[2:53] >> supervisor gauthier?
[2:54] >> here.
[2:56] >> supervisor canepa?
[2:57] >> here.
[2:58] >> president corzo?
[2:59] >> here.
[3:00] >> all present.
[3:01] >> thank you.
[3:02] we will now move aon to hop snoring
[3:03] the life of and board member remarks.
[3:06] do any supervisors have comments or
[3:07] anything they would like to share?
[3:16] okay.
[3:17] seeing none, I have a few brief
[3:18] comments and I would like to take a
[3:22] moment to honor the life of varoon
[3:26] harman, he was walking near his home
[3:29] on november 20, he was born in punjab,
[3:32] lived in singapore before
[3:35] immigrating to the u.s. And working at
[3:37] visa for over ten years.
[3:38] he was just 44 when he passed away on
[3:44] november 29 and everyone -- I'm sorry,
[3:53] his family is at a great loss with his
[3:59] departure and have made sure he has
[4:02] made it home to where he grew up.
[4:04] I would also like to honor the life of
[4:09] renee nicole macklin good who was
[4:12] killed by ice agents in minneapolis
[4:15] this past week.
[4:16] I would like to honor her by reading
[4:18] an excerpt from the statement of her
[4:23] wife, bekah good.
[4:25] first I want to extend my gratitude to
[4:27] all people who have reached out to
[4:30] support our family.
[4:31] this kindness of strangers is the most
[4:36] fitting tribute, if you ever
[4:37] encountered my wife, above all else,
[4:39] she was kind, kindness radiate out of
[4:43] her.
[4:45] renee sparkled, she didn't wear glitter
[4:50] but she sparkled, renee lived by
[4:54] an overarching belief there is
[4:55] kindness in the world and we need to
[4:56] do everything we can to find it where
[4:59] it resides and nurture it where it
[5:01] needs grow.
[5:02] renee was a christian who knew that all
[5:04] religions teach the same essential
[5:06] truth, we are here to love each other,
[5:08] care for each other and keep each
[5:11] other safe and whole.
[5:16] renee leaves behind three extraordinary
[5:19] children, the youngest, six years old.
[5:27] and we honor her memory by living her
[5:31] values, rejecting hate and choosing
[5:33] compassion, turning away from fear and
[5:36] pursuing peace, refusing division and
[5:38] knowing we must come together to build
[5:39] a world where we all come home safe to
[5:42] the people we love.
[5:45] thank you, and next I would like to
[5:49] read a quick land acknowledgment.
[5:52] we honor and affirm the rights of the
[5:56] loamy and other indigenous peoples who
[5:58] call the unceded territories of the
[5:59] san francisco bay area their tra
[6:03] dismal bay land, they are the village
[6:04] sites seen and unseen, we pay
[6:06] respect to the ancestors, relatives
[6:09] and indigenous peoples for their
[6:12] historic and current contributions to
[6:14] san mateo county and commit to an
[6:16] ongoing effort to bring upon healing,
[6:19] inclusivity and deep collaborative
[6:21] partnerships.
[6:22] thank you, with that, seeing no
[6:23] comments from my colleagues, we'll
[6:24] mover on to public comment.
[6:27] this is a portion of the agenda that
[6:29] is set aside for members of the public
[6:31] to comment on matters that are within
[6:33] the subjecting matter jurisdiction of
[6:34] the board of supervisors but that are
[6:38] not on the agenda for today's meeting.
[6:40] for matters listed on the consent
[6:41] agenda and for maters that are set for
[6:43] closed session.
[6:44] I would like to share that we will be
[6:51] increasing public comment to a minute
[6:54] and a half with the caveat that if
[6:58] there are more than five public
[7:00] comments for an item, it will stay at
[7:03] one minute in the interest of time.
[7:07] finally if a speaker does go over
[7:09] time, I will give them a warning or
[7:12] two before I ask the clerk to cut the
[7:15] mic. And this is to ensure equity of
[7:18] voice for all of our public comments.
[7:21] does this sound okay with my
[7:25] colleagues?
[7:26] >> yes.
[7:27] >> okay.
[7:28] thank you.
[7:29] and with that, we will move on to
[7:30] public comment.
[7:31] >> we have received written comments
[7:33] which were submitted and provided to
[7:34] the president and board members as
[7:35] well as public website.
[7:37] reminder to those wanting to speak on
[7:40] items 1-6, hold those comments until
[7:41] those items come up individually.
[7:44] we'll take comments first from
[7:46] chambers and then from zoom.
[7:47] we have one speaker card for kate
[7:55] comfort carr.
[8:00] >> okay, minute and a
[8:04] half, I'll try.
[8:06] good morning, supervisors, I am kate
[8:09] comfort carr, I have lived in san
[8:11] mateo county for 35 years and have been
[8:13] the executive director for hip housing
[8:19] for almost 15, hip housing is an
[8:21] affordable housing provider that has
[8:23] helped low income individuals in san
[8:25] mateo county to find and maintain
[8:27] housing for 53 years, so we've been
[8:29] around for a while, we're in
[8:32] all 21 housing elements to provide
[8:33] fair housing choice and also as an
[8:36] affordable housing partner.
[8:37] last year we provided housing
[8:40] assistance to 4 thousand individuals
[8:41] and housed 1200 low income people
[8:44] in homes throughout the county.
[8:45] today I am here to share our calendar,
[8:48] this is our annual calendar, it's
[8:51] important because it allows children
[8:52] to share how important house ising to
[8:55] them.
[8:56] we asked kindergartners to fourth
[8:58] graders to draw a picture of what home
[9:00] means to them and provide us with a
[9:03] quote.
[9:04] this year we selected 14 from ten
[9:06] different cities from san mateo county
[9:07] and we plead the beautiful calendar
[9:09] you have in front of you.
[9:11] lots of great quotes this year, we're
[9:13] seeing more quotes about homelessness
[9:19] in the september entry, it's on so
[9:22] many children's ray dars, it's
[9:24] profound.
[9:25] I would like to read you unquote that
[9:28] symbolizes what the calendar is about
[9:30] and what it means for children and
[9:32] that's from april, it says my home is
[9:34] the happiest wonderland, my home is my
[9:37] forever safe harbor.
[9:38] I hope you enjoy the calendar and that
[9:41] you display it proudly, it does
[9:44] reinforce how important housing is to
[9:45] everybody in san mateo county and I
[9:47] would be happy to take questions about
[9:49] any of our programs.
[9:50] I have more comments but I'm out of
[9:54] time.
[9:55] >> thank you.
[9:57] we can't ask questions in public
[10:01] comment, we'll move on to the next
[10:02] public comment.
[10:03] >> alright, thank you very much for
[10:04] your time today.
[10:05] >> we have no more comments from
[10:07] chambers, we'll go to zoom.
[10:10] >> thank you.
[10:11] >> and can I ask how many hands are
[10:13] raised on zoom?
[10:15] >> sure, madam president, at this time
[10:16] we have five hands raised, we did just
[10:19] receive an additional comment card
[10:21] from chambers, so we can take edgar
[10:26] ryan silva at this time.
[10:31] >> and just going forward, if we see
[10:34] five hands raised and we have one in
[10:37] person, then let's have all at one
[10:39] minute, if it's over five, it will be
[10:42] one minute.
[10:45] >> good morning, supervisors, my name
[10:47] is edgar silva and I'm here to speak
[10:49] about the killing of renee good during
[10:52] a federal ice operation in minneapolis,
[10:54] what her death represents for
[10:57] immigrant and marginalized communities
[11:00] including here in san mateo.
[11:05] regardless of anyone's views on
[11:07] immigrant policy a civilian death at
[11:08] the hands of federal enforcement, we
[11:11] should ask if we're protecting people
[11:13] or pushing families into fear and
[11:15] instability.
[11:16] I also want to challenge a narrative
[11:17] that is often used to justify
[11:23] aggressive enforcement, the definition
[11:24] that immigrants are a burden on our
[11:28] county, they contribute tenses of
[11:29] billions of dollars every year in
[11:32] state, federal and local taxes
[11:34] including social security and
[11:36] medicare, they will never be able to
[11:38] claim sometimes due to their
[11:40] documentation.
[11:41] they are a major part of the workforce
[11:43] that keeps our food affordable, our
[11:45] housing being built, our businesses
[11:47] open and our local economy running.
[11:50] when people who work pay taxes and
[11:54] raise families here are treated as
[11:56] disposable or dangerous, it doesn't
[11:58] just harm them, it undermines the
[12:00] stability and trust of entire
[12:02] communities.
[12:03] I urge this board to expand legal
[12:05] defense and rapid response resources
[12:07] to support community safety and due
[12:09] process and to reaffirm that everyone
[12:12] who lives here deserves dignity and
[12:15] respect, thank you.
[12:19] >> thank you.
[12:21] we'll now turn to zoom comments, we
[12:23] will start with sabrina followed by
[12:26] martin max.
[12:28] sabrina, please unmute and begin, you
[12:30] will have one minute.
[12:31] >> my name sabrina, I come as
[12:34] one of the people who hold all
[12:38] political article, and the u.s.
[12:40] constitution amends 9 and 10.
[12:43] it affirms the united states
[12:44] constitution is the supreme call of the
[12:50] land even though you like to violate
[12:51] it.
[12:52] like a contractor who replaced a tile,
[12:53] you agreed to the terms of the u.s.
[12:55] constitution by sworn oath, you have
[12:57] gone over the ebbs pressed authority
[13:00] and have torn away the supporting role
[13:04] by hiring contractors to paint others
[13:09] and not do others, you continue the
[13:14] work outside of the constitutional
[13:15] grant authority and turning away at
[13:16] the foundation framework and structure.
[13:17] this board has continued their
[13:20] malfeasants into our administration
[13:24] into malfeasants by selecting a
[13:26] sheriff, depriving the constitutional
[13:28] rights of the people, the people who
[13:31] have given you notice and affidavits
[13:33] allow you grace to make amends.
[13:35] you continue to -- and violate the
[13:36] rights of the people, --
[13:41] >> we're going to end this comment now.
[13:44] >> the punishment is harsher.
[13:48] >> sabrina, the president has given
[13:50] two warnings, thank you for your time.
[13:51] >> it is also unconstitutional, you
[13:54] are depriving my notes, note that for
[13:56] the record, it is going to be
[13:57] prosecuted.
[13:58] >> at this time, we will cut your
[14:01] mike as per instructions, as your time
[14:03] has run out.
[14:04] we will go to martin fox followed by
[14:07] andrew boston.
[14:08] martin, please unmute and begin.
[14:12] >> good morning, president corzo, my
[14:15] fellow veteran county attorney mr.
[14:19] nibbelin, speier, gauthier, canepa,
[14:23] county executive mr. Callagy, make the
[14:28] county safer for persons of mental
[14:33] illness by passing the petri act as a
[14:41] priority and the immediate
[14:44] implementation of the rescission of
[14:50] the petri act.
[14:53] this type of inspired compassionate
[14:55] mental health system and the lps acts
[14:58] raises dangerous and disability
[15:01] treatment criteria continues to kill
[15:06] people.
[15:07] please make defunding the morally
[15:08] bankrupt law foundation of silicon
[15:09] valley and disability rights
[15:10] california attorneys the top county
[15:14] federal legislative priority.
[15:15] >> andrew boston followed by sid
[15:20] young, andrew, please unmute and begin.
[15:23] >> happy new year, supervisors.
[15:29] I'm andrew boston, first thank you to
[15:32] supervisor mueller for securing
[15:33] federal resources and for staying
[15:35] engaged with residents.
[15:36] that work has made a real difference
[15:38] and it's appreciated.
[15:42] the recent cl cove geotechnical cove
[15:44] does not say the neighborhood is facing
[15:51] dangerous failure, it's how the water
[15:53] is managed.
[15:56] stormwater and deferred maintenance
[16:01] accelerate ground movement, what
[16:03] residents are asking for is clarity
[16:05] and follow through, clear
[16:06] responsibility for infrastructure,
[16:08] proactive maintenance and decisions
[16:10] grounded in observed conditions rather
[16:13] than broad assumptions.
[16:15] precision reduces risk, protects
[16:17] public safety and avoids necessarily
[16:19] uncertainty for home own and he iser
[16:20] future buyers.
[16:21] the recent federal funding shows what
[16:25] works, infrastructure keeps
[16:27] community stable, thank you.
[16:28] >> thank you, we'll go to sid young
[16:32] followed by michelle stevens, sid,
[16:35] please begin.
[16:36] >> thank you.
[16:42] please fund soundproofing at ray
[16:44] mueller's coast side office, I noticed
[16:45] a lot of requests for measure k or I
[16:49] don't know how the county funds
[16:52] soundproofing but it makes for better
[16:54] zoom recordings in public meetings.
[17:00] also please consider installing street
[17:02] lighting along big wave and pillar
[17:05] ridge portion of airport street.
[17:07] there have been many fatalities along
[17:10] there.
[17:11] the people of pillar ridge ride
[17:14] bicycles and at night it's very dark
[17:16] along there and now that you're
[17:18] approving the parking lot for big wave
[17:21] after 25 years of development, it's
[17:25] going to have more traffic and I
[17:28] really think it's important that there
[17:30] should be some street lighting along
[17:32] there because a lot of the people
[17:35] along pillar ridge ride bicycles for
[17:38] their main means of transportation.
[17:39] thank you.
[17:40] >> thank you, sid.
[17:42] we'll go to michelle stevens followed
[17:46] by x, my -- michelle, please begin.
[17:51] >> I come to you as a child of god and
[17:53] one of the people.
[17:54] I come to you to remind you that
[17:59] california just like every other state
[18:00] in the united states is held
[18:05] accountable up underneath the
[18:07] constitution.
[18:08] you are not separate, you cannot do
[18:11] things just because you want to.
[18:15] you need to read your constitution
[18:18] because the people are getting tired
[18:20] of it.
[18:21] you're going to be under scrutiny soon.
[18:25] you know it, I know it, the presidents
[18:29] said it, so my best suggestion to you
[18:33] is to make sure that you're doing
[18:36] everything under the constitution and
[18:39] right now the big one that I see is
[18:41] you want to restore people's freedom
[18:45] of speech and you appointed a sheriff
[18:50] that is unconstitutional in every
[18:53] state.
[18:54] california is no different.
[18:55] >> please wrap up.
[18:56] >> than any other state.
[18:57] thank you.
[19:00] >> thank you.
[19:02] we'll now go to x followed by bruce.
[19:05] x, please unmute and begin.
[19:07] >> yes, I want to clarify that renee
[19:11] good was killed, not murdered, she was
[19:14] shot after her car hit an officer,
[19:17] people need go find the video of
[19:19] officer that he pill med showing she
[19:23] hit him before he fired.
[19:24] a lot of these issues would be
[19:26] resolved if this county and other
[19:30] counties participated with ice, at
[19:32] that time she was killed, they were
[19:33] going after a pedophile, I guess
[19:37] everybody that thinks ice is a bad
[19:39] idea to go after illegals supports
[19:44] pedophiles, that's one thing.
[19:49] the sheriff's oversight commission,
[19:52] two other people have missed three
[19:55] meetings in a row, I believe it was
[19:57] rebecca and the youth commissioner,
[19:59] why aren't they being removed if they
[20:01] missed three meetings in a row.
[20:02] I would like to see this resolved
[20:04] quickly.
[20:05] thank you for your time.
[20:06] >> thank you.
[20:07] we'll now go to bruce followed by our
[20:10] - speaker, catherine carter.
[20:11] bruce, please unmute and begin.
[20:12] >> you know, kudos to your priority.
[20:26] when we put something in the motion,
[20:29] there's always a reaction to it and
[20:36] it's unfortunate, it was a warning
[20:38] that created the motion, so anyway.
[20:40] I would like to touch base on the
[20:47] opposition of ice, you have an
[20:49] obligation to listen to the people
[20:50] when they're talking to you and that's
[20:53] pertinent to the california
[20:57] constitution.
[20:58] the original california cop
[21:00] institution holding all political
[21:02] powers to the people and the
[21:03] government exists to secure their
[21:04] rights, not to diminish them.
[21:09] california recognizes the right of the
[21:11] people to petition and seek regress
[21:14] for grievances as a fundamental
[21:17] safeguard with this mal
[21:19] administration, thank you.
[21:20] >> thank you.
[21:21] and now we'll go to catherine carter.
[21:23] please unmute and begin.
[21:28] >> yes, can you hear me?
[21:29] >> yes, thank you.
[21:30] >> yes.
[21:32] I'm catherine carter, one of the
[21:36] people.
[21:37] this is not a comment, I'm exercising
[21:40] my right to petition you under the
[21:47] california constitution for my
[21:49] grievances.
[21:50] the government ought to be instituted
[21:51] by the protection and security of the
[21:54] people, nation they are contributing,
[21:56] of all the various forms of government
[21:59] that is capable of producing the
[22:01] greatest degree of happiness and
[22:03] safety and is most secured against the
[22:06] danger of mal administration, your
[22:08] form of government is not the republic
[22:12] government we're guaranteed and
[22:14] therefore it puts you in danger of mal
[22:17] administration, I suggest you rectify
[22:18] this and recognize your dually elected
[22:21] sheriff right now and get rid of the
[22:23] one that you just appointed and
[22:28] superimposed of the people.
[22:29] thank you.
[22:30] >> thank you.
[22:31] and we have one more hand raised so I
[22:33] will go ahead and call that now, madam
[22:40] president.
[22:41] dave c-nj, we have an a additional
[22:43] hand also being raised for pat w.
[22:45] >> this will be the final call.
[22:46] >> thank you, madam president, this is
[22:48] a final call to raise your hand for
[22:50] public comment.
[22:54] final call has been made.
[22:55] and these will be the last two
[22:59] speakers.
