[4:10]
invite our community to participate. And
[4:12]
so it's going to
[4:20]
be a kidled uh market. As a matter of
[4:24]
fact, one of our students uh homeschool
[4:26]
students will be putting this event
[4:28]
together. So, I'm here to get it going.
[4:30]
I make you aware, but this student will
[4:33]
be in charge of organizing it, dealing
[4:35]
with our vendors and our if we if he
[4:39]
decides to get sponsors or house,
[4:42]
whatever he decides to do, the event
[4:44]
will be put together by one of our uh
[4:46]
the marketing as well by one of our
[4:48]
students. So, I just wanted to make you
[4:50]
aware of it because we're super excited.
[4:53]
And we hope as you see it's that
[4:56]
annual young entrepreneurs because we're
[5:00]
homeschoolers but I do foresee it being
[5:03]
open to just any young entrepreneurs in
[5:05]
our city because we have participated in
[5:08]
other children's market and it's just a
[5:11]
super neat experience for children to be
[5:14]
able to um promote their gifts, talents
[5:17]
and it's it's very neat. So I think it's
[5:20]
something that we really a lot of life
[5:23]
to uh to our city. So, I'm excited about
[5:25]
this. That's all I have for you. Thank
[5:27]
you.
[5:35]
» At this time, reports about community uh
[5:37]
items of interest on which no action
[5:39]
will be taken may be given to the public
[5:41]
for chapter 551.0415
[5:44]
of the government code. I know I don't
[5:48]
see her normally lean on her. Uh we're
[5:50]
having our chamber banquet um
[5:53]
not this Friday but the next I'm not
[5:55]
sure that date but it's going to be a
[5:57]
week from Friday the 17th. Okay. Uh and
[6:00]
that will be I believe at the Oasis over
[6:02]
in Hartland. And so uh that's been a
[6:05]
good event and uh if you are interested
[6:08]
uh you can buy a table or come be a part
[6:10]
of that. It should be a good night. Um
[6:14]
I'm trying to think what else. David,
[6:15]
can you think of anything the city has
[6:17]
going coming up?
[6:24]
» Okay.
[6:34]
Anyone else? Anyone else have
[6:36]
anything as far as community community
[6:39]
interest?
[6:39]
>> Yeah,
[6:42]
you know, grass and weeds are starting
[6:44]
to
[6:45]
bring up neighbors helping neighbors.
[6:47]
Yeah, you or anybody else in need of
[6:49]
assistance mowing your yard, taking care
[6:51]
of uh around your house, please reach
[6:54]
out to Jason Brooks or the city or
[6:57]
myself and we'll see what we can do to
[7:00]
help you out there.
[7:02]
Anyone else have anything?
[7:05]
Okay, we'll move on to item number five,
[7:07]
communications from mayor and council.
[7:09]
uh receive council member requests for
[7:11]
future agenda items, current and future
[7:13]
items of community interest and other
[7:15]
items of interest regarding the city of
[7:16]
Crannle. Uh this is where if you would
[7:18]
like to have an next agenda um for our
[7:22]
meeting on May 20th, I'm sorry, April
[7:24]
20th, now would be the time to ask for
[7:26]
that. So, did anyone have anything this
[7:28]
evening?
[7:29]
>> I have a few.
[7:30]
>> Okay.
[7:32]
start out with I was over at River Ridge
[7:35]
at their new houses in that edition uh
[7:38]
where they have their model homes. They
[7:40]
have one empty lot that they would like
[7:42]
to make a temporary parking lot. It kind
[7:44]
of it's really dangerous pulling up down
[7:46]
that street.
[7:49]
Like to look see if we can award that or
[7:51]
if not get it on the next
[8:00]
And I would like uh
[8:03]
I'd like to get requests that we look
[8:05]
into time clocks for city hall and for
[8:09]
our city employees like police
[8:10]
department and stuff like that. So what
[8:12]
the cost of that would be just to help
[8:15]
out with tracking time.
[8:18]
And then uh I'd also like to go ahead
[8:22]
and request that we schedule for May 4th
[8:25]
in executive session for our city uh
[8:28]
managers uh quarterly review. Don't
[8:32]
think we set that up yet. And I also
[8:34]
would like to see if we can get the 360
[8:37]
review out before that.
[8:43]
And then also in that uh
[8:46]
in that same executive sess, I would
[8:49]
just like to put some on there for uh
[8:51]
something about employee communications
[8:54]
with the council.
[8:59]
And then lastly, um our concrete gutters
[9:03]
that we put in at the drainage, it's
[9:05]
time to clean them. We can get that
[9:07]
done.
[9:18]
Okay,
[9:19]
very good. We'll move on to item number
[9:20]
six, updates and discussion by the city
[9:23]
manager or staff. I'll have our city
[9:24]
manager walk us through that.
[9:44]
There you go. So, um the first update
[9:47]
that I have for you tonight is
[9:53]
if we can go to the next slide. There
[9:54]
you go. Thank you. So, um I on our
[9:58]
efforts on acquiring or applying for
[10:00]
grants for the city. Uh we have applied
[10:04]
for uh
[10:06]
is just a a sample of what what we are
[10:09]
trying to uh bring to the city. Uh the
[10:13]
first one is so the earmark from our
[10:15]
congressman I know that we attempted to
[10:18]
apply for this last year and uh we were
[10:20]
not successful but this year uh
[10:22]
congressman has accepted our request is
[10:26]
not what we were requesting last last
[10:28]
year. Uh so congressman has accepted a
[10:30]
request for an earmark of two and a $2.5
[10:33]
million for the force main project. Now
[10:35]
what this means is that now the
[10:37]
congressman is going to go fight for for
[10:39]
the city of Kandle to be able to get
[10:41]
this approved uh through a review
[10:43]
committee uh at a at a federal level. So
[10:47]
um that is uh where that is. This is a
[10:50]
great step in the right direction and uh
[10:52]
we're very excited for this. This is
[10:54]
going to help us get that uh uh lift
[10:57]
station enforcement uh implemented and cons and constructed for to allow
[11:02]
for are uh the expansion of the sewer
[11:04]
capacity for the city. The next grant is
[11:08]
the Texas Water uh development board
[11:11]
clean water grant. This is a uh a
[11:15]
request for $1.2 million. And we
[11:19]
submitted this grant, completed the
[11:20]
application. It was a very lengthy
[11:22]
application. Uh we have made it through
[11:25]
some steps in the grant process. Uh by
[11:27]
this point 80% of the applications have
[11:30]
been either kicked out or denied. So
[11:33]
we're in the 20th percentile. So uh
[11:36]
we're going to keep pushing forward and
[11:39]
hopefully uh we'll be able to get this
[11:40]
additional funding. This is also um we
[11:45]
will utilize these funds to uh
[11:46]
contribute the building of a force main
[11:49]
and lift station. Um we have also
[11:51]
applied for an EPA water tech grant. Uh
[11:54]
EPA has accepted a request for
[11:56]
assistance on the force main project. Uh
[11:58]
what EPA is going to do for the city is
[12:00]
going to fully fund the pre-engineering
[12:03]
all the way up to the design phase uh
[12:05]
and environmental for the project and
[12:08]
there is no matching contribution for
[12:10]
this. So the engineering and the
[12:12]
environmental all that cost four
[12:15]
$500,000 then the EPA will cover it uh
[12:18]
100%.
[12:19]
Um, we've we have also applied for a
[12:22]
cyber security grant. Uh, we submitted
[12:24]
the application. They came back and
[12:26]
asked for additional information. We
[12:28]
receive uh some help from our IT uh
[12:31]
person that we contract for the city and
[12:34]
we answer all of their questions. So, at
[12:36]
this point, we're just waiting to hear
[12:37]
back. For this grant, we applied for
[12:39]
$56,000. This one does have a matching
[12:42]
contribution, which I believe, if I
[12:43]
remember correctly, is about $15,000,
[12:46]
but it's definitely worth it. This is
[12:47]
going to help us secure the city u from
[12:51]
ransomware attacks and just be able to
[12:54]
avoid that. I've lived through a cyber
[12:56]
attack at another city where I've worked
[12:58]
and I do not wish that on anybody. It
[12:59]
was a nightmare. Um and the last one is
[13:03]
uh also a Texas Waterboard grant and
[13:05]
this is to replace asbestous water
[13:08]
lines. The city has requested $2.7
[13:10]
million and we're also waiting to hear
[13:12]
back. This is one that I'm hopeful that
[13:14]
uh they'll be able to approve for for
[13:16]
the city.
[13:19]
Um and that is the up now. Um this last
[13:22]
week, I believe it was LA last week, we
[13:24]
had the opportunity to meet with Texot
[13:27]
and a few other uh stakeholders in the
[13:29]
community to discuss the service roads
[13:31]
going in one direction.
[13:34]
Basically the point that we were trying
[13:35]
to make is that if we make boat boat
[13:37]
service roads go in one direction it
[13:40]
will create a traffic jam uh at the
[13:43]
intersection of 148 and 175. So we were
[13:46]
looking for alternatives to be able to
[13:48]
leave at the very least a section going
[13:51]
two-way. So this is what text that and
[13:54]
the city and the other stakeholders have
[13:57]
agreed and this is how
[13:59]
and I'm going to try to describe this uh
[14:02]
very uh carefully for uh the people that
[14:04]
are not seeing me point this this laser.
[14:07]
So the north service road 175 this
[14:11]
service road is going to stay is going
[14:13]
to go one way. This is going to be
[14:15]
switched uh the time from Texas probably
[14:18]
this summer. Uh the one thing that we
[14:20]
did request is that we try and do it
[14:22]
when school is not in in in session.
[14:24]
That way they have time to educate the
[14:26]
parents. And so this line uh orange line
[14:31]
all the way up to here is going to go in
[14:33]
one direction. The blue dotted line is
[14:36]
going to remain two-way on the south
[14:39]
side. So it will be from uh 748.
[14:45]
This section of the service road will
[14:47]
remain
[14:49]
And this is just this will ensure that
[14:52]
citizens uh and just people who drive
[14:54]
through Crannle have another way in and
[14:57]
out of the city to avoid uh traffic
[15:00]
congestion.
[15:03]
Yes.
