[2:20] our city attorney mike steph good evening mike good evening mayor and
[2:23] council um i have one matter it's the resolution
[2:27] authorizing the settlement of two cases that were discussed in executive
[2:31] session a couple of meetings ago the
[2:35] you should have a redlined and clean version
[2:38] of the uh consent decree for the uh mr properties case uh it's the
[2:46] uh 20 ca or 20 ch 23 or
[2:52] ch2343
[2:57] if the redline version which i think meets all of the uh
[3:04] concerns uh that were discussed last time
[3:08] uh we can go ahead and you can vote on it otherwise if you feel that there's
[3:12] not more discussion necessary we could go into an executive session which we
[3:15] have provided for so question is you want to
[3:19] take it up now as is
[3:22] without comment or if you want to discuss we should do it in an executive
[3:26] session so we i would recommend passing it if there's a need for the executive
[3:32] motion would be in order so moved motion by alderman dike seconded by
[3:36] alderman vershay for a resolution authorizing settlement
[3:40] of will county cases questions or comments well i did make my
[3:44] comments previous to the meeting about the changes
[3:47] yes they're uh village the city yes there are two typos on the the
[3:51] resolution itself uh village instead of city
[3:56] i caught those after the last meeting but i did not give jim the updated one
[4:01] so i apologize for that but those those have been made and i'll
[4:05] submit that to kent second paragraph you got village
[4:09] that's what we're talking about okay

[4:32] [Applause] i have nothing else other than to ask
[4:38] there any questions you guys might have any questions of our city attorney
[4:43] okay thanks mike moving on city administrator city
[4:46] administrator jim moreno good evening jim good good evening
[4:50] first item i have for you tonight is the
[4:53] consulting services agreement this is between the city and brent hassert
[4:58] consulting we spoke about this at a previous
[5:01] meeting at a work session so this will allow us to continue to
[5:05] utilize steve belden for economic development and land
[5:10] consulting services at a rate hourly rate of 85 dollars and
[5:14] he'll work between 20 to 25 hours a week the agreement goes through july 16th of
[5:20] this year but there's a provision that we can't
[5:23] extend the agreement if we wish by a mutual agreement at that date so moved
[5:27] his percentage second we have motioned by alder person
[5:31] overland second by alderman albert for the approval of the economic
[5:36] development consulting services agreement with brent hazard for the
[5:40] hiring of steve golden as our interim economic development director questions
[5:46] or comments roll call please claudia gazelle yes
[5:50] tina oberlin yes mark zappedy yes nate albert yes joe kubal yes scott dyke yes
[5:55] john vashay yes darrell jefferson yes promotion carries thank you
[6:03] resolution does not say resolution on it
[6:09] it'll be 11 36.
[6:21] okay all right the next item i have for you is creating the position of director
[6:25] of information technology
[6:29] this is an item we spoke to you about at a previous work session
[6:33] i won't go into details if you have any questions i can answer those for you but
[6:37] i think it's understood by everybody that this is a position we sorely need
[6:42] especially to get us moving into the city center as
[6:47] soon as possible so what you have here is the ordinance
[6:50] that creates the position and i also attach the job description
[6:55] so if you have any questions i can answer those for you
[6:59] so move has presented a second we have motion by alderman elder
[7:03] seconded by alder woman gazal for an ordinance amending title ii
[7:09] to add chapter 2.27 including sections 2.27.010
[7:19] wow there's a whole bunch here two two seven point zero two zero two point two
[7:23] seven point three zero and two point two seven
[7:27] zero four zero for the director of information
[7:31] technology in the city of cresthill questions or comments well i just want
[7:35] to thank you jim because i think this was very much needed
[7:38] by the city and i appreciate you getting to this right away and finding somebody
[7:43] so quickly because we really need to get this going thank you
[7:48] roll call please peanut oberlin yes
[7:52] mark zepeda nate albert yes joe cuba yes scott dyke yes john mccain yes darrell
[7:58] jefferson yes claudia gazelle yes motion carries ordinance 1889.
