to have to.
[28:19] We're going to have to move when we've allocated.
[28:20] more than adequate amount of time. This is not going to get,
[28:43] and you live in
[28:46] after I've worked with the county attorney. He's got to work through a lot of this.
[29:04] But we'll get you to say that.
[29:08] Okay.
[29:08] there with other things properly, I want to buy two pieces of property.
[29:11] Yes, sir, sir, we understand, I mean, I've got to buy it in the count, I can't.
[29:18] We've got to move on.
[29:20] We'll get involved in all that.
[29:23] OK, is there anyone else in person that would like to address the court this morning?
[29:32] Seeing it hearing none, is there anyone that's participating by Zoom that would like to address the court this morning?
[29:43] Seeing it hearing none, we'll move on to item number five on the agenda, which is the consent agenda,
[29:47] noting that there are five items listed there at the courts' discretion you can choose to approve
[29:54] the consent agenda altogether, or you can choose to select any one or...
[30:00] All of those to be discussed, uh, and consider it individually.
[30:09] We've got a motion to approve the consent agenda from Commissioner Bash and the second from Commissioner Tyler any further discussion on item or six.
[30:17] Hearing none and all those of the papers that I, all those opposed say now, I say have motion carries.
[30:22] Item number six on the agenda is the road and bridge report, Mr. Nathan.
[30:28] Good.
[30:29] The property center.
[30:31] We had 46.
[30:35] Yeah.
[30:36] We thought it was about 45.
[30:38] We had 46.
[30:39] I've been doing currently.
[30:40] We've invited that.
[30:41] It's a six row.
[30:42] We've invited 25 rows.
[30:44] Hard and broad in pulling OK.
[30:46] Mr. Mr. Mr.
[30:47] I excuse me.
[30:50] If you have a conversation.
[30:53] If you'll please exit the court.
[30:56] Mr. Lake and go ahead and thank.
[30:58] Hard and broad.
[30:59] Hold locations, a point out and I'm firing 3D, or 2.0.
[31:03] There's 2.0, 2.0.
[31:04] 3rd of these, 2.0 locations.
[31:07] Clear to 3, your call and trade.
[31:09] 1.0.
[31:10] 1.0.
[31:10] 1.0.0.
[31:11] 1.0.0.
[31:13] 1.0.
[31:15] 1.0.
[31:16] 2.0.
[31:16] 1.0.
[31:17] 1.0.
[31:18] 1.0.
[31:27] 1.0.
[31:27] 1.0.
[31:28] 1.0.
[31:28] installed 17 county road namespads and one speed limit one stop time
[31:34] I don't replace one coerver
[31:37] Stable last ditched
[31:39] one locations and then trimming trees that live in locations
[31:49] All
[31:52] So I have the opportunity
[31:57] Okay
[32:00] We've got most to accept a road of bridge report from Commissioner Matthew's second from Commissioner
[32:05] the fashion any further discussion on item or six.
[32:10] Here you know, and all those papers say aye.
[32:12] All those opposed to no, I said motion carries.
[32:16] Item number seven is discussion and update
[32:19] on the transition of IT services.
[32:21] We head into the meeting last week via Zoom,
[32:25] with Goldsmith and their process,
[32:27] and I think they're making good process,
[32:30] or good progress in that transition of things.
[32:33] I believe that they've made contact with every or all of our departments and have assessed
[32:41] kind of what their immediate needs are, and starting to plan out longer term needs.
[32:47] They have all of our networks mapped.
[32:50] They have gone back and looked at all of our network connections, whether it be fiber, telephone
[32:59] there's there's a lot of them out there that there's still don't even know where the end
[33:05] purposes. And if I remember correctly, commercial where they said there's an old copper wire
[33:13] telephone wire that's still active in the courthouse that they really don't know. I mean we're getting
[33:28] That will happen, but there are those things that happen.
[33:30] There are a lot of things that they've discovered, and I truly believe that one of the best
[33:37] decisions this court has made, because they've first set of eyes, and there's discovering
[33:40] a lot of things that are going to, you know, I think being called saving measures, you know,
[33:45] in a long run.
[33:47] And with that, I think that they're being very judicious in, you know, how they're doing
[33:51] quick fix things right now. They have repaired the panicked button system within the
[33:59] courthouse and some other outlying facilities tested those got that back in
[34:06] I believe there's just one radio piece of it I think was the last element with the
[34:12] courthouse but they're very quietly and very efficiently they're making
[34:22] roads as to get us transitioned. He did not, most of the goalsmith did not give a specific date,
[34:30] but I still believe that within the next two weeks they will have transitioned over all of our
[34:37] IT functions from F8 to under the goalsmith umbrella, but all of our departments need to continue to
[34:49] break fix, take it contact F8, or if you have been using the blazing technology in the
[34:57] past, continue to do that until we give you that definitive date of when we will cut everything
[35:03] over and even as you log on, you may see a little icon in the lower right hand side
[35:14] that indicates that is Ghost Miss Solutions, monitoring software, the turning in the background.
[35:23] That way, they've been able to, with those, they've been able to get an inventory of what all the computer systems and devices are.