[15:05]
Maybe prior to this happening,
[15:08]
you know, if this is going to happen
[15:10]
this summer, we need to start getting
[15:11]
the word out now. Uh either through
[15:14]
social media, through the city's
[15:17]
website.
[15:18]
So we don't take a lot of people by
[15:19]
surprise. So
[15:22]
>> I mean I start start the learning
[15:25]
process now
[15:27]
process
[15:28]
>> and uh that is a discussion that we had
[15:29]
with uh text. Text will help advertise
[15:33]
this and uh it will be a collaborative
[15:34]
effort between text the city the school
[15:36]
district uh even our police department.
[15:39]
We will advertise this change before it
[15:41]
happens. And uh
[15:42]
>> I mean even to the point of sending
[15:44]
stuff home through the students to the
[15:46]
parents and maybe we can reach out to
[15:48]
the school district see if they could
[15:50]
help.
[15:50]
>> Yes. Yeah. We will definitely make sure
[15:52]
we make a big communicate out this out
[15:55]
to the the citizens
[16:01]
» once the bypass was open and it went one
[16:02]
way they would do do a traffic. That's
[16:04]
my question too. That's what's
[16:06]
>> So that is a great question and tax do
[16:09]
in order from what we were told at the
[16:12]
last meeting that we had in order for
[16:13]
them to be able to add turn uh uh stop
[16:16]
lights signals uh they need to have turn
[16:19]
lanes. Uh they can only add those if
[16:21]
there are turn lanes. Now at the
[16:23]
intersection of 148 and 175 there's a
[16:26]
developer that is taking on the
[16:28]
financial burden to add which that comes
[16:32]
with uh traffic traffic lights and uh
[16:36]
we're hoping that Texas will approve or
[16:39]
bless their proposal and their design so
[16:42]
that we can get u stop lightss at that
[16:45]
intersection.
[16:50]
majority of the accidents at that yield
[16:52]
sign. Yes.
[16:53]
>> But there's still plenty of accidents at
[16:54]
yield sign on this side and we're
[16:56]
leaving it two direction. So
[16:57]
>> yeah,
[17:02]
» at some point when Eagle Crest Eagle
[17:04]
Crest Parkway is actually built that bottom side will flip one way, but
[17:09]
you just can't have everybody on the
[17:10]
south side of town
[17:11]
>> Yeah.
[17:12]
>> not be able to get onto that 741 bridge.
[17:15]
Uh
[17:16]
>> so that's that's the reason for leaving
[17:18]
it two-way.
[17:20]
and stop lights would alleviate some of
[17:22]
that traffic.
[17:25]
>> Very good. Yes,
[17:26]
>> the inconsistency.
[17:29]
>> Yeah.
[17:33]
If we can go to the next stop
[17:35]
forever.
[17:38]
>> Okay. And to give you an update on the
[17:39]
audit, uh the audit is nearly completed.
[17:42]
We're wrapping up the last few details
[17:45]
and items. Um the expectation is to have
[17:50]
this presented or for the auditor to
[17:52]
come out and present their findings on
[17:54]
the April 20th agenda or upcoming
[17:57]
council agenda and it will be the same
[18:00]
as last year. So I am uh I wanted to um
[18:04]
praise our staff who have been working
[18:06]
diligently. I know uh Miss Karen has
[18:09]
just joined the city in the last three
[18:11]
four months and she's taken on a big
[18:13]
task uh taking on the audit and it's uh
[18:16]
it's I know because I went through it
[18:18]
last year and I know how much work work
[18:20]
it is and uh she's been uh amazing at uh
[18:23]
she's require very little to no help uh
[18:26]
to be able to get it completed and
[18:28]
forward for the auditors to come uh the
[18:30]
next council meeting so that we can put
[18:32]
it to rest and switch gears into budget.
[18:37]
I would like to extend an invitation to
[18:39]
all of council. Um there is a a uh Texas
[18:43]
municipal town that will take place on
[18:46]
May 21st and 22nd uh in Bassrop. I had
[18:51]
the opportunity to attend the small uh
[18:53]
city conference TML conference. It's not
[18:55]
like anywhere near close as the big TML
[18:59]
conference that happens in October. Um
[19:01]
this is forations
[19:04]
of 15,000 or less. I attended
[19:08]
last year and it was a great experience.
[19:11]
I I could relate better to those
[19:14]
attending. Uh it was mostly elected
[19:16]
officials. I'm going to be honest
[19:18]
because some of these towns uh they
[19:19]
don't have a staff like we do in
[19:21]
inrandle
[19:23]
and uh just hearing their stories and
[19:25]
you know some of the struggles that some of their growing pains that they're
[19:29]
going through uh they're going to sound
[19:31]
very familiar if if you guys have the
[19:33]
opportunity to uh attend this u so I
[19:36]
just wanted to extend the invitation to
[19:38]
everybody this is a great uh conference
[19:40]
to to attend they have great speakers
[19:42]
too um I do have uh well before I move
[19:46]
to uh my last two items. Do you guys
[19:49]
Does the council have any questions or
[19:51]
comments uh on anything that I presented
[19:53]
so far?
[19:57]
>> Very good. And uh the mayor bit me to
[19:59]
it. So I did have an update uh to remind
[20:02]
everybody about the uh uh Crandle
[20:05]
Chamber of Commerce uh banquet. So it
[20:08]
will be on Friday uh April 17th at 6:30
[20:11]
at the Oasis in Hartland. I hope uh we
[20:13]
can see you all there. if you wouldn't
[20:15]
mind just confirming your attendance
[20:17]
with Miss Aberina so that uh we know how
[20:21]
many seats we need to purchase. Um you
[20:24]
can bring your significant other. Uh
[20:26]
everybody's uh and the council is
[20:28]
welcome to attend. And I also want to uh
[20:32]
give our new public director an
[20:34]
opportunity.
[20:36]
Today was his first day. So this has
[20:38]
been a marathon for him since he got
[20:40]
here in the morning and and he has to
[20:41]
stay for council meeting. So, uh, his
[20:43]
name is Clayton, and I'll give him a
[20:45]
couple of minutes for him to introduce
[20:47]
himself to to the council.
[20:57]
» For sure. Yeah.
[21:00]
Well, I'm I've already I'm already
[21:02]
beat to that, so we're I'm starting with
[21:05]
no hair, so that's that's good. My name
[21:08]
is Clayton Dickerson. Um, I uh I have
[21:13]
of starting today. Um it's been a great
[21:15]
first day. Um, you know, the before I
[21:18]
start talking about myself, I I will um
[21:20]
assure the council that um you know, one
[21:23]
of the things that stood out today was
[21:25]
the organization and um you know, the
[21:29]
what I've seen obviously in eight hours
[21:32]
of of working my first day. Um I
[21:34]
couldn't have started at a better city
[21:36]
that had, you know, very good
[21:38]
organization and cleanliness and um
[21:40]
seems like a very good running staff. So
[21:43]
again, this is my first day, but uh you
[21:46]
know, I from what I've seen, I I've I've
[21:48]
worked previously at the city of Walks
[21:50]
Hatchee in the city of Venice, um
[21:52]
Gastonia Scurry and as well as
[21:54]
Beckerhiba Water Supply, which is where
[21:56]
I come from. I've been doing this since
[21:58]
I was 18 years old. Um you know, this is
[22:01]
all I know is uh public works, water and
[22:04]
sewer, and so on and so forth. So, you
[22:06]
know, I I I just want to thank you guys
[22:08]
for giving me the opportunity to be here
[22:09]
tonight. Um, and to come on board as
[22:12]
your public works director. Um, and like
[22:15]
I said, I'm going to do everything I can
[22:16]
to pick up where Brad left off. And I'm
[22:19]
more than lucky to already know Brad um
[22:22]
before I started here. And just to have
[22:24]
him here for a couple weeks before he
[22:26]
retires officially um is going to be my
[22:28]
biggest benefit. So, thank you guys. Um,
[22:31]
I look forward to hopefully many years
[22:33]
to serve you.
[22:36]
All right. Thank you. Thank you.
[22:43]
» Reminded that I missed a couple of
[22:44]
bullet points on on my updates. Um, so I also wanted to let the council know
[22:49]
that as part of our uh efforts to
[22:52]
improve efficiency and the systems that
[22:54]
we use uh in code for the court system
[22:58]
uh we had our initial kickoff meeting uh
[23:00]
this month and that is well underway and
[23:04]
uh it's going to take uh if I remember
[23:06]
correctly the lady that is going to help
[23:08]
us with implementation mentioned that it
[23:10]
will take uh around four to six months
[23:13]
depending on how diligently we work on
[23:16]
the implementation and also another
[23:19]
system implementation that we're having
[23:21]
is with IT works. So I works is a system
[23:24]
used for permitting code enforcement uh
[23:26]
planning and zoning uh those type of
[23:29]
city functions and we're going to be
[23:32]
implementing that. that implementation
[23:33]
is not going to take as long. Uh the uh
[23:35]
implementing team, we're going to have
[23:37]
our first kickoff meeting uh first week
[23:40]
in May and it should take about 60 days
[23:43]
to have that implemented which is going
[23:45]
to greatly improve the efficiency in
[23:47]
that department. Thank you.
[23:56]
Seven, we got two uh proclamations and
[24:00]
uh I'll come down and do those. The
[24:01]
first one uh will be for uh our public
[24:04]
works director and then we'll have a
[24:05]
proclamation for child abuse prevention
[24:07]
month. So I'll come do those and tell
[24:09]
you what Brad, if you want to make your
[24:11]
way up here.
[24:34]
Brad
[24:37]
City public
[24:49]
leadership will continue to have a
[24:51]
revitalization growing impact
[24:55]
Whereas these service have been marked
[24:56]
by dedication
[25:04]
system
[25:08]
whereas on behalf of the policy I want
[25:10]
to express my sincere app
[25:14]
city
[25:20]
mayor
[25:23]
city
[25:30]
director.
[25:32]
Congratulations. Best wishes for
[25:51]
Brad has been
[26:27]
I'm keeping your cell phone number. I'm
[26:28]
calling you for all kinds of stuff. Just
[26:30]
let you know.
[26:56]
proclamation for child
[26:59]
state
[27:03]
in their own
[27:05]
critical assistance.