[23:00] dave, please unmute and begin.
[23:02] >> hi, I just want to make a note.
[23:08] the corporate charter as defined by
[23:11] the black's law dictionary is a
[23:13] charter differs from a constitution in
[23:16] that the former aka the charter is
[23:21] granted by the sovereign which is the
[23:26] people while the latter, the
[23:28] constitution is established by the
[23:30] people themselves and the san mateo
[23:34] charter section 206 powers and duties,
[23:36] the board of supervisors shall have
[23:39] all powers and shall perform all the
[23:41] duties vested in it by the
[23:43] constitution general law of this
[23:47] charter.
[23:48] and if look at the redress of
[23:52] grievances, the redress, the meaning
[23:53] of that in black's law dictionary,
[23:56] receiving satisfaction for an injury
[24:02] sustained and removing the duly
[24:06] elected sheriff by the people --
[24:07] >> please wrap up, you're at time now.
[24:10] >> if you remove the duly elected
[24:14] sheriff by the people, that is against
[24:16] the constitution.
[24:17] >> this is your final warning, please
[24:19] wrap up.
[24:20] >> that's it.
[24:22] >> thank you, dave.
[24:23] our last speaker, pat w.
[24:24] please proceed.
[24:30] >> thank you.
[24:34] four, five years ago, a law
[24:38] enforcement officer shot to death a
[24:43] man who was in danville, the van was
[24:49] driving his car.
[24:51] the law enforcement officer stepped in
[24:53] front of the car and shot and killed
[24:57] the driver.
[24:58] in a conversation at that time, chief
[25:02] of police of redwood city policy as
[25:08] well was violated by the ice agent.
[25:11] the policy is that when the engine is
[25:14] running on a car, the officer does not
[25:18] for his own safety step in front of
[25:22] the car and secondly, the they do not
[25:26] reach into the car to try to unlock
[25:31] the door, both of those things are a
[25:35] violation of common police practices.
[25:38] >> pat, you're at time.
[25:42] >> great, thank you, pat.
[25:44] madam president, that ends public
[25:46] comment.
[25:47] >> thank you.
[25:48] we will now move to item 1 -- I'm
[25:53] sorry, thank you, thank you to
[25:55] everyone for their comments, we will
[25:56] take action to set the agenda and to
[25:58] approve the consent agenda, at this
[26:00] time, I would like to pull item 11
[26:02] from the consent agenda for discussion
[26:04] on the regular agenda to provide
[26:06] additional context.
[26:07] can I get a motion to set the agenda
[26:13] adding item 11 and to approve the
[26:16] consent.
[26:17] is there a second?
[26:19] >> I'll second it.
[26:20] >> thank you, roll call vote?
[26:24] >> supervisor speier?
[26:25] >> aye.
[26:26] >> supervisor mueller?
[26:27] >> yes.
[26:28] >> supervisor gauthier?
[26:29] >> yes.
[26:30] >> supervisor canepa?
[26:31] >> yes.
[26:32] >> president corzo?
[26:33] >> yes.
[26:34] >> motion passes.
[26:35] >> thank you, we will now move on to
[26:37] item 1 which is action on a resolution
[26:40] appointing members to the 2026 charter
[26:43] review committee and authorizing the
[26:46] committee to conduct teleconference
[26:50] meetings.
[26:51] as has been discussed at recent board
[26:55] meetings under the county charter,
[26:59] every 8 years, the county must convene
[27:01] a charter review committee.
[27:02] the last charter review committee
[27:05] completed its work in 2018.
[27:07] therefore we must convene a charter
[27:09] review committee this year.
[27:10] this committee will be tasked with
[27:12] reviewing the county charter and after
[27:15] convening public hearings, making
[27:17] recommendations to the board of
[27:18] supervisors as to amendments or
[27:22] revisions.
[27:23] and as we know on december 9, the
[27:25] board adopted a resolution to
[27:27] establish the charter review committee
[27:28] and set forth a process for appointing
[27:30] members to the committee.
[27:36] the board's december 9 resolution also
[27:39] provides the board -- provides that
[27:40] the board will select up to 11
[27:44] additional committee members -- I'm
[27:48] sorry, the charter review committee
[27:51] process established that each board
[27:53] member will select one district
[27:58] representative for their district and
[28:00] in addition will select up to 11
[28:03] additional committee members
[28:04] representing a range of community
[28:07] interest groups.
[28:08] and after the december 9 meeting, the
[28:11] county opened an application period
[28:13] for individuals interested in serving
[28:15] on this committee and received over 40
[28:19] applications.
[28:20] our task today is to select up to 11
[28:23] additional committee members to
[28:25] represent community interests.
[28:26] and we've prepared for the board a
[28:31] proposed work sheet that lists each
[28:33] community interest group as well as
[28:35] the applicants who have indicated that
[28:39] a representative of these groups
[28:41] along with a space for each supervisor
[28:43] to write in their choice for a rep
[28:46] sedative for each community interest
[28:47] group.
[28:48] I will also note the applications have
[28:50] been made available to the board
[28:51] members and redacted versions were
[28:53] published with the agenda for today's
[28:55] meeting.
[28:56] so I would like to propose that after
[28:58] we take public comment on this item,
[29:00] we take time to have each supervisor
[29:02] write in their choice for a committee
[29:04] member representing each community
[29:05] interest group.
[29:06] we can then hand the work sheets to
[29:08] the county attorney who will read each
[29:11] supervisor's choice and the clerk will
[29:12] show the results on a tally sheet that
[29:14] will be projected on the screens and
[29:16] after that, we can discuss the results
[29:20] and perhaps vote again if we don't get
[29:25] to three on any of the categories
[29:28] before a motion is made once we have
[29:32] selected candidates that have at least
[29:37] three board supervisors in support.
[29:42] with that, I would like to hand it over
[29:44] to county attorney nibbelin to add
[29:47] anything that I may have missed and
[29:48] then we'll go on to board discussion.
[29:50] >> thank you, madam president, I think
[29:53] you laid it out really well.
[29:54] again, the notion was that we again
[29:57] have prepared a work sheet we've
[29:59] distributed to members of the board
[30:01] that lays out each of the -- well,
[30:03] firstly it lists the five district
[30:07] designees who have already been
[30:09] identified by members of the board of
[30:11] supervisors and these names were
[30:12] published in the agenda.
[30:14] that includes with the agenda for
[30:17] today's meeting, that includes from
[30:19] district 1, tom adams, district 2,
[30:23] jacqueline fast, iliana rodriguez,
[30:29] [inaudible], daniella, the notion was
[30:31] that after tabbing public comment, you
[30:33] all would go sort of with this work
[30:35] sheet through the various community of
[30:39] interest sort of designations, cities,
[30:43] schools, organized labor, business,
[30:46] upds served communities, lgbtqi
[30:50] communities, environmental groups,
[30:52] immigrant rights groups, and identify
[30:55] your preferred candidate for each of
[30:57] those groups.
[30:58] and what we've done is listed the
[31:00] applicants who identified themselves
[31:02] as potential representatives of those
[31:04] various groups.
[31:05] the notion then would be that we take
[31:07] the work sheets from you all and share
[31:11] kind of the results after which you would
[31:12] have the opportunity to discuss and
[31:14] see whether you develop consensus
[31:15] around any or all of these groups.
[31:17] so, but that was to repeat what you
[31:22] already said, madam president.
[31:23] with that, I turn it back over to you.
[31:30] >> thank you, is there any discussion
[31:33] from my colleagues?
[31:34] >> yes, I have a question.
[31:35] >> yes?
[31:37] >> I at the outset want to tell you
[31:44] the district representative does not
[31:46] live in the district.
[31:47] 31 in the county assisting county
[31:50] executive and worked closely with me
[31:51] on district 3 issues, so more than
[31:56] qualified, hyperqualified for the
[31:58] charter committee and for district 3.
[32:00] I also wanted to indicate for
[32:05] environmental groups, I see ms.
[32:10] vanderpoly that applied for a number
[32:11] of them.
[32:12] I want to say to my colleagues
[32:14] I want to put karen chapman into
[32:18] number 9, she indicated she works with
[32:23] them in her work so I wanted to
[32:24] include her as a candidate -- as an
[32:28] applicant for that item.
[32:29] and with that, I'll go ahead and
[32:34] leave it there.
[32:35] >> any further comments, supervisor
[32:39] canepa?
[32:40] your mic. Is on.
[32:41] >> sorry.
[32:43] >> okay, with that, we can move on to
[32:47] public comment.
[32:48] >> thank you, madam president, I do
[32:50] not have speaker cards from chambers,
[32:53] we'll go -- oh, okay.
[32:56] please state your name for the record.
[32:59] >> and do we have hands up on
[33:01] zoom for this item?
[33:03] >> yes, madam president, we have two
[33:04] hands at this time.
[33:06] >> okay, then comment will be a minute
[33:08] and a half.
[33:09] >> a minute and a half?
[33:10] okay, thank you, just to notify the
[33:13] board that the establishment of
[33:15] charters is unconstitutional and you
[33:17] guys should know that, it happened
[33:19] during the federalization of our
[33:21] counties and our whole nation is
[33:23] currently federalized, we the people
[33:26] are coming against the charters in
[33:28] these current lotions and you
[33:30] legislating from a position of
[33:33] executive is unconstitutional.
[33:36] your behavior is reprehensible, you
[33:38] won't look me in your eyes, none of
[33:40] you, there you go, okay, ray, you can
[33:43] look down and snide, it's fine, but we
[33:45] the people are coming for you.
[33:48] yesterday this county is
[33:52] completely lawless.
[33:53] >> can you please make sure your
[33:56] comment is relative to the item.
[34:01] >> you as the attorney are to maintain
[34:04] lawful actions to the court.
[34:06] >> can you please pertain to the topic.
[34:09] >> the administrative law process that
[34:11] is occurring over in the superior
[34:13] court and then being adjudicated by
[34:16] your policy holders or your police,
[34:17] the people that are enforcing them,
[34:19] they came and raided my home
[34:21] yesterday, okay, and they destroyed my
[34:24] home, so we have a problem here in
[34:26] this county and I'm just warning you
[34:27] that you've been put on notice and now
[34:30] I'm feeling like there's
[34:35] retribution for speaking out against
[34:37] your lawlessness, it's been over a
[34:40] year that I've been noticing you,
[34:43] please repent and make changes and
[34:45] come back with a constitutional based
[34:47] government.
[34:48] thank you.
[34:49] good luck.
[34:52] >> thank you.
[34:53] seeing no more speaker cards from
[34:56] chambers, we will now turn to
[34:58] comments from zoom.
[35:02] at this time, we have two hands raised.
[35:05] we'll do one anyone -- minute and 30
[35:12] seconds, sabrina, please begin.
[35:18] sabrina, please unmute your
[35:19] microphone, thank you.
[35:22] >> I come as one of the people who
[35:24] hold all political power.
[35:27] your consent denies the right of
[35:28] redress as you're amenable to the
[35:30] people at all times.
[35:31] article 4, section 4 is a guaranteed
[35:33] clause in the u.s. Constitution and
[35:35] guarantees us the right of a
[35:39] government and republican in form,
[35:41] article 1, section 7, a person may not
[35:44] be deprived of life, liberty of
[35:46] property or denied equal protections
[35:47] of the law.
[35:48] you violated that by you allowing
[35:50] other people more time to redress
[35:53] grievances.
[35:54] and there are no special privileges or
[35:55] classes, a citizen in article 1,
[35:58] section 7b, a class or a citizen may
[36:02] not be granted privileges or immunity
[36:04] not granted to the terms of all
[36:06] citizens, so you keep doing this and
[36:09] each act of deprivation of rights is a
[36:12] felony.
[36:13] you will be held accountable.
[36:14] you are being investigated, you're
[36:18] ramrod these consent agendas through
[36:19] without a right of redress for the
[36:22] people, make sure you don't keep
[36:24] giving special classes and ngo's, and
[36:26] by the way, the treaty of el dogo was
[36:30] signed by those people that claim that
[36:33] it's their indigenous land.
[36:34] they sold the land, they gave up their
[36:36] rights, it is not conquered land, it
[36:40] is bought and purchased land.
[36:41] thank you.
[36:42] >> thank you.
[36:43] we'll now go to michelle stevens
[36:46] followed by bruce, michelle, please
[36:49] unmute and begin.
[36:51] >> hello, once again, I come to you as
[36:52] one of the people, child of god.
[36:58] I really think that you all know, I
[37:00] really don't think we really have to
[37:03] say much more, you have been noticed.
[37:05] you have been asked, you have been
[37:11] plead with, you're going against the
[37:15] constitution and 90% of your proceed
[37:17] x, everything that you have done
[37:19] since, you appointed your
[37:21] sheriff is null and void, everything
[37:25] you have done can come back and be
[37:28] undone because you didn't follow
[37:30] procedure to begin with.
[37:33] if you truly want to make a difference
[37:37] in anybody's life, you do it the right
[37:41] way.
[37:42] you don't do it by forcing your will
[37:45] on to other people.
[37:49] you have an agenda behind what you
[37:52] have been doing.
[37:53] I don't know what that is, I don't
[37:54] know your personal thoughts but I do
[37:56] know that your actions truly prove
[37:59] you're not for the people.
[38:01] you are not for the constitution and
[38:04] you're not for the united states.
[38:07] you took an oath that you break
[38:12] continuously.
[38:13] you may not think it's a big deal but
[38:15] an oath is a sworn testament.
[38:20] you need to repent and go back to the
[38:24] constitution.
[38:25] thank you.
[38:26] >> thank you.
[38:27] our last speaker, bruce, please unmute
[38:28] and begin.
[38:31] >> yes, and thank you, I would like to
[38:35] add god on to that big long list there
[38:36] that you guys don't seem to
[38:39] acknowledge and thank you, bruce here
[38:42] for the mic..
[38:46] and the right to redress is not
[38:49] symbolic, it requires its people be
[38:52] heard at a meaningful time by
[38:55] decision makers and before
[38:59] irreversible commitments are made.
[39:04] the procedures are structured in a way
[39:08] that predetermines outcomes or
[39:14] substitutes narrative justifications
[39:16] for natural or neutral law.
[39:19] the people are deprived of that right.
[39:22] depravation of right does not require
[39:25] intent, it occurs when government
[39:28] action by design or process denies
[39:32] equal access, equal protection or
[39:34] meaningful participation under the law.
[39:37] the constitution does not permit
[39:38] rights to be distributed by status,
[39:44] identity or favored classification.
[39:48] I appear today before you not in
[39:51] opposition to lawful government but in
[39:53] defense of constitutional government
[39:56] where authority remains delegated,
[39:58] limited and accountable to the people.
[40:03] I respectfully place this on the
[40:04] record as a petition for redress and
[40:06] an objection to any process or action.
[40:08] >> thank you, bruce, you're at time.
[40:14] >> one warning given.
[40:15] >> I'm going to ask you to wrap up,
[40:18] thank you, bruce.
[40:19] >> no further comments, madam
[40:21] president.
[40:22] >> moving back to decision and
[40:25] questions regarding the charter review
[40:28] appointment.
[40:29] >> madam president, could I add
[40:31] something that I probably should have
[40:33] added, a couple of things.
[40:36] as to the form of work sheet, I
[40:39] neglected to include a line for
[40:41] supervisors to write their names, I
[40:42] ask you to write your name on the form
[40:44] before you hand it back just to keep
[40:47] track of who's who with respect to
[40:52] the votes.
[40:53] in addition to appointing members to
[40:55] the 2026 charter review committee, the
[40:56] other thing -- a couple of other
[41:00] things the board will be doing today
[41:03] is asking, directing the charter review
[41:05] committee to consider certain items,
[41:08] certain subject matters for possible
[41:11] amendment to the county charter and
[41:15] the memorandum accompanying this item
[41:20] indicates five different subjects that
[41:21] members of the subcommittee, things
[41:23] that have been identified by the sub
[41:25] mutt tee, but board members will have
[41:27] the opportunity to discuss that and to
[41:30] perhaps suggest other matters for the
[41:32] charter review committee to consider.
[41:33] that's something I wanted to flag and
[41:35] finally the board is being asked to
[41:37] make findings that would allow the
[41:39] charter review committee after meeting
[41:42] at least once in person to conduct
[41:44] their meetings remotely, I wanted to
[41:45] make sure that was clear as well.
[41:46] >> thank you, and just to summarize,
[41:48] we will be filling out these work sheets
[41:54] and until we have consensus on
[41:57] one person per category and then we
[41:59] can have the discussion about the five
[42:03] topics that were suggested, maybe the
[42:05] board wants to add more, and finally
[42:10] when we vote, we will be allowing the
[42:11] chaser review committee after their
[42:12] first meeting to meet remotely?
[42:14] >> that is correct.
[42:15] the other thing I wanted to note,
[42:17] while there are 11 categories listed,
[42:19] the board is not actually mandated to
[42:22] appoint somebody for all 11 different
[42:26] categories if ultimately the board
[42:28] decides not to.
[42:32] a question.
[42:33] >> supervisor speier?
[42:35] >> mr. Nibbelin, how many members were
[42:36] on the charter review committee in
[42:39] 2018?
[42:40] >> I'm going to defer to one of my
[42:46] colleagues, I believe it was 18 or 19,
[42:49] I don't want to restate it.
[42:52] >> bryan pedet, deputy county
[42:53] attorney, it was 19.
[42:55] >> so, we've selected 5.
[42:57] is that correct?
[42:58] >> the supervisors have identified
[43:00] their five district appointees, yes.
[43:02] >> I'm just curious about the size
[43:05] because the larger it is, I think the
[43:08] more complex it becomes, so, but
[43:12] there's no requirement of a specific
[43:14] number?
