we feel that we should still have um you

know counselors come into the jail. Um

mean, they're in crisis. They're they

the non-mandated service and and they're

having trouble right now with their um
[5:26]
their fund that that supports the

non-mandated services. So, it's not

Medicaid or Medicare

um approved.

So, um I spoke with Glenda Zeller
[5:41]
last week on that very issue and um
[5:45]
she's coming up with with some possible
[5:49]
uh remedies for that. But yeah,
[5:51]
certainly wouldn't hurt to have a
[5:53]
sheriff at that meeting
[5:55]
uh in support of
[5:58]
of that request.

Um, and Paul, you're very aware of the
[6:06]
meeting that you had with her. So, it
[6:08]
looks like right now we
[6:10]
we as a county pay like 32,000 something
[6:14]
35. They're looking looks like they're
[6:16]
looking for a small increase. Um,
[6:22]
Grand Traverse County obviously is the
[6:23]
big pay. They're like 600 some thousand.
[6:26]
So they're they're kind of the hold up
[6:28]
right now moving forward with with the
[6:31]
increase in the non
[6:35]
» The non-Medicare Medicaid funds. So

that's that's the update on why they're
[6:41]
not going into the jails. Yeah, there's
[6:43]
no doubt that uh it's needed, you know,
[6:47]

is by far one of our biggest problems.

And unfortunately, there's nowhere that

they're being put for long term. So, so
[7:28]
they're coming to us and we're
[7:30]
responsible. So, we're actually going
[7:33]
through the process right now just
[7:34]
getting started applying for a federal
[7:36]
grant to get a full-time uh mental
[7:39]
health worker in the Crawford County
[7:41]
Journal as a whole where it'll be just
[7:44]
us with that person in there. So, um,
[7:48]
[clears throat] there's a lot of whatifs
[7:49]
when it comes to that, but we are trying
[7:51]
to be proactive in and not only putting
[7:54]
more services in the jail, but having
[7:56]
somebody there full-time. So, I'm in
[7:58]
support of the letter, but at the same
[8:00]
point, just know that we are trying to
[8:01]
do some stuff uh that if it doesn't work
[8:03]
out that we have a a plan B,
[8:06]
» Right? So, if we're working on multiple
[8:07]
angles, hopefully something will pan
[8:09]
out.

it's it's I agree with Sean. We've had
[8:27]
meetings as administrators with Linda.

It's it's a funding issue and it's not
[8:31]
going to be the service. Um,
[8:35]
also Grant Travers pays a large amount
[8:37]
because when we combined with Grant
[8:40]
Travers, they brought a significant
[8:41]
amount of debt to the agency. So they
[8:45]
can vulg all they want but they created
[8:48]
» Why they created the amount they're
[8:49]
paying because of that they were they
[8:51]
have joint or what they enjoy. So I just
[8:54]
wanted to bring that out.

so they had debt. So typic so they

» A long time ago, there was just the four
[9:28]
counties and the four counties didn't
[9:29]
have any debt. And then the state
[9:31]
required the mental health authorities
[9:33]
to have at least 20,000 Medicare
[9:36]
Medicare Medicaid lives in within their
[9:38]
jurisdiction. And we didn't have them.
[9:40]
So we had to join larger counties. Okay,
[9:42]
we we got that. But in the creation of
[9:45]
how that equity was going to split up,
[9:47]
Brent Travers had a significant amount
[9:49]
of debt. They were bringing to the
[9:50]
agency. So they that's why they paid for
[9:53]
it. That's their debt. They're broad. So
[9:58]
uh if we had one full-time person just
[10:02]
for our jail,
[10:04]
that amount would be somebody's salary
[10:07]
and benefits.
[10:09]
So currently all the counties are paying
[10:12]
and there's they don't have enough money
[10:14]
to have one person to travel.
[10:17]
» Well, no, because they they're mandated
[10:19]
by the state to [clears throat] to serve
[10:23]
the three different categories and
[10:25]
because of the funding has been cut back
[10:27]
because of how the states allowed the
[10:30]
calculation for funding. They they have
[10:33]
last night was like a $2 million
[10:35]
shortfall in the mandated services. So
[10:37]
there's they're they're struggling to do
[10:40]
what they're supposed to do by by
[10:42]
statute versus anything that's not
[10:44]
mandated. So I guess another question is
[10:47]
if
[10:50]
is this something that we could join
[10:53]
Ross comment and have one full-time
[10:56]
person between both counties. Is that
[10:58]
would that be anything that would be
[11:00]
feasible Paul or Sheriff? Yeah, I think
[11:04]
I think any partnership is feasible if
[11:05]
everybody's on board with it.