[27:23]
Each year in the month of April
[27:24]
dedicated to recogniz
[27:48]
children
[27:51]
of everything Those agencies in our
[27:54]
community
[27:55]
department services
[28:16]
found
[28:19]
abuse prevention cannot be passed to one
[28:22]
symptoms.
[28:30]
I encourage all to learn more about the
[28:32]
aspects of our community.
[28:40]
Together we create a broader future for
[28:41]
our children.
[28:49]
Therefore, I David Mayor City,
[28:58]
Texas.
[29:45]
County is a rural little county where
[29:47]
nothing bad ever happens. Uh
[29:49]
unfortunately growth is changing that.
[29:51]
But um we do have a lot of need in
[29:54]
Coffin County. And so if you would like
[29:56]
to get involved in helping our kids, uh
[29:58]
there's there's plenty of need. So I
[30:00]
would encourage you to to do that. So
[30:03]
all right, we'll move on to item number
[30:04]
eight, the consent agenda. all of the
[30:06]
following items on the consent agenda.
[30:09]
I'm going to skip that paragraph. We
[30:10]
have four items on the consent agenda
[30:12]
this evening. Item A is to consider an
[30:14]
act on approval of city council minutes
[30:16]
from March the 2nd, 2026.
[30:21]
Item B, that's right, we had that that
[30:24]
little special meeting. Item B, consider
[30:27]
and act on approval of city council
[30:28]
minutes from March 24th, 2026. Uh item
[30:33]
C, consider an act on approving
[30:34]
resolution number 04062026,
[30:38]
authorizing membership in the Atmas City
[30:40]
Steering Committee and authorizing the
[30:42]
payment of 4 cents per capita uh to the
[30:44]
Atmas City Steering Comm uh committee to
[30:47]
fund regulatory and related activities
[30:49]
uh related to the Atmas Energy
[30:51]
Corporation. And then item D, consider
[30:53]
an act on approving resolution number 04
[30:56]
062026A
[30:59]
adopting an electronic signature and
[31:01]
electronic seal policy uh providing for
[31:03]
related matters and providing an
[31:05]
effective date. Uh you should have a
[31:07]
copy of those minutes in your packets.
[31:09]
Uh hopefully you've had a chance to
[31:10]
review those. Um
[31:13]
David, I don't I don't need you to say a
[31:15]
whole lot, but that the atmosphering,
[31:17]
this is something we do. We partner with
[31:18]
other communities. Uh we we renew this
[31:21]
every year and it's we're part of a
[31:24]
group that that acts on our behalf to
[31:26]
try to keep our our rates down with
[31:27]
Atmas and and negotiate with them. Uh
[31:30]
that's item C. And then item D. Um I
[31:33]
read through a little bit of that. Why
[31:35]
don't you give us just some of the you
[31:37]
know I know these are for items less
[31:38]
than $100,000. Um give us some of the
[31:41]
guard rails I'll say on on what this
[31:43]
electronic signature policy will have.
[31:48]
And I don't mean to put you on the spot.
[31:53]
» Yeah. So, basically what it is is just
[31:56]
to be able to modernize
[31:58]
uh our efforts. Uh right now the way
[32:01]
that city secretary is essentially
[32:03]
putting a seal or approving any official
[32:06]
records for the city. She's doing all of
[32:07]
that manually. Literally putting a a
[32:10]
stamp on a document for any ordinance or
[32:12]
anything that is approved by the uh by
[32:15]
the city council. So what this will
[32:17]
allow this will allow city secretary to
[32:19]
be able to do some of those same
[32:21]
functions but electronically.
[32:26]
» For example would be ordinance
[32:28]
resolutions um contracts
[32:32]
um and
[32:35]
minutes from my understanding. Sorry, I
[32:37]
don't have the policy in front of me.
[32:39]
Um, but it would allow that. And um, I'm
[32:42]
working with Molita on finalizing the
[32:45]
electronic city seal to be able to um,
[32:49]
allow to utilize that because as David
[32:51]
mentioned, I use a stamped one
[32:53]
currently. Um, so in the event it better
[32:56]
helps um, signatures if in the absence
[32:59]
of anybody and I can send those
[33:00]
electronically.
[33:02]
>> So you're not just trying to write
[33:03]
yourself checks?
[33:04]
>> No. Okay. [laughter]
[33:07]
All right. Anybody have any questions on
[33:08]
any of the any of the four items under
[33:10]
the consent agenda?
[33:13]
>> Approve
[33:15]
item C and D and abstain from A and B.
[33:18]
>> Okay.
[33:23]
I've got a motion to approve and your
[33:25]
abstension will be during the vote.
[33:26]
Correct?
[33:30]
» If his motion includes
[33:33]
>> the items A and B on the minutes.
[33:35]
>> Okay. So,
[33:36]
>> somebody needs to approve, Andy.
[33:38]
>> Yeah, I've got a motion on C and D. Can
[33:40]
I Can I get a second on that? I got a
[33:42]
second on that. Um, can we do two
[33:44]
separate votes? Is that okay? Correct.
[33:46]
>> Okay. So, let's take the vote on C and
[33:48]
D. All those in favor?
[33:50]
Okay. Now, if I can get a motion on
[33:52]
items A and B. I've got a motion from
[33:55]
Adam
[33:56]
>> and a second from Caleb. All those in
[33:58]
favor? Okay. And uh abstaining be Scott.
[34:02]
Okay. All right. Very good. Let's move
[34:03]
on to item number nine. uh presentation
[34:06]
by Shawnberg and Pulk. Uh the
[34:07]
engineering regarding the south streets
[34:09]
and drainage rehabilitation for the city
[34:11]
of Crannle
[34:23]
manager.
[34:37]
My name is Matt Alonzo. Um, good to see
[34:38]
you folks again. I'm from Shamburg and
[34:40]
Poke and we're here to talk about the
[34:42]
South Street and drainage improvements
[34:44]
uh just north of us or actually south of
[34:46]
us.
[34:48]
Um this evening I'm just going to talk
[34:50]
about um the project location, discuss
[34:52]
the existing conditions, some proposed
[34:55]
um some proposed so proposed
[34:57]
improvements we're going to do and the
[34:59]
schematic costs
[35:04]
as you see here. Uh I'm trying to Okay,
[35:07]
so the city of Cranle's there in the
[35:08]
star. The the streets highlighted in
[35:11]
magenta, that's considered our north
[35:14]
streets on the bottom there and the gold
[35:16]
golden rod, that's considered our south
[35:18]
streets.
[35:21]
The next slide here, we're just taking a
[35:22]
closer look at the north streets between
[35:24]
Maro and Maui. Um we didn't um we
[35:27]
decided not to do improvements in this
[35:30]
location because currently you folks
[35:31]
have a contract for um improvements on
[35:34]
Maui Street here which is the um is
[35:37]
going to be a concrete pavement um curb
[35:40]
and gutter with a closed storm drainage
[35:43]
uh system. So because of those
[35:45]
improvements, we s we thought that the
[35:47]
benefit would be better observed in the
[35:49]
south the south streets
[35:52]
and as you can see here in the in the
[35:53]
yellow or golden rod. Uh this is the map
[35:57]
just tilted on its side. Um the reason
[35:59]
for this map is because um currently you
[36:03]
folks have a drainage system that's in
[36:05]
this red line that runs from north to
[36:08]
south on First Street and there's a 42
[36:11]
inch um reinforced concrete outfall
[36:13]
there. So this project in the south is
[36:16]
to utilize um that drainage improvement
[36:19]
and um we wanted to include in improve
[36:23]
the drainage on church and vansston as
[36:27]
well as Gleon um connecting to in the
[36:30]
next slide it'll show you what we're
[36:31]
connecting to these um drop inlets. So
[36:34]
all of those at each of those cross
[36:36]
streets we have these drop inlets and
[36:39]
their proposed improvements are going to
[36:40]
connect to this existing feature there.
[36:49]
Okay. So, uh this is just an existing
[36:51]
view of the pavement on church. Um as
[36:54]
you can see, I'm just going to go
[36:55]
through these slides. Um it's a asphalt
[36:57]
pavement which is about 20 ft wide with
[36:59]
bar ditches.
[37:10]
Okay. This is another view on Vansston.
[37:13]
Again, you can see that the
[37:14]
deterioration of the pavement here. This
[37:15]
is again a 20 foot wide asphalt pavement
[37:18]
with um sorry, my hands are a little um
[37:22]
with the bar ditches as you can see with
[37:24]
standing water here.
[37:26]
Uh this is on um Second Street between
[37:30]
Church and Vanson. This is uh Second
[37:33]
Street between Vansston and Gleon. And
[37:35]
then this is a view of Gleon after
[37:38]
Brookures.
[37:40]
So currently on South Main Street, you
[37:42]
folks have a um as um Scott Rogers
[37:46]
mentioned that you had these concrete
[37:48]
gutters here. Um and this is just a
[37:50]
closer view of what that looks like.
[37:52]
It's a full concrete. It almost looks
[37:54]
like a concrete channel. What we're
[37:56]
proposing is to do and to save some
[37:58]
money is to propose um a concrete flume
[38:01]
here which is about 2 feet wide with um
[38:04]
grass slopes at 4:1.
[38:07]
So I just wanted to show part of the
[38:09]
proposed improvements here. This is the
[38:11]
first picture on church
[38:16]
and you'll see that um this one here and
[38:18]
the proposed improvements is going to in
[38:20]
increase the lane width to 11 ft. So
[38:23]
instead of 20 feet of asphalt, it's
[38:25]
going to be 22 feet of asphalt with the
[38:28]
um the grass shoulders with a two foot
[38:30]
wide concrete V channel. This is another
[38:33]
picture of um Danston.
[38:38]
So you'll see that this is a 22 foot
[38:40]
wide um asphalt pavement with some grass
[38:42]
shoulders and the two foot wide concrete
[38:44]
um V channel.
[38:49]
This is on First Street.
[38:52]
I like this picture because it shows you
[38:53]
at the driveway connections. We're going
[38:55]
to be improving the driveways as well as
[38:57]
putting um an 18inch reinforced concrete
[38:59]
pipe with uh concrete headers. This is
[39:02]
another view of um Second Street just a
[39:05]
little north. Again, you'll see that.