[35:31] They've been logged on that are working specifically through our consolidated server at the Waco Data Center.
[35:40] But ultimately, we still have some ones, these intoses out there that have not been tied to the system.
[35:45] So there'll be a few more that will be coming on one.
[35:50] That's the quick update.
[35:52] I would be in Commissioner Wettel, anything else that I've missed or...
[35:57] So you've summed it up very, they did go visit the server facility in Waco.
[36:04] they didn't say the installation of this. Very well done. That's part of that transition. They're waiting for the passwords to be able to access the whole array of servers.
[36:16] And then there will be a transition for some to the final Tx.gov.
[36:23] So there's people with you with that, and yeah, I'm very, very optimistic about the progress
[36:31] that they need.
[36:35] Thank you, Doug.
[36:38] Any questions or anything to add under item number seven?
[36:44] I mean, you're good, you're good, you're good, you're good, you're good, you're good.
[36:46] I mean, because you're my biggest critic on this, and I try to, yeah, I think you've time
[36:51] with number two, okay, all right, all right, all right, very good, very good.
[36:56] We'll move on to item number eight.
[37:00] We're going to update an actions on grants to include, but not limited to, the hazard mitigation
[37:04] plan.
[37:05] There's been no change to that cylinder collection phase.
[37:09] The Resilient Community Program, if you'll note that I did have a time-slotted for the workshop
[37:14] for the afternoon, I did not get confirmation back from MRB on that, so I do not know that
[37:24] We will even have that component to go, but there's been no update on the RCP at this point.
[37:32] The community development block grant, city be GMIT. There was a meeting on last week on January 5th. I believe that it was Monday. I was not able to attend that meeting, but I did not get anywhere that we're anywhere, not on course with what I had previously breathed. So we should be approaching the 60% engineering phase on those four projects.
[38:00] with that 90% level coming in in the next 60 days, which time the court will make a
[38:09] approval to either accept those engineering designs or reconfigure those prior to them being
[38:16] sent out prepared. Desiree gave you any notes on the CDBG meeting, or did you have any notes on it?
[38:29] Okay, there was just kind of a follow-up or one of the major of this.
[38:35] Yeah.
[38:39] Okay.
[38:40] So any questions on CDVG Mint?
[38:43] Oh, we did have our third reimbursement was submitted last week as well.
[38:51] So another, which is another 35,000.
[38:54] And understand, that's a fully funded grant.
[38:56] So we're just kind of the past third, as funds go out, funds come in.
[39:03] So that's no cost to our taxpayers.
[39:06] And so everything that's been invoiced has been submitted for reimbursement as well.
[39:17] DR-47-81, I believe, Mr. Lakeham has presented to you already the crux of the good news
[39:25] And where we are with that, I just signed off and submitted and has been sent to TETOM for reimbursement of $799,000 in some change.
[39:40] I'll take his word for it that it's $799,500.
[39:46] Okay, so you didn't let's walk for a bit of summary for you as a school into the sheet that passed out to y'all
[39:54] So the feet up is a dollar amounts and we sent that letter signed off to teetham
[40:02] From all we're being told
[40:04] We shouldn't get that money in one or two weeks from teethe
[40:10] Take any of that for granted my be a month not be two days, so
[40:13] But the money has moved from thing 13 to 17, sitting on it, they have received a signature approval, now they will start processing it to R to us.
[40:27] There is also another package of PWS that should drop in on the TIT of any day now.
[40:33] but they were around priceless, which
[40:36] became on holidays, and so I just didn't know
[40:39] you'd be turning it off, you should know from the federal side
[40:46] to Teedon in the amount of around 381,000,
[40:50] two more feet of it as they're on the notes,
[40:54] but it's really good there.
[40:57] It has a raise on awesome job on the industry.
[40:59] Yeah, I think very good.
[41:03] We still have nine or 13, I get the numbers mixed up, PTO gets the left, so that we have not touched.
[41:13] We are scoping with things we're right now.
[41:18] I don't know, four, five hundred dialages can give us a while, yes.
[41:21] Four, five hundred dials and dollars on those projects to wrap up some of those and we're complicated.
[41:27] We're going to have to have our some contractors finish with concrete.
[41:32] We're going to have to work with Langford and see how we go about here in that.
[41:37] We're going to try to do most of it in the house, but we will need some very set forms and finish
[41:42] for us.
[41:43] Most of our little water costs and bridge of repairs.
[41:47] So in my, from Richard Ford, we talked about, we're pushing rock.
[41:51] It's one of our pins and other pins.
[41:52] We're starting to prep to make grip grab.
[41:55] I'll then job to rip her out three bridges, so we're going to try to start manufacturing that.
[42:01] They've got a deadline on some of those of March that I believe somewhere near, but we're going to file an extension.
[42:09] They just want to start to see the movement on that.
[42:13] But we're not going to really move anything yet until we start into scopes of works.
[42:19] And so the process is, people look at it,
[42:23] we'll look at it in the rest of the work,
[42:25] we'll look at it in the rest of the work,
[42:26] and we made the scene where we come together
[42:28] and on the dollar amount to it once we all agree,
[42:31] the night sign-off as a PWA.
