for economic development and land

consulting services
at a rate hourly rate of 85 dollars and
[5:14]
he'll work between 20 to 25 hours a week
the agreement goes through july 16th of
[5:20]
this year
but there's a provision that we can't
[5:23]
extend the agreement if we wish by a
mutual agreement at that date so moved
[5:27]
his percentage second

public works union contract that was
recently approved increased the amount
[8:21]
of longevity for employees and then it
also added the holiday of presidents day

and what we typically do is when a union
gets an increase in a benefit like that
[8:32]
we pass that on to non-union employees
as well so this resolution will amend
[8:37]
the personnel manual
to grant those additional benefits
[8:41]

cresthill will county on the way to
borrow funds from the water pollution
[9:46]
control low loan program
this is in regards to the east water
[9:50]
reclamation facility phosphorus
improvements
[9:52]
uh bids were approved at the last city
council meeting
[9:56]
this is the
ordinance that allows us to start that
[10:00]
loan application process
we have just put this out then we'll
[10:05]
publish this and then it allows any
residents who want to comment that
[10:09]
opportunity to comment so this would be
uh cows will give us the approval to
[10:13]
start to borrow funds from the srf uh
for the east phosphorus improvements
[10:19]
which uh is 4.93 million dollars worth
of improvements plus engineering at the
[10:24]
low low interest rate of 0.85
uh with
[10:27]
uh 15 loan forgiveness still moving

it's a item that we discussed in our

meetings back in january and december
regarding the hiring of tiff consultant
[12:01]
as you're aware we're replacing our
former tif consultant
[12:06]
we are recommending jim and i both met
with
[12:08]
these individuals kane mckenna
along with julia dave silverman
[12:13]
to kind of plot a path forward
with the tif district and reestablishing
[12:18]
our tiffs so i'm recommending that
we hire kay mckenna and associates
[12:24]
for a fee of not to exceed 50 000
and their scope of services
[12:30]

kind of revolves around
[12:34]
looking at the existing tiff and doing
the tiff analysis starting kind of from
[12:38]
the beginning because of the supreme
court ruling so um they will do the
[12:42]
eligibility studies they will do from
step one all the way to
[12:46]
getting us to creating a tiff
[12:50]
some move this presented second
emotionally there was a resolution along
[12:55]
with this that was kind of late added to
this to the schedule so that should be
[12:59]

the 1.8 million that we discussed
and uh we will be presenting it to the

council in two weeks

on bryan drive so they're special to
[15:05]
those those locations
we discussed this at the work session

i will tell you that i was very
impressed with the

resume that was provided i was more
impressed during the
[17:17]
interview with tim
for his amount of knowledge that he has
[17:21]
in this field
much much much more than what i have
[17:25]
um
and his his experience that he is going
[17:29]
to bring forward to the city of
cresthill
[17:33]
and i do agree also that this is a
position that is long overdue in the
[17:36]
city of cresthill but i think it's going
to be a tremendous benefit
[17:40]
for us going forward especially with the
new building and everything else that we
[17:46]
have going on so it was my
recommendation to appoint mr tim
[17:49]
stinette
at a starting salary of 120 000 3 weeks
[17:54]
vacation and all of the other
benefits accorded to all other employees
[18:00]
in the city of crest television

okay just a couple of uh items uh first
one is our team connection program that
[19:31]
was started by mayor chernovic
unfortunately we do not have any
[19:37]
teenagers or
individuals
[19:40]
listed on file
so i am asking if any teenager
[19:46]
out there would like to
sign up for the team team connection
[19:50]
program
which would involve shoveling snow for
[19:54]
anyone elderly or disabled individuals
throughout the city
[19:58]
cutting grass raking leaves
we collect the names and then when
[20:02]
somebody calls and asks if we have
anybody that they could contact and work
[20:06]
out a contract with you uh we would then
give them your name so if you'd like to
[20:11]
sign up please go to our website you can
sign up that way uh or call city hall
[20:15]