[39:07]
And then this is Gleman.
[39:13]
So with what we are proposing are for
[39:16]
the main bid for the Texas um CDBG grant
[39:20]
uh is highlighted in this golden rod um
[39:22]
streets. This is Church and Bansen. Um
[39:24]
the total cost for these um streets is
[39:28]
about $68,000.
[39:30]
Um this next slide I'm going to show
[39:31]
you. These are the bid alternatives. So
[39:34]
that's the alternative one connecting
[39:35]
the two two streets, Vansston and
[39:37]
Church. the second alternative, third
[39:40]
and fourth.
[39:47]
And this is just a summary of a
[39:50]
preliminary cost of these improvements.
[39:52]
So again, this is $68,000.
[39:55]
Um, and the overall total is about short
[39:57]
of $1.2 million. And so, um, just today,
[40:00]
I just wanted to present that to you
[40:01]
folks to describe what the South Street
[40:03]
and drainage improvements would be, um,
[40:05]
for this CDBG project. And I know I saw
[40:09]
you folks um the last panel was here. I
[40:11]
just wanted to remind you folks that
[40:12]
this is our commitment to provide the
[40:14]
service to you all. And um as you have
[40:18]
any questions
[40:21]
is there way out different concrete
[40:24]
plume and the paving for street.
[40:27]
>> We currently do that. We do have that.
[40:29]
>> So you're giving us like alternate to
[40:31]
you give us one price. is I'm looking
[40:34]
that if if we can't afford to do the
[40:36]
asphalt pavement, what if we go ahead
[40:38]
and do the concrete plume? Now,
[40:39]
>> we do have the price broken out. Um, we
[40:42]
do do have bid items items for that.
[40:44]
>> That's
[40:49]
Hold on, Mike. I'm going to I'm going to
[40:51]
use Brad since I can't use him very much
[40:53]
longer. Is this I mean, you're as
[40:54]
familiar with this as anybody. The these
[40:56]
flumes and I know you obviously you're
[40:58]
familiar with what we did down here. Is
[41:00]
that gonna I'm just asking you because
[41:02]
you know is that going to work what
[41:04]
what's what we're looking at here.
[41:40]
require
[41:45]
some of
[42:00]
finish off.
[42:10]
» Okay.
[42:13]
So, this
[42:17]
I know it all ties together. Uh,
[42:20]
but what we're looking at tonight ties
[42:22]
into what we did on Maine. It helps
[42:25]
continue that process. I'll say
[42:38]
those streets.
[42:51]
» Yeah.
[43:02]
Y
[43:09]
» yeah. And if you drive through there
[43:10]
when it rains or after it rains and you
[43:12]
can drive through most of downtown
[43:14]
unfortunately, but but over in that area
[43:16]
it's it's pretty bad in some places.
[43:18]
>> Yeah. And the concrete will just keep it
[43:20]
from settling.
[43:21]
>> Yeah. It might hold water while it's
[43:23]
raining or right after it rains, but it
[43:25]
it'll dry out a lot better than
[43:28]
>> the best way to do it would be total
[43:29]
underground system, but that's
[43:31]
astronomical impress.
[43:35]
» All right. Any any questions?
[43:37]
>> Do have one more. Um, have we
[43:40]
>> Oh, sorry, Mr. SL. Go ahead, Scott.
[43:42]
>> Have we verified that the 48 inch at the
[43:44]
end of that is the rack capacity and
[43:47]
we're not overfilling that? When we do
[43:49]
when we enter the design process, we
[43:51]
will have to consider that.
[43:54]
>> Yes sir.
[44:11]
Yes. Um so currently um because this is
[44:13]
a preliminary cost we do have
[44:14]
contingency but as we enter into the um
[44:18]
design and get to the final design then
[44:20]
we we naturally turn into a well we we
[44:23]
shrink that contingency because of the
[44:24]
unknowns are a little bit better known
[44:27]
and then any leftover money we turn into
[44:29]
an owner's allowance
[44:34]
that that's
[44:37]
>> that's that's set up at the front and
[44:39]
what we are being contracted
[44:42]
Um,
[44:44]
not that number, but yeah,
[44:48]
» those are construction costs. Yeah.
[44:50]
So, but I just I'll just say it
[44:54]
for the record. Our engineering cost is
[44:56]
to to design the full um system as you
[44:59]
saw in the south streets even though you
[45:01]
may only construct just church and vans.
[45:03]
>> Sure.
[45:07]
» Any other questions?
[45:10]
All right. Thank you, sir. Appreciate
[45:11]
it.
[45:14]
All right, we'll move on to item 10. Uh,
[45:16]
item number 10, a presentation by
[45:17]
Burkoff, Hendricks, and Carter regarding
[45:19]
the new force main project.
[45:23]
» Good afternoon, mayor, council members.
[45:26]
And Burkoff, Hendricks, and Carter. And
[45:29]
let me turn this.
[45:34]
Okay.
[45:37]
So, um, currently what you have is a
[45:39]
lift station that that's under proposed,
[45:41]
as you all know, a lift station down at
[45:43]
the wastewater treatment plant with a
[45:44]
force main that's going to be parallel
[45:47]
to the Eagle Crest all the way to the
[45:50]
North Texas Municipal Water District's
[45:52]
lower east fork interceptor system, the
[45:56]
Leis that we're going to connect and and
[45:58]
u we had been asked by city staff to
[46:00]
revisit that, reook at um due to the the growth projections and the patterns
[46:06]
concerns. We've been asked to go ahead
[46:08]
and look at it to see what is there
[46:10]
another feasible opportunity to be able
[46:12]
to maximize those dollars, make it more
[46:14]
financially feasible for the city. And
[46:17]
we've uh vetted that with city staff. We
[46:19]
met several times, did some workshop
[46:22]
meetings, uh looked at all the
[46:23]
projections costs timewise, and we came
[46:27]
up with this alternate, which
[46:29]
surprisingly was the original one, but
[46:32]
instead of having two, one lift station,
[46:35]
we broke it up into having a north and
[46:37]
having a south lift station. So that as
[46:40]
you have the the growth that is coming
[46:42]
in now, uh that would be conveyed to
[46:45]
this north lift station and then be able
[46:47]
to be conveyed over to the left to be
[46:50]
able to to start into the regional
[46:53]
system if you may. Um, so the blue
[46:57]
lines, the blue box, that would be the
[46:59]
north infrastructure and the red box and
[47:02]
the red line that would continue to stay
[47:05]
as the the southern lift station,
[47:07]
southern infrastructure.
[47:10]
Some of the work can still remain a as
[47:12]
you see where those two lines combine
[47:14]
going west. The city has already
[47:17]
approached property owners as you may
[47:19]
already know. So that that that
[47:21]
alignment, those easements, those are
[47:24]
still good. uh and useful, but
[47:26]
everything to the east um would have to
[47:29]
start again from from new. Um the city
[47:31]
staff has also been approaching the that
[47:34]
we understand um has been approaching
[47:37]
the the property owners where this new
[47:39]
north lift station would be. So there's
[47:42]
some some incentives for that. So the
[47:44]
city communications are ongoing on that.
[47:52]
So what we did is we we broke up the
[47:55]
north projections and the southern
[47:56]
projections time-wise. And we know that
[47:59]
this is a a lot of numbers here, but
[48:02]
basically on the left is is all the
[48:04]
developments that are going into the
[48:06]
northern lift station. And then we have
[48:08]
about 4,300 uh lots that would be
[48:11]
conveying that influent to the north
[48:13]
lift station.
[48:18]
This cost is a breakdown comparing the
[48:20]
north and the southern lift station.
[48:22]
Initially, we had the 13 million gallons
[48:24]
a day infrastructure on the south. And
[48:27]
so now, by breaking it up, we we're able
[48:29]
to account for about approximately 5
[48:33]
million gallons a day of effing going on
[48:35]
the north and then leaving the remainder
[48:38]
8 million gallons a day continuing to go
[48:40]
to the south.
[48:45]
Um, here's a snapshot of the timeline.
[48:48]
The intent would be to try to get the
[48:51]
these projects advertised in the fall
[48:54]
and given a the contractors
[48:57]
about a year year and a half of next
[49:00]
year to start uh to be able to complete
[49:02]
this. This project would the project
[49:06]
will be broken up into two bids. one for
[49:08]
the utility contractors for the force
[49:10]
main and one for the facility
[49:12]
contractors to build that lift station.
[49:19]
So the next steps um are are to try to
[49:23]
proceed and and get an acceptance, get
[49:24]
an approval from council, I believe is
[49:26]
my understanding what we're trying to
[49:28]
achieve, and then proceed with the
[49:30]
design of the changes and then move
[49:33]
forward with the uh getting this
[49:35]
advertised in the fall.
[49:38]
>> Do we need both of these at the same
[49:40]
time?
[49:40]
>> We do not.
[49:41]
>> South and the north.
[49:41]
>> We do not.
[49:42]
>> We need the south right away. Right.
[49:45]
Yeah, the change if you don't mind going
[49:47]
back to the the uh where it shows the
[49:50]
two stations.
[49:53]
>> The uh original plan when I came in was
[49:56]
to build one massive lift station and
[49:58]
force main on the south. Uh but that was
[50:01]
assuming full build up for for the city.
[50:04]
Market has taken a turn and just
[50:06]
realized that is not quite financially
[50:08]
feasible. So, the idea that we came up
[50:11]
with was to break it up into two
[50:14]
different smaller lift stations, right?
[50:16]
Uh we're not saving any money. It's
[50:17]
going to cost about the same, but it's
[50:20]
more financially feasible because I
[50:22]
don't have to come up with 30 $33
[50:24]
million for one massive police station.
[50:26]
I I only have to come up with half of
[50:28]
that. And mo most of the growth that
[50:30]
we're seeing in the city, it's happening uh over over in the north
[50:35]
area here. So, we really need a a lift
[50:39]
station here to be able to serve where
[50:41]
the growth is happening. Now, in the
[50:43]
future, what what this is what this is
[50:45]
going to do is gonna free up uh capacity
[50:49]
at the wastewater treatment plant. And
[50:52]
we're also working on another project to
[50:54]
be able to reduce the water info in
[50:56]
infiltration into the the system so that
[50:59]
we can also recover some of the lost
[51:01]
capacity as well. And the second or the
[51:04]
southern lift station is still going to
[51:06]
have to be built, but it's going to
[51:07]
allow us to be able to grow our tax base
[51:09]
so that we can afford it in the future.