[43:16] >> that's true, supervisor, the
[43:17] charter only requires that there be a
[43:19] committee, it doesn't provide
[43:20] direction with respect to the size.
[43:22] we were just working off past
[43:27] precedent.
[43:28] >> the individuals that have already
[43:30] been selected by each of us, they
[43:31] check off a number of categories as
[43:33] well, thank you.
[43:37] >> okay.
[43:40] I will speak for myself when I say
[43:43] that some of the categories, there are
[43:52] -- so, for my process, I reviewed all
[43:55] of the applications and I only
[43:59] included candidates that I felt were
[44:01] really viable, so that means they put
[44:04] effort into their application, their
[44:06] application was thoughtful and
[44:09] thorough and so I want to recognize
[44:11] there will be -- will there likely be
[44:14] many categories where there are over
[44:17] five potential candidates, so that
[44:18] might get a little complicated.
[44:19] we may have to come back to this work
[44:22] sheet after discussion and vote
[44:29] again.
[44:30] so, I propose that we submit --
[44:41] we either take some time to complete
[44:44] our work sheet fully or we turn it in
[44:47] with what we have, we select
[44:51] candidates for the categories where
[44:53] there are consensus and we take a
[44:54] little bit more time.
[44:57] what are my colleagues amenable to?
[45:01] >> I would like to recommend we give
[45:05] ourselves ten minutes to fill out the
[45:07] forms and submit them.
[45:08] >> okay.
[45:09] sounds good.
[45:10] >> through the chair, it would have
[45:11] been nice to have some of these
[45:13] candidates here, if we could hear from
[45:15] them because most committees we work
[45:18] on, you hear from those people who are
[45:20] applying so you will have a better
[45:22] understanding of why and what's
[45:24] important to them.
[45:25] has would be something for the future
[45:27] for sure.
[45:28] >> go ahead, supervisor mueller?
[45:29] >> I have one other person to add
[45:32] who's only listed on one list, I have
[45:34] worked with her in half moon bay on
[45:38] immigrants' rights issues, that's
[45:42] jolisa acosta, she only appears in one
[45:44] place and I have worked with her in
[45:46] the city of half moon bay, I think
[45:49] she's -- so I would like to add her to
[45:51] that list.
[45:53] >> that sounds good to me.
[45:58] is that okay with the rest of my
[45:59] colleagues?
[46:00] >> so, number 10, immigrants' rights
[46:03] groups, I would like to add jolisa
[46:07] acosta and I already added [inaudible]
[46:13] to the environmental list.
[46:15] >> so, why don't we -- at 10 a.m., we
[46:22] can turn in our work sheets.
[46:26] ( supervisors working on work sheets
[46:31] until 10 a.m. ).
[54:18] just for the sake of those on zoom,
[54:20] we're getting to our last three
[54:23] minutes. The board is completing their
[54:25] worksheets on their charter review --
[54:29] on the charter review candidates and
[54:33] then we'll be turning them and in and
[54:41] discussing -- tallying the candidates
[54:46] and then discussing.
[56:11] if you have filled out your worksheet and
[56:14] you're ready, go ahead and hand it over.
[56:44] we're am at time, but we'll tally and
[56:49] discuss I know at least for me it's
[56:56] for final discussion, and there will be
[56:58] room for that in this process.
[57:13] >> is it clear as mud? Actually I
[57:47] made a spreadsheet because it's very
[57:55] confusing, a lot of applications.
[58:32] just a reminder, public comment has
[58:33] already been taken for this item.
[58:40] would it be helpful if we start
[58:44] tallying? Okay, great.
[59:13] >> madam president, with your okay I
[59:18] would ask the clerk to bring up the
[59:23] tabulation sheet.
[59:24] >> please do.
[59:25] >> and we'll go category by category
[59:28] and reflect by the votes and go by
[59:31] supervisorial district and start with
[59:33] supervisor speier on cities and her
[59:41] choice was marquis. Supervisor corzo,
[59:44] district 2, the choice was eddie
[59:49] flores. For district 3, supervisor
[59:51] mueller the choice for cities as eddie
[59:53] flores.
[59:58] district 4 supervisor gauthier the
[1:00:01] choice for cities as eddie flores and
[1:00:04] for district 5, supervisor canepa the
[1:00:07] choice was eddie flores. So those are
[1:00:11] the results for cities. Then we'll go
[1:00:13] ahead and go to schools. And the
[1:00:19] choice for district 1 actually no
[1:00:23] choice indicated there. And then for
[1:00:30] district 2, maria luna. For district
[1:00:36] 3, lynnette garcia. For district 4,
[1:00:42] lynnette garcia and for district 5,
[1:00:46] david pollock.
[1:00:47] >> you can change mine to lynnette
[1:00:50] garcia as well.
[1:00:57] >> we'll move to category 3, which is
[1:01:01] organized labor. Organized labor for
[1:01:07] district 1 julie lind. District 2,
[1:01:12] julie lind. District 3, julie lind.
[1:01:17] district 4, julie lind. District 5,
[1:01:22] julie lind.
[1:01:28] then we'll move to category 4,
[1:01:30] business. Again, district 1,
[1:01:32] supervisor speier was kim sameya.
[1:01:41] district 2, supervisor corzo is marquis
[1:01:47] loop. District 3, supervisor mueller
[1:01:52] marquis loop. District 4 supervisor
[1:01:59] gauthier pace lee vartanian and
[1:02:02] district 5, supervisor canepa, marquis
[1:02:04] loop.
[1:02:09] so we'll move to category no. 5,
[1:02:14] underserved communities. District 1
[1:02:20] nomala pali. District 2, vaselina
[1:02:34] mack. District 3, monica mahina.
[1:02:38] district 4, monica mahina, district 5,
[1:02:42] lawrence through the chair.
[1:02:47] >> go ahead.
[1:02:48] >> I don't know how it works, but I
[1:02:52] could go with monica mahina.
[1:02:54] >> district 5, that will be monica
[1:02:58] mahina.
[1:03:12] on category 6 lgbtqia community,
[1:03:18] district 1 supervisor speier, michael
[1:03:23] cooper. District 2, supervisor corzo,
[1:03:32] - district 3, dana johnson. District
[1:03:35] 4, supervisor gauthier also dana
[1:03:38] johnson. District 5, supervisor
[1:03:40] canepa, dana johnston.
[1:03:52] category no. 7 seniors, supervisor
[1:03:54] speier district 1 janet stringer.
[1:04:00] district 2, supervisor corzo, jim
[1:04:06] lawrence. District 3, supervisor
[1:04:08] mueller has george smith. District 4,
[1:04:13] supervisor gauthier, jim lawrence. And
[1:04:18] district 5, supervisor canepa, judah
[1:04:22] tomisoff.
[1:04:23] >> I can go with jim lawrence.
[1:04:35] >> noted. Jim lawrence for supervisor
[1:04:39] canepa district 5. Next is youth,
[1:04:47] district 1, nathan healey. District 2,
[1:04:57] amani schof. District 3, looks like
[1:05:03] barbara matthewson. District 4, nathan
[1:05:09] healey. And district 5, michael cooper.
[1:05:14] >> I can change to nathan healey.
[1:05:17] >> I appreciate that. He is 16. So
[1:05:21] it's really, truly a youth voice to the
[1:05:23] charter.
[1:05:36] >> moving to environmental groups.
[1:05:41] district 1 --
[1:05:42] >> can I pause for one second here?
[1:05:46] definitely want to hear how this lays
[1:05:48] out. I wanted to note for my
[1:05:50] colleagues, that we had three
[1:05:52] candidates in the "other" category as
[1:05:56] well. One representing veteran
[1:05:57] perspective, one representing health
[1:06:01] care perspective, and frankly, I wasn't
[1:06:03] super impressed with the candidates for
[1:06:07] environmental. So I just want my
[1:06:09] colleagues to consider that perspective.
[1:06:12] >> at the end, actually, I would like
[1:06:15] to talk about adding. Adding others to
[1:06:18] the bottom, because I had one candidate
[1:06:21] excluded, I think as a veteran's voice
[1:06:24] and would be very interested in having
[1:06:27] him on committee.
[1:06:28] >> for environmental then, I will go
[1:06:31] ahead and note that district 1
[1:06:35] identified karen chatman. So
[1:06:39] supervisor speier karen chatman.
[1:06:43] supervisor 2 --
[1:06:44] >> none selected.
[1:06:46] >> none selected. District 3,
[1:06:53] supervisor mueller, karen chatman.
[1:06:56] district 4 supervisor gauthier selected
[1:07:03] numala bonda pali. District 5 selected
[1:07:08] as well numala bonda pali.
[1:07:26] I'm sorry, category no. 10 is
[1:07:31] immigrants rights groups. District 1
[1:07:35] selection, supervisor speier has
[1:07:40] kimberly wu. District 2 supervisor
[1:07:44] corzo has julissa acosta. District 3,
[1:07:47] supervisor mueller, alisa acosta.
[1:07:51] district 4, supervisor gauthier tafalu
[1:07:56] mahi and district 5, supervisor canepa
[1:08:02] identified looks like liliane perez-avelar.
[1:08:11] >> go ahead, supervisor speier.
[1:08:12] >> I think it's very important for us to
[1:08:14] appreciate as we develop this group,
[1:08:17] that we have immigrant groups that are
[1:08:21] diverse as well. And you know the
[1:08:24] asian population in this county is
[1:08:26] larger than the latino population. And
[1:08:30] I just want to make sure that they're
[1:08:35] reflected as well.
[1:08:40] >> I agree with that analysis. In
[1:08:45] fact, I had selected -- for the lgbtqia
[1:08:53] for that reason as I noted disparity
[1:08:55] there as well. Maybe we can pin that
[1:08:59] to the discussion topics at the end and
[1:09:01] continue.
[1:09:02] >> great. That takes us to group no.
[1:09:04] 1, which is voting rights groups and
[1:09:10] district 1 identified kathleen wheeler,
[1:09:13] supervisor speier, kathleen wheeler.
[1:09:15] district 2, supervisor corzo identified
[1:09:25] liliane perez-avelar.
[1:09:29] >> district 3 identified elizabeth
[1:09:31] wright and supervisor 4, district
[1:09:35] gauthier identified liliane perez-avelar.
[1:09:39] supervisor canepa identified liliane
[1:09:41] perez-avelar. Those are all of the eleven
[1:09:44] groups that were identified by the
[1:09:45] board in their resolution for the
[1:09:54] composition of membership.
[1:09:56] >> that you county attorney nibbelin.
[1:09:58] can we start at the top of the tally
[1:10:02] sheet, just so we can review. So I
[1:10:07] think we almost had consensus for eddie
[1:10:10] flores. I would propose that he does
[1:10:15] get the nomination there. So if we can
[1:10:19] maybe bold -- it's already bold
[1:10:25] actually underlined? I don't know,
[1:10:26] it's fine. Let's move on. Thank you.
[1:10:36] for schools, we see lynnette has the
[1:10:39] most votes. I would propose we bold
[1:10:43] and continue. Same for julie lind with
[1:10:49] the labor council. No. 4, I would say
[1:10:55] we bold let's bold this one as well.
[1:11:09] here we have dana johnson as well.
[1:11:15] let's continue. We have jim lawrence.
[1:11:22] oh, that -- okay, go ahead, nathan
[1:11:26] healey. Actually, can we go back up?
[1:11:31] for the youth seat, I just wanted to
[1:11:37] name that I believe amani schof is
[1:11:43] also of asian descent and thought was a
[1:11:49] more thoughtful nomination than nathan
[1:11:51] healey and also I believe is she is on
[1:11:54] the youth commission. She is the
[1:11:57] liaison or was the liaison to the
[1:12:00] commission on the status of women as
[1:12:02] well. So just want to lay that out
[1:12:05] this, if we do want to think about how
[1:12:08] we can ensure more diversity,
[1:12:13] representative diversity. But we can
[1:12:14] come back to this. Moving on.
[1:12:23] environmental groups, karen definitely
[1:12:24] has the most votes. Like I mentioned
[1:12:26] earlier, I do think that I wasn't --
[1:12:31] the application wasn't super thorough
[1:12:39] and hoping to have thoughts on what
[1:12:41] work they would want to do in, like,
[1:12:45] fairly representing environmental
[1:12:46] groups? But she has three. So let's
[1:12:52] continue. So immigrant rights we don't
[1:12:56] have three votes on this one. Would my
[1:12:59] colleagues like to discuss?
[1:13:06] go ahead supervisor.
[1:13:07] >> I would just reiterate what I said.
[1:13:09] I think we have no representation to
[1:13:14] my knowledge now from the asian
[1:13:19] community on the charter commission.
[1:13:21] we have many people of latino descent
[1:13:26] on the charter committee.
[1:13:28] >> I'm fine changing my vote to
[1:13:30] kimberly.
[1:13:31] >> me too.
[1:13:33] >> kimberly is fine.
[1:13:37] >> okay. And I agree. We can put
[1:13:42] mine for kimberly as well. Canepa as
[1:13:47] well. So that is --
[1:13:48] >> all of us.
[1:13:49] >> all of us, yes.
[1:14:01] we're at our final category. The only
[1:14:09] pending, I think, discussion piece we
[1:14:10] have, do we want to consider blair
[1:14:18] whitney who brings veteran's
[1:14:19] perspective and john, who brings - and
[1:14:22] vice president mueller, I think you had
[1:14:25] one additional candidate for veterans?
[1:14:29] >> I believe george wright did, too.
[1:14:36] or george smith, excuse me.
[1:14:42] >> madam president?
[1:14:44] >> supervisor speier, go ahead.
[1:14:47] >> you know, there were two
[1:14:49] representatives from the league of
[1:14:51] women voters that applied. Neither of
[1:14:53] them were selected. They tend to be
[1:14:57] individuals who are well-informed on
[1:14:59] all of the issues in our communities.
[1:15:03] and I would like to add them to this
[1:15:08] other list. So there's kathleen
[1:15:13] wheeler and elizabeth wright.
[1:15:18] >> and through the chair, can we look
[1:15:20] at the list and see what are we missing
[1:15:24] from the list? Who is missing? Who
[1:15:26] will not be at the table for this
[1:15:29] charter?
[1:15:34] >> I would say that I think a
[1:15:42] veteran's perspective is one that I
[1:15:45] have noticed is missing.
[1:15:46] >> I think there's two. Pacific
[1:15:49] islander and the veterans. And I think
[1:15:51] this is a tough one. So like kathleen
[1:15:55] as well.
[1:15:56] >> yes, I would say --
[1:16:00] >> karen chatman has already been
[1:16:02] selected. So she could be taken off.
[1:16:04] >> well, I think what we're
[1:16:06] considering is instead of
[1:16:10] environmental, having someone else from
[1:16:13] the "other" category instead of.
[1:16:15] >> I'm not -- I would like to leave
[1:16:18] karen at environmental.
[1:16:19] >> okay. Then I think we have all of
[1:16:21] our categories then. So we wouldn't
[1:16:25] consider anyone under "other" is that
[1:16:27] right?
[1:16:28] >> madam president, I do think the
[1:16:30] board, if it decided it wanted to,
[1:16:33] could add additional names.
[1:16:35] notwithstanding that the directive was
[1:16:37] to take applications for eleven
[1:16:40] categories, if on the basis of
[1:16:42] information that the board has at this
[1:16:44] point they want to add an additional
[1:16:46] member to represent some group that the
[1:16:49] board feels needs to be represented, I
[1:16:51] think you have that flexibility, if you
[1:16:53] decide you want to.
[1:16:54] >> okay, supervisor canepa.
[1:16:55] >> I do think that we need to do a
[1:17:01] league of women's representative and I
[1:17:04] don't know if it's kathleen wheeler or
[1:17:09] elizabeth. I think having a league of
[1:17:11] women's voice is an important voice.
[1:17:12] so I would support that, if the board
[1:17:14] chooses to do that.
[1:17:18] >> if I could suggest colleagues, look
[1:17:25] like we're missing pacific islander and
[1:17:27] league of women's voters and one of
[1:17:29] each that satisfies those
[1:17:31] categories, would probably make sense to
[1:17:32] add and we'd be done.
[1:17:34] >> what was that again?
[1:17:35] >> we would be adding three new
[1:17:37] people. Right.
[1:17:38] >> so we take this --
[1:17:40] >> 19.
[1:17:41] >> it would be 19 exactly, just like
[1:17:43] last time. Just like last time.
[1:17:46] >> I support it.
[1:17:47] >> okay.
[1:17:48] >> so just for clarity, who are we
[1:17:49] adding
[1:17:51] >> so we're going to have to vote
[1:17:55] between two veterans, two league of
[1:17:57] women's voters and then you guys will
[1:17:59] have to help me identify the pacific
[1:18:03] islander category.
[1:18:07] >> talavu.
[1:18:08] >> they.
[1:18:09] >> excuse me, they are the only
[1:18:10] one who meet that category, great.
[1:18:18] do we want to vote? My understanding
[1:18:22] is george smith, and blair?
[1:18:25] >> why don't we take a moment and
[1:18:26] review.
[1:18:29] >> sure. Sure.
[1:18:31] we'll take two minutes to review.
[1:19:45] so just to clarify for the public, we
[1:19:47] have made a decision to add talavu
[1:19:53] amahi for their intersectional
[1:19:57] representation of several categories,
[1:19:59] including the immigrant community, the
[1:20:04] lgbtqia plus community and I want to
[1:20:06] say a few others. And we're now
[1:20:12] considering who we would like to give
[1:20:14] our vote to in the categories of voting
[1:20:21] groups, voting rights group and
[1:20:22] veterans.
[1:22:15] okay I think we have had some time to
[1:22:19] consider. Are there any thoughts from
[1:22:21] my colleagues?
