[0:55] two very well-known and prominent individuals from the city of cresthill

[1:01] first mr donald hoffman

[1:04] 93 years old passed away on march 16 2022.

[1:11] don hoffman was instrumental in the incorporation of the city of

[1:16] cresthill back in 1960 he was also one of the original eight

[1:23] aldermen that were elected

[1:27] to the city or chosen to be on the city council in 1960

[1:32] january 22nd of 1960 and then he ran for the position in 1961

[1:39] was elected to a four-year term and served another four years for the

[1:44] city of christil he lived was which is now in ward 4.

[1:51] he was again a well-known and prominent individual for the city of prestill he

[1:55] did a lot of wonderful things for the city of cresthill

[1:58] we certainly as a city we wish to

[2:02] add our condolences extend our gratitude for his years of service to the city of

[2:07] crest hill to his family

[2:10] and thank him for making the city of crestille a better place to live

[2:16] we also lost another well-known and prominent individual from the city of

[2:20] cresthill mr jim troja just passed away a few days ago on march

[2:24] 30th 2022 i believe he was 82 years old

[2:30] jim one of was jim was an accountant by trade

[2:33] and actually served on our police pension board for 30 years

[2:39] so he gave a lot of time to the city of cresthill also as did mr hoffman

[2:44] we certainly wish to extend our condolences to his wife carol

[2:48] and their children on the loss of their husband and their

[2:52] father we certainly want to extend our gratitude for the commitment the

[2:56] dedication and the loyalty that he gave to the city of cresthill for 30 years on

[2:59] the police pension board he again improved the quality of life

[3:03] for the for the residents and for the police officers of the city of cresthill

[10:01] this evening is an ordinance authorizing the issuance of water works and sewerage

[10:04] revenue bonds for the city of cresthill in an aggregate principle amount not to

[10:08] exceed 49 million five thousand uh as we spoke about last week uh the forty nine

[10:14] million five thousand five hundred mark 500 sorry 49 million

[10:19] 500 000. um is intended to cover engineering

[10:23] legal and anticipated construction costs with the improvement

[10:26] uh the latest opinion of probable cost is 39 million 984 uh which has gone up

[10:31] since october 2.5 percent um

[10:35] this will only be used for the scope of this project any change orders will come

[10:39] back before council um the city is in a good position to

[10:43] receive up to five million dollars in principal forgiveness with a loan

[10:48] interest rate as low as 0.65

[10:52] bids should go out mid-may and come back in mid-july

[10:57] and we'll take advantage of best funding available

[15:02] tremendous peer pressures and teaches the skills

[15:06] to make safe and responsible decisions and whereas there is taught in many more

[15:13] than 300 000 classrooms in all 50 states and 54 countries around the world and

[15:20] whereas over 36 million kindergarten through 12th grade students are

[15:24] positively impacted by dare each year and whereas the dare program is taught

[15:30] by specially trained police officers who have directed who have direct experience

[15:36] with criminals whose lives have been ruined by substance abuse and

[15:41] whereas each police officer who teaches the dare program completes an intensive

[15:46] 80 hours training course that includes instruction in teaching

[15:50] tech techniques officer school relationship development

[15:54] and self-esteem child development and communication skills and

[15:59] whereas the deer curricula helps students recognize and successfully

[16:03] manage stress evaluate risk-taking behaviors resist

[16:07] gang pressure apply effective decision making skills and evaluate the

[16:12] consequences of the choices available to them end

[16:16] whereas the dare program has achieved outstanding success teaching positive

[16:21] and effective approaches to some of the most difficult problems

[16:25] facing our young people today substance abuse violence gangs

[18:06] that have served as their officers for the city of crestel

[18:10] first our first their officer i believe was from someone from will

[18:14] county sheriff's department if i remember correctly and then it was

[18:18] followed by our own tom evanoff

[18:21] who rose to the rank of sergeant and is now retired

[18:26] our second air officer was officer brad hertzman

[18:31] who wrote rose to the rank of deputy chief of administration and is now

[18:36] retired our third officer that was

[18:40] our dare officer was officer ryan dobstick

[18:44] who is currently still with us and he has now been most recently

[18:49] promoted to the rank of deputy chief of

[18:52] administration joe lacoste

[18:56] was our fourth there officer over the last 30 years

[19:01] who has now risen to the ranks of sergeants in investigations

[19:07] and our final officer that i believe since 2014

[19:13] is officer heidi outlaw and is now our community service officer also correct