[8:07] okay the next item i have for you is amending the
[8:11] employee handbook this is something we discussed at the previous work session
[8:14] as well the
[8:17] public works union contract that was recently approved increased the amount
[8:21] of longevity for employees and then it also added the holiday of presidents day
[8:27] and what we typically do is when a union gets an increase in a benefit like that
[8:32] we pass that on to non-union employees as well so this resolution will amend
[8:37] the personnel manual to grant those additional benefits
[8:41] so move second
[8:43] motion by alderman albert seconded by alderman dike for resolution amending
[8:46] section 4.4 longevity incentive and section 8.1 holidays of the city of
[8:51] crestel employee handbook questions or comments
[8:55] roll call please mark the pewdie yes nate albert yes joe cuball yes scott
[8:59] dyke yes john burchetti yes darrell jefferson yes claudia dissolved yes tina
[9:04] oberlin yes motion carries resolution 11-37
[9:13] [Applause]
[9:24] anything else jim no not under city administrator uh any
[9:29] questions of city administrator okay thank you
[9:34] moving on public works department our director of public works mark seifer
[9:37] good evening mark good evening mayor council i have one agenda item in front
[9:40] of you this evening and then as an ordinance authorized in the city of
[9:43] cresthill will county on the way to borrow funds from the water pollution
[9:46] control low loan program this is in regards to the east water
[9:50] reclamation facility phosphorus improvements
[9:52] uh bids were approved at the last city council meeting
[9:56] this is the ordinance that allows us to start that
[10:00] loan application process we have just put this out then we'll
[10:05] publish this and then it allows any residents who want to comment that
[10:09] opportunity to comment so this would be uh cows will give us the approval to
[10:13] start to borrow funds from the srf uh for the east phosphorus improvements
[10:19] which uh is 4.93 million dollars worth of improvements plus engineering at the
[10:24] low low interest rate of 0.85 uh with
[10:27] uh 15 loan forgiveness still moving second
[10:31] we have motion by alderman's petty seconded by older person overland or an
[10:35] ordinance authorizing city of crest hill will county illinois to borrow funds
[10:38] from the water pollution control loan program questions or comments
[10:43] roll call please nate albert yes joe cuball yes scott dyke yes john beshea
[10:48] yes terrell jefferson yes all yes peanut overland yes mark zupiti yeah motion
[10:53] carries orleans 1890.
[10:57] that is all i have for this evening i'd be happy to entertain any questions
[11:01] any questions comments of public works just a quick comment about all your
[11:06] facebook uh posts they look so professional lately i'm loving every
[11:10] picture who goes to who's handling it thank you
[11:14] it's definitely we're showing a lot of class and professionalism i love the way
[11:19] they look they're not clear to the point no problem i'll pass it along thank you
[11:25] anybody else okay thanks mark
[11:29] moving on to our city engineer we have no items
[11:36] in the report and ron will be here tomorrow if you
[11:40] have any questions community development department
[11:44] our community development director mr steve colton good evening steve how are
[11:48] you very good how are you council how are you
[11:51] uh before you as this one item it's a item that we discussed in our
[11:56] meetings back in january and december regarding the hiring of tiff consultant
[12:01] as you're aware we're replacing our former tif consultant
[12:06] we are recommending jim and i both met with
[12:08] these individuals kane mckenna along with julia dave silverman
[12:13] to kind of plot a path forward with the tif district and reestablishing
[12:18] our tiffs so i'm recommending that we hire kay mckenna and associates
[12:24] for a fee of not to exceed 50 000 and their scope of services
[12:30] [Music] kind of revolves around
[12:34] looking at the existing tiff and doing the tiff analysis starting kind of from
[12:38] the beginning because of the supreme court ruling so um they will do the
[12:42] eligibility studies they will do from step one all the way to
[12:46] getting us to creating a tiff
[12:50] some move this presented second emotionally there was a resolution along
[12:55] with this that was kind of late added to this to the schedule so that should be
[12:59] yeah i know it's not listed as a resolution
[13:04] motion by alderman albert seconded by alderman dyke was it no it was me older
[13:10] person i felt close for a resolution approving a professional service
[13:14] agreement buying between the city of cresthill will county illinois and kane
[13:18] mckenna and associates incorporating questions or comments
[13:22] roll call please joe cool yes
[13:27] scott dyke yes john berchay yes gerald jefferson yes
[13:31] claude gassol yes tinoberlin yes mark the pd yes
[13:35] yes motion carries it'll be resolution 1138.