[1:22:25] >> I would like to recommended
[1:22:30] kathleen wheeler. And blair whitney.
[1:22:41] >> I will also support kathleen
[1:22:46] wheeler. I still respect my colleague,
[1:22:49] but to support george smith, but still
[1:22:52] respect you for this.
[1:22:53] >> no problem.
[1:22:57] >> and in terms of veterans?
[1:23:11] supervisor speier we'll come back to
[1:23:14] you. Supervisor canepa?
[1:23:15] >> I will support kathleen wheeler and
[1:23:20] george smith
[1:23:21] >> I will be supporting -- I was going
[1:23:26] to support elizabeth right, but go
[1:23:33] with kathleen and blair and say that
[1:23:35] blair put more time into the
[1:23:39] application.
[1:23:40] >> then I'm going to put in -- the
[1:23:42] reason why I selected george smith is
[1:23:44] because he actually serves in a
[1:23:47] leadership position in the american
[1:23:50] legion in redwood city, which I know is
[1:23:51] quite a bit of work with not -- with
[1:23:54] other veterans. So I thought that
[1:23:55] point of view would be well-represented.
[1:24:01] >> okay. So it sounds like our
[1:24:04] selections are kathleen wheeler, and
[1:24:06] george smith.
[1:24:10] >> madam president, just in terms of
[1:24:13] making sure we get the motion right. I
[1:24:15] was hoping we could go sort of category
[1:24:17] by category again, maybe start at the
[1:24:19] top and run down. I know we have done
[1:24:21] this before, but I want to make sure we
[1:24:24] have all of the names. So for the
[1:24:27] cities, eddie flores would be the --
[1:24:29] >> yes.
[1:24:30] >> I'm happy, I can run through them.
[1:24:32] >> perfect.
[1:24:33] >> for cities we have council member
[1:24:38] eddie flores. For school, we have
[1:24:42] lynnette garcia. Organized labor we
[1:24:45] have julie lind. Business we have
[1:24:52] mark -- underserved communities we have
[1:24:59] monica mahia. Lgbtqia plus communities
[1:25:01] dana johnson. Seniors we have jim
[1:25:04] lawrence. Youth, we have nathan
[1:25:09] healey. Environmental groups we have
[1:25:13] karen chatman. Immigrant rights groups
[1:25:17] we have kimberly wu. Voting rights
[1:25:20] groups, can you please scroll back up?
[1:25:27] we have liliane perez-avelar. And in
[1:25:35] "other" we george smith, representing
[1:25:41] veterans. Kathleen wheeler
[1:25:46] representing the league of women
[1:25:53] voters. And talavu amarae got a vote
[1:25:55] from every single supervisor here.
[1:25:57] >> through the chair, the tally sort
[1:26:01] of reflect mueller voted for george
[1:26:04] smith and george smith should have
[1:26:08] three, not two.
[1:26:12] >> okay.
[1:26:13] >> so madam supervisor, when the time
[1:26:14] comes to adopt the resolution for this
[1:26:17] matter, this would be the essentially
[1:26:20] the panel that the vote will be voting
[1:26:23] to add tom adams, jacqueline faust,
[1:26:27] roseanne faust and daniella jungtog,
[1:26:35] correct? Any other additional comments
[1:26:36] from my colleagues?
[1:26:37] >> thank you, that wasn't as painful
[1:26:39] as I thought.
[1:26:40] >> okay, do you need a formal vote on
[1:26:42] this?
[1:26:43] >> madam president, I think this
[1:26:47] tally, or this panel would be
[1:26:49] incorporated by reference into the
[1:26:50] resolution itself. So in the
[1:26:52] resolution will also include the matter
[1:26:54] you are going to ask the committee to
[1:26:56] consider, as well as action to allow
[1:26:59] the committee to meet remotely. So I
[1:27:02] think we'll just take one vote on the
[1:27:05] entire resolution, recognizing these
[1:27:06] names will be incorporated into it.
[1:27:08] >> great. Do I have a motion?
[1:27:11] do I have a second?
[1:27:12] >> I wanted to be clear, did anybody
[1:27:14] have anything to say?
[1:27:15] >> oh, that is right.
[1:27:16] >> about the matters? That the
[1:27:19] committee would be considering?
[1:27:20] >> that is why it felt so easy.
[1:27:23] >> I don't know have the matters in
[1:27:25] front of me right this moment. But I
[1:27:29] believe some were pulled from the
[1:27:33] applications. Do you have them in
[1:27:34] front of you.
[1:27:35] >> I'm happy to share them with you,
[1:27:38] madam president. These were the
[1:27:40] employments consisting of supervisor
[1:27:42] corzo and supervisor canepa and again
[1:27:43] the proposal is to require the
[1:27:44] committee or direct the committee to
[1:27:47] consider these matters. One, whether
[1:27:50] county charter section 4.12.5, which is
[1:27:52] removal of elected chair for cause
[1:27:53] should be amended to delete subsection
[1:27:56] e which currently states that subsection
[1:27:58] 4.12, which vests the board to
[1:28:01] remove for cause shall sunset and
[1:28:04] of no other force of effect. So
[1:28:07] high-level and in plain english, should
[1:28:10] that sunset provision be taken out of
[1:28:12] the charter such that particular
[1:28:15] provision would exist indefinitely,
[1:28:16] until and unless it's changed. The
[1:28:18] second item is whether the county
[1:28:21] charter section, which deals with
[1:28:22] elections, should be amended to either
[1:28:25] delete the term "conservative." thereby,
[1:28:27] imposing lifetime ban on election to a
[1:28:30] supervisorial seat following three
[1:28:31] terms in office or specify how long an
[1:28:34] intervening period a supervisor must be
[1:28:35] out of office for being eligible to be
[1:28:39] elected or as a county supervisor.
[1:28:42] currently the section is drafted in a
[1:28:44] way I think it is fair to say might be
[1:28:49] a little ambiguous to the point. So
[1:28:51] that is the thinking for that. The
[1:28:52] third item is whether the county
[1:28:54] charter should be amended to add a new
[1:28:57] section requiring the board of
[1:28:58] supervisors to review the governance
[1:29:00] practices? The fourth item is whether
[1:29:02] section 415 of the county charter
[1:29:04] should be amended to further specify
[1:29:06] proceed procedures in the event that
[1:29:07] the board make an appointment to fill a
[1:29:09] vacancy in elected office? Just having
[1:29:11] come through that process, I think
[1:29:12] there was some thought that maybe some
[1:29:14] more detail would be useful and whether
[1:29:16] the county charter, this is the giveth
[1:29:18] item whether county charter should be
[1:29:20] amended to identify procedures in event
[1:29:21] that the board has cause to believe an
[1:29:23] elected office has been or should be
[1:29:25] vacated because the incumbent official
[1:29:28] has become physically, mentally or
[1:29:31] otherwise incapacitated. These are the
[1:29:33] five items, madam president.
[1:29:34] >> thank you. Any discussion from
[1:29:40] my colleagues? Supervisor mueller I
[1:29:42] appreciate the thoughts and suggestions
[1:29:43] and I was going to add to them --
[1:29:46] thinking of ways to add to them, but it
[1:29:48] dawned on me I think the charter
[1:29:50] process is one that I think I actually
[1:29:55] have some pause in having the board
[1:29:57] collectively vote to ask the charter
[1:29:59] review committee what to think about.
[1:30:02] I this it sort of directs their
[1:30:04] discussion in a way that I think is
[1:30:07] top-down rather than bottom-up. So I
[1:30:10] think it's perfectly appropriate if
[1:30:11] board members want to send a letter to
[1:30:14] the charter review individually, saying
[1:30:15] do you want to think about these
[1:30:16] things? But I think to have the board
[1:30:18] actually take an action and direct them
[1:30:20] to think about certain things, I'm not
[1:30:24] going to be supportive of today.
[1:30:25] >> I would note that the county
[1:30:27] charter does provide that the board can
[1:30:32] provide direction to the charter review
[1:30:34] commission. That is something
[1:30:35] contemplated in the charter and not
[1:30:36] something of course that is required.
[1:30:38] but it is part of the process that the
[1:30:41] charter contemplates is direction from
[1:30:42] the board with respect to these matters.
[1:30:44] >> I appreciate that. Thank you.
[1:30:49] >> supervisor corzo?
[1:30:50] supervisor canepa.
[1:30:51] >> thank you very much. I just really
[1:30:55] want to thank brian and janet and john
[1:31:00] nibbelin. This has been an extensive
[1:31:03] process in a very short timeline. So I
[1:31:06] think what has been put before us today
[1:31:09] has been thoughtful. I do think the
[1:31:12] charter review committee and
[1:31:16] historically when they have taken up
[1:31:17] these different items and I think we
[1:31:19] have done this on the future action
[1:31:21] that we'll take is that we have always
[1:31:24] come up with solutions. We have always
[1:31:27] come up with a collaborative effort to
[1:31:31] address issues that really and I think
[1:31:32] some of the issues illustrated within
[1:31:35] the staff report really do look to be
[1:31:38] revisited at, and to be thought about
[1:31:40] -- to think about. I think the body
[1:31:42] that we have before us does that, and
[1:31:46] again, I just really want to thank you,
[1:31:49] judith and yourself, mr. Petitt. There
[1:31:51] was not an easy endeavor. But one that
[1:31:56] you have thought through and really
[1:32:01] appreciate it. Thank you.
[1:32:03] >> supervisor mueller just in response
[1:32:05] to county counsel, I did indicate I
[1:32:07] think it's appropriate for board
[1:32:08] members if they want to send a letter
[1:32:10] to the charter review commission with
[1:32:11] suggestions to go ahead and do so. So
[1:32:13] I'm not excluding my comment from the
[1:32:15] board" or board members to the
[1:32:17] committee. I'm just saying collective
[1:32:19] action by the board, I think in my
[1:32:23] personal opinion seems a bit directive.
[1:32:27] >> so I will just add that I also
[1:32:30] want to thank staff for working on
[1:32:32] this. I know that it's been a
[1:32:37] complicated process that would have been
[1:32:40] -- could have been a little less
[1:32:43] complicated and wrapped up sooner. But
[1:32:46] I'm really happy with the outcome and
[1:32:48] thoughtfulness that my colleagues and I
[1:32:50] have put into making the selections and
[1:32:51] making sure that we have a balanced
[1:32:54] group. This charter review committee,
[1:32:55] I think, will have very important work
[1:32:59] as it pertains to the issue areas that
[1:33:04] the board may or may not suggest that
[1:33:09] the charter review committee consider.
[1:33:13] I think it is the right thing to offer
[1:33:16] them some items to look at, because if
[1:33:23] we don't offer anything, like, I think
[1:33:27] as a board, we have insight into what
[1:33:29] we think are the most pressing matters.
[1:33:32] I don't think we -- my understanding
[1:33:35] is they won't be required to look into
[1:33:37] every single issue area. So they will
[1:33:40] have flexibility, and there will be a
[1:33:43] lot of opinions on that committee. So
[1:33:47] I'm personally comfortable with
[1:33:50] suggesting issue areas for them, but I
[1:33:52] do think in order to wrap up, we have
[1:33:54] to make a decision on whether we want
[1:33:56] to include those in the resolution or
[1:33:58] not? So I would like to get an
[1:34:00] understanding from my colleagues on
[1:34:02] where they land on that. Supervisor
[1:34:03] speier, please, go ahead.
[1:34:05] >> thank you. I strongly oppose one
[1:34:09] -- I do not think that we should be in
[1:34:12] a situation where we went to the
[1:34:14] voters, we said we were going to have
[1:34:17] this power until 2028 and now we're
[1:34:19] going to the charter committee
[1:34:22] commission, and suggesting that they
[1:34:24] recommend that we have it in place
[1:34:28] indefinitely. So I actually think 4
[1:34:31] and 5 are acceptable to consider. But
[1:34:33] I do not support 1, 2 and 3.
[1:34:39] >> that is helpful. I would be in
[1:34:41] support of all five being included.
[1:34:43] supervisor mueller just to clarify, you
[1:34:45] don't want any included?
[1:34:46] >> no, I would actually ask for a
[1:34:49] bifurcated vote, first on the candidates
[1:34:50] and then on the category, because I am
[1:34:52] going to be voting no on all of them.
[1:35:01] >> okay before we move on to the vote,
[1:35:04] let's from the rest of our colleagues
[1:35:06] here. Supervisor gauthier.
[1:35:07] >> I don't want to give direction to
[1:35:08] the charter, but I think to give them
[1:35:10] some topics that they could take up is
[1:35:13] perfectly okay. Let them have that
[1:35:14] discussion.
[1:35:15] >> are you in support of all five then?
[1:35:20] >> without any direction, yes, having
[1:35:23] them take up that discussion.
[1:35:24] >> thank you. Supervisor canepa?
[1:35:29] >> you know, I'm sort of -- I don't
[1:35:31] know at this time if I could support
[1:35:34] all five either. I do think that
[1:35:38] supervisor mueller makes, you know, a
[1:35:42] compelling argument -- argument is not
[1:35:43] the word, but a compelling case. What
[1:35:46] I get -- what I'm afraid of is this
[1:35:52] potential optics of pre-determination.
[1:35:56] and that, to me, I think that is why
[1:35:58] I'm not going to be I'm probably
[1:36:02] support ray's motion and not be in
[1:36:03] support of any of the five.
[1:36:06] >> okay. So I believe we then have
[1:36:09] kind of a split board here on this
[1:36:11] issue. But I would like to ask county
[1:36:15] attorney nibbelin, what the charter
[1:36:16] says? Do we have to select some
[1:36:18] recommendations or is that not a
[1:36:19] requirement?
[1:36:21] >> madam president, the charter
[1:36:23] contemplates that the board can give
[1:36:25] direction to the charter review
[1:36:28] committee. So there's nothing untorrid
[1:36:29] about it, but it's not actually
[1:36:31] mandated if you don't ultimately
[1:36:33] believe if there aren't three votes in
[1:36:36] fay of proceeding direction, there's no
[1:36:37] requirement that you do so. The
[1:36:38] process would just to be really clear
[1:36:41] and I should have probably said a few
[1:36:43] words about this earlier. The glide
[1:36:46] path from here would be once the
[1:36:48] committee is formed and whatever
[1:36:49] direction is given to the committee.
[1:36:51] the committee meets and has a number of
[1:36:55] meetings actually that contemplations
[1:36:57] of 4-6 meets over the months that the
[1:36:59] committee would come back to you with
[1:37:02] recommendations. The committee isn't
[1:37:03] required to recommended pro or con with
[1:37:05] respect to any direction that is given
[1:37:07] to them and ultimately, nothing ends up
[1:37:09] on the ballot for the electorate to
[1:37:15] interest unless and until you decide
[1:37:17] that you want to put something on the
[1:37:19] ballot with respect to the ordinance.
[1:37:21] the short answer is no, you don't have
[1:37:23] any obligation to provide specific
[1:37:26] direction to the committee if you
[1:37:28] decide it's not appropriate.
[1:37:31] >> okay. Taking that into account, do
[1:37:34] we want to consider supervisor
[1:37:39] mueller's proposal that we don't
[1:37:41] include any issue areas, and we write
[1:37:48] personal letters from each supervisor
[1:37:50] to the entire committee in terms of
[1:37:53] what topics to consider?
[1:37:54] >> I can support that.
[1:37:56] >> okay. I can support that as well.
[1:37:58] >> madam president, I would ask if
[1:38:01] we're going to bifurcate out the
[1:38:03] motion, the motion would be --
[1:38:04] >> I don't think we need to county
[1:38:08] attorney nibbelin, if we're all in
[1:38:10] agreement that we won't be adding any
[1:38:13] issue areas.
[1:38:14] >> understood. I guess the piece I
[1:38:15] want to make sure that doesn't get
[1:38:17] lost, you are also going to vote to
[1:38:21] approve the board, to adopt the
[1:38:23] findings for the committee to meet
[1:38:24] remotely.
[1:38:25] >> yes.
[1:38:26] >> yes.
[1:38:28] >> so do I have a motion to -- so
[1:38:32] moved.
[1:38:33] >> second.
[1:38:34] >> second.
[1:38:35] >> what is the motion?
[1:38:36] >> the motion is to approve --
[1:38:39] >> mic.
[1:38:40] >> the motion is to approve the
[1:38:43] candidates to serve on the commission.
[1:38:47] with no direction being given for their
[1:38:50] evaluation of the charter.
[1:38:51] >> but I will go ahead and include but
[1:38:54] with the understanding that members can
[1:38:56] send individual letters on their
[1:38:59] thoughts of what the committee might
[1:39:00] consider.
[1:39:01] >> I heard the remote option for the
[1:39:03] board.
[1:39:04] >> and remote included.
[1:39:05] >> I will second.
[1:39:06] >> I think we already had a second
[1:39:09] from supervisor gauthier. Roll-call
[1:39:10] vote, please.
[1:39:11] >> supervisor speier?
[1:39:12] >> aye.
[1:39:13] >> supervisor mueller?
[1:39:14] >> yes.
[1:39:15] >> supervisor gauthier?
[1:39:16] >> yes.
[1:39:17] >> supervisor canepa?
[1:39:18] >> aye.
[1:39:19] >> president corzo?
[1:39:20] >> yes.
[1:39:21] >> motion passes.
[1:39:22] >> thank you. We'll now move on to
[1:39:24] item 2, to approve an atr,
[1:39:29] appropriation transfer request for
[1:39:31] measure can funds no the to exceed
[1:39:36] $10,000 from district 2 to the san
[1:39:39] mateo county office of art and culture
[1:39:41] public art in district 2. I would like
[1:39:44] to motion to approve this item. Do I
[1:39:49] have a second? Second by canepa.
[1:39:51] roll-call vote -- public comment,
[1:39:52] please.
