Alrighty. I'd like to bring to order
[0:11]
this regular meeting of the city council
[0:13]
of the city of Crescent City. Please
[0:15]
call the role.
[0:17]
>> Council member Altman
[0:18]
>> here.
[0:18]
>> Council member Go
[0:19]
>> here.
[0:20]
>> Mayor Prom Tinkler here. And Mayor
[0:22]
Wright
[0:23]
>> here. And let's do the pledge of
[0:25]
allegiance.
[0:28]
Ready? Begin.
[0:48]
All righty. We're going to move into the
[0:50]
consent calendar. We actually only have
[0:51]
one item on that consent calendar and
[0:53]
it's um the a planning commission
[0:56]
appointment.
[1:01]
Motion to approve consent calendar.
[1:03]
>> Do we have any public comment on our
[1:05]
single item on the consent calendar?
[1:09]
» Right. Seeing none, do I have a second?
[1:11]
>> Second.
[1:12]
>> All right. Please pull the vote.
[1:13]
>> Council member Alman,
[1:14]
>> yes.
[1:15]
>> Council member Go,
[1:16]
>> yes.
[1:16]
>> Mayor Prom Tinkler,
[1:18]
>> yes.
[1:19]
>> And Mayor Wright,
[1:20]
>> yes.
[1:21]
And um
[1:23]
our applicant uh did Deborah, how'd you
[1:26]
say your last name? How'd you say your
[1:28]
last name? Deborah Puri. Our our um
[1:32]
appointment didn't she didn't have
[1:34]
anything she wanted to add, but um this is Deborah Purious.
[1:39]
>> Welcome aboard.
[1:40]
>> New planning commission member.
[1:41]
>> Thank you so much.
[1:43]
>> All righty, that's easy enough. Now
[1:45]
we'll move on to item number two and new
[1:47]
business which is the 2026 city council
[1:50]
regular meeting calendar.
[1:56]
» Yes. Thank you mayor, members of the
[1:57]
council. This is also a standard item
[1:59]
for us that we take at the end of the
[2:01]
year where we look towards the uh
[2:03]
upcoming calendar year and then set our
[2:05]
regular meeting schedule. And so uh this
[2:08]
is uh there are certain things that have
[2:10]
to be adopted only at a regular
[2:13]
regularly scheduled council meeting. So
[2:15]
this will be our calendar for uh for
[2:17]
that. And then if we choose to cancel
[2:20]
one of these regular scheduled meeting
[2:21]
then we would also post the
[2:22]
cancellation. It's pretty
[2:24]
straightforward this year. There's just
[2:25]
our standard holidays that fall on the
[2:27]
third Mondays of January and February
[2:30]
which would be Martin Luther King Jr.
[2:32]
Day and President's Day. And then the uh
[2:34]
other one I believe is Labor Day uh the
[2:37]
first Monday in September. We're
[2:39]
suggesting to to shift those meetings to
[2:41]
the Tuesday.
[2:45]
All righty.
[2:47]
Do we have any public comment on our um
[2:51]
regular meeting calendar for 2026?
[2:56]
» All right. Seeing none, I'll bring it
[2:58]
back to the council.
[3:03]
And a motion to approve and adopt
[3:04]
resolution number 2025-56
[3:07]
rel resolution of the city council of
[3:09]
the city of Crescent City adopting the
[3:12]
2026 city council regular meeting
[3:14]
calendar.
[3:15]
>> I'll second that.
[3:16]
>> I have a motion and a second. Please
[3:18]
pull the vote.
[3:19]
>> Council member Alman,
[3:20]
>> yes.
[3:20]
>> Council member Go,
[3:22]
>> yes.
[3:22]
>> Mayor Prom Tinkler,
[3:23]
>> yes.
[3:24]
>> And Mayor Wright,
[3:25]
>> yes. All righty. Item number three, city
[3:29]
council vacancy interview
[3:31]
slashappointment.