[42:34] These are a little different.
[42:35] The other ones are done in the course account.
[42:37] These could be done in the course account
[42:39] or natural areas.
[42:42] What's that all sort of term in the good work?
[42:45] I mean, we could go to work on the run
[42:47] on track force count, but sometimes it says, whether it's a national error, it is on the
[42:51] objects, it's on the bell.
[42:55] And with that, I believe the last two, you know, workings of these PWs, there is a level
[43:02] of mitigation that's involved with a lot of the individual sites.
[43:07] And that is one of the things that we're still working through, you know, there's two big
[43:12] out there that really mean, you know, a pretty hefty level of engineering that we're still
[43:18] working, trying to work through. But, um, Joe's kind of how long I'm at that's complicated
[43:23] far to get back to existing, pre-usess or existing traditional. But yeah, we could go out there
[43:29] in production rock on the dirt. Get it back to that. But, I guess you with two of the 13 is
[43:38] It's not really a good fix when you need some help designing that.
[43:43] We put rock here.
[43:44] We just move the erosion down this tent.
[43:47] Yeah.
[43:48] That's the version zero.
[43:52] There's two of them.
[43:53] So this is where I did talk to FEMA.
[43:56] It's 13 or nine.
[43:58] I can remember.
[43:58] Anyways, let's call 13.
[44:00] 13 of them.
[44:01] 11 of them.
[44:02] We're going to split out into another project because we can do those.
[44:06] much in the house with a little bit of contractor help. But two that we're going to be seeking
[44:11] engineering help on will be in their own package so they don't call one another up. Okay,
[44:16] in which that's the version zero that they're trying to get approved for $100,000.
[44:23] Essentially it's like they're going to, well, not $100,000. We get these near the review
[44:29] but by the engineers of that, then we turn around and use the engineer helps build the
[44:36] price, those on, everything, and then turn around and do the projects. It would begin $100,
[44:42] $1,000, we would put them in the projects.
[44:45] I get it.
[44:53] It's a long road.
[44:56] I think we're going to get some of the dirt on that wall road.
[44:59] It's absolute.
[45:00] I mean, we're kind of on this, we're being, you know, March for being, two years of working on this, to recover,
[45:12] you know, and it just, we move it to speak to government.
[45:20] And I say this a little bit of tongue and cheek, commissioner bashing, you know, when you wrap up things day and you start praying for rain.
[45:31] We're still trying to recover from 2024.
[45:34] I do not want to revisit that in 2026.
[45:38] Well, I don't end there.
[45:40] I'll have my chair or something.
[45:43] No.
[45:44] Good update.
[45:45] Mr. Lightham, I appreciate that.
[45:47] Any questions or comments under on the day under DR 4781?
[45:56] Okay. And E-Leon cows flood project. I've not received any additional updates.
[46:04] Last, I'd say, and I believe it's reflected even on our online map is some of the additional
[46:10] sensors that were placed within Corail County to monitor the water rise water levels on the
[46:24] It's a coil crate, some others as well.
[46:29] Is it a little bit on that?
[46:34] Yeah, no, it's got some additional, yeah.
[46:42] ACF.
[46:43] ACF.
[46:44] ACF.
[46:44] Just trying to start a product program.
[46:46] I've reached out to us about doing a match.
[46:49] I'm telling you, Hill was the craziest, so that was speaking with them a little, that was around for us once that's all day, just kind of slow about that.
[47:01] They're looking at it about Hill and life's idea or a bridge they would match here.
[47:06] So, probably going to be bringing some of those important next time we're looking at them,
[47:13] about how we do that, so that's kind of an old one.
[47:21] Well, and kind of how that ties together a little bit is I think we're in a much better position to be able to consider, you know, what they're proposing at this time.
[47:32] Given that I believe there is going to be an influx of some funding into the road and bridge cash account here in the very near future.
[47:41] And I understand, too, that's already budgeted money, that is, so there would have to be some
[47:45] diversions of, you know, what was planned versus, you know, the sitting like, new money,
[47:52] this was money that was budgeted as revenue. So it is filling the coffers that we had budgeted.
[47:59] But that being said, it does put us in a positive cash flow position as far as spending for the year overall,
[48:07] which would allow the court to then consider possibly restructuring within the budget,
[48:16] some of those funds and how they would be utilized because it really is a, it's a kind
[48:22] of a two-for-one on low-routed crossings, I mean that's 50% split and that's not a bad deal
[48:31] when you're talking about under this program,
[48:35] what they're proposing is it would not be replacing
[48:38] a low water crossing,
[48:40] it would be removing a low water crossing
[48:41] to establish a clear span bridge.
[48:45] And then we had a foundation
[48:46] that the money was a lot faster.
[48:49] The state agency, I'm gonna guess.
[48:54] I would not bet against you.
[48:59] I think that's a fair assessment.
[49:10] Okay, all right, so any allies or any of the grants that the court wishes to consider under item number eight?
[49:19] There's another thing I asked is I was surprised.