and we can put your name on the list
because we are getting phone calls
[20:21]
especially with the snow
for some help and assistance to people
[20:25]
that need it the next one is in regards
to the snowstorm that we had last week i
[20:29]
believe it was almost 11 inches of snow
that we had throughout our city it was
[20:33]
probably the largest snowfall that we've
had in the last several years
[20:37]
i would certainly like to extend my
gratitude to public works
[20:42]
for the job that the men and women of
public works did there was a long event
[20:47]
that took place
the good news is it was not as long as
[20:50]
was predicted uh by all of the weather
stations for our area but it was still a
[20:55]
a uh
a long long
[20:58]
period of time that the
the men and ladies were out there uh
[21:03]
plowing the snow
and uh unfortunately we had a very
[21:07]
serious water main break during the
snowstorm also
[21:11]
so that had to be attended to also but
uh hats off to the uh to public works
[21:16]
and also to the police department i know
it's not easy for the police officers to
[21:20]
maneuver in that snowstorm i'm sure
there were a lot of calls for assistance
[21:24]
that they helped with
um
[21:26]
and in addition to the normal calls that
were out there i do want to say to the
[21:32]
people that did stay home that day that
was very well appreciated because it
[21:36]
made cleanup services a little bit
easier for everybody during that
[21:40]
duration
uh the next thing that i want to make a
[21:43]
comment is in regards to the garbage
pickup i know that we had a lot of phone
[21:46]
calls here at city hall in regards to
the wednesday and thursday garbage
[21:51]
that was not picked up because of the
snowstorm that was not our that was not
[21:56]
the decision of the city of cresthill
that was the decision of republic
[21:59]
services
and
[22:02]
they made the decision based on safety
needs of their employees and on some i'm
[22:07]
sure some staff shortages that were out
there
[22:10]
so again i know it's an inconvenience
for those people that had wednesday and
[22:15]
thursday garbage pickup it will be
picked up this week on your regular day
[22:20]
of wednesday or thursday
i apologize as the city of cresthill for
[22:25]
any inconvenience that it causes you but
sometimes with the act of nature um we
[22:32]
have to adjust
and um it will be picked up and so i
[22:36]
just thank you for your patience in that
situation the last thing that i have is
[22:41]
for the veterans and police memorial i
would ask for a meeting this next
[22:46]
thursday february 17th at 1 pm in city
council chambers this will be to discuss
[22:53]
our 2022
memorial day ceremony um
[22:59]
more than likely the ceremony will be
held here on this property this year
[23:04]
uh hopefully that will be the last year
and then next year we can have a
[23:08]
rededication at new city hall so anybody
who would like to join us it's strictly
[23:13]
a volunteer basis
we accept any and all volunteers so if
[23:19]
you'd like to be part of
the planning process for this year
[23:24]
please join us on thursday february 17th
at 1 pm that is it for the mayor unless
[23:30]
there are any questions i will certainly
try to answer them just a quick comment

in regard your team connection
is there a way you can send some
[23:38]
information to the schools because often
times uh a lot of parents reach out if
[23:42]
they're looking for their kids to make
some
[23:45]
hours
uh that will be good thing for them to
[23:48]
know that sure i will have maribel take
care of that yeah just the younger
[23:53]
generation they don't watch our cable tv
so
[23:56]
it will be good thing to
advertise it that way

is that something that can qualify for
community service hours for the
[24:10]
teenagers uh
unfortunately the way it's set up is
[24:15]
that
the individual team would work out a
[24:20]
negotiated contract with the homeowner
for payment for services rendered the
[24:27]
city just provides the names
of the individuals
[24:31]
that call here that they can then reach
out to them
[24:36]
but there still may be some at the
schools that would like to take
[24:39]
advantage of that for a little extra
cash on hand
[24:45]
again for shoveling snow cutting grass
raking leaves
[24:50]
but that is strictly between for
liability it's between the homeowner
[24:54]
their insurance and the individual
[24:58]