[19:20] i will tell you that all of these officers i have been at ceremonies

[19:26] graduations that they have handled so i speak highly of all of them

[19:31] i can tell you since for the last seven years now officer heidi outlaw

[19:37] has done a tremendous job also the way she interacts with the students

[19:42] she teaches the fourth grade students at richland grade school and she teaches

[19:45] the fifth grade students at cheney mangy school about 150 students each year

[19:51] coming out of both schools you know it's a difficult task in the

[19:56] environment and the social climate that we live in today but i will tell you

[19:59] that heidi has touched many many

[20:04] hearts of these young children i'll i believe she'll be the first to

[20:08] tell you that she has not touched everybody

[20:11] but i will tell you that

[20:15] the hearts

[20:18] but i will tell you it's a very difficult job it's a very difficult job

[20:21] in today's climate but she does a fantastic job and she's

[20:25] earned their respect and she's gained many friends and you know if she can

[20:30] change uh several several lives and keep people off of drugs and alcohol then the

[20:36] program is worth it and it's worth it the city of crestville sponsors

[20:40] sponsors this and also the cresthill alliance club has

[20:44] been sponsoring the their graduations probably for

[20:48] 25 of those last 30 years so it is my honor and privilege on

[20:53] behalf of everybody all the students that went through the dare program at

[20:57] the city of cresthill all the past officers

[21:00] and all the future students and future officers that will that will continue to

[21:04] do their program in the city of cresttel we certainly want to extend their

[21:08] gratitude for their commitment their dedication and loyalty to this program

[21:13] and it is my honor and privilege on behalf of the entire city of crystal to

[21:17] present a copy of this proclamation to officer

[22:04] couldn't do it without this amazing guy standing behind me without the support

[22:08] of our deputy chiefs and our chief i wouldn't be able to do this so again

[22:12] thank you very much i really appreciate this on behalf of all of the dare

[22:16] officers we've ever had i want to thank you guys and the mayor for giving us the

[22:20] proclamation for dare day thank you

[22:26] this is uh obviously a program we've had for many years

[22:31] you know i've seen firsthand uh how they interact with their instructors even

[22:36] years later i've seen our past deputy chief who could talk to the kids knew

[22:40] them and they would share information they

[22:42] were they were free to talk to the officer so this is just one more program

[22:46] that provides that outreach to our community

[22:48] and you know our goal is to keep improving and making more progress in

[22:52] expanding our outreach to the community so thank you city council for allowing

[22:56] us to have this program it's done a lot of good in our community and we want to

[23:01] continue it so thank you and thank you to officer outlaw

[23:05] i'll open up for any comments from city council well i think you have to get

[23:09] kids when they're young if you want to make an impact

[23:12] and this is one of the areas that i think is really really critical to make

[23:16] an impact at a young age because there is so much pressure out there to kids i

[23:20] mean even when my son was that agent he went through the program it was a

[23:24] different world than it is today and um you know with cyber crimes and

[23:28] all these other things going on so i really applaud you for your work heidi

[23:32] thank you so very much and thank you ed i certainly have so much to tell you you

[23:38] know how i feel about you so as ed knows

[23:42] my daughter was one of the girls that took the their program and all the kids

[23:46] at the school they love you i mean when you come to our committee outreach that

[23:50] we do every year you are gifted like you have done so much

[23:56] for the committee from my word for for the kids the parents love you

[24:01] everybody loves you i've seen you how you interact with them and it just you

[24:04] are gifted i mean ed

[24:06] we've talked about this before you chose the right person for the job it's uh i

[24:11] can't thank you enough for everything that you do the patient that you have i

[24:14] haven't seen as a police officer you have a lot of time you let the kids

[24:19] touch the car go inside do everything i mean i just like love to watch you doing

[24:23] this and i want to thank you personally for helping me

[24:26] with those committee outreach thank you again from the bottom of my heart thank

[24:30] you anybody else yep

[24:34] thanks heidi to you and all the officers before you the officers all over the

[24:38] world that do this if you save one person that is a good job

[24:42] and that's how you look to save one congratulations

[25:38] adults do they they realize that they're real people and then when they see you

[25:43] on the street they can you know treat you with respect

[25:46] that's one of the big takeaways of the program that's not you know mentioned as

[25:50] much but you cert we've certainly had a great

[25:54] group of men and women leading this program and i appreciate all you do just

[25:59] like everybody else has said heidi for the for the program and the police

[26:02] department thank you

[26:12] having three kids that offer that all went through the dare program and

[26:17] um you were instrumental in um

[26:21] in making them aware of all the risks that