[3:37]
All right. Thank you, Mayor Wright,
[3:38]
members of the council. So, yes, this
[3:41]
item is before you as our uh as the
[3:44]
elected council member Darren Douly uh
[3:47]
resigned from the council back on
[3:48]
October 21st. So, at that time, the
[3:51]
council directed uh city staff to go
[3:54]
ahead and open the application window uh
[3:57]
to make an appointment uh to fill that
[3:59]
position for the remainder of
[4:02]
well, not the remainder of his term, but
[4:03]
for the remainder of his term up until
[4:05]
the next regular scheduled election,
[4:07]
which is November of 2026. So, that is
[4:10]
really what's before you tonight. We had
[4:12]
uh three applications going into
[4:14]
tonight. However, Shauna Hayyatt has
[4:17]
withdrawn her application and so
[4:19]
there'll only be uh two uh two
[4:21]
applicants to interview. We have Noya
[4:23]
Reno and Steve Shamblin. Uh as far as
[4:26]
the process goes, uh typically unless
[4:29]
the council directs differently, the uh
[4:31]
the city clerk would draw the names for
[4:34]
who actually gets interviewed first. And
[4:37]
so it's done randomly, then the council
[4:39]
or the applicant that's not chosen would
[4:42]
leave the room. uh the council has a set
[4:44]
of questions. Each question will be
[4:46]
asked to both applicants and then once
[4:48]
the first uh applicant is done with
[4:51]
their interview then we would go and get
[4:52]
the second uh applicant to come in. At
[4:55]
that point in time then there would be
[4:57]
uh there could be public comment uh from
[5:00]
the general the general public that is
[5:03]
here council discussion and then the
[5:05]
council would make an appointment by our
[5:07]
standard motion second type of uh type
[5:10]
of uh deliberation.
[5:15]
questions.
[5:17]
Any questions?
[5:20]
None.
[5:21]
>> Okay,
[5:21]
>> I hear we have a high-tech way of
[5:23]
picking who's going first.
[5:29]
» Very high-tech
[5:33]
and musical apparently.
[5:36]
Okay, our first interviewee
[5:40]
will be Miss Noa Reno. So, if I could
[5:42]
have Mr. Shamblin join me and I'll take
[5:44]
you back to the close session.
[6:01]
All righty. Uh, Miss Reena, you want to
[6:04]
come on up to the
[6:06]
podium?
[6:11]
All righty. Um, I'm just going to read
[6:13]
through these questions.
[6:15]
There you go.
[6:19]
All good. Um, please tell us about
[6:21]
yourself, your qualifications, and why
[6:22]
you desire to serve on the council.
[6:25]
>> Well, I have lived in our community for
[6:27]
a long period of time. When I was
[6:29]
younger, I chose to move here with my
[6:31]
mom. She told me I could move anywhere I
[6:33]
wanted, and I chose here because I
[6:35]
thought it was a beautiful, unique
[6:36]
place.
[6:37]
So, I have raised my kids here. I have
[6:40]
married my husband here. We have served
[6:42]
on the fire department for many years
[6:46]
together.
[6:47]
And I just love our community. And I
[6:49]
want to be able to do more to move it
[6:53]
forward.
[7:01]
» All right. If appointed, uh, what would
[7:03]
you like to accomplish between now and
[7:05]
November 2026?
[7:08]
the continued movement of the third
[7:10]
street project. I see great movement
[7:14]
with that and to continue that and to
[7:18]
continue like supporting the housing,
[7:22]
try to come up with some more long-term
[7:25]
solutions for our homeless situation in
[7:28]
our community and maybe some more
[7:30]
programs for the overdoses that we have
[7:33]
locally.
[7:42]
and council, by all means, uh, if you
[7:44]
have any follow-up questions, Dr. One,
[7:46]
hop right in. Okay. Um, all righty. Um,
[7:49]
number three, uh, how do you describe
[7:51]
your leadership and communication style,
[7:54]
and how will it benefit the council in
[7:56]
resolving any contentious issues?
[8:01]
I'm a pretty straightforward
[8:04]
person. I have a very mellow
[8:07]
personality. So, and being a first
[8:10]
responder and in the emergency services
[8:12]
and I also work in the medical field,
[8:14]
I'm able to deal with
[8:19]
situations in a pretty easygoing,
[8:25]
able to get things accomplished without
[8:28]
causing
[8:30]
to increase elevated moods and try to
[8:34]
decrease the situation if it becomes
[8:38]
hot-tempered.
[8:44]
» Uh what do you believe is to be the
[8:46]
greatest strength of our city and what
[8:48]
are the most pressing concerns?