[49:22] I texted Miss Brooke Thompson with MRB and you might want to check your picket she said,
[49:29] uh, I just after she received us and no sir last communication I had was asking about this
[49:35] overnight.
[49:36] Tell them that's good.
[49:38] So there must be some, uh, maybe you're sending it to a role in the Miller.
[49:44] Oh, yeah, we'll check that.
[49:46] I will double check.
[49:46] We'll see.
[49:47] He said she wasn't aware of.
[49:48] Okay,
[49:51] thank you.
[49:54] Anything else to consider under your right or right?
[49:58] Very none. We're going to add an over nine, which is an update on construction projects.
[50:04] I'm not sure who had asked for that one.
[50:08] I think that's been an on just a ongoing.
[50:11] I don't know, the old tax office, we've got that demo of it very quickly.
[50:20] I actually, two days back to court.
[50:23] All of that.
[50:25] And then, these storage items that were in there got us all of that.
[50:31] That was some stuff that was stored in there.
[50:33] And then the plan they're still being worked on.
[50:39] They're getting close.
[50:42] The footprint.
[50:42] Is the footprint close enough that I could write a bid proposal off of it?
[50:49] Oh, I think so.
[50:51] Yeah.
[50:52] I have it.
[50:52] I've just got a very good answer.
[50:54] Yeah.
[50:55] If I could, because I mean, we're cutting down your own time.
[50:59] I mean, you know, so I want to be able to get something out there.
[51:02] Obviously, we're going to need a, you know, walk through day.
[51:06] It's like, you know, take the design, you know, anybody's going to want to be on it and then come take a look in the assessment,
[51:15] but we're really, I'd really like to push that out as soon as we can get something on.
[51:25] And I understand that, I know you've got, there's a lot of youth fair activity stuff.
[51:30] I'm not that bad. I can't do it.
[51:32] That might hurt, but give no.
[51:34] Look at there's post in the ways.
[51:37] Where were all this?
[51:40] No, no.
[51:41] Oh,
[51:43] no, every post is removable.
[51:45] Now there might be some consequences.
[51:47] It's removing that post.
[51:50] But,
[51:51] 5.9.
[51:53] It's going to get.
[51:58] Go take a look at all and do it upstairs. It might not take three or four years, right?
[52:02] I'll give it to you.
[52:06] Okay.
[52:08] All right.
[52:10] They can't clarify that. Thank you for the update on that.
[52:13] Anything else to consider under admin or not?
[52:15] The air engine project was completely in the Friday, there will be a bonnet walk crew,
[52:21] sometime next week, if you'd like to walk through, we can already dig it out, but they get cleared.
[52:30] I might know Charlie Drake can't reach out to me, he said hope is first and then please, a honoured.
[52:39] You're home, baby.
[52:41] Didn't you say the email?
[52:43] You're gonna get a phone call.
[52:44] You're gonna get a phone call.
[52:46] Didn't you say the email?
[52:48] You're gonna get a phone call.
[52:50] Because that is something that, you know, I think more than two commissioners we show up,
[52:53] as long as we're not making any decisions and reflections with.
[52:57] it's always fun. And then on the broader of the people that are doing it, their shop
[53:04] burned up in the parks, the day in order for his older colleague, that's burned up in the shop.
[53:10] There has been in parks, orders for it, so that should be completely helping the next couple of weeks.
[53:17] But I do want to make clear because he kind of cuts himself short. These are parts that are
[53:27] And if not win, but if one of the boilers or two boilers there, if one of those goes down,
[53:34] this is a diversion so that one of them is not overworking it kind of reroute some things.
[53:39] It is an upgrade to the system overall, but it is much needed.
[53:44] But the system that we have right now, the two boilers are both up and operating to the extent
[53:53] according to Commissioner Vashan that we've had to go turn the temperature down over there.
[54:00] It's working so good.
[54:04] So I didn't want him to make you think that we're at a mission critical point where if something fails, we're about 80.
[54:11] This is recommended upgrades to make the two work better within the jail.
[54:19] Is that a...
[54:23] Yes, sir.
[54:25] All right.
[54:27] All right.
[54:27] All right.
[54:27] One more time.
[54:27] Any alibis, under nine.
[54:29] I don't remember not.
[54:31] Here, none.
[54:31] We'll move on to item number 10, which is to consider a canine donation of $1,000 from the Gatesville family living LLC.
[54:41] Good.
[54:42] Most of the donation from Commissioner Matthew.
[54:44] Second from Commissioner Taylor.
[54:46] Any further discussion on item number 10?
[54:49] Here you know in all those of them say aye, aye, all those opposed to no, I say motion carries.
[54:55] Item number 11 is discussion of grant concerning the Senate Bill under immigration.
[55:01] Leave the share if it has to have this placed on the agenda.
[55:10] All right, here.
[55:13] But probably where it's been not there, it's been a lot of stuff, but I think there's
[55:18] a lot of immigration and being incarcerated in those, you know, what had, well, there
[55:24] has been a lot of stuff, but I'm going to play with the sheriffs index and with that,
[55:30] they understand there's going to be a need for some funding.