[1:39:53] >> I have a comment.
[1:39:54] >> I have no speaker cards in the
[1:39:56] chambers, so we'll go to zoom comments.
[1:39:59] >> thank you, at this time I do see
[1:40:01] one hand raised for sabrina. Sabrina,
[1:40:05] please, go ahead and unmute and begin
[1:40:09] speaking.
[1:40:12] >> the people who hold political
[1:40:14] power, the people who are the electors

[1:43:28] >> thank you. No further hands, madam
[1:43:30] president.
[1:43:32] >> okay. Thank you. Supervisor

[1:43:37] >> thank you. I am just going to
[1:43:40] indicate that I'm not going to vote for
[1:43:43] any measure k appropriation that is
[1:43:46] $10,000 or less, because the controller
[1:43:49] has indicated that it costs more to

[1:44:00] and doesn't make sense to do that in my
[1:44:03] view. So they should be a minimum of
[1:44:07] $20,000.
[1:44:08] >> okay. Any other comments from my

[1:44:15] >> no.
[1:44:17] >> supervisor mueller?
[1:44:19] >> just responding -- I will check

[1:45:49] hi lucy, feel free to proceed.
[1:46:04] lucy, we see you, but don't hear you.
[1:46:07] >> sorry, I double muted myself. I
[1:46:10] apologize. Happy new year president
[1:46:12] corzo, supervisors mueller, canepa,
[1:46:15] gauthier, and speier, county executive
[1:46:18] callagy, assistant county executive ely
[1:46:20] and county attorney nibbelin. Thank
[1:46:26] you for the opportunity to speak today
[1:46:28] and hopefully for your support through
[1:46:31] adopting the resolution to authorize
[1:46:33] district discretionary measure k funds.
[1:46:37] taulama is a community-rooted
[1:46:40] nonprofit serving the tongan and
[1:46:43] pacific islander community in san mateo
[1:46:46] county since 2002. Our work is
[1:46:49] grounded in work. These measure k
[1:46:51] discretionary funds will support our
[1:46:54] intergenerational empowerment series
[1:46:56] a cultural responsive program
[1:46:57] consisting of six workshops delivered
[1:47:00] across two cohorts. Bringing together
[1:47:02] parents and youth to strengthen
[1:47:04] communication, leadership and cultural
[1:47:06] identity. This program is a direct
[1:47:08] response to findings from the 2022 san
[1:47:13] mateo county tongan needs assessment
[1:47:16] supported by the office of behavioral
[1:47:18] health and recovery services. This
[1:47:22] assessment revealed high-levels of
[1:47:24] intergenerational stress, and struggles
[1:47:25] in meeting basic needs and barriers to
[1:47:29] accessing culturally appropriate
[1:47:30] support, particularly for youth and
[1:47:33] families navigating trauma, grief and
[1:47:36] isolation, while stressing and trying
[1:47:37] to get their basic needs met, such as
[1:47:42] paying rent, obtaining food, gaining
[1:47:45] adequate employment, paying bills.
[1:47:46] since the needs assessment was conducted,
[1:47:49] those challenges have intensified and
[1:47:51] become exponentially devastating and
[1:47:53] debilitating to our community. Our
[1:47:56] community has experienced multiple
[1:47:58] losses, and incidents that underscore
[1:48:01] the need for longer-term early
[1:48:04] preventative and sustainable
[1:48:05] intervention. What we know and live
[1:48:07] through daily, and what this data
[1:48:09] confirms is that when we lack safe
[1:48:11] cultural-affirming spaces to talk and
[1:48:15] heal together, risk increases. These
[1:48:17] measure k funds will allow us to pilot
[1:48:20] intervention upstream, it will allow us
[1:48:24] to create structured facilitated spaces
[1:48:25] where parents and youth can reconnect,
[1:48:28] where culture strengthens, not divides
[1:48:31] generations, and where families build
[1:48:33] skills and that support long-term
[1:48:35] well-being. While this funding is not
[1:48:39] and does not meet the full scale of
[1:48:41] need, it will enable taulama to pilot
[1:48:43] and start to deliver a focused program
[1:48:46] with clear outcome and strong community
[1:48:48] trust and also reflects the
[1:48:50] county's recognition that culturally
[1:48:51] specific and community led approaches
[1:48:53] are essential to equity. We're
[1:48:55] grateful to you, president corzo for
[1:48:57] sponsoring and recommending to the
[1:48:59] board this investment, and for your
[1:49:01] continued commitment to improving
[1:49:04] quality of life for all communities in
[1:49:06] san mateo county. Thank you for your
[1:49:08] time and partnership.
[1:49:10] >> thank you, lucy. We'll move on to
[1:49:12] public comment, unless my colleagues
[1:49:15] have any questions or comments? Public
[1:49:18] comment, please.
[1:49:19] >> thank you, madam president. We
[1:49:22] don't have any in-chambers and we'll
[1:49:24] take public comment on zoom for item 3
[1:49:30] for taulama for tongans. We have two
[1:49:34] hands raised. Sabrina, please
[1:49:35] unmute and begin.
[1:49:36] >> I come as one of the
[1:49:38] people who hold political power. I am
[1:49:41] invoking my constitutional right of
[1:49:43] redress written in article 1, section 3
[1:49:45] of the california constitution and
[1:49:47] do not to interrupt me depriving
[1:49:52] me of my constitutional rights of
[1:49:53] grievance when they do. Article 1 in
[1:49:56] the california constitution section 7
[1:49:58] says a person may not be deprived of
[1:50:00] life, liberty or property without due
[1:50:02] process of law or denied equal
[1:50:06] protection under the law and this does
[1:50:07] all of that and says --
[1:50:09] >> sabrina, I'm going to request that
[1:50:11] you speak.
[1:50:12] >> you are interrupting me and denying
[1:50:14] my right. You just need to stop and I
[1:50:17] reclaim my time.
[1:50:18] >> a citizen or class of citizens may
[1:50:21] not be granted -- not granted the same
[1:50:23] to all citizens. That means you cannot
[1:50:26] have these special ngos and special
[1:50:28] classifications and special funds for a
[1:50:30] class of people. You are violating
[1:50:32] that article of the constitution. Also
[1:50:35] the u.s. Constitution article 4 section
[1:50:37] 4 the united states shall guarantee
[1:50:39] every state in this union a republican
[1:50:42] form of government. You have
[1:50:43] violated that and you are have
[1:50:46] turned into a communist county and you
[1:50:47] will be held accountable and I suggest
[1:50:49] with any other people come to speak,
[1:50:51] you do not interrupt them. As it is,
[1:50:55] depravation of constitutional right and
[1:50:56] each time that you have done that is a
[1:51:00] felony and one or more including the
[1:51:02] clerk that cuts off the microphone is
[1:51:04] complicit and all of you sitting on the
[1:51:08] board is complicit, including tortuous
[1:51:11] interference by county attorney are
[1:51:13] complicit and will be held accountable.
[1:51:19] >> michelle stevens, please unmute and
[1:51:21] begin.
[1:51:23] >> hello board. I'm coming to you as
[1:51:24] one of the people.
[1:51:31] sabrina is throwing out the
[1:51:32] constitutions to you. You know, you
[1:51:34] interrupted kitty. That is wrong. You
[1:51:35] know, not only is it wrong, it's rude.
[1:51:41] you know there's a phase out there do
[1:51:44] unto others as you would have them do
[1:51:47] unto you. I think it's very rude to
[1:51:50] cut somebody off in the middle of a
[1:51:52] sentence. No, we don't want to go by
[1:51:54] what you want to talk about. That is
[1:51:56] why it's called redress of grievance.
[1:51:58] it's not redress of what you want to
[1:52:00] talk about, because it makes you feel
[1:52:03] good. It's about our rights through
[1:52:07] the constitution. You have broken
[1:52:09] that. You have broken your oath. You
[1:52:12] broke your oath.
[1:52:13] >> michelle, I will ask you to please
[1:52:15] speak on the topic.
[1:52:16] >> I am speaking on the topic.
[1:52:20] redress of grievance, dear. You are
[1:52:23] breaking my constitutional right. Just
[1:52:25] because you are a member of a board
[1:52:28] does not mean you have more right than
[1:52:30] what I do.
[1:52:32] >> madam president, I do want to note
[1:52:33] that under the brown act, the public
[1:52:36] comment for any particular item is
[1:52:38] limited to the subject-matter that is
[1:52:40] actually on the agenda, and -- general
[1:52:43] >> no, none of your charter rules.
[1:52:46] >> and so I would give note we should
[1:52:48] limit public comment.
[1:52:49] >> I'm going to call for order. Can
[1:52:51] you please mute the mic, please.
[1:52:56] , ma'am, please hold your comment as
[1:52:58] the county attorney finishes what he is
[1:53:00] saying. Thank you. We also held your
[1:53:01] time.
[1:53:02] >> again, I want to note that the
[1:53:03] public comment is limited to the
[1:53:05] subject-matter that is dully on the
[1:53:06] agenda. There's a portion of the
[1:53:08] agenda available for general public
[1:53:10] comment that again can pertain to
[1:53:12] anything within the subject-matter
[1:53:13] jurisdiction of the board, but as we go
[1:53:15] item by item, the public comment is
[1:53:18] limited to the subject-matter that is
[1:53:22] actually again being discussed pursuant
[1:53:23] to the agenda at that time. Again
[1:53:26] generalized comments with respect to
[1:53:27] why we call them, you know, dealing
[1:53:30] with grievances or addressing
[1:53:31] grievances or some other thing, again,
[1:53:36] not related to the particular matter
[1:53:39] that is being discussed at this time,
[1:53:40] for example.
[1:53:47] I'm going to ask that the speaker speak
[1:53:49] on the item for their last 14 seconds.
[1:53:51] thank you.
[1:53:53] >> thank you. Michelle, please, go
[1:53:54] ahead and continue your comment and
[1:53:56] we'll proceed with the time remaining.
[1:53:59] >> my comment is you do not have
[1:54:03] right to step on my constitutional
[1:54:05] right to address my constitutional
[1:54:07] government. That is the topic. That
[1:54:09] has been the topic for several meetings
[1:54:11] now. Just because you all don't want
[1:54:13] to agree to it, it is the truth. You
[1:54:18] you are breaking the constitution and
[1:54:20] breaking my rights.
[1:54:21] >> your time, please. Let's move on.
[1:54:24] >> the right to tell me.
[1:54:26] >> can you please cut the mic, sherri.
[1:54:30] >> thank you, michelle for
[1:54:37] disconnecting your comment. We'll go
[1:54:39] to bruce johnson. Please proceed.
[1:54:43] >> hello, board. Bruce johnson. I
[1:54:46] come to you as one the people and you
[1:54:50] really -- you ought to stop and think
[1:54:54] about what these ladies are telling
[1:54:56] you. We all have been trying to tell
[1:54:59] you for months, you know? That you
[1:55:02] guys have some boundaries that you seem
[1:55:07] to kind of stepped outside of, you
[1:55:10] know? Thinking that you have clarity
[1:55:13] to do so. And you know, part of
[1:55:17] redressing grievance is why the people
[1:55:18] come to you, and --
[1:55:20] >> bruce, respectfully, can you please
[1:55:22] make your comment related to the agenda
[1:55:24] item?
[1:55:25] >> yes.
[1:55:26] just you know, get back with the
[1:55:28] people. Don't blow them up. Okay?
[1:55:32] and you know, equal protection. It's
[1:55:34] important. Members of the board, equal
[1:55:37] protection of the law means that
[1:55:39] government must act through neutral
[1:55:42] rules applied uniformly to all persons,
[1:55:45] public authority --
[1:55:47] >> madam president, again, the
[1:55:49] particular item at issue here is a
[1:55:52] resolution authorizing a one-time grant
[1:55:53] of district discretionary measure k
[1:55:58] fund to taulama for tongans and that is
[1:56:02] the subject-matter at-issue.
[1:56:04] >> okay. So just for clarity, if our
[1:56:10] speakers don't have any relevant
[1:56:12] comment within the first 30 seconds of
[1:56:13] their comment, we're going to move on
[1:56:15] to the next speaker. So bruce, you
[1:56:20] have 23 seconds left. Please make sure
[1:56:22] your comments are related to the
[1:56:28] district 2 discretionary request that
[1:56:30] this item is about. And I will hand it
[1:56:32] back to the clerk. Thank you.
[1:56:35] >> thank you, bruce. You can please
[1:56:38] proceed. You have 23 seconds on the
[1:56:40] timer for item 3, again.
[1:56:43] >> I withdraw.
[1:56:45] >> okay. Thank you. And that was the
[1:56:48] last comment, madam president.
[1:56:49] >> okay. Thank you. I believe this
[1:56:52] is back to the board for a motion for
[1:56:56] approval. Do I have a motion?
[1:56:57] >> so moved.
[1:56:58] >> is there a second?
[1:57:03] >> I'll second it.
[1:57:04] >> okay, motion by gauthier, second by
[1:57:07] mueller. Roll-call vote, please.
[1:57:09] >> supervisor speier?
[1:57:10] >> yes.
[1:57:11] >> supervisor mueller?
[1:57:12] >> yes.
[1:57:13] >> supervisor gauthier?
[1:57:14] >> yes.
[1:57:15] >> supervisor canepa?
[1:57:16] >> yes.
[1:57:17] >> supervisor corzo?
[1:57:18] >> yes.
[1:57:19] >> motion passes.
[1:57:20] >> president corzo, I would like to
[1:57:22] make a motion to hear the next three
[1:57:24] items together and combine public
[1:57:26] comment.
[1:57:28] >> is that possible, county attorney
[1:57:31] nibbelin?
[1:57:33] >> the board's historical practice has
[1:57:34] been to consider the measure k items
[1:57:36] individually
[1:57:40] >> we'll bifurcate the vote on each
[1:57:42] of the three and hear them all three at
[1:57:44] once.
[1:57:45] >> I think if there's a consensus to
[1:57:47] modify the rules to that effect, you
[1:57:48] can do so.
[1:57:49] >> if that is agreeable to everyone?
[1:57:57] >> is that a formal motion?
[1:58:00] >> I'll move.
[1:58:01] >> is there a second?
[1:58:05] >> we can move it, yes.
[1:58:07] >> okay. Motion by mueller, second by
[1:58:11] gauthier. Roll-call vote, please.
[1:58:12] >> supervisor speier?
[1:58:13] >> no.
[1:58:14] >> supervisor mueller?
[1:58:15] >> yes.
[1:58:16] >> supervisor gauthier?
[1:58:17] >> yes.
[1:58:18] >> supervisor canepa?
[1:58:19] >> yes.
[1:58:20] >> president corzo?
[1:58:21] >> yes.
[1:58:23] >> motion passes.
[1:58:24] >> thank you.
[1:58:25] >> 4, 5 and 6 together.
[1:58:27] >> thank you. So these are all
[1:58:30] measure k items, one from district 2,
[1:58:34] two from district -- one from district
[1:58:37] 4, one from district 5. The item no. 4
[1:58:42] is a grant in the amount of $10,000 to
[1:58:46] empowerment through action for the
[1:58:50] furnishing, and supplies for wellness
[1:58:55] centers in three local middle schools
[1:59:00] and high schools actually. Supervisor
[1:59:02] gauthier, would you like to introduce
[1:59:04] your item?
[1:59:06] >> sure, thank you. Today I
[1:59:08] recommend approval of one-time measure
[1:59:10] k grant not to exceed $30,000 to casa
[1:59:16] circulo cultural agent as an
[1:59:18] agent for the center of creativity to
[1:59:21] support high-quality accessible art
[1:59:24] programs serving residents across san
[1:59:26] mateo county. The funds will be used
[1:59:28] for basic operational costs to ensure
[1:59:31] the space can remain open, safe, and
[1:59:35] connected for community use. The center
[1:59:37] for creativity is a community-led
[1:59:39] effort to build a permanent visual and
[1:59:43] performing arts hub in downtown redwood
[1:59:45] city. The space serves as a cultural
[1:59:48] anchor at main and broadway, connecting
[1:59:52] residents across generations,
[1:59:54] neighborhoods and backgrounds. It fills
[1:59:55] a real gap in affordable accessible
[1:59:59] creative spaces, particularly for
[2:00:01] youth, seniors, and families who often
[2:00:04] lack access to arts programs. This
[2:00:06] past friday, I attended the opening
[2:00:09] reception for the 2026 showcase an
[2:00:15] exhibit on perseverance, resilience and
[2:00:16] hope at the center for creativity, and
[2:00:20] the space was electric.
[2:00:23] >> thank you, supervisor gauthier.
[2:00:24] did you have a speaker?
[2:00:25] >> they are in the room, should there
[2:00:27] be any questions.
[2:00:29] >> okay. I actually neglected to --
[2:00:31] >> did you want to speak? Okay.
[2:00:33] >> I neglected to acknowledge my item
[2:00:37] has a speaker, and we have rachel
[2:00:51] lauderdale representing empowerment
[2:00:54] through action on zoom.
[2:00:58] >> hello everyone. Thank you so much
[2:01:00] for letting me speak on the incredible
[2:01:03] measure k grants granted to our
[2:01:07] empowerment through action program.