[8:51]
>> The greatest strength of our city is our
[8:53]
community. It is a great community and
[8:56]
if somebody needs help, our community is
[8:58]
willing to help any way that they're
[9:00]
able to. I've seen it firsthand, be it
[9:04]
from a child to an adult, that their
[9:06]
house just had an incident that they all
[9:10]
come together to help. And the greatest
[9:13]
weakness in our community is the
[9:16]
homeless situation and the drug problems
[9:19]
that we do have locally. that those need
[9:21]
to be addressed a little more.
[9:26]
» One of the most important items the
[9:28]
council is tasked with is the approval
[9:30]
of the city's annual budget. This needs
[9:33]
uh the the needs of our community often
[9:36]
outweigh the city's revenue. How would
[9:38]
you go about prioritizing city's
[9:40]
multiple competing needs?
[9:44]
to do research on what is going to
[9:46]
benefit the citizens the most in our
[9:49]
community.
[9:50]
It has has to be a balance.
[9:58]
In 2020, the citizens of Crescent City
[10:01]
passed measure S, a 1 cent sales tax to
[10:03]
support essential city services.
[10:05]
Additionally, in 2022, city voters
[10:08]
overwhelm overwhelmingly voted down an
[10:11]
initiative to repeal measure S. If you
[10:13]
were appointed to the city council, how
[10:15]
would you ensure these funds were
[10:16]
allocate allocated to best support the
[10:19]
needs of the community?
[10:21]
>> I would um review the budget that's
[10:25]
submitted before us between each of the
[10:27]
departments that qualify under Measure S
[10:29]
and I would um review the Measure S
[10:32]
committee and their recommendations
[10:35]
to see what is going to benefit the
[10:38]
community as a whole.
[10:44]
All righty. What is your vision for
[10:46]
economic development in the city and
[10:48]
what do you see as the major economic
[10:51]
challenges facing the residents and
[10:52]
businesses?
[10:55]
Well, I believe the first all the new
[10:57]
projects going on on Third Street, I
[10:59]
believe those are wonderful and I think
[11:01]
those will help our community a lot to
[11:03]
for our growth. And the more the housing
[11:06]
that we are currently getting, that's
[11:08]
going to continue to have people stay in
[11:11]
our community, live in our community,
[11:13]
and spend money in our community.
[11:19]
What do you envision Crescent City to
[11:21]
look like 20 years from now?
[11:26]
I envision the downtown area to be up
[11:29]
and thriving like Jacksonville and
[11:31]
Ashland and to have events and to have
[11:36]
want to raise your kids here and a nice
[11:39]
retirement community and it just to go
[11:41]
in this direction that it's currently
[11:43]
going. I feel that we're going in the
[11:45]
right direction.
[11:51]
» All right. You now have two minutes to
[11:54]
give us any final thoughts or statement
[11:56]
as to why you should be appointed to the
[11:58]
council.
[11:59]
>> Mayor, before we do that, I have
[12:01]
>> I have one question and it it concerns
[12:05]
um social media. I I did a real quick
[12:10]
sweep of everybody's social media that
[12:12]
applied. And on your social media, if
[12:15]
you the first thing you you that comes
[12:17]
up is that um your name and then where
[12:19]
you live. It says you live in Medford,
[12:22]
Oregon. And if you could just address
[12:23]
that for us and put our fears aside with
[12:26]
that. We've had unfortunately uh people
[12:29]
on this council who have tried to be on
[12:32]
the council who didn't actually live
[12:33]
here.
[12:33]
>> I live in Crescent City. I literally
[12:35]
live three blocks away from here. And
[12:37]
the reason I have Medford is because I
[12:39]
had a stalker at one point and I didn't
[12:40]
want them to know where I lived.
[12:42]
>> Okay, fair enough. I apologize for
[12:46]
bringing it up, but
[12:46]
>> Nope, you're good. It is a valid
[12:48]
question. Thank you.
[12:52]
>> Pretty much everybody just so
[13:02]
the last ones you got some more. Go
[13:03]
ahead.
[13:06]
All right. So, two minutes to give us
[13:07]
your final thoughts uh or statement on
[13:09]
why you should be appointed. I just love
[13:11]
our community and I want it to continue
[13:14]
to go in a forward motion to make it a
[13:16]
good place for my grandkids to ra be
[13:20]
raised and to live.
[13:22]
And for future generations,
[13:27]
» thank you very much.