[51:15]
» Correct. That is correct.
[51:16]
>> Right away,
[51:17]
>> correct?
[51:17]
>> Eventually, you'll outgrow your
[51:19]
treatment plant and you're surrounded by
[51:22]
a flood plane where you can't expand
[51:24]
that. You could, but it's very limited.
[51:27]
And so, the the dollars to be able to
[51:29]
invest in the treatment plan is just not
[51:31]
feasible. instead of going regional with
[51:34]
the
[51:35]
>> eventually being a customer of the
[51:36]
district is is the the goal.
[51:39]
>> And and one thing that we will need to
[51:42]
do as staff and council will need to
[51:44]
approve. I know that we just went
[51:46]
through a u impact fee study. Well,
[51:50]
we're going to have to go we're going to
[51:51]
have to revise it or amend it because
[51:53]
the north lift station was not part of
[51:55]
that uh study. So, we're just going to
[51:58]
have to go ahead and add it and
[51:59]
recalculate our impact fees so that we
[52:02]
can utilize impact fee funds to be able
[52:04]
to uh pay for some of it. I'm working on
[52:06]
getting uh assistance grants uh from
[52:09]
other places, but it's it's only going
[52:11]
to get us so far. We're going to need to
[52:13]
find other ways to be able to fund it as
[52:14]
well.
[52:17]
David Carr Ranch will still go down to
[52:20]
the southern. I know they're on the
[52:22]
north side of the highway, but they're going to go down to our current
[52:25]
like they would they would use the north
[52:27]
lift station.
[52:28]
>> They they wouldn't. Yeah. Carpite Ranch
[52:30]
will still go down to the wastewater
[52:32]
treatment plant and then eventually when
[52:34]
the lift station is built on the south,
[52:35]
it will get it'll go there. Correct.
[52:38]
Yeah.
[52:39]
>> Is there any This is not tied to this
[52:41]
specifically.
[52:42]
Anybody in here that might know, um, is
[52:45]
there any idea on where the new
[52:49]
the big North Texas uh,
[52:52]
plant is going to be? Have they figured
[52:55]
out a site yet for that?
[52:57]
>> So, they they have plants. They're going
[52:58]
to expand it.
[53:01]
>> Yeah, but I thought they were putting in
[53:02]
a new
[53:03]
>> They're bu building one in the in the
[53:04]
region. And uh there are uh they haven't
[53:07]
officially announced where I mean but if
[53:10]
we connect the dots uh we kind of have a
[53:12]
idea of of where it's going to be built
[53:15]
uh just from conversation that I've had
[53:16]
with other cities and other uh
[53:18]
stakeholders in the area.
[53:20]
>> Okay.
[53:22]
Very good.
[53:23]
>> Which it's in the direction that we're
[53:25]
putting our forcements towards. So yeah,
[53:29]
>> which is a yes.
[53:32]
It would really suck if they built in
[53:34]
the in the opposite direction.
[53:36]
>> Yeah.
[53:37]
>> All right. Any other questions on this?
[53:40]
I I think it's a good idea. I think it's
[53:43]
a good way to go. I thank you guys for
[53:44]
putting that together.
[53:46]
>> Well, we we'll keep going and we'll keep
[53:48]
you posted of all the progress through David.
[53:51]
>> Okay.
[53:51]
>> Thank you.
[53:52]
>> All right. Thank you, sir.
[53:54]
>> All right. We'll move on to item number
[53:56]
11, a presentation by Kimley Horn
[53:58]
regarding the Eagle Crest Plan
[53:59]
Development Commercial Signage Amendment
[54:01]
Request.
[54:03]
We have anyone here from Kimley Hornton?
[54:14]
» Hi y'all. Uh my name is Mike Feather.
[54:16]
I'm with Kimley Horn.
[54:18]
So
[54:20]
I am here today to talk I guess we'll
[54:22]
start with the first item. I'm here
[54:24]
today to talk about the uh Riveridge
[54:26]
plan development uh district the zoning.
[54:29]
So, I'm here on behalf of uh JWS Land.
[54:32]
Um they are proposing a current
[54:35]
amendment to the existing zoning that is
[54:37]
in place for the Riveridge PD. Um as you
[54:39]
guys know, it kind of encapsules a lot
[54:41]
of the residential portion and there's a
[54:43]
commercial piece along 175 on the west
[54:46]
side of town. So, um what we proposed
[54:49]
here along it is Walmart and alongside
[54:51]
with JWS. Um with the commercial
[54:54]
development that is planned to happen in
[54:56]
this area, um you're seeing a lot of
[54:58]
need for signage along the highway. Um
[55:01]
our goal here today and regarding both
[55:03]
of these proposed amendments is related
[55:06]
to um a type of mixed use or a type of
[55:09]
multi-tenant signage that is allowed
[55:11]
along the highway. With the way that the
[55:13]
current sign ordinance is allowed, um
[55:16]
there isn't a stipulation for
[55:18]
multi-tenant signage. Um, and that kind
[55:20]
of it causes tenants to come in, put in
[55:24]
their own sign, and then you've got a
[55:25]
bunch of different signs leading up
[55:26]
along the highway. Um, what we're
[55:28]
proposing here, um, you can see this is
[55:31]
what Walmart is currently proposing for
[55:34]
their property on the north side of 175.
[55:37]
There is also, um, some signage that is
[55:41]
proposed along 741.
[55:44]
at these two locations. Um if 175 is on
[55:47]
the left side of this screen, um you can
[55:49]
see there's multi-tenant signage planned
[55:51]
at the corner of Spring Creek and 175 is
[55:54]
shown in blue and then the other side of
[55:57]
Spring Creek and 741 shown in blue on
[56:00]
the north side. So, um to give you guys
[56:03]
an idea of what this signage would look
[56:04]
like, um
[56:07]
this is what's kind of being proposed uh
[56:09]
along the highway. And what it does is
[56:11]
it it allows for um day and night
[56:14]
signage that really doesn't dice up 12
[56:17]
different users into 12 different signs.
[56:19]
It allows for multi- multi-tenants to be
[56:22]
able to go in and um have their signage,
[56:25]
have their highway frontage um signage
[56:27]
when it comes to a lot of these
[56:28]
restaurant users that are exploring the
[56:30]
area is really important. And so
[56:32]
>> on the anchor
[56:34]
>> absolutely
[56:35]
>> the little tabs below for each
[56:36]
individual store that's in the mall.
[56:38]
>> Yeah, 100%. So, um, this kind of gives
[56:40]
them an opportunity to have one cohesive
[56:43]
design, one cohesive layout, and allow
[56:45]
for, um, everybody to get that signage
[56:47]
they need along the highway.
[56:51]
» I think that is it on the
[56:54]
So, this is in combination between the
[56:56]
Walmart development and the JWS
[56:58]
commercial allin-one,
[57:02]
right? And
[57:05]
David, I'm sure you've looked at this
[57:07]
some and some of you guys that are
[57:08]
familiar with this industry. Is this I
[57:11]
mean I'm thinking of our UDC and and you
[57:14]
know how we want city to look. Um
[57:17]
is this something that's common? I guess
[57:19]
I mean I know Scott
[57:22]
>> it's pretty common signage among
[57:28]
signage.
[57:30]
Okay.
[57:32]
We've already put two in there and it
[57:35]
only makes sense that for the height off
[57:37]
of 175 to see them, we might as well do
[57:39]
it all the way down.
[57:40]
>> Yeah.
[57:40]
>> That way we don't have the individual
[57:42]
ones on the high.
[57:43]
>> Okay.
[57:43]
>> We can address
[57:44]
>> I I know we did an amendment for uh I
[57:47]
think McDonald's for their height.
[57:49]
>> McDonald's and Taco.
[57:52]
>> Okay. Okay.
[57:53]
>> And so it it I would agree. I think it's typically common to allow for
[57:58]
multi-tenant signage. With the way that
[58:00]
the current ordinance a lot cleaner
[58:03]
>> and with river the river PD, this just
[58:05]
allows for it to be cohesive.
[58:07]
>> Sure.
[58:07]
>> We'd have we'd have 15 signs out in
[58:10]
front of
[58:10]
>> Yeah. No, I wanted the road if you don't
[58:13]
allow this.
[58:13]
>> Yeah.
[58:14]
>> All right.
[58:16]
>> Um, now this just says presentation. Are
[58:19]
we are we supposed to take action or
[58:21]
>> Not tonight. What I wanted to do is give
[58:23]
a a council a chance to see this, be
[58:26]
able to understand it and before it goes
[58:29]
to the planning and zoning and then
[58:30]
eventually the council for final
[58:32]
approval just um have the developer give
[58:35]
them a chance to present it to the
[58:36]
council.
[58:40]
» Because this development agreement is
[58:41]
from 2021.
[58:42]
>> Sure.
[58:43]
>> David wasn't here. I wasn't here.
[58:45]
Normally I would have been a part of
[58:47]
some of those discussions about signs.
[58:49]
So, I felt it was important that city
[58:51]
council
[58:53]
gets to see it, gets to weigh in. If you
[58:55]
have something you don't like, say it,
[58:58]
let us know, you know, because you
[59:00]
always do have the ability to say, "How
[59:03]
about something else?" Or, you know,
[59:08]
>> we not have been that planned
[59:09]
development just a few years ago.
[59:13]
So development agreement right now
[59:15]
states that the signage is going to
[59:17]
comport with your UDC.
[59:20]
>> Yeah.
[59:20]
>> Um your PD ordinance alters that a
[59:22]
little bit, but basically that's the
[59:24]
problem that it's taking you back to
[59:26]
what your ordinance says about signs and
[59:28]
it really doesn't your UDC really
[59:31]
doesn't think about this type of
[59:33]
shopping center, right?
[59:34]
>> So we're going to have to amend that
[59:38]
ordinance.
[59:38]
>> Okay.