[55:33] And so they stayed put forward for an 80,000
[55:37] underground that the sheriff himself
[55:38] didn't fly forward, but it will be packed.
[55:42] There are citizens who didn't log in with it.
[55:47] With that being said, it's in the son of a 80,000
[55:50] dollars.
[55:52] A $800,000, but I'll fill with that company
[55:55] and demand they procure.
[55:58] With that being said, there were pre-modeled
[56:01] choose from. Of course, we don't have the jail space to hop for them to hop in. We're going to
[56:07] maintain the end. So we went with the more office, wore an officer who worked hand-in-hand
[56:15] with the band from this day to if we had somebody coming to our facility for a violation of state law,
[56:23] then we will do the appropriate paperwork for the procedure for the early little
[56:29] question portion. With that being said, I have one of my
[56:34] days off that one of my senior nails that actually two of my senior
[56:38] nails that. One of me and Sergeant Kevin Bilt. What you don't know about
[56:45] Kevin Bilt is he is retired out of long boardroom from California,
[56:49] moved here. Born to get well, got involved with us. He is just so
[56:55] through the ranks. Well, with all of this coming down, I make mention to him. Hey,
[57:02] here with all of them, I'll give you your text, peace out, Scott. With that, he went
[57:06] challenged him. Now, he is the peace officer being paid as good.
[57:12] What I would like to do with a portion of that money. Since he is my guy that I now have signed up
[57:17] Secretary of State in the federal departments. He is our war officer, and with that, I'm not
[57:24] taking portion of this grant funding. And I'll read this, I'll read up to a Deputy South.
[57:35] There is a lot of work that he has, but then we're a lot of training that he has to get approved
[57:39] to forage the total of the highest training, and I'll let him. And I believe that's where this money
[57:47] would be best fit in is to fund that position, because it is a landing victim. We don't
[57:53] have to wait for the weekend to go to the Bay of the Rainer Army, and I'll have to use
[57:58] their money to fix the problem. Anyway, out of the way, whether we accept the grant or whether
[58:04] we still have to do it, I think that's a great plan. We utilize that money to fund the more
[58:13] all through that I need for this committee.
[58:17] He got ready to get ready or in work for me to start at level.
[58:21] I would just like to bring it and that is up to a deputy where he will be a real
[58:28] part of the field.
[58:30] He will be a investigator for this immigration issue we have.
[58:37] Any questions for anyone?
[58:39] I don't think it's a memorandum of agreement. So I guess it will be a grant.
[58:47] Yes, it will be a follows after we.
[58:51] Yes, they're okay.
[58:52] There's two boats.
[58:54] We've had to enter into that agreement.
[58:56] Right, three choices.
[58:58] And then we'll be up to the court to decide whether or not we want to accept their local.
[59:07] We chose the war out of the world because it's kind of what we do now.
[59:11] Right. You brought you by the state law.
[59:13] You've come into our custody.
[59:16] Now you're nearly deliverance.
[59:17] What have you?
[59:18] We will take care of now.
[59:20] We take care of that for you.
[59:23] The other model.
[59:26] Not so much because, you know,
[59:27] I don't want him to pick up 40 of Bradfield and hold us
[59:31] and fill our last 10 minutes.
[59:33] You guys.
[59:34] They're kind of what I believe.
[59:35] But it's kind of what we've done this course.
[59:38] I mean, in the life circle here at the 14th, when they violate state law and come
[59:43] into our purview in our custody, okay, now we'll take care of this other portion as well.
[59:49] When we call by us, they put a whole good take-your-home, they didn't attend days, they
[59:54] have a little process, we'll do whatever they did, but they have to fulfill our commitment.
[1:00:25] Where is the grant that you're talking about? Because that's really kind of what we're supposed to be considering.
[1:00:32] today is the grand application piece. Oh, we got was the the one that has to follow the same
[1:00:41] track to send it to the credentials that we utilize to get sent to Bill 42 is all the log
[1:00:47] and stuff we have talked with Matthew about it already. All of that the application process opened
[1:00:54] January 1. So it'll be just like that. It just has to have my essence that you're only
[1:01:01] components,
[1:01:05] share a little block or I don't have the credentials
[1:01:08] but come to share up in the block.
[1:01:09] Is it a real 42?
[1:01:12] So it's kind of weird.
[1:01:13] I think they're just hurryed up and rushed everything
[1:01:17] in.
[1:01:18] But bottom line, we work hand in hand with everybody
[1:01:20] and try to fulfill that and get that application.
[1:01:25] I believe it's that grant.
[1:01:28] I don't think has a limit only.
[1:01:30] as far as food can get it and I believe that they, I have to pull the email back up again, but
[1:01:38] it is open for the entire year. So, you know, usually they'll shut it all, but it's open the entire year.
[1:01:50] But the, the, the information on this is kind of sparse. I mean, they're kind of
[1:01:59] But the board said it was only due and I thought that kind of weird to say, okay,
[1:02:04] said it was only due, but it's actually the pressure of the court in the category of judge
[1:02:07] to do it for the only due, but then they go in there and we'll have to share it with the only
[1:02:11] thing about it. I don't have to prevent it.