issues that are brought in mental health
[11:37]
or drug related, but could we not use
[11:40]
some of that opioid money to in support
[11:43]
of this same program or
[11:46]
» It's a good question. up for the good
[11:48]
committee.

ultimately they make recommendations to
[11:53]
us and and I know they have their bylaws
[11:56]
and I'm not trying to circumvent all
[11:58]
that. I just want to know if that's
[11:59]
something that

is a short answer, but certainly a lot
[12:05]
of the mental health issues in the jail
[12:07]
are drugreated, right? So I mean it's I
[12:10]
don't know if we can I don't know to
[12:12]
what extent we can use it but

I just I mean I just see seems to me
[12:18]
that there's a lot of money big pot of
[12:20]
money that's sitting there
[12:23]
where it's being used it where it should
[12:27]
be. I'm just thinking that's that's we
[12:29]
have 18 years of this money coming in.

just the jail

a small portion of that but especially
[12:42]
for sharing we're sharing those costs
[12:44]
with the hood of their
[12:48]
but I think that has is probably
[12:51]
an avenue we need to look into is the
[12:53]
opioid funds uh to support the
[12:57]
opioid crisis that's affecting our jail
[13:01]
via mental health. I I think the
[13:03]
connection is there between mental
[13:05]
health and and uh drug drug usage. So,
[13:13]

committee and we haven't had a meeting
[13:17]
um we have one coming up, but I did get
[13:19]
an email um that they're applying for
[13:22]
PA2 funding to extend Marissa's
[13:27]
support in the jail currently. Uh so, it
[13:29]
ends at the end of this year. So they're
[13:31]
applying for that grant to extend for
[13:34]
that position 2027 who is
[13:38]
uh she meets with uh individuals across
[13:40]
county jail who um have recovery
[13:42]
services or need assistance identifying
[13:44]
treatment recovery or other um community
[13:48]
resources in preparation for their
[13:50]
release. So it's not quite the same
[13:52]
thing but there's some services or
[13:54]
assistance there that's going to be
[13:56]
likely extended into 2027 as well.

we're applying for a federal grant in

addition to the the grant that I just

spoke of a little bit ago. That

deadline's tomorrow. Uh and we'll be

submitting that today. Hopes that it'll
[15:16]
be helping not only the sheriff's
[15:17]
office, but Crawford County as a whole.

you can mark your calendars. It's not in

Crawford County, but on September 11th,
[15:25]
the 25th anniversary of 911, the
[15:28]
sheriff's office uh has uh joined an
[15:32]
organization called Unite. It's a it's a
[15:34]
national organization and we're actually
[15:37]
doing it with the Kasa uh County
[15:39]
Sheriff's Office and the Kasa uh school
[15:41]
district. They do normally have a
[15:43]
guardian game around 911. It just so
[15:46]
happened to fall on 911 this year, but
[15:48]
we've uh paid some funds. Uh we each
[15:51]
paid $500 to um have promotions put
[15:55]
together and things of that nature to
[15:58]
not only remember 911 but also try and
[16:01]
get uh communities to get together uh
[16:04]
just in general. So um I know it's in
[16:07]
Kasa, but if you mark your calendars for
[16:09]
September 11th evening that Friday,
[16:11]
there is going to be a game where we're
[16:12]
going to be putting out a lot of stuff
[16:14]
on social media the coming weeks in
[16:16]
regards to that event. Uh I know that we
[16:19]
have our commissioner meeting the day
[16:20]
before that and I will definitely have
[16:21]
more information for you on that day. Um
[16:24]
we have a meeting tomorrow regarding so
[16:26]
I have more after that. Uh and then we
[16:29]
have our opioid steering committee uh
[16:31]
Monday at 3:30