[13:41] and just two other quick items in your board packet zoe rogers
[13:45] our administrative clerk for the building department submitted a
[13:48] january code enforcement update as well as a january
[13:52] permit fee report update um
[13:55] they're in your in your packets and then the last thing
[13:59] is we did receive jim did receive one proposal
[14:04] for the purchase of this property it is to the edgemark
[14:06] uh brokers and gw properties the companies that we brought before you i
[14:11] believe they're the only proposal correct that we received
[14:14] and we'll be opening up the proposal and uh it should be for the amount that uh
[14:19] the 1.8 million that we discussed and uh we will be presenting it to the
[14:23] council in two weeks that's all i have
[14:27] okay any questions of economic development
[14:32] thank you steve uh moving on to our police department
[14:35] our police chief ed clark good evening again evening mayor council
[14:39] i have before you this evening special parking ordinance with two
[14:44] sections prohibiting parking one uh section will prohibit parking on
[14:50] our new city center boulevard and presto drive around our facility
[14:55] the other section of this will also prohibit parking of semi tractors trucks
[15:00] any trailers or fox trucks on bryan drive so they're special to
[15:05] those those locations we discussed this at the work session
[15:10] i believe on the 24th and uh i'll entertain any questions so move as
[15:14] presented mayor second motion by alderman albert second by
[15:18] alderwoman gazelle or an ordinance amending the parking
[15:23] regulations questions or comments
[15:27] roll call please scott dyke yes john richard yes carl jefferson yeah
[15:31] yes you know oberlin yes marks yes nate albert yes joe kubo yes motion carries
[15:37] ordinance 1891. thank you uh i have the two-week record
[15:44] in the packet and i'll entertain any questions
[15:48] questions of the police department can you tell us publicly how many tickets
[15:52] you wrote so everyone is aware that we do write tickets 77. thank you
[16:00] okay thanks ed thank you moving on to the mayor's report i have two agenda
[16:04] items first one would be for a donation to crest still
[16:08] pony baseball for their yearbook ad for the 2022 baseball season so move
[16:13] awesome that's okay we have motion by alderman albert seconded by alderman

[16:28] darrell jefferson yeah claudia gazelle yes ken overland yes mark zupiti yes
[16:32] nate albert yes kell tubal yes yes motion carries thank you
[16:38] and the second agenda item um with the creation of the position of director of
[16:43] information technology would be for the appointment of a
[16:47] director of information technology you have information in your packet
[16:52] it is my recommendation that we
[16:56] appoint mr timothy stinette as our information
[17:00] technology service director for the city of cresthill
[17:04] in your packet you have a copy of his resume
[17:08] i will tell you that i was very impressed with the
[17:12] resume that was provided i was more impressed during the
[17:17] interview with tim for his amount of knowledge that he has
[17:21] in this field much much much more than what i have
[17:25] um and his his experience that he is going
[17:29] to bring forward to the city of cresthill
[17:33] and i do agree also that this is a position that is long overdue in the
[17:36] city of cresthill but i think it's going to be a tremendous benefit
[17:40] for us going forward especially with the new building and everything else that we
[17:46] have going on so it was my recommendation to appoint mr tim
[17:49] stinette at a starting salary of 120 000 3 weeks
[17:54] vacation and all of the other benefits accorded to all other employees
[18:00] in the city of crest television second

[18:24] tim is here tonight with his wife tina tim if you'd like to say anything please
[18:27] to the podium
[18:32] [Applause] hello everyone
[18:36] just like to thank the mayor and council for creating this position and thank you
[18:40] for trusting me with it i'm excited to be working with the city of cresthill
[18:44] and uh just really looking forward to moving forward and uh
[18:49] uh bringing bringing us into the future and uh
[18:53] thank you very much first you gotta get us to the
[18:56] present tim and then you can okay
[19:00] got a lot of lots to do that's good anybody else
[19:05] just congratulations and you came very highly recommended so we look forward to
[19:09] work with you and see what you're going to do for us
[19:13] welcome thank you very much
[19:17] welcome welcome aboard thanks a lot appreciate
[19:20] it welcome my board tim and your lovely wife tina
[19:26] okay just a couple of uh items uh first one is our team connection program that
[19:31] was started by mayor chernovic unfortunately we do not have any
[19:37] teenagers or individuals
[19:40] listed on file so i am asking if any teenager
[19:46] out there would like to sign up for the team team connection
[19:50] program which would involve shoveling snow for
[19:54] anyone elderly or disabled individuals throughout the city
[19:58] cutting grass raking leaves we collect the names and then when
[20:02] somebody calls and asks if we have anybody that they could contact and work