[1:02:18] Anyway, what do I do? I'll work in and hand with you
[1:02:21] I'm sorry.
[1:02:23] I got wetland, but I just asked the Cord that I, I'm not the either, I'm not the either.
[1:02:32] You know, make sure we have the water off through the pages or in length.
[1:02:38] And all the retry and that is going to be okay for what they want off to.
[1:02:41] And then from then on we've just plugged that eighty thousand water becomes in that you know.
[1:02:47] meeting and how they want to ask, you know, the expenditure of the government.
[1:02:52] Anyway, thank you all for any more questions, please give me a hug, maybe I'll answer all of them later.
[1:02:59] Thank you.
[1:02:59] Thank you.
[1:03:00] Thank you.
[1:03:02] Thank you.
[1:03:05] Thank you.
[1:03:05] Thank you.
[1:03:06] Thank you.
[1:03:06] All right.
[1:03:07] Thank you.
[1:03:07] Appreciate that.
[1:03:09] Thank you.
[1:03:11] Anything else that the court wishes to consider and discuss under item.
[1:03:16] problem.
[1:03:17] Yes, the question is, do we need to approve this?
[1:03:21] I don't know.
[1:03:22] It was requested to be a discussion at this point.
[1:03:24] Oh, okay.
[1:03:26] So I think that's what we're limited to, but I think that there's some more information
[1:03:32] to come out.
[1:03:33] And I think we can probably package this pretty quickly as an action item.
[1:03:38] Once we've got those fine details.
[1:03:44] Any other discussion under under 11?
[1:03:47] Number 12 is to consider FY-2026-27 interlocal agreement for the regional public defender for
[1:03:56] capital cases, a copy of that agreement went out in your packet.
[1:04:02] This is there were two years based off of the legislative cycle since I've been in office
[1:04:12] Since part of me coming in office, this is an air local agreement and I don't always
[1:04:18] like describing it this way, but this is our insurance policy, if you will, on a capital
[1:04:25] or the defense of capital crimes, and so we interact with, you know, assigns the defense
[1:04:36] for it handles the defense of that, and our contribution for both this year as well as FY27
[1:04:45] would be 44,912 dollars.
[1:04:53] There's nothing to add in a model through that.
[1:05:10] to make sure that they try to get counting spent so much money on Capitol cases that would back off
[1:05:16] the death penalty. That's their song and we'll go in a lot. Just like all of those people in
[1:05:22] that business system, all of a sudden that penalty group dollars simply can't really get. But
[1:05:30] I'd agree. I probably would have been better off. I would have looked up. I see Mr. Boyd is with
[1:05:36] Mr. Floyd.
[1:05:38] They would.
[1:05:44] Thank you.
[1:05:49] Well, I would welcome any.
[1:05:52] Because.
[1:05:54] I kind of kind of dig through this and and I'm going to notice one that.
[1:05:59] Uh, signed it a little bit back.
[1:06:01] I said, 15 or 30 at the 2025.
[1:06:03] So I don't know what we've been doing since December.
[1:06:06] 2025.
[1:06:07] And then.
[1:06:09] For our $44,000.
[1:06:10] And it was good you said intern, what are we, what are we getting 44,000 dollars?
[1:06:15] They were above the defense terms.
[1:06:17] You're getting about the turns.
[1:06:18] The interns, they were the defense terms.
[1:06:20] Right.
[1:06:21] The experts began to pass the sue for paying for all the expertise.
[1:06:27] The defense attorneys told the contracts were paid.
[1:06:31] So the three or four thousand is just for the regional offense.
[1:06:34] The defenders office put the attorneys to the office.
[1:06:37] But my experience is that that's
[1:06:46] that value you can go or the attorney's be the one thing
[1:06:49] but it's what these attorneys do with the expenditure for maybe two experts that come in
[1:06:54] and it's where that's where it really drives the cost and this is capital order only.
[1:07:00] We've had five times three, we're out dancing in a dead penalty, all three settled and locked it out for all, close for each of us here.
[1:07:19] But it's just a bit of core to educate, that 44,000 is just for paying for the most.
[1:07:25] And then whatever the whole thing is in there, it's ready.
[1:07:29] Hold it back.
[1:07:30] Approval of the visitor judge, when they're asked to, for abstain, for abstain, for additional money, for emancipation, and the judges are the gatekeeper for that in terms of when they're defense requests and, you know, but it's a little rare.
[1:07:46] Yeah, my, as we're open a couple of years ago when I saw this travel agency building there for several thousand dollars, I don't think, man, we take the, you know, trips.
[1:07:54] So I found out, yeah, we're having to pay all the travel expenses for deals and everything for these.
[1:08:00] That's usually for our people.
[1:08:01] We're talking about the family.
[1:08:03] There's a way to sit in.
[1:08:05] If you're seeing the receipts on the travel, that's within our,
[1:08:10] on violent people back and forth.
[1:08:14] We have left the way.
[1:08:26] It is, in a nutshell, it's a necessary people.