[59:40]
Well, I know we're just on item 11, but
[59:43]
I think you've kind of walked through 12
[59:44]
as well. Um,
[59:48]
I don't need to go. In fact, I'm going
[59:49]
to go ahead and go to item 12. U,
[59:53]
presentation by Kimley Horn regarding
[59:55]
Riveridge plan development commercial
[59:56]
signage amendment request. Um, does
[1:00:00]
anybody have an issue on council with what with what he's proposed or or
[1:00:04]
the renderings we've seen?
[1:00:07]
>> Yeah, I think so. I I don't want it to
[1:00:08]
look
[1:00:09]
like a hundred signs, you know, every 100 yards. So,
[1:00:14]
>> yep. And so, it the reason it's split
[1:00:15]
out into the Eagle Crest and River
[1:00:17]
Ridge, it's kind of north and south
[1:00:19]
side. Sure.
[1:00:19]
>> So, um we're ultimately proposing
[1:00:21]
similar items on both sides. That's why
[1:00:23]
there's two items.
[1:00:28]
» An agreement that uh on the Eagle Crest
[1:00:31]
development, your development agreement
[1:00:33]
says that you guys get to inspect the
[1:00:34]
signs. The city does. So even though
[1:00:37]
we're doing all of this, there's still
[1:00:39]
all these other
[1:00:40]
>> safeguards in place. So
[1:00:42]
>> yeah. No, I'm glad you suggested. I mean
[1:00:45]
it the sooner we know, the sooner we can
[1:00:46]
talk and make sure everybody's on the
[1:00:48]
same page. So I appreciate that.
[1:00:49]
>> Yeah. And I'm glad you brought it up
[1:00:51]
that it's two different sides because we
[1:00:53]
definitely want both sides of the
[1:00:54]
highway to look the same.
[1:00:57]
>> Okay.
[1:00:58]
All right. Any other questions?
[1:01:00]
>> All right. Thank you, sir.
[1:01:01]
>> Awesome. Appreciate it.
[1:01:03]
>> He's got something.
[1:01:04]
>> Oh, I'm sorry. Yes, sir. Just wondering
[1:01:07]
looking at the sign there's like room
[1:01:08]
for three vendors.
[1:01:14]
» I think he was just showing a rendering.
[1:01:16]
I think that sign could have 10 vendors
[1:01:18]
underneath it.
[1:01:19]
>> Yeah. Obviously, we don't want to we
[1:01:21]
don't want to drown the sign, but the
[1:01:22]
goal is to really just all those users
[1:01:24]
that are coming in for the shopping
[1:01:25]
center. I mean, it's it's a hot
[1:01:27]
commodity, so we want to be able to
[1:01:28]
serve them how we can. That's it.
[1:01:30]
>> And I've seen them where they do like
[1:01:31]
the Walmart in the middle and then
[1:01:33]
smaller signages and they're stacked
[1:01:35]
side by side.
[1:01:36]
>> Exactly.
[1:01:37]
>> All right. Thank you, sir. Appreciate.
[1:01:40]
>> All right. We'll move on to item 13.
[1:01:42]
Discuss and possible action on approving
[1:01:44]
resolution number 04062026B
[1:01:47]
authorizing city representatives in
[1:01:49]
matters pertaining to the city's
[1:01:50]
participation in the Texas Community
[1:01:52]
Development Block Grant Program.
[1:01:55]
>> Good evening.
[1:01:55]
Mayor and Council. Uh I'm
[1:01:57]
Jake McAlls with public management. Uh
[1:02:00]
we are the grant administration firm
[1:02:01]
that is assisting the the city with this
[1:02:03]
grant. Um so just kind of recap
[1:02:08]
everything. Uh this is $750,000 grant uh
[1:02:13]
that the city is receiving from applying
[1:02:16]
to the Texas Department of Agriculture.
[1:02:19]
This is federal HUD money uh but it
[1:02:21]
routes through the TDA. It's $750,000.
[1:02:24]
This is a matching grant. Uh the city's
[1:02:26]
MAT share is $37,500.
[1:02:29]
And so this is a total quote unquote
[1:02:32]
project budget of $787,500.
[1:02:35]
Okay. This goes back to the uh street
[1:02:38]
reconstruction uh and and ditch
[1:02:40]
reconstruction project that uh Matt with
[1:02:43]
SPI presented to the council a couple
[1:02:45]
minutes ago.
[1:02:47]
Uh so this application is due on May 15.
[1:02:52]
Uh the the the big thing is just
[1:02:55]
figuring out what are we going to do
[1:02:57]
within budget. Uh and so with with Brad
[1:03:00]
and David and SPI
[1:03:03]
as Matt presented, we we went through a
[1:03:05]
variety of iterations. Okay. and
[1:03:09]
ultimately
[1:03:11]
um reconstructing Church Street and
[1:03:13]
Vanston Street as Matt presented
[1:03:17]
uh staff decided was the absolute most
[1:03:21]
uh practic practicable,
[1:03:24]
most effective uh and most u
[1:03:27]
conservative-minded approach to proceed
[1:03:30]
with at this time. and all of those
[1:03:33]
other street sections we're going to
[1:03:35]
proceed as as alternates. Okay? And so
[1:03:39]
our current plan as of now is that
[1:03:41]
Church and Vanston's are going to be the
[1:03:43]
base bid. All right. I went out and I
[1:03:45]
did the beneficiary surveys. Make sure
[1:03:48]
that those two uh streets and all the uh
[1:03:51]
residents there qualify for this grant.
[1:03:53]
They certainly appear to uh there's
[1:03:55]
papers on the the mayor's desk that we
[1:03:57]
intend to submit to the TDA tomorrow for
[1:04:00]
them to sign off and and agree with all
[1:04:02]
that. Uh and then those will be the base
[1:04:05]
bid. And then as we get closer to
[1:04:07]
bidding this out, we'll rerun the
[1:04:09]
opinion of cost. Uh evaluate with with
[1:04:13]
staff kind of how they want to prepare
[1:04:15]
the the bid schedule. Uh, and hopefully
[1:04:19]
we we may be able to award some of those
[1:04:21]
additive alternate sections as well.
[1:04:24]
Okay, this item before you tonight is to
[1:04:28]
approve uh designated individuals. Okay,
[1:04:32]
there's there's a couple of different
[1:04:33]
positions with this grant. Uh
[1:04:35]
specifically, there's the authorized
[1:04:37]
official, which uh I I recommend that be
[1:04:43]
uh the mayor, the the chief elected
[1:04:46]
official, as well as a senior staff
[1:04:49]
member. Okay. the authorized official is
[1:04:51]
authorized to sign contracts but also to
[1:04:54]
do other tasks within the online
[1:04:57]
um grant management software that that
[1:05:00]
we have which which is really the reason
[1:05:02]
that I recommend a staff position and
[1:05:05]
then we also have designation uh two
[1:05:07]
additional positions to uh authorize
[1:05:09]
payments submitting the draw request
[1:05:12]
forms require two individuals to approve
[1:05:15]
those uh draw submissions in the system.
[1:05:17]
Okay, so there's four positions that are
[1:05:21]
included on the resolution tonight. Uh
[1:05:24]
if you have comments, questions about
[1:05:25]
that, certainly happy to address it. Uh
[1:05:27]
as well as the rest of the application
[1:05:29]
uh process, assuming that you approve
[1:05:31]
this resolution tonight, we'll be
[1:05:34]
finalizing this application and getting
[1:05:36]
that in by the May 15 deadline. Uh the
[1:05:40]
contract though, I I will warn you, the
[1:05:42]
contract is not expected to officially
[1:05:44]
begin until February of 27. Okay. Um
[1:05:50]
hopefully
[1:05:51]
we'll be able to do the reconstruction
[1:05:55]
in that 27 uh paving season. Obviously
[1:06:00]
being so close to the school, we're
[1:06:02]
going to want to kind of coordinate
[1:06:03]
around that with design and everything,
[1:06:06]
but construction is going to be a while
[1:06:08]
out still. Okay. So, uh that's kind of
[1:06:12]
the long and short of it. If you have
[1:06:14]
questions about the project, about the
[1:06:16]
process, about the resolution. Yes, sir.
[1:06:18]
>> David
[1:06:20]
council meeting. Um, didn't we discuss
[1:06:23]
this grant also a little bit about uh
[1:06:28]
the rehabilitation andor new
[1:06:30]
construction of sidewalks? Is that
[1:06:36]
» another grant?
[1:06:38]
Okay. So, this this grant
[1:06:39]
has not Okay.
[1:06:45]
» Anything else?
[1:06:46]
>> Any other questions? Okay. beside
[1:06:51]
who's on this the signers and stuff he
[1:06:54]
was talking
[1:06:58]
other
[1:06:58]
>> I I did draft this uh this is my
[1:07:01]
recommendation to council it is
[1:07:03]
absolutely council's prerogative if you
[1:07:05]
want to change so this is TDA's
[1:07:08]
resolution and it's basically fill in
[1:07:10]
the positions that that you want if
[1:07:13]
council wants to designate different
[1:07:16]
positions to serve in these roles you
[1:07:18]
can serve certainly do that. Again, it
[1:07:20]
is my recommendation and only a
[1:07:22]
recommendation to have um well, as
[1:07:25]
presented. Uh but if y'all want to
[1:07:27]
change that, we absolutely can.
[1:07:34]
» Doing this right now. The only thing
[1:07:36]
that I see different in my other cities
[1:07:37]
is on that second one, they've added the
[1:07:39]
finance director. Um but like you say,
[1:07:43]
they all pretty much all these
[1:07:45]
resolutions look the same. And the
[1:07:47]
reason being is that that second
[1:07:49]
paragraph is when it's crunch time and
[1:07:53]
you need the right person in city hall
[1:07:55]
at the right time. Um, and sometimes
[1:07:58]
>> somebody's out on vacation or
[1:08:00]
unavailable
[1:08:01]
>> city manager's busy somewhere. So, I
[1:08:03]
would just say that if you were thinking
[1:08:05]
about anything that you know that might
[1:08:07]
be something you want to do is add an
[1:08:09]
additional person um should any grant be
[1:08:13]
funded because once you once you're
[1:08:14]
funded and you probably already know
[1:08:16]
this so I'm sorry about repeating it
[1:08:18]
once you're funded you got to go you
[1:08:20]
don't have time to they they tell you
[1:08:22]
the deadlines they tell you when you
[1:08:23]
need to do it and um so kind of live
[1:08:26]
that pain in other cities
[1:08:35]
Okay, I've got a motion from Adam,
[1:08:38]
>> second from Tim. All those in favor?