[13:28]
>> Thank you.
[13:56]
Good evening, council members.
[13:59]
Righty, I got nine questions I'm going
[14:01]
to ask you and your best answer them.
[14:04]
>> All right, go.
[14:05]
>> We'll try.
[14:08]
>> All right. Please tell us about
[14:09]
yourself, your qualifications, and why
[14:11]
you desire to serve on the council.
[14:14]
>> Okay. All in one. I have them separated.
[14:18]
Uh well first I just want to say that
[14:20]
you know for our democracy to function
[14:22]
everybody needs to participate. I've
[14:24]
always been one of those who likes to
[14:26]
participate
[14:29]
and we all have different abilities and
[14:32]
for me like serving on these commissions
[14:34]
and committees is what I like to do you
[14:37]
know on the planning and other
[14:39]
commissions. Uh as far as my experience,
[14:43]
I first spent about 25 years in the
[14:45]
aerospace industry and building spy
[14:49]
planes and things like that. So
[14:52]
uh doing budgets, finance, contracts,
[14:54]
audits, just a little bit of everything,
[14:56]
proposals,
[14:59]
uh overseeing government contracts,
[15:02]
federal funding.
[15:03]
Um, as far as my public service type of
[15:08]
thing, I served seven years on a library
[15:09]
board in Palmdale, California.
[15:12]
Uh, that was it was a city library. We
[15:14]
had about 150,000 people there and we
[15:17]
had a budget of about $2 million.
[15:20]
And our major accomplishment was there
[15:21]
is we got a new library built for the
[15:23]
public, which uh which was hard to do. I
[15:27]
had to convince the city manager to do
[15:29]
it and the council, but it we got it
[15:31]
done. Uh I was the public health manager
[15:34]
here in Dillard County. Uh I oversaw 29
[15:38]
programs. I had to make sure that all 29
[15:40]
programs were successfully implemented
[15:43]
and for the public um and so I had a
[15:47]
budget I had to control over the public
[15:50]
health and I did some grant writing and
[15:52]
managed some contracts there for the
[15:54]
county.
[15:56]
And currently I'm the chairman of the
[15:58]
Crescent City Planning Commission and
[16:00]
chairman of the measure S budget
[16:02]
oversight committee and I'm also a
[16:05]
member of the Delawork county planning
[16:07]
commission. So just recently I did that
[16:10]
about three months ago. So
[16:14]
uh so anything else? What was the
[16:16]
question?
[16:18]
>> I think that covered it all.
[16:19]
>> Okay, great.
[16:21]
>> All right, item number two. If
[16:22]
appointed, what would you like to
[16:24]
accomplish between now and November
[16:26]
2026?
[16:28]
>> Uh, I just want to make sure that we
[16:30]
carry on with um
[16:34]
getting uh working on this downtown
[16:36]
revitalization that's going on and
[16:39]
approving or doing anything as far as
[16:41]
infrastructure improvements go and what
[16:44]
we can do to bring more affordable
[16:46]
housing and attracting new businesses,
[16:48]
especially to the downtown area.
[16:56]
How would you describe your leadership
[16:58]
slashcommunication style and how will it
[17:00]
benefit the council in resolving a
[17:02]
contentious issue?
[17:04]
>> Um,
[17:06]
I work well with others and I understand
[17:08]
you got to compromise. Uh,
[17:12]
I like to uh make sure we get all points
[17:16]
of view out in the open before we make a
[17:18]
decision.
[17:20]
Um, I've never had any problems or
[17:23]
conflicts during meetings with that. So
[17:27]
that's it in a nutshell.
[17:33]
» Uh, what do you believe to be the
[17:34]
greatest strengths of our city and what
[17:37]
are the most?
[17:46]
The biggest strength in our city is of
[17:48]
course our location
[17:53]
and it's also the fact that we're right
[17:55]
on the 101 corridor and that we have
[17:58]
luckily we have a very proactive city
[17:59]
government trying to improve things
[18:01]
here. That's to me the three greatest
[18:04]
strengths that we have
[18:08]
>> and our most pressing concern.
[18:12]
Gee, there's that's it's hard to kneel down just one. Um, besides
[18:18]
the down to me, the downtown is a sore
[18:21]
point. I like to see that improve a lot.