and we're going through the process
[16:36]
process of reimplementing TIMS uh and
[16:38]
jail tracker which is our report uh
[16:42]
system and our uh jail management
[16:44]
system. So other than that, we're busy.

summer as long as we can. And um I be

» Good morning. Um I'm happy to report

that um I applied for a self-help legal
[18:20]
kiosk for the building. Um and we were
[18:22]
awarded that. Um the implementation will
[18:26]
be targeted around the October 1st time
[18:28]
frame. Um the location will be in the
[18:30]
basement and one of the rooms I spoke to
[18:33]
Paul and got approval to uh place the
[18:35]
unit there. Um and it'll allow patrons
[18:39]
to utilize that for immediate self-help
[18:42]
legal questions that they have or filing
[18:45]
paperwork and and whatnot. Um which will
[18:49]
kind of headline into when we do become
[18:52]
a my file court. um patrons will be
[18:55]
asked to file all of their pleadings um
[18:59]
electronically and that will be one
[19:01]
point of service that they'll be able to
[19:03]
uh utilize. Um and then the district
[19:05]
court is uh starting the implementation
[19:08]
phase for my file just for uh civil
[19:12]
cases and that'll be a projected go live
[19:15]
date in December. So

lots of technology stuff coming up. Does

Julies. I didn't realize one meeting in
[19:34]
the month. I walked in the room. I'm
[19:35]
like, this is odd. But anyway, so I got
[19:39]
that fixed on my yearly calendar. Um,
[19:41]
Supervisor Pete came last meeting and
[19:43]
said he didn't have anything to report
[19:44]
back for me. First of all, the canoe
[19:47]
races my first year. It was absolutely
[19:49]
amazing. I had a great time. Crews did.
[19:52]
um you didn't see the news that we did
[19:54]
when Facebook was pretty cool. So the
[19:57]
the staff is uh pretty excited about
[19:59]
that. I did think it was funny that in
[20:01]
the business relay email females had
[20:04]
second place finish but they both female
[20:07]
teams beat their men's group. So there's
[20:10]
been a lot of bragging rights it sounds
[20:12]
like. But all in all the community, it
[20:13]
was it was a great event and working
[20:15]
with the different municipalities and
[20:17]
entities and stuff and I can definitely
[20:19]
see the close commitments in the
[20:21]
community. It was really really awesome
[20:22]
to be a part of that. My staff had
[20:25]
talked about it and talked about it and
[20:26]
I got to see it so I wanted to be a part
[20:28]
of it. So I appreciate that. Um couple
[20:31]
things that we're doing. We got two new
[20:33]
trucks that are going to be delivered
[20:35]
here soon. So we're going to replace
[20:37]
some of the fleet. those trucks are
[20:39]
going to go down for remount and uh the
[20:41]
chassis will get new boxes put on them.
[20:43]
So u it's good for them. We're also
[20:45]
getting the echo units so the supervisor
[20:47]
will be able to respond solo in that
[20:49]
echo unit when staffing allows to to
[20:52]
respond to um like a if an EMT or a
[20:55]
basic truck is on scene requires higher
[20:57]
level care they can do that and then
[20:59]
also make themselves more available
[21:00]
throughout the area.