[1:08:42]
>> Thank you, sir.
[1:08:43]
>> Thank you all very much.
[1:08:45]
>> All right, we'll move on to item 14.
[1:08:47]
discuss and possible action on the
[1:08:48]
proposed fiscal year 2026 agreement for
[1:08:51]
fire protection uh excuse me fire
[1:08:53]
protection and suppression services
[1:08:55]
between Kaufman County Emergency Service
[1:08:57]
District number seven and the city of
[1:08:59]
Crannle for Fire Services. Um
[1:09:04]
I know we got some ESD folks here uh and
[1:09:08]
I know we were waiting. Did you get a
[1:09:10]
copy of the contract from Aaron or
[1:09:16]
and I had a conversation last week and
[1:09:18]
we talked about revisions and um some of
[1:09:22]
them I agree to some I sent it back to
[1:09:24]
her today so I know we are the attorneys
[1:09:27]
are in the process of finalizing the
[1:09:30]
document
[1:09:30]
>> okay
[1:09:31]
>> we're very close for me the one thing
[1:09:33]
that's hanging is I didn't get any
[1:09:35]
objection to the contract commencing on
[1:09:38]
May 1st so I'm assuming that the
[1:09:41]
contract commencing on May 1st was
[1:09:43]
acceptable
[1:09:45]
>> but I just don't have a final clean
[1:09:46]
copy.
[1:09:47]
>> Okay. Um
[1:09:51]
Okay. So, we're
[1:09:55]
from the bones of the agreement, we're
[1:09:56]
good. There's just some attorney stuff.
[1:10:00]
>> David and I had a meeting on it, too,
[1:10:02]
which I'll let David talk in a minute.
[1:10:03]
Um but, um there's nothing major at this
[1:10:08]
point, but you know, David and I came to
[1:10:10]
the agreement that since we don't have
[1:10:11]
it in front of us, we'll just bring it
[1:10:13]
back to the next meeting for final
[1:10:14]
approval. Okay. Does that work for you?
[1:10:28]
» Uh the main thing that we wanted to
[1:10:31]
discuss with the council was just to
[1:10:32]
make sure that we were okay to start it
[1:10:34]
on May 1st. And the reason behind it is
[1:10:36]
just so that we can have a clean start
[1:10:38]
because the existing agreement that we
[1:10:40]
have with the volunteer fire department,
[1:10:42]
it's a it goes monthto month. That way
[1:10:44]
we give them their final payment and
[1:10:46]
then following month we start paying the
[1:10:48]
ESD directly.
[1:10:52]
» So we'll have it it should be buttoned
[1:10:54]
up by
[1:10:55]
>> I should have a clean copy this week and
[1:10:57]
I I'll have Sabrina share it with all of
[1:10:59]
you because I really do want you all to
[1:11:01]
look at it. Um and then we'll bring
[1:11:04]
we'll come back with this item for
[1:11:05]
approval in the next meeting.
[1:11:11]
» That'll be good. Okay, go ahead.
[1:11:14]
>> Make a motion table uh item number 14
[1:11:17]
possible action on the ESD agreement.
[1:11:19]
>> Okay, I've got the April
[1:11:22]
>> What's the next meeting? April
[1:11:23]
>> 20
[1:11:24]
>> April 20th meeting council meeting.
[1:11:26]
>> Okay, I've got a motion to table from
[1:11:28]
Adam
[1:11:29]
>> a second from Caleb. All those in favor?
[1:11:33]
>> Okay, we'll move on to item 15. Discuss
[1:11:36]
and possible action on adding speed
[1:11:37]
bumps to Trunk Street between Trinity
[1:11:39]
and North First.
[1:11:42]
I think
[1:11:45]
are we gonna have our new new ser new
[1:11:47]
guy walk us through this or
[1:11:52]
» it might be a team maybe a team effort
[1:11:57]
» get it prepared anyway
[1:11:58]
>> you just said it was the last time you
[1:11:59]
were coming back up here I knew
[1:12:03]
>> you missed us already
[1:12:05]
>> yeah I did miss you I am I am gonna miss
[1:12:07]
you here
[1:12:10]
>> I am going to miss y'all. I I've uh been
[1:12:12]
doing this 26 years and been through
[1:12:15]
lots of councils and been on a city
[1:12:18]
council and y'all are working hard for
[1:12:20]
Granville. I appreciate it. But for uh
[1:12:24]
trunk street
[1:12:36]
all right so on uh trunk street I know
[1:12:39]
that
[1:12:40]
when I was asked about this there are um
[1:12:43]
some special requirements for um to put
[1:12:46]
speed bumps they you can't put speed
[1:12:49]
bumps in the road you got to they have
[1:12:51]
to be speed humps
[1:12:52]
So, um, with putting these speed bumps
[1:12:55]
or speed humps in other places in town,
[1:12:59]
um, the council had to do change some
[1:13:01]
ordinance and change some speed limits.
[1:13:03]
Um, there are limits to, um, the speed
[1:13:08]
posted speed limit on the street to be
[1:13:10]
25 miles an hour or less to be able to
[1:13:14]
um, put speed humps on there. and um the
[1:13:18]
there's a sight distance requirement and
[1:13:22]
signage. So in order to uh slow the
[1:13:28]
traffic on uh Trump um came up with poss
[1:13:32]
four for sure but possibly five just
[1:13:34]
depending upon um those sight distances
[1:13:38]
and um the distance between each one of
[1:13:42]
those because what what happened in um
[1:13:46]
Willow Lake, we put speed humps in there
[1:13:49]
and um it caused most of the people in
[1:13:53]
there to go from slowing down at the
[1:13:56]
hump and then being able to get 45 40
[1:14:00]
miles an hour between the two and then
[1:14:02]
slow down and then jump that one. And so
[1:14:04]
we ended up having to add some
[1:14:05]
additional ones in um Willow Lake around
[1:14:08]
the park. Um that's why there's so many
[1:14:11]
in front of the park because everyone's
[1:14:14]
trying to cut the corner and beat the
[1:14:15]
traffic. um
[1:14:17]
>> not fast.
[1:14:19]
>> That's true.
[1:14:21]
>> And there and those speed humps also
[1:14:23]
have um
[1:14:25]
for the way they're the way they're
[1:14:27]
rated and the uh um tra the traffic laws
[1:14:32]
is what regulates those so that you're
[1:14:34]
not um getting them so far apart that
[1:14:37]
somebody's going can get going that fast
[1:14:39]
and hit them and lose control. um
[1:14:42]
because once you put these down, you're
[1:14:45]
liable for a lot of stuff. So, just have
[1:14:48]
to be careful where where they're
[1:14:50]
placed. And then um on Trunk toward
[1:14:53]
Trinity,
[1:14:55]
um the roads in pretty bad shape on the
[1:14:59]
north side of it. So, they may or may
[1:15:01]
not stay.
[1:15:04]
Um you anchor them best you can and
[1:15:07]
cross your fingers.
[1:15:09]
But the other option um and the these
[1:15:12]
are um
[1:15:16]
pretty expensive
[1:15:18]
um for each for each one of those uh
[1:15:20]
speed humps for the speed bump material
[1:15:26]
itself. Um and the signage requirement
[1:15:29]
um they're about $2,000 a piece for each
[1:15:33]
one of those. We did them in the other areas. The street wasn't
[1:15:38]
quite as wide, so they were a little bit
[1:15:40]
less, but the it was $1,910
[1:15:46]
is what the the price would be for each
[1:15:48]
one of those because each one of the
[1:15:50]
speed bumps
[1:15:53]
requires a um speed hump sign ahead or a
[1:15:57]
speed bump um on either side of it. so
[1:16:00]
that um eastbound traffic and westbound
[1:16:04]
traffic can see those far enough in
[1:16:07]
advance to slow down. The other option
[1:16:11]
was um the radar feedback speed limit
[1:16:15]
signs. Um I know that they're getting
[1:16:18]
more and more popular. They have them in
[1:16:22]
a lot of neighborhoods to uh help show
[1:16:25]
your speed. Um,
[1:16:28]
sometimes those visual signs like that
[1:16:31]
help. Sometimes they people use them to
[1:16:35]
check their speedometer to see if it's
[1:16:37]
working or see just how fast they can
[1:16:39]
go.
[1:16:40]
>> So,
[1:16:42]
oh yeah,
[1:16:44]
>> especially with no red light or speed
[1:16:46]
cameras allowed in the state anymore,
[1:16:47]
they're pretty much uh there's no
[1:16:50]
consequence. Yeah, but it um it is an
[1:16:55]
option for
[1:16:58]
that area. And if you wanted to uh limit
[1:17:01]
that space where the road where trunk
[1:17:06]
goes from
[1:17:08]
the west side of that bridge all the way
[1:17:11]
to First Street where the road narrows
[1:17:13]
to uh start those um speed humps at a
[1:17:17]
different area, a different spot just to
[1:17:20]
get you slowed down before you get to
[1:17:22]
the bridge and then all the way to First
[1:17:24]
Street where the um school kids are
[1:17:26]
walking.
[1:17:33]
It's already 25 mph speed limit. The
[1:17:36]
city ordinance is 25.
[1:17:38]
>> What if we just what if we just increase
[1:17:40]
increased police presence on that road?
[1:17:42]
I mean 148 15 years ago when I moved
[1:17:45]
here there was always somebody there.
[1:17:47]
Everybody knew it. So when they hit town
[1:17:49]
they slowed down. If if we put somebody
[1:17:52]
over there now and just made everybody
[1:17:54]
aware, hey you're going to speed down
[1:17:55]
the road you're getting a ticket. Chief,
[1:17:57]
buy a couple Harleyies and start a
[1:17:58]
traffic unit.
[1:18:01]
>> Yeah.
[1:18:05]
» Caleb's driveway.
[1:18:06]
>> Be sneakier.
[1:18:08]
>> I seen Louisiana's using drones now.
[1:18:11]
>> Yeah.
