They've both demonstrated outstanding character, dedication, and commitment to

public service. As Mr. Rutberg stated, both of them have military

and on the right is Brock Birch, who served as a firefighter and also
[3:16]
as a Navy corpsman, and on to the left is Matthew Bonestell, who comes to us with
[3:22]
eight years of prior police service for his community in Cornelia, North
[3:27]

I am here representing Yancey Brothers in the City of Covington.

About a year ago, we made an investment in this community, put a store in, in an
[8:17]
effort to draw business into this area.
[8:20]
We recently put a bid in for the next item up, which is a code
[8:26]
M excavator. We were a
[8:31]
little over $10,000 cheaper than what it looks like the approval is going to be
[8:37]
for.
[8:39]
My comment to that would be, we're a more premium brand.
[8:45]
We were, in this case, a cheaper acquisition cost while also being a cheaper
[8:52]
cost of ownership over the lifetime of that machine.
[8:55]
In that bid packet, there's also a section
[9:00]
stating to the fact that any kind of tiebreakers would be awarded, number one, to a
[9:06]
business in the city. I know this is not a tiebreaker situation, but it does show
[9:10]

We're on to item five, which is going to be the discussion of the second reading of

a zoning amendment to Section 16.12.020.D regarding the Covington
[9:36]
Planning Commission appointment and terms.

This will be Judy's. It is an ordinance of the city of Covington, Georgia to amend
[9:43]
the Covington Municipal Code enacted and adopted on the 16th day of October 2001,
[9:48]
as amended by previous amendments, to alter certain provisions of Title 16 of the
[9:52]
said code of ordinances for the purpose of amending Section 16.12.020 Planning
[9:58]
Commission of Chapter 16.12, Procedures, thereof to repeal conflicting ordinances
[10:03]
and for other purposes. Is there anything you need to present on this?

Frank, I know you had to do some rewrites.

No, basically what we've done, it's made effective October the 1st so that you'll
[10:15]
have the opportunity to make your appointments, because it was not clear who would

So you would have till October the 1st before this is effective.

business. For the consent agenda, we have two items, 6A and 6B.

6A is the approval of the purchase of the new Kubota KX057-5 mini excavator from
[16:03]
Lashley Kubota for $87,994 for the water and sewer department, and 6B, which is the
[16:09]
approval of the purchase of its Kubota skid steer, which is included in the FY
[16:12]
26-27 approved budget in the amount of $85,000 for the transportation department.

Good evening, mayor and council. The RFP that we sent out for this tractor was
[16:32]
specific to a Kubota-type tractor to drive consistency within the fleet that we
[16:37]
have at the city of Covington. And it's not exclusive to the water and sewer
[16:41]
department, but Kubota is a consistent tractor that we have throughout the city.
[16:47]
And so it drives the maintenance and a
[16:50]
operator ease of cost there. So the ability to maintain that tractor
[16:56]
and keep up the, for the operator to be familiar with all the functions of those
[17:01]
tractors is why we chose to ask for a Kubota within the RFP.
[17:07]
So the respondents to that didn't meet the specifications of the RFP.

future? Go and look at what would be the implications if we go and use multiple

brands on there, considering training,

maintenance. Because the driver training frankly, is not as big of a deal from

having to operate that equipment.

It's the maintenance side of it, not all the same.

So, if we can just look at what would the impacts be as far as if we went and had
[21:32]
Kubota, Cat, et cetera. Pick a couple of brands.

RFP that actually went out. And it goes onto the city website, and it gets put out

and advertised. So, it was clearly stated what the desire was in that RFP.

something we're used to having.

And I don't know that we went line by line on the specs because once you don't meet

I can't say that that tractor has the same breakout force or depth to dig in, or I

haven't looked at those particular numbers to know if the specs are identical
[22:23]
because it was the only one that met the specs that we requested.

by the next budget season, when we're looking at that, or we want a shorter
[22:36]
timeline where we would come back and look at what the different options are?

Because I understand the standardization, the maintenance stuff because I live in

if opening this up to other brands, if it's a feasible option from a maintenance
[22:52]
standpoint and an operational standpoint, if we could save money, that would be
[22:57]
ideal. But I don't want to jump into that pond if the bottom line is the
[23:03]
mechanic's going to take three times as long doing it because he doesn't know the
[23:06]
equipment yet. Does that make sense?

now, this is currently budgeted in this line item that is listed here. But yeah.

GDOT had given me, the information GDOT had given me, that Emry Street would be

open the first week in August.
[40:57]
Obviously, August has come and gone, and I don't think the street's going to be
[41:02]
open anytime soon. So, I did make a stop over to the construction trailer today and
[41:07]
talked to the project manager over there, Rodney, and
[41:13]
just wanted to let you know that the
[41:18]
contractor, stated in the contract, was supposed to have it open August 6th.
[41:25]
They are getting penalized $1,000 a day, and if my calculations are
[41:31]
correct, I think they're about up to $26,000 if you start back when the penalty
[41:35]
started. They did give them an extension.
[41:38]
The contractor requested an extension based on some
[41:45]
depths of the manhole that were inaccurate from the beginning.
[41:49]
So they did get an extension. The extension takes the project out to October 13th.
[41:54]
And that's for the entire project.
[41:59]
GDOT has not given a date when Emry Street will be opened up.
[42:02]
Hopefully, this
[42:05]
penalty that they're getting seems to be pretty stiff, and so I'm hoping that Emry
[42:10]
Street will open up prior to that October 13th date.

I know it's frustrating with the folks that use that corridor and waiting for the

Quickly, on Flat Shoals Road, if you'll notice, the construction of the sidewalk

for completion in about mid-November.