Friday, we are going up to the ATIGO
[21:07]
dispatch center MSP. We're going to go
[21:10]
through that course with the new
[21:11]
dispatch system that's going to be put
[21:13]
put on our tablets so we can get more
[21:16]
information and make the crews be able
[21:18]
to communicate better with with Crawford
[21:20]
Central and gives them some of that
[21:22]
information when addresses change or
[21:24]
patients, you know, change in their
[21:26]
status. So, that's going to be pretty
[21:28]
helpful. Uh we also last week deployed
[21:31]
the new life pack 35 systems. We spent
[21:33]
$7 million as a company to integrate the
[21:36]
new uh cardiac monitors. It's the newest
[21:39]
and greatest technology can communicate
[21:40]
with all the hospitals detect STEM usies
[21:43]
or heart attacks a lot better especially
[21:45]
on longer transfers. Um it's just the
[21:48]
greatest and newest thing. So these
[21:50]
Crawford staff was the first ones to
[21:52]
implement it throughout all 17 counties.
[21:54]
So they're pretty excited about all
[21:56]
that.
[21:58]
um transfers and call volume. Uh last
[22:00]
month we transported 119 patients out of
[22:04]
hospital, 58 out of Oiggo, and then the
[22:06]
Crawford units also helped with 16
[22:08]
transfers out of Traverse City. Uh 43
[22:12]
911 calls and five of those are
[22:14]
refusals. The rest resulted in
[22:16]
transports.
[22:17]
Um
[22:19]
I think that's about it unless anybody
[22:22]
has anything for me. All in all, it's
[22:25]
pretty good. We got some new EMT start
[22:26]
as well.

» So, uh, last month, uh, Frederick MMR
[22:34]
and South Branch all responded to what
[22:37]
we believed at the time was mass mass
[22:39]
casualty incident,
[22:41]

» At the camp. We worked together
[22:45]
to
[22:46]
facilitate treatment of 60 patients. uh
[22:50]
only six of them we ended up
[22:52]
transporting to the hospital for by
[22:55]
blood analysis. But we we all worked
[22:57]
very well together to uh to accomplish
[23:00]
that mission and and uh take care of
[23:03]
those 60 patients.

» We potentially had 3,100, but
[23:08]
» We [clears throat] we were able to uh
[23:11]
not have to go through that whole
[23:12]
process.

» A lot of self-care during through the
[23:17]

state level and various roles with

extension. So, I'm really excited to be

working with um district 4 across all of
[25:04]
these districts and supporting. Um, one

of the roles that I had previously was a
[25:09]
supervising educator for the 4 program,
[25:11]
which I worked with Crawford County at
[25:13]
that time. So, it's nice to be back and
[25:15]
working with our staff. And our staff
[25:17]
that we have locally is Jamie Greer, our
[25:19]
support staff person, Nicole
[25:21]
Weatherington, who is our health
[25:22]
educator and been on staff for quite a
[25:24]
long time, and Shane Jobson, who is our

with a total of 64 million requested.

mediation that is getting scheduled.

Medicaid has some changes. Um it's

months leading to your renewal. You may

The road commission has received two

safety awards in the last year. Um,

Goolang award and then workman's comp

prevention award. Third quarter safety

meeting had good energy and support for

It's working on updating the strategic
[33:14]
plan. Um NKA uh the school school
[33:17]
success program which helps prevent

absenteeism, tardiness among other

things. um for the 2026 2027 school

year, majority of the funds were
[33:31]
diverted to another state program and
[33:35]
um it's not been traceable. Um they're
[33:38]
working with legislators to educate on
[33:40]
the value of this program. Um the Pace
[33:43]
Center in Alpena, which is the adult day
[33:45]
program, has been success more
[33:48]
successful than anticipated. Not only
[33:51]
can adults u 55 or older come in for
[33:55]
activities during the day, but um and
[33:59]
medical appointments and prescriptions,
[34:01]
they can also have services at their
[34:03]
home for chores they can no longer do.
[34:06]
Hot Lake is having a peace center built
[34:08]
to serve a multi-county area and it'll
[34:11]
be open by the end of this year. Um the
[34:14]
best way for clients to learn about the
[34:16]
service is by word of mouth. Um Jeff
[34:21]