[18:23]
But also affordable housing is the other
[18:26]
one. We need more affordable. We've got
[18:28]
a lot of low-income housing. We need
[18:30]
some more of the moderate range housing.
[18:34]
I'd like to see a townhouse complex go
[18:37]
in the downtown area.
[18:44]
One of the most uh important items the
[18:46]
council is tasked with is the approval
[18:48]
of the city's annual budget. Needs of
[18:50]
our community often outweigh the
[18:52]
revenues. How would you go about
[18:54]
prioritizing the city's multiple
[18:56]
competing needs?
[19:00]
» That's a tough one.
[19:03]
>> Uh that's one of those I don't know. I'd
[19:05]
have to review the budget and uh
[19:08]
it's kind of you have to make do with
[19:10]
what you got and
[19:14]
that's where you start have to listing
[19:15]
your priorities. What what has to be
[19:18]
done first and what can be put off.
[19:31]
All right. In 2020, the citizens of
[19:32]
Crescent City passed passed Measure S, a
[19:35]
once in sales tax to support essential
[19:36]
city services. Additionally, in 2022,
[19:39]
city voters overwhelming overwhelmingly
[19:42]
voted down an initiative to repeal
[19:43]
Measure S. If you were appointed to the
[19:45]
city council, how would you ensure these
[19:48]
funds were allocated to best support the
[19:50]
needs of the community?
[19:53]
>> Well, as the chairman of the measure S
[19:55]
committee, that's what I've been doing.
[19:57]
So
[19:59]
I reviewing all the expenditures that
[20:02]
they've put forth and
[20:04]
making sure that they all basically make
[20:07]
sense.
[20:15]
What is your vision for economic
[20:17]
development in the city and what do you
[20:18]
see as the major economic challenges
[20:21]
facing the residents and businesses?
[20:23]
Well, the biggest economic challenges
[20:25]
are kind of what I had said. It's the
[20:27]
downtown revitalization, infrastructure
[20:30]
improvement, uh attracting new
[20:32]
businesses, and affordable housing.
[20:36]
And I guess working with anybody that we
[20:39]
can, public or private, to get these
[20:41]
things accomplished is what we need to
[20:44]
do.
[20:48]
» What do you envision Cresant City to
[20:49]
look like in 20 years?
[20:52]
I'm hoping we have a nice downtown
[20:54]
that's uh walkable, has a lot of
[20:56]
businesses that it becomes a destination
[20:59]
spot. People drive right past Eureka and
[21:02]
other places to come here. Uh we've we
[21:06]
got a nice developed downtown that the
[21:08]
citizens and tourists would like to come
[21:11]
walk around the downtown and
[21:14]
uh you know um shop and go to
[21:17]
restaurants and enjoy. and like like as
[21:20]
we're what's going on with the building
[21:23]
enough housing downtown to I'm a big fan
[21:26]
of the mixeduse
[21:28]
uh development.
[21:37]
» Council, any questions before I ask the
[21:38]
last one?
[21:40]
>> Just wanted to confirm uh Mr. Shamblin,
[21:43]
you live in Crescent City. Is that
[21:44]
correct?
[21:45]
>> I live about four houses down from you.
[21:47]
>> All right.
[21:49]
I think that was more for the record.
[21:51]
>> Just for the record because uh I had
[21:53]
asked the uh
[21:55]
>> I'm the blue house for you.
[21:58]
>> All right. Just wanted to for
[21:59]
consistency sake make sure that I asked
[22:01]
that.
[22:03]
>> All right. Uh anybody else council?
[22:07]
>> All right. You now have two minutes to
[22:08]
give us any final thoughts or a
[22:10]
statement as to why you be appointed to
[22:13]
council.
[22:17]
Well,
[22:18]
I think I've pretty much said it all. I
[22:21]
just need to say here. Um, it seem I
[22:25]
thought I did have one more thing I
[22:27]
wanted to mention here.
[22:30]
Um, also besides all my other things, I
[22:32]
als I am I am good at handling large
[22:35]
chunks of data and kind of boiling it
[22:37]
down to a yes or no question. And we
[22:40]
have to do that a lot on the planning
[22:41]
commission as you know to deal with a
[22:45]
lot of uh facts and get it down to the
[22:49]
right answer here. Um
[22:53]
I I just say if I have any weakness,
[22:55]
it's probably public speaking and I'm
[22:57]
working on improving that.