[2:01:09] I'm rachel leader darul one of the
[2:01:11] co-directs how to empowerment through
[2:01:13] direction and started at hillsdale high
[2:01:15] school and we're mow officially our own
[2:01:17] 501(c)(3) and with our new status, we
[2:01:19] have been able to expand our program
[2:01:23] through the empower san mateo initiative
[2:01:25] with the support of our school district
[2:01:27] and we have groups at the three bigger
[2:01:30] middle schools -- and we're also
[2:01:32] running groups at four high schools in
[2:01:35] san mateo, hillsdale, aragon, san mateo
[2:01:37] and bridge academy. Our students are
[2:01:40] placed in mentor groups with one adult
[2:01:45] leader and all student who are most
[2:01:48] marginalized by our school systems,
[2:01:51] first generational students that have
[2:01:52] some of our other students in san mateo
[2:01:56] had and we're proud to say we serve
[2:02:00] over 400 students in san mateo that
[2:02:02] qualify for the program. And thanks to
[2:02:04] measure k grant we're able to create
[2:02:07] beautiful, safe and inviting spaces in
[2:02:09] the high school and middle school
[2:02:11] campuses to run our group and the
[2:02:13] program as we expand. So currently
[2:02:15] we're working on spaces at argon, san
[2:02:18] mateo and bridge academy that will be
[2:02:20] turned into community resource centers
[2:02:22] using measure k grant and this year --
[2:02:25] the spaces will be used for our groups.
[2:02:28] but in the future we could hold our
[2:02:32] tutoring centers and much more for
[2:02:33] students and our families in our san
[2:02:37] mateo community. The san mateo county
[2:02:38] board of supervisors has been an ongoing
[2:02:45] supporter for years, and deem impactful
[2:02:46] to our students and families, and could not
[2:02:49] be more thankful. We look forward to
[2:02:51] continued work with the city and
[2:02:54] cities for trusted spaces to our
[2:02:55] adult and youth usage in san mateo.
[2:02:57] thank you so much.
[2:02:58] >> thank you so much and I can't wait
[2:03:00] to visit. Supervisor canepa, you had
[2:03:01] the third item. Please, go ahead.
[2:03:05] >> great. Thank you very much. Today
[2:03:07] I'm proud to bring forward a measure k
[2:03:11] grant request of $100,000 to the ariana
[2:03:14] mae hatama foundation to establish
[2:03:17] scholarship endowments for survivors of
[2:03:18] domestic violence and human trafficking
[2:03:20] here in san mateo county. The ariana
[2:03:25] mae hatama foundation has a strong and
[2:03:27] trusted service to our community
[2:03:29] through prior district 5 measure k
[2:03:31] funding in 2020 and 2023, produced
[2:03:38] educational films and documentary that
[2:03:40] select survivors with critical resources.
[2:03:42] this work has reached our residents
[2:03:45] across the county and played an
[2:03:46] important role in breaking the silence
[2:03:49] around intimate partner violence and
[2:03:51] trafficking. This proposal build on
[2:03:53] that foundation, and addresses a clear
[2:03:56] and ongoing need. While awareness and
[2:03:58] prevention are essential, survivors
[2:04:00] also need pathways to independence.
[2:04:01] these pathways that reed to education,
[2:04:04] job skill you and long-term stability.
[2:04:07] this grant does exactly that. Through
[2:04:13] this one-time investment, they will
[2:04:15] establish a scholar endowment to
[2:04:17] provide on going financial support to
[2:04:20] survivors pursuing education. Scholars
[2:04:21] will be made available at our three san
[2:04:27] mateo county college district campuses.
[2:04:30] and partnership with the san mateo
[2:04:32] county office of education to eligible
[2:04:34] high school students across the county.
[2:04:37] this initiative also benefits the
[2:04:40] broader community. When survivors are
[2:04:42] supported in achieving
[2:04:43] self-sufficiency, we see positive
[2:04:45] ripple effects, stronger families,
[2:04:47] reduced strain on social services and
[2:04:52] safer, healthier neighborhoods. I
[2:04:53] respectfully ask for your support in
[2:04:55] approving this item and continuing our
[2:04:56] commitment to helping survivors not
[2:04:59] only escape violence, but bring
[2:05:01] brighter more and secure futures. With
[2:05:03] that, I would like to welcome farzin
[2:05:07] hatami, ceo and co-founder. Of the
[2:05:09] foundation to speak on this item.
[2:05:10] thank you.
[2:05:15] >> supervisor canepa and supervisor corzo,
[2:05:17] you have been very supportive of what we
[2:05:20] have done. It's already been ten
[2:05:21] years. We lost our daughter to
[2:05:26] domestic violence and founded this
[2:05:27] foundation with your support. We have
[2:05:30] produced educational videos and films.
[2:05:32] it's been very well-received.
[2:05:34] actually, office of education san mateo
[2:05:40] county school district is calling it a
[2:05:42] go-to resource for parents and for the
[2:05:44] youth. They are actually using it on a
[2:05:46] regular basis. So it's been very
[2:05:49] well-received. We're building on that
[2:05:54] foundation, and actually creating
[2:05:55] multiple scholars and we have done so
[2:05:58] with private donors almost ten years
[2:05:59] ago. We're modeling this after that
[2:06:01] scholarship, that was done at san francisco
[2:06:04] state university. We have other
[2:06:08] scholarships throughout california.
[2:06:09] these are all four-year colleges. Some
[2:06:11] of the kids, those that have been
[2:06:14] coming to our country through human
[2:06:17] trafficking, they don't even have high
[2:06:18] school education. As you know, there's
[2:06:21] no tuitions or any fees for high
[2:06:24] schools, but this would help them with
[2:06:25] the costs, with the expense where they
[2:06:29] are living. I have been in direct
[2:06:32] contact with dr. Moreno of san mateo
[2:06:40] college district and putting this
[2:06:41] together with your help. At the same
[2:06:43] time, I'm actually having a conference
[2:06:48] call with cfo of san mateo high school
[2:06:52] district. Mr. Hawkins, I believe, this
[2:06:54] thursday, to discuss the logistics of
[2:07:01] these scholarships that we'll do
[2:07:03] together jointly. It's been very
[2:07:05] successful and we're modeling this
[2:07:06] after that. If you need any specifics
[2:07:10] on these programs, I would be more than
[2:07:12] happy to answer your questions. Please
[2:07:15] let me know.
[2:07:16] >> chair?
[2:07:17] >> okay. Thank you.
[2:07:18] >> you know, mr. Hatami, let me just
[2:07:21] thank you. In light of you know your
[2:07:28] daughter's murder at the expense of
[2:07:31] someone, it occurred in daly city, what
[2:07:33] you have been able to do in terms of
[2:07:36] creating a program to really in her
[2:07:41] memory, to uplift people by giving
[2:07:44] people the resources that they need.
[2:07:47] so no other parent has to go through
[2:07:49] what you went through. I mean, I will
[2:07:52] tell you this, you are to me a
[2:07:57] hero. Someone who really just has done
[2:08:00] so much, you know, at san francisco
[2:08:03] state. You have done so much in
[2:08:04] reaching out to community colleges, the
[2:08:07] production of these videos, which are
[2:08:11] widely watched. I just really from the
[2:08:12] bottom of my heart, for what you have
[2:08:15] gone through, and the situation that
[2:08:18] was as a parent, I would never want to
[2:08:20] go through. I mean, it's horrific.
[2:08:23] what you have been able to do with your
[2:08:25] foundation and your board, I just want
[2:08:27] to thank you.
[2:08:28] >> I appreciate your feedback very
[2:08:31] much actually. The whole community
[2:08:33] came to aid us, to help us. We have
[2:08:37] had the support from the district
[2:08:40] attorney's office, from the daly city
[2:08:42] police department, yourselves,
[2:08:44] supervisor corzo, this body. You have
[2:08:46] been extremely helpful to us, and
[2:08:49] you're right, we turn something
[2:08:51] horrible and negative into something
[2:08:54] very positive to honor our daughter and
[2:08:55] help others to prevent this from
[2:08:58] happening again. So I appreciate your
[2:09:01] help, your comments, your feedback.
[2:09:03] it's very powerful, and it's
[2:09:05] encouraging us to do more every day.
[2:09:09] >> thank you. Supervisor speier, I
[2:09:10] believe you have a question.
[2:09:12] >> I did. Mr. Hatami, let me first
[2:09:19] say how much I know that you have had
[2:09:22] much pain associated with the loss of
[2:09:24] your daughter, and the importance of
[2:09:27] creating something that is lasting to
[2:09:30] remember her is something that I
[2:09:33] certainly appreciate. I lost my
[2:09:36] husband many years ago to a driver, who
[2:09:41] had no insurance. So the way I try to
[2:09:44] make it a more positive experience was
[2:09:48] to introduce legislation to require
[2:09:50] everyone carry a minimum amount of auto
[2:09:53] insurance, so that people with
[2:09:54] low-income could at least bury their
[2:09:56] loved ones in a situation like that.
[2:10:00] having said that, I have two questions.
[2:10:03] one is it is said that you are going
[2:10:07] to spend this money between february of
[2:10:11] 26 and may of 26. Looking at your irs
[2:10:17] document, it suggests you have no
[2:10:21] staff. So you are going to expend
[2:10:23] $100,000 in a period of three or four
[2:10:27] months, who is going to make the
[2:10:29] decision as to who is going to get the
[2:10:32] scholarships is my question? And
[2:10:35] secondly, why wouldn't we just have
[2:10:37] this money go directly to the community
[2:10:42] colleges, so they could basically
[2:10:44] distribute the money based on their
[2:10:46] review of who has been a victim of
[2:10:49] domestic violence or sex trafficking?
[2:10:53] >> what I have learned about the
[2:10:55] community colleges with the help of dr.
[2:10:58] moreno, they have established their own
[2:11:01] foundation. And this is at the infancy
[2:11:04] right now. They don't have any major
[2:11:06] donors to actually fund anything. So
[2:11:08] what we have decided that we're trying
[2:11:10] to do, our goal is to have this
[2:11:15] scholarship jointly, this we provide
[2:11:20] half of the money with your support and
[2:11:22] the community college with a selection
[2:11:24] committee that consists of three
[2:11:26] people, one from our foundation and the
[2:11:28] others from the community college. The
[2:11:30] applicants would apply, like we have
[2:11:31] done so, and then they receive the
[2:11:34] scholarship. It's an in the form of
[2:11:36] endowment and the hope is this would
[2:11:39] last forever, because their foundation
[2:11:42] invests this money, and the proceeds
[2:11:44] goes to this. The same thing we're
[2:11:47] establishing with the high school
[2:11:50] district. My discussions with mr.
[2:11:52] hawkins is going to be around that they
[2:11:57] actually provide some of the money and
[2:11:59] we jointly start this process. The
[2:12:01] proceeds on an annual basis goes to a
[2:12:04] number of applicants that they are
[2:12:07] either survivors of domestic violence,
[2:12:10] their children, or human trafficking
[2:12:13] based on their needs whether it's high
[2:12:15] school, two-year college and then
[2:12:17] four-year, we already have in place.
[2:12:19] >> how much is your foundation going
[2:12:23] to contribute to this joint foundation?
[2:12:26] >> we provide half of the money.
[2:12:29] >> well, it appears that your net assets
[2:12:32] you have $156,000.
[2:12:33] >> correct.
[2:12:36] >> so you are going to provide $75,000?
[2:12:40] >> no, we're providing $50,000 to each.
[2:12:42] one is to high school and $50,000 for
[2:12:45] the community colleges, and then with
[2:12:48] their support, we actually established
[2:12:49] this endowment.
[2:12:50] >> and so the $100,000 that measure k
[2:12:52] would be providing is that money, is
[2:12:54] that what you are saying?
[2:12:55] >> that is part of it. That is a big
[2:12:58] part of it. Yes, correct.
[2:13:01] >> okay.
[2:13:02] >> I have a question as well.
[2:13:03] >> yes.
[2:13:04] >> can you please clarify how many
[2:13:07] scholarships this will actually be
[2:13:08] funding?
[2:13:10] >> we're anticipating ten plus on an
[2:13:13] annual basis, based on how the
[2:13:15] foundation of the community colleges,
[2:13:17] and the high schools will deal with the
[2:13:19] money.
[2:13:20] >> and what are the amounts?
[2:13:21] >> sorry?
[2:13:22] >> the amounts of the scholarships?
[2:13:26] >> $100,000 for the high schools, and
[2:13:28] $100,000 for the college, as they
[2:13:30] provide half of the money.
[2:13:32] >> how much will the recipients
[2:13:34] receive, if there's ten per year, how
[2:13:37] much?
[2:13:38] >> it's a range of $1,000 to $2,000 on
[2:13:41] an annual basis or every semester when
[2:13:44] it comes to the two-year colleges.
[2:13:47] >> okay. Do I have any questions from
[2:13:50] my colleagues?
[2:13:51] >> did you say it's a $1,000 to --
[2:13:55] what was that dollar amount?
[2:13:57] >> $1,000 to $2,000.
[2:13:59] >> and there's going to be ten people?
[2:14:01] >> roughly ten.
[2:14:02] >> I'm just trying to make the math
[2:14:04] work. So if that is not $50,000. Is
[2:14:07] what I'm trying to get to.
[2:14:12] >> the endowment is invested by the
[2:14:17] community college foundation that they
[2:14:19] have. The san mateo county community
[2:14:22] college district has their own
[2:14:24] foundation and this is going to be part
[2:14:26] of the bigger investment that they
[2:14:28] have. The proceeds is going to be
[2:14:30] given to the kids on an annual basis,
[2:14:33] whether it's every semester, or one
[2:14:34] time.
[2:14:35] >> okay.
[2:14:37] >> supervisor canepa.
[2:14:38] >> I just really want to thank you for
[2:14:41] the work. You know, my understanding,
[2:14:44] is around a lot of these dollars;
[2:14:47] right? There are people who need
[2:14:51] resources outside of just going to
[2:14:53] school. So some of the scholarships,
[2:14:55] and I have worked with dr. Moreno on
[2:14:57] some of this is whether what do you do
[2:15:01] if you need books? What do you do if
[2:15:05] you need chrome books? What do you do
[2:15:08] if you need some help, if their food
[2:15:09] insecure?
[2:15:10] >> yes.
[2:15:11] >> so I sort of look at this, you
[2:15:14] know, we made investments in foster
[2:15:18] care, I look at this as sort of an
[2:15:20] investment in people and making sure
[2:15:21] that people who have gone through
[2:15:25] something that is extraordinarily
[2:15:27] horrific, that we show empathy and the
[2:15:33] empathy that we're able to provide for
[2:15:34] them in their time of need. I will say
[2:15:37] this, I do like the approach of having
[2:15:39] a board of directors or three people
[2:15:43] doing it an analysis. You may not have
[2:15:45] all of the answers today, but what your
[2:15:50] proven track record has shown me
[2:15:53] clearly you have been able to perform
[2:15:55] and you have been able to help a lot of
[2:15:57] people. So I just really want to thank
[2:16:01] you, and I think what you have done to
[2:16:04] uplift people is really something
[2:16:06] special. So thank you.
[2:16:07] >> again, I appreciate that. You're
[2:16:10] right, we have a pretty good track
[2:16:12] record. We're not going to screw it up
[2:16:14] here. Another point of reference that
[2:16:15] I have actually bragged about to this
[2:16:18] body before, we don't have any overhead
[2:16:22] in our foundation. Nobody gets paid.
[2:16:25] everybody is a volunteer. The only
[2:16:28] overhead we have is the insurance that
[2:16:31] is mandatory and we have to process and
[2:16:35] the cost of credit card processing that
[2:16:37] donors provide on our website and web
[2:16:40] hosting. So 99.5% of what you provide
[2:16:43] goes to the program.
[2:16:44] >> thank you. I believe supervisor
[2:16:47] mueller had some comments.
[2:16:48] >> so I know it's clear between you
[2:16:51] guys. It's not totally clear to me
[2:16:53] right now. Can I make a suggestion
[2:16:55] that I don't want -- my suggestion
[2:16:58] would be that there seems to be
[2:17:00] someone missing that is dr. Moreno,
[2:17:02] that this come back with him present to
[2:17:06] talk to us. Her. Excuse me. With her
[2:17:09] back to talk to us.
[2:17:11] >> I'm going -- I'm going to make the
[2:17:13] motion to move the item. And so I
[2:17:16] wouldn't mind -- I think your
[2:17:18] suggestion is a good suggestion. I do
[2:17:21] think that conversation can take place.
[2:17:23] I can see if mr. Hatami didn't have a
[2:17:28] sort of record of success and
[2:17:31] performance, our staff has evaluated
[2:17:34] all of the criteria. The staff has
[2:17:36] allowed us to move this forward through
[2:17:39] the county attorney's office. So I
[2:17:42] have no issue with moving this item
[2:17:45] forward.
[2:17:46] >> thank you. I would like to before
[2:17:48] I ask for a second, I would also like
[2:17:52] to say that just very honestly, I have
[2:17:54] some concerns about the performance
[2:17:56] measures for this item as well. My
[2:17:58] understanding is that this is an
[2:18:00] endowment, and that the scholarship
[2:18:03] funds actually get to recipients are
[2:18:06] just the capital gains, and not the
[2:18:10] full $100,000. So I'm not comfortable
[2:18:12] with the amount of time that it would
[2:18:14] take for survivors to actually get
[2:18:19] these scholarships. So having said
[2:18:20] that, is there a second on this item?
[2:18:27] >> motion dies.
[2:18:28] >> so are we taking a vote on this --
[2:18:31] bifurcating and taking a vote on this
[2:18:33] one first?
[2:18:34] >> well, there was a motion on this
[2:18:36] already.
[2:18:37] >> okay.
[2:18:39] >> we haven't taken public comment on
[2:18:40] anything yet.
[2:18:41] >> we're going to take public comment
[2:18:45] on all three.
[2:18:47] >> we don't have any speaker cards in
[2:18:50] chambers, so we'll go ahead to zoom for
[2:18:52] comments.
[2:18:53] >> thank you, at this time we're
[2:18:54] taking comments for items 4, 5 and 6.