[1:08:30] And I did believe there are money that is, but you know, I'm about to say on, there are
[1:08:37] turning in the area and they're very well-flawled by the business capital for the death penalty case.
[1:08:43] That was very expensive, just to buy a piece of stuff with the board and the board that was out of the back.
[1:08:50] And that's to bring out a piece of stuff.
[1:08:53] I'd make a motion to approve that by 20, see, say, 1, 1, 1, 7, and a lot of living.
[1:09:00] We've all been offended for a couple of sessions.
[1:09:04] I'll second that.
[1:09:05] You've got a motion to approve the interlocal agreement from Commissioner Matty's second
[1:09:08] from Commissioner Weddle, even for the discussion on item number 12.
[1:09:13] Here you know, and all those posts they know.
[1:09:17] That's how motion carries.
[1:09:19] Item number 13 is to.
[1:09:21] It's to consider budget amendment number one for FY 2026.
[1:09:27] I believe Mr. Wood had provided that as well as supporting documentation that were not in your packet.
[1:09:32] But it's basically a movement of $4,992.91.
[1:09:40] Thank you.
[1:09:44] Thank you.
[1:09:44] Got a motion to approve budget amendment number one from Commissioner Matty.
[1:09:47] second for the Commission of Bathroom, any further discussion on 1913? Hearing none, all those
[1:09:52] of them say aye. All those posts saying aye. No. I have it, most of carries. Auditing on 14 is
[1:09:59] the session and considerate transition of IT services, Commissioner Matt to use.
[1:10:04] It's one of the left down there, I guess I overlooked the first one on the draft, the
[1:10:15] little seed on the draft, so I asked for it to be on there to make sure that we got some
[1:10:20] other.
[1:10:23] All right.
[1:10:24] All right.
[1:10:25] Very good.
[1:10:26] So we think that you'd want to cover under full things.
[1:10:28] I think we're going to get back when they don't grab the money, we've got, we've got the
[1:10:36] Thursday.
[1:10:44] I don't like using this, I like the book being, let's start experience, but it seems
[1:10:49] to me like we're about 15, 17,000, some of our dollars and my hands started, yeah, the
[1:10:53] break dates, I'll let you start, I don't want to get ready to get started, but there's no
[1:10:59] many of us start a cost, I'll just go and start just when we start.
[1:11:03] The 17,000, they stopped the contract that we signed with them, began in November, December, December.
[1:11:14] There was a, so we paid a December payment of 17,000, we're paying the January payment of 17 and some change.
[1:11:23] And they still had started to, I mean, they've started trying to figure out what they're going to do.
[1:11:27] If I've ever finished starting yet, my computer rights, I can't call in the fix it.
[1:11:32] And we've played them.
[1:11:33] I don't know what.
[1:11:35] For what?
[1:11:36] You didn't ready to get started.
[1:11:37] Anyway,
[1:11:41] I don't feel the compliance on my dear.
[1:11:48] Okay.
[1:11:50] I don't know.
[1:11:50] Fifteen.
[1:11:51] Discussability, use policy for coil county public spaces, Commissioner Weddle.
[1:11:57] That's bad.
[1:11:58] You know, for this to be put on because we had a discussion, I guess, a couple of
[1:12:02] go. And of course we discovered we do not have a building use, you know, policy. And so I sent to you
[1:12:10] guys the email that I had forwarded to Mr. Bell and just, you know, some examples of a couple
[1:12:16] of other counties, graces, and star, and parent. I would be very much larger than us. I do like
[1:12:27] They're very simple things, request forms, you know, very, very simple.
[1:12:35] It was the first moment, I believe so.
[1:12:39] I did the same thing that I do every time I just got there.
[1:12:45] And we will search it and see if I can find, if we dig further, we might be able to find a county, maybe more of our size, you know, type and shape.
[1:12:55] You know, I've read thought also, you know, okay, but this could keep us from if somebody
[1:13:04] requests to use the marketing facility or that other, this could be I think included, you know,
[1:13:13] under this policy and all they would have to do is just fill out that form and then we would
[1:13:18] just prove it. Instead of trying to do a, you know, I think sometimes we do an inter-openly dream
[1:13:28] So unfortunately, you know, we ended up probably back in the surveillance lab to help somebody
[1:13:37] on this court develop a, you know, some kind of a building use, I mean, the grace
[1:13:47] And county is nice, isn't it's only two of few pages,
[1:13:53] I don't even know where Jason
[1:13:57] County is,
[1:14:00] but it seems like it's a much more county kind of work than it is.
[1:14:06] When you get that information, y'all's hands, anybody wants to volunteer at that?
[1:14:19] Oh, I got there.
[1:14:23] Any other comments, questions, concerns under item number 15?
[1:14:31] Okay.
[1:14:31] Uh, hearing none, uh, we move on to item number 16, which is to pay bills, uh, we've had bills presented
[1:14:39] in the amount of $968,597 and 31 cents.
[1:14:45] Pay to be.
[1:14:46] Pay to be.
[1:14:47] Pay to be.
[1:14:47] Pay to be.