[23:02]
Uh but I think I can uh do a good job
[23:04]
for you guys and I think we can all uh
[23:06]
help move the city forward. Righty.
[23:11]
Okay. Thank you, sir.
[23:12]
>> Thank you.
[23:17]
» Not that it matters. I'm curious if if um he sits on the county board. Uh
[23:23]
that would be uh
[23:27]
Yeah, I guess not that it matters
[23:30]
really. I'm just just curious. Well, he
[23:38]
They came. Yeah. Here.
[23:43]
Um, council.
[23:51]
Well, who wants the first whack at this?
[23:54]
All right. Do we want to do public
[23:56]
comment first?
[23:57]
>> Yeah, why don't we do public comment?
[23:58]
That sounds good, actually.
[24:02]
Excuse
[24:10]
me. My name is Kevin Hendrickk.
[24:13]
I'm not a city resident, but I do
[24:16]
recognize that when the city does well,
[24:18]
the county does well, and the city is
[24:21]
doing very well these days. I'm
[24:24]
impressed with the progress that's been
[24:26]
made lately on housing and
[24:27]
redevelopment, and I hope you'll keep up
[24:29]
the good work. Thank you.
[24:33]
Time flies when you're having fun. Seems
[24:36]
like yesterday I was standing before the
[24:38]
city council advocating that Ray Olman
[24:40]
be appointed to fill a vacancy. I made
[24:43]
the logical point that he had already
[24:46]
demonstrated a commitment to the job
[24:48]
because he ran for city council in the
[24:50]
prior election.
[24:52]
City council made a good choice then and
[24:54]
Rey has been a good addition.
[24:57]
I always appreciate it when Rey reminds
[24:59]
us all that city council is a
[25:00]
nonpartisan office. It is best for the
[25:04]
city council to avoid external politics
[25:06]
and focus on the nuts and bolts of
[25:08]
running the city.
[25:11]
You have a very important decision to
[25:12]
make today. I encourage you to forget
[25:15]
political considerations and consider
[25:18]
the experience and qualifications of the
[25:20]
applicants. With all due respect to the
[25:22]
two people who volunteered for this job,
[25:25]
Steve Shamblan is objectively the best
[25:28]
choice.
[25:29]
City council previously appointed Steve
[25:31]
to the planning commission and the
[25:33]
measure s committee
[25:36]
where he has demonstrated his
[25:37]
commitment.
[25:39]
Steve has planning experience and a
[25:41]
detailed awareness of city projects.
[25:43]
This is good preparation to serve on the
[25:46]
city council.
[25:48]
Steve does his homework and shows up at
[25:51]
meetings prepared to make informed
[25:52]
decisions.
[25:55]
As a city moves ahead with a major
[25:57]
redevelopment plan, it would be useful
[25:59]
to have a knowledgeable and experienced
[26:02]
planner at the table.
[26:07]
I have two minutes left.
[26:10]
Awkward pause.
[26:12]
So, um, I don't have anything more to
[26:15]
say other than I urge you to, uh,
[26:17]
appoint Steve Shamblin, uh, to fill this
[26:19]
city council seat, and I thank you for
[26:21]
your attention. Good luck.
[26:28]
Any other public comment?
[26:34]
Right. And I will bring it back to
[26:36]
council.
[26:48]
There's no further discussion amongst
[26:49]
the Oh, go ahead.
[26:53]
» Um,
[26:57]
it's a very hard decision because if I
[27:00]
actually would like both, can we have
[27:03]
two
[27:06]
uh
[27:09]
very impressed that uh both applicants
[27:13]
immediately focused on moving the city
[27:16]
forward and keeping that momentum going.
[27:19]
That's very important. Um so I was very
[27:23]
happy to hear in both cases that that
[27:26]
was also their motivation for being on this. Um,
[27:33]
having said that, I I do feel I did read
[27:37]
uh Mr. Shamblin's resume.
[27:40]
Um, and I have worked with him um in
[27:44]
previous committees. So, um I do agree
[27:48]
that he really does his homework.
[27:51]
He also has uh he didn't mention this
[27:54]
but I know from his resume um that he
[27:57]
also has um education in urban planning
[28:00]
I think is very useful.