[2:18:57] so please, go ahead and raise your hand
[2:18:59] in zoom, if you have comment for those
[2:19:01] three items. Again, this is for
[2:19:04] district measure k items district 2,
[2:19:10] district 4, and district 5. We have
[2:19:12] three hands raised at this time.
[2:19:17] catherine carter, followed by sabrina.
[2:19:21] please unmute and begin.
[2:19:24] >> catherine carter one of the people
[2:19:29] to recess aggrievances. Any money that
[2:19:31] goes to any group, in particular the
[2:19:35] gentleman just spoke, the tragedy was
[2:19:37] due it a lack of moral underpinning the
[2:19:42] perpetrator on his child. So education
[2:19:46] of any kind any kind of services is
[2:19:49] defined as this within the meeting of
[2:19:51] statute relative to the powers, and
[2:19:55] duties of guardians. This term
[2:20:01] comprehends, and merely the instruction
[2:20:04] received at school or college the whole
[2:20:07] course of training, moral, intellectual
[2:20:10] and physical, education particularly
[2:20:13] directed to the physical powers and
[2:20:16] faculties, but it's broadest in the
[2:20:18] best sense relates to them all and
[2:20:20] that is a component of our republican
[2:20:24] form of government where we're
[2:20:25] guaranteed that john adams said, it
[2:20:27] makes no sense to anyone, but religious
[2:20:30] and moral men. So morality has got to
[2:20:33] be part of this, and that has to do
[2:20:36] with restoring our republican form of
[2:20:39] government. Otherwise, the whole thing
[2:20:40] is void and it just recycled licentious.
[2:20:46] >> thank you, catherine. We'll now go
[2:20:50] to sabrina, followed by michelle steven
[2:20:52] and again, this is reminder this is for
[2:20:55] items 4, 5 and 6 and to identify the
[2:20:58] item you are speaking on. Please
[2:21:00] unmute and begin.
[2:21:01] >> this is for all items. I come as one
[2:21:04] of the people holding all political
[2:21:08] power and invoking my -- california
[2:21:11] constitution and I instruct you not
[2:21:13] to interrupt or deprive me of my
[2:21:15] constitutional right of grievance.

[2:21:23] general diffusion of knowledge and

[2:21:34] preservation.
[2:21:36] >> unless you have comments to the
[2:21:39] item, you will --
[2:21:40] >> shut up -- you don't have the right
[2:21:42] to interrupt.
[2:21:45] >> please mute. Acceptable to mute?
[2:21:47] >> yes.
[2:21:49] >> okay. We will be -- we'll go to
[2:21:52] next speaker.
[2:21:53] >> yes.
[2:21:54] >> we'll now go to actually let's see
[2:22:00] michelle stevens. Please unmute and
[2:22:07] begin.
[2:22:15] >> hello board. I just -- one of the
[2:22:18] people -- I do want to let you guys
[2:22:20] know, I know that you all probably feel
[2:22:23] like we're against you when we come to
[2:22:26] you with constitution. But we're not.
[2:22:28] we're really for you. We want a good
[2:22:32] government. We want our government to
[2:22:36] abide by their powers. You just went
[2:22:38] and changed the rule just then on a
[2:22:41] whim. You all are so unconstitutional
[2:22:48] to deny someone to be able to redress
[2:22:54] grievance is unconstitutional. I do
[2:22:57] implore you all go back to the
[2:23:01] constitution and you can do go work
[2:23:03] through the constitution.
[2:23:05] >> please direct your comments to the
[2:23:07] agenda item.
[2:23:09] >> you can do good work through the
[2:23:11] constitution. I want
[2:23:15] every board across the nation to do
[2:23:16] good.
[2:23:22] but they have to do it by the
[2:23:24] constitution.
[2:23:25] >> you can't do what you want to do.
[2:23:27] >> again, madam president, this
[2:23:28] comment doesn't pertain to any of the
[2:23:31] three agenda items under consideration
[2:23:32] right now.
[2:23:33] >> and what was said -- it does go
[2:23:36] along with what was said.
[2:23:38] >> ms. Stevens.
[2:23:39] >> I lost my daughter due to covid.
[2:23:41] I know the pain of losing someone and
[2:23:45] you all can make a difference, but
[2:23:47] everything you are doing right now is
[2:23:49] null and void. Go back to the
[2:23:53] constitution, please, and be a good
[2:23:55] leader, not a bad one. Thank you for
[2:23:57] letting me speak.
[2:23:58] >> thank you, just a reminder, please
[2:24:00] do speak to the items that are before
[2:24:03] you, and adhere to the time on the
[2:24:05] screen, which is one minute and 30
[2:24:07] seconds at this time. We'll now go to
[2:24:12] aaron blum and ms. President, we have
[2:24:14] two additional speakers.
[2:24:16] >> as a reminder if we see five hands
[2:24:20] up, then it is one minute for the
[2:24:22] speakers. I think at this point we
[2:24:24] have passed five. But because that
[2:24:27] wasn't clear, let's keep it at one
[2:24:29] minute and 30 seconds just going
[2:24:31] forward, please be more mindful of that.
[2:24:36] >> okay, great. Aaron, please unmute
[2:24:37] and begin.
[2:24:38] >> good morning, I don't have anything
[2:24:39] to contribute on this item. I'm just
[2:24:43] observing. Thank you.
[2:24:45] >> thank you. We'll now go to bruce
[2:24:51] johnson. Please unmute. Looks like
[2:24:56] bruce dropped off.
[2:24:57] >> is that all of the public comment?
[2:24:59] >> yes, that concludes all public
[2:25:00] comment.
[2:25:04] >> thank you. We'll return to the
[2:25:05] board. I believe there was one motion
[2:25:07] made. I did not hear a second. So
[2:25:11] that motion does not move forward.
[2:25:14] >> great, thank you so much. Mr.
[2:25:19] hatami, I want to thank you for being
[2:25:21] here and I appreciate your comments.
[2:25:23] sometimes things don't work out what
[2:25:27] you planned, but at the end of the day,
[2:25:29] we all have to live with our conscience
[2:25:31] and decision. Thank you for showing
[2:25:33] up, okay.
[2:25:34] >> can I make a comment?
[2:25:36] >> supervisor gauthier.
[2:25:38] >> because supervisor mueller also
[2:25:40] said can we bring this back with
[2:25:43] additional support? I think there are
[2:25:45] just a few questions. This is your
[2:25:47] measure k dollars and it's on a
[2:25:51] reimbursement model. So I don't
[2:25:52] understand -- I don't think that you
[2:25:53] get the money right away, but I think
[2:25:55] there was some additional questions.
[2:25:57] so instead of it allowing it to die, I
[2:26:00] would recommend that we invites ms.
[2:26:06] moreno back for an understanding what
[2:26:11] this item is back. Is that okay with
[2:26:12] you?
[2:26:13] >> I'm okay with that. I have been on
[2:26:16] the board nine years and if this board
[2:26:18] chooses to bring it back with ms.
[2:26:21] moreno, I'm more than willing to do
[2:26:22] that.
[2:26:24] >> I don't want the item to die.
[2:26:27] >> it's his discretionary district
[2:26:29] funds and I asked for it to try to be
[2:26:31] helpful, but it's not my measure k
[2:26:33] item. So I can't compel it be brought
[2:26:35] back.
[2:26:36] >> can we bring it back?
[2:26:37] >> so I just want to add that some of
[2:26:40] the concerns I had again were it is an
[2:26:44] endowment. How exactly how much is
[2:26:48] going to survivors, and when would be
[2:26:52] very helpful. So you know, I think for
[2:26:57] us, we are a board that wants to help
[2:27:01] survivors, but if my understanding is
[2:27:04] correct, this $100,000 would sit in an
[2:27:08] endowment fund and only the capital
[2:27:10] gains would go out on a yearly basis.
[2:27:13] so that would take how many years to
[2:27:15] fully get out to the community, the
[2:27:19] full $100,000? If I'm not correct, I
[2:27:21] think dr. Moreno could potentially
[2:27:24] clarify that for us. And so I am
[2:27:27] completely open to this item coming
[2:27:29] back as well with more clarity, and
[2:27:34] better performance measures.
[2:27:35] >> I guess I would say in fairness,
[2:27:38] probably would have been incumbent on
[2:27:41] me to have better kind of anticipated
[2:27:42] what some of the questions might have
[2:27:44] been. So we could, if supervisor
[2:27:46] canepa wanted us to certainly work
[2:27:49] with the staff to better vet out some
[2:27:51] of these things that frankly, I should
[2:27:53] have caught ahead of time to avoid some
[2:27:55] of this conversation.
[2:27:57] >> and I appreciate it, john. You are
[2:27:59] not responsible. I'm sorry. I
[2:28:02] appreciate you taking accountability.
[2:28:05] so my thought on this is we should
[2:28:08] probably bring it back, but for you to
[2:28:10] sort of lay on the sword on an issue
[2:28:13] that was fully vetted through your
[2:28:15] staff, while appreciated, it was
[2:28:16] unnecessary. So thank you.
[2:28:17] >> well, in any event, we'll work with
[2:28:20] staff. Madam president we'll work with
[2:28:24] supervisor canepa's staff to vet out
[2:28:25] the issues and have it better prepared
[2:28:26] for you all.
[2:28:27] >> thank you. Regarding measures --
[2:28:30] I'm sorry, regarding item 4, and 5, we
[2:28:36] need to vote on those. No. 4 was the
[2:28:44] empowerment through action grant
[2:28:45] through district 2. Do I have a motion
[2:28:47] to approve this item?
[2:28:48] >> so moved.
[2:28:50] >> thank you. Motion by gauthier. Do
[2:28:52] I have a second?
[2:28:53] >> I'll second it.
[2:28:55] >> second by mueller, roll-call vote,
[2:28:56] please.
[2:28:57] >> supervisor speier?
[2:28:58] >> aye.
[2:28:59] >> supervisor mueller?
[2:29:00] >> yes.
[2:29:01] >> supervisor gauthier?
[2:29:02] >> yes.
[2:29:03] >> supervisor canepa?
[2:29:04] >> no.
[2:29:05] >> president corzo?
[2:29:06] >> yes.
[2:29:07] >> motion passes.
[2:29:08] >> okay. And moving on to item 5,
[2:29:12] which is $30,000 to casa circulo
[2:29:17] for their center for their
[2:29:18] participation in the center of
[2:29:20] creativity. Is there a motion to
[2:29:22] approve this item?
[2:29:23] >> so moved.
[2:29:24] >> thank you. Supervisor gauthier
[2:29:26] with the motion. Is that a second?
[2:29:27] >> I'll second it.
[2:29:29] >> second by mueller, roll-call vote,
[2:29:30] please.
[2:29:31] >> supervisor speier?
[2:29:32] >> aye.
[2:29:33] >> supervisor mueller?
[2:29:34] >> yes.
[2:29:35] >> supervisor gauthier?
[2:29:36] >> yes.
[2:29:37] >> supervisor canepa?
[2:29:38] >> no.
[2:29:39] >> president corzo?
[2:29:40] >> yes.
[2:29:41] >> motion passes.
[2:29:44] >> okay, thank you. We're now moving
[2:29:49] onto item no. 11. And I'm happy to
[2:29:54] introduce this item. This item is the
[2:29:59] official 2026 board of supervisors'
[2:30:03] committee assignments. And the action
[2:30:04] on this item would be to accept the
[2:30:08] 2026 board of supervisors' committee
[2:30:10] assignments that the board president,
[2:30:15] aka I, put together with input from all
[2:30:21] supervisors. And just for some
[2:30:24] context each year the board president
[2:30:26] is tasked with assigning supervisors to
[2:30:28] represent the board, and this county on
[2:30:30] various boards, commissions and
[2:30:33] committees, as well as being liaisons
[2:30:36] to many of our committees/ commissions.
[2:30:44] this list is approved on the civil war.
[2:30:45] I have pulled it because I would like
[2:30:47] to share some of the process that I
[2:30:50] went through in making these
[2:30:55] assignments. And while we may make
[2:30:58] some small adjustments I want the board
[2:31:00] to be fully informed of the many hours'
[2:31:02] of research and consideration that has
[2:31:04] gone into making this list. So last
[2:31:07] november in anticipation of becoming
[2:31:10] board president, I reached out to each
[2:31:13] supervisor to and requested that they
[2:31:17] submit requests for assignments, any
[2:31:22] time conflicts, which were important
[2:31:23] and relevant to their district and
[2:31:26] other information for consideration. I
[2:31:28] was hoping to get comprehensive and
[2:31:32] nuanced input, and we then took this
[2:31:36] information along with every single
[2:31:38] committee assignment on the list, and
[2:31:42] created a spreadsheet to create a time
[2:31:44] audit of how many hours per month each
[2:31:49] supervisor was required -- was required
[2:31:52] of each supervisor for their current
[2:31:54] meeting assignments. And so with the
[2:31:57] goal of ensuring that there's an
[2:32:01] equitable distribution of time, so that
[2:32:04] no one supervisor has, you know, 20,
[2:32:07] 30, 40 plus hours of work, while
[2:32:10] another has 10. And so not all
[2:32:13] committee assignments require the same
[2:32:14] amount of time and attention. Some are
[2:32:17] just two meetings a year. Some are two
[2:32:20] or more per month, and to my
[2:32:24] understanding this time audit has never
[2:32:25] been done in this way, and I think it
[2:32:30] was very informative. And it is a tool
[2:32:32] that I hope will be used in the future
[2:32:35] just so that any future board
[2:32:37] presidents can have this information at
[2:32:41] the ready for when they make their
[2:32:45] decisions about assignments. So my
[2:32:47] team and I analyzed the number, length
[2:32:49] and frequency of meetings each year,
[2:32:52] how many evening meeting each would
[2:32:55] get? Stipend amounts for certain
[2:32:57] assignment, and other considerations.
[2:32:58] and there was a lot of balance that
[2:33:01] went into this. And no one supervisor
[2:33:04] not even myself got every single thing
[2:33:06] that I wanted on my list. And so I --
[2:33:11] my team and I really did our best to
[2:33:14] attempt to spread the work equitably
[2:33:18] while making sure that no one
[2:33:20] supervisor carries a load heavier than
[2:33:27] another. And with that, I want to end
[2:33:30] by saying that it's not possible for
[2:33:32] each supervisor to get every single
[2:33:34] assignment that they want, but it is my
[2:33:39] goal that every single one of us has
[2:33:45] assignments that meet their needs in
[2:33:47] terms of topics that they are
[2:33:48] passionate about, that they can
[2:33:52] contribute significantly on, and that
[2:33:53] they are proud to represent the county
[2:33:56] on. And so with that, I'm happy to
[2:33:59] take any comments from supervisors.
[2:34:03] supervisor mueller.
[2:34:05] >> so thank you, president corzo. So
[2:34:07] the first thing I want to say is
[2:34:10] regarding the revisions that came out
[2:34:14] from the first draft to last night. I
[2:34:18] had actually received a call from
[2:34:20] senior board member at peninsula clean
[2:34:22] energy, who asked me to come back,
[2:34:25] because I had been there two years
[2:34:27] prior. I also know that it isn't
[2:34:31] entirely convenient for supervisor
[2:34:34] canepa. So I appreciate that revision
[2:34:36] to the item and I'm happy to be coming
[2:34:40] back on peninsula clean energy. I also
[2:34:42] want to thank supervisor gauthier. I
[2:34:46] was very interested in the services
[2:34:49] council and grateful to see that added
[2:34:52] to my list, but I know that was
[2:34:54] something that was probably hard to let
[2:34:58] go for supervisor gauthier who did good
[2:35:03] work and I appreciate that. And the
[2:35:04] revision that I would like to go ahead
[2:35:07] and make in the meeting I served on the
[2:35:11] health plan of san mateo three years
[2:35:13] and welcomed being joined by supervisor
[2:35:16] speier there. I know how much she
[2:35:19] contributes to that, and how much she
[2:35:21] is valued there. So I'm happy to go
[2:35:24] ahead and offer at this point my board
[2:35:27] seat at the health plan of san mateo to
[2:35:30] supervisor speier and balance the work,
[2:35:32] take -- excuse me, the transportation
[2:35:36] authority, if she so is willing. All
[2:35:40] that being said, I would say to my
[2:35:43] colleagues, I'm very happy with the
[2:35:44] list, if all of that works out to do
[2:35:47] the work. I did want to note that next
[2:35:50] year, I probably will be looking for
[2:35:52] some changes, because I will have 12
[2:35:54] out of 17 of my committees that will be
[2:35:58] meeting at night. But my staff and I
[2:36:01] are up to the challenge of that, and we
[2:36:04] love our committee assignments.
[2:36:06] something very unusual about district 3
[2:36:07] is I have a number of committees that
[2:36:12] require I be on them and all of them
[2:36:14] meet at night. So when we add to it,
[2:36:16] it adds to what we're doing. But
[2:36:19] nonetheless, if supervisor speier, if
[2:36:20] you are open to that? So we'll go ahead
[2:36:23] and offer that change now that I will
[2:36:26] be taking the transportation authority
[2:36:28] and giving up health plan of san mateo.
[2:36:31] I appreciate the work that went into
[2:36:35] this and your office is pulling
[2:36:38] together, supervisor corzo.
[2:36:40] >> I think supervisor speier is amenable
[2:36:45] to that change. I honestly am not happy
[2:36:48] for you that you have so many night
[2:36:50] meetings. That is what I was trying to
[2:36:52] avoid for every single supervisor, but
[2:36:53] if you are willing to make that
[2:36:56] sacrifice, I will not stand in your way.
[2:36:57] >> we love the work. So we really do
[2:37:00] love the subject matter work we're
[2:37:05] getting. So happy to do it. Next
[2:37:08] year, we'll figure it out.
[2:37:09] >> thank you. Any other comments?
[2:37:11] >> yes.