[20:06] out a contract with you uh we would then give them your name so if you'd like to
[20:11] sign up please go to our website you can sign up that way uh or call city hall
[20:15] here at 815-741-5123
[20:18] and we can put your name on the list because we are getting phone calls
[20:21] especially with the snow for some help and assistance to people
[20:25] that need it the next one is in regards to the snowstorm that we had last week i
[20:29] believe it was almost 11 inches of snow that we had throughout our city it was
[20:33] probably the largest snowfall that we've had in the last several years
[20:37] i would certainly like to extend my gratitude to public works
[20:42] for the job that the men and women of public works did there was a long event
[20:47] that took place the good news is it was not as long as
[20:50] was predicted uh by all of the weather stations for our area but it was still a
[20:55] a uh a long long
[20:58] period of time that the the men and ladies were out there uh
[21:03] plowing the snow and uh unfortunately we had a very
[21:07] serious water main break during the snowstorm also
[21:11] so that had to be attended to also but uh hats off to the uh to public works
[21:16] and also to the police department i know it's not easy for the police officers to
[21:20] maneuver in that snowstorm i'm sure there were a lot of calls for assistance
[21:24] that they helped with um
[21:26] and in addition to the normal calls that were out there i do want to say to the
[21:32] people that did stay home that day that was very well appreciated because it
[21:36] made cleanup services a little bit easier for everybody during that
[21:40] duration uh the next thing that i want to make a
[21:43] comment is in regards to the garbage pickup i know that we had a lot of phone
[21:46] calls here at city hall in regards to the wednesday and thursday garbage
[21:51] that was not picked up because of the snowstorm that was not our that was not
[21:56] the decision of the city of cresthill that was the decision of republic
[21:59] services and
[22:02] they made the decision based on safety needs of their employees and on some i'm
[22:07] sure some staff shortages that were out there
[22:10] so again i know it's an inconvenience for those people that had wednesday and
[22:15] thursday garbage pickup it will be picked up this week on your regular day
[22:20] of wednesday or thursday i apologize as the city of cresthill for
[22:25] any inconvenience that it causes you but sometimes with the act of nature um we
[22:32] have to adjust and um it will be picked up and so i
[22:36] just thank you for your patience in that situation the last thing that i have is
[22:41] for the veterans and police memorial i would ask for a meeting this next
[22:46] thursday february 17th at 1 pm in city council chambers this will be to discuss
[22:53] our 2022 memorial day ceremony um
[22:59] more than likely the ceremony will be held here on this property this year
[23:04] uh hopefully that will be the last year and then next year we can have a
[23:08] rededication at new city hall so anybody who would like to join us it's strictly
[23:13] a volunteer basis we accept any and all volunteers so if
[23:19] you'd like to be part of the planning process for this year
[23:24] please join us on thursday february 17th at 1 pm that is it for the mayor unless
[23:30] there are any questions i will certainly try to answer them just a quick comment
[23:34] in regard your team connection is there a way you can send some
[23:38] information to the schools because often times uh a lot of parents reach out if
[23:42] they're looking for their kids to make some
[23:45] hours uh that will be good thing for them to
[23:48] know that sure i will have maribel take care of that yeah just the younger
[23:53] generation they don't watch our cable tv so
[23:56] it will be good thing to advertise it that way
[24:01] i'm sorry
[24:06] is that something that can qualify for community service hours for the
[24:10] teenagers uh unfortunately the way it's set up is
[24:15] that the individual team would work out a
[24:20] negotiated contract with the homeowner for payment for services rendered the
[24:27] city just provides the names of the individuals
[24:31] that call here that they can then reach out to them
[24:36] but there still may be some at the schools that would like to take
[24:39] advantage of that for a little extra cash on hand
[24:45] again for shoveling snow cutting grass raking leaves
[24:50] but that is strictly between for liability it's between the homeowner
[24:54] their insurance and the individual
[24:58] okay moving on to our city clerk's report our city clerk
[25:02] christine berche hall thank you good evening um just a little reminder to the
[25:07] council and the public that the next council meeting will be held on tuesday
[25:11] february 22nd due to monday being president's day
[25:17] and i also like to thank mark seifert for taking the time out wednesday in the
[25:21] snowstorm to go pick up
[25:24] lori thrasher from the clerk's office so she come in the office and man the
[25:28] phones so thank you mark and thank you lori for
[25:31] what you did last wednesday and that's all i had to report okay any
[25:35] questions uh city clerk