[28:04]
I just kind of feel like even even
[28:07]
though boy hard decision I think he
[28:10]
perhaps has the or definitely has the
[28:13]
greater experience than this in this
[28:14]
case.
[28:22]
Well, um I guess it's my my turn at this
[28:25]
point. Um thank you both for being
[28:29]
willing to apply for this position and
[28:31]
to come before the council and uh go
[28:34]
through this process. I know that it's
[28:37]
nerve-wracking and it's it's not fun. Uh
[28:40]
it's a it stretches you and grows you.
[28:43]
Um,
[28:46]
you both have a lot of life experience.
[28:49]
You both have experience in government.
[28:55]
Um,
[28:58]
but one thing that really um
[29:04]
really came out with Noya was that her desire to help build the community
[29:10]
that we have here. something that that
[29:12]
we we really do have here is a rich
[29:16]
community spirit here in Crescent City.
[29:19]
And I I appreciated that. Another thing,
[29:22]
she's uh volunteered with the fire
[29:25]
department and been on the association
[29:28]
and been a fire captain and ran calls
[29:31]
and and gotten out there and and helped
[29:33]
save lives in our community that I
[29:35]
really appreciated uh from her
[29:37]
application. Um,
[29:41]
and with our fire chief stepping on to
[29:47]
new pastures, I I think that we also
[29:51]
need to be thinking about somebody being
[29:53]
on this council that has some experience
[29:54]
in fire that could help us help kind of
[29:58]
draw us towards the right candidate
[30:01]
for our new fire chief. Um,
[30:06]
Steve, you've got a lot of experience.
[30:07]
I'm not going to deny that. Um, thank
[30:10]
you for all of your work so far with the
[30:12]
city. Um,
[30:17]
but I I feel that the NOA may be the
[30:20]
better choice in my opinion because of
[30:22]
those things that I just brought up. Um,
[30:30]
that would be my opinion.
[30:38]
There's no further council discussion.
[30:43]
Um for me it's the measure S's planning
[30:46]
commission um experience does me um
[30:51]
that's a step towards towards here. I
[30:54]
mean we do a lot of the same things. The
[30:56]
meetings have this basic same format.
[30:58]
It's it's it's experience um that I
[31:03]
would value in a council.
[31:06]
Um that being said, um we have anybody
[31:10]
willing to put the first uh
[31:17]
» nomination.
[31:18]
Thank you. It's been a long
[31:20]
day. I apologize.
[31:21]
>> It's okay. I would
[31:23]
>> I would
[31:25]
move that we appoint Steve Shamlin to
[31:29]
fill the vacant city council seat
[31:31]
effective upon their signing the oath of
[31:34]
office through the November 2026 general
[31:38]
elections certification.
[31:40]
Second,
[31:44]
any other
[31:47]
motion from the floor
[31:50]
>> being that
[31:52]
you've uh
[31:56]
» Yeah. Same thing as as our other things,
[32:00]
right? So, we have to we check make sure
[32:02]
there's not a second motion that that is
[32:08]
» well I I guess I will move that Noya be
[32:11]
our nomination or candidate for city
[32:14]
council
[32:16]
and I know that I'm not going to get a
[32:18]
second on that. That's okay.
[32:21]
>> All righty. Um please hold the vote for
[32:24]
the first nomination.
[32:29]
Uh, Council Member Alman,
[32:30]
>> yes.
[32:31]
>> Council member Go.
[32:34]
>> Uh, no.
[32:35]
>> Mayor Prom Tinkler,
[32:37]
>> yes.
[32:38]
>> And Mayor Wright,
[32:39]
>> yes.
[32:42]
>> All righty. And, uh, that is actually
[32:44]
the end of our
[32:47]
agenda here. And it looks like I am
[32:50]
going to be adjourning us until the next
[32:52]
meeting which is scheduled for January
[32:55]
5th, 2026.
[32:58]
That was our original plan when this
[33:00]
agenda was posted, but now we will have
[33:03]
some items that we need to take for the
[33:05]
council. So most likely we will have our
[33:07]
December.
[33:09]
>> Okay.
[33:09]
>> As scheduled.
[33:10]
Okay. So take that back
[33:13]
then. But you had something to add.
[33:17]
All right. So then I will adjourn us
[33:19]
till our December 15th meeting right
[33:21]
here at the Flynn Center 6 p.m. Thank
[33:24]
you.