[2:37:12] >> supervisor speier?
[2:37:13] >> thank you. I would hope that as we
[2:37:15] think about this in the future, it is
[2:37:24] advantageous for us to serve on these
[2:37:26] committees for more than one year. I
[2:37:29] was being removed from committees that
[2:37:30] I only served a year and I don't think
[2:37:32] that is in the best interest of our
[2:37:36] communities or the organizations on
[2:37:39] which we serve. So I'm delighted to be
[2:37:42] restored to the health plan of san
[2:37:44] mateo. I appreciate the fact that I
[2:37:46] have been restored to the child-care
[2:37:50] partnership council. As you know,
[2:37:52] child-care is a very passionate issue
[2:37:56] for me. I would like to point out
[2:37:59] however, excuse me, that you have
[2:38:00] placed me on the behavioral health
[2:38:03] commission, which meets at the same
[2:38:06] time as the samtrans board meetings.
[2:38:07] so that is a conflict. And I would not
[2:38:11] be able to do that obviously. So that
[2:38:14] would have to be taken on by someone
[2:38:17] else.
[2:38:19] >> let me interrupt you for a quick
[2:38:21] second. So I actually served on the
[2:38:24] behavioral health commission for one
[2:38:26] year my first year, and last year
[2:38:29] actually I had three conflicting
[2:38:36] meetings at the same time the entire
[2:38:39] year and behavioral health allows you
[2:38:41] to send one of your staff in your
[2:38:43] place. So I'm hopeful that you can
[2:38:45] make it work.
[2:38:46] >> that is fine. That is fine. I
[2:38:51] understand that supervisor canepa would
[2:38:52] prefer not to be on first five, is that
[2:38:55] correct? So that was a committee
[2:38:57] assignment that I had, and I will be
[2:38:59] happy to take that back.
[2:39:05] >> could I ask then if supervisor
[2:39:08] canepa is losing peninsula -- had lost
[2:39:10] peninsula clean energy yesterday and
[2:39:16] first five taken away?
[2:39:17] >> let me speak to a little bit of
[2:39:20] first five. I didn't want to bring
[2:39:22] this up, but I'm going to have to bring
[2:39:25] it up. In terms of child-care, I'm
[2:39:29] literally the only provider. My wife
[2:39:35] works different hours and there's
[2:39:36] certain things that I have to do. The
[2:39:39] reason I choose the -- and supervisor
[2:39:41] speier, thank you, the 4:00 p.m. To
[2:39:47] 6:00 p.m., I literally pick up my son
[2:39:49] every day. I don't have the opportunity
[2:39:51] to do night meetings. You have put me
[2:39:53] with the most meetings that is fine. I
[2:39:56] have 12. A lot of people have 8-9
[2:40:03] a lot of people can do nights and I just
[2:40:06] can't. So thank you, supervisor speier
[2:40:08] for taking it. It would be rather
[2:40:10] ironic for me to take first five,
[2:40:13] really to be quite frank with you, I
[2:40:16] have my son. He is 8 years old. If he
[2:40:19] was older maybe I could get away with
[2:40:22] it, but I provide his child-care.
[2:40:27] child-care is expensive at night and
[2:40:30] I'm sorry I can't do it.
[2:40:32] >> it actually meets at 3:00
[2:40:35] we don't even appoint -- it come out of
[2:40:37] one shoreline. So the board from one
[2:40:39] shoreline will identify who will
[2:40:43] represent san pesquito creek and maybe
[2:40:44] there is someone else on the board.
[2:40:46] >> thank you. I appreciate that
[2:40:47] clarification.
[2:40:50] >> so my concern, and as I stated
[2:40:54] before, I put a lot -- my team and I
[2:40:56] put a lot of thought into balancing
[2:40:59] time, and first five was one that you
[2:41:02] were given because you needed to have
[2:41:05] another assignment. So you would have
[2:41:07] about the same amount of time as every
[2:41:10] other supervisor. That is very
[2:41:12] important to me as president. While
[2:41:15] your list may be a little bit longer
[2:41:17] many of the items on your list meets once
[2:41:19] a year, maybe twice a year. So in
[2:41:23] terms of per month hourly commitments,
[2:41:26] you actually have less than most other
[2:41:31] supervisors. And -- I'm not done.
[2:41:32] >> okay.
[2:41:33] >> I want to just say that many of us
[2:41:36] have served on city councils while
[2:41:38] raising young children. So I don't
[2:41:41] think that any one here is not
[2:41:45] sympathetic to your situation. We want
[2:41:47] to be -- and are a family-friendly
[2:41:51] board. That being said, you know as
[2:41:54] someone who raised a young child while
[2:41:57] serving on a school board that met at
[2:41:58] night, there are ways to make that
[2:42:01] work. We are pretty decently paid on
[2:42:03] this board, and I don't think that any
[2:42:05] supervisor should be exempt from having
[2:42:09] at least one night meeting. And so I
[2:42:12] would ask the rest of the board to
[2:42:15] consider that, and you know, being that
[2:42:18] you have concerns about young children,
[2:42:19] I would say why not take that to first
[2:42:22] five and support that commission?
[2:42:24] >> great. May I speak? Supervisor
[2:42:26] speier, if you are happy to take it,
[2:42:29] that would really be great for me. I
[2:42:30] just --
[2:42:31] >> I think we need to accommodate each
[2:42:34] other. I'm happy to take it.
[2:42:35] >> thank you.
[2:42:36] >> there is one thing missing from my
[2:42:38] list and that is the home for all
[2:42:43] steering committee. I see as gone
[2:42:45] away, but I would like to place home
[2:42:49] for all steering committee back on my
[2:42:50] list as well.
[2:42:51] >> my understanding that was disbanded.
[2:42:54] >> that was hope -- the steering
[2:42:58] committee is still meeting. We had a
[2:43:00] meeting in december.
[2:43:02] >> through the chair?
[2:43:04] >> so you have been on that one, I
[2:43:06] think that is okay. That does put you
[2:43:08] at more hours and again supervisor
[2:43:11] canepa is now at less hours. This is
[2:43:13] what I was hoping to avoid.
[2:43:14] >> through the chair?
[2:43:16] >> because we're making changes on the
[2:43:19] spot, that are impacting the equitable
[2:43:23] distribution of work amongst our board.
[2:43:24] >> through the chair, I think I have
[2:43:26] the solution. If it's okay with ms.
[2:43:30] speier, I can take the behavioral
[2:43:33] health commission off your plate. If
[2:43:35] that is okay with you? That is sort of
[2:43:38] evens it out, if you are okay with
[2:43:39] that? Okay.
[2:43:40] >> I do want to say just one thing.
[2:43:43] so I appreciate where we're going to
[2:43:45] land this year and no point to keep
[2:43:47] going over it. Next year, supervisor
[2:43:51] canepa, I do empathize with supervisor
[2:44:00] corzo with a child is making night
[2:44:05] meetings work. So next year when we
[2:44:07] make assignments, should you be here, I
[2:44:09] do think it's going to be something
[2:44:12] that we look at.
[2:44:16] >> okay. So just for the sake of
[2:44:18] clarity, shall we go through the list
[2:44:21] of changes that we have made?
[2:44:23] >> staff, did you document the changes?
[2:44:25] >> I think we probably need to recap
[2:44:28] them, just to make sure all of us are
[2:44:30] in the same place.
[2:44:34] >> so behavioral health commission
[2:44:36] from supervisor speier to supervisor
[2:44:39] canepa. First five goes from
[2:44:41] supervisor canepa back to supervisor
[2:44:42] speier.
[2:44:48] all manage, I lost the other one.
[2:44:50] >> health plan of san mateo. Health
[2:44:55] plan of san mateo going to supervisor
[2:44:58] speier.
[2:44:59] >> that is right.
[2:45:00] >> we added home for all steering
[2:45:02] committees back to mine.
[2:45:03] >> and home for all is
[2:45:07] back to supervisor gauthier.
[2:45:17] and let's see, I think those are the
[2:45:25] changes. Was that clear?
[2:45:26] >> yes.
[2:45:28] >> madam president, I think I'm
[2:45:30] tracking. I just want to make sure, so
[2:45:33] we can reflect the documents correctly.
[2:45:36] behavioral health commission is with
[2:45:38] supervisor canepa at this point. First
[2:45:41] five is with supervisor speier, health
[2:45:45] plan of san mateo with supervisor
[2:45:49] speier, pce is with supervisor mueller.
[2:45:51] home for all is with supervisor
[2:45:54] gauthier.
[2:45:55] >> and transportation authority is
[2:45:57] with supervisor mueller.
[2:45:58] >> transportation authority with
[2:46:00] supervisor mueller. Thank you. Those
[2:46:02] are all of the changes from the
[2:46:05] document that has been posted and we'll
[2:46:07] make sure those changes get reflected
[2:46:09] in the final document.
[2:46:11] >> okay. And I believe we still need
[2:46:13] a vote on this. Or are we bringing it
[2:46:15] back?
[2:46:16] >> I think we're ready for a vote. I
[2:46:19] am just trying to recall, did we take
[2:46:23] public comment on this matter.
[2:46:25] >> I don't think so. So public
[2:46:26] comment, please.
[2:46:27] >> I don't have any speaker card for
[2:46:30] chambers, so we'll go to zoom. We're
[2:46:32] now taking public comment or item 11 on
[2:46:34] zoom. We have three hands raised.
[2:46:38] sabrina, followed by michelle stevens.
[2:46:40] please unmute and begin.
[2:46:41] >> I come as one of the people to
[2:46:46] address political power.
[2:46:47] congratulations on competing another
[2:46:50] felony and article 1 of the
[2:46:52] constitution and instructing not to
[2:46:54] interrupt me for deprive me. It's
[2:47:01] repugnant to the constitutions and making
[2:47:02] null and void with deprivation of
[2:47:06] inalienable rights the constitution.
[2:47:07] you rubber-stamp these issues and it
[2:47:09] will be seen along with the other
[2:47:12] questionable funding and
[2:47:13] non-governmental organizations you and
[2:47:14] your private partners would act as your
[2:47:17] agent. There's no possible deniability
[2:47:18] as you are knowingly and willfully
[2:47:22] complicit in this malfeasance. Thank
[2:47:24] you.
[2:47:26] >> thank you, we'll now go to michelle
[2:47:28] stevens, and madam president, we're at
[2:47:31] four hands raised including the speaker
[2:47:33] that just spoke. So we'll keep it a
[2:47:37] minute-and-a-half unless a fifth person
[2:47:38] or more joins.
[2:47:42] >> I think because of the first
[2:47:45] person, we should continue with this
[2:47:46] item to be fair.
[2:47:52] >> hello, I come to you as one of the
[2:47:54] people, no. 1 thing on the
[2:47:55] agenda is that you are trying to
[2:47:57] time me out. And that is
[2:48:00] unconstitutional. No. 2 on the agenda
[2:48:03] is you're spending all of this money
[2:48:05] and what? You think it's just
[2:48:07] affecting that one area? You think it
[2:48:12] just affects california? It doesn't.
[2:48:14] the more money you all funnel, the more
[2:48:16] money you all waste. The more money our
[2:48:19] taxes goes up across the nation. What
[2:48:23] you do and what you say with the power
[2:48:28] that you have affects everyone. I am
[2:48:33] here to calmly remind you swore an oath
[2:48:37] to the constitution, not to an ngo, not
[2:48:39] to a friend, not to anything else, but
[2:48:43] the constitution. And I implore you to
[2:48:46] please stick to the constitution,
[2:48:49] because when you don't, all you do is
[2:48:51] set people up for failure, including
[2:48:54] yourself. Thank you for letting me
[2:48:56] speak.
[2:48:57] >> I'm going to give a gentle reminder
[2:48:59] to the speakers to please make your
[2:49:02] comments relevant to the agenda item.
[2:49:04] the current agenda item are 2026 board
[2:49:08] of supervisors' committee assignments.
[2:49:10] thank you.
[2:49:11] >> thank you. We'll go to cid young,
[2:49:14] followed by pat w. Please unmute and
[2:49:18] begin.
[2:49:21] >> thank you. I guess all of this
[2:49:26] juris people get to talk. What I
[2:49:27] really wanted to talk was on the agenda
[2:49:31] item. I really want to appreciate the
[2:49:33] fact that you put ray mueller on --
[2:49:39] sorry, emergency services council
[2:49:41] group, because in the past, they
[2:49:44] haven't had anybody who represents
[2:49:47] mid-coast on that group. The county is
[2:49:55] unincorporated, and we don't get a seat
[2:49:58] at that table usually. It's the 20
[2:50:02] city and the most important thing they
[2:50:04] did last year was the april meeting had
[2:50:10] the ai emergency evacuation. That
[2:50:12] never really got discussed once it left
[2:50:15] the emergency services council, and
[2:50:18] they never really brought it to the
[2:50:23] coast side. Captain of the sheriff's
[2:50:27] department didn't bring it to the pcc.
[2:50:30] >> please wrap up, cid, you are over
[2:50:32] time.
[2:50:33] >> I'm sorry, everybody else has to
[2:50:36] talk about
[2:50:43] non-agenda items and to would be nice
[2:50:45] to have someone on the committee who
[2:50:47] mos what the mid coast committee is all
[2:50:48] about.
[2:50:49] >> thank you. Pat w, followed by
[2:50:51] bruce. Pat, please unmute and begin.
[2:50:59] >> thank you, I believe many of the
[2:51:03] board of supervisors know that I spend
[2:51:05] a lot of time doing volunteer --
[2:51:12] volunteering on behavioral health
[2:51:13] services committees.
[2:51:26] attending many hrs committees and
[2:51:27] happy to hear mr. Canepa has taken up
[2:51:31] the gauntlet again. I think it's
[2:51:34] helpful to have consecutive years with
[2:51:38] the same supervisor, as much as I miss
[2:51:41] noelia corzo, being on the behavioral
[2:51:46] health services commission because of
[2:51:49] family experiences and so forth. And
[2:51:55] jackie ragona a friend of mine attended
[2:52:01] those meetings and happy to see that
[2:52:06] mr. Canepa has signed up again. Thank
[2:52:07] you.
[2:52:09] >> thank you. Bruce, please unmute
[2:52:10] and begin.
[2:52:11] >> hello, board. Thank you for the
[2:52:16] mic. Bruce johnson coming to you,
[2:52:28] jurisprudence one of the people and all
[2:52:30] of the lovely people out there; right?
[2:52:33] so it's important. You know, we got
[2:52:36] to equal protection here, 14th
[2:52:38] amendment, article 1, section 7
[2:52:41] california constitution guarantees
[2:52:42] equal protection of the laws that
[2:52:45] requires you guys to act through
[2:52:48] neutral
[2:52:49] >> plus, please speak on the agenda
[2:52:50] all right.
[2:52:51] >> yeah. This does apply to this,
[2:52:56] when you guys make decisions, you guys
[2:52:58] need to apply equal protection; right?
[2:53:03] thank you. Use the constitution, you
[2:53:09] know? To make sure and crack the bible
[2:53:12] open, too, it might help you. Thank
[2:53:13] you.
[2:53:14] >> thank you. No further comments,
[2:53:15] madam president.
[2:53:17] >> okay. Bringing it back to the
[2:53:19] board for final discussion. I just
[2:53:22] wanted to add some thoughts on this as
[2:53:26] well. In our time audit, we also took
[2:53:30] the time to go to every committee
[2:53:34] assignment that had an official website
[2:53:37] and review minutes, and I just want to
[2:53:39] say that it is expected that
[2:53:41] supervisors who are assigned to
[2:53:43] committees at least make half of the
[2:53:45] meetings. And so it is something that
[2:53:48] we will be reviewing on a regular
[2:53:51] basis. I understand things happen, but
[2:53:54] if there's a committee assignment and a
[2:53:58] supervisor hasn't attended a single
[2:54:00] meeting in the year, that is a problem,
[2:54:02] and will be addressed, if needed. Any
[2:54:05] other comments from my colleagues?
[2:54:11] >> it's okay with you I would like to
[2:54:14] move approval of the committee
[2:54:15] assignments.
[2:54:16] >> thank you, supervisor gauthier,
[2:54:18] with the motion. Supervisor canepa
[2:54:19] with the second. Roll-call vote,
[2:54:20] please.
[2:54:22] >> supervisor speier?
[2:54:23] >> aye.
[2:54:24] >> supervisor mueller?
[2:54:25] >> yes.
[2:54:26] >> supervisor gauthier?
[2:54:27] >> yes.
[2:54:28] >> supervisor canepa?
[2:54:29] >> yes.
[2:54:30] >> president corzo?
[2:54:31] >> yes.
[2:54:32] >> motion passes with moving the
[2:54:33] health commission from supervisors
[2:54:35] mueller to supervisor speier, moving
[2:54:37] the transportation authority from
[2:54:38] speier to mueller, first five
[2:54:40] commission from supervisor canepa to
[2:54:44] supervisor speier, behavioral health
[2:54:45] goes from speier to canepa and clean
[2:54:48] energy to mueller and adding home to
[2:54:51] all steering committee to supervisor
[2:54:53] gauthier.
[2:54:54] >> thank you. And I believe are we
[2:54:59] going to closed session.
[2:55:01] >> yes, madam president.
[2:55:02] >> we're adjourning to closed session
[2:55:03] and we'll report back out of
[2:55:06] closed session.
[2:55:07] >> turns out we won't have anything
[2:55:09] to report out.
[2:55:11] >> we will not report out of closed
[2:55:13] session. We're adjourning later?
[2:55:15] >> we'll adjourn now and not return.
[2:55:17] thank you, madam president.
[2:55:18] >> our meeting is adjourned at 11:58.
[2:55:24] >> the time is now 11:58 and the
[2:55:26] board is adjourning to closed session.