[1:14:47] Pay to be.
[1:14:47] Pay to be.
[1:14:49] Pay to be.
[1:14:49] for Taylor, either for the discussion on Ad Number 16. Hearing none all those of them say
[1:14:54] ah, all those opposed to note, as have motion carries. Ad Number
[1:15:00] Some team reports. Commissioner Matthews.
[1:15:03] Are we going to do you fair to go on this week?
[1:15:16] Is the best way to access what's really going on in the youth fair, is that Facebook, or is it a website?
[1:15:23] If you have a Concordial County Youth Fair website, it's got a schedule.
[1:15:26] A lot of the past is sometimes not as easy as to qualify.
[1:15:29] We have pull up the handbook, and the handbook will get, you can see it.
[1:15:34] They've been posted on the Facebook page.
[1:15:36] Yeah, that didn't pass that to the best way to kind of track with the different events
[1:15:42] that are.
[1:15:43] That's all I got there.
[1:15:44] Just for the clarification of that.
[1:15:46] We're in good.
[1:15:47] Commissioner Bastian.
[1:15:49] So you know, fire in the ground this week and I think today's the red
[1:15:54] Joe.
[1:15:57] Private right.
[1:15:59] Boris.
[1:16:01] Okay.
[1:16:02] Thank you.
[1:16:05] Thank you.
[1:16:06] Thank you, Chris.
[1:16:06] Mashima.
[1:16:07] Mr. Turner.
[1:16:08] Yeah.
[1:16:08] I will send the prayers for Caracobo P.D.
[1:16:11] and the officer and the fam officer's family.
[1:16:13] They were done.
[1:16:16] I'm along with Mashima.
[1:16:18] I want to go a little over moderately.
[1:16:22] And then we have to use fire.
[1:16:24] Can we keep it under flood level?
[1:16:26] Yeah.
[1:16:26] I think the the request is just under, okay, right, what's all the rage about it down flat, it weighs me, yeah, send them off.
[1:16:41] I'm about to have to do some planting, so I don't want it.
[1:16:45] My HAC did up down the river.
[1:16:49] I mean, Mr. Bass can tell you about that back in 1516.
[1:16:52] Good looking, good looking coastal springs.
[1:17:03] And we've been kind of not to charge you to come remove your coastal from our field today.
[1:17:10] Yeah.
[1:17:10] Yeah.
[1:17:11] Yeah.
[1:17:13] Okay.
[1:17:14] Anything else?
[1:17:15] No.
[1:17:15] I appreciate that.
[1:17:18] It's only thing to add to what Commissioner Taylor was saying for those of you that might be interested
[1:17:23] And I know this is kind of the part of the youth fair as well, but there will be a candlelight
[1:17:27] vigil from the police officer at Oble tree park on Saturday, the 17th, which again, you know,
[1:17:39] conflicts going sides. How do you want to address it with the youth fair option?
[1:17:45] At that night, but I'm going to do my best to try to be representative of both those places.
[1:17:51] sad side event. I appreciate all of the communities, you know, support. If you've seen any of the
[1:17:59] news reports, you know, bell counting and pass the county, all points in between have been
[1:18:07] very supportive in this whole endeavor.
[1:18:14] And that's, that's all I've got.
[1:18:21] Do you have two items for
[1:18:23] consideration at closed meeting executive session item is 19 and 20.
[1:18:29] December 19, to pursue it to Texas government code section 551.071.
[1:18:35] The commissioner's court will conduct a closed meeting to consult with the County Attorney
[1:18:40] regarding pending litigation and a matter of subject to a, attorney, client, confidentiality
[1:18:44] to include, but not limited to.
[1:18:46] That case of Corio County versus Purdue Farmer has filed in the 52nd District Court in
[1:18:51] Harris County and pursuant to Texas government code section 5551.072.
[1:18:58] The commission's court will conduct a close meeting to deliberate the purchase exchange
[1:19:02] lease or value of real property.
[1:19:05] Please note that there are no action items to come out of that.
[1:19:09] However, we do have a workshop scheduled for 130 this afternoon that will be with
[1:19:21] discuss the final draft of the Court House master plan prior to its submission
[1:19:28] to the Texas
[1:19:31] Historical Commission. They have sent me a access link to it and I'll call it a link because
[1:19:39] I could not access it. So when they get here I'm going to know you're going to be seeing it
[1:19:44] for the first time. What I talked with Alexis about is that we will discuss this afternoon
[1:19:52] can kind of go through it. She'll hit some of the highlights. She will not be submitting that until
[1:19:58] the end of this week. So if there are specific comments that you may have that you feel
[1:20:03] strongly about with that plan, you will have this week to be able to submit those to her
[1:20:11] to be able to get that submitted.
[1:20:14] So with that we will, the front comfort room is being used.
[1:20:22] So we're going to use the downstairs vault room right back over here.
[1:20:28] I've got 10-22.
[1:20:30] Let's reconvene in executive session at 10-30.
[1:20:33] Give you just a few minutes there to take a break and get situated.
[1:20:38] So we are in recess at this time.
[1:20:40] Thank you all.
