[21:29] Throughout the past year or so, you guys have been just great partners in advancing the work in our ROMs field project role in middle school.
[21:39] Daniela, Brian, the entire team, they've written multiple competitive grants and we're
[21:42] pursuing that to make sure that we can have a really beautiful space for the entire city
[21:46] and for our students.

[23:09] and reminders tonight.
[23:10] First of all, we're excited about one of our annual upcoming compost giveaway and community shredding events that will be on Saturday, October 17th at the Public Works Yard on Barank Avenue.
[23:24] Residents are encouraged to drop off any sensitive documents for secure shredding and they can also pick up free nutrient rich compost for fall gardens.
[23:33] We encourage everyone to come out early.
[23:35] As a quick refresher on some residential recycling, our core rule is always empty, clean, and dry.

[23:44] We encourage residents to focus on basic recyclables such as cardboard, paper, rigid plastics, metal cans, and glass bottles.

[23:56] Also, plastic bags and items like hoses out of the recycling bin will prevent stream contamination and keep facilities running smoothly.

[24:32] and city staff are currently in discussions to expand recycling services for our local commercial and multifamily customers.
[24:39] This joint effort will ensure continued compliance with Senate Bill 1383 while helping our local business and residential communities reach state diversion goals efficiently.
[24:50] And finally, as we prepare for an upcoming rainy season, we remind all residents to ensure that their container lids remain completely closed to keep waste dry and light weight.

[26:48] And then one of our most beautiful politicians
[26:51] in the history of Covina became the bridesmaid
[26:54] to that drug lord, Marijuana dispensary.
[26:58] And now what I see is a lot of unity in that event.
[27:04] What I mean by that is when we are talking about a public safety event, we don't see four council member attend.
[27:12] When we are talking about a housing crisis event at the board of supervisors, I don't see four out of five council member attend.
[27:19] And when I talk about another traffic safety like mothers against drunk drivers, we don't
[27:27] see four council members out of five attend.
[27:31] But every time when we are talking about a drug lord issue or a marijuana dispensary issues
[27:38] that our majority 80% of our council member are always working together collectively, collaboratively
[27:49] working together to ensure Kovina becomes the next drug lord next to El Salvador or Mexico.
[27:58] So I feel that means we are able to get a lot of things done because before I believe that our
[28:06] Kovina council member doesn't know how to work together. But regarding the issuing permit,
[28:13] The Covena only have three permits, and they issue two of them, two that, a specific wedding, and then because we have our most beautiful bridesmaid in the Covena history.

[30:00] He did so much for the city of Covena, and he was a true servant of the city of Covena. And I was, I was totally honored to know him. And he gave so much to the citizens of Covena. And I definitely would like to honor Mr. Rick Wallsack senior tonight in his memory when we adjourned there.

[30:40] The State of California I had mentioned at our last meeting, they are the disruptor of
[30:46] cities and communities and we had that Gasly created by a builder which is under the
[30:55] the absence of the state of California that refused to operate with the city of
[31:00] Colvinan and they created a ghastly that it could have killed residents in our
[31:06] city. Have we heard from them? No. Have they been cooperative with the city of
[31:12] Colvinan? No. An example of state government at its worst when we have
[31:17] legislators dictating how we operate our housing, how we oversee our housing
[31:24] elements in the Covena, and I think it's a dog on shame that the builder refuses to
[31:33] cooperate with the city of Covena, and they can do that under the auspices of the state
[31:39] legislative mandates that have been instituted, that all cities have to abide by, that put
[31:45] the citizens in jeopardy in our community.
[31:48] So shame on the state of California, the legislative mandate that they have to allow these people to come in our city, build five and six story residents, our buildings without any city input and against the city's will.

[32:10] of the legislative mandate and the silly efforts that the legislature has made to disrupt
[32:18] communities and cities in the state of California.

[36:11] in those 25 years and excelled at everything he's done.

[36:27] is engaged in and training of our tactical unit,
[36:32] Tony has involved in and it's got our team to a excellent level.
[36:37] Tony, I think really made his mark or name as an investigator investigated several high
[36:44] profile homicide cases and really poured his energy into solving those crimes and not
[36:52] only the investigative side but connecting with the victim's families as he did that.
[36:57] Tony's been a lieutenant patrol, he's worked in admin, he's had the challenge of working with
[37:03] the professional staff side which is sometimes difficult as cops we grow up doing place work and then we have to
[37:10] suddenly jump into administrative work not always the easiest thing for us.
[37:16] Tony's always been an excellent physical shape. He's one of our arrest control instructors.
[37:23] He's a veteran from the United States Marine Corps. He's just an impressive person all around,
[37:28] a great leader for our apartment, and congratulations, Tony, on a well-earned retirement.

[41:18] Commission made the recommendation to the City Council to approve the zoning code, amendment,
[41:24] the zone change and the related general plan amendment amendment and issue a
[41:28] sequel exemption and they have not been any changes since the planning commission
[41:34] have reviewed the draft zoning code. So unless the City Council wants to go over
[41:39] again similar to the slides we have in the study session, we would just next
[41:44] slide please. We would just staff would just recommend that the City Council adopt

[51:19] to match and also clarify that existing and proposed primary dwelling included attached
[51:25] garage and then it's like please also under the ministerial building process the director

[1:01:48] In addition, California Government Code Section 658D requires the city to provide a written report identifying the measures taken to address the conditions.
[1:01:58] that resulted in the moratorium.
[1:02:01] That written report is included on tonight's agenda on CC 15.
[1:02:07] The reason additional time is needed is that staff is working to develop a comprehensive
[1:02:14] and workable permanent ordinance rather than simply extending the temporary prohibition.
[1:02:21] Staff has been evaluating a number of issues including noise, parking, sanitation, neighborhood
[1:02:28] ahead disturbances and swimming pool safety.
[1:02:30] Staff is also reviewing regulations and best practices for