[1:18:15]
» So, that was the um I mean the
[1:18:18]
consideration for for those. And
[1:18:23]
if we wanted to just reduce that reduce
[1:18:26]
that down a little bit and put a few in
[1:18:29]
there to slow you down before you get to
[1:18:31]
the bridge. Um the bridge slows most
[1:18:34]
everybody down a little bit. But
[1:18:36]
>> once you get past that bottleneck, it
[1:18:39]
speeds back up.
[1:18:40]
>> I'm more for the signage than I am the
[1:18:42]
pumps. I think pumps are
[1:18:47]
they're a maintenance nightmare,
[1:18:48]
especially if you're trying to put them
[1:18:50]
on a that's hadn't been designed for it.
[1:18:54]
>> The from
[1:18:57]
um River Ridge South, the first entrance
[1:19:01]
to there from there all the way to First
[1:19:03]
Street. Um the streets in good enough
[1:19:06]
condition it would they would you could
[1:19:08]
maintain them there pretty easy.
[1:19:10]
>> Can you and you think your thing said
[1:19:12]
8,000 for a hump? And then
[1:19:14]
>> it's they're 2,000. It's $2,000 a piece
[1:19:18]
for $1,910
[1:19:20]
for those speed hubs and signage.
[1:19:23]
>> So that road's wide enough you're going
[1:19:24]
to have to have three probably or
[1:19:26]
they're just going to drive around them.
[1:19:27]
>> Um, no. It's that that $1,900 includes
[1:19:32]
from edge of pavement to edge of
[1:19:34]
pavement. There's no way There's no way
[1:19:35]
you're getting around it.
[1:19:37]
>> So, but then you have to stripe and you
[1:19:40]
have to do signage.
[1:19:41]
>> Um, only signage. The the hump itself
[1:19:44]
comes with retroreflective material that
[1:19:48]
if you went through Willow Lake or over
[1:19:50]
by the park, it's those um we put in the
[1:19:53]
same ones
[1:20:12]
that
[1:20:14]
have to drive slow because
[1:20:22]
stop there.
[1:20:25]
We're always
[1:20:34]
slow on that road. That road is not a
[1:20:37]
nice smooth road
[1:20:42]
» for but for every one person that's
[1:20:44]
driving the speed 25 miles hour over
[1:20:47]
there from us doing a waterline project
[1:20:49]
over there. For every one that's driving
[1:20:52]
the speed limit, there's 10 that are
[1:20:54]
going forward.
[1:20:57]
>> David, have we got a lot of complaints?
[1:21:06]
So, just to let you know, I uh
[1:21:11]
requested the agenda and I wanted to add
[1:21:13]
it to be able to have a discussion just
[1:21:16]
to see what the council how council
[1:21:18]
would like to move forward if everybody
[1:21:20]
was okay with the speed. I'm sure you
[1:21:22]
got you guys wanted to see a different
[1:21:23]
uh potential solution.
[1:21:26]
>> Many of the citizens called and said,
[1:21:28]
"Hey, you got to do something to slow
[1:21:30]
these people down."
[1:21:31]
I would like to do a poll or something
[1:21:33]
in that neighborhood over there just to
[1:21:34]
see how many citizens are
[1:21:37]
>> on her side and how many people
[1:21:39]
>> I'm the one who asked for the request so
[1:21:40]
I'm going to speak my mind. Um and I've
[1:21:43]
talked to my neighbors most of them
[1:21:45]
directly. We we especially we're right
[1:21:48]
there by the bridge. It is not
[1:21:54]
traffic's one thing because you got
[1:21:55]
people passing back and forth but there
[1:21:57]
are a lot of people who do walk that
[1:21:59]
road in the evening. And there are a lot
[1:22:00]
of kids that walk home between and they
[1:22:02]
cut from Metal Creek across the gas
[1:22:05]
easement onto Trump. And it is amazing
[1:22:09]
how fast people get going in the
[1:22:11]
afternoons especially because it's
[1:22:13]
usually the traffic coming from Trinity
[1:22:15]
back towards Spurs. It's well over 40
[1:22:19]
while back. I know Chief tried to set up
[1:22:21]
over there a couple times. It's
[1:22:23]
difficult. It's wide open. You can see
[1:22:25]
them. But I mean I can be standing in my
[1:22:27]
driveway and I have a 8-year-old. I
[1:22:29]
never let him out on the street unless
[1:22:30]
I'm standing at the end of my driveway
[1:22:33]
and I can yell distance-wise for him to
[1:22:35]
get off the road or get back the
[1:22:37]
driveway. It it is it's highly
[1:22:39]
dangerous. I mean, I'm I'm being honest.
[1:22:41]
And it's just they they see the open
[1:22:43]
road and it's it's gunn it 100%. So, it
[1:22:47]
was my ask and I believe it's a safety
[1:22:50]
issue and I don't know any other way to
[1:22:51]
slow it down. There's foot stop signs
[1:22:54]
whole stretch. I mean it it's limited
[1:22:57]
options as far as what we can do to try
[1:22:59]
to reduce the the speed through there.
[1:23:01]
>> When when the uh police department
[1:23:05]
trailer was over there, did it help any?
[1:23:07]
>> Didn't help at all.
[1:23:08]
it. You I mean, you know, people look at
[1:23:10]
a couple times they all know like Adam
[1:23:12]
mentioned zero consequences kind of like
[1:23:15]
the signs that uh is my you know I put
[1:23:18]
bigger tires on my vehicle and doing 25
[1:23:21]
according to the sign in my you know my
[1:23:23]
speedometer type situation but
[1:23:28]
>> you can hear
[1:23:29]
>> still some grand
[1:23:31]
>> you can hear them coming. I mean that's
[1:23:32]
kind of the deal too. It falls to that
[1:23:34]
valley and you can hear them from one
[1:23:35]
end to the other. And I don't care if
[1:23:36]
it's truck or car.
[1:23:48]
» Too bad. Um let's let's look at maybe
[1:23:51]
placing some of the bridge. Would that
[1:23:54]
help?
[1:23:56]
>> I agree. Some people go to the speed
[1:23:58]
limit, but there's a lot that man, it's
[1:24:00]
just
[1:24:00]
>> and it and it uh might be it might be
[1:24:03]
the point where once you get past
[1:24:06]
Sabine, that first entrance, if we could
[1:24:09]
just slow them down, slow them down
[1:24:11]
before the bridge, right,
[1:24:12]
>> and then after the bridge, and then that
[1:24:15]
one before First Street, and I can look
[1:24:17]
at those distances and find out if if
[1:24:20]
that's feasible.
[1:24:21]
>> I mean, I'm I'm open to 100% settle
[1:24:24]
anything, but it's just becoming
[1:24:28]
It's an increasing danger,
[1:24:34]
you know, out of tolerance. Let's take a
[1:24:37]
5ft section of that road and put it in
[1:24:39]
tolerance before we put them in. And
[1:24:41]
that that uh on the
[1:24:44]
CIP on the CIP list, that is one of the
[1:24:47]
um roads that western section past the
[1:24:50]
bridge is one of those that um would be
[1:24:53]
is on the um would be on the CIP list
[1:24:57]
for reclaim and replace. So
[1:24:59]
>> yeah, but it's probably going to be a
[1:25:01]
little while away. And and I know we're
[1:25:03]
fixing to start doing the Mallerie Road
[1:25:05]
project and stuff like that. We could we
[1:25:07]
could get those guys to throw in a 5ft
[1:25:10]
strip over there
[1:25:13]
cheap cheaper than mobilizing a whole
[1:25:16]
brand new company.
[1:25:24]
» Speed humps along street
[1:25:28]
pending an evaluation of the tolerance
[1:25:30]
of the roadway.
[1:25:36]
Second from Tim. All those in favor.
[1:25:43]
» You can vote.
[1:25:50]
[laughter]
[1:25:56]
» All right. Thank you, sir. Um, move on
[1:25:58]
to item 16, executive session. Council
[1:26:01]
will hold executive session pursuant to
[1:26:03]
the provisions of chapter 551, the Texas
[1:26:05]
Government Code, in accordance with the
[1:26:07]
authority contained therein. Executive
[1:26:09]
session, Texas Government Code section
[1:26:11]
551.087.
[1:26:13]
Uh deliberation regarding economic
[1:26:15]
development. Uh TUR 6 and Project Grand
[1:26:19]
Slam. If I can get a motion to go into
[1:26:22]
executive.
[1:26:22]
>> Motion.
[1:26:23]
>> We got a motion from Adam.
[1:26:25]
>> Second.
[1:26:26]
from
[1:26:28]
those in favor.
[1:26:30]
All right. And that is at 7:57.
[1:26:38]
Are you good to go back there? Stay
[1:26:39]
here.
[1:26:41]
>> I'm good.
[1:26:42]
>> I'm supposed to walk.
[1:26:43]
>> Okay.
[1:26:43]
>> That's one thing I'm supposed to do.
[1:26:47]
>> Doing what?
[1:26:51]
» Hey, is he supposed to be crouching down
[1:26:53]
putting cords into outlets? Running
[1:26:55]
cords into outlets.
[1:27:00]
Not supposed to carry that.
[1:27:02]
miles.
[1:27:12]
Two gallons of
[2:38:25]
No,
[2:38:27]
>> but I'm aware.
[2:38:29]
All right, let's move on to item 17,
[2:38:31]
open session. Council will now adjourn
[2:38:33]
from executive session, reconvene into
[2:38:34]
open session pursuant to the provisions
[2:38:36]
of chapter 551 of the Texas Government
[2:38:38]
Code, and take action, if any, on items
[2:38:41]
discussed during closed executive
[2:38:42]
session. Uh, if I could get a motion to
[2:38:45]
adjurnn from executive session and uh
[2:38:47]
reconvene open session.
[2:38:49]
>> Motion.
[2:38:50]
>> I got a motion from Adam and a second
[2:38:51]
from Scott. Um,
[2:38:54]
I don't believe there's any any action
[2:38:56]
on item 17. So, I'm going to move on to
[2:38:58]
item 18. If I get a motion to adjurnn,
[2:39:00]
I've got one from Adam and a second from
[2:39:02]
Caleb. All those in favor?
[2:39:05]
>> Thank you.
[2:39:07]
>> You read that last one.
[2:39:10]
>> You didn't got to give me a chance.
